West High School PTSO Meeting of 08-Jan-2007



The West High School PTSO met on January 8, 2007 with featured guest West teacher Heather Lott,
coordinator for the Small Learning Community grant implementation. The video below only includes Heather Lott’s presentation and questions that followed. It does not include other portions of the meeting such as Dr. Holmes report of the West Principal, nor reports from West PTSO officers.

Lott presented an overview of the three-year Federal SLC grant (Year 1, 2003-2004; Year 2, 2004-2005; Year 3, 2005-2006), what changes were begun in the year prior and the changes and goals for the 2006-2007 school year, post-SLC grant. She emphasized that the SLC plan would take 7 years to “complete” and that the remaining 4 years would need to be funded. The 3 year federal grant paid her salary and for professional development only. Budget cuts for the 2006-2007 year and continuing fiscal problems in the district will hamper making the desired progress.
When asked how much, minimally, West would need make acceptable progress in the implementation of the SLC plan, Dr. Holmes suggested $20,000.
She also presented data showing discipline improvements and academic achievement improvements over the SLC years.
Discussions also included the topics of differentiation and heterogeneity, and general discussions from parents of incoming West students on the social aspects of the small learning communities.

More Than English 10: Let’s REALLY Talk About Our High Schools



First, I want to say BRAVO, RUTH, for putting it all together and bringing it on home to us. Thanks, too, to the BOE members who overrode BOE President Johnny Winston Jr’s decision to table this important discussion. Finally, deepest thanks to all of the East parents, students and teachers who are speaking out … and to the many West parents, students and teachers who have also spoken out over the past few years.
As we begin what will hopefully be a thoughtful and thoroughgoing community-wide conversation about what’s going on in our high schools, I’d like to clear up some muddiness about what’s happened at West in the past few years. I think it’s important to have our facts straight and complete. In doing so — and in comparing what’s happened at West to what’s now going on at East — I’d like to draw on the image of an animal experiment (that apparently never happened). In one condition, a frog is put into a bath of cool water, the temperature is gradually raised to boiling, and the frog dies without a struggle. In another condition, a frog is put into a bath of boiling water, immediately jumps out, and lives to tell the tale. As I see it, West was put in the first condition. The administration implemented small changes over the course of several years, with the ultimate goal of turning 9th and 10th grades into two more years of middle school. Students and parents were lulled into thinking that everything was O.K. because, hey, what’s one small change? East, in contrast, has been put in the second condition. There, the administration seems to have the same goal of turning 9th and 10th grade into two more years of middle school, but has introduced all of the changes at once. Like the frog placed in the boiling water, East has been shocked into strong reaction.

Assist students who enter high school with poor academic skills



A report from an organization called MDRC strikes a responsive chord because the report stresses the need to “assist students who enter high school with poor academic skills” instead of dumping them in English 10 and to improve instructional content and practice:

[The report] offers research-based lessons from across these evaluations about five major challenges associated with low-performing high schools: (1) creating a personalized and orderly learning environment, (2) assisting students who enter high school with poor academic skills, (3) improving instructional content and practice, (4) preparing students for the world beyond high school, and (5) stimulating change in overstressed high schools.
The overall message of this synthesis is that structural changes to improve personalization and instructional improvement are the twin pillars of high school reform. Small learning communities and faculty advisory systems can increase students’ feelings of connectedness to their teachers. Especially in interaction with one another, extended class periods, special catch-up courses, high-quality curricula, training on these curricula, and efforts to create professional learning communities can improve student achievement. School-employer partnerships that involve career awareness activities and work internships can help students attain higher earnings after high school. Furthermore, students who enter ninth grade facing substantial academic deficits can make good progress if initiatives single them out for special support. These supports include caring teachers and special courses designed to help entering ninth-graders acquire the content knowledge and learning skills that they missed out on in earlier grades.




“They’re all rich, white kids and they’ll do just fine” — NOT!



Two of the most popular — and most insidious — myths about academically gifted kids is that “they’re all rich, white kids” and that, no matter what they experience in school, “they’ll do just fine.” Even in our own district, however, the hard data do not support those assertions.
When the District analyzed dropout data for the five-year period between 1995 and 1999, they identified four student profiles. Of interest for the present purpose is the group identified as high achieving. Here are the data from the MMSD Research and Evaluation Report from May, 2000:
Group 1: High Achiever, Short Tenure, Behaved
This group comprises 27% of all dropouts during this five-year period.
Characteristics of this group:

  • Grade 5 math scores – 84.2 percentile
  • Male – 55%
  • Low income – 53%
  • Minority – 42%
  • African American – 31%
  • Hispanic – 6%
  • Asian – 5%

Evaluation of the SLC Project at West High School

The development and implementation of the common 10th grade English course is a significant initiative for two related reasons. First, the course is central to providing instruction in the core content areas within each of the four small learning communities in grade 10, as outlined in the SLC grant proposal. And second, the course represents a major change from the elective course system for 10th graders that has been in existence at West for many years. Given the importance of this effort, we want to understand what members of the English Department thought of the work to date.

Report from West High PTSO Meeting



Some 70 parents were in attendance at Monday evening’s PTSO meeting to hear about West High School’s plans for 10th grade English. This was the largest turnout for a PTSO meeting in recent history. Approximately one-third of those there were parents of elementary and middle school students who will be attending West at some point in the future.
The consensus from parents was that they want more discussion of these planned changes, and given the school’s timeline for formalizing next year’s course offerings, these meeetings have to happen soon.
Parents heard from Principal Ed Holmes, English department chair Keesia Hyzer, and from teacher Mark Nepper. What follows is a brief summary of the presentation.

High Schools Nationwide Paring Down



Caroline Hendrie writes in the June 16 edition of Education Week
As a strategy for reforming secondary education in America, small schools have gotten big.
Prodded by an outpouring of philanthropic and federal largess, school districts and even some states are downsizing public high schools to combat high dropout rates and low levels of student achievement, especially in big- city school systems. For longtime proponents of small schools, the upswell in support for their ideas is making for heady times.
Despite the concept�s unprecedented popularity, however, evidence is mounting that “scaling up” scaled-down schooling is extraordinarily complex. A sometimes confusing array of approaches is unfolding under the banner of small high schools, contributing to concerns that much of the flurry of activity may be destined for disappointing results.

West High Principal Search



A strongly substantiated rumor has it the Ed Holmes, the current principal of Wright Middle School, is all but certain to be selected as the next principal of West High School. People who are more informed and more involved at West than I am believe that Mr. Holmes would be a very bad match for West High.

Parenting

  1. What makes someone a better parent? Haidt says right wingers and religious folks make better parents, citing that they are increasingly happier and more rooted in communities, liberal kids are more depressed and more vulnerable to phones. But while we should and do care a lot about it, being a good parent is not primarily about whether your kids are happy now. There are realistic margins where it is highly correct to make kids less happy now to give them better futures, and instill in them better skills, values and habits.
  2. (0:01:20) Tyler says then, why not be a right winger, isn’t this the most important thing? Haidt says no, values do not work that way, you don’t get to simply adapt the ones with better outcomes. He is right. Haidt will note later he is now a centrist, seeing both extremes as too illiberal, which he largely attributes to social media. Also being sufficiently conscious of the need for community and the dangers of phones and dangers of identitarianism (which he discusses later) can plausibly screen off the related mechanisms.
  3. (0:02:00) Tyler asks who Haidt has met who is most wise, Haidt names two and finds many role models for wisdom. I notice that I find the opposite. I know plenty of very high intelligence (INT) people but find it hard to name very high wisdom (WIS) people I have met. Who is the wise man among us? Perhaps my standards are wrong.
  4. (03:15) Asked about Covid reactions, Haidt attributes the right-wing reaction to concerns about government control rather than purity, notes purity can also be high on the left with spirituality and yoga. I notice he does not mention wokeness or cancel culture as having a strong purity component, despite describing what is happening on campus as psychologically akin to the Chinese Cultural Revolution.
  5. (07:30) Haidt values the Bible because of the need of every culture to have shared stories and reference points, comparing it to Homer and the Greek myths for ancient Greece and Rome. I agree that we need these shared reference points, and I increasingly worry about the fragmentation there, not only away from the Bible but also away from sharing popular culture stories as well, if we also increasingly don’t watch the same TV shows or movies or even play similar video games. If the AI is making up stories and games for you, then they will be different from someone else’s stories and games. Haidt says Babel is the Bible story he gets the most from, whereas he doesn’t get Job. I can guess what he draws from Babel but I think I got those bits from elsewhere.
  6. (09:00) Haidt opposes identitarianism in the sense of putting identity first as an analytical lens, and especially orienting others in this way, often in a mandatory way. He also warns of monomania, a focus on one thing, and notices that it seems rather terrible to teach young people that life is centrally about ranking people according to how good the various races are, no matter which races are put on top.
  7. (11:00) Tyler asks about ‘the disability concept,’ notes that people with say Tourette Syndrome do not obviously have worse outcomes, so do we ‘need some kind of identitarian movement’ to avoid this being called inferior, as ‘both the left and the right go along with this’? Should we be outraged? That… doesn’t seem like what is going on at all, to me? I would ask, don’t we already have such a movement, and isn’t its core strategy to label those who disagree with them or fail to ensure equality of their outcomes as exhibiting ableism? And is not this strategy sufficiently effective that one could reasonably worry about the consequences of saying various things in response? Haidt instead responds that identitarian political movements organizing for politics is fine, it just doesn’t belong in a classroom, citing past rights movements. And he asks, does turning up your identity in the sense of ‘I am a person with ADHD’ lead to better outcomes? He says we don’t know, but that it is ancient wisdom that it is our interpretation of things that upsets us, that such thinking is probably bad for you but he could be wrong. Haidt strikes me as someone who feels unable to speak their mind on this, who is choosing his words carefully and out of fear.
  8. (13:10) Tyler asks, why won’t AI soon solve the screen time problem? The AI agent will process the information and then talk to you. Skipping ahead first to his next question, he asks (in a clearly actually curious tone) “Screen time seems super inefficient. You spend all this time — why not just deal with the digest? Maybe in two, three years, AI cuts your screen time by 2X or 3X. Why is that so implausible?”
  9. Haidt absolutely nails the response, pointing out that Tyler is plausibly the fastest and most prolific processor of information on the planet, and he is modeling screen time as someone attempting to efficiently process incoming information to complete a fixed series of tasks. If AI can process information and help you complete those tasks twice as fast, then you could finish your screen tasks in half the time.
  10. For Tyler specifically, I buy that this is a lot of what he does with screens, although even then I would ask whether he would want an AI to speed up his watching of movies or NBA games. But let’s exclude those cases from the analysis, since the concern is about phones, and say that mundane AI doubles Tyler’s productivity in using screens to process information and complete tasks. What will happen to Tyler? Well, obviously, he will follow the supply and demand curves, and respond to decreased cost of information by increasing his consumption of information and resulting completion of tasks. It is entirely non-obvious that we should expect this to involve less time on screens, especially if we should effectively include ‘talking to an AI to complete tasks and seek information’ as part of screen time.
  11. When thinking about my own consumption, and wow do I have a lot of screen time, I would first strongly say that I think all my interactions with AI should effectively count as screen time. I almost never talk to the AI with voice rather than text, better tech does not seem like it would change that so much, and if I did it would not be functionally different. I also notice that over time, as the efficiency of screens has gone up, my time allocation to screens as responded by rising, not by falling. The ability to use LLMs has definitely net increased my screen time so far. I can imagine ways to reverse this trend, using AI to arrange to be more social and interact more with the world, but at minimum that seems like it requires an active effort, and it does not seem like the way to bet.
  12. Tyler later emphasizes once again converting to spoken word. That’s worse, you do get how that’s worse? Why would we want to lower the bandwidth, even if you like voice interactions? Even if it wasn’t worse, why the repeated emphasis on earbuds and voice? That is all still ‘screen time’ for all practical purposes, and one could see that as being even more of a steady stream of interruption.
  13. For an average person, or an average child, the picture here looks gloomier still, to me. Time spent on television or watching videos or playing games will be made more addictive and to involve better selection via AI, and improve in quality in various senses, but that should tend to increase rather than decrease consumption. A better AI for TikTok that finds better matches to what you want is not going to reduce time on TikTok. Yes, we can get the same level of informed or handle the same number of emails in less time in that future, but our requirements and usage will expand to match. Historical parallels suggest the same, as screens improve we consume more screen time not less. So the question here is whether the new uses are transformative of our ‘screen time’ experience such that they are positive uses of time, especially for children?
  14. Returning back to the first question here, Haidt says the primary problem with screens is opportunity cost of time, that they are experience blockers, and half his book is about the importance of play. Kids used to play for hours a day, even though that involved ‘real danger,’ and now they do not do that. Yet we refuse to let kids be kids, do not permit them to go play unsupervised, often this is even illegal. I see this as the best counter-argument against ‘the phones did it,’ if the kids wouldn’t be allowed to play anyway then of course they will be on their phones and computers and televisions. He also points out a bit later that video games used to be scarce and physical enough to encourage playing with friends and being somewhat social, and now you play alone or online (online can still be socially valuable, but is even at its best missing key elements.) AI, Haidt says, is not going to return children to a play-based childhood, it is not going to get you to spend time with friends.
  15. Could AI instead be implemented in ways that simulate true play, that involve physical activity, that gives you virtual people to interact with that challenge you and train your social skills and other talents? That is definitely technologically feasible if we want it enough. But will the market give that to us, in practice? Will we choose to consume it? What we have seen so far should make us highly skeptical.
  16. Haidt agrees with that prediction: “In theory, I’m sure you’re going to say, “Well, why can’t we just train an AI friend to be like a real friend and get in fights with you sometimes?” Maybe in theory that’s possible, but that’s not what it’s going to be. It’s going to be market-driven. It’s going to be friends and lovers who are incredibly great for you. You never have to adjust to them. You never have to learn how to deal with difficult people, and it’s going to be a complete disaster for human development.”
  17. (17:00) Tyler then responds with a statement that I think generalizes a lot of his perspective on so many things: “Complete disaster strikes me as too strong a term for something that hasn’t happened yet. I think you’re much too confident about that.
  18. I do actually think Haidt is overconfident here, if we confine to the kind of mundane AI (e.g. GPT-5-style) that is under discussion here, with an otherwise untransformed world. But I see the bolded sentence and paraphrases of it often used, by Tyler and by others, to dismiss concerns about future outcomes, in various ways, and especially to dismiss existential risks. If it has not happened yet, this reasoning goes, then how do you know what the consequences would be? How would you even dare to say such a thing is a plausible outcome requiring us to pay real costs to try and prevent it? And my answer is, again and again, that sometimes and in some ways you should be highly uncertain about future outcomes, especially when you lack parallels, but that one still has to use reason and consider how things might work and form probability estimates and not make excuses to look away.
  19. There are indeed many things that have not happened yet, that I am confident would be ‘a complete disaster’ if they did happen, or that were clearly highly predictable ‘complete disasters’ before they happened. A large asteroid impact. A widescale global thermonuclear war and many other wars too. A pandemic, consider Covid predictions in January 2020. Various political proposals, especially for redistributions of wealth or widescale political violence. Getting rid of gifted and talented education programs and magnet schools, or not teaching kids advanced skills in the name of ‘equity,’ or many other educational reform proposals. Having the As play three years in a minor league ballpark in Sacramento. The correct response to a large percentage of movie previews. Etc.
  20. (17:30) Haidt then responds a different way: “What do you mean it hasn’t happened yet?” And Tyler clarifies the real question, which is: If screens are making children so miserable, why won’t they use new AI innovations to fix that? Why are they so ‘failing to maximize’? To which the obvious retort is, it is not like there are no alternatives or innovations available now, yet the kids remain miserable. They are not maximizing now. The ‘market’ here has failed us. Children, even more than adults, do not optimize their consumption basket taking into account all dynamics and long term effects, mostly they (as per our experiments, this is not speculation) end up using apps with Skinner boxes and delayed variable rewards and minimal active thinking and applications of various forms of social pressure and so on, in ways that have network effects and punish non-participants, in ways that in practice make people miserable. If you think ‘AI innovations’ will break us out of that, why do you think that? What would that look like?
  21. (18:00) Hadit responds by highlighting the collective action aspect, pointing out the Leonardo Bursztyn paper that many kids would love if everyone else would quit too but otherwise they can’t afford to, even TikTok has strong network effects from shared cultural knowledge.
  22. (20:15) Tyler challenges the importance of face-to-face interaction by noticing that the pandemic didn’t damage well-being for kids too much. Haidt points out that time spent with friends was dramatically down already by 2019, starting in 2012 with smartphones. Tyler counters that time in school is time with people and friends, so the decline in 2020 must have been dramatic, yet well-being problems did not change much.
  23. I note that I would be prepared to defy the data (if I need to do that) that mental well-being did not decline a lot for kids, or for everyone else, in 2020 and 2021? I mean, what? Alternatively, we actually have an explanation for this, which is that schools are very bad for children’s mental health, as you would expect given what physically takes place there and how they treat children in most schools. So in 2020, yes we had less social interaction which was bad, but also we had less de facto torture of children via school, which was good, and it roughly cancelled out.
  24. (22:15) Haidt points out time use studies don’t count school as time with friends, that we are talking time out of school. He also points out that time within school is now largely spent with phones, not interacting with friends or those physically next to you, most students check their texts during class. So to the extent that time used to count, now it mostly doesn’t. After 2012, academic achievement goes down, loneliness in school goes up.
  25. I would say: You can sort of count time when you are forcibly imprisoned next to arbitrary other people as social time, but that stops working if you instead have the option to ignore them and be on your phone. Also we should totally ban phones in schools, as I’ll discuss later, how is this even a question if teachers are otherwise losing the fight on texting during class, if you don’t think we should ban the phones then at that point we should instead dismantle the schools, what is the point.
  26. (24:15) Tyler reiterates that this was a rather strong natural experiment via shutting down schools. I agree, and I do think Tyler has a good point that school time is more social than time spent isolating in a pandemic even with ubiquitous phone use. My response to that is noted above: That the schools are toxic and depressing. Which Haidt points out. As he says, it’s not a clean experiment.
  27. (25:30) Tyler asks why around 1900 European culture became more neurotic, depressive, negative and hostile, and then 1700s weirdness, and asks aren’t big shifts in mood often happening for small reasons, why attribute it to the phones? Why not simply say that big mood shifts we can’t explain are the norm?
  28. But this isn’t history. It is now, and we can observe it in real time, and we indeed have a very good explanation of what happened. It is fine to say we do not today know what caused some previous shifts but why should we then feign ignorance over this one? Yes, in theory it could have been something else that happened at the same time, but so what? And even if it was, shouldn’t we assume that this something that changed was related to the change from phones or social media anyway? What changes in the early 2010s culture weren’t related to that?
  29. Tyler keeps pounding on this later, so I want to say clearly: If there was an ‘exogenous mood shift’ in the 2010s, then all plausible candidates for it, including the rise of both wokeness and Trump and the loss of credibility of elites, are causally heavily intertwined with phones and social media. I also want to note that if everyone else is on their phones all the time, your social activities are already crippled by negative network effects, so you might be in a no-win situation, where not using phones would also cripple your social life.
  30. (27:15) Haidt responds also that this happened very quickly, in a single year, what is an example of those that we can’t explain? Tyler says, they kill the British king, the French Revolution. But of course such events are usually a long time coming, and also it is not like we lack an explanation. We know many things that helped cause the French Revolution, this is not a mystery, and it is no mystery why we saw rapid changes once it started. I looked up English kings that got killed to see which ones would count here, which leaves Edward II, Richard II, Henry VI and Charles I. In three cases, it seems like clear reaction to a perception of tyrannical actions by the King, and in the fourth by a dynastic civil war? Is any of that a mystery?
  31. (29:00) Tyler says there are two pieces of evidence that don’t seem to support Haidt’s story out of sample. First, he says, the impact is mostly the Anglosphere and Nordics, so why shouldn’t we say this is a ‘negative mood for reasons we mostly don’t understand’?
  32. (30:00) Both agree girls are more mimetic, and this is one cause of them being impacted more by whatever is happening.
  33. (30:30) Haidt says within the last two months he has learned that conservatives and religious people are protected, and that there is a huge religious impact here: “But that hides the fact that in Eastern Europe, which is getting more religious, the kids are actually healthier now than they were 10 years ago, 15 years ago. Whereas in Catholic Europe, they’re a little worse, and in Protestant Europe, they’re muchworse… It’s rather, everyone in the developed world, even in Eastern Europe, everyone — their kids are on phones, but the penetration, the intensity, was faster in the richest countries, the Anglos and the Scandinavians. That’s where people had the most independence and individualism, which was pretty conducive to happiness before the smartphone. But it now meant that these are the kids who get washed away when you get that rapid conversion to the phone-based childhood around 2012. What’s wrong with that explanation?”
  34. It seems important to be precise here. What this is saying is that it is the combination of smartphones and individualism that causes the issue. It seems reasonable to have the problems arrive and have biggest impact in the Anglosphere first, where we are richer and most individualistic, and the internet is in our language and we adapt such things faster and have freer societies and more free market attitudes, and already had less emphasis on socialization in various forms including declines in religiosity. (I wrote most of that before hearing Haidt’s explanation, then moved it later.)
  35. I do agree that this is still the strongest argument against attributing too much of this to phones alone, but similar concerns are being raised around the world, and I generally don’t see this point as being that strong at this point.
  36. (31:40) Tyler notes that old Americans also seem grumpier. I would say that this is also plausibly downwind of phones and social media. Even if they are not using the devices directly, they see the impact in a rapidly changing culture, in transformed politics and the widespread assertiveness of wokeness, even if you think wokeness is correct and vital you know that putting it in the faces of old people is going to make them grumpier, whether you consider that a cost or a benefit is up to you.
  37. (31:45) Tyler also notes that phone usage explains only a small part of variance in happiness outcomes. Haidt agrees that the overall correlation coefficient is only something like 0.04, but if you focus on social media and girls the correlation coefficient gets up to something like 0.17, that even the skeptics are at between 0.1 and 0.15 without splitting by gender. As noted above, a lot of the impacts here are cultural shifts and network effects, so the coefficient could easily fail to capture a lot of the impact here. We also have to ask what directions causation goes to what extent. It is plausible that being depressed causes you to spend either more time or less time on social media, I can think of mechanisms for both.
  38. (34:10) Tyler asks, why no talk in your book about the extremely large benefits of social media? Which certainly sounds to me like ‘but you will be so much more cool if you smoke and drink with us cool kids,’ but yes, fair, and Haidt says tell me about it, especially for 11-13 year olds.
  39. Tyler makes a pretty bold claim here: “At Emergent Ventures, we support many teenagers, young women. Many of them not 13 years old, but very often 16 to 19 years old. They’re doing science. They’re remarkably smart. They get in touch with their collaborations and with each other using social media. They exchange information. They’re doing phenomenally well. They’re an incredible generation, smarter, more dynamic, probably more productive than any other scientific generation ever, and that’s because of social media.”
  40. I can totally buy that there are a lot of very smart teenagers out there, that those that are bold and talented and ambitious benefit from using social media to find collaborations. But… the most dynamic and scientifically productive generation? Oh my is citation needed here, I do not believe this, I do not see evidence of this. What seems more likely here is that Tyler gets to see the success stories, the most extraordinary people who make the tech work for them, and does not see others that do not? And of course it is not clear how much of that, even if true, would be due to social media. Yes, it makes it easier to find collaborations, but it also destroys rival means of finding such collaborations, and so on. With earlier tech there were already plenty of places to find like-minded people, and indeed it was in many ways easier to focus on that without distractions, because you were going to dedicated places, both real and virtual.
  41. (35:00) Haidt says he does have a section on benefits, which (matching Tyler’s statement) is almost always for older teenagers, he can see the collaboration story for them, but for 11-13 year olds they have different needs. And Haidt points out that the rival methods social media is crowding out, even on the internet, were superior especially for that group, that the overall non-social-media internet is great.
  42. (36:30) Tyler clarifies that Twitter is how these kids meet, and Haidt confirms Twitter is social media. I am not as sure about that. I see Twitter as a hybrid, that can be used in any mix of both, and as much less of the bad thing than other social media, but of course I am biased, it is vital for my work. I would be happy for a compromise that said kids get Twitter at 13 outside of school hours, say, but other ‘purer’ social media only at 18. Or even better, as per later discussions, you can get only the non-algorithmic ‘following’ version of Twitter at 13.
  43. (36:45) Tyler once again: “It could be the case, maybe only 5 percent of teenagers benefit from this Twitter function, but that could, by far, outweigh the costs, right?” This seems to be a common pattern in Tyler’s thinking that is behind many of his weirdest takes, where he finds things he thinks are massively oversized in their benefits because in a small minority they promote the kinds of talent development or inspiration or capital formation (or what not) that he thinks is most important, and he is willing to throw the rest of life under the bus to get it – see for example discussions over congestion pricing in New York City. It is of course possible that the benefits outweigh the costs even when benefits are concentrated like this, but (aside from not being confident that the

