Online Systems and the Madison School District’s Remote Capabilities/Results (infinite Campus)



The lengthy 2020-2021 remote experience that Madison’s K-12 students endured made me wonder how the taxpayer funded school district is performing with online services.

I was part of a group that reviewed the District’s acquisition of “Infinite Campus” software in the 2000’s. Having been through many software implementations, I asked the District’s then IT/Chief Information Officer if teachers and staff would be required to use this system, as part of their day to day jobs?

“No”.

I asked how they planned to successfully implement the system?

“with great care”.

I then suggested that they forego the purchase and not spend the money (million$ over time) if the system was not made part of everyone’s job.

Fast forward to 2020. I sent an open records request to the Madison School District on 28 July 2020 requesting the following:

Number of distinct teachers who login daily, weekly and monthly

Number of assignments created weekly

Number of report cards created and updated weekly

Number of distinct students who login daily, weekly and monthly

Total Infinite Campus license, hosting and maintenance costs (2019-2020)

I received the following on 14 September 2021, from Mankah Mitchell:

  • On average, 1,558 unique staff members logged in to Infinite Campus each day in the 2019-20 school year in MMSD.
  • On average, 2,885 unique staff members logged in to Infinite Campus each week in the 2019-20 school year in MMSD.
  • On average, 3,527 unique staff members logged in to Infinite Campus each month in the 2019-20 school year in MMSD.

Number of assignments created weekly

MMSD teachers created a total of 236,650 assignments in Infinite Campus during the 2019-20 school year. MMSD teachers created an average of 6,396 assignments per week in Infinite Campus.

Number of report cards created and updated weekly

  • (In the 2019-20 school year…)13,502 elementary (4K-5th grade) students received 2 report cards each, for an estimated total of 27,004 Elementary report cards.
  • 5,486 middle school students received 2 report cards each, for an estimated total of 10,972 report cards. In some cases, students also received quarterly progress reports, totaling a maximum possible count of 21,944 quarterly progress reports and report cards combined.
  • 7,891 high school students received 2 report cards each, for an estimated total of 15,782 report cards. In some cases, students also received quarterly progress reports, totaling a maximum possible count of 31,564 quarterly progress reports and report cards combined.

  • On average, 42 unique parents logged in to Infinite Campus each day in the 2019-20 school year.
  • On average, 133 unique parents logged in to Infinite Campus each week in the 2019-20 school year.

  • On average, 2,671 unique students logged in to Infinite Campus each day in the 2019-20 school year.

I remain interested in this topic for several reasons:

  • I was part of the original review group, and had implementation experience.
  • I was and am very concerned about the lack of (consistent) pervasive online learning experiences in our very well taxpayer funded K-12 system, amidst long term, disastrous reading results.
  • The inability to do this, effectively, while spending millions reflects much larger organizational challenges.
  • The imposition of remote learning on our student population – while many other districts managed to stay in person – has long term consequences for all of us.
  • A “successful” implementation of a system such as Infinite Campus would have placed everyone in a much better position for the events of 2020-2021.
  • ** I do not mean to suggest that Infinite Campus is the be all/end all. Rather, it is the system we have spent millions on….
  • ***** I spoke recently with someone familiar with large scale healthcare software implementations. One of the largest vendors conducts a review with clients on the tools they use, sort of use and don’t use along with the costs thereof (and any 3rd party services that may or may not be useful). With respect to Madison, perhaps it is time to rethink many things….

Across our middle and high schools, a number of you have utilized the Infinite Campus grade book.
Parents,guardians and other youth service providers appreciate the information regarding student progress. This year, the MMSD opened an online student enrollment option for families. The feedback is clear, a high percentage of MMSD families utilize Infinite Campus. The Research and Evaluation Department has analyzed the number of Infinite Campus grade book entries in all of our schools and it is evident to me that we have yet to reach our full implementation by having all teachers using the Infinite Campus grade book and consistently updating student progress. Therefore, it is my expectation that all teachers follow the below guidelines as we enter the 12-13 school year.

Infinite Campus Prevails in Statewide Deal; Wisconsin company protests losing $15M state contract to Minnesota company



The Wisconsin company that lost out on a contract to run a student information system in the state’s schools protested the awarding of the bid to Minnesota’s Infinite Campus on Friday, arguing that the process was unfair.
Skyward Inc., of Stevens Point, said in its protest filed with the state Department of Public Instruction that it should be awarded the contract or all the bids should be thrown out. Skyward said DPI, as well as the committee of five unidentified people who evaluated the bids, “failed to provide a fair, transparent, and open process.”
Skyward, which employs about 270 people statewide, threatened to leave Wisconsin if it lost the contract that’s $15 million initially but could grow to as high as $80 million over the next decade. The company has been waging a public relations battle for the past two weeks since the state announced the contract would be going to Infinite Campus of Blaine, Minn., running full-page ads in newspapers across the state urging people to contact Gov. Scott Walker.

Hillary Gavan:

School District of Beloit Director of Technology Victor Masliah said Beloit has been using Skyward Student system for 20 years. On Monday he said all districts have been asked to convert their student system side to Infinite Campus in the next five years. The latest state decision only affects the Skyward Student side, as Infinite Campus does not have a business side.
“The longer we wait, the higher our conversion costs may be as we continue to enter more types of data into our Skyward Student system daily,” he said.
Masliah said 80 percent of Wisconsin school districts use the business side of Skyward, as it’s recognized to be the best business system for schools.
The student side of Skyward costs approximately $52,000 per year, and the business side costs about $66,000 per year. Transitioning a system brings significant costs in data conversions, data migrations and trainings. For example, switching to a different Student system could potentially cost between $200,000 to $450,000.

The evaluation was accurate and fair. That’s what Infinite Campus says about the process used to pick them to provide student information services for most schools across the Badger State.
Over the past couple weeks we’ve heard a lot from Skyward. They’re asking Wisconsin residents to encourage the state Department of Instruction to overturn its decision to go with Infinite Campus.
Today, we examined the actual score card that lead Infinite Campus, based in Minnesota, to get the job. That scorecard was released by Infinite Campus.
It ranks 31 different categories such as grading, attendance and technical support. Infinite Campus beat out six different candidates, including Skyward in nearly every category. The process by which the scores were awarded isn’t detailed, and the Department of Public Instruction said they won’t comment on the process.

Infinite Campus To Cover Wisconsin? DPI Intends to Proceed

Today, the Department of Administration (DOA) issued a Notice of Intent to Award letter for the Statewide Student Information System (SSIS) project. DOA issued the letter to Infinite Campus, Inc., which was the highest scoring proposer in the SSIS competitive Request for Proposal process. The state will now move into contract negotiations with Infinite Campus for the company to establish and maintain DPI’s student information system for more than 440 school districts and non-district public charter schools in Wisconsin.
Cari Anne Renlund of the DeWitt, Ross & Stevens Law Firm conducted an extensive observation of the procurement, evaluation and selection process of the SSIS. Her report concluded:
1) The SSIS procurement, evaluation and selection process was open, fair, impartial and objective, and consistent with the RFP criteria;
2) The State and the Evaluation Team carefully followed the statutory and regulatory requirements applicable to the procurement process;
3) All proposing vendors were afforded an equal opportunity to compete for the contract award; and
4) The procurement, evaluation and selection process satisfied the goals and objectives of Wisconsin’s public contracting requirements.
Further, Renlund stated the Request for Proposal (RFP) “was drafted to identify the best possible vendor for the job at the best possible price.”

1. Wisconsin firm may challenge loss of statewide school data pact

A Stevens Point company providing school software to about half of Wisconsin’s districts has lost a bid to become the supplier of a new statewide student-information system, and now it’s moving to challenge the state’s decision to go with a different vendor.
The Wisconsin Department of Administration announced Friday that it intends to negotiate a contract with Minnesota’s Infinite Campus Inc. to create a centralized K-12 student data system. In response, Stevens Point-based Skyward Inc. called the evaluation process “flawed,” while some elected officials over the weekend urged the state to reconsider its decision.
The evaluation and selection process was already under heightened scrutiny after being paused and restarted in June, after it was discovered that Skyward had been offered tax breaks contingent on it winning the statewide contract.
Based in Blaine, Minn., Infinite Campus provides student data systems to about 10% of Wisconsin’s districts, including Milwaukee-area districts such as Greenfield, Whitnall, Elmbrook and New Berlin.
Financial details of the emerging contract have not been made public, but $15 million was initially appropriated to launch the project. The overall cost to implement and maintain the system will likely be millions more than that.
The blanket K-12 student-information system for Wisconsin is important because it would allow the Wisconsin Department of Public Instruction to better track student and teacher information in and between districts and schools.
Currently, each district and independent public charter school chooses its own system to track and manage student data. The robustness of these systems can vary from place to place, and none are obligated to “talk” to each other.
For the DPI, the goal is to raise the level of student performance by collecting and then synthesizing common data from all schools on everything from enrollment and student absences to discipline records and test-score results.
A common system also could assign teachers a unique identifier, allowing for richer data about their records of performance.

2. Many school districts have successfully implemented complete student systems where parents can follow a course syllabus, all assignments, attendance, notes and grades. Madison has spent millions of dollars for a system that is at best partially implemented. What a waste.
3. Kurt Kiefer was instrumental in Madison’s acquisition of Infinite Campus. Kurt is now with the Wisconsin Department of Public Instruction. I like Kurt and was privileged to serve on a parent committee that evaluated student information systems. That said, I felt strongly then that no money should be spent on such systems if their use is not mandatory throughout the organization.
I wonder what sort of implementation strategies are part of this acquisition?




Infinite Campus & The Madison School District

As the District contemplates consequences for those teachers who are not using Infinite Campus, MTI has heard from several members about the difficulty in meeting this District expectation. District Assistant Superintendent Joe Gothard sent a letter to all middle and high school teaching staff in late August, mandating that they use the grade book within IC and enter grades at least once weekly. While this poses challenges across the board, it has been especially difficult for specials teachers as they see literally hundreds of students each week.
MTI Executive Director John Matthews and Assistant Director Sara Bringman have spoken with Gothard about how to alleviate this burden for specials teachers. Gothard reports that he has spoken with principals and shared this message: “If specials teachers have large classes, and/or an A/B day (schedule), they would not be held to the standard of weekly input. At a minimum they should be using it for progress and grade reports.” Gothard’s accommodation should help allay concerns among specials teachers for not following the District’s earlier mandate.




Infinite Campus, Infinite Problems

I conducted a (very) informal poll last night on Facebook–out of curiosity I asked my friends how often their teachers used Infinite Campus. The results didn’t shock me-most respondents answered either “half” or “some” of their teachers updated their gradebook regularly. Personally, “half” accurately describes my teachers. For some classes, I consistently know what grade I’m getting because the teachers add assignments often. However, many classes aren’t updated regularly, making it hard for me to know what assignments I’m missing and how to prioritize my time.
Infinite Campus is a six-year old program that the district has continuously struggled to implement. It’s in every school and every teacher has access, but the system isn’t always user friendly for teachers and staff inputting data. I’m pretty sure teachers don’t update because of the clunky interface. In fact, tonight’s Board Meeting confronted an issue with Infinite Campus: not everyone uses it.
Ed Hughes got mad tonight. After a string of public appearances condemning IC, disappointing news that the Infinite Campus developers weren’t flexible about changing and a suggestion that we abandon the Infinite Campus system entirely, Mr. Hughes practically shouted that “we should either require all teachers to be compliant or get some direction from the administration on what we need to change.”

Libby mentioned “developers weren’t flexible about changing”… There may well be opportunities for improvement. But, Infinite Campus has a large installed base. Why is it working in other Districts, and not Madison? My 18 years in the software business informs me that leadership is critical to successful implementation. It also means that such systems must be mandated. Waiting six years is a disaster, financially and from a credibility perspective.
Nearby Districts such as Verona have managed to implement student information systems. Why can’t Madison? Time to pull the plug if the Administration can’t make it happen.




Groundhog Day: Madison Schools’ Infinite Campus Usage Memorandum

In the spring of 2012 data was collected indicating a wide array of teacher grade book usage on Infinite Campus. Following the distribution of the letter on August 27, 2012 a number of concerns were brought forth regarding the use of grade book. Music and Physical Education teachers at the middle school level have larger class sizes and teach on an alternate day rotation in many cases. Currently, members of Curriculum and Assessment are working with Music and Physical Education teachers to develop a set of guidelines that are practical due to their schedules.
Following the end of the first quarter, November 7, we will gather data and measure the use of teacher grade book. The Assistant Superintendent for Secondary Schools will share the data with building principals to address areas of concern.

Postponing Mandatory Teacher use of Madison’s Infinite Campus System

Background information: In 2010, the Board approved a number of administrative recommendations geared toward increasing usage of the Infinite Campus System. The current timeline requires all high school teachers to use grade-level appropriate Infinite Campus teacher tools by the end of the fourth quarter of the 2010-2011 school year.
The administration has been notified by the vendor that significant changes will be made to the Infinite Campus interface in July 2011. Accordingly, if training sessions were to continue as required to meet the current deadline, those same teachers would have to be trained on a new interface only months later.
It would be more prudent to wait until the new interface is available and require full implementation of the Infinite Campus teacher tools at the high schools by the end of the second quarter of the 2011-2012 school year.
D. BOE action requested: Postpone mandatory use of Infinite Campus teacher tools at the high schools until the end of the second quarter of the 2011-2012 school year.

A Look at the Madison School District’s Use of Infinite Campus

Since Andie was in 6th grade – she’ll be entering 8th grade Sept. 1 – the Smith family has used Infinite Campus, an electronic data system that gives parents access to information about how students are doing in school. It often provides more information than the typical middle school student brings home and it helps parents know from week-to-week what’s going on in the classroom. Madison, like most other Dane County school districts, has been using some form of electronic communication system for the last several years.
“I don’t have to ask to look at her planner anymore,” says Smith. “And, her group of teachers at Toki wrote a weekly newsletter last year that I could read online. When your kids get into middle school, they’ve got more classes, and parents generally have fewer connections with the teachers so I really appreciate the way it works.”
For the first time this year, Smith, like the rest of the parents and guardians of the approximately 24,000 students in the Madison Metropolitan School District, is using the online system to enroll her children in class. She also has a son, Sam, who will be a 5th grader at Chavez Elementary this fall. District officials hope that giving parents a password and user ID at the enrollment stage will expand the number of parents using Infinite Campus. A primary goal is to help increase communication ties between home and school, which is a proven way to engage kids and boost academic achievement.
But whether all parents will take to the system remains to be seen. Despite the boom in electronic communication, there are plenty of homes without computers, especially in urban school districts like Madison where poverty levels are rising. The extent to which teachers will buy in is also unclear. Teachers are required to post report cards and attendance online, but things like test scores, assignments and quizzes will be discretionary.

An Update on the Madison School District’s Efforts to Increase Teacher Use of the “Infinite Campus” Student Portal

The Board of Education has shown concern with current levels of participation among staff, parents, and students in the use of the Infinite Campus student information system. This concern comes despite many efforts to engage the stakeholders with various professional development opportunities and promotional campaigns over the past three years. In December 2009, the Board was provided a summary from a staff survey conducted on the topic explaining why staff had been reluctant to use the teacher tools. That report is found as an attachment to this report (see Attachment 1).
A survey of Wisconsin school districts was completed to determine the standards for teacher use of student information system technologies in the state. The survey gathered information about the use of grade book, lesson planners, and parent and student portals. Responses were collected and analyzed from over 20 Wisconsin districts. Nearly all responding districts report either a requirement for online grade book use, or have close to 100 percent participation. (See Attachment 2).
Describe the action requested of the BOE
The administration is requesting that the Board of Education take action in support of the proposed action steps to enhance the overall use of the teacher and portal tools among our stakeholders.
The proposed time line for full teacher use of grade level appropriate Infinite Campus teacher tools is: High school teachers – 2011-2012 End of 4th Quarter, Middle school teachers – 2010-2011 End of 4th Quarter, Elementary school teachers – End of 4th Quarter, 2011-2012 (calendar feature only)

Fascinating tone. I support the Board’s efforts to substantially increase usage of this system. If it cannot be used across all teachers, the system should be abandoned as the District, parents and stakeholders end up paying at least twice in terms of cost and time due to duplicate processes and systems.

Having just been introduced to elementary schools this fall, slightly more that ten percent of parents of students at this level use the Portal.
  • Parents of white students are more likely to use the Portal than are parents of students within other racial/ethnic subgroups.
  • About half of all high school students have used the Portal at one time this school year. About one in five middle school students have used the Portal this year.

Madison School Board OK’s 1 More Year of Infinite Campus, with More Oversite



Monday evening’s Madison School Board meeting included approval of another year of Infinite Campus along with (and this is quite important) a motion requiring that within six months, administration document use of IC and identify barriers to use where they exist, with the purpose of achieving 100% implementation by the end of 2012 or sooner.
Successful implementation of this student and parent information portal across all schools and teachers should be job one before any additional initiatives are attempted.




Con & Pro Commentary on the Madison School District’s Proposed Technology Plan



Wisconsin State Journal:

Madison School District Superintendent Jennifer Cheatham is a strong supporter of technology in the classroom. That’s why she is putting a $27.7 million computer plan in front of the School Board tonight.
But Cheatham also knows what really drives education, from kindergarten to high school.
“It’s the quality of teachers that matters the most,” she told the State Journal editorial board during a recent meeting.
Putting a tablet computer into the hands of every Madison student “will absolutely help teachers with instruction,” Cheatham said.
In our multi-device, always-wired world, understanding and using the latest technology is a must for today’s students and can cater to their individual needs and interests.
Ultimately, the issue is not how many devices are in a classroom but, rather, how those devices are used. The technology needs to offer more than whiz-bang special effects. It needs to open new paths to learning.
The high-dollar technology plan has attracted critics who question the cost and worry about additional “screen time,” especially for the youngest students.

