Commentary on Freedom, Inc and Madison’s taxpayer supported K-12 school district

Leaders of Freedom Inc. declined to speak with the Wisconsin State Journal or allow a reporter to observe the group’s social services work, making it difficult to describe the group’s current activities beyond protesting at public meetings.

Among the programs listed on its website are an anti-violence Black Girls Matter program and the Lotus Youth Group, a program for Cambodian youth that “helps educate and build healthy relationships with families and communities through dance and cultural arts.”

This year, the group is receiving grants through the state Department of Children and Family Services totaling $542,040 to pay for domestic violence and victim services for black and Southeast Asian populations, including “case management, advocacy (and) support groups,” and “education about health, economic and social issues.”

Madison Hmong leaders split over city funding for elders

From Oct. 1, 2016, to the end of 2017, the state Department of Justice has awarded the group $670,237 through two federal grant programs created under the Violence Against Women and Victims of Crime acts.

And from 2014 through the first quarter of this year, the city of Madison has provided the group with $64,334 for programs for Hmong girls and women and black girls aimed at improving self perceptions, building leadership skills, “raising awareness about the challenges within their communities” and encouraging “action to address barriers to success,” according to a summary put together by the city’s Community Development Division.

The summary shows more than 300 people participated in the city-funded programs over that time.

Laurel Bastian, a Freedom Inc. donor, said that “while their actions at the School Board meeting are an important part of their work, it also exists in a broader context of Freedom Inc.’s goals and (years) of direct service work.”

As for its approach to political advocacy, Bastian said, “in every major modern social movement, locally and globally, asking without causing disruption has been ineffective. … Active disruption, in every single case, was necessary to end violence and shift towards justice.”

Federal tax records show that Freedom Inc.’s revenue more than tripled from 2015 to 2016, from about $450,000 to $1.5 million. In 2017, the most recent year for which its tax filings were available, Freedom Inc. collected some $1.57 million in 15 contributions ranging from $5,000 to $348,038, with a total of $1.72 million in revenue. The group’s co-executive directors, Adams and Kazbuag Vaj, were paid $95,002 and $100,232 in 2017.

The group blacked out the names of its 15 major donors that year, but among those listed in its 2017 annual report are the state departments of Justice and Children and Families, the city of Madison, the Astraea Lesbian Foundation for Justice, The Wallace H Coulter Foundation and Borealis Philanthropy.

Under federal tax law, tax-exempt charitable organizations such as Freedom Inc. are allowed to engage in lobbying elected officials, as long as “no substantial part of the activities“ may be for “carrying on propaganda, or otherwise attempting, to influence legislation,” according to the National Council of Nonprofits.

The statutes do not clearly define what constitutes “substantial.”

Madison School Board needs Blaska’s voice (2019 election)

It appears we are headed toward a School Board election that promises something new: a candidate whose voice will do more than add sound and fury to the liberal echo chamber that is Madison politics.

David Blaska has the background, experience and most importantly the courage to expose the abuses and neglect of those in charge of our schools.

Having been shouted down and bullied at several meetings of the Madison School Board over the past several months, Blaska is uniquely qualified to expose the pusillanimous hand-wringing that passes for decision-making by those who shape educational policy in this city. He has seen firsthand how a small cadre of vocal extremists, called Freedom Inc., have cowed the current School Board with their unique brand of cop-hating venom.

When ordinary citizens are afraid to attend meetings for fear of being harassed by a mob of fanatical ideologues, we are witnessing a system that has shamelessly abandoned its mandate.

If elected, Blaska may be a lone voice crying in the wilderness, but at least it will be a voice unafraid of speaking truth to power.

It starts with safety and discipline,” said Blaska, who on his blog has been sharply critical of the district’s deliberations over whether to continue stationing Madison police officers in the high schools.

Despite raucous protests by the activist group Freedom Inc., a committee of the board recommended on Sept. 26 that the police officers, called educational resource officers, or EROs, remain in the schools. Protests against EROs by the same group shut down a School Board meeting on Oct. 29 to approve the budget. It was approved two days later in a special meeting.

