Madison School Board incumbents will run for reelection unopposed

The 2024 Madison School Board election cycle will include both incumbents running for re-election unchallenged.

Candidates for the board began circulating nomination papers and gathering the required signatures in December. Incumbents Maia Pearson and Savion Castro were the only two to submit those papers by the Jan. 2 deadline, according to Ian Folger, spokesman for the Madison Metropolitan School District.

In solidly Democratic Madison there’s markedly less enthusiasm for running for School Board than in other parts of the state. Of the three seats up for election this year, only one is contested after two incumbents opted not to run again.

Madison School Board President Ali Muldrow, who is up for reelection but is running unopposed, said interest in serving on the board, or any local office, is like the swing of a pendulum based on the political climate. The district hasn’t faced much public outcry over its COVID mitigation or equity policies.

“Madison is a really progressive city. … And I do think progressives are tired,” she said. “Voter engagement is going to matter a lot, and I do think Republicans in more purple parts of the state are going to work really hard this year to establish contrast campaigns.”

Commentary on Incumbent school board member election losses (unopposed in Madison…)



Samantha West, Alec Johnson and Rory Linnane:

Tricia Zunker said she knows school board presidents sometimes have a target on their backs. It’s part of the job, she said.

But as Zunker led the Wausau School District board over the past year, she said, “People were so cruel, you’d think I personally brought the pandemic here.”

Angry citizens scrawled messages about her on sidewalks around town. A board president in a neighboring district wrote on Facebook that she was “a waste of physical space on the planet.”

Tuesday’s election brought the coup de grace: Of seven candidates seeking four seats on the board, Zunker finished sixth. Three winners, all newcomers, ran as a bloc against what they called Wausau’s “virtual and hybrid learning nightmare.”

After a year in which parents’ frustrations put schools in the spotlight more than ever, board elections were unusually contentious and partisan. Across the state, many voters opted for change.

Incumbents lost in suburban districts such as Oak Creek-Franklin, and more urban districts such as Green Bay. Those who unseated incumbents criticized reopening plans, transparency and current board members’ political leanings.

Not every district elected candidates pushing for more in-person learning, though. Christina Brey, spokesperson for the Wisconsin Education Association Council representing educators around the state, said the issue swung both ways.

In more urban areas, like Milwaukee and Green Bay, voters favored candidates who were in favor of more cautious reopenings and enjoyed the support of local teachers unions. In other districts, support from teachers was the kiss of death.

Molly Beck and Madeline Heim:

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state. 

Channel3000:

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

2018 Madison School Board Election: 1 contested seat, 1 unopposed

In December 2017, Madison deputy mayor Gloria Reyes announced her candidacy for Madison School Board seat one. Incumbent Anna Moffit was elected to the seat in 2015 after running unopposed in her first election.

In February, Moffit and Reyes participated in their first candidate forum. The candidates discussed the state of arts education in Madison and fielded questions from music, visual, and multidisciplinary arts teachers across Dane County. Oscar Morales, director of Omega School and Madison’s poet laurate moderated the fourm, hosted by the Arts and Literature Lab.

Take Home Test: Madison school board (unopposed) candidates take on charter schools

More and more Wisconsin school districts are experimenting with charter schools. Some 231 are in operation. Most have a specialty focus and are exempted from certain state regulations to facilitate new approaches to learning.
Appleton, for example, has 14 charter schools for its 15,000 students. These schools focus on Montessori learning, environmentalism, gifted education, the construction industry, arts immersion and alternative programs, among others.
Madison with its almost 25,000 students has held back, authorizing just two charters, the bilingual Nuestro Mundo on the east side, and the south side’s Wright Middle School, which despite its charter designation offers a program similar to Madison’s other middle schools.
The two Madison school board candidates — Marj Passman is the lone candidate for Seat 6, while Ed Hughes is running unopposed for Seat 7 — were relatively vague when we asked them about charter schools this week. Perhaps an inquiring voter will pin them down at an upcoming forum.




Notes on Madison’s planned $607M tax & spending increase, outcomes?

At $607 million, the Madison School District’s pair of referendums set for November will be the second-largest ask of voters by a school district in Wisconsin history.

It comes in behind Racine’s $1 billion referendum, which passed in 2020 by only five votes. The dollar amount Madison is requesting has been described as “unprecedented” in district history by the Wisconsin Policy Forum — not to mention the tax impacts homeowners would see if both questions were approved.

Madison property owners are being asked to fork over a lot of money.

The Madison School District, however, is not alone in its increasing reliance on referendums to fill operating budget holes and to pay for new construction. Other Wisconsin school districts, including Madison suburbs, also have put a number of big referendums on ballots in recent years.

While the dollar amounts are significantly less than what Madison schools are requesting this fall, Madison’s population — estimated by the U.S. Census Bureau at about 280,000 — is significantly greater as well.

It’s hard to make direct comparisons of the tax implications of various referendums, including those Madison is proposing, over the years. Inflation, property values, population changes, and the fact that operating referendums frequently ramp up over a period of time all have an impact.

But for context, here’s a look at the large school referendums Madison and other Dane County voters have approved in recent years.

“Over the last decade, just 10 of 24 races for Madison School Board have been contested”

But the odd way Madison elects its School Board is a significant factor that needs fixing. State law requires candidates in cities with populations between 150,000 and 500,000 — meaning only Madison — to run citywide in seven numbered seats for three-year terms.

So every spring, candidates must choose which of two or three seats they will seek. For competitive reasons, new candidates tend to run for seats that incumbents don’t already hold. That lets incumbents avoid scrutiny.

It also can deny voters choices. For example, an incumbent ran unopposed for Seat 7 last spring, while two new candidates ran for Seat 6. But what if a voter preferred the two newbies over the incumbent? Voters can’t select those two on their ballots. 

