Grades K-2 Literacy Walkthroughs
Background: Observations of literacy classes, or, walkthroughs, were scheduled for seventeen of MMSD’ s highest poverty elementary schools during the months of April and May. Three administrators visited each school for a half-day for a minimum of 12 hours of observation per school. All K-2 classrooms are observed for at least an hour by one of the three administrators. Second/third grade classrooms were observed in schools with multi-aged instructional designs. When substitute teachers are present, follow-up observations were attempted.
The purpose of the walk throughs was to provide schools with a baseline of literacy practices and to communicate a district snapshot of K-2 observable literacy practices when student routines and independence are well established. Although not a complete picture, the walkthroughs provided evidence of teaching emphasis, expectations, school/district implementation efforts and additional anecdotal information that might suggest potential areas for consideration.

Observers could capture any of the elements observed during the 60 observations. An additional section, classroom environment provides a way to document materials and classroom structures.
Preliminary Findings:
1. The majority of primary literacy environments were organized around a Balanced Literacy Model. However, within that model, there was significant variation in what the model looked like. This lack of consistency was seen both within and across all 17 schools.
2. Most classrooms were organized in a planned and thoughtful manner. Attention was given to the development and use of a classroom library, individual book boxes and areas where students could work in pairs or small groups.
3. Although classrooms in most schools were thoughtfully organized, some classrooms were cluttered and there were not optimal environments for learning. It is recommended that IRTs work with teachers to create good physical environments in all classrooms.
4. Although the majority of classrooms had at least a 90 minute literacy block, some did not. Attention to direct instruction for at least 90 minutes is crucial for the success of all learners. Principals must make this a clear expectation. The literacy block must also be implemented with fidelity.
5. There was a lack of consistency both within and across grade levels based on common core standards and best teaching practices. This should be an area of emphasis for all schools. IRTs and principals will need to develop a tight structure of accountability that supports the Common Core State Standards and the Curriculum Companion tool.
6. In most cases, instruction in phonics and phonemic awareness was clearly evident. This instruction reflected the professional development both at the district and school level around phonics instruction, phonemic awareness and word work. Instruction appeared to be more systematic, targeted and focused than in previous years.
7. Guided Reading Instruction was observed in the many of the classrooms. It should be noted that in several schools guided reading did not occur five days a week. A wide range of practices were observed during guided reading. Teaching points were often unclear. Observers noted few teachers administering running records or maintaining other types of formative assessments.
8. Targeted, focused instruction around a precise teaching point is a critical component of quality literacy instruction. Focused feedback emphasizing areas of student mastery was also inconsistent. Again, consistency related to core practices as well as ongoing specific assessment practices should be apparent within and across elementary grades.
9. Professional development work should continue around the use of assessment tools. Principals must require the practice of ongoing assessment in all classrooms.
10. The development and use of anchor charts and mini lessons are critical pieces of strong core instruction. Anchor charts and mini lessons were seen in some classrooms and not in others. Professional development should address these ideas so that there is consistency across the district.
11. In many classrooms, the quality of independent student work was of concern. Teachers in all classrooms must pay careful attention to independent student work. This work must support the structure of the literacy block, be consistent with the focus of guided reading and be at each student’s independent level. Emphasis must consistently be on authentic reading and writing tasks. Work should be differentiated. Coloring, cutting/pasting and copying of other printed work would not be considered quality independent literacy work and this was seen in many classrooms (bold added).
12. Teachers were inconsistent in giving feedback to students related to specific learning. Clear, corrective feedback and/or affirmation of solid understandings will accelerate individual student learning and help learners tie the known to the new.
13. All students should also be receiving ongoing, focused feedback related to independent work and independent reading. Regular conferencing and assessment of independent reading and writing is a crucial component of a rigorous literacy curriculum.

What was it like giving a TEDTalk, as opposed to some of the other talks you’ve given?
It was a lot scarier, for one thing.
So how did you get through that?
Well, there was “How did I prepare for it?” and then “How did I get through it when it was really happening?” One of the things I did, which I wouldn’t usually do, is I worked with a coach for the week beforehand. Partly just for the moral support of preparing when somebody is there. But also, the coach did this really smart thing: I had told him at the beginning that I’m comfortable talking with people one-on-one, but the whole thing of performance on a stage, a red-carpeted stage, freaks me out a little bit. And he said, “You’re going to go through your TEDTalk as if it were a regular conversation.” And that’s what we did. It really, really helped, because it got me more emotionally comfortable with the words. It felt more like it was me, as opposed to this other creature who was supposed to be the performer.
I tried to bring that with me, even when I was standing under those lights. I was also trying to talk as if it were just me talking. But it’s funny, if you ask me, “What was it like to be actually standing up there and delivering it?” I don’t know, because it was such an otherworldly experience that I can’t remember it exactly. I know I was there. I know that much. But the details kind of escape me.
The best part of the experience was not the moment of being up on stage — it was the aftermath. I was lucky to be one of the earlier speakers. That meant that all week long I got to talk to people one-on-one about how they had reacted to what I’d been saying. And that was really, really special.
If Wisconsin wants an educated workforce that can compete in a global economy, it has to stop thinking in terms of education pieces: K-12, colleges and universities, technical schools. It has to start thinking in terms of one system that students can navigate with ease to get the education they want and need, both in basic knowledge and upgrades when they want them; a system aimed at best serving their needs, offering them enrichment and skills.
An important step in that direction was taken Tuesday with the signing of a dual enrollment agreement by state Superintendent of Public Instruction Tony Evers and University of Wisconsin Colleges and Extension Chancellor Ray Cross at UW-Marathon County in Wausau. The agreement allows high school students – mostly juniors or seniors – to earn credit that can be transferred easily to state four-year universities or two-year colleges after graduation, along with many private colleges.
Evers said in an interview Tuesday that the initiative “creates some synergy between systems that have not been directly connected in the past,” according to an article by Journal Sentinel reporters Erin Richards and Karen Herzog. “Even though we’re all differently governed, we need to make our systems look more like one instead of two or three or four.”
This helps students in several ways, including reducing the cost of a college degree. That’s more important than ever in light of the increasing cost of a college education. Just last week, UW officials announced a 5.5% hike in tuition.The devil is in the details, as always.

Wisconsin DPI:UW Colleges and DPI announce expanded dual enrollment program
Program will allow students to take UW Colleges courses at their high schools
High school students in Wisconsin will be able to earn college credits while still in high school under a new dual enrollment program announced by the Wisconsin Department of Public Instruction (DPI) and the University of Wisconsin Colleges.
Tony Evers, state superintendent of public instruction, and Ray Cross, chancellor of UW Colleges and UW-Extension, signed an agreement and announced the new statewide model for dually enrolling high school students in high school and UW Colleges courses. They spoke at a June 12 ceremony at the University of Wisconsin-Marathon County, one of the UW Colleges campuses in Wausau. UW Colleges is the UW System’s network of 13 freshman – sophomore campuses and UW Colleges Online.
Evers and Cross said the new partnership would allow students across Wisconsin to access UW Colleges courses in their high schools via classroom teachers and online. The new dual enrollment program would accelerate students’ ability to earn UW credits, reduce the cost of obtaining a college degree, and increase the readiness of high school graduates for either college or the workplace. The program should be in place no later than the 2013-14 school year.
“We’re trying to better serve high school students by bringing our University of Wisconsin courses right into their high schools in a cost-effective way,” said Cross. “We’re committed to making these UW credits as affordable as possible for high school students, their families, and the school districts.”
“More students need the opportunity to take advanced courses and earn high school and college credit simultaneously,” Evers said. “This statewide dual enrollment agreement is a great way for students to get an introduction to college coursework and earn credits before even enrolling in a school of higher education. This will increase the number of students who graduate from high school ready for college and careers.”

Air Force Academy officials recently stated that the honor system works because, they said, 78 cadets were caught cheating on a Math 142 (integral calculus) exam.
The Superintendent, Lt. Gen. Michael Gould, and the Vice Dean, Col. Richard Fullerton, have gone on record stating that fragmentary evidence of declining honor cases in recent years is evidence that the honor system is working. So if the number of cadets caught in honor violations is up, the system is working. And if known honor violations are down, the system is working. It’s no wonder that the Center for Character Development and Leadership, the Air Force Academy unit responsible for running the honor system, has been consistently uninterested in using the best available data sets in assessing the effectiveness of the honor system.
EDUCATION SEEMS to be plagued by false dichotomies. Until recently, when research and common sense gained the upper hand, the debate over how to teach beginning reading was character- ized by many as “phonics vs. meaning.” It turns out that, rather than a dichotomy, there is an inseparable connection between decoding–what one might call the skills part of reading–and comprehension. Fluent decoding, which for most children is best ensured by the direct and systematic teaching of phonics and lots of practice reading, is an indispensable condition of comprehension.
“Facts vs. higher order thinking” is another example of a false choice that we often encounter these days, as if thinking of any sort–high or low–could exist out- side of content knowledge. In mathematics education, this debate takes the form of “basic skills or concep- tual understanding.” This bogus dichotomy would seem to arise from a common misconception of math- ematics held by a segment of the public and the educa- tion community: that the demand for precision and fluency in the execution of basic skills in school math- ematics runs counter to the acquisition of conceptual understanding. The truth is that in mathematics, skills and understanding are completely intertwined. In most cases, the precision and fluency in the execution of the skills are the requisite vehicles to convey the conceptual understanding. There is not “conceptual understanding” and “problem-solving skill” on the one hand and “basic skills” on the other. Nor can one ac-quire the former without the latter.
It has been said that had Einstein been born at the time of the Stone Age, his genius might have enabled him to invent basic arithmetic but probably not much else. However, because he was born at the end of the 19th century–with all the techniques of advanced physics at his disposal–he created the theory of rela- tivity. And so it is with mathematics. Conceptual ad- vances are invariably built on the bedrock of tech- nique. Without the quadratic formula, for example, the theoretical development of polynomial equations and hence of algebra as a whole would have been very dif- ferent. The ability to sum a geometric series, some- thing routinely taught in Algebra II, is ultimately re- sponsible for the theory of power series, which lurks inside every calculator. And so on.
How does a school district know when it has an effective program?
This can be a struggle for school districts, Nerad said, but programs need to be evaluated over time, districts need effective ways to collect data, and there needs to be systems in place that allow teachers to collaborate around data and solve problems.
What is the role of principals, the school board and superintendent in terms of innovation and curriculum development?
According to Nerad, the school board ensures there are enough resources for curriculum development and innovation, the superintendent is responsible for outlining what that curriculum will look like, while schools have the responsibility to implement curriculum in the way that’s best for each building.
What is your budgeting process and how would you go about cutting money from Birmingham’s budget?
Budgeting has to be a year-round process, Nerad said, and should he be hired, he would go to district stakeholders — whether they be parents, teachers or community members — and ask: what are your priorities?
How would you engage the rest of the Birmingham community, including the local business community?
Nerad said he would work with the district public relations office to focus heavily on engagement and outreach. “I do believe in putting a face on the superintendency,” he said.
How did you build consensus on an important issue?
When trying to reach consensus on tough issues, Nerad said he uses voting procedures and works to ensure people are heard. “My whole life has been dedicated to those kinds of practices.”
How do you judge whether a school board is doing a good job?
According to Nerad, the school board should be a model for the entire district.
“I believe if the superintendent evaluates the board, the board should evaluate itself,” Nerad said. “If we want our staff to grow, we have to model that kind of commitment. In the closing moments of Thursday night’s debate between the two candidates for governor, Milwaukee Mayor Tom Barrett raised a point that intrigues me. In fact, separate from all the other aspects of Tuesday’s historic recall election, I think it resonates across the debate about education in America:

Facing Scott Walker, the Republican governor who sat next to him at a round table at Marquette Law School, the Democratic challenger said, “You and I know that if you had accepted back in February of 2011 the offer from those employees to allow them to pay towards their health care and towards their pensions, we wouldn’t be sitting here tonight.”
Walker replied, “That’s just fundamentally wrong.” He said that even as public union leaders offered to accept cuts in benefits for their members, following Walker’s proposal to strip public unions of almost all their powers, local unions across the state were rushing to make contract deals that protected their benefits.
“Actions speak louder than words,” he said.
A few years ago, the symptoms of academic failure at Audubon Middle School southwest of downtown Los Angeles were obvious. Students roamed the trash-strewn campus during class hours, unafraid of consequences. The principal was rarely around, and when he was, he almost never visited classrooms. Observations required for teacher evaluations often were not done, yet teachers still received good ratings. The faculty divided into camps. Some closed their classroom doors and did the best job they could. Others did little more than show videos, knowing it didn’t matter. The nearest Subway restaurant did a brisk business delivering sandwiches to classrooms during instructional time. “This was not a functioning school,” one teacher said. “It was sink or swim, and we were just barely keeping our heads above water.”
In the course of tracing the changes from the religious foundations – the colleges – of the early American colonists through to the vast ‘multiversitys’ of today, Andrew Delbanco usefully draws attention to the fact that putting a big sign up on a college saying Committed to Providing Excellent Higher Education for All would probably signify that the very opposite was happening inside. He notes a grand inscription at Columbia University from the beginning of the twentieth century: ‘Erected for the Students that Religion and Learning May Go Hand in Hand and Character Grow with Knowledge.’ At the time, the buildings were actually going up for research staff, not for undergraduates, religion was ‘certainly no longer at the center of campus life’, tradition and the canon were being thrown over for the modern, and the idea that professionalised career academics should bother themselves with the moral improvement of undergraduates was quaint at best.
“Despite the educational potential of computers, the reality is that their use for education or meaningful content creation is minuscule compared to their use for pure entertainment,” said Vicky Rideout, author of the decade-long Kaiser study. “Instead of closing the achievement gap, they’re widening the time-wasting gap.”
After thirty years of teaching a university course in something called advanced prose style, my accumulated wisdom on the subject, inspissated into a single thought, is that writing cannot be taught, though it can be learned–and that, friends, is the sound of one hand clapping. A. J. Liebling offers a complementary view, more concise and stripped of paradox, which runs: “The only way to write is well, and how you do it is your own damn business.”
Learning to write sound, interesting, sometimes elegant prose is the work of a lifetime. The only way I know to do it is to read a vast deal of the best writing available, prose and poetry, with keen attention, and find a way to make use of this reading in one’s own writing. The first step is to become a slow reader. No good writer is a fast reader, at least not of work with the standing of literature. Writers perforce read differently from everyone else. Most people ask three questions of what they read: (1) What is being said? (2) Does it interest me? (3) Is it well constructed? Writers also ask these questions, but two others along with them: (4) How did the author achieve the effects he has? And (5) What can I steal, properly camouflaged of course, from the best of what I am reading for my own writing? This can slow things down a good bit.
A few months ago, Bill Gates wrote an Op-Ed article in this newspaper objecting to New York City’s plan to make public the performance rankings of its teachers. His central point was that this kind of public shaming was hardly going to bring about better teaching.
In the course of the article, Gates mentioned that the Bill and Melinda Gates Foundation, which spends around $450 million a year on education programs, had begun working with school districts to help design evaluation systems that would, in his words, “improve the overall quality of teaching.”
That caught my attention. Wanting to learn more, I went to Seattle two weeks ago to talk to Bill Gates about evaluating teachers.
Although the Gates Foundation is perhaps best-known for its health initiatives in Africa, it has long played an important role in the educational reform movement here at home. It was an early, enthusiastic backer of charter schools. Around the year 2000, it also became enamored with the idea that students would do better in smaller schools than bigger ones.
Which Wisconsin high school is best: Rufus King, Brookfield Central or Whitefish Bay? It depends on who you ask. According to U.S. News & World Report, King is the best; Newsweek recently ranked Brookfield Central at the top of its list, and Milwaukee Magazine has listed Whitefish Bay High School as its top choice.
The latest poll, published by U.S. News, has driven Alan J. Borsuk, a fellow in public policy at Marquette University and who writes an education column published in the Journal Sentinel, to question for the first time the validity of these polls.
Why? Because the U.S. News poll has the audacity to rank three MPS high schools – King, Ronald Reagan and Milwaukee School of Languages – among the state’s top 10 high schools while omitting Whitefish Bay and other suburban schools “known for high success and high average college entrance scores.”
What’s a parent to do? Depending on the ranking they read, parents might well choose one school over another or decide to opt out of public schools altogether. If the variation in rankings weren’t enough to confuse the issue, some in the media are here to tell us that the variation signifies the worthlessness of the rankings. As Borsuk writes, “I don’t think I’ve ever seen one (poll) that convinced me that it really pinned things down.”
Several students at the Thomas Jefferson High School for Science and Technology in Fairfax County noticed their linear algebra teacher was struggling this semester. They said he made mistakes, erased his work without explanation and seemed confused.
Then it got worse. He quit in mid-March. The administration had to scramble. Retired math chair Jerry Berry, with no experience teaching linear algebra, kept an eye on student progress while a George Mason University graduate student provided the instruction. The graduate student look a leave when his wife had a baby. Another graduate student replaced him. A substitute teacher without much linear algebra experience replaced Berry as supervising teacher, telling students he would do his best.
This happens in regular schools, but Jefferson is the least regular school imaginable. It is our nation’s most selective high school, with an average SAT score of 2,218, serving a broad swath of Northern Virginia. It is known for its great faculty and splendid equipment. “Multiple teachers is not ideal, and almost unheard of at TJ,” said Myra Spoden, who teaches other linear algebra classes at the school.
U.S. News and World Report this week released its list of the top high schools in the country and in each state, but Madison’s four high schools didn’t make the cut.
That’s because under the three-step formula the magazine used to rate high schools, the combined test scores of black, Hispanic and low-income students at East, La Follette, Memorial and West were too low to qualify the schools for recognition.
It’s the fourth time the magazine, known for its annual rankings of college and graduate schools, has ranked high schools and the first time since December 2009. The magazine worked with the American Institutes for Research to develop the ranking system.
The magazine reviewed reading and math test scores for nearly 22,000 high schools in the country. Of that number, only 5,267 high schools, including the four in Madison, advanced to step two of the analysis. That means math and reading test scores exceeded expectations among other high schools in the state given the level of poverty in each school.
But Madison’s schools appear to have faltered in the second step of the analysis, which compares a weighted average of math and reading scores for each school’s “disadvantaged students” — i.e. black, Hispanic and low-income students — with the same group statewide.
In 2011-12, 53.5 percent of Wisconsin’s disadvantaged students scored proficient or advanced on the Wisconsin Knowledge and Concepts Examination, compared with about 47 percent at each of the four Madison high schools.The WKCE has long been criticized for its lack of rigor. Beyond the naval shipyard in south-east Washington lies Fort McNair, America’s third-oldest continuous fort, which looks across the Potomac at the Ronald Reagan national airport. Sacked by the British in the war of 1812, the fort is today better known as the home of the National Defense University (NDU) – the descendant of the Army Industrial College that was set up in 1924 to prevent a recurrence of the procurement difficulties that had blighted the US military during the First World War. It was also supposed to act as a kind of internal think tank for the military.
NDU was the place where promising officers were sent to prepare their minds for leadership. Dwight Eisenhower, after whom its main redbrick building is named, graduated from here. By focusing on the resources needed to sustain the US military, these mid-career officers think differently to others: they grasp the importance of a robust economy. “Without it, we are nothing,” says Alpha, a thoughtful air force colonel, who, as is the custom, is known by his military nickname (a name I have changed to protect his identity). “People forget that America’s military strength is because of our power. It didn’t cause it.”
I got to know Alpha in peculiar circumstances. Unusually for a foreigner, particularly one whose forebears once trashed the place, I was invited by the NDU to judge the school’s annual exercise in national strategising. Along with two other “distinguished visitors” – a label that has never before, and is unlikely again, to be bestowed on me – I was invited to assess a ten-year national security plan for the US that the students had spent the previous two weeks thrashing out. The campus also conducts hi-tech war simulations in which outsiders with military or diplomatic expertise are invited to participate.

