Condemning the “Wisconsin DPI’s Ridiculous Attempt to Disguise Lackluster Student Achievement”

The News: The Wisconsin Institute for Law & Liberty (WILL) strongly condemns the Department of Public Instruction (DPI) for changing the terminology regarding student performance as well as once again considering changing the cut points for proficiency on the state’s Forward Exam. This represents a blatant effort to conceal lackluster academic performance for Wisconsin students. WILL believes these changes will cloud parent’s ability to best understand their child’s academic performance and allow schools to avoid accountability for their failures.  

The Quotes: WILL Research Director Will Flanders urges, “Instead of focusing on declining academic achievement in Wisconsin, the Department of Public Instruction is working to hide the problem. Unfortunately, changing standards for political correctness and to avoid accountability will hurt students today, tomorrow, and long into the future. DPI should prioritize addressing more pressing issues, such as implementing reading reforms which will raise student outcomes and helping to resolve the mess in Milwaukee Public Schools.”  

The Changes from DPI:  DPI announced they would be changing the terminology of student performance categories to as follows:  

  • “Below Basic” will now change to “Developing.”
  • “Basic” will now change to “Approaching.”
  • “Proficient” will now change to “Meeting.”
  • “Advanced” will remain the same.  

These labels are not designed to spare the feelings of the students who are not performing as expected, as DPI has alluded. Rather, they intend to prevent families from recognizing the ineptitude of the schools that fail to help students reach the standards required for the workforce or college.

Taxpayer Funded Wisconsin DPI Report on Teacher Shortage Misses the Mark



Wisconsin Institute for law of liberty:

Recently, Wisconsin’s Department of Public Instruction released a report on the teacher shortage in the state.  The report claims that nearly 40% of teachers leave the profession within the first five years, and blames declines in teacher compensation over the past decade for the shift.  While the problems identified in the report are legitimate, the causes and solutions offered are more representative of traditional liberal talking points than an honest effort to make improvements for the teaching workforce in the state.  In this explainer, we identify a number of issues with DPI’s report. 

Consistent with National Patterns 

Despite attempts to blame Act 10 for the decline in teacher retention, in reality this is a problem around the county. Indeed, based on the numbers reported by DPI, Wisconsin may actually be better than average. A 2018 study estimated that 44% of teachers nationwide leave the profession within five years  And this data was pre-COVID–there is extensive evidence that turnover has increased since then.  To illustrate this, consider a recent Chalkbeat analysis looked at teachers leaving the profession across four states.  Each of these states saw an annual turnover rate of more than 10% during the 2022 school year.   A figure from that report is reproduced below.

Literacy momentum stalls in Wisconsin (DPI): Why would Wisconsin’s state leaders promote the use of curriculum that meets “minimal level” criteria, instead of elevating the highest-quality: Karen Vaites:

Last week, the nine-member ELCC submitted its recommendations: four curricula widely praised for their quality (Bookworms, Core Knowledge, EL Education, and Wit & Wisdom). Literacy leaders cheered the selections. Personally, I consider it the best state list we’ve seen.

Just two days later, Wisconsin’s Department of Public Instruction (DPI) issued a statement asking the Joint Finance Committee to approve a rather different list of 11 options… the list of curricula that earn “all-green” ratings on EdReports. Conspicuously omitted from DPI’s list: Bookworms, a curriculum with the most persuasive studies showing that it improves reading outcomes – but which earned a widely-questioned yellow review on EdReports.

The average quality of the DPI list was markedly lower than the ELCC list, something that even DPI acknowledged. Laura Adams of the DPI told CESAs,“The two different lists represent two different perspectives. The Council’s list represents a judgment of quality, while DPI’s list represents a floor of those materials that meet the requirements, even at a minimal level.”

Jill Underly didn’t attend the meetings, so she missed these conversations. Frankly, her absence from ELCC meetings speaks volumes. If DPI felt urgency about children’s reading success, or even about the review timelines, one would have expected Underly to make time for ELCC meetings. Underly’s late-breaking objections have not sat well with close watchers of the process.




Wisconsin DPI vs learning to read

Last week, Wisconsin’s expert Early Literacy Curriculum Council recommended the highest-quality list we have seen from any state.

The nine-member Early Literacy Curriculum Council reviewed and recommended four curriculums. The council includes six members chosen by the Republican majority leaders of the state legislature, and three chosen by state Superintendent Jill Underly. 

In addition to the Early Literacy Council’s review, the DPI conducted its own review, which diverged in part from the council. It rejected one of the council’s recommendations (Bookworms Reading & Writing for K-3), and added others that the council hadn’t rated.

Democratic operative Sachin Chheda gets sweet new gig with Wisconsin DPI for $138,000 a year

Back in 2021, Democratic operative Sachin Chheda played a major role in helping Jill Underly get elected state school superintendent.

Now Underly appears to be returning the favor.

Underly announced Monday that she is hiring Chheda to a $138,000-per-year job at the Department of Public Instruction, which Underly oversees. Chheda started his new job on Monday as executive director of the Office of the State Superintendent.

Thomas McCarthy, who previously held that job, has been promoted to deputy superintendent. Officials said the money for Chheda’s job came from vacancies in the agency.

Chheda, 49, has spent the last 30 years mostly working in politics, for nonprofits and on campaigns.

In an interview, Chheda emphasized his work in organizational management and change for a variety of clients. Asked about his educational experience, Chheda said he worked for former University of Wisconsin-Milwaukee Chancellor Nancy Zimpher, ran two state superintendent races and cofounded the I Love My Public Schools project, which opposed funding cuts by former Republican Gov. Scott Walker.

Chheda has never been a teacher or school administrator.

According to DPI, Holy Redeemer did not submit its September 2021 enrollment audit in a timely manner. The school also failed to timely submit its 2021-22 Fiscal & Internal Control Practices Report, which determines if the school has sound fiscal and internal control practices.  

These practices include paying vendors and employees on time, completing employee background checks and other practices required for participation in the choice program.  

Instead of withholding payment, DPI and Holy Redeemer entered into a settlement agreement and the school agreed it would provide all required reports in the future.  

But, in 2022 and in 2023, the school failed to meet due dates and provided incomplete reports, according to DPI.  

Holy Redeemer Christian Academy has participated in the Milwaukee Parental Choice Program since the 1998-99 school year.  

In the latest state school district report card for academic year 2021-22, Holy Redeemer failed to meet expectations, receiving an overall score of 28.4 percent.

Wisconsin DPI data from 2021-22 shows 76 percent of students physically restrained have a disability

Wisconsin schools reported nearly 6,000 instances of seclusion and nearly 7,000 occurrences of physical restraint during the 2021-22 school year, according to the latest data available from the Wisconsin Department of Public Instruction.

Among those instances, 1,920 students at 32 percent of Wisconsin’s schools were secluded and 2,856 students at 44 percent of the state’s schools were physically restrained, DPI data shows. The data does not indicate whether these incidents occurred simultaneously.

Students with individualized education programs, or IEPs, comprised 79 percent of all seclusion incidents and 76 percent of all physical restraint incidents reported for the 2021-22 school year, according to DPI. 

Children in elementary schools were also involved in a higher percentage of instances of seclusion and/or physical restraint than other levels of school.

“Reading this report and seeing these numbers can be difficult, but that is nothing in comparison with the emotional difficulty these numbers represent in the lived experiences of students and staff,” State Superintendent Dr. Jill Underly said in a written statement.




Wisconsin DPI Superintendent’s priorities: Waukesha School District Letter



DRAKE BENTLEY:

In her letter, Underly stated, “Whether you realize it or not, you are, under the guise of protection, causing undue harm to students and staff. However, this damage is reversible. It is paramount that you change course now.”

Underly requested that the administration reverse the policy to “foster inclusive environments,” saying the controversial issues policy is “eliminating conversation on topics that you have in the past deemed controversial.”

Reversing the policy “will send a clear message to the residents of Waukesha and all of Wisconsin about the high priority you place on ensuring a well-rounded education for your students that reflect the pluralistic nature of our society,” Underly wrote.

Last week, the administration placed first-grade dual-language teacher Melissa Tempel on administrative leave after she spoke out about the district’s decision to ban “Rainbowland.”

Underly addressed Tempel’s leave in her letter by citing the text from the controversial issue policy. She said the district needs to re-evaluate its decision to place Tempel on leave and should recognize that “‘acknowledging the rights of (the district’s) professional staff members as citizens in a democratic society’ is, in fact, in the best interests of the School District of Waukesha.”

Commentary on Cost Disease and K-12 outcomes: Wisconsin DPI edition

“The Joint Committee on Finance does not need to bring in Dr. Underly to hear more empty promises about how DPI wants to better serve our kids,” Born said. “Republicans are gathering feedback from families and local school district officials across the state and will craft a budget that supports our kids and gives teachers and schools the tools they need to improve our students’ educational outcomes.”

The office of JFC co-chair Sen. Howard Marklein, R-Spring Green, did not respond to a request for comment Monday on the decision.

Republican leaders reacted to Evers’ budget request in February by suggesting it was a non-starter, and legislators would instead mostly write their own base budget to start from. While school districts put together their budgets for the 2023-24 school year, they are awaiting information from the state on how much they’ll be able to spend and how much aid they’ll receive.

Under the proposal from Evers and Underly, districts would see increased revenue limits, boosted funding for special education and mental health initiatives and free school breakfasts and lunches for all students.

On Monday, Underly said she has spoken to individual representatives and senators, but not the JFC as a whole about the budget. She suggested there will be wide-ranging “repercussions” if legislators fail to provide enough funding, especially after two years of no increase in the per-pupil revenue limit, which governs how much districts can receive through the combination of state aid and local property taxes.

“Joint Finance has had opportunities to provide our students with resources that they’ve needed for success, even in years without this incredible surplus boon,” Underly said. “There are no excuses, they need to do their job.”

In the prepared remarks Underly would have delivered with an invitation, she used two example Wisconsin districts to illustrate the common and distinct challenges districts face.

The News: On behalf of School Choice Wisconsin Action, Inc. (SCWA), Catholic Memorial High School of Waukesha, Inc., and Roncalli Catholic Schools, Inc., the Wisconsin Institute for Law & Liberty (WILL) filed a lawsuit against the Wisconsin Department of Public Instruction (DPI) and Superintendent of Public Instruction, Jill Underly. The suit challenges several of DPI’s rules which were not promulgated in compliance with statutory rulemaking procedures, and which exceed the DPI’s authority as set forth in state law.

The lawsuit alleges that DPI implements and enforces an “application perfection” rule (also known as the perfection rule) for various school choice programs despite never promulgating the rule as required by state law. Instead, DPI uses informal bulletins to enact its chosen policies. This suit is filed in the Waukesha County Circuit Court.

The Quotes: WILL Associate Counsel, Cory Brewer, stated, “DPI is exceeding its authority under state law in how it administers the Parental Choice Program and must be held accountable. The program was designed to be an easy-to-use option for parents, and DPI’s unilateral implementation of additional requirements constitutes unlawful bureaucratic overreach.”  

Chair of School Choice Wisconsin Action, Inc., Jamie Luehring, said, “DPI’s unrealistic rules hurt not just schools, but parents. Applying to a Choice school should not be any harder for families than registering to send their kids to their local public schools.”

Catholic Memorial High School of Waukesha, Inc. President, Donna Bembenek, said, “Parents, not DPI, should be trusted to make the best educational choice for their child. Creating unnecessary red tape does not serve anyone or help parents access the best school for their child.”

