The questionnaire also includes several questions about teachers’ ability to have a say in their compensation and working conditions, and asks whether the candidates “support the reinstatement of collective bargaining rights for all public employees (currently prohibited by Act 10)?”

Act 10 is the controversial 2011 law passed by Republicans that stripped most collective bargaining rights from most public-sector employees. MTI mounted a failed legal challenge to the law.

“School staff experienced a reduction in take home pay after Act 10 was passed and salary increases have not kept pace with the cost-of-living,” one question states. “The District is experiencing increasing difficulties in attracting and retaining qualified employees. If elected to the Board of Education, what is your plan to increase pay for school staff?”

As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. Routing Around Madison’s Non-Diverse K-12 Governance Model

In March 2016, Cheatham said that it was her intent to make OEO “obsolete — that our schools will be serving students so well that there isn’t a need.”

Since then, the district has tried to keep tabs on any new charter proposals for Madison, going so far as to send former School Board member Ed Hughes to a September meeting of the Goodman Community Center board of directors to express the district’s opposition to another proposed charter school, Arbor Community School, which was looking to partner with the Goodman center.

Hughes gave the board a letter from Cheatham to UW System President Ray Cross that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, pointed to alleged deficiencies in Arbor’s charter proposal, and asked that Arbor either be rejected or at least kept out of Madison.

Hughes also told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

Becky Steinhoff, Goodman executive director, later told the Wisconsin State Journal that Goodman was “experiencing a period of enormous change,” including the recent opening of a new building, and chose not to work with Arbor.

“I understand the climate and the polarizing topic of charters” in Madison, McCabe said, but he wasn’t concerned the district would attempt to thwart Milestone and he said it would “be a dream come true” if Milestone were one day folded into the district.

He said Community—Learning—Design has an application due to the state Feb. 22 for a federal planning grant.

Skylar Croy withdrawing from 2019 Madison School Board race, name will still appear on ballot

Madison School Board candidate Skylar Croy said in an interview with the Cap Times Friday that he would suspend his campaign and withdraw from the Seat 3 race, citing personal reasons.

Because Croy turned in his verified nomination signatures on Wednesday to the city clerk’s office, the third-year University of Wisconsin law student’s name will still appear on the ballot during the Feb. 19 primary election.

“Once you turn in signatures and they’re all proper, you’re on the ballot and can’t withdraw,” Eric Christiansen, an official at the City Clerk’s office said. He noted that even if a candidate died after their nomination signatures were turned in, their name would still appear on the ballot.

Croy serves in the Army National Guard and worked as an engineer before entering law school. Croy, 26, told the Cap Times on Wednesday that he was excited to have a chance to bring a younger voice to the seven-seat School Board.

His parents worked in schools, which Croy said helped developed his interest in education issues.

“Folks, we have a huge reading crisis”

Who’s running for Madison School Board (so far)? 2019

The Madison School Board’s general election is still nearly five months away, but candidates have been jumping into the race the past few weeks at a rapid pace. Three seats on the seven-person School Board will be on the ballot this spring, and each seat will be contested. Here’s what you need to know about the race so far:

Seat 3

Seat 3, currently held by Dean Loumos, will have a new member this April. Loumos announced earlier this month that he would not seek re-election, citing medical concerns that would take him away from the campaign trail.

Cris Carusi, a district parent and volunteer, is running against education activist and One City Schools founder Kaleem Caire. Carusi ran for Seat 6 in 2017. She fell short in the three-person primary in that race.

Carusi told the Cap Times that she learned a lot from her first-ever campaign for public office.

Caire also has run for School Board. He lost the race for Seat 4 in 1998.

One City Schools, which expanded from One City Early Learning Center earlier this year, is one of the state’s first 4K and kindergarten charter options authorized by the University of Wisconsin’s Office of Educational Opportunity.

Caire went to the UW System to get One City Schools chartered after an earlier attempt to get a charter school, Madison Prep, approved by the Madison School District failed on a 5-2 vote in 2011.

He has previously said that he won’t have a conflict of interest if he serves on the School Board because One City Schools isn’t chartered through MMSD.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Meanwhile, in a sign of how the Madison district is responding to subsequent charter applications, former Madison School Board member Ed Hughes said he went before the Goodman Community Center’s board on the district’s behalf on Sept. 24 to express the district’s opposition to another proposed non-district charter school, Arbor Community School, which was looking to partner with the Goodman center.

