Legislative Republicans have defended their decision to keep revenue limits flat by noting Wisconsin schools will be getting $2.3 billion in federal COVID relief aid, known as Elementary and Secondary School Emergency Relief, or ESSER funds. Madison is anticipating its share will be roughly $66.7 million.

School officials have not laid out how they plan to spend that money but say using it for ongoing expenses, such as hiring more staff or increasing wages, could create a fiscal cliff once the one-time dollars run out.

Monday’s vote came one month after the board approved a 3% base wage increase for all staff for the coming school year, two-thirds of what was sought by MTI for teachers at the start of negotiations. Teachers also get automatic raises for seniority and degree-attainment on top of that.

Their militant-left labor union, Madison Teachers Inc., has seeded over 60 “equity-centered leadership positions” through the Madison Metropolitan School District. They’ve posted a “guaranteed representative for staff of color” at each of the four main high schools. All part of MTI’s jihad for “education justice.” You’ve heard of “economic justice” (the politically correct term for socialism). MTI explains that “Education justice is racial justice.”

I say *temporary* funding because the corporate AMT is generally an acceleration of regular tax liability. If a corporation pays the AMT, a credit against future corporate regular tax is carried forward. Congress likes to complain about corporations artificially carrying forward financial book income and postponing taxable income. Here, Congress is engaging in the same sort of shenanigan by accelerating current tax revenues at the cost of future revenue. The JCT only estimates additional revenue over a 10-year period. What they don’t report is that the AMT revenue during the first 10 years will reduce tax revenues in the years thereafter. It’s not completely zero sum, but mostly zero sum over a longer period of time.

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.




Notes on teacher compensation amidst Madison K-12 tax & spending growth

The Madison School Board voted 6-1 in June to adopt the district’s $561.3 million preliminary budget for next school year, which included the 3% base wage increase.

Negotiations began in May with MTI requesting the 4.7% increase — the annual inflationary amount and the maximum allowed in bargaining under state law. The district offered a 2% increase — not including additional wage increases tied to experience and educational attainment, known as steps and lanes.

In the budget adopted by the district in June, that base wage increase offered by the district had grown to 3% for all staff through bargaining, along with a 2% increase specifically tied to experience and educational attainment for teachers.

Scott Girard:

The salary schedule change must occur through the Employee Handbook revision process, which is technically a unilateral decision by the School Board. The district and MTI have a committee to “meet and confer” on potential Handbook changes, but it is not considered a bargaining session, and therefore allowed under Act 10.

“Since Act 10, MMSD has voluntarily participated in meet-and-confer collaboration with MTI,” Oppenheimer wrote. “Only in the last few years has MMSD begun to circumvent the meet-and-confer process for resolving issues outside the scope of legal bargaining.”

LeMonds said in a phone interview Wednesday afternoon that the district believed it needs to finalize the base wage increase to avoid “bargaining” on the Employee Handbook change as the two wage changes become conflated.

“​​We can’t do those simultaneously because it gets pulled into the negotiation,” LeMonds said. “The negotiated piece, which is base wage, has to be finalized before we can move on to that.”

District general legal counsel Sherry Terrell-Webb told board members that Wednesday’s vote “officially closes out negotiations on base wage,” and suggested that the administration could now prepare a recommendation for the board on the salary schedules.

“I know some believe that we should have continued negotiating with MTI,” Terrell-Webb said. “However, because the board has indicated that 3% was its best and final offer, to continue to negotiate knowing that we would not be able to make a change to this offer could be considered negotiating in bad faith.”

The board also approved the “steps and lanes” increases at Wednesday’s meeting, which reward staff for longevity and educational attainment. That amounts to a 2% increase for the average employee, the district says, but MTI has pointed out that it means zero increase for some.

In recent years, the district has either agreed to the maximum increase early or waited until closer to the final budget approval to get board approval for the change.

In 2019, the district included an increase up to 1.5% in its preliminary budget in June but continued negotiating with MTI. In a September vote ahead of the final budget approval in October, the board increased it to the maximum 2.44%.

In 2020 and 2021, the final base wage increase offer vote took place in October and September, respectively. In three prior years — 2016, 2017 and 2018 — base wage approval came earlier, but it was at the maximum allowed percentage under law.

Ongoing Taxpayer supported Madison K-12 school spending growth: 2022-2023 budget (amidst declining enrollment)

An average home valued at $376,765 could see a property tax increase of up to $106, meaning the school portion of the tax bill would be roughly $3,926 in December, compared with $3,820 this past year.

The district’s total property tax levy would increase 2.77% over the previous year, to roughly $366.8 million.

Scott Girard:

The $621.4 million budget includes investments in programs like full-day 4-year-old kindergarten, early literacy and reading curricula, mental health resources for students and improving some of the mechanical systems in school buildings.

Much of it is funded through one-time federal COVID-19 relief dollars, which presented administrators with difficult choices as they sought to avoid creating a “fiscal cliff” with ongoing expenditures funded through one-time money that will not be there in the future.

MTI and staff, however, have argued that anything less than a 4.7% increase in base wage is effectively a pay cut given the significant level of inflation this year. While the “steps and lanes” provide an average of a 2% increase for staff, not all staff members receive any increase through that mechanism.

The union has expressed concerns that without the full increase, the district will continue to lose staff members at a time when staffing shortages have already made it an extremely difficult working environment.

While there is a large influx of federal COVID-19 relief funding, officials have expressed hesitancy at using that one-time money for ongoing operational costs like salaries.

“You’re going to hear no argument from us that our teachers and our staff deserve better,” LeMonds said at one of MTI’s rallies in May. “The fiscal reality is, we are looking at a very regressive state budget and it has put us in a position where — I know our superintendent has mentioned this on several occasions — we’re needing to choose between what is right and what is right.”

Many other districts in the state, however, have already agreed to the 4.7% number, including the other four districts that along with MMSD make up the “big five” largest districts.

MTI has also asked for a $5 an hour increase in the salary schedule for special education assistants and school security assistants, who are hourly employees. That salary schedule is part of the Employee Handbook, which has changes approved by the School Board.

It cannot, however, be directly negotiated between MTI and MMSD under Act 10, which limited the collective bargaining rights of public sector unions.

The company insured the vast majority of school districts before former Gov. Scott Walker’s Act 10 in 2011 blocked unions from negotiating over benefits, which led school districts to shop for cheaper alternatives, resulting in a stark revenue loss for the company. Conservatives heralded the change, saying it saved school districts tens of millions of dollars around the state.

“For years taxpayers across the state were getting a raw deal,” Walker said in a 2012 press release. “Collective bargaining stymied competition for benefits in the health insurance market, and instead directed property tax revenue to those affiliated with big government union bosses,” adding taxpayers were saving millions with the changes he enacted.

WEA Trust has since expanded to cover state, county and municipal workers.

WEA Trust spokesperson Steve Lyons said Act 10 had nothing to do with the company’s decision to pull out of the health insurance market in Wisconsin.

Under this new demand, establishments that accept any federal food funding, including food stamps, must also allow males who claim to be female to access female private spaces, such as showers, bathrooms, and sleeping areas. Such organizations must also follow protocols such as requiring staff to use inaccurate pronouns to describe transgender people and allowing male staff to dress as women while on the job.

Religious institutions, however, qualify for a waiver exempting them from these requirements, said Alliance Defending Freedom Senior Counsel Greg Baylor in an interview Monday. According to the 1972 Title IX law, he said, religious institutions don’t have to file any paperwork to be exempt, although they can if they wish. 

Baylor noted, however, that publicly affirming a commitment to sexual reality by seeking an exemption acknowledgment from federal agencies may assist extremist pressure campaigns. The activist group Human Rights Campaign’s blueprint for the Biden administration pushed for narrowing religious exemptions for multiple federal regulations and for the administration to “out” individuals and institutions who request such exemptions.




K-12 tax & spending climate: Madison spending growth amidst declining enrollment

Jones told the board that 67 staff members are leaving this year, but the district is only hiring 10 new staff.

Prior to the meeting, Jones noted that school districts of all sizes across Wisconsin are offering base wage increases to their teachers that are near or at 4.7% to keep in line with the hike in the cost of living.

The Milwaukee School Board unanimously approved a 4.7% base wage increase for all staff in the district at the end of April, the largest increase in more than a decade, according to the Milwaukee Journal Sentinel. The Kenosha School Board and Green Bay School Board also unanimously approved a 4.7% base wage increase for staff in March for the coming school year. The Oshkosh Area School District also approved a 4.7% wage increase for all staff in January.

Scott Girard:

The difference between the 4.7% increase and 2% increase is approximately $7 million. Despite an influx of federal and state dollars for COVID-19 relief funding, district officials have called the budget a difficult one as they attempt to limit the amount of structural deficits they create with that one-time funding.

The revenue limit, which is the maximum a district can take in through the combination of property taxes and state aid, remained frozen in the 2021-23 state budget.

With declining enrollment, MMSD’s revenue limit would have dropped without the successful 2020 operating referendum. Instead, with the extra revenue authority from that vote, the district’s revenue limit is projected to rise by $6 million over the current year.

In a statement last week, Madison Teachers Inc. put the blame on DPI for the last-minute change from the district.

“DPI should understand that to us who have to actually implement this additional work, this move signals the prioritization of compliance above compassion,” MTI president Michael Jones wrote.

Jones wrote that the other options available to the district in the face of the waiver denial “would have led to drastically changing school, lunch, transportation, and other schedules,” leaving everyone to scramble further.

For Asma Nooristani, a second grader at Lake View who was at Northport Monday, the extra work wasn’t all that bad, though she was ready for a different activity after finishing three or four pages of it.

“I really love doing homework,” she said. “Homework is fun. You can be really smart.”

Teacher Unions vs Parents and Children: political commentary

Few American cities have labor politics as fraught as Chicago’s, where the nation’s third-largest school system shut down this week after teachers’ union members refused to work in person, arguing that classrooms were unsafe amid the Omicron surge.

But in a number of other places, the tenuous labor peace that has allowed most schools to operate normally this year is in danger of collapsing.

While not yet threatening to walk off the job, unions are back at negotiating tables, pushing in some cases for a return to remote learning. They frequently cite understaffing because of illness, and shortages of rapid tests and medical-grade masks. Some teachers, in a rear-guard action, have staged sick outs.

In Milwaukee, schools are remote until Jan. 18, because of staffing issues. But the teachers’ union president, Amy Mizialko, doubts that the situation will significantly improve  and worries that the school board will resist extending online classes.

“I anticipate it’ll be a fight,” Ms. Mizialko said.

She credited the district for at least delaying in-person schooling to start the year but criticized Democratic officials for placing unrealistic pressure on teachers and schools.

“I think that Joe Biden and Miguel Cardona and the newly elected mayor of New York City and Lori Lightfoot — they can all declare that schools will be open,” Ms. Mizialko added, referring to the U.S. education secretary and the mayor of Chicago. “But unless they have hundreds of thousands of people to step in for educators who are sick in this uncontrolled surge, they won’t be.”

The view from Madison, via David Blaska:

Madison Teachers Inc. claims that two-thirds of its members surveyed “either did not support a return to school buildings on January 10 or would only do so if COVID-19 infection rates were stabilizing or decreasing.”

“Not only have we started this school year short-staffed, but we are losing an extraordinary number or staff due to burnout and disrespect from leadership and community stakeholders.”

Disrespect from “community stakeholders?” Whom might that be? Parents? Taxpayers? At least, they have the support of the Madison-area Democratic Socialists. The Far Left group today blamed Covid on capitalism:

Universities’ Covid Policies Defy Science and Reason

niversities are supposed to be bastions of critical thinking, reason and logic. But the Covid policies they have adopted—policies that have derailed two years of students’ education and threaten to upend the upcoming spring semester—have exposed them as nonsensical, anti-scientific and often downright cruel.

Some of America’s most prestigious universities are leading the charge.

At Georgetown University, fully vaccinated students are randomly tested for Covid every week. Using a PCR test, which can detect tiny amounts of dead virus, asymptomatic students who test positive are ordered to a room in a designated building where they spend 10 days in confinement. Food is dropped off once a day at the door.

I spoke to several students who were holed up. One of them told me she would sometimes call a friend to come and wave at her through the window, just to see a human face. Another told me that the experience in quarantine “totally changed” her feelings about the school. “Everyone’s just fed up at this point,” she said. “People walk around the library and yell at you if you drink a sip of water. And it was during finals.” She told me she is thinking about “transferring to an SEC school just to have an in-person experience.”

Given the fact that the Centers for Disease Control and Prevention has recently changed the official quarantine period from 10 days to five, I reached out to Georgetown’s Chief Public Health Officer, Dr. Ranit Mishori. She told me that Georgetown is still using a 10-day quarantine.




Online Systems and the Madison School District’s Remote Capabilities/Results (infinite Campus)



The lengthy 2020-2021 remote experience that Madison’s K-12 students endured made me wonder how the taxpayer funded school district is performing with online services.

I was part of a group that reviewed the District’s acquisition of “Infinite Campus” software in the 2000’s. Having been through many software implementations, I asked the District’s then IT/Chief Information Officer if teachers and staff would be required to use this system, as part of their day to day jobs?

“No”.

I asked how they planned to successfully implement the system?

“with great care”.

I then suggested that they forego the purchase and not spend the money (million$ over time) if the system was not made part of everyone’s job.

