Teacher Unions vs. Poor Kids

The “education president” remained silent when his congressional Democrats essentially killed the Opportunity Scholarship Program (OSP) in the city where he now lives and works.



Of the 1,700 students, starting in kindergarten, in this private-school voucher program, 90 percent are black and 9 percent are Hispanic.



First the House and then the Senate inserted into the $410-billion omnibus spending bill language to eliminate the $7,500 annual scholarships for these poor children after the next school year.



A key executioner in the Senate of the OSP was Sen. Dick Durbin, Illinois Democrat. I have written admiringly of Durbin’s concern for human rights abroad. But what about education rights for minority children in the nation’s capital?



Andrew J. Coulson, director of the Cato Institute (where I am a senior fellow) supplied the answer when he wrote: “Because they saw it as a threat to their political power, Democrats in Washington appear willing to extinguish the dreams of a few thousand poor kids to protect their political base.”

State Sen. Robert Ford is putting a new face on the long-running fight over whether to spend public education dollars to pay for private schools.
To the dismay of his African American colleagues, the Charleston Democrat is hawking a bill that would give students a publicly paid scholarship or tuition grant to go to a private school.
So far, the push for school choice has had mostly white faces out front. But Ford, who is seeking the Democratic nomination for governor, is making the case that the students who would benefit most from a voucher-style program in South Carolina are African Americans who attend poorly performing schools.
He dismisses those who say his program would hurt already struggling public schools, framing the argument as a choice between protecting schools or giving children the lifeline they need to succeed.
“You’re damn right I’m hurting public education, because public education is hurting our kids,” Ford said.

Rose Fernandez regularly refers to herself as an outsider in the race to become the state’s next schools chief.
The implication is that her April 7 opponent, Deputy Superintendent of Public Instruction Tony Evers, is an insider who is unlikely to change what is happening with education in the state.
The outsider candidate who can change things and shake up the status quo has long been a popular thrust in political campaigns. President Barack Obama, although a U.S. senator at the time, used aspects of the tactic in his campaign last fall.
But some wonder whether it will have the same impact in what is likely to be a low-turnout election April 7.
“The advantage to the insider is being able to draw off of established, organizational support,” said Charles Franklin, a political science professor at the University of Wisconsin-Madison. “The outsider’s goal is to try to become visible enough that people unhappy with the status quo can voice their outsider outrage.”
From her Web site address – www.changedpi.com – to frequently tying her opponent to the state’s largest teachers union, the Wisconsin Education Association Council, Fernandez appears to be trying to capitalize on one of her many differences with her opponent.
“There are perils with entrenchment,” said Fernandez, a former pediatric trauma nurse and past president of the Wisconsin Coalition for Virtual School Families. “With that there comes an inability to see the problems as they really are.”
But being an outsider also has some disadvantages, which Evers is trying to play up as well.
At a recent appearance before the Public Policy Forum, Evers puzzled about Fernandez’s stance against a provision in Gov. Jim Doyle’s bill that he said was supported by voucher school proponents while she expressed support for voucher schools.

Tony Evers questioned opponent Rose Fernandez’s qualifications for the state’s top education spot Friday night, while Fernandez countered by trying to portray him as a crony of Wisconsin’s largest teacher’s union.
The two, vying for the post of superintendent of Public Instruction, laid out competing visions in a We The People debate.
Evers, the deputy superintendent at DPI, touted his 34 years of experience in education while contrasting his resume with the credentials of Fernandez, who is a nurse by trade and has never worked in a public school.
Fernandez, a virtual school advocate, countered by continually trying to lay problems with the state’s educational system at the feet of Evers, who has held the No. 2 post at the agency for eight years.
Given the opportunity to question each other, Evers pointed out Fernandez represented virtual schools and has zero experience in the administration of public schools. He asked how parents with children in public schools can trust her to invest in their education rather than funneling money toward special interests.
“My own special interest is the boys and girls growing up in the state of Wisconsin,” Fernandez shot back.
Fernandez then stressed Evers’ endorsement by the Wisconsin Education Association Council and the “hundreds of thousands of dollars” the union has spent to support his campaign. She asked him to list three reforms he has supported that WEAC opposed.
Evers answered that the union was unhappy with a settlement DPI reached on allowing virtual schools — in which districts allow students to take courses on-line — to continue. He also said he has been a strong advocate of charter schools — which operate without some of the regulations of other public schools — something the union has opposed.
“I started charter schools. I know what charter schools are about,” Evers said. “I don’t need a lecture about charter schools.”
Evers also stressed his support from school boards, child advocates, parents and others.
“That’s why you have to have a broad coalition,” Evers said. “This isn’t about this overwhelming group of people driving policy at the state level. That just isn’t fact.”
Fernandez ripped DPI for not doing enough to help the struggling Milwaukee Public School system address issues like dropout rates and the achievement gap for minority students.
Evers countered that he has worked on the issue with educators in Milwaukee, but there are also socioeconomic factors that are hampering achievement.
“Laying this issue on my lap is irrational,” Evers said.
Fernandez also brought up a piece of Evers’ campaign lit that referred to voucher schools in Milwaukee as “a privatization scheme.”
“Some of the schools have been scheming, and those schools we have drummed out of the program,” Evers replied.
Evers warned that Fernandez would run DPI through the prism of the “special interest” of choice schools.
Both candidates agreed that a merit pay system for educators could have benefit, but they disagreed on the details. Fernandez indicated that she would base her merit pay system more on classroom outcomes, while Evers stressed that rewards for training were equally important.
They differed more prominently on the qualified economic offer, which Gov. Jim Doyle has proposed eliminating in his 2009-11 budget plan. Fernandez wants to retain it, saying that without the control on teacher compensation, property taxes could rise sharply.
“Children may become the enemy of the taxpayer,” she said.
Evers said he has bargained on both sides of the table, and he opposes the QEO because it hurts the state’s ability to stay competitive in teacher pay.
Evers embraced the coming federal stimulus cash, which will pump $800 million into state schools as “a historic event” that acknowledges “educators are the lever that can turn our economy around.” He said he would appoint a trustee to oversee the allocation of the funds in Milwaukee schools to ensure the money is getting to the classrooms.
In contrast, Fernandez said she looked upon the federal stimulus with caution in that it is one-time funding that won’t be there in the future
And while Evers touted the state’s ACT and SAT scores as being among the highest in the nation, Fernandez said those tests are only administered to college-bound students and aren’t indicative of the academic struggles in districts like Milwaukee.

Congress vs. Washington DC Kids

Congressional Democrats succeeded this week in crippling a school choice program operating in the nation’s capital. For the last five years, the D.C. Opportunity Scholarships have made private schooling affordable to 1,700 poor children. Rather than reauthorizing the program for another five-year term, Democrats have all but ensured it will die after next year.
House Appropriations Committee Chairman David R. Obey, Wisconsin Democrat, has asked D.C. Public Schools Chancellor Michelle Rhee to prepare for the return of voucher students to the city’s broken public schools.
Sen. Ted Kennedy’s office claims the senator opposed the voucher program from the start because it “takes funds from very needy public schools to send students to unaccountable private schools.” (The House Budget Committee holds hearings today on the U.S. Education Department budget).
But just how needy are D.C. public schools? To find out, I added up all the K-12-related expenditures in the current D.C. budget, excluding preschool, higher-education and charter school items. The total comes to $1.29 billion. Divide that by the official enrollment count of 48,646 students, and it yields a total per-pupil spending figure of $26,555.




Milwaukee’s St. Anthony to add high school

Govanne Martinez said it will be an honor to be in the first ninth-grade class at St. Anthony School.
Sebastian Pichardo said, “I want to test how smart I am, how much I can achieve.” The best way to do that, he thinks, is to stay at the school where he has been since he was 4 years old.
The two St. Anthony eighth-graders are among more than 90 students who have enrolled in what will be the first new Catholic high school in the Milwaukee archdiocese in more than 25 years. It also will be the first Catholic high school to operate on the south side and within the boundaries of the city of Milwaukee since St. Mary’s Academy closed in 1991.
St. Anthony is already the largest kindergarten through eighth-grade school in Milwaukee, with 1,045 students, all but a handful participants in the publicly funded private-school voucher program. That makes the school one of the largest Catholic grade schools in the United States
And now: St. Anthony, the high school.
School leaders plan to add a grade a year and reach 400 students or more by the fifth year.
A building just north of W. Mitchell St. on S. 9th St. is expected to house the high school for the first couple years, said Terry Brown, president of the school. That’s in the block north of St. Anthony church and the several buildings used now by the school’s upper grades.




The Early-Ed Big Lie

In a speech on education this morning at the U.S. Hispanic Chamber of Commerce, President Obama repeats questionable statistics in support of his bid to expand the government’s monopoly on education back to the womb, asserting that “$1 of early education leads to $10 in saved social services.”
Unfortunately he’s referring to small-scale programs that involved extensive and often intensive total-family intervention rather than simple “early education.”
In contrast to the- real-world school choice programs have been tested extensively with solid, random-assignment studies. Nine out of ten of these studies find statistically significant improvement in academic achievement for at least one subgroup.




A cruel school move

We wrote last week about Democratic efforts to strip 1,900 low-income Washington children of $7,500 “opportunity scholarships” to attend private schools.
It’s an experiment in school vouchers, an experiment with little potential downside. But it’s an experiment that was launched in 2004 by a Republican-controlled Congress. Today it’s on the verge of extinction because the Democratic-controlled Congress wants to do the bidding of public-school teachers unions. The unions see vouchers that let poor kids go to private schools as aiding the enemy.
Language passed by the House as part of a massive $410 billion spending bill would effectively doom the federally funded program. The 1,900 kids would have to leave their schools and re-enter public schools in Washington, which has some of the worst schools in the nation.
The measure, by the way, is referred to as “the Durbin language” for sponsoring Sen. Dick Durbin of Illinois.




Obama and the Schools

Education Secretary Arne Duncan said last week that poor children receiving federally financed vouchers to attend private schools in Washington, D.C., shouldn’t be forced out of those schools. Bully for Mr. Duncan. But the voice that matters most is President Obama’s, and so far he’s been shouting at zero decibels.
His silence is an all-clear for Democrats in Congress who have put language in the omnibus spending bill that would effectively end the program after next year. Should they succeed, 1,700 mostly black and Hispanic students who use the vouchers would return to the notoriously violent and underperforming D.C. public school system, which spends more money per pupil than almost any city in the nation yet graduates only about half of its students.
The D.C. voucher program has more than four applicants for every available slot. Parental satisfaction is sky high. And independent evaluations — another is scheduled for release later this month — show that children in the program perform better academically than their peers who do not receive vouchers. This is the kind of school reform that the federal government should encourage and expand.




Charter school opponents, watch out

In his address to Congress last night President Obama promised: “We will expand our commitment to charter schools.” Today, as the blogosphere buzzes over the speech, education watchers and International Community School teachers alike are taking that commitment seriously.
Calling it “one of the most important lines in President Obama’s speech,” Kevin Carey, writing for the Chronicle of Higher Education’s blog Brainstorm, discussed the power presidents have to refocus public education debates. Just as President Bush’s focus on testing and accountability all but killed a debate about vouchers that had raged since the Reagan administration, so, Carey argued, “Obama’s forceful position on charter schools is likely to have the same effect.” Charter school opponents, he wrote: “You’re in for a long eight years.”
At Politico’s blog The Arena, education heavy-hitters weighed in for and against.
“President Obama’s enthusiasm for charter schools is baffling. Doesn’t he realize that they are a deregulation strategy much beloved by Republicans?” wrote NYU education historian Diane Ravitch, “If he thinks that deregulation is the cure for American education, I have some AIG stock I’d like to sell him.”
Steven G. Calabresi, a law professor at Northwestern University, was ready to get down to brass tacks. “[The] key,” he wrote, “is to switch to funding public schools out of statewide collected taxes instead of funding them out of local property taxes and creating many, many more charter school and private schools where students can cash in the education credit or voucher that their stateought to give them.”




Panelists Skeptical about Milwaukee School District Governance Change

A group of community leaders who disagree on a lot of other things about education were in general agreement Monday night on one important issue:
They don’t think much of the idea of turning control of Milwaukee Public Schools over to somebody other than the School Board.
From teachers union president Dennis Oulahan to school voucher advocate Howard Fuller, from liberal School Board member Jennifer Morales to business leader Tim Sheehy, it was hard to keep the people involved in a panel at the Marquette University Law School on the topic of whether there should be mayoral control of schools, or something in that vein, as they kept turning to other issues.
None expressed hope that a step of that kind, at least in itself, would change the rate of success in MPS.
“No matter who takes it over . . .  if you don’t change anything that’s going on within the body itself that prevents good practice,” it will be an illusion to think things will get better, Fuller said.
“Any kind of governance can work if it has the right support.”
Oulahan said there was a long history of reforms in MPS, such as the Neighborhood Schools Initiative launched in 2000 and the small high school reform in recent years, that really were about buildings or programs and not about kids. Unless the focus is on teaching children using practices that actually work, nothing will change, he said.




