After years of declining literacy scores, Madison schools move forward with new reading curriculum

The hope is that the new curriculum will improve dismal reading scores across the district.

According to the 2021-2022 State Report Card, prepared by the Department of Instruction, only 39.5% of K-12 students in Madison schools were proficient or advanced in reading that school year. The district’s Black students fare worse. In 2021-2022 only 8.8% of Black students were proficient or advanced in reading.

Jackson says it will take three to five years to see results as far as state tests go.

In the meantime, the district will focus on making sure students are excited about their lessons and growing teachers’ confidence in the curriculum.

Briggs says building a district of successful readers is going to take the support of families and the community.

“Well, it’s kind of too bad that we’ve got the smartest people at our universities, and yet we have to create a law to tell them how to teach.”

School board candidates reflect on school climate ahead of primary

It’s been a difficult year for the Madison school district.

A barrage of high-profile incidents has taken over the narrative of what it’s like in Madison’s schools, from the use of racist language, to a teacher being arrested for attempting to produce child pornography, to issues of safety at a district middle school.

The district is also in the midst of changing leadership as Matthew Gutiérrez takes over as superintendent, following Jennifer Cheatham, who announced her departure last May.

Amid the change and turmoil, voters will begin the process of electing two new members to the Madison school board. A primary for the general election is Feb. 18, and will include a narrowing down of candidates for the board’s Seat 6, currently held by Kate Toews, who is not seeking re-election.

All those running for Seat 6 — Maia Pearson, Christina Gomez Schmidt and Karen Ball — have children in Madison’s schools. The top two vote-getters will face off in the general election on April 7, where they will join incumbent Nicki Vander Meulen and challenger Wayne Strong, the two candidates running for Seat 7, on the ballot. Savion Castro, who was appointed to Seat 2 in July, is running unopposed in a special election.

Leading up to the primary, Isthmus wanted to know what each of the candidates in contested races thought about the overwhelmingly negative press the district has been getting in the last year — and how it’s affecting students. We also asked candidates to explain how, if elected, they would address the critical issues facing Madison’s schools, while also ensuring students feel valued and supported.

Mission vs. Organization: Madison’s long term, disastrous reading results

The November meeting did draw some reading experts — including UW-Madison cognitive neuroscientist Mark Seidenberg and Madison reading advocate Laurie Frost – who have been publicly critical of the district’s teaching approach to reading. When they spoke, Morateck emphasized that the meeting was meant for parents, not the community at large, although she did not ask anyone to leave.

“The point of this was to bring in the community and to hear what the community wants to hear,” Morateck said. “And when I say community, I mean parents.”

But Klein complained about this distinction, saying she was glad to see people who simply care about how reading is being taught in the district attend the meeting.

Frost called it a “contrived restriction” on a community meeting. “It’s time to stop playing games, and to actually pay attention to the science and to actually impact the data, to look at the data and take [it] seriously, and to put aside our adult politics about whole language, phonics, whatever, and make sure the kids are learning.”

At the meeting, Seidenberg said that what the community wants is a forum to talk about their concerns.

“I’ve been here in Madison since 2001, and have never had a discussion with anyone from the Madison Metropolitan School District about any policies related to achievement gaps, dyslexia, language differences, bilingual background, speaking a different dialect,” he said. “And so there’s a certain amount of frustration when you say, ‘We’re really interested in these criteria, and we’re really going to look at them seriously.’”

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

How I Taught My Kid to Read: Children can learn quickly by sounding out words, letter by letter—but somehow, the method is still controversial.

Now that it’s summer, I have a suggestion for how parents can grant their wee kiddies the magic of reading by Labor Day: Pick up Siegfried Engelmann’s Teach Your Child to Read in 100 Easy Lessons. My wife and I used it a while ago with our then-4-year-old daughter, and after a mere 20 cozy minutes a night, a little girl who on Memorial Day could recognize on paper only the words no and stop and the names of herself and her family members could, by the time the leaves turned, read simple books.