The Madison Metropolitan School District’s multi-million dollar Tech Plan is spending a lot of money on devices not proven to benefit student learning, according to an assistant professor of education at Madison’s Edgewood College.
In addition, the district isn’t giving teachers, parents or students opportunities to provide meaningful feedback on the plan, said Donna Vukelich-Selva in written remarks to the Madison school board shared Monday with The Cap Times.
The School Board is scheduled to vote Monday, Jan. 27, on what is now a revised, estimated $27.7 million, five-year plan that would greatly increase the use of computers in classroom instruction. The school district pared the proposal slightly, following a community update session last week, to include fewer devices for the youngest students. The plan now would provide one computer tablet in the classroom for about every two kindergartners and 1st-graders, and a one-to-one computer ratio for students in grades 2-12.
But Vukelich-Selva said concerns that the district is moving too fast on the Tech Plan, expressed by parents and teachers at the community update Jan. 22 at Memorial High School, were dismissed.
“It is clear that many significant stakeholders in the district were not taken into account,” she wrote.
The Madison school board first considered a draft of the plan on Jan. 13.
On hearing criticism that the proposal has advanced too quickly, Madison Superintendent Jennifer Cheatham said last week that the district has been “thorough and methodical in the development of the draft plan.”
Vukelich-Selva also said there was inadequate assessment of the impact of one-to-one computing on learning for younger students through fifth grade. She pointed to an apparent focus on technology itself rather than curricular goals.
“The huge numbers of ‘devices’ we are being told we need in our classrooms will help support a vastly expanded platform for more standardized testing,” she said.
Research shows that most large-scale evaluations of one-to-one computing initiatives have found mixed or no results, and underscore the importance of teacher mastery of using the devices, Vukelich-Selva wrote, referring specifically to an article in “Educational Leadership” from February, 2011, that is critical of one-to-one programs.

Madison Superintendent Jennifer Cheatham proposes $31 million, five-year technology plan

All students in the Madison School District would have their own tablets or notebook computers by the 2018-19 school year under a five-year, $31 million plan proposed by Superintendent Jennifer Cheatham.
If approved, the plan would increase the district’s current
$1.5 million annual technology budget to $4.2 million in the 2014-15 school year to start upgrading the district’s network infrastructure, upgrade or equip classrooms and libraries with new technology or computers, and provide notebook computers to all district teachers and administrators. Elementary teachers also would get tablet computers under the plan.
Costs to upgrade are projected to increase each of the five years of the plan for a total of $31 million spent in that time. Afterward, the annual budget for technology would be about $7 million per year going forward.

Madison School Board members, who formally received the plan at their meeting Monday, were mostly optimistic about the plan. Board member T.J. Mertz questioned whether the program needed to be as extensive as it’s proposed given what he said were other unmet needs in the district and given research that he called “universally disappointing” surrounding such initiatives.
Mertz said in an interview after Monday’s board meeting that he agrees with the majority of the investments in technology under the plan, “but then there’s a third or a quarter where I think it’s going overboard.”
As an example, Mertz said he questions whether every kindergarten student needs their own tablet computer.

Prior to spending any additional taxpayer funds on new initiatives, I suggest that the District consider (and address) the status of past expensive initiatives, including:
Infinite Campus: is it fully implemented? If not, why? Why continue to spend money on it?
Standards based report cards“.
Connected Math.
Small Learning Communities.
And of course, job number one, the District’s long term disastrous reading scores.
Madison already spends double the national average per student ($15k). Thinning out initiatives and refocusing current spending on reading would seem to be far more pressing than more hardware.

A few of the Superintendent’s words merit a bit of analysis:
1. “What will be different this time?” That rhetoric is appropriate for our Madison schools. I compiled a number of notes and links on this subject, here.
2. “Ready to partner with local businesses and other organizations”. Great idea. The substance of this would certainly be a change after the Madison Preparatory Academy IB Charter school debacle (Urban League) and, some years ago, the rejection of Promega’s kind offer to partner on Madison Middle Schools 2000.
3. Mentions “all Madison schools are diverse”. I don’t buy that. The range of student climate across all schools is significant, from Van Hise and Franklin to LakeView, Mendota and Sandburg. Madison school data by income summary. I have long been astonished that this wide variation continues. Note that Madison’s reading problems are not limited to African-American students.
4. Mentioned Long Beach and Boston as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
5. Dave Baskerville (www.wisconsin2.org) asked a question about benchmarking Madison students vs. the world, rather than Green Bay and Milwaukee. Superintendent Cheatham responded positively to that inquiry. Interestingly, the Long Beach schools prominently display their status as a “top 5 school system worldwide”.
6. “Some teachers and principals have not been reviewed for as long as 7 years”. This points to the crux of hard decision making. Presumably, we are at this point because such reviews make no difference given rolling administrator contracts and a strong union umbrella (or floor depending on your point of view). Thus, my last point (below) about getting on with the hard decisions which focus the organization on job number one: reading.

Finally, I found it a bit curious that the Superintendent is supporting spending (and related property tax growth) for current programs in light of the larger strategy discussed today along with the recent “expert review”. The review stated that the “Madison School District has resources to close achievement gap”
This would be a great time to eliminate some programs such as the partially implemented Infinite Campus system.
Superintendent Cheatham’s plan indicates that choices will be made so that staff and resources can focus on where they are most needed. I wholeheartedly agree. There is no point in waiting and wasting more time and money. Delay will only increase the cost of her “strategy tax“.




Madison’s Proposed Property Tax Increase: Additional links, notes and emails



I received a kind email from Madison School Board President Ed Hughes earlier today regarding the proposed property tax increase associated with the 2013-2014 District budget.

Your comparison to the tax rates in Middleton is a bit misleading. The Middleton-Cross Plains school district that has a mill rate that is among the lowest in Dane County. I am attaching a table (.xls file) that shows the mill rates for the Dane County school districts. As you will see, Madison’s mill rate is lower than the county average, though higher than Middleton’s. (Middleton has property value/student that is about 10% higher than Madison, which helps explain the difference.)
The table also includes the expenses/student figures relied upon by DPI for purposes of calculating general state aid for the 2012-13 school year. You may be surprised to see that Madison’s per-student expenditures as measured for these purposes is among the lowest in Dane County. Thanks so much for taking the time to write and sending this along – including your helpful post.
I appreciate and will post this information.
That said, and as you surely know, “mill rate” is just one part of the tax & spending equation:
1. District spending growth driven by new programs, compensation & step increases, infinite campus, student population changes, open enrollment out/in,
2. ongoing “same service” governance, including Fund 80,
3. property tax base changes (see the great recession),
4. exempt properties (an issue in Madison) and
5. growth in other property taxes such as city, county and tech schools.
Homeowners see their “total” property taxes increasing annually, despite declining to flat income. Middleton’s 16% positive delta is material and not simply related to the “mill rate”.
Further, I continue to be surprised that the budget documents fail to include total spending. How are you evaluating this on a piecemeal basis without the topline number? – a number that seems to change every time a new document is discussed.
Finally, I would not be quite as concerned with the ongoing budget spaghetti if Madison’s spending were more typical for many districts along with improved reading results. We seem to be continuing the “same service” approach of spending more than most and delivering sub-par academic results for many students. That is the issue for our community.

The Collapse of Science, Not Housing, Ended the American Dream

The job of a scientist is to predict the future and get there first. We do this by looking for patterns in subtle clues; organizing the fragments thoughtfully to project their likely trajectory. It is this process that moves me to write this essay; in essence an epitaph from the future.
After giving a guest lecture at a departmental seminar in one of the nation’s leading medical schools a few weeks ago, I met with a group of eager graduate students and postdoctoral fellows over a lunch of sandwiches and chips as is customary for visiting speakers. I enjoy these sessions immensely as we go around the table and listen to each of the enthusiastic budding scientists share in turn their current research project with passion. This was an exceptionally bright and highly motivated group, but before any of us took a bite of lunch the meeting went off script. No one shared their research. Instead the group confessed fear. Uncertainty and bewilderment for the life choices they had made began to spill out.

I am more optimistic than Fields. continuing the practices of the past does not guarantee similar future results. there are certainly opportunities to re-think our spending priorities. Locally, we could and should eliminate programs such as the expensive and partially implemented Infinite Campus system, among others.




Stagnant School Governance; Tax & Spending Growth and the “NSA’s European Adventure”



The Madison School District’s recent rhetoric around annual property tax increases (after a significant increase in redistributed state tax dollars last year and a “return to normal” this year) is, to the ongoing observer, unsurprising. We appear to be in the Rainwater era “same service” approach to everything, from million$ spent on a partially implemented Infinite Campus to long-term disastrous reading scores.
Steve Coll’s 5 July 2013 New Yorker column nails it:

The most likely explanation is that President Obama never carefully discussed or specifically approved the E.U. bugging, and that no cabinet-level body ever reviewed, on the President’s behalf, the operation’s potential costs in the event of exposure. America’s post-September 11th national-security state has become so well financed, so divided into secret compartments, so technically capable, so self-perpetuating, and so captured by profit-seeking contractors bidding on the next big idea about big-data mining that intelligence leaders seem to have lost their facility to think independently. Who is deciding what spying projects matter most and why?

The Madison School Board should limit the school property tax hike to the rate of inflation next year, even if that means scaling back a proposed 1.5 percent across-the-board salary increase for school district employees, says member Mary Burke.
“I think in an environment where we’ve seen real wages in Dane County decrease, and a lot of people are on fixed incomes, we have to work as hard as possible to limit any increase to the inflation rate,” Burke said Tuesday in an interview.

But School Board discussions have focused around reducing the proposed salary hike, and cutting back on facility maintenance to pare down the $392 million proposed budget enough to bring the property tax increase to 4 or 5 percent, board President Ed Hughes told me.
The district under state law could increase its levy by as much as $18,385,847 or 9 percent. Keeping the increase to around the rate of inflation would mean an increase of less 2 percent.

Board member TJ Mertz can’t vote on salaries because his wife is a teacher’s aide with the school district, he told me, but he has long been outspoken in his belief in good pay for teachers to ensure the best academic achievement for students.
“As a citizen, I understand our staff needs to be compensated,” he said, adding that teachers have taken losses in take-home pay since they were required to begin making contributions to their pensions in 2011. “If the state won’t invest in our children, it has to come from the property tax,” he said.
Mertz said he would prefer a tax increase steeper than the 4 percent or 5 percent the board as a whole is focusing on. “I firmly believe the most important thing we can do is invest in our students; the question should not be what property tax levy can we afford,” he said.

Several School Board members interviewed for this story stressed that the 2013-2014 budget will be a transitional one, before a broad re-evaluation of spending planned by Cheatham can be conducted.

Yet, it would be useful to ask if in fact programs will be reviewed and those found wanting eliminated. The previous Superintendent, Dan Nerad, discussed program reviews as well.

Skyward: State gave competitor unfair bidding edge for school IT system

In choosing a company to design a computer-based student-information system for all of Wisconsin’s public schools, the state put a local bidder at a disadvantage after it removed an evaluator and incorrectly calculated cost proposals, according to a protest filed Friday.
The challenge to the outcome of the Department of Administration’s procurement process for a statewide student-information system vendor comes from Stevens Point-based Skyward Inc., which provides school management software to 221 Wisconsin school districts covering 39% of the state’s students.
The company’s formal protest comes two weeks after the department announced it intended to negotiate a contract with rival bidder Infinite Campus, a school software company from Minnesota serving fewer districts in Wisconsin. The department said Infinite Campus earned the highest technical score and lowest cost bid.
The contract to build the system could be worth between $60 million and $90 million over the next decade, according to details provided by Skyward.
Department spokeswoman Stephanie Marquis defended the state’s procurement procedure, saying that it identified the best product for the best price in a transparent process free of outside influence.

Milwaukee Public Schools plans to expand districtwide a pilot program in which schools ditch traditional letter grades. Instead of A, B, C, D and F, teachers will compare students to a list of things the state expects students to know on core subjects in each grade and mark their skills advanced, proficient, basic or minimal. It’s called a “standards-based report card.”
The idea has some merits and several significant flaws.
Parents and students benefit from objective, specific standards for academic performance. If a father knows Julia must learn to define a story’s theme in second grade, he can ask her to do so when they read together. Grading metrics can also help counter grade inflation, where teachers give students high marks they have not earned. A 2005 ACT study found high school grades inflated 12.5% between 1991 and 2003.

The Madison School District implemented the ill-advised middle school “standards – based report cards” several years ago. Unfortunately, this initiative was incompatible with the multi-million dollar “Infinite Campus” system.




Madison School District Strategic Plan Update

I recently attended the third annual update to the 2009 Madison School District Strategic Plan. You can follow the process via these notes and links.
I thought it might be useful to share a few observations on our local public schools during this process:

  • General public interest in the schools continues to be the exception, rather than the norm.
  • I sense that the District is more open to discussing substantive issues such as reading, math and overall achievement during the past few years. However, it does not appear to have translated into the required tough decision making regarding non-performing programs and curriculum.
  • MTI President Kerry Motoviloff recent statement that the District administration has “introduced more than 18 programs and initiatives for elementary teachers since 2009”.
  • Full teacher Infinite Campus use remains a goal, despite spending millions of dollars, money which could have gone elsewhere given the limited implementation. Unfortunately, this is a huge missed opportunity. Complete course syllabus, assignment and gradebook information would be a powerful tool when evaluating achievement issues.
  • The implementation of “standards based report cards” further derailed the Infinite Campus spending/implementation. This is an example of spending money (and time – consider the opportunity cost) on programs that are actually in conflict.
  • The District continues to use the oft criticized and very low benchmark WKCE as their measure. This, despite starting to use the MAP exam this year. Nearby Monona Grove has been using MAP for some time.
  • Three Madison School Board members attended: Mary Burke, James Howard and Ed Hughes.
  • UW-Madison school of Education dean Julie Underwood attended and asked, to my astonishment, (paraphrased) how the District’s various diversity programs were benefiting kids (and achievement)?

The only effective way forward, in my view, is to simplify the District’s core mission to reading, english and math. This means eliminating programs and focusing on the essentials. That will be a difficult change for the organization, but I don’t see how adding programs to the current pile benefits anyone. It will cost more and do less.
Less than 24 hours after I attended the MMSD’s Strategic Plan update, I, through a variety of circumstances, visited one of Milwaukee’s highest performing private/voucher schools, a school with more than 90% low income students. The petri dish that is Milwaukee will produce a far more robust and effective set of schools over the next few decades than the present monolithic approach favored here. Parents understand an ‘A,’ but what about a ‘yellow’ on a school report card?

Parents might know what an A means when they see it on a report card, but what if their school was graded “blue?”
The state Education Department is backing away from its plan to grade schools using three colors — red, yellow and green — to one that would use five colors, saying it would be more helpful to parents.
But several education advocacy groups say the new plan is better than the “traffic light,” but still falls short of a report card system they said works well in other states and gives parents a clear indication of a school’s progress.
“We’re glad to hear about the five categories — a big improvement for the new public reporting system,” said Amber Arellano, executive director of the Education Trust -Midwest. “We still think parents intuitively understand an A to F system better than a color system. For example, what does “yellow” mean to a parent in terms of school quality?”

Madison adopted a “standards-based” report card for middle schools several years ago. Unfortunately, it was not, at the time, compatible with the then new “infinite campus” system. Has this changed?




Is $14,858.40 Per Student, Per Year Effective? On Madison Superintendent & School Board Accountability…



Oh, the places we go.
I’m glad Matt DeFour and the Wisconsin State Journal obtained the most recent Superintendent Review via open records. We, as a community have come a long way in just a few short years. The lack of Board oversight was a big issue in mid-2000’s competitive school board races. Former Superintendent Art Rainwater had not been reviewed for some time. These links are well worth reading and considering in light of the recent Superintendent review articles, including Chris Rickert’s latest. Rickert mentions a number of local statistics. However, he fails to mention:

  1. Despite spending nearly $15,000 per student annually, our Reading Results, the District’s job number one, need reform. 60% to 42%: Madison School District’s Reading Recovery Effectiveness Lags “National Average”: Administration seeks to continue its use. This is not a new topic.
  2. The District’s math program has been an issue for some time, as well (Math Forum).
  3. How does Madison compare to the World, or other US cities? We can and should do much better.
  4. What is happening with Madison’s multi-million dollar investment (waste?) in Infinite Campus? Other Districts have been far more successful implementing this important tool.
  5. Are the District’s tax expenditures well managed?

With respect to the current Superintendent Review, the job pays quite well (IRS income distribution data: table 7), so I believe the position should be fully accountable to parents and taxpayers. Matthew DeFour:

In 2014, Madison superintendent Dan Nerad qualifies for a $37,500 payment for six years of service, which like Gorrell’s would be paid into a retirement account. Nerad already receives an annual $10,000 payment into his retirement account, which is separate from his state pension and in addition to a $201,000 yearly salary.

The current rhetoric is quite a change in just 8 years. (Why did things change? A number of citizens care, decided to run for school board – won – and made a difference…) I certainly hope that the Board and community do not revert to past practice where “we know best” – the status quo – prevailed, as the Obama Administration recently asserted in a vital constitutional matter:

Holder made clear that decisions about which citizens the government can kill are the exclusive province of the executive branch, because only the executive branch possess the “expertise and immediate access to information” to make these life-and-death judgments.
Holder argues that “robust oversight” is provided by Congress, but that “oversight” actually amounts to members of the relevant congressional committees being briefed. Press reports suggest this can simply amount to a curt fax to intelligence committees notifying them after the fact that an American has been added to a “kill list.” It also seems like it would be difficult for Congress to provide “robust oversight” of the targeted killing program when intelligence committee members like Sen. Ron Wyden (D-Ore.) are still demanding to see the actual legal memo justifying the policy.

Budget & Wisconsin School Accountability

The perils of another strategy, finding lower-cost ways to deliver state services, shows up in another Journal Sentinel story this morning on the notable absence of a common school accountability system for all schools receiving public revenue in a new piece of education legislation. Erin Richards writes of the bill:

What is not mentioned in the story is that an identical public, private, and charter school accountability system is functionally impossible, and undesirable. The presence of religion in private choice schools for example requires that the schools spend (and document the purpose of) every dollar they receive annually through the choice program so as not to have a surplus that could be seen as aiding religion. In comparison, having and carrying over a surplus in a public school district may actually be a sign of responsible budgeting. And the heart of the charter school concept is a third party authorizer that serves as the accountability agent. A common accountability system undermines the very idea of a charter school.
More important, if choice and charter face identical public school rules and regulations, there is every reason to expect them to be nothing more than poorly funded public schools that may save the state money, but not increase educational quality. What is needed is a way to ensure all of our schools are accountable and transparent, not identical regulation.

Related: notes and links on Madison’s multi-million dollar Infinite Campus expedition… I’m not sure that a state-wide system makes sense. Rather, the state might create a set of data reporting “standards” that allows local Districts to collect and manage information in the way that they prefer.