Arbor has not entered contract negotiations with OEO yet, according to incoming OEO director Latoya Holiday, but has been approved for a charter contingent on finding a location. Goodman executive director Becky Steinhoff said the school first approached the center in early summer about using space there and possible other, later collaborations.

Hughes said he delivered a letter from Madison superintendent Jennifer Cheatham that expressed the district’s dismay at allegedly being kept out of the loop on Arbor’s plans, and told the board that as a Goodman donor, he did not think other donors would look kindly on a Goodman partnership with Arbor.

In the letter to UW System president Ray Cross, which is dated Sept. 24, Cheatham points to alleged deficiencies in Arbor’s application, and accuses OEO of not sharing information with the district about the proposed school.

“I am writing you to formally request that the OEO immediately terminate contract negotiations with (Arbor Community School) or, at the very least, require that this school not be located in the City of Madison,” she writes.

Steinhoff said partnering with a charter school such as Arbor would likely be controversial in Madison but that even in the absence of the district’s opposition to the school and Hughes’ appearance before the board, the board “probably” would not have authorized further discussions with Arbor.

Mertz said he will look to highlight his record during the campaign, and also talk about building trust and accountability in the Madison Metropolitan School District.

“In order for us to provide our students the education they deserve, we need to work to repair the breakdowns of trust we see manifested in the divisions within our schools, within our community, and between too many of our families and our schools,” Mertz said. “We need to respect each other, assume the best intentions, and work together with honesty and hope.”

Ananda Mirilli is running for Madison School Board (2019)

A second candidate has announced that she will run for a seat on the Madison School Board this spring.
Ananda Mirilli, who first ran for School Board in 2013, filed paperwork with the city clerk’s office Wednesday announcing she will run for Seat 5, which is currently held by TJ Mertz.
Mirilli finished third in the 2013 primary for Madison School Board, while Mertz and Sarah Manski advanced to the general election. Manski, however, abruptly withdrew from the race, clearing the way for Mertz.
Mertz, as well as fellow School Board members James Howard, Seat 4, and Dean Loumos, Seat 3, all ran unopposed in 2016 and are up for re-election this spring.
With Carusi and Mirilli now in the race, two of the incumbents will now have a challenger.

On Tuesday, the Madison School Board and the City Council both voted to sign a contract approving the continued use of educational resource officers in the city’s four high schools.

The authorization approves a three-year contract for EROs, with a provision to opt-out after two years. Tuesday’s decision follows last week’s stalemate between the Board of Estimates and the Madison School Board over the length of the opt-out clause. The Madison School Board initially voted to approve an option to opt-out of the contract after 18 months, with the city preferring the two-year option.

School Board Treasurer TJ Mertz viewed the decision as a necessary compromise between the city and the School Board.

The Madison School Board’s narrow rejection of a proposed five-year contract for a public Montessori charter school on Monday isn’t deterring supporters and may not represent the end of the process around the proposal.

Ali Muldrow, described in the proposed contract as one of the school’s seven founders, said Tuesday she isn’t giving up on the fight to see Isthmus Montessori Academy (IMA), a private school since 2012 on Madison’s North Side, become a public school known as Isthmus Montessori Academy Charter School (IMACS) for grades 4K-9.

“We’re absolutely going to keep trying,” said Muldrow, a former School Board candidate who lost to Kate Toews in the April election. Toews voted against the charter school contract in Monday’s 4-3 vote, along with Anna Moffit, TJ Mertz and fellow board newcomer Nicki Vander Meulen.

But board members Mary Burke and TJ Mertz offered cautions, urging the administration to be sure every possible building efficiency has been achieved before going to the voters again and every proposed project in any referendum under the plan truly advances the district’s central mission of providing a good education.

“My guess is if you asked parents, the vast majority of parents would give up the shiny-new for the best teacher (for their children) that that school had,” Burke said.

“We haven’t built a lot and we have a very high tax base per pupil,” Barry said. “That doesn’t mean (any potential renovations and upgrades) are free. But it does mean that from a balance-sheet perspective, we can support a reasonable amount of debt.”