In this case, one easy response is to say that this is the kind of child who should have special technical chops and determination and be impossible to stop, and who would rise to the challenge if we tried to stop them, the way hacker kids got around restrictions in the 1980s. If they’re all that do you think you can keep them off Twitter? So the correct solution would be to not let kids have social media, and then be fine when they got onto Twitter anyway. Or of course you could soon have an AI check their usage to confirm they were using it For Science.
  45. (37:10) Tyler agrees that girls 12-14 are likely worse off because of Instagram. He dodges the question of TikTok, but it seems like his objection at that age is entirely about Twitter? Haidt says that we must talk price, the question is whether the age threshold should be 14 or 16, and he thinks that algorithmic feeds should be gated to age 16.
  46. (37:45) Tyler says these kids start doing their online science thing at 13 even if he only sees them at 16, alternatives would be much harder. Haidt points out they could meet in other ways, says it would only be a little harder.
  47. (38:25) Tyler asserts they ‘all make this decision’ to switch Twitter to a non-algorithmic feed. So the common ground seems very obvious here?
  48. (38:45) Haidt claims Gen-Z spends a huge portion of their time and attention managing their network connections, it is the first and last thing they do every day. If true (and I think it is) this seems horrible, they are paying very high maintenance costs and not getting much in social benefits in return, in a way that makes it very costly to opt out. He literally estimates 5-10 hours a day for these activities plus consuming content to keep up. One way to look at this is that we have raised social signaling costs that people can pay and made such payments highly visible, with the opportunities to do this becoming available at random times, and one can see why this would be bad, the worst kind of anxiety-infused life-consuming Skinner box. Haidt refers to Collision noticing no major person in software is under 30, that Gen-Z aren’t starting companies and doing things. What young people are impacting the world?
  49. (40:10) Tyler says young people are doing well where we can measure success, such as at chess. But chess is almost a failure mode for our brightest minds, in many senses, and also illustrates how much current generations are drawn to obsessing over improving legible numbers in various ways that don’t depend on learning through child-style play. Tyler says that these people aren’t founding companies because you need all these synthetic abilities and the nature of production has changed. But one might also say it is the path to developing those styles of abilities that has been effectively blocked by time on phones. Haidt points out that GenZ talent tends to disappear into the prestige economy of social media itself, to likes and followers.
  50. (41:30) Tyler says many at OpenAI and Anthropic are ‘extremely young’ and doing amazing things, that is historically common in software so hard to know how this compares. He again points to Emergent Ventures and says they’re so much smarter and more productive and attentive and disciplined than kids in his day. But how would one know that? I would argue that instead those kids have been better selected. Haidt agrees that this sounds like selection.
  51. (42:45) Tyler once again goes back to, whatever problems there are, why not just think we’ll adjust to them? We adjusted to agriculture and fire and cities, that often the early ride is bumpy but it turns out fine. Sounds a lot like what he says about AI, this super strong prior that people adjust to things and then we’ll be better off. One response would be yes, we adjust, but taking social media away from kids like we took away leaded gasoline is exactly the kind of way in which we adjust.
  52. (43:30) Haidt learns not to trifle with Cowen in adjustment trivia by asking about scurvy. I wonder how the British Navy forgetting why their cure worked and reintroducing scurvy fits into this, but they did rediscover the issue eventually, but it does seem like a poor example, because there are various ways to efficiently fix the issue, the issue is very clear when it is happening, and people have heavy incentive to find an answer. The obvious current lack of adjustment question would likely be fertility, if AI proves somehow not to be transformational. Are we going to adjust? How fast, and how?
  53. (45:00) Tyler says, this 5-10 hour flow of message, the AI will do that for you, and you’ll have a lot more time again. Alas, I think Tyler misunderstands the purpose of that flow of messages. The reason it is a 5-10 hour flow of messages is that this is costly signaling. If everyone hands their message flow to the AI, then the response will be, oh if she cared about me she wouldn’t let the AI handle the messages, or she would but then she would spend time customizing her replies, the replies are either too fast and the AI is doing them without her in the loop or too slow and she is not giving me attention, which means she does not care enough about me.
  54. And so on. This is not the kind of trap that efficiency gains can solve, the thing will eat any gains, that is exactly why the situation got worse when the tools got better. Similarly, when Tyler says Gemini will ‘give them a digest’ of what is going on in their friend’s lives, so they can keep up for when you meet in person, well guess what? Now the standard is ‘show me you did not only read the digest.’
  55. Could you imagine a world in which AI is so good that no one can tell the difference? You can, but then one must ask why we are even still around and what is our purpose in life and our way of producing things and so on. If we are not even handling our own social communications, are we even ourselves anymore? I don’t know. It is weird.
  56. This seems like a very particular goldilocks scenario to me, where the AIs are exactly good enough and given exactly enough leeway and authority to free us where we want to be free, but somehow the world remains fully normal and economic normal, and I don’t have reason to think the zone in question exists at all unless we are engineering it very intentionally. It feels like wishcasting even above and beyond the parts where one doesn’t want to look at existential, catastrophic and systemic risks. I’d love to get the AIs to do the work we dislike and for us to live the parts of our lives we like without AI, but… how? What is the plan, in detail? Can we write stories in that world, maybe, and make them make sense? Seems hard.
  57. Later Tyler suggests for example people saying “‘I’m going to form like a little polycule but without sex, and my polycule will be based around not doing so much social media.’ Like my friends and I in high school — we didn’t go to parties. We seceded from that.” This was young Tyler’s solution to the collective action problem, a small group took the collective action, nice solution if everyone is fine with that being the entire collective. And yes, some people will always (in normal worlds) be able to form close-knit groups that ignore everyone else, and a small group of friends can do very well on all fronts, but that has always been highly limited as a strategy, most kids and people are incapable of it or won’t do it under the pressure.
  58. Yes, as Tyler says, meeting up with your friends is fun, but when he says ‘kids will find ways of doing this,’ they are not currently finding ways of doing this. Time with friends is way down. Most social activities are way down. Relationships, sex and children are way down. That does not mean we will never adjust, but I see no reason to expect adjustments that fix this. There are lots of things that people used to enjoy a lot or benefit from, that we stopped doing at various points in history, and I do not expect most of them to come back.
  59. (46:15) Haidt frames this as, there’s going to continue to be a ‘dip’ in terms of mental health impact, but that Tyler might be right, we could get superhuman generations in 30-50 years. Well, yes, we could get a lot of very exceptional things in 30-50 years if AI continues to improve.
  60. (47:30) Flagging the huge agreement by all three of us that there is far too much homework, especially in the early grades. My kids school has them do homework with the justification that they need to learn how to do homework, the generalized version of which I would call the worst argument in the world if Scott Alexander hadn’t used that term first for the non-central fallacy. Perhaps instead the worst justification in the world? Which is ‘you need to endure bad thing X now on purpose, so that you get the benefit that it will then be less bad when bad thing X happens to you again later.’ Madness.
  61. (48:00) Haidt frames his book as offering four norms that solve collective action problems and that would help get children time and ability to play as they need to, with number one being no smartphone before high school, let them use flip phones. Second, no social media until sixteen. Third is phone-free schools. Fourth is far more childhood independence, a la Free-Range Kids and Lenore Skenazy.
  62. I am strongly in favor of all four planks as norms to strive for, especially taken together, and for the laws to at least facilitate all this. We need to stress the fourth one most of all, you can only take away the phones if kids can otherwise use that time.
  63. (51:05) Tyler asks the right question on the social media rule, who is enforcing these norms? The government or the parents? For the others it is easier to see. For free range kids it is sufficient that the government allowing and encouraging it. For phones in schools that is clearly on the schools and thus mostly the government.
  64. (51:15) Haidt responds that parents cannot enforce this alone without outside help. Quite right, at least once you let them have a phone or computer. So what should we do? Right now, Haidt notes, even the kids below 13, that they are supposed to not allow, do not get kicked out even when it is obvious. Haidt wants to raise the age to 16 and see it enforced as his number one option.
  65. (52:00) Tyler makes clear he is totally opposed to the government telling parents they can’t let their kids use social media. He says ‘so the government will stop me from raising my 15-year-old the way I want to. I’m totally against that.’ I don’t see Tyler generalizing this principle enough, if so? Either way, we agree the social media decision needs to be up to the parents, at least at age 15. That you should require very clear opt-in from the parents, but if you have it, then go ahead.
  66. The emphasis on ‘sign a contract to hand over data’ is weird. This cannot be the true objection, can it? Shouldn’t we draw the line where we actually care?
  67. (53:40) Tyler says, Instagram has parental controls but no one uses them. Haidt points out few people are able to use such controls well. I would add, the implementation matters. The defaults matter a ton. Having something in an options menu sounds like a good libertarian solution but in practice adaptation of that will always be very low. Defaults or GTFO. If you made it such that the parents had to give very clear permission for a kid-friendly account, and then again give very clear permission for a fully unlocked account, and you actually made this hard to spoof or to happen without the parents being aware, then you would have something. You need something like the Certificate of Dumb Investment, where you impose some trivial but real inconveniences in the process.
  68. (54:10) Haidt asks the obvious question, what about PornHub? And Tyler says, no, you’re trying to shift it to me, but fundamentally it has to be either up to parents or up to government, and if it is up to parents it will not matter much, and points out Haidt is at least raising the intervention possibility.
  69. And I say, no, it is not a binary choice. It is at least a tertiary choice, with a middle third option. If you leave it ‘up to the parents’ as in the parents can in theory tell the child what to do, then that is better than saying the child has a ‘right’ to do it, but in practice we all know that won’t work here. If we say ‘the government bans it’ then that is not good either, although ‘it is banned but parents who want to make it happen anyway by giving them accounts and logins that technically are in the parent’s names can’t actually get stopped or punished in a real way, at most we ever impose a modest fine’ might be a practical response.
  70. The third option is that the parents can give the kid an account, but we impose real friction costs of doing so as part of actually enforcing it, in a way that if the kid tries to do it without permission and isn’t unusually savvy, they will definitely get caught. And that the parents have that extra push not to do it, they can’t just go ‘oh fine, it’s easier to let you, sure’ and that’s it. They have to mean it. And have the services actually enforce these rules and procedures often enough that if you don’t go through the hoops, your account might well get deleted.
  71. (55:00) Haidt says a lot about how the government is not doing anything to enable safeguards. Tyler points out that any version of this is effectively a ban, that it would bankrupt such companies if they could be sued every time a kid got on without permission. Haidt says he is not saying that the government should decide, but he thinks parents should be able to sue these companies, that we should sue them over things like constant refresh and endless scroll as well, that section 230 should only apply to what people post.
  72. Presumably this is one of those ‘either our legal system has rules for liability that work, or it does not’ situations? As in, if parents sue over their child having access without permission, then that should not automatically entitle them to thousands or millions in damages, they should have to demonstrate that the company was negligent in allowing this. And if they sue over the endless scroll, our legal system should say that is a dumb lawsuit, and toss it. When tech companies say they cannot survive ordinary liability law, that implies strongly that either we should change that underlying law for all cases, or there is something deeply wrong with the business. And we should check to see if what the tech company is doing is regulatory arbitrage.
  73. Tyler doubles down, says even if Meta was 99% effective, they’d still be sued into oblivion on the other 1%. Whereas Haidt says correctly, that would be incredible, great success, we happily accept a 1% or even 5%-10% failure rate here. And Haidt says, again I believe correctly, that if Meta did have a 95% or 99% success rate, that success rate would be a strong defense in a lawsuit. Or, alternatively, we could perhaps write a safe harbor rule here to ensure this? As in, you are required to ensure that your system is 95% effective, meaning that for every 5 kids that are on your platform, there are 95 that attempted to get on the platform without permission beyond ‘I tried to sign up, told the truth and was told no,’ and failed to do so, or something similar.
  74. I think this is actually a lot easier and less tricky than PornHub. With social media the whole point is a persistent identity. It seems reasonable to provide age verification or parental permission once. Whereas with PornHub, as Snoopy once said, there are some times that you prefer not to be recognized. It would be a major imposition and security risk to require providers of pornography to verify identity.
  75. I also don’t feel like the full solution space of this problem is being searched. There feel like there should actually be good technical solutions available.

Ban Phones in Schools

England to give the power to ban mobile phone use on primary and secondary school grounds, students will have to switch them off or risk confiscation. Reactions like this always confuse me:

However, teachers’ unions said that the crackdown was misguided because most schools already imposed a ban. Geoff Barton, general secretary of the Association of School and College Leaders, branded the reform a “non-policy for a non-problem” and said ministers should focus on limiting children’s access to social media platforms.

I fail to see why this is an issue? I am pretty sure this is not a ‘non-problem.’

Jay Van Bavel: My kids go to a public middle school in NYC where they lock up their phones for the day. This is what the school observed:

“Overall, the program has been a massive success. We are happy to share that we continue to see the benefits of using Yondr, with increased student engagement in the classroom, less time spent in the bathrooms and hallways, more genuine connections within the community and a decrease in reports of cyberbullying.”

We need some RCTs on removing smartphones from entire schools or classrooms to see the impacts (which are often network effects, rather than on individuals).

Some parents worry this will mean they can’t find their kids in case of an emergency.

Not true.

The kids carry the pouches and parents can still easily track their location (if necessary). In an emergency kids can just break open the pouch. It only costs ~$20 to replace.

Sounds good to me as a way to quiet the concerns. It should not be actually necessary to carry the pouches, and I think psychologically it would be better not to do that so kids are not tempted to break the pouch and don’t have to spend willpower to avoid it.

