An Interview with Outgoing Madison School Board Member (and President) Gloria Reyes



David Dahmer:

As president, Reyes has been the face and often the spokesperson of the Madison School Board during some very trying and challenging times including the COVID-19 pandemic and the canceling of in-person classes, the hiring of new MMSD superintendent twice (Dr. Matthew Gutierrez rescinded his acceptance of the job before MMSD started over from scratch to hire now-Superintendent Dr. Carl Jenkins), the temporary firing last year of a Madison West High School security guard that drew international attention, and a facilities and operation referendum process. Those are to just name a few.

“It all started when Dr. Jen Cheatham announced that she was leaving for another opportunity and I knew right then that this would spark a transition and an opportunity for our school district,” Reyes says. “It’s a loss, but also an opportunity to explore who our new leader could be. We launched a really transparent, engaged process to hear what the community wanted to see in their next leader.”

MMSD hired Dr. Matthew Gutierrez who was leading the school district in Seguin, Texas, but the COVID-19 pandemic began and Guitierrez rescinded his acceptance and decided that he could not leave his school district during such a challenging time.

“I feel like he was going to be an amazing leader for us, but COVID hit and we found ourselves without a superintendent while going through the pandemic and closing schools and moving to virtual learning,” Reyes says. “That was also a very challenging time for us and our students, our teachers, our school administrators and our staff to go through a whole year in virtual learning. It’s been challenging for everyone including our parents and our families.

Statement by Gloria Reyes

I am announcing today that I will not seek re-election to the Madison School Board. This has been a difficult decision. I’ve made it after much consideration, consultation with my family, and as always with the future of our Madison Schools and our students uppermost in my mind.

As a Board member, I have always felt that our MMSD community deserved every ounce of energy I have. I’ve given that. Now, I have taken on a big, important, new job. While my new employer is fully supportive of my public service, I believe my focus must turn completely to serving our Briarpatch youth and families.

It has been an honor to serve alongside my fellow board members, who have supported my leadership and who are steadfast and thoughtful public servants. We have accomplished a great deal together. Although there are challenges ahead, the District is in a strong place: a respected, effective leader as Superintendent and continued investment from our community thanks to two successful referenda this fall. This Board will lead us into a bright future.

During my three years on the Board, we have gone through significant changes, leaving us open for opportunities to make even more change happen. We have begun to build a new normal, where black excellence is not just words we say but is incorporated into all we do; where inclusion and equity brings justice to those most vulnerable in our communities; a new normal where we close achievement gaps. We must continue on this path.

I would like to thank all those who have supported me on this journey and who came together to elect the first Latina to the Madison School Board. It was your support and your commitment that kept me resilient and resolute in making decisions based on what was best for our students and school community.

Thank you for standing alongside me, holding me accountable, and pushing me as an elected leader to grow, to learn, and to have the courage to make tough decisions.

It is my firm belief that public schools are the foundation of a city’s success. Throughout this journey, I have learned that our Madison Public Schools are at the center of our City, an engine that drives excellence, that creates promise, and that highlights who we want to be as a community.

I will continue to support youth and our community in my new position, I will continue to work with the MMSD, and I will always be a champion for Madison Public Schools.

“Sometimes we get to the point where it’s a detriment in our community because we are so scared of being called racist,” Reyes said. “We have to call that out, get over it and be able to move on as a community to help support all students. And we have to have a diverse representation on the school board. It’s important.”

Reyes has called for active-shooter response training for school staff and for beefing up school security infrastructure to help keep students safe. She also has supported keeping police officers in the four main high schools, an issue that has risen in prominence after a first semester in which disciplinary problems led to a 32 percent rise in high school suspensions locally and after a mass shooting in a Florida high school galvanized students nationwide in support of stricter gun controls.

As deputy mayor, Reyes handles issues related to public safety, civil rights and community services.

Amber Walker:

Before joining the mayor’s office in 2014, Reyes was a Madison Police detective. She started Amigos en Azul — Spanish for Friends in Blue — a group dedicated to improving relations among police officers and the Latino community. She also played a pivotal role in establishing the youth court system on the city’s south side.

During her campaign, Reyes supported keeping police officers in schools and advocated for restorative justice practices. As a Madison School Board member, Reyes said she plans to make school safety her “first priority” during the first few months of her term.

Gloria Reyes is the right choice for Madison School Board



The Capital Times:

So where do we see a difference? One area is safety. Both candidates stress the need for school safety, but we give the nod here to Reyes, the former police officer, who brings experience and insight to discussions of preventing violence in our schools.

We are also impressed with the life experience that Reyes would bring to the board. Reyes has faced barriers and overcome them. She says she’s running to give back to a community that never gave up on her, and we’re impressed with her passion in this regard.

Finally, as a Latina and the mother of biracial children, Reyes would bring another voice of diversity to a school board that serves a district with a large number of minority students. Reyes believes that the entire community must be involved in making our schools successful for all students, and points out that it is natural for her to reach out to minority members in our community because of her background and experience. That’s a vital recommendation for a board that must always strive to represent of the whole of the population it serves. We endorse Gloria Reyes for the School Board on April 3.




Gloria Reyes best choice to protect, improve Madison schools



Wisconsin State Journal Editorial:

Gloria Reyes has a clear position on keeping police officers in Madison’s high schools.

“I support EROs in school,” Reyes told the State Journal editorial board this week. “I don’t need a committee to tell me that.”

That’s different from the view of her opponent, Anna Moffit, in the April 3 election for Madison School Board. Moffit, who has served on the board for three years, initiated a district committee to study “educational resource officers” and whether they should stay in city schools.

Moffit told our editorial board she’s not comfortable removing the officers “at this point,” meaning a contract with the city for police services won’t be terminated next month. Yet Moffit is vague on her intentions beyond that. She sits on the committee studying officers in schools and sounds like she’ll support whatever recommendations it makes to the School Board in May.

Madison School Board Seat 1 candidates Anna Moffit and Gloria Reyes kicked off campaign season with a forum on arts education, the first of four discussions scheduled so far.

The forum, held at the Arts and Literature Lab in Madison’s Atwood neighborhood was moderated by Oscar Mireles, Madison’s poet laureate and director of Omega School.

Moffit seeks a second term on the board against challenger Reyes.

Moffit said the district as a whole needs to prioritize the arts across mediums, and called out a lack of spoken word and digital art programs available to students. Moffit said she would defer to educators to determine what mediums the district should focus on.

The next scheduled Madison School Board candidate forum — co-hosted by the Cap Times, Delta Sigma Theta Alumnae, Simpson Street Free Press and Mt. Zion Baptist Church — will take place on March 6 at Mt. Zion, 2019 Fisher St.




Gloria Reyes enters the Madison School Board race

Gloria Reyes, deputy mayor for the city of Madison, announced Wednesday that she will challenge Madison School Board vice president Anna Moffit for Seat 1 on the board.

Since 2014, Reyes has served as the mayor’s liaison to several city agencies including the Department of Civil Rights, the Madison Police and Fire departments and the city attorney’s office. Reyes also represents the mayor on the city of Madison’s education committee.

Reyes said her work in city government and law enforcement makes her a strong candidate for Madison School Board.

It is great to see competitive races for our $20k/student taxpayer supported school district.




Race and the Taxpayer Funded Madison School District

If you doubt that the Woke Wobblies have taken over Madison’s public schools, we submit the following: School board president Ali Muldrow and immediate past member Ananda Mirilli are accusing Ismael Ozanne, a black man, of racism most foul.

They want him to resign (!!!) because police arrested Freedom Inc. spokesperson Jessica Williams for threatening the district attorney during a courtroom trial. (Freedom Inc. apologists at The Capital Times have more.) Freedom Inc. is the BLM affiliate that harassed parents, taxpayers, and (ultimately) elected officials to expel school resource officers on the grounds that the four minority-race police were racist. Ironically, minority students are disproportionately victims of the resultant classroom chaos.