MMSD teachers created a total of 236,650 assignments in Infinite Campus during the 2019-20 school year. MMSD teachers created an average of 6,396 assignments per week in Infinite Campus.

Number of report cards created and updated weekly

  • (In the 2019-20 school year…)13,502 elementary (4K-5th grade) students received 2 report cards each, for an estimated total of 27,004 Elementary report cards.

I remain interested in this topic for several reasons:

  • I was part of the original review group, and had implementation experience.
  • I was and am very concerned about the lack of (consistent) pervasive online learning experiences in our very well taxpayer funded K-12 system, amidst long term, disastrous reading results.
  • The inability to do this, effectively, while spending millions reflects much larger organizational challenges.
  • The imposition of remote learning on our student population – while many other districts managed to stay in person – has long term consequences for all of us.

Jenkins said he strongly encourages vaccination for adults, citing a plan to require the vaccine for teachers and staff that will be presented to the Madison School Board on Monday. For now, he said he prefers to leave the decision on vaccination for children up to parents.

“I do think that we have to take the utmost sense of urgency around the fact that our children under 12 cannot be vaccinated,” he said.

Jones said he personally would support a vaccine requirement for eligible students but he was unable to speak on behalf of MTI without first polling members.

The Milwaukee School Board last week approved a vaccination requirement for all Milwaukee Public Schools employees and a $100 incentive for eligible students to get vaccinated. The deadline for both is Nov. 1.

Commentary on Teacher Union interactions with the taxpayer supported Madison K-12 School District

The Madison School District has reissued next year’s teacher contracts along with a letter outlining expected pay increases for education and experience, but the union says its related dispute remains unresolved because the raises are still missing from the document members must sign by June 15.

Scott Girard:

At issue is a change the district says better aligns with state law, but that skeptical teachers fear would allow administration to pull a bait and switch later on.

Last month, the contracts were issued with teachers’ current-year salaries and a statement they would “make no less than” that amount. That surprised and upset many, as historically the contracts issued in the spring for the following year reflected increases outlined in the Employee Handbook for longevity and extra credentials, known as “steps and lanes.”

Because the School Board approves the handbook, the union maintains that the steps and lanes are already agreed upon, regardless of the budget.

The contracts reissued Monday now show the current year salary “+ steps/lanes + base wage increase,” which MTI communications specialist Michelle Michalak wrote in an email “does not resolve the issue but further confuses it.”

Madison Teachers, Inc. Work Stoppage Plans



Empower Wisconsin:

An email from MTI faculty representatives urged teachers to report to the district before 8 a.m. last Thursday that they had COVID-19 symptoms.

“I’m sure we all feel exhausted, or have consistent headaches, not really feeling our usual energetic selves. Are you picking up what I’m putting down here?” the email states.

“We need them (MMSD) to get thousands of responses on the google forms. Flood them. We are encouraging you and your staff to join us all in solidarity to show the district that we do not believe it is safe yet,” the union reps’ message implored.

A source with inside information said some teachers had a change of heart following publication of Empower Wisconsin’s story and organizers spoke of shifting the protest to Monday. Sources say the teachers will now use other means to try to get their message across.

Two public interest law firms — the Liberty Justice Center and the Wisconsin Institute for Law & Liberty notified the union on Friday that if the teachers went through with their plan they would be breaking state law and could face a lawsuit.

“An organized sick out is a form of strike and illegal in the State of Wisconsin and we are prepared to file a lawsuit to stop this illegal action. Madison students need to be in school, not used as pawns in a publicity stunt,” said Daniel Suhr, senior attorney at the Liberty Justice Center.

The union quickly punched back, threatening the law firms and, apparently, Empower Wisconsin.

In a learning preference survey filled out by 98% of district families in February, 65% of families with kindergarten students said they plan to resume sending their children to in-person learning on March 9. 

No recent surveys of MTI members were available. But in a survey the union conducted of its members at all grade levels in December, 94% of the respondents said they did not feel comfortable returning to the classroom to teach in-person instruction during the third quarter.

Staff at schools beyond elementary joined in Thursday’s protest in a show of “solidarity.” Pete Opps, a LHS teacher and one of the school’s Madison Teachers Inc. building reps, stood outside the school talking with a pair of community residents who pulled into the parking lot to share their support for the teachers. Throughout the morning, some cars honked in support as they drove by on Pflaum Road.

“The teach out is really about visibility,” Opps said. “There’s a lot of people in the community just recognizing that putting people back together in a school may not be the best approach at this juncture.”

“To try to meet the students’ needs who are in front of them and also virtually simultaneously, that’s just sort of an impossible ask, especially at the elementary level,” Schultz said. “We wanted to represent those concerns that we’re hearing.”

Superintendent Carlton Jenkins shared the data from the family survey that went out Feb. 17 with the School Board this week. He said about 65% of families — or about 7,790 families — with a student in those grades, which will be among the first to return in a phased reopening process, had responded.

Of those, about 65%, or 5,187 families, had indicated they wanted to return in-person.

The cruel reality of online ‘school’ in a 12th floor flat

Simon has anxiety issues and finds it embarrassing to have to admit on the group chat, in full view of the rest of the class, that he doesn’t understand. After half an hour, the test finishes; Simon has managed to answer four of the 20 questions. The other 16 he’s left blank. 

The teacher does not go through the test with Simon individually. She does not go through it with the class as a group. Next week, Simon might find out how he did in the test. By which point, he’s either forgotten about it – he is nine years old – or had to move on to a new assignment. Simon types ‘Bye, Miss’ on the group chat, to prove his attendance, and the class ends. 

A ten-minute break. Simon sits in front of his computer, watching clips from the Premier League. Next class: geography. ‘Here, Miss’. Ten minutes later, about 15 of the 20 children have managed to log in. After waiting, with no response, for the remaining five, the teacher decides to start class without them. 

The teacher goes through a slideshow. But neither Simon nor any of his ‘classmates’ are able to see her shared screen. After a long delay, the teacher manages to get her slideshow on the Microsoft Teams window, so everyone who is logged in can see. Simon stares at a diagram of the Earth: crust, mantle, outer core, inner core. Written under the English text, phonetic Arabic in Roman letters for the two children from Syria and one from Iraq in his class who do not speak any English. Simon does not know what it is or why it is there.

The teacher asks the children to identify the parts of the Earth. On the count of 5, they must type in their answers on the group chat. Simon waits until a few children have entered their answers, then he copies what they wrote. As most do.

Despite this, several children still give the wrong answers. Comments in the group chat read ‘miss wot is this’ and ‘miss i dont now’. One child in the group writes ‘PLZ I DONT LIKE THIS’ over and over again throughout the lesson.

I was deeply concerned that Madison be prepared for the immunization of teachers and all others connected with the opening of our public schools.

(1) That there be a plan to swiftly distribute the vaccine and teachers and staff know where to go NOW, when for their shots.

(2) That the following, City of Madison, Madison Public Schools, MTI, and Public Health, once they have a plan push to move teachers to the top of the list so we can get our schools opened for the obvious reason- too many kids are falling behind.

We need a quartermaster, an expert in logistics, NOW. Some one may claim that this is being done , but if the two people I spoke with have no knowledge of any such activity, it does not seem plausible.

Three staff members vying to become next Madison Teachers Inc. president

Three Madison Metropolitan School District staff members are vying to be the next Madison Teachers Inc. president.

One week after the most contentious presidential transition in generations, a much friendlier race is playing out with millions fewer voters.

“It is actually a very healthy part of our union to have these sorts of elections and to have these sorts of discussions,” said West High School dean of students Michael Jones, one of the three candidates. “The important thing is that the strength and the health of our union and our education community is there and we’re going to make sure that happens.

“I think we have a mutual respect for each other and an admiration.”

MTI members are voting this week for their choice. The top two vote-getters will advance to a second vote, which will take place next week.

Madison K-12 budget proposals don’t include raise levels pushed by union

As the Madison School Board is set to consider a vote on two 2020-21 budgets next Monday, the final proposals do not include the maximum base wage increase Madison Teachers Inc. has pushed for.

The board must approve two spending measures: a $495.7 million version in case the Nov. 3 operating referendum passes and a $478.9 million version that would be used if it fails. State law requires boards approve budgets before the end of October.

MTI leadership has asked district officials and School Board members to include a cost-of-living base wage increase at the full amount allowed, 1.8%, which would cost about $4.7 million, according to projections from earlier this year. The budget proposals released Friday, however, only include a 0.5% base wage increase — and that would only come if the operating referendum is approved, as the “non-passing” budget does not include a base wage increase.

The district’s proposals instead both fully fund “steps and lanes” increases for staff based on longevity and professional development. In the budget narratives, officials point out that alone is a “2% salary increase on average for employees,” at a cost of $5 million to the district, and that staff salaries in MMSD compare favorably to surrounding districts for “most employee groups.”

Commentary on Taxpayer supported Madison Schools’ compensation practices (and budget)

The budget vote this summer took place in a June 29 public meeting, and district spokesman Tim LeMonds pointed to a mention in the June 26 staff newsletter, which he called “the primary mechanism used for communicating to all staff.” In that newsletter, a “Budget Update” section on page two includes a mention of the pay freeze in its fourth paragraph among other details of the preliminary budget timeline.

“This effectively pauses our previously planned compensation increases and a few Strategic Equity Projects, not previously approved,” the newsletter states. “Although it is our hope that our budgetary landscape improves by late fall, we also need to be prepared for State budget reductions that may be coming in the upcoming months.”

Another teacher wrote in an email she did not know “anyone who was aware of the pay freeze until we got an email with a preview of our checks and we all realized our salaries were not updated.”

At the time of the preliminary budget approval, district chief financial officer Kelly Ruppel was projecting a loss of $7.6 million in state aid from what had been anticipated in earlier projections. Removing the salary increases saved $7.8 million.

Sadlowski wrote in an email the union is seeking “clarification on whose authority the unilateral change” was implemented. He added that they hope for “a swift resolution that adheres to the agreed upon terms” and that resolving it now would “help to avoid further acrimony than this adverse action has already created.”

MTI has also asked the district to seek volunteers, including within the teaching workforce, to staff in-person services and is encouraging all staff to get a COVID-19 test prior to working with students and families.

LeMonds wrote that the district had put together a “thoughtful health and safety plan” and said the summer child care model was “very successful.” Safety guidelines include masks, social distancing when possible, a symptom check before starting the program, staying home with a positive test or symptoms and working with public health to determine who should quarantine if there is a positive case within a building.

The classes are expected to be limited to 15 students per room and located at many elementary schools around the district.

When the district announced it was going virtual, Dean was initially relieved, he wrote, as he remains concerned about COVID-19. But if he had to work in-person he would “be extremely hurt if I caused harm to a kid or adult by spreading something I can’t tell is in my system.”

Catholic schools will sue Dane County Madison Public Health to open as scheduled

Shortly after normal office hours on Friday (08-21-2020) Madison/Dane County Public Health issued an order closing down in-school education for students above second grade at private schools for the upcoming school year — matching the voluntary stance taken by area public schools.

“This is clearly about making sure private schools aren’t allowed to show up the [unionized] MTI teachers in the public schools,” a well connected attorney told the Werkes.

In response, the Catholic Diocese of Madison plans to file lawsuit this week contesting the coronavirus pandemic order. Many Catholic schools had been scheduled to open today (Monday 08-24-2020). Fourteen diocesan Catholic schools are located in Dane County; another 20 outside the county in southwest Wisconsin.

Madison Teachers Inc. demands virtual school to start year

Madison Teachers Inc. is demanding the Madison Metropolitan School District begin the 2020-21 school year virtually amid the ongoing coronavirus pandemic.

In a press release Thursday, MTI asked district leadership to make five commitments:

  • All virtual learning for the first quarter of the school year and until health officials report zero new cases for 14 consecutive days

  • A larger operating referendum on the November ballot

  • Fund in-person safety supplies and protocols when return is possible

  • Assure all students have age-appropriate electronic devices and access to the internet prior to Sept. 1

  • Share leadership with employee representatives and the school community by “being transparent before making decisions on matters of significance.”

Madison teachers union backs removal of police from high schools

Madison’s teachers union is shifting its stance on school-based police officers and is now advocating they be taken out of the city’s main high schools — but only if 33 additional support staff are hired.

In a statement Sunday, Madison Teachers Inc. said it backs the removal of school resource officers, or SROs, stationed inside each of the Madison School District’s four main high schools — a move local activists have demanded of the district for years.

“We see the systematic racism that exists in our current structures and join the voices of our students and our community in calling for dramatic change in how we educate and interact with all of our students, especially those most marginalized in our schools and society,” MTI president Andy Waity said in the statement.

The major caveat, though, is MTI will only support the removal if certain positions at the four main high schools are staffed at recommended levels by the American Civil Liberties Union.

According to MTI, achieving those levels at each high school based on the ACLU’s “metric of equitable staffing” would require additional hires of:

One counselor, one nurse, one psychologist and four social workers for East.

One counselor, one nurse, one psychologist and five social workers for La Follette.

Two counselors, one nurse, one psychologist and five social workers for Memorial.

One counselor, one nurse and seven social workers for West.

“If we remove police officers from our schools, but do not adequately staff those same schools with social workers, nurses, counselors, and psychologists, we are perpetuating harm upon our most vulnerable young people,” the statement said.