In theory, a candidate with fewer votes could even win election. 

A better system would pit all candidates for Madison School Board in the same pool, with the top vote-getters earning however many seats are available. That’s how most school boards across Wisconsin conduct their elections. Or they assign seats to geographic areas.

Merit and the 2023 Madison School Board election

Badri Lankella wants to serve his community.

Right now, the computer engineer working with the state Department of Natural Resources believes the best way he can do that is running for Seat 6 on the Madison School Board.

“Every issue, I look at the details,” Lankella said. “I’m going to talk to everyone. I’m the collaborator, I’m going to talk to teachers, I’m going to talk to the union, I’m going to talk to the administration.”

Lankella faces challenger Blair Feltham in the April 4 election to succeed Christina Gomez Schmidt, who decided not to run for reelectionafter her first term on the board. Nicki Vander Meulen is running unopposed for a third term in Seat 7.

The election comes at a key time for the Madison Metropolitan School District. Whoever wins will be part of choosing the next superintendent and making difficult budgetary decisions amid the ongoing staffing shortage.

The candidates on hand will include the two running for Seat 6 — former school district educator Blair Feltham and former Madison City Council candidate Badri Lankella — as well as Seat 7 incumbent Nicki Vander Meulen, who is running unopposed. The current representative for Seat 6, Christina Gomez Schmidt, is not running for reelection.

The general election will take place on April 4.

Civics: Ongoing Decline in Madison School Board Candidates and Voters; Unhealthy

This year’s election showed lower interest than recent contested races, in both fundraising for School Board races and voters. The number of votes was less than even last year, which featured two seats up for election with both candidates unopposed. Just over 41,000 people voted in those races.

The 2020 election, which included the Democratic presidential primary and was held in the early days of the COVID-19 pandemic, featured three seats on the ballot. Two of them were contested, and about 80,000 people voted in those races.

The last time these same seats were all on the ballot, in spring 2019, more than 65,000 people voted in each of the races, all of which featured two candidates on the ballot.

Madison School Board candidate forums begin this weekend, continue throughout March

Voters will have several opportunities this month to hear from candidates for Madison School Board beginning this weekend.

The East Side Progressives will hold a forum Sunday, March 8, at Lake Edge Lutheran Church, 4032 Monona Drive. It’s the first of four forums currently planned for the month before the Tuesday, April 7, election.

In the two contested races, Wayne Strong is challenging incumbent Nicki Vander Meulen for Seat 6 and newcomers Chris Gomez Schmidt and Maia Pearson are facing off to take over Seat 7 from Kate Toews, who is not running for re-election. Savion Castro is running unopposed for a one-year term in Seat 2, to which he was appointed last summer after Mary Burke resigned from the board.

Each of the elections is at large, so any eligible voter can vote for all of the seats on the ballot.

The March 8 forum, which begins at 3 p.m., will feature candidates talking about their vision for meeting the district’s challenges followed by a “speed dating” format offering the chance to meet each candidate in a small-group setting, according to the Facebook event. All five candidates plan to attend.

March 17, the Cap Times will host a forum with questions asked of the five candidates by education reporter Scott Girard and Simpson Street Free Press managing editor Taylor Kilgore. That forum will begin at 7 p.m. in the East High School auditorium, 2222 E. Washington Ave.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”. 

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison Superintendent Jennifer Cheatham, 2015:

Shortly after the office was proposed, Cheatham said non-district-authorized charter schools have “no consistent record of improving education for children, but they do drain resources from public schools, without any control in our local community or school board.”

Rather than invest in what we know works in education, this proposal puts resources in strategies with mixed results at the expense of our public school students,” she said in May 2015

2011: A majority of the taxpayer supported Madison School Board aborted the proposed Madison Preparatory Academy IB Charter school.


The Wisconsin Department of Public Instruction, lead by Governor Elect, Tony Evers, has waived Massachusetts’ style elementary teacher content knowledge requirements for thousands of teachers.

2020 Madison school board election: Candidate “suspends campaign”

When he initially filed papers to run, Strong said he considers school safety and racial disparities in discipline and achievement to be the top issues facing MMSD.

“We have to make sure that our schools are safe and that they’re safe learning environments for our kids to learn and for our teachers to teach in,” Wayne Strong said. He stressed the importance of “tackling the achievement gap and just making sure that all of our students are given the best possible opportunity to get the quality education they deserve.”

The end of his campaign leaves Seat 6 as the only contested election, with three candidates running. Incumbent Kate Toews is not running for re-election, leaving newcomers Maia Pearson, Christina Gomez Schmidt and Karen Ball set for a Feb. 18 primary election. The top two vote-getters will move onto the April general election.

Curiously, this has occurred several times in recent years: Ed Hughes, after 3 unopposed campaigns withdrew from a competitive 2017 campaign after the primary!

Mr Hughes name resurfaces occasionally, lobbying against parent and school choice in the form of the 2019 Arbor school charter proposal and in the taxpayer supported Madison school administration’s 2020 spending increase referendum slides.

Finally, despite spending far more than most K-12 school districts, and tolerating long term, disastrous reading results, Mr. Hughes voted against the proposed Madison Preparatory Academy IB charter school (2011).




Maia Pearson becomes first newcomer to announce 2020 Madison School Board campaign

The Madison School Board seat left open by incumbent Kate Toews choosing not to run for re-election has a candidate.

Maia Pearson, a Madison native who has three children in Madison schools, will run for Seat 6. She filed her declaration of candidacy and campaign registration statement with the city clerk Monday and announced her campaign with state Rep. Shelia Stubbs, who is also a Dane County Board supervisor.

Pearson said at her announcement that she “really, truly cares about our children,” according to a video shared on Facebook by School Board member Ananda Mirilli.