After a marathon bargaining session that lasted from Friday morning into early Saturday morning, the school district and MTI, our teachers union, settled on the terms of a two-year collective bargaining agreement for our teachers and four other bargaining units that will take effect on July 1. As is true for most negotiations, the terms of the final agreement varied considerably from the parties’ initial offers (discussed in my previous post). The school board ratified the agreement on Saturday and MTI membership voted to approve the pacts today, Sunday.

Madison School Board Priorities: Ethics, Achievement, or ?



TJ Mertz makes a great point here:

Last up, is “Next Steps for Future Board Development Meetings and Topics.’ Board development is good and important, but with only 2/3 of the term left I hate to see too much time and energy devoted to Board Development.
I keep coming back to this. Every year about 1/3 of the time and energy is devoted to budget matters, that leaves 2/3 to try to make things better. Put it another way; it is September, budget season starts in January. Past time to get to work.
This just leaves the closed meeting on the Superintendent evaluation. Not much to add to what I wrote here. My big point is that almost all of this process should be public. I will repost the links to things that are public:

Charlie Mas continues to chronicle, in a similar manner to TJ, the Seattle School Board’s activities.
In my view, the Madison School Board might spend time on:

  • Public Superintendent Review, including oversight of the principal and teacher review process. Done properly, this should improve teaching effectiveness over time. This process should include full implementation of Infinite Campus. Infinite Campus is a potentially powerful tool to evaluate many activities within the District.
  • Implement a 5 year budget.
  • Evaluate ongoing MMSD Programs for their effectiveness, particularly from a spending and staffing perspective.

Voters will have another chance to weigh in on the Madison School Board during the spring, 2011 election, when seats currently occupied by Ed Hughes and Marj Passman will be on the ballot. Those interested in running should contact the City of Madison Clerk’s office.

    Presently we do not have a policy that describes expectations regarding the performance of School Board members. The Committee developed this list on the basis of similar policies adopted by other Boards as well as our own discussion of what our expectations are for each other. The Committee members were able to reach consensus on these expectations fairly quickly.
    Expectation No.4 refers to information requests. We realize that current MMSD Policy 1515 also refers to information requests, but our thinking was that the existing policy addresses the obligation of the superintendent to respond to information requests. We do not currently have a policy that addresses a Board member’s obligation to exercise judgment in submitting information requests.
    Expectation No. 10 is meant to convey that School Board members hold their positions 24-hours a day and have a responsibility to the Board always to avoid behavior that would cast the Board or the District in a poor light.

Although the overall intent appears to remain similar to existing policy, I recommend the existing language because I think it does a better job of expressly recognizing the competing interests between the “beliefstatements” and a Board Member’s likely right, as an individual citizen (and perhaps as a candidate for office while simultaneously serving on the Board) to accept PAC contributions and or to make a statement regarding a candidate. Perhaps the langnage could make clear that no Board Member may purport to, or attempt to imply, that they are speaking for the School Board when making a statement in regard to a candidate for office. That is, they should be express that they are speaking in the individual capacity.

Abstract
Annual student testing may make it possible to measure the contributions to student achievement made by individual teachers. But would these “teacher value added” measures help to improve student achievement? I consider the statistical validity, purposes, and costs of teacher value-added policies. Many of the key assumptions of teacher value added are rejected by empirical evidence. However, the assumption violations may not be severe, and value-added measures still seem to contain useful information. I also compare teacher value-added accountability with three main policy alternatives: teacher credentials, school value-added accountability, and formative uses of test data. I argue that using teacher value-added measures is likely to increase student achievement more efficiently than a teacher credentials-only strategy but may not be the most cost-effective policy overall. Resolving this issue will require a new research and policy agenda that goes beyond analysis of assumptions and statistical properties and focuses on the effects of actual policy alternatives.
6. CONCLUSION
A great deal of attention has been paid recently to the statistical assumptions of VAMs, and many of the most important papers are contained in the present volume. The assumptions about the role of past achievement in affecting current achievement (Assumption No. 2) and the lack of variation in teacher effects across student types (Assumption No. 4) seem least problematic. However, unobserved differences are likely to be important, and it is unclear whether the student fixed effects models, or any other models, really account for them (Assumption No. 3). The test scale is also a problem and will likely remain so because the assumptions underlying the scales are untestable. There is relatively little evidence on how administration and teamwork affect teachers (Assumption No. 1).

Tension grows over Seattle teacher evaluations

Seattle Public Schools wants teacher evaluations and student performance joined at the hip, but the teachers’ union is taking issue with how the district plans to fuse those two factors.
A proposal that would tie teacher evaluations to student growth prompted a 2,000-word refutation e-mail from the Seattle Education Association earlier this week, a sign of friction in ongoing contract negotiations.
“Their mechanized system is one of minimal rewards and automated punishments,” union leaders wrote to members Wednesday.
That statement was sent in response to an e-mail teachers received this week from public schools Superintendent Maria Goodloe-Johnson. She detailed how the school plans to roll out parts of its bargaining proposal — specifically factors related to how teachers’ performances are evaluated.
The district is proposing an four-tier evaluation system that would roll out over two years. Teachers who chose to be evaluated base on to “student growth outcomes and peer and student feedback” would be eligible for perks, including an immediate 1 percent pay increase, eligibility for stipends and other forms of “targeted support.”

I was impressed with Susan Troller’s recent article on Teacher Accountability and the Madison School District, particularly her inquiry to Lisa Wachtel:

The district’s recent decision to provide professional development time for middle and high school teachers through an early release time for students on Wednesdays is part of this focus, according to Wachtel. The district has sponsored an early release time for elementary school teachers since 1976.
She admits there isn’t any data yet to prove whether coaching is a good use of resources when it comes to improving student achievement.
“Anecdotally we’re hearing good things from a number of our schools, but it’s still pretty early to see many specific changes,” she says. “It takes consistency, and practice, to change the way you teach. It’s not easy for anyone; I think it has to be an ongoing effort.”

This is certainly not the only example of such spending initiatives. Jeff Henriques has thoughtfully posted a number of very useful articles over the years, including: Where does MMSD get its numbers from? and District SLC Grant – Examining the Data From Earlier Grants, pt. 3. It appears that these spending items simply reflect growing adult to adult programs within the K-12 world, or a way to channel more funds into the system.
I believe it is inevitable that we will see more “teacher evaluation” programs. What they actually do and whether they are used is of course, another question.
Ideally, every school’s website should include a teacher’s profile page, with their CV, blog and social network links, course syllabus and curriculum notes. Active use of a student information system such as PowerSchool, or Infinite Campus, among others, including all assignments, feedback, periodic communication, syllabus, tests and notes would further provide useful information to parents and students.




Google Apps (email, docs & calendar) for Madison School District Staff & Students Proposed by the Administration

Technical Services has planned to replace our Eudora student email system since 2008 and identified this as Activity 50 in the June 2010 Technology Plan, approved by the Board of Education. Consideration has also been given to replacing our GroupWise staff email system since instability of the web version ofthis system became a problem beginning in October 2009. Demands on our staff email system have always been greater due to our need for highly secure, robust and reliable local and remote access, shared calendaring, and integration with an archival system allowing for a seven year retention. This has been a complicated system and is core to many critical business and legal functions ofthe District.
An request for proposals (RFP) for alternatives to replace our student email, with the caveat that our staff email might be considered as well, was released in fall 2009, generating responses from nine vendors, representing 11 products. Both Microsoft’s Live@edu and Google’s Gmail have been final contenders for student email and following product reviews in March by 13 teachers, six technical staffand four administrators, consensus built around migrating both student and staff email to Gmail. In addition to email, Google Apps for Education includes access to a wide variety ofGoogle tools including Docs (word processing, spreadsheets, presentations, fonus) and Google calendar.
Financial considerations:

  • Moving to Gmail for both students and staff will enable free email account hosting and cost $67,320/yr for the use ofPostini for staff email archiving. We will continue to use Novell’s ZenWorks for desktop application maintenance, at a cost of $28,000/yr through the 2010-2011 fiscal year. This approach would cost $95,320/yr. Discussion around creating and maintaining Gmail accounts from Infinite Campus and Lawson, as well as migrating staff calendars and live email accounts has not concluded whether consulting help will be required, although discussions with other school districts suggest we may not need external assistance. Should technical assistance be required we would hire consulting support on a time and materials basis, for this help.
  • If instead, the District stayed with GroupWise bundled with ZenWorks, Novell’s annual maintenance would be $54,378/yr. Continuing use our current staff email archive product would cost $29,300/yr. This approach would cost $83,678/yr, an annual savings ofless than $12,000. However, this approach will continue to require growth in data storage and requires an estimated 0.5 FTE allocation to maintain.

Yale delays switch to Gmail

The changeover to Google as Yale’s e-mail provider has been put on hold.
Information Technology Services has decided to postpone the University’s move from the Horde Webmail service to Google Apps for Education, a suite of communication and collaboration tools for universities, pending a University-wide review process to seek input from faculty and students. After a series of meetings with faculty and administrators in February, ITS officials decided to put the move on hold, Deputy Provost for Science and Technology Steven Girvin said.
“There were enough concerns expressed by faculty that we felt more consultation and input from the community was necessary,” he said in an e-mail to the News.
The idea to switch to Google Apps for Education — which includes popular programs such as Gmail, Google Calendar and Google Docs — arose during an ITS internal meeting around Christmas, computer science professor Michael Fischer said. After ITS notified faculty members and administrators of the plan in February, several expressed reservations about the move, and ITS officials decided to convene a committee to discuss the situation.
Google has been at the center of a number of recent controversies relating to privacy, security and intellectual property issues. The introduction of the Google Buzz social networking service in February, which automatically allowed Gmail users to view the contacts of members in their address books, raised concerns among privacy advocates. Interestingly, the Madison School District has used its website and Infinite Campus system to advocate on behalf of (private company) Google, for a fiber network deployment in Madison.
While I strongly support pervasive high speed networks, I don’t agree with the District’s advocacy, in this case. They should, simultaneously, link to privacy concerns, such as those expressed at Yale, regarding Google’s services.




Madison School District Talented and Gifted Education Plan Update

Identification Criteria – Several action steps within Goal 1 are based on the need for a clearly defined criteria and process to identify students as talented and gifted. The Talented and Gifted (TAG) Division staff has established and confirmed identification criteria including: 1) consideration of students’ levels of academic performance; 2) grade level performance data employing the historical two-year above grade level as a marker; and 3) consideration of several student data sources, including input and information from teachers and family. Work will continue into the spring semester to incorporate these data sources to create a student profile and, pending individual student performance level indicators, a Differentiated Education Plan (DEP) for students.
Monitoring Model – TAG staff continues work with the Research and Evaluation Department to create a model for student data analysis to aid in identification. These models will be research- based and provide the information needed to make identification, programming, and additional diagnostic decisions pertaining to individual students. It has been determined that the Student Intervention Monitoring System (SIMS) can be used as the tracking and reporting system. It currently containing much of the student information needed, including assessment and other data from Infinite Campus, that will make up the student profile component of a TAG student report. T AG staff will use SIMS in the current form to develop student profiles and Differentiated Education Plans (DEPs). Next steps include customizing reports in SIMS to meet future documentation/Plan development needs=




Homework-tracking Web sites won’t work without teacher input

My former Post colleague Tracy Thompson has two daughters in a Washington area school district. I promised not to say which one. It doesn’t matter, because the issue she raises involves all high-tech schools, of which we have many.
People aren’t using the new Web features designed to help families. Is it because parents like me are technophobes? Not entirely. The reluctant participants who concern Thompson are teachers.
Both of Thompson’s kids have attention-deficit hyperactivity disorder. They have trouble getting their work done. Her school district, like several in the area, has Web sites on which parents can see their children’s assignments. That way, they cannot be fooled by sly evasions when they ask their children, sitting in front of the TV, whether they have any homework.
Thompson was delighted to discover the Web homework schedules when her older daughter was a sixth-grader. Disappointment followed, she said, when “I found out only about half of her teachers used it. Some teachers were weeks behind in updating the info. My older daughter is off to high school next year and has matured amazingly over the past three years, so I don’t have to worry that much about her stuff anymore. But now my younger daughter is in third grade, and I am in my second year of trying to get her teachers to use the Web.”

Madison West High School Principal Update, November, 2009

This update will address some of the concerns that have been raised since the beginning of the year as well as review many of the major initiatives, events and programs at West during the 2009-10 school year.
District Concerns
High school pupil/teacher ratios for allocation purposes have remained static or been reduced. All four high schools struggle with allocation issues and every school but Lafollette has classes above 30.
In a system where we are working with a finite allocation and have to respond to a set number of required courses first, electives may have to be capped so that required courses can be staffed. As a result we guarantee that all students will have access to the required courses needed to graduate within their four-year high school career.
West High School Concerns
The first issue I would like to address is the misinformation reported to the West High School Community regarding our enrollment numbers here at West. I would like to clarify what our enrollment numbers are, and then explain how that mistake was made. The second issue involves our scheduling practices. Concerns related to scheduling were raised by numerous students and parents this Fall, and there were questions and concerns at grade level meetings as well.
I take full responsibility for the manner and content of the information that was shared with the West community regarding enrollment numbers this Fall. This was a human error, not a computer error. Infinite Campus has the ability to generate enrollment numbers in two ways. One screen calculates and displays all students linked to West, including those in alternative programs. For example, a student attending Shabazz is still listed on that screen as a West Student. A second screen does not include all students linked to West; instead, only students physically attending West, and serviced through our site based allocation. Simply put, I relied on information from the incorrect screen generated on Infinite Campus. I apologize for the frustration this mistake regarding enrollment numbers caused.
Each year we closely plan our scheduling procedures and attempt to implement a process that is equally efficient and effective. This Fall particularly, we have heard concerns from a number of students and parents; primarily dissatisfaction with the availability of certain course offerings. Community Background as the Madison School District Considers Further Property Tax Increases Monday Evening



The Monday, October 26, 2009 Madison School Board meeting agenda will include a discussion (and presumably a vote) on the upcoming property tax rate increases. The board approved a tax hike earlier this year to make up for a reduction in state income tax and fees redistributed to local school districts due to the “Great Recession”. Reductions in property tax assessments (“Of the 73,024 parcels in the City, 53.6% are being changed (6,438 increases and 32,728 reductions”) may further drive taxes upward, certainly a challenge given current conditions.
Superintendent Dan Nerad proposed – and passed – a three year referendum that authorized spending and tax increases while providing time for the Administration to, as Board member Ed Hughes stated “put into place the process we currently contemplate for reviewing our strategic priorities, establishing strategies and benchmarks, and aligning our resources.” Ed’s “Referendum News” is worth reading.
I’ve summarized a number of links from the 2008 referendum discussion and vote below.

It will be interesting to see what, if anything happens with the recent math, fine arts, talented and gifted task forces and the full implementation of “infinite campus“, which should reduce costs and improve services.




Data-Driven Schools See Rising Scores

Last fall, high-school senior Duane Wilson started getting Ds on assignments in his Advanced Placement history, psychology and literature classes. Like a smoke detector sensing fire, a school computer sounded an alarm.
The Edline system used by the Montgomery County, Md., Public Schools emailed each poor grade to his mother as soon as teachers logged it in. Coretta Brunton, Duane’s mother, sat her son down for a stern talk. Duane hit the books and began earning Bs. He is headed to Atlanta’s Morehouse College in the fall.
If it hadn’t been for the tracking system, says the 17-year-old, “I might have failed and I wouldn’t be going to college next year.”
Montgomery County has made progress in improving the lagging academic performance of African-American and Hispanic students. See data.
Montgomery spends $47 million a year on technology like Edline. It is at the vanguard of what is known as the “data-driven” movement in U.S. education — an approach that builds on the heavy testing of President George W. Bush’s No Child Left Behind law. Using district-issued Palm Pilots, for instance, teachers can pull up detailed snapshots of each student’s progress on tests and other measures of proficiency.
The high-tech strategy, which uses intensified assessments and the real-time collection of test scores, grades and other data to identify problems and speed up interventions, has just received a huge boost from President Barack Obama and Education Secretary Arne Duncan.

An Economist, an Academic Puzzle and a Lot of Promise

Early in his career, Paul Romer helped solve one of the great puzzles of economics: What makes some economies grow faster than others? His “new growth theory” might one day earn him a Nobel prize.



Then a decade ago, Romer, by then a professor at Stanford University, decided to tackle what may be an even tougher puzzle: Why were so many of his students coming to class unprepared and disengaged?



Romer’s quest began with the proposition that the more time students put into their studies, the more they learn. As Malcolm Gladwell demonstrates in his new book, “Outliers,” that’s certainly true in many other areas of human endeavor — the more you practice scales or swing a club, the better you are at playing piano or hitting a decent golf shot. Why should learning economics be any different?



It took some noodling around, but two years later, Romer raised $10 million in venture capital to start a software company he called Aplia. The idea was to develop interactive exercises that students could do in conjunction with the most widely used college economics textbooks. Students would answer questions, then get immediate feedback on what they got right and wrong, along with some explanations that might help them get it right on a second and third try. Aplia’s team of young Ph.D. economists and software programmers also devised laboratory experiments in which the entire class could participate in simulated markets that give students a practical understanding of concepts like money supply and demand curves.

Locally, the Madison School Board is discussing a proposed technology plan this evening. Ideally, before any more is spent, the Infinite Campus system should be fully implemented, and used by teachers, staff and students. Once that is done, there are many possibilities, including this example.




Positive Behavior Intervention and Support (PBIS) Implementation in the Madison Middle Schools

The data for this report comes from both information that has been entered in to Infinite Campus and school based alternate data collection system, Documenting behavior referrals is inconsistent across middle schools both in terms of what is recorded and where it is recorded.
This is an issue we will address as we move forward,
Also included in the report is a variety of “tools” recommended for use by the PBIS network and examples of how these tools are being used in the schools, One of the tools included for each school is the Self-Assessment Survey School Wide System Analysis, Each staff member at an individual school has been given the opportunity to rate if they feel that various systems in their school are in place, A fully implementing school will have scores at 80% or above on all scales, This tool is used to assist schools in future planning, pointing out areas of need as well as strength,
Another tool included is “Tier Analysis”, The goal is to have the following percentages represented at an individual school:
Tier 1 – Universal systems (students receiving 0-1 behavior referral, and needing only universal supports) = 80-90% of students
Tier 2 – Secondary systems (students receiving 2-5 behavioral referrals and needing some form of secondary intervention) = 5-10% of students
Tier 3 – Tertiary systems (students receiving 6+ behavioral referrals and needing some form of tertiary intervention) = 1-5 % of students
As schools reach high fidelity implementation levels at each tier, further training and support is provided at the following tier next more intensive tier.