Blaska also criticized the district’s Behavior Education Plan as “too bureaucratic” and the “product of too many administrators and too many meetings.” The plan — which was rolled out in 2014 and runs to 77 pages for elementary schools and 82 pages for middle and high schools — is largely an attempt to move away from “zero tolerance” policies and reduce the disproportionately high number of students of color who are expelled or suspended. It is undergoing revisions this year.

He said he would try to get the BEP down to about eight pages while giving teachers and administrators more discretion over how they handle student behavior in their schools.

Incumbent Dean Loumos, who chaired the ERO committee, said he was “not at all” vulnerable to criticism about the way he has handled security issues.

Blaska has frequently criticized members of Freedom Inc., the local social justice advocacy group that has spoken out at recent School Board meetings against the use of educational resource officers in the city’s four comprehensive high schools.

Protests that broke out during the public comment period at the School Board’s October meeting led to a vote to adjourn the meeting early. Blaska has lamented that some do not feel safe attending School Board meetings because of the “far-left mob.”

Blaska in recent blog posts has called on Dane County District Attorney Ismael Ozanne to prosecute the the protesters who shut down the October meeting.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison Superintendent Jennifer Cheatham, 2015:

Shortly after the office was proposed, Cheatham said non-district-authorized charter schools have “no consistent record of improving education for children, but they do drain resources from public schools, without any control in our local community or school board.”

Rather than invest in what we know works in education, this proposal puts resources in strategies with mixed results at the expense of our public school students,” she said in May 2015

2013: What will be different, this time?

The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

Contrast that with a public school system here in Madison in which so-called safety monitors try to prevent police from removing pistol-packing pupils from the hallways of La Follette high school in the name of diversity, equity, and inclusion. (Read & Weep!) 

In the spirit of transparency, our new superintendent of schools gave an interview to our favorite local morning newspaper in which he manages to talk much and say little. Asked about Jennifer Cheatham’s Behavior Education Plan, however, Joe Gothard acknowledges:

“People would like to support a complete upheaval and change… but I haven’t been directed by the board and I certainly haven’t heard it as a priority.”

Blaska’s Bottom Line #1And you won’t hear it as a priority if you’re a new hire who reports to the likes of school board members Ali Muldrow, Savion Castro, and their allies at Progressive Dane and Freedom Inc.! 

Blaska’s Bonus Bottom Line: As we told Dave Zweifel of The Capital Times in the last thrilling episode, not exposing students to Woke ideology is a feature, not a bug.

My old boss at The Capital TimesDave Zweifel kvetches that “the school choice program is no longer limited to that altruistic approach championed by Thompson in 1990,” that being limiting participation to the poorest of the poor. Dave, you were opposed to Tommy’s altruistic approach even in 1990! BTW: The program is still income-limited.

There is some irony in the presidents of Harvard and Penn defending campus free speech when that speech calls for the destruction of Israel and, by implication, the extermination of Jews. Given that conservative speakers espousing traditional values have been run off our supposedly most enlightened campuses.

The school presidents did such a poor job when subpoenaed before the Republican House of Reps this week that their jobs are in jeopardy, especially at Penn.

What did you expect? The “Universities” of Wisconsin hired $32 million worth of hate-speech monitors with the power to hire and, by denying tenure, fire. To penalize students and ban their clubs. Result? A 42-ton glacial boulder is accused or racism and escorted off campus (via a flatbed truck).

In an unexpected move Saturday, the board overseeing state public universities narrowly rejected a deal University of Wisconsin System leaders brokered with the state’s top Republican over campus diversity efforts.

The UW Board of Regents voted 9-8 to strike down an agreement “reimagining” campus diversity efforts, which many saw as selling out students of color in exchange for $800 million in employee pay raises and building projects.

Governance Reform and taxpayer funded censorship

“We’ve seen throughout this country that the DOJ and the FBI are controlled by one faction of our society,” DeSantis said on the call, pointing to how those agencies were “going after pro-life activists,” wrongfully investigating parents at school board meetings “who are concerned about things like critical race theory, and forcing kids to wear masks,” and “colluding with tech companies to censor information such as what they did with the 2020 election.”

There are some functions DeSantis would not allow law enforcement to do at all. For instance, he told advisors that as president, he would “completely put the kibosh on the FBI and DOJ’s nonsense with respect to so-called misinformation.”

