Taxpayer supported Wisconsin K-12 Analytics, including enrollment changes

The Wisconsin Policy Forum is reporting that Wisconsin’s K-12 school enrollment is down by more than 25,000 students for the 2020-21 school year, one of many far-reaching impacts of the COVID-19 pandemic that may warrant a response from state and local policymakers.

The information is contained in the findings of a new interactive data tool from the Wisconsin Policy Forum.

According to the forum’s data, Watertown went from 3,889 in 2011-12 to 3,296 in 2020-21. In the same period, Fort Atkinson’s district went from 3,000 students enrolled to 2,652; Hustisford from 420 to 364; Dodgeland from 818 to 744; Jefferson from 1,932 to 1,806; Johnson Creek from 653 to 567, Waterloo from 871 to 768 and Janesville 10,325 to 9,574. Lake Mills defied the trend and went from 1,432 to 1,586.

This latest edition of the tool is the third since its 2019 debut. It is located at https://wispolicyforum.org/research/school-datatool/. It was updated with the most recent available data, which goes through the 2019-20 school year in some categories and through 2020-21 in others.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

As is typical of those who oppose school choice, Miller’s piece is full of misconceptions and outright falsehoods that distract from the important goal of ensuring that more kids have access to high quality schools.   Below, we highlight three of the biggest problems with his piece.

Admissions Requirements: “In fact, once a student is selected, families must agree to a strict contract that cannot be legally required at any public school. It requires that parents support enforcement of a strict uniform and behavior code, check off homework nightly, attend parent conferences and spend a certain number of hours in the school. Those terms prevent many low-income families from participating.”

Miller claims that the parental agreement that students at some charter schools must agree to constitutes an admissions requirement.  However, this could not be further from the truth. Many charter schools recognize that parental involvement is key to student success, and strive to make that happen. This vision is shared by the parents of students who choose to attend these schools, and the requirements are far from onerous. What is not mentioned by Miller is that many of the best public schools in MPS—such as Golda Meir or many of the Montessori schools—have strict admissions guidelines that truly close the door on many students.  Indeed, what Miller calls the “beauty and necessity” of public schools in being open to all students is not met by these schools.

The list of entry requirements is extremely long. Students must submit their last two years of report card grades, two recommendations, and FOWARD exam scores to even be considered. We don’t necessarily oppose these measures—there can be value in gearing a learning environment to a certain type of student. But it is the height of hypocrisy for Miller to attack the relatively straightforward agreements required in some charters while ignoring that far stricter rules exist at some schools under MPS’s purview.

Oregon teachers unions could be on the cusp of winning a state mandate for school boards to negotiate class size limits.

A bill to institute the requirement is under consideration in the state House after passing the Senate.

Adding class size to the list of issues districts must bargain over with unions would increase teachers’ power, in part because it would be another item over which they could strike.

Public Health Madison and Dane County reports that as of Thursday, it knows of no COVID-19-related deaths or hospitalizations linked to in-person learning in the county.

The smaller number of F’s stands in contrast to the experience of almost all of the 15 other school districts completely or predominantly within Dane County. Fourteen districts saw more failing grades once instruction went online; only the McFarland district saw fewer failing grades in fall 2020 than in fall 2019.

Meanwhile, the percentage of students considered “chronically absent” — meaning they missed 16% or more of school days — in the Madison district increased from 21% to 27% of high schoolers from fall 2019 to fall 2020, and from 11% to 22% at the middle school level.

The increase came despite looser online school attendance standards under which students could be marked presentsimply by exchanging messages with “the homeroom teacher and any specials teacher they are scheduled to receive instruction from that day.” Madison is one of eight school districts in Wisconsin with state waivers from enforcing state attendance laws this school year. Three others are also in Dane County: Sun Prairie, Mount Horeb and Middleton-Cross Plains.

Failing a class in high school also will not result in an F on a student’s report card this school year. Instead it’s an “NP,” for “no pass,” and while the student doesn’t receive credit for an NP course, the NP is not factored into the student’s GPA.

In August, the district also implementeda permanent grading change at the high schools that dictates no assignment gets a score of less than 50%, even ones that aren’t turned in. The idea is to avoid overly penalizing students who missed some assignments but proved through others that they understood the material.

Report recommends Madison terminate district employees who OK’d East High hidden cameras

Upon further investigation, it was discovered there was evidence a camera may have been installed in the smoke detector with the approval of district staff in September 2019 in an effort to document “an employee discipline issue related to work rule violations,” according to a statement released by the district.

The district hired a third-party investigator, MWH Law Group LLP, upon conclusion of the Madison Police Department investigation into the incident in February. Madison Police determined no crime had been committed. LeMonds said the district will not be releasing the full third-party investigative report, citing attorney-client privilege.

Commentary on K-12 curriculum and outcomes

For every example like this that generates media coverage, there are probably 10 more that don’t. It is critical that parents are aware of what is being taught in their child’s schools. Children may not always know when they are being indoctrinated, and it can be extremely difficult for parents to discover what is being taught.

For example, WILL conducted an open records investigation into the 10 largest districts in the state asking for any teaching materials which include specified “woke” terms. Unfortunately, we found receiving the relevant information to be a tedious, time-consuming, and costly task. For instance, during a Zoom call with two representatives from Racine School District to discuss the records request, we were told by one representative that she did not “believe teachers would fulfill this request,” that the request would take “thousands of hours of work,” and would have a large location fee associated. In the same call we were also told the district wasn’t teaching any of the requested terms anyway—even sending us the district controversial teachings policy—and that the request included too many teachers to manageably fulfill (17 teachers.) One can only imagine how defeated and unsure a parent would feel after such a call.

Later, after consulting with an attorney at WILL, we informed the district we would pay any associated fees; however, we would not modify the request by reducing the number of teachers as the request fell within the parameters of the law. Within 10 business days, the school district fulfilled the request without payment, including all 17 teachers and included teaching materials that directly contradicted their claim about not teaching any of the requested terms. And although the request was eventually completed it took a lot of time and effort on our end and even required the use of an attorney, something which cannot be expected of any parent.

The Capital Times:

Madison has a great public schools system that faces great challenges. A year of pandemic-required distance learning made existing vulnerabilities and inequities all the more serious. Now, as the COVID-19 threat is easing, and as the schools are reopening, it is impossible to avoid the evidence of the work that must be done to address immediate concerns for students who have struggled in this period, as well as longer-term concerns over achievement gaps, curriculum choices and lingering debates over policing and safety.

Yet, as Albert Einstein observed long ago, “In the middle of difficulty lies opportunity.”

To our view, there is no issue facing the Madison Metropolitan School District that cannot be addressed with dynamic leadership, and we believe the Madison School Board now has just that.

Last week, Ali Muldrow was elected board president and Savion Castro was elected vice president, as the members of the elected body that oversees Madison’s schools embraced the vision laid out by two of this city’s most thoughtful and engaged young leaders.

Muldrow and Castro both have deep roots in Madison. They know the schools well, from personal experience — as MMSD graduates — and from long histories of involvement with education issues.

They are ready to face the challenges, and seize the opportunities, of a moment when so much is up for grabs.

Teach­ers unions have used the pan­demic to de­mand more money and more-gen­er­ous ben­e­fits. They know that mil­lions of Amer­i­cans can’t re­turn to work if kids can’t re­turn to schools. For par­ents it’s a dilemma, but unions see it as lever­age. The United Teach­ers of Los An­ge­les re­quested free child care for its mem­bers as a con­di­tion for re­turn­ing to the class­room. Union clout is the main rea­son that Cal­i­for­nia’s per­cent­age of all-vir­tual school dis­tricts is more than three times the na­tional av­er­age.

The American Federation of Teachers lobbied the Centers for Disease Control and Prevention on, and even suggested language for, the federal agency’s school-reopening guidance released in February.

The powerful teachers union’s full-court press preceded the federal agency putting the brakes on a full re-opening of in-person classrooms, emails between top CDC, AFT and White House officials show.

The emails were obtained through a Freedom of Information Act request by the conservative watchdog group Americans for Public Trust and provided to The Post.

The documents show a flurry of activity between CDC Director Dr. Rochelle Walensky, her top advisors and union officials — with Biden brass being looped in at the White House — in the days before the highly-anticipated Feb. 12 announcement on school-reopening guidelines.

“Thank you again for Friday’s rich discussion about forthcoming CDC guidance and for your openness to the suggestions made by our president, Randi Weingarten, and the AFT,” wrote AFT senior director for health issues Kelly Trautner in a Feb 1 email — which described the union as the CDC’s “thought partner.”

Both mentioned a few areas of focus for the upcoming year, including most immediately the transition back to in-person learning as the COVID-19 pandemic continues. Muldrow noted that the “vast majority of the young people we serve” are not eligible for a vaccine yet, requiring the district to continue to “provide high-quality educational opportunities” while keeping safety top of mind.

“The other thing I think that the board is really starting to think about differently is how we give our students credit for what they’ve learned about and from technology,” she said. “So how do we recognize that our students are coming back to school with all of these skills around the information age that we’ve never given students academic credit for, but that are super relevant to their ability to interact with the job market?”

Broadly, Castro and Muldrow have similar priorities from when they began on the board, including early childhood education, as the district plans a full-day 4-year-old kindergarten pilot program at eight schools next year. They hope it’s one way among multiple strategies to begin to close the longstanding opportunity gaps between students of color and their white peers.

“Making sure that the color of a kid’s skin isn’t a determining factor in whether or not they’re going to be able to read, whether or not they’re going to be perceived as disruptive or talented and gifted,” Muldrow said.

Schlifske also said that Northwestern Mutual will be reaching out to others in the philanthropic and business community to support the goal of an additional 5,000 seats in “high-quality schools” by 2025, as measured by state report cards based on standardized tests and other metrics.

Schlifske’s op-ed specifically criticized MPS board members over the district’s loss of Milwaukee College Prep charter school network. The schools, which have operated under contract with MPS, are moving to a contract with UW-Milwaukee after MPS held back incentive funding.

Milwaukee College Prep is suing MPS over the funding. In addition, losing the network of four high-performing schools will cost MPS revenue.

“Instead of focusing upon improvement and quality outcomes, our community finds itself in a divisive debate over the types of schools students attend,” he wrote in the piece for the Journal Sentinel.

the failure of state institutions during the pandemic



Yascha Mounk:

What has the pandemic told us about the state of our political institutions and the state of our economic institutions? Have you changed your mind about what’s working, or what’s not working, in light of the experience we’ve had over the last months?