Middle School Report Cards Continues



Several parents from Jefferson Middle School have been meeting with Dr. Nerad and administrators to discuss the evolution of the standards based report cards in Middle School.
After much research on my part, it is clear standard based report cards are the “new” thing and a result of NCLB. It is easily adaptable at the elementary school, but very FEW school districts have implemented these changes in the middle school and in the high school it is almost nonexistent due to the difficulty adapting them for college entrance. It seems the goal of standard based report cards from the NCLB legistation is to make sure teachers teach the standards. It is kind of backwards that way but many teachers feel it makes sure they cover all the required standards.
Our local concerns and response from district include:

  1. Infinite Campus, which was up and running last year is no longer functioning for middle school students.
    Their response: Yes there are problems and we have provided training but the staff have not taking us up on the paid training made available.
    My response: If you are going to implement a change, since when is it optional to learn a new system the district is implementing. My daughter has no grades, assignments, or anything on IC accept the final grade. When asked if this will be mandatory in the future I was told we have no idea and we can’t promise that it will be. It is clear after two meetings and several discussion with Lisa Wachtel that IC will not accommodate standards based grading. Basically elementary students will never be up. She projected 5 years and the middle school while up it is not easy to use the grade book for a program designed for 100% grading. I am only left to believe 2/3 of MMSD students will not benefit from a potentially good way for parents to stay informed about their students progress, grades, test, assignments, etc…..

  2. While some areas are better (Language Arts, Spanish, PE) evaluation includes written, oral,as well as comprehension for the languages, and for PE it includes evaluation for knowledge, skill, and effort.
    In Math my child made a 4 on Content 1, 2 on Content 2, 1 on Content 3, and a 3 on Content 4. She received a cummulitative grade of D. When I add 4 + 3 + 2 + 1 and divide by 4 it equals 2.5 which is not a D. After much research I found out each area is weighted different which is not explained on the report card. I also asked and it required much investigation to find out what each content area (1,2,3,4) was evaluating. She clearly understands one of them and has poor understanding in the one weighed higher but I had no idea what they were as they were only labelled by a number.
    Administration response: Math is a problem we are working on.

I accept with many reservations that we are doing standards based reporting for middle school students. I am angry that the district picked Infinite Campus at about the same time they were discussing going to Standards Based Report cards and did not realize 2/3 of the students will not benefit from IC. I am also upset that a pilot of the middle school report card was not conducted with staff, parents and student input. At Jefferson the staff feel under trained, overwhelmed and as though this was pushed down their throats. It says to me the staff were not consulted. When the staff person that was in charge of training the rest of the staff at Jefferson is not even using the I.C. it says a lot about the implementation of the middle school reporting. As far as standards based report cards moving to high school for MMSD, this would be very difficult. Not just due to college entrance but because MMSD high schools do not have standards to base the report cards upon.




No middle school report cards??!!



I received a newsletter in the mail yesterday from Toki Middle School, where my son is now a sixth-grader. The principal’s letter says:
“With the introduction of standards-based middle school report cards, we decided to send first quarter progress reports only to students currently not meeting grade level standards in curricular areas.”
So, assuming my child meets the standards, he just doesn’t matter? He’s not worth the time to figure out how to fill out the new report cards? The teachers are taking an extra half day today (early release: 11:30) to work more on dealing with these new report cards – and they’ve already taken at least one or two other days – but it’s still too hard to give my child a report card?
What if I want to know how well my child is doing? What if I want to know if he’s EXCEEDING the standards? Oh, wait…. I forgot. MMSD doesn’t care if he exceeds them. They just want to know if he MEETS them. God forbid I learn how MUCH he’s exceeding them by, or if he’s just skating and is merely meeting the standards. Or if he excels in one subject but is simply OK in another. We went through this in elementary school, so I suppose it should be no surprise that it’s happening in middle school.
I know there’s a teacher conference coming up, but if they’re not giving us report cards, then I’m thinking 15 minutes isn’t enough time to really lay out my child’s strengths and weaknesses in several different subjects. It’s not enough time for the teacher to give me a thorough assessment of my child’s progress. Oh, wait….I forgot. MMSD doesn’t care about giving me a thorough assessment. Judging from our experience in elementary school, the teachers just want you in and out of there as quickly as possible. They don’t want to answer my questions about how we can help him at home so he can do better in any subjects. (“Your son is a joy to have in class. He’s doing well in all subjects. He talks a little too much, but we’re working on that. Thanks for coming!”)
They DID send home a note asking if I needed to meet with any of his Unified Arts teachers (in addition to just his homeroom teacher) – but I checked no, because I assumed we’d be getting report cards with information from all his teachers! Nice of MMSD to wait until AFTER those papers had been turned in to let us know we wouldn’t be GETTING report cards. (Yes, I’ll be emailing the principal to let her know I’ve changed my mind.)
Oh, and I CAN sign in to Infinite Campus to see what’s going on with my child’s record (which hopefully is updated more often that the Toki Web site, which we were told would be updated every three or four weeks, but hasn’t been updated since before the beginning of school). But to do this, I have to **go into the school during school hours** with a photo ID. I can’t just use social security numbers or anything else to access this online. Could they be more clear in the message that they’d rather you not use Infinite Campus?
Isn’t it bad enough that MMSD doesn’t do thorough third-quarter report cards, because they believe not enough time has elapsed between the second and third quarters to make any discernible improvement? If my child isn’t making any improvement, if my child’s work isn’t worthy of a report card, then WHAT’S HE DOING IN SCHOOL?
We moved here four years ago, so looking forward to the “great” Madison schools. We couldn’t have been more wrong. My bright children are lagging. My sixth-grade son who tested as gifted before we moved to Madison is no longer (witness his dropping test scores – oh, wait…they’re still average or above, so MMSD doesn’t care).
I’ve brought up my concerns repeatedly. I’ve offered constructive suggestions. I’ve offered to help, at school and at home. I did two years as a PTO president in the elementary school and struggled unsuccessfully to get improvements. I might as well have thrown myself in front of a semi truck for all the good it’s done and for how beaten down I feel by this school system. The minute this housing market turns around, I’m investigating the nearby schooling options with an eye toward getting the heck out of here. I’m SO FED UP with MMSD and it’s reverse-discrimination against children who are average and above.

Online Grading Systems Mean No More Changing D’s to B’s

Parents and students in a growing number of Washington area schools can track fluctuations in a grade-point average from the nearest computer in real time, a ritual that can become as addictive as watching political polls or a stock-market index.
The proliferation of online grading systems has transformed relations among teachers, parents and students and changed the rhythm of the school year. Internet-based programs including SchoolMAX and Edulink are pushing mid-term progress reports into obsolescence. Prospective failure is no longer a bombshell dropped in a parent-teacher conference. A bad grade on a test can’t be concealed by discarding the evidence. A student can log on at school, or a parent at work, to see the immediate impact of a missed assignment on the cumulative grade or to calculate what score on the next quiz might raise an 89.5 to a 90. Report cards hold little surprise.
“Half of the time, I know what grade my daughter got on something before she does,” said Susan Young, mother of an eighth-grader at Montgomery Village Middle School in Montgomery County.
Parents say the programs reconnect them to the academic lives of their children, a relationship that can decay as students move from elementary to middle and high school.

The Madison School District uses a system called “Infinite Campus“. A number of nearby districts use Powerschool, among others.

A few interesting items:

  • Mitchell Nathan proposed a change to the name of the Work Group to more authentically describe its intent. There was consensus to accept the change in designation for the Work Group from “Curriculum Review and Research Findings” to “Learning from Curricula.”
  • “Addresses the misconception that there is one curriculum. There are a number of curricula at play, with the exception of the narrowing down at the middle school level, but teachers are also drawing from supplementary materials. There are a range of pathways for math experiences. The work plan would give an overview by level of program of what exists. “
  • “Could say that variety is good for children to have places to plug into. Could expand on the normative idea of purchasing commercial curricula vs. richer, in-house materials. Standards tell the teachers what needs to be taught. Published materials often are missing some aspect of the standards. District tries to define core resources; guides that help people with classroom organization.” Fascinating, given the move toward one size fits all in high school, such as English 9 and 10.
  • “Want to include a summary of the NRC report that came out in favor of Connected Math but was not conclusive—cannot control for teacher effects, positive effects of all curricula, etc. “
  • “Would like to give some portrayal of the opportunities for accelerated performance — want to document informal ways things are made available for differentiation. “
  • “Include elementary math targeted at middle school, e.g., Math Masters. There is information out there to address the Math Masters program and its effect on student achievement.”
  • “Data are available to conclude that there is equity in terms of resources”
  • “District will have trend data, including the period when Connected Math was implemented, and control for changes in demographics and see if there was a change. No way to link students who took the WKCE with a particular curriculum experience (ed: some years ago, I recall a teacher asked Administration at a PTO meeting whether they would track students who took Singapore Math at the Elementary level: “No”). That kind of data table has to be built, including controls and something to match teacher quality. May recommend that not worth looking at WKCE scores of CM (Connected Math) student or a case study is worth doing. “
  • The Parent Survey will be mailed to the homes of 1500 parents of students across all grades currently enrolled in MMSD math classes. The Teacher Survey will be conducted via the district’s web site using the Infinite Campus System.

Madison parents can track kids’ grades, records online

By Friday, the system, known as Infinite Campus, will be available to all parents of Madison School District middle and high school students. Those students, and parents of elementary students, will be able to tap in sometime after the first of the year.
Parents and students receive individual passwords. Parents can e-mail teachers and see whether their children owe any fees. They also can view, on a single calendar, a summary of important upcoming assignment deadlines and school events for all of their children.
With the arrival of Infinite Campus, Madison becomes the 13th of Dane County’s 16 school districts to offer around-the-clock electronic access to student information.
Officials at the three remaining districts — Marshall, Deerfield and Stoughton — plan to install similar systems soon and Stoughton already permits parents to receive frequent e-mail summaries of their children’s grades. More than 80 percent of Stoughton parents have signed up for the e-mail updates.

The Madison School District should be quite pleased with this effort. Initiatives on this scale are never easy. Certainly, much remains to be done, but lifting off, getting a great deal of staff buy in and opening it up to parents is a significant win.

The report also pointed to the difficulty in accessing course materials via open records requests, citing expensive costs from certain districts to receive requested materials, including more than $5,000 from the Madison Metropolitan School District and more than $1,000 from the Kenosha Unified School District.

The proposed bill would require districts to post a bibliography-style list of curricular materials generated by outside entities and the full text of materials created by the district or a teacher. The list of materials would have to be posted “prominently” on a school district’s website and be updated at least twice each school year — once before it begins and once in January — starting with the 2022-23 school year.

“Parents from all political persuasions deserve the opportunity to learn what is being taught in their schools,” the report stated.

The report also pointed to the difficulty in accessing course materials via open records requests, citing expensive costs from certain districts to receive requested materials, including more than $5,000 from the Madison Metropolitan School District and more than $1,000 from the Kenosha Unified School District.

The Department of Public Instruction offered a fiscal estimate on last month’s CRT bill, including calling the proposed requirement to post curricular materials a “significant administrative burden on staff.” Sikma said that he believes that while starting the process may take an investment, maintaining the list from year to year shouldn’t require much effort.

“Once they get something like this up and running, it’s a matter of maintaining and it’s always easier to maintain than it is to build from the ground up,” Sikma said. “I’d be really surprised if school districts, individual teachers are so significantly revamping from semester to semester what they’re doing in the classroom that it’d really burden them with additional time.”

Harper and other parents who spoke with the Cap Times in the days following the decision said they hoped for more direct interaction with teachers and that the schedule or plans for their students could be communicated a week or two at a time.

During a press conference following the virtual plan announcement, Belmore said MMSD is “working really hard” on how to make the experience better this fall. Assistant superintendent for teaching and learning Lisa Kvistad said they would provide professional development focused on “multiple areas,” and hoped staff would be able to have more live instruction or availability along with projects or assignments for students on their own time.

“We learned a lot from the surveys from parents, teachers and staff about how to make virtual learning more robust when we go back in the fall,” Kvistad said. “So we’re designing clearer roles and responsibilities, we’re looking at how to manage and organize adults in the building to provide rigorous support, we are talking about how to pay attention to the social-emotional wellness of children … and we are also planning on how we can support teacher teams as they work together and deliver synchronous and asynchronous learning to students during the course of the week.”

Kerry Zaleski and Abdul Thoronka moved their incoming sixth-grader to the Wisconsin Virtual Academy for the year because “the infrastructure and everything is already there,” but their incoming sophomore daughter will remain at East High School. Thoronka was briefly laid off from his job in the spring, as well, so he was able to help his then-fifth-grader through learning, while their daughter was able to remain mostly independent.

It would be useful to evaluate teacher, parent and student use of the District’s portal: Infinite Campus…..




Virtual schools see bump in interest as COVID-19 pandemic makes for uncertain fall

In a normal week, Parr fields about five or six phone calls. But in recent weeks, he said he’s been answering easily 70 calls a week from across the region, including many from Madison.

Parr said he could see the online school’s enrollment, which was about 150 full-time students this year and a similar number part-time, double in the fall — if not grow by more.

When in-person classes were canceled in mid-March to stem the spread of the coronavirus, Parr said districts tried their best to transition students to digital learning. But he’s heard from parents about mixed results.

“The No. 1 complaint I hear is, ‘I don’t want to go back to what we were doing,’” Parr said. “I feel for those districts, because that kind of got sprung on them.”

For nearly two decades, virtual charter schools have been an option for Wisconsin students, acting as an outlet for students being severely bullied, children with health problems, expelled students and others seeking flexibility or a different learning environment.

But COVID-19 is a new cause for families to seek the safety of learning remotely as the public health crisis wraps the future of traditional schooling in unknowns.

Enrollment in virtual charters grew steadily in the past five years, with 8,696 students educated in 48 schools this school year — an all-time high on both counts. Four virtual charter schools enrolled 265 students during the 2002-03 academic year, when the model first emerged.

I wonder how the taxpayer supported Madison School District’s “infinite campus” online usage looks today, from the teacher, staff, student and parent perspective?

Madison School District behavior plan updates would push for more alternatives to suspension

After a larger overhaul a year ago, proposed updates to the Madison Metropolitan School District’s Behavior Education Plan for this fall would focus on “tweaks” to language and creating more alternatives to suspensions.

The updates, presented to the School Board Monday night at its Instruction Work Group meeting, would add new language related to drugs, physical contact and inappropriate language.

“This is a narrow proposal that we have in front of you,” said MMSD coordinator of progressive discipline Bryn Martyna. “We also want to make sure that the written policy is still up to date and current with what the board wants and what the board intended when you all passed the last version of it.”

The smaller-scale changes are a continuation of the annual updating process. The BEP outlines various behaviors and the responses, which vary from level 1 — classroom managed, not recorded in Infinite Campus — to level 5 — long-term removal from school, including potential expulsion.

The plan has been controversial since it was created in 2014 under former Superintendent Jennifer Cheatham. Some blame the BEP for a lack of discipline among students, and others say they support the plan’s ideals but question whether the district has done enough to help teachers implement it.

The latest proposal, which the board is expected to vote on at its May 18 meeting, would add using an electronic smoking device to the list of behaviors for which the district offers alternatives to suspension like restorative circles. The BEP lists other specific behaviors that schools are required or encouraged to develop alternatives to suspension for, but the update would add language encouraging such alternatives to be explored for “any other behaviors” that are not specifically listed.

‘A lot of wasted time’: Milwaukee parents and advocates say MPS has been too slow to start virtual learning

It’s been seven weeks since her 10-year-old son’s school was forced to close because of the coronavirus, and Crystal Manuel has been frustrated.

She gets a weekly robocall from his principal at Townsend Elementary School in Milwaukee. But until Friday, she had yet to hear from any of his teachers.

He shares the family laptop with his older brother because he hasn’t received the Chromebook from his school. And while he could access Milwaukee Public Schools’ educational games, virtual field trips and other online resources, Manuel said, until Friday, there were no actual assignments, no interactions with teachers and no clear explanation of expectations.

“I have educators in my family that live in different states, and I see teachers calling students, doing Zoom, texting, FaceTiming — even teachers working with kids through windows and doors,” said Manuel, who wants her son to have the same kind of learning experience.

“It’s just discouraging,” she said last week. “I don’t want this pandemic to put him behind, and then he has to play catch-up next year. It’s just a lot of wasted time.”

Students in the Madison School District may not return to their schoolroom desks in the fall.

That’s one of several scenarios district officials are preparing for in response to the COVID-19 pandemic, which led Gov. Tony Evers to shutter schools through the end of the current school year.

Among the possibilities for fall are continuing an entirely online operation, phasing in classroom-based learning later in the semester, and providing in-person instruction like normal or combining multiple learning formats, according to interim Superintendent Jane Belmore.

The eventual choice depends on the pandemic’s trajectory, Wisconsin’s COVID-19 testing capacity and residents’ adherence to social distancing principles.

“The one thing that we’re focused on the most is that when we return, we want to be sure we are helping students recover moving forward and that we are working together to adjust instruction to make up for some of the time that has been lost,” Lisa Kvistad, assistant superintendent for teaching and learning, said at a virtual news conference Wednesday.

As uncertainty lingers, district officials are working to better train teachers on best practices in online instruction.

“We don’t really know what’s going to be best yet (for the fall),” Belmore said. “But the one thing we do know is we will always benefit from our professional development on virtual learning. We need to tap into what virtual learning can bring to us during a regular school year.”

Madison high school students will receive “pass” or “no pass” grades for the second semester as the COVID-19 pandemic disrupts traditional schooling, while more than 10% of Madison students lack internet access needed to take part in virtual learning, district officials said Wednesday.

With the aim of not penalizing students for circumstances out of their control, the Madison School District won’t grade high school students on a traditional letter-based system in the third and fourth quarters, and is freezing their GPAs and implementing a pass/no pass grading system.

“We really took a lot of time and a lot of thought to make a decision we felt was going to serve the majority of our students the best and not harm students,” Cindy Green, the district’s executive director of secondary programs, said during a virtual news conference Wednesday. “We felt that a pass/no pass was the best way to go that was most equitable for all of our students.”

Green said several factors led to the decision, including a large number of students lacking internet at home as the district is in the middle of its second week of virtual learning.