There are other things DeSantis would have the Justice Department do much differently. He described the mission of the Civil Rights Division during his presidency as one where the agency “is actually policing discrimination.” That division would be truly colorblind, the governor said, because “discrimination is discrimination,” adding that he didn’t think it was acceptable to discriminate against individuals who “happen to be white or Asian.”

And while much of the DeSantis plan to end “weaponization of federal agencies” involves limiting and focusing the role of the Justice Department, the governor pointed to one area of federal expansion. Pointing to Chicago, Los Angeles, and San Francisco, he promised to direct the DOJ to go after and hold “accountable” progressive local prosecutors who “are not prosecuting cases against violent criminals.”

Even at that, reforming justice doesn’t pay as well as disrupting school board meetings. Freedom Inc. paid its co-executive director in 2021, the disputatious M Adams. $545,038! That’s according to the non-profit’s IRS-required 990 form, unearthed by the Werkes’ CPA. Up from $116,115 the prior year on income of $8.3 million.  

Blaska’s Bottom Line: Irony is Freedom Inc. picketed Mahoney’s residence during the push to expel police from our high schools. Unless one believes local law enforcement is targeting minorities for spitting on the sidewalk, we observe (once again) that correlation is not causation.




Race and the Taxpayer Funded Madison School District

If you doubt that the Woke Wobblies have taken over Madison’s public schools, we submit the following: School board president Ali Muldrow and immediate past member Ananda Mirilli are accusing Ismael Ozanne, a black man, of racism most foul.

They want him to resign (!!!) because police arrested Freedom Inc. spokesperson Jessica Williams for threatening the district attorney during a courtroom trial. (Freedom Inc. apologists at The Capital Times have more.) Freedom Inc. is the BLM affiliate that harassed parents, taxpayers, and (ultimately) elected officials to expel school resource officers on the grounds that the four minority-race police were racist. Ironically, minority students are disproportionately victims of the resultant classroom chaos.

Two summers ago, the Freedom Inc. mob hit the school board president at the time, Gloria Reyes — an hispanic, at her residence, in late evening. Bullhorns blasted F-bombs; her yard was littered with F-bombed signage. One’s home should be off-limits. Holds for abortion protesters, as well. So, good on Florida Gov. Ron DeSantis for signing legislation prohibiting the practice. The Werkes makes its living off the First Amendment, but protestors do not lack for public venues, physical and virtual. One more point: physical threats are not protest.

One-third of students stay home following Monday fights at Madison East High School

More than 600 students did not show up for classes on Tuesday, the district said, more than one-third of the total 1,717 students enrolled at East. As of noon, 277 were excused and 325 had not shown up and were not excused, though secretaries were still updating records at that time.

During Monday’s lunch hour, more than 15 police responded to break up a set of fights that broke out near school grounds. Eight students were pepper-sprayed as police tried to break up the fights.

District spokesperson Tim LeMonds told News 3 Now that an estimated 90% of behavioral issues at the high school have happened during the school’s open lunch period when students can leave campus. Just over two weeks ago, fights involving more than 100 students and parents broke out in a crowd around lunchtime.

The teachers cannot be happy with the situation. I can’t imagine teaching at East High School. I picture the teachers all afraid of the students and the students knowing it and the worst of them exploiting it.

The Madison School Board’s decision to remove school resource officers, or SROs, from the high schools came amid the racial reckoning following the murder by Minneapolis police of George Floyd, sometimes-destructive social justice protests in Downtown Madison, and a years-long campaign to get rid of SROs that included shouting down School Board meetings and demonstrating outside the School Board president’s home by the local group Freedom Inc. and its allies.

“Even with SROs we still had people bring weapons and threaten to bring weapons to school and we still had fights,” said Allen, the student body president. “It wasn’t like their presence prevented any of that. The East student body in general still does not want SROs in our school.”

Madison schools kick the can down the road



David Blaska:

First get rid of the police, then figure out how to make schools safe. That’s Madison’s mad formula for its public schools, courtesy of Freedom Inc. and Progressive Dane (and its amen corner at The Capital Times). Parents, not so much.

