For context, Wisconsin employees who get health insurance through their work pay about 22 percent of the annual premium, on average, or about $1,345 a year for single coverage, according to 2015 data from the Kaiser Family Foundation. The average salary for a private- sector worker in Wisconsin was $45,230 in 2015, according to the Bureau of Labor Statistics.

Madison teachers made, on average, $55,600 a year last school year and contribute 3 percent of premium costs, or about $205 a year for single coverage. Bringing that contribution up to 12 percent would mean the average teacher contributing about $600 more per year for single coverage.

While spending more than most ($18k/student), Madison’s benefit spending is substantial. This, despite its long term, disastrous reading results.

The first half of Rhodes-Conway’s signature initiative, a Bus Rapid Transit system, is also expected to launch this fall, and while the federal government is picking up from 75% to 80% of the costs to build it, that still leaves the city on the hook for at least $70 million. City officials say the borrowing needed to cover that amount will not be significant, and the system will not cost more to operate than the traditional bus system it replaces.

Madison’s population has grown by 13.3% over the last five years, the city’s Finance Department reports, and the consumer price index, also known as inflation, is up 23% in that time.

Voters are already sure to see two referendums from the Madison School District on the Nov. 5 ballot. They would raise annual property taxes $1,370 by 2028.

Past spending decisions combined with current revenue estimates leave the district with an estimated $40 million shortfall, Assistant Superintendent of Financial Services Bob Soldner told the Wisconsin State Journal.

District could renovate, build new schools

The district appears to be leaning toward building several new schools with potential referendum dollars rather than renovating existing buildings.

Leadership says many aging school buildings require substantial aesthetic, electrical and mechanical changes the district can’t afford without a referendum. The money would also go toward making schools more energy efficient and accessible.

“Under revenue limits, you just don’t have any other options on the facilities,” Soldner said Monday. “If you have a need, you have to seek voter approval.”

District administration is recommending that Sennett Middle School and Cherokee Heights Middle School be replaced with new buildings. The same goes for several combined schools that share the same location: Shabazz City High and Sherman Middle; Black Hawk Middle and Gompers Elementary; Toki Middle and Orchard Ridge Elementary.

That new construction would cost an estimated $443 million.

Of the $26 million in new spending expected for next year, most of it — $14.5 million — will go toward staff salaries and benefits. Last year, the city raised pay by 3% for unionized employees like police and fire department staff. General city employees got a 6% raise.

Of the $14.5 million for staff, $2.97 million will cover rising health insurance costs alone.

On the revenue side, the $4 million in new cash the city will bring in next year comes from increasing the property tax levy to the extent allowed without a referendum, which would generate about $12.6 million. Another $6 million will come from interest earnings and $1 million from increased ambulance fees.

Those increases are offset by one-time funding the city used to balance its 2024 budget, which came from the city’s rainy day fund, federal stimulus support and tax incremental financing money.

As the city’s budget options come into sharper focus, it remains unclear how, if at all, the city will use $16 million added to the rainy day fund thanks to higher-than-expected income from the city’s investments.

Legal Motion to Defend Wisconsin Act 10 on behalf of Public-School Employee



WILL:

WILL Client, Kristi Koschkee, stated, “Act 10 is pro-taxpayer and pro-freedom. This legislation provides public employees like me the freedom to not participate in unionization, or be compelled to finance or support political speech I do not agree with. It’s critical that we stand up for this law and not undo the years of positive results produced for Wisconsin.”

Our Client: WILL Client and Defendant, Kristi Koschkee, faces significant harm if Act 10 were to be somehow repealed or scaled back. Ms. Koschkee is a public-school district employee who values the benefits the Legislature provided her via Act 10.

Koschkee does not want her local union interfering with her relationship with her employer by bargaining on subjects beyond those permitted by Act 10 or entering agreements that last longer than a year. She supports requiring unions to rectify annually, does not want to have her decision to abstain from a union certification vote work in the union’s favor, and does not want to be pressured into participating in recertification elections. Ms. Koschkee also opposes allowing unions to access employee wages directly through payroll deductions.

Effects of Maturing Private School Choice Programs on Public School Students

Using a rich dataset that merges student-level school records with birth records, and leveraging a student fixed effects design, we explore how a Florida private school choice program affected public school students’ outcomes as the program matured and scaled up. We observe growing benefits (higher standardized test scores and lower absenteeism and suspension rates) to students attending public schools with more pre-program private school options as the program matured. Effects are particularly pronounced for lower-income students, but results are positive for more affluent students as well. Local and district-wide private school competition are both independently related to student outcomes.

Addressing School Boundaries (Madison hasn’t changed them in decades)

Researchers at MIT and Georgia Tech have developed a tool that redraws school attendance boundaries to both reduce racial segregation and travel times.

Researchers surveyed parents’ preferences on class size and school travel time. Overall, when looking at elementary school districts across the country, researchers found they could achieve a 12% decrease in segregation by moving one in five students to a new school and also reduce overall travel time. 

Nabeel Gillani led the project at MIT. He said results vary by district. 

“Certainly there’s the technology piece here, but we know fundamentally this is not a technology problem: It’s a social problem, i’s a political problem,” he said. “So we wanted to see if we could use technology now in ways to get more people involved, get more voices involved in the mix, and share more of what they think of these boundaries.”

Gillani says researchers chose to focus on elementary schools because the benefits of integration can start earlier.

“The way early learning experiences shape children and the impact those have later in life … was definitely a consideration,” he said.




Another open records suit filed against Madison School District

or the second time in less than two weeks, the Madison School District is being sued over its response to a public records request.

The conservative Milwaukee-based Wisconsin Institute for Law and Liberty, or WILL, filed suit Thursday asking a judge to order the district to release staff training materials entitled “LGBTQA+ 101.”

LGBTQA+ typically refers to lesbian, gay, bisexual, transgender, queer or questioning and asexual individuals and groups. The + refers to “the limitless sexual orientations and gender identities used by members of our community,” according to the advocacy group Human Rights Campaign, which has conducted trainings with the school district in the past.

The suit comes after the district’s teachers union, Madison Teachers Inc., filed suit May 9 alleging the district violated Wisconsin’s public records law by failing to fulfill a Nov. 3 records request for information on staff benefits and contracts.




The long-term consequences of closed schools are profound

In the latest chapter of the seemingly never-ending nightmare of school closures, Milwaukee Public Schools decided Sunday, Jan. 2 to return to virtual instruction for the first week of the spring semester, Jan. 3-7. This follows the Madison Metropolitan School District (MMSD) making a similar decision to delay the start of the semester until January 6th. Both of these delays are planned to be short-term as a result of staffing shortages, but neither district has earned the benefit of the doubt. We find it very likely that this may represent the beginning of a longer-term delay. Only time will tell.

The pandemic has caused many institutions to weigh costs and benefits. But perhaps no institution failed more than the K-12 education system. The long-term consequences of closed schools are profound. WILL estimated an economic cost of more than $7 billion to the state from lost learning—representing lost opportunities for a college education, a good career, and a better life. Even more problematic, the kids facing school closures are the same students who already struggle to keep up academically. A recent Fordham study ranked both districts in the bottom ten when it comes to achievement and growth among disadvantaged students. 

Talk to any educator, and they will tell you that “catching kids up” isn’t as easy as moving through the year’s curriculum faster. It is one of the reasons that Wisconsin’s report card rewards student growth and not just proficiency—arguably to too large of extent. Any return to virtual learning, no matter how short, must acknowledge the costs and disruption of recent experience.

We’ve Been Teaching Reading Wrong for Decades. How a Massachusetts School’s Switch to Evidence-Based Instruction Changed Everything

“Teaching reading is rocket science,” Louisa Moats is well known for saying. It is something we frequently referenced during our guided reading professional development for teachers. Sadly, until we started on our Science of Reading journey two-plus years ago, we had no idea how bereft our instruction was of the benefits of that science.  

Our collective awakening started as a result of listening to Emily Hanford’s podcast, “At a Loss for Words,” in which Hanford reveals that reading instruction in America has led children to read poorly based on a flawed theory of the mechanics of reading. While the three of us had different emotional reactions to hearing it, our powerful common experience was, “We have to do something!” 

The “do something” started with a lot of reading from Google searches, Facebook groups, and blog posts. Then came reflections on our own practices as teachers — practices we’d learned in our teacher prep programs and in professional development sessions in the years that followed — much of which has now been disproven (if, indeed, it was ever actually founded in evidence). As administrators, we came to recognize that we’d passed many of these ill-founded notions on to teachers at our school — and that has produced no small amount of guilt. How could we have taught students to read this way for so many years?!

However, the left is still working to say otherwise, so two prevalent myths deserve to be dispelled. The passage of Act 10 and “right-to-work” legislation — which gave employees in Wisconsin the same freedom to choose whether to be in the union as is enjoyed in 26 other states — did not increase income inequality or harm education in Wisconsin. In fact, close to the opposite is true.

Let’s consider income inequality first by looking at a common measure of the gap between the rich and the poor — the Gini coefficient. It attempts to represent, with a single number, the difference between the poorest and wealthiest individuals in a particular area. State-level Gini coefficient data collected by a Sam Houston State Economics professor shows that Wisconsin’s hasn’t changed much in terms of income inequality before or after Act 10. Indeed, the state has remained more equal than the average across the United States. In other words, the claim that labor union reforms have increased inequality is patently absurd based on the data.

Contrary to popular understanding, Act 10 did not restrict the rights of unions to advocate for their members. It did, however, restrict their ability to insist upon collective bargaining — a system in which the government is obliged to negotiate with its employees. While this may sound innocuous, in practice it allows unions to influence government decision-making in a way that citizens with competing interests — say, taxpayers — may not. Under collective bargaining, public employee unions exercise outsized power on public decision making. For example, while parents across the country became more interested in opening schools following the growing consensus that it was safe to do so, teacher unions fought to prevent it. Research from our organization and others found that COVID-19 played little role in school reopening decisions — what mattered was whether there was a strong union in the area.

Litigation on taxpayer funded union activity in the Milwaukee Public Schools



The Wisconsin Institute for law & liberty:

The News: The Wisconsin Institute for Law & Liberty (WILL) filed a lawsuit in Milwaukee County Circuit Court on behalf of a Milwaukee resident challenging a Milwaukee Public Schools (MPS) union leave policy. Under this policy, MPS pays public employees full wages and benefits to engage in union-related activities instead of the jobs they were hired for at the school district. This policy amounts to compelled speech because it forces Milwaukee taxpayers to subsidize labor union activities. The policy also violates the Constitution’s requirement that all spending be for a public purpose and not for the benefit of a private entity, like a labor union.

The Quote: WILL Deputy Counsel, Lucas Vebber, said, “Under the MPS union leave policy, Milwaukee taxpayers foot the bill to pay employees not for the public school jobs they were hired for, but rather to engage in union-related activities. This violates Constitutional safeguards against compelled speech and the requirement that public spending be for a public purpose.”

Background: Milwaukee Public Schools adopted a union leave policy (page 49) that permits MPS employees to use at least ten days per fiscal year for paid union leave. Any MPS employee using union leave is working solely as a “representative” of a labor union for the purpose of participating in “union-related activities.” And under the MPS union leave policy, MPS employees are not restricted from engaging in a variety of political activities including advancing the direct interests of the public employee unions.

The United States Supreme Court recently affirmed in Janus v. AFSCME that “[c]ompelling a person to subsidize the speech of other private speakers raises similar First Amendment concerns.” And the Wisconsin Constitution recognizes that the freedom of speech “includes both the right to speak freely and the right to refrain from speaking at all.” The MPS union leave policy amounts to taxpayers subsidizing the speech and activities of labor unions – a form of unconstitutional compelled speech.

During the 2017, 2018, and 2019 school years, MPS spent thousands of dollars paying employees for hundreds of hours working on behalf of labor unions for the labor unions’ private purposes.

This report examines the collective findings of more than 120 studies and considers their implications for current decisions. These studies cover a wide array of topics, including risks for children, transmissibility concerns, and the impact of school reopenings on community spread.

Key Findings

• The vast majority of research from around the world suggests that children comprise a small proportion of diagnosed COVID-19 cases, develop less severe illness, and have lower mortality rates.

• Studies suggest attending school does not increase risk to children, particularly if health protocols are followed.

• Evidence points to schools mirroring the transmission rates of their communities. Schools themselves do not appear to drive community transmission.

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

Look, I’m not a huge fan of public education. While I agree we need some kind of education, I’m not sure public education is the way to address it. There’s no accountability for bad systems and no options for those displeased with their schools.

Yet the law requires some degree of education for your children. You have to either teach homeschool or pay for private school unless you opt for public education.

Further, public education is funded by society as a whole through, among other things, property taxes as well as federal tax dollars being sent to state and local systems. It’s not funded through specialized taxes that only impact those who use certain resources—like, say, the gasoline tax being used to help fund road construction—but through broad taxes that impact everyone regardless of whether they utilize the services directly.

The thinking goes that this is because society as a whole benefits from an educated populace.

This is fair.

Yet this also implies that this is an entitlement, not some privilege. After all, the state constitution calls for a public education system to educate the citizens of Pennsylvania.

31% Have Experienced Positive Benefits From the Pandemic

A majority of only one group was able to cite some positive benefits.

“Those who work at a school or college are far more likely than other government employees to report positive benefits from the pandemic,” Rasmussen reports. “By a 60% to 36% margin, those who work in education report positive benefits.”

“The choice is ours”: Panel discusses COVID-19 and schools

Most children are better-served by in-person education, Navsaria said, with benefits coming from “just being around other people,” but there is a “balance” to strike with the health of the community. Pointing to guidance from the American Academy of Pediatrics, Navsaria said it’s good to operate with a goal of being in-person, but only when the mitigation strategies mentioned in that guidance can be implemented.

“I think it’s really important that people not just stop before reading the ‘ifs,’” he said.

It’s hard to see how Milwaukee Public Schools benefits from hostility toward its own charter schools

As a second, less tangible factor, some of the charter schools get very good academic results. For example, Milwaukee Excellence Charter School, one of the schools receiving a reduced renewal Dec. 17, had the highest score of any Milwaukee school on the statewide school report card in 2018. In 2019, it had the second highest score in MPS. (This year, there were no report card scores because the COVID-19 outbreak eliminated statewide testing in the spring.) 

The MPS committee that reviewed the school’s performance recommended a five-year renewal for that school and the other two that came before the board. Still, the board changed each to three, while making it clear they were not criticizing the schools.  

Milwaukee College Prep operates four schools in low-income neighborhoods on the north side with just over 2,000 students. It has outperformed MPS in reading and math year after year.  

But, amid unhappy dealings with MPS, the charter renewal process for College Prep is on hold now and the school network is applying to switch its charters to UWM. That could occur before the next school year, and it would cost MPS more than $4 million a year in revenue, plus the loss of students whose test scores raise the overall MPS results.

Replace school with ‘pandemic camp’

Remote learning isn’t working, especially for younger children, but “normal” schooling wasn’t working well either, writes Erika Christakis, an early childhood educator, in The Atlantic.

She envisions an alternative — year-round “pandemic camp” — to focus on children’s needs for “exercise, outdoor time, conversation, play, even sleep.”

Parents should demand “a broader and deeper curriculum with more chances for children to explore, play, and build relationships with peers and teachers,” Christakis writes. “The most obvious demand should be for more time outside.”

Outdoor learning is safer right now, she writes. But even if coronavirus goes away, getting kids outside has many other benefits, from reducing hyperactivity to improving science learning. “The biggest obstacle is a lack of will and imagination.”

Wisconsin’s largest teachers unions again ask state leaders to move all schools to virtual-only instruction

The news conference, which also featured Madison Teachers Inc. President Andy Waity, was part of a national day of action by teachers unions across the country, calling for safe working conditions in schools during the pandemic.

The renewed push to bar in-person instruction comes as the number of COVID-19 cases has spiked in the state and two weeks after a Green Bay-area school teacher died of the virus.

On Wednesday, DHS reported an additional 2,319 individuals tested positive, about 19.7% of those tested. It reported a record number of COVID-related deaths, at 27, and hospitalizations, at 91. 

Wisconsin has also been labeled a “red zone” by the White House Coronavirus Task Force, which has called for increasing social distancing here “to the maximal degree possible.”

Cases among school-age children have spiked dramatically since late August, according to new data released Wednesday by DHS. Numerous cases involving students and staff have been reported at schools across the state, according to DHS and a database created by the Journal Sentinel and USA Today Network-Wisconsin.

“We cannot rely on individuals to make good decisions in a pandemic,” Mizialko said, citing reports of parents knowingly sending symptomatic children to school. “It requires a systemic response. This is why we have government and it’s why we pay taxes and it’s why we have elections.”

Many private schools had planned to open for some in-person instruction the week after the Public Health Madison & Dane County order was issued after 5 p.m. on a Friday. PHMDC officials have encouraged schools to use the metrics they issued for reopening schools even if its order is not in effect.

In Dane County, public health officials in late August ordered all schools closed for grades 3-12, while allowing in-person instruction for grades K-2 with certain requirements in place. The state Supreme Court put that order on hold in response to a legal challenge from various private schools, parents and membership organizations, allowing schools to open.

K-12 Tax, Referendum & spending climate: California’s state budget has big benefits for a Teacher unions, stifles charter schools and funds phantom students

Students of civics might think the California state budget is crafted by the elected representatives of the citizenry, who debate and amend proposals working their way through various committees, ultimately leading to a spending plan with majority support and the signature of the governor.

All that happens, of course, but no budget makes it to the governor’s desk without at least the tacit approval of the state’s public employee unions. Since public education alone makes up a minimum of 40 percent of the state budget, the California Teachers Association has an outsize influence over the construction of that budget.

This has been true for at least the 27 years I have covered the union’s operations. In 2000, for example, then-President Wayne Johnson boasted to his members about how he had the governor and state legislative leaders on the phone with him, falling over themselves to place more money in the education budget, until Johnson finally relented at an additional $1.84 billion.

This year’s budget, however, rivals any previous examples of teachers union benefits sewn into state law.

Imaginary money. The budget relies on two sources of funding that do not exist, and may never exist. First, it hopes that the U.S. Senate will approve, and President Donald Trump will sign, the HEROES Act, which contains $1 trillion in aid to state and local governments. Should that fail to happen, California will issue $12 billion in deferrals to school districts. Deferrals are essentially IOUs to be paid in the next fiscal year. This is also money that doesn’t yet exist.

Should deferrals become necessary, the state also authorizes school districts to transfer money from any account they hold to any other account in order to pay their bills. Money targeted for a specific purpose or program can be used for any purpose or program. Districts can also use the proceeds from the sale or lease of property for any general fund purpose.

Why are only 15% of Madison’s low-income students getting free meals from district during COVID-19 closures?



Logan Wroge:

In the four weeks since Dane County schools closed to prevent the spread of the COVID-19 coronavirus, the Madison School District has distributed 58,424 free meals to students.

But the number of lunches and breakfasts picked up each day at sites across the district is significantly less than the 12,241 students on free and reduced-price lunch who attend Madison schools, making up nearly half the student body.

