Wisconsin’s latest charter school haul much smaller than past years

Wisconsin is getting millions of dollars from the federal government to grow charter schools in the state, but the haul for 2024 is tens-of-millions of dollars less than in the past.

The Department of Public Instruction this week announced an $11.4 million grant to either open or expand charter schools across the state.

“The program provides awards for three purposes: planning and implementation subgrants for charter schools opening in fall 2025, implementation subgrants for charter schools that recently opened or will open in 2024, and subgrants to aid the expansion of existing high-quality charter schools,” DPI said in a statement. “The state’s program prioritizes quality schools serving educationally disadvantaged students.”

Quinton Klabon, senior research director with the Institute for Reforming Government, said it is important DPI support charter schools in Wisconsin.

Religious Charter School Is Unconstitutional, Oklahoma High Court Rules

Oklahoma’s highest court on Tuesday blocked the opening of what would have been the nation’s first religious charter school. The closely watched case is seen as the latest test of the boundary between church and state.

The ruling is being lauded by national charter-school leaders and those who resist any encroachment of religion into public education. It is a blow to religious conservatives who have laid the groundwork for religious charter schools for years.

“If you let one type of public school become religious, you can open the door to any type of public school becoming religious,” said Debbie Veney, a senior vice president at the National Alliance for Public Charter Schools, which has supported the legal battle against the school.

The legal fight isn’t over, as a lawyer for the school said the team will appeal the case to the Supreme Court. Hanging in the balance is the future of the charter school movement and whether a new source of public funding can go to support religious education.




Amid financial scandals, Milwaukee K-12 system to delay Carmen charter school eviction

The News: In an agenda posted last week, the Milwaukee Public School (MPS) Board indicated that they will delay their plans to evict two Carmen Charter Schools campuses from their buildings until October 2024. The Wisconsin Institute for Law & Liberty (WILL) and other education advocates have previously stated that evicting the charter school would be bad for students and Milwaukee taxpayers alike.

With the MPS Board set to delay consideration of evicting Carmen Schools until October, WILL released a new analysis today that highlights the unfeasibility of one Board Member’s claims that a new home can be found for Carmen students. Low-occupancy and vacant buildings in MPS are located primarily on the northside of the city—far from where Carmen’s students reside on the southside. No single southside school has the space to accommodate the 1,138 students that would be displaced by this proposed eviction.

The Quote: WILL Research Director, Will Flanders, noted, “MPS should avoid another disaster and completely drop its plans to evict Carmen Charter. Not only would it be a huge negative for families and MPS’s finances, evicting this charter school is simply unfeasible and nothing more than an ideological attack on parental choice.”




The Woke Capture of Charter Schools

School choice should empower parents to obtain an education for their own children that is consistent with their values. This is occurring well with private school choice, but with charter school choice it is falling short. Regulatory and philanthropic constraints need to be minimized for charter schools so they can better align with the value preferences of parents. Ultimately, states should adopt universal private school choice to avoid a binary option for families of charter schools that may not be aligned with their values or district public schools that are frequently unaligned and unsafe and academically ineffective.

First Religious Charter School Sparks Legal, Philosophical Battles

A legal battle over a proposed charter school in Oklahoma could unlock a new avenue for religious education—and some of the fiercest opposition is coming from within the existing charter-school movement.

State laws have long barred such schools. Supporters, including conservative lawyers and religious-education advocates, call those laws discriminatory and say they run afoul of recent U.S. Supreme Court rulings. Some observers expect the issue to eventually reach the high court.

If the effort to allow religious charters is successful, it could open up school options for some parents, redirect public money to support religious instruction and upend the charter-school movement and publicly funded education more broadly.

Some charter advocates are wary of this future. They say that charters were always intended to be secular, public schools. A religious charter school, they say, is a contradiction in terms.

“It’s a complete repudiation of the central principles of the chartering idea,” said Joe Nathan, who was a leader in the successful effort to pass the country’s first charter-school law in Minnesota in 1991.




Charter schools do things that all Democrats say they support

A year ago New York’s governor, Kathy Hochul, a Democrat, proposed to adjust a state cap on charter schools, the publicly funded but privately run schools that have become a locus of innovation and controversy in American education. Ms Hochul’s plan was not ambitious, but it would have allowed dozens of new charter schools to open in New York City, where they already attract about 15% of public-school students and where thousands of families languish on waiting lists. But the governor’s plan drew fervent protests from fellow Democrats, including state legislators aligned with teachers’ unions. After a bruising fight, the governor had to settle last autumn for a small increase.

The row reflected a discouraging change in the politics of charter schools. Once a topic of unusual bipartisan enthusiasm, the schools have become divisive, particularly among Democrats. Barack Obama campaigned on charter-school expansion in 2008, but Joe Biden declared in 2020 that he was not enamoured of them. (His administration has nonetheless maintained federal funding for charters.) Republicans are more favourably inclined overall, and Donald Trump increased support during his presidency. But Republican priorities have shifted since George W. Bush, as president, and his brother Jeb, as governor of Florida, championed charters as beacons of racial equity. These days Republicans prioritise vouchers that allow parents to use taxpayer funds to enroll children in religious schools.




Charter Schools Keep Winning Students From Union Schools

This has been the year for school choice—from vouchers, to homeschooling, to pod schools with parents who use education savings accounts. The winners include charter schools, as union-run K-12 schools lost hundreds of thousands of students during Covid-19 who haven’t returned.

Yes they do. The trend holds for states of all sizes and political persuasions. From 2019-2023, charter enrollment grew in 40 of the 42 states analyzed, while traditional schools lost students in 40 states. Charter attendees surged nearly 20% in Texas (67,148 students), 19% in North Carolina (22,308), and 10% in Pennsylvania (15,353). District enrollment fell 0.83% in Texas and nearly 3% in North Carolina and Pennsylvania.

Part of the story is that states are working to improve charter offerings. The report says Indiana raised its per-student charter grant to $1,400 from $1,250, while allocating $25 million to a capital fund to help schools with facility costs. Enrollment in Indiana charters is up 9% over four years, versus down 2% for traditional schools. Legislative changes in New Mexico and Idaho come in for kudos as well.

The report flags evidence in New Jersey that growing demand for charters might be eroding political resistance to school choice in a state where public unions have traditionally all but run the government in Trenton.




Charter school offering free nursing courses for high school students up and running

A new charter school in West Virginia gives students the opportunity to jump-start a degree in nursing before they graduate from high school, saving them thousands of dollars in college tuition costs.

Win Academy, the state’s first charter school housed within a community college, is an accelerated degree program that allows juniors and seniors to complete the first year of a registered nurse program while finishing their high school credits.

The program is free to students who take college courses. 

Abby Frame and Abby Persinger, both 16 year olds, decided to forgo their senior year at Herbert Hoover High School to enter the academy, which is in its first year of operation at BridgeValley Community and Technical College in South Charleston. 

The pair, who are close friends, plan to become nurses.  

“I really looked forward to being able to cut time off of my college experience,” said Frame, who lives in Elkview.




Charter School Productivity in Nine Cities

Based on CREDO’s findings, we estimate that charter school students across nine cities perform 2.4 points (0.06 standard deviations, or SD) higher on the eighth grade reading NAEP exam and 1.3 points higher (0.03 SD) on the math exam, compared to matched TPS students.

  • We find that charter schools demonstrate an approximately 40 percent higher level of costeffectiveness than TPS on average across nine cities, earning an additional 4.4 points (0.12 SD or a 41 percent difference) on the eighth grade NAEP reading exam and an additional 4.7 points (0.12 SD or a 40 percent difference) in math per $1,000 of funding allocated per pupil (see Figure ES1).
  • Charter schools demonstrate a higher level of cost-effectiveness than TPS in seven cities; we find the largest gaps in NAEP points per $1,000 of funding in Indianapolis—an additional 11 points or 0.29 SD in reading (a 76 percent increase in cost-effectiveness) and an additional 12 points or 0.3 SD in math (78 percent increase). There are also large gaps in Camden, with an additional seven points or

0.18 SD in reading and eight points or 0.19 SD in math (103 percent increase for both), and San Antonio, with an additional four points or 0.11 SD in reading (25 percent) and five points or

0.12 SD in math (23 percent).

  • Across the nine cities, we estimate that attending a TPS for 13 years yields a 294 percent ROI, or $3.94 per dollar invested (see Figure ES2), whereas attending a charter school for 13 years yields a 525 percent ROI or $6.25 per dollar invested; therefore, we estimate that attending a charter school for 13 years, compared to a TPS, increases the ROI by 58.4 percent (about $2.30 in additional returns per dollar invested).
  • The charter schooling ROI advantage varies across the eight cities for which we can make a TPS-charter school ROI comparison; it is largest in terms of dollars in Indianapolis (106 percent higher, or an additional $4.75 in returns per dollar invested) and largest in terms of percent in Camden (131 percent higher, or an additional $3.71 in returns per dollar invested).

The Buckeye State makes vouchers universal and boosts charter schools.

More than 100,000 students attend Ohio’s charter schools, which are especially important for the state’s inner-city students. Out of 26 cities measured, Cleveland students posted the biggest drop in National Assessment of Educational Progress reading scores last year compared to 2019. Cleveland also has its own school voucher program, and one common-sense measure from the Legislature was to allow students to take the vouchers to any private school—not only schools within the district.

Ohio has expanded its school choice offerings from cities to suburbs over the years. Good for Gov. DeWine and the Legislature for making private schools available to more families, and let’s hope they have their eye on education savings accounts next.

No Excuses: Race & Reckoning at a Chicago Charter School

Producer DJ Cashmere spent seven years teaching Black and brown students at a Noble Street charter high school in Chicago. At the time, Noble followed a popular model called “no excuses.” Its schools required strict discipline but promised low-income students a better shot at college. After DJ left the classroom to become a journalist, Noble disavowed its own policies — calling them “assimilationist, patriarchal, white supremacist, and anti-black.” In this hour, DJ, who is white, revisits his old school as it tries to reinvent itself as an anti-racist institution. And he seeks out his former students to ask them how they felt about being on the receiving end of all that education reform, and what they think now about the time they spent in his classroom.




The American Federation of Teachers chief has a double standard on locating charter schools.

It’s no secret that Randi Weingarten opposes co-locating charter schools in buildings that have a district public school. But the president of the American Federation of Teachers sits on the board of University Prep Charter Schools—a charter run by the local teachers union. On Wednesday New York’s Department of Education approved University Prep Charter’s bid for a permanent co-location for its middle school with a district school and another charter school.

The backdrop points to the stunning hypocrisy. Under former Mayor Michael Bloomberg, New York approved dozens of co-locations for the simple reason that this is usually the speediest way to get these charters up and running. The unions understand that too, which is why they fight it.

This year the unions have succeeded in pressuring Mayor Eric Adams to cancel three co-location proposals for Success Academy charter schools by ginning up opposition. Success Academy is one of the city’s best-performing charter networks. Now the unions have brought a lawsuit to void two other Success Academy co-locations that were already approved. Well over a third of the city’s 275 charters are co-located because that is where the unused space is.




Albany’s war on charter schools is a war on kids

Can graft and racial politics save public schools? Just maybe. Let me explain.

Public schools face an exodus of students. Even before COVID, parents were pulling their kids out of failing (and often unsafe) public schools in favor of private schools that cost more money but offered better and safer educations. Other parents were pulling their kids out for homeschooling, which is more work for parents but also can offer better — and certainly safer — education.

This trend put public schools at risk. The parents pulling their kids out were, on average, the parents most interested in their kids’ educations, the parents who’d been most likely to support school funding, to volunteer, to donate and to be voices for public education. With them, the schools not only lost student bodies — a blow in itself since funding depends in part on enrollment — but also vital political and financial support.

Those losses, naturally enough, encourage other parents to pull their kids. As schools lost the kids with the most involved parents — kids who tend to be the better students — even “good” schools faced a reputation hit. The result was a self-reinforcing spiral that in a book a few years back I called a “K-12 implosion.”

As I noted at the time, public schools’ potential salvation lay in charter schools. They’re publicly funded and part of the public-school system, but they have many of private schools’ virtues. To the extent that public schools could attract students to charters over private schools or homeschooling, they were keeping those students in the system and thus preserving funding and parental support.