It was immediately christened a win-win deal. Win-win is one of corporate America’s less irritating phrases and, in this case, an accurate description of Microsoft’s $300m (£186m) tie-up with US bookseller Barnes & Noble.
If you missed it, the deal will see the two companies create a new venture that will own the Nook, the digital reading device that Barnes & Noble introduced in 2009 to compete with Amazon’s Kindle. Coming a year after Microsoft paid an eye-watering $8.5bn for the online video chat service Skype, this week’s piece of business is the latest attempt by the world’s largest software maker to secure a foothold in the rapidly-changing market for e-readers and tablet computers.
The agreement gives Microsoft an 18pc stake in the Nook. Unknown in Britain, the ereader has amassed a 30pc stake in the US market with far less financial muscle than Amazon. It is no surprise the tie-up has produced fevered speculation that the best engineering and design brains at Microsoft and Barnes & Noble will now combine to produce a brand new tablet to take on Amazon and Apple.
Funny thing happened on the way to educating our country. We lost track of how important history is and we lost sight of what it really means to be educated. Somewhere along the line we decided, as a culture, that the only really important thing was to have a career and get a job and make money and be comfortable. In order to do this most efficiently we took our universities, which previously had subscribed to a mandate that good education meant well rounded education, and turned them into big trade schools. Mostly for the benefit of big business.
Each “discipline” narrowed down its focus to transmit only the rawest and coarsest base competencies. Engineering students learned their math and physical sciences but lost the institutional mandate that required what used to be considered basics. Things like literature and a foreign language became roadkill for the sciences. Business majors never see the inside of a philosophy or art history classroom on their rush to riches. Our forefathers knew that it was in our society’s best interest that people understand the value of good novels and poems, become civilized by appreciating important and time tested music and also to understand the arc of art history and art in general.
It has been said that “Art tells us what it is to be human.” And I would say that any society that doesn’t value it’s art will soon cease to be creative, cease to produce truly creative products and will live a meaner existence. To not know history is to be doomed to endlessly repeat it.

The selection of an early reading screener for Wisconsin is a decision of critical importance. Selecting the best screener will move reading instruction forward statewide. Selecting a lesser screener will be a missed opportunity at best, and could do lasting harm to reading instruction if the choice is mediocre or worse.
After apparently operating for some time under the misunderstanding that the Read to Lead Task Force had mandated the Phonological Assessment and Literacy Screen (PALS), the Department of Public Instruction is now faced with some time pressure to set up and move through a screener evaluation process. Regardless of the late start, there is still more than enough time to evaluate screeners and have the best option in place for the beginning of the 2012-13 school year, which by definition is the time when annual screeners are administered.
The list of possible screeners is fairly short, and the law provides certain criteria for selection that help limit the options. Furthermore, by using accepted standards for assessment and understanding the statistical properties of the assessments (psychometrics), it is possible to quickly reduce the list of candidates further.
Is One Screener Clearly the Best?
One screener does seem to separate itself from the rest. The Predictive Assessment of Reading (PAR) is consistently the best, or among the best, in all relevant criteria. This comment is not a comparison of PAR to all known screeners, but comparing PAR to PALS does reveal many of its superior benefits.
Both PAR and PALS assess letter/sound knowledge and phonemic awareness, as required by the statute.
In addition, PAR assesses the important areas of rapid naming and oral vocabulary. To the best of our knowledge, PAR is the only assessment that includes these skills in a comprehensive screening package. That extra data contributes unique information to identify children at risk, including those from low-language home environments, and consequently improves the validity of the assessment, as discussed below.
Both PAR and PALS have high reliability scores that meet the statutory requirement. PAR (grades K-3) scores .92, PALS-K (kindergarten) scores .99, and PALS (grades 1-3) scores .92. Reliability simply refers to the expected uniformity of results on repeated administrations of an assessment. A perfectly reliable measurement might still have the problem of being consistently inaccurate, but an unreliable measurement always has problems. Reliability is necessary, but not sufficient, for a quality screener. To be of value, a screener must be valid.
In the critical area of validity, PAR outscores PALS by a considerable margin. Validity, which is also required by the statute, is a measure of how well a given scale measures what it actually intends to measure; leaving nothing out and including nothing extra. In the case of a reading screener, it is validity that indicates how completely and accurately the assessment captures the reading performance of all students who take it. Validity is both much harder to achieve than reliability, and far more important.
On a scale of 0-1, the validity coefficient (r-value) of PAR is .92, compared to validity coefficients of .75 for PALS-K and .68 for PALS. It is evident that PAR outscores PALS-K and PALS, but the validity coefficients by themselves do not reveal the full extent of the difference. Because the scale is not linear, the best way to compare validity coefficients is to square them, creating r-squared values. You can think of this number as the percentage of success in achieving accurate measurement. Measuring human traits and skills is very hard, so there is always some error, or noise. Sometimes, there is quite a lot.
When we calculate r-squared values, we get .85 for PAR, .56 for PALS-K, and .46 for PALS. This means that PAR samples 51 to 84 percent more of early reading ability than the PALS assessments. The PALS assessments measure about as much random variance (noise) as actual early reading ability. Validity is not an absolute concept, but must always be judged relative to the other options available in the current marketplace. Compared to some other less predictive assessments, we might conclude that PALS has valid performance. However, compared to PAR, it is difficult to claim that PALS is valid, as required by law.
PAR is able to achieve this superior validity in large part because it has used 20 years of data from a National Institutes of Health database to determine exactly which sub-tests best predict reading struggles. As a consequence, PAR includes rapid naming and oral vocabulary, while excluding pseudo-word reading and extensive timing of sub-tests.
PAR is norm-referenced on a diverse, national sample of over 14,000 children. That allows teachers to compare PAR scores to other norm-referenced formative and summative assessments, and to track individual students’ PAR performance from year to year in a useful way. Norm referencing is not required by the statute, but should always be preferred if an assessment is otherwise equal or superior to the available options. The PALS assessments are not norm-referenced, and can only classify children as at-risk or not. Even at that limited task of sorting children into two general groups, PAR is superior, accurately classifying children 96% of the time, compared to 93% for PALS-K, and only 73% for PALS.
PAR provides the unique service of an individualized report on each child that includes specific recommendations for differentiated instruction for classroom teachers. Because of the norm-referencing and the data base on which it was built, PAR can construct simple but useful recommendations as to what specific area is the greatest priority for intervention, the intensity and duration of instruction which will be necessary to achieve results, and which students may be grouped for instruction. PAR also provides similar guidance for advanced students. With its norm-referencing, PAR can accurately gauge how far individual children may be beyond their classmates, and suggest enriched instruction for students who might benefit. Because they are not norm-referenced, the PALS assessments can not differentiate between gray-area and gifted students if they both perform above the cut score.
PAR costs about the same as PALS. With bulk discounts for statewide implementation, it will be possible to implement PAR (like many other screeners) at K5, 1st grade, 2nd grade, and possibly 3rd grade with the funds allocated by statute for 2012-13. While the law only requires kindergarten screening at this time, the goal is to screen other grades as funds allow. The greatest value to screening with a norm-referenced instrument comes when we screen in several consecutive years, so the sooner the upper grades are included, the better.
PAR takes less time to administer than PALS (an average of 12-16 minutes versus 23-43).
The procurement procedure for PALS apparently can be simplified because it would be a direct purchase from the State of Virginia. However, PAR is unique enough to easily justify a single-source procurement request. Salient, essential features of PAR that would be likely to eliminate or withstand a challenge from any other vendor include demonstrated empirical validity above .85, norm-referencing on a broad national sample, the inclusion of rapid naming and oral vocabulary in a single, comprehensive package, empirically valid recommendations for differentiated intervention, guidance on identifying children who may be gifted, and useful recommendations on grouping students for differentiated instruction.
Conclusions
The selection of a screener will be carefully scrutinized from many perspectives. It is our position that a single, superior choice is fairly obvious based on the facts. While it is possible that another individual or team may come to a different conclusion, such a decision should be supported by factual details that explain the choice. Any selection will have to be justified to the public as well as specific stakeholders. Some choices will be easier to justify than others, and explanations based on sound criteria will be the most widely accepted. Simple statements of opinion or personal choice, or decisions based on issues of convenience, such as ease of procurement, would not be convincing or legitimate arguments for selecting a screener. On the other hand, the same criteria that separate PAR from other screeners and may facilitate single-source procurement also explain the choice to the public and various stakeholder groups. We urge DPI to move forward reasonably, deliberately, and expeditiously to have the best possible screener in place for the largest possible number of students in September.
There are signs that the long struggle to close the achievement gap in reading has a chance of paying off. There is a long way to go – and recent statewide test scores were disappointing – but we see some reason for encouragement, nonetheless.
Alan J. Borsuk, a former Journal Sentinel education reporter and now a senior fellow in law and public policy at Marquette University Law School, reports that black 10th-graders in the Brown Deer school district did better in reading than Wisconsin students as a whole, with 84.2% of Brown Deer’s black sophomores rated proficient or advanced in reading, compared with 78.1% for all students and 47.7% for all black 10th-graders in the state. Some achievement gaps remain in this district that is less than one-third white, but they are relatively modest.Schools are working to improve reading
As vice chair of the Read to Lead Task Force, I am pleased that Wisconsin is already making progress on improving literacy in Wisconsin.
The Read to Lead Task Force members deserve credit for making recommendations that center on improving reading by: improving teacher preparation and professional development; providing regular screening, assessment and intervention; ensuring early literacy instruction is part of early childhood programs; and strengthening support for parental involvement in reading and early literacy programs.
Across Wisconsin, districts and schools are working to implement the Common Core State Standards in English language arts and mathematics. These standards are designed to increase the relevance and rigor of learning for students. Milwaukee’s Comprehensive Literacy Plan is a significant step that defines common expectations in reading for Milwaukee Public Schools students, who now receive reading instruction through one curriculum that is consistent across schools.Learn more about Wisconsin’s Read to lead Task force and the planned MTEL teacher content knowledge standards, here.

Last year, I wrote a post about how Justin Snider, who teaches education at Columbia, asserted that “the best principals are PRESENT, constantly interacting with teachers, students, and parents.” I was especially interested in his comment about an intriguing if rough measure of how well a principal is doing the presence thing:
“[A] great back-of-the-envelope measure of whether a principal is generally doing a good job is how many students’ names he or she knows. In my experience, there’s a strong correlation between principals who know almost all students by name and those who are respected (and seen as effective) by students, parents and teachers.”
I thought of Jason’s assertions about the power of presence after getting this depressing email from a middle school teacher about her horrible principal. This boss defines lack of presence. I have reprinted most of the story below in this teacher’s words, as I found it most compelling. But note the key point: “She never comes out of her office, and never spends time in the building, seeing how it functions. I can literally go weeks without catching sight of her.” Scary, huh?
“If your goal is innovation and competitive ability, you don’t want either excessive unity or excessive fragmentation. Instead, you want your country, industry, industrial belt, or company to be broken up into groups that compete with one another while maintaining relatively free communication–like the U.S. federal government system, with its built-in competition [among] our 50 states.” — Jared Diamond
Jared Diamond reaches this conclusion in the 2003 Afterword to his magisterial analysis of the evolution of human societies, “Guns, Germs, and Steel.” Diamond argues that a primary reason that Europe and China proceeded along different developmental lines followed from their relative degree of central organization. China, due to a friendly geographic layout, was able to become consolidated as a political entity under unified rule. Europe, in contrast, was broken up by its terrain to create smaller, more competitive states.
To Diamond, the political fragmentation of Europe produced greater innovation as states competed for goods and power, even as transportation routes opened up avenues of exchange and communication. China, in contrast, operated according to a chain-of-command that suppressed innovation in service of conformity to a broad, centrally administered national culture. These two political orientations led to very different degrees of technological advance and its consequences, with the more competitive social arrangement producing the circumstances most conducive to invention and advantage.Our K-12 system has been overly centralized for some time. I asked the three 2008 Madison Superintendent candidates if they planned to continue on this path, or simply focus on hiring the best teachers and let them teach….
Of course, teachers must have content knowledge.
Superintendent Dan Nerad’s departure is probably for the best.
The Madison School Board was split on Nerad’s performance, rating him as barely proficient in an evaluation completed last month.
Among other challenges, Madison is struggling to improve its atrocious graduation rates for black and Latino students.
Yet board members can’t dodge their own responsibility for better results. More than half of the School Board — Arlene Silveira, Beth Moss, Maya Cole and Lucy Mathiak — hired Nerad for the district’s top job just four years ago. And, ultimately, the superintendent’s role is to carry out the board’s vision, which hasn’t always been clear.
Nerad has been a measured and thoughtful leader. What he lacked in charm he sometimes made up for in knowledge and diplomacy.

Madison Metropolitan School District Superintendent Dan Nerad announced on Monday that he will retire and not seek a contract extension.
Nerad made the announcement at a press conference on Monday afternoon. Nerad’s contract runs through June 2013 and he said he will remain through then.
He said calling this announcement a “resignation” would be accurate.
Nerad said that decision came to a culmination in the last 10 days and that he has been in the process of deciding on retirement for several months.
He cited his reason for retiring for a variety of factors.He said that controversy over achievement gap was “a factor.”
“I wish I could’ve done more to develop a consensus on how to move forward on issues, including (the) achievement gap,” he said.
Nerad said that a new leader could provide a spark on the achievement gap that he could no longer provide.Madison schools superintendent Dan Nerad will leave the job when his contract expires in the summer of 2013.
Nerad, 60, made the announcement Monday hours before the Madison School Board was scheduled to vote on whether to extend the contract.
School board president James Howard didn’t offer a timeline for hiring a replacement.

Pat Schneider:A community leader who has had a ringside seat to the struggles to forge a plan to end the academic achievement gap in the Madison schools thinks Superintendent Dan Nerad’s announcement Monday of his planned departure next year just might be the break needed to make real progress.
This view isn’t universally shared, but Steve Goldberg, executive director of the CUNA Mutual Foundation who has worked closely with the Madison Metropolitan School District, its teachers union and community leaders, says Nerad’s announcement could put him in a position to have a greater influence over acceptance of a plan he recently put forward to close the race-based achievement gap.
With any inkling that Nerad is working to preserve his job removed from the equation, the likely efficacy of his proposals might become a tighter focus of discussion, Goldberg said.
“This might change the way he is perceived,” Goldberg told me. “Since he no longer has ‘an axe to grind,’ he may be viewed as more objective.”Nerad, 60, said he had been thinking about leaving the job for several months, and made a decision within the last 10 days.
He said there were multiple factors that contributed to his decision. When pressed to identify examples, he said division on the board over his performance and division in the community about how to address the district’s persistent achievement gap between minority and white students were factors, though not primary ones.
“I wish I could have done more to try to develop a broader base of consensus around how we best serve children,” Nerad said.
Nerad, a former social worker, came to Madison after six years as superintendent in Green Bay, where he had been credited for his work on addressing the community’s achievement gap.
Soon after taking the reins in Madison, Nerad oversaw the passage of a $13 million operating referendum. He launched 4-year-old kindergarten, developed a five-year strategic plan, expanded the dual-language immersion and summer school programs, reorganized central office staff, introduced curricular alignment among all schools and restored the district’s AAA bond rating.
Don Severson, president of a conservative watchdog group, said he wasn’t surprised by the announcement given the lack of overwhelming support for Nerad’s leadership.
“You can’t behave as a social worker and run a massive complex organization,” Severson said. “He had to be much more proactive and take some risks, make some decisions, go in some direction where he knows he won’t have unanimity.”
I’m glad Matt DeFour and the Wisconsin State Journal obtained the most recent Superintendent Review via open records. We, as a community have come a long way in just a few short years. The lack of Board oversight was a big issue in mid-2000’s competitive school board races. Former Superintendent Art Rainwater had not been reviewed for some time. These links are well worth reading and considering in light of the recent Superintendent review articles, including Chris Rickert’s latest. Rickert mentions a number of local statistics. However, he fails to mention:
The high school English department in which I work recently spent a day looking at what is called an “exemplar” from the new Common Core State Standards, and then working together to create our own lessons linked to that curriculum. An exemplar is a prepackaged lesson which is supposed to align with the standards of the Common Core. The one we looked at was a lesson on “The Gettysburg Address.”
The process of implementing the Common Core Standards is under way in districts across the country as almost every state has now signed onto the Common Core, (some of them agreeing to do in hopes of winning Race to the Top money from Washington D.C.). The initiative is intended to ensure that students in all parts of the country are learning from the same supposedly high standards.
As we looked through the exemplar, examined a lesson previously created by some of our colleagues, and then began working on our own Core-related lessons, I was struck by how out of sync the Common Core is with what I consider to be good teaching. I have not yet gotten to the “core” of the Core, but I have scratched the surface, and I am not encouraged.
Here are some of the problems that the group of veteran teachers with whom I was with at the workshop encountered using the exemplar unit on “The Gettysburg Address.”

Each teacher read individually through the exemplar lesson on Lincoln’s speech. When we began discussing it, we all expressed the same conclusion: Most of it was too scripted. It spelled out what types of questions to ask, what types of questions not to ask, and essentially narrowed any discussion to obvious facts and ideas from the speech.
In some schools, mostly in large urban districts, teachers are forced by school policy to read from scripted lessons, every day in every class. For example, all third-grade teachers do the same exact lessons on the same day and say exactly the same things. (These districts often purchase these curriculum packages from the same companies who make the standardized tests given to students.)
Scripting lessons is based on several false assumptions about teaching. They include:
- That anyone who can read a lesson aloud to a class can teach just as well as experienced teachers;
- That teaching is simply the transference of information from one person to another;
- That students should not be trusted to direct any of their own learning;
- That testing is the best measure of learning.
Put together, this presents a narrow and shallow view of teaching and learning.
Most teachers will tell you that there is a difference between having a plan and having a script. Teachers know that in any lesson there needs to be some wiggle room, some space for discovery and spontaneity. But scripted cookie-cutter lessons aren’t interested in that; the idea is that they will help students learn enough to raise their standardized test scores.
Yet study after study has shown that even intense test preparation does not significantly raise test scores, and often causes stress and boredom in students. Studies have also shown that after a period of time, test scores plateau, and it is useless, even counter-productive educationally, to try to raise test scores beyond that plateau.

Another problem we found relates to the pedagogical method used in the Gettysburg Address exemplar that the Common Core calls “cold reading.”
This gives students a text they have never seen and asks them to read it with no preliminary introduction. This mimics the conditions of a standardized test on which students are asked to read material they have never seen and answer multiple choice questions about the passage.
Such pedagogy makes school wildly boring. Students are not asked to connect what they read yesterday to what they are reading today, or what they read in English to what they read in science.
The exemplar, in fact, forbids teachers from asking students if they have ever been to a funeral because such questions rely “on individual experience and opinion,” and answering them “will not move students closer to understanding the Gettysburg Address.”
(This is baffling, as if Lincoln delivered the speech in an intellectual vacuum; as if the speech wasn’t delivered at a funeral and meant to be heard in the context of a funeral; as if we must not think about memorials when we read words that memorialize. Rather, it is impossible to have any deep understanding of Lincoln’s speech without thinking about the context of the speech: a memorial service.)
The exemplar instructs teachers to “avoid giving any background context” because the Common Core’s close reading strategy “forces students to rely exclusively on the text instead of privileging background knowledge, and levels the playing field for all.” What sense does this make?
Teachers cannot create such a “level playing field” because we cannot rob any of the students of the background knowledge they already possess. Nor can we force students who have background knowledge not to think about that while they read. A student who has read a biography of Lincoln, or watched documentaries about the Civil War on PBS or the History Channel, will have the “privilege” of background knowledge beyond the control of the teacher. Attempting to create a shallow and false “equality” between students will in no way help any of them understand Lincoln’s speech.
(As a side note, the exemplar does encourage teachers to have students “do the math:” subtract four score and seven from 1863 to arrive at 1776. What is that if not asking them to access background knowledge?)
Asking questions about, for example, the causes of the Civil War, are also forbidden. Why? These questions go “outside the text,” a cardinal sin in Common Core-land.
According to the exemplar, the text of the speech is about equality and self-government, and not about picking sides. It is true that Lincoln did not want to dishonor the memory of the Southern soldiers who fought and died valiantly. But does any rational person read “The Gettysburg Address” and not know that Lincoln desperately believed that the North must win the war? Does anyone think that he could speak about equality without everyone in his audience knowing he was talking about slavery and the causes of the war? How can anyone try to disconnect this profoundly meaningful speech from its historical context and hope to “deeply” understand it in any way, shape, or form?

Here’s another problem we found with the exemplar: The teacher is instructed in the exemplar to read the speech aloud after the students have read it to themselves; but, it says, “Do not attempt to ‘deliver’ Lincoln’s text as if giving the speech yourself but rather carefully speak Lincoln’s words clearly to the class.”
English teachers love Shakespeare; when we read to our classes from his plays, we do not do so in a dry monotone. I doubt Lincoln delivered his address in as boring a manner as the Common Core exemplar asks. In fact, when I read this instruction, I thought that an interesting lesson could be developed by asking students to deliver the speech themselves and compare different deliveries in terms of emphasis, tone, etc.
The exemplar says, “Listening to the Gettysburg Address is another way to initially acquaint students with Lincoln’s powerful and stirring words.” How, then, if the teacher is not to read it in a powerful and stirring way? The most passionate speech in Romeo and Juliet, delivered poorly by a bad actor, will fall flat despite the author’s skill.