Last week, the average number of meals distributed each day was 3,637, according to the district. But that figure combines breakfast and lunch, both of which are distributed at the same time for free to families who drive to a pickup site during lunchtime. That means only about 1,818 students get food each day.

Steve Youngbauer, the food and nutrition services director for the district, said he doesn’t have data on why there’s a mismatch in the numbers, but believes there may be several factors that contribute to it.

“There is a gap there for folks who are eligible for benefits and folks that are actually participating,” he said.




Madison School Board members want to keep staff with current health insurance provider, add deductible

At the same time, MMSD has increased base pay more than surrounding districts in recent years, according to the presentation.

Board members said maintaining that competitive advantage in recruitment is important.

“Our health care is one of the biggest elements of competitiveness for staff in the area,” Toews said. “It’s an area I would really like to keep differentiated.”

Madison’s No-Bid $30,000 Contract to Burns/Van Fleet (?)



No bid contracting by our taxpayer supported Madison School District:

a $30,000 no-bid contract to “Burns/Van Fleet” for 25 days of services to help in the new superintendent transition. (The superintendent search contract to BWP Associates was $32,000 plus expenses.) The Mike Hertting memo on the item touts this outfit as having “over 50 years of collective experience,” but it lacks much of an internet footprint other than this skimpy website: https://burnsvanfleet.com and a Columbus, OH telephone number.

A few questions that the School Board might ask:

  1. is the work that’s being outsourced within the job description of someone already on payroll (in this case, Jane Belmore and Mike Hertting), and
  2. (2) who benefits internally from favor-trading and/or influence-building by steering business outside (especially on a no-bid basis).

Madison School Board leans toward deductibles instead of switching health insurers

Increasing the amount staff pay for premiums would see teachers paying 6% of a HMO family plan — up from 3% — to about $44 more a month. Certain hourly employees, such as special education assistants, would pay 2.5% of an HMO family plan instead of 1.25%, or $8.53 more per month.

Scott Girard:

“It was only two years ago, 2017-18, when the District went from three health plans to two, discontinuing Quartz (then Unity) and moving all Unity-covered employees to GHC or Dean plans,” the memo states. “Forcing employees to switch again only three years later is too disruptive.”

Board member Cris Carusi said it seemed “easiest” to “listen to the union,” and board member Kate Toews expressed a similar sentiment in supporting “Option 1,” which adds $100 single and $200 family deductibles.

“Option 1 limits disruption and that is incredibly valuable for both families and teachers as well as for staff and administration,” Toews said.

The Operations Work Group meeting, which begins at 5 p.m. at the Doyle Administration Building, 545 W. Dayton St., is likely the last opportunity for board members to ask for broad changes ahead of anticipated votes at the March 23 meeting.

Presentations planned for the board Monday show similar referenda plans as have been discussed for months, though staff have offered up three options for the operating referendum ask in addition to the $36 million one that has been previously discussed. The additional options would all lower the amount, reducing the tax burden but also forcing tighter budgets.

The health insurance changes, first reported by the Wisconsin State Journal last week, would require employees to contribute more to their premiums and could have the district change one of its providers.

According to Monday’s meeting materials, there is a $4.6 million increase in premiums the providers will charge the district, which had budgeted $0 for an increase in funding employee benefits whether an operating referendum passes or fails. That means the gap needs to be filled in other ways.

Changes to providers and potentially changing the plans retirees use would save an estimated $3.8 million, while doubling the premium contributions for most staff would save $1.8 million, according to the presentation planned Monday. The premium contribution for teachers on the HMO plan, for example, would go from 3% to 6%, costing an extra $44.48 per month.

Hidden Segregation Within Schools Is Tracked in New Study

Eliminating racial segregation can be a little like playing whack-a-mole: Instead of going away, too often it just finds a new outlet.

A massive new study of North Carolina classrooms over nearly 20 years finds that as racial segregation between schools went down, the racial isolation within the classrooms inside those schools went up. This class-level isolation can limit black and Hispanic students’ access to challenging courses and hamstring district efforts to encourage the broader social and academic benefits of diversity.

In a working paper released earlier this month, Duke University and University of North Carolina-Chapel Hill researchers looked at data on the number of white, black, and Hispanic students in every class in the Tarheel State’s K-12 traditional and charter public schools. The researchers focused on English and math classes in grades 4, 7, and 10 during the 1997-98, 2005-06, and 2012-13 school years, a time when the state’s Hispanic student population grew from 3 percent of all students to 14 percent. They defined segregation as the degree to which the racial makeup of classrooms departed from the racial composition of all public school students in the county.

Segregation within schools accounted for up to 40 percent of all racial segregation in North Carolina, which has been a bellwether for national efforts to integrate schools. The study’s findings suggest this “hidden segregation” can become a problem for the very districts focused on making their overall schools more diverse.

“Within-school segregation is significant. Ignore this at your peril,” said Charles Clotfelter, who co-authored the study with Duke colleagues Helen Ladd and Mavzuna Turaeva, and Steven Hemelt of UNC-Chapel Hill, at a summit here by the National Center for the Analysis of Longitudinal Data in Education Research, part of the American Institutes of Research.

According to MTI’s memo, health insurance changes under consideration include:

  • Moving future retirees from health insurance plans offered through the district to the state Department of Employee Trust Funds’ Local Annuitant Health Program, a relatively new program for retired public employees.

  • Increasing employee premium contributions for teachers and other employees from 3% to 6% and for certain hourly workers, such as security assistants, from 1.25% to 2.5%.

  • Adding a $100 deductible for individual plans and $200 for family plans.

  • Dropping GHC and replacing it with a plan through Quartz.

  • Increasing employee premium contributions to 10% or 12%.

Keillor said a major increase in employee premium contributions is a “nonstarter.”

“We have not gotten any kind of sense over one that’s more preferred,” he said of the options under consideration. “Right now, I’d say none of these are preferable options to folks.”

But Keillor acknowledged the union doesn’t have a say in the decision other than amplifying the voices of employees because Act 10 — the 2011 law that severely limited the power of most public-sector unions — restricts unions to only negotiating on base wages.

Effects of Scaling Up Private School Choice Programs on Public School Students

Using a rich dataset that merges student-level school records with birth records, and a student fixed effect design, we explore how the massive scale-up of a Florida private school choice program affected public school students’ outcomes. Expansion of the program produced modestly larger benefits for students attending public schools that had a larger initial degree of private school options, measured prior to the introduction of the voucher program. These benefits include higher standardized test scores and lower absenteeism and suspension rates. Effects are particularly pronounced for lower-income students, but results are positive for more affluent students as well.

Will Wisconsin return to its ‘three-legged stool’ to pay for schools? Here are reasons to doubt it

Let’s focus particularly on Evers’ call for using some of the money to return state support of general operating costs of public schools to two-thirds of the total bill (with the other third coming generally from property taxes).  

A bit of history: In the early 1990s, there was strong opinion, particularly for then-Gov. Tommy Thompson and Republican legislators, that property taxes in Wisconsin were too high and school spending was increasing too fast. The result was creation of what was called “the three-legged stool” that would provide something for school spending increases to rest on.  

The three legs were: A cap on how much money school districts could collect in state aid and property taxes; a rule known as the QEO which effectively put a lid on how much pay and benefits for teachers could increase; and a commitment by the state to pay two-thirds of school costs in exchange for reduced property taxes (which actually worked, at least for a while).  

Teachers unions’ hated the QEO and it died during the time Democrat Jim Doyle was the governor. Revenue caps (which also constrained teacher pay and benefits) are alive to this day.

Study: $3.2B in Economic Benefits with the growth of school choice

On the first day of National School Choice Week, a new study (here) estimates how further growth of Wisconsin’s parental choice programs could result in $3.2 billion in new economic benefits to Wisconsin over the next two decades. Ripple Effect, authored by Will Flanders, PhD, builds upon a recent study which documented how students in MPCP are more likely to graduate from college to extrapolate the economic gains to Wisconsin if the parental choice programs were expanded.

Broken down, Wisconsin’s cities could expect to see:

  • $100 million in economic benefits for Madison

  • $75 million in economic benefits for Green Bay

  • $60 million in economic benefits for Appleton

  • $24 million in economic benefits for La Crosse

Kenya’s Story: These economic gains can be understood through Kenya Green. As a child in Milwaukee, she struggled at Milwaukee Public Schools. By the time she was in eighth grade, she was close to giving up, seemingly forced to attend unsafe, low-performing MPS schools. But through the Milwaukee Parental Choice Program, she discovered HOPE Christian Schools, which transformed her life. The school gave her the rigorous academics and the structure she needed. After graduating from HOPE, she attended Wisconsin Lutheran College, graduated, got a job, and is now in school to become an aesthetician.

Religious-schools case heads to a Supreme Court skeptical of stark lines between church and state

Parents who believe religious schools such as Stillwater absolutely are the places for their children are at the center of what could be a landmark Supreme Court case testing the constitutionality of state laws that exclude religious organizations from government funding available to others. In this case, the issue rests on whether a scholarship fund supported by tax-deductible donations can help children attending the state’s private schools, most of which are religious.

A decision in their favor would “remove a major barrier to educational opportunity for children nationwide,” plaintiffs said in their brief to the Supreme Court. It is part of a movement by school choice advocates such as Education Secretary Betsy DeVos to allow government support of students seeking what she recently called “faith-based education.”

Said Erica Smith, a lawyer representing the parents: “If we win this case, it will be the U.S. Supreme Court once again saying that school choice is fully constitutional and it’s a good thing and it’s something parents should have. And that will provide momentum to the entire country.”

Randi Weingarten, president of the American Federation of Teachers, said such a ruling would be a “virtual earthquake,” devastating to the way states fund public education.

And Montana told the court that, as in 37 other states, it is reasonable for its constitution to prohibit direct or indirect aid to religious organizations.

“The No-Aid Clause does not prohibit any religious practice,” Montana said in its brief. “Nor does it authorize any discriminatory benefits program. It simply says that Montana will not financially aid religious schools.”

Four Corrections to a Context And Fact-Free Article Called “The Democrats’ School Choice Problem.”

On New Year’s Eve The Nation published an analysis by Jennifer Berkshire called “The Democrats’ School Choice Problem.” Her piece is instructive because it illustrates a strategy commonly employed by those who regard themselves as warriors against craven privatizing shysters intent on expanding charter schools and/or voucher programs. This is how it works: Ignore context. Ignore math. Ignore inconvenient facts. And hustle together a specious I argument that plays to those who —perhaps responding to the Trumpian lurch to the right by Republican Party leaders in D.C. —believe that the only way to retain decency and moral order is by careening just as far to the left, which seems to me a surefire way to guarantee Trump a second term. (Not sure what these directions mean anyway. Since when is limiting public school choice, which primarily benefits low-income children of color, a value of left-wingers? Since when is it a violation of Democratic Party loyalty to want better schools for your kids?)

To unknowing readers (which apparently includes The Nation’s fact-checking department) Berkshire’s argument, as context and fact-free as it is, holds power. So let’s demystify the mystique and look at some of the ways that Berkshire makes her argument that the Democratic pro-choice coalition is “unraveling” and that no choice is the right choice.

First, to give credit where credit is due, Berkshire  begins with the recent AFT/NEA “school choice forum” last month in Pittsburgh where seven candidates begged for union money and endorsement. She notes that the invitation-only audience was greeted by a Black mother affiliated with the Working Families Party (closely tied in agenda and funding with AFT/NEA) while 250 Black mothers (she says 100 but who’s counting) stood in a cold rain because they were locked out of the “public forum” for wanting quality schools for their children even if they can’t afford to live in Gloucester. (See here.) Why were they outside in the rain? Because the candidates, with the sole exception of Mike Bennett, refused to walk down the block and meet with them in a hotel room paid for by a GoFundMe campaign. Inside, audience members wore “F*%k Charter Schools” tee-shirts.

WILL is also seeking the removal of a portion of the guide that states: “School staff shall not disclose any information that may reveal a student’s gender identity to others, including parents or guardians and other school staff, unless legally required to do so or unless the student has authorized such disclosure.”

In addition to a higher base wage, the district has said that, on the average, employees will receive another 2% salary increase this year based on a salary schedule that awards experience and education.

But MTI has said about 1,000 employees, including some of the lowest paid, won’t receive more money through the salary schedule, arguing a full base-wage bump is necessary to keep up with the cost of living.

The agreement won’t take effect until approved by both the union members and the School Board, according to the Facebook post.

Madison has long spent far more than most taxpayer supported K-12 school districts, between $18k and 20k per student, depending on the district documents reviewed.

“An emphasis on adult employment”.

Yet, we have long tolerated disastrous reading results.

Years ago, a senior Madison teacher mentioned to me that the local union leadership traded benefit growth for reduced salary increases, which affected younger teachers.

The Madison school district has benefited greatly from a growing property tax base – supported by a massive federal taxpayer electronic medical record subsidy (nearly $40B since 2011!). Will that continue? What happens if things change?

Mr Bernanke’s unorthodox “cash for trash” scheme, otherwise known as quantitative easing, drove up asset prices and bailed out baby boomers at the profound political cost of pricing out millennials from that most divisive of asset markets, property. This has left the former comfortable, but the latter with a fragile stake in the society they are supposed to build.

As we look towards the 2020 US presidential election, could Ms Ocasio-Cortez’s leftwing politics become the anthem of choice for America’s millennials?

But before we look forward, it is worth going back a bit. The 2008 crash itself didn’t destroy wealth, but rather revealed how much wealth had already been destroyed by poor decisions taken in the boom. This underscored the truism that the worst of investments are often taken in the best of times.

Mr Bernanke, a keen student of the 1930s, understood that a “balance sheet recession” must be combated by reflating assets. By exchanging old bad loans on the banks’ balance sheets with good new money, underpinned by negative interest rates, the Fed drove asset prices skywards. Higher valuations fixed balance sheets and ultimately coaxed more spending and investment. However, such “hyper-trickle-down” economics also meant that wealth inequality was not the unintended consequence, but the objective, of policy.

But the move to 24-hour monitoring was not without concern.

Last week, the Madison School Board weighed the benefits of potentially preventing bullying and suicide with protecting student privacy and how the collected data could be used.

Ultimately, the board approved on a 5-1 vote spending $114,408 over the next two years to expand the district’s use of the software. Board member Nicki Vander Meulen was the sole opponent, but others voiced some misgivings before signing off.

Vander Meulen, who is an attorney, said some of her issues with the product relate to the Fourth Amendment, which protects against unreasonable search and seizure, adding she is concerned information flagged by the software could be used in criminal cases.

“It also worries me on the privacy issue. We want our teens to trust us, we want them to talk to us,” said Vander Meulen, who added she thought the money might be better spent on school counselors.

Board president Gloria Reyes said the software would not be monitoring student’s personal devices, but rather district-owned devices provided to students.

She said the software is worth it if it could prevent a suicide attempt or flag school safety threats.

The chromebooks are supplied by Google, a behemoth built on personal data mining.

The city takes a 2% administrative fee to cover its collection of OPSB taxes, but the lawsuit alleges the revenue department began withholding additional amounts starting in 2007 to satisfy various city pension obligations. In total, the city has withheld at least $7.6 million from the OPSB for its pension funds, the lawsuit claims. That amount doesn’t include the approximately $3.4 million in administrative fees collected each year.

Our Expensive, Manipulated Public High Schools

Teacher unions got on board with the idea that inner-city schools fail not because of the racism of the teachers, the premise of Kozol’s first book, but because they have less money to spend than more successful suburban schools. Give us as much money as the best suburban schools, the unions say, and we will produce successful urban schools. Since the 1990s, it has become a mantra of the liberal mindset that if we throw enough money at a social problem, we will solve that problem. In America, the Almighty Dollar (a regular liberal alternative to Almighty God) can buy us out of our dilemmas. The faults Mr. Kozol saw in Boston could be solved if we “invested” more in our schools, in our youth, in the urban poor, and in “creative programs” to renew the practices of our failing schools.

New York State spent $22,366 per pupil in 2016, which was a 14% increase in expenses from 2012. As recently as 1995, the expenditure was $9,500 per pupil. These increases have mainly been in the areas of salary, benefits, and support services.

However, as per pupil expenditures have skyrocketed over the decades, so has the increase in school bureaucracies, and declines in SAT and ACT scores for college admissions. In fact, the College Board in 1995 readjusted its SAT scoring so scores in both math and reading were skewed significantly upward. Other scoring “adjustments” have been made over the years to improve score results.

Madison spends about $20k per student, far more than most taxpayer supported K-12 school districts.

Yet, we have long tolerated disastrous reading results.




K-12 Governance Diversity: the 2019 Madison School Board Election, Parental Choice and our long term, disastrous reading results

Endorsements in this month’s School Board primary from the influential Madison teachers union include one for a candidate who sends her two children to the kind of charter school strongly opposed by the union.

Madison Teachers Inc. this week endorsed Ali Muldrow over David Blaska, Laila Borokhim and Albert Bryan for Seat 4; Cris Carusi over Kaleem Caire for Seat 3; and incumbent TJ Mertz and Ananda Mirilli over Amos Roe for Seat 5.

Muldrow was among a group of parents and other advocates for Isthmus Montessori Academy when it sought to become a district-authorized charter school in 2017, after first opening as a private school in 2012.

The School Board voted down that plan 4-3, and Isthmus Montessori Academy pursued and won a charter through the University of Wisconsin System Office of Educational Opportunity. It converted to a tuition-free, state-supported independent charter in 2018. Muldrow’s children continue to attend the school.

MTI executive director Doug Keillor said the decision to endorse Muldrow “was based on numerous factors important to Madison educators and was not dependent exclusively on the school that her children attend.”

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

All right and Claire. How old are you? Wow, let’s Round Up will see your six. So what if I were to tell you that instead of having school from September until June? What if we had school year round? What do you think of that idea? Yeah. Yeah, it’s exciting. Yeah, I’m Clare alway knows because um, she has school year round.
She doesn’t see only doesn’t have school on weekends and Thursdays. What if you had a long break you don’t like a long break from school you’d rather be. School, I will never break off my tablet all day. What if instead of a big summer break we had just smaller breaks throughout the year. So you’d get.

More breaks, but you wouldn’t get one Brig big long break like you might get a two-week break in the fall, and maybe I got there you have it and then you wouldn’t get bored in the summer time. You guys get bored this summer at all. No, I well today on Center Stage the Wisconsin State journals political podcast from the sensible Center of Wisconsin politics. We’re going to talk about year-round school. Madison diving into it sort of and the benefits concerns and myths surrounding this sometimes controversial idea.

I’m Scott Milford the editorial page editor for the Wisconsin State Journal and I’m Phil Hands. I’m the editorial cartoonist for the Wisconsin State Journal and we are half of the State Journal editorial board.
Well, there’s the Bell, uh, even at around school fill the kids get to go out for recess. So we’ll bring back our experts later for now. Let’s talk about Madison and it’s uh dabble into your around school. So it’s the dog days of summer right now. The kids have been out of school for almost six weeks nowadays and my kids my kids did some summer camps and now that summer camps of run their course, uh, we’re going on vacation soon.
Guess but uh, but yeah, I mean the summer vacation it’s a long slog and it’s a time when kids are not necessarily. I mean, they’re looking at their devices and I guess they’re reading some uh information on their devices but it’s there’s not a lot of learning going on. We make our kids read during the summertime, but that’s only because we make them read.