Tyler Cowen: Let’s focus on the United States. Our early response, especially in that first two months, was essentially non-existent. It was from the Trump administration, but to be entirely fair, Democratic governors did the same thing. There were Democratic Party rallies up until some date in March. The voters did not rebel against this, so it is ultimately a failing of American society. The failures of our public sector are, in some ways, mirroring the failures of our private sector. For instance, if you take the libertarian critique of the FDA, which I very much agree with, I think one has to notice also [that] voters have not rebelled against various FDA decisions. The public health experts who are not working for the FDA often will endorse what the FDA is saying, and they are private sector individuals. The failings of our government are reflecting broader failings with the country, and I think you’ll find that in many other countries as well.

Mounk: Let’s start with the failings of the state institutions. I increasingly worry that this should really change our model of how well we’re going to be able to deal with a crisis. The institutions don’t seem capable of understanding when a situation has changed. And that failure seems to be reflected, as you’re saying, at the level of what people can actually imagine, what people can actually demand. Is that something we should just get used to?

Cowen: Part of the picture, especially for the U.S., is that on the vaccines front, we put in one of the best performances in all of human history, in terms of the science and eventually, after a bad start, the mobilization. We do need this bigger picture, where our government was incredibly good at one thing, and it needed to be something that the U.S. is culturally good at, which is a kind of mass mobilization of getting stuff out to people. It’s one of the greatest events in human history. It’s maybe a common pattern in American history that we close well and start off very poorly. Also, [with] the vaccines, it was something where you can hand out goodies to voters. And government, often for the worse, is good at that. In this case, obviously, it was for the better.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Potential lawsuit over Madison West High Racial Segregation Policies



WILL:

The Wisconsin Institute for Law & Liberty (WILL) issued a letter, Monday, to Madison Metropolitan School District (MMSD) Superintendent, Dr. Carlton Jenkins, urging the school district to address the racial segregation employed at Madison West High School for Zoom conversations on current events. This is the second occasion in the last year where WILL has warned MMSD that racial segregation in education is illegal under federal law.

The Quote: WILL Deputy Counsel, Dan Lennington, said, “Racial segregation is never beneficial or benign. It is our hope that the leadership at MMSD take this opportunity to commit the school district to the principle of equality and end all racial segregation immediately.”

Background: Recently, an email originating from the Madison Metropolitan School District (MMSD) invited families of Madison West High School to a conversation related to “all the police brutality and violence that is going on.” After asserting that it is “very necessary to have space for our families to discuss and process,” the email provides two different Zoom links: one for Parents of Color and another for White Parents.

In recent years there’s a push to de-emphasize STEM, mostly out of egalitarian concerns. But this push is wrongheaded.



Noah Smith:

A “Sputnik moment” is a historical reference to the launch of the first orbital satellite in October 1957. Though this was a triumph for humankind, it also triggered a panic in the United States, as we realized that the Soviet Union had a level of technical competence we hadn’t yet achieved (and which might be used for weapons). Sputnik made the U.S. wake up and realize the need for large-scale STEM education as a matter of national security. The response was the National Defense Education Act, whose provisions included, among other things:

  • financial assistance to public schools for STEM programs 
  • funding for scholarships, graduate fellowships, and student loans
  • testing programs to identify talented students
  • funding for technical vocational training

Many believe that the NDEA was effective at making the U.S. one of the more scientifically and technically competent nations in the world. But it certainly shows the importance that the country’s leaders placed on STEM education.

Today, the U.S. is facing another kind of Sputnik moment — slower and less terrifying, perhaps, but no less crucial for our nation’s future. This is the shift of high-tech industries from North America to Asia.

U.S. prosperity depends on something called local multipliers. This means that stuff that we export brings in revenue from other countries, that then gets spread around the country via various service industries. In a 2010 paper, economist Enrico Moretti attempted to quantify this effect, and found the following:

Widespread coronavirus surveillance testing at schools is a bad idea

First, classrooms have thankfully been found — in studies examining schools in multiplestates — to be places of limited disease transmission, compared with communities at large. The rate of transmission within schools from individuals who test positive has been estimated to be on the order of 0.5 percent to 0.7 percent (and this includes people exhibiting symptoms).

A rate that low implies that a testing regimen would need to identify roughly 200 infected people to prevent one person from transmitting the disease in school. It would take an awful lot of tests to achieve those numbers. In New York City, where more than 234,000 asymptomatic students and staff members across approximately 1,600 schools were tested last fall, the overall rate of positive tests was only 0.4 percent. That suggests that — even during a time of high community spread — about 40,000 tests among asymptomatic individuals would need to be performed to prevent one in-school transmission.

And how accurate are these tests? Rapid antigen and saliva PCR tests, which are frequently used in schools, can have a false positive rate of 1 or 2 percent. That may sound low, but statisticians know that, when testing in a setting of low prevalence of disease, even a single-digit false-positive rate can be extremely problematic.

Kaleem Caire and driving student / parent K-12 choice and achievement alternatives



John Roach:

I worked with Caire when he headed the Urban League of Greater Madison and on his effort to launch Madison Prep, the earnest but quixotic attempt to address Madison’s embarrassing racial achievement gap. The failure to launch that school was a bitter blow. And the gap has remained unchanged.

Madison Prep failed because the teachers’ union and other supporters of the educational status quo were motivated and powerful. But they are not invincible. Caire discovered that the best way to battle those who stand in opposition to righteous change is not to meet them head on, but to adroitly scoot around them.

It also helps to enlist allies.

Allies like the legendary Pleasant Rowland, who just donated $14 million to help address Madison’s stark racial reality by expanding Caire’s One City Schools to a bigger, better building in Monona. Like Caire, I am a Madisonian, born and raised, and cannot think of anyone who’s had a greater impact on our city in modern times than Rowland and her husband, Jerry Frautschi. There is simply no precedent for such philanthropy in Madison’s history. None. Rowland and Frautschi deserve a statue at the head of State Street, once we elect leaders who can figure out how to fix Madison’s shabby aorta.

Caire has other allies, like the UW System’s Office of Educational Opportunity. This entity moved to alter the painful reality that its flagship university is in a town with one of the worst racial gaps in America. So, they chartered One City Schools. Yes, the C word. Charter.

Commentary on the taxpayer supported Madison School District’s 2021-2022 $500m+ budget (-1000 students, still building a new school)



Elizabeth Beyer:

The district is still reeling from a significant drop in enrollment due to COVID-19 during the 2020-21 school year and, despite the passage of an operating referendum in November, operating revenue is expected to be up only 0.8%, less than the annual cost of living adjustment. Any additional funding the district may get through the state budget will be used to cover the funding gap created by the enrollment drop of roughly 1,000 students.

“Had it have not been for the passing of the operating referendum, we would have been in a negative revenue cycle, based on our estimates, but the referendum is allowing us to stay stable as a school district through the effects of COVID-19 enrollment,” Ruppel said. “It’ll take us a couple of years to build this enrollment back up.”

The district is also expecting more federal funds, including $18.9 million meant to combat COVID-19 related learning loss, which has not yet been included in its preliminary budget draft. Those funds should be included in the next budget draft, to be released in June, Ruppel said.

The district said all funds from the referendum that passed in November along with $7 million in repurposed local funding will be earmarked for “Excellence and Equity projects” in the operating budget.

These numbers do not appear to include substantial redistributed federal taxpayer (debt) funds ($70m in the latest tranche!).

Madison has long spent far more than most taxpayer supported K-12 school districts. This, despite tolerating long term, disastrous reading results.

Commentary on the Taxpayer Supported Milwaukee Public Schools



Jordan Morales:

Switching now to MPS, we see that according to the Department of Public Instruction’s 2018-19 Report Card, 71% of Black or African-American students had a “Below Basic” score in mathematics. Indeed, only 10% of Black students had either a proficient or advanced understanding of mathematics. Meanwhile, only 30% of white students scored “Below Basic,” whereas 39% had a proficient or advanced understanding in mathematics.

Looking at another statistic, Black students in MPS have a graduation rate of only 63% whereas their white counterparts had a graduation rate of 94%. The racial disparities in MPS are obvious.

The racism is also evident in the way MPS disciplines its students. Much like how MPD had to sign an agreement with the ACLU to end racially biased stop-and-frisk, MPS had to sign an agreement with the Department of Education to address racial disparities in suspensions and expulsions. Like MPD, MPS has shown little progress in this agreement according to the Milwaukee Journal Sentinel.

They found that African Americans accounted for 81% of suspensions and expulsions despite making up only 51% of the student body. This isn’t because Black students are more unruly. The Department of Education’s Office of Civil Rights found that Black students were disciplined in a discriminatory manner, uncovering over 100 instances where white students weren’t punished as severely for the exact same behaviors. MPS’s response was to establish disciplinary committees to evaluate the disparities, half of which rarely meet.

Howard University’s removal of classics is a spiritual catastrophe



Jeremy Tate:

Upon learning to read while enslaved, Frederick Douglass began his great journey of emancipation, as such journeys always begin, in the mind. Defying unjust laws, he read in secret, empowered by the wisdom of contemporaries and classics alike to think as a free man. Douglass risked mockery, abuse, beating and even death to study the likes of Socrates, Cato and Cicero.

Long after Douglass’s encounters with these ancient thinkers, the Rev. Martin Luther King Jr. would be similarly galvanized by his reading in the classics as a young seminarian — he mentions Socrates three times in his 1963 “Letter From Birmingham Jail.”

Yet today, one of America’s greatest Black institutions, Howard University, is diminishing the light of wisdom and truth that inspired Douglass, King and countless other freedom fighters. Amid a move for educational “prioritization,” Howard University is dissolving its classics department. Tenured faculty will be dispersed to other departments, where their courses can still be taught. But the university has sent a disturbing message by abolishing the department.

Academia’s continual campaign to disregard or neglect the classics is a sign of spiritual decay, moral decline and a deep intellectual narrowness running amok in American culture. Those who commit this terrible act treat Western civilization as either irrelevant and not worthy of prioritization or as harmful and worthy only of condemnation.

Sadly, in our culture’s conception, the crimes of the West have become so central that it’s hard to keep track of the best of the West. We must be vigilant and draw the distinction between Western civilization and philosophy on the one hand, and Western crimes on the other. The crimes spring from certain philosophies and certain aspects of the civilization, not all of them.

Huge discovery this morning showing data malfeasance involving Imperial College and Neil Ferguson.