Fernandez & Evers Advance in the Wisconsin DPI Superintendent Race

Evers won the endorsement of the 98,000-member state teachers union, the Wisconsin Education Association Council, which paid for TV ads on his behalf. Evers was the only one of the five to pay for his own ads.
“I believe that my message of experience has played well so far,”
Evers said. “I won the primary and I anticipate that we’ll just work hard to get the message out. I believe that people do believe experience matters.”
Fernandez, who has often been at odds with the state education department over virtual schools, reveled in the fact that she didn’t get the WEAC endorsement, touting it as another sign of her being outside the state education bureaucracy.
Fernandez was the only one of the five candidates without any professional education experience. A former nurse, she recently stepped down as president of the Wisconsin Coalition of Virtual School Families.
“Some people have dismissed me as just a mom on a mission, but that’s a label I’ll be wearing as a badge of honor,” Fernandez said. She pledged to overcome WEAC’s financial backing of Evers with a broad base of support that taps into teachers, parents and students across the state.
“We’re hearing that there’s a great hunger out there for our message that higher standards without higher taxes is what they want,” she said.
Her campaign called for reforming the state education department, enacting changes to allow for teacher merit pay and protecting alternative education options such as virtual schools, home schooling and Milwaukee’s school choice voucher program.
Evers, the deputy under retiring Superintendent Libby Burmaster for the past eight years, emphasized his 34 years of education experience during the campaign. Opponents criticized him as a status-quo insider candidate, while Evers countered he was the best-grounded to initiate reforms, particularly in the Milwaukee schools.




Jeb Bush on School Choice

What comes through when Mr. Bush is asked about education is how radical his views are. He would toss out the traditional K-to-12 scheme in favor of a credit system, like colleges have.
“It’s not based on seat time,” he says. “It’s whether you accomplished the task. Now we’re like GM in its heyday of mass production. We don’t have a flourishing education system that’s customized. There’s a whole world out there that didn’t exist 10 years ago, which is online learning. We have the ability today to customize learning so we don’t cast young people aside.”
This is where Sweden comes in. “The idea that somehow Sweden would be the land of innovation, where private involvement in what was considered a government activity, is quite shocking to us Americans,” Mr. Bush says. “But they’re way ahead of us. They have a totally voucherized system. The kids come from Baghdad, Somalia — this is in the tougher part of Stockholm — and they’re learning three languages by the time they finish. . . . there’s no reason we can’t have that except we’re stuck in the old way.”




Daley Says Charter Schools Keep the System Honest

Mayor Daley also sees an important role for charter schools. “You can’t have a monopoly and think a monopoly works. Slowly it dissolves. And I think that charter schools are good to compete with public schools.” Nobody says there’s something wrong with public universities facing competition from private ones. “I think the more competition we have, the better off we are in Chicago.”
But the mayor won’t support vouchers. “School choice is hard. You’re going back to arguing,” he says, trailing off without making clear whether he means the politics. But he does think it’s notable that, while federal money and Pell grants can be used to finance an education at a private college, federal money can’t be used to help students get a private education at the K-12 level.
Ron Huberman, Mr. Daley’s former chief of staff and head of the Chicago Transit Authority, is anything but an education bureaucrat, and that’s just what the mayor wants in the man he named to replace Mr. Duncan as chief of Chicago schools. Too often in the past, before the mayor took over, the city would bring in schools chiefs who seemed to be riding an education lazy-susan from school to school. “We’d give them big bonuses to come here and then when we’d fire them they’d go to other school systems.”




Equal Time: Parents want more choices in education

Poor test scores. High dropout rates. Enormous schools. Large class sizes. These are the words that come to Milena Skollar’s mind when you ask the transplant about sending her children to school in Georgia.
“It’s not fun to be 50th in the nation in SAT scores — plus the size of the schools is very disturbing,” the mother of three said. “I believe in public education. I just wish the schools were better for my children.”
Eric Johnson is a Republican state senator from Savannah. Skollar, a New Jersey native, is also a school social worker employed by a metro Atlanta school system. She is among the 68 percent of Georgia voters in a recent poll who support offering parents the option to transfer their children to a private school with a voucher.
As we commence another session of the General Assembly, it’s time to start thinking about parents such as Skollar and stop offering a one-size-fits-all education model to Georgia students. It’s time to offer a school voucher program for parents who want it for their children who need it.
Because both of her daughters excel in the classroom, Skollar believes her Fulton County public schools cannot challenge them enough as they get older and that a private school with smaller classes may be more appropriate. She would like more options.




School Choice Group Recruits 10,000 New Supporters in Just Five Weeks

More than 10,000 people signed up to join a coalition supporting school vouchers and scholarship tax credit programs over the past five weeks, the Alliance for School Choice announced today. The Alliance, a nonprofit organization headquartered in Washington, D.C., had anticipated reaching its goal of recruiting 10,000 new supporters by the end of January.
The new supporters are members of the School Choice Works campaign, which officially launched in mid-November. Membership in School Choice Works is free. School Choice Works is the first national interactive and social media campaign launched by the coordinated school choice movement. More information is available at www.LetParentsChoose.org.
The Alliance, which is the nation’s largest organization promoting school choice, provides members with free bumper stickers, e-mail action updates, free news magazines, and information on how they can help promote education reform in their states.
“The quick and overwhelming success of this campaign is testament to the strength of support for school choice across the country,” said Andrew Campanella, national campaign director for the School Choice Works project. “We look forward to continuing to recruit individuals who want to make a difference in education reform in their states.”

Barack Obama has chosen Chicago schools chief Arne Duncan to be his Secretary of Education. As scarred veterans of the school-reform wars, we applaud the choice with great caution.
We’ve long said there is no more urgent domestic issue than the collapsed state of inner-city education. Going back to the Clinton Presidency, we have argued on behalf of vouchers that would let parents of students in the poorest public schools have the same shot at a sound education as do more affluent children, such as those of Mr. Obama. The opposition from public teachers’ unions to this or almost any significant reform is legendary. Thus, we listened closely when Senator Obama said nearly nothing during the campaign that would offend the unions, mostly urging more spending on preschool and after-school programs.
We now read that Mr. Duncan is an ardent proponent of public charter schools, though probably not of vouchers for private schools. Chester E. Finn Jr., the president of the Thomas B. Fordham Institute and a frequent contributor to this page on school reform, likes Mr. Duncan. “He’s a proven and committed and inventive education reformer,” Mr. Finn wrote yesterday on the Institute’s blog, “not tethered to the public-school establishment and its infinite interest groups.”




Obama’s Big Test on Education

Interestingly, though Rhee is a Democrat, she almost voted for Sen. John McCain, R-Ariz.
“It was a very hard decision,” Rhee says. “I’m somewhat terrified of what the Democrats are going to do on education.”
What does President-elect Obama think? Tough to say. He has supported merit pay for teachers, which teachers’ unions oppose, and heralded Rhee. He has been a strong advocate of charter schools and in 2002 said he was “not closed minded” on the subject of vouchers, though since then he has come out against vouchers. Over the Summer, I asked him why.
“The problem is, is that, you know, although it might benefit some kids at the top, what you’re going to do is leave a lot of kids at the bottom,” he said. “We don’t have enough slots for every child to go into a parochial school or a private school. And what you would see is a huge drain of resources out of the public schools. So what I’ve said is let’s foster competition within the public school system. Let’s make sure that charter schools are up and running. Let’s make sure that kids who are in failing schools, in local school districts, have an option to go to schools that are doing well.
“But what I don’t want to do is to see a diminished commitment to the public schools to the point where all we have are the hardest-to-teach kids with the least involved parents with the most disabilities in the public schools,” Obama continued. “That’s going to make things worse, and we’re going to lose the commitment to public schools that I think have been so important to building this country.”
In March, Josh Patashnik of The New Republic took a closer look at PEBO and education, writing that Obama “has long advocated a reformist agenda that looks favorably upon things like competition between schools, test-based accountability, and performance pay for teachers. But the Obama campaign has hesitated to trumpet its candidate’s maverick credentials. As an increasingly influential chorus of donors and policy wonks pushes an agenda within the Democratic Party that frightens teachers’ unions and their traditional liberal allies, Obama seems unsure how far he can go in reassuring the former group that he’s one of them without alienating the latter. And this is a shame, because Obama may represent the best hope for real reform in decades.”




Head of Teachers’ Union Offers to Talk on Tenure and Merit Pay

Randi Weingarten, president of the American Federation of Teachers, said Monday that given the economic crisis, her union would be willing to discuss new approaches to issues like teacher tenure and merit pay.
“Faced with declining tax revenues, state and local governments are cutting” education budgets nationwide, Ms. Weingarten said in a speech to education policy makers in Washington.
“In the spirit of this extraordinary moment, and as a pledge of shared responsibility, I’ll take the first step,” she said. “With the exception of vouchers, which siphon scarce resources from public schools, no issue should be off the table, provided it is good for children and fair to teachers.”
It is unclear how much practical effect Ms. Weingarten’s speech will have on the stance her 1.4-million-member union and its locals take in negotiations with school districts or in lobbying state legislatures.




Teachers union talks of big goals in Washington

The head of the American Federation of Teachers signaled the union’s willingness Monday to work broadly on education reform with the incoming Obama administration. It said that, with the exception of school vouchers, “no issue should be off the table.”
AFT president Randi Weingarten cautioned lawmakers nationwide against a “disinvestment in education” in the face of the economic meltdown. She warned that cutting aid to schools “places our economy in a race to the bottom for years to come.”
Weingarten already has told Congress that schools must be included in economic stimulus plans. She testified last month that lawmakers should add $20 billion to a social-services block grant to help state and local governments balance budgets without cutting education. She also said schools need $286 billion for buildings improvements.




Education Issues for the Republicans in the Obama Era

Decentralization must be accompanied by transparency so the public easily understands how tax dollars are being used or misused. One way to make education financing more transparent is to simplify the way Washington doles out money. Federal dollars could be attached to the individual child — so-called backpacking — and that money would be portable, meaning it would follow the child to whichever school he or she attends.
Dan Lips, an education analyst at the Heritage Foundation, notes that federal Title I dollars, which are supposed to go to disadvantaged students but because of complicated financing formulas result in wide per-student funding differences from school to school, “could be delivered through a simple formula based on the number of low-income students in a state” and “states could be allowed to use Title I funds in ways that make it follow the child.” The result would be a “simple and transparent system of school funding.”
Furthermore, Republicans should advocate for widespread state-based parental empowerment, specifically through school-choice options, to ensure that the state and local affiliates of Mr. Obama’s friends at the National Education Association and the American Federation of Teachers do not hijack decision-making power. Only if all children, not just those who are poor or have special needs, have an exit ticket out of the public school system through, say, a voucher or a tuition tax credit will state and local officials have the incentive to use their greater powers for the benefit of students rather than special interests.




The Election Choice: Education Obama says schools need more money, McCain wants more accountability

Though education has not figured prominently in the campaign, John McCain and Barack Obama have their proposals. Each falls squarely within their respective party’s established political framework: Boiled down, Mr. Obama believes that schools require more resources and federal support, while Mr. McCain wants to introduce to the education system more choice and accountability.
School choice. Mr. McCain would pursue education reforms that institute equality of choice in the K-12 system. He would allow parents whose kids are locked into failing public schools to opt out, whether in favor of another public school, a charter school or through voucher or scholarship programs for private options. Parents, he believes, ought to have more control over their education dollars. Teachers’ unions and school administrators find none of this amenable.
Mr. McCain supports merit pay for teachers and would establish a bonus program for high-performing educators, as well as devote more funds toward attracting successful college graduates into the field. He would also give principals more control over their schools, including spending decisions, instead of district school boards.




DC Schools’ Chancellor Michelle Rhee: “The Lightning Rod”

Since her arrival, in the summer of 2007, Rhee, just 38 years old, has become the most controversial figure in American public education and the standard-bearer for a new type of schools leader nationwide. She and her cohort often seek to bypass the traditional forces of education schools and unions, instead embracing nontraditional reform mechanisms like charter schools, vouchers, and the No Child Left Behind Act. “They tend to be younger, and many didn’t come through the traditional route,” says Margaret Sullivan, a former education analyst at the Georgetown Public Policy Institute. And that often means going head-to-head with the people who did.
Rhee, responsible not to a school board but only to the mayor, went on a spree almost as soon as she arrived. She gained the right to fire central-office employees and then axed 98 of them. She canned 24 principals, 22 assistant principals, and, at the beginning of this summer, 250 teachers and 500 teaching aides. She announced plans to close 23 underused schools and set about restructuring 26 other schools (together, about a third of the system). And she began negotiating a radical performance-based compensation contract with the teachers union that could revolutionize the way teachers get paid.
Her quick action has brought Rhee laudatory profiles everywhere from Newsweek to the Memphis Commercial-Appeal, and appearances on Charlie Rose and at Allen & Company’s annual Sun Valley conference. Washington is now ground zero for education reformers. “People are coming from across the country to work for her,” says Andrew Rotherham, the co-director of Education Sector, a Washington think tank. “It’s the thing to do.” Rhee had Stanford and Harvard business-school students on her intern staff this summer, and she has received blank checks from reform-minded philanthropists at the Gates and Broad foundations to fund experimental programs. Businesses have flooded her with offers to help–providing supplies, mentoring, or just giving cash.