Several years ago, our district, at the demand of our state education department, hired a consultant to train teachers to develop literacy skills in students. This consultant and his team spent three years conducting workshops and visiting the district. Much of this work was very fruitful, but it does not “align” well with the Common Core.
The consultant encouraged us to help students make connections between what they were reading and their own experience, but as you’ve seen, the Common Core exemplar we studied says not to.
Was all that work with the consultant wasted?
At one point during the workshop, we worked with a lesson previously created by some teachers. It had all the hallmarks of what I consider good teaching, including allowing students to make connections beyond the text.
And when it came time to create our own lessons around the exemplar, three colleagues and I found ourselves using techniques that we know have worked to engage students — not what the exemplar puts forth.
The bottom line: The Common Core exemplar we worked with was intellectually limiting, shallow in scope, and uninteresting. I don’t want my lessons to be any of those things.
Though high school students benefit from a rigorous high school curriculum, equal access to advanced programs still plague many schools across the country, a report released Wednesday shows.
The report, “Is High School Tough Enough,” was released by the National School Boards Association’s Center for Public Education. The center is a national resource for information about public schools, providing research, data and analysis on current education issues.
The report indicates that more than 3,000 high schools in the United States fail to offer classes in Algebra II, a basic component of rigorous curriculum, a news release from the center said.
It also found that two-fifths of high school graduates “are not adequately prepared” by their high school education for entry-level jobs or college-level courses, according to a survey of college instructors and employers.A report excerpt: Is high school tough enough: Full report:
A closer look at “a rigorous curriculum”
While many decry the lack of rigor in the high school curriculum, it is difficult to find consensus about what rigor is. Dictionary definitions of the word refer to strictness and severity, but when referring to academic rigor, many educators use phrases such as “challenging content” and “competitive curriculum.” Educators, researchers and organizations have defined academic rigor in a number of ways:
- Rigor is “the need for high school core courses to focus on the essential knowledge and skills needed for success in postsecondary education.” (ACT, 2007)
- Rigor is “a demanding yet accessible curriculum that engenders critical-thinking skills as well as content knowledge.” (social research group MDRC as quoted in Hechinger Institute, 2009)
- Rigor means that students should “raise questions, think, reason, solve problems and reflect.” (former Atlanta Superintendent Beverly L. Hall as quoted in Hechinger Institute, 2009)
- A rigorous curriculum is “focused, coherent, and appropriately challenging.” (Michigan State Professor William Schmidt as quoted in Hechinger Institute, 2009)
State and local education agencies also worked to define rigor, most notably through the Common Core State Standards Initiative, a state-led effort coordinated by the National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO). After a lengthy development process, a set of standards were released in June 2010, and the vast majority of states have now adopted the standards, which “provide a consistent, clear understanding of what students are expected to learn” in grades kindergarten through 12. According to the Common Core Standards Web site, the standards are aligned with “college and work expectations,” and “include rigorous content and application of knowledge through high-order skills.” At this writing, 46 states and the District of Columbia have adopted the common core standards (For more information, see http://www.corestandards.org).
Peter Diamandis wants help. The man whose X Prizes have spurred breakthrough ideas in areas such as space travel and oil-spill cleanup aims to launch a similar initiative to help fix the U.S. educational system. But as he told an audience this past weekend at the SXSW Interactive festival, he isn’t sure how to do it.
Diamandis is best-known for creating the Asari X prize in 1996. That award dangled a $10 million payoff to whoever could build a vehicle capable of taking off from earth, flying a three-person crew 100 kilometers above the planet’s surface, returning to ground — and then repeating the mission within two weeks. Some 26 teams competed to win that award, spending more than $100 million in total. A winner emerged in 2004.
Since then, Diamandis hasn’t encountered much trouble coming up with other tech-centered prize ideas — or companies to sponsor those quests. His X Prize Foundation lists 26 employees on its Web site. It currently is overseeing contests centered on goals such as sending an unmanned rover to the moon.Slashdot discussion.
Perhaps the first caution to note on this subject is that when giving advice to the gifted, it is wise to remember that they are gifted, and should not be loaded up with unnecessary advice. In fact, my own first preference in encouraging gifted students to do academic expository writing (e.g. history research papers) is to give them the papers of other gifted students to read. This way the goal becomes clear in a way that it often does not when one starts with buckets and bags of technical advice on “How To Write a Paper.”
One problem is that by the time one has gone through all the advice about footnotes, endnotes, bibliography, plagiarism, etc., any motivation to write a paper will very sensibly have evaporated, in all likelihood.
Like other people, gifted students like to see if there is any point in doing something, in this case, writing a long serious academic research paper. I believe that the point is best illustrated by showing them what the finished product looks like, and, by having them read some exemplary papers by their peers, showing them how very interesting serious history can be, even to people their age.
To follow my own advice, and to do unto you as I would have you do unto gifted students, allow me to place a sample of such writing here (from a 6,904-word paper written by a New York ninth-grader who later graduated from Harvard):“Within this nineteenth-century intellectual context, Cesare Lombroso’s work greatly influenced how Europe’s criminologists and jurists perceived criminals. L’Uomo Delinquente (“The Criminal Man”), published in 1876, was the most influential of his many publications. It was so popular and well regarded that it grew from two hundred pages in its first edition to over three thousand in its fifth. A later work, Le Crime, Causes et Rémédies, ‘Crime, Its Causes and Remedies,’ published in 1899, was also highly influential. By the 1880s he had gained world renown through his studies and theories in the field of characterology, the relation between mental and physical characteristics, criminal psychopathy, the innate tendency of individuals toward sociopathy and criminal behavior. Lombroso’s conclusions stimulated debate among academics, lawyers, judges, prison directors, all those interested in public policy, as well as the general public. In fact, criminal anthropology, the field Lombroso created, received such attention that it was the focus of an international conference every four years for over three decades before World War I.
Extraordinary amounts of documentation in the form of pages of statistics and illustrations strongly influenced readers to believe “that many of the characteristics found in savages and among the coloured races are also to be found in habitual delinquents.” Lombroso used statistics so well that many scientists accepted his conclusion that criminality is biological. Although Lombroso’s theories have now been discredited, they had mass appeal at the turn of the century.
While his ideas were widely popular, Lombroso’s many credentials helped to establish his influence with professional colleagues. Cesare Lombroso, born on November 6, 1835, in Verona, Italy, studied at the universities of Padua, Vienna, and Paris (1862-1876). In 1876 he became a professor of psychiatry, forensic medicine, and hygiene at the University of Pavia. Moving to the University of Turin, he held professorships in psychiatry from 1896 and in criminal anthropology from 1906. He also directed a mental asylum in Pesaro, Italy. Lombroso died on October 19, 1909, in Turin, Italy.
Originally, Lombroso became involved with the classification of criminals after being assigned to do a post-mortem on a criminal named Vilella, who had died in the insane asylum in Pavia. While examining Vilella’s skull, Lombroso discovered an abnormality common to lower apes, rodents, and birds. Lombroso named this abnormality the “median occipital fossa.” Later, Lombroso recognized the importance of his discovery…”And for those of you who got interested in the story, as I did when I was publishing this paper, here is the conclusion:
“Lombroso may have been refuted by science, but his influence on popular culture remains.
Why does this pseudo-science from the nineteenth century remain so powerful at the end of the twentieth century? Lombroso gave society a visual key for identifying people it feared. It is likely that Lombroso’s descriptions caused “nice people” to avoid tattoos, gentlemen to be either clean-shaven or to have well-kept beards, and good citizens to avoid obviously excessive drinking. Perhaps part of the 1960s antagonism to the hippie movement came from Lombrosian antagonism to unkempt hair and tattoos, especially on women. These were also easy visual signals to identify “bad” people. Even today, people want easy visual keys to identify villains. For instance, after Littleton, many school districts have banned the wearing of black trenchcoats, as if trenchcoats have anything to do with murder. Lombroso’s influence remains because people look for easy answers to complex problems.
Darwin’s The Origin of Species had an extraordinary effect on nineteenth-century attitudes toward man, society, and science. His empirical model required observations over many examples to test hypotheses and to come to validated conclusions that support overall theoretical claims. While Darwin’s work has become influential for many modern sciences from biology to geology to physics, Lombroso’s is no longer considered valid. On the other hand, the questions Lombroso sought to answer–and those which arose from his studies–remain very modern concerns. As Tolstoy wrote in Resurrection in 1899:
‘He also came across a tramp and a woman, both of whom repelled him by their half-witted insensibility and seeming cruelty, but even in them he failed to see the criminal type as described by the Italian school of criminology….’
He bought the works of Lombroso, Garofalo, Ferri, Liszt, Maudsley, and Tarde, and read them carefully. But as he read, he became more and more disappointed…He was asking a very simple thing: Why and by what right does one class of people lock up, torture, exile, flog, and kill other people when they themselves are no better than those whom they torture, flog, and kill? And for answer he got arguments as to whether human beings were possessed of free will or not. Could criminal propensities be detected by measuring the skull, and so on? What part does heredity play in crime? Is there such a thing as congenital depravity?
It is a hundred years since Tolstoy’s hero posed these questions, a hundred years in which we have sought ways to use science to identify criminals and prevent crime. Our understanding of science has dramatically increased and Lombroso’s fame has largely died, but answers to these questions remain just as pressing.”
(endnote citations removed–Ed.)In my view, the chances of getting a student to write to a history/story/analysis like this, by starting with the mechanics of the well-written essay, are slim to less than slim. I can’t see any historian beginning any history with a study or review of the techniques of the properly-constructed history book.
This is not to throw out those babies of some instructional value with all the bathwater of pedagogical technique. Of course it is important for students to have an outline, take notes in their readings, construct their endnotes and bibliographies in the accepted (Chicago) manner, and so on.
It is my contention that, in order to inspire students to do the hard work of research and writing necessary to produce a good, scholarly, readable history paper, one should start by encouraging them to read history, perhaps starting with some of the better work of others their age who have written successful history papers already.
Too often, it seems to me, the step of having students read history to find out how interesting it can be, and the next step of having them read about a topic in history on which they think they might want to write a paper are the most important ones.
After the motivation to read and report on some historical topic is in place, and a strong first draft is written, then the gods of Rhetorical Correctness can descend and do their duties. But it is not possible to repair a paper written with little research and no enthusiasm, using writing pedagogy alone.
I once talked to a Teachers College expert on reading and writing about the importance of content (knowledge, subject matter, et al) in writing, and she, who had been called, in a national publication, “The Queen of Reading and Writing,” said to me: “I teach writing, I don’t get into content that much.” Here beginneth the death of academic expository writing in the schools.
Educators in the United States talk a lot about “critical thinking,” but I, along with others, believe it is easier to learn and practice thinking of any sort if there is something to think about. If the student has almost no knowledge, then they have almost nothing to think about. When it comes to writing a research paper, if the students has learned a lot about their subject, then when they see whether they have done a good job of presenting what they have learned, that will inspire them to think more about it, and to re-write their paper so it does the job they wanted to do better.
Another difficulty in the United States is that reading and writing in the schools is almost universally in the hands of the English Department, and that means the reading will be fiction and the writing will be personal, creative, or the five-paragraph essay. This set of practices tends to shrink the educators’ vision of the capacities of high school students, so when they see the sort of writing in the following excerpt (from a 7,900-word paper by a New York tenth-grader who later graduated from Harvard and Cambridge), they regard it as the work of some freak and decide it surely has no bearing on the level of expectations in writing they have for their own students:“Keynes also discusses in The General Theory the danger of excessive saving (which he had emphasized earlier in his Treatise on Money). If an individual saves a greater amount than can be invested by businesses, he or she is failing to return income to the community and the result will be a contraction of the incomes even further. Because of the marginal propensity to consume, everyone else’s savings will also contract. The result will not even be a gain in total savings. Because savings and investment are carried out by different groups in our society, it is often possible that individuals will save more than can be invested. Therefore, thriftiness could lead to a decline in total savings.
The discussions in The General Theory of the marginal propensity to consume, the multiplier, and savings all point to the fact that investment must be increased to increase income and employment. According to Keynes, investment is determined by two considerations–the expected yield of the investment and the rate of interest on the money borrowed for the investment. Economists before Keynes (and also Keynes in his Treatise on Money) believed that excess savings will bring down interest and encourage investment. But Keynes makes the crucial observation that a shortage in investment will cause a decrease in income and, because of marginal propensity to consume, a decrease in savings, which will raise interest rates and further discourage investment. If there is insufficient investment, people will not be able to save as much as they had in the past; in fact, they will begin to use up their past savings. Because of this, even before The General Theory, Keynes advocated the reduction of interest rates by the government to both reduce savings and raise investment. But for Keynes, in The General Theory, even that reduction of interest rates would not be enough to reduce savings or stimulate investment sufficiently. According to Keynes, if certain conditions exist, especially in a depression, a reduction in interest will have little effect on savings. If there was a rise in liquidity preference (people’s desire for cash), such as might be brought about by falling prices, savings would not be reduced no matter how low the interest was. And decreased interest rates would not have a great effect on investment because of the second consideration that affects investment–expectation. The expected yield of the investment is extremely unpredictable. Keynes said of the factors that influence output and employment, “of these several factors it is those which determine the rate of investment which are most unreliable, since it is they which are influenced by our views of the future about which we know so little.” Keynes’s conclusions that neither interest rates nor expected proceeds could sufficiently encourage investment led him to his final conclusion that unemployment could exist at equilibrium–unemployment would not fix itself, and government intervention was necessary to increase employment.
In The General Theory, Keynes contrasts his main arguments with the traditionally held “classical” beliefs. The General Theory is filled with passages in which Keynes shows the inadequacies of what he calls the “postulates of the classical theory.” According to Keynes, “the classical economists” is a name traditionally given to Ricardo, James Mill, and economists before them. Keynes, however, says that he has also come to call more recent economists who “adopted and perfected the theory of Ricardian economics” classical. These economists include John Stuart Mill, and closer to Keynes’s time, Alfred Marshall and Arthur Pigou. Unlike some heretical economists of the past, Keynes had been brought up on classical ideas and had, in fact, remained consistent with them in most of his writings before The General Theory. Keynes’s father, John Neville Keynes, was a noted economist at Cambridge University. And when Keynes attended King’s College at Cambridge, he was a student of Marshall and Pigou, whom Keynes included in his definition of classical economists. Thus Keynes was doubtless taught classical theory from his childhood through the time that he was a student…” (endnote citations removed–Ed.)It should be said again that these are quite brief excerpts from history papers of 6,000 to almost 8,000 words by students in the ninth and tenth grades. I have published 791 (1,000) such papers by high school students from 35 (39) countries in the last 20 (25) years, and these students have greatly exceeded the expectations I started with in 1987. However, if I had decided to publish the standard five-paragraph essays or the short little “college essays” required by college admissions officers, naturally I would never have discovered what high school students could do.
Which leads me to state another caution when dealing with gifted students. It is important not to try to decide in advance what they are capable of doing. If, in the case of history research papers at the high school level, the choice of topic is left up to the student and there is no specified length, the result will be, in my experience, a huge variety of interesting and serious historical topics, and the longest paper I have published, by a twelfth-grader in this case, was a bit over 22,000 words.
Educators who are accustomed to defining assignments in advance might want to consider my experience, especially when suggesting work for gifted students. Of course, 22,000-word papers take much longer for the teacher to read and comment on, but we might want to make assignments that test the academic efforts and capacities of students rather than choosing them for their demands on us.
Another thing to keep in mind about these gifted students, while we wonder how much to teach them about outlining, note-taking, endnotes and bibliography, is that these are the same students who are taking honors physics and chemistry and preparing for Calculus BC exams. They are not stupid, and they can pick up what they need to know about endnotes et al, in a few moments, especially if they have models in front of them.
They do not need a semester of Writing Techniques Instruction before they pick a topic and start reading about it. We must remind ourselves not to load them up with our own limitations. In addition, they are quite capable of asking questions to find out what they need to do when presenting a research paper. They have been doing that (asking questions), often to the irritation of the adults around them, since they were little kids, after all.
It is also important, at least when working with gifted high school students doing history research papers, to stay out of their way.

Our school board must be a governing body that is effective in setting the direction and priorities of our district. We need to elect board members who are honest about our current realities and who share a fundamental belief that we must make bold changes in order to better educate all students. Our students, families and taxpayers deserve it.
I bring a future-oriented mindset to the table and a commitment to solutions. Our heart-breaking graduation rate for Black and Latino students eloquently testifies that we do not fully understand the dynamics of poor student performance or the educational changes required to remedy it. I am personally and professionally committed to making systemic changes to close the racial achievement gap. It is time for defenders of the status quo to step aside.
I am qualified as a parent, as an engaged community member, and as a professional who has worked the last 15 years in community-based organizations throughout Madison. I bring a critical perspective from the service delivery level focused on equity for those who are most disadvantaged. As a woman of color, a parent of African American sons, and through my work at the Urban League, I am immersed in the realities of our minority students, yet in touch with the experiences of all students and parents. I am informed beyond the constraints of the boardroom.
I have a personal stake in the Madison schools that spans two generations. I am a Madison native who attended Longfellow Elementary, Cherokee Middle, and graduated from West High. I have a B.S. from UW-Madison and a master’s degree in Business Management from Cardinal Stritch University. I am the mother of four African American sons. My eldest graduated from West High School in 2011, which leaves me with three yet to graduate. Based on the 48% graduation rate, the odds are that two of my sons won’t graduate. This is unacceptable.
My experience transcends the experience gained from currently sitting on the board, because where we must go will not rely strictly on what we’ve always known. I welcome the challenge.

Our schools face multiple challenges, and board members must have the backbone to focus on what is most effective in helping all children learn and achieve. We must prioritize initiatives that provide the biggest bang for our buck. When there are hard choices to be made, we owe it to the children we serve to engage in respectful debate in order to find solutions.
That is my record on the school board. My commitment to public education, to Madison’s 27,000 students, to our outstanding teachers and staff, and to staying in the fight for good public schools are the reasons I am running for re-election.
My belief in public education has roots in my personal story. I am the grandchild of immigrants, the daughter of two working class parents, and the mother of a child of color who graduated from the Madison schools. I have a degree in secondary education, biology and chemistry from Springfield College (Massachusetts), and a masters in molecular biology from the University of Connecticut.
I have seen first-hand the advantages public education brings and the equalizing effect public schools have in our society. I have seen first-hand the struggles a child can face in the schools. I am a businesswoman who works at a global scientific company. I know the need for an educated workforce, and I know that good schools strengthen a city because they attract businesses and families.
I am also a taxpayer. The state funding system for public education is not sustainable. We must find a way to better fund our schools, not on the backs of taxpayers. I will continue to advocate for fair funding.
The skills I use on a daily basis as Director of Global Custom Sales at Promega Corporation are also skills I use as a board member — budgeting, communication, evaluation, facilitation, negotiation and project management.
In short, I approach the board’s complex work from many perspectives: parent, businessperson, taxpayer, and advocate for public education. When I began tutoring two brothers on Madison’s south side, I saw how tough it is for children with serious challenges at home to learn and thrive in school. School was a refuge for these boys, and education was the best way for them to build a better future. I have worked with teachers striving every day to meet the needs of each student, to challenge the gifted child and the one just learning English. In the past 13 years, I have mentored five youth, have seen great things in our schools, and opportunities to do better.
I care about our children. My broad experience in education, non-profits, government, finance, and business will make me an effective school board member. After receiving an MBA from Harvard, I was an executive at Trek Bicycle, Secretary of the Wisconsin Department of Commerce under Governor Doyle, board president of the Boys & Girls Club, and co-founder of the AVID/TOPS program. AVID/TOPS is the district’s premier program to address the achievement gap, and has 450 students across all four Madison high schools. For those in the program, grade point averages are 30% higher, school attendance higher, discipline issues down, and 100% of seniors have gone onto college. I’ve served on the boards of United Way, Madison Community Foundation, Evjue Foundation, and Foundation for Madison Public Schools. One current school board member said, “Mary Burke stands out. Mary may be the best-qualified candidate to run for Madison School Board in quite a while.”
Success in school for our children is important to me and to our entire community. Our public schools shape our future neighbors and workforce. Success in school is a leading factor in whether a student is on the path to UW-Madison, Madison College, or the county jail. Nothing is more important and critical to our city’s future than our public schools.
I have been a catalyst for positive change in Madison. On the school board, my focus will be bringing our community together to ensure students learn and thrive — taking smart action for them, for our neighborhoods, for all of Madison.