“Me running is not just a personal endeavor, but moreso because I really want to make sure the children of Madison have everything necessary to succeed,” Pearson said. “I am a firm believer that every child is special, every child can succeed, all they need is everyone to come with them to make sure that they grow.”

Pearson was one of 29 applicants for Seat 2 earlier this year when Mary Burke resigned.

The board appointed Savion Castro to that seat. He is running for re-election to the seat and is currently unopposed. Incumbent Nicki Vander Meulen is also running for re-election to Seat 7, and is also unopposed.

In her application to the board in July, Pearson wrote that the district “faces critical issues in safeguarding our children, especially children of color, the invalidation of parents of color, and the ineffective training of the adults working directly and indirectly with students”

“There must be improved teacher training to ensure that teachers meet the needs of a multicultural student body and work effectively with parents of diverse cultures and races,” she wrote. “These and other proactive approaches are crucial to ensuring that students of color and different backgrounds feel safe and secure at Madison schools and that parents of color are validated and their concerns for their children’s safety heard, respected, and acted upon. It goes without question, after all, that feeling safe at school is a prerequisite to performing well and that we want all of our students to achieve to the full extent of their abilities.”

Stubbs offered her endorsement during Monday’s announcement.

“Maia is a young lady who is going to be a change leader,” Stubbs said.

Madison taxpayers spend far more than most K-12 school districts. Yet, we have long tolerated disastrousreading results.

Positioning and Promotion: A Vacant Taxpayer Supported Madison School Board Seat

Some observers said the unique vacancy is a chance for a newcomer to serve.

“I would really love to see another black mother on the School Board,” said Sabrina Madison, the founder of the Progress Center for Black Women. “Especially a mom who has been advocating for her kid recently around some of these issues around race and equity.”

Though Madison said she hasn’t had any conversations with people who have said they’ll apply, she has been strategically and privately reaching out to parents of students in MMSD to encourage them to consider it.

Whoever is appointed by the board would serve until an election is held in April 2020 to select someone to finish the last year of Burke’s term, which ends in April 2021.

A second candidate has announced that she will run for a seat on the Madison School Board this spring.
Ananda Mirilli, who first ran for School Board in 2013, filed paperwork with the city clerk’s office Wednesday announcing she will run for Seat 5, which is currently held by TJ Mertz.
Mirilli finished third in the 2013 primary for Madison School Board, while Mertz and Sarah Manski advanced to the general election. Manski, however, abruptly withdrew from the race, clearing the way for Mertz.
Mertz, as well as fellow School Board members James Howard, Seat 4, and Dean Loumos, Seat 3, all ran unopposed in 2016 and are up for re-election this spring.
With Carusi and Mirilli now in the race, two of the incumbents will now have a challenger.

Madison K-12 Status Quo? Anna Moffit, Mary Burke running for re-election to Madison school board in 2018

Madison School Board members Anna Moffit and Mary Burke have announced they will be running for re-election in 2018.

In April, the terms will expire for seats 1 and 2 on the Madison Metropolitan School Board, currently occupied by Moffit and Burke. Burke has filed a declaration of candidacy with the Madison city clerk’s office and Moffit said she had done the same, although it’s not yet reflected on the city’s website.

Moffit ran unopposed for seat 1 in 2015, emphasizing advocacy for students with disabilities. Moffit has a son with autism and speaks out for people with disabilities outside her role as a school board member. She’s a former elementary school teacher and while on the board has been a proponent of Natural Circles of Support, a social and emotional support program for students of color.

All School Board seats are at-large, but the Seat 1 member oversees Allis, Glendale, Lindbergh, Schenk and Shorewood elementary schools, Sherman and Whitehorse middle schools and Memorial high school.

Unfair Madison schools election system elicits yawn from liberal leaders

Instead, candidates are forced to choose which seat to run for, meaning that if there are two seats up for election and three candidates are interested in serving on the board, two of them end up vying for one seat and the third runs unopposed.

This year, two people, incumbent Ed Hughes and Nicki Vander Meulen, filed to run for Seat 7, and Kate Toews and Ali Muldrow filed to run for Seat 6. Then Hughes dropped out (although too late to remove his name from the ballot).

A similar situation happened in 2013, when Sarah Manski dropped out, leaving T.J. Mertz a shoo-in and four other candidates vying for two seats.

But what if voters prefer Toews and Muldrow over Vander Meulen? Or preferred two of the other candidates in 2013 to Mertz? Too bad; Madison’s unusual electoral system has chosen for them.

The School Board’s response to a flawed elections process has basically been: Meh, fair schmare.

“It’s just not that big a deal to me at this time,” board president James Howard said.

Attempts to reach Vander Meulen and Toews were not successful, and Muldrow said she is “willing to talk about the election process after the election.”

Change: Madison School Board members will face challengers in 2017

Several individuals have filed paperwork to run for the Madison School Board this spring, ending its members’ trend of running unopposed.

During the last school board election, with three seats up for grabs, TJ Mertz, Dean Loumos and James Howard all ran unopposed. Including those three, six of the last seven board races had no challengers.

There are seven at-large members of the board who serve three-year terms. Elections are held each April. Next April, the terms for seats 6 and 7 will end.

Seat 6 is currently held by Michael Flores, a Madison firefighter and paramedic. Seat 7 is held by Ed Hughes, an attorney and partner at Stafford Rosenbaum LLP. Both Flores and Hughes will run for re-election.

So far, two individuals have filed a declaration of candidacy with the Madison City Clerk to challenge Flores: Matthew Andrzejewski and Cristiana Carusi. Carusi is a PTO member and school volunteer. She has two children who attend school in the district. Andrzejewski teaches in the psychology department at the University of Wisconsin-Whitewater.