Survey sent to Madison teachers details potential for cuts

A survey from Madison Metropolitan School District administration outlines the potential for more budget cuts coming amid the COVID-19 pandemic, with wage freezes and staff cuts among the options administrators are considering.

The two-question survey, sent to staff Friday, states that the district expects an additional $5 million to $9 million budget cut from the state legislature in the form of a budget repair bill to deal with revenue shortfalls related to the pandemic. It also asks teachers about their plans for the fall whether they would return to school in-person or work only virtually.

Madison Teachers Inc. discouraged members from responding to the survey in a Facebook post.

“We are urging you NOT to complete the District’s survey on budget priorities until MTI leadership has an opportunity to speak with MMSD affirming MTI’s role in representing you in negotiations around wages and discussions around changes to the Employee Handbook,” the post stated. “We need a unified voice and holding the survey until we’ve discussed these issues will send a message that we are united.”

The two options being considered to deal with the budget cuts, according to photos of the survey sent to the Cap Times, would be cutting 92 FTE positions while maintaining compensation increases or freezing most wage increases for one year while avoiding any FTE position elimination. The first option would also require updated staffing plans for the fall, according to the survey.

A letter sent to staff Thursday to let them know about the survey, which was posted to Facebookby School Board member Nicki Vander Meulen, stated there was still uncertainty about the size of the cuts.

“Given that 82% of our budget is in staffing related costs, we will not be able to move forward without some impact to our personnel budgets,” the letter said. “Finally, we are advocating with our partners at the local, state and federal levels to protect public education during times like these.”

Among the changes is one that would allow the district to choose who is laid off and designated as surplus staff based on qualifications rather than seniority. That is among a slate of administrator-proposed “preliminary recommendations” the board discussed Monday night during an Instruction Work Group meeting, with a vote anticipated at the full June 29 meeting.

According to a memo from staff, a review committee of eight administrators and eight staff representatives reached consensus on three items but did not do so on a host of others, including the layoffs. MMSD chief of human resources Deirdre Hargrove-Krieghoff said they plan to continue discussing the recommendations with Madison Teachers Inc. throughout the month.

“We understand that we still have about a month to meet and continue to work through coming to some consensus,” Hargrove said. “Our team is committed to doing that.”

MTI President Andy Waity wrote in an email to interim superintendent Jane Belmore and School Board members that MTI leaders were “shocked” to see the recommendations on the agenda Monday and hadn’t received any notice that the board would be discussing the handbook changes at the meeting.

“In fact, due to the pandemic and the lack of a Superintendent, we were under the impression that all Employee Handbook review work was suspended for the time being,” Waity wrote. “Then, last week, (Director of Labor Relations) Heidi Tepp scheduled a meeting with us on May 26 to share these ideas.”

An employee can be designated “surplus” when the staffing allocation for a school no longer includes enough positions for them to stay, resulting in the employee being transferred to another school.

According to a memo detailing the recommendations, “surplus” designations based on seniority could hamper the district’s push in recent years to hire more teachers of color, because newer teachers are more likely to be shuffled from school to school every year.

But the district and MTI meet annually to see if they can reach consensus on changes to the employee handbook, which replaced collective bargaining agreements.

Madison Superintendent Search Rhetoric



The Capital Times:

The decision by Matthew Gutiérrez to back out after his selection as the next superintendent of the Madison Metropolitan School District confirmed that he was not the right choice for this district at this time.

Now, the school board must make a better choice. That is unlikely to happen if the board conducts a national search and selects a superintendent who is looking to climb a “career ladder” from one district to the next.

The union that represents teachers and school employees, Madison Teachers Inc., makes a good point when is says that the board should focus on local candidates.

Scott Girard:

Gutierrez was one of three finalists, all of whom were people of color and all of whom were from out of state. The other two finalists were both black, and some black community leaders criticized the Gutierrez hire in a February letter, suggesting the district needed a black leader. Menéndez Coller is a member of the Latino Consortium for Action, which replied with its own letter in support of Gutierrez and asking the community to give him a chance.

“I want a Superintendent that understands equity and understands how to roll out specific initiatives that will allow Black kids, Hmong kids, Latino kids, kids of color move forward,” Menéndez Coller wrote in her email Monday.

Mirilli said the public discussion around the letters got her thinking about the challenges any new superintendent would face in Madison, but specifically one of color. She said that while it’s important to her and others to have a leader who has a different “personal experience” than has been represented in MMSD’s leadership in the past, it’s just as important for that person to “understand that they will have some blind spots.”

According to MTI’s memo, health insurance changes under consideration include:

  • Moving future retirees from health insurance plans offered through the district to the state Department of Employee Trust Funds’ Local Annuitant Health Program, a relatively new program for retired public employees.

  • Increasing employee premium contributions for teachers and other employees from 3% to 6% and for certain hourly workers, such as security assistants, from 1.25% to 2.5%.

  • Adding a $100 deductible for individual plans and $200 for family plans.

  • Dropping GHC and replacing it with a plan through Quartz.

  • Increasing employee premium contributions to 10% or 12%.

Keillor said a major increase in employee premium contributions is a “nonstarter.”

“We have not gotten any kind of sense over one that’s more preferred,” he said of the options under consideration. “Right now, I’d say none of these are preferable options to folks.”

But Keillor acknowledged the union doesn’t have a say in the decision other than amplifying the voices of employees because Act 10 — the 2011 law that severely limited the power of most public-sector unions — restricts unions to only negotiating on base wages.

Madison Teachers, Inc. Director Reflects on 2019 and the taxpayer supported School District’s Governance

Anderson, who posted about the incident on social media and became a face for the push against the “zero tolerance” practice the district had instituted, had been called a “b**** a** n****” by a student and told the student not to call him the n-word, using the word itself in the process. Another staff member, who had been disciplined the previous school year, went public soon after with her own story.

“I’d say 2019 was a very challenging year for educators and people in the schools,” Keillor said. “It’s always been challenging work, but in 2019 we had some particular challenges that our folks have faced.”

Keillor said one of those challenges was the staff discipline came at the same time the district continues its shift away from “zero tolerance” practices with student discipline, adding that there is more work to be done in getting teachers ready to implement the Behavior Education Plans that went into effect in 2013.

“Last year was very challenging with this contradiction between restorative work for students and highly punitive, zero tolerance for staff,” Keillor said. “Our conversations since the Marlon Anderson (incident), our hope is the school district is moving past that.”

At the same time, MTI itself is offering an increasing number of development opportunities for its staff, especially devoted to racial equity. Holding monthly Saturday sessions along with helping to organize book groups at individual buildings has helped the work spread districtwide, Waity said.




‘It’s just really important to learn’: Madison Teachers Union holds racial justice summits for MMSD staff

MTI staff member Kerry Motoviloff helped organize the monthly Racial Justice Summit gatherings, which are part of the union’s equity focus. They began last year, and were in development a year earlier as MTI received a grant funded through national teachers’ union dues.

The sessions’ popularity amid the district’s Black Excellence push made it an easy decision to bring them back this year, Motoviloff said, with the added benefit of the National Education Association testing out its EdJustice curriculum and bringing in national trainers once per month. 

Motoviloff, the MTI president-elect during the 2011 Act 10 protests, said it’s important for the union to make clear that it exists to do more than bargain with the school district over contracts. That bargaining is now relatively limited, given the maximum increase each year set by state law. Now, they’re trying to help teachers dive into a complex topic that can be tough to talk about with supervisors in the room.




Deja vu: 2008 – 2019 Credit for non MadIson School District Courses and Adult Employment

To help students make the transition to a higher-intensity setting, two Madison School District teachers spend time at Goodman South instructing courses with solely STEM Academy students and some with a mix of traditional college and high school students.

“We thought it was really important to have high school teachers be part of the program, teachers that kind of know 16-year-olds well and may already have relationships with students,” Green said.

MATC also has two resource specialists working with the students at Goodman South, acting as academic and career advisers.

Green said the district and college have been intentional about structuring the student schedules so they are on campus between about 8 a.m. and 2:30 p.m. This is designed so students can continue to participate in sports or after-school, extra-curricular activities, she said.

“We felt it was important for them to still have a connection to their home school,” Green said.

Miranda, the La Follette High School student, makes it back to the Southeast Side school three days a week to participate in three different clubs.

“I just felt like I left part of my high school experience or teenage experience back there, even though I have friends here,” Miranda said. “At the same time, I really do like this environment because it does fit with being mature and having your own independence.”

“The district and the union also have quarreled over the role of MTI members in online learning for seven years. Under the new agreement, ANY (my emphasis) instruction of district students will be supervised by Madison teachers. The deal doesn’t change existing practice but confirms that that practice will continue.”

You are quite new to the MMSD. I am EXTREMELY disappointed that you would “cave in” to MTI regarding a long-standing quarrel it has had with the MMSD without first taking the time to get input from ALL affected parties, i.e., students and their parents as well as teachers who might not agree with Matthews on this issue. Does this agreement deal only with online learning or ALL non-MMSD courses (e.g., correspondence ones done by mail; UW and MATC courses not taken via the YOP)? Given we have been waiting 7 years to resolve this issue, there was clearly no urgent need for you to do so this rapidly and so soon after coming on board. The reality is that it is an outright LIE that the deal you just struck with MTI is not a change from the practice that existed 7 years ago when MTI first demanded a change in unofficial policy. I have copies of student transcripts that can unequivocally PROVE that some MMSD students used to be able to receive high school credit for courses they took elsewhere even when the MMSD offered a comparable course. These courses include high school biology and history courses taken via UW-Extension, high school chemistry taken via Northwestern University’s Center for Talent Development, and mathematics, computer science, and history courses taken at UW-Madison outside of the YOP. One of these transcripts shows credit for a course taken as recently as fall, 2005; without this particular 1/2 course credit, this student would have been lacking a course in modern US history, a requirement for a high school diploma from the State of Wisconsin.
The MMSD BOE was well aware that they had never written and approved a clear policy regarding this matter, leaving each school in the district deciding for themselves whether or not to approve for credit non-MMSD courses. They were well aware that Madison West HAD been giving many students credit in the past for non-MMSD courses. The fact is that the BOE voted in January, 2007 to “freeze” policy at whatever each school had been doing until such time as they approved an official policy. Rainwater then chose to ignore this official vote of the BOE, telling the guidance departments to stop giving students credit for such courses regardless of whether they had in the past. The fact is that the BOE was in the process of working to create a uniform policy regarding non-MMSD courses last spring. As an employee of the BOE, you should not have signed an agreement with MTI until AFTER the BOE had determined official MMSD policy on this topic. By doing so, you pre-empted the process.

Commentary on possible Full Day 4K in Wisconsin

According to a fiscal estimate attached to the bill, 32 of the state’s 421 school districts currently offer full-day 4K Monday through Friday.

The estimate acknowledges the incentive for districts to move to full-day 4K if the bill is approved, but also points out some caveats and states that DPI does not have data on how many districts would expand if the bill were approved.

“Other factors would have to be considered, such as available space and the wishes of the local community to expand the 4K program,” the narrative states.

Madison Teachers Inc. executive director Doug Keillor wrote in an email that MTI had not reviewed all of the details of the proposal, but was generally in support.

“MTI strongly supports legislation which would allow school districts to expand the delivery of 4K services, including the ability for school districts to offer full-day 4K programs,” Keillor wrote. “Any and all investments in early childhood education produce dividends down the road and help us close gaps.”

COMMENTARY on Madison k-12 teacher compensatioN: 2 + 2.44 + benefits

In addition to a higher base wage, the district has said that, on the average, employees will receive another 2% salary increase this year based on a salary schedule that awards experience and education.

But MTI has said about 1,000 employees, including some of the lowest paid, won’t receive more money through the salary schedule, arguing a full base-wage bump is necessary to keep up with the cost of living.

The agreement won’t take effect until approved by both the union members and the School Board, according to the Facebook post.

Madison has long spent far more than most taxpayer supported K-12 school districts, between $18k and 20k per student, depending on the district documents reviewed.

Yet, we have long tolerated disastrous reading results.

Years ago, a senior Madison teacher mentioned to me that the local union leadership traded benefit growth for reduced salary increases, which affected younger teachers.

The Madison school district has benefited greatly from a growing property tax base – supported by a massive federal taxpayer electronic medical record subsidy (nearly $40B since 2011!). Will that continue? What happens if things change?

As we look towards the 2020 US presidential election, could Ms Ocasio-Cortez’s leftwing politics become the anthem of choice for America’s millennials?

But before we look forward, it is worth going back a bit. The 2008 crash itself didn’t destroy wealth, but rather revealed how much wealth had already been destroyed by poor decisions taken in the boom. This underscored the truism that the worst of investments are often taken in the best of times.

Mr Bernanke, a keen student of the 1930s, understood that a “balance sheet recession” must be combated by reflating assets. By exchanging old bad loans on the banks’ balance sheets with good new money, underpinned by negative interest rates, the Fed drove asset prices skywards. Higher valuations fixed balance sheets and ultimately coaxed more spending and investment. However, such “hyper-trickle-down” economics also meant that wealth inequality was not the unintended consequence, but the objective, of policy.

The Madison teachers union, Madison Teachers Inc., is demanding the full cost-of-living increase. According to the union, more than 1,000 district employees, or about one-quarter of all staff, are slated to only receive a base wage increase in 2019-20. Bargaining between the two sides is ongoing.