On Milwaukee’s School Budget

Milwaukee Public Schools is crippled by a broken state funding system that needs to be changed, or the district will be destitute within a decade, if not sooner.
In one sense, the financial crisis at MPS is similar to that of the banks: MPS essentially is asking the Legislature for a rescue plan.
MPS officials say the state funding formula needs to change so that it can sustain itself and perform its core mission of educating some of the state’s poorest students. Like most urban districts, MPS is dealing with low test scores, high dropout rates and violence in addition to money problems.
We back MPS in its push, and we urge the Legislature to do two things: Change the overall formula that places MPS in such a tough situation, and correct a specific problem with the way Milwaukee’s voucher schools are funded that places undue burden on Milwaukee property owners.
First, let’s consider the state’s overall funding formula. Its goal is to try to equalize funding between rich and poor districts so that students in property-poor districts are not penalized because of where they live. The idea is that a taxpayer in a property-poor district should not have to pay much higher taxes to achieve the same per-student funding.




Obama & McCain on Federalism & Schools

Senator Barack Obama learned how hard it can be to solve America’s public education problems when he headed a philanthropic drive here a decade ago that spent $150 million on Chicago’s troubled schools and barely made a dent.
Drawing on that experience, Mr. Obama, the Democratic nominee for president, is campaigning on an ambitious plan that promises $18 billion a year in new federal spending on early childhood classes, teacher recruitment, performance pay and dozens of other initiatives.
In Dayton, Ohio, on Tuesday, Mr. Obama used his education proposals to draw a contrast with Senator John McCain, his Republican opponent, and to insist to voters that he, more than his rival, would change the way Washington works.
Were he to become president, Mr. Obama would retain the emphasis on the high standards and accountability of President Bush’s education law, No Child Left Behind. But he would rewrite the federal law to offer more help to high-need schools, especially by training thousands of new teachers to serve in them, his campaign said. He would also expand early childhood education, which he believes gets more bang for the buck than remedial classes for older students.

Among his short list of initiatives, Mr. McCain, the Republican presidential nominee, includes bonus pay for teachers who raise student achievement or who take jobs in hard-to-staff schools, an expansion of after-school tutoring, and new federal support for online schools and for the voucher program in Washington, D.C.
The brevity of Mr. McCain’s plan reflects his view that the federal government should play a limited role in public education, and his commitment to holding the line on education spending, said Lisa Graham Keegan, a McCain adviser and former Arizona education commissioner.
“Education is obviously not the issue Senator McCain spends the most time on,” Ms. Keegan said, adding that his plan’s limited scope should not be interpreted as a lack of commitment to education and school reform. “He’s been a quiet and consistent supporter of parents and educators who he thinks are making a difference.”




Independent Group Seeks Change in the Milwaukee Public Schools

A new group calling itself the Milwaukee Quality Education Initiative has joined the accelerating, behind-the-scenes conversations about the future of the city’s schools, and is hosting a retreat this weekend at the Wingspread Conference Center in Racine.
The group’s goal is to brainstorm ways to improve K-12 education in the city, including public, voucher and charter schools, Metropolitan Milwaukee Association of Commerce President Tim Sheehy said Friday.
“We didn’t come down here to blow up MPS,” he said Friday when reached at Wingspread. “We came down here to figure out what action steps we might take to reach a starting point to a broader conversation in the city.”
Sheehy, voucher school advocate and former MPS superintendent Howard Fuller and former state Secretary of Commerce Cory Nettles launched the group several months ago but hadn’t made their efforts known to the larger public, Fuller said. He added that their work hasn’t been particularly influenced by events this week such as Mayor Tom Barrett’s call for an independent audit of MPS or a Journal Sentinel investigation of the district’s Neighborhood Schools Initiative.




When Learning Has a Limit

Since the release of “A Nation at Risk” 25 years ago, we have seen the introduction of top-down standards (including the No Child Behind Act), the spread of a bottom-up school-choice movement (including vouchers and charter schools), and the advent of entrepreneurial programs, like Teach for America, that combine a market-oriented approach with a focus on academic results.
Meanwhile, record numbers of students aspire to higher education, not least because the economic returns to a college degree are, despite a recent leveling off, indisputable. Thus all sorts of people are busy trying to make sure that more high-school grads get a shot not only at enrolling in college but at finishing it.
None of this much impresses Charles Murray. In “Real Education,” he suggests that teachers, students and reformers are all suffering from a case of false consciousness. “The education system,” he says, “is living a lie.”
The problem with American education, according to Mr. Murray, is not what President Bush termed the “soft bigotry of low expectations” but rather the opposite: Far too many young people with inherent intellectual limitations are being pushed to advance academically when, Mr. Murray says, they are “just not smart enough” to improve much at all. It is “a triumph of hope over experience,” he says, to believe that school reform can make meaningful improvements in the academic performance of below-average students. (He might have noted, but doesn’t, that such students are disproportionately black and Hispanic.)

Parents must have choices on their children’s education

Although it is the first week of school, my husband and I refused to send our twins, Aaron and Abigail, to our local Fulton County high school.
With its low test scores and dangerous incidents on campus, we have been hoping and praying for a miracle to find the money to return them to private school. Over the years, we have depleted our savings, our retirement funds, used our home equity, taken extra jobs and received gifts to send our four older children to private school to escape failing public schools.
But as our two youngest enter ninth grade, we have hit the end of our financial road.
To read the resistance to school vouchers editorialized at The Atlanta Journal-Constitution makes us want to ask opponents if they would like to spend a day in our family’s shoes.




As Program Moves Poor to Suburbs, Tensions Follow

rom the tough streets of Oakland, where so many of Alice Payne’s relatives and friends had been shot to death, the newspaper advertisement for a federally assisted rental property in this Northern California suburb was like a bridge across the River Jordan.
Ms. Payne, a 42-year-old African-American mother of five, moved to Antioch in 2006. With the local real estate market slowing and a housing voucher covering two-thirds of the rent, she found she could afford a large, new home, with a pool, for $2,200 a month.
But old problems persisted. When her estranged husband was arrested, the local housing authority tried to cut off her subsidy, citing disturbances at her house. Then the police threatened to prosecute her landlord for any criminal activity or public nuisances caused by the family. The landlord forced the Paynes to leave when their lease was up.
Under the Section 8 federal housing voucher program, thousands of poor, urban and often African-American residents have left hardscrabble neighborhoods in the nation’s largest cities and resettled in the suburbs.
Law enforcement experts and housing researchers argue that rising crime rates follow Section 8 recipients to their new homes, while other experts discount any direct link. But there is little doubt that cultural shock waves have followed the migration. Social and racial tensions between newcomers and their neighbors have increased, forcing suburban communities like Antioch to re-evaluate their civic identities along with their methods of dealing with the new residents.

Why is crime rising in so many American cities? The answer implicates one of the most celebrated antipoverty programs of recent decades by Hanna Rosin @ the Atlantic Monthly:

Lately, though, a new and unexpected pattern has emerged, taking criminologists by surprise. While crime rates in large cities stayed flat, homicide rates in many midsize cities (with populations of between 500,000 and 1 million) began increasing, sometimes by as much as 20percent a year. In 2006, the Police Executive Research Forum, a national police group surveying cities from coast to coast, concluded in a report called “A Gathering Storm” that this might represent “the front end … of an epidemic of violence not seen for years.” The leaders of the group, which is made up of police chiefs and sheriffs, theorized about what might be spurring the latest crime wave: the spread of gangs, the masses of offenders coming out of prison, methamphetamines. But mostly they puzzled over the bleak new landscape. According to FBI data, America’s most dangerous spots are now places where Martin Scorsese would never think of staging a shoot-out–Florence, South Carolina; Charlotte-Mecklenburg, North Carolina; Kansas City, Missouri; Reading, Pennsylvania; Orlando, Florida; Memphis, Tennessee.
Memphis has always been associated with some amount of violence. But why has Elvis’s hometown turned into America’s new South Bronx? Barnes thinks he knows one big part of the answer, as does the city’s chief of police. A handful of local criminologists and social scientists think they can explain it, too. But it’s a dismal answer, one that city leaders have made clear they don’t want to hear. It’s an answer that offers up racial stereotypes to fearful whites in a city trying to move beyond racial tensions. Ultimately, it reaches beyond crime and implicates one of the most ambitious antipoverty programs of recent decades.

Texas Teachers group sues to stop plan to help dropouts

A teachers group asked the courts Tuesday to stop Texas Education Commissioner Robert Scott from giving tax dollars to private groups to educate school dropouts.
The Texas Education Agency proposal resembles a school voucher program, which state lawmakers expressly prohibited last year, the Texas State Teachers Association said in its motion for an injunction.
Scott has approved a preliminary plan that would award up to $6 million to 22 school districts, community colleges and private organizations chosen to participate in an experiment to help 1,000 school dropouts achieve a high school diploma.
The Harris County Department of Education and school districts in Pasadena and San Antonio were among 19 school systems, charter schools and community colleges selected to participate.
The inclusion, however, of Community Action Inc. of Hays, Caldwell and Blanco Counties, the Christian Fellowship of San Antonio and the San Antonio-based Healy-Murphy Center triggered the lawsuit.




McCain on Education at the Urban League

Nowhere are the limitations of conventional thinking any more apparent than in education policy. After decades of hearing the same big promises from the public education establishment, and seeing the same poor results, it is surely time to shake off old ways and to demand new reforms. That isn’t just my opinion; it is the conviction of parents in poor neighborhoods across this nation who want better lives for their children.
Just ask the families in New Orleans who will soon have the chance to remove their sons and daughters from failing schools, and enroll them instead in a school-choice scholarship program. That program in Louisiana was proposed by Democratic state legislators and signed into law by Governor Bobby Jindal. Just three years after Katrina, they are bringing real hope to poor neighborhoods, and showing how much can be achieved when both parties work together for real reform. Or ask parents in the disadvantaged neighborhoods of Washington, D.C. whether they want more choices in education. The District’s Opportunity Scholarship program serves more than 1,900 boys and girls from families with an average income of 23,000 dollars a year. And more than 7,000 more families have applied for that program. What they all have in common is the desire to get their kids into a better school.
Democrats in Congress, including my opponent, oppose the D.C. Opportunity Scholarship program. In remarks to the American Federation of Teachers last month, Senator Obama dismissed public support for private school vouchers for low-income Americans as, “tired rhetoric about vouchers and school choice.” All of that went over well with the teachers union, but where does it leave families and their children who are stuck in failing schools?

John McCain, the father of private school students, criticized Democratic rival Barack Obama on Friday for choosing private over public school for his kids.
The difference, according to the Arizona Republican, is that he — not Obama — favors vouchers that give parents more school choices.
“Everybody should have the same choice Cindy and I and Sen. Obama did,” McCain told the National Urban League, an influential black organization that Obama will address on Saturday.




Big change for welfarist Sweden: School choice

Schools run by private enterprise? Free iPods and laptop computers to attract students?
It may sound out of place in Sweden, that paragon of taxpayer-funded cradle-to-grave welfare. But a sweeping reform of the school system has survived the critics and 16 years later is spreading and attracting interest abroad.
“I think most people, parents and children, appreciate the choice,” said Bertil Ostberg, from the Ministry of Education. “You can decide what school you want to attend and that appeals to people.”
Since the change was introduced in 1992 by a center-right government that briefly replaced the long-governing Social Democrats, the numbers have shot up. In 1992, 1.7 percent of high schoolers and 1 percent of elementary schoolchildren were privately educated. Now the figures are 17 percent and 9 percent.
In some ways the trend mirrors the rise of the voucher system in the U.S., with all its pros and cons. But while the percentage of children in U.S. private schools has dropped slightly in recent years, signs are that the trend in Sweden is growing.




Where’s Education, Part III

Yesterday, for the first time during the 2008 presidential campaign, John McCain issued a set of specific policy proposals for improving the country’s failing education system. Speaking at the NAACP’s annual meeting in Cincinnati, the presumptive GOP nominee promoted vouchers for parochial, private, and charter schools; alternative certification programs that would lower the barriers to teaching; school-level funding of merit pay for teachers; the continuation of federal funding for tutoring services; and federal funding for virtual schools and online learning.
You’d think all this would be worth some attention. Not only has McCain been basically mum about his education platform since he declared his candidacy, but his 2008 plans mark a significant, move-to-the-middle departure from the relatively bold positions he advocated in 2000. But no. Many of the major print outlets’ write-ups of McCain’s speech were relegated to those outlets’ blogs. And the ones that gave column inches to the speech often focused either on the kind words McCain had for Obama at the outset of his speech (breaking: McCain said something nice about the competition!) or about the tepid reception that met McCain’s appearance at Cincinnati’s Duke Energy Center:

School Choice: Is Milwaukee still state-of-the-art

Milwaukee has long been called “ground zero” of education reform in America, due mostly to our nearly two-decade-long “experiment” with publicly-funded private school vouchers. Now New Orleans, LA (NOLA) threatens to revoke our title as the epicenter of school choice by heeding the lessons learned here in Milwaukee and advancing the policy design with its new voucher program.
Governor Bobby Jindal of Louisiana is set to sign the nation’s fifth voucher program into law, allowing impoverished students in under-performing New Orleans public schools to leave for other options. The NOLA program’s legislation looks designed to avoid many of the failings of Milwaukee’s program: it borrows certain elements of our program, building on Milwaukee’s strengths, yet limits our deficiencies.