Two summers ago, the Freedom Inc. mob hit the school board president at the time, Gloria Reyes — an hispanic, at her residence, in late evening. Bullhorns blasted F-bombs; her yard was littered with F-bombed signage. One’s home should be off-limits. Holds for abortion protesters, as well. So, good on Florida Gov. Ron DeSantis for signing legislation prohibiting the practice. The Werkes makes its living off the First Amendment, but protestors do not lack for public venues, physical and virtual. One more point: physical threats are not protest.

As hidden camera cases show, school investigation records should be public

“I’m surprised it’s taken this long to get it, and it’s unfortunate board members have to see it in the news,” former Madison School Board president Gloria Reyes told the Wisconsin State Journal. “We need to be transparent about these issues even if we don’t have all the answers.”

Releasing the report also would have reassured families the district was addressing their concerns transparently and expeditiously. Now the students are suing the district and Kruchten for the psychological damage his actions caused.

Even though the district accidentally released the full report, it continues to deny requests for the same record, as well as a $30,000 third-party review of another hidden camera incident in an East High locker room. The locker room cameras were supposedly put in place to catch a custodian napping on the job, but they were in a location where special needs students changed clothes.

Freedom, Inc. Policy Proposal:

BACKGROUND

On July 21, 2020, Madison City Council took a historic near unanimous vote to terminate the contract between the Madison Police Department and the Madison Metropolitan School District (MMSD), which provided School Resource Officers for the city’s four high schools—the final step in formally removing police officers from Madison schools after the MMSD School Board voted to end the contract. This hard fought victory was the culmination of years long organizing by Black and Southeast Asian youth organizers of Freedom Inc’s “Freedom Youth Squad” who launched their “No Cops In Schools” campaign over four years ago. Removing the physical presence of police from schools is a crucial first step in prioritizing the health, safety, and well-being of Black youth and youth of color and protecting them from a system of policing that views them as threats and not as students. However, creating safe, nurturing, and liberatory learning environments for young people attending Madison schools demands much more than the physical removal of law enforcement from school campuses. It requires community control over school safety and discipline within MMSD, and a robust and transparent community-led accountability process for teachers, school administrators, and other school staff who continue to perpetuate the violent and harmful policing and criminalization of Black, Brown, LGTBQ, and differently abled students.

Taxpayers have long supported the Madison School District’s far above average spending, while tolerating our long term, disastrous reading results.

The district has placed substantial tax and spending increase referendums on the November, 2020 Presidential ballot.

A presenter [org chart] further mentioned that Madison spends about $1 per square foot in annual budget maintenance while Milwaukee is about $2. – October 2019 presentation. Milwaukee taxpayers plan to spend $1.2B for 75,234 students, or $15,950 per student, about 16% less than Madison.

“We have not been presented with evidence that links additional public expenditures with increasing the academic performance of African American students,” the organization said in the statement. “More of the same for African American students is unacceptable.”

Owner of East Towne, West Towne malls files for bankruptcy protection

The owner of East Towne and West Towne malls in Madison filed for bankruptcy protection Monday, hurt by the coronavirus pandemic that has forced their tenants to permanently close stores or not pay rent.

The malls, owned and operated by Chattanooga, Tennessee-based CBL, will remain open as the bankruptcy protection process continues.

East Towne and West Towne malls closed in March for nearly two months following Gov. Tony Evers’ stay-at-home order that shut the doors on nonessential businesses as the coronavirus spread in Wisconsin. Statewide restrictions were eased in May and ultimately thrown out by the state Supreme Court, but Dane County’s health department placed capacity restrictions on businesses including retailers.

Detectives from the MPD’s Violent Crime Unit, the MPD’s Gang Unit, with assistance from many MPD officers, have arrested two Madison teens in the murder of 11-year-old Anisa Scott.

Andre P. Brown, age 16, was arrested on Northport Drive earlier today. Perion R. Carreon, age 19, was arrested Wednesday, for an unrelated crime, while driving a stolen car on Thierer Rd. Carreon had a loaded handgun in his waistband at the time of his apprehension.

Below is an email string establishing that you were long aware that André Brown had perpetrated criminal acts upon my child and others in his classroom, that you were aware that Andre was an out-of-control thug, that you attempted to gaslight me, that you were aware that the so-called principal at Sherman wasn’t doing her job, that my family incurred very significant financial expense on the part of André Brown, and that your district’s so-called behavior-education plan wasn’t working.

As I stated to you two and a half years ago regarding André (whose behavior I had started reporting to the MMSD four and a half years ago: … A “Behavior” plan isn’t going to cure the conduct of a kid who has a brain problem and whose parents are ineffective.

Madison School Board approves members, plans for safety and security committee



Scott Girard:

Two weeks ago, the committee was set to include 14 people and not have the exclusionary practices bullet among its charges. But board member Ali Muldrow asked that the committee include disproportionality in its discussions, and other board members asked that the membership be expanded to ensure all high schools were well-represented.

According to the plan approved Monday, board member Savion Castro and board president Gloria Reyes will co-chair the committee. They will be joined by two students, two staff members and one parent from La Follette; two staff members from each of Memorial and East; and one staff member, one parent and one student from West.

Carlton Jenkins is named Madison’s next K-12 Superintendent



Scott Girard:

Carlton Jenkins said moving to work in the Madison Metropolitan School District would be like “going home.”

One of two finalists to become the district’s next superintendent, Jenkins was an associate principal at Memorial High School in 1993 and earned his doctorate at the University of Wisconsin-Madison. Throughout the day Tuesday, the Robbinsdale School District superintendent spoke with students and staff via video, interviewed with the School Board and participated in a community Q and A session on Facebook Live.

“You will have a superintendent, if you select me, that comes here unapologetically knowing and loving Madison,” Jenkins said. “I am a Badger through and through.”

The School Board announced Jenkins and Oak Park Elementary School District 97 superintendent Carol Kelley as finalists last Thursday. After both interview this week, the board will deliberate in closed session Thursday.

Those who have thoughts on the choice can submit comments on the district’s website by 11 a.m. Thursday. To leave comments on Jenkins, visit mmsd.org/jenkins. Kelley’s community Q and A will be 7:15 p.m. Wednesday night.

Carlton Jenkins will become the next superintendent of the Madison School District, returning to the city where he started his administrative career in education more than 25 years ago.

The Madison School Board announced Friday it chose Jenkins, superintendent of Robbinsdale Area Schools in suburban Minneapolis, as the permanent leader of the Madison School District. He will be the first Black superintendent of Madison.

He starts the job Aug. 4.

In a second search to fill the superintendent vacancy after the initial pick fell through this spring, the board opted to go with Jenkins, 54, over the other finalist Carol Kelley, a superintendent of the Oak Park Elementary School District 97 in Illinois.

“I speak for everyone on the Board when I say that we are very excited to share this news with our community,” Board President Gloria Reyes said in a statement.

Jenkins received a Ph.D. in educational leadership and policy analysis from UW-Madison in 2009 and a master’s degree in educational administration from the university in 1993.

Madison school board just voted 7-0 to terminate immediately school resource officers. Not dependent on Madison Common Council decision. “It is a school board decision and we just made it,” said board president Gloria Reyes at 4:35 p.m. 06-29-2020.

First, a special session began at 4 p.m. to vote on ending the district’s contract with the Madison Police Department that places an officer in each of the comprehensive high schools. Only at 5:30 p.m. will there be a public input session.




Madison School Board Drops attempt at Changing Teacher Seniority Requirement for Layoffs

The Madison School Board will not discuss controversial changes proposed to the Employee Handbook Monday night as planned.

Board president Gloria Reyes announced in a press release sent by Madison Metropolitan School District spokesperson Tim LeMonds Monday afternoon that the item had been removed from the agenda and would be discussed at a special meeting at a later date.