Oh and go to your room and read. Well one thing we’ve been advocating on The State Journal editorial board for a long time is year-round school because yeah kids usually, um, And they they will lose some of the knowledge they’ve gained over the previous school year during that exceptionally long summer vacation.

Yeah, and lo and behold Madison is finally moving towards trying out around school this starting this next month for Madison. Yeah, except it’s not the Madison School District that’s doing it. It’s not no they’ve uh, it’s actually the to charter schools that the state has authorized to start in Madison.

Outside the scope of the school district and it’s going to be under the control of the University of Wisconsin system. So I’m confused here Scott. So I always thought that year. I mean I’ve heard that you’re around school is good for kids. It helps them learn more. It keeps them from falling behind.

But I thought Charter Schools were always evil. Well, that’s according to the uh, Progressive talking points, but I think what they so you’re saying that charter schools are doing something that’s going to help kids learn better. I’m afraid I am. Oh my goodness. You shared my world of you this podcast tale begins, six or seven years ago.

When kaleem caire then the head of the Urban League of Greater Madison proposed a charter school that would cater to. Struggling mostly black and Latino high school students boys with a charter school that would run year round and have lots of other features like longer classes, uh longer school day required extracurricular activities report cards for parents on how well they’re doing and getting involved with their children’s education.

It was called Madison prep, right right and after a long and loud, Uh debate over that the Madison School Board voted it down, uh one important note I would make on that. Is that the only African American member of the school board James Howard did vote for it. So I will say that it’s always frustrating.

I’ll go back to Summer frustrate. That’s because Madison we have some of the worst racial disparities. Uh for for African-Americans and Latinos in our in this in the state, I mean, so if you’re a black kid in the Madison Public Schools your chances of graduating our worst and they are in Milwaukee, which is not great and here was a school that was supposed to focus on this problem specifically and the high-minded Liberals whites on the school board Madison decided that no, this school wasn’t a good idea.

That’s right. And uh what’s happened now, is that the Republicans who control the legislature have. Opened up a new valve. I guess you could call it where people who want to do Charter Schools outside of the school districts control can go to the University of Wisconsin system and they will oversee the charter rather than the local school district.
So alas that’s what column has done. I’ll be kind of upside in an upside-down way. So originally what his proposal was was to start a high school. Uh here in Madison for struggling mostly minority kids. Now what he’s doing is he’s starting a preschool and kindergarten. Yes. It’s a fork and a kindergarten charter school and he’s hoping to build from the bottom up now, which I think is awesome.

Because you know getting the kids early is the best way to achieve success later in life. I mean, sometimes people argue that you know, getting people in high school is even too late to really effect change in a kid. Uh moving forward but you know, you can um give these kids a really good start early in their lives and for preschool and kindergarten.

I think it’s awesome and just to be clear. This is a free public school. It’s not a private school and it’s not a voucher school. So let’s just talk for a minute then about what year-round school means. I mean when people hear that they immediately recoil but I but I hear when I think that is you’re gonna have kids in school.

365 days a year for 27 hours a day and kids will have no time off they will we will stifle all creativity and make them, uh study for mandatory tests on regular basis. Yeah, and you actually get pushback from both the left and the right on this on the left what you tend to get is teacher unions who think wait a minute.
I’m not going to get my. Some are break anymore, which is one of the best benefits of being a teacher and then from the right when we’ve talked to the governor Walker about this editorial board meetings. His response is always sort of a flip. Uh, he says, well, I don’t think having kids butts in the seats.

More days is the answer to our problems. Yeah with a public education and generally neither of those criticisms is accurate for most your own schools because what we’d like to see in the editorial board is we wouldn’t we don’t necessarily want more days of instruction. We would like to seek it. We just think that long break the starts three months beginning of June that goes the end of August is too long.

Let’s shorten that break and add in some other breaks throughout the course of the school year in the case of the charter schools opening. For example, I think closest to what we’re talkin about is the Isthmus Montessori Academy. This is another charter school that charter school that the Madison School Board rejected and now the the organizers of.

School went to the state via the University of Wisconsin system and got approved for the charter and their schedule is going to be they’re going to take two weeks off in the fall two weeks off in the winter. And then they’re only going to have a six-week summer break. So they’re essentially going to cut the uh summer break in half.

There’s enough time for a camp or two. There’s enough time for summer activities like swim team or something like that, but it does but the summer doesn’t go on and on and on on and actually their school year is going to start. His 15th. They’re going to start a little bit earlier now in the case of clean cares new school, which is the one city is the name of it.

He’s going to actually add a lot more days to the school schedule, which is what he was originally wanted to do with the Madison prep. So he’s going to be up over 200 days of classes. So there are going to be more days in class. Yeah for his students that just shows you that this varies to some degree and actually when you.
Cat a lot of the foreign countries who students are testing better than American students on most testing those schools do have more days of classes than we do. Yeah, and they don’t have this gigantic, uh summer break. So I’m not so sure that we want to say we don’t want more days of classes, but I think to answer the governor’s point, you don’t you don’t have to have more days of classes just don’t have the giant break and then B if you do have.

Or days and classes who says the kids have to be sitting their butts in the seats. Absolutely not no, I mean so so my daughter is in is in a preschool right now and she’s been going through school most of the summer and their school during the summer time. They do a lot of field trips to get Outdoors.

They play a lot outside, you know, they’re they’re experiencing nature. They go on nature hikes that garden and they have a community garden that they work in so there’s lots of things you can do in a school environment that aren’t that isn’t, you know, doing rote memorization and with butts.

Cher’s I was just looking at a Brookings report on the summer break and this pretty much follows a lot of the research that you see it’s very well-defined that there is a slip in we call it the summer slide or the summer slip where students test better at the. Of Summer then they do at the end of summer.

Is that surprising surprising and on average student achievement scores decline over the summer vacation by about one month’s worth of school year learning and the decline is sharper in math than it is in Reading. And the loss is larger at the higher grade levels. That’s not so surprising that you don’t forget your uh algebra more than maybe your ABCs and then finally, this is much bigger issue for lower-income kids.

Are you saying this is a social justice issue Sky. I mean it is it is because middle class upper middle class families that have lots of resources. They put their kids in Camp All Summer Long my son. Well we. Afford it all summer. I mean my son. He did a computer camp this year. He did. Yeah a couple of different, uh, you know swim team camps and stuff like that lots of different activities keep them occupied but a lot of kids don’t have those opportunities and they spend the summer watching TV or hanging around the block.

That’s right. I got a high school kid at a cross-country camp this week 500 bucks. Really? I had a I had my younger daughter went to a horse camp and that was about 400. So those things are. Can’t do that. So I mean even my kids I wish they were I wish they were busier and I wish I could put him in more camps and if there was a year-round schedule, I’ll guarantee you they uh, they would be in it the white upper-middle-class school board can say well we don’t want we don’t want we don’t want year-round school, but it’s hurting the kids that are hurting already in our achievement Gap issues.

It’s that’s who is hurting the most. Yeah, and and a lot of the pushback is okay parents like us we don’t. To give up the summer break. We don’t want to give up our vacation. I’ve been working all summer. I know I have a job. I know but I’m just saying in terms of taking a vacation. They think oh, well, I’m not gonna be able to take a vacation with my kids.

I don’t like that. Well, I’ll tell you what, so what if I had two weeks in the fall when nobody else is going on vacation to go on vacation. That sounds awesome to me. I tried to go down to Florida a couple years ago for spring break and the airfare was through the roof because everybody in America had the same week for spring break.

What if I had two other week some other time? It’d be great for us. The other thing you often hear is hey, let’s let kids be kids. Summer vacation is important. They’re not just supposed to sit in front of a book called A. They’re supposed to get out and use their imagination and play and they’re putting on too much weight.

Obesity is a problem. Why are you taking away summer vacation from Phil? Well, I mean, you know, a lot of kids just sitting there iPads the whole time or their devices or whatever. They have during the summertime, you know, you know, I think every every parent has that issue it like it’s some point in summer vacation my kids say.

I’m bored. There’s nothing to do. Yeah, usually about the second week. But the point is you’d still get even if you went to this Montessori charter school, you’re still getting six weeks in the summer still getting six weeks in place. You’re getting some additional instead of a spring break. It’s a fall break and a winter break plus the spring break.

Yeah. So you’re breaking it up a little bit what some other districts have found is that you can save money. So this is the little this is a little bright, uh, Underlying point for taxpayers out there so I don’t have kids in school and work them hard. What’s the matter with you? Well grumpy, mr. Taxpayer. Guess what? You can save some money on this deal because if you what a lot of schools do is they’ll psycho kids through so that when some some kids are on break, uh, the other kids are in the school. Okay. So what you wind up with is the schools are used throughout the year rather than just sitting vacant for three months.

Yeah. Now that might. Work in Madison because what we always hear well, we don’t have air conditioning in most of the school buildings. Well, hey, we got summer school. Yeah without air conditioning. So maybe we can do it. I actually gave I gave a talk in the summer school class. It was hot. Yeah.

It was too fun. Now now let’s give the Madison School District some credit here for the summer school program which appears to be improving. I mean Madison does offer a six-week summer school program and they’ve been trying to incorporate. It’s an effort that we’ve supported here at the newspaper is uh and is they have their morning classes and these tend to be classes that are a little more fun you do you don’t just sit in a seat all the time.

You have more activities and then in the afternoon, there’s recreational activities outside and they try to incorporate reading into the recreational like yeah, so maybe there’s a scavenger hunt where you reading and then through the read up program kids get five free books that they get to pick.

And uh take home and start their library. And so the district has shown some statistics that suggest those kids that are in that program are not sliding over the summer that doesn’t quite sound like butts and shares to me. It’s not know but the problem with summer school in Madison, isn’t that we’re not doing a great job trying to teach kids in the summer and help them catch up.

Yeah. It’s that around half of the kids. Who are. Invited to summer school because the teachers say you really need to catch up their parents don’t send it. So then how you’re going to get to them? Yeah. Now if you certainly the kids fault that their parents aren’t with it together enough to to get them into school.
No now the district says they’re making strides on that and that they are getting more. The parents to put their kids in but that’s been a major problem. Now if you had a year-round school schedule, well, you can’t opt out of six weeks of school if you don’t want to do it. Yeah. So, um that, you know, a year-round schedule would solve that problem.

They be required to go. Yeah, it’s not just whether or not I want to do. I think it sounds good. And I think it’s I think it’s a basic simple. I mean, it’s not I guess it’s not a simple thing. It would take a lot of work and a lot it’s a big lift, but it’s one of those things there’s a few things the school all the science says you should do this for kids.

Well, I don’t know that all the science says that I mean, I think there is some you know, there are some researchers who you know who go out of their way to say this is not a Panacea. Well not exactly and there are programs for example racing had a uh, Your own school for more than a decade and it just stopped doing it.
Okay, and one of the reasons, why was that according to the school board is a lot of the parents that lived around the school. They didn’t want to send their kids there. But the school board was split on that on whether they wanted to continue it or not and depending on which school board members you listen to it.
Either was working or it wasn’t. Yeah, uh and the main argument was hey, let’s we have a more streamlined streamlined District if we were all in the same schedule, however, Toma is starting uh around School lacrosse has been doing it Milwaukee has been doing it. There are lots of examples of it happening and from the research.

I’ve looked at they say those kids tend to do at least as well if not better. Then kids who have longer breaks particularly the lower-income kids, but we should talk about why we don’t have year-round school. The reason we don’t have year-round school is because and if I maybe I’m wrong about this Gap, but I’ve always heard.
The reason we have a big summer vacation is so that kids can help out on the Family Farm or in Wisconsin at the resort. Okay, because we’re a tourist state so so I don’t have a family farm Family Farm. I have a garden. I mean, I don’t help my kids don’t do anything– but you’re right. It was it started as an agrarian society thing where the kids did actually have to work out in the field picking rocks and helping with chores.
They weren’t getting done on their iPads all summer long. No. No, I don’t know that they were necessarily getting smart by feeding the pigs either. But they were working and they were working in character and that was required. Uh, but we’ve moved past that now some people say well, but what about the Wisconsin Dells we need these workers.

Well gee whiz every time I go up to the sconce endell everybody I speak to at the retail store isn’t the Resort’s has an Eastern European accent. Yeah. They’re all spies. What’s more important here of filling some seasonal jobs or educating our children? Especially the kids that are of lower income.
And by the way, they’re hiring high school kids. Yeah, they’re not hiring. Uh, third graders. Yeah. I mean kaleem’s School is gonna be the youngest kids. So I think that argument tends to find another issue. What is it low income parents post do with their kid All Summer Long. Yeah, and we have.

These programs that do pop up. I mean the why does a lot of things there? You know, they are there are places to go. Um that are probably cost less I guess than uh than a formal school education. But what you find is that when these school districts that do the year-round schedules, so you say well wait a minute if there’s going to be a two-week break and the fall what am I going to do with my kids for those two?

That’s when the summer camp pops. Yeah, those things those things pop up where there’s. Is (that) what they find? Yeah. All right. Let’s go back to the experts here, which is better being in school or being out of school. Okay, but do you learn anything complete of China have poisoned my school? You learn about toys.

I do want a lot at school. But um last year in math. I won almost nothing I’d say math is probably my favorite subject. Awesome least favorite. So your dad’s a cartoonist, but art is your least favorite. Yes. Okay. Yeah, not exactly chip off the old block not exactly chip off the old block. You can’t go look at Nasa.
They’ll be just fine.

Wisconsin Act 10 Commentary: Madison schools are near the low end of what districts now require for teacher health insurance premium contributions, at 3 percent,

Wisconsin school districts ratcheted up health care costs on teachers and other employees after the state’s Act 10 collective bargaining changes, with the average district now requiring teachers to pay about 12 percent of their health insurance premiums, newly released data show.

Madison schools are near the low end of what districts now require for premium contributions, at 3 percent, according to the data, released by Gov. Scott Walker’s Department of Administration.

It’s the first time the state has released a comprehensive look at teacher health care costs in all 422 of the state’s public school districts after the 2011 enactment of Act 10.

And it’s one more example of the far-reaching scope of the law — in this case, how it paved the way for state and local workers to pay much more for benefits. The 2017-19 state budget required the Department of Administration to collect the data, which is from the 2017-18 school year.

Barry Forbes, associate executive director for the Wisconsin Association of School Boards, said the figures show health care costs for school district employees generally matching “what greater society is experiencing now.”

U.S. health care spending grew 4.3 percent in 2016, reaching $3.3 trillion or $10,348 per person. As a share of the nation’s Gross Domestic Product, health spending accounted for. More. Families in high-deductible plans must pay more than $2,600 out of pocket, $4,332 on average, according to the Kaiser Family Foundation. Once workers have surpassed their deductibles, they pay an average $24 copay for a primary care office visit, $37 for a specialty care office visit, and $308 for a hospital admission. Sep 22, 2015

In the Madison Metropolitan School District (MMSD), we have a common vision. We want every school to be a thriving school that ensures every student graduates ready for college, career, and community.

Thanks to our community’s support, we are in a sound financial position to make our vision a reality. Despite uncertainly on state and national fronts, we are able to remain focused on our daily work to ensure every child is academically challenged in a safe and supportive environment.

Through the efforts outlined in our Strategic Framework, we have built positive momentum and made gap-narrowing
progress over the past five years. Our budget this year builds on this momentum and aligns with the vision, goals and core values of our next Strategic Framework which will launch in the fall of 2018.

In this budget, you’ll see several strategic investments that are specifically aimed at accelerating results for youth of color and youth whose families are low income. These strategies include the Early College STEM Academy at Madison College’s South Campus which focuses on getting more youth of color and women in STEM fields, better support and options for youth re-engagement with a specific focus on those high school students who are most at risk of not graduating, and an increased investment in Community Schools which aims to strengthen family partnership in high needs schools located in high needs neighborhoods.

We’re also making investments in our educators, through steady staffing levels, a stable employee benefits plan, increased overall compensation and additional targeted investments in compensation. You’ll see investments in favorable class sizes aligned with a newly adopted class size policy that help our teachers build strong relationships and meet students’ individual needs.

Finally, you’ll see investments in a new safety and security plan aimed at making sure our buildings are both welcoming and secure.

To address these challenges, we must start early. Children’s earliest years are a critical time during which the most rapid brain development happens. This foundation informs their cognition, health, and behavior throughout life.

Research shows that high-quality early education programs deliver real, measurable results in improving outcomes for kids. Such programs can prepare children to start school with critical early math and reading skills, improve student performance, boost graduation rates, deter youth from crime, and even reduce obesity rates by instilling healthy eating and exercise habits at a young age.

For example, a long-term study of the Perry Preschool Program in Michigan found that children who participated in the program were 44 percent more likely to graduate from high school than children left out of the program. A similar study of the Chicago Child-Parent Centers showed that children who did not participate in the program were 70 percent more likely to be arrested for a violent crime by age 18.

A growing body of research also shows that state early education programs, if they are of high enough quality, can deliver solid results.

A new, national study from the Upjohn Institute analyzes thousands of public school district pre-K programs and finds that in states with high-quality programs, there are benefits persisting to at least fourth grade, with significant boosts to math scores.

Here in New Jersey, our state-funded preschool program has followed children through the fourth and fifth grades and found that, compared with a control group, the children served were three-fourths of a year ahead in math and two-thirds of a year ahead in literacy. They were also 31 percent less likely to be placed in special education and were held back 40 percent less often.

Discussing less than 1% of the Milwaukee School District’s $1,170,000,000 budget



Annysa Johnson:

“Eighty-eight cents of every dollar we spend is in the schools, so every reduction we make will impact schools directly,” said Driver, who had brought forward a number of potential cost-saving measures, including changes to employee benefits and busing, that were rejected by board members.

“It’s very difficult to make those choices. But when you are trying to preserve music and art and small class sizes, and trying to make sure programs continue, these are the tough choices that need to be made.”

The teachers union criticized the proposal, saying it disproportionately affects students in the classroom rather than central-office administrators and that it fails to adequately compensate teachers and others who have the greatest impact on the daily lives of students.

“We’re looking at class sizes for 4-year-olds that are nearing 40 children in a classroom … and we’re nearing 50 in high schools,” said Amy Mizialko, vice president of the Milwaukee Teachers’ Education Association. “We need as many capable staff as we can get inside schools and interfacing with children in classrooms every single day. That’s where we make a difference.”

Spending increases annually. Madison spends nearly $20,000 per student.




Milwaukee schools braces for bruising budget battle; busing services, health care benefits could be pared



Annys Johnson:

The school board’s Committee on Accountability, Finance and Personnel will take up two other cost-saving proposals on Tuesday, including one to restructure employee health care benefits. According to the administration’s analysis, that proposal would save up to $17.4 million by:

Eliminating coverage of spouses who have access to insurance elsewhere or charge employees extra to keep them on their plan ($7.9 million).