Phil McRae: SMARTPHONE BAN

In the US, a teacher (Mary Garza) instructed her students to set their phones to loud mode. Each time a notification was received they’d stand up & tally it under a suitable category. This occurred during ONE class period. Each mark is a learning disruption

A story confirmed to not mean anything.

Eliezer Yudkowsky: “I grew up in the City Where Nobody Can Sneak Up On Anybody, forced to wear a little hat that went ‘ding ding’ every 2 seconds anytime I went outside my house. I hated that hat. When I was six years old, enough deaf people had moved into the City that the hat acquired flashing LED lights.

Thankfully when we started to get deaf and blind people they stuck to their own city subsection and we didn’t *all* have to wear the vibrating boots that let people feel us coming through their toes… anyways, I hated that City and I told anyone I met that as soon as I was thirteen and had my own bank account I was moving somewhere, anywhere else; and they’d always nod wisely and say, ‘Valid.’

And then I turned thirteen and moved out and it was awesome. Every city is a quiet city for me now. I decided that I’d make my own kids grow up wearing hats that said ‘ding ding’, just so they could appreciate the quiet when they grew up. And for this, they make me move to the City of Clever Parenting Ideas?”

This story doesn’t mean anything, so please don’t try to decode it.

Did you know that Snapchat+, the $4/month subscription service, offers friend rankings? You can check how often a friend interacts with you relative to how often they interact with others. This often goes exactly the way you would think, with both friend and relationship drama ensuing when someone is not ranked high enough.

Even without Snapchat+, the app can show teens where they stand with friends via emojis. This occurs if two people are on each other’s private eight-person best-friend lists.

A yellow heart indicates “Besties” status—these two have sent the most snaps to each other. If they’re besties for at least two consecutive months, they graduate to “Super BFF,” indicated by two red hearts.

Jonathan Haidt: I have said much less about Snapchat than other apps because I know less. But the more I learn, the worse it looks. It’s not just the streaks, designed to hook kids. Their “solar system” maps are even worse.

Katy Potts: I call it the “anxiety app” in online safety training I run – grim – unbelievable they get away with it.

This is the kind of social information where we benefit from lack of clarity. There is a reason groups strive to avoid a known pecking order outside of the top and bottom ranks. Even if you know you are not so relatively close, you don’t need the details in your face, and real ambiguity is even better. For teens I am confident this is far worse, and also it will lead to people strategically gaming the system to get the outcome they want, and every implementation of that I can imagine only makes the whole thing worse.

Jonathan Haidt went on the Free Press podcast, in addition to the one with Tyler Cowen. On TFP, he laid out the case that smartphones are the primary thing ruining childhood this way.

Suppose a salesman in an electronics store told you he had a new product for your 11-year-old daughter that’s very entertaining—even more so than television—with no harmful side effects of any kind, but also no more than minimal benefits beyond the entertainment value. How much would this product be worth to you?

What the smartphone user gives up is time. A huge amount of it.

Around 40 hours a week for preteens like your daughter. For teens aged 13 to 18, it’s closer to 50 hours per week. Those numbers—six to eight hours per day—are what teens spend on all screen-based leisure activities.

I should note that researchers’ efforts to measure screen time are probably yielding underestimates. When the question is asked differently, Pew Research finds that a third of teens say they are on one of the major social media sites “almost constantly,” and 45 percentof teens report that they use the internet “almost constantly.”

As I said in the main part of the post, if kids are indeed being allowed to spend that kind of time on their phones, that seems obviously deeply unhealthy, and the decision to permit this seems bonkers levels of nuts. No, I do not need a study to see this.

If you are spending that much time on a phone, then unless something is deeply engrossing in a way that for example school almost always isn’t, every minute that you are not on your phone, you are spending part of that minute jonesing for your phone. You are thinking about pulling out your phone. You are using willpower not to.

There aren’t zero useful things to do with phones, but at that point, come on.

There is also this. You can say it isn’t smartphones. It’s obviously largely smartphones.

I do not buy that this can be explained by ‘some unexplained shift in mood.’

Haidt also wrote a book, The Anxious Generation. As I noted earlier I haven’t had opportunity to read it. Candice Odgers reviews it here in Nature. Here is the teaser line of the review.

The evidence is equivocal on whether screen time is to blame for rising levels of teen depression and anxiety — and rising hysteria could distract us from tackling the real causes.

Remember The Law of No EvidenceAny claim there is “no evidence” of something is evidence of bullshit.

One could add a corollary, The Law of Distracting Us From the Real Issue. Which henceforth is: If someone warns that paying attention to X could distract us from the real issue, that is evidence that X is the real issue.

This is because the phrase in question is an attempt at deep magick, to act as if evidence has been presented or an argument made and social cognition has rendered a verdict, when none of that was otherwise the case.

There are of course many cases where X is indeed a distraction from the real issue Y. What these cases mostly have in common is no one using the phrase ‘could distract us from the real issue.’

One could also point out that phones are themselves a massive distraction and time sink, thus even if something else is ‘at fault’ somehow, getting rid of the phones would be a first step to addressing it. Candice doesn’t even have any real objections to Haidt’s actual proposals, calling them mostly reasonable, or objecting to them on the grounds that they would be insufficient because teens would work around them. Which is not exactly making me want to instead do nothing.

Candice does of course pull out the no evidence card as well, saying studies fail to find effects and so on. Yeah, I don’t care. The studies are asking the wrong questions, this is dumb. Then of course she says ‘there are, unfortunately, no simple answers,’ so I am confused what we are even at risk of being distracted from. What does she offer?

Researchers cite access to guns, exposure to violence, structural discrimination and racism, sexism and sexual abuse, the opioid epidemic, economic hardship and social isolation as leading contributors.

The idea that kids today have more contact with guns, violence, structural discrimination and racism, sexism and sexual abuse than they did in the past is obviously backwards. Yes, of course those things continue to make the world worse, but they are much better than they used to be, so it can’t explain a new trend.

Economic hardship is complicated, as I’ve discussed in the past, but certainly there has not been a dramatic rise in economic hardship starting in the mid-2010s.

That leaves the opioid epidemic and social isolation, which are indeed getting worse.

Of course, citing ‘social isolation’ while denying that phones are at fault is a pretty rich thing to say. I am pretty sure a new activity soaking up most non-school hours is going to be bad for social isolation.

The opioid epidemic is bad, but this can’t be primary. The fall in child well-being doesn’t map onto the opioid epidemic. The rate of opioid abuse under 18 is relatively low, only about 1.6%. Even if you include parents, the numbers don’t add up, and the maps don’t match.

Yes, there is narrative among the youth that all these things are worse than ever. And that narrative is bad for mental health. But do you know what is a prime driver of that? Social media and everyone constantly being on their phones. And you know what else? Articles and academics like this one, pushing a narrative that is patently false, except where it is self-fulfilling.

There is an alternative hypothesis that does make sense. One could say that kids are on their phones this much exactly because we do not let kids be kids. If kids are not allowed to go off and do things, then of course they will end up on their phones and computers. We give them no other options.

So yes, we should cover that base as well. Let kids be kids.

The contrast between this and Tyler Cowen’s must better challenges is very clear.

Let Kids be Kids

People have gone completely insane. Do not put up with this insanity.

I mean, this would be insane at any age, but thirteen? At thirteen I do not even feel entitled to know which friend’s house my children are going to.

Hannah Posts: It would never occur to me that this would be unexpected or inappropriate. If I’m at Mary Ann’s house playing dolls, ofc her mother’s dearest old friend Miss Margaret would be in the kitchen chatting.

Can you imagine getting that call? Your kid is over at a friend’s house and their mom calls you to ask if her sister can stop by for a coffee

Andrew Rettek: parents like this don’t just stiffle their own kids, they mess with your kids, calling the ~cops if you give your kids “too much” autonomy. And they teach childless people, including their own kids, that this is reasonable behavior and anything less is negligent.

We used to let kids babysit other kids. I remember having at least one sitter, a neighbor from upstairs, who was only twelve or so. As opposed to now, when someone is terrified their 13-year-old is in a house with a friend, their mom and an uncleared third adult. We still use the term ‘babysitter’ but it means paying an adult at least $25 an hour, rather than letting kids learn some responsibility and earn some cash. It is all so insane. I would of course happily let a normal (non-adult) babysitter take the job for my kids, if I could find them and was confident no one would call the cops.

Also, let your kids pay cash or have their own debit card?

Patrick McKenzie: An anecdotally common user behavior I wouldn’t have guessed: many children old enough to go out with friends but not old enough to have independent purchasing power (or payment methods) now order in restaurants via a text message to Mom, who places order through app and pays.

At minimum this requires Mom to be by the phone willing to respond. That is not always an option. What do you do when she is busy?

Also you should not be tracking your kids and their spending like this. If you are old enough to go out with friends, and it is worth spending money to go to a place to eat, then give the kid the money. Don’t scrutinize their food orders. The responses seem confused by this as well.

In reasons you don’t need to devote crazy amounts of attention to your kids news:

Robert Wiblin: If incremental parenting effort for infants had large benefits you’d expect second and third children to do worse than they in fact do, seeing as how they have to share their parents’ attention with siblings while firstborns do not.

They do [a bit worse] but the effect is pretty modest given the reduction in parental effort is presumably large (20%, 30%, maybe more). (Though I guess one could argue it’s offset by learning effects.)

Daniel Eth: Unless there was a similar-sized effect in the opposite direction from better parenting due to learning.

Another hypothesis is that having older siblings is actively helpful, and this makes up for some of the difference. I generally am inclined to believe this.




Notes on California’s “Community Schools”



Kyle Stokes:

In 2007, leaders of LAUSD and the district’s teachers union agreed to create the first of what they called “pilot schools.” Pilot schools would be semi-autonomous campuses that would have greater freedom over their own budgets and academic programs.

At the time, UCLA had already been working with the union, district and local advocacy organizations to explore launching a community school of its own. In the nascent pilot program — and on the soon-to-be-rebuilt site of the former Ambassador Hotel in Koreatown — the school’s planners saw an opening.

Karen Hunter Quartz, the UCLA Center for Community Schooling director, led the team that submitted the first proposal for what became its Koreatown school in 2007. That proposal was inspired by trips to visit small schools on the East Coast.

“The concept was really, ‘How can we design schools differently to promote these small, nurturing communities?’” said Hunter Quartz. “So based on that experience and the pilot school experience and the building of new buildings in L.A., this was a great opportunity to create that here.”

In 2009, UCLA Community School opened its doors along with five other pilot schools on the RFK Community Schools campus on Wilshire Boulevard.

From its inception, Hunter Quartz envisioned a school that embodied many of the core tenets of the community schools movement — including the elements now known as the “four pillars” of community schooling.

Today, schools that want a share of California’s multi-billion dollar community school grant program will also have to agree to embrace a number of reforms, including these four pillars.

Over the last decade, evidence has grown increasingly strong that public charter schools create better educational outcomes, especially for low-income, minority students in cities. The question hovering over the Biden administration has been whether it will encourage and work to improve charter schools, as the Obama administration did, or instead try to smother them, as teachers unions and some left-wing activists have urged.

This spring, the administration released new guidelines restricting the $440 million in annual federal funding for charter schools. The effect of these guidelines, and almost certainly its objective as well, is to choke off the growth of public charters.

The administration’s proposed rules, which impose a blizzard of new conditions for accessing funds for charter schools, have three major flaws. First, they impose unnecessarily onerous application requirements that will make it hard for small charter schools to comply.

Second, the rules require, or at least strongly encourage, charters to collaborate with the districts that operate schools in their area. Of course, since the purpose of charter schools is to provide competition and an alternative to schools that are failing, this effectively gives districts a veto to block competition. The requirements are the equivalent of “letting Starbucks decide if anyone else can run a  coffee shop in various communities,” as Andy Rotherham puts it.

Third, the rules push prospective new charter schools to demonstrate that existing public schools in the area do not have enough seats to meet existing demand. This completely misses the reason parents want charter schools, which is not because they lack access to a school, but because they lack access to a good school. Affluent parents who don’t have a high-quality public-school option can go to a private school or move to a more affluent neighborhood. Charters give the chance at a decent education to parents who can’t afford to do those things.

And while the Biden administration is treating charters as a threat to the quality of existing traditional public schools, the evidence shows the opposite. One recent study finds that adding charter schools increases performance for students in all schools across the district. Another study finds that adding charters leads to higher performance in math and science for Black and Latino students across the metropolitan area, as well as a narrowing of the racial-achievement gap.

The most revealing aspect of the administration’s rules is its defense of them — or rather, its lack thereof. When Chalkbeat asked the Education Department for an interview about the charter-school regulations, it declined. Instead, a spokesperson “recommended that Chalkbeat speak to supporters of the proposal, including Carol Burris, executive director for the Network for Public Education.”

If education reform were a religion, then professing to just “follow the evidence” and “listen to communities” would anchor the liturgy. Charter schools, however, are a curious case that tests the faith. Urban charters have proven to be an effective reform, at scale, and parents in many communities are clearly demanding them. Raise that in a lot of education spaces, though — including among many of the well-heeled who consider themselves reformers or allies — and you’ll be branded a heretic, or at least quietly not invited back to church. That’s why it was so refreshing to see former New York City mayor, media mogul and philanthropist Michael Bloomberg announce a $750 million effort to create more high-quality charter school seats in communities around the country. 

That $750 million that Bloomberg’s foundation plans to spend over five years may seem like a pittance against the backdrop of a system that annually spends 1,000 times that amount, and especially as almost $200 billion in federal COVID aid is working its way through the system. Yet one lesson of decades of education reform is that relatively small amounts of money, well targeted, can leverage more change than larger but diffuse slugs of funding. Bloomberg’s $750 million isn’t small in any real sense — it’s a lot of money, and the kind of commitment that can tangibly change lives — but let’s hope this ends up being a down payment on a longer-term commitment.




The Price of Dissent

Zac Kriegman had the ideal résumé for the professional-managerial class: a bachelors in economics from Michigan and a J.D. from Harvard and years of experience with high-tech startups, a white-shoe law firm, and an econometrics research consultancy. He then spent six years at Thomson Reuters Corporation, the international media conglomerate, spearheading the company’s efforts on artificial intelligence, machine learning, and advanced software engineering. By the beginning of 2020, Kriegman had assumed the title of Director of Data Science and was leading a team tasked with implementing deep learning throughout the organization.

But within a few months, this would all collapse. A chain of events—beginning with the death of George Floyd and culminating with a statistical analysis of Black Lives Matter’s claims—would turn the 44-year-old data scientist’s life upside-down. By June 2020, as riots raged across the country, Kriegman would be locked out of Reuters’s servers, denounced by his colleagues, and fired by email. Kriegman had committed an unpardonable offense: he directly criticized the Black Lives Matter movement in the company’s internal communications forum, debunked Reuters’s own biased reporting, and violated a corporate taboo. Driven by what he called a “moral obligation” to speak out, Kriegman refused to celebrate unquestioningly the BLM narrative and his company’s “diversity and inclusion” programming; to the contrary, he argued that Reuters was exhibiting significant left-wing bias in the newsroom and that the ongoing BLM protests, riots, and calls to “defund the police” would wreak havoc on minority communities. Week after week, Kriegman felt increasingly disillusioned by the Thomson Reuters line. Finally, on the first Tuesday in May 2021, he posted a long, data-intensive critique of BLM’s and his company’s hypocrisy. He was sent to Human Resources and Diversity & Inclusion for the chance to reform his thoughts.

He refused—so they fired him.

I spoke with Kriegman just before Thanksgiving via Zoom. He dialed in from a small, cluttered room in his Jamaica Plain, Massachusetts home, where he lives with his wife and three children. He described his feeling of alienation, then frustration, then moral outrage, as he watched his Reuters colleagues’ behavior following the death of George Floyd. He described the company as a “blue bubble,” where “people were constantly celebrating Black Lives Matter, where it was assumed that everyone was on board.”




Covid-19 and Madison’s K-12 World

Hi, I’m cap tines K-12 education reporter Scott Gerard. Today. Our cap times IDFs panel will discuss how will COVID-19 change K-12 education. I’m lucky to have three wonderful panelists with me to help answer that question. Marilee McKenzie is a teacher at Middleton’s Clark street community school, where she has worked since the school was in its planning stages.

She’s in her [00:03:00] 11th year of teaching. Dr. Gloria Ladson billings is a nationally recognized education expert who was a U w Madison faculty member for more than 26 years, including as a professor in the departments of curriculum and instruction, educational policy studies and educational leadership and policy analysis.

She is also the current president of the national Academy of education. Finally dr. Carlton Jenkins is the new superintendent of the Madison metropolitan school district. He started the districts top job in August, coming from the Robbinsdale school district in Minnesota, where he worked for the past five years, Jenkins began his career in the Madison area.

Having worked in Beloit and at Memorial high school in early 1990s before moving to various districts around the country. Thank you all so much for being here. Mary Lee, I’m going to start with you. You’ve been working with students directly throughout this pandemic. How has it gone? Both in the spring when changes were very sudden, and then this fall with a summer to reflect and [00:04:00] plan, it’s been interesting for sure.

Um, overall, I would say the it’s been hard. There has been nothing about this have been like, ah, It’s really, it makes my life easy. It’s been really challenging. And at the same time, the amount of growth and learning that we’ve been able to do as staff has been incredible. And I think about how teachers have moved from face-to-face to online to then planning for.

A myriad of possibilities. And then, you know, ultimately not knowing where the next step might be. And so, um, although it’s been challenging and there has been so many times where there’s been frustration or glitches or those kinds of pieces, I also have watched. Staff, um, grow and blossom and try to [00:05:00] make the best of a situation.

Um, and I’ve also watched our district try to figure out, okay, how do we negotiate this? So it’s been hard. There’s no, no way around that. And, um, I also think we are learning and positioning ourselves to make some bigger changes down the road. Thank you, dr. Jenkins. You’ve spoken about how the transition to virtual learning went and Robbinsdale.
When you were there this spring, what lessons did you learn from that experience that you were able to bring here in Madison as you started the job with just a month until the school year began? Well, um, there were a lot of lessons out of this, the first one, the whole idea that the science. Was real. Um, we initially, uh, sent out a communication about COVID-19 February to six in our district.

And then again in February 28th, and we were watching what was coming out of Hopkins in terms of the information CDC, [00:06:00] but it was from afar, but when it hit us and we had the initial, um, case in our district, even though we had read up on it, it was real. And so in terms of all of your plans, when you have a crisis that we’ve done before, we’ve had crisis in schools, but nothing like this things we had talked about doing way out five years, 10 years from now with technology, we talked about it.

We’ve been talking about building our infrastructure. We went from being the first district to close in the state of Minnesota thinking we were closing for two days to disinfect, right. And we’ll be right back. To now the real reality of what we’re going through. But the lessons we learned in is in terms of how much we depend on one another and how much we need our children to be in close proximity to us, our realization of the children who are [00:07:00] behind, uh, during the traditional schools.

Or just illuminated 10 times, you know, more that, wow, we really need to do a better job of trying to engage, not only the children, but the families. This went from her, just totally child centered to whole family, whole community. And so COVID-19 for us has said let’s pause and check on the social, emotional wellbeing, the mental health aspect, and understanding our community even deeper.

