Phonics Gains Traction As State Education Authority Takes Stand On Reading Instruction

Late last month, the Wisconsin Department of Public Instruction took a stand on a long-debated method of teaching reading to students, ruling that phonics has a place in literacy education after all.

An approach that teaches students how written language represents spoken words, phonics got its endorsement from state schools Superintendent Carolyn Stanford Taylor during the 2020 Wisconsin State Education Convention in Milwaukee. Stanford Taylor said reading outcomes are “not where we want them to be,” and that DPI will make efforts to support schools in delivering phonics-based materials.

This announcement has some in the world of education rejoicing, saying this is a step in the right direction. John Humphries is one of them.

Humphries is superintendent of the School District of Thorp, which is about an hour west of Wausau, and educates about 650 students in grades K-12. The district has spent thousands of dollars on new programs, professional development and consultants to steer staff at toward this type of research-based teaching, he said. 

And by the district’s own measurements, it’s working.

Madison’s taxpayer supported K-12 school district, despite spending far more than most, has long tolerated disastrous reading results.

In addition, Madison recently expanded its least diverse schools.




Wisconsin Superintendent’s Race Cost $1 Million



Wisconsin democracy campaign:

Spending by the candidates and outside special interest groups in the state school superintendent’s race last spring totaled about $1 million, a Wisconsin Democracy Campaign review found.

Fundraising and spending reports filed this week show the three candidates spent about $767,650.

Candidate spending was led by incumbent School Superintendent Tony Evers, whose campaign doled out about $553,000 to win reelection to his third four-year term. Evers’ general election opponent, Lowell Holtz, spent about $143,900. The third candidate John Humphries, who lost in the February primary, spent $70,680 through March 20. There was no campaign report available for Humphries for the latest fundraising and spending period through June 30.

“I think our track record is pretty good,” Evers said, citing decreased suspensions and expulsions, increased number of students taking college-level courses while still in high school and modest increases in reading proficiency.

“Is it where we want? Absolutely not,” he said.

The state’s reading proficiency levels have been a key issue for Humphries, who has said the DPI must have new leadership in order to improve those levels and students’ skills in other subjects.

Since the early 2000s, Wisconsin’s ranking for reading skills has dropped, according to the National Assessment of Educational Progress.

He said DPI is not aggressive enough in translating their priorities to school officials in an effort to combat some persistent academic problems.

“Unless DPI is held accountable in making sure schools understand the importance … we’re not likely to have an impact, Humphries said. “We’ve seen that with academic achievement gaps.”

Humphries and Holtz have proposed writing new state academic standards, and Humphries said he would introduce a process that would allow persistently low-performing schools to be converted into new ones under new administration, including private voucher schools and charter schools, as long school boards agree.

Achievement Discussion Gone Missing in Wisconsin Superintendent Election

Two state superintendent candidates publicly called each other liars on Friday — days before the two are set to face each other in a three-way primary with incumbent Tony Evers.

It was the latest twist — punctuated by a Democratic lawmaker crashing a news conference — in an increasingly turbulent race.

At the news conference, candidate John Humphries called opponent Lowell Holtz “a liar” who is falsely blaming unnamed business leaders for Holtz’s proposal for one of them to get out of the race in exchange for a six-figure, taxpayer-funded job should the other win.

Holtz later fired back, calling the Friday event a “three-ring circus” orchestrated by Humphries.

Commentary on the Wisconsin Department of Public Instruction Superintendent Election

State superintendent candidate John Humphries offered to consider negotiating a consulting contract with opponent Lowell Holtz at the Department of Public Instruction if Humphries defeated incumbent Tony Evers, according to a copy of an email from Humphries.

The Dec. 23 email, which Humphries provided to the Wisconsin State Journal, suggests it was a response to a suggestion from Holtz a day earlier that one of the two candidates drop out of the race on condition the other give him a taxpayer-funded $150,000 job upon winning the state superintendent race.

“My offer includes an opportunity for Lowell to participate in crafting my campaign message,” Humphries wrote. “Lowell would be working alongside me in the campaign, and then in Milwaukee and other urban areas after I am elected. I think the most effective way to do that would be to consider a consulting agreement that would be negotiated once I am elected. Negotiating a contract prior to election would at the very least have an appearance of impropriety. For that reason, I need to be careful with what I agree to but I am interested in continuing our discussions.”

Holtz said that offer amounted to a “bribe” to get out of the race. Humphries campaign spokesman Brian Schupper said that characterization was “ludicrous” since Holtz proposed a day before Humphries leave the race, and that Humphries was offering to discuss ways to possibly work together in the future.