Charter Schools, Teacher Unions and Politics: New York Edition

In her debate during last year’s race for Governor, Democrat Kathy Hochul answered “yes” when asked if she supported lifting New York’s cap on charter schools. Last week she followed through with a proposal that would allow more charters to open, mostly in New York City. But she’ll have to spend political capital to get it through the state Legislature where unions hold sway.

In her budget proposal released last week, Ms. Hochul didn’t touch the overall cap of 460 charters statewide. But she did propose eliminating the regional charter caps. The bottom line is that New York City—which hit its cap of 275 charters in 2019—would have as many as 85 slots for new schools. Ms. Hochul would also reallocate slots now held by “zombie” charters that have closed, which would allow roughly two dozen other new charter openings.

These steps are modest but badly needed. They would also be popular. Last week Democrats for Education Reform released a poll showing that New York City Democrats favor lifting the cap by 51% to 27%. The margins for Hispanics (53% to 26%) and African-American New Yorkers (48% to 23%) are more than 2 to 1 in favor. Nearly two-thirds of parents (64%) support raising the cap.

The polling is a bitter reminder that the only reason there is a cap is because of the teachers unions. In January New York City parents were sold out by Mayor Eric Adams, when the city at the last minute killed plans to co-locate three Success Academy charters in vacant public-school building space in Queens and the Bronx.




Why is One City Charter School Facing Legacy Madison Media Blowback?

Thank you CapTimes for printing my OpEd. Interestingly, in a conversation with the Wisconsin Department of Public Instruction yesterday, state officials told us that we are legally obligated to count our students who are enrolled and present on the day of the pupil count (tomorrow, Friday). This is state law. They also told us we “should keep the money”.

As a side note, see a second article that I posted in the comment below about this. Our counting or not counting our Scholars will not have an impact on MMSD. What will impact them and other districts more is if our Scholars enroll with them or not. So, why did One City Schools get singled out and why do people expect us to do what NONE of the 423 traditional public school districts or 60 independent public charter school districts in Wisconsin do? One word answer: Politics.

It’s funny how in my home town (Madison), I am personally and constantly expected to go above and beyond everyone else and work magic with a too little funding. MMSD will receive and spend $23,000 per student, on average from the state, federal government and local property taxes. One City will only receive approximately $13,000 per student from the state and federal government, and not one dime of local property tax money, even though we operate “public schools” that educate the public’s children. Tell me if that’s fair. I have to raise $9,000 per student (multiplied by 400+ students) from private philanthropy, foundations, corporations and people like you in order to operate our schools.

This is totally not fair.

Public school districts like MMSD, Middleton, etc also get to count our charter school students in their annual property tax levy if our Scholars reside within their districts, and keep that money.

They do not “transfer” this money to us…but this wasn’t mentioned in any of the press releases or articles other organizations wrote about us. Why not?

Why not point out that traditional public school districts get to keep thousands of dollars per child for students they don’t educate and are not enrolled in their schools? It’s very disingenuous and unfair, and is only meant to draw negative public attention to public charter schools and One City. It’s sad, very sad.

Independent public charter schools like One City are also expected to produce dramatic test score improvements annually when each year we enroll many new students who are two or more years behind academically. We also had to alter our entire school model just 18 months after opening our first charter (elementary) school after the pandemic arrived in March 2020. Thankfully, this school year, we have been able to shift back to our original school design and are enjoying doing our work with our Scholars the way we always intended.

This is how innovators in education who go against the status quo in Dane County and Madison are treated. We get questioned, ridiculed and smacked for trying to do something new, despite 90 percent of Black and 80 percent of Brown students failing miserably in our public schools – EVERY YEAR.

BUT YOU DON’T SEE MANY ANY HEADLINES about that, or about the BUT YOU DON’T SEE MANY ANY HEADLINES about that, or about the fact that just 35 PERCENT OF ALL third graders in Wisconsin, including students from all racial backgrounds, can read to learn by the end of 3rd grade. That’s all – 35%…..and just 8% of all Black third graders and 18% of all Latino third graders in Wisconin.

The $250,000 One City Schools might receive for our Scholars is more important than addressing the massive failure of thousands of our children in Madison, Dane County and our state?

Our priorities continue to be jacked up and off-base, people. Our chickens will come home to roost, and in many ways, they already are.

No, schools are not solely at fault for the failure of our children BUT One City focuses holistically on the family, community, students and their habits of character), and our educators and school at the same time. We have expectations and supports for everyone. We go at these challenges head on and are transparent about our challenges and results so we and others can learn from them.

One City Schools is an asset to Madison, Dane County and Wisconsin, and should be treated and supported this way. Who else is trying to tackle the challenges the way we are? Onward.

Commentary on Taxpayer Funded K-12 Education: Madison’s $597.9M budget $23k/student! vs Tiny One City Charter School

For the full 2022-23 school year, an independent charter school like One City receives $9,264 per student from the state that the student’s resident school district would otherwise receive.

The state counts students twice each school year: the third Friday of September and the second Friday of January.

If a student is enrolled at such a charter school for only one of those days, the school would effectively receive $4,632 in aid that the school district would otherwise receive this year, according to an email from state Department of Public Instruction communication specialist Chris Bucher.

For the 51 students from MMSD who have attended One City this year, then, the charter was set to receive a total of $472,464 for the school year.

(No mention of property taxes and other funds that Madison’s well funded K-12 system receives, roughly $23k/student!).

Today, the local media reached out to our organization to inquire about another organization’s concerns regarding whether One City Schools will repay the Wisconsin Department of Public Instruction (DPI) the per pupil funds it allocates to our public charter schools.

One City Schools is a careful steward of public dollars. We are 100 percent in compliance with state and federal requirements for spending public dollars. Any claims to the contrary are false.

The Wisconsin Department of Public Instruction has a state-approved formula for allocating funds to all public schools – both charter and district schools. We receive per pupil payments annually, from DPI, divided into four payments during the school year.

Additionally, all federal funds we receive are reimbursable grants, meaning, we must spend the money before we can receive payment from DPI. Therefore, we don’t have anything to repay for our federal grants.

The success of Yu Ming Charter School shows how our usual ways of thinking about diversity and equity in American schools are becoming outmoded.

There’s a thoroughly unsympathetic but deeply felt crisis that hits the grown children of upwardly mobile immigrants. These second-generation strivers—who are largely assimilated, educated in the U.S., and often ostensibly liberal—have children of their own, and, when faced with the more lax customs of their neighbors, start to wonder if their parents, who forced them into all sorts of academic labor, might have been right all along. I call this population the Amy Chua Silent Majority, after the infamous author of “Battle Hymn of the Tiger Mother.” Despite the association with Asian American tropes, members of the A.C.S.M. are actually quite ethnically diverse. I’ve met Russians, West Africans, West Indians, Central Americans, and South Asians who belong to this group. They squirm every time they hear about “play-based learning.” They collectively roll their eyes at the idea of homework bans. They wonder if it’s really necessary to let kids just be kids.

Their—our—discomfort is nothing new. The anxieties of immigrant populations have shaped American education for more than a century. The establishment of Catholic schools in the U.S., for instance, came from successive waves of immigrants who felt anxious about the public-school system. In the mid-nineteenth and early twentieth centuries, Catholics from Europe migrated into East Coast cities, and their children attended “common schools” founded on Protestant norms that didn’t look particularly fondly on the newcomers. Catholic schools were created, in large part, to allow the children of these immigrants to retain their culture and take classes taught in French, German, or Italian.

The influence of parochial schools grew until 1964, when a full twelve per cent of America’s K-12 students were enrolled in Catholic institutions. But, as Irish and Italian families began to move to the suburbs and into public schools in the latter half of the sixties, a new group of immigrants from Asia, South America, and the Caribbean came in to take their place. Toward the end of the twentieth century, the Catholic school increasingly became something of a middle ground between the public-school system and expensive private schools, and less of a cultural or religious institution. “For immigrant families that have arrived recently,” Vivian Louie and Jennifer Holdaway wrote in a 2009 paper, “religion seems to be more or less irrelevant to the decision to send their children to Catholic school. Instead, like many native Blacks and Latinos, these families chose Catholic schools to avoid what they see as a seriously deficient public school system.”

Urban Prep is the city’s only all-male charter school operator, once celebrated nationally for getting all its seniors, who are almost all Black, into college year after year. It currently has two CPS campuses, one in Englewood and one in Bronzeville, with about 380 students. CPS budgeted $8 million for Urban Prep this year.

A third Urban Prep campus is run by the state. Earlier this month, the state board of education issued Urban Prep a “notice of revocation.” The state said Urban Prep must provide a corrective action plan and the state board will vote at its Nov. 17 whether to allow the campus to continue operating.

District officials lay out an extensive case against Urban Prep in a board report released Monday. Among the many failures cited: Only one-third of teachers are certified; a failure to provide special education services for disabled students; financial turmoil and mismanagement. Officials also lambasted the charter operator for refusing to sever ties with its founder and executive director after allegations of sexual misconductinvolving a student were substantiated against him.

“In the judgment of [Chicago Board of Education] representatives, [Urban Prep Academies] has prioritized personal considerations of executives and administrators over student health and safety, responsible fiscal management, compliance with laws, and compliance with their Charter obligations,” an attachment explaining the resolution read.

Tim King, the founder and executive director, denied sexually abusing a student. Through his attorney, he called them “wild accusations.” King filed court documents asking a judge to reverse disciplinary actions against him by CPS.

School district officials said they’ve been trying to work with Urban Prep’s board and executives to resolve the issues, but felt they weren’t negotiating in good faith, according to the attachment.

Urban Prep officials called CPS’ takeover attempt an “attack” and said the school district is “more interested in dragging down our leadership and school than in the successful education of young Black men.” They note that Urban Prep’s campuses were recognized as “commendable” by the state this year, the second highest rating.

At a press conference on Tuesday, Urban Prep leaders are planning a press called on Chicago Mayor Lori Lightfoot to “intervene and halt CPS’ move to revoke licenses of the only Black-run and Black Male focused charter school in Illinois.”

Chicago urban prep students visited Madison in 2011, as part of the effort to launch an independent charter school: Madison Preparatory Academy. The taxpayer supported Madison School board aborted that initiatiave.




Public Good Through Charter Schools?

Instead of the community controlling major educational decisions, charter management organizations control those decisions. Still, allowing parents to seek the form of education they deem right for their children may increase voice in part. Additionally, valid democratic authorities across the country have chosen to provide some education through charter vehicles. Given the strong interest in keeping tax policy in harmony with democratically chosen policies, most ideal in this conflict would be to maintain tax-exemption. However, to be charitable, a charter school and its management organization ought to be democratically operated in some broad sense. The Article thus suggests some ways to increase the democratic accountability of charters.




Madison public charter school mostly mum on gun found in employee’s backpack

A state-authorized public charter school in Madison initially refused to work with police after a student found a gun in a school employee’s backpack, according to a recently released police report, and the employee refused to answer questions about the incident.

Police ultimately closed their investigation of the June 1 incident involving Milestone Democratic School teacher Art Richardson, saying they did not have enough evidence that Richardson knew he had the gun in his backpack and after Richardson put off speaking to them and then cut off communication entirely.

Knowingly bringing a firearm into a school is a Class I felony under state law, punishable by up to three and a half years in prison, a fine of up to $10,000 or both.

Build a Charter School, Get Sued by the Teachers Union

If you’re looking for proof that teachers unions don’t care about the interests of schoolchildren, you can find it in the impoverished Bronx neighborhood of Soundview. A school building on Beach Avenue has been shuttered for almost a decade, and the United Federation of Teachers is suing to keep it closed.

On Aug. 22, a new charter high school, Vertex Academies, will begin classes here. In the local school district, only 7% of students who enter ninth grade are ready for college four years later. For black students, the figure is 4%. The new school promises to deliver “a high-quality education to 150 minority students from low-income backgrounds” in its first year, says founding principal Joyanet Mangual.

Vertex will use the premises of the defunct Blessed Sacrament School, where Sonia Sotomayor was valedictorian in 1968. When the school shut down in 2013, the justice declared herself “heartbroken.” Her mother had scrimped and saved to send her there: “She watched what happened to my cousins in public school, and worried if we went there, we might not get out,” Justice Sotomayor told the New York Times.