Because the economic employment, the health, all these things that happened. So as a staff, we had to change our delivery models for instruction. Uh, initially in a crisis, we were trying to put in model the same things we were doing in traditional schools that did not work. And we learned from our students and our staff and our community, we needed to change it and not be so much it’s just on associate motion or that we didn’t.

Continue to [00:08:00] try to continue with the high levels of instruction. But initially we were just thrown off guard. I’m gonna be honest with you. And over the summer, you know, we worked together to really come up with a model that we think is better, but we’re not done. We’re still learning. Even being here in Madison.

Now the transition Madison staff did a lot in terms of just like across the country. People were taking food out to the community, getting devices out in the community, getting hotspots out. And we were not prepared for that level of support that we needed to give, but I was amazed at how all the staff and the community came together to try to get those things done.

Yeah. I still remember the lack of sharedness around the closures and how long it would be here. I talked to a number of teachers who said bye to their students for two weeks, and then it ended up being the whole semester. Thank you so much, dr. Ladson billings, this summer, you were involved in a program at Penn park that had some students outdoors learning STEM lessons for three [00:09:00] days a week.
What were the most important aspects of that sort of programming this summer for you? Well, I think dr. Jenkins actually hit upon what was central for me. I know that people are concerned about learning loss or learning, uh, opportunities, missed learning opportunities. But first let’s be clear. Our children are learning all the time.
They are human beings. There is no time when they are not normal. Maybe when they’re sleeping, I learned they’re always learning. Now, whether they’re learning academic things or curricular based things, that’s something different. But what I was doing really focused on and developing that program and we call it smartly in the park, um, I knew that the, the STEM.

Attraction will be there for the wider community. But my focus was on the children’s social, emotional and mental health needs. So many of [00:10:00] our kids are isolated. They, you know, they got a parent who was trying to go to work. Who says you may not leave the house. Okay. You got to stay here. And we figured that out when we started this with the lunches kids, weren’t coming to get the lunches because they were told don’t leave the house.

So, uh, at Mount Zion, one of the things we did is we got, we got the van together. We collected the lunches and we delivered them. So I said, this can’t be good for our kids to be this isolated. So, you know, we did not have sort of assessment metrics or any of those things in place for the summer. What it was, was the opportunity for kids to be in face to face communication with one another and with caring adults.

And I think that’s what we’re learning in this whole process. We can talk about curriculum. We can talk about instruction. But we are in the human being business. We don’t have any human beings. We have no business. And so indeed until we meet those basic [00:11:00] needs, those social, emotional, and mental health needs, we are, we’re not going to be successful.

And I think those were really underscored, uh, as, as spring went on and into the summer. Thank you very much. And that actually leads into another question I have here. Uh, all of you have spoken to me or publicly about social, emotional learning, being as important right now, uh, as academic learning, but how can that be done through a screen?
Um, I’m going to start with Mary Lee just because you’ve been trying to do that with your students. Okay. Um, so there’s a number of ways to do it. Um, It would be a misnomer to think that all of our students were showing up to school on a daily basis when we were seeing them face to face. And so, as teachers, as staff members, we’ve developed ways of connecting with students beyond the physical classroom to begin with.

Right. But there’s also ways to do that in front of a screen. Right. Taking the [00:12:00] time to check in with students. Yeah. I have 50 minutes with my group of students. But guess what? I spend that first five, 10, and that’s at least checking in, maybe it’s a silly question. What’s your favorite fall activity to do or fall flavor.

Right? It could be something silly like that, but it also could be something of like, how are you right now? Where are you at? Um, and then on top of that, it’s meeting students where they’re at some of our students. I have students who are not ready to do a zoom meeting. It’s too much for them. The and a number of ways.

So guess what I’m doing? Phone calls and text messaging and finding ways to connect with them in, in lots of different ways. Do I wish that I could be face to face with them? Absolutely. A hundred percent. And we are, we are finding ways to make those small connections that then lead to being able to open up to bigger connections.

And trying to provide some space during our class time or whatever, you know, [00:13:00] synchronous time that we have to also let them talk with each other. Because like dr. Ladson billings said our kids are isolated in their houses and some of them haven’t seen peers or reached out to peers. So creating some structures and spaces to have some of those conversations, to be able to have engaged in that discussion, that would happen in a classroom.

And, you know, creating those spaces. What are you hearing from staff and what are staff doing in Madison to foster those sorts of things? First of all, let me just say thank you, Mary. I mean, she really spoke to what I’m hearing from a number of our staff and, uh, not just here in Madison, but just throughout the country, as a meeting with other superintendents regularly on a national level to talk about what we can do to continue to build these relationships.
And funny go back to doctor Lassen billings. When she started talking about culturally relevant pedagogy and always look at that in terms of relationship building. [00:14:00] And that’s what Mary was talking about so way before everyone else was talking about it, that the last and bill has been talking about this whole thing of relationship relationship.
And we talk about relationships, but the reality of relationships as just describe that’s where our teachers are. Another thing in terms of uplifting. The voices of the teachers, all of the assessments. Some individuals think that when still need to be hard on the AP exam, harder and act, that’s not the main thing right now.

The main thing is that we put our arms around our students, around our staff, around our community. We see one another and we uplift the voices of the students and of the staff. How are they really experiencing this new thing? Taking those voices in the emphasis of our planning in the past, a lot of times we have gotten to planning from my office, all the other offices, the hierarchy that we’ve known must be flipped up on his head right [00:15:00] now that has not even worked doing a traditional for all.

Children serve some children. Well, but not all children. This is the time that we’re saying before you start the lesson, ask a simple question. But a big question. How are you today? And then pause and listen. Okay. And so our staff intentionally, but when we design our lessons and coming back and looking at how we get students in groups, how we’ll listen to them, individually, students talk to students and we have to be very careful about, um, just doing the content at this time.

But at the same time, our students. They want the structure. They need the structure to help them have some sense of what am I to do today. Parents need it. The other thing we’re doing, trying to connect more with parents and for us, we’re finding that we are actually having more contact with some parents than what we did prior to COVID in particular black and Brown [00:16:00] families.

We have the one group that’s been disengaged before Kobe that’s even more now. Particularly with black and Brown and special needs students. But right now, at this time, we’re trying to make sure we have that additional communication for those students who have been most marginalized prior to covert and now doing covert.

And so I think those things, uh, and students know we’re paying attention to them, staff know that we’re hearing their voices, parents know that we’re hearing their voice and then being prepared to pivot right now we’re in the middle of making shifts from what we’ve learned, even since school started back.

Our early learners, we have to define what the screen time mean, how we’re approaching our earliest learners, our ELL students, how do we give them the support? How do we support our students who may be special needs and just students who may be having anxiety and social, emotional issues and staff. So that’s what we’re trying to do to build a relationship, see people, and then actually.

Serve them based on [00:17:00] their needs and then provide the overall support, uh, systematically, not just an isolated classroom, how will all of our teachers in our face with our students now, that’s what we’re doing. Thank you so much for detailing all of that. Dr. Ladson billings, what sorts of best practices are you seeing on social, emotional learning right now?

So, you know, it’s interesting, there is an instructional practice that we had before all of this called the flipped classroom. And it suggests that a lot of the learning take place online and then you come face to face to do sort of minimal things. Well, I’m seeing that we have in flipped relationships.

What do I mean by that? Is this this stuff worried about in terms of communicating electronically, our kids already know how to do that. They can sit in a room right next to their best friend, and they’re not talking, they’re texting them. It’s become their way of communicating so we can learn some things [00:18:00] from them and not presume that we have to be the ones who are telling them, uh, I want to know, and visited a class, you know, visit as an electronic yeah.
In Baltimore. And I asked the kids, uh, what they liked or didn’t like about. Oh, virtual learning. And one kid said, Oh, I love it. He said, cause when she gets on my nerves, I just turn her off. He’s he’s I couldn’t do that when, when I was in the class, but to sit there and listen. So it’s interesting that the way that they are adjusting and adapting, um, and I think we can take some hints from them.
Uh, no, we don’t want everybody on screens all the time. I think we’re all sick of that. But I do think we can be a lot more creative with it and what I will say. And I think, you know, thinking of dr. Jenkins sitting there, I think that we’re having a diff totally different relationship with our it departments that before they were this group on the side, they were the [00:19:00] resource people.

If my internet goes down, if I can’t get my email, I call them they’re there moved to the center. And we are now in a partnership with them, which is the way it should have been, that they should have been our instructional technology folks as opposed to information technology on the side. So I think we’re learning a lot of how to improve education, uh, as a result of this.

Thank you so much. Are any of you concerned about the screen time for students right now? Does anyone want to talk about how they’re trying to manage it? Well, interesting. You asked that question because that’s been our conversation the last several weeks from parents, from students and staff, uh, and our team.

First of all, we need to redefine what the screen time and all the research prior to Colvin, we need to look at that research with a critical eye [00:20:00] because. You may be on a zoom. And as with dr. Lessen villain just said, the kid may be there. It may be working independently. It’s on, but you’re working independently.

You’re not just interfacing eyes and concerned about, um, whether or not the students engage from a visual straight up point. It just may be on. And so we need to define it first of all, and that’s what we’ve been talking about, but we do need to pay attention to our learning earliest learners. You know, four and five year olds and what can they really manage?

And do we want them to be in such a structured environment? Whereas they’re not being able to be them be independent learners because students can learn independent in what some would call it, unstructured environment. I’d say playtime playtime is very important. So we need to think about it on levels of primary and secondary.

Now, secondary students. They’re on it, but they’re doing it in a totally different way than what our early learners. And so we just need to be respectful. Then [00:21:00] that goes back to listening to the student. And sometimes they can’t manage as much as we were trying to. We’re trying to give them, we have, the pendulum has swung from last spring, not being as much.

And people say, Hey, we want more too. I think sometimes now we’ve got a little too far. And we need to engage the students, hear that voice engaged the teachers. The most important thing right now is to engage that teacher, those formative assessments will allow us to know how we need to pivot along with engaging the voices of the studio.

That’s where we are with. What about you for high schoolers, Mary Lee. I mean screen time is a conversation that we have with our high schoolers, even when we’re face to face in the building of how much time are they spending on their Chromebook in the classroom. Um, because. It’s still a lot. And then we expect them to go home and do homework.

And that a lot of times is on [00:22:00] the Chromebook or on a computer or on their phones. And then you bring in the phone piece. So are a lot of times my high schoolers are definitely multitasking with a phone in one hand and a zoom meeting in the other. And we’ve had some really good conversations about that.

Um, because as we kind of go back to that social, emotional learning, The high school students. And not that the elementary aren’t either, but like the high school students are searching and seeking that social connection. And right now it’s the device. It’s the phone that brings that social connection right level than it already did, even beyond, you know, students sitting next to each other and texting each other.

Like there’s, there’s so much more there. Um, I don’t know if there’s a good answer. For any of that? I think we have to keep learning. I think we have to keep a critical eye of thinking about how can we make our screen-time meaningful. And how can we also pull off the [00:23:00] screen? How can we get creative and pull off of the screen and get kids back outside?

I think of the STEM program that dr. LED’s and billings talked about of being outside working, um, one benefit we’ve had is we’ve had students in our, uh, community garden that we have outside of our school. And I look at that and seeing that is been amazing. Um, that they are engaging with, um, the food chain and how things are produced and you know, how can we build that into schools all over, not just at school, but in their homes, in their communities and connecting there.

I feel that it’s in billings. I know screen time was a concern. And part of the reason that you were so happy with the program this summer, that was outdoors. What are your thoughts on students avoiding too much screen time? So earlier this year, well, probably late, late, late summer, as we were thinking about going back to school, I did a workshop [00:24:00] for.

A local bank that has branches in Milwaukee and green Bay. And because a lot of those, uh, employees, so, you know, I still have to work, but what about my kids? And so we had really good conversation and I literally helped them build a schedule for whether it was elementary, middle, or high school. And I built into that schedule, like stop and go outside.

Like that was like written there. Oh, cause one of the things that we are forgetting is that, you know, as human beings, we, we are mind, body and spirit. We’re not just minds. And so this is an opportunity to literally say it’s important that you get some exercise. I talked to, to the parents about having more than one in one place in their home.
Or their kids to be engaged in their learning. So yeah, maybe the, the den or their room is where they, they might do English or [00:25:00] literacy or reading and mathematics, but maybe it’s the kitchen table or the kitchen Island where you’re going to do the craft activity. And then get outside, you know, minimum amount of time.

We need the very things that we need to do in a well-developed face to face program. We still can keep going, uh, modify at home. We want to make sure that our kids are taking care of their bodies. Um, you know, one of the unanticipated. A result of this pandemic is that a number of our high school students are, are taking jobs.

And we hadn’t thought about that. A merely talked about knowing that that some of the kids are not checking in. They’re not checking in cause they’re working. Uh, and they’re adding hours if they already had a job. So they need to be active. They need to minimize the amount of time that they have to be.

In front of those [00:26:00] screens. Um, cause they haven’t drawn to the many way. Um, my generation was drawn to the TV and back then it was like the television producers had enough sense to turn us off at midnight. It’s like, we go watch no more, but we are, you know, we’re in, in a generation in which. People getting most of their information through the screen.

So we’ve got to break it up and make it, uh, an opportunity for them to also get their bodies moving. And so that they just don’t, you know, secondary, um, activity is what leads to all the sort of heart disease and diabetes and things like that. So we don’t want to set them up for, um, a negative future.

Well, I have one other part about that, and I know we we’re talking about with the students screen time. We’ve also been talking about we’re wrestling as adults. When do we begin our day? When does our day end? So we’ve got to have more calibration around this whole moment. We’re [00:27:00] in, it seems like there’s no ending to it.

We did have a set time doing traditional, but now you’re at that desk. You’re in your space working from early morning to late at night. So we have to recalibrate on that. And I think as we think about ourselves, That will help influence what we’re doing with our students. Realizing too, as you mentioned about the phone’s constantly going, and if we don’t do that as dr.

said, it impacts our health. When our minds never shut down. And that’s whole about the whole sleep time study. And that’s another discussion, but yeah, that’s a great point. I mean, Mary Lee, how, how has that been for you as a teacher wanting to connect with students, but trying to live your own life? Well, and I, I thank you for bringing that up.

I really appreciate it because I do think as teachers, we spend a lot of time thinking about our students screen time, and then we’re not necessarily reflecting on how exhausted we are and understanding why that is. Um, I, I taught [00:28:00] online before online was the cool thing too do. And so I had to learn that I was, I was balancing both teaching some face to face some online.

And when I first started teaching that online piece, I realized I was working all hours of the day and I was responding to emails at eight o’clock at night and at five 30 in the morning. And I realized I had to set some boundaries for myself and. As a community of staff members, we haven’t, we haven’t, I don’t think we’ve gotten there yet because we feel like there’s so much to do and we’re learning and trying to stay on top of so many things.

And as I think about our staff, um, yesterday we were in a professional development and we, we did try to take some times to take a break, but it just becomes all consuming. And, um, I appreciate dr. Jenkins thinking about the staff and how [00:29:00] yes. We might be teaching face to face or not face to face, but on zoom, synchronous, you know, from nine to two, but guess what?

Our job doesn’t end there. And so then we’re on the computer on a screen beyond those hours, a lot of times, many hours beyond those hours. And so, um, And I think we are, we’re learning and we’re going to hopefully get into a place where we’ve gotten through the first term. We’ve started to realize, okay, here’s some strategies that really work and how we can set some of those boundaries.

Thank you both for speaking to that aspect of this, one of the other pieces that we’ve spoken about Mary Lee is that sort of this time has illustrated. That no learning system is going to work for everyone, including virtual, but, but I think, uh, a lot of people assumed the other system was just the way it was, but this has highlighted that it’s not going to work universally.

How can education move forward with that? [00:30:00] Understanding that not all systems work for every student. Um, I’ll actually start with dr. Ladson billings on this one. So now that you’ve, um, Toss me a nice softball, cause it’s kind of what I’ve been talking about all along all, since we’ve been in the pandemic and I’ve suggested that, um, this is an opportunity for us to do what I’ve called the hard reset, and I’ve actually used the analogy of the devices that we all have, that when they don’t work.

Um, we, you know, try something, things, we take the SIM cards out, put them back in the battery out, put it back. They don’t work, they don’t work. And we, we, we head off to the store, whether it’s the Apple store or the Samsung store, Android, wherever you got your device and somebody who was about 17 years old, wearing a tee shirt, tells you the dreaded words, we’re going to have to do a hard reset.

And what they mean. I mean, by that is if you haven’t backed up everything. When [00:31:00] they give you that phone back, all your contacts are going to be gone. All your pictures are going to be gone wherever you were in the candy crush. Thing’s going to be gone. You’re going to have a phone that’s like it was when it came to you from the factory.

And that’s really where I believe we are in education. I don’t think, I think we can, you know, when people say I can’t wait to get back to normal, well, normal. For the kids that I’m most concerned about was a disaster. Normal was they weren’t reading normal was that they were being suspended at a disproportionate rate.

Normal was, they were over identified for special education. Normal was, they were being expelled normal was they weren’t getting an advanced placement. So with the heart reset, We have this opportunity, you know, I’ve been siting a Indian novelist by the name of our Arundhati Roy who says this, the pandemic is a portal.

It’s a gateway from the old world into the new, [00:32:00] and that we have an opportunity. I know we’re all talking about how horrible this is, but I want to say that it’s also an opportunity. There’s also a chance for us to have a clean slate, to think differently about what we’re doing too. Focus differently.

I’ve got a panel coming up next week with the national Academy. And one of the things I’m going to say is that we need to center science and I’m not just saying science curriculum, but the problems of living in a democracy, whether it is climate change, whether it’s economic downturn, whether it’s an inability for people to access a quality education, that if we send it problems, then the curriculum will come along because.

You know, you, you can’t make a case if you’re not literate. Right. So I don’t want you to, just to read, because I want you to have a set of skills. I want you to be able to solve a problem. So I just think, yeah, again, I can’t remember whether it was [00:33:00] Ronald manual or some political person who said we should never let you know, not take advantage of a good crisis.

Well, we got a good crisis here and we need to take advantage of it. Mary Lee, how can you bring that idea of systems? Not universally working for every student into teaching? Uh, so I I’ve been really lucky. Um, I work at Clark street community school. We have started this step. We’ve gotten rid of grades.

Not, standard-based not one, two, three, four. Like we have truly, there is no GPA, there’s no grades. We are mastery-based. So we’re actually looking at when you write something or when you read something or when you do some math work, we’re looking at that and saying, okay, where can you improve? Where have you really mastered this skill, that kind of piece.

Um, we’ve looked at how do we. [00:34:00] Look at personalized plans for students. And how are the students taking the lead on that plan? What do they want to do? What do they want to pursue? I do think this, I cannot second enough. What doctor Ladson billings is saying is this is such an opportunity. That we can start saying maybe one size doesn’t fit all.

And here is our chance to actually make those changes that maybe we don’t need all of our students in our building at the same time, in order for them to be growing and learning, maybe we can connect with our communities. I think of, um, what dr. Jenkins was saying about how, you know, the outreach and the connection with community centers and community groups.