A competitive Madison School Board Race?

Madison School Board members Ed Hughes and Michael Flores said Thursday they’ll run for re-election — Hughes for a fourth term, Flores for a second.

Candidate filing for the seats began Thursday and ends Jan. 3. Terms are for three years.

Hughes (Seat 7) and Flores (Seat 6) are the only members of the seven-person board whose terms expire in 2017. Members are elected districtwide but must run for specific seats.

Hughes has run unopposed each of his prior three campaigns but appears to have picked up a challenger this time. Juvenile attorney Nicki Vander Meulen announced on Facebook that she plans to seek Seat 7. She could not be reached for comment.

The nonpartisan general election is April 4. If a primary is needed, it will be Feb. 21.

Hughes, 64, is a lawyer and former board president. He was very visible this fall advocating for a referendum — approved overwhelmingly by voters Nov. 8 — that will provide the district with more operating money. He has been a frequent and pointed critic of the state’s funding of public education and of many Republican-led education efforts, such as the expansion of the state’s private-school voucher program.




Madison school board’s Ed Hughes: Don’t extend Teacher Union contract without rethinking hiring process

It’s not a good idea for the Madison School District to extend its labor contract with teachers through the 2015-2016 school year without renegotiating it, says school board member Ed Hughes.

Hughes wants Madison School District administrators — especially school principals — to have the ability to offer jobs to the best teacher candidates before they are snapped up by other districts.

One way to accomplish that would be to drop a labor contract provision giving Madison teachers the opportunity to transfer into open positions before external candidates can be offered those jobs, Hughes says.

“To take the collective bargaining agreement in its current form and just change the date without any discussion, to my mind, is creating a potential impediment to our important efforts to attract a highly qualified and diverse workforce,” Hughes said Tuesday.

Hughes said that a labor contract that includes a “last hired, first fired” provision also hampers efforts to hire teachers with experience in racially and ethnically diverse classrooms.

“Why would someone with 15 years experience in Janesville come to Madison and be the first one on the chopping block if there are layoffs?” he asked. “I’m not proposing a specific solution, but we need to address these issues in a collaborative way so we’re not handcuffing ourselves from bringing in the best teachers.”

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

Tea leaves: Mr. Hughes was just replaced as President of the Madison School Board. Interestingly, he ran unopposed in three (!) elections. The candor is appreciated, but were there similar comments during the past few years?

Madison school board showdown: Four candidates face off in the most hotly contested election in years

During a March 1 candidate forum, four candidates vying for two seats on the Madison school board explained their positions to a large audience at the Warner Park Recreation Center.
It was the sixth forum since January, and, for 90 minutes, the audience listened intently, though a lot of them were supporters, campaign volunteers, district watchdogs and union reps who likely already knew whom they would be voting for on April 3.
For many, the battle lines were drawn near the end of last year’s debate over Madison Preparatory Academy, the charter school proposed by the Urban League of Greater Madison that the board rejected on Dec. 19, largely because the teachers union opposed it. Accordingly, two candidates who opposed Madison Prep shored up early union endorsements, including from Madison Teachers Inc.
One of them, two-term incumbent Arlene Silveira, 53, is fighting to retain her seat against Nichelle Nichols, 43, who entered the Seat 1 race in response to the board’s rejection of Madison Prep. Nichols says the race is a choice between new leadership and the status quo. Silveira, on the other hand, says the district needs a board member “who can hit the ground running.”
The Seat 2 race to replace outgoing board member Lucy Mathiak pits firefighter Michael Flores, 34, against philanthropist Mary Burke, 52, in a contest couched in the language of the Occupy movement. Flores, a member of Fire Fighters Local 311, has gained union support in part because of his opposition to Madison Prep, while Burke had donated $2.5 million to the effort. Flores’ most vocal supporters have tried to obscure Burke’s extensive experience by assailing her as an out-of-touch 1 percenter.
Madison Prep engaged the community more than any other educational issue in years, sparking an outsized interest in the schools that shows little sign of waning. Candidates this year will have taken part in an unprecedented 12 candidate forums, among dozens of smaller events and listening sessions. (Candidates in seven of the last nine elections ran unopposed.)

What strategies will you introduce to reduce the 6000+ families who move in and out of Madison Public School classrooms each year?
In the last three years more children opted out of the district than all previous years in the history of the district. That contributed to the increase of children from households below the poverty line rising to over 48% of the kids enrolled.
To stabilize our enrollment we need stable families and stable neighborhoods. This will require a collaborate effort between governments, like the city, the county and the school district, as well as the private sector and the non-profits. It means opening Madison’s economy to all families, providing stable housing, and building on the assets of our neighborhoods.
One decades old problem is the significant poverty in the Town of Madison. I would work with town officials, and city of Fitchburg officials to see if we could accelerate the annexation of the town so we could provide better services to area residents.

On Sunday, February 21, voters in the Madison Metropolitan School District will have their first opportunity to hear and question the School Board candidates on the ballot in the April 6 election. Unopposed incumbents Beth Moss and Maya Cole will begin with short statements on their service and why they are seeking re-election. Next the candidates for Seat 4, James Howard and Tom Farley, will answer questions from Progressive Dane and the audience. Madison District 12 Alder and member of the Board of Education

Candidates Tom Farley and James Howard welcome this opportunity to communicate with the voters. Howard expressed his appreciation for “this opportunity to talk to the voters about my record of service with public schools and my unique perspective that I will add to the Board of Education” and is also ready to discuss “how to maintain and strengthen Madison schools.”
Incumbents Cole and Moss are also pleased to take part. Cole said she is “happy to have this opportunity to meet with members of our community to discuss the work of the Board, to listen to their concerns and to share the opportunities we are embracing to make our district better for all children. The most important (Madison) race this spring

And Madison should be grateful that it did.
Two enthusiastic candidates are seeking an empty seat on the Madison School Board this spring.
James Howard, an economist and father of city school children, lists “high expectations” as a top priority.
Tom Farley, director of a nonprofit foundation and father of Madison school children, touts President Barack Obama’s call for innovation.
It’s the only competitive race for three seats because incumbents Maya Cole and Beth Moss are unopposed.
That leaves Howard’s and Farley’s campaigns to shine a needed spotlight on the many challenges and opportunities facing city schools.
Both men hope to replace Johnny Winston Jr., who announced last year he would not seek a third term.