“We will continue to demand a 2.44% cost-of-living base-wage increase for all employees, regardless of the state budget decisions,” MTI said in its weekly newsletter Monday.

Carusi’s plan would cut $1.6 million from administration and “strategic equity investments,” including reducing conference travel expenses by $250,000 and leaving seven of nine vacant positions in administration unfilled for $600,000 in reductions.

It published multiple pieces by and about James Damore, author of the infamous “Google memo” that questioned the company’s diversity policies, and came down squarely on the side of the so-called grievance-studies hoax, in which three scholars punked humanities journals by submitting creative nonsense cloaked in social-justice buzzwords.

MCPS has recently come under fire for allegedly inflating the grades of its students by altering the semester grading policy in 2015. The altered policy reversed the former downward trend grade calculation with a quality point mathematical grade calculation, and the number of As and Bs students have received in the ensuing school years has risen exponentially. Whether or not the rise in higher semester grades is an unintended consequence or a deliberate goal of the altered grading system is the mystery this investigation sought to solve. The Washington Post recently investigated this issue, concluding that MCPS is guilty of grade inflation and urging action to be taken.
Over the course of the past six months, we have looked into numerous sources of information, with our most prominent source being interviews around the local community. We have conducted a total of 42 interviews, many of which feature students, teachers and even school board members. We also looked through online data of MCPS grade trends, MCPS standardized testing score and RM’s school profile for college admissions. Since the issue of grade inflation has also recently come into the spotlight in the news media, we were able to obtain more information from both local and national news outlets. Additionally, we filed public record requests for more specific data regarding MCPS grades and sent emails to multiple college counselors requesting an interview about the subject; however, all of these requests did not receive a reply.

Seat 3: Caire vs. Carusi
Logan Wroge:

“There’s no one in the history of Madison schools that has my professional record,” he said.

Carusi has reviewed budgets and policies during 12 years of attending School Board meetings and has actively served in parent leadership roles, which puts her in a “unique position of someone who’s not been on the board but really has been watching the board and knows what’s going on.”

The district needs to explore new teaching methods and school models, such as a school dedicated to performing arts, Caire said, along with increasing access to early childhood education and making the district attractive to retain families and draw in new ones.

“I also want (students) to have the type of education that’s going to prepare them to be problem-solvers in the future,” he said. “I don’t think any of our kids are getting that by a large measure, white kids, black kids. It’s the same old 13 years of liberal arts education that’s boring.”

Seat 4: Blaska vs. Muldrow:

In the most ideologically divided Madison School Board race this year, David Blaska and Ali Muldrow offer stark contrasts for voters when they decide April 2 who takes over Seat 4.

Muldrow said the achievement gap is “what defines our community.” She wants to include information on “medically accurate, inclusive human growth and development” throughout the K-12 curriculum to teach children about anatomy, stages of development and how to better understand their emotions. She said a priority is having arts every day.

“More dance, more music, more theater, more planning time and smaller classrooms are things I care about,” said Muldrow, co-executive director of GSAFE, the Gay Straight Alliance for Safe Schools. “My opponent and I are really different people who have really different values and bring different priorities to the table.”

Blaska, a former Dane County supervisor and conservative blogger, argues the district is obsessed with “identity politics” and said correcting bad behaviors has become administratively burdensome. He wants teachers to be in charge of classrooms and principals in charge of schools. His priorities would be “discipline, discipline, discipline.”

“I’m very much a political realist. I’m doing this because it needs to be said, and because I know it will get a receptive audience,” Blaska said. Muldrow, he said, “is wedded to identity politics, and for her, everything is race and not behavior.”

In February, Muldrow won 56 percent of the vote in a four-way primary followed by Blaska with 23 percent.

Muldrow lost the 2017 race for Seat 6, and Blaska has not run for School Board previously.

Seat 5: Mertz vs Mirilli

Six years ago TJ Mertz and Ananda Mirilli appeared on a primary ballot that resulted in Mirilli placing third behind another candidate (Sarah Manski) who dropped out after the primary, all-but ensuring Mertz’s victory. Now the two are finally going head-to-head April 2 for Seat 5.

Logan Wroge:

Seat 4
Ali Muldrow took in $14,144 this reporting cycle — with more than $5,500 coming from other fundraising committees — versus the $6,605 raised by David Blaska, a former Dane County Board supervisor and conservative blogger. Muldrow received $4,500 from MTI.

Muldrow, co-executive director of GSAFE, ended the reporting period with $14,241 in cash available. Blaska had a cash balance of $2,635.

K-12 Governance Diversity: the 2019 Madison School Board Election, Parental Choice and our long term, disastrous reading results

Endorsements in this month’s School Board primary from the influential Madison teachers union include one for a candidate who sends her two children to the kind of charter school strongly opposed by the union.

Madison Teachers Inc. this week endorsed Ali Muldrow over David Blaska, Laila Borokhim and Albert Bryan for Seat 4; Cris Carusi over Kaleem Caire for Seat 3; and incumbent TJ Mertz and Ananda Mirilli over Amos Roe for Seat 5.

Muldrow was among a group of parents and other advocates for Isthmus Montessori Academy when it sought to become a district-authorized charter school in 2017, after first opening as a private school in 2012.

The School Board voted down that plan 4-3, and Isthmus Montessori Academy pursued and won a charter through the University of Wisconsin System Office of Educational Opportunity. It converted to a tuition-free, state-supported independent charter in 2018. Muldrow’s children continue to attend the school.

MTI executive director Doug Keillor said the decision to endorse Muldrow “was based on numerous factors important to Madison educators and was not dependent exclusively on the school that her children attend.”

Former Madison School Board member Ed Hughes:

“The notion that parents inherently know what school is best for their kids is an example of conservative magical thinking.”; “For whatever reason, parents as a group tend to undervalue the benefits of diversity in the public schools….”

If we don’t reach our benchmarks in five years, they can shut us down”. There is no public school in Madison that has closed because only 7 to 9% of black children have been reading at grade level for the last 20 to 30 years”.

Though these dismal trajectories are well known, Madison School District’s reading scores for minority students remain unconscionably low and flat. According to the most recent data from 2017-18, fewer than 9 percent of black and fewer than 20 percent of Hispanic fourth graders were reading proficiently. Year after year, we fail these students in the most basic of our responsibilities to them: teaching them how to read.

Much is known about the process of learning to read, but a huge gap is between that knowledge and what is practiced in our schools. The Madison School District needs a science-based literacy curriculum overseen by licensed reading professionals who understand the cognitive processes that underlie learning how to read.

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

“Carusi is opposed to vouchers and independent charter schools and strongly believes that we need to continuously work to improve our public schools, rather than support alternatives,” MTI’s endorsement said.

Caire’s One City Schools, which expanded from One City Early Learning Center, is one of the state’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

2019 Madison School Board Election: Madison Teachers Union Candidate Questions

Nearly all current candidates for the Madison School Board have started to make their case to voters and potential endorsers as the primary election heats up. That included answering questions from Madison Teachers Inc., the city’s teachers’ union.

Nine candidates are running for three seats on the seven-person School Board. MTI executive director Doug Keillor said candidates had to send in answers to the questionnaire by Jan. 11. On Wednesday, School Board candidates interviewed with the political action arm of MTI, which is comprised of 13 people who guide the union’s endorsement process during each election cycle.

Candidate Amos Roe, who is running for Seat 5, was the only current candidate who did not submit a questionnaire. Keillor said they reached out to Roe multiple times but did not receive a response. Skylar Croy, who withdrew from the race but whose name will still appear on the Feb. 19 ballot, also did not submit a questionnaire or interview with MTI.

The questionnaire also includes several questions about teachers’ ability to have a say in their compensation and working conditions, and asks whether the candidates “support the reinstatement of collective bargaining rights for all public employees (currently prohibited by Act 10)?”

Act 10 is the controversial 2011 law passed by Republicans that stripped most collective bargaining rights from most public-sector employees. MTI mounted a failed legal challenge to the law.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Some Madison schools sign on to Black Lives Matter event that calls for dumping police

Some Madison schools will participate next year in a Black Lives Matter event that features a call to “fund counselors, not cops” — despite the School Board’s decision this week to keep police officers in the Madison School District’s four main high schools.

Hamilton Middle School said in an email to community members Thursday that it would participate in Black Lives Matter at School week Feb. 4-8. “Other schools in Madison” are also participating in the event, according to the email.

The BLM at School movement began in 2016, according to the group’s website, and its first “week of action” was in February of this year. In addition to cutting funding for school-based police officers — commonly known as educational, or school, resource officers — the movement’s other three goals are to:

End “zero tolerance” discipline and implement more restorative justice programs.

Hire more black teachers.
Mandate black history and ethnic studies in K-12 curriculum.
Andrew Waity, president of the Madison teachers union, Madison Teachers Inc., said in a Friday email that “MTI members have been interested in participating in this event for a while and first brought it forward last year.”

But that “does not change our existing position of support for Educational Resource Officers in (Madison School District) high schools,” he said. “We believe that it is the responsibility of the district and (the Madison Police Department) to develop a contract that defines the roles and responsibilities of these officers.”

Hamilton is Madison’s least diverse (Madison K-12 statistics) middle school, yet, we recently expanded it.

“The data clearly indicate that being able to read is not a requirement for graduation at (Madison) East, especially if you are black or Hispanic”

Meanwhile, in a sign of how the Madison district is responding to subsequent charter applications, former Madison School Board member Ed Hughes said he went before the Goodman Community Center’s board on the district’s behalf on Sept. 24 to express the district’s opposition to another proposed non-district charter school, Arbor Community School, which was looking to partner with the Goodman center.

Arbor has not entered contract negotiations with OEO yet, according to incoming OEO director Latoya Holiday, but has been approved for a charter contingent on finding a location. Goodman executive director Becky Steinhoff said the school first approached the center in early summer about using space there and possible other, later collaborations.

Hughes said he delivered a letter from Madison superintendent Jennifer Cheatham that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, and told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

In the letter to UW System president Ray Cross, which is dated Sept. 24, Cheatham points to alleged deficiencies in Arbor’s application, and accuses OEO of not sharing information with the district about the proposed school.

“I am writing you to formally request that the OEO immediately terminate contract negotiations with (Arbor Community School) or, at the very least, require that this school not be located in the City of Madison,” she writes.

Steinhoff said partnering with a charter school such as Arbor would likely be controversial in Madison but that even in the absence of the district’s opposition to the school and Hughes’ appearance before the board, the board “probably” would not have authorized further discussions with Arbor.

Mertz said he will look to highlight his record during the campaign, and also talk about building trust and accountability in the Madison Metropolitan School District.

“In order for us to provide our students the education they deserve, we need to work to repair the breakdowns of trust we see manifested in the divisions within our schools, within our community, and between too many of our families and our schools,” Mertz said. “We need to respect each other, assume the best intentions, and work together with honesty and hope.”

Madison’s teachers union wins re-certification election

Propelled by an 80 percent turnout rate, Madison Teachers Inc. won its annual re-certification election Monday, according to results released by the Wisconsin Employment Relations Commission.

Most public sector unions in the state are required under Act 10 to participate in annual certification elections in order to retain their standing as labor representatives for public employees. Unlike political elections, however, unions must have 51 percent of all eligible employees vote to recertify the union. Because of this set up, eligible employees that do not cast a ballot are counted essentially as votes against re-certification.

More than 80 percent of employees represented by MTI voted, with 99 percent of ballots supporting MTI.

“The huge turnout and large margin of victory is a testament to the value that Madison teachers, educational support employees and substitute teachers continue to place in their union,” Doug Keillor, MTI’s executive director, said in a Tuesday statement. “Our members are committed to standing together to advocate for their profession, their students and for public education, regardless of the hurdles thrown our way by the governor and Legislature.”

Madison has long spent far more than most K-12 taxpayer funded school districts, yet we have tolerated disastrous reading results and curious graduation rates.




Civics: Ngar Min Swe given 7 years for Facebook post

A former newspaper columnist has been sentenced to seven years in prison and fined K100,000 (US$63) for violating the country’s sedition law in a Facebook post.

Ngar Min Swe, also known as Sar Min Swe, was found guilty in Yangon Western District Court on Monday of inciting hatred against the government in his Facebook post of January 24, in violation of section 124A of the penal code.

The court ruled against Sar Min Swe after 11 hearings. He did not have a lawyer but represented himself in court.

During the Tatmadaw (military) government, U Min Swe was a weekly columnist in state-owned newspapers who wrote articles critical of Daw Aung San Suu Kyi, who is now head of government. His pro-government articles at the time earned him the nickname “Phar (Toady) Min Swe”.

Madison’s K-12 Governance & Discipline Climate: Teacher Union View

We saw the article in the Wisconsin State Journal on Monday, March 26th and found the tone of your quotes in the article disturbing and provocative. We have heard similar concerns from MTI membership.

The primary concerns center around the impression given that MMSD staff is not engaging in proactive work around student behavior, and are engaging in actions that fail to “warn” students before more serious behaviors occur. The article on the front page appeared to place blame on educators in schools.

The reality is that MTI members, leaders and staff have been calling for more interventions, more support and more accountability for student behaviors at the lower tiers. The call for changes to the current climate in our schools is resounding across MMSD. We know that you have heard this as well in your visits to schools. The idea that staff is not intervening with students out of fear or for other reasons is a willing and political deflection of responsibility from administrators (primarily non-school based) onto teachers and other staff in our schools. Our data and other measures of climate are a product of many factors that include a sense of frustration around a lack of consistently effective supports for our staff and students around behavior education.