The district’s plan also would expand the types of repairs and renovations tackled beyond traditional building and HVAC maintenance, facilities director Chad Wiese said. Instructional program needs also could be considered, such as library renovations and the creation of STEM (science, technology, engineering and mathematics) spaces, along with athletic and co-curricular program needs, such as swimming pools and artificial turf.

Board members asked for a November update with more specifics, with a possible vote on the plan later in the coming school year. Staff members also are working on a list of possible bigger-ticket improvements — new school construction or major renovations — that could be paid for in referendums using bonds with 10- to 20-year payoffs.

Madison School Board OKs big change in employee health insurance options

Employees of the Madison School District will have one fewer health insurance provider to choose from, requiring just over 1,000 employees to find a new primary care doctor.

But the estimated $3 million the district will save from dropping Unity, its highest-cost provider, will help bankroll increased compensation for the district’s roughly 4,000 employees, while covering any additional premium costs the new state budget may require them to pay.

The changes, which Superintendent Jen Cheatham recommended last month in her budget proposal for next school year, were approved in a special board meeting Monday and will take effect July 1. Members will vote on the full budget June 26.

Officials said early action on the insurance portion of the budget plan and some of its compensation provisions was important to ease teacher recruitment and to ensure a smooth transition for employees forced to switch coverage to GHC or Dean, the remaining providers.

“We need to educate (employees), allow time to complete enrollment paperwork, transition care and allow sufficient time for the insurance carrier to process the applications and send out insurance cards,” Deirdre Hargrove-Krieghoff, executive director of human resources, said in briefing documents for board members. “This all would need to happen prior to the ‘go-live’ date (of July 1).”

Healthcare costs have long been a significant budget and governance issue for our $18,000/student K-12 institution.

The board eliminated the third provider to bring health care costs down across the board, and starting July 1, employees will pay 12 percent of their health care premiums.

The vote was 4-1 to eliminate Unity. Nicki Vander Meulen voted against the measure citing the need for more time to make the decision. Board members Anna Moffitt and TJ Mertz recused themselves since their spouses are district employees and covered by the plan.

The HMO restructuring will save MMSD $3 million each year in HMO costs and the increased employee contributions frees up $4.5 million.

Although district employees will pay more out of pocket for their health insurance, MMSD said it will protect take-home pay by reinvesting the money it saves into across-the-board salary increases.

Assistant superintendent of business Mike Barry said most employees will see a pay bump and no employee should lose money as a result of the changes.

MMSD’s budget also calls for a $15 hourly minimum wage for employees who currently make less than that, increasing summer school pay from $16 to $25/hour for MMSD employees, and increasing beginning teacher pay to $41,096. The Madison School Board also approved those budget items at Monday’s meeting.

Here’s a nugget that encapsulates the health insurance industry, despite all the noise surrounding the future of the Affordable Care Act: In the first quarter of this year, Aetna collected more premium revenue from government programs (namely Medicare and Medicaid) than it did from commercial insurance for the first time ever.

Why this matters: Most people get their health coverage from their employer, and that historically has been the bread and butter of the insurance industry. But the aging population and expansion of Medicaid managed care means insurers are investing more time and money in the lower-margin (but still lucrative) government programs. Aetna, in particular, has invested heavily in Medicare Advantage.




Change: Madison School Board members will face challengers in 2017

Several individuals have filed paperwork to run for the Madison School Board this spring, ending its members’ trend of running unopposed.

During the last school board election, with three seats up for grabs, TJ Mertz, Dean Loumos and James Howard all ran unopposed. Including those three, six of the last seven board races had no challengers.

There are seven at-large members of the board who serve three-year terms. Elections are held each April. Next April, the terms for seats 6 and 7 will end.

Seat 6 is currently held by Michael Flores, a Madison firefighter and paramedic. Seat 7 is held by Ed Hughes, an attorney and partner at Stafford Rosenbaum LLP. Both Flores and Hughes will run for re-election.

So far, two individuals have filed a declaration of candidacy with the Madison City Clerk to challenge Flores: Matthew Andrzejewski and Cristiana Carusi. Carusi is a PTO member and school volunteer. She has two children who attend school in the district. Andrzejewski teaches in the psychology department at the University of Wisconsin-Whitewater.

“A primer on “Madison Math” – when is a ‘cut’ really a cut?”