The very idea of a different model of schooling has drawn the ire of the public education establishment. As this case shows, any challenge to prevailing educational convention is met by circling the wagons…. 

Student dress codes in particular are unsettling to those who believe, as plaintiffs do here, that they connote feminine inferiority. See Majority Op. at 28. The codes are founded upon ideals of “chivalry,” a word which to the majority suggests male condescension toward women and the need of women for male protection, which in turn robs women of their dignity and independence. Id. at 28–29.




Biden Administration Proposes increased Charter School Regulatory Spaghetti

Last month, the Biden Administration announced new regulations on the federal Charter Schools Program (CSP). The CSP is designed to offer a funding source for charter schools to expand access for students to high-quality school options, as well as to help schools fund facilities. The regulations are ostensibly designed to create better oversight. But they are largely based on strawman arguments about charters and will have a chilling effect on one of the most important educational options for families across the U.S.

There are several troubling aspects to the new regulations. Among the most troubling is that charters would be evaluated for funding based on whether they’re located in areas that have excess students in traditional, local schools. This provision shows a fundamental misunderstanding of the purpose of charter schools. Charter schools are meant to be much more than an overflow valve for the excess capacity needs of a school district. They’re meant to offer competition to the existing schools by being freed from existing rules that hamper innovation. It is only by offering this competition that charters can work to improve the performance of the district, as traditional schools will be incentivized to improve.

Notes on Denver’s charter school climate

It’s no secret that Denver’s latest school board is wreaking havoc on the suite of bold education reforms that the Mile High City was known for over the past two decades. Parker Baxter and Alan Gottlieb recount the sorrowful saga at some length in the latest issue of Education Next.

As they write:

Denver Public Schools’ plunge over three years from one of the nation’s most carefully planned and promising examples of public-education transformation into a district led by a school board in disarray has multiple causes, and there’s plenty of blame to spread around.

Ultimately, however, it is the result of a concerted effort over more than a decade by organized and committed activists, local and national, who have opposed changing the governance and operation of school districts in any significant way. 

The reforms now consigned to (or fast heading toward) the scrap heap took multiple shapes, consistent with the basic principle that comprehensiveness is essential if real change is to occur in something as complex and deeply rooted as public education. They focused chiefly on teacher quality (including a much-discussed merit-linked compensation plan), school accountability, and several forms of choice. For a long time—including fourteen years under superintendents Michael Bennet (now U.S. Senator) and Tom Boasberg—they enjoyed steady hands on the tiller and bipartisan support on the board and in the community. That’s strategically important in blue-ing Denver (and Colorado), and is important everywhere if changes are to endure. (Massachusetts was another long-running example of such support that’s beginning to show signs of unraveling.)

School choice took two important forms in Denver. The first was originally imposed by Colorado’s vigorous and early (third in the country) approach to charter schools, which included backup state authorizing of quality charter applicants rejected by districts. Denver resisted chartering at first—and got overruled more than once—but its twenty-first-century charter strategy was positive until the recent turnabout. As a result, Denver has a fine crop of charter schools—nearly sixty of them, attended by more than a fifth of the city’s pupils—including such highly regarded examples as the eight-campus Denver School of Science and Technology. Charters long benefited from a cooperative relationship with the district, including a unified enrollment system and a shared approach to special education. Now, however, the climate is chilling. Chalkbeat reported a year ago that “The Denver school district once represented fertile ground for charter schools. But shifting politics and declining enrollment mean Colorado’s largest school district is becoming less friendly territory for the independent public schools.”

A contract, inked in February with the UW System, greenlit Caire’s 33-year dream of growing One City Schools from early childhood education and elementary to include students through grade 12, roughly a decade after the Madison School Board rejected a similar proposal for a charter school overseen by the Madison School District that would have been called Madison Preparatory Academy.

The Charter School Growth fund, a nonprofit, philanthropic venture capital fund, will contribute $850,000 over the next two years to One City. That along with a recently awarded $900,000 grant to the school from the Wisconsin Department of Public Instruction through a federally funded program, will total $1.75 million in funds for the opening of the academy over the course of the next two years.

Two other seats on the board are mostly uncontested. Nichelle Nichols, a former Madison School District administrator whom we’ve endorsed in the past for School Board, will do a fine job filling Seat 5. 

For Seat 4, incumbent Ali Muldrow is the only name on the ballot, with conservative agitator David Blaska making a late write-in challenge. Blaska says he wants to provide an outlet for a protest vote. Blaska lost by a wide margin to Muldrow three years ago, when our board passed on endorsing either candidate. This time around, Blaska’s name won’t even be on the ballot. So Muldrow’s reelection is all but assured.

We urge more candidates to run for School Board in future elections. For now, the best choice on the April ballot for the only truly competitive race is Simkin for Seat 3.

American public education is broken. Since the pandemic began, students have experienced severe learning loss because schools remained closed in 2020—and even in 2021 when vaccinations were available to teachers and it was clear schools could reopen safely. Many schools also failed to administer remote learning adequately.

Before the pandemic, about two-thirds of U.S. students weren’t reading at grade level, and the trend has been getting worse. Results from the National Assessment of Educational Progress, commonly known as the nation’s report card, show that in 2019, eighth-grade math scores had already fallen significantly.

Charter School Enrollment Growth (Wisconsin up 13%)

Charter schools picked off hundreds of thousands of public school students across the U.S. during the pandemic, according to a new analysis from the National Alliance for Public Charter Schools.

Why it matters: The pandemic has weakened America’s public education system, as Zoom classes, teacher fatigue and student disengagement take their toll. And that hobbled system is shedding students to charter schools, private schools and homeschooling.

  • Those dynamics are exacerbating inequities in American education, as it’s typically wealthier and white students who make the switch.

By the numbers: Charter school enrollment increased by 7.1% in the U.S. between the 2019-20 school year and the 2020-21 school year, per the analysis. That’s a jump of about 240,000 students.

House Democrats call for cutting federal funding for charter schools

A small provision tucked into a massive federal budget proposal put forth by the House Appropriations Committee would cut money for charter schools by $40 million and could potentially limit many charter schools from receiving federal funds altogether. 

The National Alliance for Public Charters Schools is calling the cut “particularly egregious” and said that the move would impact a majority of 3.3 million charter school students, who are overwhelmingly children of color and from low-income families. 

Charter schools, which are publicly funded but usually run independently from local school districts, had the support of the Bush, Obama and Trump administrations. But some Democrats have targeted charter schools in recent years, arguing that they take away money from other public school students. On the campaign trail last year, now-President Joe Biden, Vermont Sen. Bernie Sanders and Massachusetts Sen. Elizabeth Warren opposed federal funds going to “for-profit charter schools.”

Commentary on Rocketship Charter Schools in Milwaukee

Rocketship Public Schools in Milwaukee is a network of two campuses around the City of Milwaukee that are serving more than 700 K4-5th grade students. Rocketship embraces their students and families to ensure that they are supported in and beyond the classroom. For Ms. Oliver and her daughter, a six-year-old with special needs, Rocketship has been a source of support, not only for her daughter’s academic needs, but ensuring that her daughter’s social needs are met.




A charter school leaves the traditional taxpayer supported public district

Milwaukee Public Schools (MPS) is set to lose 2,000 students and at least $4 million next year, as charter school network Milwaukee College Prep (MCP) cuts ties with the district.

MPS has contracts with 15 independent charter schools, including the four MCP locations. The charter schools are independently-run but publicly-funded, and are accountable to the MPS Board.

MCP’s departure is one sign of growing tension between MPS and the charter schools under its umbrella.

On a windy day in late April, staff at Milwaukee College Prep’s North Avenue campus are greeting students as they get dropped off at three separate entrances for social distancing purposes.

The $1.9 trillion American Rescue Plan Act (ARPA) will send $15.3 billion in assistance to California’s K-12 schools, the biggest of three relief pieces of legislation that Congress passed in less than a year to combat the pandemic and the recession. This latest bill will bring an estimated total funding of $26.4 billion to K-12 schools in California.

Districts and charter schools must use the money on Covid-related learning and school reopening expenses.

Why Is Biden Trying to Punish Charter Schools for Their Success?

As yet, it remains to be seen exactly what President Biden has in store for America’s network of charter schools. Following the Democratic Party primaries, the Biden-Sanders Unity Taskforce called for accountability for charter schools and a ban on federal funding of for-profit charters—approximately 12 percent of the total. Increasing accountability does not necessarily sound like a hostile act against charters but the taskforce is specific that this will involve “requiring all charter schools to meet the same standards of transparency as traditional public schools, including with regard to civil rights protections, racial equity, admissions practices, disciplinary procedures, and school finances.” For those of us who have followed the charter school debate over the years, this statement appears to be framed with the concerns of these schools’ opponents in mind.

Charter schools are publicly funded institutions that charge no fees and have more flexibility than regular government schools in how they manage their affairs and run their programs. They are similar to free schools and academies in England and the model has been adopted with varying degrees of commitment and success in other parts of the world.

Until recently, there was considerable bipartisan support for charters in the US, but that has begun to wane as charters have been dragged unwillingly into America’s wider culture war.

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

Charter schools deliver extraordinary results, but their political support among Democrats has collapsed. What will Biden do?

In the dozen years since Barack Obama undertook the most dramatic education reform in half a century — prodding local governments to measure how they serve their poorest students and to create alternatives, especially charter schools, for those who lack decent neighborhood options — two unexpected things have happened. The first is that charter schools have produced dramatic learning gains for low-income minority students. In city after city, from New York to New Orleans, charters have found ways to reach the children who have been most consistently failed by traditional schools. The evidence for their success has become overwhelming, with apolitical education researchers pronouncing themselves shocked at the size of the gains. What was ten years ago merely an experiment has become a proven means to develop the potential of children whose minds had been neglected for generations.

And yet the second outcome of the charter-school breakthrough has been a bitter backlash within the Democratic Party. The political standing of the idea has moved in the opposite direction of the data, as two powerful forces — unions and progressive activists — have come to regard charter schools as a plutocratic assault on public education and an ideological betrayal.
The shift has made charter schools anathema to the left. “I am not a charter-school fan because it takes away the options available and money for public schools,” Biden told a crowd in South Carolina during the Democratic primary, as the field competed to prove its hostility toward education reform in general and charters in particular. Now, as Biden turns from campaigning to governing, whether he will follow through on his threats to rein them in — or heed the data and permit charter schools to flourish — is perhaps the most unsettled policy mystery of his emerging administration.

To head the Department of Education, Biden floated the names of fierce critics of charter schools, including the ex-president of the country’s largest teacher union and the former dean of the Howard University School of Education, who has called urban charters “schemes” that are really all about controlling urban land. Then, in a surprise move, Biden formally tapped Miguel Cardona, Connecticut’s education chief — a nonideological pick who offends neither the party’s opponents of reform nor its remaining defenders. For policy experts and parents alike, it is baffling that Biden’s finalists ran the full gamut from charter hatred to moderation — a bit like if the job of national security adviser were down to a bake-off between John Kerry and Attila the Hun. It’s a clue that whatever Biden’s formulations on the campaign trail, he may yet refrain from dismantling the education legacy of the president he once served.

The achievement gap between poor Black and Latino students in cities and rich white students in suburbs represents a sickening waste of human ability and is a rebuke to the American credo of equal opportunity. Its stubborn persistence has tormented generations of educators and social reformers. The rapid progress in producing dramatic learning gains for poor children, and the discovery of models that have proved reliable in their ability to reproduce them, is one of the most exciting breakthroughs in American social policy. For many education specialists, the left’s near abandonment of charter schools has been a bleak spectacle of unlearning — the equivalent of Lincoln promising to rip out municipal water systems or Eisenhower pledging to ban the polio vaccine. Just as the dream is becoming real, the party that helped bring it to life is on the verge of snuffing it out.

Closer look at fall enrollment shows decrease in public schools, increase in charter schools

A recent study completed by Wisconsin Institute for Law and Liberty shows school districts across the state saw a dramatic decline in fall enrollment as educators navigate the COVID-19 pandemic.

Fall enrollment numbers collected in October shows districts saw an average of 2.67% decline in enrollment. For districts that started the school year virtually exclusively, saw an even larger decrease of 3%.

Last year enrollment was down .3%. So where did they go? The 44 school districts in Wisconsin with virtual charters saw an increase of approximately 4.5% in enrollment on average relative to other districts.