My wife and I are not unusually diligent teachers. The book worked by, quite simply, showing our daughter, bit by bit, how to sound out the words. That’s it. And yet in the education world, Engelmann’s technique is considered controversial.

Engelmann’s book, which he co-wrote with Phyllis Haddox and Elaine Bruner, was first published in the early 1980s, but it was based on work from the late 1960s. That’s when Engelmann was involved in the government-sponsored Project Follow Through, whose summary report compared nine methods for how to teach reading and tracked results on 75,000 children from kindergarten through third grade. The results, though some critics over the years have rejected them on methodological grounds, were clear: The approach that proved most effective was based on phonics—teaching children how to sound words out, letter by letter, rather than encouraging students to recognize words as single chunks, also called the whole-word system. Specifically, the most successful approach supplemented basic phonics with a tightly scripted format emphasizing repetition and student participation, often dubbed “direct instruction.” As I have previously explained for NPR, the results were especially impressive among poor children, including black ones.

COPS IN SCHOOLS or BLACK KIDS CAN READ?

The Capital Times published my editorial below on March 12, 2019. I then posted the article on my FB page the same day. This terrible, awful and destructive generational disease didn’t get nearly the same rise out of people as me imploring our children and young adults to use more empowering language when advocating for themselves, and avoid cursing at school board members and staff in our public schools.

Over the last few days since I voiced my concerns about the poor language being used towards adults by our children and youth in our public schools (and at several school board meetings), I have received mostly positive feedback. However, I have also read comments by people who feel my concern about our children’s poor use of language is overstated, misguided and disrespectful.

Worse, I was referred to as a man who practices “respectability politics” and a “Black leader” who has “turned his back” on Black children and who “can no longer hear this voice [of Black youth], can no longer hear the concerns of the masses, can no longer concern [myself] with Black, often low-income, and poor people because [they] are not speaking the way [I] want them to speak?” It was interesting reading this from people who clearly know very little if anything about me or my work, but whose children have directly benefited from years of my advocacy, and from specific programs I created or pushed to have established.

But let’s address the Police Officer in Schools issue first.

Over the last year-plus, our school districts leadership and Board of Education have been focused on whether or not they should renew their contract with the Madison Police Department and continue having police officers stationed in our public high schools. To gain a deeper understanding this issue, I talked with Madison parents, and students and teachers in our public schools about their opinions about having police officers in schools. I also talked with three of the four Educational Resource Officers (EROs) stationed at our four comprehensive public high schools about who they are and what their jobs entail. During our conversations, I learned that none of the people arguing for their displacement from our schools have never reached out to or sat down with these officers to learn about what they actually do in our schools. All four EROs are people of color. One is a Latina female and three are African American males.

Of the three that shared their personal stories with me, I learned that all of them (including the ERO at Memorial who I have not yet talked with) have come from challenging backgrounds that have enabled them to relate to our children, and are reasons why they are so driven to help our most vulnerable and challenged young people to succeed.

All four officers applied for their current positions within the Madison Police Department because they a very serious about wanting to help our children succeed and “prevent” them from entering our criminal justice system. All stressed concern that none of the organizations or leaders leading the fight against their being in the schools have sat down to talk with them about what they actually do, or about the impact they are having with our children in their schools.

As men and women of color, these officers are disappointed that people are portraying them, their work and their efforts differently than what they actually do and experience every day. After hearing dozens of ways they are helping our children succeed and overcome obstacles, while keeping our schools safe, I can understand their concerns and impact at a deeper level now, too.

Before we began our conversation, I told each ERO that I initially was not supportive of the idea of having police officers in our schools, but I wanted to learn from them what they do, what they are seeing and experiencing on a daily basis, and what they think is needed for our children and schools before I formalized my position about their work and placement in our high schools. I left each conversation feeling grateful for these men and women and blessed that we have officers who care so deeply about our children, families and community.