Calling an increase in spending or funding a ‘cut,’ just because it isn’t as much as someone proposed, is a textbook example of “Madison Math.” In the coming weeks, you’ll be hearing a lot about the Assembly version of the budget and a good portion of the criticism will be false claims that our version cuts our most important programs. For example, you’ll hear that the Assembly budget cuts funding for the UW system and K-12 education. Both of these claims are patently false. In fact, the Assembly version of the budget increases spending on K-12 education by $464,404,400 ($16 million more than Governor Doyle proposed). And the UW system receives a $62.3 million increase above their funding level in the last budget, but yet you will hear cries of ‘cuts’ to the UW system simply because they were offered more in the Governor’s and Senate’s versions of the budget.

K-12 spending increases annually. The debate is always over the amount (and sometimes the source such as the redistribution of income, sales or property taxes) of the increase. The current state of Wisconsin Budget is $54,268,817,100. Senate Democrats proposed a new budget of $66,106,668,800 while Assembly Republicans proposed spending $56,336,765,800 in the next budget cycle. Supreme Court Limits Use of Race to Achieve Diversity in Schools

A splintered Supreme Court today threw out school desegregation plans from Seattle and Louisville, but without a majority holding that race can never be considered as school districts try to ensure racially diverse populations.
Chief Justice John G. Roberts Jr. authored the most important opinion of his two terms leading the court. He held that both plans, which categorize students on the basis of race and use that in making school assignments, violate the constitution’s promise of equal protection, even if the goal is integration of the schools.
“The way to stop discrimination on the basis of race is to stop discriminating on the basis of race,” Roberts wrote.
He was joined by Justices Antonin Scalia, Clarence Thomas and Samuel A. Alito Jr. But Justice Anthony M. Kennedy, who agreed with the four in striking down the desegregation plans, would not go as far as Roberts in ruling out racial considerations.
“Parts of the opinion by the Chief Justice imply an all-too-unyielding insistence that race cannot be a factor in instances when, in my view, it may be taken into account,” Kennedy wrote. “The plurality opinion is too dismissive of the legitimate interest government has in ensuring all people have equal opportunity regardless of their race.”
The court’s four liberals delivered a scathing dissent — twice as long as Roberts’s opinion. It said the plurality’s decision was, in the words of Justice Stephen G. Breyer, who read his opposition from the bench, a “cruel distortion” of the court’s landmark decision more than 50 years ago in Brown v. Board of Education, which demanded an end to segregated schools.

    Income-based plans began spreading in the 1990s as race-based policies came under growing pressure in the federal courts. Most seek to limit the percentage of low-income students in any one school by dispersing them beyond their neighborhood schools and assigning higher-income students to schools with a lower-income profile. The programs generally identify low-income students as those qualifying for the federal free- and reduced-price lunch program.

    Three Board of Education members voted against the MTI contract on Monday, June 18, 2007. My initial reaction was that it was a ‘free” vote, a vote without consequences. When elected officials know that there are sufficient votes to pass or defeat a measure they can use their votes to make a statement without taking responsibility for what would happen were they to prevail. This is what happened on Monday, those who voted against the contract knew that it would pass and that they would not be held responsible for the serious consequences that would ensue had they been in the majority. Upon reflection, I realized that in fact the vote has the consequences of exacerbating divisions among our teachers that are hard to justify based on their stated rationales for opposing the contract.




MMSD and MTI reach tentative contract agreement



Madison Metropolitan School District:

The Madison Metropolitan School District and Madison Teachers Incorporated reached a tentative agreement yesterday on the terms and conditions of a new two-year collective bargaining agreement for MTI’s 2,400 member teacher bargaining unit.
The contract, for the period from July 1, 2007 to June 30, 2009, needs ratification from both the Board of Education and MTI. MTI will hold a ratification meeting on Thursday, June 14 at 7:00 p.m. at the Alliant Energy Center, Dane County Forum. The Board of Education will take up the proposal in a special meeting on Monday, June 18 at 5:00 p.m. The MTI meeting is closed to the public, while the Board’s meeting is open.
Terms of the contract include:

    Taxpayers will continue to pay 100% of the health care premiums for half of the teachers who choose Group Health, and 90% of the premiums for the other half of teachers who join WPS. WPS teachers pay $190 a month for a family and $72 a month for an individual.
    The union says those costs are too high.
    The district said it tried to introduce two new HMO plans to lower costs, but the union rejected them.