Enrollment in Wisconsin’s parental choice programs increased by more than 2,700 in a year where public schools saw declines of nearly 36,000.

It’s hard to see how Milwaukee Public Schools benefits from hostility toward its own charter schools

As a second, less tangible factor, some of the charter schools get very good academic results. For example, Milwaukee Excellence Charter School, one of the schools receiving a reduced renewal Dec. 17, had the highest score of any Milwaukee school on the statewide school report card in 2018. In 2019, it had the second highest score in MPS. (This year, there were no report card scores because the COVID-19 outbreak eliminated statewide testing in the spring.) 

The MPS committee that reviewed the school’s performance recommended a five-year renewal for that school and the other two that came before the board. Still, the board changed each to three, while making it clear they were not criticizing the schools.  

Milwaukee College Prep operates four schools in low-income neighborhoods on the north side with just over 2,000 students. It has outperformed MPS in reading and math year after year.  

But, amid unhappy dealings with MPS, the charter renewal process for College Prep is on hold now and the school network is applying to switch its charters to UWM. That could occur before the next school year, and it would cost MPS more than $4 million a year in revenue, plus the loss of students whose test scores raise the overall MPS results.

Students at Ohio charter schools show greater academic gains, report finds

A new report found many Ohio students attending charter schools had larger gains on achievement tests, better attendance and fewer disciplinary incidents compared to their peers enrolled in traditional public schools.

Black, low achieving, and urban students at the tax-funded, privately operated and tuition-free schools benefitted most, according to the analysis by Ohio State political science professor Stephane Lavertu, “The Impact of Ohio Charter Schools on Student Outcomes, 2016-2019.”

Columbus charter schools, the report found, academically outperformed those in other urban areas.

“It’s approximately as if a student had an extra year of learning by 8th grade if they attended a charter school for all those grades, 4, 5, 6, 7, 8, about 35 to 40 days of learning per year.” Lavertu told reporters during a conference call.




Expanding One City charter school moves into new south Madison space

The leadership of the Madison charter school signed the lease Aug. 28 after a search for new space, and D’Abell recalled the busy weekend of preparing the building while also communicating with parents about where the year would begin.

“We didn’t know where we were going to be,” D’Abell said during a recent interview in his office. “We looked at potentially having school in Penn Park, at least when it was still warm, and having tents. We looked at mobile classrooms.”

One City first opened in 2015 offering preschool and 4- and 5-year-old kindergarten. It now has students from age 2 through second grade, split between two sites. The new Coyier Lane building is set up for 101 students in grades K-2, with 40 of them learning remotely.

For D’Abell’s first year on the job, a new building combined with setting up instruction during a pandemic has kept him busy.




Charter school district sees rise in enrollment while a local public school district sees a drop

As the pandemic continues presenting changes and challenges for schools across the country, a charter school district in El Paso sees a jump in enrollment.

Dr. Joe E. Gonzales, the superintendent of the Burnham Wood Charter School District, said a large portion of new enrollment at his schools is driven by families looking for face-to-face instruction while some public schools remain fully online for at least a few more weeks.

“A lot has to do with face-to-face instruction, parents are in a hard situation, taking their kids to school and trying to keep a job, so I’m glad we can offer a safe place for their kids,” Gonzales said.




Why Mayor Elorza changed his tune on charter schools in Providence

When Mayor Jorge Elorza raised concerns last year about a charter school organization’s expansion plan in Providence, he had a very practical reason. He was in charge of a school system with 24,000 students, and he feared that the district would not be able to absorb the financial hit if too many students left the traditional school system for public charter schools.

Now Elorza, a Democrat who is openly considering a run for governor in 2022, is publicly supporting an even larger expansion of the Achievement First Mayoral Academy, and he has also agreed to chair the board of directors for Excel Academy, the Massachusetts-based charter school organization that wants to open a school that would eventually serve nearly 2,200 students from Providence, North Providence, and Central Falls.

The mayor’s about-face in such a short period of time would ordinarily be viewed as a stunning policy shift, but he maintains that his evolution is also a practical one. In short, the state has taken over the Providence school system, so Elorza no longer has the same worries about the district’s finances that he had a year ago.

“Not having to take into account the finances and how we’re going to balance the budget, it’s a much a different consideration for me,” Elorza told the Globe on Monday. “Now it comes down to: Are they delivering for students? And the answer is unequivocally yes.”

The Rhode Island Department of Education took control of Providence schools on Nov. 1, 2019, several months after researchers from Johns Hopkins University released a scathing report that showed widespread dysfunction with nearly every facet of the district. Elorza publicly supported the takeover, although it has been less of a partnership between the city and state than he initially envisioned.

The Case for Urban Charter Schooling

A decade ago, the charter-school movement was moving from strength to strength. As student enrollment surged and new schools opened in cities across the country, America’s first black president provided much-needed political cover from teachers’ union attacks. Yet today, with public support fading and enrollment stalling nationwide — and with Democratic politicians from Elizabeth Warren to Joe Biden disregarding, downplaying, or publicly disavowing the charter movement — the situation for America’s charter schools has become virtually unrecognizable.

This is a strange state of affairs, given the ever-growing and almost universally positive research base on urban charter schools. On average, students in these schools — and black and Latino students in particular — learn more than their peers in traditional public schools and go on to have greater success in college and beyond. Moreover, these gains have not come at the expense of traditional public schools or their students. In fact, as charter schools have replicated and expanded, surrounding school systems have usually improved as well.

To be sure, the research is not as positive for charter schools operating outside of the nation’s urban centers. Furthermore, multiple studies suggest that internet-based schools, along with programs serving mostly middle-class students, perform worse than their district counterparts, at least on traditional test-score-based measures. But like the technologies behind renewable energy (which work poorly in places where the wind doesn’t blow and the sun doesn’t shine), charter schools needn’t work everywhere to be of service to society. And, contrary to much of the public rhetoric, the evidence makes a compelling case for expanding charter schools in urban areas — especially in major cities like New York, Los Angeles, Chicago, Miami, Houston, Atlanta, and San Francisco, where their market share is still relatively modest. Indeed, encouraging such an expansion may be the single most important step we can take to improve the lives of low-income and minority children in America’s most underserved urban communities.

It is a particularly cruel irony that many within the Democratic Party — with its historic legacy of standing up for needy urban families — have turned against a policy that could so dramatically improve the lives of their constituents. But despite some Democrats’ about-face on charter schools, it is imperative that America’s dispirited education reformers — who have experienced more than their fair share of disappointment — not throw in the towel just yet. Although the political climate may now entail a serious fight over charter schools in the coming years, the benefits of such schools make them well worth the effort.

Public charter schools were once viewed as a nonpartisan compromise between vouchers for private schools and no choice at all. Not now. In its 2020 national platform, the Democratic Party calls for “stringent guardrails to ensure charter schools are good stewards” and says federal funding for charters must be conditioned on “whether the charter will systematically underserve the neediest students.” Charter schools are indeed acting as good stewards by outpacing district schools on achievement growth—especially for the most at-risk students.

In a new study we compare the progress made by cohorts of charter and district school students on the National Assessment of Educational Progress from 2005-17—a sample of more than four million test performances. Overall, students at charters are advancing at a faster pace than those at district schools. The strides made by African-American charter students have been particularly impressive. We also see larger gains at charters, relative to district schools, by students from disadvantaged socioeconomic backgrounds.

Sometimes known as “the nation’s report card,” the NAEP administers math and reading tests every other year to representative samples of fourth- and eighth-grade students in all 50 states. Ours is the first study to use this vast storehouse of information to analyze changes over time in the charter and district sectors. By adjusting for student background characteristics—sex, ethnicity, income, and (for eighth-grade students) computer availability and the number of books in the home—we made direct comparisons between student outcomes at charter and district schools. Because NAEP data don’t allow us to track specific students, we looked at changes in performance from one student cohort to the next over 12 years.

K-12 Tax, Referendum & spending climate: California’s state budget has big benefits for a Teacher unions, stifles charter schools and funds phantom students

Students of civics might think the California state budget is crafted by the elected representatives of the citizenry, who debate and amend proposals working their way through various committees, ultimately leading to a spending plan with majority support and the signature of the governor.

All that happens, of course, but no budget makes it to the governor’s desk without at least the tacit approval of the state’s public employee unions. Since public education alone makes up a minimum of 40 percent of the state budget, the California Teachers Association has an outsize influence over the construction of that budget.

This has been true for at least the 27 years I have covered the union’s operations. In 2000, for example, then-President Wayne Johnson boasted to his members about how he had the governor and state legislative leaders on the phone with him, falling over themselves to place more money in the education budget, until Johnson finally relented at an additional $1.84 billion.

This year’s budget, however, rivals any previous examples of teachers union benefits sewn into state law.

Imaginary money. The budget relies on two sources of funding that do not exist, and may never exist. First, it hopes that the U.S. Senate will approve, and President Donald Trump will sign, the HEROES Act, which contains $1 trillion in aid to state and local governments. Should that fail to happen, California will issue $12 billion in deferrals to school districts. Deferrals are essentially IOUs to be paid in the next fiscal year. This is also money that doesn’t yet exist.

Should deferrals become necessary, the state also authorizes school districts to transfer money from any account they hold to any other account in order to pay their bills. Money targeted for a specific purpose or program can be used for any purpose or program. Districts can also use the proceeds from the sale or lease of property for any general fund purpose.

Charter Schools’ Enemies Block Black Success

For decades, there has been widespread anxiety over how, when or whether the educational test score gap between white and non-white youngsters could be closed. But that gap has already been closed by the Success Academy charter school network in New York City.

Their predominantly black and Hispanic students already pass tests in mathematics and English at a higher rate than any school district in the entire state. That includes predominantly white and Asian school districts where parental income is some multiple of what it…

One piece of rhetoric that seems plausible on the surface is that charter schools “skim the cream” of students, leaving the public schools worse off. But this ignores the fact that admission to New York City charter schools is by lottery—that is, by luck—and not by students’ academic records or test results.

No doubt more motivated students are more likely to apply to charter schools. But only a fraction of those who enter the admissions lotteries win. This means that the majority of those motivated students remain in traditional public schools. The fraction that go into charter schools do not prevent traditional public schools from properly educating the much larger number who remain. If traditional public schools fail to do so, that is their own responsibility, and cannot be blamed on charter schools.

Teachers unions and traditional public school administrators have every reason to fear charter schools. In 2019 there were more than 50,000 New York City students on waiting lists to transfer into charter schools.

If that many students were allowed to transfer, in a city where expenditures per pupil are more than $20,000 a year, the result would be that more than a billion dollars a year would transfer with them to charter schools.

So what’s a charter school and what kind of options do parents have access to?

Charter schools are public schools with significantly less red tape than their traditional public school peers. Wisconsin has several types with the most common type of charter school is a school authorized by the school district.

  • “Instrumentality” charter schools are part of the traditional school district, providing an alternative option for students or a unique perspective to the district. For example, according to DPI date, Tesla Engineering Charter School is a high performing instrumentality charter school authorized by the Appleton Area School District.

  • In Milwaukee, there are also several charter schools that are authorized by the district but have some separation between them and the district. These are called non-instrumentality” charters. For example, these charter schools have their own governing boards and hire their own teachers. Milwaukee Excellence, a “non-instrumentality charter” authorized by MPS, is the highest performing school in the City of Milwaukee.

  • Milwaukee also has a high percentage of “independent” charter schools, schools that are authorized by a governmental entity that is not a school district. For example, these schools are authorized by the UW-Milwaukee or by the City of Milwaukee’s Common Council. Schools like Rocketship, with two campuses in the north and south neighborhoods of Milwaukee, are schools serving vulnerable populations of students and helping students achieve academic success. Independent charter schools are beginning to expand outside of Milwaukee. The University of Wisconsin-System Office of Educational Opportunity started authorizing charter schools in the Madison area. UW-Parkside also authorized a charter within its community.

But does the charter school model work?

According to the data from most recent state report card, charter schools are some of the highest performing schools in the state. WILL research found that in Milwaukee, both independent and non-instrumentality charter schools exceeded MPS in student proficiency in math and English.

But these charter schools should be celebrated for more than just their academic performance. These schools embrace their students and families, creating a community of support for overall student success. For example, Dr. Howard Fuller Collegiate Academycelebrated their 2019 high school senior’s college signing day with 100% college acceptance and over $2.5 million dollars earned in scholarship funds.