We fully recognize a need to change outcomes for our students and the need to engage in work that reduces disparities around achievement and discipline. The way to do this is to develop systems that increase shared accountability and maximize supports at the individual student and classroom level. Engaging in shared leadership that includes staff, students, families, community and administration is critical, and that level of collaboration doesn’t currently exist here.

If the WSJ article represented your sentiments inaccurately then you should clarify to MMSD staff and the public. Your words do matter a great deal to your staff. We look forward to hearing from you.

Commentary on Wisconsin Teacher Union Certification Election Data

The MTI case was a narrow one. Like all public unions, thanks to Scott Walker’s infamous Act 10 MTI has to hold an annual certification election supervised by the Wisconsin Employment Relations Commission to continue representing workers. But Act 10 requires approval of not the majority of those voting, but a majority of all members, whether they vote or not.

During a recent multiday election, the union had asked WERC for a list of members who had voted, but WERC turned down the request, claiming that it might open employees who hadn’t voted to intimidation from the union. MTI filed suit for the list under the state’s open records law and won in Dane County Circuit Court.

The state appealed to the high court, which quickly reversed the lower court’s decision. It shouldn’t, given the current control of the court, have come as a surprise.

What was a surprise, though, was the court’s cavalier dismissal of the open records argument, a dismissal that many openness advocates believe could spell huge problems for future records cases. In essence, the court ruled that it is more important to protect union members from the possibility they may be pressured to vote than to uphold the state’s historic openness laws.

Commentary on Diversity and Academic Goalposts



Ed Hughes:

Madison West students did better in every category where there is a basis for comparison. (The number of Madison West students of two or more races who took the test was below the threshold for DPI to calculate an average score.) So why does Middleton have the higher overall average? This outcome is completely determined by the demographics of the schools. There are more West students than Middleton students in the lower-scoring categories, and this effect overwhelmed West’s clear superiority in the category-by-category comparisons.

There is more evidence of diversity’s negative impact on school comparisons all around us. For example, Google “best schools in Dane County.” You’ll get greatschools.org, or perhaps Zillow, which incorporates GreatSchools ratings. GreatSchools assigns a rating on a 1-to-10 scale to every school around. From all that appears, the GreatSchools ratings are the most commonly referred to sources of information about the relative quality of schools available to newcomers to our area or those contemplating relocation.

The GreatSchools rankings of Dane County schools appear to be entirely based on the results of standardized tests, undifferentiated by school demographics, income levels, or anything else. Not surprisingly, there is a substantial diversity deduction in these rankings. To understand why, we need to focus on how the ratings reflect the achievement levels and preponderance of white students at our schools.

Looking at the standardized test scores of white students provides an evenhanded if partial basis for comparison, unaffected by the schools’ differing demographics. In addition, it is the white families in the Madison area who are in the best position to affect the level of diversity in our schools, primarily through their choices of whether to enroll their students in Madison public schools or suburban or private alternatives. In light of this, it makes sense to tailor the analysis to the considerations that would be most relevant for them, in part so that we can have some basis to assess the validity of a “school quality” explanation for choosing a non-MMSD school.

The following tables shows three data points for the high schools in the Madison area: 2015-16 average composite scores for white students taking the ACT Statewide exam administered to all students in grade 11; percentage of the student body comprised of white students; and GreatSchools ranking on its 1-to-10 scale.

Wisconsin DPI Superintendent Tony Evers Responds to Madison Teachers’ Questions

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

“Why I’m Sticking to the Union – and Others Should Too”

Joining a union is an act of faith: a belief that people coming together with similar daily work lives can have an impact on those people who may have goals that don’t take into account anything but the bottom line. By joining a union, you are asserting that you were not put on this earth merely to do what you were told, but that you believe you should have a say in your own livelihood. But more than that, as a union member you believe that wealth should be more evenly
distributed, that supervisors should not have absolute power, and that the details of the actual work should be mutually agreed upon, because you cannot get that coal out of the ground, that car made, or that student to graduate without a contract that respects both sides. But joining a union is also a practical matter. Wherever unions exist, wages are higher. That is one reason why corporate interests throughout history have tried to weaken unions whenever they can. Fair wages, vacation days, sick leave, maternity leave, overtime, seniority, even the notion of a 40 hour work week – all exist because of the Labor Movement, and all cut into a company’s bottom line. When you pay union dues, you are supporting a staff that bargains on your behalf, that defends you when you require defending, or, more likely, defends someone else you might not even know who has your same job and is being treated unfairly. If the accused has truly screwed up, they get due process and what’s coming to them. If they haven’t, they are not simply fired in a Donald Trump dreamworld but are given their job back. The employer, meanwhile, is given a message not to abuse its authority.

Madison teachers are now actively responding to two union-busting rules justified by our state legislature’s notion of fairness: the elimination of automatic dues deductions by employers, and the option for teachers to not pay their “fair share” dues once our contract expires on June 30th. “Fair share” dues refers to the decades-old court ruling that workers who choose not to join a union must still pay for those services that they benefit from. The recent 4-4 Supreme Court deadlock on “fair share” upholds this practice for private sector unions but doesn’t affect Wisconsin’s teachers and other public employees under Act 10. Starting this month, teachers in every Madison school will be encouraging each other to continue their membership with MTI by supplying their bank’s routing number to pay dues. Some will need convincing, and some will want to pocket their dues now that they can. This will surely cause tension among colleagues. Also causing tension will be the teacher who keeps the money and then finds himself unfairly disciplined and in need of union representation he is now not entitled to. It’s a nice divide and conquer ploy, and those responsible deserve credit for their meanness.

On the other hand, heading into this new, mean work environment gives Madison teachers a chance to come together in solidarity, to freshly justify our existence, and to educate a new generation of teachers why we have just cause, paid sick days, and other things we now take for granted. The continued existence and influence of MTI will no doubt keep the meanest politicians up at night, which is just another reason to sign up.

Wisconsin DPI Electronic Licensing – Start Early

The Department of Public Instruction receives 36,000 teacher license applications each year (initial and renewal applications). To help make this process more efficient, DPI created the Educator Licensing Online (ELO) System in December, 2013. DPI no longer accepts paper applications for license renewal; one must complete and submit the renewal application through this online system.
Don’t wait until the last minute to prepare for a license renewal. If your license is set to expire on June 30 of this year, start collecting the required documentation early. You will need to provide information about the certifications currently held (they can all be renewed), and where and when you completed your certification (you can provide multiple IHEs). If you were licensed in 2004 or after, you must have your PDP reviewed and approved. Once that is accomplished, the District will provide that information directly to DPI.
If you are renewing your license through the completion of 6 university credits, have electronic (scanned) verification available, so it can be uploaded during the application process. All applicants will need to complete a Conduct and Competency Questionnaire and will need to scan and upload an Employment Verification form (#1613) signed by MMSD Human Resources. Using the new system the first time can be confusing and frustrating. Having all the information and/or materials you need, will help to make the application process go more smoothly.
A one-time, one-year license extension is possible. Failure to renew one’s license can be considered a severance of one’s teaching contract, and will be considered a resignation by the District.

Employee Handbook Discussions to Be Scheduled

While Act 10 limits bargaining to base wages only, all other issues and conditions of employment are addressed as part of the Employee Handbook development process. Last year, MTI worked with MMSD administration and the Board of Education to establish a new collaborative process for continued employee voice in the development of the Employee Handbook. That collaborative process commenced last summer and, after months of difficult discussions and eventual BOE approval, produced an Employee Handbook that continues the pay, benefits, and working conditions most critical to employees, while forging acceptable compromises in other areas. This summer, the joint Oversight Group of employee and management representatives will meet again to discuss, and possibly recommend, potential modifications to the Employee Handbook. Later this spring, MTI will be surveying MTI members to identify what changes they would like to see in the Employee Handbook.




Commentary on Madison’s Teachers Union and a State Supreme Court Election

In a brief speech last weekend at the shindig for John Matthews — who retired in January after 48 years as executive director of the Madison teachers union — Kloppenburg said she “couldn’t miss gathering with some of the best people in Wisconsin to honor the most amazing John Matthews.

Matthews is not known for his politically independent views — or his circumspection. He hasn’t been shy about hating on the Madison School Board, for example.

Kloppenburg’s campaign has also hinged on painting Bradley as a partisan because she’s a three-time Walker appointee to the bench and a member of conservative groups such as the Federalist Society.

By contrast, Kloppenburg’s website describes her as “running for Supreme Court to help maintain a judiciary that is non-partisan, independent and free from special interests.”

Bradley makes the same hollow promises on her website, but also self-identifies as a conservative with a few well-known code phrases (e.g., her approach “is to interpret the law, not invent it”).

Madison Teachers, Inc. Budget Reductions

On March 7, MTI Executive Director Doug Keillor and MTI Office Manager Yvonne Knoche presented the recommended 2016-17 MTI Budget to MTI’s Finance Committee. The Committee unanimously approved the recommendation. In acknowledgment of the financial uncertainties ahead, the Budget recommends a 20% reduction in MTI expenditures for the 2016-17 school year, achieved primarily via staff salary and benefit savings. The Budget also recommends no dues increases, and the compression of teacher unit dues from twenty (20) levels to only four (4).

Pursuant to MTI Bylaws, the Budget will next be presented at the March 15 MTI Faculty Representative Council meeting. The meeting will commence at 4:15 p.m., at the Madison Labor Temple (Room 201B). All MTI members, from all bargaining units, are welcome to attend. In addition to an explanation of the Budget, we will also discuss the upcoming MTI membership campaign, as we transition from payroll deduction of Union dues to “direct dues” payment via electronic funds transfer.

Following the presentation at the Faculty Representative Council meeting, the Bylaws require that the Budget next be presented for approval at a meeting of MTI’s Joint Fiscal Group (JFG). The JFG is comprised of representatives of all five MTI bargaining units. That meeting will take place at the April 19 Faculty Representative Council meeting.

When the Collective Bargaining Agreements expire on June 30, 2016, additional Act 10 prohibitions will apply to MTI, including the elimination of fair-share payments and the prohibition of payroll deduction for Union dues. To prepare for these changes, MTI will be engaging in a membership campaign this spring to transition from “payroll deduction” of Union dues to “direct dues” payment (i.e., payment via electronic funds transfer/automatic bank draft).

MTI has contracted with a vendor to develop a “direct-dues” platform (webpage) that will allow Union members to simply log-on to a website and enter their checking/savings account information to have their monthly union dues deducted automatically from their account (rather than deducted from their paycheck). MTI is also working on establishing the MTI budget for 2016- 17, including the dues amounts. After the draft budget is approved by the MTI Finance Committee, an overview of the budget will be shared at the March 15 MTI Faculty Representative Council meeting. MTI members from all units are welcome to attend this meeting to learn more about the budget and the membership campaign.

Once the “direct-dues” platform is operational and the MTI budget is established we will commence a membership campaign to convert MTI members from payroll deduction to direct dues payments. Those who complete this process and continue their membership will continue to benefit from MTI representation and assistance. Those who elect to discontinue their membership will no longer receive MTI representation or assistance.

On his pending retirement, Matthews said, “I never thought this day would arrive, but I provide this notice knowing we have accomplished so much for MTI members, that while I leave with a heavy heart it is one filled with great satisfaction.” He added that he would remain available to MTI whenever his advice or assistance is needed; that he will continue to help individuals however he can; and that he will continue to be active in social justice.

John Matthews, longtime head of Madison teachers union, to retire in January



“I would guess, frankly, that no other school district union in the country has had a leader who has served as long as John,” Bellman said. “Because a union is democratic, his longevity is vivid evidence of the way he’s perceived by the people he serves. His ability to interact with members, to serve them, to be appreciated by them — I just don’t think there’s anyone else in the country like that.”

Former Madison schools superintendent Art Rainwater, who led the district for 10 years with Matthews as head of the union, said that while the two had disagreements, “we also did a lot of good things together to strengthen the district.”

Asked if Matthews ever angered him, Rainwater said, “Of course, and I’m sure I made him mad. But the goal was not to let that anger linger or let that anger affect the way we worked.”

Regardless of the tenor of their interactions, “you never doubted when you worked with him that his primary interest was in protecting his employees,” Rainwater said. “That was his job, that was his role, and he was really good at it.”

To many MTI members, Matthews has been a beloved presence, known as much for his personal kindness as his fiery leadership. He routinely receives standing ovations from members when he’s introduced at union gatherings.

Parent-Teacher Conferences: Contract Language

The terms and conditions of the 2015-16 MTI/MMSD Collective Bargaining Agreement relative to Parent-Teacher Conferences provides the following:

“All teachers are required to attend up to two (2) evenings for parent teacher conferences per contract year as directed by the teacher’s building administrator. Teachers participating in evening parent‐teacher conferences will be provided a compensatory day off as designated on the School Calendar in Section V‐L. In recognition of 4K, non‐ SAGE 2nd grade, non‐SAGE 3rd grade, 4th grade and 5th grade teachers having more parent‐teacher conferences due to increased class size, such teachers shall be released from the early release SIP‐aligned activities Monday during the months of November and March. At the elementary level conferences will be held in lieu of the report cards for the reporting periods in which they are held.”




