Commentary on temporary madison school board memBer appoIntment, replacing Mary Burke

The temporarily six-person School Board is scheduled to decide Monday who will join the body for a nine-month stint. During that time, the board will hire a permanent superintendent and work on a potentially large November 2020 facilities referendum.

Those interested in the appointment have until 4 p.m. Friday to apply for the vacancy, which was created after Mary Burke resigned earlier this month.

As of Tuesday afternoon, those who have applied are David Aguayo, David Blaska, Carol Carstensen, Ricardo Cruz, Alexis Dean, Steve King, Pamela Klein, Dwight A. Perry, Arlene Silveira, Jeff Spitzer-Resnick and Calista Storck.

Carstensen and Silveira are both former School Board members. Elected six times, Carstensen served between 1990 and 2008. Silveira was on the board between 2006 and 2015.

Former School Board member Ed Hughes has also expressed interested in the position but said he had yet to file his application by Tuesday evening.

Aguayo, 26, is an executive assistant at the state Department of Workforce Development. He also managed the unsuccessful campaign this spring for School Board candidate Kaleem Caire and ran as an independent for a state Legislature seat in 2016.

After losing his race for the School Board in April, Blaska, a former Dane County Board supervisor and conservative blogger, has said he is applying to bring political diversity to the board.

Cruz, 52, a School District employee, is an administrative assistant helping with federal Title 1 funding. He ran for the District 9 seat on the Madison City Council in 2013 and also served on the city’s Equal Opportunities Commission from 2009 to 2011.

The large field of applicants includes several former School Board members, public education advocates, parents, recent MMSD graduates, Freedom Inc. staff and others looking to serve on the board as it faces critical decisions over the next few months. The board plans to select a new superintendent and prepare for a facilities referendum in 2020.

For the seasoned former board members, their experience on these two tasks were motivation to return to their old gig.

Mary Burke resigns from the Madison School Board

Mary Burke announced Friday she’s stepping down from her position on the Madison School Board after seven years.

Burke, who was first elected to the board in 2012, said in a statement her departure comes as her “personal and professional commitments do not allow me the time and energy needed to fulfill my term.”

“I have faith that the Board will hire a great new superintendent, pass a transformative referendum and continue towards fulfilling our mission of every student graduating college, career and community ready,” she said in a statement.

The School Board will discuss filling the vacant seat when it meets Monday night. Board policy calls for a vacant seat to be filled by appointment within 60 days of a resignation.

Madison School Board members Anna Moffit and Mary Burke have announced they will be running for re-election in 2018.

In April, the terms will expire for seats 1 and 2 on the Madison Metropolitan School Board, currently occupied by Moffit and Burke. Burke has filed a declaration of candidacy with the Madison city clerk’s office and Moffit said she had done the same, although it’s not yet reflected on the city’s website.

Moffit ran unopposed for seat 1 in 2015, emphasizing advocacy for students with disabilities. Moffit has a son with autism and speaks out for people with disabilities outside her role as a school board member. She’s a former elementary school teacher and while on the board has been a proponent of Natural Circles of Support, a social and emotional support program for students of color.

All School Board seats are at-large, but the Seat 1 member oversees Allis, Glendale, Lindbergh, Schenk and Shorewood elementary schools, Sherman and Whitehorse middle schools and Memorial high school.

Madison has long tolerated disastrous reading results, despite spending far more than most.

Madison School Board: Mary Burke Seeks Re-Election, Arlene Silveira Will Not

Mary Burke, the incumbent Madison School Board member who unsuccessfully challenged Gov. Scott Walker last month, confirmed Friday she will seek re-election in April. But Arlene Silveira, the longest serving board member and in her second stint as president, will not seek another term.

And Anna Moffit, who has served on the district’s special education advisory council, announced Saturday she’ll seek the seat currently held by Silveira. Silveira confirmed in a text message to the State Journal on Sunday that she will not run again.

Only Burke’s and Silveira’s seats are up in 2015. School board members are elected as at-large members.
Silveira was first elected in 2006 when Art Rainwater was superintendent and has since helped hire two superintendents as well as an interim leader.
She oversaw some of the most dramatic events in the district’s recent history, including in 2011 when Walker successfully sought to limit collective bargaining for public school teachers — a move that the Madison teachers union fought in court until this year when the state Supreme Court upheld the law.

The same year, the board faced another polarizing debate after the Urban League of Greater Madison’s then-executive director Kaleem Caire proposed a charter school aimed at reducing the persistently low achievement levels of the district’s black students. The board ended up voting against the proposal after months of tense discussion.

Madison School Board Member & Gubernatorial Candidate Mary Burke Apologizes to Neenah’s Superintendent over Act 10 Remarks



The Neenah Superintendent wrote a letter to Madison School Board Member & Gubernatorial Candidate Mary Burke on 19 September.

Ms. Burke recently apologized for her Act 10 remarks:

Democratic gubernatorial candidate Mary Burke has apologized to the superintendent of the Neenah school district for comments she made on the campaign trail.

Burke had been citing the district as an example of negative effects she says have been caused in Wisconsin schools by the law known as Act 10 that effectively ended collective bargaining for teachers.

District administrator Mary Pfeiffer said Friday that Burke reached out to her on Wednesday and apologized by phone. Pfeiffer says Burke agreed not to use Neenah as an example again.

Dear Ms. Burke,

On behalf of the Neenah Joint School District I would like to express my disappointment regarding your use of our District as an example of your perceived negative impact of Act 10 on education as reported by John McCormack in the Weekly Standard and at least one additional news publication in the Green Bay Press-Gazette.

In your position as a Madison school board member, I’m sure you’ve seen that Act 10 has created a variety of challenges for school districts across Wisconsin, but I’m sure you’ve also seen plenty of positives as well. It is unfair and misleading to claim that Act 10 is the primary reason why one specific candidate chose to accept a position in Minnesota over an opening in the Neenah Joint School District. There are many reasons why candidates choose to work in other districts and certainly some effects of Act 10 may factor into those decisions. However, to make a blanket statement that Act 10 is the reason why teachers are leaving school districts in Wisconsin (in this case the Neenah Joint School District), especially by citing only one candidate’s decision to go elsewhere, is an unfortunate exaggeration at best.

We are extremely proud of our schools in Neenah and incredibly proud of the staff we have assembled both prior to and since the passage of Act 10. We have never settled with an inferior candidate to fill a position and will never do that to our students or families.

Since you have not reached out to me to learn more about our District, I will provide to you some data points that you might find revealing about why we continue to be a high performing District in Wisconsin.

Since Act 10, we have faced, and met, the difficult challenges necessary to support student learning while retaining our excellent staff.

we have significantly reduced an unsustainable $184 million unfunded liability regarding our Other Post Employment Benefits (OPEB). Meanwhile, we still provide all of our most veteran employees a $100,000 retirement benefit. New employees are also provided OPEB benefits and that is something most districts have eliminated. As you are aware, this is in addition to the state retirement benefit.

we have reduced class sizes and increased the number of our certified staff.

we have had no certified staff (teacher) layoffs since Act 10.

our school board has supported pools of dollars for 2% salary increases (above the CPI) and 2% one-time stipend awards every year for all employee groups for a total of4%.

over the past two years, 57 certified staff members have received a $5,000 or more increase in their salary.

more than 33% of certified staff received a 3% or higher salary increase in 2013-14,

with 6% of them receiving a 6% increase or higher.

our insurance costs are the lowest in our area.

we have no long-term debt.

our mill rate remains the lowest in our area at $8.53 and a decrease for the third consecutive year.

I respectfully ask that you stop using Neenah as an example of the negative ramifications of Act 10. This request has nothing to do with my personal feelings or political stance. It is about a dedicated staff that is proud to work in Neenah. I would be p1eased to speak with you further about this issue.

Will the Madison School Board Prove Mary Burke Wrong (or Right)?

We should not have been surprised when Democratic candidate for governor Mary Burke voted with the rest of the Madison school board to negotiate a contract extension with the teachers union. After all, it was just a month ago that Burke told the Milwaukee Journal Sentinel in a video recorded interview that she believes she didn’t need Act 10 to get the same concessions from the unions. “I think it was only fair to ask for contributions to health care and to pensions, um, but I think those could have been negotiated, ah certainly firmly but fairly.”

Let’s set aside that negotiating a contract extension with the union is likely a violation of the law, as attorney Rick Esenberg of WILL informed the school board. Okay, that’s a little bit like saying to the dinosaurs, “setting aside that giant meteor head towards Earth…”

But setting the issue with the law aside, we’re about to about to see whether Burke’s claim is correct that she is capable of achieving the benefits of Act 10 without having to rely upon the powers granted by Act 10 to local government bodies. If we’re to use upon history as our guide, Burke is unlikely to prove anything except that the passage of Act 10 by Governor Scott Walker and the legislature was necessary.

After the passage of Act 10, Madison teachers staged a massive “sick out” in order to protest Walker’s reforms. Despite a public statement from then-WEAC President Mary Bell to go back to work and a request by the Madison Metropolitan School District to cancel a scheduled day off, Madison’s teachers continued to stay out of work to continue the protest. In fact, a MacIver investigation discovered that John Matthews of Madison Teachers, Inc. lied about the union’s involvement in planning the protest.

Against that background, and a determination not to be bound by the terms of Act 10, the Madison teachers union and the school district negotiated the first contract extension into 2013. Instead of the 12.6 percent health care contribution called for under Act 10 and even supported by Bell, the district was only able to negotiate a 5 percent health care contribution. The agreement did allow an increase to 10 percent the following year.

Mary Burke’s campaign to revise website after initially not mentioning her Madison School Board role

Democratic gubernatorial candidate Mary Burke launched a new, more detailed website Tuesday with one notable omission: her only experience in elective office, as a Madison School Board member.
But after the State Journal inquired about it, the campaign said it would update the site to include her role on the board.
A campaign spokesman called the omission an “oversight.” However, the website in several places downplays Burke’s ties to the city where she lives.
The website focuses on Burke’s experience as a top executive at Waterloo-based Trek Bicycle, which her father founded, and her time as Commerce secretary in the Gov. Jim Doyle administration.
Burke, the only Democrat so far who announced plans to run against Gov. Scott Walker next fall, launched burkeforwisconsin.com in October with a video announcement and ways for supporters to provide an email and donate to the campaign.

Madison schools’ academic challenges and above average spending & taxes will likely receive greater scrutiny during the upcoming gubernatorial election.
That said, a healthy debate on Madison’s long time, agrarian era governance model vs the more dynamic school choices available in most urban areas would be welcome.

Mary Burke shares views on voucher schools

Democratic gubernatorial candidate Mary Burke shared some of her views on school vouchers in a lengthy interview she did over the weekend with blogger Heather DuBois Bourenane, a prominent critic of Gov. Scott Walker.
Some of Burke’s remarks, based on a transcript:
Q. “What do you really think you can you do to move past this sort of toxic and divisive rhetoric without seeming like you’re not willing to take a stand on the issues that really matter the most to preserving Wisconsin values and to standing up for Wisconsin workers and students and educators?”
“I talk about jobs a lot because I do believe that there are a lot of people who are unemployed and really struggling to get by and we do have to emphasize what’s going to get jobs growing here in Wisconsin. But also I think that the direction that we’re headed in terms of education is really frightening to me. The statewide voucher expansion we’re talking about, I actively fought against and I think that I am very worried about what will happen in the next four years with regards to taking the caps off and funding them through a continued siphoning of funds that should be going to public education.”
Q.”If you don’t support a full repeal of the voucher system, how exactly do you plan to improve their performance and accountability without draining more taxpayer funds from the public school budget?”
“Sure. Well, first, in the interview I gave regarding the voucher, statewide voucher expansion, the emphasis I definitely placed is in not taking off the caps or letting the voucher expand. Then in terms of rolling back that statewide voucher expansion, you know, as governor I would have to work with the Legislature and certainly would do that, but it would be obviously only in conjunction with the Legislature that could happen.

But voting down a bill with a relatively minor tax increase, one that was less than the maximum allowed by the district, makes it look like she might offer an austerity budget if she sat in the governor’s chair. That’s why Burke made sure to toss a little red meat to the deep blue crowd.
“My concern is that very little of it (the property tax increase) went into increasing pay for teachers,” she said.
Ta-da! She voted against the budget because it wasn’t paying teachers enough! There’s another campaign slogan: “Mary Burke: She fights to pay teachers more!”

Yet, the same service tax, spending and curricular approach continues in Madison, despite long term disastrous reading results.
Rhetoric and vote parsing does nothing for the thousands of young people who cannot read.

On Mary Burke, the Rejected Madison Preparatory IB Charter School, The School Board and Running for Governor

Mary Burke’s past activities are coming under increased scrutiny now that she is an active candidate for governor. Mary has generously supported different educational initiatives for many years. Her primary focus has been the AVID/TOPS partnership between the Madison School District and the Boys and Girls Club. But her pledge of support for the Madison Prep charter school proposal has drawn the most attention. Since I was more involved in the Madison Prep saga than most, I thought it might be helpful if I provided a summary of what I know about Mary’s involvement.
In December, 2010, the Urban League of Greater Madison presented an initial proposal to the Madison School Board to establish a charter school called Madison Prep. The Urban League described the school as “a catalyst for change and opportunity among young men, particularly young men of color.” The school was intended to inculcate a culture of hard-work and achievement among its students through a host of practices, including single-sex classrooms, an International Baccalaureate curriculum, longer school days and school years, intensive mentoring, and obligatory parental involvement.
Madison Prep was controversial from the start and the initial proposal was adjusted in response to various concerns. By the fall of 2011, Madison Prep was planned to be an instrumentality charter school, like our existing charter schools Nuestro Mundo and Badger Rock. As an instrumentality, all teachers and staff would have been union members.

Burke’s candidacy will bring additional statewide attention (and rhetoric) to the Madison schools, particularly its challenges. It will be interesting to see what, if anything Mary Burke says about her time on the local school board.

With a recently leaked poll, the first contours of the 2014 race for governor are coming into view.
Democrats have contended for months that they see Gov. Scott Walker as vulnerable, but they have not offered a candidate to run against him. But last month a poll was conducted testing the viability of Mary Burke, a former state commerce secretary and former Trek Bicycle Corp. executive.
The poll was conducted around the same time an unknown person registered five Burke-themed Internet addresses, such as BurkeForWisconsin.com and BurkeForGovernor.com. None of the websites are active.
Burke, who was elected to the Madison School Board last year, has not responded to interview requests since the poll surfaced in June. Mike Tate, the chairman of the state Democratic Party, issued a statement at the time saying Democrats were conducting polls for “several potential strong challengers” to Walker.
Democrats are hungry for a victory after Walker became the first governor in the nation’s history to survive a recall election last year. Republicans are equally motivated to keep him in office after having to elect him twice for one term.
Democratic strategists said Burke is seriously considering a run but has not made a final decision. They noted others could run, but they hoped to have just one candidate to avoid a Democratic primary.
Democrats said they liked Burke’s background in business and economic development — as well as the personal funds she could bring to the race — while Republicans pointed to her ties to former Gov. Jim Doyle and other issues as matters they could exploit.