I have real world experience. I am part of a minority group and have walked the path that a number of our students are encountering. I have worked since I was 14, and supported myself from the age of 17 on. I have worked as a bank loan officer and small businessman, and know what it means to face budget constraints. My training as a paramedic has made me skilled in high emergency prioritizing and urgency in decision-making — skills that will translate to the work on the school board. In the winter of 1959-1960, before I went into the Army, I worked at a Gulf Station (now gone) in Harvard Square. The owner of the franchise at the time refused to service VWs and other foreign cars because he said they were just a fad. At about the same time (before we had decided to put a man on the Moon and return him safely to the Earth), General Motors and other American car manufacturers had the attitude that the public would buy whatever vehicles they wanted to make.
Fast forward to the present, and, to a great extent American educators now believe that employers will hire whoever they give diplomas to. But foreign cars were not a fad, and employers in the second decade of the 21st century often do not want to hire the graduates of our high schools because they are not well-educated and they require quite a bit of not just on-the-job training, but basic remediation before they can become good employees. There are hundreds of thousands of American jobs which cannot be filled by Americans because they are not able to do them.
General Motors and its American peers, after many decades and many billions of dollars in losses, did wake up, and American cars are starting to compete again. Sales and profits are growing, after a long dry spell.
There is insufficient sign that American educators realize the crisis they are facing. After reading Marc Tucker’s Surpassing Shanghai, the strongest impression with which I came away was that in this country we are not really serious about education. Now, how can that be, when we have recently spent, as Susan D. Patrick reports, $60 billion on technology for the schools and we are completely awash in edupundits, reform initiatives, school improvement programs, federal initiatives, and professional development? Aren’t we doing all that could possibly be required to compete with our peers in other countries?
No, we aren’t. To take one very crucial first step as an example. In Finland, Singapore, and other successful educational systems, nine out of ten people who want to be teachers are not accepted for training. They want only the best, sort of the way we do when we select and train Navy SEALS. But in this country, just about anyone who thinks they want to try teaching can be accepted into the profession, even when we find that 50% leave within five years.
In South Korea, the country nearly shuts down the day of the very very important high school graduation exam, while in this country we really don’t think there should be one. We claim that anyone and everyone should go on to college, whether they have any chance of knowing enough or studying enough to reach graduation or not (and most don’t). We are being told that everyone who goes to our high schools should also go to our colleges, and our colleges should graduate them, whether they know anything or can do anything or not. They may be uneducated, but, by golly, they will be our college graduates!
How can I say such things, when there are so many diligent people trying to raise educational standards in so many states and so many school districts across the nation? Let me suggest one test. Where is there one public high school in the United States which has said, we will give up our sports and other extracurricular programs entirely until we can make sure that our graduates are truly well-educated and as competent as the best in any other country in the world?
This would be considered not an example of real seriousness, but an example of egregious folly and near-insanity, by our sports fan parents and alums, and immediate plans would follow for the termination of any educator who suggested it, while arrangements were being made to ride them out of town on a rail.
We love our academic mediocrity, because there is so much of it, and it is so very difficult to give up. We do not just have an obesity problem physically in the United States, we have too may fatheads who are addicted to educational junk food, and even in the face of innumerable fad diets, we just refuse to trim ourselves or raise our student accomplishments in education to current international educational standards.
I believe we can do it. We got 12 men to the Moon and brought them back, even during the decade of our American Red Guards yelling and screaming and trying to shut down our universities, with the help of an excited media cheering section.
But of course we cannot make sure all our high school graduates are well-educated, employable, and capable of completing a serious college program if they choose to do one, if we do not take education more seriously than we do now. And we need to start by paying more attention to what other countries are already doing if we are to make the necessary changes in good time.

The issue of school choice has been at the forefront of political debate, media attention and community discussion for a number of reasons in recent years, and that’s good. This successful program has provided hundreds of lower-income southeastern Wisconsin families with the opportunity to choose a school that best fits their educational needs, and the more attention, review and consideration it receives, the better.
Now comes debate as to whether special education students have similar choice options and discussion about whether the program should grow, how students qualify and providing equal per-pupil reimbursements to public and private choice schools. But most troubling to me and Messmer Catholic Schools, however, is a topic that hasn’t been openly discussed but alluded to by actions of the Wisconsin Department of Public Instruction.
As you may know, DPI recently filed a waiver request with the U.S. Department of Education seeking to be excused from the federal No Child Left Behind Act. Instead, DPI proposed its own accountability standards and intervention procedures for under-performing Wisconsin schools.
This brings us to Udacity, which takes all the best parts of the above approaches and marries them into an incredible teaching tool. Audacity combines the personal, approachable first person teaching style of Kahn Academy, but then backs it up with interactive programming in Python, all right in the browser.
The teachers are ex-Stanford professors, so they have decades of experience teaching this material, which really shows in how they present it. So far in the first week of class, they have done a great job of covering fundamentals without getting bogged down in details, getting students to start learning intuitively, by doing, while still giving them the founding blocks to know why things work the way they do.
Perhaps most importantly, Udacity has structured their CS101 course around a brilliant concept, building a search engine in eight weeks. That single act makes the course not about learning, but about doing. The class never has to answer the question ‘why are we doing this?’, because each topic is directly tied to the overall goal of building your own little Google, every piece is practical.
I’ve been thinking about constructive criticism-the kind we give to graduate students or mentees-and how they receive it. Over the past few years I’ve noticed a bit of push back from students and mentees. My faculty friends and colleagues have told me they get the same kind of push back. Now, don’t misunderstand me, there is nothing wrong with push back-you have to stand up for what you believe. However, I’ve watched individuals struggle and have difficulty with their job search while neglecting to follow any of the advice their mentors have given them. Sometimes these students are headstrong. Other times they are convinced that they know what is best and that they know how to build a faculty career. Here are a few examples:
I have had students and mentees who present at academic conferences on a regular basis but they don’t publish the resulting papers. Many times, I’ve attended their conference presentations and have been thoroughly impressed with their ideas and skill. I always follow up, asking them to revise the paper and send it to a journal. However, unlike their counterparts who follow my advice, these students put the paper away for months, sometimes years, and it is no longer relevant or others have already published similar work. When they receive feedback from prospective employers that questions their lack of publications, they are frustrated.
n my sophomore literature class, I read a passage aloud from perhaps our best-known slave narrative, Narrative of the Life of Frederick Douglass, An American Slave, in which Douglass characterizes the nefarious effects of slavery on his new mistress, Sophia Auld:
The fatal poison of irresponsible power was already in her hands, and soon commenced its infernal work. That cheerful eye, under the influence of slavery, soon became red with rage; that voice, made all of sweet accord, changed to one of harsh and horrid discord; and that angelic face gave place to that of a demon.
But then I stopped and asked, “What does the word commenced mean?” Silence. “What about infernal?” Silence. “Accord?” Embarrassed smiles all around.
For the Woonsocket School District, English has proved the most difficult teacher job to fill. In Britton-Hecla, it’s industrial technology.
Even Sioux Falls, the state’s largest and one of the best-paying school districts, routinely hires uncertified teachers for English Language Learner, special education and gifted classes.
While school leaders acknow-ledge good math and science teachers can be difficult to find, they question Gov. Dennis Daugaard’s proposal to single out two content areas for $5 million in annual bonuses in order to entice more college students to teach.
“There are others equally as difficult. It’s not just math and science,” said Don Kirkegaard, Meade superintendent and president of the South Dakota Board of Education.
If I were to attend a convention of dentists, I would expect to see a lot of panels and presentations on what dentists do. New veneer techniques, the best compounds for fillings, root canal methods, successful implant procedures and the like. Of course, there would be little to no attention to what patients do, other than whether they seem to be following the recommendations to brush, floss and use the rubber tip at home. After all, the dentists are the trained paid professionals and it is what they do that is important.
Conventions of history teachers, one might guess, would be different. Of course there would be panels and presentations on class management methods, grading practices, the best history slide shows and films, the recommended history textbooks, the most effective lecture techniques, and interesting field trips, perhaps.
However, as at the dentists’ convention, surprisingly there would usually be almost nothing on what the patients (that is, the students) are doing in history. After all, the teachers are the trained and paid professionals and what they do is the most important thing.
Or is it? Remember, a dental patient’s job is to shut up, sit there, and take it. Is this really what we want from students? In too many history classes, it is. A dental patient could, if it were practicable, leave her brain at home. A history student always has his brain with him in the classroom, ready for employment.
If someone were to propose a revolution in history instruction, it might be one that would accept the fact that students are not passive vessels, with cavities of ignorance for the teacher to drill into and fill with the necessary knowledge, but rather active, thinking, curious, growing young people with brains and a capacity for serious academic work.
But this is very hard for teachers to do in practice. When it is suggested that students might benefit from reading a complete history book on their own, and from working on a serious history research papers, objections are raised. Many history educators will claim that high school students are not able (can’t?, won’t?, never been asked?) to read a history book, and the universal argument is that serious research papers take too much of a teacher’s time (the teacher’s, not the student’s time–when students are spending 53 hours a week with electronic entertainment media).
History teachers say they cannot afford to assign, guide, monitor, read and grade serious research papers by their students. So our students now, almost without exception, go off to college, to face the term papers and nonfiction books at that level, and thanks to us they have never read one complete nonfiction book or written one serious history research paper. They don’t know how to do those things, because we have decided they couldn’t do them and have not asked them to do such academic work.
Nothing of the sort happens in sports. “Scholar-Athletes” (so often celebrated for their athletic accomplishments in the local paper) are not sent off to play college basketball never having been taught to dribble, pass, and shoot the basketball, or to play football, never having been asked to block and tackle. That would be irresponsible of us, right?
I notice that, while high school chemistry classes require lab work, and biology classes require lab work (and laboratories cost money), the science teachers do not claim that students are incapable of such work or that they do not have the time to assign, guide, monitor, read and grade lab reports.
I do realize that these days, STEM is imagined to be more important than the ROOTS of history and academic literacy–the ability to read nonfiction books and write research papers–but perhaps if were to stop and think that our students are not passive dental patients, but young people with brains on board, fully capable of actually “doing” history, through reading books and writing papers, rather than just submitting to whatever presentation we have developed to keep them in their seats, then the day may come when a convention of history teachers will even include teachers talking about the academic work their students are doing in history, and even–imagine the day!–it might feature presentations by students on the papers they have written, and, in some cases, had published in The Concord Review. There have been 989 of such exemplary history papers now, by students from 46 states and 38 other countries since 1987, and on the few Emerson Prize occasions when the students were indeed allowed to talk at a meeting about their research, the teachers in attendance were well and truly interested to hear what they had to say.

The parents of 4-year-olds with fall birthdays — not yet in the public school system — have already come face to face with the topsy-turvy ways of Sacramento.
Take the parents of kids born in November 2007. Since 2010, they’ve been told their children will be too young for kindergarten in 2012 under the new cutoff date, but that they will be entitled to a spot in a new grade-level, transitional kindergarten.
Now, about seven months before the first day of school, they learn that the governor is proposing to cut the program to save $223 million.
The final decision is up to the state Legislature, but — as we all know — that’s likely months away. So, depending on where the families live, their school district might enroll them in transitional kinder anyway, hoping for the best, or inform them the class is being canceled. My colleague at the Mercury News, Sharon Noguchi, wrote about it this week.
Is a writing a blog as valuable a writing experience as writing an academic term paper? Can the writing of a blog be made academically more rigorous in order to compete with the more traditional term paper? Or does the blog vs. term paper argument cloud a more critical academic problem… that our students do not read well enough to write in either format?
Matt Richtel, a reporter who writes about technology in education in the New York Times, recently published a piece, Blogs vs. Term Papers (1/20/12) regarding Duke University’s English professor Cathy N. Davidson’s embrace of the blog in place of the traditional term paper. He writes that, “Professor Davidson makes heavy use of the blog and the ethos it represents of public, interactive discourse. Instead of writing a quarterly term paper, students now regularly publish 500- to 1,500-word entries on an internal class blog about the issues and readings they are studying in class, along with essays for public consumption.”
The traditional term paper in any number of disciplines of prescribed lengths of 5, 7, 10 or more pages has been centered for decades on a standard formula incorporating thesis, evidence, argument and conclusion. In the article, Davidson expresses her dislike for formula writing, including the five paragraph essay taught in middle and high schools and claims that, “This mechanistic writing is a real disincentive to creative but untrained writers.” She notes that, “It’s a formula, but good writing plays with formulas, and changes formulas.”
Davidson is not alone. Ritchel claims that “across the country, blog writing has become a basic requirement in everything from M.B.A. to literature courses.” This movement from term paper to blog has many academics up in arms.
Running parallel to this argument of academic writing was the position offered by William H. Fitzhugh, author and founder of The Concord Review, a journal that publishes high school students’ research papers. In the NY Times article, Fitzhugh discussed how high school educators “shy away from rigorous academic writing, giving students the relative ease of writing short essays.” Fitzhugh makes the argument that students are required to read less which directly impacts their ability to write well.
Fitzhugh wrote about academic writing in Meaningful Work for American Educator (Winter 2011-2012) taking the position that reading is at the core of good academic student writing; “To really teach students how to write, educators must give them examples of good writing found in nonfiction books and require students to read them, not skim them, cover to cover.” Good writing reflects knowledge and understanding that comes from reading, not skimming. Fitzhugh recommends that, “Reading nonfiction contributes powerfully to the knowledge that students need in order to read more difficult material–the kind they will surely face in college. But more importantly, the work of writing a research paper will lead students to read more and become more knowledgeable in the process. As any good writer knows, the best writing emerges from a rich store of knowledge that the author is trying to pass on. Without that knowledge and the motivation to share it, all the literacy strategies in the world will not make much difference.”
From my experiences in the classroom, I see the veracity of both Davidson and Fitzhugh’s positions. I believe that the form of student writing is not the problem, and the blog vs. term paper debate, at least at the high school level where I teach, is not as controversial as at the college level. My job is to teach students to write well, and a great deal of my average school day is currently given to encouraging students to write in these multiple formats in order to prepare them for the real world. I know that students can be taught to write well in term papers, blogs, essays, letters or any other format. However, the students need to read well in order to write well about a topic. The conundrum is that unless today’s high school students are provided time in class, they do not read the material.
A student’s inability to read independently for homework results in a reduction in both the amount of reading assigned and the class time to process the reading. Students who do not read well at the high school level are unprepared for the rigors of college curriculum which requires much more independent reading in non-fiction. Ultimately, the problem for teachers in high school is not the form in which students write. The problem is getting students to both read and understand assigned readings that come from many disciplines-fiction and non-fiction. Only then can the blog vs. term paper debate be addressed as a measure of academic writing.
To date, no study has found any long-term benefit of attention-deficit medication on academic performance, peer relationships or behavior problems, the very things we would most want to improve.
Everyone agrees the United States needs to improve its education system dramatically, but how? One of the hottest trends in education reform lately is looking at the stunning success of the West’s reigning education superpower, Finland. Trouble is, when it comes to the lessons that Finnish schools have to offer, most of the discussion seems to be missing the point.
The small Nordic country of Finland used to be known — if it was known for anything at all — as the home of Nokia, the mobile phone giant. But lately Finland has been attracting attention on global surveys of quality of life — Newsweek ranked it number one last year — and Finland’s national education system has been receiving particular praise, because in recent years Finnish students have been turning in some of the highest test scores in the world.
Finland’s schools owe their newfound fame primarily to one study: the PISA survey, conducted every three years by the Organization for Economic Co-operation and Development (OECD). The survey compares 15-year-olds in different countries in reading, math, and science. Finland has ranked at or near the top in all three competencies on every survey since 2000, neck and neck with superachievers such as South Korea and Singapore. In the most recent survey in 2009 Finland slipped slightly, with students in Shanghai, China, taking the best scores, but the Finns are still near the very top. Throughout the same period, the PISA performance of the United States has been middling, at best.
Many of us don’t learn in optimal ways. We know that we forget new material, neglect to review older material, and study in ways that elevate cramming and procrastination to art forms. But there is research about how to be more efficient in these things. For example, dating back to 1885, there is a rich literature that explores how timing our learning of new and old material can affect education.
For a long time, these theories were only loosely applied. They couldn’t be put into quantitative practice because of the difficulty of carefully implementing them. But with the ability to create educational software, customized to ensure a student has an optimal learning experience, we have a wonderful opportunity to actually employ this knowledge. Unfortunately, there are so many competing concerns, it’s far from trivial: We need to begin constructing new algorithms to figure out how best to learn.

America is coming apart. For most of our nation’s history, whatever the inequality in wealth between the richest and poorest citizens, we maintained a cultural equality known nowhere else in the world–for whites, anyway. “The more opulent citizens take great care not to stand aloof from the people,” wrote Alexis de Tocqueville, the great chronicler of American democracy, in the 1830s. “On the contrary, they constantly keep on easy terms with the lower classes: They listen to them, they speak to them every day.”
Americans love to see themselves this way. But there’s a problem: It’s not true anymore, and it has been progressively less true since the 1960s.
People are starting to notice the great divide. The tea party sees the aloofness in a political elite that thinks it knows best and orders the rest of America to fall in line. The Occupy movement sees it in an economic elite that lives in mansions and flies on private jets. Each is right about an aspect of the problem, but that problem is more pervasive than either political or economic inequality. What we now face is a problem of cultural inequality.
The role of poverty in shaping educational outcomes is one of the most common debates going on today. It can also be one of the most shallow.
The debate tends to focus on income. For example (and I’m generalizing a bit here), one “side” argues that income and test scores are strongly correlated; the other “side” points to the fact that many low-income students do very well and cautions against making excuses for schools’ failure to help poor kids.
Both arguments have merit, but it bears quickly mentioning that the focus on the relationship between income and achievement is a rather crude conceptualization of the importance of family background (and non-schooling factors in general) for education outcomes. Income is probably among the best widely available proxies for these factors, insofar as it is correlated with many of the conditions that can hinder learning, especially during a child’s earliest years. This includes (but is not at all limited to): peer effects; parental education; access to print and background knowledge; parental involvement; family stressors; access to healthcare; and, of course, the quality of neighborhood schools and their teachers.
Emails and direct messages from teachers wanting to vent about the proposed contract between their union and the state have been flowing into my inbox.
Every single one came with a request not to publish the name of the writer. “I just want you to know,” they say, of the reason they’re writing. The problem with knowing, though, is that you can never un-know. These teachers were sharing thoughts that give deep insight into educators’ concerns as they head to the polls Thursday to vote on the new contract.
You might be shocked to learn that some of them said they would prefer abiding with the “last, best and final” offer Gov. Neil Abercrombie imposed on them last July, than take the deal struck earlier this month. They all have their reasons for thinking the way they do about the current agreement. Reasons that deserve to be aired.
So we made a deal of our own. I asked the ones who had contacted me if it would be OK to share their words with our readers — with the understanding that I will not publish or share names, positions or any information that could betray their identities. We granted them anonymity because they said they feared retaliation and wouldn’t share their thoughts otherwise.
Teachers are the most important factor in determining the success of students. No technology, curriculum, or standard can supplant the need for a quality teacher in every classroom. We know children learn differently, we know there is no single recipe for a successful teacher, yet we continue to pay teachers as if they are interchangeable assembly-line workers producing an identical commodity called education.
In a report released this week I propose dumping district-wide lock-step pay schedules that reward only formal education and years on the job in favor of a compensation reform that rewards and motivates teachers in a way conducive to raising the academic achievement. I do not propose a merit pay system that gives bonuses to individual teachers in return for raising test scores.
Why? The track record of such systems can at best be called uneven. Teachers are not uniformly motivated by monetary compensation. Research by UW-Madison professor Allan Odden and others shows teachers value collaboration and student success above other factors. Any reform that does not recognize this is doomed to fail. No less important, students need schools that deliver consistent teacher quality from start to finish so that the work of a good teacher in one grade is not undone by a sub-par teacher the next.