Madison’s Schwerpunkt: Government School District Power Play: The New Handbook Process is worth a look



Wisconsin’s stürm and drang over “Act 10” is somewhat manifested in Madison. Madison’s government schools are the only Wisconsin District, via extensive litigation, to still have a collective bargaining agreement with a teacher union, in this case, Madison Teachers, Inc.

The Madison School Board and Administration are working with the local teachers union on a new “Handbook”. The handbook will replace the collective bargaining agreement. Maneuvering over the terms of this very large document illuminates posturing and power structure(s) in our local government schools.

Madison Superintendent Jennifer Cheatham wrote recently (September 17, 2015 PDF):

The Oversight group was able to come to agreement on all of the handbook language with the exception of one item, job transfer in the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. My preliminary recommendation is as follows:

Job Transfer for all support units

Superintendent Recommendation
That the language in the Handbook with regard to transfer state as follows: Vacancies shall first be filled by employees in surplus. The District has the right to determine and select the most qualified applicant for any position. The term applicant refers to both internal and external candidates for the position.

The District retains the right to determine the job qualifications needed for any vacant position. Minimum qualifications shall be established by the District and equally applied to all persons.

Rationale/Employee Concern

Rationale:
It is essential that the District has the ability to hire the most qualified candidate for any vacant position—whether an internal candidate or an external candidate. This language is currently used for transfers in the teacher unit. Thus, it creates consistency across employee groups.
By providing the District with the flexibility of considering both internal and external candidates simultaneously the District can ensure that it is hiring the most qualified individual for any vacant position. It also gives the District opportunities to diversify the workforce by expanding the pool of applicants under consideration. This change would come with a commitment to provide stronger development opportunities for internal candidates who seek pathways to promotion.

Employee Concern:
The existing promotional system already grants a high degree of latitude in selecting candidates, including hiring from the outside where there are not qualified or interested internal applicants. It also helps to develop a cadre of dedicated, career-focused employees.

RE: Update to Handbook following Operations Work Group

The Operations Work Group met on Monday September 21, 2015. Members of the Oversight Group for development of the Employee Handbook presented the draft Employee Handbook to the Board. There was one item on which the Oversight Group was unable to reach agreement, the hiring process for the support units. Pursuant to the handbook development process, this item was presented to me for review and recommendation to the Board. There was discussion around this item during the meeting and, the Board requested that members of the Oversight Group meet again in an attempt to reach consensus.

Per the Board’s direction, District and employee representatives on the Oversight Group came together to work on coming to consensus on the one remaining item in the Handbook. The group had a productive dialog and concluded that with more time, the group would be able to work together to resolve this issue. Given that the Handbook does not go into effect until July1, 2016, the group agreed to leave the issue regarding the hiring process for the support units unresolved at this point and to include in the Handbook the phrase “To Be Determined” in the applicable sections. As such, there is no longer an open item. When you vote on the Handbook on Monday, the section on the “Selection Process” in the various addenda for the applicable support units will state “To Be Determined” with an agreement on the part of the Oversight Group to continue to meet and develop final language that the Board will approve before the Handbook takes effect in the 2016-17 school year.

1. The Wisconsin Institute for Law and Liberty has filed suit to vacate the Madison government schools collective bargaining agreement with Madison Teachers, Inc.

2. Attorney Lester Pines has spent considerable time litigating Act 10 on behalf of Madison Teachers, Inc. – with some success.

3. The collective bargaining agreement has been used to prevent the development of non-Madison Government school models, such as independent charter, virtual and voucher organizations. This one size fits all approach was manifested by the rejection [Kaleem Caire letter] of the proposed Madison Preparatory Academy IB charter school.

Of the grievance procedure, MTI Legal Counsel Lester Pines said:
“I congratulate MTI and its sister Unions of District employees (AFSCME and The Building Trades Council) for achieving an agreement that the Independent Hearing Officer will be mutually selected by the Union and the District (Act 10 would have enabled the Board of Education to unilaterally appoint the Hearing Officer), and that a grievance can be filed regarding extensive provisions included in the Handbook (Act 10 would limit grievances to termination, discipline and issues regarding work-place safety), and further achieving a limit on what the Board can consider should an appeal of the Hearing Officer’s ruling, enabled by the Statute, be made to the Board. That the Unions gained agreement that the Board cannot consider anything other than the evidence, testimony and decision by the Hearing Officer; i.e. the Board cannot consider any new claims, evidence or testimony, ONLY that on which the Hearing Officer based his/her decision. That provides anexceptionalsafeguardforDistrictemployees.MTI leads the way again.

Act 10 prohibits a Union from negotiating the binding arbitration of grievances. The law provides that every municipal employer, including school districts, must adopt a grievance procedure containing: (1) a written document specifying the process that a grievant and the employer must follow; (2) a hearing before an Independent Hearing Officer; and (3) an appeal process in which the highest level of appeal is to the governing body of the local unit of government (i.e., Board of Education). The law limits the grievance procedure to termination, discipline and issues regarding work-place safety and it enables the employer (Board of Education) to unilaterally select the Independent Hearing Officer. As noted, MTI was able to significantly improve the latter two categories to the benefit of Union members.”

Educator Effectiveness Evaluation System

Educator Effectiveness is the new educator evaluation tool required of all teachers and principals throughout Wisconsin. This new system is a new culture for MTI members: it utilizes a new language (SLO, PPG, artifacts); a new set of values (students’ academic achievement is a part of the process); and a new calendar (it’s a year-long process). And all teachers, whether or not they are being formally evaluated in a given year, will be involved in parts of the process.

Educator Effectiveness has two main parts. It balances educator practice (using the Charlotte Danielson model) with student performance outcomes. Each year, all teachers are to develop a Professional Practice Goal (PPG) and a Student Learning Objective (SLO) which must be documented in the Teachscape Software module. One aligns their PPG with an area within the Danielson model framework that the teacher wishes to develop or focus upon. It could have to do with planning, instruction, assessment, or any professional responsibility (for example: communication or collaboration). One’s SLO focuses on developing content area skills for a particular group of students you are working with. Both the PPG and SLO must be completed by October (date uncertain). Grad-School Loan Binge Fans Debt Worries

Virginia Murphy borrowed a small fortune to attend law school and pursue her dream of becoming a public defender. Now the Florida resident is among an expanding breed of American borrower: those who owe at least $100,000 in student debt but have no expectation of paying it back.

Ms. Murphy pays just $330 a month—less than the interest on her $256,000 balance—under a federal income-based repayment program that has become one of the nation’s fastest-growing entitlements. She plans to use another federal program to have her balance forgiven in about seven years, a sum set to swell by then to $300,000.




Unconventional school board risks little backlash in Madison

In other words, it’s wrong for a school board member to vote specifically on policy affecting his finances, but OK to vote on a budget including that very same policy.

There are probably people in other parts of Wisconsin who would object to a local school board that gives itself big, immediate raises and to a school board member who votes on a budget that continues to excuse him from doing something the majority of workers already do — help pay for their health insurance.

But this is Madison, and as long as the board keeps its politics liberal and its teachers union happy, it’s doing a pretty good job.

Commentary on Wisconsin K-12 Tax & Spending Policies

Governor Walker’s proposed Budget and the gamesmanship being played in the legislature has been compared to the game “whack-a-mole”. Representative Melissa Sargent, a champion for public education, teachers and progressive causes, said of the Budget proposals, “Just when you think we’ve averted one crisis, another initiative is introduced to threaten the progressive traditions of our state.” Sargent added, “The Budget process provides a look inside the corporate-driven policy agenda of the Republican party. Their goal is comprehensive privatization.”

That concept came through loud and clear last week, when the Republican majority on the Joint Finance Committee introduced a proposal which would enable even more funds to be diverted from money-starved public schools to private schools, by expanding the number of parents who can use a State-issued voucher to pay the cost of sending their child to a private school. The funds would come from that child’s area public school system. An investigation by One Wisconsin Now illustrates that a pro-voucher front group donated $122,000 to the campaigns of the Republicans on the Joint Finance Committee.

Senate Democratic Leader Jennifer Shilling said education must be the top Budget priority, that “the needs of children and schools must be addressed before tax breaks for the wealthy and giveaways to special interests (voucher supporters).” Shilling continued, “To fully restore the cuts our schools have seen over the past four years, we need to invest an additional $200 per student above what Walker has proposed.” While the Republican majority brags that they are adding $208 million in school aids, it amounts to only 1⁄2 of 1% over the two-year Budget, and more than 50% of that will not go to schools, but to reducing property taxes.

The Walker Budget would also enable State takeover of the Milwaukee Public Schools, and perhaps the Madison Metropolitan School District. The Budget proposal would enable a “commissioner to convert these schools to charter or voucher schools.” The “commissioner” would have the authority to fire all teachers and administrators in a school district taken over, given the provisions of the proposed law.

A recent amendment would enable anyone with any BA degree to teach English, social studies, math or science, and enable anyone – even without a degree – to teach business, art, music, agriculture or special education.

The Budget will be acted upon this month. It is time to let your objections be heard regarding the school funding crisis being created by the proposed Budget. Contact majority party members of the Joint Finance Committee:

Commentary on Madison’s long term Reading “Tax” & Monolithic K-12 System



Possible de-regulation of Wisconsin charter school authorizations has lead to a bit of rhetoric on the state of Madison’s schools, their ability to compete and whether the District’s long term, disastrous reading results are being addressed. We begin with Chris Rickert:

Madison school officials not eager to cede control of ‘progress’:

Still, Department of Public Instruction student achievement data suggest independent charter schools overseen by UW-Milwaukee since 1999 provide better educations than Milwaukee public schools.

And if the UW System gets the authority to create a new office for approving charter schools in Madison, it wouldn’t be the first time a local or state government function was usurped by unelected and allegedly unaccountable people at higher levels of government who are aiming to eliminate injustice. U.S. presidents sent federal authorities to the South during the civil rights era. Appointed state and federal judges have been asked to overturn local and state abortion-related ordinances and laws. Last year, a federal judge struck down Wisconsin’s voter-approved gay marriage ban.

The injustice in the Madison School District is, of course, its decades-long failure to close achievement gaps between white students and students of color and between middle class and poor students.

Cheatham told this newspaper that “we are making progress on behalf of all children.”

Apparently, the district feels it should be the only educational organization in Madison with the opportunity to make such progress.

That’s because control over education might be as high a priority for the district as improving education.

David Blaska:

It is a worthy debate, for there is little doubt that the full school board, its superintendent, its teachers union, the Democratic Party, Mayor Soglin, and probably the majority of Madisonians share Ed’s sentiments. For the festive rest of us, the white lab coats at the Blaska Policy Research Werkes have developed an alternative Top Ten, dedicated to the late Larry “Bud” Melman.

1) Attack the motives of your adversaries. “What’s tougher is buying into [the] interpretation that the Joint Finance Committee Republicans are the good guys here, struggling mightily to do what’s right for our kids,” Ed Hughes says. “My much different interpretation is that the Joint Finance proposal is simply another cynical attack on our neighborhood public schools and is motivated both by animus for Madison and by an unseemly obsession with privatizing public education, particularly in the urban areas of our state.”

Unseemly! Particularly in urban Milwaukee, where the public school district as a whole has received a failing grade from the Department of Public Instruction, and in Madison, with a yawning chasm between black and white student achievement.

2) Nobody asked our permission. Ed complains that nobody consulted MMSD about its “strategies for enhancing student achievement, promising practices, charter school philosophy, or anything else.” Um, sometimes results speak louder than pretty words on paper, Ed.

Madison School Board Member Ed Hughes:

So we have two contrasting interpretations of the proposal. As it happens, I am right and Rickert is wrong. To help Rickert see the error of his ways, here’s a Letterman-like list of the top ten reasons why the Joint Finance proposal to establish a so-called “Office of Educational Opportunity” within the office of the UW System President is a cynical ploy to stuff Madison with charter schools for the sake of having more charter schools rather than a noble effort to combat injustice:

He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. Healthcare Costs & The Madison Schools



David Wahlberg:

Madison Teachers Inc. and five other Madison-based unions are so concerned about significant financial losses at Group Health Cooperative of South Central Wisconsin, they’re urging members to vote for particular candidates in Group Health’s board election Thursday.

“MTI cannot stand idly by and watch GHC disappear,” John Matthews, the teacher union’s executive director, wrote in a letter last month to members.

Group Health lost $18.7 million last year after losing $15.7 million in 2013 and $5.5 million in 2012, according to financial statements filed with the National Association of Insurance Commissioners.

Kevin Hayden, Group Health’s CEO, is on leave for reasons the HMO won’t explain.

Group Health made $364,000 the first quarter of this year and expects a “substantial improvement over 2014,” a statement by board president Ken Machtan said.

The losses were covered by “substantial reserves so no debt was accumulated,” Machtan said. Group Health “continues to maintain a healthy reserve,” he said.

Madison Schools’ Employee Handbook Update

Work continues on the creation of an Employee Handbook to take effect once the Collective Bargaining Agreements expire in June, 2016. MTI-represented employees continue to be covered by Collective Bargaining Agreements through June 30, 2016. The Board of Education has approved a process for the development of the Employee Handbook which includes a joint Oversight Group composed of five (5) appointees by MTI, two (2) by AFSCME, one (1) by the Building Trades Council, three (3) building principals and up to five (5) other administrators. It was agreed in negotiations for the 2015-16 Contracts that the Collective Bargaining Agreements will serve as the foundation of the Handbook.