A Democratic poll testing gubernatorial candidates asks respondents their opinions about Madison School Board member Mary Burke, a complaint with state regulators says.
In one of the strongest signs yet that Madison School Board member Mary Burke is considering a run against Gov. Scott Walker in November 2014, a polling firm is apparently testing her favorability rating among potential voters.
The poll came to light Tuesday after the Republican Party of Wisconsin filed a complaint with the Government Accountability Board regarding a telephone poll that included questions about the former Trek Bicycle executive and Commerce Secretary under Democratic Gov. Jim Doyle.
The Associated Press also reported Tuesday that online records show that on June 12, the day before the poll was conducted, six Internet domain names that point toward a Burke candidacy were registered anonymously, including: Burkeforwisconsin.org, Burkeforwisconsin.com, Maryburke.org, Burkeforgovernor.com, and Burkeforgovernor.org.
Burke did not respond to requests for comment Tuesday.
The GOP complaint, filed against Burke and the state Democratic Party, alleges a telephone pollster asked questions about Burke and whether certain statements would influence the respondent’s vote.

The contest between Mary Burke and Michael Flores presents a tough choice. Both candidates are outspoken critics of Gov. Scott Walker’s assault on public education, and defenders of the unions that represent educators. We would be satisfied with either of these fine candidates, but our endorsement goes to Burke. She has a remarkable long-term record of engagement with public education at every level in Madison — as the co-founder of AVID/TOPS, board member of the Foundation for Madison Public Schools, a 13-year veteran of the Schools of Hope tutoring program at Allis Elementary School, a mentor at East High, a volunteer and board member for the Boys & Girls Club. She also knows the broader issues when it comes to state policy on education and achievement gap issues, as a former commerce secretary, Trek Bicycle executive, and active player in an initiative relating to the Milwaukee schools.

The debate has, in turn, sparked interest in the school board.
In the race for Seat 2, which is being vacated by retiring board member Lucy Mathiak, philanthropist Mary Burke is running against firefighter Michael Flores.
While there are an unprecedented number of candidate forums and listening sessions under way, we thought we’d pose our own questions to candidates. We focus on evaluation this week, of students, teachers, schools, and the district. What is the importance of student test scores, and how do they reflect upon teachers? Mary Burke for Madison School Board



Madison School Board Member Ed Hughes:

Mary Burke and Michael Flores are vying to replace Lucy Mathiak on the Madison School Board. Judged by their background, experience and skills and by the extent to which they’re prepared to grapple with the tough issues the Board faces, there is simply no comparison between the two. Mary Burke stands out. Mary may be the best-qualified candidate to run for Madison School Board in quite a while. (She’s far better qualified than I was when I first ran, for whatever that’s worth).
Let’s run through some of the dimensions of experience that can be helpful for School Board service. Involvement with our schools? Check. Mary is the co-founder and co-chair of the AVID/TOPS program, a widely-praised partnership between the school district and Boys and Girls Club that started at East High and is now in all our high schools and spreading to our middle schools. She is a mentor to a sophomore at East and to a foster teen in the district’s program for school-aged parents and she tutors first graders as a Schools of Hope volunteer at Frank Allis School.
Business experience? Check. Mary has started a business, worked for Trek Bicyle, worked as a business consultant and served as Secretary of the Wisconsin Department of Commerce. Board experience? Check. Mary has served on the Boards of the Foundation for Madison Public Schools, the Madison Community Foundation, the United Way, and the Evjue Foundation, and was a long-time president of the Board of the Boys and Girls Club.

Philanthropist Mary Burke believes everybody deserves a chance to be successful

The phone call came late one afternoon last March. Rachel Krinsky — then the executive director for the Road Home, a nonprofit agency serving homeless families in Dane County — was preparing to meet with the board of directors, which had recently voted to end a three-year campaign to raise money to build apartments for homeless families.
Having fallen $900,000 short of its fundraising goal, the board decided to build seven apartment units instead of the 15 it had sought, meaning eight families would remain on the street. “We had been fundraising for a long time and were out of ideas,” Krinsky recalls. “Everyone was tapped out.”
On the phone was Mary Burke, a wealthy 52-year-old philanthropist and former business executive, calling with unexpected news: She wanted to give the $450,000 needed to build those eight additional units. (The remaining $450,000 was an endowment goal.)
Krinsky’s jaw dropped.
“I was just stunned,” she says. “Mary wasn’t even in our database.”

Burke announced recently that she plans to run for one of two Madison School Board seats on the April, 2012 ballot.

Burke, who made headlines recently for pledging $2.5 million to Madison Preparatory Academy, a controversial charter school proposal, plans to run for the seat being vacated by Lucy Mathiak.
Burke also served as president of the Boys & Girls Club of Dane County for nine years and along with the Burke Foundation has donated about $2.6 million to the AVID/TOPS program, which has shown promising results in improving achievement among low-income, minority students.
Burke emphasized closing the district’s racial achievement gap as a motivation for her decision to run.
Several others have expressed interest in running for the seat, including Joan Eggert, a Madison schools parent and reading specialist in the McFarland School District, who issued an official announcement last week.
Others who said they are considering a run include parents Jill Jokela and Mark Stokosa. Tom Farley, who ran unsuccessfully in 2010 against James Howard, said Monday he is no longer interested in running and Burke’s entry in the race makes him confident in that decision.




Madison Prep Charter School Receives $2.5M Gift from Mary Burke

Ms. Burke, a retired business executive whose family owns Trek Bicycles and who served as Wisconsin’s Secretary of Commerce during the Doyle Administration, described the reason for her gift.
“We all know Madison can do better. I am happy to do my part to invest in our community and the future of all of our youth. Madison Prep is a powerful idea backed up by a powerful and cost-effective plan. It offers real hope to Madison students, teachers and families who want to realize their expectations and dreams.”
Ms. Burke also shared, “I understand we are in tight budget times and don’t want concerns about the cost of Madison Prep or the availability of public funding to supersede the real need for the School Board to support it. I am confident Madison Prep will be a great opportunity for children and want to see it happen. I hope my gift helps the School Board overcome its financial concerns.”

With Ms. Burke’s gift, the Urban League of Greater Madison will further reduce its request for per pupil funding from the Madison Metropolitan School District from $11,471 per pupil to $9,400 in the school’s first year, and $9,800 per pupil in years two through five of the school’s proposed five year budget. The Madison district currently spends $13,207 per pupil to educate students in middle and high schools.
Madison Preparatory Academy plans to open two college preparatory public charter schools in the fall of 2012, one for boys and one for girls. Their mission will be the same: to prepare students for success at a four year college or university by instilling excellence, pride, leadership and service. Both academies will be tuition-free, offer an identical curriculum in a single-sex education environment, and serve as catalysts for change and opportunity, particularly for young people of color.
Beginning with the 2012-13 school year, the Academies will serve 60 sixth grade boys and 60 sixth grade girls when they open next year, eventually growing to serve 820 students total.
Madison’s Board of Education will vote next month on the new charter schools.

BACKGROUND

On July 21, 2020, Madison City Council took a historic near unanimous vote to terminate the contract between the Madison Police Department and the Madison Metropolitan School District (MMSD), which provided School Resource Officers for the city’s four high schools—the final step in formally removing police officers from Madison schools after the MMSD School Board voted to end the contract. This hard fought victory was the culmination of years long organizing by Black and Southeast Asian youth organizers of Freedom Inc’s “Freedom Youth Squad” who launched their “No Cops In Schools” campaign over four years ago. Removing the physical presence of police from schools is a crucial first step in prioritizing the health, safety, and well-being of Black youth and youth of color and protecting them from a system of policing that views them as threats and not as students. However, creating safe, nurturing, and liberatory learning environments for young people attending Madison schools demands much more than the physical removal of law enforcement from school campuses. It requires community control over school safety and discipline within MMSD, and a robust and transparent community-led accountability process for teachers, school administrators, and other school staff who continue to perpetuate the violent and harmful policing and criminalization of Black, Brown, LGTBQ, and differently abled students.

Madison School Board candidate forums begin this weekend, continue throughout March



Scott Girard:

Voters will have several opportunities this month to hear from candidates for Madison School Board beginning this weekend.

The East Side Progressives will hold a forum Sunday, March 8, at Lake Edge Lutheran Church, 4032 Monona Drive. It’s the first of four forums currently planned for the month before the Tuesday, April 7, election.

In the two contested races, Wayne Strong is challenging incumbent Nicki Vander Meulen for Seat 6 and newcomers Chris Gomez Schmidt and Maia Pearson are facing off to take over Seat 7 from Kate Toews, who is not running for re-election. Savion Castro is running unopposed for a one-year term in Seat 2, to which he was appointed last summer after Mary Burke resigned from the board.

Each of the elections is at large, so any eligible voter can vote for all of the seats on the ballot.

The March 8 forum, which begins at 3 p.m., will feature candidates talking about their vision for meeting the district’s challenges followed by a “speed dating” format offering the chance to meet each candidate in a small-group setting, according to the Facebook event. All five candidates plan to attend.

March 17, the Cap Times will host a forum with questions asked of the five candidates by education reporter Scott Girard and Simpson Street Free Press managing editor Taylor Kilgore. That forum will begin at 7 p.m. in the East High School auditorium, 2222 E. Washington Ave.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”. 

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison Superintendent Jennifer Cheatham, 2015:

Shortly after the office was proposed, Cheatham said non-district-authorized charter schools have “no consistent record of improving education for children, but they do drain resources from public schools, without any control in our local community or school board.”

Rather than invest in what we know works in education, this proposal puts resources in strategies with mixed results at the expense of our public school students,” she said in May 2015

2011: A majority of the taxpayer supported Madison School Board aborted the proposed Madison Preparatory Academy IB Charter school.


The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

Maia Pearson becomes first newcomer to announce 2020 Madison School Board campaign

The Madison School Board seat left open by incumbent Kate Toews choosing not to run for re-election has a candidate.

Maia Pearson, a Madison native who has three children in Madison schools, will run for Seat 6. She filed her declaration of candidacy and campaign registration statement with the city clerk Monday and announced her campaign with state Rep. Shelia Stubbs, who is also a Dane County Board supervisor.

Pearson said at her announcement that she “really, truly cares about our children,” according to a video shared on Facebook by School Board member Ananda Mirilli.

“Me running is not just a personal endeavor, but moreso because I really want to make sure the children of Madison have everything necessary to succeed,” Pearson said. “I am a firm believer that every child is special, every child can succeed, all they need is everyone to come with them to make sure that they grow.”

Pearson was one of 29 applicants for Seat 2 earlier this year when Mary Burke resigned.

The board appointed Savion Castro to that seat. He is running for re-election to the seat and is currently unopposed. Incumbent Nicki Vander Meulen is also running for re-election to Seat 7, and is also unopposed.

In her application to the board in July, Pearson wrote that the district “faces critical issues in safeguarding our children, especially children of color, the invalidation of parents of color, and the ineffective training of the adults working directly and indirectly with students”

“There must be improved teacher training to ensure that teachers meet the needs of a multicultural student body and work effectively with parents of diverse cultures and races,” she wrote. “These and other proactive approaches are crucial to ensuring that students of color and different backgrounds feel safe and secure at Madison schools and that parents of color are validated and their concerns for their children’s safety heard, respected, and acted upon. It goes without question, after all, that feeling safe at school is a prerequisite to performing well and that we want all of our students to achieve to the full extent of their abilities.”

Stubbs offered her endorsement during Monday’s announcement.

“Maia is a young lady who is going to be a change leader,” Stubbs said.

Madison taxpayers spend far more than most K-12 school districts. Yet, we have long tolerated disastrousreading results.

Mckenna Kohlenberg: Why transparency is needed in Madison’s superintendent hiring process, and how to do it



Mckenna Kohlenberg:

My concern stems from recent Board actions that I find concerning enough to warrant this stern message. As local press has noted (here too), the Board’s recent activities suggest a troublesome pattern of skirting, if not outright violating, open meetings and public records laws.

Wisconsin law requires school boards, like other local public bodies, to: a) hold their meetings publicly, hold them in reasonably accessible places, and open them to all citizens; b) have a quorum of members (usually a majority or more) before taking official actions; and c) precede each meeting with public notice, which includes to news outlets that have filed a written request for such notice.

There are narrow exemptions to the state’s open meetings laws. For example, if a school board is to vote on a motion related to considering an employee’s employment, they may be exempt and may move to convene in a closed session instead. Motions to convene in closed session can be adopted only if the body’s authority announces to those in attendance the nature of the business to be considered at such closed session (i.e. the reason the meeting should be exempt from the open meetings law); further, this information, in addition to the vote of each member of the body, must be recorded in the meeting’s records.

Two recent official actions by the Board leave me particularly wary. First, the hiring of an interim superintendent. Following Dr. Cheatham’s resignation announcement to the Board during a closed session meeting on May 6, the Board held five additional closed session meetings at which the hiring of her replacement was on the agenda.

Only after The Cap Times reported that the Board was seriously considering Nancy Hanks for the interim position did the Board hold two open “workshop” sessions, though no votes were officially taken during these sessions. And when local reporters submitted multiple open records requests related to the Board’s hiring process, including for its list of top choices and its list of all possible choices, MMSD legal counsel stated that no such records existed.

Further, in response to the reporters’ additional open records request for meeting minutes from five of the Board’s closed sessions spanning May 30 to June 17, the Board’s secretary stated that the minutes hadn’t been transcribed yet.

Second, and similarly unsettling, was the Board’s official action on July 22 — a vote — to fill the seat left vacant by Mary Burke with Savion Castro. The vote occurred during an open session workshop during which no public comment was permitted. The open session workshop immediately followed a closed session meeting (the posted agenda for the closed meeting stated its purpose was to address a teacher discipline matter).

I’ve heard local education experts, attorneys, and parents call the open workshop “choreographed” and “a performance.”

Did the Board really narrow the pool of applicants from 29 to 1 — unanimously — in a matter of 75 minutes? Or was the decision made ahead of time, during closed session meetings for which no records exist — or at least for which no records are publicly accessible, in violation of the closed session requirement that votes be kept as part of meeting records? Alternatively, and perhaps even more troublesome, was the decision the result of conversations tantamount to walking quorums?

So why hold open sessions at all? What purpose can they possibly serve you in making decisions, Board, if they’re not actually a forum for decision-making?

New Madison school board member defends heckler’s veto

Just when you thought the Madison School Board couldn’t get worse, it did. The board voted unanimously to add Savion Castro, formerly of One Wisconsin Now and currently a Democratic legislative aide for Rep. Sheila Stubbs (D-Madison). Castro replaces former Democratic candidate for governor Mary Burke on the board who resigned earlier this year.

RightWisconsin writes:

Despite the unabashed praise of the Capital Times for Castro’s “new perspective” and the addition of “diversity” to the board, his appointment is not a good sign for a school district that has been plagued by protesters attempting to shut down dissenting opinions at school board meetings. Castro is outspoken opponent of free speech. Castro even testified at the state legislature against protecting free speech on University of Wisconsin System campuses.