After digging into the issues with them, I learned that they are preventing for more arrests than we would see if they were not in our schools and didn’t know school staff and our children. Each described how if a traditional beat cop was called into the school who didn’t know our students or the dynamics of our schools, that they wouldn’t take the time an ERO does to get know the students involved. They would figure out who did what, likely arrest the student(s), and take them to the Juvenile Reception/Detention Center (JRC – aka youth jail) for processing so they could get to their next call.

That said, I do understand why some of our young people and parents may still not want officers in our schools. However, there are also many who want them to remain in our schools. Moreover, I am deeply concerned that our school board has listened to hours of testimony but even many of them have not yet met or talked with these officers about their work and impact either. I hope going forward, that they do.

But the bigger point here is, we are spending hundreds of hours on the issue of having police in our high schools, while we are not spending much time at all addressing the fact that more than 85.8% of Black children (or 792 of 923 Black children in 3rd, 4th and 5th grade in 2017-18) cannot read at grade level in our public “elementary” schools. In fact, the majority (55.4% or 511 of 923) of these children read significantly below grade level. The definition for “significantly below (or aka “below basic”) means that the “student demonstrates minimal understanding of and ability to apply the knowledge and skills for their grade level that are associated with college content-readiness.” (Source: Wisconsin Department of Public Instruction 2019).

WHAT IS UP WITH THIS? Why is our community going way over-the-top with its disgust and advocacy for police officers and issues that have little to do with how poorly our children are doing educationally in preschool through 5th grade? Why isn’t this the focus of our advocacy? Are we not aware that a young person’s educational success and attainment will dramatically reduce the likeliness that they ever will find themselves trapped in the bowels of our nation’s criminal justice system?

What are we doing and what are we advocating for that will actually move the needle educationally for our children? Protest the police if you want to, and protest loudly, but don’t scapegoat brothers like me who hold our children to a higher standard of personal and professional conduct (their profession, being a student), regardless of the circumstances they face, and who are actually focused on helping them succeed educationally in school. And please don’t tell our children that it is ok to curse out their teachers because they’ve been “marginalized” or “disrespected”. We aren’t helping them by enabling and excusing such behavior.

A teacher asking a student to get to class on time shouldn’t be told, “Fuck you bitch, don’t talk to me. Leave me alone.” I heard that one myself at West High School. I had to get up out of my chair to address these four young girls as I was talking with the ERO, Justin Creech, at West High School, about his job duties. When I walked into the hallway from Officer Creech’s office, I saw a group of four girls who look like my daughter directing their language at a white female teacher who was simply asking them to get to class. Class had started 10 minutes earlier. I confronted these young women about it and they apologized to me by saying, “My bad, My bad, I’m sorry.” I asked them to apologize to the teacher and they did. However, that teacher and Officer Creech told me that this happens all the time in the school because the children know they can get away with it. My daughter Alana who attends the school said she sees it happening all the time, too. I heard the same thing from Black and Latino teachers, staff and Principal Mike Hernandez at East High School after I had spoken up about this issue at the school board meeting on Monday. They said this disrespectful behavior towards adults is happening in our high schools every day. More than a handful of our students are engaged in this behavior, and its getting worse not better.

So, those who say they are fighting for justice for Black children, including my own, I have a few questions…
What is a greater “injustice”, having police officers present in our public high schools OR allowing thousands of Black children to fail academically in our elementary schools every year and show up to high school ill-prepared to succeed there? What are we doing to address the underlying root causes, and at the point of a child’s life where we can actually make the greatest positive impact on their growth, development and future outcomes?

What is the greater injustice, the proliferation of undereducated Black children in our public schools and communities, OR a police officer with a badge walking through the hallways of our public high schools?

What is the greater injustice, asking our children and young adults to be passionate in their advocacy for their causes but to please avoid using language that injures others, disempowers their messages, and distracts from others seeing their agenda, OR giving our children absolute permission to curse and swear at adults and do what they want because they’ve been hurt and marginalized?