The Humphries campaign released the email Thursday after state Superintendent Tony Evers called on his opponents to release more details about an alleged plan — crafted at the request of unnamed business leaders — to take over the state’s urban school districts.

Wisconsin Superintendent candidates share goals, but differ on solutions

When it comes to selecting a leader of the public school system, Wisconsin is the only state in the country that calls on “qualified electors” to make the choice.

The state superintendent of public instruction, a position established by the Wisconsin constitution, lasts four years and is housed within the executive branch of state government. In most states, superintendents are appointed by a state school board or governor.

John Witte, UW-Madison professor emeritus of public affairs and political science, says while the post is meant to be nonpartisan, it has always toed the political line.

“Everybody knows which party they’re in and who is supporting them,” Witte says.

The superintendent runs the administrative apparatus of the state’s schools — across 424 school districts — overseeing teacher licensing, curriculum standards and student aid, and implementing educational programs, some of which are mandated by state law. The superintendent also sits on the Wisconsin Technical College System Board and the UW Board of Regents.

“Around the 1980s things began to change throughout the U.S., and they changed dramatically here in Wisconsin. Superintendents became much more proactive for education, and as the roles of the states increased, so did the roles of state superintendents,” says Witte, referring to state oversight of curriculum and testing standards. “The state superintendent is like a governor for the state school system.”

This spring, Wisconsinites will vote for the next school “governor.” The Feb. 21 primary includes three candidates on the ballot: incumbent Tony Evers; John Humphries, a school administration consultant; and Lowell Holtz, a retired district superintendent. Rick Melcher, who teaches math at Park High School in Racine, is running a write-in campaign. The two candidates with the most votes in the primary will face off in the April 4 general election.

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

Humphries: Let parents choose how to fix schools

State Superintendent of Public Instruction candidate John Humphries has unveiled a plan that would allow parents whose children attend the lowest-performing schools to decide what kind of changes they want to make.

“We’ve created a proposal system where we identify the lowest performing 5 percent of low-income schools,” Humphries told a group of voters Thursday at Coffee Makes You Black, a coffee shop on Milwaukee’s North side. “We accept proposals for those schools based on something called an RFP [request for proposal] process, that will have some quality standards put right into [it] so that we know that students will be getting high-quality curriculum from skilled staff members.”

Wisconsin School Report Cards and Vouchers, In the News

DPI-crafted school report cards are the primary means we have of discovering and comparing outcomes in Wisconsin schools. Schools in all sectors that receive public funding – traditional public, charter, and parental choice private schools – now all use the same annual Forward exam for students and will be evaluated with the same school report card. It’s easy to see that the transparency and honesty of the school report card design is critical to all stakeholders.

As we have stated for several years on WRC, when a school has fewer than half of its students reading proficiently, but is rated as meeting or exceeding expectations on the state report card, we question whether DPI’s expectations match parents’ expectations. The fourth meeting of the Governor’s Read to Lead task force took place in Milwaukee on Friday, July 29. The meeting was filmed by Wisconsin Eye, but we have not seen it offered yet through their website. We will send out a notice when that occurs. As always, we encourage you to watch and draw your own conclusions.
Following is a synopsis of the meeting, which centered on reading improvement success in Florida and previously-discussed task force topics (teacher preparation, licensing, professional development, screening/intervention, early childhood). In addition, Superintendent Evers gave an update on activity within DPI. The discussion of the impact of societal factors on reading achievement was held over to the next meeting, as was further revisiting of early childhood issues.