“Given that Mary will not be attending any future meetings, I do feel a sense of urgency in getting this filled,” Reyes said. “I don’t want to move forward through some of the important discussions and decisions we’ll have to make … so i think it is going to be imperative that we move through the process pretty rapidly. We can still do a really transparent process and move quickly through it.”

Under board policy, a vacant seat must be filled by appointment within 60 days of a resignation.

Public notice will be posted in the Wisconsin State Journal from July 12 to July 19. Applicants’ submissions will be publicly available on July 19 before the board votes to appoint a new member on July 22.

“I feel like this timeline is really tight,” board member Cris Carusi said, noting the quick turnaround between applications being due and a vote on the candidate three days later. “This feels way too compressed to make a good decision and I would argue for stretching it out even another week.”

Though there was no vote on the timeline, Reyes said that if the board feels it needs more time to review applications it could explore that option later in the month.

Anyone 18 years or older who resides in the Madison School District can apply to be considered by submitting a letter of interest to the district detailing what qualities they can bring to the School Board, a statement on three issues the district faces and how the prospective board member would address them.

Several elections are on the horizon for the seat over the next two years. Though Burke’s term would have lasted until 2021, whoever is appointed would have to decide by late December if they will run in the April 2020 election to finish out the last year of Burke’s term. Terms on the Madison School Board are three years, but whoever is appointed to Seat 2 must run to complete the one-year term before being able to run for a full three years.

Logan Wroge:

Board member Kate Toews said it “would be very beneficial” having an applicant with experience in referendums or hiring a superintendent.

The last time the School Board appointed someone to fill a vacancy was in 1997 when Nancy Mistele resigned because she was moving out of the School District. Sixteen people applied to replace her.

David Blaska, a former Dane County Board member who lost his School Board race this year to Ali Muldrow, said Monday that he will apply to fill the empty seat after saying Friday he would not.

The conservative blogger said he has “no hope of being named.”

“Still, one must fight the good fight,” he said.

Of the other two candidates who ran in the April election and lost, TJ Mertz said he is not interested in applying and Kaleem Caire said Friday he had not had enough time to make a decision. An attempt to reach Caire Monday night was not successful.

“It’s really difficult after all of these years to look and see no academic improvement in outcomes, and it’s not because people aren’t working hard or don’t have the right intentions or all of these things,” said board member Mary Burke. “But I’d like to hear we’re looking at how we reimagine the middle school (program). But the status quo for none of us is acceptable when we come to reading proficiencies or math proficiencies for students of color, and we need to look at our partnerships and also say the status quo is not enough.”

Burke, who does not plan to run for re-election when her term ends in 2021, said the board and district shouldn’t wait until the next renewal to find ways to improve and better track outcomes for students in Schools of Hope.

Superintendent Jen Cheatham and MMSD staff emphasized that programs like Schools of Hope give students a chance to build their social-emotional learning and non-cognitive skills through their interactions with tutors.

A crack in Madison’s non diverse K-12 governance model: independent charter One City Schools



Logan Wroge:

In a previous attempt at a charter school, Caire proposed the Madison Preparatory Academy, which would have served a similar population as One City Schools, but would have been for grades 6-12. The Madison School Board rejected the idea in December 2011.

Caire sought to bring his “change-maker” approach to the Madison School Board, but lost an election last month to Cris Carusi.

“Almost half the electorate, they know what I do, and they like the message I was bringing about trying to implement these changes in the school system, and so we think that Madison is ready,” he said.

School Board president Mary Burke said she has no specific concerns with One City and is supportive of “innovative approaches” meant to lessen the gaps between students of color and their white peers. But she remains concerned about the financial impact charter schools cause on the Madison School District as state aid is moved from the district to charters.

“I’m not saying one way or the other whether it’s the best use of resources,” Burke said. “I’m just saying that expansion comes at a cost for MMSD.”

Doug Keillor, executive director of Madison Teachers Inc., said the union shares similar concerns about the fiscal impact on the Madison School District, but sees some elements in the school’s model he likes.

“I’m particularly interested in the full-day 4K model and what that could mean for Madison schools,” he said. “Even though we disagree with the way it’s funded and the politics of it, we’re still intrigued with the work they’re doing.”

With the school’s expansion into new grade levels comes added personnel, instructional and capital costs.

For the 2018-19 school year, One City has budgeted $2.2 million to operate the entire school, which includes the private One City Junior Preschool for children between ages 1 and 3 and the public One City Senior Preschool. The public 4K and kindergarten components educate 62 children and are expected to cost $1.2 million this year, said Ramakrishnan, of which approximately $413,000 is covered by state funding.

One City also has a federal five-year charter implementation grant, is eligible for school lunch reimbursement, and received less than $10,000 in other federal funding, according to Ramakrishnan.

Curiously, Mr Wroge’s article includes this budget note: :

The Madison School District’s adopted 2018-19 operating budget, which covers traditional costs associated with education like teacher pay and instructional materials, results in spending $15,440 per student. The district’s total budget for this year, which includes among other things capital maintenance and community programming, is $17,216 per student.

Ramakrishnan said the average salary for a lead teacher is $47,000. The starting salary for kindergarten and 4K teachers in the Madison School District is $41,970, according to district spokeswoman Rachel Strauch-Nelson, and the average salary for all district teachers in those grades is $55,382.

A majority of the Madison school board rejected the proposed Madison Preparatory IB charter school.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Commentary on the taxpayer supported Madison K-12 climate

Would that there have been a few more courageous citizens. These names come to mind for lack of courage:

Dave Cieslewicz. The former mayor has condemned identity politics on his Isthmus column; he could have spoken up.

The Madison police union considered endorsing Blaska because he is the only candidate on the local ballot who speaks out for the police. But the union chickened out. Worse, the unionized cops endorsed Satya Rhodes-Conway, Progressive Dane, for mayor! She subscribes to every shackle the Berkeley consultants propose placing on police!

Madison Teachers Inc. None of the candidates you endorsed pleaded for patience until the police finished their investigation into the Whitehorse middle school incident. Instead, those candidates acquiesced with their silence as the superintendent and school board president Mary Burke threw “Mr. Rob” under the school bus and forced his resignation without once getting his side or the many witnesses who took his side, including the other students.

Sheriff David Mahoney foolishly endorsed Ali Muldrow even before the candidate filing deadline. Muldrow, of course, wrote Progressive Dane’s cops-out-of-schools manifesto. Mahoney is either a fool or and a shill.

The Madison Chamber of Commerce. No, Blaska did not make a direct appeal to these guys but at some point they’re going to have to jump in the mosh pit to save our schools.

Wisconsin State Journal for their non-endorsement for Seat #4. The edit page acknowledged “Blaska is right that a police officer should stay in each main high school to promote safety, and that disruptive students should be accountable for their actions. But he goes out of his way to provoke Madison liberals and score political points, while offering few solutions.”

Few solutions? Blaska was the only candidate on the April 2 ballot who strongly advocated:

abolishing the Behavior Education Plan;

returning control of the classroom to teachers,

and keeping cops in the schools.

All as the most effective way to ending the racial achievement gap and to allow teachers to teach and kids who want to learn to succeed.

Blaska also promoted more school district charters, whether instrumentality or not.

Yeah, all that was a provocation to Madison liberals. These are things MMSD can actually control and would have profound impact. Ask yourself this: what solutions did any of the other candidates propose? … Still waiting. … Other than Ali Muldrow’s dance classes for seventh graders? No, I can’t, either.

Madison School Board backs contract that would keep police officers in high schools

The Madison School Board on Monday backed a proposed contract that would keep police officers at Madison’s four main high schools.

Board members voted 4-2 in favor of the proposed contract, which would emphasize alternative disciplines instead of arresting or citing students, lay the groundwork for a new complaint procedure against the officers and require more training in areas such as autism, adolescent brain development and implicit bias.

The board, though, added contract language that would give the Madison School District the ability to require an officer be replaced for cause.

“The reality is things that we don’t control make having (police officers) in our schools absolutely the best decision,” said board president Mary Burke. “Unfortunately yes, there are downsides, unintended consequences.”

Members T.J. Mertz, James Howard, Dean Loumos and Burke supported the contract, Nicki Vander Meulen and Kate Toews voted against it, and Gloria Reyes was not present for the vote.

Earlier in the meeting, the school board approved by a vote of 5-2 a new specialized learning track for its Personalized Pathways program to go in effect at East, La Follette and Memorial high schools during the 2019-20 school year.

But Walker and his campaign accused Evers of flip-flopping on the issue of school funding because Evers once said in an interview with WisconsinEye that improving academic outcomes for students struggling the most could still be achieved even if the state didn’t provide a significant funding increase.

Evers in the interview did say schools needed more funding overall, however.

Four years ago, Walker leveled similar criticism when he was running against another education official: Madison School Board member Mary Burke.

He blasted Burke for the Madison School District’s massive gap in academic performance between black and white students.

Continuing to grow Madison School $pending: now nearly $20k / student

But board members Mary Burke and TJ Mertz offered cautions, urging the administration to be sure every possible building efficiency has been achieved before going to the voters again and every proposed project in any referendum under the plan truly advances the district’s central mission of providing a good education.

“My guess is if you asked parents, the vast majority of parents would give up the shiny-new for the best teacher (for their children) that that school had,” Burke said.

“We haven’t built a lot and we have a very high tax base per pupil,” Barry said. “That doesn’t mean (any potential renovations and upgrades) are free. But it does mean that from a balance-sheet perspective, we can support a reasonable amount of debt.”

The district’s plan also would expand the types of repairs and renovations tackled beyond traditional building and HVAC maintenance, facilities director Chad Wiese said. Instructional program needs also could be considered, such as library renovations and the creation of STEM (science, technology, engineering and mathematics) spaces, along with athletic and co-curricular program needs, such as swimming pools and artificial turf.

Board members asked for a November update with more specifics, with a possible vote on the plan later in the coming school year. Staff members also are working on a list of possible bigger-ticket improvements — new school construction or major renovations — that could be paid for in referendums using bonds with 10- to 20-year payoffs.

A Madison “instrumentality Charter School” Approved

Board member Mary Burke said it was critically important to her that the student body of the new charter school reflect the demographics of the overall district in terms of racial diversity and the percentages of students with special needs. The school’s founders and its supporters convinced her through their testimonials and their diligent work that this will be the case, she said.

“I think there’s a true commitment,” Burke said. She noted that the parents who came to the board asking for the public Montessori option reflected that diversity.

More than 20 supporters spoke Monday, one telling the board the IMA proposal is “a gift you don’t want to turn down.”

Prior to voting against the proposal, Mertz said he was concerned that too many unresolved issues were being left to the administration to negotiate when they should be dealt with by the board. After the meeting, he added that he thought the overall proposal has too many weaknesses.

Independent charter schools have been rejected by a majority of the Madison School. They include the proposed Madison Preparatory IB Charter School and the Studio School.

This, despite our long term, disastrous reafing results.




Comments On The Madison School District’s Third “Annual Report”

The annual report is a selective rather than exhaustive view of the district, with only some grades and some demographic groups highlighted in detail.

The report cited proficiency rates in reading at grade 3 and reading and math in grades 5 and 8, as measured by the Measures of Academic Progress exam, which tests students throughout the school year. Overall, fewer than half of students in any of those grades and subjects were considered proficient, though progress is being made.

Third-graders showed a five percentage point increase in reading proficiency over three years, to 41 percent. Fifth-grade reading proficiency is up 10 percentage points over the same time period, to 44 percent.

“We are taking our challenges head on, and we are seeing strong progress,” School Board Vice President Mary Burke said at the press conference, which was attended by dozens of community leaders, students, staff members and parents.

Middle school math proficiency, calculated by bringing together scores in grades 6-8, is up four percentage points over three years, to 45 percent. The math scores illustrate how racial achievement gaps can widen even when everyone is improving.

During the 2012-13 school year, 19 percent of Hispanic middle school students scored proficient in math compared to 61 percent of white middle school students, a gap of 42 percentage points. Last year, proficiency among Hispanic students improved to 24 percent, yet the proficiency of white students improved to 68 percent, widening the gap to 44 percentage points.

I am glad that the district is discussing reading results.




Madison Schools Should Apply Act 10

This is Madison. I learned that phrase when I moved here from Green Bay in 1992.
It means that the elites who drive the politics and the predominate culture are more liberal or “progressive” than backward places out state.

I knew I was in Madison as a reporter when parents and activists were fighting over whether to have “Sarah Has Two Mommies” posters in a grade school library. Concerned parents weakly stated at a public hearing that first-graders were too young to understand sexuality of any kind.

Activists at the public meeting said the children needed to understand tolerance. One conservative parent said: “Why don’t we vote by secret ballot?” An activist said, “No, we want a consensus.”

The Madison School District official who was presiding agreed, and the controversial posters stayed on the library walls. This is Madison.

Now we have the Madison School Board. It has been historically run by the teacher’s union. The same was true after Gov. Scott Walker’s Act 10 was passed, strictly limiting collective bargaining for public employees.

Three weeks before the state Supreme Court would rule on the constitutionality of the law, the union-owned School Board rushed through a teacher’s contract that largely ignored Act 10. Unlike any other school district in the state, the contract made sure Madison teachers were not required to share the cost of their health insurance premiums. Unlike any other school district, Madison collects union dues from teacher paychecks for its leader, John Matthews.

By the way, I would not want him in a dark alley with me.

The problem is the Madison School District has a projected budget shortfall for 2015-2016 of $12 million to $20 million, according to last week’s State Journal. About $6 million could be saved by making aggressive health care costs, including requiring staff to contribute toward insurance premiums, renegotiating contracts with health care providers, and making plan changes. That’s according to Michael Barry, assistant superintendent of business services.

In fact, the district spends about $62 million on employee health care costs, which are expected to grow by 8.5 percent next school year. Shockingly, Madison School Board member Ed Hughes said: “If we’re talking about taking not a scalpel, but a machete to our programs given the cuts we’ll make because we’re the only school district in the state that’s unwilling to ask employees to contribute to their health insurance, I think that would be an impression that we would deservedly receive ridicule for.”

Even board member Mary Burke said: “We would be irresponsible to the community where basically 99 percent of the people pay contributions to health care” if the board made up the savings with cuts to staff and heath care.

So now what? The contract expires in June 2016. Conservative blogger David Blaska sued to force Madison to live under Act 10. A local judge ruled last week Blaska did have standing as a taxpayer to carry out his lawsuit as he is joined by The Wisconsin Institute of Law and Liberty.

Madison teacher’s union leader John Matthews said by making employees contribute to health care premiums, the district is effectively asking them to pay for iPads and administrators. Huh?

Todd Berry of the Wisconsin Taxpayers Alliance told me 90 percent of state cuts to education were covered by savings offered to school districts under Act 10 by changing work rules, by employee contributions to retirement and health insurance premiums, and by altering health plans.

That might fly for the rest of the state, but then again, this is Madison.

K-12 Tax & Spending Climate: No end in sight to Wisconsin’s politics of resentment

A nationwide exit poll on Election Day revealed that 70 percent viewed the economy as “not so good” or “poor.” Only 22 percent thought life for the next generation would be better than for this one.