“This change in the agenda is to provide additional direction and allow for more discussion and collaboration with stakeholders prior to any board discussion and subsequent action on employee handbook changes,” the statement reads.

The changes included a few items that Madison Teachers Inc. opposed. The union had been organizing its membership to speak Monday night before the meeting or send emails to board members opposing changes to layoff rules, specifically.

District administration had recommended the changes, which would shift the criteria for layoffs or shifting surplus staff among schools from seniority to a series of performance measurements like Educator Effectiveness evaluations, cultural competence and experience, among other things.

The Madison School Board president hit pause on proposed employee handbook changes scheduled for a Monday evening vote that would have handed Madison School District more control in laying off staff and expediting the termination process.

The district’s teachers union had pushed back against the proposal and the way in which it came about, saying administrators were engaging in a “divide and conquer” strategy during a time of crisis that would destroy a decades-long working relationship with Madison Teachers Inc. and the thousands of employees it represents.

District administrators had proposed eliminating seniority as the sole criteria to lay off employees or move individuals to different schools. Instead, the chief of schools would have selected employees for layoffs in consultation with principals.

Officials also requested allowing for 30-day layoff notices instead of the annual May 15 layoff notices.

Interim Superintendent Jane Belmore said in materials made public last week that the changes would help the district diversify its workforce and provide more financial flexibility at a time when it is bracing for coronavirus-related budget cuts.




Commentary on Two 2020 taxpayer supported Madison School District Superintendent Candidates

Madison School Board president Gloria Reyes said in the release the district is “very fortunate to have an impressive pool of highly qualified candidates participate in this process.”

“With a focus on how candidates aligned with the Leadership Profile, the Board was able to select two phenomenal finalists, both with deep roots in education and instruction, and today we are excited to introduce them to our community,” Reyes said.

MMSD had 26,842 students in the 2019-20 school year, with demographics of 41.7% white, 22.3% Hispanic, 17.8% Black, 8.5% Asian, 9.3% Two or more and less than 1% each of Pacific Isle and American Indian, according to state data.

In its earlier search, the district had three finalists. In addition to Gutierrez, Georgia education official Eric Thomas and College of Saint Rose professor Marguerite Vanden Wyngaard also visited the district for an interview and public Q and A. Consultant BWP and Associates conducted both searches.

The finalists, Carol Kelley and Carlton Jenkins, will proceed with interviews next week.

Jenkins is in his fifth year as superintendent of the Robbinsdale School District in New Hope, Minnesota. He’s held educational leadership positions — including chief academic officer, principal, assistant principal and health teacher — in Michigan, Ohio, Beloit and Madison, and received his PhD from UW-Madison.

Kelley, an educator with 25 years of experience, is also in her fifth year as superintendent of Oak Park Elementary School District 97 in Illinois, the district said in an announcement. She also served for three years as superintendent of Branch Township School District in New Jersey and has a background as an elementary and middle school principal and a classroom teacher.

Kelley holds a doctorate of education from the University of Pennsylvania, the district said.

In addition to the next round of interviews, Jenkins and Kelley will participate in online engagement sessions with district staff and students during a “Virtual Day in the District.” The sessions will include an opportunity to ask questions of the candidates and provide feedback.

Madison School Board will vote on police contract Monday

The Madison School Board will vote Monday on continuing or ending early its contract with the Madison Police Department to have officers stationed in its four comprehensive high schools.

Based on public statements from board members this spring and previous votes, it’s likely the board will vote to end the contract early, though contractual language won’t allow it to take effect until June 2021.

Board president Gloria Reyes announced the planned vote in a news release Wednesday afternoon. The board will meet in a special session at 4 p.m.

“The safety and wellbeing of every student that walks through our doors each day is a tremendous responsibility,” Reyes said in a statement. “As leaders in education, we recognize that now is the time to intensify our commitment to dismantling systemic racism by addressing inequities that only serve as mechanisms of division, and this decision is a significant step.”

Commentary on Madison’s planned 2020 tax and spending increase referendum

In the midst of economic collapse, the Madison School Board is likely to decide in June or July whether to ask taxpayers for additional funds through November referenda.

But most board members stated their support for putting both questions on the ballot during a discussion Monday night. Each of the seven board members spoke of their continued support for the questions, though some asked to see more of the economic costs of the COVID-19 pandemic before voting.

“We definitely need it,” board president Gloria Reyes said. “It’s just, given the economic instability and what this does to our taxpayers … I think we have to also be responsible and figuring out, is this the best route for our taxpayers right now given people losing jobs?”

Board member Savion Castro said the pandemic, “which is already exacerbating so many disparities across the board,” has shown “now is not the time to cut back our investment into public education for our students and our teachers.”

“Going into March there was a sense that this was really needed,” Castro said. “After COVID, it’s just underscored even more how badly our public schools need this investment from our community and I think we have a responsibility to be honest about that need.”

Before the pandemic, the board was planning to approve the questions for the November ballot with a March vote. Two weeks before that meeting, schools closed across the state of Wisconsin by order of the governor and public health officials.

Board members acknowledged the tough financial reality facing residents, but several members said the need to renovate aging school buildings and shore up the operating budget remains the same.

“These are not things I think we should be putting off,” board member Ali Muldrow said during an online Operations Work Group meeting. “We are talking about the integrity of our district.”

Board President Gloria Reyes, though, said while she supports the referendums, the board needs to be “cautious,” given how many people have lost their jobs or are on unsure financial ground.

The School Board sought in March to finalize the referendum questions, but the vote was scrapped as the public health situation worsened.

The majority of the $317 million facilities referendum — $280 million — would go toward renovating, repairing and adding onto the district’s four main high schools, each getting $70 million.

‘Unlearning whiteness’ in the Madison schools

The school lesson plan is chaos

“[We] talk about race as if it was every race but whiteness. How can we support you, elevate your work around actually talking about white culture in our schools and how teachers can start doing this work of, like, unlearning whiteness.”

Once again, the Madison school board proved Monday (02-24-2020) that it cannot keep order at its own meetings. No wonder there is chaos in the classroom.

School board members had to huddle around president Gloria Reyes to be heard as the usual suspects stormed the stage of the Doyle administration building and chanted their slogans. “Don’t arrest us; arrest the police.” This being Madison’s public schools, the disrupters were not arrested. As for the police, it was a close vote.

At issue was a $35,000 appropriation to continue policing special events such as athletic contests and dances. It barely passed, 4 to 3 (Ali Muldrow, Ananda Mirilli, and Nicki Vander Meulen voting no). Roll the tape, Lester:

Madison school board members object to East High principal hire

After learning from Madison school board president Gloria Reyes that district officials had decided to make Brendan Kearney the permanent principal of East High, school board member Ananda Mirilli quickly sent an email asking district administrators to hold off on the hire.

The email, obtained by Isthmus, was sent with support from board members Ali Muldrow and Nicki Vander Muelen. Mirilli lists board colleagues Savion Castro and Cris Carusi as sharing her concerns. But Castro tells Isthmus the email was sent without his consent. Carusi, in a statement sent by Tim LeMonds, the district’s public information officer, says that she also did not give permission to include her name on the email. 

“I believe these families, the East community and the entire MMSD community deserve to know what happened, who was all involved, what really happened with communication to the families and law enforcement and clarity on our crisis response,” wrote Mirilli at 11:30 a.m. on Feb. 20. “Our community deserves to know what we have done to support our families immediately after the first call was made by the students and subsequent events thereafter.”

About an hour later, interim Superintendent Jane Belmore informed parents via email that Kearney would be the new principal at East High, effective immediately. Two sources confirm to Isthmus that Belmore knew board members had previously raised concerns about moving forward with the hire.