Scott Girard:

MMSD had its strongest ratings in the growth and on-track to graduation priority areas, though both were down slightly from last year’s scores. In growth, the district received a 73.6 out of 100, while it scored 77 out of 100 for on-track to graduation.

In the other two priority areas, MMSD scored a 57 on achievement and 58 on target group outcomes. Both, again, were a slight drop from the previous report card.

MMSD spokesperson Tim LeMonds wrote in an email that the district did not plan to make a statement on the report cards.

Overall scores for schools and districts can fall into five rating categories: significantly exceeds expectations (83-100), exceeds expectations (70-82.9), meets expectations (58-69.9), meets few expectations (48-57.9) and fails to meet expectations (0-47.9).

Earlier this year, Republicans passed a bill to require DPI to return its report card scoring formula to the one used in 2018-19 and force the department to use the public rules process to adjust the formula rather than make any changes itself. It would have restricted DPI from giving greater weight to measures of growth in student achievement than measures of actual achievement in determining a district’s or school’s overall score on the report cards.

Gov. Tony Evers vetoed the bill.

On a call with reporters Tuesday, DPI accountability office staff explained that the changes to the formula that went into effect last year helped soften sometimes large fluctuations in small student groups that “weren’t true school or district changes.”

Office of Educational Accountability assistant director Sam Bohrod said the work began prior to the pandemic and they believe it’s a “more useful tool” for districts and schools to identify where they are in helping their lowest performing students.

Rory Linane:

They reiterated their plan for recovery, including more funding for special education, mental health and general school costs.

“We know that obviously the stressors of the past few years have exacerbated a lot of problems but we also know that mental health for children in Wisconsin, and far beyond Wisconsin, has really been at a significant problem level for far too long,” said Abigail Swetz, communications director for DPI.

DPI provided report card scores for 1,920 public schools and 163 private schools — a minority fraction of the state’s private schools. Private schools are given report cards only if they receive tax-funded vouchers and have a large enough student population.

Milwaukee Public Schools was among 84 school districts that received a lower star-rating than last year. Giving two stars, DPI said the district “meets few expectations.” Last year, the DPI gave the district three stars and said it met expectations.

Most school districts, about 270, were given the same star rating they got last year. And 24 moved up.

DPI officials said the report cards are continuing to bear the weight of the pandemic, as they take into account three years of testing data.

The Wisconsin Department of Public Instruction has long been a haven of leftist thought and policy. Increasingly, the agency has become politically weaponized in the pursuit of its woke diversity, equity and inclusion agenda.

Most recently, DPI launched an investigation into a Milwaukee Public Schools counselor whose alleged crime is that she spoke passionately in opposition to “gender identity ideology.” At a feminist rally in Madison.

DPI is investigating whether the counselor should lose her license for “immoral conduct.”

“The state is, quite simply, trying to punish a public-school counselor for her views on gender ideology. This is a classic, clear-cut, violation of the First Amendment and the state can expect a federal lawsuit if it proceeds,” said Luke Berg, attorney at the Milwaukee-based Wisconsin Institute for Law & Liberty. On Wednesday, the civil rights law firm sent a letter warning DPI of the legal perils it faces in attacking an educator’s First Amendment rights.

Marissa Darlingh, the MPS counselor, spoke at a feminist rally at the state Capitol on April 23, 2022.  She said she “oppose[s] gender ideology” in elementary schools and that young children should not be “exposed to the harms of gender identity ideology” or given “unfettered access to hormones—wrong-sex hormones—and surgery.”

She told rally-goers that she “exist[s] in this world to serve children” and “to protect children,” and does not support social or medical transition of young children. Darlingh, apparently in a moment of passion, declared “f… transgenderism,” referring to the “gender identity ideology” that she believes harms children.

Taxpayer Supported Wisconsin DPI Threatens School Counselor’s License After She Denounced Gender Ideology at Public Rally

The News: Attorneys at the Wisconsin Institute for Law & Liberty (WILL) issued a letter to the Wisconsin Department of Public Instruction (DPI) warning the state agency that an attempt to revoke an educator’s license for her remarks at a feminist rally in Madison violate the First Amendment. The Milwaukee Public Schools counselor spoke in opposition to “gender identity ideology” and expressed opposition to “gender ideology” in elementary schools at a rally in April. DPI opened an investigation into whether her educator license should be revoked for “immoral conduct.”

The Quotes: WILL Deputy Counsel, Luke Berg, said, “The state is, quite simply, trying to punish a public-school counselor for her views on gender ideology. This is a classic, clear-cut violation of the First Amendment and the state can expect a federal lawsuit if it proceeds.”

Marissa Darlingh, a school counselor threatened with a DPI investigation, said, “My views on the harms of gender ideology to children are informed by a desire to serve and protect children. That’s why I got into education. I will love and serve every child under my care, no matter what. But I won’t recant under threat from the state.”

Wisconsin public school teachers got a crash course in “A Black, Queer, and Feminist Mandate for Radical Movements” during a professional development meeting in February.

The Department of Public Instruction (DPI) conducts monthly webinars to provide Wisconsin’s public school teachers with advanced training on critical race theory (CRT). CRT is a highly-controversial, divisive, race-based philosophy that liberals fight fanatically to advance while denying it even exists.

In February, DPI brought in Charlene Carruthers for its equity webinar series to talk about social transformation. Carruthers is a community organizer and PhD student at Northwestern University who specializes in “interrogating historical conjunctures of Black freedom-making post-emancipation and decolonial revolution, Black governance, Black feminist and queer theory,” according to her website.

“We’re going up against 300 years plus, at least of it being a formal state, of white supremacy, of patriarchy and of capitalism,” she told the teachers.

Wisconsin DPI Tactics: “Don’t say Catholic”



MD Kittle:

Who was the state superintendent who violated state law at the time? Gov. Tony Evers, who led the Department of Public Instruction for a decade before becoming governor in 2019.

WILL previously won its lawsuit after an appeals court ruled Evers’ DPI broke the law, but  the court did not resolve the core constitutional questions of religious liberty at stake in the case.

It’s been a long legal journey.

The legal battle goes back some six years, when, in 2016, WILL first took Evers and DPI to court after the agency denied transportation aid to St. Augustine School, a private and independent K-12 school in Colgate.

Wisconsin provides aid to qualifying private school students as long as there is not an overlapping attendance area between private schools that are affiliated with one another, or, more specifically, affiliated with the same sponsoring group.

In this case, DPI and Friess Lake School District (now part of Holy Hill Area School District) denied St. Augustine students busing rights because there is an Archdiocesan Catholic school in the attendance area. But St. Augustine is independent and unaffiliated with the Archdiocese.

The school district and DPI determined the definition of Catholic and withheld government benefits until St. Augustine agreed not to call itself “Catholic.”

Wisconsin DPI: Department of Public Inaccuracy

The warden of Wisconsin’s public-school status quo, the Department of Public Instruction, was wrong, when it recently made an absurd estimate about the cost of opening up school choice to all families without regard to income.

More than that, DPI betrayed an arrogance — a presumption that thousands of parents can go right on working a second job, and maybe a third, for being uppity.

To be clear, the DPI was factually wrong.

The agency incorrectly estimated the impact on property taxpayers if Wisconsin ended income limits on its school choice program. Those limits block families making more than three times the poverty line in Milwaukee and Racine or more than 2.2 times the poverty line in the rest of Wisconsin, or about $58,000 for a family of four.

The agency’s estimate, so wrong it’s not worth repeating, rested on laughably unjustifiable assumptions. A colleague and I dissected the DPI’s errors at length in a paper available at the Badger Institute website, but the central error was the DPI’s assumption that every tuition-paying family would right away switch to using the choice program.

Can’t happen. The choice grant, which must be accepted as full payment, is often well below schools’ actual cost, so a school’s ability to take more choice students is limited by its ability to tap outside donors. They need some “private-pay” students to lessen the fundraising load.

And notice what else DPI assumed: Its “baseline,” the status quo, the normal against which it measured impact, assumed tuition-paying families of about 69,000 children statewide should pay taxes to support schools and then go on paying tuition as well to relieve the rest of the state’s taxpayers entirely of the cost of their children’s education.

That is what the parents who pay the tuition for their children to attend the local parochial school, for instance, are doing — they’re easing the taxpayers’ burden. The least the DPI could do is send a thank-you card.

Did DPI try to make schools look better?

To see how the new formula would change schools’ report card scores, DPI officials ran the new formula on the old 2019 data, which had already been run through the old formula for the 2019 report cards.

After running the numbers, DPI saw that the new formula resulted in lower scores statewide compared to the old formula, with the same 2019 data.

To offset that change, DPI officials changed the numeric goalposts for their standards, so that the same number of schools would meet expectations under both formulas using the same 2019 data.

That way, when people compared a school’s performance over the years, the formula change wouldn’t be as disruptive, DPI said.

The goalposts, also known as cut-scores, were lowered for most performance categories:

Significantly exceeds expectations: stayed the same
Exceeds expectations: moved from 73-82.9 to 70-82.9
Meets expectations: moved from 63-72.9 to 58-69.9
Meets few expectations: moved from 53-62.9 to 48-57.9
Fails: moved from under 52.9 to under 47.9
DPI officials denied any bias in the process. They said they based their changes to the cut-scores based on running the 2019 data through both formulas, before looking at how it would impact 2021 data.

When they ran the 2021 data, it so happened that the same percentage of schools, about 87%, met or exceeded expectations.

What do the report cards actually tell us?

While statewide trends are hard to discern, viewers can still find trends by looking more carefully at report cards for individual districts and schools in various years.

Each report card breaks down a district or school’s standardized test scores for different populations and subject areas, as well as attendance rates and graduation rates.




Former Wisconsin DPI Superintendent Takes Administrative Job in the Madison Schools

A former state superintendent of schools is stepping into a new position with the Madison School District’s leadership team, the district said Wednesday.

Carolyn Stanford Taylor will serve as the district’s interim assistant superintendent for engagement, diversity, equity and inclusion, a position geared toward beating back bias and discrimination in the district.

Stanford Taylor was appointed the head of the Department of Public Instruction in January 2019 by Gov. Tony Evers, who previously held the position before winning the governor’s office the previous year. Stanford Taylor’s tenure in the role ended in July after she declined to seek election.

“I have great love for the District and community,” Stanford Taylor said in a statement.

The new priority area, target group outcomes, replaced closing achievement gaps. The new priority area, DPI said, sheds additional light on students in schools with low test scores. The measure was designed to help focus support on the learners who need it most, while also improving outcomes for all students, according to DPI.

“I think in the long run this is going to be a positive for students in Wisconsin because I think it is going to guide school improvement efforts more constructively than the old measure,” Schell, who sat on the advisory committee that DPI convened to develop this year’s updated report cards, said of the change.

Scores are based on a 100-point scale and weighted for certain situations, such as a larger focus on academic growth in schools with high poverty rates. Scoring within a certain point range determines what star rating a school receives.

Madison data

For the 2020-21 school year, Madison received an overall score of 70.2 points on a 100-point scale — just over the 70 points needed to attain a four-star rating. The score was down from the 72.3 points the district received in 2018-19.

Up to three years of data are used in assessment-based measures of report cards, according to DPI. Because assessments were not administered in the 2019-20 school year, the 2020-21 report card uses results from the 2020-21, 2018-19 and 2017-18 school years with more weight given to more recent years.