Second, because those with the most education are doing better (and Madison is jammed with academic elites) we are not seen as suffering as they do, and that is noticed and resented.

Third, they see school teachers and other public employees with a level of retirement and health insurance benefits they no longer enjoy or ever did. (Among public workers, only cops and firefighters seem to get a pass for being comparatively well-compensated.)

Fourth, they are constantly told that government programs are distorted to help those who do not help themselves. Given the concentrations of minorities in the two largest cities, the racial subtext is always there. Many in outlying Wisconsin see themselves as distinctively hard-working and self-reliant and getting no government help. They do not perceive their own public education, Medicare, Social Security, highway infrastructure and so forth as the sorts of “handouts” they think flow to others.

This thesis is supported by the election results for governor, where Walker won in rural areas, small towns and suburbs, and Democrat Mary Burke mostly dominated in the dependable urban centers of Madison and Milwaukee.




Madison Schools’ 2014-2015 Budget a No No for Governor Candidate Burke

It’s no surprise Democratic nominee for governor and Madison School Board member Mary Burke isn’t saying how she plans to vote Monday on a proposed school district budget that includes a $100 tax increase for the average homeowner.
For purely political reasons, dropping that particular dime would be a pretty dumb thing to do.

Budgets are way more than just their impact on taxpayers/voters, though. They also reflect a school district’s priorities and approach to educating children and compensating teachers.

Burke hasn’t released an education plan in her campaign for governor, so it might be nice to know how she feels about some of those details before they start counting the votes nine days from now.

Specifically, I asked her about:

$4.1 million in spending on technology upgrades, including a plan to eventually put tablet computers in the hands of most students.

$1.5 million for a new behavior plan that de-emphasizes punishment in favor of teaching positive behavior skills.

$250,000 for a new staff evaluation system.

$150,000 for a “grow your own” system for recruiting employees, including ones that — in a district with an ethnically diverse student body but an almost all-white teaching staff — are “culturally responsive.”

Continuing to provide union staff with automatic raises for seniority and degree attainment.

Burke’s response was brief, emailed, unrevealing and on-message: “They all have merits but need to be considered in light of whether we can fund them while being responsible to the taxpayers.”

A scouring of the video recordings and available minutes of this year’s budget meetings also didn’t shed much light on where she stands.

She rarely offered an opinion during the meetings, but when she did it was usually as a voice of fiscal restraint, questioning the size of the tax levy and highlighting the need to take into account the current year budget’s effect on future years’ budgets.

Of course, it’s pretty safe to assume that Burke will vote against any budget that includes a tax increase. She has reminded reporters that’s what she did back in June when the preliminary budget was before the board. And she was the lone “no” vote on the final 2013-14 budget in November 2013, 27 days after she announced her run for governor.

Props to Rickert for diving into the details…. A no vote is rather easy, but this annual exercise simply perpetuates Madison’s monolithic K-12 governance model, despite its long term, disastrous reading results.




Elections, Rhetoric & Madison’s Planned $454,000,000 2014-2015 Budget That Features a 4.2% Property Tax Increase

Mary Burke faces a key vote on the Madison School Board on Monday a week before the gubernatorial election: whether or not to back a $454 million budget that raises taxes and delivers a 1 percent base pay raise to teachers.

Burke, challenging incumbent Gov. Scott Walker in a tight race, declined Tuesday to say how she’d vote. But she pointed out to reporters that she voted against a preliminary version of the budget that included a smaller tax increase than the final proposal to be voted on Monday.
“We did have a preliminary budget earlier that had a similar type of tax increase and I voted against it because I thought it wasn’t being as responsible as we need to be to the taxpayers in Madison,” Burke said Tuesday before casting an early ballot for the Nov. 4 election. “Certainly that issue will come up Monday night.”

If she backs the budget, she risks giving ammunition to Walker and other Republicans in a race that is going down to the wire.

Commentary on 0.0015% of Wisconsin K-12 spending over the past 10 years

Over the past 10 years, Wisconsin taxpayers have paid about $139 million to private schools that were subsequently barred from the state’s voucher system for failing to meet requirements related to finances, accreditation, student safety and auditing, a State Journal review has found.

More than two-thirds of the 50 schools terminated from the state’s voucher system since 2004 — all in Milwaukee — had stayed open for five years or less, according to the data provided by the state Department of Public Instruction. Eleven schools, paid a total of $4.1 million, were terminated from the voucher program after just one year.

Northside High School, for example, received $1.7 million in state vouchers for low-income students attending the private school before being terminated from the program in its first year in 2006 for failing to provide an adequate curriculum.

The data highlight the challenges the state faces in requiring accountability from private schools in the voucher program, which expanded from just Milwaukee and Racine to a statewide program last school year. The issue has emerged as a key area of disagreement between Republican Gov. Scott Walker and Democratic challenger Mary Burke, a Madison School Board member, in this year’s gubernatorial campaign.

Last school year, there were 108 schools and about 25,000 students participating in the Milwaukee voucher program, and 146 voucher schools total. The state has budgeted about $210 million for all voucher schools for the current school year, compared to around $4.4 billion in general aid for public schools.

Wisconsin spent $11,774 per student in 2011 [ballotpedia] or $10,256,390,270. So, let’s assume that Wisconsin spent on average $9Billion annually since 2004. That’s $90,000,000,000 over the past decade. The state paid $139,000,000 to “failed” voucher schools during that time, or 0.0015% of total K-12 spending…

Perhaps it would be worthwhile to further analyze the effectiveness of said 90,000,000,000… not to mention the present public school “accountability” models. After all, the oft criticized WKCE was used to evaluate schools for some time.d Astonishing.




Opponents to N.J.’s Urban Hope Act keep changing their arguments

Charter school opponents were in mourning this week after they failed to derail a set of amendments to a 2012 bill called the Urban Hope Act that permits the opening of hybrid district/charter schools in Camden, Trenton, and Newark.

Save Our Schools-N.J., Education Law Center, and New Jersey Education Association had mounted a vigorous lobbying campaign against the amendments, citing the “undemocratic transfer of Camden public education to private control.”

But the campaign was fruitless; on Monday the N.J. Senate, by a vote of 32-1, approved several tweaks to Senate Bill 2264. These modest amendments extend the deadline for charter school applications by one year — from January 2015 to January 2016 — and give permission for new charter schools to use abandoned public school space that has “undergone substantial reconstruction,” in lieu of the newly-constructed facilities mandated by the 2012 law. The bill now goes before the N.J. Assembly.

It’s worth noting how the rhetoric of these school choice opponents has changed over the past two years.

Democrat Mary Burke told education officials Friday she would fight as governor to stop the expansion of voucher schools but would leave alone the long-standing program in Milwaukee.

“This is something that may sound like a good political sound bite, but it is bad public policy,” she said of expanding the voucher program.

“I think it is the thing that most threatens a vision of a public school system and an education for students in Wisconsin to be the leaders in our country.”

Her comments drew applause from her audience at a Wisconsin Association of School District Administrators conference at the Concourse Hotel in Madison.

For more than 20 years, the state has run a program in Milwaukee that allows certain students to attend religious schools and other private institutions at taxpayer expense.

In recent years, a similar program was created for eastern Racine County and a more limited one for the rest of the state. Republican Gov. Scott Walker has championed those programs and said he wants to expand the statewide one.

Burke said she would leave alone the Milwaukee program, but indicated she wanted to halt the statewide voucher program.

“For the rest of the state, vouchers have no place and they are a drain on our public school system at a point at which we have very, very limited resources,” she said. “So I do not see the research after 20 years in Milwaukee that says this is a way of improving student learning throughout the state.

Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.




Madison’s Lengthy K-12 Challenges Become Election Grist; Spends 22% more per student than Milwaukee

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before
On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.

As of 2013, the situation has not changed, unfortunately.

Madison, 2014, the view from Milwaukee:

The largest state teachers union, the Wisconsin Education Association Council, gave $1.3 million last month to the Greater Wisconsin Committee, a liberal group that has been running ads critical of Walker. Two of WEAC’s political action committees have given a total of $83,128 to Burke directly.

On the other side, the American Federation for Children said last year in a brochure that in the 2012 elections in Wisconsin, including the recalls that year, it had spent $2.4 million supporting pro-voucher candidates.

Along with family members, Dick and Betsy DeVos have given about $343,000 to Walker since 2009. The Grand Rapids, Mich., couple made their fortune in the marketing firm Amway and now support the voucher school movement.

The elections are critical because in general, each candidate’s stance on the issue of vouchers is largely dictated by their political party affiliation. If Republican candidates maintain control of both houses and the governor’s seat, voucher-friendly legislation is more likely to pass.

Democrats are trying to take control of the state Senate. Republicans hold the chamber 17-15, with one GOP-leaning seat vacant. Republicans have a stronger majority in the Assembly and the election is unlikely to change that.

Senate Democrats would oppose the expansion of voucher schools until standards and requirements are established that put those private schools on the same footing as public schools, Senate Minority Leader Chris Larson (D-Milwaukee) said.

Walker on Wednesday also challenged Burke’s record on the Madison School Board.

He noted that the graduation rate for black students in Madison is lower than the graduation rate for black students in MPS.

Walker said Burke has had a chance to use his Act 10 law to save the taxpayers millions in Madison, and put those dollars toward alleviating the achievement gap.

“She’s failed to do that,” Walker said.

Burke responded that Madison is a fiscally responsible district that is one of the few in the state operating under its levy cap.

Madison still has a contract because the teachers union there challenged the Act 10 law in court, and a circuit court judge ruling initially swung in its favor. The teachers union subsequently bargained a contract this year and next year with the district.

Then this summer, the Wisconsin Supreme Court upheld Walker’s Act 10 law.

Gov. Scott Walker took the campaign against Democratic opponent Mary Burke to her front door Wednesday, accusing the one-term Madison School Board member of not doing enough to improve black students’ graduation rates in Madison.

Walker argued that the Madison School Board could have put more money toward raising graduation rates and academic achievement if it had taken advantage of his controversial 2011 measure known as Act 10, which effectively ended collective bargaining for most public workers, instead of choosing to negotiate a contract with its teachers union for the 2015-16 school year earlier this summer.

“Voters may be shocked to learn that the African-American graduation rate in Madison (where Mary Burke is on the board) is worse than in MKE,” Walker tweeted Wednesday morning.

Burke shot back that Walker’s comments were “short sighted” and showed “a lack of knowledge” of how to improve student academic achievement.

In 2013, 53.7 percent of black students in Madison graduated in four years. In Milwaukee, the rate was 58.3 percent, according to state Department of Public Instruction data. That gap is smaller than it was in 2012, when the 4-year completion rate among black students was 55 percent in Madison and 62 percent in Milwaukee.

Overall, the 2013 graduation rates for the two largest school districts in Wisconsin was 78.3 percent in Madison and 60.6 percent in Milwaukee.

Under Superintendent Jennifer Cheatham, the district has made progress in the last year toward improving overall student achievement, Burke said in a call with reporters. School Board president Arlene Silveira also said Wednesday the district has started to move the needle under Cheatham.

“Is it enough progress? No. We still have a lot of work to go, and whether you’re talking about African-American (graduation rates) in Madison or talking about (rates) in Milwaukee, they are too low,” Burke said. “But the key to improving student learning, that anyone who really looks at education knows, is the quality of the teacher in the classroom.”

2009: The elimination of “revenue limits and economic conditions” from collective bargaining arbitration by Wisconsin’s Democratically controlled Assembly and Senate along with Democratic Governer Jim Doyle:

To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

A political soundbyte example:

Candidate Burke’s “operating under its levy cap” soundbyte was a shrewd, easily overlooked comment, yet neglects to point out Madison’s property tax base wealth vs. Milwaukee, the District’s spending levels when state revenue limits were put in place and the local referendums that have approved additional expenditures (despite open questions on where the additional funds were spent).

I hope that she will be more detailed in future comments. We’ve had decades of soundbytes and routing around tough choices.

Madison’s challenges, while spending and staffing more than most, will continue to be under the political microscope.

Commentary on the Wisconsin Supreme Court’s Recent Act 10 Decision

Is it good policy? Perhaps Act 10 was an overreach with its union-busting provisions, but it addressed a fiscal need in Wisconsin and the school districts and municipalities that receive state aid.

Public employee benefits had become overly generous and burdensome on employers, and Act 10 addressed that by requiring employees to contribute their fair shares. The result has saved the state and local governments millions of dollars. Those savings have helped those local governments address state aid cuts and ongoing budget challenges.

Now that the legal questions surrounding Act 10 are resolved, let’s move forward with a clear understanding that the law is here to stay and that public employers and employees still must work together to ensure that quality workers continue to provide quality services.

With freedom comes responsibility.

This is one of the important lessons most parents hope their children learn, especially teenagers. OK, you got a driver’s license. You’re hot about all the things you can do. But there are an awful lot of things you shouldn’t do, and won’t do if you’re smart.

So what will teens learn from school leaders all across Wisconsin in the next few years? I’m hoping they’ll learn that with freedom comes responsibility, and I’m even somewhat optimistic that, overall, they will. That won’t be universally true. There are always the kids who just can’t resist flooring it when the light turns green.

But in most school districts, the freedom school boards and administrators were given in 2011, when Gov. Scott Walker and Republicans in the legislative majorities won the battle of Act 10, has been used with restraint and good judgment. A lot of superintendents and principals, and even teachers, are seeing pluses to life without the many provisions of union contracts.

I don’t want to overstate that — there are also a large number of teachers still feeling wounded from the hostility toward educators that was amped up by the polarizing events of 2011. Many teachers are anxious about how the greater freedoms their bosses now have to judge, punish and reward will be used. There also remain serious reasons to worry about who is leaving teaching and whether the best possible newcomers are being attracted to classrooms.

David Blaska:

More mystifying is why The Capital Times would do a story focusing solely and entirely on that minority dissent. (“Act 10 is ‘textbook’ example of unconstitutionality.”) Can’t expose its tender readers to the majority opinion, apparently.

Local government here in the Emerald City has done its best to evade the law, extending union contracts into 2016. County Exec Joe Parisi likes to say the union has saved the county money. At the very least, AFSME costs its members dues. There is nothing to prevent county managers from working cooperatively with employees to determine best practices. That is Management 101.

Ditto the teachers union, plaintiff in the just-decided Supreme Court case. The teachers union — as we argued in “Hold your meetings where there is beer” — runs the County Board. Now Mary Burke’s complicity with succoring MTI — she’s got their endorsement — becomes the lead issue in the governor’s race.

Madison Schools Propose a $24,000,000 Maintenance Referendum & Property Tax Increase; above $402M budget; 4%+ tax increase looms

“All elementary boundaries are due for a long term review”. Agreed. A look at the maps below along with the wide demographic variation across Madison public public schools indicates that addressing boundaries is job #2 – after dealing with the long term disastrous reading results.

Going to referendum prior to addressing boundary and demographic issues appears to be a “cart before horse” strategy.

It will be interesting to see how gubernatorial candidate Mary Burke addresses this question.

Wisconsin Gubernatorial candidate Act 10 Commentary

Mary Burke, who has already been endorsed by more than a dozen of the state’s largest private- and public-sector unions, said she supports making wages, hours, benefits and working conditions mandatory subjects of bargaining for public employees.