Education Reform: How to learn the right lessons from other countries’ schools

THE children at Kulosaari primary school, in a suburb of Helsinki, seem unfazed by the stream of foreign visitors wandering through their classrooms. The head teacher and her staff find it commonplace too—and no wonder. The world is beating a path to Finland to find out what made this unostentatious Nordic country top of international education league tables. Finland’s education ministry has three full-time staff handling school visits by foreign politicians, officials and journalists. The schools in the shop window rotate each year; currently, Kulosaari is on call, along with around 15 others. Pirkko Kotilainen, one of the three officials, says her busiest period was during Finland’s European Union presidency, when she had to arrange school visits for 300 foreign journalists in just six months of 2006.
Finland’s status as an education-tourism hot spot is a result of the hot fashion in education policy: to look abroad for lessons in schooling. Some destinations appeal to niche markets: Sweden’s “voucher” system draws school choice aficionados; New Zealand’s skinny education bureaucracy appeals to decentralisers. Policymakers who regard the stick as mightier than the carrot admire the hard-hitting schools inspectorate and high-stakes mandatory tests in England (other bits of Britain have different systems).




Unthinkable Futures

While hunting in my archives for something else I dug up this exercise in scenarios. It was a small game Brian Eno and I played to loosen up our expectations of what might happen in the near future. We were both struck at how improbable current events would be to anyone in the past, and how incapable we are at expecting the improbable in the future.
This list of unthinkable futures — probabilities we tend to dismiss without thinking — was published 15 years ago in the Summer, 1993 issue of Whole Earth Review. Our intent was less to correctly predict the future (thus the silliness) and more to predict how unpredictable the actual future would be.
* American education works. Revived by vouchers, a longer school year, private schools and for-profit schools, the majority of Americans (though not the most disadvantaged) get the best education in the world.




Statistics Made Happily Real

A new report says students in Milwaukee’s private choice high schools are much more likely to graduate: Such schools had a graduation rate of 85% last year, compared to 58% in the Milwaukee Public Schools.
In flesh-and-blood terms, that means Babatunde Saaka unexpectedly has a future.
The figures are the latest from what is now a five-year report by University of Minnesota sociologist John Robert Warren. Milwaukee students using vouchers are pulling farther ahead. If 2003’s MPS freshmen had done as well in 2007 as students in choice schools, there’d be 1,517 more high school graduates in Milwaukee.
That’s a theoretical number. In life, graduation is more concrete – do or don’t, succeed or fail.
Saaka once expected to fail. When the Milwaukee teen graduates from the Hope School this weekend as part of its first graduating class, he will be the first in his family merely to make it through high school. A young man who grew up in fatherless poverty, he’s going on to Wisconsin Lutheran College, planning to become a youth counselor, to make a difference for other poor children.




On education, McCain & Obama may not be far apart

Jeanne Century, director of Science Education, Research and Evaluation at the University of Chicago’s Center for Elementary Mathematics and Science Education (CEMSE), is an adviser to Obama. Lisa Graham Keegan, the former superintendent of public instruction in Arizona and a two-term member of the Arizona House of Representatives, has McCain’s ear on educational issues.
To anyone casually observing the two in an effort to divine differences between the candidates, the disagreements seemed small.

  • Both Obama and McCain believe in rigorous standards and rich curricula to help students compete in a global economy. Century even suggested that American kids should be “trilingual,” not just bilingual, to compete with the rest of the world.
  • Both candidates support publicly funded, but privately run, charter schools.
  • For now at least, both oppose using taxpayer dollars for large-scale voucher programs. (In a later session with reporters, though, Keegan pointed out that McCain actually supported the push in 2003 for a small-scale voucher that now operates in Washington, D.C., public schools. She added that if a state asked McCain to support a voucher program, “he might be supportive.” But she said he doesn’t currently support changing the provisions of No Child Left Behind to allow for private school vouchers. Currently, students in under-performing schools can get taxpayer dollars for free tutoring or transfer to a better-performing public school.)
  • Speaking of No Child Left Behind, both candidates would tweak it in ways that, for the most part, only education wonks can appreciate. They’d both fund it differently. Keegan says McCain would figure out more efficient, focused ways to spend what she says is NCLB’s “unprecedented” increase in funding to schools. Century says Obama believes NCLB “was insufficiently funded and poorly implemented.”

They both bemoan the law’s inability to ensure that low-income children get high-quality teachers and they’d both push for so-called “value added” provisions that would give schools credit for test score gains that children make each year, even if all children don’t meet a pre-set proficiency goal in reading or math.




Education in Sweden

I SPEND my second day in Sweden with representatives of Kunskapsskolan, Sweden’s biggest chain of independent schools (it has 21 secondaries and 9 gymnasiums). It has recently been awarded a contract to open two “academies”—independent state schools—in London, and I have been intrigued by what I’ve heard about its highly personalised teaching methods.
At Kunskapsskolan Enskede, a few kilometres from the centre of Stockholm, I am met by Christian Wetell, its head teacher, and Kenneth Nyman, the company’s regional chief. They explain the “voucher system” from which they make their money. For each pupil the school teaches, it receives from the local government what it would have spent educating the pupil in one of its own schools; in return, independent schools cannot charge anything extra, and must accept all students who apply. Provided schools follow Sweden’s national curriculum, they have wide latitude in their methods and pacing.
Kenneth sheds an interesting light on the thorny comparison with Finland. You have to look, he says, at what sort of students each country’s system wants. Sweden aims to produce socially conscious generalists. The Finnish system, by contrast, drives rather narrowly at academic success.




Changing Perceptions of Private Religious Schools: Public Money and Public Trust in the Education of Children

Private religious schools were originally intended to provide a sound secular education to children in their formative years, together with religious instruction and the experience of the life and culture of their faiths. In recent decades, however, as ongoing social and economic challenges have led to the deterioration of the public school system, private schools have been looked to as possible alternatives for educating public school children through such programs as tax-funded school vouchers.
But can these institutions be trusted to provide quality education without bias? In the last half century, Supreme Court opinions discussing public education and the Establishment clause have reflected a general distrust of parochial school systems. Public perception of religious schools has also changed little. The author argues, however, that private religious schools – in particular Catholic schools – have evolved to become more professional, more ecumenical, and more financially transparent, and thus are well positioned to offer viable alternatives to provide quality educational opportunities to public school children. But in order for these programs, such as school vouchers, to succeed, the public must be assured that religious schools will not divert taxpayer dollars into self-interested sectarian purposes.




Democrats for School Choice

When Florida passed a law in 2001 creating the Corporate Tax Credit Scholarship Program for underprivileged students, all but one Democrat in the state legislature voted against it. Earlier this month, lawmakers extended the program – this time with the help of a full third of Democrats in the Legislature, including 13 of 25 members of the state’s black caucus and every member of the Hispanic caucus. What changed?
Our guess is that low-income parents in Florida have gotten a taste of the same school choice privileges that middle- and upper-income families have always enjoyed. And they’ve found they like this new educational freedom. Under the scholarship program, which is means-tested, companies get a 100% tax credit for donations to state-approved nonprofits that provide private-school vouchers for low-income families




The Changing Look of the Milwaukee Public Schools

The Milwaukee public schools released their $1.2billion budget proposal yesterday. Alan Borsuk has more on the budget.:

Enrollment in the schools you first think of when you think of Milwaukee Public Schools is expected to shrink another 4.7% by September, Superintendent William Andrekopoulos said Monday as he released a $1.2 billion budget proposal for the coming school year.
That means the number of students in the main roster of MPS schools – elementary, middle and high schools staffed by teachers employed by MPS – will be 20% smaller than it was 10 years earlier and will be below 80,000 for the first time in decades. Half of that decline of more than 19,000 students will have come between fall 2005 and fall 2008, if the forecast is correct.
At the same time, participation in the private school voucher program may exceed 20,000 next year, MPS officials projected. That compares to about 6,000 students 10 years ago.
But the voucher growth is not the only aspect of the changing face of Milwaukee education. MPS officials forecast that the number of students living in the city who will use the state’s open enrollment law to attend suburban public schools will be 4,196 in the coming school year. A decade ago it was zero.

Milwaukee’s budget includes a school by school breakdown, which is rather useful.




School Choice: The Bad Good News

In the ongoing debate over school choice in its various dimensions such as vouchers, tuition tax credits, charter schools, a stepping back to obtain a broader overview seems to be virtually nonexistent, or at least it is rare to find such an observation. The fact of the matter is that school choice is already a reality for the overwhelming majority of students and their parents.
The largest such category consists of those choosing the public school they attend. A few years ago a survey of public school parents as to why they live where they do found a majority, about 53%, said it was so the children could attend school in the district, or even to live in the attendance area of the specific school being used. Fifty-three percent of about 50,000,000 public school students is twenty-six million.
As an aside this leads to a few pertinent considerations as well. Opponents of school choice, especially of the use of vouchers, regularly base that opposition on the view that this would permit wholesale flight from the public schools. This, of course, is actually not just a weak defense of their position but strengthens the pro-voucher view because it is saying that students, or at least huge numbers of them, are being forced to attend public schools against their will and, in the words of former National Education Association (NEA) President Keith Geiger, they can’t be allowed to “escape.”
Moreover it shows a lack of awareness of the public opinion poll and its implication that 26 million students are not going to go anywhere, vouchers or no, since they are already where they and/or their parents want to be. And there are perhaps at least a few million more who are happy where they are but didn’t show up in the poll because they aren’t where they are because they specifically moved there for that purpose but coincidentally already lived where they find the schools to be satisfactory. However, that number, whatever it may be, will not be included here because its actual size is unknown.

We, of course, have school choice in America as long as those who choose a non-public school pay their own way.
The failure of some public schools to achieve academic excellence should not be used as an argument in favor of vouchers. The real issue is whether or not our present system of financing education affords all students freedom of choice in selecting a school — public or private. Truly, the present system does not provide this freedom of choice.

Mr. Riley presents a good argument illustrating the benefits of school choice replete with the results of studies on charter schools and the like. He doesn’t need to limit the illustration to schools and school choice programs. The simple facts are that public schools in the U.S. are a state-run monopoly and that a free market will outperform a monopoly every time.
Do you really need a study to see freedom’s superior ability to deliver goods and services that are actually needed and wanted? If so, there was a big study in the last century. It was called the Soviet Union. This century continues with several smaller studies — Cuba, Venezuela, North Korea and Argentina, to name a few.




Madison Busing to Continue for Most Madison Catholic Schools

he MMSD finance and operations committee of the school board on Tuesday voted to approve a plan to continue bus services for Madison’s Catholic schools. MMSD provides bus transportation under state law.
Under the plan, two schools, Queen of Peace and St. Maria Goretti, will adjust their schedules so they can share a bus. The kindergarten noon bus at St. Dennis will be discontinued, as will bus service to Edgewood. The eliminations would affect a handful of families and they will receive vouchers from MMSD to cover the cost of private transportation.
The school schedule adjustments and two route cancellations will save the public schools about $140,000 a year, according to MMSD officials.

The Madison School District eliminated private school busing last spring – a decision that was undone via an adminstrative snafu.




Madison Mayor Proposes Expansion of Low Income Housing Throughout Dane County in an Effort to Reduce the MMSD’s Low Income Population

Mayor Dave Cieslewicz is proposing a regional approach to affordable housing to help ease high concentrations of poor students in Madison schools.
Cieslewicz is proposing to merge the city and Dane County public housing authorities into a single entity that would take a more regional view.
The authorities handle federal vouchers that offset rent payments, public housing and support first-time buyers.
Cieslewicz also wants to make communities outside Madison eligible for money from the city’s Affordable Housing Trust Fund, which now stands at $4 million.
Over time, the proposals might spread low-income housing more evenly through the region, which would help all schools, Cieslewicz said.

Madison Demographics: 82.2% white (Dane County = 87.5%) with 15% of the population living below poverty (2000 census; Dane County = 9.4%). 43% of the Madison School District’s students were classified as “low income” for the 2007-2008 school year.




School Choice, Now More Than Ever

This week’s revelation that 17 of the nation’s 50 largest cities have high school graduation rates below 50% surely saddened many. But it surprised few people attuned to the state of U.S. public education. Proponents of education choice have long believed that dropout rates fall when families can pick the schools best suited for their children.
So news that Sol Stern, a veteran advocate of school choice, is having second thoughts about the ability of market forces to improve education outcomes is noteworthy. Mr. Stern explains his change of heart in the current issue of the indispensable City Journal, a quarterly magazine published by the Manhattan Institute. And his revised views on the school choice movement warrant a response.
Inside of two decades, charter school enrollment in the U.S. has climbed to 1.1 million from zero. Two tiny voucher programs in Maine and Vermont blossomed into 21 programs in 13 states and the District of Columbia. Tuition tax credits, once puny and rare, are now sizeable and commonplace. The idea that teacher pay should be based on performance, not just seniority, is gaining ground. Not bad for a small band of education reformers facing skepticism from the liberal media and outright hostility from well-funded, politically connected heavies like the National Education Association.