This year’s star rating is as follows:

  • A score of 83 to 100 is a rating of five stars or significantly exceeds expectations.
  • A score of 70 to 82.9 is a rating of four stars or exceeds expectations.
  • A score of 58 to 69.9 is a rating of three stars or meets expectations.
  • A score of 48 to 57.9 is a rating of two stars or meets few expectations.
  • A score of 0 to 47.9 is a rating of one star or fails to meet expectations.

Spokesperson Tim LeMonds said the district received the data from DPI Tuesday and had not had an opportunity to thoroughly review the information as of Tuesday afternoon.

Of the 44 Madison schools evaluated under the report card system, six were categorized as having significantly exceeded expectations in 2020-21, receiving a five-star rating. That number was down from nine in the 2019-20 school year.

The Department of Public Instruction has changed tests a number of times over the years.

Scott Girard:

Officials urged caution in interpreting the results given the continuing pandemic. Effects included a sharp increase in the number of students who opted out of state testing, including 50.3% of eligible students on the math and English language arts (ELA) tests in MMSD.

Because no state tests were given in 2019-20, the report cards use 2017-18, 2018-19 and 2020-21.

Several Wisconsin Department of Public Instruction (DPI) employees are calling on the agency to dismantle the new Office of Partnerships and Equitable Practices (PEP) because it was created “haphazardly” with no input from people of color in the department — or even the people assigned to run and staff the new office.

DPI officials acknowledge that the new office, intended to focus on equity, was established in September not by announcing the opening and recruiting a new equity director, but by reassigning Director of Teaching and Learning Tamara Mouw to lead it and assigning two employees from other teams to staff it — none of whom even applied for their new jobs.

Let’s have no more nonsense that critical race theory is not being taught in our schools. Looking at you, John Nichols, for writing “CRT is nothing more than dishonest right-wing talking points.”

Prof. John McWhorter of Columbia University would disagree. First, let’s define our terms. No, it isn’t about teaching the history of slavery or racial oppression. McWhorter defines CRT as “See[ing] white people as potential oppressors and black people as perpetual victims of an inherently oppressive system.”

“It is a prescription,” adds columnist Bret Stephens of New York Times, “not for genuine dialogue and reform, but for indoctrination and extirpation [BLASKA: aka: cancel culture] based on a relentless form of race consciousness that defies the modern American creed of judging people by the content of their character, not the color of their skin.” In a country with 60 years of affirmative action and twice electing a black President!

This “critical approach has trickled down,” McWhorter writes, “into … education-school pedagogy and administration … and from there migrated … into the way they wind up running schools.” (Jennifer Cheatham, anyone?) McWhorter cites examples from California, Oregon, and Virginia, no less.

To create students who stay curious and inquisitive throughout their lives – active participants in democracy, critical consumers of information, creative contributors to our communities – we need to ensure our students are literate. When it comes to literacy in Wisconsin, I know we have a distance to go. And yet that distance also represents a great opportunity for our state: the opportunity to build on the rich literacy practices we find in every family, culture, and community that make up this great state and, in doing so, create equitable and sustainable systems to continue that valuable work.

We do this by centering authentic family engagement rather than focusing on parental notification concerning assessment results. Rich family engagement revolves around communication, but only if it is a collaborative process, not a one-way street. We do this by using assessments to gather purposeful evidence that can inform and improve universal instruction. I appreciate that our legislature recognizes the need to concentrate on literacy, but we must remember that increased assessment is not the end goal; improved reading is the end goal, and to achieve that, we need to focus our resources on what we know works. We do this by ensuring our educators have the support they need to engage families, interpret assessments, and implement meaningful instruction and interventions.

Though the position is technically nonpartisan, Underly’s campaign was heavily funded by the Democratic Party in a race that saw unprecedented spending. Her campaign spent seven times that of her opponent, former Brown Deer Schools Superintendent Deborah Kerr.

The only action Underly announced Thursday was the creation of a literacy task force to research and advise educators on effective strategies for teaching reading, an issue that has been contentious enough to be called the “reading wars.”

Curiously, Underly campaigned on eliminating Wisconsin’s one teacher content knowledge requirement: elementary reading (Foundations of Reading).

Commentary on the 2021 Wisconsin DPI Superintendent Election



Will Flanders and Libby Sobic:

For many years, Wisconsin has reserved the position of state superintendent of schools for someone steeped in union politics and promising the status quo. But over the past year, COVID-19 has turned many such situations on their heads and polarized politics in a way never seen before. The superintendent election that took place across Wisconsin last week was not excused from the COVID-effect. For once in a long while, the status quo candidate—Jill Underly—faced a very serious challenge from Debb Kerr who, for focusing on getting students back in the classroom and promising to treat all school sectors equally, became the reform candidate overnight.  Unfortunately for Wisconsin students, Underly prevailed. But the race exposed a growing schism on the left around the issue of education reform.

In the primary, Underly garnered support from the teachers unions by expressing her skepticism on school choice, and proposing a freeze on the programs that would effectively eliminate the option for countless kids around the state. Kerr supported working with the voucher and charter sectors, and viewing all sectors as part of a broader team working to improve educational outcomes for Wisconsin students.

In the past it was possible on the national level and in Wisconsin to receive support from the teachers unions while also allowing school choice. For instance, Arne Duncan, President Obama’s secretary of education, a supporter of education reform in its most tepid forms,  endorsed Kerr in the last week before the election. However, these Democrats are finding themselves increasingly ostracized from the party’s mainstream when forced to address educational issues. For instance, Duncan’s endorsement of Kerr quickly led to a tweet from Wisconsin Congressman Mark Pocan claiming that Duncan was a “bad” Secretary of Education for supporting options like charter schools. Pocan also called voucher supporters a “cult.”

13-1 Special interest $pending for Wisconsin DPI Superintendent Candidate Jill Underly



Wisconsin Democracy:

Liberal groups are winning the money race in the so-called “nonpartisan” state school superintendent race, where Pecatonica Area School Superintendent Jill Underly faces Deborah Kerr, a retired Brown Deer schools superintendent.

Three groups that generally back Democratic candidates in partisan elections – A Better Wisconsin Together, Wisconsin Education Association Council (WEAC), and Planned Parenthood Advocates of Wisconsin – have doled out $766,425 to support Underly or oppose Kerr.

American Federation for Children, a pro-voucher outfit founded by Betsy DeVos that generally backs Republicans, has spent $56,500 to oppose Underly.

That’s a 13 to 1 advantage for the liberal groups backing Underly.

Two weeks out from the April 6 spring elections, eight special interest groups have topped $1 million combined in outside election spending on the state school superintendent race and two special legislative elections.




A proposal to decentralize the Wisconsin DPI



Rory Linnane:

Deborah Kerr, one of two candidates competing to lead the state Department of Public Instruction, said she would move or rehire most of the agency’s over 400 employees  away from Madison and into offices around the state. 

“Under DPI’s current model, agency staff are plucked from the Madison area, and that’s not inclusive of any of the diversity and the needs of our Wisconsin children,” Kerr said at a press conference Wednesday in Milwaukee. 

Kerr, former superintendent of Brown Deer schools, said she would perform an “equity audit” of DPI staff and look to hire new staff who live in communities outside of Madison, possibly resulting in terminations of some current employees. Kerr, who lives in Caledonia, would not move to Madison and would work at offices around the state.  

Kerr’s opponent in the race, Pecatonica Area School District Superintendent Jill Underly, called Kerr’s proposal potentially a “Hail Mary to get more attention for a flailing campaign.”

Six of the seven candidates to become Wisconsin’s next state superintendent of public instruction participated in a forum Wednesday night focused on funding and equity.

The Association for Equitable Funding hosted the virtual forum with candidates Steve Krull, Jill Underly, Sheila Briggs, Troy Gunderson, Shandowlyon Hendricks-Williams and Deb Kerr. Candidate Joe Fenrick was unable to attend.

Voters will narrow the field to two candidates in the Feb. 16 primary election. The final two candidates will be on the April 6 ballot, with the winner becoming the leader of the state’s Department of Public Instruction.

Wisconsin DPI releases fall student count and revenue limit information



WDPI:

The Wisconsin Department of Public Instruction today released information on fall student counts and school district revenue limits for the 2020-2021 school year.

Wisconsin school districts, independent charter schools, and private school parental choice programs reported overall slowdowns or declines in enrollment, particularly in 4K. Districts also reported summer school participation declined by more than half between 2019 and 2020. The data published is unaudited and is based off of enrollment counts performed on Sept. 18, 2020, the third Friday of September, and reported to the DPI.

The student count data includes unduplicated(1) headcounts and membership FTE (full-time equivalent). Headcount is the number of students enrolled for instruction in a given school or district on the count date. Membership is a full-time equivalent value used for school finance purposes, where students in preschool special education, 4K, and part-time kindergarten are counted as less than 1.0 FTE. Membership for school districts reflects residency, not enrollment; a student in the open enrollment program is included in the headcount for the district they attend, but the membership for the district where they reside. District membership also includes an addition of summer school FTE(2).

Court Victory Ensures Wisconsin DPI Cannot Play Games with School Choice Data

Last week, a Jefferson County Circuit Judge  “); background-size: 1px 1px; background-position: 0px calc(1em + 1px); background-repeat: repeat no-repeat”>ruled that the Wisconsin Department of Public Instruction (DPI) violated the law when it came to releasing data on the state’s private school choice programs. Along with Jim Bender of School Choice Wisconsin and Matt Kittle of Empower Wisconsin, I served as a plaintiff in this case brought by the Wisconsin Institute for Law & Liberty (WILL). While issues with data may tend to make people’s eyes glaze over, this case actually represents an important opportunity to highlight the successes of Wisconsin’s school choice programs, and how DPI has routinely tried to hide them.

The Court ruled in WILL’s favor on two counts. First, the Court ruled that the Department cannot hold a private press briefing before releasing all school choice data to the public. State law requires a public release of the data, and instead DPI regularly has held a private briefing in the days leading up to the release. This provides DPI with an opportunity to shape the narrative that will be reported when the data becomes public. Those of us who are regular critics of the public school system are denied access to the calls, meaning that our opportunity to respond to what is released is limited. In today’s 24-hour news cycle, immediate response is critical if one wants their perspective to be a part of the narrative on the data. Mandating a full, public release will give those on all sides of education issues in the state a fair shot to let their voice be heard.

Judge finds Wisconsin DPI improperly released test scores to media

The Wisconsin Department of Public Instruction violated state law when it withheld voucher students’ standardized test scores for a day last fall, a judge ruled Friday.

School Choice Wisconsin and the Wisconsin Institute for Law and Liberty, a conservative law firm, sued the department in Jefferson County court in November. The lawsuit revolved around the 2018-19 standardized test scores that the department released that September.

The scores showed only 39% of all students were proficient or advanced in English and that 40% were proficient or advanced in math. Only 20.7% of voucher students were proficient or advanced in English and just 17.8% were proficient or advanced in math.

Students in voucher programs can use state dollars to subsidize tuition at private schools. Republicans have touted the programs as an alternative for students stuck in failing public schools. Democrats argue the programs are a drain on state revenues that could go to help public schools.

Wisconsin has generally lacked a rigorous approach to statewide assessments: see the oft criticized WKCE.

Judge Rules Wisconsin DPI Violated State Law in Release of 2019 School Choice Data

The News: Jefferson County Circuit Court Judge Bennett Brantmeier issued a summary judgement ruling in a lawsuit brought by the Wisconsin Institute for Law & Liberty (WILL) that the Wisconsin Department of Public Instruction (DPI) violated state law when the state agency released partial data on Wisconsin’s school choice programs to a select media list ahead of a September 2019 public release. The Court’s decision includes a permanent injunction to prevent DPI from violating state law that says data on Wisconsin’s school choice programs must be released “all at the same time, uniformly, and completely.”