She called the annual elections, the prohibition on requiring union dues of all employees, and a ban on automatic dues collections “nothing more than heavy-handed attempts to punish labor unions” and said she would work to repeal those provisions.

She said she would have used the collective bargaining process to achieve the pension and health insurance contributions that helped balance the state budget. But she does not want to reset the law to before Act 10, when state employees could pay no more than 20 percent of health insurance premiums and could bargain with employers to cover their full pension contribution.

Burke also agreed the way contract disputes were settled for decades needed to change, but disagreed with eliminating interest arbitration. She said the factors used in the process should allow for “effective, efficient and accountable government workforce and institutions,” though she didn’t offer a specific plan for reinstating it.

The Walker campaign responded that Burke’s position on Act 10 “mirrors her willingness to concede to unions as a Madison School Board member, and is yet another example of how she would take Wisconsin backward.”
Unions weigh in
Rick Badger, executive director of AFSCME Council 40, which represents many Dane County-area municipal employees, said some of his members are unhappy Burke won’t promise to repeal the law entirely. But they like that she expressed interest in listening to different points of view, whereas Walker never responded to requests to meet after he was elected.

“She’s made it clear she’ll sit down with us,” Badger said. “After what employees went through over the past three years, it’s great to hear someone say, ‘Your concerns still matter.’ ”

School Board Decisions on Employee Health Insurance Contributions Could Further Reduce Wages

Under MTI’s various Collective Bargaining Agreements, the District currently pays 100% of the health insurance premiums for both single and family coverage, but retains the ability to require employees to contribute up to 10% of the monthly premium for both single and family coverage.

District management has recommended to the Board of Education that they adopt a Budget which would allow for up to a 5% increase in health insurance premiums to be paid by the District. If the Board agrees, this would require employees to pay any increase above 5%, and insurance carriers of District plans currently propose premium increases greater than 5%. The Board is currently discussing whether to require the employee to pay the increase. If the Board does, that would further decrease employees’ take-home pay. Even a 2% employee premium contribution would cost employees over $120 per year for the least expensive single coverage, and over $300 per year for the least expensive family coverage, i.e. any increase would compound the loss of purchasing power described above.

Commentary & Votes on The Madison School Board’s Collective Bargaining Plans

Maybe the formal deliberations on strategy don’t start until a closed session of the Madison School Board on Thursday, May 15, but engagement over a proposed extension of the teachers contract already has begun.

School board member Ed Hughes is stirring the pot with his remarks that the contract should not be extended without reconsidering hiring preferences for members of Madison Teachers, Inc., extended under the current contract.

John Matthews, executive director of MTI, replies that Hughes probably didn’t mind preference being given to internal transfers over external hires when he was in a union.

“When Ed was in the union at the Department of Justice, I doubt he would find considering outsiders to have preference over an internal transfer to be satisfactory,” Matthews said in an email.

Members of MTI are planning to offer their arguments for extending the contract when the school board meets at 5:30 p.m. Thursday at the Doyle Administration Building, 545 W. Dayton St.

Democratic gubernatorial candidate Mary Burke said Tuesday that if elected, she would eliminate the new statewide voucher program and private school tax deduction in the next budget.

Burke, a Madison School Board member, previously said she didn’t support the statewide voucher program.

In response to a question at a Wispolitics.com luncheon at the Madison Club about what she would cut in the next state budget, Burke went further, calling statewide vouchers “a new entitlement program we frankly don’t need.” She also identified the private school tax deduction as something she would cut.

“I respect people’s choice in making that, but I don’t think we should be subsidizing that choice,” Burke said, referring to sending children to private schools.

Gov. Scott Walker’s campaign issued a statement in response to Burke’s comment.

“Gov. Walker believes every child, regardless of ZIP code, deserves access to a great education, and parents should have the right to choose the best educational environment for their children, whether it’s a public, private, charter or home school,” spokeswoman Alleigh Marre wrote in an email.

Both the tax deduction and the statewide voucher program were introduced in the 2013-15 budget signed by Walker.

However, Burke said if elected she would keep the statewide program in place with a cap of 1,000 students and seek accountability for private schools receiving public funds in Milwaukee.

Gov. Scott Walker says he believes every child deserves access to a great education. He believes parents should have the right to choose the best educational environment for their children, and extends that choice to private, charter and religious schools.

This is a campaign to privatize education in the belief competition will produce improvement in public education. Many fall victim to this notion and forget competition is the process by which both winners and losers are created.

Educators remind us we are not in the business of creating losers. We want all students to grow in an environment that challenges them.

If we create a system that results in closing or chastising schools because of student test scores, or firing or chastising teachers for the numerical averages of their students, you can see the “thin ice” on which this thesis rests.

Elizabeth Warren’s Quiet Support for Public School Vouchers by Carrie Lucas:

If all goes right for Massachusetts Democrats in November, they will fill the seat once held by liberal lion Sen. Ted Kennedy with a school voucher supporter who has proposed radically reforming public education in America.

You won’t find a call for school vouchers on Elizabeth Warren’s campaign website. Education is listed first among the candidate’s top priorities, but the website sticks to safe, poll tested platitudes calling for “good public schools, good public universities, and good technical training” as the key to a having a competitive workforce.

Yet in her 2003 book, The Two Income Trap, Warren and co-author Amelia Warren Tyagi cite the traditional public schools system, in which children are assigned to a school based on their residence, as a key source of economic pressure for families with children. Warren and Tyagi call for system-wide reforms to break the link between where a child lives and where they go to school, and specifically make the case for a fully-funded voucher program that would enable children to attend any public school.

High academic achievement, for Strong, means that all of our MMSD students are achieving to the fullest extent of their abilities.

“Whether you are a TAG [Talented and Gifted] or a special-needs student or whether you are a middleof- the-road student, the teachers [should be] challenging our students to do the best that they can do and to be the best that they can be,” Strong says.

“We’ve got to make sure we are doing that for all of our students.”

Strong wants to improve graduation rates and he feels that the disparity in the way that kids are disciplined affects that quite a bit.

“Right now, our African American students are only graduating at a rate of 53 percent. That’s still not good,” Strong says.

It’s easy to talk about Madison’s awful record of graduating barely half of its black high school students in four years, among other glaring racial disparities.

Kaleem Caire actually did something about it. And that’s what matters most. Caire’s impact on Madison during his four years as leader of the Urban League of Greater Madison has been profound.

Unfortunately, unanswered questions about his surprising departure and “less than ideal” use of the nonprofit’s credit cards won’t help the cause. It will give supporters of the status quo more leverage to argue against bold change.

The Madison School Board in late 2011 rejected the Urban League’s promising charter school proposal, siding with the teachers union over the Urban League and its many supporters. The proposal for a Madison Preparatory Academy was aimed at low-achieving minority students. It would have offered higher expectations for students, a longer school day and year, more pressure on parents to get involved, more minority teachers, uniforms, same-sex classes and internships with local employers

Even though expanding eight schools is only part of the plan, “if there’s any one (school) that looks particularly challenging to explain,” Hughes said, “we know that will be what the opponents of the referendum will latch onto. … We are going to have to be able to work through that and decide whether each of these is separately defensible.”

Hughes added that attendance area boundary changes are tough, but the board might find out that could be a solution for one or two of the schools.

Board vice president Arlene Silveira and board member T.J. Mertz also said that the controversial idea needed to be thoroughly vetted.

“We have to have the discussion about boundaries — we have to show that we looked at it, and what that showed,” said Silveira, who also added that internal transfers at popular schools like Van Hise Elementary and Hamilton Middle School needed to also be examined as a way to relieve crowding.

Board member Mary Burke said making the proposed investment in the eight schools could ultimately save the district the cost of having to build schools, especially if the district sees enrollment gains in the future as schools improve.

Kill the bill that would let politicians muck around with Common Core standards, says education dean

Tim Slekar, the dean of education at Edgewood College and outspoken critic of corporate-driven education “reform,” couldn’t read another word about Wisconsin GOP legislators’ plan to rewrite the state’s educational standards without saying something about it.

“Someone has to say it: Any bill that would allow politicians the ability to directly and/or indirectly write learning standards must be killed!” Slekar posted Friday on the At the Chalk Face blog.

Slekar was writing about a bill sponsored by Sen. Leah Vukmir, R-Wauwatosa, that would create a politically appointed board to write state-specific educational standards to replace the national Common Core standards that are drawing criticism from conservatives and progressives alike. The proposal has been swept up in political maneuvering and made headlines again when gubernatorial candidate Mary Burke said it would politicize education.

Too late, Slekar said in an interview. Politicians are talking about educational standards instead of the people most impacted by them.

“Politicians have proven themselves over the last 30 years to be wholly unqualified to make even remotely positive decisions about public education policy. In fact I propose a bill that would place an indefinite moratorium on politicians’ ability to even breathe too closely around public schools,” he wrote.

“Are we clear about what I just said? Kill the Bill! Got it? K-I-L-L the Bill!”

Fascinating.

Lake Wobegon has nothing on the UW-Madison School of Education. All of the children in Garrison Keillor’s fictional Minnesota town are “above average.” Well, in the School of Education they’re all A students.

The 1,400 or so kids in the teacher-training department soared to a dizzying 3.91 grade point average on a four-point scale in the spring 2009 semester.

This was par for the course, so to speak. The eight departments in Education (see below) had an aggregate 3.69 grade point average, next to Pharmacy the highest among the UW’s schools. Scrolling through the Registrar’s online grade records is a discombobulating experience, if you hold to an old-school belief that average kids get C’s and only the really high performers score A’s.

Much like a modern-day middle school honors assembly, everybody’s a winner at the UW School of Education. In its Department of Curriculum and Instruction (that’s the teacher-training program), 96% of the undergraduates who received letter grades collected A’s and a handful of A/B’s. No fluke, another survey taken 12 years ago found almost exactly the same percentage.

Madison School Board Grows Taxes & Spending: 6-1 vote

Property taxes in the Madison School District will increase by about $67 for the average homeowner as part of the final $392 million 2013-14 budget approved by the school board on Monday.
The board voted 6-1 to approve this year’s amended budget and also to set the levy at $257.7 million, a 3.38 percent increase over last year.
That increase is about 1 percentage point less than originally projected in July, before Gov. Scott Walker unveiled his two-year $100 million property tax relief bill that sent an additional $2.5 million in state aid to Madison schools.
Total property taxes will increase by $66.74 on average. That’s $39.24 less of an increase than originally expected earlier this year, according to district budget documents. A property tax bill for the average $231,000 Madison home is now estimated to be $2,739.66 for school purposes.
School board member Mary Burke, a candidate for governor, cast the lone votes against the final amended budget and against the levy, citing the desire to see a better balance between the needs of the district and the needs of taxpayers.
“Next year, as we look at this, we really need to look at how many people are struggling to make ends meet,” Burke said about the levy increase, noting the district and board should consider whether salary increases among district families are not keeping pace with property tax increases.

Madison School Board Passes 2013-2014 Budget, including a 4.5% Property Tax Increase

The Madison School Board adopted on Monday a $433.6 million budget for the 2013-14 school year.
The budget and levy both passed by 6-1 votes with board member Mary Burke representing the lone no vote.
The $433.6 million budget includes a $260.4 million tax levy. The levy means homeowners will pay $12.03 per $1,000 of assessed value, up 51 cents from last year.

Commentary on New Madison Superintendent Cheatham’s “Style”….

he gist of her framework is hard to argue. It calls for a renewed focus on learning, a school system that makes curriculum consistent across the district and better measures student and teacher performance. In sum, it is a back-to-basics approach that does not require new money, at least for now.
Madison, of course, has been grappling with its changing demographics where many students, especially minority children, struggle academically. In shorthand, it’s called the “achievement gap,” and the approach to date has been a long list of seemingly laudable, logical programs.
Now comes Cheatham saying we don’t need more money, at least not yet, but instead we need to rebuild the foundation. Might some see that as counterintuitive, I wonder?
“It might be,” she responds. “My take is that we were adding on with a big price tag to an infrastructure that was weak. … Does that make sense? The bones of the organization were weak and we didn’t do the hard work of making sure that the day-to-day processes … were strong before deciding to make targeted investments on top of a strong foundation.”
She continues: “That doesn’t mean that there won’t be some targeted investments down the line. I suspect that will be in things like technology, for instance, which is a real challenge … and is going to have a price tag later. I need to make sure that the foundation is strong first.”
Cheatham alludes to her Chicago experience. “Having worked with lots of schools — and lots of schools that have struggled — and worked with schools targeting narrowing and closure of the achievement gap, these fundamental practices” make the biggest difference. “It’s that day-to-day work that ultimately produces results and student learning.”

We shall see. Local media have greeted prior Superintendents, including Cheryl Wilhoyte with style points, prior to the beginning of tough decision-making.

Another interesting governance question, particularly when changes to the 157 page teacher union contract, or perhaps “handbook” arise, is where the school board stands? Two seats will be on the Spring, 2014 ballot. They are presently occupied by Marj Passman and Ed Hughes. In addition, not all members may vote on teacher union related matters due to conflict of interests. Finally, Mary Burke’s possible race for the Governor’s seat (2014) may further change board dynamics.
I hope that Superintendent Cheatham’s plans to focus the organization on teaching become a reality. Nothing is more important given the District’s disastrous reading results. That said, talk is cheap and we’ve seen this movie before.




Stagnant School Governance; Tax & Spending Growth and the “NSA’s European Adventure”



The Madison School District’s recent rhetoric around annual property tax increases (after a significant increase in redistributed state tax dollars last year and a “return to normal” this year) is, to the ongoing observer, unsurprising. We appear to be in the Rainwater era “same service” approach to everything, from million$ spent on a partially implemented Infinite Campus to long-term disastrous reading scores.

The most likely explanation is that President Obama never carefully discussed or specifically approved the E.U. bugging, and that no cabinet-level body ever reviewed, on the President’s behalf, the operation’s potential costs in the event of exposure. America’s post-September 11th national-security state has become so well financed, so divided into secret compartments, so technically capable, so self-perpetuating, and so captured by profit-seeking contractors bidding on the next big idea about big-data mining that intelligence leaders seem to have lost their facility to think independently. Who is deciding what spying projects matter most and why?

The Madison School Board should limit the school property tax hike to the rate of inflation next year, even if that means scaling back a proposed 1.5 percent across-the-board salary increase for school district employees, says member Mary Burke.
“I think in an environment where we’ve seen real wages in Dane County decrease, and a lot of people are on fixed incomes, we have to work as hard as possible to limit any increase to the inflation rate,” Burke said Tuesday in an interview.

But School Board discussions have focused around reducing the proposed salary hike, and cutting back on facility maintenance to pare down the $392 million proposed budget enough to bring the property tax increase to 4 or 5 percent, board President Ed Hughes told me.
The district under state law could increase its levy by as much as $18,385,847 or 9 percent. Keeping the increase to around the rate of inflation would mean an increase of less 2 percent.