A survey sent out to families earlier during the school closure, which began a month ago for Dane County schools, identified about 3,000 students in 1,800 to 1,900 households who didn’t have internet.

Additionally, the district stressed that officials understand the potential affects on post-high school plans, and MMSD will provide letter grades when requested by a third party like a scholarship or for NCAA athletic eligibility.

“College admissions offices have been clear that they will be understanding of the various ways high schools will be approaching grading during these last two quarters,” the guidelines state.

In a March 31 letter to school district administrators, state superintendent Carolyn Stanford Taylor included a memo that specifically suggested offering “feedback in lieu of grades.”

2019: WHY ARE MADISON’S STUDENTS STRUGGLING TO READ?

My recent email to the Madison School Board and District Chief Financial Officer:

I hope that you, your families and colleagues are well.

I write to see if anyone has modeled the implications of a property tax base drop on the proposed 2020 referendum? Madison’s property tax base has increased substantially over the past decade, somewhat due to a significant federal taxpayer ($38B+) electronic medical record backdoor subsidy.

How might a construction slow down and declining property values due to a recession/deep downturn affect the proposed tax & spending increases?

I further wondered if the looming substantial federal funds might be applied to replace part or all of the planned property tax based referendum?

Finally, I was part of the group that reviewed Infinite Campus (and other similar systems) years ago. Some time ago, the District completed a teacher, staff and parent usage study. Has that been updated? Please forward the % of teachers who use IC daily, weekly and monthly along with the % of parents, staff and students for similar time frames.

We are already seeing the potential rise of a new police state and in some countries, such as France, a rising incidence of informers, conspiracy theories, and even vigilantism.

Propaganda, relentless and clever, is critical for creating any kind of police state. The green movement and supporters of unlimited authoritarian steps to address the pandemic can now rely on the mainstream media’s often hysterical and innumerate reporting to provide political leaders with a rationale for uber-control.

Expertise and Oligarchy

A scientifically-based crisis offers an ideal terroir for the promotion of oligarchy. The current approach to reducing climate-altering emissions offers enormous opportunities not only for expanded government but also for Wall Street and the large tech firms to profiteer on our energy “transition.” This illustrates sociologist Robert Michels’ “iron law of oligarchy,”  articulated in the early 20th century, that the more complex the issue, the greater the need for elite-driven solutions.

Like the pandemic, climate change is an extraordinarily complex issue that has been promoted by consistent exaggeration and predictions of catastrophe. Alarmed by the threat of imminent doom from a changing climate, some progressive pundits openly favor replacing democracy with a global “technocracy” that would preempt popular control and allow experts to implement policies of their own design.

The problem here lies with the notion of an “expert” class, which likes to see itself as “scientific” and unencumbered by prejudice. But having a PhD does not suppress the human desire for unbound power and influence. As the “experts” grow in power, as James Burnham noted, they see themselves as responsible not to the public, but to others in their peer group from whom they seek approval and support.

In this and other crises, we need to remind ourselves that enforced orthodoxy among “experts” – which we often seek – can prove very dangerous. After all, we have had so many miscalls from our cognitive betters on everything from “peak oil” and dietary advice to policy toward Syria and the Soviet Union. Facing pressure from the virus’s spread, there is already danger of embracing the same kind of centralized groupthink practiced so disastrously in China.

How might a construction slow down and declining property values due to a recession/deep downturn affect the proposed tax & spending increases?

I further wondered if the looming substantial federal funds might be applied to replace part or all of the planned property tax based referendum?

K-12 Tax, Spending & 2020 Referendum Climate: Mountains of Debt

Student debt has become a heavier burden for households, and since 2007 it has tripled to $1.5 trillion, with large exposures among young individuals, according to Fed data.

“We were talking about, when this is over, we want to downsize, maybe move into a townhome, being way more conservative in terms of major purchases and spending and start building savings,” Heather Schmiege, 41 years old, said of a conversation she recently had with her husband.

Both have student loans, in addition to a mortgage and two car payments. The Tallahassee couple makes enough with two jobs to cover the bills with a bit left over, but the crisis and recent Florida hurricanes have made them wary of risk.

Congress, concerned that delinquencies could rise if unemployment skyrockets—as happened after the last economic downturn—granted a reprieve for student-loan borrowers as part of the recent economic-rescue package.

The law will allow most of the 43 million Americans with federal student loans to suspend their monthly payments, interest free, for six months. Since the federal government is the nation’s primary student lender, the program effectively shifts the student debt fallout from the crisis to Washington.

However, there have been “some unforeseen expenses,” including extra funding for custodial work and keeping buildings clean (if, or when, students return). Additionally, some virtual learning preparation has added expenses, despite being near a one-to-one device-to-student ratio.

On March 6, New York City high school principal Matt Willie was already preparing for the worst. After watching a news report that said the city’s Department of Education was preparing to close public schools amid the coronavirus crisis, Willie texted his assistant principal: “Prepare for the apocalypse.”

Willie said his school, University Neighborhood High School on the Lower East Side of Manhattan, was about as prepared as he could hope, having started disaster prep about a week before the DOE gave its final judgement. During that time, Willie and his staff took inventory of in-school laptops, surveyed students about whether they had devices and internet connections at home (“just in case”) and had already distributed some laptops to students whose parents said they were no longer comfortable sending them to school. 

But when the DOE finally announced school closures, staff still had to scramble. The decision came down on a Friday, upending the school’s plans to ask students to sign out laptops from their third-period teachers.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

Madison students will have flexibility in their virtual school day schedule, teachers will hold remote office hours, and assessments during online learning will not “harm” a students’ grades.

After three weeks out of class following an order for all Wisconsin schools to close to prevent the spread of the COVID-19 coronavirus, the Madison School District on Monday is launching its virtual learning plan designed to supplement missed classroom time, which could last until the end of the school year.

But when the district’s 27,000 students make the switch to virtual school, things will look quite different, from the number of hours a day spent learning to how students interact with teachers.

I suggested to several Madison Superintendents that teachers and staff receive a stipend to purchase and maintain an internet connected device (cellular iPad would be my choice) and begin to interact with everyone using this device. Further, Apple’s assistive efforts are substantial.

LA Schools Go Online, but Seattle and others Say No

So Los Angeles announced an “unprecedented commitment” of $100 million in emergency funding to get all students who need them both devices and internet access for continuing their educations online this year.

Compare to what school leaders have been saying here.

Seattle Public Schools “won’t transition to online learning,” Superintendent Denise Juneau tweeted last week. “2 things — not all students have access to internet and technology AND educators can’t just switch to online teaching overnight — it’s a specialized approach.”

“There’s just no way a district this large can do that,” Juneau said in an interviewwith Time magazine.

This is not our finest moment, Seattle.

How is it that Los Angeles, a district with half a million students, is attempting to keep its schooling going online during this crisis? And we are the ones barely trying.

Madison teacher’s accidental text to parent: ‘I want to slap them through the phone!’

According to a police report released Wednesday to the State Journal under the state’s public records law, the parent, Tyeisha Ivy, considered the text a threat and reported it to police because she wanted it documented. Ringelstetter was not arrested, and no charges were filed in the case.

Ivy told police that with school canceled because of the coronavirus outbreak, she was exchanging texts with Ringelstetter in an attempt to get online access to homework for her daughter.

In screen shots of the texts sent to the parent and reported by Madison365, Ringelstetter appears to be asking a co-worker for help getting online access set up and wrote “I want to reach out and slap them through the phone!!

According to the police report, Ringelstetter told police she was frustrated with the school’s closing, that the text was meant for someone else and that she never meant to slap the parent or her daughter.

Commentary on Virtual Learning & The Madison School District

In an email Friday, district spokesman Tim LeMonds said the district is now aiming to roll out virtual learning the first week of April, but it “takes time and thoughtful planning to prepare an all inclusive virtual learning program.” 

“The complexities being addressed include there being a large number of our families who do not have internet access or devices,” he said in an email. “Additionally, how to best meet our students with special needs concerns.”

The district also needs to make sure its approximately 2,700 teachers are trained, LeMonds said, and a “reliable infrastructure” needs to be in place to deliver online instruction.

There’s also a large number of students in the district who don’t speak English as their first language, speaking more than 110 other languages as their primary language, LeMonds said.

Several Dane County districts move to online, remote education

As of now, the Madison School District isn’t moving to online schooling, but spokesman Tim LeMonds said the district is preparing for “distance learning alternatives as a requirement, if schools remain closed longer than what was initially expected.”

In the meantime, Madison is providing “enrichment” activities for students and directing parents to online resources to keep children academically engaged.

LeMonds said district staff are in daily communication with DPI and other large districts to address the “unique complexities” for a bigger school system to move online.

Technology or Reading? Top Down vs. BYOD in Madison

The Madison Metropolitan School District is launching a $27 million initiative that by 2018-19 will provide each student in grades second through twelve with a wireless computing device. Students in kindergarten and first grade will have computing access at a 2 to 1 ratio of students to devices.

But the MMSD tech plan does not include any additional technical support positions.

“We do need to make sure to have good technological support in place — it’s something we’ll have to monitor,” Andrew Statz, the district’s chief information and information technology officer told the school board early this year. But other school districts going to 1 to 1 computing are not hiring additional tech staff, Statz said.

Although now retired school board member Marj Passman suggested the ratio of tech support staff to devices would become unmanageable with the addition of thousands of new devices, Statz said things will be different because the new equipment will be leased, not owned by the school district.

“When you are looking at leased equipment, when something is faulty with the equipment, part of the lease is replacing it,” he said. “We’ve also identified an opportunity to create a course for students to take for credit that’s like the AV club back in the day — an opportunity for students who are interested to identify themselves, be supervised and get some real world experience,” he said.

Perhaps it is unsurprising that our monolithic public schools are planning to adopt a technology approach largely built around those of the now declining PC era.

It would seem that supporting (and perhaps subsidizing) a BYOD (bring your own device) model might be far more effective from a personal responsibility, cost and support perspective.

The District’s past Infinite Campus implementation experience (expensive and not required…) does not bode well for this new scheme.

In focus groups, several teachers noted what they perceived to be a lack of adequate preparation their students received in previous years, and in some cases a lack of understanding about the curriculum to which their students have been exposed.

In focus groups at each MMSD school, a broad majority of students stated they have been in classes where the instructional purpose and relevance of what they were learning was unclear.

Each set of stakeholders interviewed for this project referenced the challenges posed by poor alignment of instruction from one grade level to the next, particularly between middle and high schools.

In focus groups, several teachers and students alike noted that adjusting to increased levels of homework in high school was a challenge for many.

Student focus groups reported varying experiences in Middle School with homework counting towards students’ overall grades may be contributing to a difficult transition into high school for some students

There is significant lack of course syllabi across schools.

When asked what a diploma should mean, there was much consensus across stakeholder groups that it should include the following, but also a lack of confidence that an MMSD diploma currently represented each of these for all graduates:

Competence in core subject areas
Exposure to a broad curriculum including the arts
Reading and critical thinking skills
Having a global perspective
Knowledge and ability to access employment and/or postsecondary education
Ability to work in groups
Curiosity as a lifelong learner
“Real world” experience tied to the classroom
Citizenship and self-sufficiency
“21st Century skills”

More concern about technology in MMSD: another teacher explains the problem



Recently, I posted a letter from a middle school teacher in Madison regarding inadequate computers at one of our middle schools. Fancy programs on aging computers:an MMSD teacher tries to make things work
Today the Madison school board received another letter from a teacher explaining how the current state of computers and software makes teaching harder and more stressful. While this is a typical complaint from the schools, I don’t see the same problems with central administration computers.
Dear Board Members and Mr. Rainwater,
I have been a teacher for MMSD for fifteen years. I am committed to and love this district and its students. I work at …. This is a wonderful building in which to work. The staff is solid, caring, and professional.
….
A second concern in our building is technology. I love the new attendance system and am currently using the grading program on infinite campus which I also enjoy. Unfortunately, our computers are slow and often freeze up. Quite often, I have to call my attendance into the office because it takes 10-15 minutes for the computer to load. We have little access to adequate computers as a staff. It makes it difficult to be able to keep grades in a timely manner. Six of us in 8th grade have to share one antiquated computer for our planning area. My guess is that most other professionals in this city would not even think of working with such inadequate technology.

Unlearning “wokeness”

Explaining precisely why left activists have adopted these self-destructive habits is beyond the remit of this short column. But the two main culprits are the obvious ones. The first is social media, where it is infinitely easier — more satisfying and algorithmically rewarding — to imaginatively signal affiliation with those who already share your values than try to convince anyone who doesn’t.

The second is the university. Conservatives resent elite universities for churning out well-credentialed radicals. And they do, to an extent. Elite college graduates with left-wing values go on to run liberal nonprofits, staff Democratic campaigns, work in media, and become middle managers in the corporate world. Right-wingers envy this privilege, imagining that an indoctrinated managerial elite has taken control of the country’s commanding heights. But they overstate the case. The class interests of the Ivy-educated tend to reassert themselves when they accumulate power. And when college-educated radicals speak for the left, they tend to speak in the language of “wokeness” — precisely as I have defined it — with distorting and destructive effects.

This is due, in part, to the peculiar history of 20th-century campus radicalism. The victories of student activists in the 1970s onward — in creating departments and new curricula through which radical thought could be studied and taught — were pyrrhic. Conceived as beachheads in a broader war against capitalist society, radical departments became sepulchers for radical thought: places where wild ideas could be quarantined from the challenge of convincing anyone outside to believe them.

Waunakee school board reverses decision on all-virtual start to school year

The Waunakee Community School District Board of Education voted to reverse its decision on an all-virtual start to the school year.

During a meeting Monday night [video], members of the board talked about recent coronavirus numbers and learning options that would best fit the community.

In a 4-3 vote, the board was in favor of a four-day schedule for K-4 students. The younger children will have half-days, either AM or PM, every Monday, Tuesday, Thursday and Friday.

During the meeting, parents expressed they were interested in having their kids attend in-person classes, especially at that young age.

“I believe that in-person schooling is in the best interest of the kids, and that’s what we need to be focused on,” one parent said.

However, some teachers expressed their concerns for students and members of the community.

“I am extremely concerned about the safety of our students, teachers and community members,” Molly Petroff, the music department chair said.

School teachers from across the state protest for a virtual fall semester

Protesters from four of Wisconsin’s largest cities gathered Monday in a National Day of Resistance caravan to demand that legislators and superintendents make the fall 2020 academic semester completely virtual.

Educator unions, community organizations and advocates from Kenosha, Madison, Milwaukee and Racine traveled to the Capitol, the state Department of Public Instruction and the state Department of Health Services.

“We have districts marching teachers and students into an unsafe position in which teachers and students are likely to contract COVID,” said Angelina Cruz, president of Racine Educators United. “It is unsafe, because our schools are not fully funded in a way that can address all of the safety concerns we have.”

The caravan, which started in Kenosha, traveled through Racine and Milwaukee before arriving in Madison about 1 p.m. Teacher unions from Beaver Dam, Cudahy, Greendale, Middleton, Oak Creek, South Milwaukee and St. Francis also joined the effort to push for virtual school in the fall.

Similar marches and caravans calling for safe schools took place in Chicago, New York and Los Angeles.

Organizers of the Wisconsin caravan wrote a letter July 20 to Gov. Tony Evers, Superintendent of Public Instruction Carolyn Stanford Taylor and Secretary of Health Services Andrea Palm, detailing their dissatisfaction with the state’s resources and social distancing practices in schools.

The growing COVID-19 outbreak has some teachers fearing for their lives, organizers said.

A Milwaukee attorney is offering free wills to teachers returning to classrooms in the fall, noted Tanya Kitts-Lewinski, president of the Kenosha Education Association and co-organizer of the protests. “Educators are afraid, to say the least,” she said.

District administrators outlined the latest updates to the “Instructional Continuity Plan” Monday night for the School Board’s Instruction Work Group. Board members expressed appreciation to staff for their efforts and asked questions about engaging students and ensuring they get some social experiences despite the restrictions of the virtual environment.

The district announced July 17 it would begin the year virtually through at least Oct. 30 amid the ongoing COVID-19 pandemic. It plans to re-evaluate the possibility for in-person instruction in the weeks ahead of each new quarter within the school year.

Staff moved abruptly to online learning this spring, along with many districts around the state and country as schools closed to prevent the spread of the novel coronavirus. While its effectiveness got mixed reviews from families and staff, district officials hope that spending the next month focused on virtual learning and providing professional development to staff can help make the fall a better experience.

“We are focusing on the priority standards for students that are required to accelerate learning,” said assistant superintendent for teaching and learning Lisa Kvistad.

Despite Madison students beginning the new school year with all-online learning, more than 1,000 elementary students could be inside school buildings in September under a district initiative to provide child care.

The Madison School District plans to offer child care for up to 1,000 students at 15 elementary schools and at the Allied Learning Center, potentially using federal COVID-19 relief money to pay for the $1 million initiative. Students in the school-based child care settings will still learn online using iPads and Chromebooks.

The district is also partnering with child care providers to run programs inside other elementary schools and at community sites for up to another potential 1,000 students, who the district would feed and transport.

Many (Madison) area private schools offering in-person learning this fall

As the 2020-21 school year approaches, private schools are taking advantage of smaller enrollments and fewer buildings to plan in-person learning while area public schools are focusing on virtual learning.

And since the Madison Metropolitan School District announced July 17 it would start the year entirely virtually, some private schools are seeing an increase in enrollment interest.

“My phone and email are off the hook right now,” said St. Dennis Catholic School principal Matt Beisser, whose school will offer parents a choice of in-person or virtual school. “The uptick is there.”

Lighthouse Christian School, which will also offer its parents a choice, has received 15 to 20 requests since MMSD’s announcement, “some only until MMSD (goes) back to in-person,” principal Tia Sierra wrote in an email.

The interest in private schools comes as the Madison district works on details of how it will improve its virtual-learning program — created in just weeks amid an unprecedented situation this spring — as it received mixed reviews from parents and students. Many other districts in Dane County have followed suit, though a few are going to offer a choice for some form of in-person instruction.

Many local private schools, meanwhile, are pushing ahead with an option for in-person schooling, as long as Public Health Madison & Dane County doesn’t order all schools closed as it did this spring.

K-12 Tax, Referendum & Spending Climate: U.S. Gets a Debt Warning From Fitch as Stimulus Battle Rages

One of the world’s major credit-rating companies fired a warning shot regarding the U.S.’s worsening public finances on Friday, just as lawmakers in Washington contemplate spending more to combat the economic fallout from the coronavirus pandemic.