Opening: Governor Walker welcomed everyone and stressed the importance of this conversation on reading. Using WKCE data, which has been criticized nationally and locally for years as being derived from low standards, the Governor stated that 80% of Wisconsin students are proficient or advanced in reading, and he is seeking to serve the other 20%. The NAEP data, which figured prominently in the presentation of the guest speakers, tell a very different story. Superintendent Evers thanked the task force members and indicated that this is all about “connecting the dots” and putting all of the “puzzle pieces” together. The work of this task force will impact the work going on in other education-focused committees.
The Florida Story: Guest speakers were Patricia Levesque, the Executive Director of the Foundation for Excellence in Education and the Foundation for Florida’s Future, and Mary Laura Bragg, the director of Florida’s statewide reading initiative, Just Read, Florida! from 2001 to 2006.
In a series of slides, Levesque compared Wisconsin, Florida, and national performance on the NAEP reading test over the past decade. Despite challenges in terms of English language learners, a huge percentage of students on free/reduced lunch, and a minority-majority demographic, Florida has moved from the scraping the bottom on the NAEP to the top group of states. Over the same time period, Wisconsin has plummeted in national ranking, and our students now score below the national average in all subgroups for which NAEP data is disaggregated. 10 points on the NAEP scale is roughly equivalent to one grade level in performance, and Florida has moved from two grade levels below Wisconsin to 1/2 grade level above. Levesque and Bragg also described the components of the reading initiative in Florida, which included grading all schools from A to F, an objective test-based promotion policy from third to fourth grade, required state-approved reading plans in each district, trained reading coaches in schools, research assistance from the Florida Center for Reading Research, required individual student intervention plans for struggling students, universal K-2 screening for reading problems, improved licensure testing for teachers and principals, the creation of a reading endorsement for teaching licenses, and on-line professional development available to all teachers. As noted above, achievement has gone up dramatically, the gap between demographic groups has narrowed, early intervention is much more common, and third grade retention percentages continue to fall. The middle school performance is now rising as those children who received early intervention in elementary school reach that level. Those students have not yet reached high school, and there is still work to be done there. To accomplish all this, Florida leveraged federal funds for Title 1 and 2 and IDEA, requiring that they be spent for state-approved reading purposes. The Governor also worked actively with business to create private/public partnerships supporting reading. Just Read, Florida! was able to engineer a statewide conference for principals that was funded from vendor fees. While Florida is a strong local control state, reading is controlled from the state level, eliminating the need for local curriculum directors to research and design reading plans without the resources or manpower to do so. Florida also cut off funding to university professors who refused to go along with science-based reading instruction and assessment.
Florida is now sharing its story with other states, and offering assistance in reading plan development, as well as their screening program (FAIR assessment system) and their online professional development, which cost millions to develop. Levesque invited Wisconsin to join Indiana and other states at a conference in Florida this fall.
Questions for, or challenges to, the presenters came from three task force members.

  • Rachel Lander asked about the reading coaches, and Bragg responded that they were extensively trained by the state office, beginning with Reading First money. They are in the classroom modeling for teachers and also work with principals on understanding data and becoming building reading leaders. The coaches now have an association that has acquired a presence in the state.
  • Linda Pils stated her belief that Wisconsin outperforms Florida at the middle school level, and that we have higher graduation rates than Florida. She cited opinions that third grade retention has some immediate effect, but the results are the same or better for non-retained students later, and that most retained students will not graduate from high school. She also pointed out Florida’s class size reduction requirement, and suggested that the NAEP gains came from that. Levesque explained that the retention studies to which Pils was referring were from other states, where retention decisions were made subjectively by teachers, and there was no requirement for science-based individual intervention plans. The gains for retained students in Florida are greater than for matched students who are not retained, and the gains persist over time. Further, retention did not adversely affect graduation rates. In fact, graduation rates have increased, and dropout rates have declined. The University of Arkansas is planning to do a study of Florida retention. The class size reduction policy did not take effect in Florida until last year, and a Harvard study concluded that it had no effect on student reading achievement. Task force member Steve Dykstra pointed out that you cannot compare the NAEP scores from two states without considering the difference in student demographics. Wisconsin’s middle school scores benefit from the fact that we have a relative abundance of white students who are not on free/reduced lunch. Our overall average student score in middle school may be higher than Florida, but when we compare similar cohorts from both states, Florida is far ahead.
  • Tony Pedriana asked what kinds of incentives have been put in place for higher education, principals, etc. to move to a science-based system of instruction. The guests noted that when schools are graded, reading performance receives double weight in the formula. They also withheld funding for university programs that were not science-based.

DPI Update: Superintendent Evers indicated that DPI is looking at action in fours areas: teacher licensure, the Wisconsin Model Early Learning Standards, the use of a screener to detect reading problems, and implementation of the Common Core State Standards.

  • The committee looking at licensing is trying to decide whether they should recommend an existing, off-the-shelf competency exam, or revise the exam they are currently requiring (Praxis 2). He did not indicate who is on the committee or what existing tests they were looking at. In the past, several members of the task force have recommended that Wisconsin use the Foundations of Reading test given in Massachusetts and Connecticut.
  • DPI is revising the WMELS to correct definitions and descriptions of phonological and phonemic awareness and phonics. The changes will align the WMELS with both the Report of the National Reading Panel and the Common Core State Standards. Per the suggestion of Eboni Howard, a guest speaker at the last meeting, they will get an outside opinion on the WMELS when they are finished. Evers did not indicate who is doing this work.
  • DPI is looking at the possibility of using PALS screening or some other tool recommended by the National RTI Center to screen students in grades K-2 or K-3. Evers previously mentioned that this committee had been meeting for 6-7 months, but he did not indicate who is on it.
  • Evers made reference to communication that was circulated this week (by Dr. Dan Gustafson and John Humphries) that expressed concern over the method in which DPI is implementing the Common Core. He stated that districts have been asking DPI for help in implementing the CC, and they want to provide districts with a number of resources. One of those is the model curriculum being developed by CESA 7. DPI is looking at it to see how it could help the state move forward, but no final decision has yet been made.