Board member TJ Mertz can’t vote on salaries because his wife is a teacher’s aide with the school district, he told me, but he has long been outspoken in his belief in good pay for teachers to ensure the best academic achievement for students.
“As a citizen, I understand our staff needs to be compensated,” he said, adding that teachers have taken losses in take-home pay since they were required to begin making contributions to their pensions in 2011. “If the state won’t invest in our children, it has to come from the property tax,” he said.
Mertz said he would prefer a tax increase steeper than the 4 percent or 5 percent the board as a whole is focusing on. “I firmly believe the most important thing we can do is invest in our students; the question should not be what property tax levy can we afford,” he said.

I appreciate Schneider’s worthwhile questions, including a discussion of “program reviews”:

Several School Board members interviewed for this story stressed that the 2013-2014 budget will be a transitional one, before a broad re-evaluation of spending planned by Cheatham can be conducted.

Yet, it would be useful to ask if in fact programs will be reviewed and those found wanting eliminated. The previous Superintendent, Dan Nerad, discussed program reviews as well.

Madison’s aid amount is about the same as it was in 2010-11. The district received a $15 million boost in aid last year mostly because 4-year-old kindergarten enrollment added about 2,000 students.
The Madison School Board taxed the maximum amount allowed last year, resulting in a 1.75 percent property tax increase. That amount was low compared to previous years because of the state aid increase. The additional funds allowed the district to spend more on building maintenance and a plan to raise low-income and minority student achievement.
Property tax increase coming
Cheatham said she hopes to propose a lower property tax increase than 6.8 percent when she introduces her budget on July 15. A group of local and national experts recently advised the district that it should reallocate more funding from the administration into classrooms. Cheatham expects to do a deeper review of district finances for the 2014-15 budget.
“I would not be reluctant to ask the taxpayers of Madison to support us with additional funding moving forward if I knew that we were spending every dollar in the best possible way to support the students in our school district,” Cheatham said. “I’ll know that next budget cycle.”
To reduce the budget, Cheatham said she doesn’t expect any major changes that will affect classroom learning.
Instead she could cut a 1.5 percent proposed increase in the employee salary schedule, reduce maintenance spending or make some previously recommended reductions in administrative positions.

Commentary on Madison’s Incoming Superintendent Cheatham

But Cheatham, who served as what amounts to an area superintendent overseeing 25 schools and later as chief of instruction and curriculum for the entire 400,000-student, $5.1 billion-budget school system, not only got strong recommendations, she demonstrated intellect and ideas to Madison school officials, Passman said. The Madison School District, in comparison, has a $376 million budget and an enrollment of about 27,000.
Board member Mary Burke told me she wasn’t thrilled at first to be considering a candidate from the perennially troubled Chicago Public Schools. “I feel Madison is the type of district that should be able to attract people from the best school districts,” Burke said. So she used a method that had served her well in hiring situations over a career that has included executive positions in the private and public sectors: Burke and other School Board members went beyond resumes and references and contacted additional people Cheatham had worked with in the past.
“They were very consistent in terms of what they said: She’s a great instructional leader, really smart and hardworking, and the schools under her made incredible progress raising students’ level of achievement,” Burke told me.
Like the board members, I also turned to people Cheatham had worked with in Chicago to get a glimpse of how her skills and personality will dovetail with the Madison community.

Pat Schneider refers to the Madison School District’s $376,000,000 budget, yet Matthew Defour just a few days ago, put it at $394,000,000. A subsequent email from the District’s Donna Williams placed the 2012-2013 budget at $392,789,303 for approximately 27,000 students, or $14,547/student about 12% more than Chicago’s $12,750, according to Schneider’s article.

Race a Factor in the 2013 Madison School Board Election? I believe it is more of a “class” and/or “we know best” issue

That led minority leaders to complain about the perceived control white Madison liberals — including teachers union leaders — exert on elections and on efforts meant to raise minority student achievement. Some local leaders have undertaken soul-searching while others say more minorities need to seek elective office.
“You could not have constructed a scenario to cause more alienation and more mistrust than what Sarah Manski did,” longtime local political observer Stuart Levitan said, referring to the primary winner for seat 5. “It exposed an underlying lack of connection between some of the progressive white community and the progressive African-American community that is very worrisome in the long run.”
In the last few weeks:

  • Urban League of Greater Madison president Kaleem Caire in a lengthy email described the failed negotiations involving him, district officials and Madison Teachers Inc. executive director John Matthews over Caire’s proposed Madison Preparatory Academy geared toward low-income minority students.
  • Ananda Mirilli, who placed third behind Manski for seat 5, released emails in which Sarah Manski’s husband, Ben Manski, accused Caire of recruiting Mirilli to run for School Board and linking Caire to a conservative foundation. Caire confirmed the email exchange, but said he didn’t recruit Mirilli. The Manskis did not respond to requests for comment.
  • Two School Board members, Mary Burke and Ed Hughes, vigorously backed former police lieutenant Wayne Strong, who is black, to counter the influence of political groups supporting his opponent. In the seat 3 race, Strong faces Dean Loumos, a low-income housing provider supported by MTI, the Dane County Democratic Party, Progressive Dane and the local Green Party.

Is teachers union boss John Matthews behind the Manski-gate conspiracy?

The Madison Machine has put the fix in to elect a school board wholly beholden to the teachers union. No one suffers more than the poorly served minority community in Madison. Its candidates are being undermined for the benefit of the insider power structure that has allowed the minority achievement gap to grow to alarming levels.
Madison School Board member Mary Burke supports my suspicions. She says Madison Teachers Inc. president John Matthews is the brains behind Sarah Manski’s Trojan horse candidacy. Whoever is its author, the gambit succeeded in blocking a freethinking minority candidate, Ananda Mirilli, from surviving the front-end-loaded primary, so precipitously concluded.
For the record, John Matthews responded with a monosyllabic “no” mid-Sunday afternoon to my inquiry: “Is Mary Burke correct? Are you the brains behind the Sarah Manski bait and switch?”
So far, School Board member Marj Passman, the union’s most vociferous defender, and a longtime water carrier for the union, is left holding the bag. Matthew DeFour’s fine reportage in Saturday’s Wisconsin State Journal reports this:
Manski said she didn’t plan to run for School Board, but entered the race because Passman and a few other people [my italics] very strongly encouraged her to run. She declined to say who the other people were.




With superintendent candidate set to visit, Madison School Board on hot seat

As a top Chicago Public Schools administrator visits Madison on Thursday to make her case to be the next Madison superintendent, questions linger about the School Board’s selection process.
The day after the other finalist for the job suddenly withdrew amid questions about his past, two Madison School Board members stood by the board’s decision to move forward with the visit by Jennifer Cheatham. The other five did not return calls seeking comment.
Board members Ed Hughes and Mary Burke also said they weren’t ready to pass judgment on the search consultant, Ray and Associates of Cedar Rapids, Iowa, after Walter Milton Jr., superintendent in Springfield, Ill., withdrew, and it was not clear how much board members knew about his background.
“We understand why people have questions about our process because it hasn’t gone as smoothly as we’d like,” Hughes said. “That said, I think we are excited about the possibility of Jennifer Cheatham. She sounds like she could be a terrific candidate.”

$1.2 million Madison schools foundation grant targets achievement gap

Two yet-to-be-determined Madison elementary schools will split a $1.2 million grant to accelerate low-income and minority student achievement, the Foundation for Madison’s Public Schools announced Wednesday.
School Board member Mary Burke contributed the funding for the grant, which will be awarded in $200,000 installments over three years.
The foundation currently distributes about $400,000 a year to Madison schools, so the grant will double that amount, foundation executive director Stephanie Hayden said. The goal of the grant is to demonstrate that closing the achievement gap can be done more quickly than currently expected.
“We would hope that others in the community would step forward and fund similar things,” Hayden said. “We really view these as a demonstration project to show it can be done.”
The eligible non-charter schools must have at least 50 percent of students qualify for free or reduced-price lunch. Eighteen elementary schools meet that threshold this year.




On Madison School District Administrator Accuracy & Accountability

Or who should be held accountable for the accountability design work being done by MMSD? These aren’t easy questions. Accountability is confusing, maybe not as confusing as the Abbott and Costello routine, but confusing (who should or should not be held accountable for the results of accountability measures is even more confusing….add teachers, families, the economy, inequality, …. to the list below). The chain of accountability goes from the voters who elect Board Members, to the Superintendent who the Board hires, fires and evaluates, to the administrators the Superintendent hires (with the consent of the Board, but for better or worse this has been a rubber stamp consent), supervises and evaluates. It also loops back to the Board, because they are responsible for making sure administrators have the resources they need to do good work, but this chain continues back to the Superintendent and the administrators who prepare draft budgets and should communicate their needs and capacities to the Board. The Superintendent is the bottleneck in this chain each time it loops around because the the MMSD Board has almost entirely limited their action in evaluation, hiring and firing to the Superintendent. Right now MMSD has an Interim Superintendent, so evaluation, hiring and firing is moot and the key link in the chain is broken. Like I said, confused.
What is clear is that the only lever of accountability community members hold is their vote in school elections. Three seats are up in April (Board President James Howard has announced his intent to run for re-election; Maya Cole and Beth Moss have not publicly stated their plans).

Mary Burke noted that the left hand and the right hand didn’t appear to be coordinating. To be more specific, she pointed out that on page 15 (of the pdf) there is a chart with the stated goal “95% of all 11th graders will take the ACT in 2012-13,” but chart itself shows annual incremental increases, culminating at 95% for all groups in 2016-17. It was long ago decided that all students would take the ACT in 2012-13, whoever prepared the left part of the chart knew this, but whoever did the increments on the right did not (and apparently didn’t read the left part). This is not the first time administrative accountability issues have been raised.
It would certainly be a new day in the Madison schools should radical governance change arrive via school board elections.




Madison School Board member Burke spent $128,000 to win seat

Madison School Board member Mary Burke spent more than $128,000 on her spring campaign — all of it her own — surpassing by far the most spent in recent city school board elections, according to available data.
Since 2001, the earliest online city clerk records are available, the most spent on a Madison School Board campaign was $28,349 by Marj Passman in 2007, when she lost to Maya Cole. That amount also was surpassed this year by incumbent Arlene Silveira, who reported spending $36,530.
Burke, a former state Commerce secretary and Trek Bicycle executive, said she made most of the expenditures, mostly for marketing and advertising, after the local teachers union, Madison Teachers Inc., backed her opponent, firefighter Michael Flores.




Madison School Board Members 2012-2013 “Budget Amendments”



It is interesting to compare and contrast Board member amendments to the Administration’s proposed 2012-2013 Madison School District budget. The 2011-2012 budget spent $369,394,753 for 24,861 students or $14,858.40 each.
Mary Burke: Require Accountability for All Achievement Gap Programs.
Maya Cole offers 11 amendments, the first seeks to address the District’s literacy problems. Cole’s amendment 6 questions the Administration’s use of WPS health care savings (“general fund”).
James Howard seeks a student data analysis assistant and the implementation of a parent university.
Ed Hughes offers 3 amendments, the first seeks to moderate proposed administrative staffing growth, the 2nd requests $3,000,000 in additional maintenance spending (500K less than the Administrative proposal) and a change (reduction) in the use of the District’s reserves (or “fund equity“). Mr. Hughes’ amendments would result in a 5.7% property tax increase. Related: controversy and a possible audit over past maintenance spending.
Beth Moss requests additional middle school media library staffing and increased funding for the middle school Avid program. Much more on the AVID program, here.
Marj Passman requests the introduction of a credit recovery program at East High School (the other high schools evidently have in-house programs) and the creation of a “Department of African American achievement”.
Arlene Silveira requests $75K for the Superintendent Search and a possible interim candidate, a dropout recovery program, a Toki Middle School “Expeditionary Learning Program” and the creation of an implementation plan for all achievement gap programs. Madison School District Strategic Plan Update

I recently attended the third annual update to the 2009 Madison School District Strategic Plan. You can follow the process via these notes and links.
I thought it might be useful to share a few observations on our local public schools during this process:

  • General public interest in the schools continues to be the exception, rather than the norm.
  • I sense that the District is more open to discussing substantive issues such as reading, math and overall achievement during the past few years. However, it does not appear to have translated into the required tough decision making regarding non-performing programs and curriculum.
  • MTI President Kerry Motoviloff recent statement that the District administration has “introduced more than 18 programs and initiatives for elementary teachers since 2009”.
  • Full teacher Infinite Campus use remains a goal, despite spending millions of dollars, money which could have gone elsewhere given the limited implementation. Unfortunately, this is a huge missed opportunity. Complete course syllabus, assignment and gradebook information would be a powerful tool when evaluating achievement issues.
  • The implementation of “standards based report cards” further derailed the Infinite Campus spending/implementation. This is an example of spending money (and time – consider the opportunity cost) on programs that are actually in conflict.
  • The District continues to use the oft criticized and very low benchmark WKCE as their measure. This, despite starting to use the MAP exam this year. Nearby Monona Grove has been using MAP for some time.
  • Three Madison School Board members attended: Mary Burke, James Howard and Ed Hughes.
  • UW-Madison school of Education dean Julie Underwood attended and asked, to my astonishment, (paraphrased) how the District’s various diversity programs were benefiting kids (and achievement)?

The only effective way forward, in my view, is to simplify the District’s core mission to reading, english and math. This means eliminating programs and focusing on the essentials. That will be a difficult change for the organization, but I don’t see how adding programs to the current pile benefits anyone. It will cost more and do less.
Less than 24 hours after I attended the MMSD’s Strategic Plan update, I, through a variety of circumstances, visited one of Milwaukee’s highest performing private/voucher schools, a school with more than 90% low income students. The petri dish that is Milwaukee will produce a far more robust and effective set of schools over the next few decades than the present monolithic approach favored here. School Board Winners Face Big Challenges

Congratulations to all of Tuesday’s spring election winners — especially those willing to take on the challenges facing our public schools.
First-time candidate Mary Burke and incumbent Arlene Silveira won big in their bids for Madison School Board.
They and their opponents (Michael Flores and Nichelle Nichols, respectively) deserve credit for leading a community conversation on the future of Madison schools during their high-profile campaigns.
Now comes the time for action. And something bold is needed to boost dismal graduation rates for blacks and Latinos. The status quo isn’t working for a huge portion of minority students.