Some missed gist of school choice report

We released a set of five baseline reports on the Milwaukee Parental Choice Program last month, the first new studies of the voucher program using individual student data since 1995. Since then, many stories and commentaries have been published. Some of those contained inaccurate, incomplete or misleading information.
First, our research project is supported by a large consortium of philanthropies with diverse positions regarding school choice but a uniform commitment to non-interference in the research. We would not conduct this research under any other conditions. Our funders include the Annie E. Casey, Joyce, Kern, Lynde and Harry Bradley, Robertson and Walton Family foundations.
We listed this complete set of funding organizations at the start of each of our five reports. Unfortunately, Alan J. Borsuk’s Feb. 26 Journal Sentinel story about the studies (“Voucher study finds parity,”) reported the names of only three of the six philanthropies. The omission created a false impression – subsequently repeated by Mary Bell (“Voucher school achievements are still not measurable,” March 8) – that the evaluation is primarily backed by “pro-voucher” foundations.
That is simply not true.
Second, no reliable conclusions about the effectiveness of the choice program can or should be drawn from these initial descriptive data. We provided that important guidance throughout our reports. Nevertheless, many commentators chose to ignore it.




Milwaukee’s School Choice: Preliminary Analysis Gives Average Grades

Back in 2001, then-Milwaukee Mayor John Norquist summarized his case for school choice by stating: “Vouchers work. They don’t hurt taxpayers, and they encourage public schools to do better.”
Norquist’s conviction was strongly supported by school choice proponents and vociferously refuted by opponents. All the while, the Public Policy Forum cautioned that very little data existed to either support or refute him.
Now, for the first time in over a decade, data are available to shed light on the efficacy and effectiveness of Milwaukee’s private school voucher program. An ambitious five-year longitudinal study is under way to evaluate the school choice program and compare its performance to Milwaukee Public Schools. Last month’s research reports, the study’s first, provide us with the long-elusive data.
As expected, school choice proponents and opponents each have come away with their own distinct interpretations of this data. However, certain conclusions are inescapable.
First, the new findings have reframed the policy debate over school choice, pulling it away from the original goals of school choice proponents. There was a time when school choice was touted as a panacea, as the competitive leverage the public schools needed to improve, as a means to empower parents and save low-income students from bad schools. With the latest data, however, the Milwaukee voucher program is now simply portrayed as a popular program that pleases parents and performs at least as well as MPS.




Breaking the Education Truce

Quite a debate among advocates of school choice has been ignited by Sol Stern’s article on school choice in the current number of City Journal.
Mr. Stern is a longtime advocate of school choice, whose book “Breaking Free: Public School Lessons and the Imperative of School Choice” is a bible to many in the voucher movement.
Now Mr. Stern, in “School Choice Isn’t Enough,” suggests that for choice to work, close attention must be paid to how and what children are taught in the classroom. Without such attention, Mr. Stern argues, the choice movement is doomed and may already be failing, as evidenced by results in Milwaukee, the largest venue where a voucher system exists, and in New York City where a grab-bag of incentivist proposals has been put in place by Mayor Bloomberg.
Mr. Stern contrasts these results with those in Massachusetts, where choice has not taken hold but where a tough curriculum, a testing regimen for both students and teachers, and rigorous academic standards have been put into place.
On the recently released NAEP tests, Massachusetts topped the list on fourth and eighth grade math and fourth and eighth grade reading. This has been peripherally touched on in the presidential campaign, as Mitt Romney raises these impressive results on the campaign trail. Pitted against Mr. Stern and his fellow “instructionists” is another Manhattan Institute heavyweight, Senior Fellow Jay Greene of the University of Arkansas. Mr. Greene, the pure incentivist, has lashed out at Mr. Stern in a reply just posted on the City Journal Web site.




Parents have new tool to help choose among MPS schools

Olusanya is one of thousands of parents scrambling to find good school fits for their families during MPS’ three-week enrollment period, through next Friday.
A new tool in the search this year is the Milwaukee School Chooser, a 100-plus-page directory of MPS schools and charters, independent charters and private schools, published this month by the local affiliate of the San Francisco-based Great Schools organization.
Milwaukee is at the front of the national conversation about parental choices largely because of its charter schools and the Milwaukee Parental Choice voucher program, said Jodi Goldberg, who directs Great Schools’ local office, which opened in November.
“It seemed like a great opportunity to come in and work on behalf of parents so that no matter what their needs are, they know what’s available to them,” said Goldberg, a longtime Milwaukee education activist who is married to MPS School Board member Danny Goldberg.
Great Schools’ efforts in Milwaukee are funded by the Walton Family, Joyce and Robertson foundations.




The Translators: The Media and School Choice Research

The Media play a pivotal role in determining how and why research influences public opinion with regard to policy. Political scientists Shanto Inyengar and Donald Kinder have shown through experimental research involving televised news how the presentation of news stories can have a powerful impact on what Americans think about issues.1 Prominent columns and articles, especially in the big East Coast papers, influence political behavior among the policy and political elites and offer signals about elite thought and opinion on key issues. The debates about the research on school choice illustrate the broader challenges the media face when translating research for public consumption.
At a superficial level, school choice is a relatively easy debate for the media to cover. It can be simplified into arguments for and against vouchers, charter schools, and altering the definition of “public” schooling, and these arguments are often boiled down to an easy framework of “public” versus “private.” Likewise, the question of increases in test scores fits readily into a debate about whether school choice is “working” or not. While such framing greatly oversimplifies the issues, it nonetheless drives much of the coverage precisely because it offers easy contrasts.




Wave of the Future: Why charter schools should replace failing urban schools

In a decade and a half, the charter school movement has gone from a glimmer in the eyes of a few Minnesota reformers to a maturing sector of America’s public education system. Now, like all 15-year-olds, chartering must find its own place in the world.
First, advocates must answer a fundamental question: What type of relationship should the nascent charter sector have with the long-dominant district sector? The tension between the two is at the heart of every political, policy, and philosophical tangle faced by the charter movement.
But charter supporters lack a consistent vision. This motley crew includes civil rights activists, free market economists, career public-school educators, and voucher proponents. They have varied aspirations for the movement and feelings toward the traditional system. Such differences are part of the movement’s DNA: a National Alliance for Public Charter Schools (NAPCS) study found that the nation’s charter laws cite at least 18 different goals, including spurring competition, increasing professional opportunities for teachers, and encouraging greater use of technology.
Because of its uniqueness, chartering is unable to look to previous reform efforts for guidance. No K–12 reform has so fundamentally questioned the basic assumptions—school assignments based on residence, centralized administrative control, schools lasting in perpetuity—underlying the district model of public education. Even the sweeping standards and assessments movement of the last 20 years, culminating in No Child Left Behind, takes for granted and makes use of the district sector.

Milwaukee Public School options gain share in education marketplace

If your definition of “public school” is the regular public school system, you are talking about a slice of Milwaukee’s educational infrastructure in which the student population is getting smaller each year.
But if your definition means any school where public dollars pay for children’s educations, you’re talking about a bigger pie, with more ingredients – a pie unlike anything served elsewhere in the United States.
Voucher schools, charter schools, alternative schools, ways of sending kids to schools in other communities – parents, especially those with low income, continue to have a wide array of choices in Milwaukee, all of them funded by public dollars.
Thousands of parents are taking advantage of that. Enrollment statistics for this year show more than 30% of all Milwaukee kids whose educations are paid for with tax dollars attend schools outside the main roster of Milwaukee Public Schools. That appears to be the highest percentage on record.
While enrollment in MPS elementary, middle and high schools fell almost 4% to 81,681, the number of students using publicly funded vouchers to attend 122 private schools in the city rose 8% to 19,233.




High school dropouts’ price is high

High school dropouts are costing North Carolina taxpayers millions of dollars each year, according to a new report, but there’s sharp disagreement on what is the best way to solve the problem.
The report released Wednesday by the Milton & Rose D. Friedman Foundation says a single year’s group of dropouts costs the state’s taxpayers $169 million annually in lost sales tax revenue and higher Medicaid and prison costs. It’s the first time a specific dollar figure has been given for the cost of dropouts in this state.
“In additional to the personal consequences it has on dropouts, this has a very real cost for taxpayers,” said Darrell Allison, president of Parents for Educational Freedom in North Carolina. The group instigated the report as part of its efforts to get public money vouchers for students to attend private schools.
The report’s recommended solution of using taxpayer-funded vouchers to help students pay for private schools has drawn a sharp dividing line between supporters and critics of public schools.




“School Choice: The Findings”

This new Cato book is a good introduction to the empirical literature on vouchers and charter schools. For my taste it places too much weight on standardized tests, but admittedly that is the main way to compare educational results over time or across countries. I believe the lax nature of government schooling in the U.S. often leaves the upper tail of the distribution free to dream and create, but I would not wish to push that as an argument against vouchers. Fixing the Milwaukee Public Schools: The Limits of Parent-Driven Reform

The Milwaukee Public Schools (MPS) district, like many of its big-city counterparts in other states, continues to suffer from poor student performance. Student test scores and dropout rates are at deplorable levels, both in absolute terms and in comparison with the rest of Wisconsin. This fact has led to a veritable cottage industry dedicated to improving educational outcomes in Milwaukee. The district itself has embraced two reforms in particular: public school choice and parental involvement.
Advocates of public school choice claim that by permitting parents to choose among a variety of public school options within the district, competition for students will ensue. This should improve school effectiveness and efficiency, and ultimately lead to better student outcomes.
Proponents of parental involvement argue that even first-rate schools are limited in their effectiveness unless parents are also committed to their children’s education. Thus, the parental involvement movement seeks to engage parents as partners in learning activities, both on-site and at home. Research has shown that such engagement can produce higher levels of student performance, other things being equal.
Research has also shown, however, that both reforms can be stifled in districts like MPS, with relatively large percentages of poor, minority, single-parent families, and families of otherwise low socioeconomic status. With regard to public school choice, many of these families:

  • may fail to exercise choice altogether;
  • or
    may exercise choice, but do so with inadequate or inaccurate information;

  • and/or
    may choose schools largely on the basis of non-academic criteria.

As for parental involvement, disadvantaged parents may withdraw from participation in their child’s education because of lack of time, energy, understanding, or confidence.
This study offers estimates of the extent and nature of public school choice and parental involvement within the MPS district. The basic approach is to identify the frequency and determinants of parental choice and parental involvement using a national data set, and extrapolate those results to Milwaukee, relying on the particular demographics of the MPS district.

Rick Esenberg has beat us to the punch in critiquing the methodology of this particular study. As he points out, it’s not a study of private school choice, only a study of choice within the public sector.

George Lightburn:

ecently, the Wisconsin Policy Research Institute (WPRI) released a report entitled, Fixing Milwaukee Public Schools: The Limits of Parent-Driven Reform. Unfortunately, the headline in the Milwaukee Journal Sentinel read, “Choice May Not Improve Schools.” That headline not only misrepresented the study, it energized those who are dying to go back to the days when parents were forced to send their children to whichever MPS school the educrats thought best.
So that there is no misunderstanding, WPRI is unhesitant in supporting school choice. School choice is working and should be improved and expanded. School choice is good for Milwaukee’s children.
Here are the simple facts about the WPRI study:
1. The study addressed only public school choice; the ability of parents to choose from among schools within MPS. The author did not address private school choice.

Credit is due the Wisconsin Policy Research Institute for releasing a study that confirms what the rest of us have known for some time: So-called “school choice” programs have failed to improve education in Milwaukee.
The conservative think tank funded by the Bradley Foundation has long been a proponent of the school choice fantasy, which encourages parents to “shop” for schools rather than to demand that neighborhood schools be improved — and which, ultimately, encourages parents to take publicly funded vouchers and to use the money to pay for places in private institutions that operate with inadequate oversight and low standards for progress and achievement.




Union Orders, on Ohio Charter Schools

The concept of charter schools is popular enough that even most liberals won’t attack them openly. Yet the national political assault continues behind-the-scenes, most recently in Ohio, where unions have now been caught giving orders to Attorney General Marc Dann, who has duly saluted.
Last week the Columbus Dispatch published emails showing that Mr. Dann and the Ohio Education Association are in cahoots to close down certain charter schools in the state. Mr. Dann was elected last November in a Democratic sweep that included Governor Ted Strickland and was helped by Big Labor. As a token of his appreciation, Mr. Strickland earlier this year proposed placing a moratorium on new charter schools and restrictions on private-school vouchers, only to be rebuffed by the Legislature. Now it’s Mr. Dann’s turn to send a thank-you.
In March, the teachers union sued the state, alleging that low-performing charters should be closed because officials had failed to monitor them properly. The Ohio Supreme Court had ruled against the union in a similar case last year. Yet Mr. Dann offered to settle the case, and the union dropped the suit after the AG’s office agreed to go after charter schools on its own.
The union even advised a legal strategy for Mr. Dann, which was to use the charitable trust status of the schools to argue that they were failing in their mission to educate kids. “I know this is a long shot, but by any chance, are community schools registered as charitable trusts?” said a union lawyer in an email to the AG’s office. “If not, are they exempt from registration by regulation?”