Almost exactly 1 year ago I wrote an article on how a team of researchers at Uppsala University had adapted Ferguson’s UK model to Sweden, and yielded preposterous results – e.g. a prediction of over 90K dead if they did not go into lockdowns. My article made waves over in the UK, and Ferguson himself was grilled about it in testimony before the House of Lords. This caused Imperial College to fire off a bunch of tweets and statements disavowing any connection to the Uppsala adaptation of their model. It wasn’t their product, they insisted, and Imperial itself had never claimed between 40-100K deaths would result in Sweden

I was planning to publish a roundup today of the many thoughtful responses to Paul Rossi’s essay. I’m going to save that post for Sunday, because I was just sent this letter that has my jaw on the floor. It was written by a Brearley parent named Andrew Gutmann.

If you don’t know about Brearley, it’s a private all-girls school on the Upper East Side of Manhattan. It costs $54,000 a year and prospective families apparently have to take an “anti-racism pledge” to be considered for admission. (In the course of my reporting for this piece I spoke to a few Brearley parents.)

Gutmann chose to pull his daughter, who has been in the school since kindergarten, and sent this missive to all 600 or so families in the school earlier this week. Among the lines:

If Brearley’s administration was truly concerned about so-called “equity,” it would be discussing the cessation of admissions preferences for legacies, siblings, and those families with especially deep pockets. If the administration was genuinely serious about “diversity,” it would not insist on the indoctrination of its students, and their families, to a single mindset, most reminiscent of the Chinese Cultural Revolution.

Dear Governor Evers, Speaker Vos, Majority Leader LeMahieu, and State Superintendent Stanford Taylor,

At last Thursday’s Joint Education Committee hearing on how to spend the American Rescue Plan’s billions of dollars in supplemental funding for K-12 education, a common, bipartisan theme emerged: policymakers in Wisconsin must find ways to help students who have fallen behind, failed courses, and gone missing. In response, our organizations are calling on lawmakers, to the greatest extent possible, to utilize the American Rescue Plan’s $1.5 billion in new K-12 funding to support course access for struggling students. This could:

1. Allow parents to choose the courses that best fit the needs of their children at the school they currently attend.

2. Fund after school, summer school, and other courses that meet each child’s individual needs and help them get caught up and ready to excel.

3. Ensure accountability by allowing only course providers—including other traditional public, private, or public charter schools, dual enrollment courses through universities or technical colleges, or other private providers such as tutors—to receive full payment only if the student successfully completes the course.

Wisconsin K-12 At a Crossroads: Before the pandemic, our reading scores were below the national average. Wisconsin’s racial achievement gaps consistently rank near the largest in the nation. The K-12 system simply prevented too many students from realizing the American Dream.

Our organizations are deeply concerned that COVID-19 has exacerbated the achievement gap while simultaneously lowering outcomes across the board, even for many students who once earned solid A’s. More troubling, Wisconsin public school enrollment has dropped by 25,000 in a single year. While some of those students simply fled schools that were closed in favor of private options that were teaching in person, many others are simply missing. For those who are logging into virtual learning, failure rates are skyrocketing. A Milwaukee Journal Sentinel survey of 60 school districts in Wisconsin concluded that 90% of the districts had higher failure rates than the year prior. Around one in three students at Milwaukee Public Schools, according to the district, failed the fall semester. At Wausau Public Schools, around one in four middle school and high school students failed a course (a quadruple increase from the prior year).

A lawsuits over race based scholarships

State law restricts program eligibility to African American, American Indian, Hispanic and some Southeast Asian students.

WILL argues the program criteria amounts to racial discrimination — which is prohibited by the state constitution — because students who are Thai, Chinese, Japanese, Indian, North African, Native Hawaiian, Pacific Islander, or white don’t qualify.

“It’s hard to see a statute that is more discriminatory based on race than this one,” WILL deputy counsel Dan Lennington said. “We’re interested in pursuing cases where people are treated differently because of their race and this is one of the worst offenders.”

Officials with the Higher Educational Aids Board did not respond Thursday to a request for comment.

Commentary on Incumbent school board member election losses (unopposed in Madison…)



Samantha West, Alec Johnson and Rory Linnane:

Tricia Zunker said she knows school board presidents sometimes have a target on their backs. It’s part of the job, she said.

But as Zunker led the Wausau School District board over the past year, she said, “People were so cruel, you’d think I personally brought the pandemic here.”

Angry citizens scrawled messages about her on sidewalks around town. A board president in a neighboring district wrote on Facebook that she was “a waste of physical space on the planet.”

Tuesday’s election brought the coup de grace: Of seven candidates seeking four seats on the board, Zunker finished sixth. Three winners, all newcomers, ran as a bloc against what they called Wausau’s “virtual and hybrid learning nightmare.”

After a year in which parents’ frustrations put schools in the spotlight more than ever, board elections were unusually contentious and partisan. Across the state, many voters opted for change.

Incumbents lost in suburban districts such as Oak Creek-Franklin, and more urban districts such as Green Bay. Those who unseated incumbents criticized reopening plans, transparency and current board members’ political leanings.

Not every district elected candidates pushing for more in-person learning, though. Christina Brey, spokesperson for the Wisconsin Education Association Council representing educators around the state, said the issue swung both ways.

In more urban areas, like Milwaukee and Green Bay, voters favored candidates who were in favor of more cautious reopenings and enjoyed the support of local teachers unions. In other districts, support from teachers was the kiss of death.

An Interview with Outgoing Madison School Board Member (and President) Gloria Reyes



David Dahmer:

As president, Reyes has been the face and often the spokesperson of the Madison School Board during some very trying and challenging times including the COVID-19 pandemic and the canceling of in-person classes, the hiring of new MMSD superintendent twice (Dr. Matthew Gutierrez rescinded his acceptance of the job before MMSD started over from scratch to hire now-Superintendent Dr. Carl Jenkins), the temporary firing last year of a Madison West High School security guard that drew international attention, and a facilities and operation referendum process. Those are to just name a few.

“It all started when Dr. Jen Cheatham announced that she was leaving for another opportunity and I knew right then that this would spark a transition and an opportunity for our school district,” Reyes says. “It’s a loss, but also an opportunity to explore who our new leader could be. We launched a really transparent, engaged process to hear what the community wanted to see in their next leader.”

MMSD hired Dr. Matthew Gutierrez who was leading the school district in Seguin, Texas, but the COVID-19 pandemic began and Guitierrez rescinded his acceptance and decided that he could not leave his school district during such a challenging time.

“I feel like he was going to be an amazing leader for us, but COVID hit and we found ourselves without a superintendent while going through the pandemic and closing schools and moving to virtual learning,” Reyes says. “That was also a very challenging time for us and our students, our teachers, our school administrators and our staff to go through a whole year in virtual learning. It’s been challenging for everyone including our parents and our families.

One of the most influential lawmakers over the state budgeting process said he wouldn’t support increasing funding for the state education agency because its new leader elected Tuesday was heavily backed by Democrats and teachers unions. 

Assembly Speaker Robin Vos, R-Rochester, made the statement just an hour after Pecatonica School District Superintendent Jill Underly was elected state schools superintendent, a position that oversees the state Department of Public Instruction.  

Vos went to war with Underly immediately after her election after outside spending fueled by Democratic groups set a record for state superintendent races, which are supposed to be nonpartisan but aren’t as more political groups spend to back candidates and state parties promote them. 

“… the teachers union owns the DPI; not the parents or the students or the taxpayers. Count me as someone who isn’t going to support putting another nickel into this unaccountable state bureaucracy,” Vos tweeted on Tuesday, an hour after the Associated Press called the race for Underly over former Brown Deer School District Superintendent Deb Kerr.

In response, Underly said she wants to work with the Legislature and Gov. Tony Evers to “help all kids — no matter how their parents vote.”

“I think it’s clear from yesterday’s results that supporting our local schools and our children isn’t a partisan issue,” she said in a statement. “There’s plenty of common ground here, as I’ve already said I want resources to flow to schools, to help with mental health, credit recovery, staffing, and more.”

School Choice Support Soars



AFC:

Parents and families have been on a rollercoaster when it comes to K-12 education in the time of COVID-19. A new poll from Real Clear Opinion Research finds overall support for school choice is increasing as parents need more options than ever.

Major findings:

– 71% of voters back school choice. This is the highest level of support ever recorded from major AFC national polling with a sample size above 800 voters.

– 65% support parents having access to a portion of per-pupil funding to use for home, virtual, or private education if public schools don’t reopen full-time for in-person classes.

Madison Receives More Redistributed Federal Taxpayer Funds; $70,659,827 (!)

The $797 million allocated for Milwaukee amounts to $11,242 per student — the second-highest distribution of COVID-19 relief funding. On the lowest end, the McFarland School District in suburban Madison will receive $107 per student, according to an analysis released by the nonpartisan Legislative Fiscal Bureau.

Republicans who control the state’s budget-writing committee pressed state education officials Tuesday on the dispensation of federal relief, which was made under a formula that relies heavily on the concentration of children living in poverty — which is 83% of Milwaukee’s student body.

Joint Finance Committee co-chairman Sen. Howard Marklein compared Milwaukee’s massive allocation for its nearly 71,000 students to what was received by school officials in Lancaster, which is receiving $2,213 for each of its 962 students.

“Is that fair?” Marklein asked State Superintendent Carolyn Stanford Taylor, who oversees the DPI and testified before the finance committee on Tuesday.

Deja Vu: Taxpayer supported Madison high schools moving toward eliminating standalone honors courses for ninth, 10th grades



Scott Girard:

Madison Metropolitan School District high schools plan to move away from “standalone honors” courses for freshmen and sophomores in the next few years, with an Earned Honors system expected to replace them.

The goal, MMSD leaders told the School Board Monday, is to bring rigor to all classrooms for all students and give more students access to the level of learning that goes on in standalone honors classrooms. Disparities in the demographics of standalone honors classrooms are driving the change, with ninth grade moving to entirely Earned Honors by the 2022-23 school year and 10th grade the following year.

“We should see high level of rigor and an equal quality of programming across every single one of our classrooms,” executive director of curriculum and instruction Kaylee Jackson said.

The Earned Honors system, which began in MMSD for ninth-graders in 2017-18 and expanded to 10th grade the next year, allows students an “opportunity to earn honors designation at the end of each semester/course by meeting predetermined criteria,” according to the district’s presentation. That opportunity is offered across all classrooms, rather than students needing to enroll in honors-specific classes that can be intimidating for students of color who are unfamiliar with them, have been given low expectations by staff or do not see students who look like them in those classrooms.

“This is about levelling the playing field of providing access for all,” co-chief of secondary schools Marvin Pryor said.