Raising co-pays for doctors visits to $35, urgent care to $50 and emergency rooms to $175 ($4.3 million).

Increasing employee contributions for their health care to 7% for low-wage workers and as much as 19% for those earning $101,000 or more (up to $3.2 million).
Eliminating a long-term disability benefit that has cost the district about $2.3 million in premiums since January 2017, but reaped benefits for just four employees totaling $47,534 ($2 million).
The committee also will consider a proposal to explore the creation of near-site health clinics for employees that could save an estimated $700,000 annually.

25% of Madison’s 2014-2015 budget was spent on benefits.




Advocating (continued) Non Diverse Madison School Governance



Marj Passman (Former Madison School Board Member):

It is applaudable for a private school to want to serve all students, regardless of their financial situation. Unfortunately, the contract is not in line with this good intention and fails to ensure the school reflects the diverse demographics of surrounding neighborhoods, or even the district as a whole. Enrollment would be determined by a districtwide lottery, and the application process will favor privileged families. Even if the school successfully recruits low-income families in nearby neighborhoods, there is no guarantee those students will be admitted through the lottery, where they will have to compete with students from across the district.

This week, the NAACP reaffirmed its position recommending a moratorium on all charter schools. The NAACP argues that, before charters should be allowed to go forward, they must end “de facto segregation.” If Isthmus Montessori attracts wealthier, whiter students, neighboring schools will experience further segregation, draining them of resources and the proven benefits of diverse schools.

Even if Isthmus Montessori admits diverse students, it would not be equipped to support them. The school would have no math or literacy interventionists, no behavior support staff, and only 1.5 staff positions to cover the need for a social worker, psychologist, guidance counselor and school nurse. In fact, compared to MMSD elementary and middle schools, Isthmus Montessori would have 40 percent fewer staff per student, and the highest student-to-staff ratio in the district, by a long shot. Isthmus Montessori also lacks any foreign language instruction, and there are no resources in the budget dedicated to art, music or physical education.

Not adding up: Madison’s diverse student body is not matched by its teachers

MMSD also implemented new interviewing practices that assess not only a potential teacher’s knowledge in her content area, but her culturally responsive practices, including setting high and clear expectations for all students, acknowledging all students and connecting to students’ lives and cultural identity.

Hargrove-Krieghoff said the new competency and performance measures were a “game changer” for the district.

“We designed our overall set of competencies with those things in mind,” Hargrove-Krieghoff said.

In an emailed statement to the Cap Times, Cheatham reiterated her commitment to diversifying the district’s teaching staff.

“It is important to us as a district to have a staff that represents the diversity of our student population. It is common sense that students will benefit from interacting with and learning from teachers who look like them at school, and research supports it,” she said. “The benefits for African-American students to have even one African-American teacher in elementary school are long-lasting.”

Although Cheatham’s administration aims to increase the number of teachers of color in the district overall, some teachers are worried that change is not happening fast enough, particularly for African-American students.




Commentary on Redistributed State Tax Dollars and Madison’s $450M+ School Budget ($18k/student)



Molly Beck:

The law, known as Act 10, required local governments who offer a state health insurance plan to their employees to pay no more than 88 percent of the average premiums. Walker’s 2017-19 state budget will now require the same of all school districts, regardless of which health insurance plans they offer.

That spells trouble for the Madison School District, which for years after Act 10 was enacted didn’t require staff to pay any portion of their health insurance costs.

The district does now require employees to pay something toward their monthly health insurance premiums, but the contributions do not reach the 12 percent threshold proposed by Walker. The contribution levels in Madison range from 1.5 percent for lower-paid staff to 10 percent for school district administrators.

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

K-12 Math Rigor? Are High School Graduates Capable Of Basic Cost/Benefit Calculations…

The problem, from a regulatory standpoint, is that they borrow a lot of money to obtain the degree — over $78,000 on average, according to the university. The total tuition is $62,593. And because it’s a graduate program, students can also borrow the full cost of their living expenses from the federal government, regardless of their credit history.

After accounting for basic living expenses, the average Harvard A.R.T. Institute graduate has to pay 44 percent of discretionary income just to make the minimum loan payment.

Commentary (seems to lack data…) on Madison’s K-12 Tax & Spending Increase Referendum



It is unfortunate two recent articles on the upcoming Madison School District tax & spending increase referendum lack data, such as:

Doug Erickson:

To offset cuts in state aid and the tightening revenue caps, Act 10 eliminated collective bargaining over benefits. State employees and other public workers without an existing contract were required to start contributing to their pensions. Once a district’s collectively bargained contract expired, the district also could do things such as switch insurance providers, increase employee benefit contributions, and change work rules — all without needing union approval.

“It took the handcuffs off school boards,” Nygren said.

In Madison, Act 10 ushered in significant changes. Faced with the state-imposed cuts but before Act 10 took effect, employee unions agreed during contract negotiations to major concessions in 2011-12. That included a salary freeze (saving $4 million) and a requirement that employees begin contributing 5.8 percent of their salary toward their state pensions (saving $11 million).

The union also agreed to drop Wisconsin Physicians Service as an insurance provider in 2012, a $5 million savings. WPS was the most costly plan the district offered, and employees who had opted for it had been paying a portion of their monthly premiums.

Union members also had agreed back then to begin paying a percentage of the premiums for the three other insurance options, although the School Board chose not to go that route at that point. That changed this year. The School Board is, for the first time, now requiring all employees to pay something toward their monthly health insurance premiums.

The percentage varies by employee group, with teachers paying 3 percent (6 percent if they don’t participate in the district’s wellness program). This followed the expiration of the district’s final union contract over the summer.

Doug Keillor, executive director of Madison Teachers Inc., the district’s teachers union, said Act 10 alienated public employees and took a “wrecking ball” to public schools.

“The district could keep cutting pay and could keep increasing health insurance contributions, so from that standpoint, the district has not transferred as much of the costs onto the backs of employees as they could,” he said. “But you have to first back up and say, ‘How do you build a quality public school district?’ A district needs to attract people into this profession and keep them. The Legislature didn’t give school boards the tools to do that.”

Sen. Leah Vukmir, R-Brookfield, a member of the Senate Education Committee, argues that most of the discussions about public school funding are wrongly framed from a perspective that more money automatically means higher student achievement.

“Our reforms are working,” she said. “We’ve given the school districts through Act 10 the tools to do more with the resources they have. Those districts that have embraced that are doing really well.”

Amber Walker:

Public education advocates are organizing in support of the upcoming K-12 operational referendum for the Madison Metropolitan School District, which is necessary to maintain a quality education for local students, they say.

On Nov. 8, the district is asking voters to permanently raise its revenue limit authority by $26 million.

The district proposes that this change happens incrementally over the next four school years. MMSD seeks an additional $5 million per year for the 2017-2018 and 2018-2019 school years and an additional $8 million per year for the 2019-2020 and 2020-2021 school years.

Some of the ways in which MMSD has invested in people include:

Increased the number of PK-12 staff from 3,497 in 2008-09 to 4,027 in 2013-14. This effectively grew the district’s total employees by 15% over 5 years (largely due to 4K implementation during this time), while maintaining a student to all staff ratio of 6.7.

Covered 100% of the cost of employees’ benefits (90% for administrators) for employees working at least 19.5 hours per week. On average, benefits cost $21,188 per teacher and $12,927 per employee annually.

Increased the starting salary 2% per year, resulting in starting pay shifting to $36,108 in 2013-14 from $32,913 in 2008-09 – effectively, a 10% increase in starting salary for teachers over a 5-year period.

Madison has the lowest student to licensed staff ratio among the five largest Wisconsin school districts.

Compensation is, by far, MMSD’s largest expense, representing 85% of all costs

Emerging Opportunities

Madison’s Schwerpunkt: Government School District Power Play: The New Handbook Process is worth a look



Wisconsin’s stürm and drang over “Act 10” is somewhat manifested in Madison. Madison’s government schools are the only Wisconsin District, via extensive litigation, to still have a collective bargaining agreement with a teacher union, in this case, Madison Teachers, Inc.

The Madison School Board and Administration are working with the local teachers union on a new “Handbook”. The handbook will replace the collective bargaining agreement. Maneuvering over the terms of this very large document illuminates posturing and power structure(s) in our local government schools.

Madison Superintendent Jennifer Cheatham wrote recently (September 17, 2015 PDF):

The Oversight group was able to come to agreement on all of the handbook language with the exception of one item, job transfer in the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. My preliminary recommendation is as follows:

That the language in the Handbook with regard to transfer state as follows: Vacancies shall first be filled by employees in surplus. The District has the right to determine and select the most qualified applicant for any position. The term applicant refers to both internal and external candidates for the position.

The District retains the right to determine the job qualifications needed for any vacant position. Minimum qualifications shall be established by the District and equally applied to all persons.

Rationale/Employee Concern

Rationale:
It is essential that the District has the ability to hire the most qualified candidate for any vacant position—whether an internal candidate or an external candidate. This language is currently used for transfers in the teacher unit. Thus, it creates consistency across employee groups.
By providing the District with the flexibility of considering both internal and external candidates simultaneously the District can ensure that it is hiring the most qualified individual for any vacant position. It also gives the District opportunities to diversify the workforce by expanding the pool of applicants under consideration. This change would come with a commitment to provide stronger development opportunities for internal candidates who seek pathways to promotion.

Employee Concern:
The existing promotional system already grants a high degree of latitude in selecting candidates, including hiring from the outside where there are not qualified or interested internal applicants. It also helps to develop a cadre of dedicated, career-focused employees.

The Operations Work Group met on Monday September 21, 2015. Members of the Oversight Group for development of the Employee Handbook presented the draft Employee Handbook to the Board. There was one item on which the Oversight Group was unable to reach agreement, the hiring process for the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. There was discussion around this item during the meeting and, the Board requested that members of the Oversight Group meet again in an attempt to reach consensus.

Per the Board’s direction, District and employee representatives on the Oversight Group came together to work on coming to consensus on the one remaining item in the Handbook. The group had a productive dialog and concluded that with more time, the group would be able to work together to resolve this issue. Given that the Handbook does not go into effect until July1, 2016, the group agreed to leave the issue regarding the hiring process for the support units unresolved at this point and to include in the Handbook the phrase “To Be Determined” in the applicable sections. As such, there is no longer an open item. When you vote on the Handbook on Monday, the section on the “Selection Process” in the various addenda for the applicable support units will state “To Be Determined” with an agreement on the part of the Oversight Group to continue to meet and develop final language that the Board will approve before the Handbook takes effect in the 2016-17 school year.

1. The Wisconsin Institute for Law and Liberty has filed suit to vacate the Madison government schools collective bargaining agreement with Madison Teachers, Inc.

2. Attorney Lester Pines has spent considerable time litigating Act 10 on behalf of Madison Teachers, Inc. – with some success.

3. The collective bargaining agreement has been used to prevent the development of non-Madison Government school models, such as independent charter, virtual and voucher organizations. Salaries and Wages
For 2015-16, MMSD has collective bargaining agreements in place with its represented employee groups, including teachers, aides, clerical, and custodial staff. The teachers’ collective bargaining agreement is based on a traditional salary schedule, including compensation components for additional years of service (step movement) and additional professional development (lane movement). In addition,

the Board approved an increase of 0.25% per cell for all teachers (cell increase). Together, the additional compensation for step movement and cell increases provides an average increase of 1.75% to employees, plus a reserve for lane changes of $400,000, for a combined budgetary impact of $4.5 million on district salaries. This budget proposal includes funding for these wage and salary commitments. MMSD’s other employee groups will experience similar increases in compensation.
Health Insurance

MMSD offers an attractive employee benefits plan to its employees. The district spends over $61 million per year on health insurance premiums, which is approximately 15% of the total district budget. Each year, the risk of rising health care costs creates significant budget uncertainty for the district: each one percent increase in health insurance rates costs MMSD about $610,000. The implementation of the Affordable Care Act brings additional fees and responsibilities for employers, including the requirement to offer affordable and valuable coverage to all employees who work 30 or more hours per week, starting July 1, 2015. Although the exact impact of this requirement is not yet known, MMSD could be required to provide coverage to approximately 120 employees not currently eligible for health insurance benefits.
The district contracts for health insurance with three Madison area HMOs. Group Health Cooperative (GHC) has covers approximately 60% of MMSD employees, while Dean and Unity each cover approximately 20%. Negotiations are continuing for July 1, 2015 rate renewals. The district, in collaboration with employee representatives, are working to minimize the budget impact for 2015-16. An update on the current status of health insurance rate renewals will be presented to the Board in May.

This year, MMSD launched its employee wellness program, which was developed with the input of the employee unions. A team representing a broad spectrum of employees has been selected to design the program activities and support district wellness. In addition, employees are asked to sign up for biometric screenings and health risk assessments, which will provide information that can be used to develop programs that meet the needs of MMSD employees and help curb long-term health care cost increases.

Development of the Madison School District Employee Handbook

We know that our vision as a District doesn’t come to life without a thriving workforce. That is why we are working hard to provide our employees with the resources and support they need to do their best work. To be successful for all students, we must be a District that attracts, develops and retains the best employees.

The District’s current employee contracts expire June 30, 2016; after one more school year. The District is responsible for developing a handbook that will take the place of those contracts. The MMSD Employee Handbook will be collaboratively developed and reflective of expectations of both employees and the District (as the employer).

Purpose of the Handbook
As a result of Act 10’s restrictions on collective bargaining, school boards have been developing employee handbooks. The purpose of a handbook is to establish the foundation for the relationship between the District and its employees and outline mutual expectations. In general, an employee handbook is a compilation of the policies, procedures, working conditions, and behavioral expectations that guide employee actions in the workplace. A handbook also includes information about employee compensation and benefits, and additional terms and conditions of employment. The primary distinction between a CBA and a handbook is that a CBA mainly sets forth the obligations of the employer but a handbook also outlines obligations of the employee. It is our goal for the employee handbook to be a comprehensive resource/document for staff incorporating not only previous CBA provisions but also Board policies and Human Resources policies governing employment issues and providing links to applicable documents. We are also looking to create uniform language regarding benefits and conditions of employment across employee groups.

Process for Development
Pursuant to the process outlined for the handbook creation, the CBAs are to form the foundation for the development of the handbook. An Oversight Committee comprised of District and employee representatives has been working collaboratively in the initial stages to develop the table of contents for the handbook. The District representatives on the Oversight Group are: Jennifer Cheatham, Deirdre Hargrove-Krieghoff, Lisa Kvistad, Caroline Racine Gilles, Chad Wiese, Tremayne Clardy, Karen Kepler and Heidi Tepp. The employee representatives on the Oversight Group are: Doug Keillor, Mike Lipp, Peg Coyne, Kristopher Schiltz, Erin Proctor, Neil Rainford, Rob Larson and Dave Branson.

MTI & District Working to Freeze Health Insurance Premiums



Madison Teachers, Inc., via a kind Jeanie Kamholtz email (PDF):

MTI Executive Director John Matthews and MMSD Asst. Superintendent for Finance Mike Barry, along with District HR Director Deirdre Hargrove-Krieghoff and Benefits Manager Sharon Hennessy, have met with representatives of the three firms (Unity, GHC and Dean Health) which provide health insurance for District employees, to plead the case that premiums should be frozen for the ensuing fiscal year. Contract renewals for the insurers are effective July 1.

In the meetings, Matthews & Barry stressed that because of the impact of State revenue controls on school boards and Governor Walker’s proposed budget, the District and its employees face severe financial problems. One way to provide relief to employees, they told insurers, is to hold health insurance premiums at their current levels. The firms pledged to respond by the end of April. While Matthews talked about the large negative impact of Act 10 on wages, Barry told the firms that Walker’s proposed Budget would cause the District a shortfall of $12.5 million and he said District management would not recommend its employees contribute to the health insurance premium.




Commentary on Madison’s April 7, 2015 Maintenance Referendum; District spending data remains MIA

If approved, the referendum would raise property taxes about $62 on the average $237,678 Madison home for 10 years. The district is still paying off $30 million in referendum debt for the construction of Olson and Chavez elementary schools in the late 2000s, according to the district. The final payment, for the Olson project, is due in 2026.

The aggressive school district campaign to get the word out to voters about the proposal and a community group that has been knocking on doors advocating for its passage have largely been met with very little opposition.

“It’s really quiet,” said board vice president James Howard. “I guess we’ll just have to wait until April 7 to find out” whether it has community support.

Board member T.J. Mertz, who has worked closely with the pro-referendum nonprofit Community And Schools Together, said the board has received about a half-dozen emails questioning the increase in property taxes.

“But there is no organized opposition,” Mertz said. “Whether that’s a function of apathy, the political culture of Madison or the lack of a strong Republican Party (in the city), or whether this is a popular measure, it’s impossible to read in the absence of no organized opposition,” adding that there also has not been a conservative school board candidate in about six years.

The proposal comes at a time when the school district faces at least a $12 million gap in its $435 million operating budget for the 2015-16 school year. The maintenance work and $2 million in technology costs also included in the proposal would ease pressure on the district’s budget, Mertz said.

I emailed Michael Barry to confirm Ms. Beck’s $435,000,000 Madison Schools’ budget number, which is 8% or $32,000,000 higher than the previously discussed $402,000,000 2014-2015 budget. I’ve not heard from Mr. Barry.

That said, pity the poor citizen who wishes to determine total spending or changes over time using the District’s published information.

Pat Schneider:

At a forum this week on the referendum projects, many in the crowd on the city’s near west side focused on property taxes and “what we’re doing to save money,” Silveira said Tuesday in a meeting with the Capital Times editorial board.

“People get confused. They think if we pass the referendum, we won’t have the gap on the operating side,” said Silveira, the current president of the school board who is retiring at the end of her term next month.

In fact, cuts in state funding will contribute to a shortfall that, if voters approve the referendum bond sale, would demand a property tax increase next year of up to nearly 5.2 percent to balance the budget, about 1 percent of which would be due to spending approved by the referendum.

Madison’s per-pupil spending on schools is more than $1,000 above the state average of about $12,000. That’s mostly due to operational costs, including higher pay and benefits for employees.

Madison property taxes are high, too. That’s partly because the state sends less aid to Madison, based on a formula that penalizes communities with higher property value.

But when it comes to construction, the Madison School District has been conservative. The district with nearly 50 schools and 28,000 students has built only three new schools in the last 45 years.

Moreover, Madison’s debt per student is the lowest among all of the school districts in Dane County, and half the state average, according to district figures. At the same time, interest rates are incredibly low.

The proposed maintenance tax & spending referendum includes plans to expand two of the District’s least diverse schools: Van Hise & Hamilton.

ACA challenge for schools: Jefferson, WI School District

In addition, the ACA requires that the insurance employers offer must be “affordable.” If the cost of insurance rises above 9 1/2 percent of a family’s income, the employer can face a fine of $3,000.