Task force member Pam Heyde, substituting for Marcia Henry, suggested that it would be better to look at what Florida is doing rather than start from ground zero looking at guidelines. Patricia Levesque confirmed that Florida was willing to assist other states, and invited Wisconsin to join a meeting of state reading commissioners in October.
Teacher Preparation: The discussion centered around what needs to change in teacher preparation programs, and how to fit this into a four-year degree.
Steve Dykstra said that Texas has looked at this issue extensively. Most schools need three courses to cover reading adequately, but it is also important to look at the texts that are used in the courses. He referenced a study by Joshi that showed most of the college texts to be inadequate.
Dawnene Hassett, UW-Madison literacy professor in charge of elementary teacher reading preparation, was invited to participate in this part of the discussion. She indicated we should talk in terms of content knowledge, not number of credits. In a couple of years, teachers will have to pass a Teacher Performance Assessment in order to graduate. This was described as a metacognitive exercise using student data. In 2012-13, UW-Madison will change its coursework, combining courses in some of the arts, and dropping some of the pedagogical, psychological offerings.
Tony Pedriana said he felt schools of education had fallen down on teaching content derived from empirical studies.
Hassett said schools teach all five “pillars” of reading, but they may not be doing it well enough. She said you cannot replicate classroom research, so you need research “plus.”
Pils was impressed with the assistance the FCRR gives to classroom teachers regarding interventions that work. She also said spending levels were important.
Dykstra asked Mary Laura Bragg if she had worked with professors who thought they were in alignment with the research, but really weren’t.
Bragg responded that “there’s research, and then there’s research.” They had to educate people on the difference between “research” from vendors and empirical research, which involves issues of fidelity and validation with different groups of students.
Levesque stated that Florida increased reading requirements for elementary candidates from 3 to 6 credits, and added a 3 credit requirement for secondary candidates. Colleges were required to fit this in by eliminating non-content area pedagogy courses.
Kathy Champeau repeated a concern from earlier meetings that teacher candidates need the opportunity to practice their new knowledge in a classroom setting, or they will forget it.
Hassett hoped the Teacher Performance Assessment would help this. The TPA would probably require certain things to be included in the teacher candidate’s portfolio.
Governor Walker said that the key to the effectiveness of Florida’s retention policy was the intervention provided to the students. He asked what they did to make sure intervention was successful.
Levesque replied that one key was reading coaches in the classroom. Also, district reading plans, individual intervention plans, student academies, etc. all need to be approved by the state.
There was consensus that there should be a difference in reading requirements for elementary vs. secondary teachers. There was no discussion of preparation for reading teachers, reading specialists, or special education teachers.
Licensing: The discussion centered around what teacher standards need to be tested.
Dykstra suggested that the Knowledge and Practice Standards for Teachers of Reading, written by Louisa Moats, et al, and published by the International Dyslexia Association in 2010, would be good teacher standards, and the basis for a teacher competency exam. There was no need for DPI to spend the next year discussing and inventing new teacher standards.
Champeau said that the International Reading Association also has standards.
Pedriana asked if those standards are based on research.
Dykstra suggested that the task force look at the two sets of standards side-by-side and compare them.
Professional Development: The facilitators looked for input on how professional development for practicing teachers should be targeted. Should the state target struggling teachers, schools, or districts for professional development?
Rep. Jason Fields felt all three needed to be targeted.
Heyde asked Levesque for more details on how Wisconsin could do professional development, when we often hear there is no money.
Levesque provided more detail on the state making reading a priority, building public/private partnerships, and being more creative with federal grant money (e.g., the 20% of each grant that is normally carved out by the state for administration). There should be a clear reading plan (Florida started with just two people running their initiative, and after a decade only has eight people), and all the spending should align with the plan to be effective. You cannot keep sending money down the hole. Additional manpower was provided by the provision that all state employees would get one paid hour per week to volunteer on approved reading projects in schools, and also by community service requirements for high school students.
Bragg suggested using the online Florida training modules, and perhaps combining them with modules from Louisiana.
Dykstra also suggested taking advantage of existing training, including LETRS, which was made widely available in Massachusetts. He also stressed the importance of professional development for principals, coaches, and specialists.