Mixing Work and Social Media

It is important for all to review the District’s social media policy before using electronic media to interact with families, students, colleagues and/or the general public. The District policy permits communication with parents and students via District-sanctioned electronic media and accounts, and cautions against interacting on your personal social media accounts or cell phones. Comments you make on Facebook, Twitter or other social media accounts that can be tracked to your work as a teacher or educational support staff can become problematic if they reflect poorly on the District or use unauthorized copies of students’ work, pictures or comments.

The policy contains the following phrase: Be advised that failure to adhere to these guidelines may result in disciplinary action. MTI strongly encourages members to review the policy and contact MTI with any questions or concerns.

Changes in the Madison Teacher Transfer Process

Attention is called to two significant changes regarding the transfer process for members of MTI’s teacher bargaining unit. While surplus can be declared up to July 1, this year the District acted early. Thus, reassignment from surplus is expected to be substantially completed before May 1. After that date, vacancies will be posted for internal transfer through July 15. New this year is a modification enabled by Governor Walker’s Act 10, i.e. all applicants for a vacant position will be considered equally, whether the applicant is internal or a new hire.

Positions will be filled on the basis of qualifications as determined by the District. Given that internal and external applicants will be considered at the same time, the District will require internal applicants to complete a pre- screening application in order to be considered for transfer. One must complete an online form and participate in a phone interview with a Human Resources Analyst before he/she can be referred to an interview for a specific vacancy. The pre-screening application only needs to be completed once per school year for any subsequent transfer opportunity.

The pre-screening process is focused on a set of eight “competencies” that have been developed by the District. Wisconsin DPI Electronic Teacher Licensing

The Department of Public Instruction receives 36,000 teacher license applications each year (initial and renewal applications). To help make this process more efficient, DPI created the Educator Licensing Online (ELO) System in December, 2013. DPI no longer accepts paper applications for license renewal; one must complete and submit the renewal application through this online system.

Don’t wait until the last minute to prepare for a license renewal. If your license is set to expire on June 30 of this year, start collecting the required documentation early. You will need to provide information about the certifications currently held (they can all be renewed), and where and when you completed your certification (you can provide multiple IHEs). If you were licensed in 2004 or after, you must have your PDP reviewed and approved. Once that is accomplished, the District will provide that information directly to DPI.

Madison Teachers, Inc. “Employee Handbook” Planning Meetings

Plan now to attend one of the MTI ALL-MEMBER meetings scheduled for the week of March 23. Because of the importance of the Employee Handbook, MTI has scheduled meetings, hopefully one convenient to all members, on March 23, 24 and 26.

Governor Walker’s 2011 Act 10 eliminated all public employee collective bargaining agreements (except for police and firefighters) and mandated that terms and conditions of employment be placed in an “employee handbook.” Of 424 Wisconsin school districts, MTI members have the benefit of the only Contracts which run through the 2015-16 school year. It has been agreed that the various current Collective Bargaining Agreements will be the foundation of the handbook. A joint Union/District committee is now in the process of developing the handbook. Union committee members include five MTI appointees; two from AFSCME and one from the Building Trades Council. Three building principals and five other administrators round out the joint committee.

The handbook will replace the Collective Bargaining Agreements when they expire at the end of the 2015-16 school year. Come and learn about the handbook development process, and share your thoughts about what you believe the Union’s priorities should be.

Parent – Teacher Conferences & The Madison Schools

As a result of a joint MTI-MMSD committee on parent- teacher conferences, several changes were agreed upon. For the first time, teachers participating in evening parent-teacher conferences were provided a compensatory day off, which occurred last November 26. In exchange for the comp day, teachers must have conferences on two (2) evenings. For elementary teachers, the fall conferences occurred on November 19. The spring conference will occur on March 19. Conferences are in lieu of report cards, and staff are not required to do additional record-keeping beyond normal data collection and logging parent attendance at conferences. Conferences are recommended to be 15 minutes.

The joint MTI/MMSD committee agreed that the best use of time is to distribute any forms and information at other times and through other means, so teachers can spend all conference time reviewing student progress. The joint committee also agreed that conferences may occur at other than the scheduled times, if agreed between the parent and teacher.

Pursuant to Section V-M of the MTI/MMSD Collective Bargaining Agreement, in recognition of 4K, non-Sage 2nd grade, non-Sage 3rd grade, 4th grade and 5th grade teachers having more parent-teacher conferences due to increased class size shall be excused from the early release SIP-aligned activities on Mondays during the month of November and March.

Right to Work is Not about Rights; it is Wrong for Wisconsin

Much like they did in enacting Act 10 a few years ago, Republican legislators once again adjourned the Committee hearing before all could be heard, and then voted to send the Right to Work Bill to the full Senate recommending that they adopt it. The Senate adopted it with all democrats and one republican (former Union member who values what the Union did for him) voting NO! The action by the Republican majority was an embarrassment to democracy. Sen. Hanson (Green Bay) said “Right to Work will destroy the middle class. That it has caused a reduction of wages and a loss of benefits in other states.”

The Bill was pushed through the Senate by Republican Majority Leader Scott Fitzgerald (Juneau). The Bill is nearly identical to the model recommended by conservative policy developer American Legislative Exchange Council (ALEC).

Fitzgerald, in speaking before the Committee hearing, said his proposal would “protect every worker” from being forced to join a union. The National Labor Relations Act already does that, and has for about 75 years. In some settings like MMSD, those who decide not to join the union at their workplace pay a representation fee, because they receive the wage increases, the fringe benefits, and the other rights which the union negotiates – and the union is obligated to represent them in things like discipline and dismissal. Fitzgerald’s claim of “forced unionism” is simply NOT TRUE.
It is interesting that a coalition of over 400 employers oppose the Bill, stating that they hire skilled workers through the union’s, apprenticeship program that they depend on and works well with the unions.

Right to Work provides no rights to working people. It will result in taking the guarantees of just cause and due process away from workers. At the peril of workers and their families, it will reduce income to line the pockets of corporate executives.




Accountability Bill Really Enables STATE TAKEOVER

The January 14 hearing by the Assembly Education Committee produced ONLY ONE speaker who favored the Accountability proposal, Assembly Bill 1 (AB 1), and that was the Bill’s author, Rep. Jeremy Thiesfeldt. During his testimony, Thiesfeldt refused to name either the person or organization who asked him to introduce it, the source of the information from which the Bill was produced, or who additional sponsors of the Bill are. Much appears to have come from the far-right group, the American Legislative Exchange Council (ALEC). Thiesfeldt did say that additional COMMON CORE STANDARDS would be added to his Accountability Bill proposal, as it proceeds through the legislative process.

Major opposition was heard from DPI policy advisor Jeff Pertl who testified that if AB 1 was in effect in 2015, $587 million in State education funds would be diverted from public schools to for-profit charter schools.
Senator Dave Hansen (Green Bay) said, “Some of the special interests in the Capitol might not like that fact, but a lot of the problems we’re seeing with AB 1 could have been avoided if a more inclusive effort had been made by the author.”

PRIVATIZATION – the goal of AB 1 was made clear as the intent of the proposal in remarks by Rep. Eric Genrich (Green Bay) who said, “Today’s hearing has made clear that this most recent effort to take over certain public schools and further privatize public education is hastily and poorly crafted. This legislation is being rammed through the legislative process without giving deference to or seeking real input from the educational professionals and local school boards who serve our school kids every day.”

In support of the continued work of developing a thriving workforce, the HR team conducted a survey of the 10 largest districts in the State of Wisconsin as well as districts in Dane County to provide a picture of our current compensation standing. It is our intent to develop and maintain a competitive salary structure for all of our employees, and we are committed to creating a structure that attracts the highest performers and is equity based.

The following information was developed for a specific budget-related purpose – to help determine, on a macro level, where the district stands relative to comparables for principal and teacher salaries, and whether a significant budget allowance (additional funding) is needed in 2015-16 for the specific purpose of adjusting to market comparables.

Please note:
When reviewing the data for Principals and Assistant Principals, it is illustrating the range that a candidate could make entering the district. For the Teacher base it shows the starting range for a beginning teacher. Maximum salaries are not listed, as most districts that reported are in the process of restructuring their salary schedules for teachers.Approximately 80 out of the 320 of teachers hired annually actually come in at the base step of $37,263.

The data suggests that compared to other districts represented, MMSD is mid to low in salary placement for Assistant Principals and Teachers and mid to high for salary placement for Principals.

Some districts represented, have moved away from the traditional approach of funding salary steps and tracks within their schedules and are front loading their schedule to be more competitive, this shift may cause their ranges to be higher than MMSD.

Presumably, a real comparison might include total compensation and outcomes, not to mention qualification differences.

Commentary on Wisconsin’s K-12 Tax, Spending & Governance Climate

It has been a long, well-planned attack. In 1993, in an action against their own philosophy; i.e. decisions by government should be made at the lowest possible level, the Republican Governor and Legislature began actions to control local school boards. They passed Revenue Controls on school boards to limit how much they can increase taxes. This in itself caused harm by instructional materials and textbooks becoming out-dated. School Boards had to make choices between providing “current” materials and texts, or small class sizes to enable optimum learning. Eventually, the legislated revenue controls caused a double-whammy – out-dated texts & materials and an increase in class size, because of layoffs caused by the legislated revenue controls.

Next, the Governor & Legislature enabled vouchers so those who choose to send their children to private or religious schools can use “vouchers” which cause the public school, where the child could attend, to forfeit public/tax funds to pay for the child to attend the private or parochial school.

With revenue controls crippling the means to provide the best quality education and adequate financial reward for school district employees; and vouchers taking another big chunk, Wisconsin’s Governor and Legislature say of the schools that they have been starving to cause their failure, now, because of your failure, we will close your schools and convert them to for-profit private charter schools. This plan is to appease the Koch Brothers and others, who provide large sums to buy the elections of those promoting these privatization schemes.

Assembly Bill 1, in the 2015 Wisconsin legislative session, is designed just to do what is described above, and it is on the fast-track for approval, just as Act 10 was a few years ago. If it is not stopped, it will rip the heart out of every community – the pubic school will be gone, as will quality public education for all of Wisconsin’s children. Always a presence’: Longtime Madison School District superintendent Douglas Ritchie dies

Ritchie’s son John, of Madison, said becoming a superintendent was important to his dad, to the point of packing up the family of seven and moving to Boulder, Colorado, during the summer of 1962 to live in an apartment while Ritchie worked on his PhD. Ritchie’s children later attended Madison schools while he was heading the Madison School District.

“You tend to be credited for all of his decisions,” John Ritchie joked.

John Matthews, executive director of Madison Teachers Inc., arrived in Madison to head MTI about a year after Ritchie became superintendent. Matthews described their working relationship as competitive, but ultimately became “a joy,” and one with more more problems solved than created — notably ending a two-week strike in early 1976.

“Although tempers got a bit hot, he and I were able to work to resolve issues because we had developed such an honorable working relationship,” said Matthews. “Because of that, we were able to resolve the strike and move forward without animosity between staff and management. It was because of that ability that he remained so highly respected.”

The District’s current employee contracts expire after the 2015-16 school year. As a result of Act 10, the District is responsible for developing a handbook that will take the place of those contracts. The MMSD Employee Handbook will be collaboratively developed and reflective of expectations of both employees and of the District.

This document outlines our approach and recommended process for developing the MMSD Employee Handbook.

development process must:

1. Apply a clear strategy and transparent process. How will our work support our overall goal of recruiting, developing and retaining a thriving workforce?

3. Encourage collaborative, respectful discussion and interest-based problem solving.

Divide and Conquer Part II: “Right to Work” is Dead Wrong

Buoyed by the election which provided Republican majorities in both the Assembly (+27 majority) and the Senate (+5 majority), conservative anti-worker/anti-union legislators have announced that they will introduce Right to Work legislation when the January session begins. Right to Work laws limit collective bargaining, make it easier to outsource jobs and cut wages and benefits. Their plan was to do this in 2012, but legislators were worried that it was too soon after the 2011 protests against Act 10, and would cause public backlash. On average, workers in Right to Work states earn $7,030 a year less, according to the Congressional Research Service (6/20/12), and the rate of workplace deaths is 52.9% higher. Workers in Right to Work states are even more likely to be uninsured (16.8%, compared with 13.1% overall).

Governor Walker’s Act 10 has already done great damage to Wisconsin’s public sector workers and the economy. Act 10 has been described as “Right to Work on Steroids.” But now, the far-right is coming after the 13% of Wisconsin’s private sector workers who have the benefit of union representation. And it is because CEOs and company owners care more about big business and profits than they do about workers who create them. And, middle class families become struggling families. Right to Work will surely shrink the middle class.

Despite its misleading name, such a law does not guarantee anyone a job and it does not protect against unfair firing, i.e. it provides NO “right to work”.

Rather, a Right to Work law prohibits employers and employees from negotiating an agreement – also known as a union security clause – that requires all workers who receive the benefits of a collective bargaining agreement to pay their share of the costs of the Union in representing them. A Right to Work law mandates that unions represent every employee, whether or not he or she pays Union dues. In other words, such laws enable workers to pay nothing and still get the benefits of union membership. Imagine if a Madison resident, who sends their children to MMSD schools, but can opt out of paying property taxes to finance the schools.