All teachers and administrators should receive more instruction in reading pedagogy that focuses on evidence-based practices and the five components of reading as defined by the National Reading Panel (phonemic awareness, phonics, fluency, vocabulary, and comprehension).- There must be more accountability at the state level and a commitment by institutions of higher education to improving teacher preparation.
Licensure requirements should be strengthened to include the Massachusetts Foundations of Reading exam by 2013.
Teacher preparation programs should expand partnerships with local school districts and early childhood programs.
Information on the performance of graduates of teacher preparation programs should be available to the public.
A professional development conference should be convened for reading specialists and elementary school principals.
DPI should make high quality, science-based, online professional development in reading available to all teachers.
Professional development plans for all initial educators should include a component on instructional strategies for reading and writing.
Professional development in reading instruction should be required for all teachers whose students continually show low levels of achievement and/or growth in reading.- Screening, Assessment, and Intervention
Wisconsin should use a universal statewide screening tool in pre-kindergarten through second grade to ensure that struggling readers are identified as early as possible.
Proper accommodations should be given to English language learners and special education students.
Formal assessments should not replace informal assessments, and schools should assess for formative and summative purposes.
Educators should be given the knowledge to interpret assessments in a way that guides instruction.
Student data should be shared among early childhood programs, K-12 schools, teachers, parents, reading specialists, and administrators.
Wisconsin should explore the creation of a program similar to the Minnesota Reading Corps in 2013.
- Early Childhood
DPI and the Department of Children and Families should work together to share data, allowing for evaluation of early childhood practices.
All 4K programs should have an adequate literacy component.
DPI will update the Wisconsin Model Early Learning Standards to ensure accuracy and alignment with the Common Core State Standards, and place more emphasis on fidelity of implementation of the WMELS.
The YoungStar rating system for early childhood programs should include more specific early literacy criteria.
- Accountability
The Educator Effectiveness Design Team should consider reading outcomes in its evaluation systems.
The Wisconsin School Accountability Design Team should emphasize early reading proficiency as a key measure for schools and districts. Struggling schools and districts should be given ongoing quality professional development and required to implement scientific research-based screening, assessment, curriculum, and intervention.
Educators and administrators should receive training on best practices in order to provide effective instruction for struggling readers.
The state should enforce the federal definition for scientific research-based practices, encourage the use of What Works Clearinghouse, and facilitate communication about effective strategies.
In addition to effective intervention throughout the school year, Wisconsin should consider mandatory evidence-based summer school programs for struggling readers, especially in the lower grades, and hold the programs accountable for results.
- Family Involvement
Support should be given to programs such as Reach Out and Read that reach low-income families in settings that are well-attended by parents, provide books to low-income children, and encourage adults to read to children.
The state should support programs that show families and caregivers how to foster oral language and reading skill development in children.
Adult literacy agencies and K-12 schools should collaborate at the community level so that parents can improve their own literacy skills.Related: Erin Richards’ summary (and Google News aggregation) and many SIS links.

My decision to vote against the Madison Prep proposal is very difficult. I pushed for the planning grant over a year ago when only one other School Board member would sponsor the proposal.
I raised many questions because of the complex scope of the Urban League’s proposal for a charter school that aims to reduce the achievement gap between white and minority students. My concerns come down to this: Will this proposal be the best investment for the most students? Is this college-prep program the area of focus that would best serve the many struggling students in our district?
The fundamental conclusion I came to over the course of a year is that this proposal would put the district at risk legally and would challenge our district philosophy pertaining to special education students. Perhaps more importantly, the proposal constructs undue barriers such as mandatory information meetings, fundraising and parent contracts. These admission policies would have the effect of excluding students based on language background, prior academic performance, or parental self-selection.
My decision has nothing to do with defending the status quo or protecting the union. However, as a School Board member, parent and neighbor to many children in our district, I believe we have some of the most dedicated and knowledgeable staff in education today.Much more on the proposed Madison Preparatory Academy IB Charter School, here.

It’s the kind of calculation that ruffles the robes of administrators at the most prestigious universities in the country. It’s a blunt bottom-line approach to a postsecondary education, a show-me-the-money college survey. And it’s one academic contest that the Ivies don’t win.
For decades, the best-known college rankings have tried to encompass everything from alumni giving and “academic reputation” to dorm amenities. But a few years ago, SmartMoney stripped all that away in favor of a simpler benchmark. With help from PayScale, a Seattle-based compensation-data company that maintains salary profiles of 29 million workers, we collected median pay figures for two pools of each school’s alums: recent grads (who’ve been out of school for an average of two years) and midcareer types (an average of 15 years out). For each class, we divided the median alumnus salary by tuition and fees (assuming they paid full price at then-current rates), averaged the results and, finally, converted that result to a percentage figure. The outcome: a measure of return on (tuition) investment that we’ve dubbed the Payback Score. For example, a hypothetical grad who spent $100,000 to attend college and now earns $150,000 a year would score 150. The higher the score, obviously, the better.

In research organizations that have been “captured” by vested interests, the scholars who receive the most attention, praise, and reward are not those who conduct the most accurate or highest quality research, but those who produce results that best advance the interests of the group. Those who produce results that do not advance the interests of the group may be shunned and ostracized, even if their work is well-done and accurate.
The prevailing view among the vested interests in education does not oppose all standardized testing; it opposes testing with consequences based on the results that is also “externally administered”–i.e., testing that can be used to make judgments of educators but is out of educators’ direct control. The external entity may be a higher level of government, such as the state in the case of state graduation exams, or a non-governmental entity, such as the College Board or ACT in the case of college entrance exams.
One can easily spot the moment vested interests “captured” the National Research Council’s Board on Testing and Assessment (BOTA). BOTA was headed in the 1980s by a scholar with little background or expertise in testing (Wise, 1998). Perhaps not knowing who to trust at first, she put her full faith, and that of the NRC, behind the anti-high-stakes testing point of view that had come to dominate graduate schools of education. Proof of that conversion came when the NRC accepted a challenge from the U.S. Department of Labor to evaluate the predictive validity of the General Aptitude Test Battery (GATB) for use in unemployment centers throughout the country.
Madison schools aren’t failing, by any stretch of the imagination, for many students.
In fact, if you’re a white, middle-class family sending your children to public school here, your kids are likely getting an education that’s on a par with Singapore or Finland — among the best in the world.
However, if you’re black or Latino and poor, it’s an unquestionable fact that Madison schools don’t as good a job helping you with your grade-point average, high school graduation, college readiness or test scores. By all these measures, the district’s achievement gap between white and minority students is awful.
These facts have informed the stern (and legitimate) criticisms leveled by Urban League President Kaleem Caire and Madison Prep backers.
But they doesn’t take into account some recent glimmers of hope that shouldn’t be discounted or overlooked. Programs like AVID/TOPS support first-generation college-bound students in Madison public schools and are showing some successes. Four-year-old kindergarten is likely to even the playing field for the district’s youngest students, giving them a leg up as they enter school. And, the data surrounding increasing numbers of kids of color participating in Advanced Placement classes is encouraging.
Stepping back from the local district and looking at education through a broader lens, it’s easy to see that No Child Left Behind and Race to the Top have aimed to legislate, bribe and punish their way toward an unrealistic Lake Wobegon world where all the students are above average.Remarkable. Are there some excellent teachers in Madison? Certainly. Does Madison’s Administration seek best in the world results? A look at the math task force, seemingly on hold for years, is informative. The long one size fits all battle and the talented and gifted complaint are worth contemplating.
Could Madison be the best? Certainly. The infrastructure is present, from current spending of $14,963/student to the nearby UW-Madison, Madison College and Edgewood College backed by a supportive community.
Ideally, Madison (and Wisconsin) should have the courage to participate in global examinations (Florida Students Take Global Examinations, Wisconsin’s Don’t). Taxpayers and parents would then know if Troller’s assertions are fact based.
How important are museums, TV shows and after school clubs to teaching kids science? Ira Flatow and guests look at “informal science education” and what researchers are learning about learning science. Plus, what’s the best way to keep undergraduate science majors in science?

PRESIDENT BARACK OBAMA: I want us all to think about new and creative ways to engage young people in science and engineering, whether it’s science festivals, robotic competitions, fairs that encourage young people to create and build and invent, to be makers of things, not just consumers of things.
FLATOW: And we keep hearing about how American students are falling behind the rest of the world when it comes to math and science, but new studies are showing that the places to teach science, places where kids will soak up science, are not in the classrooms, but museum trips, TV shows, afterschool clubs, even radio shows about science. Has that been your experience, too? What do you think? How much of what you know about science comes from your experience outside of a classroom?
Last month, Randi Weingarten held a book party for Steven Brill, the veteran journalist and entrepreneur who had just published “Class Warfare: Inside the Fight to Fix America’s Schools,” his vivid account of the rise of the school reform movement. When Brill told me this recently, I nearly fell out of my chair. Weingarten, you see, is the president of the American Federation of Teachers, and for much of his book, Brill treats Weingarten the way reformers always treat her and her union: as the enemy.
“Class Warfare” takes us into the classrooms of the Harlem Success Academy and other successful charter schools, where the teaching is first-rate and those students lucky enough to be admitted are genuinely learning. It charts the transformation of the Democratic elite, starting with President Obama, from knee-jerk defenders of the status quo to full-throated reform advocates. It recounts the efforts of the Bill and Melinda Gates Foundation to increase the effectiveness of public school teaching. And it tells the stories of the country’s two best-known reformers, Joel Klein in New York City and Michelle Rhee in Washington, D.C., as they push to establish performance measures that will allow them to reward good teachers — and fire bad ones. (Klein and Rhee left their posts as school department heads last year.)

1. Please tell us about yourself. What inspired you to start The Concord Review?
Diane Ravitch, an American historian of education, wrote a column in The New York Times in 1985 about the ignorance of history among 17-year-olds in the United States, based on a recent study of 7,000 students, and as a history teacher myself at the time, I was interested to see that what concerned me was a national problem. I did have a few students at my high school who did more than they had to in history, and when I began a sabbatical leave in 1986, I began to think about these issues. In March 1987, it occurred to me that if I had one or two very good students writing history papers for me and perhaps my colleagues had one or two, then in 20,000 United States high schools (and more overseas) there must be a large number of high school students doing exemplary history research papers. In June of 1987, I incorporated The Concord Review to provide a journal for such good work in history. In August 1987, I sent a four-page brochure calling for papers to every high school in the United States, 3,500 high schools in Canada, and 1,500 schools overseas. The papers started coming in, and in the Fall of 1988 I was able to publish the first issue (of now 89 issues) of The Concord Review.
2. What makes for a great history research essay?
In order to write a great history essay it is first necessary to know a lot of history. Students who read as much as they can about a historical topic have a better chance of writing an exemplary history paper. Of course they must make an effort to write so that readers can understand what they are saying and so they will be interested in what they are writing, and they must re-write their papers, but without knowing a good deal about their topic, their paper will probably not be very interesting or very good.
3. Please tell us about some of the most outstanding essays you have received. What made them special?
In 1995, I as able to begin awarding the Ralph Waldo Emerson Prizes for the best few papers from the 44 published in each volume year of The Concord Review. Many of these papers are now on our website at www.tcr.org, and students and teachers who are interested may read some there. I have several favorites and would be glad to send some to anyone who asks me at fitzhugh@tcr.org.
4. Please tell us about some of your most interesting authors. Where did they go to college, what did they study, and what are they doing now?
About 30% of our authors have gone to Harvard, Princeton, MIT, Stanford and Yale, and many have gone to other good colleges, such as those at Cambridge and Oxford. Three, that I know of, have been named Rhodes Scholars. I work alone, so that I am not able to follow up on authors very well. I know that many are doctors and lawyers and some are professors and entrepreneurs, but I have lost track of almost all of them, for lack of funding and staff to help me keep in touch with them.
5. Please tell us how you evaluate and select essays for publication in The Concord Review.
The purpose of The Concord Review is two-fold. We want to recognize exemplary work in history by secondary students (from 39 countries so far) but we also want to distribute their work to inspire their peers to read more history and work harder on their own research papers, because being able to read nonfiction and write term papers are important skills for future success in college and beyond, and also because students should know more history if they want to be educated. So I look for papers that are historically accurate, well-researched, serious and worth reading.
6. What are your favorite books and why?
I was an English Literature major at Harvard College and I read English Literature at Cambridge for one year, and I still enjoy Dickens, Thackeray, Jane Austen, Shakespeare, Samuel Johnson, Alexander Pope, and so on, but I also have a number of favorite historians, such as Martin Gilbert, David McCullough, David Hackett Fischer, James McPherson, G.M. Trevelyan, John Prebble, Max Hastings, and others. I also read a fair number of books on education and contemporary intellectual culture.
7. Do you have any advice on how to write well?
As I suggested, there is no substitute for knowing a lot about the subject you are writing about. I think it helps to read your drafts to a friend or family member as you go along as well. You will find all sorts of things you want to improve or correct as you offer what you write to another person. So, read (study), write, and re-write…that is about it. And read the good writing of other authors.
8. Do you have advice on how students can best prepare themselves to do well in college?
There is a great deal of emphasis, at least in the United States, on math and science, but, in my view, there is much too little attention here on the importance for secondary students of being able to read complete nonfiction books and to write serious (e.g. 6,000-word) research papers. I have heard from a few of my authors that they are mobbed when they get to college by their peers who never had to write a research paper when they were in high school and so have no idea how to do it. Students who write Extended Essays for the International Baccalaureate Diploma have an advantage, as do the many students from all over the world who write history research papers on their own as independent studies and send them to The Concord Review.

IN “CHINGLISH”, a new Broadway play by David Henry Hwang, an American businessman goes to China to rustle up business for his family’s ailing sign-making company. The title of the play refers to those famously kooky translations found in China, where a mundane phrase in English such as, “Please keep off the grass” is translated into, “I like your smile, but unlike you put your shoes on my face.”
Set in Guiyang, a “small” city of 4.3m in south-west China, Mr Hwang’s shrewdly funny play, directed by Leigh Silverman, is performed in English and Mandarin with English supertitles, and features plenty of faux pas and intrigue. But what is surprising is just how well Mr Hwang, a Chinese-American playwright, manages to capture the nuances of rapidly changing China and a shifting global order. He also conveys the skewed expectations that Westerners and Chinese have of each other–and themselves.
Now 54, Mr Hwang pioneered plays with Asian and Asian-American themes in the 1980s. Since then he has worked on a variety of projects, including co-writing the libretto for Elton John’s Broadway musical “Aida”. He is best known for his 1988 play “M. Butterfly”, about a French diplomat who has a 20-year affair with a Chinese singer who turns out to be a man, which won a Tony award and was a Pulitzer prize finalist. At the time Mr Hwang’s plays were, as he recalls, “exotic ethnic theatre”. But now that China plays a bigger role on the world stage, the country is becoming more visible on a theatrical one.

Two out of three children in Africa are left out of secondary school
Governments are struggling to meet the rising demand for secondary education, especially in sub-Saharan Africa, where there are enough school places for just 36% of children of age to enrol, according the latest edition of the Global Education Digest.
Globally, secondary schools have been accommodating almost one hundred million more students each decade, with the total number growing by 60% between 1990 and 2009. But the supply is dwarfed by demand as more countries approach universal primary education.
In 2009, 88% of children enrolled in primary school reached the last grade of this level of education, compared to 81%. Yet, in 20 countries — mostly in sub-Saharan Africa — a child in the last grade of primary school has a 75% chance at best of making the transition to lower secondary school.
The path to prosperity
“There can be no escape from poverty without a vast expansion of secondary education. This is a minimum entitlement for equipping youth with the knowledge and skills they need to secure decent livelihoods in today’s globalized world. It is going to take ambition and commitment to meet this challenge. But it is the only path towards prosperity,” said UNESCO’s Director-General Irina Bokova.
“An educated population is a country’s greatest wealth,” she added. “The inequalities signalled in this Report, especially in relation to girls’ exclusion from secondary education in many countries, have enormous implications for the achievement of all the internationally agreed development goals, from child and maternal health and HIV prevention to environmental security.”
In terms of enrolment, sub-Saharan Africa has made the greatest gains of all regions, with gross enrolment ratios rising from 28% to 43% for lower secondary and from 20% to 27% for upper secondary education between 1999 and 2009. Nevertheless, more than 21.6 million children of lower secondary school age remain excluded from education across the region and many will never spend a day in school.
From the dawn of institutionalized schooling until now there have always been reformers, who want to modify the way schooling is done. For the most part, such reformers can be scaled along what might be called a liberal-conservative, or progressive-traditionalist, continuum. At one end are those who think that children learn best when they are happy, have choices, study material that is directly meaningful to them, and, in general, are permitted some control over what and how they learn. At the other end are those who think that children learn best when they are firmly directed and guided, by authoritative teachers who know better than children what to learn and how to learn it. Over time there has been regular back-and-forth movement of the educational pendulum along this continuum. But the pendulum never moves very far. Kindhearted progressives, viewed as softheaded by the traditionalists, push one way for a while, and that doesn’t work very well. And then hardnosed traditionalists, viewed as petrified fossils by the progresssives, push the other way for a while, and that doesn’t work very well either.
No factor is more important to the quality of education than the quality of the teacher. With so much at stake, it would be good to know just how well teacher preparation programs are equipping tomorrow’s teachers — and their students — up for success.
To answer this question, the National Council on Teacher Quality has partnered with U.S. News & World Report to launch a review of the more than 1,400 teacher preparation programs around the country. NCTQ will look at whether the programs select academically capable students, ensure they know the subjects they will teach and equip them with the techniques they need to help their students achieve. The review will let aspiring teachers know where they can get the best preparation, and encourage other programs to emulate the models of their field.
In the 2008-09 academic year, the University of Minnesota’s College of Education and Human Development produced more than 300 of the 4,500 new teachers who graduated in Minnesota. Yet despite its key role in filling the state’s ranks of educators and despite being sent a formal request to participate in July, as of this week, CEHD has not indicated that they will cooperate with the review.
Maryland has long been a leader in the field of educational accountability, and the Baltimore City school system took a crucial next step last year with a new teacher contract that will directly tie promotion and advancement to student outcomes. So it’s mystifying that so little effort is being made to hold the private tutoring groups that are getting millions of dollars a year to help students from Baltimore’s worst-performing schools accountable for the results they promise, or even to know whether they’re making a difference.
As part of the No Child Left Behind law, districts were required to set aside part of their federal Title I money to pay for free private tutoring for poor students at failing schools. Since Baltimore City has such a high proportion of students from poor families, and because the school system historically has struggled to meet NCLB’s progress requirements, the city has been obliged to spend some $55 million on private tutors over the last nine years, with little oversight by the school system or the state.
That paradox arose because the NCLB law specifically forbade city school officials from vetting or ranking the private tutoring companies for effectiveness, on the theory that schools that were already judged to be failing should not be allowed to interfere with parents’ decisions about what was best for their children. At the same time, the law required school systems to fully inform parents about the availability of such services and pay for whatever programs the parents chose. That prompted hundreds of tutoring outfits to emerge in hopes of capitalizing on the federal largesse. Some had established records of excellence, but many did not.
Teacher preparation programs play an essential role in our elementary and secondary education system, which relies on them to recruit, select, and prepare approximately 200,000 future teachers every year.1 Strong programs recruit, select, and prepare teachers who have or learn the skills and knowledge they need to be hired into teaching positions, be retained in them, and lead their students to strong learning gains. Weak programs set minimal standards for entry and graduation. They produce inadequately trained teachers whose students do not make sufficient academic progress.
Unfortunately, while there are shining examples of strong programs throughout the country, too many of our teacher preparation programs fall short. As a whole, America is not following the lead of high-performing countries and recruiting the nation’s best and brightest into teaching. Instead, only 23% of all teachers, and
only 14% of teachers in high-poverty schools, come from the top third of college graduates.2 Our differences with other nations are not due to teacher preparation alone. We must do more to support and reward excellent teaching at various stages in the education system. However, we can do more in the area of preparation. After admission, too many programs do not provide teachers with a rigorous, clinical experience that prepares them for the schools in which they will work. Only 50 percent of current teacher candidates receive supervised clinical training. More than three in five education school alumni report that their education school did not prepare them for “classroom realities.” 3
The Madison School District now has another justification for killing a charter school aimed at doing what the district hasn’t: consistently educate minority students.
Last week, the state Department of Public Instruction said the first half of a planning grant for Madison Preparatory Academy would be released. Madison Prep would focus on low-income minority students and was originally just for boys but has since been revamped to include girls in separate classrooms.
But DPI had a catch: In order to get the rest of the grant, the school must provide scientific research that single-gender education is effective. If you’re going to discriminate by gender, DPI is saying, at least have a good reason for it.
I can’t help but wonder: Is this the best DPI can do?
I don’t know much more than what I’ve read in this newspaper about how Madison Prep would organize itself, what kinds of educational approaches it would use or how capable its sponsor, the Urban League of Greater Madison, would be.ewsletter (as of this writing PD has not taken a position on the Madison Prep proposal). I’ve only changed minimally for posting here; one thing I have added is some hyperlinks (but I did not link as thoroughly as I usually do), another is a small “For Further Reading” set of links at the end,” and of course the song. This is intended to be a broad overview and introduction to what I think are some of the most important issues concerning the decision on the Madison Preparatory Academy presented in the context of related national issues. Issues raised in this post have been and will be treated in more depth — and with hyperlinks — in other posts]
For decades free market advocates such as the Bradley Foundation, the Walton Foundation and the Koch brothers have a waged a multi-front campaign against the public sector and the idea of the common good. Public education has been one of the key battlegrounds. In the coming weeks the Madison Metropolitan School District Board of Education will decide whether to approve a proposal for the Madison Prep Charter School. This proposal and the chief advocate for it – Kaleem Caire of the Urban League of Greater Madison – have their roots in the Bradley/Walton/Koch movement, and like much of that movement they offer false promises of educational progress in order to obscure the damage being done to every child in our public schools.
A Public Hearing on the Madison Prep proposal has been scheduled for Monday October 3, at 6:00 PM in the Doyle Building Auditorium; The Madison Prep proposal is on the agenda of the PD General Membership Meeting (Wed , 9/28 , 6:00 p.m, Hawthorne Branch Library, guests welcome).