Maybe we need to make that the norm as compared to just the crisis situation. So I think there’s so many different opportunities within that to say, huh? Turns out when we take some of these pieces away, not everything [00:35:00] falls apart and maybe we are actually seeing students grow and seeing students thrive in, in a way that we haven’t seen before.

How can a whole school district embrace those ideas? Do you think. I think it’s critical that we all pause and look at what we have and turns out COVID-19 intersecting with the whole racial injustice. Um, since the emphasi of our country. For me, when I publicly witnessed mr. Floyd being lynched 16.2 miles from our home.

Um, a moment as an educator of 30 years, I said, I’m not doing my job. I’m not being disruptive enough. It came full circle, the historical wrongs of black and Brown, poor children, special needs children. [00:36:00] And I’m saying, what can we do? That was the question I asked. And I said, it’s time that we go back and look on the promise of America.
Of America and hold America accountable, but it’s reciprocal accountability. We have to do our parts and America must do their parts. We’re fundamentally flawed, no matter which system we try to implement right now, we’re fundamentally flawed how we resource education. We need to make education, the main thing.

And when I say resource, see, it’s not just money. It’s the resources. Be it human. Be it an opportunity for advancement once. An individual would come educated. This is an opportunity for us to hold America true to his promise. When Abraham Lincoln said we came together to form a more perfect union. This is the time to form a more perfect union and to be all inclusive, put the schools in a community and hold the community accountable.

Put the community in the schools [00:37:00] to hold schools accountable. It’s a shared responsibility. It’s not just schools is businesses. Is healthcare. It’s all about the employment. And I just think, regardless of where we stand, which system, if we don’t see the people, and if we don’t have a service mentality about the people, right.
And trying to support the people and we develop policies that impact our practices, that impact the people that are still not taken into that promise. We are Americans. I think this is the greatest opportunity in my time in education. It’s like I’ve had a rebirth. I consider myself as a first year educator right now, not superintendent dropped the titles.
That’s nonsensical, drop the titles and let’s just come together and do the work whichever system we designed, make sure it’s one of excellence and not non excellence. I think critically when we say excellent [00:38:00] excellence is not some children reading at 18% and other children reading it. 64%. And we’re trying to compare the students, black and Brown students to white students who are scoring at 64%.
64% does not put us on a competitive level internationally. That’s the very reason in math and science, we had 32 and 34 in terms of our rating. When you look at the performance of international that says, this is an opportunity for America to really lead how America can lead. And I truly believe with the great science that’s here in Madison.

Number one public institution share parking lots with MMS D share a parking lot is no reason that we can’t come together. Take the science, take the practice, listening to the students, listen to the staff and listen to the community. Whichever system we come up with. We’ve come up with it together. And it’s all in.

That’s what I believe that we have to do in a system that we choose must maintain [00:39:00] unhuman perspective. And not just test outcome perspective. Welcome back to our panel on how COVID-19 will change the future of education. So one of the things I think a lot of students and adults are facing right now through this pandemic is uncertainty. Uh, in their lives, how can teachers and, uh, educational institutions help students through that uncertainty, uh, while also managing, you know, their, their own, uh, challenges, Mary Lee, I’ll start with you.
Um, I think it starts with. Well, going back to the question of [00:41:00] how are we approaching social, emotional wellness? How are we looking at the wellness needs of our students, of our families and of our teachers? Um, I think we have spent a lot of last spring. Early this fall saying, okay, we’re going to check the box on making sure our kids are okay.

And I do have some concern that we’re going to, you know, get further in and be like, Oh, well we already checked that box. So we don’t need to continue to do that. And that’s where I think parents and staff members and students and administration and the greater community can help, continue to check in to.

Keep that pulse. Um, we’re going to head into winter here soon, whether or not the weather today actually looks like that. Um, and that’s going to change the dynamic. And so as we continue through these different phases, as the data changes as well, different events come through in the next few months, we need to continue [00:42:00] to check in, um, because the uncertainty is not right, going away, not for awhile.

And. The more that we are being aware of the mental health need. The more that we continue to message to families that the wellness of your family is of the utmost importance. Yes. We want students learning. We want students growing and they’re going to continue to do that. Especially when they are. Wow.

Especially when they have levels of security and that could look like a lot of different things, whether that’s a schedule. I love how dr. Ladson billings talked about working with families of how do you do a schedule? How do you actually, we make a schedule I’m going, I wonder if we’ve done that with our parents?

I don’t know if we have, we’ve talked with some of our high schools students about doing that, but that might be really great for our elementary students to think about. We’ve actually set up a schedule as teachers I’m really skilled at that. It’s what I live in, right? Like that’s my world that I live in.

Not everybody lives in that world. So as we [00:43:00] continue on, we have to continue doing those checkpoints. We can’t just check a box and say that we’re moving forward. Dr. Jenkins on that similar note. I mean, how can the district give parents and students certainty right now? I think right now we have to truly just be honest with the community.
We’re in a state of uncertainty and it’s all about how you view it. Uh, it doesn’t mean that it’s the end of the world because we’re uncertain. We’ll give you as much information as we can, based upon the information we’re getting, but I’m also really pushing for parents and for staff to be very careful about what information coming to you.

For example, there is a, an economist out of Harvard Shetty. He just put this piece out based upon his metrics really would fall into discern online curriculum about Wisconsin [00:44:00] and the high socio economic students have increased learning 83.3% on his own online curriculum and the lower socioeconomic students have.

Decrease by 1%. So we know we have gaps, we’re Wisconsin, number one in the nation. Right. But what does this type of data mean inflammation when you get it, it contained to perpetuate narratives of someone else versus trying to understand your own realities. And so that narrative individual may take, do we even use the Zurn curriculum in all of Wisconsin?

No, but right now the narrative is, these are the things that’s happening. So no, the information and from where it come, no, the metrics do your homework as much as you can to be in alignment with the guidance that’s coming out, we’re in a medical situation, the academic piece. And I wholeheartedly agree [00:45:00] with dr.

Our students are learning right to the staff. I’m saying, Hey, give yourself some space and grace and give the students in space and grace. You didn’t turn it in about two o’clock. Nope. Zero, hold up. Wait a minute. That kid was at home helping three of their siblings. You don’t know all the situation, ask questions before we make those final decisions.

Same thing to parents in particular, parents who are working and have children at home, give yourself some space and grace give you students in space and grace. And one of my former people, uh, student services, um, supervisor, she said that to our team. Because when we first started, we were in a crisis. She say, hold up, everybody, let’s just give some space.

And grace. And I really embraced that philosophy of saying, you’re not going to be perfect. I’m not going to be perfect, but we’re just striving to do better. And as long as we can understand that we’re going to strive to get better. You don’t have to be perfect. That’s the other thing, [00:46:00] too. Right? As long as we know our intent and we’re really working hard.

To get there. I think we’ll be a little bit better off, but that adds to the social emotional. I have to be perfect. I’ve had to have more psychologists talking to our 4.0 students over time because of the anxieties they have. Wait a minute. I just scored a 97 on that test. Oh my goodness. I didn’t get a hundred, hold up, slow down.

You know, that wasn’t all that bad, you know, and that’s not low expectations. But it’s just saying, relax, you know, and we all going to have to do that, help one another, uh, do that. And I think we’ll be better off the anxiety’s a real amongst all of us right now, dr. Ladson billings, how can uncertainty and, you know, disruption to routine affect kids’ learning, um, and development.

Um, so I think what’s important for us to understand is even though this panel is about COVID-19, we are in the midst of four readily [00:47:00] identifiable pandemics. We do have COVID-19 it’s the reason why, you know, people are distancing, why I’m here and not in the studio with you. We understand that one, but we’re also in a pandemic of anti-black racism that that’s everywhere.

I mean, was George Floyd and Arbery, um, C’mon Arbery and Brianna Taylor, and then lo and behold, Jacob Blake, I mean, right down the road and Kenosha. So that’s all around too, but we also are facing a terrible economic situation. We haven’t talked much about it, but the truth of the matter is that, um, even though the governor has, you know, had a landlord stay the requirement for people to pay their rent, those rents are going to come due.

And people don’t have jobs or they’ve had to cut hours. So rents and mortgages and all those things will come down, come, come due. And then the fourth one, although we think of [00:48:00] ourselves as kind of safe from it in the upper middle is the coming climate catastrophe. You know, I’m a grandmother who all of her grandchildren are on the West coast, so they can’t even go outside because the air is so bad.

So those fires raging in California, or if you live in that, um, in the, in the Gulf coast area, uh, we are now through all of the regular alphabet with storms and now into the Greek alphabet, Louisiana is bracing for, uh, the Delta, right? So all of these things are happening. So uncertainty is not just around COVID-19 it’s around living in this world right now.

So one of the things that I think will help us with the uncertainty is that as teachers, we have to begin to build our pedagogical repertoires, COVID-19, it’s forced you to do it. To some extent you can’t just do the same old [00:49:00] stuff. Uh, I recall as a professor at UWA because, you know, unlike, um, K-12 school and we don’t get a room.

You know, you don’t have a room. That’s your room. You have your office, what you teach, wherever they assign you, wherever their space. And I, I made a decision that whatever space I’m in, I’m going to take advantage of whatever, whatever resources are there. So my last. Couple of rooms were connected to our IMC, which meant I had all of this technology.

I had smart boards, I had docu cams. I had, uh, all kinds of listening and I decided to start doing some things differently. I began to run a, um, uh, a class hashtag. A Twitter feed. And what did I find out that many of my international students absolutely loved because they don’t like raising their hands and speaking out because that’s not how they came into education in their countries, but they can pull out their [00:50:00] devices and tweet about what we’re doing.

I would not have thought about that without that resource there in front of me. So I think the, again, you know, I want to look at the opportunity. So the opportunities are for us to build, um, better, um, pedagogical repertoires to learn, to teach together. That’s another thing that I think we, we, we give lip service to team teaching, but I think now we do have to work together.

Uh, and that as that Jenkins had said earlier, the whole notion of the community and the school and the school and the community, that, that, that gives us another opportunity. Um, Mary Lee talked about a community garden. Um, we could be doing so many more things, uh, and not letting the assessment tail wag the dog here that.

Uh, I just wanna, I just don’t want us to lose this opportunity to miss it because it really is, uh, an [00:51:00] opportunity. Thank you so much, dr. Jenkins, dr. Ladson billings just spoke a lot about teacher development and growth and learning right now. What are you doing as an administrator to learn and grow through this period of time?
JFK said that leadership and learning are indispensable. You can’t be a leader without wanting to continue to grow. And I am listening a whole lot more to everyone. Uh, and what I’m hearing from the children, uh, when I go out in the community, when I’m going and tapping into the schools, when I’m meeting yesterday with the principal groups and what, uh, when I’m listening to the parents.

Okay. When I say I’m in my first year of my new education, As a leader, this is my first year. And it’s exciting. It’s given, it’s rejuvenated me in a way as a learner, you know, reading, uh, [00:52:00] any and everything, because there’s not a blueprint for this where we are now. So as I walked through it and looking at the models, not of what has been, but what could be, I think what dr.

Less ability to say, this is an opportunity. I am in that mode of saying this is the learning should be occurring for myself, trying to educate also working in collaboration with our board, working with the staff and yesterday the principals, we had a great time conversations and we’re going to flip our model central office, bringing in all the experts central office, come in and leave.

No, no, no, no, no. Principals will lead the PD. They were going to come up with the topics and working in concert with the staff. And, um, I met with some amazing principals. Yes,
we have so much talent in MMS. D I just, I mean, I’ve been in a lot of places and I knew that when I left and it’s still [00:53:00] here. So that’s what I say as a, as a new leader, you know, I am in a learning mode. And I think I’ve been rejuvenated by this COVID-19, but it’s racial the whole injustice piece. So I think that’s what, from my level and lens, we have to do throw out what we were before this and start a new.

Yeah, in sort of to build on that. Are there any specific curricular or content changes that you see happening as a result of everything that’s going on right now? Mary Lee? I mean, do you plan to build any of what’s been going on in the world into your content going forward? We are, that’s a really amazing part.

Um, so the school that, uh, I work at, um, we’ve been doing this for almost 10 years now of looking at, um, how do we bring what students are already passionate about? How do we bring what is already, um, in [00:54:00] both popular culture, in the news in science and bring it into our focus. So right now our students are split into two cohorts.

One cohort is working on a, um, the theme is growing. You’re growing our future. So looking at food, sustainability, planetary health, looking at philosophy, how does philosophy impact how we, we, um, interact with the world poetry? So how can poetry and. Within that hip hop and language be impactful for communicating your ideas.

So that’s our one strand. And so we have a group of teachers who are then working with our half of our students for this entire first term interspersing, all of those ideas I’m in the coming of age. So thinking about what does it look like to come of age? Both in this time and in times, All over the world.

Right. [00:55:00] So thinking about it from a global perspective and right here in our community, so what are we looking at? What are we doing? How do we look at statistics and use that to inform our, our decisions that we’re making? How do we use literature to have that windows and mirrors effect? Right. What do I see in literature that is similar to me?

What is literature that opens my eyes to different pieces? Um, so. I’ve been really lucky that I’ve been doing this for many years now. And I think we are now we have an opportunity to say, how can we use what is happening in our world right now? If you take any of the pandemics that dr. Ladson billings talked about, you could develop curriculum for years on those topics alone.

And. We have an opportunity to do that. We have the materials, we have the ideas out there, but it’s going to take a massive shift. It’s a massive shift to shift away [00:56:00] from what we’ve been doing to what we can do. And I think this might be the time and yes, it’s going to be hard. It’s already hard. So what can, what are those steps that we can start taking as we look at that?

Dr. Ladson billings, how important do you think it is for teachers to do that sort of curricular adjustment, uh, for their students? Um, I think it’s imperative, you know, it’s interesting some years ago, um, psychologist, how a gardener who most people know from multiple intelligences, Howard said, you know, We keep talking about what schools need to do or what, you know, how, how to get better.

He said the truth of the matter is if you look around the world, there are different places in the world that are X.
[00:57:00] We keep talking about what schools need to do or what w you know, how, how to get better. He said the truth of the matter there is, if you look around the world, there are different places in the world that are expert at different aspects of it. He said, if you want, wanted to have a child have a perfect education, you put them in preschool, Italy at Reggio Emilia.

You put them in elementary school in Finland. You then put them in high school in Germany, and then you send them to college in United States. That indeed that’s the best system seemed to be. So we have this opportunity to look or what what’s going on at Reggio Emilia, how can our preschools be less sort of structured and focused and more whole child oriented what’s going on in Finland?

Why are the fins doing so well in elementary school? Uh, How much [00:58:00] latitude do their teachers have to make curricular decisions what’s going on in Germany, uh, with high school? Well, one of the things I know for sure is that German high school offers a promise. If you stick through this, this is what we’re promising you at the end.

So they’ve sat down with industry and ha and postsecondary ed and said, Buhr people come through the program. We guarantee them a route to one of these. They want to go work in the Mercedes Benz plant. They can do that, but if they want to go to belong, yeah. Uh, to study, they can do that. And then of course our colleges are the cream of the crop.

Everybody comes here. Everybody wants to go to a college and university in the U S we have to find a way to synthesize all of this great information and great opportunities, because we were one of the best resource countries, nations the world’s ever seen. And I don’t actually think it’s about quote money.
I think it is about our [00:59:00] political will. It is about our political, do we want to invest in just the fence or do we want to invest in our people? Thank you so much, dr. Jenkin, you spoke a little earlier about sort of some conversation about achievement gaps, uh, nationally, and that’s something that’s been certainly a big part of the conversation over the past seven months is the potential for widening achievement gaps through this time.

Uh, is that a concern here and how can you stop that from happening? Well, I think achievement gap is one thing, but the opportunity gap and based upon just even what you just heard. They were talking opportunities, right? And the higher, more wealthy families have opportunities before school, after schools on the weekend spoken language at home is so many opportunities.

And when I said there’s a resource with fundamental flaw, how we resource, this [01:00:00] is what I mean, it’s bigger than just money to these opportunities we can create, uh, for our children. And I’m still on the narratives. We have to shift the narratives. I said this when I was speaking at, um, the editorial board for the state journal, I think the media has a lot to do with shifting this narrative.
And when I mentioned Shetty’s work earlier or some other individuals who are economists or, and we should be shooting, what were you doing? The other side?

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

I’m Carousel Baird and we have a fabulous and exciting show lined up today. Such a fabulous guy sitting right across from me right here in the studio. Is Madison metropolitan school district current superintendent? She still here in charge of all the fabulous thing it is. Dr. Jennifer Cheatham.

Hello, Jen. Hey Carousel. Hey everybody. It’s good to be here. Wonderful to have you and I do want to just take it off. You know, you’re leaving at the end of the summer moving on to other Adventures but to say first of all, thank you to your accessibility. We’ve had a lot of conversations. We have you and many of your leaders. They aren’t always easy going conversation there. I believe yeah. But they’re important conversations and your availability to answer questions and be on the show and come and have these conversations is really important to Madison. So thank you. Well, thank you for asking.

It’s been wonderful every time and I’m sure it’ll be wonderful again another great show. That’s right. We’re gonna make it happen. I don’t know I’ll burn down all the bridges really until nothing to lose. All right. Well, let’s sort of start with a I have very few statistics that I brought. Just a few. Okay. It’s a few there’s approximately 27,000 students career and MSD more than 50% or students of color including 18 percent that have self-identified as African-American 21 percent that have identified as lad necks. 32 elementary schools 12 middle schools six high schools. There you go. Those are the stat.

It’s big for Dane County, but it’s not it’s not huge and compared to other big cities. Does that make it more manageable? I can work with those six years ago when you showed up and not that I want to be the superintendent of Madison. Yeah, it felt like a world that you could play a role in no doubt. No doubt. I think you know this Carousel, but I worked in San Diego before coming to Madison where there are 200 schools. Then Chicago we’re at that time there were about 600 schools. And so coming to Madison. It did seem doable to the challenges seemed hard even from the outside, but they seem doable but I always imagined. Wow, I could have all 50 principles in a room together. Right right, and we can just talk real talk and that’s been true. I mean, it’s been wonderful. That way yeah big challenges but doable because of the size and the community that we had 11, so.

First of all, congratulations on your new position you’re moving off to Harvard University that I mean, I think that bodes well for us for that leader is from Madison move on to Harvard University big. So thanks for representing Madison and at Harvard. That’s that’s excellent. No doubt.

I think sometimes when we’re. In our own communities, we lose perspective on them and as much as we have challenges, we have tremendous strength and school districts outside. Of Madison nationally have looked to us right have come to us for guidance and advice for Lessons Learned some of them learn the hard way, right but important lessons that we’ve gleaned.

So I want people to know that not only have we made progress here within our community, but we’ve been already Madison’s been influencing the field of Education Beyond Madison. Is that right when we’re in it? Are we see are the challenges right? Because like okay, here’s another problem. Let’s work on that. Here’s another and you know, that’s the daily job of solving problems, but understand that it is it because we’re at least a community that is willing. To address the challenges instead of trying to ignore them. I think so. I think that’s a part of it. I had a in still have a long time Mentor named Karl Cohen. He was the superintendent in Long Beach many years ago, and I remember my early days working with Carl he called. This work. He describes it as a hard slog right the hard slog of school Improvement, right? It’s not you don’t get to spike the football much right? There’s always another challenge to address right and it’s ultimately about children, right? So it’s like schools and school districts are at the center have Humanity right in all the challenges that come with. With being alive right exist in a school in a classroom in a school district.