Meanwhile, earlier this month, Cooper said he asked Nashville school leaders to figure out how they could carve up to $100 million out of the district’s budget for the current fiscal year, which ends June 30. 

The school board’s denial of charter school applications is also in keeping with its overall trend in recent years. The debate over charter schools in Nashville has been one of the city’s most contentious. 

Critics say charter schools, which receive public money but are operated independently, pull students, money and resources away from zoned schools. Proponents have said they allow choices for parents and alleviate needs at some schools. 

Nashville now is projected to spend $139 million on the city’s 28 charter schools, which enroll nearly 13,000 students.

Gov. Brown and the Oregon Teachers Union shut down online charter schools

In a time of national emergency, when our leaders need to be thinking outside the box and giving struggling families more choices rather than fewer, Oregon Gov. Kate Brown instead decided to pay back political favors by shutting down online charter schools.

On paper, online charter schools that allow students to proceed at their own pace and learn from the comfort and security of their own home is the ideal response to a pandemic that has just closed the state’s schools for the remainder of the academic year. Closing brick and mortar schools will especially hurt large numbers of students who are already struggling academically. Most high school seniors need just a few more credits to graduate so they can attend college in the fall, credits they may not be able to get without an online charter school. Allowing such an option will help these seniors catch up to where they should be at this point in the semester and perhaps even graduate on time and as planned.

Public schools in New Mexico aren’t funding students equitably, so says the U.S. Department Education who accuse the state’s leaders of “diverting [$63 million] in federal Impact Aid grants” intended to help school districts that are disadvantaged by their low tax bases. 

The feds found that New Mexico wasn’t passing the “equity test,” which by law requires “the difference in per-student spending between the public district or charter school with the highest rate in the state and the one with the lowest must not exceed 25 percent.” 

As is, the state’s difference between its highest and lowest is 30%. Not only does that put them out of compliance, it also illustrates the equity-killing effects of business as usual.

Dylan Mullan from the Sante Fe New Mexican reporting includes a nugget that reveals a massive rip in the public education seam:

Madison spends roughly 19k/student annually, while some districts are far less. Charter and voucher schools cannot touch substantial local property taxes and therefore spend less than half of Madison.

Indiana virtual charter schools linked to a decline in student test scores, a new study shows

Faced with low academic results at online schools across the country, supporters often defend virtual education because it provides a haven for struggling students.

But a new study in Indiana found that students fell further behind after transferring to virtual charter schools. The findings suggest that online schools post low outcomes not simply because the students they serve face challenges, but because of problems with how online learning works — and the shortfalls of not having a physical classroom.

The new research, to be published in the journal Educational Researcher, is in line with other studies that have shown that students who transfer to virtual charter schools saw significant drops in their math and reading scores.




Civics & K-12 Opportunity: AOC Admits She Got Her Goddaughter Into a Bronx Charter School

This isn’t the first time that AOC has inadvertently made the case for school choice. At an October rally for Democratic presidential candidate Bernie Sanders (I–Vt.), she shared that her family left the Bronx for a house in Westchester county, so that she could attend a higher-quality school. “My family made a really hard decision,” said Ocasio-Cortez. “That’s when I got my first taste of a country who allows their kids’ destiny to be determined by the zip code they are born in.” 

The congresswoman has correctly diagnosed the problem. Whether or not a student is able to attend a decent public school too often turns on the neighborhood he or she happens to grow up in. It’s a reality that briefly dominated the national conversation during the recent college admissions scandal, which saw wealthy celebrities paying to have their children receive rigged acceptances to elite universities. Comparisons were immediately drawn to the case of Kelley Williams-Bolar, who received a five-year prison sentence for using her father’s address to ensure that her children could attend the superior elementary and middle schools nearby.

As AOC recognized in her speech at the Sanders rally, such a dilemma is only possible when the system hinges on a zip code. But isn’t that a problem that school choice can help fix?

If her experience is any guide, the congresswoman should say yes. But school choice has become strangely polarizing in recent years, as many Democratic leaders forcefully repudiate charters.

The AOC Tapes: Rep says she got goddaughter into Bronx charter school

Good for me, but not for thee.

Rep. Alexandria Ocasio-Cortez managed to get her goddaughter into a Bronx charter school, according to a Facebook Live video she recorded in 2017 — before she was a public figure.

“This area’s like a lot of where my family is from,” AOC says as she strolls along Hunts Point Avenue in the Bronx. “My goddaughter, I got her into a charter school like maybe a block or two down.”

It’s unclear exactly how Ocasio-Cortez managed to finagle the favor for her goddaughter, or which school she attended. There are at least five — including South Bronx Classical Charter School I and Bronx Charter School for the Arts — within walking distance of the Hunts Point subway station where the video cuts out.

Reps for AOC did not immediately respond to request for comment.

Embracing charters would be a big no-no for Ocasio-Cortez’s Democratic socialist base, which calls for the total abolition of charters, arguing that their existence hurts traditional public schools.

“Charter schools act as tools for privatizing education and weakening the power of unionized teachers,” the party says in its New York City platform, which called for ending “the creation of new charter schools, [banning] the expansion of existing charter schools, and transform[ing] existing charter schools into public schools.”

Though Ocasio-Cortez has frequently talked about how her own family fled the Bronx to avoid the borough’s failing public schools, she has also publicly stood in total lockstep with anti-charter advocates.

Study: Newark’s large charter school networks give students a big boost. Other charters, not so much.

Newark’s largest charter school networks give students a big bump in their test scores, while other charter schools are far less effective at boosting scores, a new study finds.

Students who enrolled at schools run by the city’s two largest charter operators — KIPP and Uncommon Schools — saw large and lasting gains on their test scores, according to the analysis of data from 2014 to 2018. But students who attended a different set of charter schools, on average, got a much smaller boost.

The study by the Manhattan Institute adds to previous research showing that Newark’s charter schools, which educate more than a third of the city’s public-school students, collectively raise students’ test scores. But the analysis also sheds new light on the wide variation within Newark’s large charter sector, showing that the big charter school networks with the most students drive the sector’s positive results.

Why does a highly-educated university town (Madison) need a charter school?

Richmond: Madison is a university town. It is highly educated and pretty solidly middle class. Why does it need One City?

Caire: Madison has been harboring an achievement gap, that they knew about, since they first learned about it in 1965. Back then, there was a 27-point difference between black and white students in reading. That was in a Master’s thesis written by a woman named Cora Bagley, whose work was cited in a report called, “The Negro in Madison.” It was reported on again in 1965 by Dr. Naomi Lede who was responsible for the National Urban League’s assessment of whether or not a chapter of the Urban League should be established in Madison.

But there wasn’t a push to do anything about it until more reports came out in the 1970s that said, not only do we have an achievement gap, we also had a large gap in high school completion rates where only 44% of African-American students graduated with their senior class.

Madison had a surge of African-Americans that came to the university in the 1970s and many were activists. These students began living and teaching in the community and they took on social and economic disparities along with the NAACP and the Urban League. But the activism would die down because the school district would throw some money at it and, out of graciousness, people would wait and see. And then 5 years later it would come up again, and again, and again.

In 1991 or 1992, there was a report by the Wisconsin Policy Research Institute titled, “Dual Education in the Madison Metropolitan School District” that said there were two school districts, one serving black students and one serving everybody else.

About 5 years before that, I myself was part of a data set that showed disparities. I graduated from high school in 1989 and was a sophomore in 1987 when the Urban League looked at sophomores’ course taking patterns.

The glaring errors in NPE’s new anti-charter school report

Recently, the Network for Public Education (NPE) released a report that attempts to put another arrow in the quiver of charter opponents. This study ostensibly investigates the extent to which federal funds have gone to charter schools that closed their doors, or never opened to begin with that had previously received CSP funds. It is a follow-up to an earlier analysis by NPE that came under sharp criticism for sloppy research methods. Christy Wolfe pointed out that a number of schools that the report claims have closed actually remained open, as well as for mischaracterizing the grant-approval process within the Department of Education. Unfortunately, it appears this new iteration suffers from the same flaws. Indeed, rumors of the closure of many charter schools in the study have been greatly exaggerated.

We took a look at the list of schools for Wisconsin only, the state with which we are the most familiar. Of the 132 schools identified as closed, at least ten remain open and serving students today. Indeed, schools like Hmong American Peace Academy and Milwaukee College Prep 36th St. and North are among the highest performing schools in Milwaukee according to report cards. Because media reports are including the aggregate number of schools closed along with the aggregate cost, errors of this nature serve to seriously undermine the findings.

What appears to have happened here is that the authors of the report did not realize that charter schools sometimes change authorizers. When that happens, the manner that the schools are reported on DPI reports—such as report cards—changes. This glaring error suggests that the authors did not take the time to dive into the charter laws in each state they claim to investigate, and it would be worth the time for proponents of charters in other states to look for similar errors. As noted by Nina Rees, President of the National Alliance for Charter Schools, the Department of Education itself has reported a far lower rate of failure than what is suggested here, with about 1.7 percent of CSP-funded charters closing before their second year of operation.

A team of reviewers for the school’s charter found it “fails to meet expectations” in seven criteria, “meets expectations” in 29 and “exceeds expectations” in two. The fails to meet expectations criteria include being below the enrollment required by the current contract, 120. This year the school has 97 students enrolled.

In the school’s presentation Monday, Tran highlighted the performance of student focus groups compared to district averages, like 56% of the school’s black students meeting growth targets in reading in 2018-19 compared to 50% of black students district-wide. Other highlights included 78% of students with disabilities meeting growth targets at the school to the district’s 52% and 36% of English Language Learners meeting reading proficiency at Badger Rock compared to 25% district-wide.

Board members pointed out that the growth numbers are different than how many students were proficient in subjects, numbers that were generally lower for the school. In other words, while students improved at Badger Rock, they still were not meeting grade-level expectations. Board members asked for more specific information on student proficiency before their January vote.

Interim superintendent Jane Belmore is expected to issue a recommendation to the board in a memo ahead of that meeting.

Minority Voters Chafe as Democratic Candidates Abandon Charter Schools



The night before Democratic presidential candidates took to a debate stage here last week, black and Latino charter school parents and supporters gathered in a bland hotel conference room nearby to make signs they hoped would get the politicians’ attention.

“Charter schools = self-determination,” one sign read. “Black Democrats want charters!” another blared.

At issue is the delicate politics of race and education. For more than two decades, Democrats have largely backed public charter schools as part of a compromise to deliver black and Latino families a way out of failing district schools. Charters were embraced as an alternative to the taxpayer-funded vouchers for private-school tuition supported by Republicans, who were using the issue to woo minority voters.




The Big Lie About Charter Schools

When Sen. Elizabeth Warren released her education plan, she trotted out a familiar charge against charter schools: that they “strain the resources of school districts.” To fight this supposed scourge, she promised to end federal financial support for new charter schools. And she’s not an outlier among the Democratic presidential hopefuls. Her fellow progressive Sen. Bernie Sanders had already charged, in his education plan, that charter schools’ “growth has drained funding from the public school system.” Even Joe Biden —who served under President Obama, an enthusiastic charter supporter—has picked up the refrain. “The bottom line” on chartering, he told an American Federation of Teachers town hall, “is, it siphons off money for our public schools, which are already in enough trouble.”

To begin with, charters themselves are public schools. The only difference is that they are operated independently of district bureaucracies, with more freedom to design their programs and choose their teachers but also more accountability. If charters fail—if their students fall too far behind—they are usually closed.




Make private, public, and charter schools play by the same rules

Charters and private schools are here to stay in Florida, and that’s just the way it is. That’s not a bad thing. But the rules that apply to public schools sometimes don’t apply to the other schools.

State Sen. Linda Stewart, an Orlando Democrat, wants to change that. She filed SB 632 that would make private and charter schools operate by the same standards as traditional public schools. Private schools would also face stricter requirements for academics, testing, and building requirements.

“I don’t care where they want to send them,” she told the Tampa Bay Times. “But at least have the same requirements. … It makes for a better education system.”

That seems fair to me, but it prompted this retort from Erika Donalds. She is a charter school operator, and her husband, Byron Donalds, is a GOP state lawmaker.