East High School principal Brendan Kearney, who expressed support for the change along with the other three comprehensive high school principals, recalled his first day of teaching at the school. His first class, he said, was non-honors and included just one white student, whereas in his second-hour honors class, there were about three students of color, “and that’s in a school that’s fully two-thirds students of color.”

“Whatever the intentions, whatever the efforts that have been made, our current honors system has the effect of sorting students by race, by ethnicity, by language and by disability,” Kearney said.

A moment for humility and a new path forward on reading

Where is the humility? Where is the institutional courage to admit mistakes and move forward?

Individuals in leadership positions often derive their credibility from being the most knowledgeable person in the room, the unquestioned oracles of knowledge. This moment in education, however, requires leaders who will publicly position themselves as the best learners, not the best knowers. The sector has to reacquaint itself with the science of reading, unlearn some habits, suspend beliefs, and be vulnerable enough to embrace the inevitable learning curve. It will take grace and humility.

The NAACP considers reading proficiency to be a civil rights issue because The Information Age requires literacy to participate fully in a society that pushes nonreaders, systematically, to its margins. Given this, the education sector’s willingness to ignore the neuroscience and research consensus about literacy instruction is worth examining. What allows universities to have internal debates about science and methods that have long been settled? Why would dyslexia receive scant attention in an American credentialing program? Why would thousands of K-12 systems continue to use curricula that, even the authors now acknowledge, must be revised to address deficiencies in core elements of literacy instruction? And why would K-12 systems ignore mountains of evidence showing that foundational reading skills are undertaught?

The same universities who claim to be leading research institutions are eerily silent about their failure to apply the research in preparing teaching candidates. Likewise, the K-12 institutions with mission statements citing equity have systematically created a resource gap where those without money to overcome inadequate instruction are consigned to the margins of society while their better-resourced peers seek tutors or more appropriate school placements. Rather than address these issues, we have focused on untangling America’s racial quagmire – as if these things are mutually exclusive. We seem oblivious to the impact race and class have on our tolerance for student failure and our willingness to promote external control narratives that undermine collective teacher efficacy and obfuscate the central issues: we have not provided direct, systematic, explicit instruction to teach reading; neither curricula nor materials have been evidence-based; professional development dollars have not been used well; assessment has been misunderstood and abused; interventions haven’t been timely; and the dearth of humility from leaders and institutions have limited the possibility of effective change management.

Bills Increase Access to Wisconsin Open Enrollment, Expanding Public School Choice



Jessica Holmberg:

Gov. Evers recently signed two bills that increase public school choice in Wisconsin. SB 109 and SB 110 specifically aim to remove barriers to accessing Wisconsin’s largest school choice option, the Open Enrollment Program, by expanding access to virtual schools. The program allows over 65,000 students to access a public school district outside their own without living within the district’s boundaries.

Senate Bill 109, introduced by Senators Ballweg, Testin, and Feyen, further expands access by allowing students to apply to both fully virtual charter schools and fully virtual programs for the 2021-2022 school year. Senate Bill 110, introduced by Senator Ballweg, makes permanent changes to the law by eliminating the three-district application limit for fully virtual charter schools.

Under current law, students may submit applications to up to three public school districts outside their own during the February 1st – April 30th application period. Unfortunately, if a student is denied by all three districts, by law they must wait until the following school year to re-apply. Additionally, current law does not specifically permit students to attend a fully virtual program using open enrollment.

I fo I support the Praxis test. So you gotta think about something. Why do these things cause barriers and prevent people from getting certified? And so as a superintendent, I’ve always had to help aspiring teachers who, who needed to either pass the Praxis test or get more additional training on the FORT.

We need to start talking about, um, these kinds of tests earlier on in the scope and sequence of the coursework and making sure that our teachers are immersed in these kinds of situations that will help allow them to do better. [00:44:46] So what I did in Brown deer is I had a couple of teachers who needed to pass the fork test. Um, the problem with that is when you take the fourth test and you fail it, you have to pay again. You don’t just take the part that you didn’t pass. [00:45:00] And so I believe we need to work on that, but also I made sure our reading specialists help to tutor.

[00:45:06] Those two teachers that needed extra support because they didn’t get it for whatever reason at the university level. So I do believe that we have to have standards. We want the best and the brightest into our classroom, but sometimes just like students, they need a different approach and they need more time.

[00:45:27] Jill Underly: All right. Um, as far as the Foundations of Reading (FORT) test is concerned, I would support eliminating it. And I’ll tell you why. I believe it’s an unnecessary hoop. Um, it makes it difficult and much harder for people to become teachers, particularly when we are already struggling. Right. With recruiting and retaining teachers.

[00:45:45] Um, we need to trust our education preparation programs to prepare the kids. I mean, these programs are certified by the department of public instruction. Um, they have to go through a rigorous certification process to be officially, you know, To be able to [00:46:00] officially endorse teachers to get their licenses.

[00:46:02] Um, I do know that representative Travis Tranel who’s from my area of Southwest Wisconsin, was successful in getting the legislature to suspend, um, the foundations of reading tests for special education teachers. And I think that says a lot, you know, these are barriers. And we need to eliminate barriers, um, for good people, um, who are intelligent and kind and compassionate to become teachers.

Culture, Status, and Hypocrisy: High-Status People Who Don’t Practice What They Preach Are Viewed as Worse in the United States Than China

Status holders across societies often take moral initiatives to navigate group practices toward collective goods; however, little is known about how different societies (e.g., the United States vs. China) evaluate high- (vs. low-) status holders’ transgressions of preached morals. Two preregistered studies (total N = 1,374) examined how status information (occupational rank in Study 1 and social prestige in Study 2) influences moral judgments of norm violations, as a function of word-deed contradiction and cultural independence/interdependence. Both studies revealed that high- (vs. low-) status targets’ word-deed contradictions (vs. noncontradictions) were condemned more harshly in the United States but not China. Mediation analyses suggested that Americans attributed more, but Chinese attributed less, selfish motives to higher status targets’ word-deed contradictions. Cultural in(ter)dependence influences not only whom to confer status as norm enforcers but also whom to (not) blame as norm violators.

Despite spending far more than most taxpayer supported K-12 school districts and tolerating long term, disastrous reading results, a majority of the Madison School board aborted the planned independent Madison Preparatory Academy IB Charter School, in 2011.

Education Secretary: It’s Too Soon to Say If Schools Can Reopen by Fall

Oakland teachers refuse to return to school, despite getting COVID vaccine priority

“Madison was a person that benefited off of the exploitation of Black bodies, and those who embarked in such acts of racism should have no influence in today’s culture,” Berry wrote. “Expecting Black students to attend a school named after a slave owner is anti-Black.”

[Glendale Elementary will be renamed for Virginia Henderson]

She cites the academic disparities for Black students compared to their white peers in her recent proposal and the 2017 petition.

K-12 School Governance Commentary



Tom Knighton:

Look, I’m not a huge fan of public education. While I agree we need some kind of education, I’m not sure public education is the way to address it. There’s no accountability for bad systems and no options for those displeased with their schools.

Yet the law requires some degree of education for your children. You have to either teach homeschool or pay for private school unless you opt for public education.

Further, public education is funded by society as a whole through, among other things, property taxes as well as federal tax dollars being sent to state and local systems. It’s not funded through specialized taxes that only impact those who use certain resources—like, say, the gasoline tax being used to help fund road construction—but through broad taxes that impact everyone regardless of whether they utilize the services directly.

The thinking goes that this is because society as a whole benefits from an educated populace.

This is fair.

Yet this also implies that this is an entitlement, not some privilege. After all, the state constitution calls for a public education system to educate the citizens of Pennsylvania.

In that same forum, Kerr outlined a plan to decentralize the Department of Public Instruction by creating offices around the state and making it a “customer service” instead of “regulatory” agency. She also questioned Underly’s support beyond unions.

“I am beholden to kids and families and educators, in that order,” she said. “My opponent is beholden to teachers’ unions.”

Kerr’s campaign has seen controversy since immediately after finishing second in the primary. The day after the primary, she deleted her Twitter account after sending a tweet in response to a post asking people generally to recall the first time they were called the N-word.

Nearly half of schools are open full-time, survey finds

The first federal data on education during the pandemic finds nearly half of public schools were open for full-time, face-to-face classes, with White children far more likely than Black, Hispanic or Asian American students to be attending in person.

The data suggests the nation is both close to a goal set by President Biden for a return to school and a considerable distance to a full return to normalcy.

The survey also raised questions about the quality of education being delivered to those learning from home. About one-third of schools offer two hours or less of live instruction per day for those learning either full or part-time at home. Some offer none.

The survey results include a representative sample of schools serving fourth- and eighth-grade students, the first attempt by the federal government to assess the state of education since schools closed en masse a year ago. The report also offers the first demographic and regional breakdown of in-person learning.

Biden has made reopening schools a key goal for his early presidency and says he wants a majority of K-8 schools open for full-time, in-person classes by his 100th day in office, at the end of April. The survey, which covered January and, in some cases, February, suggests he’s likely to hit that target. It found 47 percent of schools serving fourth-graders and 46 percent serving eighth-graders were open for full in-person instruction.

But the survey also found millions of students still don’t have full-time school available while others opted for remote education.

Milwaukee Teachers union: ‘Very irresponsible’ if school board approves in-person plan

Milwaukee Public School teachers would return to the classroom next week ahead of a phased-in return of students learning in April under a plan that will go before the school board Tuesday evening.

The plan calls for in-person instruction four days a week, with Wednesdays set aside for cleaning when students would remain learning virtually.

“We are just very clear – it would be very irresponsible for any school board member to vote yes to what the administration has put forward,” Amy Mizialko said Monday evening, president of the Milwaukee Teachers’ Education Association.

Mizialko said the administration has failed to put together a comprehensive safety plan despite teachers having access to the COVID-19 vaccine.

One City Schools expands – in Monona (Governor Evers’ proposed budget would once again abort this school, by eliminating the UW charter office)

With a $14 million donation from American Girl founder and philanthropist Pleasant Rowland, One City Schools announced plans on Tuesday to purchase an office building in Monona that will become a new home for the fast-growing independent charter school.

One City will use the donation to buy a 157,000-square-foot office building on the campus of WPS Health Solutions for $12 million and transform it into a school.

Kaleem Caire, founder and CEO of One City, also said the school received conditional approval earlier this year from its charter authorizer — the University of Wisconsin System’s Office of Educational Opportunity — to start teaching middle- and high-schoolers in the fall of 2022.

“This is huge, having Pleasant Rowland’s support like this,” Caire said in an interview. “It’s a sign that the opportunity’s here for us to do something great, there are a lot more people that want to do great things for our children and the schools that we’re creating.”