With one of the most competitive and expensive school board races in the history of the Madison Metropolitan School District now behind us, it is time for us to get to work on strengthening public education in our capital city and ensuring that every single one of our children have the schools and tools they need to succeed in education and in life.
We congratulate Mary Burke and Arlene Silveira for their success in securing three-year terms on the Madison Board of Education. They will bring significant experience and business acumen to the School Board. We also give great respect to their challengers, Nichelle Nichols and Michael Flores, for stepping up, taking a stand for children and ensuring that the voices of parents and children of color were front and center during the campaign. They ensured that the discussion remained focused on the alarming racial achievement gap that exists in our schools, and we deeply appreciate them for it.
As the Board of Education moves forward, we expect they will remain focused on our community’s five greatest priorities: (1) eliminating the racial achievement gap; (2) establishing world class schools that attract enrollment and prepare all children to thrive and succeed in college and work after high school; (3) empowering parents and engaging them in their children’s education; (4) developing a highly talented and skilled workforce that is more reflective of the students our school district now educates; and (5) aligning the District’s employee handbook to the priorities, needs and goals of students, staff and schools.
The Board of Education can start by focusing their efforts on hiring an outstanding new Superintendent who possesses significant leadership skill/experience and business acumen, a proven track-record of successfully leading urban schools with significantly diverse student populations; and a strong, clear and compelling vision and plan for public education and our children’s future.
Rather than deciding too quickly on approving an achievement gap plan that was rushed in its development, we hope the Board of Education will avoid getting too far ahead of the next Superintendent in implementing plans, and instead focus their attention on existing efforts where the District can make a difference in the next six months, such as:

  • Implementing the Common Core Standards and related common curriculum in literacy, English/language arts and mathematics in all elementary schools in grades K-5 (to start), with additional learning support for students who are significantly behind or ahead academically;
  • Re-establishing and aligning the District’s Professional Development Program for all educators and support staff to the curriculum, standards and needs/interests of students;
  • Implementing Wisconsin’s new Educator Effectiveness evaluation and assessment program;
  • Providing a full-time principal and adequate staffing for Badger Rock and Wright Middle Schools;
  • Requiring greater collaboration and alignment between the District’s safety-net, student-support programs such as Schools of Hope, AVID/TOPS, Juventud/ASPIRA, PEOPLE/ITA Program and ACT Prep Academies to ensure more effective and seamless identification, support and progress monitoring of students who need or are enrolled in these programs;
  • Partnering with local businesses, educational institutions and community organizations to recruit, hire, acclimate and retain a diverse workforce, and appropriately assign all staff to schools according to their skills and interests and the needs of students;
  • Engaging parents more effectively in the education of their children through community partnerships; and
  • Partnering with the United Way, Urban League, Boys & Girls Club, Centro Hispano, Hmong Education Council and other agencies to effectively build awareness and educate the community about local and national best practices for eliminating the achievement gap and preparing all youth for college and work.

We look forward to working with YOU, the Board of Education, our community partners and the leadership of our public schools to implement immediate opportunities and solutions that will benefit our children TODAY.

Thanks to the four citizens who ran.
The Silveira/Nichols race was interesting in that it was the first competitive school board election involving an incumbent in some time. Lawrie Kobza and Lucy Mathiak defeated incumbent candidates during the mid-2000’s. Perhaps the “success recipe” requires that the insurgent candidate have a strong local network, substantive issues and the ability to get the word out, effectively.
Arlene is a different incumbent than those defeated by Kobza & Mathiak.
That said, she has been on the board for six years, a time during which little, if any progress was made on the MMSD’s core mission: reading, writing, math and science, while spending more per student than most Districts. Perhaps the Superintendent’s looming departure offers an opportunity to address the core curricular issues.
I wish the new board well and congratulate Mary and Arlene on their victories.

I’ve listened carefully to all of the School Board candidates — Nichelle Nichols and Arlene Silveira in one race, Mary Burke and Michael Flores in the other. After a panel in the Atrium of the Park Village, I wanted Silveira to look in my face and hear me say as a mother, a tax-paying citizen, educator and poet that I believe she has not done enough to support the success of African-American students in her time on the School Board. I moved on to Flores and we had a lively conversation. Flores said that he supports all children in Madison. I told him that when you have several children, and one is sick, you help the sickest one first even though you love all of your children. Flores told me that “first you have to determine who hurts the most.” Well, I know that African-American children, regardless of economic status, hurt the most in the current school district and we need new board members who will immediately address that pain, as well as to choose a new superintendent to begin the healing process.
After considering the positions of all of the candidates, I believe that Nichelle Nichols and Mary Burke are the candidates who will work urgently to help hurting children.

What Madison can learn from Nerad’s exit



Those who approve of Nerad’s performance and those who disapprove could agree that he seemed to be exiting in a responsible manner.
And there was not much objection to the $37,500 retirement payout that it was announced he would receive. It sounded, after all, like he was retiring. Or so Madisonians thought.
On Tuesday, however, the news arrived that Nerad was a finalist for a job as superintendent of the public schools in Omaha, Neb.
Awkward.
Madison School Board members confirmed that Nerad had not informed them when he was preparing for his “retirement” announcement that he was in the late stages of pursuing another job.
School Board President James Howard even had to field questions about whether he and other board members were “duped” by the superintendent.

The interesting thing about this piece is that it simply takes Mary Burke’s person experience and then says Michael Flores doesn’t have the same experience. If you’ll note the section where Mary Burke touts her Budget Experience, she notes her work in the Wisconsin Department of Commerce…I mean, most people have not worked in the Wisconsin Department of Commerce. That hardly makes them unqualified for the school board.

Madison School Board responsible, too

Superintendent Dan Nerad’s departure is probably for the best.
The Madison School Board was split on Nerad’s performance, rating him as barely proficient in an evaluation completed last month.
Among other challenges, Madison is struggling to improve its atrocious graduation rates for black and Latino students.
Yet board members can’t dodge their own responsibility for better results. More than half of the School Board — Arlene Silveira, Beth Moss, Maya Cole and Lucy Mathiak — hired Nerad for the district’s top job just four years ago. And, ultimately, the superintendent’s role is to carry out the board’s vision, which hasn’t always been clear.
Nerad has been a measured and thoughtful leader. What he lacked in charm he sometimes made up for in knowledge and diplomacy.

The Bigger Picture on MMSD School Board Conflicts of Interest



I found the recent Wisconsin State Journal article on the school board elections and Nichelle Nichols’ Urban League employment odd and at the same time interesting. When I was elected in 2006, there was a well established practice that board members would abstain from both discussion and voting if there was a conflict of interest OR the APPEARANCE of a conflict of interest. I distinctly remember leaving the room, and watching other board members leave the room when discussions involved employment, financial interests, leadership positions in nonprofits, and other factors involving the board member or a close member of their family. This practice is less codified than it was in 2006, and perhaps should be revisited when the new board member(s) take(s) office.
In tapping members of the community, there are few board members who have zero conflicts of interest. I have stepped out of participation when the discussion involved agreements with my employer, or decisions that would possibly affect the value of property owned by my husband. Arlene has stepped out of discussions involving Promega, her employer. As a retired teacher with related MMSD benefits, Marj has stepped out of negotiations and bargaining. Ed has, in the past, stepped out of decisions involving the Goodman Center where his wife is a board member. More than one of us has stepped out of disciplinary decisions that have affected the children of colleagues or friends of the family.
I believe that this high standard of conduct has been good practice for the district. People openly acknowledge that they oughtn’t discuss or vote on a matter because they may not be entirely neutral or lacking in interests other than the best interest of the district. Which is what board members are elected to consider first and foremost.
Nichelle Nichols has acknowledged the issues throughout her campaign and has indicated that she would step out where discussions and decisions overlap with her ULGM responsibilities. Mary Burke, if elected, will need to do her own soul searching about whether it is appropriate to vote on matters related to AVID, Boys and Girls Club, Dane County United Way, and perhaps other organizations where she plays a significant philanthropy and/or leadership role. If re-elected, I expect that Arlene will continue to take the high road as she has done in the past. The candidate who appears to carry the least conflict of interest baggage is Michael Flores, and I would expect that other board members and district counsel would play a role in helping him to decide how to handle conflicts if they arise.
What concerns me at this time is a subtle shift that has de-emphasized the higher standard to which board members once held themselves. The GAB response to DeFour appears to narrowly focus on whether there is an employment relationship between a board member and an organization that may benefit from a board vote, ignoring other types of relationships that would make impartiality challenging to exercise or demonstrate.
In addition, the post-election orientations for board members that were formerly in place have fallen by the wayside in recent years. As a result, people elected in recent years did not receive the printed copies of board policies and discussion of how they worked – including conflicts of interest – that helped to train and inform myself and other longer-serving board members.
In addition, Board Policy 1540 – School Board Ethics that addresses ethics was rewritten in recent years. That rewrite added a good deal of language about board behavior, but the relevant language on conflicts of interest is relegated to the MMSD “Code of Conduct” Board Policy 9000A, in which the following sections are overshadowed by concern about decisions made to enter into contracts or purchase services:

3 No employee or member of the Board of Education shall participate in or attempt to influence any District decision-making process in which s/he has a substantial personal or financial interest.
4 No employee or member of the Board of Education may use her/his employment or position with the District in a way that produces or assists in the production of a substantial benefit for the employee.
“Substantial personal interest” or “substantial benefit” to the employee or member of the Board of Education includes, but is not limited to, such interest or benefit that an immediate family member has, as well as an interest in an organization with which the employee or member of the Board of Education is associated.


It is my hope that as the newly configured board takes shape in a few weeks, it will use the orientation and settling period to review and reflecting on the above sections of board policy and procedure. My personal perspective is that such an effort would be time well spent, if only to collectively remember and affirm the fundamental and primary responsibility of elected board members to serving the best interests of the district and its students. There is no question that individual board members ‘get it,’ but there also is something very powerful about making a group commitment to these values at the beginning of the annual school policy cycle.

Madison School Board candidate Mary Burke reported spending six times as much as her opponent Michael Flores between Jan. 1 and March 19, according to campaign finance reports filed Monday with the Madison City Clerk’s Office.
And two-term School Board incumbent Arlene Silveira collected twice as much in campaign contributions as challenger Nichelle Nichols during the same period.
Burke has already spent $27,554 — all of it her own money in keeping with a pledge not to accept contributions — on her campaign so far. She reported contributing a total of $30,025 to her own campaign.
Flores reported contributions of $7,175.34 in the first three months of the year. That includes $1,560 from the teachers union’s political action committee, MTI Voters. He reported spending $4,448.21.
MTI Voters reported spending $4,272 on independent radio, online and print ads for Flores and the same amount for Silveira. That amount is on top of the money the candidates reported spending on the campaign so far.




Nerad resignation adds new wrinkle to School Board races

Nichols said declining test scores and low graduation rates for minority students over the past six years have been a reflection of the board and superintendent not having shared priorities. She said a change in board leadership is necessary “because we can’t afford to lose more precious time.”
Silveira did not respond Wednesday to a request to discuss Nerad’s departure.
Burke said she would have liked to see Nerad stay and worries his departure could expend the momentum for addressing the achievement gap that has built up over the last year.
Hiring Nerad’s replacement, she said, is “probably the most important issue now facing the board.”
Flores said he has mixed feeling about Nerad’s departure. On one hand, the district now has a new issue to address on top of the achievement gap and the budget. At the same time, there arises the potential for finding a leader who the community embraces and will make difficult decisions.

Nichols’ job may prevent participation

Thursday’s State Journal reported on the Government Accountability Board’s warning of potential conflict of interest should Nichelle Nichols serve on the Madison School Board.
Nichols will be unable to work fully with her colleagues, because her election may affect her employer, the Urban League of Greater Madison, should the Madison Preparatory Academy proposal return to board agendas or other items dealing with funds received by the Urban League, such as the Schools of Hope project.
When I served on the board, our attorney instructed me to avoid Madison Teachers Inc. negotiations and not even be in the room during discussions. As a retired teacher, I benefited only from the life insurance policy provided by the district. Even so, discussions or votes on MTI benefits would violate state law.
I had to avoid any discussion or votes taken regarding the district’s appropriations to Kajsiab House, which received a district grant to work with Hmong families. I volunteered there, but it was one of the programs in the Mental Health Center of Dane County, my wife’s employer.
Nichols, whose integrity is intact, will find herself more restricted than I was, and will be excluded from significant board work that may be construed as benefiting her or her employer.
Arlene Silveira will not be affected by such potential conflicts, another reason she will be a more effective board member.

Madison School board candidates face off in key 2012 election

“We’re at a critical junction right now. We’re not trending positive,” says MMSD school board seat 2 candidate Mary Burke. “We have to turn the ship around. But I see opportunity. There aren’t any challenges that scare me or that we can’t do something about, but we need a sense of urgency.
“I really believe that if we’re going to make substantial progress, it has to be a collective effort and the school board will have to play a very important part,” she adds. “We need to make it a top priority.”
The achievement gap is a community issue, not just a schools issue, Burke tells The Madison Times in an interview outside of Jade Mountain Cafe on Madison’s near east side. The MMSD’s dismal four-year graduation rate of just 48 percent for Black students and 57 percent for Latinos has been well documented.
“It’s the most critical and pressing issue facing the district. I think we’ve progressed a huge amount just in the last six months in terms of awareness,” Burke says. “I’ve been working on educational and achievement gap and educational issues on a full-time basis for the past five years.”

Madison school board candidates address sustainability at Isthmus/Sustain Dane forum

What a difference a few months have made for the four Madison school board candidates, each of whom gave polished A-game performances during Monday night’s game show-style forum that drew around 100 spectators.
Isthmus and Sustain Dane sponsored the four round, 90-minute event, held at the First Unitarian Society, and featuring a three-person panel that asked a variety of questions centering on the role sustainability principles might play in district decision-making.
Panelists included Isthmus editor Dean Robbins, Sustain Dane executive director Kristen Joiner and East High School Junior Erin Barry.
Sustain Dane communications director and Isthmus contributor Phil Busse moderated the event, which featured four rounds of questions in five categories: curriculum, facilities management, community collaboration, leadership development and student health.
During Round 1, candidates made their introductory statements, followed by a 20-question Round 2.

Politics: Urban League ties would create conflict of interest if Nichols elected to School Board, GAB says

“She would definitely have to abstain,” GAB spokesman Reid Magney said. “You shouldn’t be accepting anything from anyone that could influence your decision.”
Madison Prep supporters have vowed to continue pressing their case for the charter school. The election could influence the charter school’s chances of future approval as Nichols, who has backed the charter school, is running against incumbent Arlene Silveira, who voted along with four other board members against Madison Prep.
Nichols, the Urban League’s vice president of learning, acknowledged there could be a conflict of interest that would prevent her from voting on the issue. But she said if the Madison Prep board proposes and runs the school as a separate nonprofit entity, she would be able to vote. That’s consistent with state law, according to the GAB.
“If the proposal included any contractual services from the Urban League or shared leadership between the Urban League and the Madison Prep Board, … I believe there would still be a conflict of interest and I would therefore follow all ethical and conflict of interest policies,” Nichols said.

“You shouldn’t be accepting anything from anyone that could influence your decision.” Is the Urban League the only candidate supporter in this position?

MMSD School Board Elections: The Future of Our Public Schools

Times are rough for public education; there is no contesting that fact. The Madison media is full of talk about charter schools and anti-union sentiment. Next year’s allocations are forcing teachers to face the abysmal reality of our declining budget. Sitting in staff meetings, hearing numbers being crunched, it is difficult to look around and wonder whose job will be cut and what that will mean to our students. Yet, in a recent Wisconsin State Journal article the focus is somehow on a false choice between supporting our teachers or caring for our students. The author neglects the simple fact that teachers exist for the children and the families they serve.
To make matters worse, the author inserts this quote from a school board candidate, “One of the most important needed changes is the use of student learning as a component of a teacher’s evaluation.” This statement discounts the damage that could be caused by this type of assessment. The author doesn’t analyze the perils of making it a more attractive position to teach the students already experiencing success. He also chooses to ignore the many factors of society that cannot be controlled by a teacher or that cannot be evaluated in a test. Student mobility, homelessness and truancy are not mentioned. Nowhere is it referenced that there is cultural bias in our standardized testing or that these tests occur at the end of October, just shortly after students enter a teacher’s classroom for the first time. Unfortunately, these types of simplified solutions have become common place in the mainstream media, where apparently everyone is an expert on the teaching profession. It is another effort to blame the teachers and take the emphasis off of recent budget cuts and a community where poverty is becoming more and more prevalent.