When I read “Library Limbo,” a news story about library staff members being laid off the University of San Diego, I had to resist adding a comment because I needed what preschools sometimes call a “time out.” My first responses were strong, but not measured, and in stories like this there are always layers of complexity that the best journalist in the world cannot represent. Rarely are personnel decisions of any kind easy to describe, and some of the key information is usually not publicly available. Often what is described as the elimination of a position becomes suddenly not discussable because it’s a personnel matter. A personnel matter that can’t be discussed is not about a change in a position but about the performance of the person in the position, which is a different . . . hang on, I apparently need to go sit quietly in the corner for a few more minutes . . .
Okay. So let’s not talk about that particular situation at the University of San Diego because I don’t know enough about it to comment meaningfully. Instead I want to propose a few general things about libraries, change, and organizations.
Milwaukee’s private school voucher program, now in its twelfth year, is dwarfed by the 30-year-old voucher program in Chile, where almost half of all students attend private voucher schools. The Chilean program is therefore of significant interest to school reformers and researchers looking to make voucher and charter schools a success in the US.
The most recent research, published by the Cato Institute, finds that when the Chilean public school test scores are compared with those of independent private schools and with those of private schools that are part of multi-school networks or franchises, the students in the franchised private schools perform best. (The independent, mom-and-pop private schools do about the same as the public schools.) In addition, the Chilean research indicates the more schools there are in the franchised networks, the better they outperform the others.
The researchers note that in Chile, “The private voucher school sector is essentially a cottage industry. More than 70 percent of private voucher schools are independent schools that do not belong to a franchise.” The franchised schools are either owned by for-profit school management companies; affiliated with non-profit, secular organizations; or part of the Catholic or Protestant school systems.
Do these findings reflect what we know about Milwaukee’s program? Its hard to say, since only one year of comparative data on student performance in voucher schools is available and it does not differentiate between the various types of private schools. However, those data do indicate considerable variability in performance across Milwaukee’s voucher schools–some are producing high scoring students and some are no better than the worst public schools. It would be nice to know if all the high performing private schools had something in common besides the fact they participate in the voucher program.

Recently I interviewed many experts to find out how they got to where they are. They ranged from world champion arm wrestlers to New York Times bestselling authors. I wanted to know what made them tick and if they were really any different from you and I.
The first thing I did was to redefine what an expert is. Often we hear the word expert and we think of one person who is unique above any other person. He or she has developed qualities and skill that surpass the average person, but that is not what it means to be an expert.
An expert is someone who has tested or tried, a person who is wise through experience.
At last your time has come. Leaving behind the old world and the deep ruts you carved in the corner of that world that belonged to you, you’re off to explore undiscovered countries, to join a new and ever-replenishing society of fascinating people and learned scholars and impassioned artists and driven achievers, off to a place where the world is new and so are you. Whether or not your college years will be “the best years of your life,” they will almost certainly be among the most transformative.
The question is whether that transformation will be for the better. Unmoored from the people and places that once defined you, you’ll feel a fluidity in your identity that’s both thrilling and frightening. You may feel as though you can be anyone and become anything. I pray that you will become who you are — the individual you most truly and deeply are, the one God dreamt of when he made you — and not the person that you or your parents or your friends think you should be. In service to that end, I thought I would offer seven pieces of advice. Though it feels churlish to say so, I offer this advice on the basis of some personal experience — more than many and less than some, with four undergraduate years at Stanford, three at Princeton Seminary and seven at Harvard for my Ph.D. I did a fair amount of teaching, came to know many professors well, and spent time too at universities overseas. So, on the basis of those experiences, here are my thoughts:
[Note from Laurie Rogers: Recently, results from the 2011 state standardized test scores came out, and the general impression given to the public — for example from the state education agency (OSPI) and from media in Seattle and in Spokane — was that improvements had been made. It’s all in the definitions: How do you define “improvement”? Did some of the numbers go up? Assuredly. Did that mean that real improvments in real academic knowledge had been made? It’s best to remain skeptical.
Most students in Spokane are as weak in math skill this year as they were last year. Given a proper math test that assesses for basic skills, many high schoolers still test into 4th or 5th-grade math. College remedial rates are still high. Parents are still frantic, and students are still stressed out about math. So … what do those higher scores actually mean? I’ve been trying to find out. It’s hard to say.
Madison Preparatory Academy will receive the first half of a $225,000 state planning grant after the Madison School Board determined Thursday that the revised proposal for the charter school addresses legal concerns about gender equality.
Madison Schools Superintendent Dan Nerad announced the decision following a closed School Board meeting.
Questions still remain about the cost of the proposal by the Urban League of Greater Madison, which calls for a school for 60 male and 60 female sixth-graders geared toward low-income minorities that would open next year.
“I understand the heartfelt needs for this program,” Nerad said, but “there are other needs we need to address.”

The school district does not have a lot of spare money lying around that it can devote to Madison Prep. Speaking for myself, I am not willing to cut educational opportunities for other students in order to fund Madison Prep. If it turns out that entering into a five-year contract with Madison Prep would impose a net cost of millions of dollars on the school district, then, for me, we’d have to be willing to raise property taxes by that same millions of dollars in order to cover the cost.
It is not at all clear that we’d be able to do this even if we wanted to. Like all school districts in the state, MMSD labors under the restrictions of the state-imposed revenue caps. The law places a limit on how much school districts can spend. The legislature determines how that limit changes from year to year. In the best of times, the increase in revenues that Wisconsin school districts have been allowed have tended to be less than their annual increases in costs. This has led to the budget-slashing exercises that the school districts endure annually.
In this environment, it is extremely difficult to see how we could justify taking on the kind of multi-million dollar obligation that entering into a five-year contract with Madison Prep would entail. Indeed, given the projected budget numbers and revenue limits, it seems inevitable that signing on to the Madison Prep proposal would obligate the school district to millions of dollars in cuts to the services we provide to our students who would not attend Madison Prep.
A sense of the magnitude of these cuts can be gleaned by taking one year as an example. Since Madison Prep would be adding classes for seven years, let’s look at year four, the 2015-16 school year, which falls smack dab in the middle.Last night I (TJ) was asked to leave the meeting on African American issues in the Madison Metropolitan School District (MMSD) advertised as being facilitated by the Department of Justice Community Relations Service (DOJ CRS) and hosted or convened by the Urban League of Greater Madison (ULGM) with the consent and participation of MMSD. I was told that if I did not leave, the meeting would be canceled. The reason given was that I write a blog (see here for some background on the exclusion of the media and bloggers and here for Matt DeFour’s report from outside the meeting).
I gave my word that I would not write about the meeting, but that did not alter the request. I argued that as a parent and as someone who has labored for years to address inequities in public education, I had both a legitimate interest in being there and the potential to contribute to the proceedings. This was acknowledged and I was still asked to leave and told again that the meeting would not proceed if I did not leave. I asked to speak to the DOJ CRS representatives in order to confirm that this was the case and this request was repeatedly refused by Kaleem Caire of the ULGM.The Milwaukee Journal-Sentinel:
An idea hatched in Madison aims to give parents with boys in Wisconsin’s second-largest city another positive option for their children. It’s an idea that ought to be channeled to Milwaukee.
Madison Preparatory Academy for Young Men would feature the rigorous International Baccalaureate program, longer days, a longer school year and lofty expectations for dress and behavior for boys in sixth grade through high school. And while it would accept all comers, clearly it is designed to focus on low-income boys of color. Backers hope to open a year from now.
One of the primary movers behind Madison Prep is Kaleem Caire, the head of the Urban League of Madison, who grew up in the city and attended Madison West High School in 1980s, Alan J. Borsuk explained in a column last Sunday. Caire later worked in Washington, D.C., as an education advocate before returning to Madison.
Caire saw too many young black men wash out and end up either dead or in jail, reported Borsuk, a senior fellow in law and public policy at Marquette University Law School. And Caire now is worried, as are we, about the atrocious statistics that place young black boys so far behind their white peers.The Department of Justice official explained the shadowy, confidential nature of the Community Relations Service to the audience by describing the kinds of situations it intervenes in, mostly having to do with hate crimes and rioting. He said in no uncertain terms, “We are not here to do an investigation,” and even asked for the audience members to repeat the sentence with him. He then went on to ask for people to respect the confidentiality of those raising issues, and laid out the structure of the meeting: 30 minutes for listing problems relating to the achievement gap and 45 minutes generating solutions.
I will respect the confidentiality of the content of the meeting by not repeating it. However, I will say that what was said in that room was no different that what has been said at countless other open, public meetings with the School District and in community groups on the same topic, the only difference being that there were far fewer parents in the room and few if any teachers.
It turned out that the Department of Justice secretive meeting was a convenient way to pack the house with a captive audience for yet another infomercial about Madison Prep. Kaleem Caire adjourned the one meeting and immediately convened an Urban League meeting where he gave his Madison Prep sales pitch yet again. About 1/3 of the audience left at that point.
Madison Superintendent Dan Nerad:
A new school year is upon us. For a school superintendent, this is often the best time of year. Planning and hiring draw to a close, and we return to the work of educating our community’s children.
A new school year also stimulates many emotions in our students, parents, guardians and staff: anticipation, excitement, a sense of being ready and for some, a sense of uncertainty. This uncertainty is why I write.
The dawn of a new school year causes us to look forward, especially knowing how difficult last year was. One year ago, we could not have predicted what would happen in our community from a social fabric point of view. It is more than clear how various legislative changes have affected staff morale.
At a time when we need our staff to feel as good as possible about their important work, they feel less valued and less hopeful than when the fray began. Our children need much from us as employees of this district, but our staff also needs much from this community. While there is room for differences of opinion about priorities, our new school year needs to start with a sense of optimism and hope about the work our great staff members are doing in the Madison School District.

Summary of the August 25, 2011 Read to Lead Task Force Meeting
Green Bay, WI
The fifth meeting of the Read to Lead task force was held on August 25, 2011, at Lambeau Field in Green Bay. Governor Walker was delayed, so State Superintendent Tony Evers opened the meeting. The main topic of discussion was accountability for reading outcomes, including the strategy of mandatory grade retention. Troy Couillard from DPI also presented an overview of reading reform in Milwaukee Public Schools.
Accountability
Superintendent Evers said that Wisconsin will seek a waiver from the No Child Left Behind proficiency requirements by instituting a new system of accountability. His Educator Effectiveness and Accountability Design teams are working on this, with the goal of a new accountability system being in place by late 2011.
Accountability at the educator level:
The concept of using student achievement or growth data in teacher and principal evaluations is not without controversy, but Wisconsin is including student data in its evaluation model, keeping in mind fairness and validity. The current thought is to base 50% of the educator evaluation on qualitative considerations, using the Danielson Framework http://www.danielsongroup.org (“promoting professional learning through self assessment, reflection on practice, and professional conversations”), and 50% on student data, including multiple measures of performance. 10% of the student data portion of the evaluation (5% of the total evaluation) would be based on whole-school performance. This 5% would be based on a proficiency standard as opposed to a value-added measurement. The 5% is thought to be small enough that it will not affect an individual teacher adversely, but large enough to send a message that all teachers need to work together to raise achievement in a school. The task force was asked if it could endorse whole-school performance as part of teacher evaluation. The task force members seemed to have some support for that notion, especially at the principal level, but had some reservations at the level of the individual teacher.
Kathy Champeau was concerned that some schools do not have the resources to serve some children. She also felt it might not be fair to teachers, as they have no control over other teachers in the school or the principal.
Steve Dykstra said it is important to make sure any value-added system is designed to be fair.
Rachel Lander felt it would be better to use value-added data for whole-school performance rather than a proficiency standard, but supported the importance of schoolwide standards.
Rep. Steve Kestell supported the 5% requirement, and questioned what the qualitative half of the evaluation would be based on. He felt perhaps there could be some schoolwide standards to be met in that part of the evaluation, also.
Tony Evers responded that the Danielson Framework was research-based observations, and that the evaluators would need to be highly trained and consistent in their evaluations.
Tony Pedriana had questions about the type of research on which the Danielson Framework is based.
Evers said he would provide further information to the task force.
Mara Brown said she cannot control what the teacher down the hall does, and that the 5% should apply only to principals.
Linda Pils agreed with the 5%, but felt principals need to be watching and guiding new teachers. She agreed with Dykstra’s comments on measuring growth.
Sen. Luther Olsen was concerned that the 5% portion of a teacher’s evaluation may be the part that tips the balance on job retention for an individual, yet that individual has no control over whole-school performance. He understood the principle of getting everyone involved and committed to a goal, but was concerned with possible consequences.
Mandatory Retention:
The task force was asked to consider whether Wisconsin should implement a mandatory retention policy. If so, what would it look like, and if not, what can be done to make sure students are reading at grade level?
After a guest presentation and discussion, the consensus of the task force was that Wisconsin should not have mandatory retention. Reasons cited were negative effects on later achievement, graduation, self esteem, and psychological well-being. Third grade was felt to be far too late to start intervention, and there needs to be more emphasis on developing teacher expertise and focusing on the responsibility of teachers, principals, and higher education as opposed to threatening the students with retention. Retention without changing the curriculum for the student the following year is pointless.
Dr. Elaine Allensworth, a director at the Consortium on Chicago School Research, joined the task force by telephone to summarize the outcomes of a mandatory retention project in Chicago. Students more than 1 year below the cut-off level on certain tested skills were retained unless they passed the test after a summer bridge program. Students identified as at-risk were given after-school tutoring during the year. Retention was thought to have three primary mechanisms that would affect student performance: motivation for students, families, and teachers to work harder, supplemental instruction after school and during the summer, and an additional year in the grade for failing students. All students in the school could be affected by the motivation and the supplemental instruction, but only the retained students by the extra year of instruction. The study found that the threat of retention worked as a positive motivator for teachers, parents, and some older students. However, there were also negatives in terms of higher-achieving students receiving less attention, more time on test preparation, and an instructional shift to focus on tested skills. The supplemental instruction, especially the summer bridge program, was the biggest positive of the retention project. There was high participation, increased personal attention, and higher-quality instruction. Retention itself had more negative effects than positive. Academic gains were either non-existent or rapidly-disappearing. Multiple year retentions resulted in a problematic mix of ages in classrooms, students unable to finish high school by age 18, and a negative overall attitude toward school.
Dykstra said it appeared that the impetus to do things differently because of the threat of retention had some benefit, but the actual retention had either no effect or a negative effect. He wondered if there was some way to provide the motivation without retention.
Allensworth agreed that the challenge was to provide a motivation without having a threat.
Pils asked if third graders could even understand the threat of retention.
Allensworth replied that they understood if teachers helped them. She also said that some schools with low-quality instruction had no way to improve student learning even with the threat of retention.
Rep. Jason Fields asked how you could avoid teaching to the test.
Allensworth replied that teaching the skills on the test was productive, but not the excessive time that was spent on test-taking strategies. She also said the tendency to teach more narrowly could cause problems later in high school where students needed to be able to participate in broader learning.
Marcia Henry inquired about students who returned to their old rate of learning when they returned to the regular classroom after successfully completing the summer bridge.
Allensworth replied that the summer program used higher quality curriculum and teachers, there was more time provided with students, and the students were more highly motivated.
Dykstra asked if it was possible to determine how much of the summer gain was due to student motivation, and how much due to teachers or parents.
Allensworth said those factors could not be pulled apart.
Champeau questioned whether the summer bridge program taught to the test.
Allensworth replied that it taught in a good way to the skills that the test assessed.
Brown asked if intervention was provided for the first time in third grade.
Allensworth replied that some schools began providing intervention and retaining in first or second grade.
Dykstra asked if the project created a situation where a majority of the school’s resources were concentrated in third grade, leaving other grades short.
Allensworth said they didn’t look at that, though some schools appeared to put their better teachers at certain grades.
Dykstra thought it was the wrong approach to tie services and supports to a specific grade rather than a specific student.
Are some types of consequences necessary to achieve the urgency and intensity necessary for performance improvement? Should there be mandatory summer school or other motivators? The task force did not seem to arrive at a consensus on this.
Lander said schools need the resources to do early intervention, plus information on what should be done in early intervention, and this is not currently the case in Wisconsin.
Pils questioned where teachers would find the time to provide intervention. She liked the idea of after-school and summer programs as well as reading the classics to kids. Providing a model of best instruction is important for teachers who don’t have that background.
Mary Read commented on Bill Gates’ experience with spending a lot of money for minimal results, and the conclusion that money needs to go into teacher training and proven programs such as the Kipp schools or into a national core curriculum.
Dykstra noted that everyone agrees that teacher training is essential, but there is disagreement as to curriculum and training content. His experience is that teachers are generally unable to pinpoint what is going wrong with a student’s reading. We must understand how poor and widespread current teacher training is, apologize to teachers, and then fix the problem, but not at teachers’ expense.
The facilitators asked what the policy should be. Is there an alternative to using retention? Should teacher re-training be mandatory for those who need the support?
Evers said that a school-by-school response does not work. The reforms in Milwaukee may have some relevance.
Olsen suggested that there are some reading programs that have been proven successful. If a school is not successful, perhaps they should be required to choose from a list of approved instructional methods and assessment tools, show their results, and monitor program fidelity. He feels we have a great resource in successful teachers in Wisconsin and other states, and the biggest issue is agreeing on programs that work for intervention and doing it right the first time.
Kestell said some major problems are teachers with high numbers of failing students, poor teacher preparation, the quality of early childhood education, and over-funding of 4K programs without a mandate on how that money is used. There has been some poor decision-making, and the kids are not responsible for that. We must somehow hold schools, school board, and individual educators accountable.
Champeau said teachers have no control over how money is spent. This accountability must be at the school and district level. More resources need to be available to some schools depending on the needs of their student population.
Lander: We must provide the necessary resources to identified schools.
Dykstra: We must develop an excellent system of value-added data so we can determine which schools are actually doing well. Right now we have no way of knowing. High-performing schools may actually be under-performing given their student demographics; projected student growth will not be the same in high and low performing schools.
Pedriana: We have long known how to teach even the most at-risk readers with evidence-based instruction. The truth is that much of our teacher training and classroom instruction is not evidence-based. We need the collective will to identify the evidence base on which we will base our choices, and then apply it consistently across the state. The task force has not yet taken on this critical question.
Pils: In her experience, she feels Wisconsin teachers are among the best in the country. There are some gaps we need to close.
Pedriana: Saying how good we are does not help the kids who are struggling.
Pils: We need to have our best teachers in the inner city, and teachers should not need to purchase their own supplies. We have to be careful with a limited list of approved programs. This may lead to ethics violations.
Pedriana: Referring to Pils’ mention of Wisconsin’s high graduation rates in a previous meeting, what does our poor performance on the NAEP reading test say about our graduation standards?
Michael Brickman (Governor’s aide): There is evidence of problems when you do retention, and evidence of problems when you do nothing. We can’t reduce the failing readers to zero using task force recommendations, so what should we do with students who leave 3rd grade not reading anywhere near grade level? Should we have mandatory summer school?
Henry: Response to Intervention (RTI) is a perfect model for intervening early in an appropriate way. A summer bridge program is excellent if it has the right focus. We must think more realistically about the budget we will require to do this intervention.
Olsen: If we do early intervention, we should have a very small number of kids who are still behind in 3rd grade. Are we teaching the right, most efficient way? We spend a lot of money on K-12 education in Wisconsin, but we may need to set priorities in reading. There is enough money to do it. Reading should be our mission at each grade level.
Facilitator: What will be the “stick” to make people provide the best instruction?
Dykstra: Accountability needs to start at the top in the state’s education system. When the same people continue to make the same mistakes, yet there are no consequences, we need to let some people go. That is what they did in Massachusetts and Florida: start with two or three people in whom you have great confidence, and build from there.
Facilitator: Is there consensus on mandatory summer school for failing students?
Michele Erickson: Summer school is OK if the right resources are available for curriculum and teachers.
Kestell: All grades 4K – 3 are gateway grades. They are all important.
Champeau: Summer school is a good idea, but we would need to solve transportation issues.
Dykstra: We should open up the concept of summer school beyond public schools to any agency that offers quality instruction using highly qualified instructors from outside the educational establishment.
Lander: Supports Dykstra’s idea. You can’t lay summer instruction on schools that can hardly educate during the school year.
Brown: Could support summer school in addition to, but not in place of, early intervention during the school year.
Erickson: Look at the school year first when allocating resources. Summer school is a hard sell to families.
Pedriana: Agrees with Olsen that we probably have sufficient funds for the school year, but we need to spend it more wisely. We cannot expect districts to make the commitment to extra instruction if there is no accountability at the top (including institutions of higher education). We need to resolve the issue of what knowledge and content standards will be taught before we address summer school or other issues.
Milwaukee Public Schools’ tiered RTI system was presented by DPI’s Troy Couillard as an example of an accountability system. MPS chose a new core reading program for 2010-11 after submitting its research base to DPI. Teachers were provided with some in-service training, and there are some site checks for fidelity of implementation. Tier 2 interventions will begin in 2011-12, and Tier 3 interventions in 2012-13. He felt that the pace of these changes, plus development of a data accountability system, student screening with MAP and other testing, progress monitoring, and professional development, has MPS moving much faster than most districts around the county on implementing RTI. DPI embedded RTI in the district’s Comprehensive Literacy Plan. DPI is pushing interventions that are listed on the National RTI site, but teachers are allowed to submit research for things they are using to see if those tools might be used.
Pils: Kids in MPS are already struggling. Reading First would suggest that they have 120 minuets of reading a day instead of the 90 minutes provided in the MPS plan.
Couillard: Tier 2 intervention for struggling students will add onto the 90 minutes of core instruction.
Olsen: Can this system work statewide without DPI monitoring all the districts?
Couillard: Districts are trained to monitor their own programs.
Pils: Veteran schools with proven strategies could be paired with struggling schools as mentors and models.
Pedriana: We have no way of knowing what proven strategies are unless we discuss what scientific evidence says works in reading. The task force must grapple with this question.
Brickman: Read to Lead task force needs to start with larger questions and then move to finer grain; this task force may not be able to do everything.
Pedriana: Is there anything more important for this task force to do than to decide what evidence-based reading instruction is?
Brickman: Task force members may submit suggestions for issues to discuss at the final meeting in September. Tony could submit some sample language on “evidence-based instruction” as a starting point for discussion.
Henry: The worst schools should be required to at least have specific guidelines, whether it is a legislative or DPI issue. Teacher retraining (not a 1-day workshop) is a necessity. Teachers are unprepared to teach.
Olsen: Wisconsin has always been a local control state, but one of the outcomes of the task force may be that we have a method for identifying schools that are not doing well, and then intervene with a plan. The state is ultimately responsible for K-12 education. Districts should take the state blueprint or come up with their own for approval by the state.
Erickson: Can we define what will work so districts can just do it?
Evers: MPS experience shows there is a process that works, and districts can do their own monitoring.
Dykstra: Sees value in making a list of things that districts are not allowed to do in reading instruction; also value in making a list of recommended programs based on alignment with the convergence of the science of reading research. That list would not be closed, but it should not include programs based on individual, publisher-funded studies that do not align with the convergence of the science. This could be of benefit to all districts. Even those doing relatively well could be doing better. Right now there is no list, and no learning targets. The MPS plan contains the Wisconsin Model Early Learning Standards, which contain errors. DPI needs to correct that information and distribute it right now. That would be a good example of accountability at the state level.
Couillard: The new statewide data collection system will help districts monitor their own data.
Champeau: School needs change depending on demographics. The goal should be to build decision-making capacity at the local level, not dictation from outside. We should be talking more about people than programs. Have MPS teachers been doing a better job? What will they do if their program goes away? We need to work on the underlying expertise and knowledge base.
Facilitator: There appears to be agreement that the state can intervene in failing districts.
Lander: We might have some consensus as to what teachers need to know, and then go into schools to see if they know it. If not, we need to teach them.
Pedriana: What is so bad about providing a program, with training, of course? It would help people.
Facilitator: There is consensus around training of teachers.
Dykstra: Some of the distinction between training and programs is artificial. You need both.
Other things the state could require: weighting of reading in evaluation systems, grading of schools etc.
Dykstra: If giving schools grades, they should get separate grades for how they do in teaching separate content areas. In addition, everything should be reported in the best value-added system we can create, because it’s the only way to know if you’re doing a good job.
Pils: Doesn’t like grading of schools. She has a whole folder on cheating in districts that have grading of schools and high stakes tests.
Evers: Do we just want to measure what schools are doing, or do we want to use it to leverage change?
Erickson: Wisconsin has gone from 3rd to 30th on the NAEP, so of course we should be seeking change.
Walker: The idea is not to pick on failing schools, but to help them. We must be able to deploy the resources to the things that work in accordance with science and research to teach reading right.
Dykstra: We should seek small kernels of detailed information about which teachers consistently produce better results in a given type of school for a given type of student. There is a problem with reliability when using MAP data at an individual student level.
Supt. Evers talked about the new state accountability system as being a better alternative to no Child Left Behind. Governor Walker said the state is not just doing this as an alternative to NCLB, but in response to comments from business that our graduates are not well-prepared. Parents want to know what all schools are doing.
Olsen: We need a system to monitor reading in Wisconsin before we get into big trouble. Our changing population is leading us to discover challenges that other states have dealt with for years.
Kestell: The accountability design team is an excellent opportunity to discuss priorities in education; a time to set aside personal agendas and look for solutions that work.
Next Meeting/Status of Report
Michael Brickman will try to send out a draft of a report the week of August 29 with his best interpretation of task force consensus items. The final meeting will be Sept. 27, perhaps in Madison, Eau Claire, or Wausau. Throughout his career as a psychology scholar, Robert Sternberg has critiqued the limitations of standardized testing and looked for ways that colleges might identify valuable qualities that have little chance of showing up in an SAT or ACT score. He has argued that the right kind of essay prompts or project-oriented questions can reveal creativity, commitment to community and other qualities that might well merit admission to college — even for applicants whose test scores might be a bit lower than those of others.
When Sternberg was a dean at Tufts University, he worked with admissions officials there to create such a system, and the university has found that applicants who submitted these (optional) questions were in many cases ideal candidates for admission whose best qualities might not have been visible. Last year, Sternberg became provost of Oklahoma State University. Perhaps it is not surprising, then, that his new university has just launched an experiment to apply his ideas to admissions there. Oklahoma State is currently doing a pilot test of a “Panorama” approach to admissions. (Sternberg’s original project was called Rainbow, and the Tufts program is known as Kaleidoscope.)