New research on school choice: Winning isn’t everything

How many times have you heard of a lucky duck who wins the lottery, just to squander it all and return to his old work-a-day self? I’m sure those guys thought winning the lottery would turn their luck around forever.
Just like education reform proponents who are fond of calling school choice a “panacea” think that winning a voucher or attending a private school automatically results in a better student.
Well, there is new evidence that offering a choice isn’t, by itself, going to effect education reform. A newly released study by the National Bureau of Economic Research (authored by Julie Berry Cullen of UC-San Diego and Brian Jacob of the University of Michigan) attempts to focus on the “lottery” effect of school choice by tracking, over time, students who won the ability to choose their Chicago public schools in Kindergarten or first grade. By also following students who did not win, they are able to avoid what is the biggest hurdle to good research on the effect of school choice…non-random selection.
Here in Milwaukee vouchers are not awarded randomly to families. In our city, parents first must find a school, then apply for a voucher seat at that school. Only if there are more applicants than seats will random selection kick in, and even then, the student is only competing against the other students who have chosen that school…they are not in a pool with students choosing other schools. Not a random situation at all. (Which is not to say it isn’t in the students’ and schools’ best interests to operate the program that way, just that it is difficult to research rigorously due to this.)




‘Ho-hum’ says much about school choice foes

Ho-hum: Another study suggesting good results from school choice in Milwaukee, not that it will make much of a dent with the opposition.
This tells you something about the opposition.
The latest study links the ability of poor parents to take state aid to religious schools to improvements at Milwaukee Public Schools.
Researcher Rajashri Chakrabarti found that while school choice showed little effect on MPS early on, it showed a much bigger effect after key changes in late 1990s: The Wisconsin Supreme Court cleared the way for religious schools to take part, greatly increasing the options, and changes in funding made MPS feel the loss of students more keenly.
Math, language arts and reading scores at Milwaukee’s public schools showed more improvement after new competition came into the picture, says Chakrabarti. Scores improved more at schools that were more subject to competition – schools where a greater proportion of students were poor and could use a voucher if their parents chose. This shows the improvements weren’t driven by other changes in MPS, such as new leadership. It was the increased competition, she says.
It’s plain to Fuller, a former MPS superintendent, that choice helps public schools, too. “It gives a superintendent leverage,” he says. While there are many in MPS who try improving schools out of professionalism, there are some teachers and administrators who resist reform. Competition strengthens the reformers’ hand.




“PROXIMITY is not destiny, educationally speaking”

A generation of experience with racial integration has taught a clear lesson: Sitting black kids next to white kids in school is not a silver bullet that zaps unequal achievement.
However, the faith that proximity leads to equal achievement remains the cargo cult of education. In June, the U.S. Supreme Court barred school assignments based on race to increase racial diversity. So school leaders immediately began considering economic integration plans instead.
Sit poor kids next to middle-class kids. That should work!
Presidential candidate John Edwards – Mr. Two Americas – has made this the core of his education proposals. He promises “a million housing vouchers” over five years to move poor kids to better schools in the `burbs plus $200 million to create magnet schools that will lure affluent kids to inner-city schools.
The magnet school scheme was tried from 1985 to 1997 in Kansas City, Mo., at a cost of $2billion. To lure suburban white students, Kansas City’s inner-city schools were equipped with lavish facilities: Indoor pools, gymnasia, high-tech science labs, computers, etc. But programs designed for the needs and interests of middle-class white suburbanites did not serve inner-city blacks. And few suburban students were willing to commute to city schools for a luxury athletic complex or a classics magnet. Test scores remained dreadful. By 1997, the district actually had a smaller percentage of white students than when the plan started.
Well, what about moving poor kids to better schools?

An elite education should be open to all who can benefit, not just those who can pay

NO exam question is as perplexing as how to organise schools to suit the huge variety of pupils they serve: rich and poor, clever and dim, early developers and late starters. Every country does it differently. Some try to spot talent early. Others winnow out the academic-minded only at 18. Some believe in parent-power. Others trust the state. Finland has state-run uniform comprehensives; Sweden, another good performer, has vouchers and lots of private schools.
The British system produces some world-class high-flyers, mainly in its private schools and the 164 selective state “grammar” schools that survived the cull in the 1960s and 1970s when the country moved to a non-selective system. But it serves neither its poor children nor its most troublesome ones well. The best state schools, especially the grammar schools, are colonised by the middle classes, and the whole system is disfigured by a long straggling tail of non-achievers.

School choice has saved $444 million

A landmark new study finds that school choice programs throughout the country generated nearly $444 million in net savings to state and local budgets from 1990 to 2006. Contrary to opponents’ predictions, the analysis also finds that instructional spending per student has consistently gone up in all affected public school districts and states.
“School choice saves. It saves children, and now we have empirical evidence that it saves money,” said Robert Enlow, executive director and COO of the Milton and Rose D. Friedman Foundation. “In the face of $444 million in savings, another excuse to deny children a quality education has vanished before our eyes.”
Released by the Friedman Foundation, “Education by the Numbers: The Fiscal Effect of School Choice Programs, 1990-2006” provides the first comprehensive analysis of how the nation’s school choice programs have affected state and public school districts. Of the 12 voucher and tax-credit scholarship programs that began operations before 2006, every program is at least fiscally neutral, and most produce substantial savings. Seven more programs have been created since 2006.

New research shows that parental choice raises standards—including for those who stay in public schools

FEW ideas in education are more controversial than vouchers—letting parents choose to educate their children wherever they wish at the taxpayer’s expense. First suggested by Milton Friedman, an economist, in 1955, the principle is compellingly simple. The state pays; parents choose; schools compete; standards rise; everybody gains.
Simple, perhaps, but it has aroused predictable—and often fatal—opposition from the educational establishment. Letting parents choose where to educate their children is a silly idea; professionals know best. Co-operation, not competition, is the way to improve education for all. Vouchers would increase inequality because children who are hardest to teach would be left behind.
But these arguments are now succumbing to sheer weight of evidence. Voucher schemes are running in several different countries without ill-effects for social cohesion; those that use a lottery to hand out vouchers offer proof that recipients get a better education than those that do not.
Harry Patrinos, an education economist at the World Bank, cites a Colombian programme to broaden access to secondary schooling, known as PACES, a 1990s initiative that provided over 125,000 poor children with vouchers worth around half the cost of private secondary school. Crucially, there were more applicants than vouchers. The programme, which selected children by lottery, provided researchers with an almost perfect experiment, akin to the “pill-placebo” studies used to judge the efficacy of new medicines. The subsequent results show that the children who received vouchers were 15-20% more likely to finish secondary education, five percentage points less likely to repeat a grade, scored a bit better on scholastic tests and were much more likely to take college entrance exams.




“Milwaukee Offers a Wide Array of Specialized High Schools”

Where there once were 15 large high schools in the Milwaukee Public Schools system, there will be about 50 high schools of all different sizes under the MPS umbrella this fall, and many have untraditional names.
The options outside MPS used to be primarily a handful of large Catholic and Lutheran high schools. Many of those schools still are thriving, but the array of non-MPS options is growing, thanks to the private school voucher program for low-income families and to charter schools authorized by the University of Wisconsin-Milwaukee and Milwaukee’s City Hall. New schools in those ranks are also set to open in the fall.
A fresh wave of MPS charter high schools is almost certain to get approval from the School Board on Thursday night. Each of the proposals was approved by a board committee last week and was given preliminary approval by the board months ago.

Dear Mr. Rainwater:
I just found out from the principal at my school that you cut the allocations for SAGE teachers and Strings teachers, but the budget hasn’t even been approved. Will you please stop playing politics with our children education? It?s time to think about your legacy.
As you step up to the chopping block for your last whack at the budget, please think carefully about how your tenure as our superintendent will be viewed a little more than a year from now when your position is filled by a forward-thinking problem-solver. (Our district will settle for no less.)
Do you want to be remembered as the Superintendent who increased class size as a first step when the budget got tight? Small class size repeatedly rises to the top as the best way to enhance student achievement at the elementary level. Why would you take away one of best protections against federal funding cuts mandated by the No Child Left Behind Act? Rather than increase pupil to teacher ratios, have you checked to see if the pupil to administrative staff ratio has been brought closer to the state-wide average? (In 2002, Madison Metropolitan schools were at 195 children per administrator; the rest of the state averaged 242 children per administrator.) Have the few administrative openings you?ve left unfilled over the past few years actually brought us into line with the rest of the state?

Milwaukee Schools’ Enrollment Dip

Enrollment in the main roster of Milwaukee Public Schools is expected to take its sharpest dip in years this fall, dropping by more than 3,300 students.
Less than 10 years ago, enrollment in traditional MPS schools was at about 97,000, and this September officials predict it will be only about 81,600.
The projections were released Friday night by MPS officials as part of a budget forecast for next school year. Superintendent William Andrekopoulos attributed the accelerated slide to growth in the private school voucher program, decreasing population in the city and crime and poverty rates scaring off potential newcomers.
“There are not as many families migrating to Milwaukee as in the ’90s,” he said.




School Choice: How Low Income Parents Search for the Right School

Starting with the economist Milton Friedman, supporters of school choice have assumed that competition would lead to better schools, and that parents could do a better job of assigning children to schools than could school administrators. The debate on the first assumption is raging. The second assumption has received little attention, except from those who assert that middle-class families can make good choices but impoverished families can’t.
Barriers to parent choice can all be overcome, but it will take planning, organization, and some modest public spending.
Our new research paints a very different picture of how low-income and minority families in big cities choose schools when they get the chance. Like middle-class parents who have always had choices, low-income parents don’t look for alternatives if their children are happy and successful in school. But once they start thinking about school options, low-income families want information about schools and think hard about the choices they have. Poor parents seek to escape problems evident in their children’s current school, and have definite ideas about the differences between one child and another (our studious boy, our distractible girl) that lead them to search for an appropriate match between child and school.
But our results also identify barriers that must be overcome before low-income parents can become the types of savvy consumers that can make school choice work well for them.

Center on Reinventing Public Education

The researchers based their findings on surveys conducted about a year ago with 300 parents in Milwaukee, 300 in Washington, D.C., and 200 in Denver. Milwaukee and Washington are on the cutting edge of school choice in the United States, each with wide arrays of options for parents, including numerous charter schools and private schools that take part in publicly funded voucher programs for low-income families.
“This report’s general finding is that low-income urban parents report feeling more well informed than was anticipated,” the researchers said in the report, being released today. “They are extremely satisfied with their choices, and most do not believe that they lacked any important information when they made their choice.”
The optimistic conclusions about school choice – in the broadest sense of the term – do not include an assessment of whether parents were actually making good choices in terms of schools where academic achievement is strong or where their children specifically would thrive.




School envy a 2-way street for China, U.S.

China’s schools have struck fear in the West with their relentless focus on subjects such as physics and math – areas where American students have struggled compared with other nations.
However, visits to dozens of schools in China and hundreds in the United States reveal that both countries love to hate their own schools, and live in awe of others’ strengths. While Americans revere the Chinese mastery of basic subjects such as math and geography, the Chinese extol the American emphasis on creativity and nurturing individual talent.
In the prosperous seaside region of Zhejiang, the situation’s changing, though, as entrepreneurs inject some of the country’s relatively new capitalist fervor into the schools. The result is a panoply of schools that comes close to resembling Milwaukee’s education scene in its diversity – hardly what one would expect to find in a Communist state.
Students attend fancy private schools focused on such non-academic subjects as kung fu martial arts. A fledgling school voucher program aims to give families more choices as well as strengthen alternative and private schools. Educators describe a shift toward more local control and creativity in teaching. And parents like Xu are closely examining their new options.




How Much Does a Neighborhood Affect the Poor?
Government test tracks families who moved; girls flourish, not boys.

Climbing out of poverty hasn’t been as easy as getting on the bus. She says her life is now drug-free and more stable, and her children are growing up in a better environment. Yet in many ways, her struggles traveled with her.
“You really need to have a focus to get out of the ghetto,” says Ms. Grayson, a New York native.
Her experience offers clues to a question society has wrestled with for years: Can a family escape poverty by getting out of the neighborhood where it takes root? It also sheds light on the government’s shifting efforts to use housing policy as a solution to poverty.
A $16 billion federal infrastructure has built up around housing vouchers designed to give poor families more choices about where to live. About two million families currently use “Section 8” vouchers that allow them to move with subsidized rent. Since 1993, the government has been demolishing urban housing projects and forcing families to resettle in other places, sometimes with vouchers.
But results show that may only partially be true. “It would have been wonderful to have discovered the magic bullet,” says Jeffrey Liebman, a Harvard economist who has studied the program.
Findings, he says, were more complicated. Among them: boys whose families moved actually fared worse than boys who stayed in bad neighborhoods. Girls, however, fared significantly better. Adults felt better, physically and mentally, than those who stayed behind, but didn’t do better financially.




Let the Money Follow the Student

Only by empowering parents to choose their children’s schools can Mayor-elect Fenty achieve his goal of a quality education for every child. He should increase public school choices, lift the arbitrary cap on the number of charter schools allowed in DC, and expand the district’s nascent but promising school voucher program.
Poor teaching quality, one of the District’s worst problems, is exacerbated by public school administrators who prefer to hire education majors instead math and science majors, even though the latter make better teachers in their subjects. Giving parents the ability to choose which public schools get their money discourages these and other counterproductive practices, as Harvard economist Caroline Hoxby has found.




A Look at Single Sex Schools in Milwaukee

In a school with more non-Catholics than Catholics, a more universal identifier is average income: More than 80% of the students receive vouchers to attend St. Joan, and almost the same number qualify for free or reduced-price lunches.
“Our girls face a huge amount of challenges,” says Teddi Kennedy, the school’s director of advancement. “For some of them, just getting here on the bus and getting a good meal is a concern.”
That meal is served in a tiny lunch line in the corner of the school’s gymnasium. On this day, nearly everything is the same color: a fried chicken patty with a slab of cheese, corn and canned fruit salad.