Caire said securing the building and charter expansion to operate a full-fledged 4K-12 school feels like “vindication” nearly a decade after a bitter battle to open a charter school failed.

As then-president of the Urban League of Greater Madison, Caire approached the Madison School Board to operate Madison Preparatory Academy — a charter geared to low-income minority students in response to slow progress on closing Madison’s longstanding, yawning racial achievement gap.

But the School Board rejected the proposal during a lengthy December 2011 meeting, prompting Caire to eventually seek a charter through the Republican-created method of authorizing charters independently of local school boards.

“Just because it was a charter school, people just lost their minds,” Caire said of the Madison Prep debate. “To see where the community is now, we’ve gotten a lot more support.”

11.1% of families are homeschooling

Homeschooling has more than tripled since schools closed a year ago, reports the Census Bureau. About 3.3 percent of U.S. families with school-aged children were homeschooling pre-pandemic. That rose to 5.4 percent in the first week of April. By the first week of October, 11.1 percent were homeschooling.

For Black families, the change was even more dramatic: 16.1 percent of Black families were homeschooling their children in the fall; the rate for Hispanics was 12.1 percent.

Black and Hispanic families are the most likely to be in all-remote districts.

“A clarification was added to the school enrollment question to make sure households were reporting true homeschooling rather than virtual learning through a public or private school,” reports the Census.

A year into the pandemic, Wisconsin residents still aren’t being told where COVID-19 spread

Even though the state budgeted $75 million to trace the virus’ path, its health department chose from the earliest days of the pandemic to reveal little about outbreak locations.

Then, during last fall’s surge, the state’s most powerful business and manufacturing group sued to make doubly sure nobody but the state could access those records.

So once the wave crested, there was nothing public at the state level to answer claims like those from the head of the Wisconsin Restaurant Association on Nov. 30, who said there was no data that proved people were more likely to contact the virus in restaurants.

The same was true for data about bars, churches, stores, meatpacking plants or manufacturers.

I have left for last this tax advantage, which is the most obvious economic reason Fortune 50 companies and individual families are moving from Los Angeles to Dallas. A fourth generation Angelenos family who belongs to the most prestigious Los Angeles beach club, have their children in the finest preparatory schools, and live in a beautiful home told me they will enjoy escaping the high taxes, but it is the quality of life Dallas offers that they are really seeking. They are excited about schools that are open, restaurants they can go to, friendly, optimistic neighbors, blue skies, a sense of freedom and robust opportunities.

The pandemic brought everything into hyper-focus. Californians who a few years ago were tempted to leave for economic reasons decided to leave now to live in a city their family would enjoy. Those arriving in Dallas are not coming here with doubt or trepidation, but with excitement and enthusiasm to begin life in Dallas that offers so much of what California offered families moving there a generation or two ago.

For the next 30 years Dallas will be the city that leads the way in Organic Urbanism and the aesthetic and economic opportunities it provides. The pattern of migration to and from cities has evolved for 200 years. Technology increases the fluidity of where people live and simultaneously allows a greater intimacy and connectivity with neighbors and the community.

Lockdowns Prompting Devastating Levels of ‘Psychological Distress’ Among Young People



Pew Research:

Most young people are at little risk of dying from the coronavirus. But a new Pew Research survey shows that they are disproportionately bearing the consequences of heavy-handed pandemic lockdowns and isolating government restrictions.

Pew finds that an astounding 32 percent of young adults aged 18 to 29 report experiencing high levels of “psychological distress.” An additional 31 percent say they’ve experienced a medium level. Notably, women and lower-income are even more likely to have experienced serious psychological distress within this young subgroup.

Meanwhile, 45 percent of respondents under 30 reported being “nervous, anxious or on edge” at least “occasionally or a moderate amount of time.”

What’s the root cause of this widespread distress among young adults? Well, reports often attribute it to “the pandemic” or “COVID,” but in actuality, it’s largely attributable to the lockdown policies and government restrictions, not the virus itself.

Commentary on the taxpayer supported Madison School District’s hiring and layoff practices

The Madison School Board is expected to vote Monday on a controversial proposal that would minimize the importance of seniority in layoff and reassignment decisions.

Madison Metropolitan School District administrators have pushed for the change, which would prioritize culturally responsive practices and student learning outcomes instead of the experience-based system in place now. They see it as among the ways to diversify the staff and avoid putting recently hired staff of color at the most risk for layoff or reassignment, while also keeping the best teachers in the classroom.

Madison Teachers Inc. supports diversifying the workforce but believes the district’s proposed guidelines would allow for too much subjectivity — potentially hurting those same staff of color.

Based on a review of research and news articles from school districts around the country and interviews with experts on the topic, they’re both right.

“It’s sort of a no-brainer, sure, let’s keep the best,” said Richard Ingersoll, a professor of education and sociology at the University of Pennsylvania Graduate School of Education. “It turns out it’s easier said than done.”

Social isolation during COVID‐19 lockdown impairs cognitive function

Studies examining the effect of social isolation on cognitive function typically involve older adults and/or specialist groups (e.g., expeditions). We considered the effects of COVID‐19‐induced social isolation on cognitive function within a representative sample of the general population. We additionally considered how participants ‘shielding’ due to underlying health complications, or living alone, performed. We predicted that performance would be poorest under strictest, most‐isolating conditions. At five timepoints over 13 weeks, participants (N=342; aged 18‐72 years) completed online tasks measuring attention, memory, decision‐making, time‐estimation, and learning. Participants indicated their mood as ‘lockdown’ was eased. Performance typically improved as opportunities for social contact increased. Interactions between participant sub‐groups and timepoint demonstrated that performance was shaped by individuals’ social isolation levels. Social isolation is linked to cognitive decline in the absence of ageing covariates. The impact of social isolation on cognitive function should be considered when implementing prolonged pandemic‐related restrictive conditions.

A few weeks after San Francisco’s school district moved to remote learning last year in hopes of halting the spread of the coronavirus, Kate Sullivan Morgan noticed her 11-year-old son was barely eating. He would spend days in bed staring at the ceiling.

The mother formed a pod with three other families so the students could log on to their online classes together. That helped, but her eldest remained withdrawn and showed little interest in his hobbies, such as playing piano and drawing. Then her younger son, then 8, started to spiral down.

“He would scream and cry multiple times per hour on Zoom,” she said. “It was all really scary and not in keeping with his personality.” She scaled back her job as a healthcare regulatory attorney to be there for her sons.

In December, with schools in San Francisco still closed, the family packed up and moved more than 1,700 miles, to Austin, Texas, so the children could attend school in person. “Kids are resilient, but there is a breaking point,” Sullivan Morgan said.

Fourteen districts eventually responded with at least some of the data. The county’s two largest and most racially and socioeconomically diverse, Madison and Sun Prairie, required the newspaper to file public records requests for the data. To date, they remain unfilled.

In Madison, students could be marked present simply by exchanging messages with “the homeroom teacher and any specials teacher they are scheduled to receive instruction from that day.” In Verona, “two-way communication” with a teacher of staff had to occur at some time during the 24-hour day when the class occurred for the student to be marked present.

By contrast, the Marshall School District expected students to show up for each online class just as they had to show up for each in-person class pre-pandemic. It saw its rate of chronic absenteeism rise from 7% to 12% from the first semester of the last school year to the first semester of this one.

Seven school districts in Wisconsin, including three in Dane County — Madison, Sun Prairie and Mount Horeb — dispensed with enforcing state attendance laws altogether. The law identifies actions districts have to take when students are regularly absent without valid excuses.

Madison, the county’s largest district, did not respond to multiple requests for comment on why it sought the waiver.

The One-Year Anniversary of Lockdowns

One year ago, between March 13 and 16, 2020, began what most of us would agree were the most difficult days of our lives. We thought our rights and liberties were more or less secure or could only be hobbled on the margin. We took certain things for granted, such as that our governments would not – and could not – order us to stay home, close most businesses and schools, shut down travel, padlock churches and concert halls, cancel events, much less lock down society in the name of virus control. 

All that changed with a federal document issued March 13, 2020, and declassified three months later. It was the lockdown guidelines. Over the following days, governors panicked. People panicked. Bureaucrats were unleashed. All the powers of the state at all levels of society were deployed not on the virus but on the people, which is all that governments can really control. The lockdowns were nearly universal, implemented around the world but for a few holdouts, one of which was in the US (South Dakota). 

A year later, most states are opening up while those still clinging to lockdowns can no longer control people. Regardless of warnings from the top that going back to normal life is too dangerous, most people have decided to be done with the whole dreadful episode. 

All year we’ve asked ourselves the question: why did this happen? Pathogens are part of life now and always have been. For the better part of a century, social and economic outcomes from new viruses were ever less disruptive. Public health had a settled consensus that disease is something to mitigate through doctor-patient relationships. Taking away people’s rights was out of the question. The last time that was tried in very limited ways in 1918 demonstrated that coercion only distracts, divides, and delays. This is why lockdowns were not attempted for another hundred years. Wisely so. 

In the severe pandemic of 1957-58, officials explicitly said: ‘‘[T]here is no practical advantage in the closing of schools or the curtailment of public gatherings as it relates to the spread of this disease.’’ It was the same in 1968-69, 2006, 2009, and 2012-13. 

Then came 2020 and SARS-CoV-2. The 24-hour news cycle and social media kicked in. Shocking images from China – people dropping dead in streets, police dragging people out of their homes or otherwise sealing whole apartment units – were blasted onto cellphones the world over. Then a part of Italy seemed to erupt. To many, it felt like a plague, and a primitive disease panic took over political culture.

Wisconsin Superintendent candidate Jill Underly accused of ‘hypocrisy’ for sending her children to private school

No one has been a bigger promoter of public schools during the race for state school superintendent than Jill Underly. 

That was, no doubt, a large part of the reason that Underly, the Pecatonica school superintendent, has won the endorsement of state and local teachers unions.

But back when it was her decision to send her two children to school when she lived in Madison, Underly went private. 

Her campaign has confirmed that she chose to send her kids to St. James Catholic School in Madison during the 2013-’14 and 2014-’15 terms rather than Leopold Elementary, the low-performing neighborhood school in Fitchburg.

Get Woke Or Get Laid Off: Madison’s taxpayer supported schools

The Madison Metropolitan School District (MMSD) is planning to make sweeping changes to how it handles teacher layoffs, and wokeness could become the biggest factor in who stays and who goes.

All teachers would be scored in five weighted categories, according to the school board’s current draft proposal. Most of the weight would be given to a teacher’s “Cultural Responsive Practices,” which could make up 40% of their score.