Fitch Ratings revised its outlook on the country’s credit score to negative from stable, citing a “deterioration in the U.S. public finances and the absence of a credible fiscal consolidation plan.” The country’s ranking remains AAA.

“High fiscal deficits and debt were already on a rising medium-term path even before the onset of the huge economic shock precipitated by the coronavirus,” Fitch said. “They have started to erode the traditional credit strengths of the U.S.”

Unemployment has skyrocketed and the U.S. economy just notched up its worst quarter on record, with pandemic-related shutdowns helping drive an annualized gross domestic product contraction of 32.9% in the three-month period through June. And with infections still spreading rapidly in many states, the virus’s damaging impact on output looks set to continue.

Commentary on The taxpayer supported Madison School District’s online Teacher Effectiveness

Almost immediately after the Madison School District joined other districts across the country in announcing a return to online instruction instead of bringing students back to the classroom for the fall semester, posts started popping up on Facebook groups, Craigslist, Reddit and the University of Wisconsin-Madison student job board seeking in-home academic help.

Parents taxed by trying to do their own jobs from home while monitoring their children’s school work are looking for tutors, nannies, even retired teachers to help them navigate what could be several more months of virtual education.

“I think one of the important things that everyone needs to understand is right now, parents are in just an untenable position, all the way around, every parent,” said Madeline Hafner, executive director of the Minority Student Achievement Network Consortium at the Wisconsin Center for Education Research.

Many families are teaming up with neighbors to pool resources and form “learning pods” for the school year. But research indicates when families can afford to do so turn to tutoring and educational services in their homes, it can affect the academic success of all students.

Mike, who asked for his last name to be withheld, was initially considering forming a learning pod with a small group of neighbors and hiring a teacher to help with virtual learning through the 2020-2021 school year.

But now he is planning to take his children out of MMSD and renting a house in Columbia County where he can send his children to in-person classes before returning to Madison next June. Otherwise, his family will adopt “some sort of home school curriculum.”

But if it’s hard to figure out, then the least privileged families — the ones the experts are supposedly so concerned about — will be impaired in doing what they might be able to do on their own to close the achievement gap. The experts are working hard to drive home the message that you can’t do it, that your kids are losing out, that you need the public schools, and that those other people over there — the privileged people — are taking advantage again and their advantage is your disadvantage.

I am a homeschool mom who normally utilizes a cooperative. We cannot meet in our building this year due to covid. I’ve set up a “pod” in my home. It was easy. All the moms got together and talked over what our kids needed for the year, then we divided the classes. Each mom took what they were good at or could reasonably handle. No money involved at all for us. We set a schedule for 2 days a week, and the other days, work is assigned for home.

Civics: How Civic Technology Can Help Stop a Pandemic; Madison’s K-12 System stuck in the mud

The spread of the novel coronavirus and the resulting COVID-19 pandemic have provided a powerful test of social and governance systems. Neither of the world’s two leading powers, China and the United States, has been particularly distinguished in responding. In China, an initial bout of political denial allowed the virus to spread for weeks, first domestically and then globally, before a set of forceful measures proved reasonably effective. (The Chinese government also should have been better prepared, given that viruses have jumped from animal hosts to humans within its territory on multiple occasions in the past.) The United States underwent its own bout of political denial before adopting social-distancing policies; even now, its lack of investment in public health leaves it ill-equipped for this sort of emergency.

The response of the bureaucratic and often technophobic European Union may prove even worse: Italy, although far from the epicenter of the outbreak, has four times the per capita rate of cases as China does, and even famously orderly Germany is already at half China’s rate. Nations in other parts of the world, such as information-manipulating Iran, provide worse examples yet.

Taiwan’s success has rested on a fusion of technology, activism, and civic participation. A small but technologically cutting-edge democracy, living in the shadow of the superpower across the strait, Taiwan has in recent years developed one of the world’s most vibrant political cultures by making technology work to democracy’s advantage rather than detriment. This culture of civic technology has proved to be the country’s strongest immune response to the new coronavirus.

TECH FOR DEMOCRACY

The value of Taiwan’s tech-enabled civic culture has become abundantly clear in the current crisis. Bottom-up information sharing, public-private partnerships, “hacktivism” (activism through the building of quick-and-dirty but effective proofs of concept for online public services), and participatory collective action have been central to the country’s success in coordinating a consensual and transparent set of responses to the coronavirus. A recent report from the Stanford University School of Medicine documents 124 distinct interventions that Taiwan implemented with remarkable speed. Many of these interventions bubbled into the public sector through community initiatives, hackathons, and digital deliberation on the vTaiwan digital democracy platform, on which almost half the country’s population participates. (The platform enables large-scale hacktivism, civic deliberation, and scaling up of initiatives in an orderly and largely consensual manner.) A decentralized community of participants used tools such as Slack and HackMD to refine successful projects. (Much of our analysis is based on open interviews through these tools with leaders in the g0v community of civic hackers.)

I thought about this in light of the taxpayer supported Madison School District’s long term online education challenges, from Infinite Campus to the recent imperatives – this, in 2020! This lack of progress has continued, despite spending far more than most K-12 school districts.

Successful technology transformations and implementations require constancy of purpose, that is mission, vs. perpetuating the organization.




Title IX: Is it possible for two people to simultaneously sexually assault each other?

Is it possible for two people to simultaneously sexually assault each other? This is the question—rife with legal, anatomical, and emotional improbabilities—to which the University of Cincinnati now addresses itself, and with some urgency, as the institution and three of its employees are currently being sued over an encounter that was sexual for a brief moment, but that just as quickly entered the realm of eternal return. The one important thing you need to know about the case is that according to the lawsuit, a woman has been indefinitely suspended from college because she let a man touch her vagina. What kind of sexually repressive madness could have allowed for this to happen? Answer that question and you will go a long way toward answering the question, “What the hell is happening on American college campuses?”

The substantive facts of the case come to us only through a lawsuit, one that has thus far implicated everything from Title IX, the Sixth Circuit Court of Appeals, and the United States Constitution to “slut shaming” and good old-fashioned horniness. But not super horniness, because—as with many high profile cases involving the infinitely expandable concept of “college sexual assault”—the actual encounter exists as merest prologue to the massive novel of ideas that followed it.




Facebook’s war on free will



Franklin Foer:

All the values that Silicon Valley professes are the values of the 60s. The big tech companies present themselves as platforms for personal liberation. Everyone has the right to speak their mind on social media, to fulfil their intellectual and democratic potential, to express their individuality. Where television had been a passive medium that rendered citizens inert, Facebook is participatory and empowering. It allows users to read widely, think for themselves and form their own opinions.

We can’t entirely dismiss this rhetoric. There are parts of the world, even in the US, where Facebook emboldens citizens and enables them to organise themselves in opposition to power. But we shouldn’t accept Facebook’s self-conception as sincere, either. Facebook is a carefully managed top-down system, not a robust public square. It mimics some of the patterns of conversation, but that’s a surface trait.

In reality, Facebook is a tangle of rules and procedures for sorting information, rules devised by the corporation for the ultimate benefit of the corporation. Facebook is always surveilling users, always auditing them, using them as lab rats in its behavioural experiments. While it creates the impression that it offers choice, in truth Facebook paternalistically nudges users in the direction it deems best for them, which also happens to be the direction that gets them thoroughly addicted. It’s a phoniness that is most obvious in the compressed, historic career of Facebook’s mastermind.

Mark Zuckerberg is a good boy, but he wanted to be bad, or maybe just a little bit naughty. The heroes of his adolescence were the original hackers. These weren’t malevolent data thieves or cyberterrorists. Zuckerberg’s hacker heroes were disrespectful of authority. They were technically virtuosic, infinitely resourceful nerd cowboys, unbound by conventional thinking. In the labs of the Massachusetts Institute of Technology (MIT) during the 60s and 70s, they broke any rule that interfered with building the stuff of early computing, such marvels as the first video games and word processors. With their free time, they played epic pranks, which happened to draw further attention to their own cleverness – installing a living cow on the roof of a Cambridge dorm; launching a weather balloon, which miraculously emerged from beneath the turf, emblazoned with “MIT”, in the middle of a Harvard-Yale football game.

The hackers’ archenemies were the bureaucrats who ran universities, corporations and governments. Bureaucrats talked about making the world more efficient, just like the hackers. But they were really small-minded paper-pushers who fiercely guarded the information they held, even when that information yearned to be shared. When hackers clearly engineered better ways of doing things – a box that enabled free long-distance calls, an instruction that might improve an operating system – the bureaucrats stood in their way, wagging an unbending finger. The hackers took aesthetic and comic pleasure in outwitting the men in suits.

When Zuckerberg arrived at Harvard in the fall of 2002, the heyday of the hackers had long passed. They were older guys now, the stuff of good tales, some stuck in twilight struggles against The Man. But Zuckerberg wanted to hack, too, and with that old-time indifference to norms. As a college sophomore he hatched a site called Facemash – with the high-minded purpose of determining the hottest kid on campus. Zuckerberg asked users to compare images of two students and then determine the better-looking of the two. The winner of each pairing advanced to the next round of his hormonal tournament. To cobble this site together, Zuckerberg needed photos. He purloined those from the servers of the various Harvard houses. “One thing is certain,” he wrote on a blog as he put the finishing touches on his creation, “and it’s that I’m a jerk for making this site. Oh well.”




Relaxing Wisconsin’s Weak K-12 Teacher Licensing Requirements; MTEL?

A group of school officials, including state Superintendent Tony Evers, is asking lawmakers to address potential staffing shortages in Wisconsin schools by making the way teachers get licensed less complicated.

The Leadership Group on School Staffing Challenges, created by Evers and Wisconsin Association of School District Administrators executive director Jon Bales, released last week a number of proposals to address shortages, including reducing the number of licenses teachers must obtain to be in a classroom.

Under the group’s proposal, teachers would seek one license to teach prekindergarten through ninth grade and a second license to teach all grades, subjects and special education.

The group also proposes to consolidate related subject area licenses into single subject licenses. For example, teachers would be licensed in broad areas like science, social studies, music and English Language Arts instead of more specific areas of those subjects.

Wisconsin adopted Massachusett’s (MTEL) elementary reading content knowledge requirements (just one, not the others).

Foundations of Reading Results (Wisconsin’s MTEL):

Wisconsin’s DPI provided the results to-date of the Wisconsin Foundations of Reading exam to School Information System, which posted an analysis. Be aware that the passing score from January, 2014 through August, 2014, was lower than the passing score in Massachusetts and Connecticut. Since September of 2014, the Wisconsin passing score has been the same as those states. SIS reports that the overall Wisconsin pass rate under the lower passing score was 92%, while the pass rate since August of 2014 has been 78%. This ranges from around 55% at one campus to 93% at another. The pass rate of 85% that SIS lists in its main document appears to include all the candidates who passed under the lower cut score.

Proficiency Rates and Performance Gaps
Overall, 8% of Wisconsin 4th graders are advanced, 29% are proficient, 34% are basic, and 29% are below basic. Nationally, 9% of students are advanced, 27% are proficient, 33% are basic, and 31% are below basic.

As is the case around the country, some student groups in Wisconsin perform better than others, though only English Language Learners outperform their national peer group. Several groups are contrasted below.

Subgroups can be broken down by race, gender, economic status, and disability status. 44% of white students are proficient or advanced, versus 35% of Asian students, 23% of American Indian students, 19% of Hispanic students and 11% of African-American students. 40% of girls are proficient or advanced, compared to 34% of boys. Among students who do not qualify for a free or reduced lunch, 50% are proficient or advanced, while the rate is only 19% for those who qualify. Students with disabilities continue to have the worst scores in Wisconsin. Only 13% of them are proficient or advanced, and a full 68% are below basic, indicating that they do not have the skills necessary to navigate print in school or daily life. It is important to remember that this group does not include students with severe cognitive disabilities.

When looking at gaps between sub-groups, keep in mind that a difference of 10 points on The NAEP equals approximately one grade level in performance. Average scores for Wisconsin sub-groups range from 236 (not eligible for free/reduced lunch) to 231 (white), 228 (students without disabilities), 226 (females), 225 (non-English Language Learners), 222 (Asian), 220 (males), 209 (Hispanic), 207 (American Indian or eligible for free/reduced lunch), 198 (English Language Learners), 193 (African-American), and 188 (students with disabilities). There is a gap of almost three grade levels between white and black 4th graders, and four grade levels between 4th graders with and without disabilities.

Scores Viewed Over Time
The graph below shows NAEP raw scores over time. Wisconsin’s 4th grade average score in 2015 is 223, which is statistically unchanged from 2013 and 1992, and is statistically the same as the current national score (221). The national score, as well as scores in Massachusetts, Florida, Washington, D.C., and other jurisdictions, have seen statistically significant increases since 1992.

Robust clinical and brain research in reading has provided a roadmap to more effective teacher preparation and student instruction, but Wisconsin has not embraced this pathway with the same conviction and consistency as many other states. Where change has been most completely implemented, such as Massachusetts and Florida, the lowest students benefitted the most, but the higher students also made substantial gains. It is important that we come to grips with the fact that whatever is holding back reading achievement in Wisconsin is holding it back for everyone, not just poor or minority students. Disadvantaged students suffer more, but everyone is suffering, and the more carefully we look at the data, the more obvious that becomes.

Performance of Wisconsin Sub-Groups Compared to their Peers in Other Jurisdictions
10 points difference on a NAEP score equals approximately one grade level. Comparing Wisconsin sub-groups to their highest performing peers around the country gives us an indication of the potential for better outcomes. White students in Wisconsin (score 231) are approximately three years behind white students in Washington D.C. (score 260), and a year behind white students in Massachusetts (score 242). African-American students in Wisconsin (193) are more than three years behind African-American students in Department of Defense schools (228), and two years behind their peers in Arizona and Massachusetts (217). They are approximately one year behind their peers in Louisiana (204) and Mississippi (202). Hispanic students in Wisconsin (209) are approximately two years behind their peers in Department of Defense schools (228) and 1-1/2 years behind their peers in Florida (224). Wisconsin students who qualify for free or reduced lunch (207) score approximately 1-1/2 years behind similar students in Florida and Massachusetts (220). Wisconsin students who do not qualify for free and reduced lunch (236) are the highest ranking group in our state, but their peers in Washington D.C. (248) and Massachusetts (247) score approximately a grade level higher.

State Ranking Over Time
Wisconsin 4th graders rank 25th out of 52 jurisdictions that took the 2015 NAEP exam. In the past decade, our national ranking has seen some bumps up or down (we were 31st in 2013), but the overall trend since 1998 is a decline in Wisconsin’s national ranking (we were 3rd in 1994). Our change in national ranking is entirely due to statistically significant changes in scores in other jurisdictions. As noted above, Wisconsin’s scores have been flat since 1992.

The Positive Effect of Demographics
Compared to many other jurisdictions, Wisconsin has proportionately fewer students in the lower performing sub-groups (students of color, low-income students, etc.). This demographic reality allows our state to have a higher average score than another state with a greater proportion of students in the lower performing sub-groups, even if all or most of that state’s subgroups outperform their sub-group peers in Wisconsin. If we readjusted the NAEP scores to balance demographics between jurisdictions, Wisconsin would rank lower than 25th in the nation. When we did this demographic equalization analysis in 2009, Wisconsin dropped from 30th place to 43rd place nationally.

Applying Standard Statistical Analysis to DPI’s Claims
In its official news release on the NAEP scores on October 28, 2015, DPI accurately stated that Wisconsin results were “steady.” After more than a decade of “steady” scores, one could argue that “flat” or “stagnant” would be more descriptive terms. However, we cannot quibble with “steady.” We do take issue with the subtitle “Positive movement in reading,” and the statement that “There was a positive upward movement at both grade levels in reading.” In fact, the DPI release acknowledges in the very next sentence, “Grade level scores for state students in both mathematics and reading were considered statistically the same as state scores on the 2013 NAEP.” The NAEP website points out that Wisconsin’s 4th grade reading score was also statistically the same as the state score on the 2003 NAEP, and this year’s actual score is lower than in 1992. It is misleading to say that there has been positive upward movement in 4th grade reading. (emphasis added).

Regarding our 4th grade ranking of 25th in the nation, DPI’s ConnectEd newsletter makes the optimistic, but unsupportable, claim that “When analyzed for statistical significance, the state’s ranking might be viewed as even higher: “tied” for . . . 13th in fourth grade reading.”

Wisconsin is in a group of 16 jurisdictions whose scores (218-224) are statistically the same as the national average (221). 22 jurisdictions have scores (224-235) statistically above the national average, and 14 have scores (207-218) statistically below the national average. Scoring third place in that middle group of states is how NAEP assigned Wisconsin a 25th ranking.

When we use Wisconsin as the focal jurisdiction, 12 jurisdictions have scores (227-235) statistically higher than ours (223), 23 jurisdictions have scores (220-227) that are statistically the same, and 16 have scores (207-219) that are statistically lower. This is NOT the same as saying we rank 13th.

To assume we are doing as well as the state in 13th place is a combination of the probability that we are better than our score, and they are worse than theirs: that we had very bad luck on the NAEP administration, and that other state had very good luck. If we took the test again, there is a small probability, less than 3%, that our score would rise and theirs would fall, and we would meet in the middle, tied for 19th, not 13th, place. The probability that the other state would continue to perform just as well and we would score enough better to move up into a tie for 13th place is infinitesimal: a tiny fraction of a percentage. Not only is that highly unlikely, it is no more true than saying we could be viewed as tied with the jurisdiction at the bottom of our group, ranking 36th.

Furthermore, this assertion requires us to misuse not only this year’s data, but the data from past years which showed us at more or less the same place in the rankings. When you look at all the NAEP data across time and see how consistent the results are, the likelihood we are actually much better than our current rank shrinks to nearly nothing. It would require that not only were we incredibly unlucky in the 2015 administration, but we have been incredibly unlucky in every administration for the past decade. The likelihood of such an occurrence would be in the neighborhood of one in a billion billion.

Until now, DPI has never stated a reason for our mediocre NAEP performance. They have always declined to speculate. And now, of all the reasons they might consider to explain why our young children read so poorly and are falling further behind students in other states, they suggest it may just be bad luck. Whether they really believe that, or are tossing it out as a distraction from the actual facts is not entirely clear. Either way, it is a disappointing reaction from the agency that jealously guards its authority to guide education in Wisconsin.