After booting the school resource police officers last Spring the board began studying What Do We Do Now?! The school safety committee has issued its recommendations. They amount to creating another committee to do what the first committee could not. The lead recommendation:

▪ Create a superintendent advisory committee to develop a plan to enhance youth and community roles in school safety.

As Madison schools’ safety and security committee considers recommendations, some want more time.




Is this the best Madison’s (taxpayer supported) public schools can do?

Today’s blog excerpts Kaleem Caire’s social media thread in the wake of his letter, co-signed by other local black leaders, expressing disappointment that Matthew Gutierrez of Texas was chosen as new superintendent of Madison WI schools over their preferred candidate, Taylor Eric Thomas of Georgia. Caire expresses frustration over the virulent Progressive Dane/Madison Teachers Inc. faction of Madison progressivism that defeated him for school board last year.

Other signatories were Pastor Marcus Allen, Ray Allen, Ruben Anthony, Pastor Joseph Baring,  Carola Gaines, Pastor Alex Gee, Greg Jones, Kirbie Mack, Vanessa McDowell, John Odom, Teresa Sanders and Yolanda Shelton Morris.

Jeffrey Spitzer-Resnick is the very woke, Derail the Jail enemy of police in schools, ally of Ali Muldrow, Brandi Grayson, Freedom Inc., et cetera.

Yet another example of how identity politics is roiling education here in Madison and nationwide.

Schools without discipline will fail



Peter Anderson:

Jennifer Cheatham’s tenure, to a not-insignificant extent, became increasingly defined by her efforts to deflect vocal pressure from Freedom Inc., by how those efforts affected her determination to convince opinion leaders of her commitment to racial justice, and by her inability to actually reduce the black achievement gap.

To reinvigorate her bona fides, she caved in to unsubstantiated claims of racism and sacrificed teachers with no record of bias. 

But that undermined teachers’ ability to discipline disruptive students who are African-American, and, in consequence, significantly contributed to schools becoming increasingly dysfunctional, which leads to middle class flight. Then, because her efforts also proved misdirected to reduce the black achievement gap, Dr. Cheatham misrepresented performance data by lowering expectations in order to artificially inflate the reputation she cultivated.

Behavior Education Plan

The debilitating problems began with the roll out or Dr. Cheatham’s Behavior Education Plan in 2014. The plan itself was a well-intentioned replacement of the earlier zero tolerance policy, which had a disparate impact on black students from troubled homes. The Plan provided for a progressive approach to discipline, and restorative justice in lieu of punishment, that was intended to keep misbehaving students in classrooms.

Problems arose in the Plan’s implementation that led students to conclude that there no longer any consequences for bad behavior.

No consequences for misbehavior

For the Plan’s positive approach to work, it was critical that students continued to believe that there were real consequences for bad behaviors, which meant they had to see positive reinforcements and restorative practices as something serious, and not as a free pass to continue misbehaving. Otherwise, discipline will break down and the other students will increasingly be unable to learn, and will convey that fact to their parents.

Commentary on temporary madison school board memBer appoIntment, replacing Mary Burke

The temporarily six-person School Board is scheduled to decide Monday who will join the body for a nine-month stint. During that time, the board will hire a permanent superintendent and work on a potentially large November 2020 facilities referendum.

Those interested in the appointment have until 4 p.m. Friday to apply for the vacancy, which was created after Mary Burke resigned earlier this month.

As of Tuesday afternoon, those who have applied are David Aguayo, David Blaska, Carol Carstensen, Ricardo Cruz, Alexis Dean, Steve King, Pamela Klein, Dwight A. Perry, Arlene Silveira, Jeff Spitzer-Resnick and Calista Storck.

Carstensen and Silveira are both former School Board members. Elected six times, Carstensen served between 1990 and 2008. Silveira was on the board between 2006 and 2015.

Former School Board member Ed Hughes has also expressed interested in the position but said he had yet to file his application by Tuesday evening.

Aguayo, 26, is an executive assistant at the state Department of Workforce Development. He also managed the unsuccessful campaign this spring for School Board candidate Kaleem Caire and ran as an independent for a state Legislature seat in 2016.

After losing his race for the School Board in April, Blaska, a former Dane County Board supervisor and conservative blogger, has said he is applying to bring political diversity to the board.