Does Closing the Minority Achievement Gap Require a Downward Rush to the Middle



The prime motivator for taking MMSD’s high schools from an academically rich curriculum to the one-room schoolhouse model has been to close the minority achievement gap. Thus, I read with interest the following NYTimes letters:

In emphasizing race-based achievement gaps, “Schools Slow in Closing Gaps Between Races” (front page, Nov. 20) pays insufficient attention to the significant role of socioeconomic inequalities in explaining these gaps.
For social scientists studying the No Child Left Behind law, the slow progress comes as no surprise. The education researcher David Berliner has noted that “poverty is the 600-pound guerilla in the classroom.”
As long as proponents of No Child Left Behind continue to dismiss the examination of the economic backgrounds of students as an example of what President Bush has called the “soft bigotry of low expectations” or as an excuse for low achievement by low-income students, standards-based reforms like No Child Left Behind will have limited effects.
It is time for policy makers to place as much emphasis on reducing poverty as they do on improving the schools attended by poor children. Both are necessary, but are alone insufficient to reduce the achievement gap.

Yes, the achievement gaps remain persistent. But perplexing? Come on.
Having 10 years’ experience teaching in low-income, largely black districts, and also having raised three middle-class white children, I consider it a no-brainer why my children achieve well in school while many of my students do not: I am one mother to three kids, but a teacher to 25.
Aside from the socioeconomic differences between my kids and my students (a separate, undoubtedly more important perspective on achievement disparities), my children get more of my attention, period.
I want to give all of my students the same advantages I’ve given my own kids, but how can I possibly meet 25 individual needs with as much sensitivity and precision?
Why does this discussion always ignore class size as a contributing factor?
Why not lower the teacher-student ratio to 1 to 10 for a few years and then study the outcomes? The obvious answer is cost. But perhaps over the years this would be offset by the savings built from a better-educated and more productive group of graduates.

No Child Left Behind, signed into law by President Bush in January 2002, has not closed the achievement gap between minority and white students, but it has had a major effect on education in America.
The law has had a major impact on the privatization of education. With financing now available from school vouchers, increasing numbers of both minority and white families are placing their children in private and religious schools.
In addition, American schools are increasingly becoming racially segregated as white parents remove their children from public education.

How can you discuss the test-score gaps between minority and white students without attributing some of the problem to the child poverty rate of almost 18 percent, the child hunger rate of 17 percent and the 19 percent uninsured rate for poor children, when African-Americans and Hispanics bear the brunt of those disadvantages?
Yet the education experts quoted in your article speak as if poverty and hunger, and the illnesses associated with them, had no effect on children’s school attendance and capacity to learn.
That’s not the way the principal of a school that narrowed the gap between black and white students saw it. You write that he “credited a prekindergarten program and a school health clinic that helped keep poor students from missing class.”
No Child Left Behind is big on testing and promises. But it does far too little to address the social and economic needs of black, Hispanic and poor white children — needs that are inextricably linked to school achievement.

“How to Manage Urban School Districts”



Stacey Childress, Richard Elmore and Allen Grossman writing in the Harvard Business Review:

One of the biggest management challenges anywhere is how to improve student performance in America’s urban public schools. There has been no shortage of proposed solutions: Find great principals and give them power; create competitive markets with charters, vouchers, and choice; establish small schools to ensure that students receive sufficient attention—the list goes on. While these approaches have had a dramatic impact on individual schools, they have failed to produce a single high-performing urban school system.
Despite these initiatives and a doubling in annual public spending on education over the past 30 years, to approximately $450 billion in 2005, no one has figured out how to achieve excellence on a broad scale—at every school in a district. One reason is that educators, researchers, and policy makers often see the district office—the organization headed by the superintendent that oversees and supports all the schools in the district—as part of the problem and not as a crucial part of the solution. This is a mistake.
School-based solutions, while important, aren’t enough. If they were, and low-performing schools could heal themselves, urban systems today would be chock-full of highly functioning schools. Achieving excellence on a broad scale requires a districtwide strategy for improving instruction in the classroom and an organization that can implement it. Only the district office can create such a plan, identify and spread best practices, develop leadership capabilities at all levels, build information systems to monitor student improvement, and hold people accountable for results. One of the main reasons reform efforts haven’t scored any districtwide successes is they have neither helped the district office play this role nor created a viable substitute.
To serve in this capacity, district offices will have to transform themselves. Business leaders, who care about their communities and know that their companies need well-educated workers in order to be competitive, have a big stake in assisting with this transformation. They have been extremely generous with money and counsel for urban districts, only to be frustrated by the results. As some corporate executives are beginning to realize, urban school systems are vastly more complex than businesses, yet the knowledge about how to manage them is amazingly sparse.

DPI’s Burmaster Proposes Teacher Bonuses

State schools Superintendent Elizabeth Burmaster proposed Thursday that Wisconsin provide $5,000 annual bonuses to highly qualified teachers to teach in high-needs schools such as most of those in the Milwaukee Public Schools.
Burmaster also said the next state budget should include $1.6 million for pilot projects in Milwaukee schools that want to extend the school year beyond the conventional 180 days a year; $1 million in grants for arts programs in MPS schools; and significant property tax relief for city of Milwaukee residents through changes in how the voucher school program is funded.
In unveiling her proposals for the two-year state budget that will take effect July 1, Burmaster said Wisconsin should stick to funding two-thirds of the cost of general operation of schools throughout the state, a step that would require an additional $588 million over the two-year period. The state is providing about $5.9 billion in local school aid this year; continuing at the two-thirds level would present a major challenge to an already-stressed budget




The Not-So-Public Part of the Public Schools: Lack of Accountability

WHEN Mayor Michael R. Bloomberg and Chancellor Joel I. Klein gained unprecedented power over the vast archipelago of public education in New York more than four years ago, they were the beneficiaries of three beliefs widely held in the city.
The first was that the system of decentralized control, ended after 35 years by the State Legislature in June 2002, had been a misadventure of bureaucratic inefficiency, academic inconsistency and persistent corruption.
The second was that the education program advocated by Mr. Bloomberg’s predecessor, Rudolph W. Giuliani, with its emphasis on steering public money into vouchers for private schools, was too radical for New York.
The final factor was that Mr. Bloomberg, astride a personal fortune, and Mr. Klein, an anti-trust lawyer in the Clinton administration, were so independent and incorruptible they could be trusted to run a system with more than a million students and a budget well into the billions with few, if any, of the traditional forms of government or community oversight.




Fallacy



Many of you probably read John Stossel’s polemic in the Sunday Wisconsin State Journal (9/3/06). I’d reprint here, but I don’t want to give it a wider readership than it already has. Instead I want to say few words about a central fallacy in the thinking of Stossel (and many others who wish to destroy public education). Contrary to their rhetoric, PUBLIC EDUCATION IS NOT A MONOPOLY.
I’m not talking about the fact that many fine non-public schools thrive (although that’s true), what I want to do is remind people of the important distinctions between the public and private spheres, between government and enterprise (these distinctions aren’t quite the same, but they are close enough for the purposes here). Education is a public matter, a government function because we have for 150 years (more-or-less, depending on the state and locality) we have wanted it that way.
There were and are many good reasons why this is the case. At base, education is – like garbage disposal, safe food and drugs, efficient roads, airline safety, clean water and much else – too important to be left to the vagaries of the market. At one point Stossel quotes an economist praising the “unpredictability” of the market as a source of innovation. That’s fine for producing a better mousetrap, but in schools (as in all the other examples listed) the stakes are too high to let greed be the motive force. I hear “unpredictability” and think of the children in scam voucher schools who lost out so someone could profit. The successes and innovations of capitalism are the successes of greed. The failures of capitalism are the failures of greed. Tainted milk, like bad charter schools in Milwaukee, was profitable; the market did its work by inducing more people to sell tainted milk. It isn’t the all powerful and all wise market that makes sure our children have safe milk — profit is profit, the market doesn’t care — it is the government. Schools were once all private or semi-private, but this – like tainted milk – was not satisfactory and in a democracy things that aren’t satisfactory can be changed.
Democracy is one key to why education is a public matter. If you read the words of those 19th and early 20th century men and women who created and expanded public education, you can sense both their fears and faith. Democratic self-government was a new thing and many scoffed at the idea that “the masses” were capable of the tasks. There was a very real fear of rule by the ignorant mob. But there was also a faith that given the tools their fellow-countrymen (and later women) would be up to the job. The most basic tool was literacy and more broadly education. The state of our political culture may induce many to think that these optimists were wrong about the potential for self-government or perhaps that public education has failed in this mission. I feel that way sometimes, but the republic has survived and the experiment isn’t over. I don’t think we should abandon the basic idea, I think we should work to improve our execution. And since public education is democratically governed (another reason that terming it monopoly is a misnomer), we have the means to make our calls for improvement heard.
Democracy also requires a sense of belonging to the community and the nation. There has long been a tension between the Pluribus and the Unum. America has always been diverse and group identities have threatened to overwhelm a sense of common purpose. When German children went to German schools and Presbyterian children went to Presbyterian schools and rich children went to elite schools and many children went to no school at all (or to charity schools), there was very little to bind them together and much to pull them apart. By making schools public and “common,” the school promoters sought to bolster the Unum. We also struggle with these issues and have arrived in a slightly different place where most of us desire schools to respect group identities, teach respect for group identities (multiculturalism) as well cultivate our commonalities. Finding the balance is not easy and never finished. That cultivating the common is necessary and that the best place to do this is in democratically controlled public schools seems beyond question to me.
Interestingly, capitalism is another reason why public education was considered essential to the health of the nation. There has always been a desire for trained workers and for people to be trained for work, but that isn’t the most interesting or important way that public schools support capitalism. Capitalism is a system of winners and losers. Democracy depends on a rough sense of egalitarianism – “All men are created equal.” So there is another tension here and public education helps resolve it. With free public education, equality becomes “equality of opportunity” and eventually “equality of educational opportunity” (as in the Equal Educational Opportunities Act of 1974). The promise (unfulfilled to a great degree) of equality of opportunity through education further binds the nation together, diffuses the resentments of existing inequalities and provides hope for mobility. Without this, capitalism would be constantly threatened by the “losers.”
Disciples of the market like Stossel rarely address a basic premise of their philosophy and that is that greed and only greed can produce progress and improvement. They see schools that aren’t as good as they should or must be and see “introducing market forces” as the only solution. I don’t hold this dark view of human nature or society. I think that we can be genuinely altruistic; I think that we can work together (cooperation) instead against each other (competition) to produce better schools and a better world. The people who founded public education were far from perfect and filled with self-interested motives, but at the core most shared this belief and I would point to their creation (as imperfect as it is) as evidence that they were right.

Milwaukee Superintendent’s “Mission Impossible”

The new episode, starring William Andrekopoulos and debuting in many schools near you on Sept. 5, will feature:

  • Increased pressure on teachers, students and schools, as well as on the mission leader, to get better results from kids.
  • More competition from schools outside MPS, including voucher and charter schools.
  • Smaller staffs in many MPS schools, and a lot of nervousness at schools about how things are really going.
  • A group of schools bearing the new label “SMAART” (and that’s not a compliment).




It Takes More Than Schools to Close Achievement Gap



Diana Jean Schemo:

WHEN the federal Education Department recently reported that children in private schools generally did no better than comparable students at public schools on national tests of math and reading, the findings were embraced by teachers’ unions and liberals, and dismissed by supporters of school voucher programs.
But for many educators and policy makers, the findings raised a haunting question: What if the impediments to learning run so deep that they cannot be addressed by any particular kind of school or any set of in-school reforms? What if schools are not the answer?
The question has come up before. In 1966, Prof. James S. Coleman published a Congressionally mandated study on why schoolchildren in minority neighborhoods performed at far lower levels than children in white areas.
To the surprise of many, his landmark study concluded that although the quality of schools in minority neighborhoods mattered, the main cause of the achievement gap was in the backgrounds and resources of families.
For years, education researchers have argued over his findings. Conservatives used them to say that the quality of schools did not matter, so why bother offering more than the bare necessities? Others, including some educators, used them essentially to write off children who were harder to educate.

Kevin Carey has some comments:

Schemo frames No Child Left Behind as one side of an argument between people who believe that factors outside schools affect students, and believe who don’t believe that factors outside schools affect students. There is no such debate. No reasonable person believes that students’ economic, social, and family circumstances are irrelevant to educational progress.
To say that NCLB “holds a school alone responsible” for student progress is to ascribe far more power to the law than it, or any law, could possibly have. There are whole worlds of responsibility for the dire circumstances of disadvantaged students who aren’t learning well. All No Child Left Behind does is create a system that identifies which schools those students attend, and insists that we should try to make those schools better.




Can the model designed for a farm economy be fixed?



Jim Wooten:

School reform matters especially in Atlanta. The city may or may not be in the midst of a return-to-the-city movement. Certainly, condos and apartments are going up everywhere. But until the problem of a laggardly school system is cured, people with children won’t return, unless they have alternatives. Atlanta’s revival will be limited to the childless and to retiring baby boomers. I think that means, of course, some program of vouchers or tax credits that encourages new schools to be created by the private sector or by groups of educators starting their own.
It’s always necessary to try to improve the existing school system for parents who will always prefer to let government do it, who will choose to be uninvolved and are perfectly happy to hand Jimmy over at age 5 and check him back out at age 18, hoping he’s educated enough to get out of the house. The question for conservatives, though, is whether that’s enough. Can the model designed for a farm economy be fixed so that it serves most everybody? And if you’re open to reform, what’s the boldest reform you’d support?