WILL sued DPI in Jefferson County in November 2019 on behalf of School Choice Wisconsin (SCW), Empower Wisconsin journalist Matt Kittle, and WILL Research Director Will Flanders.

The Court’s Decision: Judge Brantmeier ruled that DPI’s actions violated state law by providing press with early access and by releasing incomplete data on Wisconsin’s school choice programs. Judge Brantmeier declined to restrict the state Superintendent’s ability to comment on the data it releases but emphasized that DPI remains bound to release full data sets on equal terms to all Wisconsinites.

Why It Matters: Wisconsin’s state agencies must understand that following state law is not optional. This is another victory for a more accountable state government.

Responding to COVID-19 is a tremendous undertaking for schools. Schools are tasked with re-envisioning educational delivery models in a span of weeks and adjust practices accordingly. As we look toward the fall, the safety and health of our students, educators, and families remains of the highest importance.

The Department of Public Instruction (DPI) is providing this guidance to aid in school districts’ decision making as they look to build educational services and supports in a COVID-19 environment.Under state law, school districts determine the operations of their buildings and the learning environment. Risk mitigation and health factors will drive decisions regarding school operations.

While I expect schools to reopen this fall, they will undoubtedly look different. There will need to be social distancing, new cleaning and disinfecting procedures, and changes to how educators deliver instruction. There will be students who are not able to return to school due to health concerns and students and staff who may be quarantined due to exposure. This means every school district will need to plan for both school operations on campus and remote learning.

The DPI will be using federal CARES Act dollars to support school districts around remote learning options. Changes will need to be made as districts look at how they provide meals to students, transport students to and from school, move through their buildings, and gather to celebrate achievements.

The DPI partnered collaboratively with our state’s educational leaders: the Wisconsin Association of School District Administrators, Association of Wisconsin School Administrators, Wisconsin Council of Administrators of Special Services, Wisconsin Association of School Business Officials, Wisconsin Association of School Boards, Wisconsin Education Association Council, and the Cooperative Educational Service Agency Statewide Network and in conjunction with the Department of Health Services.

Education Forward was developed to help local education and community leaders plan appropriately for students to return to school this fall. There are 421 school districts, 26 independent charter schools, and 792 private schools serving a school-age population of over 1,000,000 students in Wisconsin.

Due to the extensive variance in schools, this guidance is offered as a workbook to be considered in conjunction with the Department of Health Services risk assessment checklist. Please use these tools to discuss school district reopening plans with local health agencies and ensure information is complete in regards to the magnitude of risk associated with options being considered. The DPI will continuously update this guidance as new information arises and provide additional resources as they become available to support school operations and the learning environment.

The COVID-19 pandemic has exacerbated the inequities existing in Wisconsin.As we look to address these inequities and the planning around the pandemic,the DPI is focused on providing school districts the necessary supports andregulatory relief to pursue innovative strategies to ensure equitable access to learning.

Is the Wisconsin DPI Leaving Private Schools Out in the Cold?

Wisconsin schools are about to receive a massive influx of federal funding to the tune of $221 million. This funding is part of the Coronavirus Aid, Relief and Economic Security Act (CARES Act) and is allocated to benefit K-12 schools and institutions of higher education in both the public and private sectors. But a national battle is being waged in D.C. over how this funding should be allocated to K-12 private schools. In Wisconsin, K-12 private schools are uncertain which side the Wisconsin Department of Public Instruction (DPI) will take. If DPI fails to follow the U.S. Department of Education’s guidance, it will prevent millions of dollars from reaching thousands of private school Wisconsin students.

Our Tax Dollars at Work: Wisconsin DPI loses School Choice Case



WILL:

Waukesha Circuit Court Judge Bohren issued a summary judgement order Tuesday in favor of School Choice Wisconsin Action (SCWA), a WILL client, that sued the Wisconsin Department of Public Instruction (DPI), the state education agency, for their unfair, illegal treatment of private schools in Wisconsin’s choice programs. WILL filed the lawsuit on behalf of SCWA in March after DPI denied private choice schools the opportunity to fully utilize online, virtual learning as part of classroom instruction.

Judge Bohren wrote in his decision, “There is not a legitimate government interest in denying Choice Schools the opportunity to use “virtual learning” as Public schools do. The denial is harmful to the Choice Schools and its students.”

Despite spending far more than most taxpayer supported K-12 school districts, Madison has long tolerated disastrous reading results.




A competitive Wisconsin DPI superintendent election in 2021?



The Wisconsin Department of Public Instruction:

State Superintendent Carolyn Stanford Taylor announced her decision today not to run in the 2021 election for state superintendent of public instruction. Gov. Tony Evers appointed Stanford Taylor to the office in January 2019, and her term ends July 2021.

“I am honored to have been appointed by Governor Evers to lead the Department of Public Instruction and will always be grateful to the governor for the trust he placed in naming me as his successor,” Stanford Taylor said. “I promised Governor Evers I would commit to completing the 2 1/2 years left in his term as state superintendent and to continue the work we had started together at the DPI, and I will maintain that commitment while I serve this office.”

Stanford Taylor says she is making her decision public at this time so others interested in being the state’s chief education officer and leading the department will have sufficient time to organize their campaigns. The state superintendent says she hopes her successor will continue to maintain a focus on educational equity and ensure all of Wisconsin’s students graduate college and career ready.

The state superintendent – first Evers, until he was elected governor in 2018, then his successor, Carolyn Stanford Taylor – and the DPI argued the governor’s approval on scopes is unnecessary because no state officer can act as the state superintendent’s superior with regard to the supervision of public instruction.

In last week’s majority opinion, the Supreme Court wrote rulemaking is a legislative power that is delegated to the state superintendent, so the Legislature may limit or take that power away from the superintendent as it chooses.

“We conclude that the gubernatorial approval requirement for rulemaking is constitutional as applied to the (state superintendent) and DPI,” the majority opinion states.

Siding with WILL were the court’s conservative justices: Chief Justice Patience Roggensack, Annette Ziegler, Rebecca Bradley and Daniel Kelly.

Dissenting were two liberal justices, Rebecca Dallet and Ann Bradley. The court’s third liberal justice, Shirley Abrahamson, withdrew from participation.

Wisconsin DPI should let all schools count online learning

The latest attack is from Gov. Tony Evers’ appointed successor at the Wisconsin Department of Public Instruction, Carolyn Stanford Taylor, who is refusing to allow private schools in the choice programs to count online (“virtual”) learning toward annual class-time requirements. She is doing so even though DPI has permitted public schools to use virtual learning for a variety of reasons, including to make up for class cancellations caused by Wisconsin’s winter weather.

This is unfair and wrong. We also believe it is illegal. Last month, attorneys at our organization, the Wisconsin Institute for Law and Liberty (WILL), sued Taylor and DPI in Waukesha Circuit Court on behalf of School Choice Wisconsin Action, a membership organization of private choice schools.

This winter has been brutal for Wisconsin’s schools. With unprecedented snowfall, temperatures frequently below zero and mass flooding, Wisconsin K-12 schools have been forced to cancel classes at an extraordinary rate. Because of a state law that requires students to attend more than 1,000 hours in the classroom, many schools are having to make up class time by extending minutes in their school day or by adding days to the school year.

Gov. Evers had been at DPI for a while until now. Has there been a foundation at DPI built by Gov. Evers that you feel like you can expand upon?

Initially, I went to DPI in 2001 — that was when Libby Burmaster became superintendent. And Libby and I worked together in the Madison School District, so when she offered the opportunity for me to join that team, I jumped at it because the areas she explained to me were areas I was deeply involved in anyway. It was looking at equity and how do we move the state, or how do we begin the conversation about who are our students who are not part of this dream that we have as society.

So we initially started our focus and looking at the data and finding out who those populations were. And at that time, Tony Evers was Libby’s deputy, so when Libby ran two terms, Tony ran and won three terms. And I stayed on with him. And one of the reasons is — I don’t know if a lot of people know about the Department of Public Instruction (and) that we have a lot of passionate people who work there, people who come from education settings, leaders in their schools, people who come with the same aspirations to make a wider impact. So it always felt like a family to me and that we were pulling in the same direction.

So when Tony left and offered this opportunity to me, it was an opportunity to expand our equity agenda. The agenda has been equity for a number of years, but for me it is an opportunity to drill deeper and to try to put a little more flesh on the bones and be more intentional about the work we’re doing as an agency to have strategic impacts on the school districts we work with.

Wisconsin DPI loses an open records court round

In November, DPI provided some records but declined to fulfill parts of the request because it said WILL’s request wasn’t specific enough and was too burdensome, according to the lawsuit. WILL filed a narrower request in December but has not received additional records.

The lawsuit could be just one stage in a protracted fight. WILL believes DPI must get the approval of lawmakers to implement the Every Student Succeeds Act and believes the records it is seeking will show whether DPI has exceeded its authority.

“DPI has maliciously delayed responding to WILL’s record requests in order to mask the department’s illegal activities,” WILL attorney Thomas Kamenick wrote in the lawsuit.

WILL also took issue with DPI providing schools with reports this week that it said could not be made public until March 5. “No information is to be shared with anyone in the public until that date,” according to a DPI notification to schools.

“We set a high bar for achievement,” DPI spokesman Tom McCarthy said. “To reach more than half (proficiency), we would need to raise the achievement of our lowest district and subgroup performers through policies like those recommended in our budget, targeted at the large, urban districts.”

The new scores reveal the state’s persistent gap in academic achievement between its black and white students remains large.

Twelve percent of black third-graders are considered proficient or advanced in English, compared to 48 percent of white students, for example.

In math, about 17 percent of black students in third grade scored proficient or advanced in the 2017-’18 school year, while 60 percent of white students scored at the same level.

Will Flanders:

Less discussed in Wisconsin is the tremendous impact that economic status has on student achievement. A school with a population of 100% students who are economically disadvantaged would be expected to have proficiency rates more than 40% lower than a school with wealthier students. Indeed, this economics achievement gap is far larger in terms of proficiency effects than the racial achievement gap, and has important implications for the rural areas of the state, where the percentage of low-income families is higher than most suburban and some rural areas.

While the initial data release by DPI did not include sufficient data for apples-to-apples comparisons among private schools in the choice program, the data was comprehensive enough for charter schools. Particularly in Milwaukee, these schools continue to outperform their peer schools. For this preliminary analysis, we pulled out independent and non-instrumentality charters from MPS, while leaving instrumentality charters—or charters in name-only—as part of the district’s performance. In both mathematics and English/language arts, charter schools continue to outperform their other public school peers.

In English/Language Arts, “free” charters had approximately 9% higher proficiency than traditional public schools. In mathematics, these schools had 6.9% higher proficiency. This is consistent with our past analyses which have found that independence from MPS is a key component of better student outcomes, whether through the chartering or the school choice program.

Madison, despite spending far more than most, has tolerated long term, disastrous reading results.

Wisconsin DPI hasn’t revoked teacher’s license in 1 out of 5 immoral conduct cases



Matthew DeFour:

The Department of Public Instruction has declined to revoke the license of a teacher accused of immoral conduct 88 times, or in only one out of every five cases, since State Superintendent Tony Evers took office a decade ago.

In a greater number of cases, 150 out of the 432 investigations opened since July 2009, the department revoked or denied teacher licenses after investigating allegations of immoral conduct.