Cruz, 52, a School District employee, is an administrative assistant helping with federal Title 1 funding. He ran for the District 9 seat on the Madison City Council in 2013 and also served on the city’s Equal Opportunities Commission from 2009 to 2011.

The large field of applicants includes several former School Board members, public education advocates, parents, recent MMSD graduates, Freedom Inc. staff and others looking to serve on the board as it faces critical decisions over the next few months. The board plans to select a new superintendent and prepare for a facilities referendum in 2020.

For the seasoned former board members, their experience on these two tasks were motivation to return to their old gig.

The school district lives and breathes identity politics because they teach it at UW-Madison and at all leading schools of education across the country. That includes Harvard, from which superintendent Jennifer Cheatham received her doctoral degree and at which she will grow future crops.

Even at a school as left-wing as UW-Madison, its school of education is radical left. Perhaps only the sociology department is more “woke.”

Four UW faculty members are the brains behind the Freedom, Inc. cadres who have been disrupting school board meetings these past two years. Freedom Inc.’s Bianca Gomez boasts that she hold’s a master’s degree in race and gender studies. They also staff MMSD’s TEEM Scholars Program.

We see that the Madison Board of Education is going to take its show on the road next Monday, April 29, in a desperate attempt to evade the F-bombing mob that disrupts their every meeting.

They’re hoping that the race-baiters can’t find Chavez school, 3502 Maple Grove Drive, Madison, WI 53719. (Starting with a “meet and greet” at 5:15 p.m.) That’s on the outskirts of Verona! About as far as one can get from Doyle Administration on W. Dayton Street and still be in the MMSD!

xxozu0rf4ji11Maybe Freedom Inc. and Young, Gifted & Stupid don’t have GPS. Or that they won’t rent a bus to get there. If they did, would it be the crazy bus? After all, why should they obey the rules of the road? The crazy bus will lurch all over the road, the sidewalks, and front lawns of the white supremacists and their “Everyone is Welcome” signs in three languages. The crazy bus will break the speed limit, then block traffic at will.

The cops won’t stop them because Monica Adams, Bianca Gomez, Brandi Grayson, Nino Rodriguez, Amelia Royko-Maurer et al don’t trust the police.

Here’s an idea: camouflage Chavez elementary school! Put up a sign that says “Police Station.” Park a couple squad cars out in front.

Would that there have been a few more courageous citizens. These names come to mind for lack of courage:

Dave Cieslewicz. The former mayor has condemned identity politics on his Isthmus column; he could have spoken up.

The Madison police union considered endorsing Blaska because he is the only candidate on the local ballot who speaks out for the police. But the union chickened out. Worse, the unionized cops endorsed Satya Rhodes-Conway, Progressive Dane, for mayor! She subscribes to every shackle the Berkeley consultants propose placing on police!

Madison Teachers Inc. None of the candidates you endorsed pleaded for patience until the police finished their investigation into the Whitehorse middle school incident. Instead, those candidates acquiesced with their silence as the superintendent and school board president Mary Burke threw “Mr. Rob” under the school bus and forced his resignation without once getting his side or the many witnesses who took his side, including the other students.

Sheriff David Mahoney foolishly endorsed Ali Muldrow even before the candidate filing deadline. Muldrow, of course, wrote Progressive Dane’s cops-out-of-schools manifesto. Mahoney is either a fool or and a shill.

The Madison Chamber of Commerce. No, Blaska did not make a direct appeal to these guys but at some point they’re going to have to jump in the mosh pit to save our schools.

Wisconsin State Journal for their non-endorsement for Seat #4. The edit page acknowledged “Blaska is right that a police officer should stay in each main high school to promote safety, and that disruptive students should be accountable for their actions. But he goes out of his way to provoke Madison liberals and score political points, while offering few solutions.”

Few solutions? Blaska was the only candidate on the April 2 ballot who strongly advocated:

abolishing the Behavior Education Plan;

returning control of the classroom to teachers,

and keeping cops in the schools.

All as the most effective way to ending the racial achievement gap and to allow teachers to teach and kids who want to learn to succeed.

Blaska also promoted more school district charters, whether instrumentality or not.