2007 / 2008 Budget Approved: School Board keeps Lindbergh open

Board members tussled over dozens of suggestions to try to find money to return various programs and services to the district that had been cut by the administration in an effort to balance the $339.6 million budget.
The administration had originally proposed about $8 million in cuts, including $2 million from special education aimed at helping students with speech or language problems, increased class size at the elementary level and closing Lindbergh Elementary and Black Hawk Middle School, and consolidating Marquette and Lapham.
The board also approved a district proposal to eliminate busing for five Catholic schools in the district, and offer parents a $450 subsidy to transport their children themselves, to save about $230,000. State statutes require that public schools provide transportation for all students in their district. Parents of students at other area private schools take the subsidy in lieu of busing.
Board member Lucy Mathiak and Superintendent Art Rainwater had several testy exchanges as Mathiak grilled administrators on their programs and expenses.
“I’m trying to understand why our district requires so many more people in teaching and learning than other districts,” Mathiak said.
“Our priorities since I’ve been superintendent are highly trained, highly skilled teachers in a small class. After that, we believe in highly trained, highly skilled teachers in front of a large class. We don’t believe in poorly trained teachers in small classes,” Rainwater said sharply as he defended the Madison district’s focus on professional development.
Board members also disagreed on how aggressively to use projected salary savings, an accounting method that predicts how many teachers will leave the district. Any shortfall would have to come out of the district’s equity fund, which some board members feel is dangerously low.

In a six-plus-hour meeting punctuated by flaring tempers, the board also found ways to stave off most proposed increases in elementary class sizes by raising fees and increasing projected savings in salaries for the 2007-08 school year.
The board also spared the district’s fifth-grade strings program from elimination.
The moves came as the board balanced the district’s $339.6 million budget by cutting $7.9 million from existing services and programs.
The budget finally was approved just after midnight on a 6-1 vote. Lucy Mathiak was the lone dissenter.
Board members voted 4-3 to consolidate Marquette and Lapham at Lapham, 1045 E. Dayton St., into a kindergarten through fifth-grade school, while rejecting a proposal from Superintendent Art Rainwater to close Lindbergh, 4500 Kennedy Road. Currently, Lapham hosts K-2 students while Marquette hosts grades three through five.
Rainwater also had proposed consolidating Black Hawk Middle School into Sherman and O’Keeffe middle schools, but that proposal wasn’t adopted.
Voting for the consolidation of Marquette and Lapham, to save $522,000, were Lawrie Kobza, Arlene Silveira, Beth Moss and Maya Cole. Opposing the measure were Johnny Winston Jr., Carol Carstensen and Mathiak.

The Madison school board approved the consolidation of Marquette and Lapham elementary schools under next year’s budget. The two schools will combine under Lapham’s roof, reported WISC-TV.
Under the budget, Marquette will be used for alternative education programs.
The school board also approved combining all high school boys golf teams into two and elminated bussing to Wright and Spring Harbor charter schools.
The moves are all a part of cutting the budget by more than $7 million.
Many of those linked to affected schools have loudly spoken out in opposition to the closings, and Monday was no exception. Parents and students put their concerns in writing outside the Doyle Administration Building — children writing in chalk on the ground — hoping to catch the eye of board members before the meeting inside.

I think the current diversity of viewpoints on the Madison School Board is healthy. Rewind the clock three years and imagine how some of these issues might have played out. Would there have been a public discussion? Would the vote have been 6 – 1, or ? One of the reasons the “spending gap” in the MMSD’s $339.6M+ budget was larger this year is due to the Board and Administration’s public recognition of the structural deficit. MMSD / MTI Contract Negotiations Begin: Health Care Changes Proposed