One more measure coming down the pike — to take effect in 2018 — is the so-called “Cadillac tax” for excessively expensive plans. The thresholds for this tax are $10,200 per individual and $27,500 per family.

Kuelz remarked that Jefferson is nowhere near these amounts yet, but these totals bear watching, as health insurance costs for school districts have been rising at around 8 percent a year, far ahead of inflation.

He said that some planning will be required to keep Jefferson insurance costs down so they do not rise over this threshold by 2018. After that year, the Cadillac tax threshold will rise in accordance with the rate of inflation.

“One calculation we have been making for school districts is, they are asking, what if you gave the money directly to the employees and let them go on the exchange?” Kuelz said.

Using current figures, districts would incur more costs by giving the money to the employees directly, he explained. For starters, these districts would lose a tax break. Then they would be subject to penalties. In addition, any money given to employees to cover these costs would then be counted as taxable income, which opens a whole new can of worms for both the employer and the employees.
Right now, such a move would drive a district’s costs up significantly, Kuelz said. But this might change as costs go down on the exchange.

Madison is contemplating changes to their employee benefits approach.




Madison Schools Should Apply Act 10

This is Madison. I learned that phrase when I moved here from Green Bay in 1992.
It means that the elites who drive the politics and the predominate culture are more liberal or “progressive” than backward places out state.

I knew I was in Madison as a reporter when parents and activists were fighting over whether to have “Sarah Has Two Mommies” posters in a grade school library. Concerned parents weakly stated at a public hearing that first-graders were too young to understand sexuality of any kind.

Activists at the public meeting said the children needed to understand tolerance. One conservative parent said: “Why don’t we vote by secret ballot?” An activist said, “No, we want a consensus.”

The Madison School District official who was presiding agreed, and the controversial posters stayed on the library walls. This is Madison.

Now we have the Madison School Board. It has been historically run by the teacher’s union. The same was true after Gov. Scott Walker’s Act 10 was passed, strictly limiting collective bargaining for public employees.

Three weeks before the state Supreme Court would rule on the constitutionality of the law, the union-owned School Board rushed through a teacher’s contract that largely ignored Act 10. Unlike any other school district in the state, the contract made sure Madison teachers were not required to share the cost of their health insurance premiums. Unlike any other school district, Madison collects union dues from teacher paychecks for its leader, John Matthews.

By the way, I would not want him in a dark alley with me.

The problem is the Madison School District has a projected budget shortfall for 2015-2016 of $12 million to $20 million, according to last week’s State Journal. About $6 million could be saved by making aggressive health care costs, including requiring staff to contribute toward insurance premiums, renegotiating contracts with health care providers, and making plan changes. That’s according to Michael Barry, assistant superintendent of business services.

In fact, the district spends about $62 million on employee health care costs, which are expected to grow by 8.5 percent next school year. Shockingly, Madison School Board member Ed Hughes said: “If we’re talking about taking not a scalpel, but a machete to our programs given the cuts we’ll make because we’re the only school district in the state that’s unwilling to ask employees to contribute to their health insurance, I think that would be an impression that we would deservedly receive ridicule for.”

Even board member Mary Burke said: “We would be irresponsible to the community where basically 99 percent of the people pay contributions to health care” if the board made up the savings with cuts to staff and heath care.

So now what? The contract expires in June 2016. Conservative blogger David Blaska sued to force Madison to live under Act 10. A local judge ruled last week Blaska did have standing as a taxpayer to carry out his lawsuit as he is joined by The Wisconsin Institute of Law and Liberty.

Madison teacher’s union leader John Matthews said by making employees contribute to health care premiums, the district is effectively asking them to pay for iPads and administrators. Huh?

Todd Berry of the Wisconsin Taxpayers Alliance told me 90 percent of state cuts to education were covered by savings offered to school districts under Act 10 by changing work rules, by employee contributions to retirement and health insurance premiums, and by altering health plans.

That might fly for the rest of the state, but then again, this is Madison.

Madison school officials are weighing property tax increases, significant program cuts and requiring employees to pay a portion of health insurance premiums to help close a huge budget deficit.

About $6 million could be saved by making aggressive changes to employees’ health care costs, including requiring staff to contribute toward health insurance premiums, renegotiating contracts with health care providers, and making plan changes, Michael Barry, assistant superintendent of business services, told School Board members Monday.

Overall, the district spends about $62 million in employee health care costs, which are expected to grow by about 8.5 percent next school year.

The budget shortfall for the fiscal year that starts July 1 was estimated in January at $10.1 million with the use of all of the district’s taxing authority. But it could jump by $4.1 million if state lawmakers accept Gov. Scott Walker’s proposal to cut a special $150 per student funding stream for next school year, and keep revenue limits and general state aid flat.

Now district officials say the deficit in the roughly $400 million budget could be as much as $20.8 million or as low as $12.2 million for the 2015-16 school year, depending on how much of the school district’s unused taxing authority the board agrees to use.

It is our intent to develop and maintain a competitive salary structure for all of our employees, and we are committed to creating a structure that attracts the highest performers and is equity based.

The following information was developed for a specific budget-related purpose – to help determine, on a macro level, where the district stands relative to comparables for principal and teacher salaries, and whether a significant budget allowance (additional funding) is needed in 2015-16 for the specific purpose of adjusting to market comparables.

Please note:
When reviewing the data for Principals and Assistant Principals, it is illustrating the range that a candidate could make entering the district. For the Teacher base it shows the starting range for a beginning teacher. Maximum salaries are not listed, as most districts that reported are in the process of restructuring their salary schedules for teachers.Approximately 80 out of the 320 of teachers hired annually actually come in at the base step of $37,263.

The data suggests that compared to other districts represented, MMSD is mid to low in salary placement for Assistant Principals and Teachers and mid to high for salary placement for Principals.

Some districts represented, have moved away from the traditional approach of funding salary steps and tracks within their schedules and are front loading their schedule to be more competitive, this shift may cause their ranges to be higher than MMSD.

Presumably, a real comparison might include total compensation and outcomes, not to mention qualification differences.

The arrival of Thanksgiving means local homeowners will soon see their annual property tax bills. The chart below compares Madison area homes sold in 2012, ranging in price from $239,900 to $255,000

Madison property owners will soon be able to pay their taxes in four installments, beginning with the 2014 tax bill coming in December.

The Mayor’s Office said on Tuesday the four-payment plan could help taxpayers avoid penalties by spreading out the taxes owed over a seven-month period.

“At the height of the recession, the city’s delinquency rate was over twice the historical average,” said Mayor Paul Soglin in a news release.

“Even today, delinquencies are 30 percent more than what we would expect,” Soglin said. “We hope offering the four installment option will help some of our property owners avoid the considerable penalties incurred when you go delinquent on their taxes.”

Taxpayers up to now had two options in Madison: Pay the full amount by Jan. 31, or in two installments, due Jan. 31 and July 31 (the two installment plan will no longer be used.)

As previously reported, Governor Walker’s Act 10 requires public sector unions, except police & fire, to participate in an annual recertification election to enable Union members to retain representation by their Union. The election by all MTI-represented District employees will be conducted between November 5 and November 25, via telephone or on-line balloting (details forthcoming when received from the Wisconsin Employment Relations Commission).

MTI Faculty Representatives and EA Building Representatives at every school/work location have been asked to recruit colleagues to assist in building awareness of the importance of the recertification election, and to make sure that staff at their school/work location VOTE in the recertification elections.

These individuals are being referred to as MTI Member Organizers and will be essential to successful recertification elections. The Union needs Member Organizers from every bargaining unit (MTI, SEE-MTI, EA-MTI, SSA-MTI & USO-MTI). Retired union members are also encouraged to assist in organizing. Assuring that each and every person vote is of great importance, because Act 10 requires that to win recertification, the Union must win 51% of all eligible voters.

Madison School Board Member & Gubernatorial Candidate Mary Burke Apologizes to Neenah’s Superintendent over Act 10 Remarks



The Neenah Superintendent wrote a letter to Madison School Board Member & Gubernatorial Candidate Mary Burke on 19 September.

Ms. Burke recently apologized for her Act 10 remarks:

Democratic gubernatorial candidate Mary Burke has apologized to the superintendent of the Neenah school district for comments she made on the campaign trail.

Burke had been citing the district as an example of negative effects she says have been caused in Wisconsin schools by the law known as Act 10 that effectively ended collective bargaining for teachers.

District administrator Mary Pfeiffer said Friday that Burke reached out to her on Wednesday and apologized by phone. Pfeiffer says Burke agreed not to use Neenah as an example again.

Dear Ms. Burke,

On behalf of the Neenah Joint School District I would like to express my disappointment regarding your use of our District as an example of your perceived negative impact of Act 10 on education as reported by John McCormack in the Weekly Standard and at least one additional news publication in the Green Bay Press-Gazette.

In your position as a Madison school board member, I’m sure you’ve seen that Act 10 has created a variety of challenges for school districts across Wisconsin, but I’m sure you’ve also seen plenty of positives as well. It is unfair and misleading to claim that Act 10 is the primary reason why one specific candidate chose to accept a position in Minnesota over an opening in the Neenah Joint School District. There are many reasons why candidates choose to work in other districts and certainly some effects of Act 10 may factor into those decisions. However, to make a blanket statement that Act 10 is the reason why teachers are leaving school districts in Wisconsin (in this case the Neenah Joint School District), especially by citing only one candidate’s decision to go elsewhere, is an unfortunate exaggeration at best.

We are extremely proud of our schools in Neenah and incredibly proud of the staff we have assembled both prior to and since the passage of Act 10. We have never settled with an inferior candidate to fill a position and will never do that to our students or families.

Since you have not reached out to me to learn more about our District, I will provide to you some data points that you might find revealing about why we continue to be a high performing District in Wisconsin.

Since Act 10, we have faced, and met, the difficult challenges necessary to support student learning while retaining our excellent staff.

we have significantly reduced an unsustainable $184 million unfunded liability regarding our Other Post Employment Benefits (OPEB). Meanwhile, we still provide all of our most veteran employees a $100,000 retirement benefit. New employees are also provided OPEB benefits and that is something most districts have eliminated. As you are aware, this is in addition to the state retirement benefit.

we have reduced class sizes and increased the number of our certified staff.

we have had no certified staff (teacher) layoffs since Act 10.

our school board has supported pools of dollars for 2% salary increases (above the CPI) and 2% one-time stipend awards every year for all employee groups for a total of4%.

over the past two years, 57 certified staff members have received a $5,000 or more increase in their salary.

more than 33% of certified staff received a 3% or higher salary increase in 2013-14,

with 6% of them receiving a 6% increase or higher.

our insurance costs are the lowest in our area.

we have no long-term debt.

our mill rate remains the lowest in our area at $8.53 and a decrease for the third consecutive year.

I respectfully ask that you stop using Neenah as an example of the negative ramifications of Act 10. This request has nothing to do with my personal feelings or political stance. It is about a dedicated staff that is proud to work in Neenah. I would be p1eased to speak with you further about this issue.

Advocating Madison Teachers, Inc. Recertification

Governor Walker’s Act 10 requires MTI to engage in a recertification election to retain its status as the representative of those covered by MTI’s collective bargaining units. This year’s election will be conducted between noon November 5 and noon November 25. Voting will be via telephone or on-line (detailed information will follow).

When you vote to recertify MTI, you are voting to “stand together” with your colleagues to support your profession and Union. A YES vote sends a message to policymakers that educators stand together on important issues that affect our profession, schools and students – such as reasonable class size, sufficient planning time, fair compensation and a host of other professional and economic issues.

To make recertification difficult, a union needs 51% of ALL ELIGIBLE VOTERS to win recertification. This election is unique from others in that failure to cast a well-intentioned vote due to busy schedules and personal conflicts constitutes a “no” vote, diminishing members’ efforts to remain united, and to speak with one voice. WHY IS RECERTIFICATION IMPORTANT?
Preserving the negotiated Collective Bargaining Agreements – MTI has successfully negotiated Collective Bargaining Agreements which preserve the vast majority of contractual rights and benefits for both the 2014-15 and 2015-16 school years and provide the means to enforce those rights and benefits. The continuation of these contract rights and benefits, as well as the means to enforce them, may be jeopardized by one not voting.
Advocating for the inclusion of such rights and benefits in an Employee Handbook – MTI has gained the District’s agreement to work in a collaborative manner to develop an employee handbook which will guide workplace rights and benefits once the Collective Bargaining Agreements expire. Recertification confirms that employees desire to continue to have MTI as their collective voice in this process.

Standing United – It’s about supporting one another. When you and your colleagues vote to recertify MTI, policymakers know the educators stand together in solidarity on important issues that impact our profession, our schools and our students.

Representation – It’s about fairness and how you are treated. Employees in certified bargaining units have the right to representation – also called Weingarten rights – allowing a member who is being investigated for potential discipline to be accompanied and advised by a union representative.

While MTI will continue to exist whether or not we recertify, a YES vote sends a message to the governor and school administration that MTI members are united – and that MTI is not going away, despite Governor Walker’s attempt to silence our voices.

Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

And, Jason Stein:

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.




Madison Superintendent Jennifer Cheatham “exceeds expectations” in school board’s first evaluation

Madison School District Superintendent Jennifer Cheatham has “brought a fresh lens to the district,” and exceeded the School Board’s expectations, according to her first evaluation by the board.

The work completed in the district under Cheatham is “moving in the right direction,” board members wrote in a seven-page evaluation.

Cheatham was hired in the spring of 2013.

There will be no changes to Cheatham’s pay or benefits associated with the evaluation, according to district spokeswoman Rachel Strauch-Nelson. Cheatham is currently paid $235,000 annually.

Cheatham exceeded expectations in the areas of organizational climate and culture, instructional leadership, talent performance and management and in relations with the Madison community.

“You stepped into the leadership role of an organization experiencing many stresses,” board members wrote. “You did not shy away from taking control and setting direction.”

Communication with board members, budget and operations management were areas where Cheatham “met expectations.”

Dirty little secret of US ed spending: Since 1950, “US schools increased their non-teaching positions by 702%.”; Ranks #2 in world on non teacher staff spending!

Why do American public schools spend more of their operating budgets on non-teachers than almost every other country in the world, including nations that are as prosperous and humane as ours? We can’t be certain. But we do know this:
» The number of non-teachers on U.S. school payrolls has soared over the past fifty years, far more rapidly than the rise in teacher numbers. And the amount of money in district budgets consumed by their salaries and benefits has grown apace for at least the last twenty years.

Underneath the averages and totals, states and districts vary enormously in how many non-teachers they employ. Why do Illinois taxpayers pay for forty staff per thousand pupils while Connecticut pays for eighty-nine? Why does Orange County, Florida (Orlando) employ eleven teacher aides per thousand students when Miami-Dade gets by with seven?

What accounts for such growth—and such differences? We don’t know nearly as much as we’d like on this topic, but it’s not a total mystery. The advent and expansion of special education, for example, obviously gave rise to substantial demand for classroom aides and specialists to address
the needs of youngsters with disabilities. The widening of school duties to include more food service, health care, and sundry other responsibilities accounts for more.

But such additions to the obligations of schools are not peculiar to the United States and they certainly cannot explain big staffing differences from place to place within our country.

Teacher Benefits Still Eating Away at District Spending; 25.8% of Madison’s $402,464,374 2014-2015 budget

The Census Bureau’s latest Public Education Finances Report is out, and it shows that employee benefits continue to take on a rising share of district expenditures.

The table below uses 20 years of data (all years that are available online) to show total current expenditures (i.e. it excludes capital costs and debt), expenditures on base salaries and wages, and expenditures on benefits like retirement coverage, health insurance, tuition reimbursements, and unemployment compensation. Although it would be interesting to sort out which of these benefits have increased the most, the data don’t allow us to draw those granular conclusions. But they do tell us that teachers and district employees are forgoing wage increases on behalf of benefit enhancements.

From 2001 to 2012 alone, public education spending increased 49 percent, but, while salaries and wages increased 36 percent, employee benefits increased 96 percent. Twenty years ago, districts spent more than four dollars in wages to every one dollar they spent on benefits. Now that ratio has dropped under three-to-one. Benefits now eat up more than 20 percent of district budgets, or $2,363 per student, and those numbers are climbing.

Will the Madison School Board Prove Mary Burke Wrong (or Right)?

We should not have been surprised when Democratic candidate for governor Mary Burke voted with the rest of the Madison school board to negotiate a contract extension with the teachers union. After all, it was just a month ago that Burke told the Milwaukee Journal Sentinel in a video recorded interview that she believes she didn’t need Act 10 to get the same concessions from the unions. “I think it was only fair to ask for contributions to health care and to pensions, um, but I think those could have been negotiated, ah certainly firmly but fairly.”

Let’s set aside that negotiating a contract extension with the union is likely a violation of the law, as attorney Rick Esenberg of WILL informed the school board. Okay, that’s a little bit like saying to the dinosaurs, “setting aside that giant meteor head towards Earth…”

But setting the issue with the law aside, we’re about to about to see whether Burke’s claim is correct that she is capable of achieving the benefits of Act 10 without having to rely upon the powers granted by Act 10 to local government bodies. If we’re to use upon history as our guide, Burke is unlikely to prove anything except that the passage of Act 10 by Governor Scott Walker and the legislature was necessary.

After the passage of Act 10, Madison teachers staged a massive “sick out” in order to protest Walker’s reforms. Despite a public statement from then-WEAC President Mary Bell to go back to work and a request by the Madison Metropolitan School District to cancel a scheduled day off, Madison’s teachers continued to stay out of work to continue the protest. In fact, a MacIver investigation discovered that John Matthews of Madison Teachers, Inc. lied about the union’s involvement in planning the protest.

Against that background, and a determination not to be bound by the terms of Act 10, the Madison teachers union and the school district negotiated the first contract extension into 2013. Instead of the 12.6 percent health care contribution called for under Act 10 and even supported by Bell, the district was only able to negotiate a 5 percent health care contribution. The agreement did allow an increase to 10 percent the following year.

Madison’s Latest Superintendent, one year hence: Deja Vu?



My simple thoughts on Madison’s latest Superintendent, Jennifer Cheatham:

How is the new Superintendent Doing?

Our community faces several historic challenges:

Despite spending double the national average per student, Madison’s reading results are a disaster. The Superintendent has been talking about this and there are indications that at least administrative attention to this urgent problem has changed.

Perhaps the most significant challenge our community faces is that school districts largely remain as they were a century ago: doing the same thing over and over yet becoming more costly each year. The rest of the world is obviously not standing still (www.wisconsin2.org)

The organizational stasis continues despite:

A. The information revolution:
I had dinner with some college students recently. All bright and motivated, they mentioned using the Khan Academy and many other online resources to learn. Sometimes supplementing coursework and in other cases replacing inadequate classroom lectures.

B. A few public schools are re-thinking their models:
Some Wisconsin Public schools are moving toward year around schedules:

Madison, meanwhile, seems largely content with the status quo:

C. Substantial growth in property taxes over the years, despite big changes in homeownership trends, demographics (rental growth) and the local economy.