“Teachers should understand and be able to articulate the systems and beliefs that may lead to inequitable outcomes for students of color, and adapt instruction to meet the needs of each student,” according to the draft.

Sample layoff rubric provides examples of unacceptable practices and attitudes including: taking the color-blind approach, focusing on equality instead of equity, failing to understand one’s own implicit bias, and being reluctant to participate in race and equity professional development.

“If you’re a teacher and you cannot distinguish systems and beliefs that lead to inequitable outcomes for students, you should not be in MMSD,” School Board Member Ananda Mirilli said.

Instead, teachers must “[seek] out opportunities to uncover implicit biases and [take] action to ensure equitable learning environments for all.”

The next category would be “Student Learning Objective” with a weight of 30%. That focuses on academic growth rather than achievement. It is measured subjectively. Teachers with the best outcomes would have “in collaboration with focus group students and/or colleagues analyzed the outcomes of the SLO process and reflected on the growth achieved throughout the cycle.”

Just Reopen the Schools Now

It is entirely possible that when we look back at the coronavirus pandemic decades from now, we may see the gravest catastrophe as a generation of schoolchildren whose formative years were irrevocably stunted. Even if the year and counting of public-school rollback has not done as much damage as the death toll itself, it is a social crisis of the same magnitude.

As the pandemic recedes, it is becoming increasingly difficult to understand why school closings continue to grind on. The answer at this point is simply to open up schools, everywhere, right away.

Every social-distancing measure is the product of a cost-benefit calculation. Some measures net out obviously positive: wearing masks indoors or closing bars and in-person dining. Closing schools last spring was an act of desperation in the face of a spiraling pandemic, very much like eating your seed corn as an alternative to starvation.

Schools have remained shuttered not for any rational calculation but because they’re easy to close and difficult to open. Closing can be done with an order by a governor or public official. Opening requires negotiating a gamut of government guidelines, negotiation with often recalcitrant teachers unions, and persuading parents who have (in some cases) come to see in-person schooling as a serious risk.

An important dynamic is that when authorities first closed schools, they were operating in an atmosphere of extreme uncertainty. It would be an exaggeration to say that schools pose no risk, or even that public-health authorities have a perfect understanding of the risk they pose. It can be said, however, that the weight of evidence strongly suggests in-person schooling, especially of younger students, poses a small health risk. One of the most recent additions to the literature finds “in-person learning in New York City public schools was not associated with increased prevalence or incidence overall of COVID-19 infection compared with the general community.” A New York Times surveyof 175 experts drew the same conclusion.

Many schools have been held back by CDC standards saying that they only permit in-person classrooms if students sit no closer than six feet apart. This requirement makes full-time schooling impossible, because schools simply don’t have enough room to teach every student while spacing them so far apart.

Commentary on school spending and outcomes

We use estimates across all known “credibly causal” studies to examine the distributions of the causal effects of public K12 school spending on test scores and educational attainment in the United States. Under reasonable assumptions, for each of the 31 included studies, we compute the same parameter estimate. Method of moments estimates indicate that, on average, a $1000 increase in per-pupil public school spending (for four years) increases test scores by 0.044 , high-school graduation by 2.1 percentage points, and college-going by 3.9 percentage points. The pooled averages are significant at the 0.0001 level.

Locally, Madison has long spent far more than most taxpayer funded K-12 school districts. Yet, we have long tolerated disastrous reading results.

The Case against Lockdowns



Philippe Lemoine:

• A year ago, when the COVID-19 pandemic hit most of the world, there was arguably a good case for lockdowns. The initial growth of the epidemic implied a high basic reproduction number, which in turn meant that unless transmission was reduced the virus would quickly sweep through most of the population because incidence would continue to grow exponentially until the herd immunity threshold was reached, overwhelming hospitals and resulting in the deaths of millions of people in a few weeks. Lockdowns and other stringent restrictions seemed like a plausible way of reducing transmission to “flatten the curve” and prevent that scenario from materializing.

• Many people continue to reason along those lines, but since then we have learned that, whatever the precise effect that lockdowns and other stringent restrictions have, it is not so large that it can easily be picked up in the data, as it would surely be if restrictions had the very large effect that pro-lockdown advocates claim. In particular, it is not the case that the alternative to lockdowns is herd immunity (at least in the short run), because in practice incidence never grows exponentially for very long even in the absence of stringent restrictions. While it is plausible that, without stringent restrictions, incidence would start falling a bit sooner and faster, the data show very clearly that it always starts falling long before the herd immunity threshold is reached with or without a lockdown.

We asked Wisconsin high schools how many students failed a class during first semester. It’s not pretty. Madison?

In one Wisconsin school district, two in five high school students failed a class during first semester. In another, the fall failure rate was four times what it had been in recent years.

Almost all of the 60 school districts responding to a USA TODAY NETWORK-Wisconsin survey reported that more high school students failed a class last fall than in recent years, and most blamed the same factor: online learning.

Students’ first-semester grades offer the earliest hard evidence of the toll the pandemic has taken on learning this year. Because the state Department of Public Instruction doesn’t report such data, the USA TODAY NETWORK-Wisconsin sent a survey to all the state’s districts asking administrators about their high schools’ failure rates.

Nine in 10 said failure rates had gone up. While most schools reported only a slight increase, others reported failure rates that had doubled or tripled.

National poll: Pandemic has negatively impacted teens’ mental health



University of Michigan:

For teens, pandemic restrictions may have meant months of virtual school, less time with friends and canceling activities like sports, band concerts and prom.

And for young people who rely heavily on social connections for emotional support, these adjustments may have taken a heavy toll on mental health, a new national poll suggests.

Forty-six percent of parents say their teen has shown signs of a new or worsening mental health condition since the start of the pandemic in March 2020, according to the C.S. Mott Children’s Hospital National Poll on Children’s Health at Michigan Medicine. Parents of teen girls were more likely to say their child had a new onset or worsening of depressive symptoms and anxiety than parents of teen boys.

Massachusetts school officials eye summer school

After a year turned upside down by COVID-19, some Massachusetts school districts are looking ahead to summer and how they can use the traditional time off as a chance to expand educational opportunities interrupted during the pandemic.

School officials in Framingham, Chelsea, and Fall River said they hope to offer families and staff the option of participating in summertime programs — including academics, enrichment, and the arts — as a first step in what is expected to be a long process of helping students resume their normal schooling and lives. There would also be mental health support to help children navigate the trauma caused by COVID-19, school officials said.

“I think this once-in-a-hundred-year pandemic requires an extreme and robust reaction,” said Adam Freudberg, chairman of the Framingham School Committee. “We have to go big.”

The planning comes as billions of dollars in federal stimulus money is being earmarked for school districts across the country to help children grapple with the academic and emotional toll wrought by COVID-19. President Biden signed the $1.9 trillion stimulus package into law Thursday.

One year after the pandemic started, students in Milwaukee still haven’t returned to classrooms, and a teachers’ union leader is signaling that educators may need to see additional safety measures, beyond vaccinations, in order for them to return.

Milwaukee Public Schools, the state’s largest school district, is holding classes virtually. The district has a plan to phase-in in-person learning next month.

But in an appearance Sunday on “UPFRONT,” Amy Mizialko, president of the Milwaukee Teachers’ Education Association, would not say whether the union backs the district’s plan to return to classroom learning in April. “UPFRONT” is produced in partnership with WisPolitics.com.

“We have always been in support of being in classrooms, in schools, with our students, when we know that it is safe to do so,” Mizialko said.

Vaccinations for teachers started last week. Mizialko said it has been difficult to track how many MPS teachers have received vaccinations, because some educators are going to their private medical providers for shots.

State superintendent candidate Deb Kerr called for all K-12 schools to reopen for in-person instruction, claiming “the science is clear” such a move is kids’ best interest.

Meanwhile, Kerr’s opponent Jill Underly slammed her for lying about the science behind reopening schools.

At a Saturday news conference on the Capitol steps, Kerr warned the future of Wisconsin schools is on the line in the spring election. She said organizations like the Centers for Disease Control back her recommendations for returning to in-person schooling and knocked her opponent Jill Underly for not having a plan.

A New York Times analysis this month found that only 4 percent of school districts nationwide have low enough COVID-19 community transmission to safely hold full-time in-person classes.

“It is a fool’s errand to educate young people that they have limits”



Jeffrey Carter:

Most of the time when I read or listen, it’s highly educated people positing theories and desiring more centralized decision making.  They usually aren’t threatened by technology.  Sure, universal basic income is a great idea but I don’t need it and it will cost me little to implement it.  Most of these arguments are normative.  Because they “feel” bad for someone, so we need to do something about it.  There is very little positive economic analysis when it comes to these arguments.

I also don’t believe in limits.  Certainly, there are constraints.  You have to put yourself into a situation to be successful and you have to prepare yourself to be successful.  You also have to be willing to define your own success and not let society determine it for you.  One thing that was great about Trump was you never heard “I can’t” when it came to taking on challenges that had to be taken on.

Successful people are like that. I have known lots of them.  It’s really interesting to listen to them talk about their success.  None of them were 100% lucky.  It wasn’t given to them.  They assumed risks others were not willing to assume and they saw things others didn’t see.

Indeed.

A fine elementary teacher mentioned years ago that “high expectations for all students is essential”.

This same teacher ruminated that “if we are doing such a great job, why is civic engagement and voting such a disaster?”

Unity School District in northwestern Wisconsin made the decision to remain open and continue with extracurricular activities at the beginning of the year in concert with a number of other districts in rural Polk County.

“Certainly, things look different,” Robinson said. “There’s been a lot of streaming events because we have to limit the number of people in person at our events, but we were very excited to be able to offer a fall sports season.”

The district, with a student population of roughly 1,000, took what Robinson called a “pause” in November after COVID-19 cases climbed significantly across the state, also due to a staffing shortage.

“One of the limiting factors in a small town or rural community is the shortage of available substitute teachers and support staff. We don’t have a large population to draw from for these positions,” Robinson said. “It wasn’t uncommon for a high school teacher to walk down and cover an elementary classroom for a period of time.”

Mark Wirtz, a third-grade teacher at Hawthorne Elementary, said he was a bit frightened to return to the classroom.

“I’m really concerned about fellow staff members, really glad we are getting vaccinated, but I’m concerned about how my fellow staff members are feeling,” he said before being whisked away for his injection. “I have heard from fellow staff members (who returned to classrooms this week), they are a little bit stressed.”