So yeah, it’s challenging work. But I to your point, I think that Madison has as a community right of Educators, but of people have been able I think to talk about hard issues together. I’d love to talk to you about that more actually. Okay, I think it’s a it’s a it’s a major asset that we don’t talk about enough our ability to be in dialogue with one another even if we disagree even if we don’t go the route that you know change makers want to go the fact that we’re willing to have those conversations that I do every show on the table. I do I think that that’s a really valid. Let’s talk about.

So you’ve been here for six plus years was talking about the changes that you’ve seen in that six plus years. I think there have been a lot of changes. Okay, and I I mean, of course everyone’s going to think that. But they’re for the better, but I would say it was for the better. I think most of they have been for the better when I started six plus years ago the general sentiment. It was a difficult time in Madison. By the way, the contacts Act 10 had just happened. So the education Community was feeling incredibly demoralizing of astride devastated. I mean, you don’t get over if those feelings actually, I think they’re hard to get over. Yes. What else was happening at that time the right as I was starting the race to equity report was released. So everyone was kind of grappling what the reality is of the disparities between black and white people in our community putting numbers to the communities of color new these challenges all along and no longer could the white communities of Madison deny them when the numbers were boldly in their face, right?

So think about that though. So here we have teachers staff. Educators feeling demoralized because of actin and simultaneously being faced with the reality of these disparities, right? That’s really challenging. What else was happening at that time? Oh and the Urban League proposal for the charter school, right had just been denied why that was a tough. That was a tough moment in Madison, right? It was a tough moment was a very. Conversation tell me about it. It was intense. And so that was the context that I came into welcome. Yeah, right and I’m a parent Lee a very optimistic person. So I thought yeah we can do this. This is hard but. There’s an inflection point here, right? We can come together and find a better way of doing this and I felt like the all the ingredients existed in Madison to do so, so it’s interesting.

I given all that context what came up in those first.

Few months when I was on the job was a desire for just Direction and coherence right? There. Was this feeling that the district at that point in time, which is a point of I think some chaos, right? There’s another chaotic period of. Not knowing what direction to go in knowing that we were facing challenges but not knowing how to move forward everyone just needed and wanted desperately some direction, right and some coherence around the strategies that were being put into play. So I took that and ran with it and I think over these last five or six years we’ve accomplished that meaning we have real Direction. I still get regularly criticized for doing too much. Lunch, right that’s different from not having Direction. It’s hard to do when there’s so many things to do to have I’m sure I desire to fix not everything at once and yet you have to move all the balls forward a little bit at a time. I think that’s true. So my challenge has always been well. Okay, we are going to have to do a lot because there’s urgency right and there are children who need us to make progress now. So I can’t narrow the focus too much. But at least I can make sure that what we’re doing is coherent right that it all holds together and is leading us in a Direction that’s addressing the real problems that we face not the fake problems.

But the real ones and again, I think we’ve accomplished that I really wanted for us to adopt some more discipline ways of working. I wanted us out of the gate to invest in school leadership. Team School Improvement planning data use I just wanted us to be a more discipline organization sense of structure. God have structured of systems and structures and shared leadership structures. That would help the people who work most closely with children. To be empowered to make the best possible decisions. I remember I remember that. Yeah, I remember when you moved here. Yeah. I have a 7th grader so high had just gotten to know. Ms. And Madison Public Schools, right? I was an observer on some level before before you became our superintendent and I and I remember having a conversation with Marj Passman is a mentor and good friend of mine who was a mentor member of the Madison School Board.

Yeah, but I’m talking about how my daughter’s first grade class wasn’t learning the same thing. Add another first grade class across town in still in Madison because that wasn’t the structure that we had and that on some level. There was a lot of teacher freedom, but on another level kids you you couldn’t switch schools and expect to be able to have the same curriculum and you would either be Advanced or behind depending on where you go. Just because you move departments across the city.

Well, that’s an excellent point. It’s not like that anymore. No, and so in addition to creating more discipline in the ways we make decisions and how we measure success and learn from. Our failures and make improvement over time. We insisted on more instructional coherence. So let’s get clear on what we think great teaching looks like in the classroom. Let’s get clear on.

The standards right that we have to teach especially in literacy and Mathematics that has been the major Focus for these past five six years and and we insisted on on teachers not working in isolation, but working in teams, right? So there was a big investment and not just. As a learning community understand how we teach. But knowing a little bit more about what we all need to teach and how we how we need to work together as teams to continually reflect on the effectiveness of our practice. So teachers coming together on a regular basis to talk about what we taught last week. What do we learn from it? Which kids are getting it who isn’t what does that mean for what we’re going to do next week, right? And that sounds simple but it is just essential. I mean that is the core of what. All districts do and I could see if I feel like every time you start a new initiative or change things up. Not you specifically but everyone in general. Yeah, you almost have to go all in okay. This is what we’re doing. And then once you master it, you can pull back out so I could see a lot of challenges and difficulties of teachers that were fabulous teachers. Oh, yeah that. More of course. They taught our kids, of course, they were fabulous qualified teachers, but they weren’t as interested in making sure that their first grader was doing the same as another first grader was doing they had love and nurturing and. They wanted to inspire this these students to love education and not that they have to be I can’t think of the right word come combative with each other but there were definitely teachers that thrived because of the free form that we allowed and here you are now adding adding a structure to it.

Where do you think we are in the process? Do you think there’s a point where we can say? Okay, you’ve mastered the structured and now we can pull back out.

Yeah. Oh my God, that’s such a good question. I think that both the discipline ways of working that I described first. And this work that we’ve done around instructional coherence was. For a while and for some felt really constraining write your point and it would for great principals who felt like they had a leadership structure that was working or you know, like they were principals who were feeling those constraints to and certainly teachers and I’ve talked with enough teachers to know for a fact that that is absolutely true, but I think. Foot I buy what I’ve always believed was that it was a step in the process, right? Which is I think is your point but that’s not the end goal. The end goal is something more important the end goal for those discipline ways of working at the school and District level, especially at the school level related to sit planning. We’re so that at this stage we could even further Empower schools right to make their own decisions because now sit planning, I don’t know.

I’m so. Sorry something and I will Improvement planning which is kind of disciplined way of working. We’ve adopted at the school level for decision making okay and school-level focus areas. We want now that those disciplined ways of working are pretty embedded. Like they’re part of our culture and our way of working. We can actually further Empower schools to do what they think is right for their school Community right and in collaboration with. Our students their staff their their families. We the new strategic framework kind of lays out a strategy for further empowerment of schools. Same thing for the classroom experience. Now that we have more coherence right instructionally as a system. I do think that now we’re at the stage where what we can and should be thinking about is how to ensure that those the teachers have the freedom they need. To ensure that those are not just nurturing environments that build community which is essential but that there’s deep and Rich learning happening in the classroom. Right? It’s not standards alignment isn’t enough. It’s got to be instruction that’s meaningful to the children who are in the classroom, right? It’s got to be content where students can see. Themselves represented in the curriculum I so that they can understand the world around them and interrogate it. Like I just think that we’re at poised to bring instruction to another level and Madison without losing the coherence that we’ve created right we can Empower schools to make decisions for their communities without losing those discipline ways of working that we think are essential this essay about Madison when you inherited it that it really. Didn’t have this structure.

It really was a city that you know again, I’ve only been here for I’ve been here for how long have I been here at around 20 years now. I don’t know some so I certainly don’t know the history of this of the city, but I know the gentleman before you were white men that perhaps didn’t mind that. School a was completely different than school be they didn’t think about the academics because that wasn’t they weren’t I don’t I don’t want to slam these gentlemen at all, but for some reason that wasn’t Madison’s priority, I was sort of surprising. There’s a whole lot to unpack there as their Carousel. But so I don’t know. I know all I know is what I’ve experienced and. Not just me, but the people who have led in Madison the teacher leaders who are on their school based leadership teams, the principles the senior team of Madison. We are hardcore Educators right who have put the educational experience at the center right that the theory that we have adopted for change has been. Guest on improving the experience that students have. With their teachers around content that’s worth learning, right that is that is the hard slog of school Improvement, right?

So Jen. Let’s talk about race. Okay, and it seems the intersect with everything that we do big picture is I sir our president is racist. I think our I think our country is racist. It is Madison racist. Yeah. Yeah, I think every individual. I think I’m reason I live in Wisconsin. I live in Wisconsin. I live in the United States.

I’m racist I am to I’m married to a black man and I’m a bi-racial son and I’m racist it is I’ve gotten myself into so much trouble for saying those words Carousel. Really? Yeah, I think you know, it’s funny. I’ve I love saying those words, but that’s a conversation. We were talking about at the beginning. Can we at least. Are there less admit it right? I think I out of all of the challenges that I’ve experienced in Madison being able to lead. For racial Equity to try to be an increasingly anti-racist leader, which means doing my own work, right? It means doing my own inside-out work simultaneously alongside everyone else who’s an educator Madison has that has been the most challenging aspect of this work and the most fulfilling in some ways right the most important the most powerful and the most. Anjing. Yeah. That’s sort of break break it down in so many pieces. Does this fit in with the conversation about the behavior education plan. It does because of The Bravery you say suspend and expel students of color at a tremendously High rate. I didn’t I didn’t pull up the numbers from six years ago. I’m happy I didn’t because I don’t we don’t need the numbers in front of us for you and I. To admit the things that we’ve already admitted and then Along Came the behavior education plan. That was really a challenging new way to look at things. Yeah. Yeah, I think let me let me I want to zoom out before we Zoom back into this because I do think it’s a great example of this work in action. I think in my first five years. We certainly were leading for racial equity and the main approach we were taking was to let me think a couple things. We were we were certainly talking a lot about. What it means for all of us to be culturally responsive Educators, right? How do we build relationships with students of color especially in a district where most of us most educators are white and white females like me and at the central office of the district level. We were very interested in both investing resources and tackling the. Institutional barriers that stood in the way of success for students of color and their families, right? So we’ve been all along, you know working on addressing those systems and structures, you know, we rewrote our strategic framework.

A couple years ago now launched it a year ago and the fall and tried. We thought we were ready and I think we were to take it a whole to a whole nother level and be even more explicit in that commitment. Right? We use the word anti-racism right that we are as Educators obligated to be actively anti-racist. You intentionally had a piece that talked about black Excellence. Yeah. We are focusing on our black. It’s to rise them up. And even though I think there has been criticism from the community of black Excellence. Let’s see it. But that’s the whole point. You’re at least you’re putting it out there. If you never put it out there. I can’t hold herself becoming an old accountable. That’s hey and he can’t measure. Your failure is it’s so the community that wants to tell us were failing. At least we’re saying you’re eight.

We said black excellence and we’re not meeting it at all.

No doubt and both of these simple things are different but half have to happen simultaneously, right? You have to lead for black Excellence, which is I mean, what what what is implied? I hope in those words is that. That black students are already excellent, right and that it is our job to yeah to cultivate that excellence and that we have an obligation simultaneously while we’re cultivating black Excellence to recognize and dismantle. Racism in all of its forms and we’re Educators who were held to a higher standard. This is a really big deal. I think for me the that work that we launched last year. What I wish I would have done better was to kind of preview for everybody what it might feel like. Right that we would feel excited and motivated by the commitment. And then when we started actually doing more of the work and holding ourselves accountable for it every time not just sometimes. That it would create a feeling of like not knowing of disequilibrium. I’m not sure being sure about your next step what I think it’s produced a lot in Madison right now is this feeling of. Of who’s the guy on the good side and who’s on the bad side? Right like yeah, which is really lines are very drawn the very drawn it’s fine because it is a step in the process. We just can’t stay there. Right? Like what we need to do as a community is a okay. Hi, this is this is natural feeling right when you’re faced with our own right racism the racism of the institution that we work for right? Like I have this ambivalent relationship with any school district.

I love it because I’m rooting for it and I hate it because it was. Kind of born out of out of racist ideal too many it right and that’s the rest the whole concept of institutional process what it is, you’re fulfilling your actual intentional institutional design, right which leads to racism. So it is natural to go through this feeling of disequilibrium to worry that you’re not on the good side, right and. And if we stay there things we may actually we will suffer as a result. We have to pull together and how that dialogue that we were talking about earlier in the show. Like we have to not let people leave the table but bring them back in and loving and compassionate ways. I actually think that Madison and the school district. Which is a kind of at the center of Madison will be stronger as a result of this dialogue, right? We’re going to get through it and we are going to be better the hope of the future. Yeah. I have no question about it because there is a movement underway in Madison not just in the school district. I mean our educators are phenomenal people who get it in our working heart to do this Inside Out work. And make our institution a better Institution for every child. I have no doubt but we have to stop pitting ourselves against one another right we have to stop looking for someone to blame and just accept that this is our reality right? It’s not just ours is that affects it? Yeah, and and where the people who are in these seats now right where the. Were the people do or learn leaders leaders do it?

Yeah, we have a question that came in Jen had a question on Facebook. Thank you Jenn for contributing to the conversation and using Facebook. Excellent. It does get related over to me. Ye success technology. She wanted to ask you dr. Cheatham to talk about what carrot parents can do. I almost had carrots. I guess I don’t know why maybe I’m hungry. Okay start over Jen wants to know what parents can do to. Push the school’s forward and to work on race and Equity issues. Oh, excellent. And I also I’m going to put my own little spin on me before of I think they’re different conversations versus white parents parents of color. I know that there’s so much intentional effort and we can talk about the successes there of getting families and communities involved. But we also live in a time where when people say where are the parents which I hear all the time. My answer is I don’t know working three jobs trying to knock it evicted. Taking the bus that doesn’t actually get them to where they’re going. They are just hoping that their kid is safe at school. They don’t have time to meet with the teacher because they don’t have enough time and money. To fight being evicted which is what they’re working on and then those are not I don’t think that’s anecdotal as a tenant rights attorney. I think those are very real lives of many many people. Absolutely. Sorry Jen. I co-opted your question there, but can you help us understand the complexity of wanting parents involved needing parents involved and also acknowledging that parents have. Overwhelming things of basic needs on their plate. Yeah, I parent partnership has been a steady Focus for us as well. I mean it was one of the major priorities in our initial strategic framework.

Shout out to Nichelle Nichols who’s been rocking it in that role. Yeah, one of the greatest thing Madison she is amazing and in our whole Focus there has been on. Parents as partners right as full Partners in the educational process. We have always felt that parents don’t need to be present in the traditional ways, which is what you are kind of getting at a minute ago Carousel to be our partners, but they need great communication. They need to know what’s happening with their child at school so that they can play a part in the ways that they that are possible for them. Meaning sometimes the most important thing a parent can do is just to check in with their kid right to talk about it to encourage them, right? You don’t have to come to the PTO or PTA meeting it on their math tests to say. Hey, how’s school going? Did you do feel safe and I’ll be there? How you challenged? I love you. I know you’re smart. Right? It’s right. Yeah, no question. Every parent of course does every that’s what every loving parent loving parent does absolutely they have a free five minutes at the end of the day, sometimes they don’t all kinds of ways to be partners with teachers and all the I’ve talked to a lot of parents over the years and I’ll tell you that relationship between the parent and the teacher is the one that’s most important to most parents, right? That’s a relationship. They want to have be really strong. I think to the Facebook question. Yes, what I’m reading into that is how beyond the typical parent partnership can parents be involved especially around this work on race and equity and I am and I would encourage. Especially the white parents and Madison to think very carefully about and deeply about this question. How do. White parents, especially parents of privilege unintentionally kind of hold up the systems and structures that need to be disassembled of every child is going to be successful the the wrong idea as a white parent and I live I’m a white parent in a predominantly white neighborhood in a predominantly white school that. We don’t have to talk about racism right don’t talk about it. We’re not racist. So we don’t talk about race, which is actually the wrong response when we live in a racist world, right? Yeah, I mean students need to talk about it, right they need to make sense out of this world around them, especially if they’re going to make it a better place. I think that’s essential but I think I’ve seen some leaders especially PTO and PTA leaders really lead this conversation while over.

Last couple of years I’ve seen PTO and PTA leaders introducing book clubs to read. I like books like Robyn D’Angelo is white fragility right among parents to better understand why they’re having some of the responses that they’re having to our efforts to address racial Equity had on. I mean, I would encourage. Parents be thinking about that. What inside out work do they need to do right? It’s not about what we do in the big ways necessarily the big initiatives. It’s what we do in the small ways our one-on-one conversations with our fellow parents, right how we challenge one another. I think that’s really important. And do you see those changes?

There’s so much to talk about we only had I known manage which is crazy. But do you see these changes? I do happening in Madison by the conversations of of and I think that’s the natural Progressive is to start with anger what we’re not racist. What are you talking about? My kid got a great education. I love Madison schools. Are you attacking Madison School? Yeah, we need to protect our schools, too. Sort of okay. Well, actually here’s a conversation. I just gave a here’s my tangent on this. I just gave a presentation on Criminal Justice Reform to Jewish Social Services and part of a tiny piece of my talk was about police in schools, uh-huh a tiny piece and it was just acknowledging. The school-to-prison pipeline and hey, here’s the percentage of African-American students that get tickets when their police are in our schools and all of a sudden people go. Oh, that’s why you’re mad about police and schools and that people in that room actually said that to me they were ready to say we don’t need police in schools, you know, but at least there was a moment of understanding that hadn’t trickled down to them of why would people only criminals are afraid of the police kind of thing. And I think that’s what you’re getting at. Is that do you see those conversations happening? I do I mean I again, I think there is a powerful.

An exciting movement underway in Madison that more and more people not just our Educators, but madisonians are are getting into this dialogue with one another right in the small moments and in the big ones and I think that bodes well for the future of Madison, we justwe you can’t step out of it. We can’t pity each other or people against one another even the police in schools issue. I mean, it’s such a good example care. Well, I think that bye. Criticizing and raising serious questions about the issue shouldn’t be misread as as being anti-police, but it always ends up sounding that way right and there might be people on that position that are anti-police but that’s not the core of what they’re saying and you and you use the excuse of anti-police to stop listening you what they’re saying. You got it. It’s a really. Easy way to shut down the conversation and what I want us all is to stay in it together, right? Let’s not shut down the conversation. Let’s figure out what is the real problem that we are trying to solve and if we can do that we’re going to be okay and you feel like we’re moving so back to Madison schools were what talk to us about some of the programs and the initiatives that you feel are moving us.

Especially there was a collar and then he got disconnected sorry about that Dan. He had a question about the achievement Gap and I don’t know the details of what his question was but moving forward with how do we raise, you know? Address the racial Equity that exists. Yeah. Well, I think that’s what this new strategic framework is all about. I’m very hopeful board I think is very supportive of continuing to move in this direction and I would hope would find a future leader who’s capable of leading this work. But but yeah, I think we’re poised for really really powerful things what needs to happen to end racial disparities in Madison schools. Oh gosh, I mean this not any one thing right? I mean I think the center of it if I had to pick one thing Carousel it would be to for everything that we do to be ultimately aimed at. Seeing each other’s Humanity it does that sound too fluffy. That’s what we need to do. Right everything. We do the way we. Organized schools right through the school Improvement planning process and our decisions about instructional design if we made all those decisions to make sure that you experience a school day and I deeply humane way right where your sauce seen as a human being that’s seeing the teacher as a full, you know, human beings seeing every student in their full Humanity every parent. I mean, it’s interesting right like what if that were the design principle for every. Fission we made moving forward. What does that look like? They’re I know that there’s conversations about schools have become too academic Focus sometimes.