Fifteen years ago, Wisconsin fourth-graders placed third in the country in state rankings of reading ability known as the National Assessment of Educational Progress. By 2009, our fourth-graders’ scores plunged to 30th, with a third of the students reading below basic levels. The scores of minority youth were even bleaker, with 65% of African-American and 50% of Hispanic students scoring in the below-basic range.
As a member of Gov. Scott Walker’s blue ribbon reading task force, I am one of 14 people charged with reversing that drop. And, as a 50-year veteran educator, I have a partial solution. Let me spell it out for you: We need better teacher preparation.
How many of you remember your very best teachers? I remember Miss Hickey at Lincoln School and Miss Brauer at Folwell School in Rochester, Minn. They taught me to read.
I travel throughout the country consulting and providing staff development for school districts and literacy organizations. I’ve met thousands of dedicated teachers who tell me they are unprepared to teach struggling readers.
This situation is not the teachers’ fault. Some teachers in Wisconsin had only one course in reading instruction. Most were never exposed to the latest research regarding early reading acquisition and instruction. In contrast, several states require three or four classes in courses that contain the latest in science-based reading instruction.Related: Wisconsin’s “Read to Lead” task force and “a Capitol Conversation” on reading.
I just checked the definition of syllabus in the Oxford English Dictionary. It states what I used to assume it meant: “a statement of the subjects covered by a course of instruction or by an examination, in a school, college, etc.; a programme of study.” The oldest quotation using the word is from 1656, when it meant something more along the lines of a table of contents or concordance. The best quote, though, is from 1939 and is taken from W. H. Auden’s “Commentary” in Journey to War:
“… the young emerging from the closed parental circle, to whose uncertainty the certain years present their syllabus of limitless anxiety and labour.”
But I think we may be a little too fond of limiting and certainty. These days syllabi are looking more and more like those Terms of Service that pop up when we use software. You know, the long documents in fine print with a scrollbar that we click through so we can move on. I thought nobody read them, but it turns out the excellent people at the Electronic Frontier Foundation actually track changes to them for us. (The EFF points out that these documents have a sinister side. They are contracts that we can’t negotiate, and they contain provisions we might not agree to, if we understood what they actually meant.) But the most striking thing about TOS is that they are full of rules – and very few people read them. So maybe they’re not the best model for the syllabus.
Never have there been so many choices in the field of international Higher Education than at present. One is faced with questions of affordability and language, both of which can be tackled with guidance in the right direction. To my mind, USA provides the best all round education I can think of. Buckminster Fuller, one of the best known academic personalities of this time said that in his study of many scientists he found most of them had their first Degrees from a Liberal Arts College. “The Liberal Education offered by the Americans is truly a gift to mankind.” A Sri Lankan Professor when speaking in the USA last year at one of the better known Liberal Arts colleges said pretty much the same thing namely that the American Universities offer the finest education in the many disciplines students choose today.
The generosity of the American world of Higher Education cannot be bettered. From Ivy League Universities down to the simple Community Colleges, offers of financial aid ranges from 100% downwards depending on the financial standing of the University. Hundres of Sri Lankans have benefitted by this generosity and continue to do so thanks to good advisors like Principals of International schools, alumni from USA and those who work closely with the Admission offices of American Colleges like Mr. and Mrs. P Dissanayake of Scholarships for USA (PVT) Ltd who have partnered Asian International School in many placements.
Sol Garfunkel & David Mumford:
THERE is widespread alarm in the United States about the state of our math education. The anxiety can be traced to the poor performance of American students on various international tests, and it is now embodied in George W. Bush’s No Child Left Behind law, which requires public school students to pass standardized math tests by the year 2014 and punishes their schools or their teachers if they do not.
All this worry, however, is based on the assumption that there is a single established body of mathematical skills that everyone needs to know to be prepared for 21st-century careers. This assumption is wrong. The truth is that different sets of math skills are useful for different careers, and our math education should be changed to reflect this fact.
Today, American high schools offer a sequence of algebra, geometry, more algebra, pre-calculus and calculus (or a “reform” version in which these topics are interwoven). This has been codified by the Common Core State Standards, recently adopted by more than 40 states. This highly abstract curriculum is simply not the best way to prepare a vast majority of high school students for life.
Every year I tell students in a journalism seminar I teach about the junior reporter for The American Lawyer – the magazine I founded and edited -who committed a classic error when he submitted a draft of a profile about some lawyer in the news who had made it big. Midway through the article, the young reporter described a showcase this lawyer had in his office that displayed a bunch of combat medals. The reporter declared, matter-of-factly, that our legal hero had won the medals for his heroics in Vietnam, which was relevant, he added, because the lawyer made his war record and his lock-n-load approach to his work part of his pitch to potential clients.
In the margin next to the statement about the lawyer having won the medals I wrote, “Who says?” When the reporter came to ask me what I had meant, I told him to check with the Pentagon about the supposed medals. Which the reporter did, and which caused a mini-scandal after we reported in our otherwise positive profile that our hero hadn’t won them.
The story has three points. First, that reporters should believe nothing told to them by a biased source, especially when what they are being told is a checkable fact. Second, that while opinions deserve balanced reporting of both sides’ views, facts are facts. They are knowable. The guy either got medals or he didn’t. Third, the best way to test facts that you think you know is to put them in front of the person with the greatest stake in refuting them. In this case when we confronted the lawyer with the Pentagon’s records that he had not won any medals, he produced no evidence to the contrary and, in fact, ultimately confessed his deception. Case closed.
The average ACT score among the Madison School District’s 2011 graduates dipped to its lowest level in 15 years, while the gap between white and minority student scores shrank for the first time in five years.
Though Madison’s average score dipped from 24.2 to 23.9, district students still outperformed the state average of 22.2 and national average of 21.1. A perfect score on the college entrance exam is 36.
Madison’s average scores in recent years have ranged from 23.5 in 1995 to 24.6 in 2007. The average score was also 23.9 in 2003.With the highest percent of students taking the ACT in state history, Wisconsin’s Class of 2011 posted an average score slightly above that from the previous year’s graduates and maintained the state’s third-place ranking among states in which the test is widespread.
Seventy-one percent of the 2011 graduates from Wisconsin private and public schools took the college admissions test, averaging a 22.2 composite score on the 36-point test, according to information to be publicly released Wednesday. The nationwide average was 21.1 on the ACT Assessment, which includes tests in English, reading, mathematics and science.
State schools superintendent Tony Evers credited the results to more high school students pursuing more demanding coursework.
“The message of using high school as preparation for college and careers is taking hold with our students,” Evers said in a news release. “Nearly three-quarters of our kids said they took the rigorous classes recommended for college entry, up from just over half five years ago.”
Even so, ACT reported that only 32% of Wisconsin’s recently graduated seniors had test results that showed they were ready for college-level courses in all four areas. Results for individual subjects ranged from 39% readiness in science to 75% in English.A few somewhat related links:
When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before.
On November 7 (2005), Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.
According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

We all know that learning is best when it's customized to the child and we all know that public schools are not able to do that effectively. Few things about a school seem to matter more to parents than class size. For many of us it is the litmus test for a well-run school. Small class size speaks of a school that is focused on putting resources in the right place — not administrative retreats, paneling for the principal’s office, or expensive but rarely used class-room technology. Small class size is a signal to us that a hundred smaller decisions that accompany the running of a school have been shaped with our children as a priority. As a result, a school is able to invest in an appropriate number of teachers.
Classrooms with fifteen students and one teacher usually look better, too — more controlled than classrooms with thirty kids. At best, we imagine that small classes are environments where our children will be closely observed and where teachers have the opportunity to get to know each child. We assume that in small classes our children will receive personalized attention and that learning can be sprinkled like stardust through the thoughtful, free-ranging give-and-take between student and teacher. Small class size creates an environment that invites parent involvement, as well. If your daughter is one of thirty second-graders, you know without being told that the teacher is going to be hard-pressed to remember which reading group your daughter is in, much less her progress with phonemes. It’s not surprising that so many parents will move heaven and earth to get their children in schools with a low teacher-student ratio.
I’m a policy guy, not a daddy blogger. As a general rule, I don’t discuss my children in this column or on my Eduwonk blog. But when TIME asked me to write about how my wife (who also works in education) and I chose our kids’ elementary school, I figured why not? We are constantly besieged by friends and colleagues who want to know how we went about picking a school, as if there were some secret education-analyst methodology I was privy to. I wish that were true! But even though I don’t have access to the secret sauce, I do have a pretty good sense of how to kick a school’s tires. Plus, I think it would be a shame not to use all of our parental angst for the greater good. And so, as our kids start a new year at a public school, here are some lessons from our school-hunting experience that might help guide yours.
Look beneath the label. “Public” or “private” doesn’t really tell you much, so don’t scratch a school off your list just because of how it’s governed. There are terrific and lousy schools in the public, private and (publicly funded) charter-school sectors, so relying on labels alone is a big risk. Likewise, you should do more than glance at a school’s test scores or demographic data. My wife and I, for instance, are both products of public schools. I went to ones in Virginia that on paper were both excellent and diverse. But in practice, there were different tracks for different students, so most of the kids in my gifted or AP classes were like me: Caucasian, middle-class, ruggedly good-looking. Well, two out of three of those anyway. My wife grew up in an Ohio district known for great academics but with no diversity. As our kids approached school age, we hoped to find a good school that was racially, ethnically and economically diverse — a tall order given today’s housing patterns and school boundaries. But most important, we wanted to find the right fit for our kids, so we were not opposed to going private if we couldn’t find an option in the public sector that seemed to work for us. Early assessments are essential to get kids like Johnny on track to succeed in school. These assessments provide critical data that help schools identify which kids need extra help and use best practices to help them get to grade level proficiency.
SB 740, a bill pushed by the California Teachers Association, is quickly moving through the California Legislature, which would eliminate standardized second grade testing. SB 740 eliminates a valuable early assessment mechanism for teachers and parents. Without the data from the second grade assessment, we will be less likely to know exactly which students need extra help. And we will likely have more schools that fail to close achievement gaps and allow students–especially low income and minority students–to fall further behind.

State Superintendent Evers, you appointed me to the Common Core Leadership Group. You charged that the Leadership Group would guide Wisconsin’s implementation of new reading instruction standards developed by the National Governors’ Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO).
It is my understanding that I was asked to join the group with the express purpose of bringing different voices to the table. If anything, my experience with the group illustrates how very far we need to go in achieving a transparent and reasoned discussion about the reading crisis in Wisconsin.
DPI Secretly Endorses Plan Created by Poor Performing CESA-7
I have grave concerns about DPI’s recent announcement that Wisconsin will follow CESA-7’s approach to implementing the Common Core reading standards. DPI is proposing this will be the state’s new model reading curriculum.
I can attest that there was absolutely no consensus reached in the Common Core group in support of CESA-7’s approach. In point of fact, at the 27th of June Common Core meeting, CESA-7 representative Claire Wick refused to respond to even general questions about her program.
I pointed out that our group, the Common Core Leadership Group, had a right to know about how CESA-7 intended to implement the Common Core Standards. She denied this was the case, citing a “non-disclosure agreement.”
The moderator of the discussion, DPI’s Emilie Amundson, concurred that Claire didn’t need to discuss the program further on the grounds that it was only a CESA-7 program. Our Common Core meeting occurred on the 27th of June. Only two weeks later, on July 14th, DPI released the following statement:
State Superintendent Evers formally adopted the Common Core State Standards in June 2010, making Wisconsin the first state in the country to adopt these rigorous, internationally benchmarked set of expectations for what students should know and are expected to do in English Language Arts and Mathematics. These standards guide both curriculum and assessment development at the state level. Significant work is now underway to determine how training will be advanced for these new standards, and DPI is currently working with CESA 7 to develop a model curriculum aligned to the new standards.
In glaring contrast to the deliberative process that went into creating the Common Core goals, Wisconsin is rushing to implement the goals without being willing to even show their program to their own panel of experts.
What Do We Know About Wisconsin/CESA-7’s Model Curriculum?
As an outsider to DPI, I was only able to locate one piece of data regarding CESA-7’s elementary school reading performance:

What Claire did say about her philosophy and the CESA-7 program, before she decided to refuse further comment, was that she did not think significant changes were needed in reading instruction in Wisconsin, as “only three-percent” of children were struggling to read in the state. This is a strikingly low number, one that reflects an arbitrary cutoff for special education. Her view does not reflect the painful experience of the 67% of Wisconsin 4th graders who scored below proficient on the 2009 National Assessment of Educational Progress.
As people in attendance at the meeting can attest, Claire also said that her approach was “not curriculum neutral” and she was taking a “strong stand” on how to teach reading. Again, when I pressed her on what these statements meant, she would only reference oblique whole language jargon, such as a belief in the principal of release from instruction. When I later asked her about finding a balance that included more phonics instruction, she said “too much emphasis” had been given to balanced literacy. After making her brief statements to the Common Core group, she said she had already disclosed too much, and refused to provide more details about the CESA-7 program.
Disregarding Research and Enormous Gains Made by other States, Wisconsin Continues to Stridently Support Whole Language
During the remainder of the day-long meeting on the 27th, I pressed the group to decide about a mechanism to achieve an expert consensus grounded in research. I suggested ways we could move beyond the clear differences that existed among us regarding how to assess and teach reading.
The end product of the meeting, however, was just a list of aspirational goals. We were told this would likely be the last meeting of the group. There was no substantive discussion about implementation of the goals–even though this had been Superintendent Evers’ primary mandate for the group.
I can better understand now why Emilie kept steering the discussion back to aspirational goals. The backroom deal had already been made with Claire and other leaders of the Wisconsin State Reading Association (WSRA). It would have been inconvenient to tell me the truth.
WSRA continues to unapologetically champion a remarkably strident version of whole-language reading instruction. Please take a look at the advocacy section of their website. Their model of reading instruction has been abandoned through most the United States due to lack of research support. It is still alive and well in CESA-7, however.
Our State Motto is “Forward”
After years of failing to identify and recommend model curriculum by passing it off as an issue of local control, the DPI now purports to lead. Unfortunately, Superintendent Evers, you are now leading us backward.
Making CESA-7 your model curriculum is going to cause real harm. DPI is not only rashly and secretly endorsing what appears to be a radical version of whole language, but now school districts who have adopted research validated procedures, such as the Monroe School District, will feel themselves under pressure to fall in line with your recommended curriculum.
By all appearances, CESA-7’s program is absolutely out of keeping with new Federal laws addressing Response to Intervention and Wisconsin’s own Specific Learning Disability Rule. CESA-7’s program will not earn us Race to the Top funding. Most significantly, CESA-7’s approach is going to harm children.
In medicine we would call this malpractice. There is clear and compelling data supporting one set of interventions (Monroe), and another set of intervention that are counter-indicated (CESA-7). This is not a matter of opinion, or people taking sides. This is an empirical question. If you don’t have them already, I hope you will find trusted advisors who will rise above the WSRA obfuscation and just look at the data. It is my impression that you are moving fast and receiving poor advice.
I am mystified as to why, after years of making little headway on topics related to reading, DPI is now making major decisions at a breakneck pace. Is this an effort to circumvent the Read-To-Lead Task Force by instituting new policies before the group has finished its scheduled meetings? Superintendent Evers, why haven’t you shared anything about the CESA-7 curriculum with them? Have you already made your decision, or are you prepared to show the Read-To-Lead that there is a deliberative process underway to find a true model curriculum?
There are senior leaders at DPI who recognize that the reading-related input DPI has received has been substantially unbalanced. For example, there were about five senior WSRA members present at the Common Core meetings, meaning that I was substantially outnumbered. While ultimately unsuccessful due to logistics, an 11th hour effort was made to add researchers and leadership members from the Wisconsin Reading Coalition to the Common Core group.
The Leadership Group could achieve what you asked of it, which is to thoughtfully guide implementation of the Common Core. I am still willing to work with you on this goal.
State Superintendent Evers, I assume that you asked me to be a member of the Leadership Group in good faith, and will be disappointed to learn of what actually transpired with the group. You may have the false impression that CESA-7’s approach was vetted at your Common Core Leadership Group. Lastly, and most importantly, I trust you have every desire to see beyond destructive politics and find a way to protect the welfare of the children of Wisconsin.