D. Michael Barry (the Madison School District’s Business Services Director) recently confirmed to me via email that 25% of the District’s 2014-2015 budget is spent on benefits (!)

Those trends will be very difficult to address within the current structure.

In summary: two big challenges: disastrous reading problems and an organization structure created for 1914.

It is too early to tell how things are going, though the District could certainly share reading results throughout the most recent school year, via its test results.

Dear Editor: While I bet much of sleepy Madison loved your article on new super-intendent Jennifer Cheatham, I found it both revolting and a perfect microcosm for the extreme flaws in the way we talk about student issues in Madison. The Madison School District and local media refuse to ever put the focus of these types of conversations on students. “Locals,” to you, means 11 bureaucrats and one graduated student. I have no interest in hearing from self-serving members of various boards and committees.

What I want, and what I never get, is testimonies from actual kids in the district who are struggling, who have had a problem during their K-12 years, and who could be better served by the Madison School District. I want to hear from a kid whose only meal comes at school, telling me the actual truth about whether their situation has improved or worsened, not 12 nearly identical, nondescriptive praises by adults. Put the focus where it belongs.




MTI (Madison Teachers, Inc) Red Fills Doyle Auditorium; Bargaining to Begin

Board of Education meetings on May 12 and 15 were a sea of red, as MTI members produced an overflow crowd, calling for Contract negotiations for the 2015-16 school year. Numerous MTI members, supported by four past-presidents on the Board of Education, State Representatives Melissa Sargent, Dianne Hesselbein and Chris Taylor, spoke to the Board. Congressman Pocan sent a strong statement of support for MTI which was read into the record by Rep. Sargent.

Rep. Sargent also read into the record a petition calling for negotiations. It was signed by Senators Jon Erpenbach, Mark Miller, Fred Risser and Representatives Sargent, Hesselbein, Taylor, Pope, Berceau and Kahl. The petition stated, in part:

“We all share a common interest in making sure every child has access to a quality public education and in supporting our teachers’ efforts to create the best public schools in the state and nation. When teachers are prohibited from coming to the bargaining table, our public school children and schools suffer. Our teachers’ firsthand experience in the classroom gives them a unique perspective in developing best practices and firsthand knowledge of the needs of our public school children.

In Dane County, we have seen 50 years of positive and productive labor relations. This benefits our children and helps create strong schools and communities. Positive employee relations are developed, in part, through the collective bargaining process where employers and employees create the best possible working environment together. Unfortunately, Act 10 eroded the ability to negotiate in good faith.

Guaranteeing that teachers have a voice in what goes on in their classrooms is critically important in ensuring every child is learning in the best possible environment.”
Congressman Pocan’s statement, in part, follows: “Employees are the most important component to the success of any employer, and working with these unions makes good sense, as the employees have the institutional knowledge of the operation. Collective bargaining is an opportunity to address important issues together.”

Also stepping up to the plate in calling for negotiations was the District’s Student Senate. Led by Student BOE representative Luke Gangler (Memorial), they submitted a petition to the Board which stated, in part, “… Whereas, international courts and human rights organizations have since identified collective bargaining as a fundamental right of workers; and Whereas, the right of school staff to collectively bargain has a direct impact on the learning environment of students … Resolved, that the MMSD Student Senate recommend that the MMSD Board of Education approve extensions of employee contracts with MTI, AFSCME, and the Building Trades Council through 2015-16.”

Bargaining will begin today. Those represented by MTI, in all five bargaining units, are reminded to watch the MTI website and MTI Facebook for an urgent call to a Contract ratification meeting. Notice will be sent to all members for whom MTI has a personal email address. Notice will also be sent to the members of all MTI Boards of Directors & Bargaining Committees, MTI Faculty Representatives and EA-MTI Building Representatives.

School Board Decisions on Employee Health Insurance Contributions Could Further Reduce Wages

Under MTI’s various Collective Bargaining Agreements, the District currently pays 100% of the health insurance premiums for both single and family coverage, but retains the ability to require employees to contribute up to 10% of the monthly premium for both single and family coverage.

District management has recommended to the Board of Education that they adopt a Budget which would allow for up to a 5% increase in health insurance premiums to be paid by the District. If the Board agrees, this would require employees to pay any increase above 5%, and insurance carriers of District plans currently propose premium increases greater than 5%. The Board is currently discussing whether to require the employee to pay the increase. If the Board does, that would further decrease employees’ take-home pay. Even a 2% employee premium contribution would cost employees over $120 per year for the least expensive single coverage, and over $300 per year for the least expensive family coverage, i.e. any increase would compound the loss of purchasing power described above.

Madison Superintendent Cheatham cited the Boston and Long Beach Schools for “narrowing their achievement gap” during a July, 2013 “What Will be Different This Time” presentation to the Madison Rotary Club.

The Madison School District’s per student spending has been roughly constant for several years at about $15,000. Yet, certain budget elements are growing at a rather high rate, indicating an ability to manage effectively by reallocating and raising tax dollars or the presence of a rather fluid budget.

Retired Ripon Superintendent Richard Zimman’s 2009 Madison Rotary speech is always worth revisiting:

Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Zimman noted that the most recent State of Wisconsin Budget removed the requirement that arbitrators take into consideration revenue limits (a district’s financial condition @17:30) when considering a District’s ability to afford union negotiated compensation packages. The budget also added the amount of teacher preparation time to the list of items that must be negotiated….. “we need to breakthrough the concept that public schools are an expense, not an investment” and at the same time, we must stop looking at schools as a place for adults to work and start treating schools as a place for children to learn.”

The price of budget spaghetti manifests itself via little to no oversight – see legitimate questions on the District’s most recent $26,200,000 maintenance referendum (another tax increase looms). These documents, while reasonably detailed, are impossible to compare to recent budgets.

The demise of Lawrie Kobza’s 2 page “citizen’s budget” will lead to growing cost of living and achievement gaps, including nearby Districts such as Middleton where a comparable homeowner spends 16% less on property taxes.

Across the country, charter schools occupy a growing position in the public education landscape. Heated debate has accompanied their existence since their start in Minnesota two decades ago. Similar debate has occurred in California, particularly in Los Angeles, with charter advocates extolling such benefits of the sector as expanding parental choice and introducing market-based competition to education. Little of that debate, however, is grounded in hard evidence about their impact on student outcomes. This report contributes to the discussion by providing evidence for charter students’ performance in Los Angeles for four years of schooling, beginning with the 2008-2009 school year and concluding in 2011-2012.

With the cooperation of the California Department of Education (CDE), CREDO obtained the historical sets of student-level administrative records. The support of CDE staff was critical to CREDO’s understanding of the character and quality of the data we received. However, it bears mention that the entirety of interactions with CDE dealt with technical issues related to the data. CREDO has developed the findings and conclusions independently.

This report provides an in-depth examination of the results for charter schools physically located within the Los Angeles Unified School District boundary. It is the first separate analysis by CREDO of the performance of Los Angeles’ charter schools. However, charter schools in Los Angeles were included in the CREDO report on all California charter schools, which can be found on our website.1 This report has two main benefits. First, it provides a rigorous and independent view of the performance of the city’s charter schools. Second, the study design is consistent with CREDO’s reports on charter school performance in other locations, making the results amenable to being benchmarked against those nationally and in other states and cities.

The analysis presented here takes two forms. We first present the findings about the effects of charter schools on student academic performance. These results are expressed in terms of the academic progress that a typical charter school student in Los Angeles would realize from a year of enrollment in a charter school. The second set of findings is presented at the school level. Because schools are the instruments on which the legislation and public policy operate, it is important to understand the range of performance for the schools. These findings look at the performance of students by school and present school average results.

Compared to the educational gains that charter students might have had in a traditional public school (TPS), the analysis shows that in a year’s time, on average, students in Los Angeles charter schools make larger learning gains in reading and mathematics. Results for Hispanic charter students, especially Hispanic students in poverty, are particularly notable. At the school level, we compare the average performance over two growth periods to the average results for the school’s control group. The results in Los Angeles are among the strongest observed in any of the previous CREDO studies. Larger shares of schools outperform their local market in reading and math than was reported in the national study that was released in 2013.2

Meanwhile, a majority of Madison School Board members rejected the Madison Preparatory Academy IB Charter school a few years ago. The traditional – Frederick Taylor -, non diverse governance model remains well entrenched here.




Allocations Delivered to Madison Schools (Pre-Budget); Changes in the Teacher Surplus and Vacancy Posting Process

The District has informed principals of their staffing allocations for the 2014-15 school year. Surplus notices, where the District determines such are necessary, are expected to be delivered to staff by March 19 (the Contract enables one to be declared surplus through July 1). As part of the negotiations over the 2013-14 MTI Teacher Contract, the parties agreed to significant changes to the teacher surplus reassignment and vacancy posting language. The changes were driven by the District’s desire to engage in earlier hiring.

Under the new language, teachers declared surplus will first be placed in available vacancies prior to the posting of said positions, with the goal of assigning all surplus teachers by May 1. Any positions which remain vacant as of May 1 will then be posted for voluntary internal transfer (while some vacant teaching positions in high-demand areas will be posted during the months of March and April, the majority of vacancy postings will occur on May 2). Application for voluntary internal transfer will be enabled for vacancies known by June 14. Positions becoming vacant after June 14 through the first four (4) weeks of school are not subject to posting and voluntary internal transfers are not enabled.

The benefits of the above revisions are that: 1) surplus teachers should receive earlier notice of their upcoming year teaching assignment, and; 2) by moving the “no post” date from August 1 to June 15, the District is able to offer new hires specific teaching positions approximately six weeks earlier than in the past, which the District asserts will improve their candidate pool. The potential downside to the changes is that current teaching staff will have fewer vacancies to choose from, and a shorter window of time to apply for vacancies. All MTI Faculty Representatives have received a fact sheet with information on surplus and transfer changes. Members may also call MTI Headquarters with any questions.

School allocation decisions made before the District’s budget is finalized was a controversial practice some years ago. Obviously, it continues.




‘Our Schools!’ slogan reflects rejuvenated Milwaukee teachers union

“Our Schools! Our Solutions!”
In eye-catching orange and white, banners and buttons proclaiming that slogan have been showing up in the last several weeks, generally in the hands or on the clothes of members and allies of the Milwaukee teachers union.
It is their four-word proclamation of opposition to plans floated (but so far, not going forward) in Milwaukee and Madison that would make it likely that some low-performing schools in the Milwaukee Public Schools system would be turned over to non-MPS charter school operators.
I find the slogan intriguing on several levels.
Level One: It is part of the energetic work leaders of the Milwaukee Teachers’ Education Association and the Wisconsin Education Association Council, which has been involved in the campaign, are doing to try to remain relevant. Act 10, the 2011 legislation spurred by Gov. Scott Walker, stripped public employee unions of almost all their power over money and benefits, work conditions and school policies.
What’s left? That’s a challenging question for union leaders. Membership has fallen, political influence has fallen. Leaders of many school districts statewide are working with what remains of unions in more cooperative ways than I expected three years ago, but it is clear who has the upper hand.
In Milwaukee, the MTEA has reduced its staff and spending, but remains visible, active, and, in some cases, influential. The majority of the School Board is generally inclined toward the union.




A Look At Compensation Packages for Wisconsin School District Superintendents

School district administrators often live in the crossfire, sandwiched between students and teachers, parents and school boards, taxpayers and state mandates. Even though salaries typically exceed $100,000, it’s a job not many want.
Those who take the job and keep it are in high demand, able to command an array of benefits and other enticements. A Gannett Wisconsin Media Investigative Team review of nearly 100 school administrator contracts around the state revealed perks including five-figure annuities, promised payouts of $60,000 or more at retirement, car allowances of at least $500 per month and bonuses of $10,000 or more for meeting performance goals, staying with the district or simply moving into the district.
“There’s a diminishing pool of people wanting superintendent jobs — mostly because of the nature of the job and the things that go with it, particularly politically — so district boards are often really focused today more on incentives to retain superintendents,” said Jon Bales, executive director of the Wisconsin Association of School District Administrators.

Madison Teachers Union “Fair Share” Members

MTI represents nearly 3,000 teachers in the Madison Metropolitan School District. Of that number, over 96% are members of their Union. That number has been rising since Governor Walker, as he described it, “dropped the bomb” on public employees and collective bargaining almost three years ago.
However, there are currently several hundred MMSD employees in the teacher bargaining unit who are not members of MTI. They choose to be “fair share” contributors – that is, they pay a maintenance fee to the Union for all of the rights and benefits MTI has negotiated for them and provides to them, even though they are not members of their Union. These individuals have no voice in what issues MTI pursues; how MTI is governed; and can’t vote on MTI contracts, or in the election of MTI officers.
Faculty Representatives in each school and work location receive, on a monthly basis, updated lists of members and fair share contributors. What can you do? Share this article with fair share teachers at your work location, and have a discussion about the many rights and benefits MTI has negotiated on their behalf over the last 45 years, e.g., a never-ending salary schedule, health, dental and life insurance, due process, retirement, TERP, leaves of absence, paid sick leave, paid holidays and FMLA integration, to name a few.

Page 30: As provided in applicable negotiated contracts, certified District employees meeting a minimum age and length of service requirement may participate in the District’s group health and insurance program upon retirement. The District bears the cost of the employee’s participation up to the maximum amount it pays for active employees. For the year ended June 30, 2013, there were 1,138 participants and expenditures on a pay-as- you-go basis were $4,288,615. The District’s sick leave liability at June 30, 2013 was $77,017,949, which represents $47,848,809 for currently active employees and $29,169,140 for retirees.
As provided in applicable negotiated contracts, certified District employees meeting a minimum age and length of service requirement are eligible to receive early retirement benefits of 19% of the employee’s salary for three years. For the year ended June 30, 2013, there were 352 participants and expenditures on a pay-as-you-go basis were $3,547,011 After applying a discount rate of 3%, the present value of the District’s early retirement liability at June 30, 2013 was $7,054,700.
The District contributes 100% of the current year premium for teachers and non- administrative employees electing coverage and all other nonadministrative employees covered under one of three health plans. Administrators contribute 10% to the plans. The net OPEB obligation at June 30, 2013 was $8,471,005.

The Food Service Fund had an excess of actual expenditures over budget for the year ended June 30, 2013 of $455,570. The Capital Projects Fund had an excess of actual expenditures over budget for the year ended June 30, 2013 of $4,019,807 due to QZAB and Energy Efficiency financing and related capital expenditures. Special Revenue funds were in excess of budget by $374,390.

Administrator’s Retirement Plan
The District has an administrators’ retirement plan which covers eligible administrators with over 10 years of experience with the District. The plan requires contributions by administrators electing to participate in the plan. The District is required to make a defined contribution ranging from $30,000 to $36,000 annually to the plan upon the administrators’ retirement for administrators with at least 15 years of service. The District contributed $181,446 to the plan for the year ended June 30, 2013.

Comments & Links on Madison’s Latest Teacher Union Agreement



Andrea Anderson:

Under the new contracts clerical and technical employees will be able to work 40-hour work weeks compared to the current 38.75, and based on the recommendation of principals, employees who serve on school-based leadership teams will be paid $20 per hour.
Additionally, six joint committees will be created to give employees a say in workplace issues and address topics such as planning time, professional collaboration and the design of parent-teacher conferences.
Kerry Motoviloff, a district instructional resource teacher and MTI member, spoke at the beginning of the meeting thanking School Board members for their collective bargaining and work in creating the committees that are “getting the right people at the right table to do the right work.”
Cheatham described the negotiations with the union as “both respectful and enormously productive,” adding that based on conversations with district employees the contract negotiations “accomplished the goal they set out to accomplish.”

Pat Schneider:

“Madison is in the minority. Very few teachers are still under contract,” said Christina Brey, spokeswoman for the Wisconsin Education Association Council. Fewer than 10 of 424 school districts in the state have labor contracts with teachers for the current school year, she said Wednesday.
And while Brey said WEAC’s significance is not undermined by the slashed number of teacher contracts, at least one state legislator believes the state teacher’s union is much less effective as a resource than it once was.
Many school districts in the state extended teacher contracts through the 2011-2012 school year after Act 10, Gov. Scott Walker’s law gutting collective bargaining powers of most public employees, was implemented in 2011. The Madison Metropolitan School District extended its teacher contract for two years — through the 2013-2014 school year — after Dane County Judge Juan Colas struck down key provisions of Act 10 in September 2012.
The contract ratified by the members Monday will be in effect until June 30, 2015.

Andrea Anderson:

On Thursday, the Wisconsin Institute for Law and Liberty emailed a letter to Cheatham and the School Board warning that a contract extension could be in violation of Act 10.
Richard Esenberg, WILL president, said he sent the letter because “we think there are people who believe, in Wisconsin, that there is somehow a window of opportunity to pass collective bargaining agreements in violation of Act 10, and we don’t think that.”
If the Supreme Court rules Act 10 is constitutional all contracts signed will be in violation of the law, according to Esenberg.
Esenberg said he has not read the contract and does not know if the district and union contracts have violated collective bargaining agreements. But, he said, “I suspect this agreement does.”

Pat Schneider:

The contract does not “take back” any benefits, Matthews says. However, it calls for a comprehensive analysis of benefits that could include a provision to require employees to pay some or more toward health insurance premiums if they do not get health care check-ups or participate in a wellness program.
Ed Hughes, president of the Madison School Board, said that entering into labor contracts while the legal issues surrounding Act 10 play out in the courts was “the responsible thing to do. It provides some stability to do the important work we need to do in terms of getting better results for our students.”
Hughes pointed out that the contract establishes a half-dozen joint committees of union and school district representatives that will take up issues including teacher evaluations, planning time and assignments. The contract calls for mediation on several of the issues if the joint committees cannot reach agreement.
“Hopefully this will be a precursor of the way we will work together in years to come, whatever the legal framework is,” Hughes said.
Matthews, too, was positive about the potential of the joint committees.

Wisconsin Institute for Law & Liberty:

WILL President and General Counsel Rick Esenberg warns, “The Madison School Board is entering a legally-gray area. Judge Colas’ decision has no effect on anyone outside of the parties involved. The Madison School Board and Superintendent Cheatham – in addition to the many teachers in the district – were not parties to the lawsuit. As we have continued to say, circuit court cases have no precedential value, and Judge Colas never ordered anyone to do anything.”
He continued, “If the Madison School District were to collectively bargain in a way that violates Act 10, it could be exposed to litigation by taxpayers or teachers who do not wish to be bound to an illegal contract or to be forced to contribute to an organization that they do not support.” The risk is not theoretical. Last spring, WILL filed a lawsuit against the Milwaukee Area Technical College alleging such a violation.

The essential question, how does Madison’s non-diverse K-12 governance model perform academically? Presumably, student achievement is job one for our $15k/student district.