Yeah, and I don’t know how you deal with this you get it from both directions. We’re not meeting. Our academic needs were not academic focused at all. And we’re to academic Focus can my kid please take a dance class and a Ceramics class and something that makes them feel like a beautiful person. I think that the. Energies, I’m going to make some assumptions about what the caller called about the strategies that have been put into play over the last 20 years to quote unquote close the achievement Gap that term drives me absolutely crazy, by the way.

Why because what we’re talking about is racism. We’re not talking about achievement Gap. Yeah. I don’t think it’s actually describing the actual problem that we’re trying to solve. But I think that the strategies that have been put into play which have been largely about. I being more prescriptive on academics how we teach literacy? How do we teach math about intervention? So giving double and triple doses of literacy and math if it’s a student is struggling. I think that those strategies I mean we need to teach literacy and math. Well, I mean don’t get me wrong. That’s what I wanted to see. I don’t want anyone to misinterpret me here, but the the intense focus on only that has actually I think set us backwards and not. Pushed us forward. I think that if we had and this is where the district is going now building on the coherence that we’ve created if districts were more focused on deep and Rich learning experiences for students if imagine young black students saw themselves in their curriculum right from day one if they were getting access to. Historically accurate depiction right of the world in which they live if they were. How do I say this if they were consistently seen as fully human? Riot too many black students in this country are not are dehumanized on a regular basis. I think we would see those results change much much faster.

So the next level of work in Madison is all about that empowering everyone in a school Community to create a holistic instructional experience investing in teachers as culturally responsive teachers who are actively anti-racist ensuring that The Learning Experience offers one that is deep and Rich right and relevant to the students who attend our schools. I mean that work is already underway in Madison and I feel like that is the key to transformation. So all of these things sound wonderful. I know they cost money.

Yeah, let’s talk about money. Let’s talk about that, Wisconsin the United States but Wisconsin award-winning, Wisconsin, we do not fund our Public Schools know and one of the. From my perspective from what I’ve seen as a parent and someone that cares about these issues from the behavioral education plan for example was that there weren’t enough support for teachers and in our schools because we don’t have enough money to hire. A dozen social workers in every school. I mean people always talk about let’s get it our knees. I want to have social workers sitting around doing nothing because we have we’ve hired so many of them. I mean I dream of that of a school just overflowing with abundance of people ready at any moment, but that is a complete fantasy that is not based in any reality of how we fund schools in Wisconsin.

Yeah. I agree entirely. I mean the scarcity model of it. I don’t know. I’ve been an educator for over 20 years and sometimes you’ve been living in scarcity and for me working and scarcity for so long. You forget what? What’s possible Right like you you might accept it as the me accepted as the norm. I know it’s terrible and we shouldn’t accept it as the norm. I I was thrilled when Tony Evers got elected. I will not I’m not shy about saying that. And I cares about public education. He sure does he gets it. I think the proposal that he put forward was really inspired and inspiring and not and not Fantasyland. I mean he was trying to lay out for all of us. A picture of what it actually looks like to fund education public education appropriately. I was happy to see that we got a little bit of bump in per-pupil aid for next year, which is great. It’s still not enough. No, the problem is is that right if my daughter’s don’t get things in their school. My daughters have piano lesson. My daughter has, you know dance classes among our neighbors daughter has.

My math tutor all of these things that if you can’t get it at school people with money can help supplement our are excellent schools that are starved to death. We can I can supplement it but if that cost thousands of dollars a year that which what I do, so ultimately the disparities get bigger that we get it right they get worse. I think that’s exactly right Carousel. I. I mean, I’m not giving up on what governor eavers is trying to accomplish and I don’t think anyone should we should be funding full day for K in the state of Wisconsin? I mean that is an absolute must we should be funding reimbursement for special ed services. That is an absolute must. Yeah, and we we should be fully funding services for English language Learners, which is not happening. Now. I mean the list goes on and on and on I’ll tell you we make we we do a lot with very little but yeah our kids and our teachers and our parents deserve much more. There’s no doubt about that. What do you what do you hope to see in the next superintendent? What is what is your you know, the team comes together. You don’t really give a saying I don’t the TV were part of got something in it.

You know, what do you think are? The school board should be looking at when they choose. Hopefully they have many qualified applicants to choose from but everyone brings their own unique strengths and weaknesses to the table. One of the strengths you think they should be looking for. Well, I mean this superintendent. We’ll be starting from a fairly strong Foundation. Right? I mean, they’re not going on say so yourself. Yeah, I mean, they’re not going to have to redo their HR systems the budget despite the challenges we just described is. This salad we have got is a lot to work from there. So I’m part of what I just I hope is that they’re looking for someone who can lead this kind of next level of work, right? And that’s got to be someone who has a. Fairly robust vision and deep understanding of the kind of transformational change that we’re trying to make now and we’re trying to make changes in instructional design that are.

That are truly transformed of the Community Schools model, right that is a different way of doing school Pathways at the high school level that’s a different way of doing school. There’s pushback and all of them. Yeah. I’m scared of Pathways and it’s gonna be amazing. Good good. I’m scared of what West High School looks like when my kids get their will because it is a different instructor design, right? I mean, it’s weird. This is a longer conversation, but when you’re trying to change. The way schooling looks and feels for students so that they so that they’re actually thriving in school and truly prepared for post-secondary and I would hope that we would get a leader who can lead that transformational effort. I do think the district and the school board should be looking for someone who can continue to keep racial Equity at the center. I think there are many enough education leaders and superintendents who cannot just talk that talk but but walk it so I’m hopeful that they’ll look for for somebody who can continue that work as well.

Yeah, and I think the last thing I would say is there are a lot of leaders out there who. Don’t understand teaching. This is maybe what you were getting to and you talked about my predecessors a little bit but there but I would hope that they’re looking for someone who has really strong instructional leadership skills. Right who really has a mission to feels like to be in the last past. I think it’s really important. I had always wished that I could have taken a week every year and gotten back into a classroom and co-taught with a teacher. I was never able to quite pull it off. I hope that the next superintendent right to say really grounded for my work that teachers do what is happening. That’s right. That’s right.

And do you think. I know the school board has talked about for referendum, ‘s do you think those are things that we should be moving forward both. I know there’s conversation about building referendums and operational referendum. They’ve been supported in Madison. I’m hopeful I would hope that our school district if they think that’s the right thing to do would go for it. I would hope so. I mean, I we’ve been working on that long range facilities plan for years and we didn’t even talk about some of the other things that we’ve done is we’ve made some facilities improvements already. But but the plan that is shaping up on facilities, which would lead with the for comprehensive high schools the Alternative High School Capital High and address. South Madison some major gaps in learning at the elementary level. I think the package up will Shape Up is going to be powerful. Yeah, and I both the school board and the new superintendent I think needs to leave that work forward, you know, the buildings that we have our old 50 years on average. We need to take good care of them and our students deserve to learn in you know, in spaces that reflect our r value of them that are inspiring. Yeah, that’s about deep learning to. Wonderful to have you want to wish you great success as you move on to your next Adventures, but you’re you’re still here for a couple more weeks.

Oh, yeah Bennett you have I’m thrilled them transition to transition to Jane Bell more as the interim as you know, and will she serve. The goal of the setup is she’ll serve for the duration of the next school year. Yeah. Yeah, uh-huh. That’s right. And she starts August first. She was the interim when I started. So transition with her in those first months with this job she sure is and it’s been a pleasure to transition with her. I think the district will be good and very good hands with Jay next year. Thanks Carousel. Well, that’s that’s good. Maybe well, I’ll put a bug in Jane’s ear and get her on the show to talk about. I’ve been the challenges of being a leader that isn’t a permanent leader. That’s a whole new world of it, but. When do you you head off to Boston? You still have a bit a couple more weeks other anything left that you’re really focusing on that you that you hope to work on in the next few weeks. Well the next couple of weeks. I’m getting the senior team with Jane set for next year. We want to make sure that the group is ready to rock and roll. The big kickoff of the Year happens in the second week of August meaning there are big Leadership Institute, which is really the signal but the school year is starting welcoming back teachers and starting with the administrators and the leadership teams which includes teachers and then a couple weeks later all the teachers. So we’re working on making sure that that welcome back plan is strong that the team is ready to rock and roll. And they will be it said there’s a strong team here in Madison.

I’m leaving but the team that is here both the principles of leadership teams at the school level and at the district level is a very I don’t know. Madison has long spent far more than most taxpayer supported K-12 school districts ($18.5 to 20K/student, depending on the District documents). Yet, we have long tolerated disastrous reading results.




Wisconsin DPI Superintendent Tony Evers Responds to Madison Teachers’ Questions

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

Here’s Why Some Black Leaders Are Fighting the NAACP Over Charter Schools

In late July, the NAACP called for a national moratorium on charter schools, claiming they target low-income and minority communities with practices mirroring the predatory subprime mortgage lending industry. Now a group of more than 160 black civic leaders is asking the civil rights group to reconsider, arguing that charters create opportunities for black families that could allow minority students to excel.

In a September 21 letter, a coalition of educators, current and former politicians, public officials, and black leaders claimed that a charter school moratorium would deny parents the opportunity to choose “what’s best for their children”—and restrict access to high-quality alternatives to traditional public schools.

“The proposed resolution cites a variety of cherry-picked and debunked claims about charter schools,” the letter reads. “The notion of dedicated charter school founders and educators acting like predatory subprime mortgage lenders—a comparison the resolution explicitly makes—is a far cry from the truth.”

The NAACP’s proposed resolution, which will be voted on at the national board meeting next month, said that charter schools contribute to racial and socioeconomic segregation and raised concerns over disproportionately “punitive and exclusionary” disciplinary practices, fiscal mismanagement, and lackluster oversight. A few weeks earlier, the Movement for Black Lives, a network of 50 organizations brought together by Black Lives Matter, released a policy agenda that included a similar call to curb the growth of charters.

While the charter school industry is littered with the occasional bad actor, and some charters have even been found to practice “skimming”—illegally screening out potentially challenging students, according to a 2013 Reuters investigation and a recent report by the ACLU and Public Advocates, a public interest law firm—the pro-charter letter highlighted research showing the positive academic benefits and opportunities for black students at charters. Here are three of its main arguments:

1. Black students stand to make short-term academic gains: The letter, citing a study from Stanford’s Center for Research on Educational Outcomes (CREDO), argues that black students benefit from added exposure to charter schools. The 2015 study of 41 cities in 22 states found that students attending charter schools in those areas made slightly higher academic gains in both math and reading compared to students in traditional public schools. The gains were particularly pronounced for low-income, black, and Hispanic students, as well as English-language learners. Poor black students, for instance, received the equivalent of 59 additional days of math learning and 44 days of reading learning. For poor Hispanic students, the gains were 48 days of math instruction and 25 days of reading.

Andrew Maul, an assistant professor at the University of California-Santa Barbara’s Graduate School of Education, questioned the CREDO report’s research methods, including that the sizes of the effects “are very small.” (In response, CREDO noted that the study looked at the change in student test scores from year-to-year as a sign of academic growth, rather than the test scores themselves.)




Laurene Powell Jobs Commits $50 Million to Create New High Schools

advertising campaign that looks as if it came from Apple’s marketing department, the initiative is meant to create high schools with new approaches to education. In essence, Ms. Powell Jobs and her team of high-profile educators and designers hope they can crowd-source a solution to a problem that has flummoxed policy makers for decades.

“The system was created for the work force we needed 100 years ago,” Ms. Powell Jobs said in an interview here Friday. “Things are not working the way we want it to be working. We’ve seen a lot of incremental changes over the last several years, but we’re saying, ‘Start from scratch.’ ”

Called XQ: The Super School Project, the campaign is meant to inspire teams of educators and students, as well as leaders from other sectors, to come up with new plans for high schools. Over the next several months, the teams will submit plans that could include efforts like altering school schedules, curriculums and technologies. By fall next year, Ms. Powell Jobs said, a team of judges will pick five to 10 of the best ideas to finance.

Madison’s Lengthy K-12 Challenges Become Election Grist; Spends 22% more per student than Milwaukee

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before
On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.

As of 2013, the situation has not changed, unfortunately.

Madison, 2014, the view from Milwaukee:

The largest state teachers union, the Wisconsin Education Association Council, gave $1.3 million last month to the Greater Wisconsin Committee, a liberal group that has been running ads critical of Walker. Two of WEAC’s political action committees have given a total of $83,128 to Burke directly.

On the other side, the American Federation for Children said last year in a brochure that in the 2012 elections in Wisconsin, including the recalls that year, it had spent $2.4 million supporting pro-voucher candidates.

Along with family members, Dick and Betsy DeVos have given about $343,000 to Walker since 2009. The Grand Rapids, Mich., couple made their fortune in the marketing firm Amway and now support the voucher school movement.

The elections are critical because in general, each candidate’s stance on the issue of vouchers is largely dictated by their political party affiliation. If Republican candidates maintain control of both houses and the governor’s seat, voucher-friendly legislation is more likely to pass.

Democrats are trying to take control of the state Senate. Republicans hold the chamber 17-15, with one GOP-leaning seat vacant. Republicans have a stronger majority in the Assembly and the election is unlikely to change that.

Senate Democrats would oppose the expansion of voucher schools until standards and requirements are established that put those private schools on the same footing as public schools, Senate Minority Leader Chris Larson (D-Milwaukee) said.

Walker on Wednesday also challenged Burke’s record on the Madison School Board.

He noted that the graduation rate for black students in Madison is lower than the graduation rate for black students in MPS.

Walker said Burke has had a chance to use his Act 10 law to save the taxpayers millions in Madison, and put those dollars toward alleviating the achievement gap.

“She’s failed to do that,” Walker said.

Burke responded that Madison is a fiscally responsible district that is one of the few in the state operating under its levy cap.

Madison still has a contract because the teachers union there challenged the Act 10 law in court, and a circuit court judge ruling initially swung in its favor. The teachers union subsequently bargained a contract this year and next year with the district.

Then this summer, the Wisconsin Supreme Court upheld Walker’s Act 10 law.

Madison 2014, gazing into the mirror:

Gov. Scott Walker took the campaign against Democratic opponent Mary Burke to her front door Wednesday, accusing the one-term Madison School Board member of not doing enough to improve black students’ graduation rates in Madison.

Walker argued that the Madison School Board could have put more money toward raising graduation rates and academic achievement if it had taken advantage of his controversial 2011 measure known as Act 10, which effectively ended collective bargaining for most public workers, instead of choosing to negotiate a contract with its teachers union for the 2015-16 school year earlier this summer.

“Voters may be shocked to learn that the African-American graduation rate in Madison (where Mary Burke is on the board) is worse than in MKE,” Walker tweeted Wednesday morning.

Burke shot back that Walker’s comments were “short sighted” and showed “a lack of knowledge” of how to improve student academic achievement.

In 2013, 53.7 percent of black students in Madison graduated in four years. In Milwaukee, the rate was 58.3 percent, according to state Department of Public Instruction data. That gap is smaller than it was in 2012, when the 4-year completion rate among black students was 55 percent in Madison and 62 percent in Milwaukee.

Overall, the 2013 graduation rates for the two largest school districts in Wisconsin was 78.3 percent in Madison and 60.6 percent in Milwaukee.

Under Superintendent Jennifer Cheatham, the district has made progress in the last year toward improving overall student achievement, Burke said in a call with reporters. School Board president Arlene Silveira also said Wednesday the district has started to move the needle under Cheatham.

“Is it enough progress? No. We still have a lot of work to go, and whether you’re talking about African-American (graduation rates) in Madison or talking about (rates) in Milwaukee, they are too low,” Burke said. “But the key to improving student learning, that anyone who really looks at education knows, is the quality of the teacher in the classroom.”

Decades go by, yet the status quo reigns locally.

Central to his thinking was a distinction between managers and leaders. Managers are people who like to do things right, he argued. Leaders are people who do the right thing. Managers have their eye on the bottom line. Leaders have their eye on the horizon. Managers help you to get to where you want to go. Leaders tell you what it is you want. He chastised business schools for focusing on the first at the expense of the second. People took MBAs, he said, not because they wanted to be middle managers but because they wanted to be chief executives. He argued that “failing organisations are usually over-managed and under-led”.

Mr Bennis believed leaders are made, not born. He taught that leadership is a skill—or, rather, a set of skills—that can be learned through hard work. He likened it to a performance. Leaders must inhabit their roles, as actors do. This means more than just learning to see yourself as others see you, though that matters, too. It means self-discovery. “The process of becoming a leader is similar, if not identical, to becoming a fully integrated human being,” he said in 2009. Mr Bennis knew whereof he spoke: he spent a small fortune on psychoanalysis as a graduate student, dabbled in “channelling” and astrology while a tenured professor and wrote a wonderful memoir, “Still Surprised”.

To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

Candidate Burke’s “operating under its levy cap” soundbyte was a shrewd, easily overlooked comment, yet neglects to point out Madison’s property tax base wealth vs. Milwaukee, the District’s spending levels when state revenue limits were put in place and the local referendums that have approved additional expenditures (despite open questions on where the additional funds were spent).

I hope that she will be more detailed in future comments. We’ve had decades of soundbytes and routing around tough choices.

Madison’s challenges, while spending and staffing more than most, will continue to be under the political microscope.

I hope that we see a substantive discussion of K-12 spending, curriculum and our agrarian era structures.

Mary Burke:

She’ll work every day to strengthen our public education system, from K-12 to our technical colleges and university system. Mary strongly opposed the statewide expansion of vouchers—as governor, she’ll work to stop any further expansion, and ensure that all private schools taking public dollars have real accountability measures in place.

For years, Wisconsin had the distinction of being a national leader in educational reform. From the groundbreaking Milwaukee Parental Choice Program to policies aimed at expanding the role of charter schools in communities across the state, Wisconsin was viewed as a pioneer in educational innovation and creativity.

Wisconsin used to rank 3rd in fourth grade reading, now we’re in the middle of the pack at best with some of the worst achievement gaps in the nation.

Fortunately, Wisconsin has turned a corner and is once again becoming a leader in educational excellence by refocusing on success in the classroom. This has been done by pinpointing the following simple but effective reforms:

  • Improving transparency
  • Improving accountability
  • Creating choice

We are working to restore Wisconsin’s rightful place as an education leader. Our students, our teachers, and our state’s future depend on our continued implementation of reform.

A look at District spending:

Per student spending: Milwaukee’s 2013-2014 budget: $948,345,675 for 78,461 students or $12,086/student. Budget details (PDF).

Madison plans to spend $402,464,374 for 27,186 students (some pre-k) this year or about $14,804/student, 22% more than Milwaukee. Details.