Public vs. Private School



NY Times Editorial:

The national education reform effort has long suffered from magical thinking about what it takes to improve children’s chances of learning. Instead of homing in on teacher training and high standards, things that distinguish effective schools from poor ones, many reformers have embraced the view that the public schools are irreparably broken and that students of all kinds need to be given vouchers to attend private or religious schools at public expense.
This belief, though widespread, has not held up to careful scrutiny. A growing body of work has shown that the quality of education offered to students varies widely within all school categories. The public, private, charter and religious realms all contain schools that range from good to not so good to downright horrendous.
What the emerging data show most of all is that public, private, charter and religious schools all suffer from the wide fluctuations in quality and effectiveness. Instead of arguing about the alleged superiority of one category over another, the country should stay focused on the overarching problem: on average, American schoolchildren are performing at mediocre levels in reading, math and science — wherever they attend school.




Moving Away from Uniformity

Perhaps the most encouraging trend in public education today is the growing willingness of educators and policymakers to embrace choices and customization, while turning away from the notion of one-size-fits-all corporatism that dominated 20th century school reform. In education, though, no good deed long goes unpunished. In a barely coherent 5-2 decision, Florida’s Supreme Court used recklessly broad language to overturn the state’s private school voucher program. In doing so, it set an unfortunate precedent that stretches far beyond the question of school choice.
Florida’s Opportunity Scholarship program is the oldest, and smallest, of three private-school choice plans in Florida and has been the focal point of the legal and political battle between school choice proponents and opponents in Florida. In deciding to declare the program unconstitutional, the court read the constitutional requirement that the state provide a “uniform, efficient, safe, secure, and high quality system of free public schools that allows students to obtain a high quality education” as decreeing a constitutional “uniformity” in operations. The decision was greeted with great fanfare by the National School Boards Association, the NAACP, and the teachers unions.

In Wisconsin, as elsewhere, teachers and administrators are eager to avoid being branded deficient and suffer potential financial losses. Department of Public Instruction officials in Wisconsin reported recently that the cost of tests taken in late 2005 included a $10 million contract with CTB/McGraw Hill, a well-known testing company that designed new tests exclusively for the state. Almost half a million students took the tests, and the overall results were less than encouraging. This at a time when much money and effort have been employed to hike the quality of instruction and fend off the transfer of students to voucher schools.
Common sense and decades of teaching experience dictate at least two observations: 1) until the home life of many low-income students improves (two parents, a steady income, solid moral teaching, at least some sort of intellectual stimulation higher than MTV, including the reading of books), the young people in question cannot be expected to embrace a life of learning and begin to plan for the future;

The Politics of School Choice: An Update

Yet Arizona is not an aberration. Already in 2006, a new Iowa corporate scholarship tax credit bill was signed into law by Gov. Tom Vilsack; and in Wisconsin, Gov. Jim Doyle signed a bill increasing the Milwaukee voucher program by 50%. Gov. Ed Rendell may expand Pennsylvania’s corporate scholarship tax credit program, as he did last year. Messrs. Vilsack, Doyle and Rendell are all Democrats.
And last year, hell froze over: Sen. Ted Kennedy endorsed the inclusion of private schools in a rescue effort for over 300,000 children displaced from their schools by Hurricane Katrina. As a result, tens of thousands of kids are attending private schools using federal funds, amounting to the largest (albeit temporary) voucher program ever enacted. Before that, a voucher program for the District of Columbia was established with support from Democratic Mayor Anthony Williams and Sens. Dianne Feinstein and Joseph Lieberman.




A Look at School Textbooks

President Bush’s No Child Left Behind initiative put almost every imaginable part of the U.S. education system under a microscope, establishing national standards for teacher training, student testing and basic funding. But glaring in its omission from the program is any significant examination of that most basic of classroom tools, the textbook.
As younger, inexperienced teachers are thrown into classrooms to meet new federal standards, as much as 90 percent of the burden of instruction rests on textbooks, said Frank Wang, a former textbook publisher who left the field to teach mathematics at the University of Oklahoma.
And yet, few if any textbooks are ever subjected to independent field testing of whether they actually help students learn.
“This is where people miss the boat. They don’t realize how important the textbooks are,” Wang said. “We talk about vouchers and more teachers, but education is about the books. That’s where the content is.”




Marshmallows and Public Policy



A longtime reader emailed David Brooks most recent column:

Around 1970, Walter Mischel launched a classic experiment. He left a succession of 4-year-olds in a room with a bell and a marshmallow. If they rang the bell, he would come back and they could eat the marshmallow. If, however, they didn’t ring the bell and waited for him to come back on his own, they could then have two marshmallows.
In videos of the experiment, you can see the children squirming, kicking, hiding their eyes — desperately trying to exercise self-control so they can wait and get two marshmallows. Their performance varied widely. Some broke down and rang the bell within a minute. Others lasted 15 minutes.
The children who waited longer went on to get higher SAT scores. They got into better colleges and had, on average, better adult outcomes. The children who rang the bell quickest were more likely to become bullies. They received worse teacher and parental evaluations 10 years on and were more likely to have drug problems at age 32.

“I have private preference but a public purse”

My 5-year-old daughter, Elizabeth Virginia, now attends a private school that teaches foreign language and arts and offers after-school music and dance classes. But tuition is forcing me to look at Atlanta Public Schools next year for kindergarten.
When I first started researching where to send Elizabeth next year, I was looking for private schools that offered tuition assistance. I also sent an e-mail, however, to my Atlanta Board of Education representative asking him to sell me on taking my child out of private school and placing her into public school. His energetic reply made me look at Atlanta schools.

Children Before Special Interests

Oprah Winfrey recently used two days of her program to highlight the crisis in American public schools, focusing attention on our appalling dropout problem. The visuals were quite stunning.
In one segment, a group of inner-city Chicago students traded places with a group of suburban students to compare facilities and curriculums. In another, a valedictorian from a rural high school told of needing remedial classes in college. Perhaps most striking of all, CNN’s Andersen Cooper toured a high school near the White House that was in a shameful state of disrepair. Pieces of the ceiling had fallen on the ground, holes in the roof let rain pour into the school, restrooms were inoperable and unlit.
Oprah deserves a good deal of credit for putting a spotlight on these problems. Public schools face a dropout problem of stunning scale. Estimates from the Manhattan Institute put the nation’s dropout rate near 30 percent, with rates much higher among low-income and minority students. Many who do graduate do so without mastering high-school level material, as evidenced not only by the need for remediation among college students, but also in the stunningly poor literacy skills of the public.
National reading tests show that 38 percent of our fourth-graders score “below basic” in reading, meaning that they have failed to gain the basic literacy skills necessary to function academically. These students will drift into middle school, and literally be unable to make heads or tails of their textbooks.

Wisconsin SAGE Class Size Discussion

If his school couldn’t exceed the SAGE ratios, Burdick K-8 School Principal Robert Schleck said his school probably would have dumped the program.
“There’s different models that are being used throughout the city,” he said, noting that in some SAGE classrooms, groups of students are pulled into the hallway or other locations during the day to maintain the teacher-to-student ratio.
Particularly in schools with fewer low-income students, which receive less SAGE funding, the state Department of Public Instruction has been willing to allow classrooms to exceed the law’s 15-student cap, although it often requires that they have extra personnel for reading and mathematics.
State DPI data show that at least 40% of SAGE schools employed half-time teachers to meet the program’s requirements in 2004-’05.

School Transfer Limit Ends

As state politicians and interest groups argue over whether to lift the enrollment cap in Milwaukee’s voucher school program, the cap in another school choice initiative is quietly slated to expire.
Under state law, the 2006-’07 school year will be the first time in Wisconsin’s open enrollment public school choice program in which school districts will be unable to control the number of students leaving their boundaries if they exceed a certain portion of their enrollment.
The provision, which had been in effect since open enrollment began in 1998, was used by at least 10 school districts to limit potential monetary losses in the current school year, according to figures from the state Department of Public Instruction. They include districts such as Florence, which faced possible dissolution this year before voters bailed out the financially ailing school system, and Palmyra-Eagle on the outskirts of the metropolitan Milwaukee area.




“School Choice: A Moral Issue?”

I am a staunch advocate for school vouchers, and a recent controversy help reaffirm my support. Residents of Ladera Heights – an affluent, mostly black community in Los Angeles metro – have organized for a territory transfer proposal to leave Inglewood’s school district of not-as-affluent blacks and Hispanics and join Culver City’s mostly white, middle-class school district with higher student achievement (registration required). However, both suburbs oppose the plan, which the Los Angeles County Committee on School District Organization takes up this month. Ladera Heights should have foreseen opposition by Culver City. That was a not-so-subtle hint by white folks to upscale coloreds (median household income in Ladera Heights: $90,000+); create your own good schools. Whatis even more problematic to me was the response by Inglewood officials, one of whose school board members calls the proposal racist and argues that Ladera Heights residents merely want to raise their property values (which are already higher than that of Culver City). Ahem, Ladera Heights is 70%+ black. Yet Inglewood officials want children to remain in crap schools in order to do social engineering and undermine freedom of association. However, if there was a school voucher option then the parents of Ladera Heights (which is not large enough to form its own district) could tailor a school for its community’s children.

Fascinating: Novel Way to Assess School Competition Creates a Stir

The unusual spat has put a prominent economist in the awkward position of having to defend one of her most influential studies. Along the way, it has spotlighted the challenges economists face as they study possible solutions to one of the nation’s most pressing problems: the poor performance of some public schools. Despite a vast array of statistical tools, economists have had a very hard time coming up with clear answers.
“They’re fighting over streams,” marvels John Witte, a University of Wisconsin-Madison professor of political science and veteran of a brawl over school vouchers in Milwaukee in the 1990s. “It’s almost to the point where you can’t really determine what’s going on.”
Milton Friedman, the Nobel Prize-winning economist known for his free-market views, proposed 50 years ago that to improve schools, parents could be given vouchers — tickets they could spend to shop for a better education for their kids. He theorized that the resulting competition among schools would spark improvements in the system. Free-market advocates loved the idea. Teachers’ unions hated it, arguing that it could drain resources from some public schools and direct resources to religious institutions.

Reading through a recent article about the Portland, OR school system from In These Times, titled, “All for One, None for All: Schoolchoice policies sacrifice universal education in favor of personal freedom,” I’m reminded of our own city and worry for its future.
On one hand, I think of Asa Hilliard’s words that remind us that, The relative ‘wealth’ of the relatively small numbers of Africans in the middle-income level obscures the gross poverty of the masses of low and no income Africans. Satisfied personally, the higher income Africans may even become a buffer, silencing the voice of the masses by being in a broker position to cool out the masses, and earning money for that containment of their brothers and sisters. These brothers and sisters are usually not clear at all. Many seem not even to seek clarity. They seek entertainment.”

High Quality Teaching make the difference



Young, Gifted and Black, by Perry, Steele and Hilliard is a little gem of a book. (Hereafter, YGB). The subtitle is “Promoting High Achievement Among African-American Students”. Though specifically addressing African-American kids, the descriptions and proscriptions proposed can be applied to all – important, given the continual poor showing of U.S. students generally on international tests (OECD PISA, TIMSS).
It is the section written by Asa Hilliard, Professor of Urban Education at Georgia State University, that addresses the real “gap” and real “reform”. The following attempts to summarize his positions and arguments:
The real gap for all students, not just Black, is the gap between student performance and excellence. Where does one start to close the gap? – by relying on the experiences of teachers who do not fail to achieve excellence in all their students, regardless of background – these experiences have always been around, but few educators want to acknowledge. It is in this protected environment of excellence in education that the theories of curriculum, and excuses of deprivation, of language, of failure can be unmasked.

Maryland’s Education Reform Guidelines

Maryland Lt. Gov. Michael S. Steele released his blueprint for education reform yesterday, a series of 30 recommendations that call for schools to be graded and teachers to be paid for performance.
Members of the 30-person Governor’s Commission on Quality Education in Maryland recommended efforts to promote charter schools but rejected school vouchers, a far more divisive topic

A New Deal for Schools



The Economist:

So the challenge is different. But the solution once again is to be found in the education system—particularly America’s rotten public schools. Republicans are, generally speaking, reluctant to spend more money—partly because they represent people in richer school districts and partly because so much cash has already been wasted (America spends much more than other countries). Meanwhile Democrats, enslaved to the teachers’ unions, are generally unwilling to countenance reforms such as school vouchers and testing; and they are also keener on affirmative action, the system of race-based preferences which makes universities less competitive and keeps the poison of race in a debate which is best focused on income.
This is depressing. But a political solution of sorts is going begging. Republicans should be willing to spend more cash on schools in poor areas (including on teachers’ salaries) in exchange for the Democrats accepting structural reform. The No Child Left Behind Act, which introduced some forms of testing and the daring possibility of shutting down some bad schools, was an important step forward. But more is needed. Otherwise two Americas really will start to jump out off the map.