Bragg pointed out that many online training modules are free, or provided for a nominal charge that does not come close to what it would cost Wisconsin to develop its own professional development.
Lander said there were many Wisconsin teachers who don’t need the training, and it should not be punitive.
Champeau suggested that Florida spends way more money on education that Wisconsin, based on information provided by the NAEP.
Levesque clarified that Florida actually is below the national average in cost per student. The only reason they spend more than Wisconsin is that they have more students.
Rep. Steve Kestell stated that teachers around the entire state have a need for professional development, and it is dangerous to give it only to the districts that are performing the worst.
Sarah Archibald (sitting in for Sen. Luther Olsen) said it would be good to look at the value added in districts across the state when trying to identify the greatest needs for professional development. The new statewide information system should provide us with some of this value added information, but not at a classroom teacher level.
Evers commented that the state could require new teacher Professional Development Plans to include or be focused on reading.
Pils commented that districts can have low and high performing schools, so it is not enough to look at district data.
Champeau said that administrators also need this professional development. They cannot evaluate teachers if they do not have the knowledge themselves.
Dykstra mentioned a Florida guidebook for principals with a checklist to help them. He is concerned about teachers who develop PDP’s with no guidance, and spend a lot of time and money on poor training and learning. There is a need for a clearinghouse for professional development programs.
Screening/Intervention: One of the main questions here was whether the screening should be universal using the same tools across the state.
Champeau repeated a belief that there are districts who are doing well with the screening they are doing, and they should not be required to change or add something new.
Dykstra responded that we need comparable data from every school to use value added analysis, so a universal tool makes sense. He also said there was going to be a lot of opposition to this, given the statements against screening that were issued when Rep. Keith Ripp introduced legislation on this topic in the last biennium. He felt the task force has not seen any screener in enough detail to recommend a particular one at this time.
Heyde said we need a screener that screens for the right things.
Pils agreed with Dykstra and Heyde. She mentioned that DIBELS is free and doesn’t take much time.
Michele Erickson asked if a task force recommendation would turn into a mandate. She asked if Florida used a universal screener.
Levesque replied that Florida initially used DIBELS statewide, and then the FCRR developed the FAIR assessments for them. The legislature in Florida mandated the policy of universal kindergarten screening that also traces students back to their pre-K programs to see which ones are doing a better job. Wisconsin could purchase the FAIR assessments from Florida.
Archilbald suggested phasing in screening if we could not afford to do it all at once.
Evers supports local control, but said there are reasons to have a universal screener for data systems, to inform college programs, and to implement professional development.
Lander asked what screening information we could get from the WKCE.
Evers responded that the WKCE doesn’t start unitl third grade.
Dykstra said we need a rubric about screening, and who needs what type and how often.
Pedriana said student mobility is another reason for a universal screener.
There was consensus that early screening is important. Certainly by 4K or 5K, but even at age three if a system could be established. Possibilities mentioned were district-run screenings or pediatrician screenings.
Walker reminded the task force that it only makes sense to screen if you have the ability to intervene with something.
Mara Brown wasn’t sure that a universal screener would tell her anything more about her students than she already knows.
Levesque said she could provide a screening roadmap rubric for the task force.
No one on the task force had suggestions for specific interventions. The feeling was that it is more important to have a well-trained teacher. Both Florida and Oregon started evaluating and rating interventions, but stopped because they got bogged down. Wisconsin must also be careful about evaluations by What Works Clearinghouse, which has some problems.
Pedriana asked if the task force is prepared to endorse a model of instruction based on science, where failure is not an option.
The facilitator said this discussion would have to wait for later.
Early Childhood: The task force agreed that YoungStar should include more specific literacy targets.
Rep. Kestell felt that some district are opening 4K programs primarily for added revenue, and that there is wide variability in quality. There is a need to spend more time on this and decide what 4K should look like.
Evers said we should use the Common Core and work backward to determine what needs to be done in 4K.
Wrap-Up: Further discussion of early childhood will be put over to the next meeting, as will the societal issues and accountability. A meeting site has not yet been set, but Governor Walker indicted he liked moving around the state. The Governor’s aides will follow up as to locations and specific agenda. The next meeting will be Thursday, August 25. All meetings are open to the public.