2010 Madison School Board Election Notes and Links



A number of folks have asked why, like 2009, there are two uncontested seats in this spring’s Madison School Board election. Incumbents Maya Cole and Beth Moss are running unopposed while the open seat, vacated by the retiring Johnny Winston, Jr. is now contested: Tom Farley (TJ Mertz and Robert Godfrey have posted on Farley’s travails, along with Isthmus) after some nomination signature issues and an internal fracas over the School District lawyer’s role in the race, faces James Howard [website].

In Favor of Arlene Silveira for the Madison School Board



The Capital Times:

Races for the Madison School Board, once among the most intense of local electoral competitions, have been a lot quieter in recent years. The more cooperative and functional character of the board, combined with a more responsive approach to community concerns, is confirmed by the fact that many voters are unaware that there is even a contest for one of the two seats that will be filled April 7.
While Seat 2 incumbent Lucy Mathiak, a serious and engaged board member, is unopposed, School Board President Arlene Silveira faces Donald Gors for Seat 1.
We’re glad that Gors, a parent and business owner, is making the race. It is good to have the competition. But even as he launched his run, Gors admitted, “I don’t really know anything about the people on the board or where they stand.”

Madison School Board Election: April 7, 2009



Via the Madison City Clerk’s Office, Seat 1 will have a competitive race with Donald Gors, Jr. facing incumbent Arlene Silveira. Arlene has served as President for the past two years. The current occupant of seat 2, Lucy Mathiak is running unopposed.
A bit of history: Arlene was first elected in April, 2006. Her victory over Maya Cole (subsequently elected a year later) occurred in one of the narrowest local election wins in recent history. Seat 1 was previously held by former Madison Teacher Bill Keys. Lucy Mathiak defeated incumbent Juan Jose Lopez in that same election.

Madison’s Two New School Board Members

Marj Passman is so excited she ‘s having trouble sleeping.
Ed Hughes is sleeping just fine — so far, he adds with a chuckle.
Monday evening, Passman and Hughes will be sworn in as members of the Madison School Board. It will mark the first time either has held public office.
Their path to the board was easier than expected — both ran unopposed — and their arrival comes at an unusually quiet moment in Madison ‘s public school system. Thanks to a one-time windfall from special city of Madison taxing districts, the schools are averting budget cuts for the first time in 14 years.
But Passman, 66, a retired teacher, and Hughes, 55, a lawyer, know that by summer ‘s end the board will be deep into discussions about asking voters to approve millions of dollars in extra taxes to avoid budget cuts for coming years.
They ‘ve been doing their homework to join the board — an act that will become official with a ceremony at the board ‘s 5 p.m. meeting at the district ‘s headquarters, 545 W. Dayton St.
Passman and Hughes fill the seats held by retiring board members Carol Carstensen, the board ‘s senior member who gained detailed knowledge of issues while serving since 1990, and Lawrie Kobza, who developed a reputation for carefully scrutinizing the district ‘s operations during her single three-year term.

Few jobs are as difficult and thankless as serving on a local school board.
Just ask Lawrie Kobza and Carol Carstensen.
The two Madison School Board members chose not to seek re-election this spring after years of honorable and energetic service.
Their replacements — Ed Hughes and Marj Passman — were sworn in Monday evening.
The fact that no one in Madison, a city steeped in political activism, chose to challenge Hughes or Passman for the two open board seats suggests increasing wariness toward the rigors of the task.
The job comes with token pay, a slew of long meetings, frequent controversy and angry calls at home. On top of that, the state has put public schools into a vise of mandates and caps that virtually require unpopular board decisions.

In one key way, the Madison school district is no different than any other urban school system in the country — poor kids and kids of color just aren’t learning as much as other students.
We asked the two Madison school board candidates on the April 1 ballot — Marj Passman is the lone candidate for Seat 6, while Ed Hughes is running unopposed for Seat 7 — how they would address the achievement gap.
Interestingly, both see early education as part of the solution, but both also stopped short of endorsing the introduction of 4-year-old kindergarten in Madison.
We ended our five-week series of questions for the candidates with an open-ended query on what they felt were an overlooked issue in the schools.
Both gave thoughtful responses.
Passman suggested the schools needed to do more about the pervasiveness of substance abuse among teenagers, while Hughes said the district needs to pay more attention to why parents pull their children out of the Madison schools.

The Madison Metropolitan School District’s policy on military recruitment in schools, along with advertisements for the armed forces, is one issue that has generated significant comment to the school board recently.
Marj Passman and Ed Hughes, who are running unopposed for Seats 6 and 7 on the board, respectively, differ on this policy. Both also discuss the perennially contentious topic of school financing.

Hmm. This is interesting. To varying degrees, both Madison school board candidates express unease with the school district’s failure to report a suspected sex offender to state authorities.
Ed Hughes, who is running unopposed for Seat 7, raises the most questions, but Marj Passman, the lone candidate for Seat 6, also is critical.
On the other hand, both support the Madison school board’s recent decision on school boundaries, and both Passman and Hughes praise a committee’s recent report on school names.