David Kruchten, a business teacher at East and the advisor for the DECA club, was one of two chaperones on the school trip to Minneapolis where hidden cameras were found in the rooms of students. On Jan. 30 he was arrested on seven federal charges of “attempting to produce child pornography” for two separate incidents in 2019. On Feb. 6, he was also indicted on three counts of “interfer[ing] with privacy against a minor” in Hennepin County, Minnesota. The criminal complaint alleges Kruchten placed hidden cameras in three rooms “that were positioned in bathrooms in places where the likely intent was to capture sexual imagery.”

The cameras were concealed in a smoke detector and in two air fresheners.

$35K contract for police at school events turns into heated debate, protests Monday

A $35,000 contract not initially up for discussion at the Madison School Board meeting Monday night ended up the most hotly debated topic among board members.

The contract with the city of Madison provides for up to $35,000 paid to the Madison Police Department in 2020 for officers to provide security, safety and crowd control services at extracurricular events like well-attended sporting events and graduation.

The contract passed on a 4 to 3 vote over shouts from Freedom Inc. activists and after an amendment to redirect the funding to community organizations was offered and later removed without a vote. Board members Savion Castro, Cris Carusi, Gloria Reyes and Kate Toews voted in favor; Ananda Mirilli, Ali Muldrow and Nicki Vander Meulen voted against.

Following the vote, about a dozen opponents of the contract chanted over board members as they discussed other items on the agenda, saying the decision to continue staffing special events, such as sporting events and graduate ceremonies, with police officers could disproportionately affect minority students.

Black community leaders share concerns about Madison School District’s superintendent hire, call process ‘flawed, incomplete’

A letter signed by 13 black community leaders in Madison expresses concerns about the Madison Metropolitan School District’s hiring of Matthew Gutiérrez to be its next superintendent.

The concerns include how much larger and more diverse MMSD is than Gutiérrez’s current Seguin Independent School District in Texas, student performance scores in Seguin and a “flawed, incomplete” process that “lacked substantive input from the Black Community.”

“We are dissatisfied with the process and how the input of the Black Community was minimized, if considered at all,” the letter reads. “Given the differences between Madison and Seguin, we expected a greater and broader background of experience, skills and abilities that would move the Madison District further in cultural competency, social justice, and academic outcomes for black students.

“Dr. Gutiérrez is woefully lacking in all of these categories.”

The signers are Pastors Alex Gee, Marcus Allen and Joseph Baring; Kaleem Caire, Ruben Anthony, Teresa Sanders, Vanessa McDowell, Carola Gaines, Yolanda Shelton Morris, John Odom, Kirbie Mack, Greg Jones and Ray Allen.

The letter was emailed to the School Board Thursday.

MMSD announced Gutiérrez as its hire Jan. 24. He was one of three finalists who visited the district last month to meet with community leaders and hold a public forum. The interviews included closed sessions with the School Board and with some minority community leaders.

During the press conference announcing his hire, School Board president Gloria Reyes said it was a “unanimous decision” of the board to hire Gutiérrez during a Jan. 17 closed session meeting pending contract negotiations.

“Whoever the choice, there will be those who with good intention say our selection wasn’t their first choice,” Reyes said at the press conference. “This is the kind of passion toward education that makes our community strong and we are thankful for that.”

Logan Wroge:

In her letter, Reyes said Gutierrez was selected as a result of “the most transparent and community-involved hiring process” ever undertaken by the district. As elected officials, it is the board’s responsibility to make the final decision, she said.

The black community leaders were critical of how the Seguin district scored on a Texas school performance report in 2018, with a higher proportion of Seguin schools rated below average compared with Texas schools at large.

Gutierrez became superintendent in Seguin, which is in the San Antonio metro area, in August 2017. It was his first job as a permanent superintendent in an 18-year educational career, all of which has been spent in Texas.

Moving forward, Reyes called for a unified approach of “keeping students at the center of everything we do.”

“As is with most larger districts, we are replete with distancing mechanisms and labels that serve to divide us,” Reyes said in her letter. “This is not a time of division, particularity when considering that (the school district) is making history in hiring the first superintendent of color as its leader.”

Kaleem Caire:

Just because we disagree with the Board of Education’s choice for Superintendent doesn’t mean we are being divisive. If the reference here is referring to perceived division along racial lines because Mr. Guettierez is Latino and we are Black, well, several Latino leaders who were a part of the same community interview that Madison’s African American Pastors arranged (and that I was present for as well) also felt that Dr. Guettierez was not the most qualified finalist candidate for the position. We also felt that the finalist candidate pool did not yield the caliber of candidate that our school district needs overall. Many of us felt Dr. Thomas was the most qualified candidate; however, some of us preferred that the Board of Education reopen the search process and try again. Furthermore, the only time many of us were involved in the hiring process was when local Black Ministers requested that we have the opportunity to meet the finalist candidates. This Board did not come to us. Given our collective experience and background in education in Madison (and some of us nationally), you would think the MMSD Board of Education would have thought to include us in this unprecedented community involved process. So, come clean, Madison teachers. Admit your guilt. Quit suspending kids who shoot a fellow student at Jefferson middle school. Stop picking on the ring leaders of those cafeteria brawls. Allow that girl to wreak havoc at that Whitehorse middle school classroom. Maybe tomorrow she will behave. Got to make the numbers work. Don’t want to wind up like Mr. Rob, an out-of-work pariah. As suspensions rise, Madison School Board unhappy with racial disparities

In the first semester of this school year, 1,524 out-of-school suspensions were issued. That’s up from 910 in the fall of 2015 — a 67% increase — and the number of fall semester suspensions has steadily increased during the past five years.

“If we say this is about how black kids behave, I think that that’s a problem,” Muldrow said. “If we say this is about how we interact with black and African American students, then I think we’re having a more accurate conversation.”

Board President Gloria Reyes said the conversation around school discipline needs to be centered on race but added that the good work teachers are doing to support the district’s anti-racism efforts also should be recognized.

2020 Madison Tax & Spending Increase Referendum Planning: School Board Rhetoric

During a board retreat Saturday to discuss strategies for both a capital and an operating referendum in April, board members generally agreed they wanted to vote in March — before board member Kate Toews’ term is over and a new board member takes her place.

Toews is not running for re-election to Seat 6 in April, and some board members said it could be a complex topic for a new board member to walk into. Board president Gloria Reyes also said she wants the outreach and communication process to begin as soon as possible.

“I do strongly believe that if we’re going to start a process and strategy we should all have voted,” Reyes said.

Public input on the projects, presented Monday night during an Operations Work Group meeting, shows overall support for both, though there are some concerns about how the operating funds would be used.

Board members and district staff have been working with a plan for a $315 million capital referendum to renovate the four high schools, build a new school in the Rimrock Road neighborhood and relocate the alternative Capital High School to the Hoyt building. The same ballot could ask voters for up to $36 million in operating funds over four years. That would allow the district to exceed state revenue caps by $8 million in 2020-21 and 2021-22 and $10 million in 2022-23 and 2023-24, though some board members asked to go lower than that at least for the first school year.

That complicates this summer’s budget process, as the board will have to approve two budgets — one for if the operating referendum passes and one in case it fails — but it also presents an opportunity for the board to show voters its priorities and the cost to the district if it fails, board members said.

He is a former interim and deputy superintendent in the Little Elm Independent School District and received his Ph.D. in educational leadership from Texas Tech, according to the district’s announcement.

Marguerite Vanden Wyngaard, an assistant professor of educational leadership at the College of St. Rose in Albany, New York. She previously was the superintendent in the City School District of Albany and earned a Ph.D. in curriculum and instruction from Kent State University.

George Eric Thomas, deputy superintendent and chief turnaround officer for the Georgia State Board of Education. He previously was an administrator with the University of Virginia and in Cincinnati Public Schools, earning his Ph.D. in educational leadership from Concordia University.

“During this process, the Board was very fortunate to have an incredibly diverse and impressive pool of candidates participate, making this a very difficult decision,” School Board president Gloria Reyes said in a news release. “With a focus on how candidates aligned with the Leadership Profile, the Board was able to select three phenomenal finalists, all with deep roots in education and instruction, and today we are excited to introduce them to our community.”