District mitigation efforts

The students at Stephens Elementary School call Amanda Monson “Nurse Mandy.” She’s been a school nurse at the school for 12 of her 16 years working for the Madison School District, and before the pandemic her days were filled with office visits by students with stomach aches, scraped knees and medicinal needs — she was used to having more than one child in her office at a time.

How long will students be feeling the impact of COVID, especially those who are still not in classes?



Alan Borsuk:

This means her children have been learning virtually for a year now while she has been teaching in person. As a generalization, most suburban schools have been open for in-person education, in some cases for the whole school year, in some cases since around mid-year. Also as a generalization – and almost no one disputes this – in-person education is better than virtual education not only for academic work but for social and emotional development of students.  

So as a generalization, as this mother and teacher can see, her suburban students are very likely moving ahead in school better than her children’s fellow students in Milwaukee.  

In other words, the gaps between these groups – and more broadly, richer kids and poorer kids – presumably are getting larger every day that nothing changes. It’s become more acceptable to call these gaps “opportunity gaps” rather than “achievement gaps.” So let’s say that the opportunities for city kids are not developing as well as the opportunities for suburban kids. This, of course, was true before the pandemic and it is truer now.

District officials are refusing to release a 2020 report detailing an investigation into a former Madison East High School educator. 

David Kruchten allegedly placed hidden cameras in the hotel bathrooms of students he was chaperoning on school trips. Students found these cameras concealed in smoke detectors, alarm clocks and air fresheners while at a conference in Minneapolis in October 2019. Kruchten was arrested in January 2020 and faces state and federal charges for attempting to produce child pornography.

Promising in February 2020 to review “every detail” of the incident, then-superintendent Jane Belmore told parents in an email that a private attorney had been hired to conduct an independent, internal review of the incident. That report was completed in June 2020, but the school district has turned down requests for the full report from parents and the media. The district also confirmed to Isthmus that the full report has not been provided to school board members, either. 

Bill Lueders, president of the Wisconsin Freedom of Information Council, asks, “Why should this investigation be secret? 

“I suspect they want it secret because there is evidence of the district’s own culpability and negligence on how this episode played out,” says Lueders, who is also editor of The Progressive. “This shouldn’t be allowed and people should be outraged.”

Parents are abandoning troubled NYC public schools for private education

“But, unfortunately, teachers who opted [to work remotely] still aren’t coming in, so kids go in to learn on Zoom while wearing a mask,” she said, referring to the teachers who received permission in September to be remote for the whole year. “They could have a math teacher ‘watching’ the class while the social studies teacher Zooms from home. It’s still a mess.” (On Wednesday, Staten Island City Councilman Steven Matteo blasted this practice in a letter he posted on Twitter, saying “that is not ‘in-person’ learning; it is just a glorified version of remote learning.”)

Fed-up public school parents, many of whom are philosophically aligned with a public education, are increasingly driven away from a disjointed system they feel keeps them in the dark. 

While embattled Schools Chancellor Richard Carranza has resigned, there’s still deep mistrust. There have been sweeping changes to admissions, from unscreened middle schools to a monthslong lag in admissions decisions, leaving parents too shaky to wait until as late as June, instead of the usual March, to know where their kid lands next year. Since most private schools’ decisions come out in late February and early March, families are making the bitter sacrifice now — even if it puts them in the poor house.

  1. Billions in savings for taxpayers: Since 2011, Act 10 has saved taxpayers over $13 billion, according to the MacIver Institute.   

  1. The sky didn’t fall on public education.  A study from the Wisconsin Institute for Law & Liberty, which I co-authored, showed that Act 10 had little or no impact on student-teacher ratios, the number of licensed teachers, school district spending on teacher salaries, and teacher experience. Especially as Wisconsin compared to other states that didn’t enact collective bargaining reform.

Further analysis by WILL showed that districts that embraced Act 10 actually had an uptick in math test scores.

Covid-19: NHS Test and Trace ‘no clear impact’ despite £37bn budget

The impact of NHS Test and Trace is still unclear – despite the UK government setting aside £37bn for it over two years, MPs are warning.

The Public Accounts Committee said it was set up on the basis it would help prevent future lockdowns – but since its creation there had been two more.

It said the spending was “unimaginable” and warned the taxpayer could not be treated like an “ATM machine”.

But Transport Secretary Grant Shapps said the MPs’ report “defies logic”.

Baroness Dido Harding, head of the National Institute for Health Protection, which runs the system, pointed out it had been built from scratch and was now doing more tests than any other comparable country.

She said performance had been improving with more people who tested positive being reached and more of their close contacts being asked to isolate.

“It is making a real impact in breaking the chains of transmission,” she added.

Public schools and racial hierarchy

Congrats to Stanford Law and Policy Lab. They have identified the problem but are pursuing an epic failure with their solution. It seems the top-tier school has finally figured out that tying children to failing schools by their zip codes systematically oppresses black and brown children. President Trump knew that when he called school choice the civil rights issue of our time. However, Stanford is taking the standard approach of over-educated leftists. As is typical, they detected disparate outcomes in a system they are evaluating, they blamed it on racism and their first instinct was to lower the standards.

Their practicum is The Youth Justice Lab: Imagining an Anti-Racist Public Education System. Perhaps they would like to engage in a deeper analysis. Recently I wrote about a teen in Baltimore who only passed three classes in his entire high school career. Even more shocking, with a GPA of 0.13, his class rank was 62 out of 120 students The mayor of Baltimore City is black, the city council is extremely diverse, and the CEO of Baltimore City Schools is also black. The school district’s average teacher salary is $62,000, and its per-student spending was the third highest in the nation in 2019.

This overall picture of well-funded schools with a minority-led city government and school leadership is common in underperforming urban school districts. These districts have financial resources, and it would be hard to imagine their leadership’s primary goal is to hold students down based on racial identity. Instead, schools and individual student school performances are a multi-factor analysis. It is not as simple as assigning a motive, as Stanford Law has.

Luckily, Stanford University has one of the most astute students on inequity in education at the Hoover Institution. Dr. Thomas Sowell wrote a data-filled book called Charter Schools and Their Enemies. He demonstrates that charter schools, free from mandates from the local school board, can operate in the same building as a public school and produce significantly better results with predominantly minority populations. He spends quite a bit of time evaluating Success Academy, a charter school system comprised of 47 schools in New York City that enroll approximately 20,000 students.

Success Academy enrolls students through a lottery in underserved neighborhoods. In the last year that students in New York took standardized tests, Success Academy students had the state’s highest scores. Of the more than 7,000 students who took the exams, 99% passed the math portion, with 86% achieving the highest score, and 90% passed the English and language arts portion, with 41% achieving the highest score. The student population that took the tests was diverse and had an average household income of less than $50,000 in one of the world’s highest cost-of-living cities.

Mass. middle schools will be required to reopen full time on April 28, state school officials announce

In the latest push to get Massachusetts students back into classrooms full time this year, state education officials announced Tuesday that middle schools will be required to reopen full time on April 28.

The forced return to in-person classes comes just days after state Education Commissioner Jeffrey Riley was given the authority to determine when hybrid and remote learning models will no longer count toward student learning hours across the state. The Board of Elementary and Secondary Education approved his plan by an 8-to-3 vote on Friday.

State officials on Tuesday also published a new guidance for school districts to assist them with planning their full-time returns.

The state had previously said that elementary schools (kindergarten through fifth grade) will be required to reopen for full-time, in-person learning by April 5. State officials are expected to announce in April when high schools will have to reopen.

Middle schools (grades 6 through 8) are required to reopen for full-time, in-person instruction on Wednesday, April 28, but districts can allow students who traveled to certain states the week prior for April vacation to continue remote learning for the week of April 26 only.

All families will continue to have the option to keep their children in a remote learning model through the end of the school year, according to the guidance published by the Department of Elementary and Secondary Education. Students who need to isolate or quarantine after being diagnosed with COVID-19, or coming into contact with someone who has, will also be allowed to learn remotely.

School districts that decide they cannot reopen their schools five days a week under the state’s timeline can apply for a waiver, which Riley is expected to grant “for a limited set of circumstances in which districts make a compelling case that they must take an incremental approach” to reopening school full time, according to the guidance.

The Lost Year: What the Pandemic Cost Teenagers

In many parts of the country, particularly cities and towns dominated by Democrats, concerns about virus spread by children has resulted in all sorts of measures: closures of playgrounds, requirements that kids older than 2 wear masks outdoors, rigid restrictions on campus life at colleges that reopened. “We should be more careful with kids,” wrote Andy Slavitt, a Medicare and Medicaid administrator under President Barack Obama who was named senior advisor for President Joe Biden’s coronavirus task force, in a Jan. 3 tweet. “They should circulate less or will become vectors. Like mosquitos carrying a tropical disease.”

In Los Angeles, county supervisor Hilda Solis, a former Obama labor secretary, urged young people to stay home, noting the risk of them infecting older members of their households. “One of the more heartbreaking conversations that our healthcare workers share is about these last words when children apologize to their parents and grandparents for bringing COVID into their homes for getting them sick,” she told the Los Angeles Times. “And these apologies are just some of the last words that loved ones will ever hear as they die alone.”

As time has gone on, evidence has grown on one side of the equation: the harm being done to children by restricting their “circulation.” There is the well-documented fall-off in student academic performance at schools that have shifted to virtual learning, which, copious evidence now shows, is exacerbating racial and class divides in achievement. This toll has led a growing number of epidemiologists,pediatricians and other physicians to argue for reopening schools as broadly as possible, amidgrowing evidence that schools are not major venues for transmission of the virus.

As many of these experts have noted, the cost of restrictions on youth has gone beyond academics. The CDC found that the proportion of visits to the emergency room by adolescents between ages 12 and 17 that were mental-health-related increased 31% during the span of March to October 2020, compared with the same months in 2019. A study in the March 2021 issue of Pediatrics, the journal of the American Academy of Pediatrics, of people aged 11 to 21 visiting emergency rooms found “significantly higher” rates of “suicidal ideation” during the first half of 2020 (compared to 2019), as well as higher rates of suicide attempts, though the actual number of suicides remained flat.

Commentary on proposed Taxpayer Supported Madison School District Layoff Policies

A slate of controversial proposed changes to teacher layoff rules in the Madison Metropolitan School District was back in front of the School Board Monday night.

District administration has proposed making seniority just 10% of the decision of who to lay off, a significant change from the current system that relies entirely on seniority. The proposal would also add a second layoff notice window in addition to the end-of-school-year notice currently permitted, allowing the district to lay off teachers in November if enrollment is lower than anticipated.