Another 121 investigations are on hold because the teacher’s license expired while the investigation was ongoing. DPI spokesman Tom McCarthy emphasized none of the teachers in those cases are still in the classroom. The final 73 cases remain open.

The Republican Party of Wisconsin has turned license revocation into an issue in the governor’s race between Evers and Gov. Scott Walker, spending roughly $1 million on TV ads over a two-week span featuring three of those 88 cases in which the department didn’t revoke a license.

Despite the written and oral testimony of many concerned stakeholders around the state, the legislature’s Joint Committee for Review of Administrative Rules made no changes to the PI-34 teacher licensing rule that was submitted by the Department of Public Instruction. As a result, graduates of any teacher preparation program (along with other categories of potential teachers) who fail to pass the Foundations of Reading Test may nevertheless become teachers of record in grades K-5 and special education, or may serve as a reading teacher or reading specialist. This move guts the protection for beginning and struggling readers that was provided by section 118.19(14)(a).

School district administrators may now hire whomever they want to teach beginning and struggling readers, and educator preparation programs will feel even less pressure to teach the foundations of reading to future teachers.

What does this mean for parents who are concerned about the quality of their child’s reading education? You will need to check with your school or district to find out if your child’s teacher has a tier I license that does not require passing the Foundations of Reading Test. If this is the case, and you feel it jeopardizes your child’s education, we urge you to contact your district administration and school board to express your concern.

Undoubtedly, this will be one area of discussion for the legislative study committee on the identification and management of dyslexia, which will have its second meeting on August 29th, with DPI-provided testimony. Senator Steve Nass (R-Whitewater) was outraged today by the most recent example of the radical politicization of the Wisconsin Department of Public Instruction (DPI). The DPI is currently seeking applicants for a career executive for the Assistant Director for Teacher Education/Professional Development/Licensing position.

The position is supervised by Sheila Briggs an Assistant State Superintendent and key advisor to State Superintendent Tony Evers. On April 19th, Ms. Briggs issued a Tweet announcing the position on her team and requested that “Social Justice Equity Warriors” please apply.

“This is just another example of how radical the Department of Public Instruction has become under Superintendent Tony Evers. Sheila Briggs, an Assistant State Superintendent, makes it abundantly clear that the person she wants for this job must be a ‘Social Justice Equity Warrior’. Sheila Briggs wants this key employee to promote liberal indoctrination instead of sound educational practices,” Nass said.

Wisconsin Reading Coalition has alerted you over the past 6 months to DPI’s intentions to change PI-34, the administrative rule that governs teacher licensing in Wisconsin. We consider those changes to allow overly-broad exemptions from the Wisconsin Foundations of Reading Test for new teachers. The revised PI-34 has gone through DPI public hearings and was sent to the education committees of the Wisconsin Assembly and Senate, where no action was taken.

PI-34 is now sitting with the Wisconsin Legislature Joint Committee on Administrative Rules, which is the last stop before it becomes a permanent rule. Because of concerns it has heard from Wisconsin Reading Coalition and other groups and individuals, the committee will hold a public hearing on Thursday, June 7th, at 10:00 AM in the State Capitol. *There are currently over 358,000 K-5 students in Wisconsin public schools alone.
51.7% of Wisconsin 4th graders were not proficient in reading on the 2016-17 state Forward exam. Non-proficient percentages varied among student sub-groups, as shown below in red and black, and ranged from approximately 70-80% in the lower-performing districts to 20-35% in higher-performing districts.

    While we appreciate DPI’s concerns with a possible shortage of teacher candidates in some subject and geographical areas, we feel it is important to maintain teacher quality standards while moving to expand pathways to teaching.

  • Statute section 118.19(14) currently requires new K-5 teachers, reading teachers, reading specialists, and special education teachers to pass the Wisconsin Foundations of Reading Test (WI-FORT) before getting an initial license to teach. The intent of this statute, passed in 2012 on a bipartisan vote following a recommendation of the non-partisan Read to Lead task force, was to enhance teacher quality by encouraging robust reading courses in educator preparation programs, and to ensure that beginning and struggling readers had an effective teacher. The WI-FORT is the same test given in Massachusetts, which has the highest 4th grade reading performance in the country. It covers basic content knowledge and application skills in the five components of foundational reading that are necessary for successfully teaching all students.
  • The annual state Forward exam and the newly-released results of the 2017 National Assessment of Educational Progress (NAEP) highlight the importance of having high-quality teachers in Wisconsin classrooms. 65% of our 4th graders were not proficient in reading on the NAEP. Our national ranking has slipped to 34th, and all sub-groups of students perform below their national averages. Our black students rank 49th among black students in the country, and our white students rank 41st.
  • The revised teacher licensure rules that DPI has presented to the legislature in the re-written administrative rule PI 34, create a new Tier I license that provides broad exemptions from the WI- FORT.
  • We encourage the education committees to table the adoption of this permanent rule until it is amended to better support teacher quality standards and align with the intent of statute 118.19(14).
  • We favor limiting the instances where the WI-FORT is waived to those in which a district proves it cannot find a fully-qualified teacher to hire, and limiting the duration of those licenses to one year, with reading taught under the supervision of an individual who has passed the WI-FORT. Renewals should not be permitted except in case of proven emergency.
  • We favor having DPI set out standards for reading instruction in educator preparation programs that encompass both the Standards for Reading Professionals (International Literacy Association) and the Knowledge and Practice Standards for Teachers of Reading (International Dyslexia Association). This will enable aspiring teachers to pass the WI-FORT and enter the classroom prepared to teach reading.
  • We favor having DPI implement a corrective action plan for educator preparation programs where fewer than 85% of students pass the WI-FORT on the first attempt in any year. Students putting in four years of tuition and effort should be able to expect to pass the WI-FORT.

As written, PI 34 provides the following exemptions from the WI-FORT that we find overly-broad:
34.028 (2) (a) and (c) will allow an in-state or out-of-state graduate of an educator preparation program to become a teacher of record, with full responsibility for students, under a Tier I license without passing the WI- FORT. An employing district need not show a lack of fully-qualified applicants for the position. The Tier I license is granted for one year, but then may be renewed indefinitely under 34.028 (4) (a) and (b) through a combination of teacher and district request without the teacher ever passing the WI-FORT.

34.028 (2) (d) will grant a Tier I license to any graduate of an accredited college or university without passing the WI-FORT if an employing school district conducts a search for a full-licensed candidate, but cannot find an acceptable candidate. This is the “emergency” situation of teacher shortage under which a Tier I license might be justified, provided the district conducts a thorough search and explains why any fully-licensed candidates were not acceptable. This Tier I license is also granted for one year, but then may be renewed indefinitely under 34.028 (4) (c) without the teacher passing the WI-FORT and without any further requirement that the district seek a fully-licensed teacher.

34.029 essentially allows districts to train their existing teachers (licensed under Tier I, II, III, or IV) for a new position not covered by their current license. The teacher is granted a Tier I license in the new subject or developmental level, and training consists of whatever professional development and supervision the district deems necessary. These teachers do not need to pass the WI-FORT, either at the beginning or conclusion of their training, even if their new position would otherwise require it. The district need not show that it cannot find a fully-licensed teacher for the position. This license is granted for three years, at which point the district may request a jump-up to a lifetime Tier III license for the teacher in this new position. District training programs may be as effective as traditional preparation programs in teaching reading content, but without the teachers taking the WI-FORT, there is no way to objectively know the level of their expertise.

Conservative group challenges Wisconsin DPI’s rule-making authority

The Wisconsin Institute for Law and Liberty (WILL) filed a lawsuit directly with the Supreme Court. The lawsuit argues the Department of Public Instruction has been writing administrative rules without permission from the Department of Administration and the governor as required by the REINS Act.

Republicans passed the act this summer. It requires state agencies to submit rule proposals to DOA and the governor before drafting anything. Rules are the legal language that enacts statutes and agency policy. Requiring permission from DOA and the governor before agencies can start writing them essentially gives the governor oversight of every major move the agency makes.

Your action requested on Wisconsin DPI’s emergency rule (Foundations of Reading/MTEL)

Citing anecdotal evidence of a shortage of fully licensed teachers for available positions, DPI has issued an emergency rule that would allow many in-state and out-of-state individuals to become licensed and act as teachers-of-record in the classroom without passing the Foundations of Reading Test (FORT). The work-around to avoid the statutory FORT requirement involves the creation of one-year and three-year licenses with stipulations. More details are available in this document as well as in the rule itself. (The rule also lowers the bar for gaining admission to an educator preparation program.)

Absent some data, the public has no way of knowing if there is a shortage of candidates in some subjects or geographic areas. Likewise, the public has no way of knowing whether the FORT is creating a significant barrier to individuals becoming licensed. Despite a statutory requirement to post FORT passage rates annually, no reports have been published for the past three years. Even if there is a teacher shortage, and it is caused by failure to pass the FORT, Wisconsin Reading Coalition feels the emphasis should be on improving educator preparation, not creating ways to avoid the test.

Commentary On The Recent Wisconsin DPI Superintendent Election



John Nichols:

The DeVos interventions are not about improving public education; they are about pushing a political agenda that is rooted in ideological obsessions rather than an understanding of how to improve schools. As the Leadership Conference on Civil and Human Rights noted with regard to DeVos: “She has never been an educator or worked directly with children and families in public schools. She has never led a school, district or state agency tasked with educating students. She has never been a public school parent or a public school student. This lack of experience makes her uniquely unfamiliar with the challenges and opportunities facing the nation’s students, families, educators and schools.”

DeVos and her ilk have succeeded in politicizing the education debate to such an extent that historically nonpartisan contests have seen clear divides between candidates who defend public education (and are often backed by Democrats, progressives and teacher unions) and candidates who align with the DeVos agenda (and who are often backed by Republicans, social conservatives and corporate interests that favor privatization).

Holtz also slammed Evers for the state’s achievement gaps, saying it’s “not acceptable to be the worst” in the country. He said one of the main reasons why it exists is because schools aren’t safe

“We’re turning our back on generations of minority kids and saying, ‘Sorry, we didn’t fix the problem,’” he said.

He also asked Evers why he let the achievement gap widen during his eight years as state superintendent.

Evers said the achievement gap is tied to poverty, which he’s not responsible for, but refuted Holtz’s claims that he’s done nothing on the issue. The state has “spent a lot of time, effort and money” to help address the issue and noted there’s lots of collaborations with other state agencies happening to provide mental health treatment, services for parents and developing job centers.

Common Core educational standards may not seem like a subject asking for fiery debate, but the candidates for the April 4 election for Wisconsin state superintendent proved their passion for the issue on TV Sunday.

Incumbent Tony Evers, running for his third term, and Dr. Lowell Holtz, former district superintendent for Beloit and Whitnall schools, appeared on this week’s installment of “UpFront with Mike Gousha,” and ended a joint appearance on a rocky note.

The candidates talked over each other while debating the Common Core State Standards, which Holtz argued was a mandatory “federal intrusion.”

“We had no choice, Tony,” Holtz said.

“This is not federal intrusion. If you’re worried about federal intrusion, you should be worried what Betsy DeVos is doing to us with the new budget,” Evers said. “We’re cutting our after-school programs. That is federal intrusion, my friend.”

“I think our track record is pretty good,” Evers said, citing decreased suspensions and expulsions, increased number of students taking college-level courses while still in high school and modest increases in reading proficiency.

“Is it where we want? Absolutely not,” he said.