The candidates will each visit Madison next month for a tour of the district and finish their day here with a public meeting from 6-7:30 p.m. The board is expected to make a hire in February, with the new leader starting on or before July 1.

A survey designed by consultant BWP and Associates this fall helped develop a “leadership profile” desired in the next superintendent based on community responses.

Top qualities reflected in the survey included someone who has experience with diverse populations, understands MMSD’s commitment to high levels of academic achievement for all students and is a visionary team builder. Respondents also indicated personal qualities like confidence, dedication, sincerity, honesty, organization and a background as an educator were important.

The district had hoped to announce the finalists on Monday of this week, but delayed the announcement at the last minute. MMSD spokesman Tim LeMonds wrote in an email Monday it was to give more time for reviewing candidates, though he clarified there would not be a board meeting.

“Due to MMSD being fortunate enough to have an extremely strong pool of highly qualified candidates, the MMSD board faces a very difficult decision on what candidates to move forward to the next stage in the process,” LeMonds wrote. “As a result, the board decided it was in their best interest to add additional time for candidate review, and has set a new decision deadline for this Thursday, after the holiday break.”

To help in the search process, the School Board hired an Illinois-based consultant. BWP and Associates conducted a community engagement and feedback process this fall, advertised the position, screened candidates and recommended semifinalists for the job.

The semifinalists were interviewed by the School Board last week during closed session meetings.

In the fall, BWP held 35 meetings with different groups and organizations, politicians, and community leaders to solicit feedback on the search. An online survey also received more than 1,400 responses.

Among the attributes sought in the next superintendent were being an excellent communicator, having a strong commitment to racial equity, and having experience as a classroom teacher, according to a report from BWP based on the feedback.

In all, 31 people applied for the superintendent position. During the last hiring process, 65 candidates were screened before the board chose Cheatham in 2013.

This year the auditors actually called out a few “significant deficiencies” (Letter) (accounting term of art, which Kelly Ruppel chooses to call “significant findings” in her memo to Belmore & BOE).

Wegner CPA’s has delivered the district’s financial audit statements, single audit statements, and communication letter with those charged with governance. These documents are attached to this memo via email. Following are some pertinent points:

Our fund statements include an operating fund surplus of $8,488,636. This surplus includes unspent TID funds in the amount of $1,407,402, unspent TID closing $3,200,000, interest earnings over budget $902,426, and a Medicaid cost settlement over budget of $1,022,628. Governmental funds also showing a surplus include a Capital projects Surplus of $1,429,799 for safety projects completed over the summer, a Donation fund surplus of $918,635 related to the East High Field House donation, and a Community Service fund surplus of $107,920.

The auditors’ report includes a significant finding that some of the 12 schools tested retained incomplete documentation support for disbursements or deposits for their school activity funds. Although procedures are in place to mitigate this, we are working on retraining staff and emphasizing the importance of this documentation. We are also including this information in the Secretary and Principal’s back to school training to emphasize these procedures.

The auditors’ report also includes a significant finding that two special education employees were not properly licensed per the Department of Public Instructions licensing requirements. The new HR system currently being implemented will mitigate this in the future.

In the past, the Board has asked Administration to state the status of our non-WRS post-employment long term obligations. Black Madison school staffer appeals firing for repeating student’s racial slur

On Oct. 9, Anderson, who had worked at West for three years and at East High School for eight years before that, said he responded to a call about a disruptive student who was being escorted out of the school by an assistant principal.

When the situation with the male student escalated, Anderson said the student, who is also black, started calling him the N-word along with other obscene words.

In response, Anderson said he repeatedly told the student to stop saying the word with phrases like, “do not call me that,” “do not call me that word,” and “do not call me a N-word,” although he used the actual word at the time.

Throughout the exchange with the student, Anderson said the assistant principal, Jennifer Talarczyk, did not try to get the student to stop saying the slur, which Anderson said administrators have done when he has been called the N-word by students before.

He also said Talarczyk turned on the microphone on her radio and moved it close to him, causing his comments to be broadcast to other staff with radios, which he said made him feel “targeted.”

Attempts to reach Talarczyk Thursday were unsuccessful.

Board president Gloria Reyes said in a statement via MMSD spokeswoman Rachel Strauch-Nelson that the board would “allow for that (grievance) process to play out so we can ensure the outcome is right for all involved.” Reyes has requested a review of the approach to racial slurs be placed on a board agenda as soon as possible.

“We’ve taken a tough stance on racial slurs, and we believe that language has no place in schools,” Reyes said. “We have also heard from the community about the complexity involved – and our duty to examine it. As a board, we plan to review our approach, the underlying policies, and examine them with a racial equity lens understanding that universal policies can often deepen inequities. We will ask the community for help in that process.”

Four school resource officers will remain in Madison high schools through 2020

There will be a police officer in each of the Madison Metropolitan School District’s four comprehensive public high schools until at least January 2021.

The first deadline for the school district to notify the Madison Police Department that it wanted to remove one of the school resource officers, which could have been effective June 15, 2020, passed Sept. 15 with no notification. That deadline, along with one next year, was set in the contract approved on a 4-3 vote in June to cover the 2019-20, 2020-21 and 2021-22 school years.

A statement from School Board president Gloria Reyes provided to the Cap Times in an email from district spokeswoman Rachel Strauch-Nelson stated the district needed “more time to discuss that option, and will return to that discussion at the next deadline set forth in the contract.”

September 15 was the deadline to evict a school resource (police) officer from one of the four main high schools for next school year (2020-21). If the School Board wants to pilot a high school without an officer, it will need to act by the second deadline in the contract, June 10, which would remove an officer after the fall semester of the 2020-21 school year.

The contract runs through the 2021-22 school year.

Reyes said if the option is exercised, it will need to be done in “the most thoughtful and comprehensive way possible” and require careful planning on what an alternate model to having an SRO would look like at a high school without the officer.

For more than two years, opponents of SROs urged the board to end the program outright, arguing students of color are disproportionately cited and arrested by the officers. After months of closed-session discussions among School Board members, the board ultimately approved the contract in June.

But the move to 24-hour monitoring was not without concern.

Last week, the Madison School Board weighed the benefits of potentially preventing bullying and suicide with protecting student privacy and how the collected data could be used.

Ultimately, the board approved on a 5-1 vote spending $114,408 over the next two years to expand the district’s use of the software. Board member Nicki Vander Meulen was the sole opponent, but others voiced some misgivings before signing off.

Vander Meulen, who is an attorney, said some of her issues with the product relate to the Fourth Amendment, which protects against unreasonable search and seizure, adding she is concerned information flagged by the software could be used in criminal cases.

“It also worries me on the privacy issue. We want our teens to trust us, we want them to talk to us,” said Vander Meulen, who added she thought the money might be better spent on school counselors.

Board president Gloria Reyes said the software would not be monitoring student’s personal devices, but rather district-owned devices provided to students.

She said the software is worth it if it could prevent a suicide attempt or flag school safety threats.

The chromebooks are supplied by Google, a behemoth built on personal data mining.

If I read this right, Madison police will continue to provide security and positive role models in Madison’s four main public high schools for two more school years.

That is because the Madison Board of Education is not considering evicting the school resource officer at any one of those schools for the 2020-21 school year, as its contract with the city permits. At least, that’s according to the agenda posted for Monday’s (08-26-19) school board meeting. And time is running out.

One supposes it is possible for a special meeting to be called before the September 15 deadline.

A Madison School Board member’s comparison of police to Nazis and of Dane County’s juvenile jail to concentration camps is drawing the ire of local law enforcement.

In a Facebook post Saturday highlighting the plight of youth detained at the Dane County Juvenile Detention Center, Ali Muldrow said: “I think that (it’s) important to talk about what it is like for the students who are arrested at school and end up in the Dane County Jail. We would not talk about the role of the Nazis and act as if the experiences people had in concentration camps is a separate issue.”