Leaked document reveals that Sidewalk Labs’ Toronto plans for private taxation, private roads, charter schools, corporate cops and judges, and punishment for people who choose privacy

Tomorrow, Toronto’s City Council will hold a key vote on Sidewalk Labs’s plan to privatize much of the city’s lakeshore in the name of creating a “smart city” owned by Google’s parent company, Alphabet.

Today, the Globe and Mail published a summary of Sidewalk Labs’s leaked “yellow book”, a 2016 document that lays out Sidewalk Labs’s vision for Toronto and future projects in Detroit, Denver, and Alameda.

The plan lays out a corporate-owned city similar to Lake Buena Vista, the privately owned municipality established by the Walt Disney Company on a massive tract of central Florida land that contains the Walt Disney World resort.

The plan calls for the creation of privately owned and regulated roads, charter schools in place of publicly administered schools, the power to levy and spend property taxes without democratic oversight, a corporate criminal justice system where the cops and judges work for Sidewalk Labs, and totalizing, top-to-bottom, continuous surveillance.

Torontonians who decline to “share” information with Sidewalk Labs will not receive the same level of services as those who do.

Sidewalk Labs says that the document does not reflect its current ambitions.




Charter Schools Ace Another Test

Is the success of charter schools an illusion? Critics claim charters merely skim the best students, whose parents care enough to apply, while pushing out troublemakers. So it’s worth noting a new study showing that often test scores improve for all students when charters increase their market share.

The Thomas B. Fordham Institute examined 21 urban school districts with at least 2,500 black students per grade from 2009-2015. As the “black charter market share” rises in the study to 50% from zero, the associated educational gain is 0.8 grade level in English and 0.7 in math. This bump is for all black students in the district, whether they attend a charter or not.




QUALITY CHOICES Rising Tide: Charter School Market Share and Student Achievement

Plenty of studies have compared the progress of students in charter schools versus traditional public schools. And more than a dozen have examined the “competitive effects” of charters on neighboring district schools. Yet, to our knowledge, no prior study has directly addressed the trillion-dollar question—that is, whether overall achievement increases as the “market share” of charter schools grows.

Rising Tide: Charter School Market Share and Student Achievement, authored by Fordham’s David Griffith, is a first-of-its-kind study that looks at the relationship between “charter market share” and the academic achievement of all students in a given community, including those in traditional public schools. To accomplish this, the report uses data from a new source, which allows researchers to compare English language arts and math scores from thousands of school districts and dozens of different tests.




The Secret of a Charter School’s Success? Parents

Collectively, charter schools educate 3.2 million children in 7,000 schools in 43 states and the District of Columbia. None are more polarizing than New York City’s network of about 50 Success Academy schools, which serve 17,000 students—94% of whom are from minority backgrounds—under their visionary and lightning-rod leader, Eva Moskowitz. Most are less than a decade old, and all of them are exceptionally high performing. In a city where less than 40% of black and Hispanic children test at proficiency for reading or math, 90% of Success Academy’s students of color passed the most recent state reading test. Virtually all of them—over 98%—did so in math.

Test results should not be the sole measure of school quality, but they’re how we often keep score. By that standard, there’s no such thing as a bad Success Academy school. Its very “worst” campus saw 85% of its students pass last year’s reading test, and in math the worst was 92%—a level of quality and consistency unmatched by any other large charter school network in the U.S.

The Wisconsin Department of Public Instruction approved 11 awards totaling more than $7 million in federal funds to plan, open, or expand charter schools in the state. The department received 21 grant applications, requesting a total of $13.9 million.

“Charter schools are one way for educators to innovate and engage the wide range of students in our communities,” State Superintendent Carolyn Stanford Taylor said. “As we determined these awards, we prioritized expanding opportunities to students who face challenges. We want all students, no matter who they are or where they live, to have access to the resources and educational rigor they need to succeed.”

This is the second round of funding in a five-year, $95 million grant awarded to Wisconsin by the U.S. Department of Education to support charter school activities. The program provides three types of awards: planning and implementation grants for charter schools opening in the fall of 2020, implementation grants for schools which recently opened or will open in 2019, and grants to help existing, high-quality charter schools expand. Grant activities span from four to five years.

Do Charter Schools Replicate?

The paper’s authors, three professors of economics or education policy, explain what happened after Massachusetts raised its charter cap in 2010. The state set rules encouraging successful charter schools—deemed “proven providers”—to seed new campuses. Most follow a “no excuses” framework, with high expectations and a low tolerance for misbehavior.

After the cap was lifted, growth came rapidly. By 2015 the share of Boston’s sixth-graders attending a charter school had risen from 15% to 31%. Yet applications increased even faster, to the point that there were two hopefuls for each open seat. Oversubscribed charters award admission by lottery, which randomizes the results. “Comparing the outcomes of students who receive lottery offers to those that do not,” the authors write, shows “large positive impacts of charter attendance on test scores.”

Notably, the charter spinoffs were equally successful “while enrolling students that appear more representative of the general Boston population.” Compared with peers at Boston Public Schools, these pupils had lower previous test scores, were more likely to qualify for subsidized lunch and had similar rates of special needs and limited English.




Do Charter Schools Cause Fiscal Distress in School Districts?

Districts must no longer pay to educate students who transfer to publicly funded charter schools but they must still pay costs that can’t be adjusted immediately as school enrollment changes. Since 2017 critics in California and nationwide have claimed charter school growth undermines school district finances and forces cuts in the quality of schooling districts can provide.

These claims have gathered momentum, especially in California districts, where in 2019 teachers unions made stopping charter school growth part of their collective bargaining agendas. As part of a settlement with the United Teachers of Los Angeles, the local school board released a statement in support of a temporary moratorium on charter school growth, and the State Superintendent of Schools has convened a task force to consider charter costs and the impact on school districts. The Legislature is now considering various bills on charter school policy.

Despite the level of political activity around charter schools, evidence about their growth and effects on district enrollment is fragmentary. One study has tried to estimate what it costs a district when students transfer to charter schools, but its methods and uses of data do not follow professional norms for cost analysis. As a result, public discussion is spirited but not well informed.

Because CRPE has done pioneering work on estimating and mitigating costs to districts in times of charter growth, we sought to provide the best evidence available for California in time to inform the current debate. We have written short briefs on three topics:

As charter school enrollments have grown, what has happened to district enrollment, statewide and in critical localities like Oakland and Los Angeles? Are charters the main drivers of enrollment loss, such that ending charter school growth will stabilize district enrollment? Teachers unions look for return on Newsom investment with anti-charter school bills

California teachers unions were the biggest donor to Gov. Gavin Newsom’s election campaign last year, giving him $1.2 million taken from teachers’ paychecks in the form of union dues. Now they’re looking for a return on investment with a legislative package that would cripple the growth of their charter school competitors.

Assembly Bills 1505, 1506, and 1507, sponsored by the California Teachers Association, would, respectively, give local public school districts sole control over authorizing new charters, set state and local caps on their numbers, and limit their locations. Last month, this trio of bills cleared the Assembly Education Committee, which is chaired by Assemblyman Patrick O’Donnell, a former member of the CTA’s policymaking assembly.




Assessing charter schools’ impact on districts is too important to get wrong

Several months ago I critiqued a report by Dr. Gordon Lafer that was published by In the Public Interest (ITPI), a think tank that has long been critical of charter schools and recently helped rally supporters of a five-year moratorium on new charters. Unfortunately, the report continues to inform policy deliberations in California, where Gov. Gavin Newsom has tasked a commission to study charter school policy changes.

Lafer’s methodology, which has not been peer-reviewed, measures the budget impact of closing local charter schools on three hypothetical school district budgets. It makes several flawed assumptions that result in unsupported conclusions.

The study assumes that without charter schools, all the charter students within district boundaries would attend that district’s schools. Then it assumes that the district’s new tax revenue connected to those new students would exceed the cost of educating them, resulting in an improved financial picture for the district.

The questionable assumptions don’t end there.




Murphy’s troubling failure to defend charter school success

The New Jersey Education Association just revived its call for a freeze on the growth of charter schools, a declaration of war from a muscular union that spends more on lobbying and campaigns than any other special interest group in the state, by far.

So, this is a serious threat, especially in Newark, where families are competing against tough odds to win a spot in the booming charter sector. One in three kids in Newark now attends a charter school, but many more want in, drawn by high test scores, high graduation rates, and a glide-path to college.

The verdict from Newark families is in. When offered a choice, they consistently prefer charters, whose students are overwhelmingly black and brown, and low-income. The resistance is coming from the unions, from strong suburban districts that don’t really need charters, and from orthodox liberals like our governor, who relies on the NJEA for political support.

For nearly two decades teachers unions and charter schools have formed an “us vs. them” narrative that pits one against the other. Unionization efforts by charter school teachers could scramble that narrative. With this report we set out to understand trends in charter school unionization, document teachers’ motivations for unionizing, and assess whether collective bargaining agreements in charter schools differ from those in traditional school districts.

We spoke to sixteen teachers at nine schools where teachers had either recently unionized or were undergoing campaigns to decertify their unions. We also compared the content of their collective bargaining agreements with those in local school districts and analyzed national data on charter school unionization. We learned:

Wisconsin Governor Evers seeks to freeze voucher school enrollment and suspend charter school expansion



Molly Beck:

He said in the Milwaukee program especially, enrollment freezes in private voucher schools would disproportionately affect children of color living in low-income households.

“Most of our families don’t have the kind of income where they would have realistic choices,” he said at the time.

Under Evers’ proposal, voucher schools also would be banned from charging tuition for students living in poverty under the proposal and would be required to allow students to opt out of religious activities.

All teachers working in schools receiving taxpayer-funded vouchers would be required to be licensed like public school teachers, and all voucher schools would be required to be accredited before receiving taxpayer funds, under Evers’ proposal.

In another provision, increases in the amount of money private voucher schools receive per student would be tied to increases in the amount of money school districts could raise in revenue and receive through the state’s funding formula.

Suspend charter school expansion

Evers in his spending plan also would suspend programs created by Republicans in recent years to expand independent charter schools in school districts that have persistent gaps in academic achievement between groups of students.

The University of Wisconsin System Office of Educational Opportunity, which was created in 2015 and may authorize independent charter schools over the objection of school district officials, would be barred from authorizing new schools until 2023.

The budget proposal also seeks to prevent a flurry of new independent charter schools from opening.

Under state law, charter schools may be authorized by technical colleges, the City of Milwaukee, all UW System chancellors, the state’s tribal leaders, and the Waukesha County Executive. Evers’ budget proposal suspends the organizations’ authority to authorize new charter schools until 2023.

A spokesman for UW System did not respond to a request for comment on the proposals to suspend the system’s ability to create new charter schools.

Another program known as the Opportunity Schools and Partnership Program would be eliminated. The program was created in 2015 and required public school districts receiving persistent failing grades from the state to be taken over by county officials.

The program, which was created to address low-performing schools in Milwaukee, requires the county executive to appoint a special commissioner to take over a select number of schools in a district receiving failing grades and turn them over to an outside operator.

Evers is also calling for requiring all teachers working in private schools that accept taxpayer-funded voucher students to be licensed like public school teachers. He also wants to give taxpayers more information on property tax bills about how much of their money is going to fund voucher schools. He’s also calling for a cap on enrollment in the voucher program for students with disabilities.

Jesse Opoien:

Evers is set to deliver his first budget address Thursday evening, but has shared some details from the spending plan with reporters in the weeks leading up to it. His plans for voucher and charter schools were first reported by the Milwaukee Journal Sentinel on Monday, then shared with other reporters later that day.

Aides to the governor framed the proposal as a way to reduce property taxes and to discuss funding sources for the voucher program without affecting currently-enrolled students.

Opponents of the plan accused Evers of favoring teachers’ unions over students.

“Evers’ budget would end school choice as Wisconsin knows it,” said C.J Szafir, executive vice president of the conservative Wisconsin Institute for Law & Liberty, in a statement.

Yet: “The data clearly indicate that being able to read is not a requirement for graduation at (Madison) East, especially if you are black or Hispanic”.




UW rejects application for independent Madison charter school

According to emails released to the State Journal under the state’s open records law, Superintendent Jennifer Cheatham on Sept. 10 asked her chief of staff, Ricardo Jara, and other front-office officials whether Arbor was “worth trying to stop? Or change somehow? If so, how?”