THE SEPARATION AGREEMENT SIGNED BY THE DISTRICT AND THE UNION SAID THAT IN RETURN FOR HIRSCH RESIGNING THE DISTRICT WOULD OFFER A “NEUTRAL REFERENCE” TO POTENTIAL EMPLOYERS, AND THAT THE DISTRICT WOULD NOT NOTIFY THE STATE DEPARTMENT OF INSTRUCTION THAT IT SUSPECTED HIRSCH HAD ENGAGED IN IMMORAL CONDUCT.
HIRSCH WAS SUBSEQUENTLY HIRED BY THE WAUNAKEE SCHOOL DISTRICT AND IS NOW FACING FELONY CHARGES OF POSSESSING CHILD PORNOGRAPHY AND OF HAVING A SEXUAL RELATIONSHIP WITH A 14-YEAR-OLD LA FOLLETTE STUDENT. HE HAS YET TO ENTER A PLEA.

Madison School Board Candidates are “Shoo-ins”

Ed Hughes, a Madison attorney, and Marj Passman, a retired local teacher, will fill two Madison School Board seats in the spring election on April 1. They are running unopposed for seats now held by Lawrie Kobza, a single-term board member, and Carol Carstensen, who has served since 1990 and is by far the most senior member of the board.
In fact, when Hughes and Passman join the board, only Johnny Winston Jr. will have served more than one three-year term.
James Ely, an East High School custodian who had filed papers Dec. 27 with the City Clerk’s Office to register as a candidate for Carstensen’s Seat 7, decided to withdraw from the race because he was unable to complete the necessary filing information to change his candidacy to a run for Kobza’s Seat 6.
Hughes is running for Seat 7, and Passman is the candidate for Seat 6. Neither Hughes nor Passman has previously served on the board, although Passman lost a race last year against Maya Cole.

The window for hopefuls to submit their minimum 1,000 signatures to get on the ballot closed Monday afternoon with more than two dozen final-day submissions wrapping up the week-long process that kicked off the elections.

Chicago’s first-ever school board elections will feature 47 candidates vying for 10 seats, a number surpassing most expectations and including parents, former teachers and principals, nonprofit workers and a rapper.

The window for hopefuls to submit their minimum 1,000 signatures to get on the ballot closed Monday afternoon with more than two dozen final-day submissions wrapping up the week-long process that kicked off the elections.

Carmen Gioiosa beat the clock to file her paperwork in District 4 along the north lakefront, where six people are battling it out. The former high school Italian teacher and Chicago Public Schools central office administrator said she was still collecting signatures Monday morning.

Run for Office – 2021 Spring Elections: Dane County Executive



“I am particularly unhappy about the fact that Dane County has chosen some very low numbers of case limits to decide whether to allow K-12 to start back up again in person” –

This post begins a series on local offices that govern (and in theory work for us) Madison’s well funded K-12 taxpayer supported school system.

First up, Dane County Executive. The 140+ employee Dane County Madison public health department has issued a number of “orders” affecting many organizations, including schools. (recent data reporting questions).

The Dane County budget has grown from $460,434,195 in 2010 to $593,707,780 (inflation adjusted from 2010: $547,905,370) in 2020. (28.9% increase). Tax base note.

Staffing, too has grown, from 2251 in 2010 to 2531 in 2020.(12.4% increase)

Dane county’s population was 488,075 in 2010 and was estimated to be be 546,695 in 2020 (12% increase)

School board candidates reflect on school climate ahead of primary

It’s been a difficult year for the Madison school district.

A barrage of high-profile incidents has taken over the narrative of what it’s like in Madison’s schools, from the use of racist language, to a teacher being arrested for attempting to produce child pornography, to issues of safety at a district middle school.

The district is also in the midst of changing leadership as Matthew Gutiérrez takes over as superintendent, following Jennifer Cheatham, who announced her departure last May.

Amid the change and turmoil, voters will begin the process of electing two new members to the Madison school board. A primary for the general election is Feb. 18, and will include a narrowing down of candidates for the board’s Seat 6, currently held by Kate Toews, who is not seeking re-election.

All those running for Seat 6 — Maia Pearson, Christina Gomez Schmidt and Karen Ball — have children in Madison’s schools. The top two vote-getters will face off in the general election on April 7, where they will join incumbent Nicki Vander Meulen and challenger Wayne Strong, the two candidates running for Seat 7, on the ballot. Savion Castro, who was appointed to Seat 2 in July, is running unopposed in a special election.

Leading up to the primary, Isthmus wanted to know what each of the candidates in contested races thought about the overwhelmingly negative press the district has been getting in the last year — and how it’s affecting students. We also asked candidates to explain how, if elected, they would address the critical issues facing Madison’s schools, while also ensuring students feel valued and supported.

To Break Google’s Monopoly on Search, Make Its Index Public

With those basic platforms intact, the three biggest threats that Google and Facebook pose to societies worldwide are barely affected by almost any intervention: the aggressive surveillance, the suppression of content, and the subtle manipulation of the thinking and behavior of more than 2.5 billion people.

Different tech companies pose different kinds of threats. I’m focused here on Google, which I’ve been studying for more than six years through both experimental research and monitoring projects. (Google is well aware of my work and not entirely happy with me. The company did not respond to requests for comment.) Google is especially worrisome because it has maintained an unopposed monopoly on search worldwide for nearly a decade. It controls 92 percent of search, with the next largest competitor, Microsoft’s Bing, drawing only 2.5%.

Fortunately, there is a simple way to end the company’s monopoly without breaking up its search engine, and that is to turn its “index”—the mammoth and ever-growing database it maintains of internet content—into a kind of public commons.

Many taxpayer supported K-12 school districts use Google services, including Madison.




School Board member James Howard not running for re-election (2019)

The three-term School Board member said he is most proud of helping further MMSD’s work on diversity and inclusion. Howard said he wished the School Board could have approved several more major initiatives that he said would have helped students of color.