The state’s reading proficiency levels have been a key issue for Humphries, who has said the DPI must have new leadership in order to improve those levels and students’ skills in other subjects.

Since the early 2000s, Wisconsin’s ranking for reading skills has dropped, according to the National Assessment of Educational Progress.

He said DPI is not aggressive enough in translating their priorities to school officials in an effort to combat some persistent academic problems.

“Unless DPI is held accountable in making sure schools understand the importance … we’re not likely to have an impact, Humphries said. “We’ve seen that with academic achievement gaps.”

Humphries and Holtz have proposed writing new state academic standards, and Humphries said he would introduce a process that would allow persistently low-performing schools to be converted into new ones under new administration, including private voucher schools and charter schools, as long school boards agree.

Wisconsin DPI Superintendent Tony Evers Responds to Madison Teachers’ Questions

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

The Department of Public Instruction receives 36,000 teacher license applications each year (initial and renewal applications). To help make this process more efficient, DPI created the Educator Licensing Online (ELO) System in December, 2013. DPI no longer accepts paper applications for license renewal; one must complete and submit the renewal application through this online system.
Don’t wait until the last minute to prepare for a license renewal. If your license is set to expire on June 30 of this year, start collecting the required documentation early. You will need to provide information about the certifications currently held (they can all be renewed), and where and when you completed your certification (you can provide multiple IHEs). If you were licensed in 2004 or after, you must have your PDP reviewed and approved. Once that is accomplished, the District will provide that information directly to DPI.
If you are renewing your license through the completion of 6 university credits, have electronic (scanned) verification available, so it can be uploaded during the application process. All applicants will need to complete a Conduct and Competency Questionnaire and will need to scan and upload an Employment Verification form (#1613) signed by MMSD Human Resources. Using the new system the first time can be confusing and frustrating. Having all the information and/or materials you need, will help to make the application process go more smoothly.
A one-time, one-year license extension is possible. Failure to renew one’s license can be considered a severance of one’s teaching contract, and will be considered a resignation by the District.

Wisconsin DPI “Rule Making” vs. Legislation in the Courts..

The conservative legal group Wisconsin Institute for Law and Liberty in a court filing this week asked the state Supreme Court to reverse an appeals court decision that upheld Evers’ rule-making authority related to education.

The brief was filed on behalf of the state’s largest business lobbying group Wisconsin Manufacturers and Commerce, the Metropolitan Milwaukee Association of Commerce, School Choice Wisconsin, former Assembly Speaker Scott Jensen and former Democratic Assembly member Jason Fields.

Department of Public Instruction spokesman John Johnson said every rule DPI makes faces legislative review and approval no matter what happens in this case.

“There’s really no impact on the legislature’s ability to do education reforms,” he said. Johnson also noted that the Legislature could act to remove a state law that allows school districts to adopt their own academic standards.

Wisconsin DPI’s Ongoing Assessment Process (those Who Brought Us The WKCE)

State education officials have tapped a former state lawmaker’s company to create a new exam for Wisconsin elementary and middle school students, replacing the problematic Badger Exam that students took for the first and last time this spring.

The state is negotiating a contract with Minnesota-based Data Recognition Corporation to build a test called the Wisconsin Forward Exam that will still be aligned to the Common Core State Standards in English and math, despite Gov. Scott Walker’s opposition to them.

Susan Engeleiter, chief executive officer and president of DRC, was the Republican Senate minority leader in the 1980s. She also ran an unsuccessful campaign against former U.S. Sen. Herb Kohl, a Democrat, in 1988.

WILL to Wisconsin DPI: Open Enrollment Process May Violate ADA, State Law

Today, the Wisconsin Institute for Law & Liberty sent a letter to Superintendent Evers of the Department of Public Instruction, raising serious concerns about whether the DPI is misapplying the open enrollment laws in a way that discriminates against students with disabilities in violation of state law as well as Title II of the Americans with Disabilities Act of 1990 (“ADA”) and Section 504 of the Rehabilitation Act of 1973.
Explained CJ Szafir, WILL Education Policy Director, “Every school year, hundreds of students with disabilities are denied the right to open enroll by their school district. When parents appeal the decision, records and interviews with parents have shown that the DPI is not protecting the rights of those students but is instead approving the rejections without conducting the analysis that it is legally required. The whole process leaves parents frustrated, and trapped in a school district that does not serve the needs of their child.”
The purpose of Wisconsin’s open enrollment program is to allow parents to choose a school district for their child other than the school district where they reside. But, students with disabilities have their applications for open enrollment rejected at a much higher rate than those without a disability. A major cause of this disparity is the resident school district claiming that they would incur an “undue financial burden” if the child leaves the school district.




Governor Scott Walker asks Wisconsin DPI to begin hearings on revoking license of teacher who viewed porn at school

Gov. Scott Walker has asked State Superintendent Tony Evers to begin hearings on revoking the teaching license of a Middleton teacher reinstated to his job earlier this month after being fired in 2010 for looking at pornographic images at school.
“After hearing from concerned parents, I am asking you to act efficiently in your investigation into the actions of Mr. Harris and to initiate revocation proceedings,” Walker wrote in a letter dated Jan. 28. “The arbitration process afforded to Mr. Harris failed the school district and the students. It has taken both a financial and emotional toll on the district. Cases, such as this one, are a good example of why our reforms are necessary.”
Walker also wrote cases like the one in Middleton “prompted me to sign 2011 Act 84 giving the State Superintendent clear authority to take action.”
The law allows the Department of Public Instruction to revoke a license for immoral conduct, defined under state law to include looking at pornography at school.




Wisconsin DPI collecting testimony on Common Core

DPI held public hearings on the Common Core State Standard today, December 19, in Milwaukee, LaCrosse, and Ashland. The public may submit written testimony on the CCSS to DPI until January 3, 2014. Testimony may be send via email to CCSSTestimony @dpi.wi.gov or mailed to DPI at P.O. Box 7841, Madison, WI 53707-7841.
This is separate from the legislative hearings on the CCSS which were held in October. The following information has been provided by DPI to update us on developments since the legislative hearings.
NEW Developments since October Hearing Opportunity
On December 11, the Assembly special committee on CCSS released the following report and on December 12, voted on eight recommendations crafted after hearing public testimony at the four hearings in October. Read more about the outcome of that vote from the committee chair press release here or view the Wisconsin Eye video of this vote and discussion here (120 min).
On December 11, the Senate special committee released their report and recommendations. It is unclear whether the Senate committee will also vote on their recommendations.




Wisconsin DPI: 73 percent of statewide voucher students already enrolled in private schools

The statewide voucher program, in its first year, is at capacity, with about 500 students receiving vouchers statewide, according to the department. Of those, 79 percent did not attend a Wisconsin public school last year.
The program’s enrollment limit will rise to 1,000 next year. The statewide program exists in districts outside of Milwaukee and Racine, which have had programs for years.
Seventy-three percent of students now attending private schools using a voucher were already enrolled in a private school last year, according to the department. Twenty-one percent of students were from public schools. About 3 percent did not attend any school and 2 percent were home schooled.
Sen. Luther Olsen, R-Ripon, chairman of the Senate Education Committee, said he would probably support adding a preference given to applicants from public schools given those numbers.




Wisconsin DPI & Data Politics



Jason Stein:

In the most recent release of schools data by DPI, the agency gave the information to the media ahead of time — a practice known as an embargo that gives journalists time to properly digest the data with an agreement not to publish until a certain deadline.
But DPI highlighted all the voucher students’ scores against all the Milwaukee Public Schools’ students scores, instead of separating out the scores of low-income MPS students and comparing only those to the voucher students. That data was not included in the initial release. As a result, it was not included in the stories that the media initially wrote about the results, but was addressed in follow-up stories.
The DPI said the income limit was moot because of a GOP-led law change that allowed more mixed-income children to use vouchers, meaning it was fair to compare all the students in voucher schools to all the children in public schools. Voucher advocates said DPI had an agenda and made their students’ scores appear lower than they would have been against those of only the low-income MPS students.

A Critique of the Wisconsin DPI and Proposed School Choice Changes

Chief among them has been this notion from state superintendent Tony Evers that the state’s new accountability system, known as state report cards, shouldn’t be used to determine which districts get vouchers.
Under Walker’s plan, districts with at least 4,000 students and two or more schools getting a D or an F under a new rating system would be eligible for vouchers. Evers — no fan of vouchers anyway — says the report cards were not intended for such use and need more refinement over several years.
But what was the purpose of spending more than a year working with a diverse group of education and business groups and state elected officials to create the report cards — which replaced the widely panned No Child Left Behind system — if not to use them to make consequential decisions about education?
On Thursday, Department of Public Instruction director of Education Information Services John Johnson called the report cards a “work in progress” that aren’t an appropriate tool for making a “major policy decision.”
Among their current limitations are that they are based on tests that are expected to change two years from now, they can’t show growth in high school student achievement, some schools weren’t rated, and there’s too little data to reliably identify trends in school performance.
Adam Gamoran, director of the UW-Madison-based Wisconsin Center for Education Research and a skeptic on voucher programs, agrees that the tool isn’t perfect and may well change, but “that doesn’t mean we shouldn’t use them now” to rate schools.
It’s also not as if DPI itself didn’t expect to use the report cards. Its budget request — which Walker didn’t include in his budget — included about $10.3 million over the next two years to replicate best practices from schools deemed high-performing by the report cards, as well as to help schools deemed low-performing by the report cards get better.

An Update on the Parent Complaint of Madison’s Talent & Gifted Program, and the Wisconsin DPI’s Repsonse

But because the district has made significant progress and expects to make further improvements to its program, it won’t face any penalties at this time, DPI spokesman Patrick Gasper said.
Parents who filed a complaint with the DPI about Madison’s TAG program in September 2010, and wrote the DPI another letter last fall about shortcomings in the district’s middle school offerings, were pleased with the results of the latest audit.
“The preliminary report achieves a good balance of recognizing effort without losing sight of continued weaknesses,” parent Laurie Frost said in an email. “I am happy the district was found to be in only partial compliance, but also very glad the DPI did not levy any financial penalty.”
The DPI determined the district’s program was deficient in 2011, but agreed to an Aug. 22, 2012, compliance deadline. The School Board adopted a TAG plan and hired a program administrator in 2011.

“I’ve been frustrated with the fact that our educational system continues to go downhill even with all the money the Legislature puts into it,” he said.
Pridemore said he will release more details about his educational agenda in forthcoming policy statements and has several education bills in the drafting phase. Asked if he believed schools should have armed teachers, he said that was a matter that should be left entirely to local school boards to decide.
Evers, who has been school superintendent since 2009, is seeking a second term. He has previously served as a teacher, principal, local school superintendent and deputy state schools superintendent.
Wisconsin’s education landscape has undergone some major changes during his tenure, including significant reductions in school spending and limits on collective bargaining for public workers that weakened teachers unions, which have supported Evers in the past.
Evers wants to redesign the funding formula that determines aid for each of Wisconsin’s 424 school districts and to provide more aid to schools. Also, he wants to reinvigorate technical education and to require all high schools to administer a new suite of tests that would offer a better way to track students’ academic progress and preparation for the ACT college admissions exam.

School Board president James Howard, the lone incumbent seeking re-election, faces a challenge from Greg Packnett, a legislative aide active with the local Democratic Party. The seats are officially nonpartisan.
Two candidates, low-income housing provider Dean Loumos and recently retired Madison police lieutenant Wayne Strong, are vying for Moss’ seat.
The race for Cole’s seat will include a primary on Feb. 19, the first one for a Madison School Board seat in six years. The candidates are Sarah Manski, a Green Party political activist who runs a website that encourages buying local; Ananda Mirilli, social justice coordinator for the YWCA who has a student at Nuestro Mundo Community School; and T.J. Mertz, an Edgewood College history instructor and local education blogger whose children attend West High and Randall Elementary schools.