Muldrow, who was elected to her first term on the board in April, has long questioned the need to lock up juvenile offenders and criticized racial disparities in the criminal justice system.

But he had “difficulty equating what they go through with Nazi Germany.”

School Board president Gloria Reyes, a former Madison police officer, called the Holocaust comparisons “very far-fetched.”

“We can’t blame officers for the disparities in arrests,” she said. “They (police) get called.”

She said she shared Muldrow’s concerns about disparities in arrests “but we are doing something about it,” mentioning restorative justice, for example.

Kelly Powers, president of the Madison Professional Police Officers Association, called Muldrow’s post “universally insulting” and “ridiculous on so many levels.”

“It is this sort of position that will cause (the Madison School District) to continue seeing departures to open enrollment and families moving to neighboring communities,” he said.

In her own comment on Muldrow’s post, school board member Ananda Mirillli, who was also elected to a first term in April, thanked Muldrow “for directly speaking to the issue of armed police in our schools. Thanks for speaking to the experiences of our students upon incarceration

An E. Lakeside St. homeowner looked out of his window shortly after 6 p.m. Tuesday (06-18-19) to see a teenager behind the wheel of his parked car. There were three other young people leaning into the driver’s side window.

The victim ran outside, inquiring: “Can I help you guys?” The teens began moving quickly away and the man followed. “Did you take anything?” The three girls said nothing, but the boy pulled out, what appeared to be, a box cutter indicating he would stab the victim if he did not back off.

The man, while frightened, tried to reason with the boy, saying he had a kid and just wanted the group to give back anything they might have taken. Neighbors were witnessing the confrontation and police were called.

The teens were located walking on area railroad tracks and taken to the Juvenile Reception Center. Arrested were one 16-year-old boy and three girls, ages 15, 15, and 16.

We previously reported that Progressive Dane co-chair Brenda Konkel was vetting an ethics complaint against Madison Metro school board president Gloria Reyes for voting to keep cops in Madison’s four troubled high schools.

Late Tuesday (06-18-19) she followed through by filing that complaint with the school district. She was joined by two other anti-cop hot heads, Andy Heidt and Andy Olson. They allege that:

Three former elected officials are alleging Madison School Board President Gloria Reyes violated the body’s ethics policy when she voted in favor of a contract that would keep Madison police officers in the district’s high schools.

On Tuesday, former City Council members Andy Heidt, Brenda Konkel and Andy Olsen, who also served on the Dane County Board, sent a letter to the district calling on the School Board to vote again on the school resource officer, or SRO, contract. They claim that Reyes, a former Madison police officer and deputy city mayor, should not have been allowed to vote on it last week.

The letter, which was sent to the seven board members, Superintendent Jennifer Cheatham and the district’s legal counsel, claims that Reyes now works in the city’s Community Development Division.

Under a newly proposed contract between the city and the Madison Metropolitan School District, MMSD has the ability to move away from having an officer in each of the city’s four high schools starting in the 2020-21 school year.

Under the new language in the contract, MMSD would have until Sept. 15 to tell the city if it would like to reduce the number of SROs assigned to Madison schools from four to three. The district would have to select which school should have a reduction. The reduction would then take place the following school year.

The new contract language follows a negotiation strategy the Madison School Board broadly supported last month to move towards removing an SRO from at least one of Madison’s high schools.

The new contract will be discussed at the board’s June 10 meeting and likely be up for a vote later in the month. The contract would run until June 2022.

“The Board is considering a proposal from the City that is based upon prior negotiations,” School Board President Gloria Reyes said in an email Friday afternoon. “It would not be appropriate to comment at this time before the Board has fully considered the proposal.”

In December, the Madison School Board approved an amended contract to keep police officers in the high schools after the current contract expires June 30. The added language would have given school officials the ability to remove an officer from a school if they found cause. Madison Police Chief Mike Koval and the city had argued that the added language was illegal, because personnel decisions on officers are under the authority of the police chief.

The proposal follows months of negotiations between the Madison School District and Madison Police Department after a previously proposed contract, which passed the board in December, included an amendment police called a nonstarter.

“I am relieved and grateful that the pleas of parents, students, teachers and staff have been acknowledged, and we can continue to demonstrate that the SROs are a valuable, complementary piece in making our schools safer,” Police Chief Mike Koval said in a statement.

But Koval expressed opposition to the option to drop one officer.

He used a metaphor about a road trip with four children in the car but seat belts for only three, resulting in one child riding without a seat belt and risking injury.

“I love all my kids equally, and I don’t want to have to make a choice as to which kid should be less protected against potential harm(s),” Koval said.

He also questioned how police response time to an incident at a high school without an SRO would be affected, and called choosing what high school would not have an officer “problematic.”

“I have never been silent when I object to things that could impact public safety, and I am against the clause that would provide the district the option of reducing our presence in all of the four high schools,” Koval said.

He acknowledged, though, that the decision to continue the contract is up to elected school and city representatives.

Madison School Board members expressed “broad support” for at least one of Madison’s four high schools to go without a police officer stationed at the school as part of a new contract between the city and district, according to meeting minutes obtained by the Cap Times in an open records request.

In a closed session meeting on May 6, the Madison School Board discussed its negotiation strategies with the city over the renewal of a contract that has a school resource officer based at East, West, La Follette and Memorial high schools.

“There was broad support for working towards at least one school with no ERO/SRO,” Barbara Osborn, the recording secretary, wrote in the meeting minutes, which the Cap Times obtained Thursday.

Mark Seidenberg, a UW-Madison professor and cognitive neuroscientist, has spent decades researching the way humans acquire language. He is blunt about Wisconsin’s schools’ ability to teach children to read: “If you want your kid to learn to read you can’t assume that the school’s going to take care of it. You have to take care of it outside of the school, if there’s someone in the home who can do it or if you have enough money to pay for a tutor or learning center.”

Theresa Morateck, literacy coordinator for the district, says the word “balanced” is one that’s been wrestled with for many years in the reading world.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Hi everyone. It’s good to be back at Rotary. I’m a little more nervous than usual because I have current board members and future for members of the audience. I feel like I’m interviewing today. It really is nice to be back. There is a lot happening in our city right now. There’s a lot to talk about.

I would like to recognize a couple of people before we dive in I want to recognize Gloria Reyes our newest board member who is in the audience. Can we give her a round of applause? She’s a phenomenal board member and I’m very lucky to have her as one of my seven bosses and I want to recognize James Howard. Who is here. He is our most senior board member. He only has a couple more weeks.

Find the board and I might shed a tear before I leave the podium today. He’s been the board president for five years during his nine years on the board and I pretty much talk to this guy every day for the last six years. So I just want to extend my heartfelt appreciation for your leadership. James couldn’t give him a round of applause.

I also want to recognize Reggie Cheatham who’s in the audience. Who’s my husband my rock? I love you, babe. Can we give him a round of applause? All right. So, you know, it seems right to reflect on one’s leadership at a major Milestone on April first. April fools day. I will have my 6 year anniversary in the district, which is surpassing the typical tenure for a female. Urban superintendent is want to put that out there. Thank you. Thank you. This fall we launched a brand new strategic framework that is more ambitious than ever that centers black student Excellence very proud of that. And on April 2nd as we all know.

We have a School Board Race that I believe will demonstrate the extent to which our community wants to follow through on that promise. And I want to personally thank everyone who’s running for school board. That’s a big deal. It matters to me a lot. Let’s give the candidates another round of applause. So rather than my typical update on progress that I know you guys really enjoy when I come here. I am going to do something a little different. I want to share with you a story of me. I want to share with you a story of us and the story of what I think it means for us right now. This will be my leadership story, which I do think demonstrates. How I’m becoming a stronger leader for Equity. It’s a story of confidence-building risk-taking personal identity development and teamwork. So this is me in kindergarten. I went to gray school in Chicago. I was an early reader reciting nursery rhymes for relatives begging to go to school as soon as I could talk. When asked by my neighbor’s I used to tell everyone how much I loved school and I was always surprised by the adults reaction because they were surprised by my response.