Madison Teachers Inc. has expressed concern about the proposal, specifically mentioning the potential subjectivity of the other 90% of the layoff decision under the proposed guide. District officials maintain that it is a key part of a broader strategy aimed at recruiting and retaining more teachers of color, who are more likely to be recent hires.

A vote on the proposed changes is expected at the board’s March 22 meeting.

Did we realize in the 1990s that it would be us who turned to shit? Here’s what neither political scientists nor geopolitical scholars sufficiently gamed out as it was happening: The wicked brew of trade globalization and outsourced manufacturing, industrial policy fueled technological innovation, and rent-seeking financial capitalism–and how those forces not only accelerated power diffusion globally but also deindustrialization and political polarization at home. 

Fukuyama sought to marry rationalism and freedom, but even as he wrote, the great Anglo-American delegitimation was already underway. Reagan-Thatcherist privatization and deregulation were causing widening inequality, social degeneration, and the dismantling of the utilitarian meritocracy that had served as the bureaucratic backbone of postwar success. Whereas political scientists continue still to mistake the Western strategic community for a political one, the cleavage within the West has long been apparent. Weber’s ideal-type state remained alive and well in democratic technocratic states such as Germany, where the government share of the economy is high, the welfare state is robust, social protections are strong, and infrastructure is world-class. The deepening transatlantic divorce has played out over Iraq and Russia, financial and technological regulation, trade and climate change, and other areas. Even under the Biden administration, the United States and European Union may coordinate more on China and climate, but Europe won’t trust America to lead. Geopolitical allies will remain geoeconomic rivals, jointly pushing for reciprocal access to China’s markets, but competing vigorously for market share for their own firms.

The rise of Asia presents the strongest evidence for geopolitical entropy as the new arc of history, both material and ideational—and China, today’s going concern, is only half the story. First, let’s be clear where Fukuyama was right: China does not present a compelling ideology that other states wish to emulate—even if they could. China has managed economic ascent while clinging to political authoritarianism, reinforcing Huntington’s point that modernization does not mean Westernization. But much as today nobody visits America seeking to copy Washingtonian politics when all they want is to replicate West Coast tech giants, the “China model,” too, is not an off-the-shelf package. China is not exporting its ideology just because others are imitating its supply-led growth, industrial policy, and full-service digital apps. Corrupt regimes don’t need to hold up China as a role model to justify importing its surveillance technologies; they could buy these tools from American or Israeli firms as well.

Stay-at-home policy is a case of exception fallacy: an internet-based ecological study

A recent mathematical model has suggested that staying at home did not play a dominant role in reducing COVID-19 transmission. The second wave of cases in Europe, in regions that were considered as COVID-19 controlled, may raise some concerns. Our objective was to assess the association between staying at home (%) and the reduction/increase in the number of deaths due to COVID-19 in several regions in the world. In this ecological study, data from www.google.com/covid19/mobility/, ourworldindata.org and covid.saude.gov.br were combined. Countries with > 100 deaths and with a Healthcare Access and Quality Index of ≥ 67 were included. Data were preprocessed and analyzed using the difference between number of deaths/million between 2 regions and the difference between the percentage of staying at home. The analysis was performed using linear regression with special attention to residual analysis. After preprocessing the data, 87 regions around the world were included, yielding 3741 pairwise comparisons for linear regression analysis. Only 63 (1.6%) comparisons were significant. With our results, we were not able to explain if COVID-19 mortality is reduced by staying at home in ~ 98% of the comparisons after epidemiological weeks 9 to 34.

Let us not forget that prior to the pandemic panic, Wisconsin already had the largest achievement gapbetween white and Black children in the nation. This gap will only get worse as schools across the state continue with in-person instruction while MPS students struggle to connect virtually, and in many ways educate themselves. Inner-city students are far less likely to have comparable access to technology, according to a recent study by the Rand Corporation, and many more of these students are working or are having to care for younger siblings while their parents are working.

For many of these students, school is the only place where they get a decent meal. Most importantly, attending school in-person is the most effective means of instruction because of the personal connection students establish with teachers. A selling point for any school is smaller class sizes because an instructor has more of an opportunity to connect, understand and individualize the instruction. By going all-virtual, MPS has gone the opposite direction with predictable, disastrous results.

One cannot underscore enough the importance of a high school diploma, with high-school graduates generating significantly higher lifetime earningsthan dropouts. A recent study by the Wisconsin Institute for Law & Liberty (WILL) found that learning loss from the Spring 2020 semester will result in an estimated $7.7 billion in lost lifetime earnings for Wisconsin students.

“I didn’t know we were so behind in this pandemic as a nation,” she said. “I never thought we were going to be here a year into this.”

For some schools outside of Madison, it hasn’t been anywhere near a year. Many private and religious schools reopened to full-time, in-person learning in September after persuading the state Supreme Court to block a local public health order that would have prevented them. Suburban and more rural public schools have been reopening in recent months under hybrid models. 

That back-to-school sentiment hasn’t been as strong in Madison, where kindergarteners are set to begin in-person instruction Tuesday followed by first grade, second grade and 4-K students in subsequent weeks. No dates for returning older students have been announced.

Those small steps toward normalcy have spurred sharp disagreements between district administrators and the teachers union. Last week, Madison teachers staged a “teach-out” to protest what they view as a rushed and dangerous return to school weeks before most of them are due to be vaccinated.

But while Madison parents see the toll the long layoff is taking on student learning and mental health, many also sympathize with teachers and laud their efforts teaching online.

Windsor-Engnell said she wishes the school district’s approach during the pandemic had been more “nuanced” and allowed for at least some in-person learning for the families that needed it. She’s especially concerned about how the long shutdown will affect student mental health, and estimated her children are absorbing about 50% to 60% of the education they would be getting in person.

Still, she said her North Side family doesn’t have any health conditions that puts them at greater risk for the virus and that in some ways that puts them in a “privileged position.”

Virtual learning last spring was a “hot mess for everybody,” said Ana Luyet, who lives on Madison’s Near West Side with husband and two teenage daughters, 13 and 15, “but everybody did the best they could with the tools at their disposal.”

What is the point of schools?

Next week it will all be over. 

Nine million children in England will put on their uniforms, which most of them have not worn since December, and head back to school. Nine million mothers or fathers will heave a sigh of relief at no longer having their Zoom calls interrupted by having to chivvy their children or trying to home-school them about ionic bonds or subordinate conjunctions. Nearly 500,000 teachers will close the laptops on which they have been communicating with students on Zoom, Loom, Teams and Satchel One, and prepare to meet them again in the flesh.

Yet in a way it’s not over. Coronavirus has disrupted education, literally so, by stopping it in its tracks for two extended periods. That break has given all of us — teachers, parents, policymakers — space to wonder if getting back to normal should really be the goal — or whether there’s some improved version of normality that we should be aiming for instead. 

Neither is it over for the children themselves, who have missed a total of 20 weeks’ education — more than half a full school year. Covid-19 has left scars that the government’s promise last month of more money for tutors and summer schools is not easily going to heal.

Mass. education commissioner wins authority to force school districts to bring students back to classrooms full-time

The Massachusetts Board of Elementary and Secondary Education voted on Friday to give Education Commissioner Jeffrey Riley the power to force districts to bring students back to the classrooms full-time, a move that aims to put student learning and wellbeing back on track after a year of epic disruptions.

The return of students to five days a week of in-person learning will begin April 5, with students in pre-kindergarten through grade 5. Middle school students will likely follow sometime after that. It remains unclear if high schools will be forced to reopen full time before the school year ends.

“Now is the time to begin moving children back to school more robustly,” Riley said before the vote, noting that the proposal had broad support in the medical community.

The 8 to 3 vote followed passionate public testimony about whether the state was usurping local control — or whether, as others argued, state officials needed to intervene to address the deteriorating mental health of students and significant learning losses.

Board members asked a panel of medical experts a range of questions, including about the safety risks variants presented in school settings and the capacity of schools to address mental health issues.

In the end, board members said they felt a duty to step in.

Epidemics and trust: The case of the Spanish Flu

Recent studies argue that major crises can have long‐lasting effects on individual behavior. While most studies focused on natural disasters, we explore the consequences of the global pandemic caused by a lethal influenza virus in 1918-19: the so‐called “Spanish Flu.” This was by far the worst pandemic of modern history, causing up to 100 million deaths worldwide. Using information about attitudes of respondents to the General Social Survey, we find evidence that experiencing the pandemic likely had permanent consequences in terms of individuals’ social trust. Our findings suggest that lower social trust was passed on to the descendants of the survivors of the Spanish Flu who migrated to the United States. As trust is a crucial factor for long‐term economic development, our research offers a new angle from which to assess current health threats.

Colleges That Require Virus-Screening Tech Struggle to Say Whether It Works

Before the University of Idaho welcomed students back to campus last fall, it made a big bet on new virus-screening technology.

The university spent $90,000 installing temperature-scanning stations, which look like airport metal detectors, in front of its dining and athletic facilities in Moscow, Idaho. When the system clocks a student walking through with an unusually high temperature, the student is asked to leave and go get tested for Covid-19.

We Expect 300,000 Fewer Births Than Usual This Year

The Covid-19 pandemic has thrown the country into an economic recession and an unprecedented restructuring of our work and social lives. Early on, some likened the public health crisis to a blizzard, imagining that people would stay home, cozy up with their romantic partners and make babies.

These playful visions have given way to a more sobering reality: The pandemic’s serious disruption of people’s lives is likely to cause “missing births” — potentially a lot of them. Add these missing births to the country’s decade-long downward trend in annual births and we can expect consequential changes to our economy and society in the years to come. Unfortunately, there are no easy fixes.

K-12 Tax & Spending Climate: Madison’s property & business climate

Officials with the World Dairy Expo, the largest convention and exposition in Dane County, are exploring venue options outside the Madison area for this year’s event, due to local COVID-19 restrictions.

Currently, Dane County, which has been home to the event for more than 50 years, remains the planned host for the expo. But event officials have been looking into alternative locations for the 2021 show, which is scheduled to run from Sept. 28 through Oct. 2.

“Our leadership believes that it’s important for us to bring the global dairy industry together in some form and fashion in 2021,” said Scott Bentley, the expo’s general manager. “That is the desire that has prompted us to consider alternative venues.”

The expo, which brings in 62,000 people from 100 countries for a week each fall to the Alliant Energy Center, serves as a major economic boon for hotels and restaurants and typically has an estimated economic impact on the region of more than $45 million. The event also draws high-profile visits, with U.S. Agriculture Secretary Sonny Perdue attending in 2019. Last year’s event was canceled due to COVID-19 concerns.