Cheatham expressed the district’s opposition to the school in a letter to Cross on Sept. 24 that points to alleged deficiencies in Arbor’s application, and accuses OEO of not sharing information with the district about the school.

“I am writing you to formally request that the OEO immediately terminate contract negotiations with (Arbor Community School) or, at the very least, require that this school not be located in the City of Madison,” she wrote.

That same day, former Madison School Board member Ed Hughes took Cheatham’s letter to a board of directors meeting of the Goodman Community Center, where Arbor was then trying to secure space.

Children who are not proficient readers by fourth grade are four times more likely to drop out of school. Additionally, two-thirds of them will end up in prison or on welfare.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

Charter School Funding: Inequity in the City

One might assume that policymakers moved swiftly to remedy the injustice of charter school funding inequity revealed in the 2005 report. Sadly, that was not the case. We re-examined the charter school funding gap using data from 2006-07 and adding seven more states to our sample. In Charter School Funding: Inequity Persists, we reported that the gap favoring TPS stood at 19.2 percent nationally, only trivially smaller than the original gap of 21.7 percent. Even more concerning, a third study of 2010-11 revenue data identified the gap across an expansive sample of 30 states plus D.C. to average 28.4 percent more funding for TPS than charters, provoking the report title of Charter School Funding: Inequity Expands.11 All three of these charter school revenue studies have concluded that funding gaps are larger in urban areas, due to more local funding and categorical
funding earmarked for districts with disadvantaged students going to TPS than to charters, even though public charter schools enroll a high proportion of low-income students.

This report contributes to the school funding policy literature by taking a deep dive into the realities of charter and TPS funding in major urban areas across the country. We examine funding disparity levels from all possible revenue sources in 15 different metropolitan areas for the 2013-14 school year. We selected the locations based on either a high concentration of charters in the metropolitan area or potential for charter school growth there. Eight of them have been the subject of our prior funding research, allowing us to track their charter school funding gaps over time, as we do in a section of this report. The remaining six locations add greater diversity to our sample, as they are smaller and newer charter school communities. Together, our selected
cities represent a cross-section of the current and projected charter school enrollment across the country. We highlight differences in local, state, and federal public funding, as well as all nonpublic funding for the same locations. This study represents the latest evidence regarding remaining public charter school funding inequities with a focus on where charters are most common: in cities.

The Unwritten Story of Chicago’s Charter School Teacher Strike: Unions See Walkouts as Survival Tool

The Acero charter school network and the Chicago Teachers Union reached a tentative agreement on a four-year contract early Sunday, bringing to an end a four-day teacher strike. It was the first strike of charter school employees in U.S. history.

This singular event garnered a great deal of press coverage. Several narratives were popular, which involved tying the strike to:

● the stalling of the charter school movement in Chicago and Illinois in general;

● the statewide teacher strikes last spring in West Virginia, Oklahoma, and Arizona;

● the Chicago Teachers Union strike of 2012;

● the growing union success in organizing charter school teachers; and

● a union show of force in defiance of the U.S. Supreme Court’s Janus ruling.

The primary purpose of a strike is to extract concessions from an employer when other methods fail. The Acero teachers were successful in this regard, and so perhaps the strike was justified. But there are charters in 43 states and some have been unionized for years. Teacher unions have opposed charters since the first one opened in 1992. So why did the first strike occur in Chicago in 2018?

When former charter school executive Marshall Tuck called Assemblyman Tony Thurmond to concede over the weekend, it marked another defeat for charter-school advocates in California.

Thurmond was elected California’s top education official in the wave that led more liberal-leaning voters to cast ballots. Although both are Democrats, Thurmond had the party’s endorsement.

He also was backed by teachers unions, who were outspent more than two-to-one.

Independent groups supporting Tuck spent more than $36 million this cycle. Prominent education reform supporters, including frequent political donor Bill Bloomfield, Netflix CEO Reed Hastings and philanthropist Eli Broad were among the biggest contributors to those efforts. Tuck’s official campaign raised another $5 million.




How the Charter School Wars Turned an Obscure Race Into California’s Second Most Expensive Election

The California charter school lobby is testing its influence in the race for Superintendent of Public Instruction, turning an election for a somewhat obscure statewide position into a notably expensive battle.

More than $50 million has flown into the contest between two Democrats for a nonpartisan office with little statutory power. For perspective, this is more money raised than in any U.S. House race this cycle and most Senate races, not to mention every other race in California, save for the governor’s.

The race, largely understood as a proxy war for the future of California charter schools, is the second attempt by the state’s charter school lobby to demonstrate its influence this election cycle. The candidates, Marshall Tuck and Tony Thurmond, both insist that the race is about far more than charters, which currently enroll 10 percent of the state’s 6.2 million public school students, though they admit that they hold different visions for the publicly funded, privately managed schools. That’s something their funders also acutely recognize.

Tuck, a second-time candidate for the position who has never held elected office, has received endorsements from the San Francisco Chronicle, the San Jose Mercury News and the San Diego Union Tribune, among others. He’s is backed by the charter school movement, which has spent close to $30 million in support of his campaign. Three individuals alone — real estate developer Bill Bloomfield, Gap co-founder Doris Fisher, and venture capitalist Arthur Rock — have given a combined $11 million.




What Spurred a 98% Strike Vote by LA Teachers? Plutocrats Pushing Charter Schools

Public school teachers in Los Angeles voted overwhelmingly in late August to authorize a strike over stalled contract negotiations, but the issues really energizing the union membership go far beyond a new contract. Instead, say union leaders and rank-and-file members, the teachers are growing increasingly alarmed at a small clique of billionaires that has won considerable sway over the L.A. school board and is aggressively promoting charter schools as a replacement for public education.

In a stunning display of solidarity, 98 percent of some 28,000 union members voted to authorize strike action. Arlene Inouye, co-chair of the contract bargaining committee of United Teachers of Los Angeles (UTLA) union, tells In These Times that the vote reflects the dismay of the teachers and other education professionals at the actions of the school board.

Do Charter Schools Take Districts’ Money? Only If You Think Children, and the Funding That Comes With Them, Are District Property

ow would you respond if you stumbled across a headline that asked, “How much do farmers markets cost Walmart?” It’s a ridiculous question. It presupposes that the customer belongs to Walmart; that any time the individual chooses to buy cucumbers from a local grower or salsa from an aspiring entrepreneur, he or she is “robbing” the dominant grocer. That’s just absurd. Yet this is the standard frame we use when talking about education. We blithely assume that education is wholly different from any other field.

Consider, for example, a recent headline on the Education Writers Association’s website: “How Much Do Charter Schools Cost Districts?” It’s the same question, and it is just as absurd as when talking about groceries. Worse, it is unethical, because it dehumanizes children, reducing them to economic units. In this formulation, neither they nor their parents are individuals with aspirations, endowed with free will and the ability to act in their own self-interest; they are a mere funding stream for public school districts.

This type of headline is all too common. Most people wouldn’t even bat an eye at it. But this isn’t just semantics. It gets at the heart of the way many people view public education.




Public Support Climbs for Teacher Pay, School Expenditures, Charter Schools, and Universal Vouchers

Education’s political landscape has shifted dramatically over the past year. To the consternation of most school-district officials, Secretary of Education Betsy DeVos used the bully pulpit to promote charter schools, vouchers, and tax credits for private-school scholarships. To the distress of teachers unions, the U.S. Supreme Court struck down an Illinois law requiring government workers who elect not to become union members to pay representation fees. To the chagrin of civil-rights groups, the U.S. Department of Education said that it was reviewing a letter sent to school districts by the Obama administration informing them that they were at risk of incurring a civil-rights violation if students of color were suspended or expelled more often than their peers. To the relief of Common Core enthusiasts, the politically charged debate over the standards moved to the back burner. And to the dismay of parents, teachers, and policymakers across the political spectrum, students demonstrated almost no gains in reading and math on the 2017 National Assessment of Educational Progress (NAEP) over the 2015 test.

All these events were consequential, but none penetrated into the thinking of the American public as sharply as did teacher strikes in six southern and western states. Those walkouts seem to have lent new urgency to teacher demands for salary raises and increased financial support for schools.

The status of public opinion on these and other topics comprises the 12th annual Education Next (EdNext) survey of public opinion, administered in May 2018. The poll’s nationally representative sample of 4,601 adults includes an oversampling of parents, teachers, African Americans, and those who identify themselves as Hispanic. (All estimates of results are adjusted for non-response and oversampling of specific populations. See methods sidebar for further details.)

On several issues, our analysis teases out nuances in public opinion by asking variations of questions to randomly selected segments of survey participants. Respondents were divided at random into two or more segments, with each group asked a different version of the same general question. For example, we told half of the respondents—but not the other half—how much the average teacher in their state was paid before asking them whether they thought salaries should be increased, be decreased, or remain about the same. By comparing the differences in the opinions of the two groups, we are able to estimate the extent to which relevant information influences public thinking as to the desirability of a pay increase.




Myth Busted: Public Charter Schools Do Not “Cream” District Students

Contrary to the common myth that charters skim the “cream of the crop” from school districts, the average student who transferred to a charter school over the summer in 2015 from a district school performed below the state average on AzMERIT in both math and English language arts. At the same time, districts that received students from charter schools during summer transfer actually enrolled higher performing students; begging the question: Who’s creaming whom?




Let’s talk about King LeBron’s Wink-Wink ‘totally-not-a-charter-school’ Charter School

I mention that routine because last week I felt like a victim of Sandburg’s non-wrath when Twitter’s anti-school reform voices suggested school reformers were wearing facial egg because “King” LeBron James’ celebrated new school opened in Akron, Ohio as a “traditional” public school rather than a charter.

Frankly, I didn’t get the joke.

Why would charter school supporters feel rebuffed by a new school opening in a city that desperately needs new schools?

Diane Ravitch and her digital accessories told us. I guess reform robots are such one-dimensional creatures that we expect every new school to be a charter.

“I salute LeBron James for investing his funding in a public school, not a charter school,” Ravich crowed.

That’s a tired language trick intended to frame charters as unpublic. It’s an intentional mark of dishonesty. As she said years ago: “charter schools are public schools.”




Understanding the Complexities of Charter School Financing in Milwaukee

Because enrollment is the primary driver of Wisconsin’s system of funding K-12 schools, a shrinking student population is one of the foremost financial challenges MPS faces. In a 2012 analysis of MPS’ fiscal condition,3 we noted that one of the strategies MPS had adopted to help stabilize its enrollment – and the revenue streams attached to it – was to increase the pace at which it was establishing its own charter schools. Since that time, however, the district’s efforts to establish or expand charter schools have faced occasional opposition from both internal and external MPS stakeholders. This resistance has stemmed, in part, from perceptions regarding the manner in which MPS funds its charter schools.
In this report, we intend to provide clarity and lend an objective voice to the facts surrounding the financial relationship between Milwaukee’s charter schools and their authorizers. Specifically, we seek to answer the following questions:

What is the process and methodology under which schools chartered by MPS receive their funding, and how does this compare to the process employed by Milwaukee’s two other charter school authorizers – University of Wisconsin–Milwaukee (UWM) and the City of Milwaukee?

What are the financial impacts for both MPS and its charter schools when they elect to contract with each other?

What are the legal, fiscal, and administrative frameworks surrounding charter schools in comparable states and school districts?

What potential policy changes should policymakers in Milwaukee and Madison consider to improve charter school funding policies?

Why nearly 1,000 families are clamoring to get into Spokane’s charter schools

“I wasn’t challenged at all,” Thompson, 15, tells the Inlander.

After hearing his friends rave about Innovation High School, a Spokane charter school connected to PRIDE Prep Middle School, he asked his mom, Crystal Benvenuti, if he could try to get in. After spending months on the waitlist, Thompson recently found out he’ll be attending Innovation in the fall.

Benvenuti says Innovation, which favors project-based and hands-on learning, is exactly what her son needs.

“This is so something he needs to be in, to be a part of this school,” says Benvenuti.