Wisconsin DPI Superintendent Tony Evers (running for re-election in 2013) Proposes New State Tax $ Redistribution Scheme

State Superintendent Tony Evers on Monday reintroduced a proposal from two years ago to increase state funding for public education and change the way the state finances its public schools as part of his 2013-’15 budget request.
The proposal calls for a 2.4% increase in state aid in the first year of the budget and a 5.5% increase in 2014-’15, which Evers said would put the state back on track to return to two-thirds’ state support for public school costs by 2017.
The Department of Public Instruction’s 2013-’15 budget proposal guarantees state funding of $3,000 per pupil and would result in every school district either getting more state money or the same money as before, but Republican legislators on Monday did not express confidence in the total package.
Luther Olsen, chair of the Senate Education Committee and a Republican from Ripon, said Evers’ “Fair Funding for our Future” plan just shifts money around between districts and doesn’t really award more money to schools.
Olsen did say he would like to increase districts’ revenue limit authority per student – or the combined amount they can raise in state general aid and local property taxes – by at least $200 per pupil starting in the first year of the next biennial budget.
Evers announced his 2013-’15 state public education budget request Monday at Irving Elementary School in West Allis.

WisPolitics:

Walker spokesman Cullen Werwie said the proposal will be reviewed in the context of the overall budget, but said education is one of Walker’s top budget priorities.
“The governor will work to build off of the work done with Superintendent Evers on school district accountability and Read to Lead as he creates the first version of the state budget, which will be introduced early next year,” Werwie said.
Evers also said he’ll run for re-election next year, adding that despite the funding cuts, he’s excited to continue pushing reform and accountability.
“In order for us to create a new middle class and to move our state forward in a positive way, our public schools need to be strong, and the reforms we’re implementing now are going a long way toward accomplishing that,” Evers said. “We’re in a great place as a state and we’ll keep plugging away.”
Various conservative education sources said no candidate has come forward to challenge Evers yet, but talks were ongoing with potential challengers. Nomination papers can be circulated Dec. 1 and are due back to the GAB Jan. 2.

Wisconsin DPI chief focusing on school funding, assessments, evaluations

In the state’s ongoing effort to create better ways to evaluate teachers and assess how much students are learning, the biggest question might be how to pay for them.
Wisconsin Department of Public Instruction Superintendent Tony Evers was in Sheboygan on Monday to talk about the DPI’s plan to help better prepare Wisconsin students for the future.
Part of the plan is school finance reform, which Evers said he is not giving up on despite major cuts to state aid that came about as a result of Gov. Scott Walker’s Act 10. In fact, he said, a big part of the battle will be getting state leaders to realize that investment in public education is in the state’s long-term economic best interest.




Commentary on the Wisconsin DPI’s New School Report Cards

A few weeks ago, the Wisconsin Department of Public Instruction (DPI) released an example of what the upcoming report cards for state schools will look like. The report cards are described as one of the package of reforms that that DPI promised to implement in order to win a waiver from the federal Department of Education from the more onerous burdens of the federal No Child Left Behind (NCLB) Act.
One of the qualifications for an NCLB waiver is that a state must put into place an accountability system for schools. The system must take into account results for all students and subgroups of students identified in NCLB on: measures of student achievement in at least reading/language arts and mathematics; graduation rates; and school performance and progress over time. Once a state has adopted a “high-quality assessment,” the system must also take into account student growth.
In announcing the NCLB waiver, DPI claimed that it had established accountability measures that “1) are fair; 2) raise expectations; and 3) provide meaningful measures to inform differentiated recognitions, intervention, and support.”
Designing a fair and meaningful system for assessing the performance of the state’s schools is a worthy endeavor. The emphasis for me is on the “fair” requirement. I consider an assessment system to be fair if it measures how successfully a school promotes the learning of whichever students show up at its door.

Wisconsin DPI Mathematics Education Videos

Wisconsin’s alignment of Teaching Channel videos to new mathematics standards is so useful it’s being recommended on the national level.
For each of the eight skills of the Common Core State Standards for Mathematical Practice, the creators of DPI’s Mathematical Literacy website found at least one video to help teachers visualize how to address it in their classrooms.
Wisconsin’s site was created by Diana Kasbaum, the DPI’s mathematics education consultant, along with Jackie Herrmann and Becky Walker of the Appleton Area School District and Jeff Ziegler of the Madison Metropolitan School District. The Council for Chief State School Officers recommended the site in a nationwide email to help educators implement the Common Core.
The website simultaneously addresses the Common Core State Standards requirement of Disciplinary Literacy—the idea that students need subject area educators to teach them ways to read, write, think, listen, and speak that are specific to those fields. In mathematics, a team of Wisconsin educators found that the Mathematical Practice standards effectively address disciplinary literacy as well.




Wisconsin DPI trying to dictate to private schools

The issue of school choice has been at the forefront of political debate, media attention and community discussion for a number of reasons in recent years, and that’s good. This successful program has provided hundreds of lower-income southeastern Wisconsin families with the opportunity to choose a school that best fits their educational needs, and the more attention, review and consideration it receives, the better.
Now comes debate as to whether special education students have similar choice options and discussion about whether the program should grow, how students qualify and providing equal per-pupil reimbursements to public and private choice schools. But most troubling to me and Messmer Catholic Schools, however, is a topic that hasn’t been openly discussed but alluded to by actions of the Wisconsin Department of Public Instruction.
As you may know, DPI recently filed a waiver request with the U.S. Department of Education seeking to be excused from the federal No Child Left Behind Act. Instead, DPI proposed its own accountability standards and intervention procedures for under-performing Wisconsin schools.

MADISON — Wisconsin’s request for waivers from several provisions of federal education law creates the expectation that every child will graduate ready for college and careers by setting higher standards for students, educators, and schools.
“Education for today’s world requires increased rigor and higher expectations,” said State Superintendent Tony Evers. “The federal No Child Left Behind Act (NCLB) has shackled schools by being overly prescriptive and prohibiting creative reforms that would help more students gain the skills needed for further education and the workforce. Wisconsin’s request for flexibility from NCLB is driven by the belief that increasing rigor across the standards, assessment, and accountability system will result in improved instruction and improved student outcomes.”
To receive waivers, state education agencies must demonstrate how they will use flexibility from NCLB requirements to address four principles: transitioning to college- and career-ready standards and assessments; developing systems of differentiated recognition, accountability, and support; evaluating and supporting teacher and principal effectiveness; and reducing duplication. The Department of Public Instruction has posted its draft waiver request online and is asking for public comment through a survey. After the two-week comment period, the agency will revise the waiver request and submit it to the U.S. Department of Education by Feb. 21.




Wisconsin DPI survey still looks partisan

Last week, I posted a quick and dirty reading of the DPI/WASD survey on the impact of the biennial budget on school districts. I thought that the survey needs a more thorough vetting but that it seemed to be a polemical document and did not support the claims of disaster that some are making in response to it.
Jay Bullock tries to defend the survey but I am afraid that he totally misses the mark. I have no reason to doubt that a number of districts had some kind of staff reduction. Most did not but it appears that somewhere in the neighborhood of 42% of the surveyed districts did.
But the doesn’t tell us much. How deep were the reductions? How do they relate to changes in enrollment? What impact, if any, do they have on the delivery of services. Jay thinks that any reduction in staffing is a catastrophe, writing “[s]o, yes, a lot of districts were able to stave off disaster in this area but, you know, a full third didn’t. ” (emphasis in original)

The Florida Department of Education has taken a strong position on higher academic standards and comparing their students to the world. I’ve seen nothing from Wisconsin’s DPI regarding substantive curricular improvements.

1. Develop or Revise a District Improvement Plan
Address the fundamental teaching and learning needs of schools in the Local Education Agency (LEA), especially the academic problems o f low-achieving students.
MMSD has been identified by the State of Wisconsin as a District Identified for Improvement, or DIFI. We entered into this status based on District WKCE assessment scores. The data indicates that sub-groups of students-African American students, English Language Learner Students with Disabilities or Economically Disadvantaged -did not score high enough on the WKCE in one or more areas of reading, math or test participation to meet state criteria.
Under No Child Left Behind, 100% of students are expected to achieve proficient or advanced on the WKCE in four areas by 2014. Student performance goals have been raised every year on a regular schedule since 2001, making targets more and more difficult to reach each year. In addition to the curriculum changes being implemented, the following assessments are also new or being implemented during the 2011-12 school year (see Attachment 1):

  1. The Measures of Academic Progress (MAP): Grades 3-7. MAP is incorporated into the MMSD Balanced Assessment Plan as a computer adaptive benchmark assessment tool for grades 3-7. Administration of the assessment was implemented in spring, 2011.
  2. Cognitive Ability Test (CogAT): Grades 2 and 5. As proposed in the Talented and Gifted Plan approved by the Board of Education in August, 2009, the district requested approval of funds to purchase and score the Cognitive Ability Test (CogAT) which was administered in February, 2011, to all second and fifth graders.
  3. The EPAS System: Explore Grades 8-9, Plan Grade 10, ACT Grade 11. The EPAS system provides a longitudinal, systematic approach to educational and career planning, assessment, instructional support, and evaluation. The system focuses on the integrated, higher-order thinking skills students develop in grades K-12 that are important for success both during and after high school. The EPAS system is linked to the College and Career Readiness standards so that the information gained about student performance can be used to inform instruction around those standards.

Madison School District administrators aren’t keeping track of the best classroom instruction. Not all principals create a culture of high expectations for all students. And teachers aren’t using the same research-based methods.
Such inconsistencies across the district and within schools — stemming from Madison’s tradition of school and teacher autonomy — are hurting student achievement, according to a district analysis required under the federal No Child Left Behind law.
“There are problems within the entire system,” Superintendent Dan Nerad said. “We do have good practice, but we need to be more consistent and have more fidelity to our practices.”
Inconsistencies in teaching and building culture can affect low-income students, who are more likely to move from school to school, and make teacher training less effective, Nerad said.
The analysis is contained in an improvement plan the district is scheduled to discuss with the School Board on Monday and to deliver next week to the state Department of Public Instruction.




Former Wisconsin DPI Superintendent Bert Grover sees clouds on school horizon

Bert Grover, a pistol of a state legislator from the ’60s who became a prominent state educator and then was elected superintendent of Wisconsin’s public schools, has been battling some health issues the past several months — not the least of which was a severe staph infection following some knee surgery — but he’s doing quite well these days, thank you.
I called Bert (actually Herbert J. Grover, Ph.D., but he has never been much for formalities) at his Gresham home last week not only to check in, but to get his take about what’s been happening to Wisconsin’s public education system now that Gov. Scott Walker and his gang have taken over state government.
“Well, let’s just say this. Public schools are supposed to be places that are bubbly, enthusiastic, optimistic, hopeful,” the 74-year-old educator remarked. “Sad to say, Walker has removed most of that.”