Teachers Union & (Madison) School Board Elections

A Madison Teachers Inc. endorsement hasn’t always guaranteed victory for Madison School Board candidates.
But this year, with union members mobilized by Gov. Scott Walker’s collective bargaining changes, the upcoming recall elections, a divisive debate over a charter school proposal the union opposed and a looming rewrite of employee work rules, the endorsement could be influential.
“It will be very hard for someone not endorsed by the teachers union to win,” said former School Board member Ruth Robarts, who won re-election in 2004 despite MTI labeling her “Public Enemy No. 1.”
Robarts is one of four candidates in 13 contested races over the past decade who defeated MTI-backed candidates.
This year the union endorsed incumbent Arlene Silveira over Nichelle Nichols, an executive at the Urban League of Greater Madison, which proposed the charter school plan.
The union also endorsed Michael Flores, who gained attention during Capitol protests last year, over Mary Burke for an open seat being vacated by Lucy Mathiak.

Teacher union influence can extend far beyond local school board elections. The influence process can be quite sophisticated and encompasses local and state elections along with the legal system. Teachers are certainly not the only groups to pull different levers, but a complete understanding of the K-12 governance model requires an awareness of the players (it is also useful to consider the “schw­er­punkt“, that is “creating a result around a central theme”).     To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

  • Ripon Superintendent Richard Zimman in a 2009 speech to the Madison Rotary Club:

    “Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Madison school board showdown: Four candidates face off in the most hotly contested election in years

During a March 1 candidate forum, four candidates vying for two seats on the Madison school board explained their positions to a large audience at the Warner Park Recreation Center.
It was the sixth forum since January, and, for 90 minutes, the audience listened intently, though a lot of them were supporters, campaign volunteers, district watchdogs and union reps who likely already knew whom they would be voting for on April 3.
For many, the battle lines were drawn near the end of last year’s debate over Madison Preparatory Academy, the charter school proposed by the Urban League of Greater Madison that the board rejected on Dec. 19, largely because the teachers union opposed it. Accordingly, two candidates who opposed Madison Prep shored up early union endorsements, including from Madison Teachers Inc.
One of them, two-term incumbent Arlene Silveira, 53, is fighting to retain her seat against Nichelle Nichols, 43, who entered the Seat 1 race in response to the board’s rejection of Madison Prep. Nichols says the race is a choice between new leadership and the status quo. Silveira, on the other hand, says the district needs a board member “who can hit the ground running.”
The Seat 2 race to replace outgoing board member Lucy Mathiak pits firefighter Michael Flores, 34, against philanthropist Mary Burke, 52, in a contest couched in the language of the Occupy movement. Flores, a member of Fire Fighters Local 311, has gained union support in part because of his opposition to Madison Prep, while Burke had donated $2.5 million to the effort. Flores’ most vocal supporters have tried to obscure Burke’s extensive experience by assailing her as an out-of-touch 1 percenter.
Madison Prep engaged the community more than any other educational issue in years, sparking an outsized interest in the schools that shows little sign of waning. Candidates this year will have taken part in an unprecedented 12 candidate forums, among dozens of smaller events and listening sessions. (Candidates in seven of the last nine elections ran unopposed.)

Madison School Board Candidates Face Tough Questions At Forum

In a room filled with rough drywall and lives that took left turns when most would have gone right, four energetic school board candidates and students who said they feel failed by Madison’s schools gathered on Wednesday night for a forum featuring Madison school board candidates.
Participants in Operation Fresh Start, a program that helps Dane County youth get back on a path to success, hosted Wednesday’s forum at the program office.
At the front were three newcomers: Mary Burke and Michael Flores are vying for the Board of Education seat being vacated by Lucy Mathiak. Then, there’s Nichelle Nichols, who is challenging incumbent board member Arlene Silveira, who is working to show she hasn’t always sided with the superintendent.
Some attendees asked the candidates pointed questions: “Do you support the current superintendent?” was one question.

A sense of urgency distinguishes Mary Burke and Nichelle Nichols in the spring election for Madison School Board.
Madison “can’t accept another 20 years of snail’s pace” on narrowing the achievement gap, says Nichols, a mother of four African-American boys and vice president of education and learning for the Urban League of Greater Madison.
Burke, a longtime child advocate in Madison who served as state Commerce secretary and a Trek bicycle executive, says: “I want to be part of that positive change” that’s so critical in the Madison district.
The State Journal endorses Nichols in Seat 1 and Burke in Seat 2 on the April 3 ballot.
All of the candidates for the Madison School Board offer passion for public education. All are impressive individuals committed to helping more young people succeed.
Yet Burke and Nichols are more convincing when they say they will always prioritize the needs of students above all else.

Nichols, Burke will put new energy into schools

Regarding the upcoming Madison School Board election, it’s time to stop hiding the achievement gap and its associated ills under the umbrella of collective bargaining. The gap and other stated concerns existed long before this governor’s assault on collective bargaining.
Instead of addressing these problems head on, Arlene Silveira attempts to curry favor by campaigning on a slogan of how many times she walked around the Capitol demonstrating against the governor and the Legislature. There were countless others (myself included) exhorting those same sentiments.
Her accomplishments during the last three years as a general board member and three years as board chairwoman haven’t addressed the achievement gap. Where was that “leadership and experience” that she now hails as her trademark? Our children cannot be held hostage while Silveira works on an employee handbook (her first priority).
Nichelle Nichols and Mary Burke will provide desperately needed new voices, perspectives and strategies to the board. These include criteria and measurable outcomes that lead to the behavioral changes and best practices that we expect and that are worthy of our investment as we prepare the next generation.

Silveira’s commitment merits another term

Challenges coming before the Madison School Board in the next two years include changing the way we educate students of color, working with a staff no longer represented by a contract and approving a budget.
As a taxpayer, a parent and a Madison School District employee, I need a School Board member I can really trust to listen, think and then listen some more during these challenging times. I can trust Arlene Silveira.
I first encountered her in 2004 when she ran a meeting about proposed redistricting to relieve crowding at some of our elementary schools. Silveira was PTO president for Leopold Elementary at that time.
She has made a life commitment to learn about the work of educating children and make quality education happen in Madison. She has courage and a just and kind heart.
She will fight for public education with her actions, not just her words. How many School Board members did you see at the recall training? Arlene was at the one I attended.
I appreciate the hard choice she made when she decided to stick it out and run again. I have complete trust and confidence in her. I celebrate her courage to run again and I will stay with her. Vote for Silveira on April 3.

The candidates, who include incumbent, Arlene Silveira, vice president of education and learning at Urban League of Greater Madison, Nichelle Nichols, former Commerce Secretary, Mary Burke, and firefighter, Michael Flores, gave brief introductory statements and then answered questions posed by the NPC and the EAAPTOC.
Nichols will take on Silveira, and Burke and Flores will face each other at the polls on April 3.
One of the first questions of the night referred to the recent achievement gap plan proposed by the Madison Metropolitan School District (MMSD). Each candidate was asked what they thought the single most important part of the plan was.
Burke mentioned the significance of the broad array of programs designed to affect students of all ages, while her opponent, Flores, likened the plan to his job as a firefighter.

Let me tell you a bit about why I’m running and what issues the Board faces.
Public schools face unprecedented challenges. Republican presidential candidate Rick Santorum recently called public school systems “anachronistic.” Walker’s budget contains the biggest cut to education in Wisconsin history.
Here in Madison, the Board of Education faces many significant issues: an upcoming budget with a multi-million dollar deficit; children of color, often living in poverty, who do less well in school and graduate at lower rates and a difficult transition from collective bargaining agreements, which Walker eliminated, to a personnel “handbook” that will define our relationships with teachers and staff.
When our schools face multiple challenges, board members must have the backbone to focus on what is most effective in helping all children learn and achieve. We must prioritize initiatives that provide the biggest bang for our buck. When there are hard choices to be made, we owe it to the children we serve to engage in respectful debate in order to find solutions.
I approach my work on the board from many perspectives: as a parent, businessperson, taxpayer and advocate for public education. I will continue to fight against assaults on public education, whether they are attempts to privatize public education or ones that demonize teachers.

Madison School District “Handbook” must make students top priority

Assuming Democrats aren’t able to take over state government early next year and reinstate full-fledged public sector collective bargaining, we’re talking about the replacement of some 400 pages of detailed contract language for five district bargaining units.
Madison teachers union-backed board candidates Arlene Silveira, an incumbent, and Michael Flores have indicated to the union that they would essentially be OK with the handbook becoming the collective bargaining agreements by another name.
Mary Burke, who is running against Flores, and Nichelle Nichols, who is challenging Silveira, have not.
“One of the most important needed changes is the use of student learning as a component of a teacher’s evaluation,” Burke told me, while Nichols predicted that employee evaluations, compensation practices and a longer school day or year are likely to be contentious handbook topics.
Silveira told me she’d like the handbook to allow for more flexible scheduling, possibly including more classroom time.
Whatever the specifics of the final product, though, it’s unlikely to be anything but a fair — if not a better-than-fair — deal for employees. Madison, with its public worker union sympathies, won’t stand for anything less.

Our school board must be a governing body that is effective in setting the direction and priorities of our district. We need to elect board members who are honest about our current realities and who share a fundamental belief that we must make bold changes in order to better educate all students. Our students, families and taxpayers deserve it.
I bring a future-oriented mindset to the table and a commitment to solutions. Our heart-breaking graduation rate for Black and Latino students eloquently testifies that we do not fully understand the dynamics of poor student performance or the educational changes required to remedy it. I am personally and professionally committed to making systemic changes to close the racial achievement gap. It is time for defenders of the status quo to step aside.
I am qualified as a parent, as an engaged community member, and as a professional who has worked the last 15 years in community-based organizations throughout Madison. I bring a critical perspective from the service delivery level focused on equity for those who are most disadvantaged. As a woman of color, a parent of African American sons, and through my work at the Urban League, I am immersed in the realities of our minority students, yet in touch with the experiences of all students and parents. I am informed beyond the constraints of the boardroom.
I have a personal stake in the Madison schools that spans two generations. I am a Madison native who attended Longfellow Elementary, Cherokee Middle, and graduated from West High. I have a B.S. from UW-Madison and a master’s degree in Business Management from Cardinal Stritch University. I am the mother of four African American sons. My eldest graduated from West High School in 2011, which leaves me with three yet to graduate. Based on the 48% graduation rate, the odds are that two of my sons won’t graduate. This is unacceptable.
My experience transcends the experience gained from currently sitting on the board, because where we must go will not rely strictly on what we’ve always known. I welcome the challenge.

That is my record on the school board. My commitment to public education, to Madison’s 27,000 students, to our outstanding teachers and staff, and to staying in the fight for good public schools are the reasons I am running for re-election.
My belief in public education has roots in my personal story. I am the grandchild of immigrants, the daughter of two working class parents, and the mother of a child of color who graduated from the Madison schools. I have a degree in secondary education, biology and chemistry from Springfield College (Massachusetts), and a masters in molecular biology from the University of Connecticut.
I have seen first-hand the advantages public education brings and the equalizing effect public schools have in our society. I have seen first-hand the struggles a child can face in the schools. I am a businesswoman who works at a global scientific company. I know the need for an educated workforce, and I know that good schools strengthen a city because they attract businesses and families.
I am also a taxpayer. The state funding system for public education is not sustainable. We must find a way to better fund our schools, not on the backs of taxpayers. I will continue to advocate for fair funding.
The skills I use on a daily basis as Director of Global Custom Sales at Promega Corporation are also skills I use as a board member — budgeting, communication, evaluation, facilitation, negotiation and project management.
In short, I approach the board’s complex work from many perspectives: parent, businessperson, taxpayer, and advocate for public education. I will continue to fight against assaults on public education and advocate for what is most effective for all the students we serve.

Mary Burke
When I began tutoring two brothers on Madison’s south side, I saw how tough it is for children with serious challenges at home to learn and thrive in school. School was a refuge for these boys, and education was the best way for them to build a better future. I have worked with teachers striving every day to meet the needs of each student, to challenge the gifted child and the one just learning English. In the past 13 years, I have mentored five youth, have seen great things in our schools, and opportunities to do better.
I care about our children. My broad experience in education, non-profits, government, finance, and business will make me an effective school board member. After receiving an MBA from Harvard, I was an executive at Trek Bicycle, Secretary of the Wisconsin Department of Commerce under Governor Doyle, board president of the Boys & Girls Club, and co-founder of the AVID/TOPS program. AVID/TOPS is the district’s premier program to address the achievement gap, and has 450 students across all four Madison high schools. For those in the program, grade point averages are 30% higher, school attendance higher, discipline issues down, and 100% of seniors have gone onto college. I’ve served on the boards of United Way, Madison Community Foundation, Evjue Foundation, and Foundation for Madison Public Schools. One current school board member said, “Mary Burke stands out. Mary may be the best-qualified candidate to run for Madison School Board in quite a while.”
Success in school for our children is important to me and to our entire community. Our public schools shape our future neighbors and workforce. Success in school is a leading factor in whether a student is on the path to UW-Madison, Madison College, or the county jail. Nothing is more important and critical to our city’s future than our public schools.
I have been a catalyst for positive change in Madison. On the school board, my focus will be bringing our community together to ensure students learn and thrive — taking smart action for them, for our neighborhoods, for all of Madison.
Michael Flores
I have real world experience. I am part of a minority group and have walked the path that a number of our students are encountering. I have worked since I was 14, and supported myself from the age of 17 on. I have worked as a bank loan officer and small businessman, and know what it means to face budget constraints. My training as a paramedic has made me skilled in high emergency prioritizing and urgency in decision-making — skills that will translate to the work on the school board. As a parent and member of this community, I have a vested interest in education.

Citizen Dave: Does being childless disqualify you from serving on the Madison school board?



Dave Cieslewicz:

John Matthews, the very long-time president of the Madison teachers union said something that shouldn’t go unnoticed in today’s Cap Times story about the Madison school board races.
Referring to Mary Burke, a candidate for an open seat on the board, Matthews is quoted as saying, “you want somebody who understands what it’s like to be a parent and understands the needs of parents to be involved.” Burke has no children.
There’s little room to interpret that statement as anything but a claim that childless adults need not apply for positions on the school board as far as John Matthews is concerned. John did not go on to suggest that his members who teach children but don’t have any themselves are unqualified to teach, but that would seem to be a logical conclusion.
John can’t be serious. Single-person households now make up one out of four American households and the percentage is almost half in large cities. While all of those single person homes are not made up of childless individuals, there’s a good chance that the trend indicates that there are more of us who have made that choice to not have kids.