A Closer Look at Wait Lists in Urban Public Charter Schools

Improving the quality of public education in our nation’s cities is a top priority for civic leaders. Beyond its impact on property values, the availability of safe, high-quality schools can have a substantial effect on the quality of life in urban neighborhoods, much like grocery stores, parks, and jobs that offer a living wage. But urban school districts often struggle. Some assert that the struggle is due to their more disadvantaged student population.
In fact, in more than one-third of public schools in U.S. cities, 75 percent or more of the students qualify for free or reduced-price meals.1 Academic performance is also a challenge. On the 2013 National Assessment of Educational Progress (NAEP), administered by the U.S. Department of Education and also known as the “Nation’s Report Card,” only 28 percent of 8th graders in urban public schools were proficient in reading, and 29 percent were proficient in mathematics.2 Given this performance, parents who can move out of a failing urban district often do. And those who cannot are forced to wait and hope that the traditional public schools will get better.

With the advent of public charter schools, however, parents finally have a viable public alternative in some
of our lowest-performing urban school systems. Each school year thousands of families faced with schools unable to meet their children’s needs seek better options by applying to public charter schools. Unfortunately, in communities with few high-quality public school options, the demand for public charter schools is substantially higher than the number of seats available. When this happens, public charter schools hold lotteries to determine which students will be able to attend. And every year far too many students end up on wait lists, rather than in the schools of their choice. No student’s fate should be decided by a lottery ball.




LAUSD’s Fiscal Crisis Can’t be Blamed on Charter Schools or Declining Enrollment

Los Angeles Unified School District has lost 245,000 students over the last 15 years. Officials frequently claim charter schools are taking students and causing LAUSD’s budget crisis in the process. But a new report shows the district’s spending, including its hiring of more administrators as enrollment drops, is to blame.

A new Reason Foundation study finds only 35 percent of LAUSD’s enrollment decline over the past 15 years is due to students going to charter schools. In fact, as the district continues to lose students—losing 55,000 since 2013—a smaller percentage of the loss can be attributed to charter school students. Only 13 percent of the district’s enrollment loss for 2017-18 stemmed from students choosing charters.

In the last five years, LAUSD’s K-12 student enrollment dropped by nearly 10 percent and the number of teachers decreased by more than 5 percent. According to the California Department of Education, LAUSD’s per-student revenue went up 33 percent between FY 2012 and FY 2016 so LAUSD should have had more revenue to spend on fewer students.

But, even as it was losing students, the number of total LAUSD employees grew by 5 percent over the last five years, primarily thanks to a nearly 16 percent increase in administrators.

Locally, Madison spends far more than most, nearly $20,000 per student, yet we have long tolerated disastrous reading results.

That’s a D.C. charter school administrator’s assessment of TenSquare, one of the city’s most connected, lucrative, and controversial charter consulting companies. And true to his word, he was talking anonymously. Not many people feel comfortable discussing TenSquare publicly.

Even in education circles, most people have never heard of TenSquare, a national for-profit consulting firm that currently operates in seven states and the District. It markets itself as a universal fixer for troubled charters—a one-stop shop for facility financing, staff recruitment, back-end operations, teacher training, and academic turnarounds. The company has kept a remarkably low profile since its founding in 2011, in one case even contracting to work with a charter unbeknownst to the school’s own principal.

TenSquare has powerful allies in D.C., most notable among them the Public Charter School Board, or PCSB, which governs the city’s charters. “I would characterize their results as remarkably strong,” says Scott Pearson, executive director of the PCSB. “In every case where TenSquare has done a full turnaround with a D.C. charter school, their results have improved significantly.”

But a five-month City Paper investigation has raised a host of questions about TenSquare’s work. Available data do not show consistent improvements across the D.C. schools that hired TenSquare, and several schools got worse. Its business dealings reveal a criss-crossing web of repeat players, potential conflicts of interest, and in one instance the recurring appearance of an alleged far-right activist. Yet it’s not a coincidence that TenSquare has landed some of the most remunerative charter contracts in the city: While not every school leader disparages TenSquare, a number have said they felt real pressure from the PCSB to hire the company.




Charter Schools, Segregation, and Anxiety About Social Cohesion

A new book on charter schools and segregation, whose senior editor, Iris Rotberg, I first worked with in 1970 on the War on Poverty, has reminded me how tribally divided the policy research field has become. The book is worth reading as a step toward a still-needed non-tribal discussion of schooling for democracy.

Choosing Charters: Better Schools or More Segregation? (Rotberg and Glazer, 2018) is a collected volume with chapters by 24 authors and coauthors. Many of the concerns it raises—the narrowness of the population served by charter schools, limitations of “no excuses” schools, challenges of equity in admissions and discipline and special education, financial challenges to districts with big fixed cost structures, performance and equity problems of online charter schools—are well documented, clearly important, and the focus of a great deal of problem-solving and research within the charter community.

There is a lot good in the book. Some of the chapters are original, carefully argued, and nuanced, particularly Jeffrey Henig’s “Charter Schools in a Changing Political Landscape,” and Adam Gamoran and Christine Fernandez’ “Do Charter Schools Strengthen Education in High-Poverty Urban Districts?”




Raleigh, Durham and Charlotte need more charter schools in poor areas, report says

Raleigh, Durham and Charlotte are home to many charter schools, but a new national report says those three areas are filled with places where lower-income families don’t have access to these non-traditional public schools.

A new report from the conservative Thomas B. Fordham Institute says there are hundreds of “charter school deserts” in the U.S., which it defines as three or more contiguous census tracts that have poverty rates greater than 20 percent but that have no charter schools.

The report, released Thursday, found 14 charter school deserts in North Carolina, including nine in the Raleigh, Durham and Charlotte metro areas. The other five are in rural areas.

“We think there are plenty of cities that are saturated with charters, but when you can zoom in at the census track level, you can see census tracks that are pretty poor and they have no other option than their traditional school,” said Amber Northern, senior vice president for research at the Fordham Institute.

Madison lacks K-12 governance diversity. A majority of the School Board rejected the proposed Madison Preparatory IB charter school in 2011.




Minnesota Department of Human Rights reaches agreements with ten school districts, charter schools to reduce disparities in suspensions for students with disabilities, students of color, charges filed against 2 districts

Today, the Minnesota Department of Human Rights (MDHR) announced it has reached collaborative agreements with 10 Minnesota public school districts and charter schools to reduce the disparities in suspension and expulsion rates for students with disabilities and students of color and two school districts received charges of discrimination for educational discrimination.

The school districts and charter schools with settlement agreements include: Bloomington School District, Cass Lake-Bena School District, Mankato School District, North St. Paul-Maplewood-Oakdale, Robbinsdale School District, Best Academy Charter School, Dugsi Academy Charter School, Mastery Academy Charter School, Prairie Seeds Academy Charter School , and St. Paul City Charter School. The Department is continuing negotiations with additional school districts and charter schools and anticipates announcing another round of Agreements in the coming weeks.

“I want to thank the leaders of these 10 districts and charter schools for coming to the table, having productive conversations, and identifying their own solutions tailored to their independent communities to address the state-wide problem of disparities in discipline. These leaders are not alone with dealing with these disparities—but they are the first to stand up, lean in and drive toward solutions. In our meetings with school districts and charter schools, we heard time and again that Minnesota can do more to support our educators and students to achieve success in the classroom and in life. Kids simply can’t learn if they are not in school. These agreements are a crucial step in ensuring we are doing all we can to help Minnesota students develop their interpersonal and learning skills so they can thrive,” said MDHR Commissioner Kevin Lindsey.




Highest Court In Mass. Finds Cap On Charter Schools Constitutional

Keri Rodrigues is one of those people. She’s an education activist who supported Question 2 in 2016. Now, she runs Massachusetts Parents United — an advocacy group supported in part by the pro-charter Walton Foundation. She has two sons who have tried and failed to get seats in a charter school. “Watching your own children have to suffer in a school that’s underperforming — and knowing that it’s the result of a political turf war… it’s crushing. It’s devastating.”

The five anonymous student-plaintiffs in the case dismissed by the SJC are in that same cohort. All five attend traditional public schools in Boston that rank in the bottom 20 percent of all state public schools when it comes to test scores. And all five students tried — and failed — to gain admission to better-performing charter schools with many more applicants than they have seats.

The plaintiffs argued that missed opportunity amounted to a violation of their shared right to an adequate public education, or to equal protection under the laws, as laid out in the state constitution.




Charter Schools Are Not A “Republican” Thing History shows Democrats have supported charters from the very beginning

As I noted earlier this week, a group of anti-reform activists in Colorado recently passed an amendment to the state Democratic Party platform opposing the Colorado chapter of Democrats for Education Reform and calling on the organization drop “Democrats” from its name.1

Unfortunately, this isn’t the first time DFER has been attacked by groups from within its own party. Much of the ire directed at DFER is due to its support for public charter schools, which opponents portray as a part of a Republican plot to dismantle public education.

Those opponents include groups like the American Federation of Teachers, New York State United Teachers (an AFT affiliate), and Alliance for Quality Education (which receives – surprise! – major funding from AFT), who together launched a website calling DFER and its supporters “Democrats in name only,” while insinuating that the organization is a kind of political Trojan Horse backed by wealthy GOP donors like the Koch Brothers and Betsy DeVos.

They want to open Kentucky charter schools, but only if the legislature changes its mind

People who want to open public charter schools in Kentucky have written Republican House Speaker David Osborne and Majority Floor Leader Jonathan Shell, urging them to reconsider a decision not to create a funding mechanism for public charter schools.

Time is running out because state legislators return to Frankfort Friday to begin the final two days of the 2018 session.

Since the 2017 General Assembly approved charter schools for the first time in Kentucky, people who want to open the schools have generally been quiet. But this week, Gus LaFontaine, director of a Richmond private school he wants to transition into a tuition-free public charter school, and people who want to open charter schools in Northern Kentucky and in Jefferson County wrote to lawmakers about their need for a funding mechanism. On Wednesday, they talked about their plans for charter schools in a public conference call led by Joel Adams, executive director of the Kentucky Public Charter Schools Association.




Howard Fuller withdraws proposal to locate charter school at Milwaukee North Division

Fuller’s co-location proposal was taken up by the school board’s Charter School Review Panel on Feb. 27, according to a notice provided Friday by MPS’ Office of Board Governance.

He declined to provide a copy of his proposal, and the district has yet to make it available in response to an open records request. Office of Board Governance Director Jacqueline Mann said Friday that charter school proposals may contain proprietary information and that she is working with the Milwaukee city attorney’s office to determine whether it can be released.

While the proposal considered by the advisory panel covered strictly a co-location arrangement — two schools operating in a single building — Fuller said he ultimately “wanted it to be one school.”




Charter Schools Have Positive Impact on Nearby Schools, Study Finds

Charters have a “spillover” effect on nearby traditional government schools, and the closer the proximity to a charter school, the greater the positive effect on the students in the nearby schools, Sarah A. Cordes, assistant professor of policy, organizational, and leadership studies at Temple University, reports in “Charters and the Common Good: The spillover effects of charter schools in New York City,” published by EducationNext in spring 2018.

Cordes studied more than a decade’s worth of student achievement data for 876,731 students attending 584 elementary schools in community school districts in New York City (NYC) with at least one charter school serving children in similar grades.

“These findings shed new light on the public debate over the effects of charter schools on non-charter students,” Cordes writes. “Rather than sapping resources and putting students at district schools at a disadvantage, the data in New York City show that students do better when charters open nearby. In particular, students at co-located district schools, where their school shares a building with a charter school, experience the most sharply positive spillover effects. Importantly, the effects of co-location appear to be specific to charter schools, as students in district schools that are co-located with other district schools do not experience similar performance gains.”




Teachers Unions Think 2020 Is When They Will Defeat The Charter School Democrats

Five years ago, the debate over charter schools loomed over the Democratic Party, pitting some of the party’s most prominent members and biggest donors against teachers unions. But those days could be over.

Opponents of charter schools and school choice believe the next two years could be a “tipping point” for their cause: a moment where voters soundly reject policies that have, in the past, been moving closer to the party’s mainstream, and to bipartisan consensus.

The prospect is causing anxiety for some school choice advocates and donors, who have, until recently, seen many liberal leaders embrace issues like expanding charter schools. Barack Obama and Bill Clinton are both charter school advocates, and school choice is an issue that is close to the hearts of many major Democratic donors, especially business leaders. But some charter school advocates have begun to despair that their cause could be a losing one as Democrats move toward what promises to be a divisive presidential primary.

Like everything else, both sides say, it’s all about Donald Trump.