The district and Madison Teachers Inc. exchanged initial proposals Wednesday to begin negotiations on a new two-year contract that will run through June 30, 2009. The current one expires June 30.
“Frankly, I was shocked and appalled by the school district’s initial proposal because it was replete with take-backs in teachers’ rights as well as the economic offer,” John Matthews, executive director of MTI, said in an interview Thursday.
But Bob Butler, a staff attorney with the Wisconsin Association of School Boards who is part of the district’s bargaining team, said he believed the district’s proposal was fair and flexible.
He said the administration’s proposal on health care provides two new HMO plans that could bring savings to the district and new options to employees, while still providing an option for the more expensive Wisconsin Physicians Service plan for employees who want it.
The district is proposing that teachers accept language that would allow two new HMO insurance plans, provided by Dean Care and Physicians Plus, to be added to the two plans currently offered.
Slightly more than 53 percent of the employees represented by the teachers’ bargaining unit use the less expensive Group Health Cooperative plan, which is a health maintenance organization, or HMO. The district’s costs for the GHC plan for next year are $364.82 per month for singles and $974.08 for families. Employees who opt for the GHC do not pay a percentage of the premium themselves but are responsible for co-pays for drugs that range from $6 to $30.
If about the same number of district employees — 1,224 — use the GHC plan next year, it would cost the district about $11.6 million.
The other option currently available to teachers is provided by Wisconsin Physicians Service. A preferred provider organization plan, it provides health insurance to just under 47 percent of the district’s teacher unit.
A more flexible plan that allows participants to go to different doctors for different medical specialties, the WPS plan next year will cost the district $747.78 per month for singles and $1,961.13 for families. Under the current contract, employees pay 10 percent of the cost of the WPS plan, which this year is $65.65 per month for singles, and $172.18 per month for families.
The cost estimate for the school district’s share of the WPS plan under the current contract would be about $19 million. Employees, who pick up 10 percent of the cost as their share of the premium, would pay another $2 million under the current structure.

It’s important to remember that a majority of the Madison School Board voted several months ago to not arbitrate with MTI over health care costs. Andy Hall has more:

But with the Madison School Board facing a $10.5 million budget shortfall, is the board giving away too much with its promises to retain teachers’ increasingly pricey health insurance and to discard its legal mechanism for limiting teachers’ total compensation increase to 3.8 percent?
Yes, School Board Vice President Lawrie Kobza said Saturday, “I feel very strongly that this was a mistake,” said Kobza, who acknowledged that most board members endorse the agreement with Madison Teachers Inc., the teachers union.
State law allows districts to avoid arbitration by making a so-called qualified economic offer, or QEO, by boosting salaries and benefits a combined 3.8 percenter a year.
“To agree before a negotiation starts that we’re not going to impose the QEO and negotiate health care weakens the district’s position,” Kobza said. She contended the district’s rising health-care costs are harming its ability to raise starting teachers’ salaries enough to remain competitive.
The “voluntary impasse resolution” agreements, which are public records, are used in only a handful of Wisconsin’s 425 school districts, according to the Wisconsin Employment Relations Commission.

    The AMPS organization, originally established to promote school referenda, and MTI are spinning Marj Passman’s school board defeat as a conspiracy by Isthmus and “anti-teacher” special interests. What made Passman a superior choice, in their minds, is that she’s a retired MTI member teacher who supports developing a statewide lobbying organization (presumably a WEAC-friendly version of WASB) to address the state funding system.

    There has been some talk among the AMPS participants about doing retrospective analyses of the recent election and the press coverage of that election. Watch for those in the coming weeks. Retrospective analyses have their place, but there is something to be said for striking while the iron is hot. The Isthmus retrospective published Thursday is certainly hot, as in “liar, liar pants on fire.” This is long, but I think worth doing.
    Titled “Mandate for New Thinking,” Jason Shepard’s latest stretches the truth well past the breaking point.
    Let’s start at the top. The title refers to a mandate but even the Isthmus editors can’t bring themselves to identify what the supposed mandate was for and instead fall back on the meaningless phrase “new thinking.” The only candidate pictured or quoted is Maya Cole; this implies a connection between Ms Cole and the titular “mandate” (a connection made explicit in the final paragraph). Ms Cole deserves congratulations for her victory, however that victory can hardly be called a mandate. Among the victors, Ms Cole garnered 8,268 fewer votes than Johnny Winston Jr. and 8,257 fewer than Beth Moss. Ms Cole was not the big winner on Tuesday.