It is depressing to see so little focus being placed on the areas where we need it most and where we can make the greatest difference now and the future.

And then, despite the fact that I have spent 30 years working to address these issues locally, nationally and internationally, while creating great opportunities for learning, career growth and college attainment for thousands of children in Madison, and many more across the USA, I am told by the orchestrators of these school board protests that because I spoke up about our children cursing at school board members during school board meetings, and about other children who are misbehaving in our schools and berating teachers and staff each day, that I have “turned my back” on “Black children”. Are we not supposed to hold our children accountable to treat adults and each other respectfully?

As the days and years go by, I am very worried and deeply troubled about the health, welfare and success of Black children in Madison. We are at risk of losing another generation of Black children to a legacy of poverty, depression, disenfranchisement and underperformance. Also, I am equally concerned about how quickly some people and organizations try to diminish the voices of Black men, and/or other people they see as outliers to their values and belief systems.

When I, as a Black father of five children – three adults and two adolescents, raise my concerns about the poor conduct of young men and women who look like me in our schools, and am called names because of it, I wonder with deep concern, why do the very people who profess to be about justice for Black people want Black men’s compliance and our silence on issues that matter to us, our children and our community? People complain about there being too few Black fathers present in the homes and lives of Black children. However, when Black men who are present and deeply committed to our families and young people speak up to address our concerns with our youth, we get dirt thrown on us by people who think that it’s ok to condone, promote and apologize for our young people’s negative behaviors.

We live in crazy times. But, I will not lower my expectations of our children (or adults). Not now. Not ever. Peace and Blessings. “Children are the reward of life.”

Why are Madison’s Students Struggling to Read?

Mark Seidenberg, a UW-Madison professor and cognitive neuroscientist, has spent decades researching the way humans acquire language. He is blunt about Wisconsin’s schools’ ability to teach children to read: “If you want your kid to learn to read you can’t assume that the school’s going to take care of it. You have to take care of it outside of the school, if there’s someone in the home who can do it or if you have enough money to pay for a tutor or learning center.”

Theresa Morateck, literacy coordinator for the district, says the word “balanced” is one that’s been wrestled with for many years in the reading world.

“I think my perspective and the perspective of Madison currently is that balanced means that you’re providing time to explicitly teach those foundational skills, but also that’s not the end-all be-all of your program,” Morateck says.

According to the district, students in elementary school get 120 minutes of daily literacy instruction.

Lisa Kvistad, the district’s assistant superintendent for teaching and learning, lays out what those two hours look like for kindergarten, first and second grade. For 30 minutes, students focus on foundational skills including print awareness (the difference between letters, words and punctuation), phonemic awareness (the ability to hear, identify and make individual sounds), and phonics (correlating sounds with letters or groups of letters).

Then teachers move into a 15-minute group lesson on a topic the class is focusing on. That’s followed by a workshop in which students are broken up into different groups for 20 to 40 minutes.

In these workshops, says Kvistad, “students are in varying groups and approaching literacy acquisition through opportunities to work with the teacher, read independently, and engage in word study.”

That independent learning allows students to choose books at their assessed skill level, Kvistad says. The district also offers a supplemental online program called Lexia for students who want to work on phonics.

At the end of the workshop, teachers bring students together again to connect their independent or small group study with the mini-lesson they started with.

After reading, 30 to 50 minutes are dedicated to writing, which is also done in a workshop model. The 120 minutes are rounded out by about 20 minutes of “speaking, listening and handwriting.”

For third, fourth and fifth graders, the 120-minute block looks similar, except no time is spent on foundational skills — except for the continued ability to use Lexia.

Kvistad explains that getting the right balance of foundational skills and exposure to grade-level curriculum is an art.