Howard, the only black man on the School Board, is currently its longest serving member. He was first elected to Seat 4 in 2010 after defeating Tom Farley by nearly a two-to-one margin. Howard captured 76 percent of the vote when he was re-elected in 2013. He ran unopposed in 2016.

Howard, an economist for the USDA Forest Service, was widely expected to not run for re-election this spring. He said during his 2016 campaign that his next term would be his last.

Still, even as recently as earlier this month when several challengers announced School Board runs, Howard told the Cap Times he was still deciding if he would run again.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Madison West students did better in every category where there is a basis for comparison. (The number of Madison West students of two or more races who took the test was below the threshold for DPI to calculate an average score.) So why does Middleton have the higher overall average? This outcome is completely determined by the demographics of the schools. There are more West students than Middleton students in the lower-scoring categories, and this effect overwhelmed West’s clear superiority in the category-by-category comparisons.

There is more evidence of diversity’s negative impact on school comparisons all around us. For example, Google “best schools in Dane County.” You’ll get greatschools.org, or perhaps Zillow, which incorporates GreatSchools ratings. GreatSchools assigns a rating on a 1-to-10 scale to every school around. From all that appears, the GreatSchools ratings are the most commonly referred to sources of information about the relative quality of schools available to newcomers to our area or those contemplating relocation.

The GreatSchools rankings of Dane County schools appear to be entirely based on the results of standardized tests, undifferentiated by school demographics, income levels, or anything else. Not surprisingly, there is a substantial diversity deduction in these rankings. To understand why, we need to focus on how the ratings reflect the achievement levels and preponderance of white students at our schools.

Looking at the standardized test scores of white students provides an evenhanded if partial basis for comparison, unaffected by the schools’ differing demographics. In addition, it is the white families in the Madison area who are in the best position to affect the level of diversity in our schools, primarily through their choices of whether to enroll their students in Madison public schools or suburban or private alternatives. In light of this, it makes sense to tailor the analysis to the considerations that would be most relevant for them, in part so that we can have some basis to assess the validity of a “school quality” explanation for choosing a non-MMSD school.

The following tables shows three data points for the high schools in the Madison area: 2015-16 average composite scores for white students taking the ACT Statewide exam administered to all students in grade 11; percentage of the student body comprised of white students; and GreatSchools ranking on its 1-to-10 scale.

He ran for a fourth term earlier this year in a three way primary, but, withdrew prior to the spring general election.

Ed Hughes (2005): :

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A few notes on Mr. Hughes’ words:

a. Madison has long tolerated disastrous reading results (Mr. Hughes on the District’s reading results in 2016). I see no benefit to muddying the achievement waters until we see substantial improvements in what should be the District’s core mission: reading, writing, math, history and science.

b. Why did he and a majority of the Madison School Board support the expansion of our least diverse schools, rather than addressing the substantial diversity gap in those buildings?

Ed, I finally got around to reading your “Eight Lessons Learned” article in the 3/9/16 edition of CT. Interesting/thanks. As you know from our previous discussions, we have similar thinking on some of the MMSD challenges, not on others. For the sake of further dialogue and to continue your tutorial style (‘learned’, ‘not learned’) without my trying to be either facetious or presumptious., let me comment as follows:

LESSON ONE. “It’s Complicated”. Certainly agree, but not an excuse for catching up with the rest of the First World. Did you learn that? Challenges which you rightly say are ’multiyear and multipronged’ become far more complicated when there is not a clearcut, long term direction for a company or system. It seems that every responsible board of private/public or NGO institutions has that responsibility to the CEO (read Superintendant).

You talk of improvement (kaizen), but “better” for the status quo alone is not enough when we have been falling behind for several generations. What you apparently did not learn is that with our global rankings and radical changes in technology and the future world of work, serious transformation of our system is needed?

LESSON TWO. “No Silver Bullet”. There can be 1~3 long term goals, but agree, 426 WI school districts need to figure out in their own ways how to get there. (And where things are measured, they are more often done. Dare you provide, as 300 HSs around the country and 14 in WI have done, the PISA tests for all of our MSN 15 years olds. $15,000 per HS, and indeed, does that ever prod Supt’s, and citizens to set their goals long term and higher! And execute!)

LESSON THREE. “Schools Are Systems”. Agree with Gawande that “a system-wide approach with new skills, data-based, and the ability to implement at scale” is needed. Look at Mayo Clinic where my wife and I spend too much of our time! As you say, a significant cultural shift is required. But what you did not learn is what he said later: “Transformation must be led at the top”. That means clearly articulating for the CEO, staff and public the long term destination point for rigorous achievement and the quantitative means to measure. You did not learn that it does not mean getting involved in the vast HOW of ‘defining the efforts of everyone’, innovation, implementation and details. A good CEO and her team will handle all of that.

LESSON FOUR. “Progress Requires Broad Buy-in”. True. Yet, are you not as a Board getting way into the nitty gritty issues, while at the same time not having a clear long term goal with a Scorecard that not only educators can comprehend but all of us citizens? You did not learn that much of strategy and most all of tactics is not a Board’s prerogative to dwell in/muck around in. But the responsibility to articulate a few goals and a scorecard to vigorously monitor for the broader public is a critical constituency responsibility for the MMSD and the broader buy-in.

LESSON FIVE. “Buy-in can’t be bought”. Agree, many business values are not relevant in education.. But to me , what was not learned from the Zukerberg:Newark disaster was rather that you cannot transform a poorly performing system by simply pouring many more resources and monies into it and enabling/enhancing the status quo. (Believe now in San Francisco, Zuckerberg has learned that as well.)