Madison’s Fund 80 & Elections

In this morning’s Wisconsin State Journal there is a story that again misrepresents the place of Madison School Community Recreation and Fund 80 in the district and the community.
The chart comparing Fund 80 levies in Madison to those in other districts ignores the fact that most or all of those locales have municipal recreation programs paid for by municipal taxes. Due to a historical quirk, Madison has very little in the way of a municipal recreation department and programs and services that other locales fund via municipal or county taxes are funded and governed by the school district via Fund 80. In order to get a realistic comparison of Madison’s spending on recreational and community education programming one must look at total levies devoted to this. The last time I did this (early 2006) I found that the combined spending on MSCR and the Madison Parks Department was about $20 million. De Moines, IA (about the same size) has a parks and recreation budget of about $20 million. Ann Arbor, MI is about half the size of Madison and has a Parks and Recreation budget of $12 million. Green Bay, also about half the size has a Parks and Recreation Budget of $8 million. In other words, the spending in these areas is very much in line with what others spend.

    But once the Legislature removed the caps on the community service levies for the 2000-’01 school year and gave school districts an opportunity to keep their recreational activities from conflicting with educational programs, more took advantage of it.
    “I think – when you look at districts across the state – that’s really what caused the jump,” said Art Rainwater, superintendent of the Madison Metropolitan School District, which in 2005-’06 had the largest community service levy in the state.
    Like some of the bigger community service funds, Madison’s supports a full recreation department with adult and youth programming. But it also helps pay for television production activities, after-school activities, a gay and lesbian community program coordinator and part of a social worker’s time to work with low-income families, Rainwater said.

Critics were also concerned about Madison Prep’s operating costs — totaling $11,000 per student — and its reliance on non-union staff in the wake of Wisconsin’s Act 10, a state law that severely limited collective bargaining rights of teachers and other state employees which passed early in 2011.

Caire said despite the challenges, building Madison Prep would have been an opportunity for the district to respond to the longstanding concerns of African-American parents for better educational outcomes for their children.

“How could (the Madison School Board) question us like that? (They) hadn’t gotten this thing right in two to three decades,” Caire said.

“Black kids were not getting what they needed. Black community members felt that and it’s real,” he said. “White community members said we were trying to tell them that their system doesn’t support black kids… a whole lot of it was about that.”

In December 2011, hundreds of people on both sides of the Madison Prep debate crowded the auditorium at Madison Memorial High School to appeal to the Madison School Board. Ultimately, the Board voted 5-2 against the charter proposal.

“It actually made me feel like Madison was no longer my home, going through that,” Caire said. “A lot of friends I had, to this day, after that experience don’t hang out with me like they used to. I miss that… unfortunately, there were some casualties with that whole episode.”

Ed Hughes, former Madison School Board president who was one of the two members who voted in favor of Madison Prep [Incorrect], agreed.

“It was an eye-opening experience for me. I had been on the board for a few years, but there was not previously an issue like that, one that highlighted the school district’s failure to educate children of color,” Hughes said.

“It took someone like (Caire) to come in, request the data, put it out, and say, ‘The school district is failing in some really significant ways and no one is doing anything about it.’ It is a real credit to him that he got people talking about the issue and starting to focus on it.”

Current Madison School Board member T.J. Mertz is an instructor at Edgewood College who blogs extensively about K-12 education issues in the city. Before joining the board, Mertz voiced his concerns about Madison Prep’s funding structure and pedagogical approach in his blog.

In an interview with the Cap Times, Mertz acknowledged the Madison Prep debate illuminated MMSD’s shortcomings in serving low income, African-American students, but it bolstered the rift between black families and the district.

“I think the campaign around Madison Prep shed more heat than light on the issues. It certainly called attention to it, but also created difficulties in district and community members working together,” Mertz said.

“I implored him, ‘Don’t make it harder for African-American families to work with the school district,’” Mertz said regarding a conversation he had with Caire early on in the Madison Prep charter process.

Correction: Mr. Hughes voted against Madison Prep, along with Beth Moss, Mary Passman, Arlene Silveira and Maya Cole.

Madison School Board members split on proposed 7.4% property tax hike

The Madison School Board’s two newest members are voicing the strongest support for a potential 7.4 percent property tax increase, but others worry the amount may be too high.
The property tax increase was included in a preliminary $393 million budget proposal put together by school district administrators.
The amount reflects the maximum amount the district could raise property taxes under Gov. Scott Walker’s state budget proposal.
T.J. Mertz and Dean Loumos, who were sworn in Monday, said they don’t oppose taxing the maximum amount allowed under state revenue limits, which as proposed would add about $182 to the average $230,831 Madison home’s property tax bill.
Mertz plans to advocate for taxing the maximum amount, though he questioned some of the proposed new spending, such as whether a community partnership coordinator needed to be an administrative position costing $128,000.