In 2008, when Katherine Sprowal’s son, Matthew, was selected in a lottery to attend the Harlem Success Academy 3 charter school, she was thrilled. “I felt like we were getting the best private school, and we didn’t have to pay for it,” she recalled.
And so, when Eva S. Moskowitz, the former city councilwoman who operates seven Success charter schools in Harlem and the Bronx, asked Ms. Sprowal to be in a promotional video, she was happy to be included.
Matthew is bright but can be disruptive and easily distracted. It was not a natural fit for the Success charters, which are known for discipline and long school days. From Day 1 of kindergarten, Ms. Sprowal said, he was punished for acting out.
“They kept him after school to practice walking in the hallway,” she said.
Several times, she was called to pick him up early, she said, and in his third week he was suspended three days for bothering other children.Eva Moskowitz responds, via Whitney Tilson:
The facts clearly show that Success Academies’ educators are incredibly committed to serving children with special needs, we serve a high percentage, and do not push out children who don’t “thrive.” The Success Academies’ special education population is equal to the citywide average of 12.5%. Our ELL population is 9.6%, and when you factor in children who we have successfully taught English (and are no longer ELL), we clearly educate the same children. As Winerip points out, our student attrition rate is significantly lower than our co-located schools and the citywide average.
As the paper trail examined by Winerip clearly indicates, no one pressured Ms. Sprowal to leave the school. Her son did not have an IEP until 3 years after he left the school. When the family left the school in 2008, Ms. Sprowal wrote effusive emails about how happy she was with how the school handled her situation. Three years later, after coaching from the United Federation of Teachers, his mother is now unhappy. The UFT spent five years hovering over our schools to find hordes of students who were unfairly “pushed” out, and the best they could find was a single story with a happy ending.
Most educators would agree that children are different and don’t all excel in the same settings. That’s why having choices is so important. Different schools are different in their approaches. Some are strict, some less strict, some have bigger class sizes, some smaller etc.. It is our obligation to advise a parent that there might be a better setting for their child.
Our schools are a work in progress, every day we try to do better for the largest number of children. While I don’t believe that the school mishandled the situation, we are always working to improve how we serve children with all types of needs. For next year, we have added a 12:1:1 program at two of our schools and a Director of Special Education at the network-level who comes from the city’s District 75.
What is most troubling about several of Winerip’s recent columns is the suggestion that low-performing schools can’t be expected to do any better. Winerip recently wrote that it wasn’t Jamaica High School’s fault that only 38% of its kids graduate with regents diplomas, because it gets more of the tough-to-serve kids (2% more homeless children, 6% more children with special needs). What school could possibly do better under those circumstances?
The theme is repeated in this story. 33% of 4th graders passed the state ELA test at PS 75, but public schools like PS 75 get more tough-to-serve children. (PS 75 does not, but schools like it do, he argues) When schools like ours have 86% of 4th graders passing the same test, it must be because we don’t have the same kids, because schools can’t possibly be expected to do that well.
Winerip also makes the argument that schools like PS 75 care about children and thus have low test scores while schools like Harlem Success Academy don’t care about children and thus have high test scores.
Those are both false arguments that we must dispel if we’re to improve the quality of public education. Schools with tough-to-serve children can do better and it’s possible to care about children AND want them to perform well on tests.
At Success Academies, we want children to achieve at high levels AND we care deeply about their social and emotional development. We aim to create schools that are nurturing, joyful, and compelling AND that prepare children to excel in whatever their chosen field. I tell our principals, our true measure of success is whether children race through the door each morning and are disappointed to leave each day because school is just that compelling. Do we also want our children to score well on tests? Yes. High performance and joy are not mutually exclusive.

About a dozen members of a bipartisan, mostly volunteer organization called Common Ground file into Superintendent Tony Evers’ utilitarian conference room in downtown Milwaukee. The group is exploring how to help Milwaukee’s beleaguered schools, and it has scheduled a meeting with the head of the Wisconsin Department of Public Instruction as part of its research.
Tall, thin and gray haired, Evers has a boyish smile and a welcoming manner. He’s now in a white shirt and tie, sans the suit coat he wore to an earlier meeting with suburban school officials in Pewaukee.
Common Ground, a nonpartisan coalition that includes churches, nonprofits and labor unions, has come to Evers’ office today looking for advice on how best to direct its considerable resources toward helping Milwaukee students, whose performance in both traditional public schools and in taxpayer-funded voucher schools ranks at the bottom of major American cities.
After initial pleasantries and introductions are exchanged, Keisha Krumm, lead organizer for Common Ground, asks Evers a question. “At this stage we’re still researching what issue we will be focusing on. What does just about every fifth-grader know that stumps experts?
Who the best teachers are in that kid’s school. Who’s hard, who’s easy, who makes you work, who lets you get away with stuff, who gets you interested in things, who’s not really on top of what’s going on. In other words: how good each teacher is.
A lot of the time, the fifth-grader’s opinions are on target.
But would you want to base a teacher’s pay or career on that?
Sorry, the experts are right. It’s tough to get a fair, thorough and insightful handle on how to judge a teacher.
“If there was a magic answer for this, somebody would have thought of it a long time ago,” Bradley Carl of Wisconsin Center for Education Research at the University of Wisconsin-Madison: told a gathering of about 100 educators and policy-makers last week.The Wisconsin Center for Education Research at the University of Wisconsin-Madison has been working on “Value Added Assessment” using the oft-criticized WKCE.
After only about a month as top boss of Detroit Public Schools, Roy Roberts, a 72-year-old former General Motors executive and private equity firm founder, is well aware that some people already want him gone.
The district’s new financial manager said he’s OK with that reality, adding that differing opinions have value. His only request: Stay out of the way as he tries to turn around one of the nation’s worst public school systems.
I don’t care what people think about me, really … because I know what parents are going to think,” Roberts told The Associated Press during an interview in his Detroit Midtown office. “They’re going to love it because I’m trying to do the right thing for their children, and you won’t find a parent that doesn’t want that. I’m simply going to look at a system and say ‘What is the best system we can put in place to educate these kids?’ I don’t care about the politics.”
What concerns him, he said, is a massive budget deficit and students who either don’t receive a legitimate education or flee the district in search of one. Yesterday, I did an interview for the BAM network on Good Boss, Bad Boss. The content expert on line was Justin Snider, who teaches at Columbia and has in-depth knowledge about K-12 schools, as that was the focus of the conversation. Justin had great questions and comments about bosses in general (see this recent post) and about school principals in particular. I thought he made especially good comments about how the best principals are PRESENT, constantly interacting with teachers, students, and parents. He especially suggested that school principals think about where their offices are located.. are they in a place that essentially requires them to keep bumping into teachers and parents, or are they in some corner of campus that reduces the amount of interaction.
I think you’ll know what I mean by the “higher guff” – the kind of sonorous and empty talk which often issues from the mouths of heads of state and princes. I heard a classic example recently at a British media awards ceremony from the admirable Prince Felipe of Spain. He was being courteous and diplomatic, praising the links and similarities “between our two great countries”, once imperial powers and once sworn enemies. “We have so much in common,” he enthused; an ironic commentary came from my neighbour, a photographer with a wicked wit: “Yes,” said Michael, “we’re both in deep shit.” The prince can’t have heard this, because he went on: “Indeed, so many of your citizens decide to move to Spain.”
“Yep,” was the uncharitable response from Michael: “All the criminals.”
The rule is that the higher the language soars, unless you’re careful, the more it leaves itself open to attack from below. Shakespeare was the dramatist who knew this best, especially in the excruciating scene from Troilus and Cressida where Thersites provides a scabrous commentary on the seduction of Cressida by Diomedes. “Lechery, lechery, still wars and lechery” is his conclusion: the pretensions of the Trojan war reduced to an itch and a scratch.
“It’s one thing to talk about these issues on high,” says Howard Fuller, who has done that often as one of the nation’s most eloquent and best known education activists.
“But when you get over here on 33rd and Brown . . . ” His sentence trails off. That’s where CEO Leadership Academy is located, and that’s where Fuller has come face to face with how tough it is to achieve high results among exactly the students he most wants to help.

A couple years ago, Fuller told me that, as much as he thought he knew about how hard it is to achieve educational success in a high-poverty, urban setting, he didn’t know how hard it really was until he got involved at CEO.
(CNN) — Is college an invaluable waste of time? You bet. But it’s about to get even more valuable.
It’s great to see capable people debating the value of higher education. Earlier this month, Dale Stephens, a 19-year-old entrepreneur who has won a $100,000 Thiel Fellowship, wrote that “College is a waste of time.” One can argue that Dale is too young — and too extraordinarily intelligent — to be a good judge of the value of college to the average person. But if students like Dale, the kind that the best schools want to attract, are dissatisfied, that can’t be good. Anyhow, Dale’s description of college as a place of conformity, competition and regurgitation strikes an uneasy chord with some of us older, more-ordinary folk.
Two more smart people responded to Dale’s argument. One of them, Brian Forde, is a successful entrepreneur who went back to school for an MBA degree because he found gaps in the knowledge he needed to lead his company. Brian described his higher education as “invaluable.” Joseph Aoun, whose Northeastern University runs one of the best cooperative education programs anywhere, argued that “College is your best bet.” He shared sobering data on the price of not having a college degree in difficult economic times such as these.
The money – part of the state’s $700 million in Race to the Top winnings – will go to Wireless Generation, owned by Rupert Murdoch’s News Corp., to develop software to track student test scores, among other things.
Klein took a job at News Corp. overseeing their educational technology business after he left the chancellor job in December.
City rules forbid former workers from contacting the agency that employed them for one year, but the rules would not formally bar contact between Klein and the state.
“It raises all kinds of red flags,” said Susan Lerner, executive director of Common Cause New York.
“It just smacks of an old-boys club, where large amounts of public money are spent based not on ‘is this the best product?’ but ‘I know this guy and I like him and I want to be sure he makes a lot of money.'”
Klein did not immediately respond to a request for comment.
In May 1846, a year and a half before gold was discovered at Sutter’s Mill, several extended families and quite a few unattached males headed with their caravans from Illinois to California. Due to poor organization, some bad advice, and a huge dose of bad luck, by November the group had foundered in the deep snows of the Sierra Nevada. They came to a halt at what is now known as Donner Pass, and, in an iconic if unpleasant moment in California’s history, they sat out winter in makeshift tents buried in snow, the group dwindling as survivors resorted to cannibalism to avert starvation.
From an evolutionary point of view, what makes the story interesting is not the cannibalism — which, in the annals of anthropology, is relatively banal — but who survived and who did not. Of the 87 pioneers, only 46 came over the pass alive in February and March of the next year. Their story, then, represents a case study of what might be termed catastrophic natural selection. It turns out that, contrary to lay Darwinist expectations, it was not the virile young but those who were embedded in families who had the best odds of survival. The unattached young men, presumably fuller of vigor and capable of withstanding more physical hardship than the others, fared worst, worse even than the older folk and the children.
This year, we had some truly remarkable news regarding our state assessments. For the first time, Rhode Island high-school students outscored their peers in New Hampshire and Vermont in reading and writing. That’s right: Rhode Island high-school students were the best.
Across our state, we see examples of success and pockets of excellence. Many of our schools are moving from good to great. We have the skills and the knowledge base to create a system of public schools in which all students have access to excellence. But we are not there yet.
Our mathematics and science scores, particularly in high school, are far too low. And nearly one of every four students fails to graduate.
To transform education in Rhode Island, we need to turn around our lowest-achieving schools and get them on the road toward success. We have to close the achievement gaps that separate some student groups from others.
Wide gaps separate the performance of our students with disabilities, our English-language learners, and our students living in poverty from their peers across the state. Our Hispanic students, for example, are the lowest-achieving in the country in mathematics – a fact we cannot tolerate and must change.
Even our highest-performing schools can improve their achievement levels. We need to raise our graduation rates, increase the percentages of students going to college, and provide multiple pathways for students seeking entry into challenging and rewarding careers.Much more on Deborah Gist, here.
The Detroit Public Schools, as we know it, could disappear in a few years.
A DPS action plan would charter up to 45 schools, close 20 and leave about 70 that include the best-performing schools, some newly constructed and a handful of special-education schools that are expensive to run.
The process already is under way with organizations invited to apply to DPS for charters.
With such a concerted effort to shrink DPS, local leaders, educators, politicians and taxpayers are debating a question: Is DPS worth saving?

The Common Core standards released in 2010 for English language arts and mathematics have already been adopted by dozens of states. Just how much change do these new standards represent, and what is the nature of that change? In this article, the Common Core standards are compared with current state standards and assessments and with standards in top-performing countries, as well as with reports from a sample of teachers from across the country describing their own practices.
The Common Core standards released in 2010 represent an unprecedented shift away from disparate content guidelines across individual states in the areas of English language arts and mathematics. Led jointly by the National Governors Association Center for Best Practices and the Council of Chief State School Officers (CCSSO), the Common Core State Standards Initiative developed these standards as a state-led effort to establish consensus on expectations for student knowledge and skills that should be developed in Grades K-12. By late 2010, 36 states and the District of Columbia had adopted the standards (http://www.corestandards.org/). These standards are therefore poised to be widely adopted and to become entrenched in state education policy.
I could not be more honored than to be awarded this recognition from Teachers College, one of the places of all those I know in the world that holds the tightest grip on my heart and best represents my values and beliefs. Thank you for this recognition–and, more important, thank you, Teachers College faculty, trustees, students and graduates, for who and what you are.
My first real glimpse of what Teachers College is and does occurred not in New York City but in a school in Washington, DC, where one of my children had transferred into a first grade classroom to avoid the truly terrible teaching that was literally undermining her health in another school. In her new school, Elena’s teacher, Miss Leslie, had created a wonderland of stimulating opportunities for learning: children experimenting and investigating in the classroom and the community, designing and conducting projects, writing and publishing their own little stories (one that my daughter wrote after the birth of her little brother was entitled “Send Him Back”). This teacher–who was in her very first year of practice–not only had created a classroom that any mother would want to send her child to, but she also had the skillful eye and knowledge base to figure out within weeks that Elena was severely dyslexic, to teach her to read without her ever being labeled or stigmatized, and to instill in my daughter a lifelong love of books and learning that has led to her being a literacy teacher working with special needs students today.

For the record I am in the former camp, a product of an era which in my opinion well-prepared me to major in mathematics. I am soon retiring from a career in environmental protection and will be entering the teaching profession where I will teach math in a manner that has served many others well over many years and which I hope will be tolerated by the people who hire me.
I was in 10th grade, taking Algebra 2. In the study hall period that followed my algebra class I worked the 20 or so homework problems at a double desk which I shared with Raymond, a black student. He would watch me do the day’s homework problems which I worked with the ease and alacrity of an expert pinball player.
While I worked, he would ask questions about what I was doing, and I would explain as best I could, after which he would always say “Pretty good, pretty good”–which served both as an expression of appreciation and a signal that he didn’t really know much about algebra but wanted to find out more. He said he had taken a class in it. In one assignment the page of my book was open to a diagram entitled “Four ways to express a function”. The first was a box with a statement: “To find average blood pressure, add 10 to your age and divide by 2.” The second was an equation P = (A+10)/2. The third was a table of values, and the last was a graph. Raymond asked me why you needed different ways to say what was in the box. I wasn’t entirely sure myself, but explained that the different ways enabled you to see the how things like blood pressure changed with respect to age. Sometimes a graph was better than a table to see this; sometimes it wasn’t. Not a very good explanation, I realized, and over the years I would come back to that question–and Raymond’s curiosity about it–as I would analyze equations, graphs, and tables of values.

Arguably, no challenge faced by humanity is more critical than generating an environmentally literate public. Otherwise the present “business as usual” course of human affairs will lead inevitably to a collapse of civilization. I list obvious topics that should be covered in education from kindergarten through college, and constantly updated by public education and the media. For instance, these include earth science (especially climatology), the importance of biodiversity, basic demogra- phy, the problems of overconsumption, the fact that the current economic system compels producers and consumers to do the wrong thing environmentally, and the I=PAT equation. I also summarize less well-recognized aspects of the environmental situation that are critical but are only rarely taught or discussed, such as the nonlinear effects of continued population growth, the impacts of climate disruption on agricultural production, and the basic issues of human behavior, including economic behavior. Finally, I suggest some of the ways that this material can be made a major focus of all education, ranging from using environmental examples in kindergarten stories and middle school math to establish an international discussion of the behavioral barriers to sustainability.
Global human society is challenged in a way never before seen in human history. For the first time, humanity is fundamentally altering global ecosystems in ways that can threaten the continuation of our social order. The struggle to develop appropriate modes of behavior compatible with maintaining vital ecological processes is the great challenge of the twenty-first century. Educational systems are pivotal to meeting this challenge by equipping people with the knowledge and values to understand and address the human predicament. Thus, environmental education needs to be a vital component of all educational processes in developed nations from kindergarten to doctoral studies and continuing through the use of mainstream and social media.
However, in my view, environmental education is given much too little attention in the school systems of the USA and other rich nations, and is often poorly timed and structured when it is delivered. The situation is only marginally better in colleges and universities, despite the good efforts of environmental educators. Perhaps the best evidence for the inadequacy of environmental education is that “out of the classroom, people have failed to make the link between their individual actions and the environmental condition” (Blumstein and Saylan 2007, 2011). A basic problem is educational systems for the young are designed to fill people with various packages of “tailored” knowledge, and then send them “out in the world” to use that knowledge, especially to make a living. There is too little systematic thought given to the ever-changing needs of responsible citizens facing the culture gap–the enormous and growing gulf between the non-genetic information possessed by each individual society and that possessed by society (Ehrlich and Ehrlich 2010).
Does the Nanny State have no bounds? Apparently not, as even beverages are at risk. The newest example of “government knows best” can be found in public schools, where chocolate milk is soon to be banned in an effort to target childhood obesity.
MSNBC reports, “With schools under increasing pressure to offer healthier food, the staple on children’s cafeteria trays has come under attack over the very ingredient that made it so popular-sugar.”
Some school districts have already moved towards removing flavored milk from the menu. Others have sought milk products that are flavored with sugar, a healthier alternative to high-fructose corn syrup.
In the state of Florida, the Board of Education is currently considering a statewide ban of chocolate milk in schools. School boards in Washington, D.C., and Berkeley, California, have already done so. Similarly, Los Angeles Unified’s Superintendent John Deasy has announced plans to push for the removal of chocolate and strawberry milk from school menus.
For years many colleges and universities have been paying speaker fees — some quite substantial — to celebrities, prominent academics and other well-known personalities to deliver commencement addresses or to give speeches during the academic year on campus and at student meetings.
It has been one of the best kept secrets of academic life, until the newspapers recently reported that Rutgers University had invited Toni Morrison, Nobel laureate in literature, to deliver this year’s commencement address for $30,000. It was then reported that Rutgers students had upped the ante by inviting Snooki, of “Jersey Shore” fame, to the campus to talk about partying and having fun for the tidy sum of $32,000.
That Snooki should command more money than Morrison was somewhat surprising, but even more shocking was the willingness of Rutgers to spend a large amount of money on a commencement speech at a time when the university has experienced financial difficulties, cancelled pay raises and last June froze the salaries of 13,000 employees.