By fifth grade. I had already decided on a potential career path. I would sign all of my school papers. Dr. Jenny Perry. That’s my maiden name because I thought I wanted to be a doctor Someday My Teacher nicknamed me. Dr. J that Year little did I know I would become a doctor the first in my large extended family, but not the medical kind. Make sure I got this. These are my parents. That’s Wanda and skip my mom grew up in a humble Farm family and Whitewater, Wisconsin. She married my dad who grew up on the west side of Chicago with much without much financial means or family support but he was he was Scrappy and he was the first in our large extended family to go to college.

From their early days in Chicago and they lived in an apartment above a pet store. I live there too to their later days in the suburbs on a one-acre lot all that grass. I watched my parents grow up together. I watched them raise our family together. I watch them transform our lives together. It has been amazing for me to Bear witness to the positive impact these two people have had not just on my immediate family, but all of my cousins all of their children these this is the couple that opened the door to possibilities that hadn’t previously existed for any of us.

But what strikes me most about their parenting was their curiosity and me and my siblings the four of us, each of us were unique they expressed interest in each of our interests. They were curious about what we were curious about and they recognized our real talents and not the ones that they wished we had. Looking back for everything that they did for us. That was the greatest gift. My parents gave me their curiosity in me. This is an important lesson as a parent. I think their curiosity in me was this incredible confidence Builder from the from a young age?

I don’t actually remember them ever reading to me. I don’t remember them pushing me hard to excel which I think some people May Be Imagined happened to my family for me. It was just a blessing to be seen and that’s important. Because confidence is needed to take risks. And I’ve learned that. To teach requires risk-taking.

Well, I thought I’d be a doctor for their a while. They’re in elementary school. I changed my mind when I got to high school decided. I wanted to be a teacher. In graduate school at the University of Michigan in Ann Arbor where I trained to be a teacher I came to view teaching as a form of activism. This is me as a first-year teacher. I worshipped Paulo Freire e right this idea that teaching should be designed to liberate and never to oppress. I studied vygotsky’s zone of proximal development. I think Ali Mahdi. All right. We got it as a way to stretch my students thinking to their learning Edge. I remember forever being changed by reading the book Savage inequalities by.

Jonathan kozol and forever inspired by Gloria ladson-billings conception of culturally relevant teaching that was. Well over 20 years ago. I loved what I was learning about action research as a way to capture my own learning as an educator. I was absolutely convinced. This is what I wanted to do with my life. And then I started my student teaching at Wayne High School outside of Detroit where I was given three classes to teach for a full semester or two of those classes were called teen fact and fiction and it was an English class that was. For under credited Juniors and seniors essentially was the class to just get kids graduated that make sense.

I was given a poorly designed curriculum a set of Cortex that were dumbed-down inspiring. I remember one of the books was the boy who drank too much. It was turned into like some side kind of daytime movie that starred Scott Baio and was filmed here Kali. That’s right. I learned that. Yeah, it is interesting how these courses are given to the least experienced teachers, right? I was a student teacher.

Anyway, I decided that I would rework the entire curriculum with the students themselves. We took the first weeks to get to know one another and we laid out all the themes that we wanted to explore together things. That would be relevant to teenagers the group wanted to talk about race. They wanted to talk about gender. They wanted to talk about sexuality substance abuse depression. I think they were surprised when I agreed with them. I searched for high-quality literature as the focal point of our exploration. We read black literature even feminist literature. We read lgbtq literature that was before it was called that. Fine introduce a reading workshop to reignite students interest in reading right there identity as readers and I searched continually for things that I thought individual students would like based on my individual conferring with them all I did back in those days.

I had no life.

I don’t have much of what now, but outside all I did was planned my teaching teach and reflect on its Effectiveness all I did my mentor teacher. I almost let her know. I’m not going to say it. I loved her because she entrusted me with teaching this class and she sat in the lounge while all this was happening. I was crossing some boundaries you guys it was a good thing. She was in the lounge and yet students. Cooper regularly skipping school started coming back. They were sneaking into school to go to this class and I wouldn’t call it. My cousin was our class. There was a buzz about this class the kids and I were in some kind of solidarity with one another we felt like we were in cahoots, which is unfortunate, right?

It shouldn’t be like you’re having to sneak in really good high-quality instruction.

But we’ve become this community of Learners. They were learning so much. They were constructing knowledge. They were challenging each other. They were challenging me. I was learning a ton and then at the end of the semester I had a student tell me Miss Perry. I really want to recommend this class to a friend, but I know it’ll never be the same. leaving. That school was hard but fresh out of my experience with student teaching. I was just desperate to start my career.

Remember I’m from Chicago jobs were scarce at that time in Chicago and I had heard that there was a teacher shortage in California. I never planned on teaching at a junior high. No one ever. Does this just to be clear? Yeah. I never planned on leaving. Home. But I interviewed for this job over the phone as an 8th grade language arts teacher in Newark, California in the East Bay of San Francisco.

I drove 2,000 miles across the country without knowing so I arrived in California the day before school started that year my first day seeing my classroom like walking in the door was the first day of school. The kids came about 30 minutes later. It was the first major professional risk. I’ve ever taken but I was finally a teacher and my identity formed around him after a decade of teaching and teacher leadership in California working in partnership with amazing teachers amazing principles like the women in this picture. I thought I had some serious instructional jobs as what a lot of perspective on what it takes to support teachers and doing their best work passionate about our profession. I set out to take yet another professional risk and explore what it would take to lead instructional Improvement on a large scale.

Maybe even become a superintendent someday the kind that I had dreamed about someone who actually knew something about teaching. But if someone told me just recently sometimes you need to be stripped of your ego your confidence to become even stronger. I went back to graduate school this time as a member of the 16th cohort of the urban superintendents program at Harvard, which to me I got to tell you was some kind of Miracle there were Great Courses. Micro economics politics lot instruction and it was incredible. I loved it. I excelled in those courses, but I was also assigned a mentor to test and develop my thinking about leadership.

I would come to learn that that relationship with my mentor one that has lasted now well over a decade. Was more powerful than any book. I had ever read or any course I had ever taken. I was assigned to the renowned Carl cone. All right Collegiate. He’s wowing up here. Someone knows that I’m talking about. I was assigned to the renowned Carl cone Carl an African-American leader had left Seminary school to become a high school counselor in Compton at the height of the Civil Rights Movement. He eventually became the superintendent in Long Beach California leading the district transformation into one of the highest performing urban districts in the country. And that is still true today. He was not an instructional leader. And he intimidated the hell out of me.

I just saw Carl this past summer and he recalled a familiar story. We’re really close till at the very start of our mentoring relationship. Carl said to me he’s got this low gravelly voice and very slow way of talking Jen white female instructional leaders. Like you are a dime a dozen. That’s what he told me a dime a dozen what makes you think you could ever gain the street credibility to lead in an urban District at this is like a weeks into my mentoring relationship with him. I think I cried when I got home did my rent. I was crushed. I remember the first wave of feelings. I felt misunderstood. I was actually kind of pissed at first right? I felt misunderstood undervalued. I felt stereotypes. I’ve felt sick to my stomach and unsettled. I felt like I was on a rocking boat. Now that feeling by the ground was not solid underneath my feet and it was because I felt that my identity as an educator does felt fundamentally threatened and that moment.