“There’s always a temptation to do more phonics,” Kvistad says. But she says there are drawbacks to that: “Those little ones never get a chance to access grade level curriculum, to engage in rich dialogue with the students in class, to have experience with grade-level vocabulary.”

But for those who advocate for a purely science-based approach to teaching reading, children need to master foundational reading skills before they have any hope of progressing to the more advanced skills that are emphasized with balanced literacy.

Steven Dykstra of the Wisconsin Reading Coalition, an organization that advocates for science-based reading instruction, pulls no punches, calling balanced literacy the “current name for the bad way to teach reading.” He says it evolved from “whole language,” a now-discredited type of instruction.

“In whole language you would have taught no phonics, and when you read books with kids you would have taught them to guess and use pictures,” Dykstra says. “In balanced literacy you teach some phonics, but when you sit and read a book you still give priority to guessing and pictures as a way to identify words. And you resort to phonics as a last resort.”

The UW’s Seidenberg explores the complex science of reading in his book Language at the Speed of Sight.

“What happens when you become a skilled reader is that your knowledge of print and your knowledge of spoken language become deeply integrated in behavior and in the brain,” he tells Isthmus. “So that when you are successful at becoming a reader you have this close, intimate relationship between print and sound.”

The Wisconsin Department of Public Instruction has granted thousands of elementary teacher reading content knowledge waivers.

Wisconsin elementary teachers are, by law, required to pass the Foundations of Reading exam. This requirement – our only teacher content knowledge imperative – is based on Massachusetts’ highly successful MTEL initiative.

An emphasis on adult employment.




2019 Madison School Board Election Result Commentary

I met many people throughout the city (and reconnected with sister Jane). Gratified at the many educators, teaching support staff, and mainstream Democrats who said they voted for me. Another shout-out to liberal downtown Madison blogger Greg Humphrey. That took courage.

We started a long overdue conversation in this community. That will continue.

I am proud of the campaign we ran and many of you were a big part of that. We talked the issues, we did not disparage motives or call names. (But we sure were on the receiving end! Thought I had a tough hide but there are some bruises.) We offered real-life solutions rather than blaming nebulous, macro socio-economic conditions, Act 10 or various Koch brothers. Returning control of their classrooms to teachers was, Tuesday’s results show, a bridge too far. Who’d a-thunk it?

Caire said he knew it would be a tight race, but said the 32,000 people who voted for him want change. “That 32,000 is a sign that there are folks that want to move in different directions. So we’re going to keep pushing,” he said. He said he is concerned that the “hardcore left” in Madison is not truly committed to change for kids of color. “You don’t see them fighting and calling people names and yelling and screaming and picketing when it’s black kids failing. And that bothers me, that bothers me. I feel like if they’re really with us, they should be with us all the time.”

Mirilli and Muldrow said they will address the issues they campaigned on.

“Now we get to work,” Muldrow said. “Now we try to make our schools into places where every single kid can be successful and … give it everything we’ve got.”

Negassi Tesfamichael:

Caire said he will continue to be active in Madison’s education scene and will push for universal preschool in the city.

“I keep going; I don’t stop,” Caire said. “(The election) is not going to stop me from doing what it is that we need to do … there’s a lot going on in the schools I feel I could help with, and I’ll still try to help.”

Carusi, who has touted her many years of attending School Board meetings and being a grassroots organizer, has staunchly opposed voucher schools and independent charter schools like One City. Her opposition to independent charter and voucher schools scored her the endorsement of Madison Teachers Inc., the local teachers union.

“I’m looking forward to being able to bring all voices to the table and representing our whole community on the School Board,” Carusi said.

As for charter schools, Blaska says the more the better. “Competition is what made America great,” he says. “My whole pitch is to bring Madison schools back to their former excellence status and we’ve gone the opposite way. We have parents voting with their feet.”