Yeah, all that was a provocation to Madison liberals. These are things MMSD can actually control and would have profound impact. Ask yourself this: what solutions did any of the other candidates propose? … Still waiting. … Other than Ali Muldrow’s dance classes for seventh graders? No, I can’t, either.

Madison School Board moves to closed room after middle school incident sparks outrage

Throughout the public comment period, board members faced accusations of racism and white supremacy for not doing enough to improve the school environment for students of color.

Brandi Grayson, co-founder of the Young, Gifted and Black Coalition, said black children act out in school because they are “dehumanized every day, all day.”

“Because it’s under your watch, you are accountable,” Grayson said of the Whitehorse incident.

Several people connected the Feb. 13 incident at the East Side middle school to the contentious issue of school-based police officers at Madison’s four comprehensive high schools, saying both are based on systems of institutional racism.

“We demand that you dismantle school policing systems,” said Zon Moua, a staff member of social justice organization Freedom Inc. “We demand that you divest from law enforcement and school militarization.”

Blaska agreed with the idea of accountability and ran with it when it was his three minutes to address the school board. He further suggested that parents and students should also be held accountable. This drew loud opprobrium from the masses behind me, to the effect that such a sentiment evinced white supremacism.

Blaska should have stated that teachers can teach all they want but children will not learn unless they are so disposed. The fact (insofar as we know the facts) is that the 11-year-old ignored and/or resisted the classroom teacher’s instruction. Now, is it so very antediluvian to suggest that a student ought to obey a teacher’s command? Or should the teacher respond, “Well, if you really don’t want to, never mind”?

It starts with safety and discipline,” said Blaska, who on his blog has been sharply critical of the district’s deliberations over whether to continue stationing Madison police officers in the high schools.

Despite raucous protests by the activist group Freedom Inc., a committee of the board recommended on Sept. 26 that the police officers, called educational resource officers, or EROs, remain in the schools. Protests against EROs by the same group shut down a School Board meeting on Oct. 29 to approve the budget. It was approved two days later in a special meeting.

Blaska also criticized the district’s Behavior Education Plan as “too bureaucratic” and the “product of too many administrators and too many meetings.” The plan — which was rolled out in 2014 and runs to 77 pages for elementary schools and 82 pages for middle and high schools — is largely an attempt to move away from “zero tolerance” policies and reduce the disproportionately high number of students of color who are expelled or suspended. It is undergoing revisions this year.

He said he would try to get the BEP down to about eight pages while giving teachers and administrators more discretion over how they handle student behavior in their schools.

Incumbent Dean Loumos, who chaired the ERO committee, said he was “not at all” vulnerable to criticism about the way he has handled security issues.

Blaska has frequently criticized members of Freedom Inc., the local social justice advocacy group that has spoken out at recent School Board meetings against the use of educational resource officers in the city’s four comprehensive high schools.

Protests that broke out during the public comment period at the School Board’s October meeting led to a vote to adjourn the meeting early. Blaska has lamented that some do not feel safe attending School Board meetings because of the “far-left mob.”

Blaska in recent blog posts has called on Dane County District Attorney Ismael Ozanne to prosecute the the protesters who shut down the October meeting.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison’s K-12 Governance Non Diversity: Police in Schools Meeting

Throughout the public comment period, several people said the presence of police officers inside school can negatively affect students of color and feeds into the “school-to-prison pipeline.”

“Ain’t no amount of training, ain’t no amount of special certificates is going to matter when it comes to black and brown kids, because (police officers) see us as thugs and criminals,” said Bianca Gomez, a member of Freedom Inc., an activist organization focused on issues that affect minority populations.

As Blaska attempted to capture the public comment on his cellphone, others took issue with juvenile speakers being recorded and attempted to block his view by either standing in front of him or putting objects in front of his phone, alleging he runs a racist blog where the youths’ photos would be posted.

Blaska moved about the meeting room, which was held in the McDaniels Auditorium in the district’s Doyle Administration Building, and others continued to follow along and block his phone.

The emotions culminated in a heated face-to-face argument between a woman who had earlier spoke in support of EROs and some people wishing to remove EROs.

A public hearing on a proposal to redefine the Madison School District’s relationship with police descended into chaos Wednesday when factions confronted each other with invective, insults and physical altercations.