Per Student Annual Spending



Boston Schools’ budget information was, by far the easiest to find. Total spending is mentioned prominently, rather than buried in a mountain of numbers.
Finally, after I noticed that Madison’s student / teacher ratio is significantly lower than Boston, Long Beach and the Badger state average, I took a look at the Wisconsin DPI website to see how staffing has changed over the past few years. Madison’s licensed staff grew from 2,273 in 2007-2008 to 2,492 in 2011-2012.
What are the student achievement benefits of Madison’s very low ratio?
Related: Madison Schools’ 2013-2014 budget includes a 4.5% property tax increase after 9% two years ago.
Plenty of resources” and “the Madison School District has the resources to close the achievement gap“.




Madison School District & Madison Teachers to Commence Bargaining

Given MTI’s victory in Circuit Court, wherein Judge Juan Colas found Act 10 unconstitutional, MTI and the District have agreed to commence Contract negotiations (PDF).
Details of this were announced in a joint letter to all District employees last Friday from Superintendent Jen Cheatham and MTI Executive Director John Matthews. Their letter stated that, “… to be successful this year and in the years to come, District employees must have a work environment that is both challenging and rewarding, and one which includes economic and employment security”. Matthews complimented the Superintendent and Board members for their progressive philosophy in recognizing the essentials in positive employment relations.
Contracts existed in all 423 school districts at the time Act 10 was passed in 2011. Currently, workers in only four school districts enjoy the wages, benefits and rights which a Collective Bargaining Agreement provides. The current Contracts for MTI’s five bargaining units expire June 30, 2014.
The State has appealed Judge Colas’ decision. The matter will be heard by the Wisconsin Supreme Court in November or December. In his ruling, Judge Colas stated that Act 10 was passed in a very controversial manner, skipping several steps mandated by legislative rules and Wisconsin law, and that it violated public workers’ Constitutional guarantees of freedom of speech and freedom of assembly, as well as the Constitutional guaranteed Equal Protection Clause.

I wonder what the sentiment across the teacher population might be? Perhaps there have been surveys?

MTI is the collective bargaining agent for all teachers and non-supervisory professional staff, educational assistants (EA-MTI), clerical/technical personnel (SEE-MTI), substitute teachers (USO-MTI), and school security assistants (SSA-MTI) who are employed by the Madison Metropolitan School District. It is the Union’s mission to negotiate the best possible Collective Bargaining Agreements, and to provide the best representation and service possible, when assisting members with any Contract or work-related matter. This school year will be one of challenge as MTI moves to preserve members’ wages, benefits and rights. MTI is one of the few public employee unions with contracts in place, given the devastating impact of Walker’s Act 10.
MTI Greets New Hires
Members of MTI’s Board of Directors, Bargaining Committee and Union staff greeted the District’s newly hired teachers at New Teacher Orientation last Monday. On Tuesday MTI hosted a luncheon for the 250 new members of MTI’s teacher bargaining unit.
MTI President Peg Coyne and MTI Executive Director John Matthews addressed the District’s new teachers during Tuesday’s luncheon. In doing so, Matthews provided a brief history of the Union, its reputation of negotiating outstanding Collective Bargaining Agreements which provide both employment security and economic security, and in explaining the threat to both, given Act 10, said all MTI members would need to pull together to preserve the Madison Metropolitan School District as a quality place to teach.
President Coyne gave a warm MTI welcome to those present, discussed MTI’s structure and stressed the need for member participation in political action, if public employees are to regain the right to collectively bargain and if schools are to be adequately funded.
District retiree Jan Silvers lighted up the room when discussing how her life and career was much more enjoyable and rewarding having MTI as her advocate, especially when it came to the ability to experience religious freedom and work during pregnancy. She was awarded 16 years of back pay plus interest as a result of MTI’s litigation. Teachers, through the early 1970’s, had to advise their principal “immediately upon becoming pregnant” and were obligated to resign when the pregnancy “began showing”. As a result of MTI’s accomplishments, such antiquated and degrading policies are history.

MMSD School Board President Ed Hughes said that public education these days is under a lot of pointed criticism if not under an outright attack. “Initiatives like the voucher expansion program are premised on the notion that urban traditional public schools are not up to the task of effectively educating a diverse body of students,” Hughes says. “We’re out to prove that they are wrong. We agree with Superintendent Cheatham that in Madison all of the pieces are in place for us to be successful. Following the framework that she will describe to you, we set the goal for ourselves to be the model of a thriving urban school district that is built on strong community partnerships as well as genuine collaboration of teachers and staff. As we do that, we will be the school district of choice in Dane County.”
Cheatham said that Madison has a lot of great things going for it, but also had its share of challenges.
“A continually changing set of priorities has made it difficult for our educators to remain focused on the day-to-day work of teaching and learning, a culture of autonomy that has made it difficult to guaranteed access to a challenging curriculum for all students,” Cheatham said. “The system is hard for many of our students to navigate which results in too many of our students falling through the cracks.”
It starts with a simple but bold vision that every school is a thriving school that prepares every student for college, career, and community. “From now on, we will be incredibly focused on making that day-to-day vision become a reality,” she said.
“Many districts create plans at central office and implement them from the top down. Instead, schools will become the driving force of change in Madison,” Cheatham said. “Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works — high quality teaching, coherent instruction, and strong leadership — and implement these strategies extremely well.”

Where have all the students gone?
Madison School Board President Ed Hughes:

Esenberg sets out to identify the fundamental differences between voucher advocates and opponents. His thesis is that views on vouchers derive from deeper beliefs than objective assessments of how well voucher schools perform or concerns about vouchers draining funds from public schools. To him, your take on vouchers depends on how you view the world.
Esenberg asserts that voucher advocates are united by their embrace of three fundamental principles: that a centralized authority is unlikely to be able to decide what is best for all; that families should be trusted to select their children’s schools since ordinary people are capable of making choices for themselves without paternalistic direction; and that “government does not do diversity, experimentation and choice very well.”
By implication, he asserts that voucher opponents think that a centralized authority will be able to decide what’s best for all, that families shouldn’t be trusted to make choices for their children, and that government control is the best way to foster innovation.
And there you have it. Your views on school voucher expansion are entirely explained by whether you prefer individual freedom, like the voucher advocates, or stultifying government control, like the voucher opponents. In cinematic terms, voucher opponents are the legions of lifeless, gray drones in Apple’s famous 1984 commercial and voucher supporters are the colorful rebel, bravely challenging the control of Big Brother and hurling her sledgehammer to smash mindless conformity. You couldn’t ask for a more sophisticated analysis than that, could you?
While his thesis invites mockery, Esenberg’s short article does present a bit of a challenge to voucher opponents like myself. Can we set out a coherent justification for our opposition that doesn’t depend on the facts that voucher schools drain needed resources from public schools and don’t perform any better? Sweeping those fairly compelling points aside, Esenberg asks, in effect, what else you got?

Mr Hughes anti-voucher rhetoric is fascinating on several levels:
1. The Madison School District’s long term, disastrous reading results. How much time and money has been wasted on anti-voucher rhetoric? Reading has long been job one.
2. Local private schools do not have much, if any availability.
3. Madison spends double the national average per student (some of which has been spent on program explosion). Compare Milwaukee Public and Voucher Schools’ Per Student Spending.
4. Madison’s inability to address its long-term disastrous reading results will bring changes from State or Federal legislation or via litigation.
5. Superintendent Cheatham cited Long Beach and Boston as urban districts that have “narrowed the achievement gap”. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
I recall being astonished that previous Madison School District administrators planned to spend time lobbying at the State level for this or that change – while “Rome is burning“. Ironically, Superintendent Cheatham recently said:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A great, salient quote. I would hope that the District would focus completely on the matter at hand, disastrous reading scores. Taking care of that problem – and we have the resources to do so – will solve lots of other atmospheric and perception issues.
In closing, I sense politics in the voucher (and anti-open enrollment) rhetoric. Two Madison School Board seats will be on the Spring, 2014 ballot. One is currently occupied by Mr. Hughes, the other by Marj Passman. In addition, local politics play a role in becoming school board President.




Changing times mean changing fortunes for Madison public school programs

“I think there are so many wonderful benefits of participating in athletics, not just football as a whole,” he said. “And if we were to lock in on those individuals at the middle-school level, I think we could really help turn around some kids that are at disadvantages in every-day life.”
Sense of community
These days Schoessow, who coached Memorial from 1975-1997, makes his home in Houston. He has taught a “Football Theory” course at the University of Texas-San Antonio to aspiring coaches for the past eight years.
Among his coaching disciples are past players Harris and Verona’s Dave Richardson, who will be inducted into the WFCA Hall of Fame with Waunakee’s Pat Rice next March.
Schoessow considers declining participation and sports specialization to be two of the key factors in Madison football’s fall from prominence. He also feels that part of the equation is the sense of community that is prevalent in the suburban programs and simply can’t be matched by the city schools.
“When you have one school and the whole community rallies around (that team), the kids want to play. They see the tradition,” Schoessow said. “To me, the tradition is the biggest thing. And that can be positive or negative. Right now, Madison’s tradition is negative. They lose, and it’s difficult to change that mindset into one of pride. And that’s what these smaller communities have”

Madison’s community & recreation budget will be at least $14,139,795 during the 2013-2014 school year.The lack of serious pre-high school sports programs is an issue is a vis suburban schools. The District should, in my view, focus on its long term, disastrous reading results. Success in that critical curriculum will lead to other opportunities.




Health insurance changes a cure for what ails Madison schools budget?

The Madison School District won an historic concession from its teachers union over the last two years — the ability to require that teachers pay part of their health insurance premiums.
It came as the district was quickly extending union contracts before a law eliminating most collective bargaining rights took effect, and again while that law was held up in court.
But now as the district goes about crafting a 2013-14 budget that — among other cost-savings measures — reduces maintenance spending, freezes equipment budgets and includes no money for new efforts to close the district’s achievement gap, it doesn’t appear there’s much interest in implementing the concession.
The budget proposal from new Superintendent Jennifer Cheatham doesn’t subject teachers to health insurance premiums, and that’s fine with School Board President Ed Hughes.
“Because of our recent transitions, this was not the budget to take up significant changes to our structure of salary and benefits,” he said in an email. “I and other board members are looking forward to an in-depth review of salary and benefit levels as part of next year’s budget, when we’ll have the benefit of input from Jen Cheatham and (assistant superintendent for business services) Mike Barry, as well as from our affected teachers and staff. I’m sure that health insurance contributions will be part of that discussion.”
“Recent transitions” didn’t keep Cheatham from proposing changes to the district’s salary schedules, though.

Deja Vu: A Focus on “Adult Employment” or the Impossibility of Governance Change in the Madison Schools



The Madison School Board discussed the renewal of Administrator contracts (500K PDF) during their June 10, 2013 meeting (video, about 50 minutes into the meeting). Listen via this 5mb mp3 audio.
The timing and length of administrator contracts along with substantive reviews is not a new subject:

Lawrie Kobza pointed out last night that 2-year rolling administrative contracts may be important for some groups of administrators and that the School Board should consider that issue. Otherwise, if the annual pattern continues, extensions will occur in February before the School Board looks at the budget and makes their decisions about staffing. Even though the Superintendent has indicated what positions he proposes to eliminate for next year, when the School Board has additional information later in the budget year, they may want to make different decisions based upon various tradeoffs they believe are important for the entire district.
What might the School Board consider doing? Develop criteria to use to identify/rank your most “valuable” administrative positions (perhaps this already exists) and those positions where the district might be losing its competitive edge. Identify what the “at risk” issues are – wages, financial, gender/racial mix, location, student population mix. Or, start with prioritizing rolling two-year contracts for one of the more “important,” basic administrative groups – principals. Provide the School Board with options re administrative contracts. School board members please ask for options for this group of contracts.
Ms. Kobza commented that making an extension of contracts in February for this group of staff could make these positions appear to be golden, untouchable. Leaving as is might not be well received in Madison by a large number of people, including the thousands of MMSD staff who are not administrators on rolling two-year contracts nor a Superintendent with a rolling contract (without a horizon, I think). The board might be told MMSD won’t be able to attract talented administrators. I feel the School Board needs to publicly discuss the issues and risks to its entire talent pool.
Mr. Nadler reported that MMSD might be losing its edge in the area of administration. He gave one example where there more than a few applicants for an elementary school position (20 applicants); however, other districts, such as Sun Prairie, are attracting more applicants (more than 100). The communities surrounding Madison are becoming more attractive over time as places to live and to do business. If we don’t recognize and try to understand the issues, beyond simply wages and benefits, the situation will continue to worsen. I feel the process in place needs to change in order to be a) more responseive to the issues, b) more flexible for the School Board in their decisionmaking processes, especially around budget time.

Administrator Contracts – School Board Adds to Agenda

Questions that are not clear to me include: a) is a two-year rolling contract required for all administrators, b) what is the difference between non-renewal and extension of a contract – is the end of January date really an extension?, c)is there a Board policy – if not, does one need to be developed, d) are there options open to the School Board to hold on one-year contract extensions due to upcoming cuts to the budget, e) how can changes be made by moving/retraining staff if needed, and f) can grant money being used to pay for administrators be used in other ways (not including grant oversight/accounting? We’re in the same spot as the past two years – not talking about administrator contracts until one week or so before a deadline.
I feel this information needs to be clear and to be transparent to all employees, the board and the community. I believe a multi-year staffing strategy as part of a multi-year strategic plan is important to have, especially given the critical nature of the district’s resources. This idea is not proposed as a solution to the public school’s financial situation – not at all, that’s not the point.

Commentary on Madison School Board Member Ed Hughes’ Teacher Salary Increase Words

There are a lot of employees who haven’t seen their pay go up in three years, but the vast majority of Madison public school teachers aren’t among them.
And yet, that doesn’t necessarily mean they’re taking home more money.
Confused? Welcome to the world of public school teacher compensation, post-Act 10.
Hughes isn’t the first public school representative whose definition of “raise” doesn’t jibe with the way the rest of the world defines “raise” — i.e., an increase in salary for a job well done.
During teachers union contract negotiations, public school and union officials routinely refer to a “raise” as something that is distinct from and in addition to the automatic bumps in salary teachers are already getting for remaining on the job and accruing more college credit. Essentially, such raises are across-the-board increases in a district’s salary range, known as a salary schedule.
But if a district refuses to increase that range, teachers continue to get longevity and degree-attainment pay raises under the old salary schedule.
It’s such parsing that allows Hughes to say teachers haven’t gotten raises — and to be right, at least in one context.

The WSJ article also states that “This year’s salary and benefits increase, including raises for seniority or advanced degrees, was projected at 4.9 percent, or $8.48 million.” So the school board, with all the budgetary problems it confronts, is apparently willing to pay for salaries and benefits an increase that is about twice as much as state law will permit the overall budget to rise next year, and $1.9 million more than the amount necessary to avoid arbitration. (Using the same numbers, a 3.8% increase would be $6.57 million.)
What could be the justification for this? I understand that, as a practical matter, the increase has to be more than 3.8% in order for the district to obtain any sort of concessions. (Across the state for 2004-2005, the average total package increase per teacher was 4.28%.) Does anyone know if there are concessions on the table that might explain what seems to be an excessive increase in these difficult times? Or what other justification for this level of increase there might be?

Commentary on the Madison School District’s Floated 7.36% Property Tax Increase

Madison School District property taxes for 2013 could increase 7.4 percent under budget recommendations being presented Monday to the Madison School Board.
That would be the biggest percent increase in the district’s property tax levy in a decade. Taxes on an average Madison home valued at $230,831 would total $2,855, a $182 increase from last year.
However, district officials cautioned the numbers likely will change once the state budget is finalized and new superintendent Jennifer Cheatham conducts a review of the district.
“Before I can feel comfortable recommending a tax increase I would want to make sure that every dollar is spent effectively and I can feel confident that the funds that we’re investing are going to pay off for students,” Cheatham said.

Did you get a 7.4% pay raise this year? State employees have forgone a pay raise the last couple years. They had to reach in their pockets to pay new health insurance and pension co-pays. Annuitants covered by the Wisconsin Retirement System have been treading water since 2009. Those who retired nine or more years ago are facing a 9.6% reduction in their pensions. Many of those, ironically, are retired teachers.
Yet the Madison School Board proposes a 1.5% across-the-board pay increase. Actually, reporter DeFour underreported the proposed pay increase. Add another 1% for the “step” increases to account for longevity to equal a 2.5% increase. Almost uniquely among taxpayer-supported employees these days, the district’s teachers still would pay nothing toward their generous health insurance benefits. Job security is nearly guaranteed. Meanwhile, the district acts as bagman for union boss John Matthews, deducting dues from teacher paychecks.
Can we expect the district to end that statutorily forbidden practice when the current contract expires after this June? Let’s hope so, unless the district hides behind Dane County Judge Juan Colas’ Act 10 ruling.
What would get the axe? Parent-teacher conferences. So much for addressing the achievement gap.

She blew through Monday’s campaign finance reporting deadline as blithely as she ran – and then quit – her race for Madison School Board. (“Paging Sarah Manski: You can’t leave for California just yet.”) But Sarah Manski has finally made an honest woman of her treasurer and protector of the union-dominated old guard, Nan Brien.
(The former school board member, nemesis of public schools chartered to address the racial achievement gap, told WKOW TV-27 that her role as treasurer was only as a figurehead. Like Sgt. Schultz, so many in Madison are saying about the Manski campaign: “I knew nothing!”)
The Manski fundraising report filed Friday – four days late – reveals quite the haul in just a few weeks for a local race: $7,733 since Feb. 5 for a race that she ended two days after the Feb. 19 primary election. That makes a total of $11,136 since entering the race in December. That’s a lot of Green! As in very Green green.
Now, if Sarah had been a conservative instead of a professional Walker stalker (see: Wisconsin Wave), The Capital Times would have staged one of its pretend ethics meltdowns about the evils of out-of-state money. An example of their situational ethics is “Pat Roggensack’s out-of-state cash”:

Wisconsin Supreme Court Justice Pat Roggensack makes little secret of her ideological and partisan alliances. And most of [her] money is coming from outside Wisconsin.

You want “outside Wisconsin”? How about St. Louis, Mo.; Lansdale, Pa.; N. That is only a partial list of postmarks for “Manski for Wisconsin,” as her Madison School Board campaign was grandiosely named. Yes, when it comes to “outside cash,” John Nichols’ protégés get a pass. Manski collected 107 contributions in the latest reporting period, of which only 32 bore a Madison address, including: MTI boss John Matthews, $50; Mayor Soglin aide Sarah Miley’s husband, $100; and of course, Marj “Somebody Good” Passman, $50.