“The Plight of History in American Schools”

Futuristic novels with a bleak vision of the prospects for the free individual characteristically portray a society in which the dictatorship has eliminated or strictly controls knowledge of the past. In Aldous Huxley’s Brave New World, the regime successfully wages a “campaign against the Past” by banning the teaching of history, closing museums, and destroying historical monuments. In George Orwell’s 1984, the regime routinely alters records of the past; it rewrites newspapers and books to conform to political exigencies, and offending versions are destroyed, dropped “into the memory hole to be devoured by the flames.”

If knowledge of the past does in fact allow us to understand the present and to exercise freedom of mind—as totalitarian societies, both real and fictional, acknowledge by dictating what may be studied or published—then we have cause for concern. The threat to our knowledge of the past arises, however, not from government censorship but from our own indifference and neglect. The erosion of historical understanding among Americans seems especially pronounced in the generation under thirty-five, those schooled during a period in which sharp declines were registered in test scores in virtually every subject of the school curriculum.

Based on the anecdotal complaints of college professors and high school teachers about their students’ lack of preparation, there was reason to suspect that the study of history had suffered as much erosion and dilution as other fields. To test whether students had a secure command of the “foundations of literacy,” the National Assessment of Educational Progress (NAEP) administered the first national assessment of history and literature in the spring of 1986.

One object of the test was to ascertain whether students had ready command of essential background knowledge about American history.

The results were not reassuring. Presumably there is certain background information about American history so fundamental that everyone who goes to school should have learned it by age seventeen (and nearly 80 percent of those who took the assessment were enrolled in the second semester of their high school American history course). In What Do Our 17-Year-Olds Know?, Chester Finn, Jr., and I pointed out that there had never been a test of this kind on a national basis and that there was no way to know whether students were learning more or less about history than in the past.

Nonetheless, we found it disturbing that two-thirds of the sample did not know that the Civil War occurred between 1850 and 1900; that nearly 40 percent did not know that the Brown decision held school segregation unconstitutional; that 40 percent did not know that the East Coast of the United States was explored and settled mainly by England and that the Southwest was explored and settled mainly by Spain, that 70 percent did not know that the purpose of Jim Crow laws was to enforce racial segregation, and that 30 percent could not find Great Britain on a map of Europe.

Since the test had never been given before, critics were quick to quarrel with our judgment that student performance was disappointing. Perhaps, they suggested, students thirty or fifty years ago might have done worse on a comparable test. Others complained that the test should also have been given to a representative sample of the adult population, because if adults don’t know such things, then high school students should not be expected to know them either.

Still others complained that we should not expect students to know or care about history because our society does not reward people who value learning, whether teachers or professors. And there were critics who insisted that the test relied too much on factual knowledge, which is insignificant compared to learning how to think. The most repeated criticism was that the results were of no importance because the study of history itself was of no importance, of no utility whatever in the world today. Again and again, the questions were posed, “What can you do with history? What kind of job will it get you?”

Polemics can be both endless and frustrating because there is almost always some truth in every assertion and counter-assertion. Everything the critics said was true to some extent. But it was also true that the assessment revealed that students were not learning some important things they should know about American history. Whether their counterparts in the past knew less, and whether adults today know less, is beside the point. Three wrongs don’t make a right.

Plainly, a significant number of students are not remembering the history that they have studied; they are not integrating it into their repertoire of background knowledge, either as fact or as concept. In reality, as every student of history ought to recognize, facts and concepts are inseparable. Some information is so basic, so essential that all students must know it in order to make sense of new learning. Nor can students be expected to think critically about issues unless they have the background knowledge to support their reasoning. Insisting that facts have a rightful place in the study of history does not mean that history must be learned by rote.

However one learns about the Civil War, however innovative or unorthodox the teacher’s methodology, the student should know that it took place in the latter half of the nineteenth century, not because of the singular importance of that isolated fact, but because that fact connects the events to a particular place in time, to a larger context, and to a chronological setting in which it is possible to make judgments about causes and consequences and relationships among events in the same era.

Was there once a golden age in the study of history? There may have been, but I know of no evidence for it. In 1943, The New York Times reported the results of a test given to seven thousand college freshmen in thirty-six institutions. It was an open-ended test, not a multiple-choice test. Only 45 percent could name four of the specific freedoms guaranteed by the Bill of Rights; fewer than 25 percent could name two achievements of Abraham Lincoln, Thomas Jefferson, Andrew Jackson, or Theodore Roosevelt; less than 15 percent could identify Samuel Gompers as a leader of organized labor or Susan B. Anthony as an advocate of women’s rights; and only 6 percent could name the thirteen original colonies.

Compared to the college freshmen of 1943, today’s high school juniors do well; after all, 50 percent of today’s sample identified Gompers and 69 percent identified Susan B. Anthony. But our test takers had some critical advantages: first, they took a multiple-choice test, which limits their options and jogs their memory with the right answer; second, Gompers and Anthony are included in their high school textbooks, but were not always included in the textbooks of forty years ago; third, the multiple-choice format virtually guarantees that a minimum of 25 percent will guess the right answer.

The search for comparability may be a blind alley. After all, the historical knowledge that seems most important will differ with each generation, because the salient issues are different for each generation. Today, we expect youngsters to learn about the history of civil rights and minorities, and we stress social history as well as political history. On the NAEP test, there were a number of questions about recent history, like Watergate and Sputnik. Such questions obviously could not have been asked forty years ago, and some of them may seem unimportant forty years from now.

The questions we may reasonably ask about history instruction in the schools are whether students are learning what schools are trying to teach them; whether the history that schools are teaching is significant, current, and presented in ways that encourage student engagement; whether enough time is provided to study issues and events in depth and in context; whether students learn to see today’s issues and events in relationship to the past; whether events are studied from a variety of perspectives; whether students understand that the history they study is not “the truth,” but a version of the past written by historians on the basis of analysis and evidence; and whether students realize that historians disagree about how to define the past.

I first became concerned about the condition of history in the schools while visiting about three dozen campuses across the country in 1984-1985, ranging from large public universities to small private liberal arts colleges. Repeatedly, I was astonished by questions from able students about the most elementary facts of American history. At one urban Minnesota campus, none of the thirty students in a course on ethnic relations had ever heard of the Supreme Court’s Brown v. Board of Education decision of 1954.

How were they learning about ethnic relations? Their professor described the previous week’s role-playing lesson. The class had been visited by a swarthy man who described himself as an Iranian, made some provocative statements, and then launched into a tirade, chastising them for being prejudiced against him (in reality, he was an Italo-American from Long Island, and not an Iranian at all). This “lesson” hardly compensated for their ignorance about the history of immigration, of racial minorities, of slavery and segregation, or of legislative and judicial efforts to establish equality in American life.

As a Phi Beta Kappa Visiting Scholar, I lectured at various campuses on the virtues of a liberal education and its importance to society today. After one such speech at a university in the Pacific Northwest, a professor of education insisted that high-school students should concentrate on vocational preparation and athletics, since they had the rest of their lives to learn subjects like history “on their own time.” Time and again, I heard people wonder why even prospective teachers should have a liberal education, particularly if they planned to teach below the high school level. The younger the children, according to the skeptics, the less their teacher needs to know; they seemed to think that knowing and nurturing were incompatible.

In my meetings and talks with students, who were usually the best in the education or the history program, I was surprised to find that most did not recognize allusions to eminent historical figures such as Jane Addams or W.E.B. DuBois. As I traveled, I questioned history professors about whether their students seemed as well prepared today as in the past. None thought they were. Even at such elite institutions as Columbia and Harvard, professors expressed concern about the absence of a common body of reference and allusion to the past; most said their students lacked a sense of historical context and a knowledge of the major issues that had influenced American history. As a professor at Berkeley put it to me, “They have no furniture in their minds. You can assume nothing in the way of prior knowledge. Skills, yes; but not knowledge.”

Those who teach at non-elite institutions perceived an even deeper level of historical illiteracy. Typical were comments by Thomas Kessner, a professor of history at Kingsborough Community College in Brooklyn, New York: “My students are not stupid, but they have an abysmal background in American or any other kind of history.” This gloomy assessment was echoed by Naomi Miller, chair of the history department at Hunter College in New York. “My students have no historical knowledge on which to draw when they enter college,” she told me.

“They have no point of reference for understanding World War I, the Treaty of Versailles, or the Holocaust.” She expressed dismay at her students’ indifference to dates and chronology or causation. “They think that everything is subjective. They have plenty of attitudes and opinions, but they lack the knowledge to analyze a problem.” Professor Miller believes that “we are in danger of bringing up a generation without historical memory. This is a dangerous situation.”

In search of some explanation for these complaints, I visited social studies classes in New York City. In one high school, where most of the three thousand students are black, Hispanic, and/or recent immigrants, a teacher said to me, “Our students don’t see the relevance to their own lives of what a lot of dead people did a long time ago. American studies means more to them than American history.”

I observed a class in American studies, where the lesson for the day was state government, its leaders and their functions. When the teacher asked whether anyone knew what the state attorney general does, a girl answered tentatively, “Isn’t he the one that says on the cigarette box that you shouldn’t smoke because it gives you cancer?” The teacher responded, incorrectly, “Yes, but what else does he do?” The teacher went on, earnestly trying to explain what New York’s secretary of state does (“he keeps the state’s papers”) and to find some way to connect the work of these officials to the students’ daily lives. The youngsters were bored and apathetic. Watching their impassive faces, I thought that a discussion of the Crusades or the Salem witchcraft trials or Nat Turner’s rebellion would be infinitely more interesting, and relevant, to their adolescent minds.

In another American studies class the topic for the day was the Dred Scott decision. Ah, I thought, I will now see how historical issues are dealt with. The class began with ten minutes of confusing discussion about how students would feel if they were drafted and told they had to serve in Vietnam. The teacher seemed to think this was relevant to the students (since it was relevant to her own generation), although it was not clear that the students had any idea what the war in Vietnam was about. What she was trying to do, I finally realized, was to get the students to wonder who is a citizen and how citizenship is defined. It was a worthy aim, but the rest of the lesson shed little light on the meaning of the Dred Scott decision. The students were told he was a slave who had been brought into a free territory and then sued for his freedom; they were also given a brief definition of the Missouri Compromise. With this as background, the teacher divided them into groups, each of which was a miniature Supreme Court, where they would decide whether Dred Scott should be a slave or go free. Ten minutes later, no surprise, each little Supreme Court recommended that Dred Scott should be a free man, and the class ended. They did not learn why Chief Justice Roger B. Taney decided otherwise, nor did they learn the significance of the Dred Scott decision in the antislavery agitation, nor its importance as a precursor to the Civil War. Since the course was law studies, not American history, the students had no background knowledge about sectional antagonisms, about slavery, or about anything else that preceded or followed the Civil War.

When I expressed surprise about the complete absence of traditional, chronological history in the social studies curriculum, the chair of the social studies department said, “What we teach is determined by guidelines from the State Education Department. In the late 1960s the state decided to deemphasize chronological history and to focus instead on topical issues and social science concepts. We followed suit.” A teacher chimed in to explain, “We don’t teach history, because it doesn’t help our students pass the New York State Regents examination in social studies.” This teacher claimed to have compiled a list of concepts that regularly appear on the Regents examinations; his students prepare for the Regents by memorizing the definitions of such terms as “cultural diffusion” and “social mobility.”

What happened to the study of history? Many factors contributed to its dethroning; some relate to the overall American cultural situation, others to specific institutional forces within the schools and changes in the social studies field. Those who claim that American culture devalues history make a strong case. Despite the fervor of history buffs and historical societies, Americans have long been present- and future-oriented. I suspect that it has never been easy to persuade Americans of the importance of understanding the past. Trends in recent years have probably strengthened popular resistance to historical study. Even in the academy, rampant specialization among college faculties has made professors less willing to teach broad survey courses, less concerned about capturing the attention of non-majors or the general public by tackling large questions.

Within the schools, the study of history has encountered other kinds of problems. During the past generation, history was dislodged from its lofty perch as “queen” of the social studies by the proliferation of social sciences, electives, and other courses. Many in the social studies field say that history still dominates the social studies, since almost all students take the traditional one-year high school course in American history, and about half the students take a one-year course in world history. However, even though the high school American history course may be secure, researchers have found “a gradual and persistent decline in requirements, courses and enrollments” in history at the junior high school level, as well as a reduction of requirements and course offerings in world history in high schools. Indeed, the only history course that is well entrenched in the curriculum is the high school survey of American history.

To some teachers, social studies means the study of the social sciences, and many schools offer electives in sociology, political science, economics, psychology, and anthropology. Some see the field as primarily responsible for the study of current social problems. Others see it as a field whose overriding objective is to teach students the essentials of good behavior and good citizenship. Still others declare that the goal of the social studies is to teach critical thinking, or values, or respect for cultural diversity.

Because of the ill-defined nature of the social studies field, it is easily (and regularly) invaded by curricular fads, and it all too often serves as a dumping ground for special-interest programs. Whenever state legislatures or interest groups discover an unmet need, a new program is pushed into the social studies curriculum. Each state has its own pet programs, but under the copious umbrella of social studies can be found courses in such subjects as energy education, environmental education, gun-control education, water education, sex education, human rights education, future studies, consumer education, free-enterprise education and a host of other courses prompted by contemporary issues.

This indiscriminate confusion of short-term social goals would have dismayed those historians who first took an active interest in history in the schools. In 1893 a distinguished panel of historians, including the future President Woodrow Wilson, recommended an eight-year course of study in history, beginning in the fifth grade with biography and mythology and continuing in the following years with American history and government, Greek and Roman history, French history, and English history. Criticizing the traditional emphasis on rote learning, the Committee of Ten argued that history should teach judgment and thinking, and should be conjoined with such studies as literature, geography, art, and languages. The historians’ recommendations were aimed at all children, not just the college-bound: “We believe that the colleges can take care of themselves; our interest is in the schoolchildren who have no expectation of going to college, the larger number of whom will not enter even a high school.”

In 1899 the Committee of Seven, a group of historians created by the American Historical Association (AHA), recommended a four-year model high school curriculum: first year, ancient history; second year, medieval and modern European history; third year, English history; and fourth year, American history and government. It was expected that students would read biographies, mythology, legends, and hero tales in the elementary years, and that this reading would provide a foundation for their subsequent study of history. The Committee of Seven’s proposal set a national pattern for American high schools for years to come. Like the Committee of Ten, the Seven believed that history should be the core of general education for all students in a democracy.

This four-year model history curriculum came under increasing attack, however, from the newly emerging field of social studies, whose major purpose (according to a 1918 report known as The Cardinal Principles of Secondary Education) was “social efficiency.” Characteristic of the progressive effort to make education socially useful, the new report, which for decades has been considered the most influential document in American education, rejected those studies that seemed not to contribute directly to the goal of training students to take their place in society.

Moreover, The Cardinal Principles broke sharply with the findings and recommendations of earlier committees. It endorsed differentiated curricula, based on students’ future vocational goals, such as agriculture, business, clerical, industrial, and household arts programs. Much of the history that had been taught had no immediate social utility and thus its advocates had difficulty claiming a place in the curriculum. In the decades that followed, as the curriculum incorporated more courses that seemed socially useful or were intended to teach social skills, the time available for history shrank. Many schools collapsed their courses in ancient history, European history, and English history into a single, and optional, one-year course called “world history” or “Western civilization.”

The new emphasis on short-term social utility also affected the curriculum in the early grades. The various reform reports of the early twentieth century had recommended that young children read exciting stories about remarkable people and events that changed the course of history. In most city and state curricula, children in the early grades studied distant civilizations and read their myths and legends in addition to learning the stories about heroes and the folktales of their own country. They also celebrated holidays and learned about their local community through field trips, an emphasis called “home geography.” But by the 1930s this curriculum began to be replaced by studies of family roles and community helpers. Instead of thrilling biographies and mythology, children read stories about children just like themselves.

The new curriculum for the early grades, called “expanding environments” or “expanding horizons,” was factual and immediate, ousting imaginative historical literature and play from the early grades. Increasingly, time in the early grades was devoted to this fixed pattern: kindergarten, myself; first grade, my family; second grade, my neighborhood; third grade, my city. There was no evidence that children preferred to read about postal workers over tall tales, stories of heroes, or ancient Egyptians. Nonetheless, the new curriculum gradually swept the country, pushing historical content out of the early grades.

Not until the late 1980s did the social studies curriculum in the primary grades attract sustained criticism. According to leading cognitive psychologists, the “expanding environments” approach has no grounding in developmental research. Indeed, there is good reason to believe that it dwells unnecessarily on what the child already knows or does not need to go to school to learn. In 1987, a content analysis of social studies textbooks for the early grades was conducted at the University of Georgia. One of the investigators, Professor A. Guy Larkins, concluded, “If asked to choose between teaching primary-grades social studies with available texts or eliminating social studies from the K-3 curriculum, I would choose the latter. Much of the content in current texts is redundant, superfluous, vacuous, and needlessly superficial.” Larkins also complained that children were reading about taking field trips instead of actually taking field trips, seeing pictures of a generic community rather than investigating their own.

Learning again and again about the roles of family members and community helpers in the primary years may well be extremely boring for children who are used to watching action-packed stories on television and seeing dramatic events on the evening news. The me-centered curriculum fails to give children a sense of other times and places, and fails to appeal to their lively imaginations. Children might enjoy the study of history if they began in the early grades to listen to and read lively historical literature, such as myths, legends, hero stories, and true stories about great men and women in their community, state, nation, and world. Not only in the early grades but throughout the kindergarten to twelfth grade sequence, students should read lively narrative accounts of extraordinary events and remarkable people. Present practice seems calculated to persuade young people that social studies is a train of self-evident, unrelated facts, told in a dull manner.

By mid-century most American public schools had adopted a nearly standardized social studies curriculum: Children in kindergarten and the first three grades studied self, home, family, neighborhood, and community; children in fourth grade studied state history; in fifth grade, American history; in sixth grade, world cultures; seventh grade, world geography; eighth grade, American history; ninth grade, civics or world cultures; tenth grade, world history; eleventh grade, American history; twelfth grade, American government. While there have been many variations from district to district, this has been the dominant social studies curriculum for the last fifty years. Most cities and states follow the model for the early grades, teach one year of American history in elementary school and again in junior high school, and require a single year of American history for high school graduation. Most, however, do not require the study of world history in the high school years.