The proposal would remove armed educational resource officers from the district’s four main high schools and replace them with at least 20 specially trained school liaison officers that would develop relationships with all district schools and respond to incidents when needed.

The proposal drew no support from 20 people who registered to speak, many of them members of Freedom Inc., a grassroots social justice group that sees the move as an increase in policing efforts. But a small minority of speakers blasted the committee in charge of drafting the new policy for proposing to remove armed officers at East, West, La Follette and Memorial high schools.

“Think of that potential school shooter out there,” said Patrick O’Loughlin, an accountant who teaches business math at a local private high school. “Experience tells us that they think about it for quite some time before acting. What is he going to think when you kick the armed officers off campus?”

O’Loughlin suggested that the draft proposal was intentionally light on statistics supporting the elimination of EROs. He went on to list the kinds of statistics the proposal should have included.

“You can take your statistics and shove them,” said Mahnker Dahnweih of Freedom Inc.

Commentary on the Wisconsin Supreme Court’s Recent Act 10 Decision

Is it good policy? Perhaps Act 10 was an overreach with its union-busting provisions, but it addressed a fiscal need in Wisconsin and the school districts and municipalities that receive state aid.

Public employee benefits had become overly generous and burdensome on employers, and Act 10 addressed that by requiring employees to contribute their fair shares. The result has saved the state and local governments millions of dollars. Those savings have helped those local governments address state aid cuts and ongoing budget challenges.

Now that the legal questions surrounding Act 10 are resolved, let’s move forward with a clear understanding that the law is here to stay and that public employers and employees still must work together to ensure that quality workers continue to provide quality services.

With freedom comes responsibility.

This is one of the important lessons most parents hope their children learn, especially teenagers. OK, you got a driver’s license. You’re hot about all the things you can do. But there are an awful lot of things you shouldn’t do, and won’t do if you’re smart.

So what will teens learn from school leaders all across Wisconsin in the next few years? I’m hoping they’ll learn that with freedom comes responsibility, and I’m even somewhat optimistic that, overall, they will. That won’t be universally true. There are always the kids who just can’t resist flooring it when the light turns green.

But in most school districts, the freedom school boards and administrators were given in 2011, when Gov. Scott Walker and Republicans in the legislative majorities won the battle of Act 10, has been used with restraint and good judgment. A lot of superintendents and principals, and even teachers, are seeing pluses to life without the many provisions of union contracts.

I don’t want to overstate that — there are also a large number of teachers still feeling wounded from the hostility toward educators that was amped up by the polarizing events of 2011. Many teachers are anxious about how the greater freedoms their bosses now have to judge, punish and reward will be used. There also remain serious reasons to worry about who is leaving teaching and whether the best possible newcomers are being attracted to classrooms.

David Blaska:

More mystifying is why The Capital Times would do a story focusing solely and entirely on that minority dissent. (“Act 10 is ‘textbook’ example of unconstitutionality.”) Can’t expose its tender readers to the majority opinion, apparently.

Local government here in the Emerald City has done its best to evade the law, extending union contracts into 2016. County Exec Joe Parisi likes to say the union has saved the county money. At the very least, AFSME costs its members dues. There is nothing to prevent county managers from working cooperatively with employees to determine best practices. That is Management 101.

Ditto the teachers union, plaintiff in the just-decided Supreme Court case. The teachers union — as we argued in “Hold your meetings where there is beer” — runs the County Board. Now Mary Burke’s complicity with succoring MTI — she’s got their endorsement — becomes the lead issue in the governor’s race.

Advocating Wisconsin School Choice: A Letter to Senator Mike Ellis

The Madison School Board recently voted 7-0 to encourage the state Legislature to say no to school choice. The surprise would have been had they voted otherwise.
I suspect Madison’s school board is like yours in Neenah and others throughout the state. Given their druthers, they’d just as soon have no competition. Makes management ever so much simpler.
Of course, those who can afford to do so can send their children to private schools – but first they must pay the monopoly school district, or move out of town. What a business model! Kim Jong-un would approve!
Our school board has the firm backing of the teachers union – the same one that unilaterally closed down Madison schools for a week during the Siege of the Capitol in February-March 2011. It should! The union elected them!