T.J. Mertz: How did Act 10 prevent you from paying your electric bill, and what about your conflict of interest? by David Blaska

Blaska’s Bring It! finds that Mertz’s spouse, Karin Schmidt, is employed by the Madison Metropolitan School District as a special education assistant at Madison West High School. That necessitates that Mertz recuse himself on such important votes as teacher and staff salary, benefits, working conditions, length of school day and year.
The odd thing is that nowhere on his campaign website does Mertz refer to his wife. He mentions two sons but no spouse. Why is she The Woman Who Must Not Be Named?
“No particular reason why she is not listed there,” Mertz told me today. Seriously? And what about the obvious conflict of interest?
“If elected, I will recuse myself as advised by district legal staff,” Mertz told this blog. I asked what would trigger a recusal. He responded, “As to recusals, I don’t know. I will take the legal advice of the district counsel. You could ask her; I have not yet, as it is not appropriate for her to be giving advice to a candidate.”
Really? You’re running for school board but you don’t know when and on what you can vote?
I have posed the conflict-of-interest issue to MMSD legal staff as well as to the Wisconsin School Board Assn. This being the Easter weekend holiday, answers may not be forthcoming before the election. However, Mertz supporter Bill Keys, the former school board president who banned the Pledge of Allegiance at Madison schools, a year ago declared that school board candidate Nichelle Nichols “will be unable to work fully with her colleagues,” because she was a Madison Urban League employee:

When I served on the board, our attorney instructed me to avoid Madison Teachers Inc. negotiations and not even be in the room during discussions. As a retired teacher, I benefited only from the life insurance policy provided by the district. Even so, discussions or votes on MTI benefits would violate state law.




The Madison School Board Elections; setting the record straight

Dear Madison Leaders.
As the 2013 Madison school board race continues, we (the Urban League) are deeply concerned about the negative politics, dishonesty and inaccurate discussions that have shaped the campaign. While I will not, as a nonprofit leader, speak about the merits of individual candidates, we are concerned about how Madison Prep has become a red herring during the debates. The question of all the candidates has been largely narrowed to, “Did you support Madison Prep or did you not?”…as if something was horribly wrong with our charter school proposal, and as though that is the most important issue facing our school children and schools.
While the Urban League has no interest in partaking in the squabbles and confusion that has unfortunately come to define public conversation about our public schools, we do want to set the record straight about deliberations on Madison Prep that have been falsely expressed by many during this campaign, and used to dog individuals who supported the school proposal more than one year ago.
Here is how things transpired.
On May 9, 2011, Steve Goldberg of the CUNA Mutual Foundation facilitated a meeting about Madison Prep, at my request, between Madison Teacher’s Incorporated President, John Matthews and me. The meeting was held in CUNA’s cafeteria. We had lunch and met for about an hour. It was a cordial meeting and we each discussed the Madison Prep proposal and what it would take for the Urban League and MTI to work together. We didn’t get into many details, however I was sure to inform John that our proposal of a non-instrumentality charter school (non-MTI) was not because we didn’t support the union but because the collective bargaining agreement was too restrictive for the school model and design we were proposing to be fully implemented, and because we desired to recruit teachers outside the restrictions of the collective bargaining agreement. We wanted to have flexibility to aggressively recruit on an earlier timeline and have the final say on who worked in our school.
The three of us met again at the Coliseum Bar on August 23, 2011, this time involving other members of our teams. We got into the specifics of negotiations regarding the Urban League’s focus on establishing a non-instrumentality school and John’s desire to have Madison Prep’s employees be a part of MTI’s collective bargaining unit. At the close of that meeting, we (Urban League) offered to have Madison Prep’s teachers and guidance counselors be members of the collective bargaining unit. John said he felt we were making progress but he needed to think about not having MTI represent all of the staff that are a part of their bargaining unit. John and I also agreed that I would email him a memo outlining our desire to work with MTI, and provide the details of what we discussed. John agreed to respond after reviewing the proposal with his team. That memo, which we have not released previously, is attached [336K PDF]. You will see clearly that the Urban League initiated dialogue with MTI about having the teacher’s union represent our educators.
John, Steve and I met for a third time at Perkins restaurant for breakfast on the West Beltline on September 30, 2013. This time, I brought representatives of the Madison Prep and Urban League Boards with me: Dr. Gloria Ladson Billings, John Roach and Derrick Smith. It was at the close of this meeting that John Matthews told all of us that we “had a deal”, that MTI and the Urban League would now work together on Madison Prep. We all shook hands and exchanged pleasantries. Our team was relieved.
Later that evening, I received calls from Matt DeFour, a reporter with the Wisconsin State Journal and Susan Troller of The Capital Times. They both asked me to confirm what John had told them; that we had a deal. I replied by confirming the deal. The next day, The Capital Times ran a story, Madison Prep and MTI will work together on new charter school. The State Journal ran an article too, Prep School agrees to employ union staff. All was good, or so we thought.
Unfortunately, our agreement was short-lived. The very next day after the story hit the newspapers, my team and I began receiving angry letters from social workers and psychologists in MMSD who were upset that we did not want to have those positions represented by MTI. We replied by explaining to them that our reasoning was purely driven by the fact that 99% of the Districts psychologists were white and that there were few social workers of color, too. For obvious reasons, we did not believe MMSD would have success hiring diverse staff for these positions. We desired a diverse staff for two reasons: we anticipated the majority of our students to be students of color and our social work and psychological service model was different. Madison Prep had a family-serving model where the school would pay for such services for every person in a family, if necessary, who needed it, and would make available to families and students a diverse pool of contracted psychologists that families and students could choose from.
That Monday evening, October 3, 2011, John Matthews approached me with Steve Goldberg at the School Board hearing on Madison Prep and informed me that his bargaining unit was very upset and that he needed to have our Physical education teacher be represented by MTI, too. Our Phy Ed model was different; we had been working on a plan with the YMCA to implement a very innovative approach to ensuring our students were deeply engaged in health and wellness activities at school and beyond the school day. In our plan, we considered the extraordinarily high rates of obesity among young men and women of color. However, to make the deal with MTI work, that evening I gave MTI the Phy Ed teaching position.
But that one request ultimately became a request by MTI for every position in our school, and a request by John Matthews to re-open negotiations, this time with a mediator. At first, we rejected this request because we felt “a deal is a deal”. When you shake hands, you follow through.
We only gave in after current school board president, James Howard, called me at home to request that the Urban League come back to the negotiating table. James acknowledged not feeling great about asking us to do this after all we had been through – jumping through hoop after hoop. If you followed the media closely, you would recall how many times we worked to overcome hurdles that were placed in our way – $200K worth of hurdles (that’s how much we spent). After meeting with MMSD leadership and staff, we agreed to come back to the table to address issues with MTI and AFSCME, who wanted our custodial and food service workers to be represented by the union as well. When we met, the unions came to the negotiation with attorneys and so did we. If you care to find out what was said during these negotiations, you can request a transcript from Beth Lehman, the liaison to the MMSD Board of Education who was taking official notes (October 31 and November 1, 2011).
On our first day of negotiations, after all sides shared their requests and concerns, we (ULGM) decided to let AFSCME represent our custodial and food service staff. AFSCME was immediately satisfied, and left the room. That’s when the hardball towards us started. We then countered with a plausible proposal that MTI did not like. When we couldn’t get anywhere, we agreed to go into recess. Shortly after we came back from recess, former MMSD Superintendent Dan Nerad dropped the bomb on us. He shared that if we now agreed to have our staff be represented by MTI, we would have to budget paying our teachers an average of $80,000 per year per teacher and dedicating $25,000 per teacher to benefits. This would effectively increase our proposal from $15M over five years to $28M over five years.
Why the increased costs? For months, we projected in our budgets that our staff would likely average 7 years of teaching experience with a Master’s degree. We used the MTI-MMSD salary schedule to set the wages in our budget, and followed MMSD and MTI’s suggestions for how to budget for the extended school day and year parts of our charter school plan. Until that day, MMSD hadn’t once told us that the way we were budgeting was a problem. They actually submitted several versions of budgets to the School Board, and not once raising this issue.
Superintendent Nerad further informed us that MMSD was going to now submit a budget to the Board of Education that reflected costs for teachers with an average of 14 years’ experience and a master’s degree. When we shockingly asked Nerad if he thought the Board of Education would support such a proposal, he said they likely would not. We did not think the public would support such a unusual request either. As you can imagine, we left the negotiations very frustrated. In the 23rd hour, not only was the run we thought we had batted in taken away from us in the 9th inning, we felt like our entire season had been vacated by commissioners.
When we returned to our office that afternoon, we called an emergency meeting of the Urban League and Madison Prep boards. It was in those meetings that we had to make a choice. Do we completely abandon our proposal for Madison Prep after all we had done to see the project through, and after all of the community support and interests from parents that we had received, or do we go forward with our original proposal of a non-instrumentality charter school and let the chips fall where they may with a vote by the Board? At that point, our trust of MMSD and MTI was not very high. In fact, weeks before all of this happened, we were told by Nerad in a meeting with our team and attorneys, and his staff and attorneys, that the Board of Education had voted in closed session to unilaterally withdraw our charter school planning grant from the Wisconsin Department of Public Instruction. They reversed this decision after we informed them we would file a lawsuit against them. We were later told that a certain Board member was pushing for months to have this done. Then, after months of not being able to get certain board members to meet with us, Marj Passman, decided to meet with me alone in my office. During that meeting, she told me that we (ULGM) didn’t have the votes for Madison Prep and that we were never going to get the school approved. She the offered to donate her personal funds to Madison Prep, if we pulled our proposal and decided to do a private school instead. I told her that I appreciated her offer, but declined.
After finally meeting with all seven board of education members, both the Madison Prep and ULGM boards decided unanimously that we must in good conscience go forward, put the needs and future of our children first, and reintroduce the non-instrumentality proposal to the School Board. You know the rest of the story.
Over the next 45 days, we (ULGM) were categorically painted as an anti-union conservative outfit who proposed a flawed school model that divided Madison and threatened to join the Scott Walker effort to eliminate unions. We were made to be the great dividers (not the achievement gap itself) and me, “an Angry Black Man”. Lost in the debate were the reasons we proposed the school in the first place – because so many children of color were failing in our schools and there was no effective strategy in place to address it even though the school system has known about its racial achievement gap since it was first document by researcher Naomi Lede for the National Urban League in 1965. That gap has doubled since then.
Ironically, two of the people behind the attacks on ULGM were Ben Manski and TJ Mertz. They were uniquely aligned in their opposition to Madison Prep. John Matthews even weighed in on video with his comments against us, but at least he told a story that was 80% consistent with the events that actually transpired. Watch the video and listen to the reason he gave for why he didn’t support Madison Prep. He didn’t call us union haters or teacher bashers. He knew better. So why all the fuss now? Why have those who knew exactly what went on in these negotiations not told the true story about what really happened with Madison Prep? Why has a charter school proposal been made the scapegoat, or defining lever, in a school board race where there are so many other more important issues to address?
If all it takes to win a seat on the school board now is opposition to charter schools, rather than being someone who possesses unique experiences and qualifications to serve our now majority non-white and low-income student body and increasingly challenged schools, we should all worry about the future of our children and public schools.
So, for those who were unaware and those who’ve been misleading the public about Madison Prep and the Urban League, I hope you at least read this account all the way through and give all of the candidates in this school board election the opportunity to win or lose on their merits. Falsehoods and red herrings are not needed. They don’t make our city or our school district look good to the observing eye. Let’s be honest and accurate in our descriptions going forward.

Greetings John.
I sincerely appreciate your openness to engaging in conversation about a possible relationship between MTI and Madison Preparatory Academy for Young Men. We, ULGM and Madison Prep, look forward to determining very soon what the possibilities could be.
Please accept his memo as a means to frame the issues.

  1. The Urban League of Greater Madison initially pursued a non-instrumentality public charter school
    focused on young men to, first and foremost, eliminate the academic and graduate gaps between young people of color and their white peers, to successfully prepare greater percentages of young men of color and those at-risk for higher education, to significantly reduce the incarceration rate among young adult males of color and to provide an example of success that could become a learning laboratory for
    educators, parents and the Greater Madison community with regard to successful ly educating young men, regardless of th eir race or socio-economic status.

  2. We are very interested in determining how we can work with MTI while maintaining independence with regard to work rules, operations, management and leadership so that we can hire and retain the best team possible for Madison Prep, and make organizational and program decisions and modifications as necessary to meet the needs of our students, faculty, staff and parents.
  3. MTl’s collective bargaining agreement with the Madison Metropolitan School District covers many positions within the school system. We are interested in having MTI represent our teachers and guidance counselors. All other staff would not be represented by MTI.
  4. The collective bargaining agreement between MTI and Madison Prep would be limited to employee wages and benefits. Madison Prep teachers would select a representative among them, independent of Madison Prep’s leadership, to serve as their union representative to MTI.

Lucy Mathiak, who was on the board in 2011, also didn’t dispute Caire’s account of the board action, but couldn’t recall exactly what happened in the board’s closed sessions.
“Did (the Urban League) jump through many hoops, provide multiple copies of revised proposals upon request, meet ongoing demands for new and more detailed information? Yes,” Mathiak said. “It speaks volumes that Madison Prep is being used to smear and discredit candidates for the School Board and used as a litmus test of political worthiness.”
Matthews said the problems with Madison Prep resulted from Caire’s proposal to hire nonunion staff.
“What Kaleem seems to have forgotten, conveniently or otherwise, is that MTI representatives engaged in several discussions with him and several of his Board members, in attempt to reach an amicable resolution,” Matthews said. “What that now has to do with the current campaign for Board of Education, I fail to see. I know of no animosity among the candidates or their campaign workers.”
Passman and other board members who served at the time did not return a call seeking comment.




Madison Superintendent Candidate Roundup: It Seems Unlikely that One Person will Drive Significant Change

After paying an Iowa-based headhunting firm $30,975 to develop a candidate profile and launch a three-month nationwide recruitment effort, and after screening 65 applications, the Madison school board has narrowed its superintendent search down to two finalists. Dr. Jenifer Cheatham is chief of instruction for Chicago Public Schools, and Dr. Walter Milton, Jr., is superintendent of Springfield Public Schools in Illinois.
Parents and community members will get a chance to meet both finalists at a forum at Monona Terrace starting at 5:45 p.m. Thursday night. But despite the exhaustive and expensive search, the finalists aren’t without flaws.
Cheatham was appointed to her current post as chief of instruction in June of 2011 by Chicago Public Schools CEO Jean-Claude Brizard, who has since resigned. According to her Chicago district bio, Cheatham’s focus is improving urban school districts by “developing instructional alignment and coherence at every level of a school system aimed at achieving breakthrough results in student learning.” Cheatham received a master’s and doctorate in education from Harvard and began her career as an 8th grade English teacher. But she found herself in a harsh spotlight as Chicago Mayor Rahm Emanuel and district officials pushed for a contentious 7.5 hour school day last year, which became one of many big issues that led to the Chicago teachers strike in September.
“It was handled horribly in terms of how it was rolled out,” says Chicago attorney Matt Farmer, who also blogs about Chicago school issues for The Huffington Post.
Farmer says pressure was mounting last spring for the district to explain how the longer day would work and how it would be paid for. Cheatham was sent to a community meeting he attended on the city’s south side to explain the district’s position.

Some of candidate Walter Milton Jr.’s history a surprise to School Board president

Madison School Board president James Howard said Monday he wasn’t aware of some of the controversial aspects of Walter Milton Jr.’s history until after the board named him a finalist to be Madison’s next superintendent.
Prior to becoming superintendent in Springfield, Ill., Milton was criticized for hiring without a background check a colleague who had been convicted of child molestation in Georgia. The colleague, Julius B. Anthony, was forced to resign from a $110,000 job in Flint, Mich., after a background check uncovered the case, according to the Springfield State Journal-Register.
Milton and Anthony were former business partners and worked together in Fallsburg, N.Y., where Milton was superintendent before moving to Flint, according to news reports.

Steven Verburg: Jennifer Cheatham fought for big changes in Chicago schools:

Jennifer Cheatham will be the third person in the last two years from our administration who I’ve been a reference for who has taken over a fairly significant school district,” Vitale said. “Chicago is a pretty good breeding place for leaders.”

A Springfield School District spokesman said Milton is declining interviews until a community forum in Madison on Thursday.
Prior to Fallsburg, Milton was a teacher and principal in his hometown of Rochester, N.Y. He received a bachelor’s degree in African history and African-American studies from Albany State University, a master’s degree in education from the State University of New York College at Brockport and a Ph.D. in education from the University of Buffalo.
Milton’s contract in Springfield expires at the end of the 2013-14 school year. His current salary is $220,000 plus about $71,000 in benefits.

School Board members want a superintendent with vision, passion and a thick hide

Madison School Board member Marj Passman says she was looking for superintendent candidates who have had experience working in contentious communities. “That’s important, considering what we’ve gone through here,” she told me Monday.
And what Madison schools are going through now.
The Madison Metropolitan School District had scarcely released the names of the two finalist candidates — Jennifer Cheatham, a top administrator in the Chicago Public School System and Walter Milton Jr., superintendent of the schools in Springfield, Ill. — before the online background checks began and comments questioning the competency of the candidates were posted. So the new Madison superintendent has to be someone who can stand up to public scrutiny, Passman reasoned.
And the issues that provoked the combative debate of the last couple of years — a race-based achievement gap and charter school proposal meant to address it that proved so divisive that former Superintendent Dan Nerad left the district — remain unresolved.
So, Passman figured, any new superintendent would need experience working with diverse student populations. Both Cheatham and Milton fit that bill, Passman says.

Madison Teachers Newsletter: Teacher Retirement and TERP Deadline February 15

In order for one to be eligible for the MTI-negotiated Teacher Emeritus Retirement Program (TERP) [Clusty Search], he/she must be a full-time teacher, at least 55 years old, with a combined age (as of August 30 in one’s retirement year) and years of service in the District totaling at least 75. (For example, a teacher who is 57 and has eighteen (18) years of service to the MMSD would be eligible: 57 + 18 = 75.) Teachers who are younger than age 55 are eligible if they have worked for the MMSD at least 30 years. Up to ten (10) part-time teachers may participate in TERP each year provided they have worked full-time within the last ten (10) years and meet the eligibility criteria described above.
Retirement notifications, including completed TERP agreements, are due in the District’s Department of Human Resources no later than February 15. Appointments can be made to complete the TERP agreement and discuss insurance options at retirement by calling the District’s Benefits Manager, Sharon Hennessy at 663-1795.
MTI was successful in negotiations for the 2009-13 and 2013-14 Contracts in negotiating a guaranteed continuance of TERP. Thus, MTI members can be assured that TERP runs through 2014 and not feel pressured into retirement before they are ready.

UW-Madison lab works with controversial data for Chicago schools

Nearly 30,000 public school teachers and support staff went on strike in Chicago this past week in a move that left some 350,000 students without classes to attend.
And while this contentious battle between Chicago Public Schools and the Chicago Teachers Union blew up due to a range of issues — including compensation, health care benefits and job security concerns — one of the key sticking points reportedly was over the implementation of a new teacher evaluation system.
That’s noteworthy locally because researchers with UW-Madison’s Value Added Research Center (VARC) have been collaborating with the Chicago Public Schools for more than five years now in an effort to develop a comprehensive program to measure and evaluate the effectiveness of schools and teachers in that district.
But Rob Meyer, the director of VARC, says his center has stayed above the fray in this showdown between the Chicago teachers and the district, which appears close to being resolved.
“The controversy isn’t really about the merits of value-added and what we do,” says Meyer. “So we’ve simply tried to provide all the stakeholders in this discussion the best scientific information we can so everybody knows what they’re talking about.”