Despite this format’s persistent emphasis on social relevance and student interest, surveys have repeatedly shown that students find social studies to be less interesting and less important than their other school subjects. Why is this field, whose intrinsic human interest is so compelling, so often perceived as boring? There are many possible answers, including the compendious, superficial, and dull textbooks students are assigned to read. But the curricular pattern itself must be in some measure at fault, as it forces repetition of courses on the one hand and too little time for study in depth on the other. Both problems are surefire formulas for dullness, and curriculum planners have been thus far unable to resolve either of them.

When the usual curricular model is followed, American history is taught three times: in the fifth grade, the eighth grade, and the eleventh grade. The question is whether to teach a complete survey course (from pre-Columbian times to the present) at each of the three grade settings. If the survey is taught three times, there is no time to go beyond the textbook, to explore significant questions, to examine original sources or to conduct mock trials or debates. Some districts have broken away from the “coverage” survey by instead teaching major topics and themes in American history, but this approach is clearly insufficient when youngsters fail to understand chronology, the sequence of events, or the causal connections among events.

Another alternative to the survey is to devote each of the three years of American history to a different time period. The usual pattern is that the elementary school course concentrates on exploration and settlement and daily life in the colonies; the junior high course emphasizes the nineteenth century; and the high school year carries the student from the Civil War to the present. The advantage of the latter program is that it allows for time to treat issues in depth, without neglecting chronology. The disadvantage is that it allows no time for mature students to examine the Revolutionary era, when the principles of American government were shaped, or to consider the constitutional conflicts that led to the Civil War. It is also problematic in light of population mobility from state to state, as well as the immigrant influx from other countries, which means that newcomers in the middle or later grades will miss out on important events in the life of the early Republic.

While there is no easy answer to this problem, the history curriculum adopted in California in 1987 attempts to meld the two approaches; each year concentrates on a different time period, but each course begins and ends with an intensive review of critical issues and events. In the world history program, the most pressing problem is time. In most districts where world history is taught, it is studied for only one year, not nearly enough time to encompass the history of the world. New York State adopted a two-year global studies sequence in 1987 (though not strong on history), and California adopted a mandatory three-year world history sequence in the same year. Most other states, however, do not require even one year of world history.

Furthermore, the social studies field is divided about whether world history should emphasize Western Europe or global studies. When the course focuses on Western Europe, it is unified by attention to the evolution of democratic political institutions and ideas, as well as to their betrayal by genocide, war, and racism. When the course is global studies (as, for example, in New York State), equal attention is given to Western Europe, Africa, Latin America, Asia, and other regions. The “Western civilization” course has been criticized by some as “ethnocentric,” while the “global studies” approach has been criticized by others for superficiality, for incoherence, and for minimizing the importance of the West in world history. No matter which approach is taken, a single year is insufficient to study world history.

The difficulty of trying to compress the history of the world into an introductory course is exemplified by one widely-adopted text, in which World War II is reduced to a brief summary and the Holocaust to two sentences: “Many millions of civilians also lost their lives. Six million Jews alone were murdered at Hitler’s orders.”

Does it matter if Americans are ignorant of their past and of the world’s? Does it matter if they know little of the individuals, the events, the ideas, the forces, and the movements that shaped their nation and others? If the study of history is to gain public support and attention,
historians must directly answer the utilitarian challenge. They must be prepared to argue that the study of history is useful in its own terms. Those who study history learn how and why the world came to be what it is, why things change and why they stay the same.

Knowledge of history is both useful and necessary for our society because everyone has the right to choose our leaders and to participate in our civic and social life. All citizens, not just the few, are expected to understand major domestic and international issues. Without historical perspective, voters are more likely to be swayed by emotional appeals, by stirring commercials, or by little more than a candidate’s photogenic charisma.

Even between elections, a knowledge of history is vital today for the average citizen and vital for the health of our political system. Politicians and news organizations regularly poll the public to assess their view of domestic and international issues. When public sentiment is clear, the government and the media take heed. When the public is ill-informed or uninterested, policymakers are free to act without the consent of the governed. Americans today require historical background in order to understand complex social and political questions in Latin America, Africa, and elsewhere.

Writers and editors in national newspapers and magazines assume the presence of a historically literate public by alluding without further explanation to historic events and individuals. Without a historically literate public, readily able to understand such references,
newspapers and television journalism will have no choice but to simplify their vocabulary, to reduce their coverage of serious topics, and serve as little more than headline and amusement services, devoid of significant context.

Those who have a professional commitment to the study of history have a particular responsibility to improve the way it is taught and learned in the schools. Organizations such as the American Historical Association, the Organization of American Historians (OAH), and the National Council for the Social Studies (NCSS) have a direct responsibility for the quality of history instruction. The teacher-scholar collaboratives sponsored by these organizations are one valuable means to assist professionals in the schools. There are others. For example, professional associations should lobby to ensure that teachers of history have actually studied history in college; in several states, including New York and California, social studies teachers may be certified without ever having studied any history. Professional associations could assist curriculum planners in enriching the study of history at every grade level. The AHA and OAH could provide invaluable support to state curriculum offices that are pressured by powerful interest groups to rewrite or water down the history curriculum; some kind of review mechanism could fend off unreasonable demands.

In 1932, Henry Johnson of Teachers College, Columbia University, wrote a delightful review of the teaching of history throughout the ages, somewhat misleadingly entitled An Introduction to the History of the Social Sciences. Johnson quoted a sixteenth-century Spanish scholar, Juan Vives, to explain why it is valuable to study history: “Where there is history,” wrote Vives, “children have transferred to them the advantages of old men; where history is absent, old men are as children.” Without history, according to Vives, “no one would know anything about his father or ancestors; no one could know his own rights or those of another or how to maintain them; no one would know how his ancestors came to the country he inhabits.” Johnson cited the view of the seventeenth-century French oratorians that “history is a grand mirror in which we see ourselves…The secret of knowing and judging ourselves rightly is to see ourselves in others, and history can make us the contemporaries of all centuries in all countries.”

History will never be restored as a subject of value unless it is detached from vulgar utilitarianism; it should not be expected to infuse morals or patriotism. Properly taught, history teaches the pursuit of truth and understanding; it establishes a context of human life in a particular time and place, relating art, literature, philosophy, law, architecture, language, government, economics, and social life; it portrays the great achievements and terrible disasters of the human race; it awakens youngsters to the universality of the human experience as well as to the particularities that distinguish cultures and societies from one another; it encourages the development of intelligence, civility, and a sense of perspective. It endows its students with a broad knowledge of other times, other cultures, other places. It leaves its students with cultural resources on which they may draw for the rest of their lives. These are values and virtues that are gained through the study of history, values and virtues essential to the free individual exercising freedom of mind. Beyond these, history needs no further justification.

Academy Fight Song: “There is no Santa Claus”

his essay starts with utopia–the utopia known as the American university. It is the finest educational institution in the world, everyone tells us. Indeed, to judge by the praise that is heaped upon it, the American university may be our best institution, period. With its peaceful quadrangles and prosperity-bringing innovation, the university is more spiritually satisfying than the church, more nurturing than the family, more productive than any industry.
The university deals in dreams. Like other utopias–like Walt Disney World, like the ambrosial lands shown in perfume advertisements, like the competitive Valhalla of the Olympics–the university is a place of wish fulfillment and infinite possibility. It is the four-year luxury cruise that will transport us gently across the gulf of class. It is the wrought-iron gateway to the land of lifelong affluence.
It is not the university itself that tells us these things; everyone does. It is the president of the United States. It is our most respected political commentators and economists. It is our business heroes and our sports heroes. It is our favorite teacher and our guidance counselor and maybe even our own Tiger Mom. They’ve been to the university, after all. They know.
When we reach the end of high school, we approach the next life, the university life, in the manner of children writing letters to Santa. Oh, we promise to be so very good. We open our hearts to the beloved institution. We get good grades. We do our best on standardized tests. We earnestly list our first, second, third choices. We tell them what we want to be when we grow up. We confide our wishes. We stare at the stock photos of smiling students, we visit the campus, and we find, always, that it is so very beautiful.
And when that fat acceptance letter comes–oh, it is the greatest moment of personal vindication most of us have experienced. Our hard work has paid off. We have been chosen.
Then several years pass, and one day we wake up to discover there is no Santa Claus. Somehow, we have been had. We are a hundred thousand dollars in debt, and there is no clear way to escape it. We have no prospects to speak of. And if those damned dreams of ours happened to have taken a particularly fantastic turn and urged us to get a PhD, then the learning really begins.
The disaster that the university has proceeded to inflict on the youth of America, I submit, is the direct and inescapable outcome of this grim equation. Yes, in certain reaches of the system the variables are different and the yield isn’t quite as dreadful as in others. But by and large, once all the factors I have described were in place, it was a matter of simple math. Grant to an industry control over access to the good things in life; insist that it transform itself into a throat-cutting, market-minded mercenary; get thought leaders to declare it to be the answer to every problem; mute any reservations the nation might have about it–and, lastly, send it your unsuspecting kids, armed with a blank check drawn on their own futures.
Was it not inevitable? Put these four pieces together, and of course attendance costs will ascend at a head-swimming clip, reaching $60,000 a year now at some private schools. Of course young people will be saddled with life-crushing amounts of debt; of course the university will use its knowledge of them–their list of college choices, their campus visits, their hopes for the future–to extract every last possible dollar from the teenage mark and her family. It is lambs trotting blithely to the slaughter. It is the utterly predictable fruits of our simultaneous love affairs with College and the Market. It is the same lesson taught us by so many other disastrous privatizations: in our passion for entrepreneurship and meritocracy, we forgot that maybe the market wasn’t the solution to all things.




Harvard’s Hollow Core



“The philosophy behind the core is that educated people are not those who have read many books and have learned many facts but rather those who could analyze facts if they should ever happen to encounter any, and who could ‘approach’ books if it were ever necessary to do so.”

Even before Harvard’s Core Curriculum made its debut, in 1979, Saturday Review hailed it as “a quiet revolution.” The magazine was wrong on both counts: not only was the core unrevolutionary but it rapidly became one of the loudest curricula in America. Time, Newsweek, and other popular periodicals celebrated the new program, which required undergraduates to take special courses designed to reveal the methods–not the content–of the various academic disciplines. “Not since…1945,” The Washington Post said, “had the academic world dared to devise a new formula for developing ‘the educated man.'” The reform was front-page news for The New York Times, and even network television covered it. Media enthusiasm continues today, with Edward Fiske, the former education editor of The New York Times advising readers of The Fiske Guide to Colleges: “Back in the mid-1970s Harvard helped launch the current curriculum reform movement, and the core curriculum that emerged ranks as perhaps the most exciting collection of academic offerings in all of American higher education.”
The core did indeed start a movement. A 1981 report issued by The Carnegie Foundation for the Advancement of Teaching spoke of “the Harvard lead” and recommended a general-education program that put more emphasis on “the shared relationships common to all people” than on any particular facts. The University of North Carolina at Chapel Hill soon adopted the Harvard approach, and other schools have instituted programs that stress skills over facts. The structures of these programs vary, but the Harvard core’s singular influence is suggested by Ernest Boyer’s 1987 book College: The Undergraduate Experience in America. Boyer’s survey of academic deans at colleges and universities nationwide found that the Harvard core was the most frequently mentioned example of a successful program of general education.
For their part, Harvard officials seem delighted with the program. A. Michael Spence, who just finished a six-year term as dean of the faculty of arts and sciences, has labeled it “a smash hit”; President Derek Bok has heralded its “enormous success.” Indeed, Bok, who will step down next year after two decades at the helm, said in 1983, when the faculty approved the continuation of the core, that the development of the program had given him more satisfaction than any other project undertaken during his presidency. In 1985 the members of Harvard’s chief governing board showed that they had no complaints either when the elected the core’s architect, Henry Rosovsky, to their number. (Rosovsky, who preceded Spence as dean of the faculty, has now been appointed acting dean while Harvard searches for Spence’s permanent replacement.) The program recently marked its tenth anniversary, and no fundamental changes are on the horizon.
Forty-five years ago Harvard had a clear idea of its mission. In 1945 it published a 267-page book laying out goals for educators, with the hope of giving American colleges and secondary schools a “unifying purpose and idea.” The thrust of this volume, titled General Education in a Free Society but nicknamed “the Redbook,” was that educational institutions should strive to create responsible democratic citizens, well versed in the heritage of the West and endowed with “the common knowledge and the common values on which a free society depends.” As James Bryant Conant, then the president of Harvard, once summed up his goal, “Our purpose is to cultivate in the largest possible number of our future citizens an appreciation of both the responsibilities and the benefits which come to them because they are Americans and are free.”
To accomplish this goal at Harvard, the Redbook recommended that every undergraduate be required to take two full-year survey courses, tentatively called “Great Texts of Literature” and “Western Thought and Institutions,” and a full-year course on the principles of either the physical or the biological sciences. The Harvard faculty balked at this specific program, but it endorsed the Redbook’s essence. In each of three areas–the humanities, the social sciences, and the natural sciences–it established a short list of approved courses. The general education program was first required in the fall of 1949 and was fully phased in two years later, when all entering students were required to do two semesters of approved coursework in each area.

Madison School Board Rejects Teaching & Learning Expansion; an Interesting Discussion



One of the most interesting things I’ve observed in my years of local school interaction is the extensive amount of pedagogical and content development that taxpayers fund within the Madison School District. I’ve always found this unusual, given the proximity of the University of Wisconsin, MATC and Edgewood College, among other, nearby Institutions of Higher Education.


The recent Math Task Force, a process set in motion by several school board elections, has succeeded in bringing more attention to the District’s math curriculum. Math rigor has long been a simmering issue, as evidenced by this April, 2004 letter from West High School Math Teachers to Isthmus:

Moreover, parents of future West High students should take notice: As you read this, our department is under pressure from the administration and the math coordinator’s office to phase out our “accelerated” course offerings beginning next year. Rather than addressing the problems of equity and closing the gap by identifying minority math talent earlier, and fostering minority participation in the accelerated programs, our administration wants to take the cheaper way out by forcing all kids into a one-size-fits-all curriculum.



It seems the administration and our school board have re-defined “success” as merely producing “fewer failures.” Astonishingly, excellence in student achievement is visited by some school district administrators with apathy at best, and with contempt at worst. But, while raising low achievers is a laudable goal, it is woefully short-sighted and, ironically, racist in the most insidious way. Somehow, limiting opportunities for excellence has become the definition of providing equity! Could there be a greater insult to the minority community?

The fact the Madison’s Teaching & Learning Department did not get what they want tonight is significant, perhaps the first time this has ever happened with respect to Math. I appreciate and am proud of the Madison School Board’s willingness to consider and discuss these important issues. Each Board member offered comments on this matter including: Lucy Mathiak, who pointed out that it would be far less expensive to simply take courses at the UW-Madison (about 1000 for three credits plus books) than spend $150K annually in Teaching & Learning. Marj Passman noted that the Math Task Force report emphasized content knowledge improvement and that is where the focus should be while Maya Cole noted that teacher participation is voluntary. Voluntary participation is a problem, as we’ve seen with the deployment of an online grading and scheduling system for teachers, students and parents.

Several years ago, the late Ted Widerski introduced himself at an event. He mentioned that he learned something every week from this site and the weekly eNewsletter. I was (and am) surprised at Ted’s comments. I asked if the MMSD had an internal “Knowledge Network”, like www.schoolinfosystem.org, but oriented around curriculum for teachers? “No”.


It would seem that, given the tremendous local and online resources available today, Teaching & Learning’s sole reason for existence should be to organize and communicate information and opportunities for our teaching staff via the web, email, sms, videoconference, blogs, newsletters and the like. There is certainly no need to spend money on curriculum creation.

Men more frequently require to be reminded than informed.”

The hard lessons of segregation
WAYNE CLOUGH, the president of the Georgia Institute of Technology, has just moved into a new office. The workmen are still in the corridors outside, generating noise and dust. A few years ago the site, in Atlanta, was full of drug addicts and prostitutes. The hotel across the street was boarded up and inhabited by vagrants. Now Georgia Tech is building a “sustainable, energy-efficient campus” with white roofs, recycled building materials and a system for catching and using rainwater. It is a bit more expensive, says Mr Clough, but “if you plan to be around for a while, you’ll recapture the costs eventually.”
Georgia Tech has a global reputation. Its 16,000 students will mostly go on to careers in engineering, medicine or some other tough and lucrative field. But Mr Clough does have some worries. Southern universities got into the research game later than their northern rivals, so the region is behind the curve in attracting high-tech industries, he says. From time to time, fundamentalists try to teach creationism as science in southern public schools, which “reinforces the backward image”. But his biggest worry is that not enough young southerners are mastering science and maths.
“Brother Dave” Gardner, a stand-up comic from Tennessee, greeted the 1954 Supreme Court order to end segregated schools with the quip: “Let ’em go to school, beloved. We went, and we didn’t learn nothin’.” That was harsh, but partly grounded in fact. The point of school segregation was to keep blacks down and whites separate. When it ended, many white parents moved their children from newly integrated public schools to private schools whose chief selling point was whiteness, not academic rigour.

Learning, Working & Playing in the Digital Age

My interest here today is in looking at the notions of learning, working and playing in the digital age and how today’s kids—growing up digital—might actually be quite different from what we might first think. But, more particularly, how by stepping back and looking at the forces and trends underlying the digital world, we may have a chance to create a new kind of learning matrix, one that I will call a learning ecology.
I became interested in learning ecologies because of their systemic properties. We need to view higher education from a systemic perspective, one that takes into consideration all of the components—k-12, community colleges, state and private colleges and universities, community libraries, firms, etc.—that make up a region. This, in turn, raises additional questions about how we might create a regional advantage such as in the Research Triangle in North Carolina or in Silicon Valley. For example, is there a way to extend science parks, that typically surround universities, into also being learning parks and from there into being learning ecologies by combining the knowledge producing components of the region with the nearly infinite reach and access to information that the internet provides? And, if so, might this provide an additional use of the internet in learning—one besides just distance learning. But first, let’s consider what the Web is and see how it might provide a new kind of information fabric in which learning, working and playing co-mingle. Following that we will then look at the notion of distributed intelligence which has a great deal to do with the social basis as well as the cognitive basis of learning, and how those fold together. Then we will look at the issue of how one might better capture and leverage naturally occurring knowledge assets, a topic as relevant to the campus as to the region or to the firm. Finally, we will come to the core topic of how all this folds together to lead to a new concept of a learning ecology.