Wisconsin DPI announces $6 million for charter school planning and dissemination grants; Proposed IB Madison Preparatory Academy Charter School Not Funded

Groups planning new charter schools and established charter schools that want to replicate their success are sharing $6 million in federal charter school grants.
Planning grants total $4.5 million and will go for planning activities in 23 charter schools that have already been approved by their local school board or authorizing authority. Five of those grants are going to districts that do not currently have charter schools. Five grants, totaling $625,000, will support the expansion of successful charter school models. Another seven grants, totaling $875,000, will help charter schools that are in the second year dissemination activities.
“Planning grant proposals in this round of funding are for a mix of innovative charter schools,” said State Superintendent Tony Evers. “This is just what the charter school law promotes: local solutions to serve students and their families.”

Wisconsin DPI Superintendent Evers emerges as fierce advocate of schools in face of massive cuts, privatization efforts

About a dozen members of a bipartisan, mostly volunteer organization called Common Ground file into Superintendent Tony Evers’ utilitarian conference room in downtown Milwaukee. The group is exploring how to help Milwaukee’s beleaguered schools, and it has scheduled a meeting with the head of the Wisconsin Department of Public Instruction as part of its research.
Tall, thin and gray haired, Evers has a boyish smile and a welcoming manner. He’s now in a white shirt and tie, sans the suit coat he wore to an earlier meeting with suburban school officials in Pewaukee.
Common Ground, a nonpartisan coalition that includes churches, nonprofits and labor unions, has come to Evers’ office today looking for advice on how best to direct its considerable resources toward helping Milwaukee students, whose performance in both traditional public schools and in taxpayer-funded voucher schools ranks at the bottom of major American cities.
After initial pleasantries and introductions are exchanged, Keisha Krumm, lead organizer for Common Ground, asks Evers a question. “At this stage we’re still researching what issue we will be focusing on. But we do want to know what you can do. What’s your power and influence?”

Wisconsin DPI Superintendent Evers calls voucher expansion ‘morally wrong’ in memo to legislators; Tony Evers Needs a Reality Check on School Choice

State Superintendent Tony Evers [SIS link] in a memo Monday urged the Legislature’s Joint Finance Committee to restore funding for public schools and work collaboratively to improve the quality of all Milwaukee schools before considering any voucher expansion.
“To spend hundreds of millions to expand a 20-year-old program that has not improved overall student achievement, while defunding public education, is morally wrong,” Evers said in the memo.
Gov. Scott Walker has proposed eliminating the income limits on participating in the Milwaukee Parental Choice Program, eliminating the enrollment cap and has proposed opening up private schools throughout Milwaukee County to accept vouchers from Milwaukee students. Walker has spoken of expanding the voucher program to other urban areas in the state, such as Racine, Green Bay and Beloit.
The Milwaukee Parental Choice Program was created to improve academic performance among low-income students who had limited access to high-performing schools. Low-income students use taxpayer money to attend private schools, including religious schools. Each voucher is worth $6,442. The program now is limited to 22,500 students; 20,189 are in the program this year.
However, after 20 years and spending over $1 billion, academic performance data and the enrollment history of the school choice program point to several “concerning trends,” Evers said in his analysis of voucher student enrollment, achievement, and projected cost for long-term expansion.
Low-income students in Milwaukee Public Schools have higher academic achievement, particularly in math, than their counterparts in choice schools. Evers cited this year’s Wisconsin Knowledge and Concepts exams and the legislatively mandated University of Arkansas study, which showed significant numbers of choice students performing below average on reading and math.

At a press conference in Racine, DPI Superintendent Tony Evers gave his harshest criticism of school vouchers yet. Well beyond the typical quibbles over test scores and graduation rates, Evers claimed that school vouchers were de facto “morally wrong.” It’s not every day that a State Superintendent of education accuses an education-reform program of being immoral. In doing so, Tony Evers may have bitten off more than he could chew.
Calling a school voucher program morally wrong inculpates more than just the program, it inculpates parents, teachers, organizations, lawmakers, and a majority of Americans that endorse it. In fact, one could reasonably argue that Evers’ statement makes himself morally culpable since Milwaukee’s voucher program operates out of the Department of Public Instruction of which he is the head. What does it say about the character of a man that knowingly administers an immoral program out of his own department?
In short, Evers’ argument goes something like this: voucher programs drain public schools of their financial resources; drained resources hurt children academically; hurting children academically is morally wrong; ergo, voucher programs are morally wrong.




Madison Schools Found Non-Compliant on Wisconsin DPI Talented & Gifted Complaint

Background information- On March 24,2011, MMSD received DPI’s initial findings in the matter ofthe TAG complaint. DPI found MMSD to be noncompliant on all four counts. The Board has forty-five days from the date of receipt ofthe initial findings to petition the state superintendent for a public hearing. If the Board does not request such a hearing, the findings will become final. Once the findings are final, regardless of whether a hearing is held, if there is a finding of noncompliance, the state superintendent may develop with the Board a plan for compliance. The plan must contain a time line for achievement of compliance that cannot exceed ninety days. An extension of the time period may be requested if extenuating or mitigating circumstances exist.
II. Summary of Current Information:
Current Status: Currently, DPI has made an initial finding of noncompliance against MMSD. While the Board is entitled to request a public hearing on the issue of compliance, the administration does not recommend this course of action. Consequently, at this time, the administration is working toward the development ofa response to DPI’s findings, which will focus on remedial steps to insure compliance.
Proposal: Staff are working on a response to the preliminary findings which we will present to the Board when completed. It is the administration’s hope that this response will serve as the foundation to the compliance plan that will be developed once the DPI findings are final. The response will include input from the TAG Advisory Committee, the District’s TAG professionals — our Coordinator and staff. A meeting to begin work one the proposed response is currently scheduled for April28, 2011 from 4:00 p.m.-5:00pm. Subsequent meetings will follow.

Wisconsin DPI Superintendent Tony Evers’ Budget Testimony

JFC co-chair Robin Vos, R-Rochester, said in the last budget, cuts to K-12 education were offset by millions of stimulus dollars from the federal government.
“It was a luxury that was great at the time,” he said. “Now we don’t have that one-time money.”
While he admitted that the “tools” Gov. Walker provides may not offset funding cuts dollar-for-dollar, he said asking teachers to pay more for health insurance coverage and pension will help. Vos then asked Evers if he supports the mandate relief initiatives Walker proposed in his budget.
Evers said the mandates, which include repealing the requirement that schools schedule 180 days instruction but retains the required number of hours per school year, won’t generate much savings for school districts. He said the challenge schools face from reduced funding is much greater.
“It’s nibbling around the edges,” Evers said of the mandates. “I think we’re beyond that.”

Excerpts from Department of Public Instruction Superintendent Tony Evers prepared remarks to the Joint Finance Committee:
“We know that resources are scarce. School districts around the state have demonstrated that they are willing to do their part, both in recent weeks in response to this state budget crisis and throughout the past 18 years under the constraints of revenue caps. While this difficult budget demands shared sacrifice, we need a budget that is fair, equitable, and does not undercut the quality of our children’s education,” Evers said.
“As you know, the Governor’s budget proposal, which increases state spending by 1.7 percent over the next two years, would cut $840 million in state school aids over the biennium – the largest cut to education in state history. While these cuts present unprecedented challenges, an even larger concern is the proposed 5.5 percent reduction to school district revenue limits, which dictate exactly how much money schools have available to spend. Depending on the school district, schools would have to reduce their spending between $480 and $1,100 per pupil. Statewide, the proposed revenue limit cuts will result in a $1.7 billion cut over the biennium, as compared to current law. These dramatic and unprecedented revenue limit cuts will be a crushing challenge to our public schools, especially by the second year of the budget.”




Wisconsin DPI Receives $13.8M in Federal Tax Funds for “an interoperable data system that supports the exchange of data and ad hoc research requests”



Wisconsin Department of Public Instruction:

State Superintendent Tony Evers issued a statement today on the $13.8 million, four-year longitudinal data system (LDS) grant Wisconsin won to support accountability. Wisconsin was among 20 states sharing $250 million in competitive funding through the American Recovery and Reinvestment Act of 2009.
“Receiving this U.S. Department of Education grant is very good news for Wisconsin and will allow us to expand our data system beyond its current PK-16 capacity. Through this grant, the Department of Public Instruction will work with the University of Wisconsin System, Wisconsin Technical College System, and the Wisconsin Association of Independent Colleges and Universities to develop an interoperable data system that supports the exchange of data and ad hoc research requests.
“Teacher quality, training, and professional development are key factors in improving student achievement. However, Wisconsin’s aging teacher licensing and certification system is insufficient for today’s accountability demands. This grant will allow us to improve our teacher licensing system and incorporate licensing data into the LDS, which will drive improvement in classroom instruction and teacher education.

2. Post-graduation Information Available to Wisconsin Schools

Public schools in Wisconsin can now obtain, at no cost, post-graduation student data for local analysis.
The Department of Public Instruction recently signed a contract with the National Student Clearinghouse, a non-profit organization which works with more than 3,300 postsecondary institutions nationwide to maintain a repository of information on enrollment, degrees, diplomas, certificates, and other educational achievements.
The NSC data can answer questions such as
Where in the country, and when, do our high school graduates enroll in college?
How long do their education efforts persist?
Do they graduate from college?
What degrees do they earn?
The DPI will integrate information about graduates from Wisconsin high schools into the Wisconsin Longitudinal Data System (LDS). In addition, any public high school or district in Wisconsin can use the NSC StudentTracker service to request similar data for local analysis.




Tony Evers Evokes Change as He Enters Wisconsin DPI Superintendent Office

“Education is all about continued improvement, and the status quo is not satisfactory,” Evers told the audience at a WisPolitics.com luncheon Tuesday at the Madison Club.



In addition to guiding local schools as they navigate state cuts and an influx of federal stimulus funding, Evers is promoting a single federal test and an overhaul of accountability and assessment standards for public education. Under the new system, which Evers said would be formed quickly over the next few months, the state will be able to consistently measure other educational categories aside from test scores.



The test score measurement mandates under the federal No Child Left Behind law drew criticism from Evers for their incomplete picture of education, but he said the federal standard has done educators “a tremendous favor” by showing disparities between performance of white and non-white students.



He also called for a national standard of testing and curriculum, which he said 46 states had backed. He said that Wisconsin isn’t able to truly compare its educational growth to other districts and states because 50 different tests are being administered annually. He also called the current system “economically irrational.”
“Public education, even though it’s a state responsibility, is a national endeavor, and we have to view it as such,” Evers said. “By doing this, we’re going to make our system more transparent.”



Perhaps nothing will test the new state accountability system as much as Milwaukee. Evers went to great lengths to discuss the “magic” that teachers work with many less fortunate students in the state’s largest school district, but recognized a graduation rate that, despite increasing to about 70 percent, lags well behind the state average.




Wisconsin DPI Superintendent Chooses Staff



State schools Superintendent-elect Tony Evers has named Michael Thompson, of Sun Prairie, as his deputy state superintendent.
Thompson, currently executive assistant at the Department of Public Instruction, holds a master’s degree and doctorate in educational administration from UW-Madison.
Evers will be inaugurated July 6, at Hi-Mount Elementary School in Milwaukee, which he said was a symbolic location meant to bring “a singular focus to both the successes and challenges facing public education, not only in Milwaukee, but throughout the state.”
Jennifer Thayer, currently director of curriculum and instruction for the Monroe School District, has been named as assistant state superintendent in the Division for Reading and Student Achievement. Evers’ other cabinet members will include Sue Grady, executive assistant; and assistant state superintendents Richard Grobschmidt, Libraries, Technology and Community Learning; Deborah Mahaffey, Academic Excellence; Brian Pahnke, Finance and Management; and Carolyn Stanford Taylor, Learning Support: Equity and Advocacy.