After I got over the good cry I realized the Carl was not criticizing me in that moment. He was trying to open a door to a new conversation about who I was about who I could become and what it would actually take for me to lead and it was the first time I’m a bit embarrassed to say this the first time I had to name out loud and I have been an educator for over a decade at that point the first time I did name out loud and begin to actually understand my privilege as a white woman. I would have to acknowledge that my parents success and economic Mobility which I was very proud of did not happen just because of their hard work. I would have to come to understand that my ability to pick up and pack my stuff and move across the country for my first job was not simply an act of my own bravery. I would have to see that my singular focus on instruction and instructional Improvement may have been a convenient way to avoid looking inward at my own bias or outward at the institution that was reproducing the outcomes that I said that I wanted to change all along.

I had been a beneficiary. My white privilege and Carl he was pushing me to try to figure out how to use it and uncompromising Alliance of people who didn’t have it which would mean taking real risks, right? Not the fake risks that I thought. I was taking real risks right to start risking failure my own personal failure. By the way, I hope that that song that we sing in the beginning wasn’t about me the ring of fire. So I took that a little personally I’m letting it go. Okay. Carl had I just I don’t doubt it Carl had a ton of respect for what I could do as an instructional leader.

He just knew that dramatically changing outcomes for students would require a totally new order of things and that’s when I started to begin a New Journey right to create a richer identity not just as a teacher not just as a champion for the profession, which I am. But as a faithful Ally to the children and families, we serve and someone dedicated to creating empowering spaces for teachers and students so they can change the world. I’ve learned other things too.

I’ve learned the importance of assembling talented teams. I’ve learned the importance of assembling talented and diverse teams. This is not about heroic leadership. It is about empowering capable people who have different points of view to work together towards a common goal. I’ve learned about quiet determinations and Steely resolve. I’ve learned about how to feel my way through complexity. I’ve learned about the trust and respect necessary for people to excel especially those who work most closely with children. I’ve learned about leading with more humanity and vulnerability. And most recently I’ve been learning about what it actually takes to Center the voices and experiences of the people who are most affected by the challenges.

And problems we face what it looks like to authorize the people the many people who are already out there doing the work and to pave the way for more work to be done. Now last year of this is animated this lag kind of drives me crazy you guys this is happened to me before there we go last year. I listened personally to over a thousand people in this community. In over 50 hours of meetings prioritizing listening to the voices of students staff and families of color. I wanted to know how we could build on the progress that we’ve made but more importantly what it would actually take to transform our schools into the places that we want them to be right the truly represent what we want for our community. And we use those discussions to inform the development of our new strategic framework, which I will say is on the back table if you want one on your way out. Well what I want you to know is what I heard.

When I talked to educators of color, which I did in depth over many hours, they told me that we needed to commit. Once and for all to being an anti-racist organization and learning what that actually means right to enact it from the Board Room all the way to the classroom. They told me that policy is budget Investments are long times wait ways of working. They all had to be tested deconstructed rebuilt. They also said that we had to make deep and long term investments in our staff as anti-racist Educators, right? If you sign up for this profession, that’s what you’re signing up for and then that is not just Technical Training that is about doing deep inside out work on your personal identity right for the lifetime that you’re in this career.

Students of color told me that they needed stronger more trusting relationships with staff. Right? And that’s because you can’t be in what is called the struggle of learning, right? If you’re not interesting relationship with the teachers in the the friends and colleagues that are in your learning community where you can’t actually struggle through learning without trust. They told me that they believed in their white staffs like their white teachers ability to do so they do they believe that and they need more teachers of color, right? They need more representation. They told me they needed more cultural. Well, not more they needed cultural representation and historically accurate curriculum for just fed up with it with it not being so. But not just because they wanted but it’s because they want to challenge the world around them, right? They want to understand that what they want to analyze that they want to challenge us right there desk. They’re seeking deep and Rich learning opportunities.

They want full participation in advanced coursework with their peers. Right, which is fully integrated into those courses and separate spaces to talk about racism and the micro aggressions that they’re experiencing everyday in this community. They need both. Parents of color told me that they wanted to share power with schools. Like we’re doing at our community schools. They wanted rich and deep learning experiences for their children as well. Not just more programs to support struggling students. This is important, right?

They see the path right to eliminating the achievement Gap is about rich and deep learning experiences. Not more intervention. I hope that makes sense. But that’s the only way you actually get there and they want aggressive execution of strategies and programs that ensure meaningful exploration of College and Career options for every child. The message was clear to me after all those discussions that the next level of transformation in our district would require a New Order of Things. Which is why? We’ve made such a strong commitment Central commitment to lifting up black excellence in our district. This is not a programs not an initiative, right? This is a good-sized central commitment. So we’ll learn together right about how to enact will learn with and alongside the black community that we serve because we.

And the Brilliance the creativity the capability and Bright Futures futures of black students in Madison and everywhere are measures of success is a school system have to be aimed at more than narrowing gaps.

I’m tired of that language but focused on cultivating the full potential of every child creating space for healthy identity development and new and more importantly true narratives about black youth. And this community that doesn’t mean that we diminish our commitment to other students right Latino students Latino Community ICU, right? I see you too, right? I see everyone. But that we recognize that all of our fates are linked. And of course this school year maybe that’s where the ring of fire song came from has been.

With all of its promise. It’s been trying right? That is an understatement. Yeah, it’s been trying it’s been testing our core values in our commitment. In a way that I predicted to some extent but didn’t understand until I’ve been in it. So I want to be real clear. I am extraordinarily proud of the progress. We’ve made we wouldn’t even be able to have this discussion right now without it.

But now we’re being asked by even more people to do even more and better right and we will. But we will only do so if as a community not just the school district, we are centering the lives of people of in color in a way that we’ve never done so before right. I’m going to tell you what I’ve been telling my staff all year. I have sort of a mantra that I just keep telling them. So I’m going to share it with you. I’ll try to not cry as I say it. I see the gifts and talents you bring to this work.

Let’s take more risks on behalf of the students and families we serve. Sorry, it’s been a rough few weeks. Let’s embrace our common identities as both proud Educators and consequential allies. We’ll work together as a team. remain faithful. You are enough you have to be. I know it is my honor and privilege to continue to serve alongside you especially when the boat is rocking.

Madison School Board backs contract that would keep police officers in high schools



Logan Wroge:

The Madison School Board on Monday backed a proposed contract that would keep police officers at Madison’s four main high schools.

Board members voted 4-2 in favor of the proposed contract, which would emphasize alternative disciplines instead of arresting or citing students, lay the groundwork for a new complaint procedure against the officers and require more training in areas such as autism, adolescent brain development and implicit bias.

The board, though, added contract language that would give the Madison School District the ability to require an officer be replaced for cause.

“The reality is things that we don’t control make having (police officers) in our schools absolutely the best decision,” said board president Mary Burke. “Unfortunately yes, there are downsides, unintended consequences.”

Members T.J. Mertz, James Howard, Dean Loumos and Burke supported the contract, Nicki Vander Meulen and Kate Toews voted against it, and Gloria Reyes was not present for the vote.

Earlier in the meeting, the school board approved by a vote of 5-2 a new specialized learning track for its Personalized Pathways program to go in effect at East, La Follette and Memorial high schools during the 2019-20 school year.




Election Day



Wisconsin State Journal editorial:

According to the Wisconsin Elections Commission, seven spring elections have been held since 2000 with ballots similar to today’s, featuring a contested high court race but no presidential primary. During those seven elections, voter turnout has averaged just 21.5 percent of the voting-age population.

Voters can and should do better than that today. And in Madison, at least, lots of early voting suggested more interest than usual.

2018 Madison School Board Election: 1 contested seat, 1 unopposed

In December 2017, Madison deputy mayor Gloria Reyes announced her candidacy for Madison School Board seat one. Incumbent Anna Moffit was elected to the seat in 2015 after running unopposed in her first election.

In February, Moffit and Reyes participated in their first candidate forum. The candidates discussed the state of arts education in Madison and fielded questions from music, visual, and multidisciplinary arts teachers across Dane County. Oscar Morales, director of Omega School and Madison’s poet laurate moderated the fourm, hosted by the Arts and Literature Lab.