Muldrow supports charter schools — like Nuestro Mundo — that are overseen by the district, because they create an opportunity to develop creative curriculum. She notes that two independent charter schools — Isthmus Montessori Academy, where her daughters go, and One City Schools — would prefer to be part of the district. Both applied but were rejected.

To address the achievement gap, Blaska sees a lack of discipline as the problem and would revise the district’s Behavior Education Plan. Muldrow champions making arts a core part of curriculum. She’d also encourage the district to step back from standardized testing and make schools more inclusive and welcoming.

“Our attachment to ‘sit still, in a desk, fill out a worksheet,’ I don’t think we’re attached to that because it’s a necessity of learning, I think were attached to it because we’re used to it,” Muldrow says. “And I think we’re attached to the achievement gap because we’re used to it. And I think that we need to get used to something else.”

Madison’s Sherman Middle School focuses on new energy after blog post leads to principal’s departure

Just three months ago, the school community was roiling over a blog post penned by teacher Karen Vieth about Sherman and its former principal, Kristin Foreman.

“I am leaving this district, because I cannot serve the children I love in the current climate,” Vieth wrote. “I have never seen a building as deeply in crisis as Sherman Middle School, yet my cries for help went unanswered for three years. I saw ‘Band Aid’ fixes and many more promises. I saw a principal being given chance after chance and three years of her being coddled and coached with no substantive change.”

The post spread like wildfire on social media. Parents, former students and teachers added fuel to the fire by sharing personal experiences and commentary on what they referred to as a school in crisis. Criticisms ranged from a lack of visibility to high turnover rates to blatant disrespect toward staff.

One Sherman teacher, who asked to remain anonymous, tells Isthmus that Foreman provided “little to no true leadership.”

Heather Banschbach, the mother of a sixth and eighth grader at Sherman, agrees that there were problems at the school. While Sherman didn’t have a formal PTO in the past two years, she says there was an informal parent group that met throughout Foreman’s tenure. Parents frequently vented to the group and Banschbach has about 100 emails from parents raising concerns about the school administration.

“I had a few families who had never been directly involved with the school come to me and ask for help advocating for their kids,” Banschbach writes in an email. “I can’t list all of the issues that came up. I just remember the big ones that were consistent were safety, staff morale, communication, policies, lack of parent involvement/input, and the overall culture of the school being toxic.”

In response to Vieth’s post, Superintendent Jennifer Cheatham called the incident a “public shaming of a principal of color.”

“We do not believe this type and tenor of dialogue represents who we are or how we want to solve problems in MMSD. While we fully embrace the feedback, it is important that our words and actions align with our core values of belonging, inclusion and racial equity,” Cheatham wrote.

Wisconsin Superintendent candidates share goals, but differ on solutions

When it comes to selecting a leader of the public school system, Wisconsin is the only state in the country that calls on “qualified electors” to make the choice.

The state superintendent of public instruction, a position established by the Wisconsin constitution, lasts four years and is housed within the executive branch of state government. In most states, superintendents are appointed by a state school board or governor.

John Witte, UW-Madison professor emeritus of public affairs and political science, says while the post is meant to be nonpartisan, it has always toed the political line.

“Everybody knows which party they’re in and who is supporting them,” Witte says.

The superintendent runs the administrative apparatus of the state’s schools — across 424 school districts — overseeing teacher licensing, curriculum standards and student aid, and implementing educational programs, some of which are mandated by state law. The superintendent also sits on the Wisconsin Technical College System Board and the UW Board of Regents.

“Around the 1980s things began to change throughout the U.S., and they changed dramatically here in Wisconsin. Superintendents became much more proactive for education, and as the roles of the states increased, so did the roles of state superintendents,” says Witte, referring to state oversight of curriculum and testing standards. “The state superintendent is like a governor for the state school system.”

This spring, Wisconsinites will vote for the next school “governor.” The Feb. 21 primary includes three candidates on the ballot: incumbent Tony Evers; John Humphries, a school administration consultant; and Lowell Holtz, a retired district superintendent. Rick Melcher, who teaches math at Park High School in Racine, is running a write-in campaign. The two candidates with the most votes in the primary will face off in the April 4 general election.