Re-thinking Madison School Board Elections

Now that the Madison School Board election is over, the board should take a serious look at reforming how elections are organized. The system of electing members on a districtwide basis from numbered seats worked reasonably well until this year. But the challenges that arose in the District 5 race after one of two primary winners quit the contest identified vulnerabilities in the process.
T.J. Mertz and Sarah Manski won a primary that also included Ananda Mirilli. Manski then quit, leaving Mertz in a noncompetitive “contest.” We urged Mirilli to mount a write-in campaign and she seriously considered doing so. But she and her supporters determined that mounting a citywide run would be expensive and difficult. That was a credible conclusion. And it raises a question: Might there be a way to avoid such circumstances?
For instance, what if School Board members were elected from districts? With a smaller pool of voters in relatively tight-knit neighborhoods, it would be easier for all candidates, not just write-in contenders, to mount grass-roots campaigns. That could reduce the cost of campaigns and get candidates back on the doorsteps.
Another fix might be to have all candidates run in one citywide race, rather than for numbered seats. If six candidates were contending for three seats, one candidate could exit the contest and the competition would remain.
Some communities have employed instant runoff voting, in which voters rank candidates in order of preference rather than simply selecting a single candidate. Votes cast for the weakest candidates are transferred to stronger contenders, creating the purest reflection of voter preferences.

Education forum shows divide persists over Madison’s achievement gap strategy

But divisions over strategy, wrapped in ideology, loom as large as ever. The mere mention that the education forum and summit were on tap drew online comments about the connection of school reformers to the American Legislative Exchange Council, an organization that generates model legislation for conservative causes.
Conspiracy theorists, opponents retorted.
Democratic state Rep. Brett Hulsey walked out early from the fundraising luncheon because he didn’t like what Canada and Legend were saying about the possibility of reform hinging on the ability to fire ineffective teachers.
Thomas J. Mertz, a parent and college instructor who blogs on education issues, expressed in a phone interview Friday his indignation over “flying in outside agitators who have spent no time in our schools and telling us what our problems are.”
Mertz said he also was concerned by the involvement of the Madison School District with events delivering anti-union, anti-public education, pro-charter school messages. The school district, for its part, took pains to say that the $5,000 it donated in staff time was for a Friday workshop session and that it had no involvement with the appearances by Canada and Legend.
Madison doesn’t need a summit to whip up excitement over the achievement gap issue, Mertz said when I asked if the Urban League events didn’t at least accomplish that. “It’s at the point where there’s more heat than light,” he said. “There’s all this agitation, but the work is being neglected.”
That’s a charge that School Board President James Howard, who says that the district might decide to mimic some of the practices presented at the summit, flatly denies. “We’re moving full speed ahead,” he said.

Caire told me that the school district and teachers union aren’t ready to give up their control over the school system. “The teachers union should be the entity that embraces change. The resources they get from the public should be used for the children’s advantage. What we’re saying is, ‘Be flexible, look at that contract and see how you can do what works.'”
Madison Teachers Inc. head John Matthews responded in an email to me that MTI contracts often include proposals aimed at improving education, in the best interests of students. “What Mr. Caire apparently objects to is that the contract provides those whom MTI represents due process and social justice, workplace justice that all employees deserve.”
If Caire has his way, Madison — and the state — are up for another round of debate over how radically to change education infrastructure to boost achievement of students of color.

In Support of the November, 2008 Madison School District Referendum

We have a referendum!
Community and Schools Together (CAST) has been working to educate the public on the need to change the state finance system and support referendums that preserve and expand the good our schools do. We are eager to continue this work and help pass the referendum the Madison Metropolitan School District Board of Education approved on Monday, August 25, 2008.
“The support and interest from everyone has been great,” said Franklin and Wright parent and CAST member Thomas J. Mertz. “We’ve got a strong organization, lots of enthusiasm, and we’re ready to do everything we can to pass this referendum and move our schools beyond the painful annual cuts. Our community values education. It’s a good referendum and we are confident the community will support it.”
Community and Schools Together (CAST) strongly supports the Madison Metropolitan School District Board of Education’s decision to place a three-year recurring referendum on the November 4, 2008 ballot. This is the best way for the district to address the legislated structural deficit we will face over the next few years.