Madison Teachers Re-Certify their Union

“Love their Union” came through loud and clear as MTI-represented District employees in all five (5) MTI bargaining units voted overwhelmingly to recertify MTI as their Union. The teacher unit voted 2,624 to recertify (88% of the eligible voters), while the educational assistant unit (EA-MTI) voted 549 (77%); the clerical/technical unit (SEE-MTI) voted 180 (77%); the substitute teacher unit (USO-MTI) voted 359 (73.5%); and the security assistant unit (SSA-MTI) voted 22 (81.5%). In all, 85.35% of the eligible MTI voters voted in the recertification election. MTI has not been challenged since it became the bargaining agent for teachers in 1964. Since its creation, MTI has grown from 900 to 4,700 members, and has gained the reputation as one of the most successful public sector Unions in the country. It is Governor Walker’s Act 10 that forced the vote this year. MTI had to pay fees of $3,550 to the Wisconsin Employment Relations Commission to conduct the election. Additional costs were experienced for educational and promotional materials related to the election which, under Act 10, must be conducted annually.

The large turnout is a testament to MTI members’ appreciation and support of their Union, and to the hard work of the over 200 MTI Member Organizers who reached out to engage their colleagues in conversations about their Union. MTI members clearly understand that students & staff will be better served if we continue to “Stand Together.” Thanks to all who made their voice heard by voting.




School unions vital defenders of public education

This fall, 305 local union organizations representing public school teachers, support staff, and custodial workers held recertification elections in school districts across the state. Despite everything that Walker has done to undermine them, more than 90 percent of the local unions were recertified. Indeed, according to the Wisconsin Education Association Council, 97 percent of its units that sought recertification won their elections.

The numbers are even more overwhelming for American Federation of Teachers union locals in Wisconsin.

“Since recertification elections began in 2011, every AFT-Wisconsin local union that has pursued recertification has won convincingly,” notes Kim Kohlhaas, an elementary school teacher in the Superior School District who serves as president of AFT-Wisconsin.

In many school districts, the numbers were overwhelming.

In Madison, where the Madison Teachers Inc. union has played a leading role in opposing Walker’s anti-labor agenda, the pro-recertification votes have been overwhelming.

According to vote totals released by the Wisconsin Employment Relations Commission, Madison teachers gave 88 percent support to recertification, as did 81 percent of security staff, 77 percent of support staff, 76 percent of educational assistants and 74 percent of substitute teachers.

Notably, Walker won just 52 percent of the vote in his recent re-election run. So, if the governor claims any sort of mandate, he ought to accept that MTI has a much bigger mandate.

Madison Teachers Recertification Results

Shortly after 2:00 pm today, the WERC posted the recertification results on their webpage. All MTI bargaining units have successfully recertified in BIG NUMBERS! Over 85% of all eligible voters cast ballots in the recertification election. Of those who voted, over 98% voted to recertify.

In order to recertify, each union needed 51% of all eligible voters to cast a ballot in favor of recertification. Each MTI bargaining unit beat that requirement by over 20 percentage points, with the MTI Teacher unit leading the way with 88% of all eligible voters casting a ballot to recertify.

So far, one-hundred and fifteen (115) MTI members, teachers, educational assistants, clerical-technical employees and substitute teachers have stepped up to serve as MTI Member Organizers for MTI’s forthcoming recertification election. The Organizers will help to ensure that everyone in their school building/work site understands the importance of the recertification elections which are scheduled for November 5-25. Phone banks are being organized to contact substitute teachers, and other employees who work district-wide or intermittently. Are you aware and informed? It is crucial that every school/work site has a plan to build awareness and assure that every eligible person votes.

As previously reported, Governor Walker’s Act 10 requires public sector unions, except police & fire, to participate in an annual recertification election to enable Union members to retain representation by their Union. The election by all MTI-represented District employees will be conducted between November 5 and November 25, via telephone or on-line balloting (details forthcoming when received from the Wisconsin Employment Relations Commission).

MTI Faculty Representatives and EA Building Representatives at every school/work location have been asked to recruit colleagues to assist in building awareness of the importance of the recertification election, and to make sure that staff at their school/work location VOTE in the recertification elections.

These individuals are being referred to as MTI Member Organizers and will be essential to successful recertification elections. The Union needs Member Organizers from every bargaining unit (MTI, SEE-MTI, EA-MTI, SSA-MTI & USO-MTI). Retired union members are also encouraged to assist in organizing. Assuring that each and every person vote is of great importance, because Act 10 requires that to win recertification, the Union must win 51% of all eligible voters.

Governor Walker’s Act 10 requires MTI to engage in a recertification election to retain its status as the representative of those covered by MTI’s collective bargaining units. This year’s election will be conducted between noon November 5 and noon November 25. Voting will be via telephone or on-line (detailed information will follow).

When you vote to recertify MTI, you are voting to “stand together” with your colleagues to support your profession and Union. A YES vote sends a message to policymakers that educators stand together on important issues that affect our profession, schools and students – such as reasonable class size, sufficient planning time, fair compensation and a host of other professional and economic issues.

To make recertification difficult, a union needs 51% of ALL ELIGIBLE VOTERS to win recertification. This election is unique from others in that failure to cast a well-intentioned vote due to busy schedules and personal conflicts constitutes a “no” vote, diminishing members’ efforts to remain united, and to speak with one voice. Preserving the negotiated Collective Bargaining Agreements – MTI has successfully negotiated Collective Bargaining Agreements which preserve the vast majority of contractual rights and benefits for both the 2014-15 and 2015-16 school years and provide the means to enforce those rights and benefits. The continuation of these contract rights and benefits, as well as the means to enforce them, may be jeopardized by one not voting.
Advocating for the inclusion of such rights and benefits in an Employee Handbook – MTI has gained the District’s agreement to work in a collaborative manner to develop an employee handbook which will guide workplace rights and benefits once the Collective Bargaining Agreements expire. Recertification confirms that employees desire to continue to have MTI as their collective voice in this process.

Standing United – It’s about supporting one another. When you and your colleagues vote to recertify MTI, policymakers know the educators stand together in solidarity on important issues that impact our profession, our schools and our students.

Representation – It’s about fairness and how you are treated. Employees in certified bargaining units have the right to representation – also called Weingarten rights – allowing a member who is being investigated for potential discipline to be accompanied and advised by a union representative.

While MTI will continue to exist whether or not we recertify, a YES vote sends a message to the governor and school administration that MTI members are united – and that MTI is not going away, despite Governor Walker’s attempt to silence our voices.

Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

2009 Ripon Superintendent Richard Zimman speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

And, Jason Stein:

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.

MTI Executive Director John Matthews addressed the District’s new teachers during Monday’s gathering. In doing so, Matthews provided a brief history of the Union, its reputation of negotiating outstanding Collective Bargaining Agreements which provide both employment security and economic security, and in explaining the threat to both, given Act 10, said all MTI members would need to pull together to preserve the Madison Metropolitan School District as a quality place to teach.




Commentary on the Wisconsin Supreme Court’s Recent Act 10 Decision

Is it good policy? Perhaps Act 10 was an overreach with its union-busting provisions, but it addressed a fiscal need in Wisconsin and the school districts and municipalities that receive state aid.

Public employee benefits had become overly generous and burdensome on employers, and Act 10 addressed that by requiring employees to contribute their fair shares. The result has saved the state and local governments millions of dollars. Those savings have helped those local governments address state aid cuts and ongoing budget challenges.

Now that the legal questions surrounding Act 10 are resolved, let’s move forward with a clear understanding that the law is here to stay and that public employers and employees still must work together to ensure that quality workers continue to provide quality services.

With freedom comes responsibility.

This is one of the important lessons most parents hope their children learn, especially teenagers. OK, you got a driver’s license. You’re hot about all the things you can do. But there are an awful lot of things you shouldn’t do, and won’t do if you’re smart.

So what will teens learn from school leaders all across Wisconsin in the next few years? I’m hoping they’ll learn that with freedom comes responsibility, and I’m even somewhat optimistic that, overall, they will. That won’t be universally true. There are always the kids who just can’t resist flooring it when the light turns green.

But in most school districts, the freedom school boards and administrators were given in 2011, when Gov. Scott Walker and Republicans in the legislative majorities won the battle of Act 10, has been used with restraint and good judgment. A lot of superintendents and principals, and even teachers, are seeing pluses to life without the many provisions of union contracts.

I don’t want to overstate that — there are also a large number of teachers still feeling wounded from the hostility toward educators that was amped up by the polarizing events of 2011. Many teachers are anxious about how the greater freedoms their bosses now have to judge, punish and reward will be used. There also remain serious reasons to worry about who is leaving teaching and whether the best possible newcomers are being attracted to classrooms.

More mystifying is why The Capital Times would do a story focusing solely and entirely on that minority dissent. (“Act 10 is ‘textbook’ example of unconstitutionality.”) Can’t expose its tender readers to the majority opinion, apparently.

Local government here in the Emerald City has done its best to evade the law, extending union contracts into 2016. County Exec Joe Parisi likes to say the union has saved the county money. At the very least, AFSME costs its members dues. There is nothing to prevent county managers from working cooperatively with employees to determine best practices. That is Management 101.

Ditto the teachers union, plaintiff in the just-decided Supreme Court case. The teachers union — as we argued in “Hold your meetings where there is beer” — runs the County Board. Now Mary Burke’s complicity with succoring MTI — she’s got their endorsement — becomes the lead issue in the governor’s race.

Commentary on Madison’s School Climate

I think the Wisconsin State Journal’s editorial board is generally pretty fair. The editorials, mostly written by editor Scott Milfred, come from a fiscally-conservative, socially-liberal perspective. While I often disagree with their views, I admire their principled stance on marriage equality and transparency in all levels of government.

Sometimes the State Journal spills ink tilting at windmills like suggesting Walker and legislative Republicans were seriously going to consider redistricting reform, even when the latest round of redistricting gave the GOP a 10-year lock on control of the Assembly. Other times, they dilute their message a bit by trying a bit too hard to be even-handed.

However, those attempts at even-handedness go out the window when it comes to teachers’ unions, with Madison Teachers Inc. as the State Journal’s primary target. I, myself, have many criticisms of MTI, but the editorial board has handpicked them to be public employee boogeyman number one.

I would think that the elimination of almost every single teacher’s union in the state would make for a less tempting target, but this editorial board still feels a need to take weird potshots at MTI.

A couple of weeks ago, the State Journal ran an editorial in support of year-round schools, which is a good idea that I wholly support. But then much of the editorial suggested that MTI was the reason we don’t have any year-round school programs in Madison.

“Badger Rock Middle School is a good example of why the district should insist on more options with its teachers,” it read. “Badger Rock is a charter school that employs union teachers, so it follows the traditional school calendar.”

This seemed odd to me, as I had never read anything about MTI being opposed the idea of year-round schools. Obviously, I remember their opposition to Madison Prep, but that’s involved a ton of issues.

This meeting is scheduled to consider ratification of Contract terms for 2015-16 for all five MTI bargaining units. This is a membership meeting. 2013-14 membership cards are required for admission.

Madison Governance Status Quo: Teacher “Collective Bargaining” Continues; West Athens Parent Union “Bargains Like any other Union” in Los Angeles

Last week was an important moment in the Parent Power movement.

On Friday, LAUSD Superintendent John Deasy came to West Athens Elementary School in South LA to sign a groundbreaking Partnership Agreement with the leadership of the West Athens Parents Union, called the “Aguilas de West Athens” (AWA) – all without the parents having to gather a single Parent Trigger petition.

This negotiated Partnership Agreement is the result of collaboration and cooperation on the part of both the school district and parents. It invests $300,000 in new staffing positions (including a school psychologist and psychiatric social worker) to address issues of school climate and student safety; increases focus on Common Core implementation and professional development for teachers; and commits to strengthening parent voice and parent power in the school over the coming year.

There has been a ton of good media coverage (which you can read on our blog here), but we thought you might be most interested in hearing directly from the parents themselves who have led this effort. Below is a short video from Winter Hall, one of the parent leaders from West Athens, sharing her story about why she got involved and how the Parents Union was able to win these changes for their kids:

The efforts at West Athens are an important barometer of where the idea and the movement behind parent trigger are heading in California. As more and more districts come to terms with the political power and moral authority that organized parents now possess, we will continue to see more and more proof points of parents able to use their power to create “kids first” reforms at their school, regardless of whether or not they actually use the law to “trigger” the change.

School Board Decisions on Employee Health Insurance Contributions Could Further Reduce Wages

Under MTI’s various Collective Bargaining Agreements, the District currently pays 100% of the health insurance premiums for both single and family coverage, but retains the ability to require employees to contribute up to 10% of the monthly premium for both single and family coverage.

District management has recommended to the Board of Education that they adopt a Budget which would allow for up to a 5% increase in health insurance premiums to be paid by the District. If the Board agrees, this would require employees to pay any increase above 5%, and insurance carriers of District plans currently propose premium increases greater than 5%. The Board is currently discussing whether to require the employee to pay the increase. If the Board does, that would further decrease employees’ take-home pay. Even a 2% employee premium contribution would cost employees over $120 per year for the least expensive single coverage, and over $300 per year for the least expensive family coverage, i.e. any increase would compound the loss of purchasing power described above.