To that end, Tom does everything necessary to make sure the people that Harris Funeral Homes serves feel welcome. He sweeps the floors, plants flowers, shovels snow, and changes lightbulbs. Many times he will be the one to open the door and greet you with a smile as you walk into the funeral home.

Tom also follows up with each customer, calling to ask how they are doing and if he can help them in any way. And he really means it. At one point, a widow confided in Tom that she had no way to get to the grocery store. Tom promptly sent one of his employees to buy her groceries.

Tom is also continually looking for ways to improve the business and provide the best service possible. This includes everything from the smallest details, such as leaving a rose when a body is removed, to offering a grief counseling program for those who need it. Harris Funeral Homes also hosts an angel tree service every Christmas to honor those who died in the past year – which many families attend.

This level of service is what sets Harris Funeral Homes apart.

In 2011, Harris Funeral Homes was recognized by Preferred Funeral Directors International with the Parker Award for exemplary service. And in 2016, the Harris location in Livonia, Michigan was recognized as the best hometown funeral home in the local newspaper.

Commentary on Freedom, Inc and Madison’s taxpayer supported K-12 school district

Leaders of Freedom Inc. declined to speak with the Wisconsin State Journal or allow a reporter to observe the group’s social services work, making it difficult to describe the group’s current activities beyond protesting at public meetings.

Among the programs listed on its website are an anti-violence Black Girls Matter program and the Lotus Youth Group, a program for Cambodian youth that “helps educate and build healthy relationships with families and communities through dance and cultural arts.”

This year, the group is receiving grants through the state Department of Children and Family Services totaling $542,040 to pay for domestic violence and victim services for black and Southeast Asian populations, including “case management, advocacy (and) support groups,” and “education about health, economic and social issues.”

Madison Hmong leaders split over city funding for elders

From Oct. 1, 2016, to the end of 2017, the state Department of Justice has awarded the group $670,237 through two federal grant programs created under the Violence Against Women and Victims of Crime acts.

And from 2014 through the first quarter of this year, the city of Madison has provided the group with $64,334 for programs for Hmong girls and women and black girls aimed at improving self perceptions, building leadership skills, “raising awareness about the challenges within their communities” and encouraging “action to address barriers to success,” according to a summary put together by the city’s Community Development Division.

The summary shows more than 300 people participated in the city-funded programs over that time.

Laurel Bastian, a Freedom Inc. donor, said that “while their actions at the School Board meeting are an important part of their work, it also exists in a broader context of Freedom Inc.’s goals and (years) of direct service work.”

As for its approach to political advocacy, Bastian said, “in every major modern social movement, locally and globally, asking without causing disruption has been ineffective. … Active disruption, in every single case, was necessary to end violence and shift towards justice.”

Federal tax records show that Freedom Inc.’s revenue more than tripled from 2015 to 2016, from about $450,000 to $1.5 million. In 2017, the most recent year for which its tax filings were available, Freedom Inc. collected some $1.57 million in 15 contributions ranging from $5,000 to $348,038, with a total of $1.72 million in revenue. The group’s co-executive directors, Adams and Kazbuag Vaj, were paid $95,002 and $100,232 in 2017.

The group blacked out the names of its 15 major donors that year, but among those listed in its 2017 annual report are the state departments of Justice and Children and Families, the city of Madison, the Astraea Lesbian Foundation for Justice, The Wallace H Coulter Foundation and Borealis Philanthropy.

Under federal tax law, tax-exempt charitable organizations such as Freedom Inc. are allowed to engage in lobbying elected officials, as long as “no substantial part of the activities“ may be for “carrying on propaganda, or otherwise attempting, to influence legislation,” according to the National Council of Nonprofits.

The statutes do not clearly define what constitutes “substantial.”