LESSON SIX. “No substitute for Leadership”. Certainly. That’s why I give you folks a rough time! But your reference to a balance of ‘the best system’ and’ teacher /staff commitment’ is valid. Very much mutually needed for global achievement. And you certainly should be discussing those with Jen, as she sees fit.. But it’s not primarily your Board responsibilities. Again to repeat, by mucking around too much in those Supt. Management, and tactical areas and completely missing the long term, measurable goals/ direction, you have not learned the most critical Board role as I outlined in Lesson One above. In addition where management meets political or union road blocks to substantial progress towards those goals, boards must often step in.

And I would add in most institutions, charisma does not transfer. Milt McPike was a great leader that I’m sure considerably improved the achievement levels at East HS. But is not the Purgolders back to mediocre? If the MMSD Board would have had a transformed system with very clear long term goals for East with a PISA Scorecard that involved the public, I’m betting Milt’s accomplishments would be being built on. If we lose Jen in the next few years, I fear likewise. (Or better, you really challenge her with some 20 year global targets, get out of the way, and maybe she’ll stay with us that long.)

LESSON SEVEN. “Improvement Takes Time”. Of course. But you have simply not learned a sense of urgency. Finland, South Korea, Japan, Shanghai-China, etc….are not going to just watch and wait for 20 years our MMSD kids to catch up. They are all forthrightly after further improvement. Those countries unlike you MMSD Board Members really believe/expect their kids can be trained with the best in the world. Very high expectations! You look at where investment in the world is made…where in the USA millions of jobs lack needed skilled people….why over 65% of the UW-MSN doctoral/ post doc students in almost all of the critical science, engineering and math courses are non-Americans. You have not learned, ED, that a long term direction AND urgency must go together!

LESSON EIGHT. “Incremental progress is good progress”. Agree, lurching about in goals/system approach is not good. A “sustainable school…and coherent approach guided by a system-wide vision…” is good. But as said above, you’ve not learned that your ‘incremental progress’ is not enough! The MMSD approach essentially does not recognize the global job market our kids will walk into. Does not recognize that 20 years hence 65% of the careers now do not exist. ( So only major achievement/competency in the basics {MATH, Science, Reading} will provide some assurance of good work/salaries/further trainability during their lifetime.) That with todays transformation of technology, STEM and blue collar jobs as well as universties will definitely require those kinds of skills for social mobility and self-sufficiency.

Unfortunately, Madison’s monolithic, $17K+ per student system has long resisted improvement. We, as a community have tolerated disastrous reading results for decades, rejected the proposed Madison Preparatory IB Charter school and astonishingly, are paying to expand our least diverse schools (Hamilton middle and Van Hise elementary) via a 2015 referendum….

2006! “THEY’RE ALL RICH, WHITE KIDS AND THEY’LL DO JUST FINE” — NOT!

Two of the most popular — and most insidious — myths about academically gifted kids is that “they’re all rich, white kids” and that, no matter what they experience in school, “they’ll do just fine.” Even in our own district, however, the hard data do not support those assertions.
When the District analyzed dropout data for the five-year period between 1995 and 1999, they identified four student profiles. Of interest for the present purpose is the group identified as high achieving. Here are the data from the MMSD Research and Evaluation Report from May, 2000:

Call me crazy, but I think a record of involvement in our schools is a prerequisite for a School Board member. Sitting at the Board table isn’t the place to be learning the names of our schools or our principals.
Wayne Strong, TJ Mertz and James Howard rise far above their opponents for those of us who value School Board members with a history of engagement in local educational issues and a demonstrated record of commitment to our Madison schools and the students we serve.

I’ve become a broken record vis a vis Madison’s disastrous reading results. The District has been largely operating on auto-pilot for decades. It is as if a 1940’s/1950’s model is sufficient. Spending increases annually (at lower rates in recent years – roughly $15k/student), yet Madison’s disastrous reading results continue, apace.

The other useful stat buried in the materials is on the second page 3 (= 6th page), showing that the 3rd grade proficiency rate for black students on WKCE, converted to NAEP-scale proficiency, is 6.8%, with the accountability plan targeting this percentage to increase to 23% over one school year. Not sure how this happens when the proficiency rate (by any measure) has been decreasing year over year for quite some time. Because the new DPI school report cards don’t present data on an aggregated basis district-wide nor disaggregated by income and ethnicity by grade level, the stats in the MMSD report are very useful, if one reads the fine print.

How many School Board elections, meetings, votes have taken place since 2005 (a number of candidates were elected unopposed)? How many Superintendents have been hired, retired or moved? Yet, the core structure remains. This, in my view is why we have seen the move to a more diffused governance model in many communities with charters, vouchers and online options.
Change is surely coming. Ideally, Madison should drive this rather than State or Federal requirements. I suspect it will be the latter, in the end, that opens up our monolithic, we know best approach to public education.




Anatomy of a Troubled School District: Picturesque Bayfield has it all: dreadful student performance, community infighting, a powerful teachers union, outlandish spending. What can be done?

Over 300 miles from the never-ending debates in Madison over how to help struggling schools, in a small, largely impoverished district along the edge of Lake Superior, Liz Woodworth ran unopposed for a spot on the Bayfield School Board this spring.
Woodworth isn’t just another parent. She and her husband, Jeff Kriner, are both teachers; she in nearby Ashland and he in the same district that Woodworth will help run. Kriner, in fact, has served as everything from a co-president of the local Bayfield Education Association to a teachers union negotiator and spokesman who appears before the School Board.
In states such as Arizona and Mississippi, conflict-of-interest laws would bar Woodworth from serving. Not here, where the state has long left local schools to sort out their own problems and conflicts. With Woodworth slated to begin a three-year term in late April, critics fear she will help preserve the status quo in schools that desperately need outside intervention.