Commentary on the Growth in Federal K-12 Redistributed Tax Dollar Spending



Reihan Salam:

Rather than shift the tax burden from households with children to relatively high-earning households without children, Felix Salmon of Reuters proposes increasing federal education funding. This strikes me as ill-conceived for a number of reasons. If anything, I would suggest that we move in the opposite direction. Though federal spending represents a relatively small share of K-12 spending at present (13 percent of the total as of 2010), this understates the extent of federal influence, as federal mandates shape how much of the remaining spending is disbursed. And so the U.S. has a far more centralized, far more tightly-regulated K-12 system than is commonly understood. The chief virtues of a decentralized system — the potential for innovation as different jurisdictions and educational providers embrace new approaches to instruction, management, compensation, recruitment, and scaling successful approaches, among other things — are greatly undermined by the prescriptiveness of federal education policy, which has grown worse under the Obama administration thanks to its use of policy waivers to impose its vision of education reform on local districts. We thus have the worst of both worlds: we have a theoretically decentralized system plagued by a lack of creativity and experimentation outside of charter schools, which serve fewer than 4 percent of K-12 public school students; and we have a federal government that imposes enormous compliance costs on K-12 schools without actually providing much in the way of resources. Salmon’s strategy is to double down on centralization; let’s keep imposing compliance costs, yet let’s at least do more to finance schools as well. Another approach would be to foster creativity and experimentation by having the federal government take on the tasks to which it is best suited.

As Rick Hess and Andrew Kelly of the American Enterprise Institute have argued, the federal government could play to its strengths by abandoning its efforts to tightly regulate local schools and instead (a) promote basic research in cognitive science and human learning; (b) serve as a “scorekeeper” that measures educational outcomes and, just as importantly, spending levels across districts and student populations so that the public will have more reliable data on the return on investment; (c) encourage competition and innovation not by prescribing that local communities embrace charter schools or vouchers (though both ideas could do a great deal of good, and state and local electorates ought to embrace these ideas of their own volition) but by addressing the compliance costs created by federal mandates, encouraging alternative paths to teacher certification to expand the teacher talent pool and get around onerous licensing requirement; and (d) develop a bankruptcy-like mechanism that would allow dysfunctional school districts to restructure their obligations without first having to appeal to state education authorities. One of the more attractive aspects of this agenda, incidentally, is that it largely allows contentious questions about the best approach to educating children to state and local officials while providing parents and policymakers with meaningful yardsticks to evaluate the success or failure of different approaches.




Exporting Education

Time zones away from the quads of Cambridge, Mass., and Palo Alto, Calif., there’s a curious educational evolution happening.
Though the modern massive open online course movement (MOOCs) originated in North America, two-thirds of their users live abroad–in places like Rwanda, China, and Brazil.
Foreign users are adapting the courses produced at Harvard, MIT, and Stanford to fit their local communities and cultures. And in the process, they’re creating an entirely new education model. Instead of toiling at MOOCs alone with the dim light of a laptop, communities around the world are combining screen time with face time. In these small-group, informal, blended-learning environments, students work with the support of peers and mentors and compete online on a level playing field with the new elite of the world. “It gave me a taste of what is first world education,” said Alejandra B., a 21-year-old studying business at a Catholic university in La Paz, Bolivia, and a MOOC participant in such a setting, told me.




Schooling Is Not Education!

For the last ten years, the major focus of the global education community has been on getting children into school. And that effort has been a success: most of the world’s children live in countries on track to meet the Millennium Development Goal of universal primary completion by 2015.
But behind that progress is a problem–one that grows with each additional child that walks through the classroom door. Some children in those classes are learning nothing. Many more are learning a small fraction of the syllabus. They complete primary school unable to read a paragraph, or do simple addition, or tell the time. They are hopelessly ill-equipped for secondary education or almost any formal employment. The crisis of learning is both deep and widespread. It is a crisis for children, too many of whom leave school believing they are failures. And it is a crisis for their communities and countries, because economic analysis suggests it is what workers know–not their time in school–that makes them more productive and their economies more prosperous.




Language-Gap Study Bolsters a Push for Pre-K

Nearly two decades ago, a landmark study found that by age 3, the children of wealthier professionals have heard words millions more times than those of less educated parents, giving them a distinct advantage in school and suggesting the need for increased investment in prekindergarten programs.
Now a follow-up study has found a language gap as early as 18 months, heightening the policy debate.
The new research by Anne Fernald, a psychologist at Stanford University, which was published in Developmental Science this year, showed that at 18 months children from wealthier homes could identify pictures of simple words they knew — “dog” or “ball” — much faster than children from low-income families. By age 2, the study found, affluent children had learned 30 percent more words in the intervening months than the children from low-income homes.
The new findings, although based on a small sample, reinforced the earlier research showing that because professional parents speak so much more to their children, the children hear 30 million more words by age 3 than children from low-income households, early literacy experts, preschool directors and pediatricians said. In the new study, the children of affluent households came from communities where the median income per capita was $69,000; the low-income children came from communities with a median income per capita of $23,900.
Since oral language and vocabulary are so connected to reading comprehension, the most disadvantaged children face increased challenges once they enter school and start learning to read.
“That gap just gets bigger and bigger,” said Kris Perry, executive director of the First Five Years Fund, an advocate of early education for low-income children. “That gap is very real and very hard to undo.”




Mayor Paul Soglin Discusses Education Reform with U.S. Secretary of Education Arne Duncan

Mayor Paul Soglin joined U.S. Secretary of Education Arne Duncan, other mayors and school superintendents in Washington, DC, today to discuss partnership opportunities between cities and the U.S. Department of Education to foster effective approaches to education reform.
Participating city leaders are part of a new Mayors’ Education Reform Task Force co-chaired by National League of Cities (NLC) First Vice President Chris Coleman, Mayor of Saint Paul, MN, and NLC Second Vice President Ralph Becker, Mayor of Salt Lake City, UT. Mayors Coleman and Becker formed the task force in March 2013 to explore how cities can and should be involved in local education reform efforts.
During today’s meeting, task force members highlighted the growing commitment by municipal officials across the country to promoting educational achievement.
“Mayors and elected officials can bring together all the stakeholders in the education conversation in their cities,” said Mayor Soglin. “The perspectives from mayors of cities large to small are valuable to local and national policymakers. I’m glad we had an opportunity to talk with the Secretary and his staff about the role mayors can play in education transformation.”
Local leaders shared examples of city-school partnerships they have formed in their communities in areas such as school improvement, early learning, afterschool programming, and postsecondary success.
“The trajectory of learning begins at birth and extends over a lifetime,” said Mayor Becker, who was unable to attend the meeting. “Cities now experience an unprecedented level of collaboration and discussion in formulating specific plans for postsecondary access and success and productive out-of-school time learning.”
The meeting with Secretary Duncan provided mayors with an opportunity to discuss how lessons learned at the city level can inform federal education policy. Among the key issues of concern identified by the task force are:

  • Finding a “third way” in education reform that balances a commitment to accountability with a spirit of collaboration among school administrators, teachers, and cities;
  • Transforming schools into centers of community that support parent engagement and provide wraparound services to children and families;
  • Building on successful “cradle-to-career” models to develop a strong educational pipeline;
  • Securing adequate and equitable funding for local education initiatives; and
  • Promoting college access and completion.

“In this global economy, cities and towns depend on an educated workforce and schools are depending on us. We need to work together to ensure that our children graduate high school ready for postsecondary education and career success,” said NLC President Marie Lopez Rogers, Mayor of Avondale, AZ. “As city leaders, we have an important message that must be heard and we must be at the table in guiding federal and local education reform policies.”
In addition to Mayors Soglin, Coleman and Becker participants in today’s meeting included: Mayor Karen Freeman-Wilson of Gary, Indiana; Mayor Edna Branch Jackson of Savannah, Georgia; Mayor Dwight Jones of Richmond, Virginia; Mayor Pedro Segarra of Hartford, Connecticut; Riverside (Calif.) I Used To Think … And Now I Think (Part 2)

I used to think that structural reforms (e.g., creating non-graded schools; new district and school site governance structures; novel technologies; small high schools with block schedules, advisories, and student learning communities) would lead to better classroom instruction.And now I think that, at best, such structural reforms may be necessary first steps toward improving instruction but are (and have been) seldom sufficient to alter traditional teaching practices.
In teaching nearly 15 years, I had concluded that policies creating new structures (see above examples) would alter common teaching practices which, in turn, would get students to learn more, faster, and better.
I revised that conclusion, albeit in slow motion, as I looked around at how my fellow teachers taught and began to examine my own classroom practices. I reconsidered the supposed power of structures in changing teaching practices after I left the classroom and began years of researching how teachers have taught following the rainfall of progressive reforms on the nation’s classrooms in the early 20th century and similar showers of standards-based, accountability-driven reforms in the early 21st century.[i]




The Secret to Fixing Bad Schools

WHAT would it really take to give students a first-rate education? Some argue that our schools are irremediably broken and that charter schools offer the only solution. The striking achievement of Union City, N.J. — bringing poor, mostly immigrant kids into the educational mainstream — argues for reinventing the public schools we have. Union City makes an unlikely poster child for education reform. It’s a poor community with an unemployment rate 60 percent higher than the national average. Three-quarters of the students live in homes where only Spanish is spoken. A quarter are thought to be undocumented, living in fear of deportation.
Public schools in such communities have often operated as factories for failure. This used to be true in Union City, where the schools were once so wretched that state officials almost seized control of them. How things have changed. From third grade through high school, students’ achievement scores now approximate the statewide average. What’s more, in 2011, Union City boasted a high school graduation rate of 89.5 percent — roughly 10 percentage points higher than the national average. Last year, 75 percent of Union City graduates enrolled in college, with top students winning scholarships to the Ivies.
As someone who has worked on education policy for four decades, I’ve never seen the likes of this. After spending a year in Union City working on a book, I believe its transformation offers a nationwide strategy. Ask school officials to explain Union City’s success and they start with prekindergarten, which enrolls almost every 3- and 4-year-old. There’s abundant research showing the lifetime benefits of early education. Here, seeing is believing.
One December morning the lesson is making latkes, the potato pancakes that are a Hanukkah staple. Everything that transpires during these 90 minutes could be called a “teachable moment” — describing the smell of an onion (“Strong or light? Strong — duro. Will it smell differently when we cook it? We’ll have to find out.”); pronouncing the “p” in pepper and pimento; getting the hang of a food processor (“When I put all the ingredients in, what will happen?”).
Cognitive and noncognitive, thinking and feeling; here, this line vanishes. The good teacher is always on the lookout for both kinds of lessons, always aiming to reach both head and heart. “My goal is to do for these kids what I do with my own children,” the teacher, Susana Rojas, tells me. “It’s all about exposure to concepts — wide, narrow, long, short. I bring in breads from different countries. ‘Let’s do a pie chart showing which one you liked the best.’ I don’t ask them to memorize 1, 2, 3 — I could teach a monkey to count.” From pre-K to high school, the make-or-break factor is what the Harvard education professor Richard Elmore calls the “instructional core” — the skills of the teacher, the engagement of the students and the rigor of the curriculum. To succeed, students must become thinkers, not just test-takers.
When Alina Bossbaly greets her third grade students, ethics are on her mind. “Room 210 is a pie — un pie — and each of us is a slice of that pie.” The pie offers a down-to-earth way of talking about a community where everyone has a place. Building character and getting students to think is her mission. From Day 1, her kids are writing in their journals, sifting out the meaning of stories and solving math problems. Every day, Ms. Bossbaly is figuring out what’s best for each child, rather than batch-processing them. Though Ms. Bossbaly is a star, her philosophy pervades the district. Wherever I went, these schools felt less like impersonal institutions than the simulacrum of an extended family.

Why Are We Afraid to Show Off Our Brightest Students’ Work?

As the editor of The Concord Review, I have been glad to publish more than 1,000 exemplary high school history research papers by students from 46 states and 38 other countries since 1987. Yet I have long been aware that little “personal” essays have killed off academic expository writing in most of our schools.
For generations, American children in our schools have had their writing limited to short pieces about themselves, from primary school up through their “college essays” (those little 500-word “personal” narratives). As long as English teachers have borne all the responsibility for reading and writing in the schools, the reading has been fiction, the writing personal and “creative.” Lately a genre has emerged called “creative nonfiction,” but that turns out to be just more solipsistic autobiography.
Most of our students never read a single history book and they very rarely write a serious term paper before graduating from high school. They learn to write without learning anything beyond their own feelings and the events of their present lives, and their teachers are able to grade that work without knowing much either.
Marc Tucker, president of the National Center on Education and the Economy, put it very well in August this year: “The single biggest complaint from college teachers and employers is that high school graduates cannot write as well as they need to.” As a result, the member companies of the Business Roundtable have been saddled with a $3 billion bill for remedial writing courses every year, not only for their hourly hires but for their current and new salaried employees.
There are a few exceptions, of course. For decades, the International Baccalaureate has required a 4,000 (16-page) Extended Essay for the Diploma, and thousands of American students have done that. Even the College Board has begun to think of a small pilot program on term papers as well.
The New Common Core standards, a set of reforms that will soon be applied by most states, talk about nonfiction reading, but that category seems to include more memos, short speeches, brochures, and technical articles than anything like a complete history book. The standards also mention something about nonfiction writing, but all of the examples in the Appendix seem to be only more two-page efforts that will far from challenge the capability of our students in academic writing.
By publishing Peg Tyre’s story “The Writing Revolution,” The Atlantic is doing a great service for our students who need to learn to do some serious academic expository writing while they are still in high school. However, I would add that students also benefit from seeing exemplary expository essays written by their peers.
At The Concord Review, I’ve seen many examples of first-rate academic writing on historical topics. Students are startled, challenged, and inspired when they see this kind of work by people their own age. “When I first came across The Concord Review, I was extremely impressed by the quality of writing and the breadth of historical topics covered by the essays in it,” one New Jersey public school girl wrote to me. “The chance to delve further into a historical topic was an incredible experience for me, and the honor of being published is by far the greatest I have ever received. This coming autumn, I will be starting at Oxford University, where I will be concentrating in Modern History.”
It may be objected that this is a letter from a good student. Where are the letters from struggling students? I would respond that in sports, we are quite happy to present other students with the very best public performances of their most athletic peers. But when it comes to academics, we seem afraid to show students the exemplary work of their peers, for fear of driving them away. This dichotomy has always seemed strange to me.
Of course we must pay attention to our least able students, just as we must pay attention to the those who have the most difficulty in our gym classes. But it would’t hurt, in my view, to dare to recognize and distribute some of our students’ best academic work, in the hopes that it may challenge many others of them to put in a little more effort. Surely that is worth a try.

New Dorp’s Writing Revolution, which placed an intense focus, across nearly every academic subject, on teaching the skills that underlie good analytical writing, was a dramatic departure from what most American students–especially low performers–are taught in high school. The program challenged long-held assumptions about the students and bitterly divided the staff. It also yielded extraordinary results. By the time they were sophomores, the students who had begun receiving the writing instruction as freshmen were already scoring higher on exams than any previous New Dorp class. Pass rates for the English Regents, for example, bounced from 67 percent in June 2009 to 89 percent in 2011; for the global-­history exam, pass rates rose from 64 to 75 percent. The school reduced its Regents-repeater classes–cram courses designed to help struggling students collect a graduation requirement–from five classes of 35 students to two classes of 20 students.
The number of kids enrolling in a program that allows them to take college-level classes shot up from 148 students in 2006 to 412 students last year. Most important, although the makeup of the school has remained about the same–­roughly 40 percent of students are poor, a third are Hispanic, and 12 percent are black–a greater proportion of students who enter as freshmen leave wearing a cap and gown. This spring, the graduation rate is expected to hit 80 percent, a staggering improvement over the 63 percent figure that prevailed before the Writing Revolution began. New Dorp, once the black sheep of the borough, is being held up as a model of successful school turnaround. “To be able to think critically and express that thinking, it’s where we are going,” says Dennis Walcott, New York City’s schools chancellor. “We are thrilled with what has happened there.”
Although New Dorp teachers had observed students failing for years, they never connected that failure to specific flaws in their own teaching. They watched passively as Deirdre De­Angelis got rid of the bad apples on the staff; won foundation money to break the school into smaller, more personalized learning communities; and wooed corporate partners to support after-school programs. Nothing seemed to move the dial.
Her decision in 2008 to focus on how teachers supported writing inside each classroom was not popular. “Most teachers,” said Nell Scharff, an instructional expert DeAngelis hired, “entered into the process with a strongly negative attitude.” They were doing their job, they told her hotly. New Dorp students were simply not smart enough to write at the high-school level. You just had to listen to the way the students talked, one teacher pointed out–they rarely communicated in full sentences, much less expressed complex thoughts. “It was my view that these kids didn’t want to engage their brains,” Fran Simmons, who teaches freshman English, told me. “They were lazy.”

In 2008, MMSD received a 5.3 million dollar grant Smaller Learning Communities Grant from the federal government. This grant is known locally as Relationships, Engagement, and Learning (REaL). Work to date has focused on developing teacher capacity, aligning curriculum, improving instructional practice all for the end goal of improving student achievement. During the 2010-11 school year, MMSD unveiled a comprehensive process plan for aligning curriculum PrK-12 with specific focus on the four high schools. The attached report serves as a status update on the MMSD High School Curriculum Alignment Process.




Federal Education Spending Updates



Alyson Klein:

The administration had wanted to see those programs consolidated into a new, broader, $383 million funding stream aimed at improving literacy. Now it appears there may be a lot less available money for that effort.
The measure also gets rid of all funding for the rest of the year for the $88 million Smaller Learning Communities program, which was slated to be funneled into a broader program aimed at improving educational options.
And it scraps the Leveraging Educational Assistance Partnerships, or LEAP, program, financed at $64 million.
The bill also defunds a lot of programs that are right now classified as “earmarks,” meaning money directed at one particular program or project. That includes a number of national education programs, such as Teach for America, the National Board for Professional Teaching Standards, National Writing Project, Reading is Fundamental, and the Close Up fellowship.

On December 6, 2010, the Urban League of Greater Madison presented an initial proposal for the establishment of Madison Preparatory Academy for Young Men (a non-instrumentality all-boys secondary charter school) to the Planning and Development Committee of the MMSD Board of Education. During the discussion that followed, Board members agreed to submit follow-up questions to the Urban Leagne, to which the Urban Leagne would respond before the next meeting of the Planning and Development Committee. Questions were submitted by Ed Hughes and Lucy Mathiak. Furthermore, Arlene Silveira submitted questions presented to her by several connnunity members. Below each numbered Board member question, you will find the ULGM response.
1. Ed Hughes: Do you have a response to the suggestion that your proposal may violate Wis. Stat. sec. 118.40(4)(c) other than that you also intend sometime in the future to develop and operate a school for girls? If so, what is the response?
ULGM: Please refer to our letter to MMSD Board of Education members that responded to the ACLU’s opposition to Madison Prep. The answer to your question is contained in that letter. We have attached the letter to this document for your review.

ULGM: See attached contracts for Lake Country Academy in Sheboygan and the Wisconsin Virtual Academy in McFarland, which are both non-instrumentality charter schools.
4. Ed Hughes: To the extent the information is available to you, please list the amount ofper.student payment each non-instrumentality charter school in Wisconsin is contractually entitled to receive from its sponsoring school district.
ULGM: We have requested information from the DPI on the current per-student payments to each non-instrumentality charter school in Wisconsin, but we understand that DPI does not now have the information consolidated in one database. We expect that the per-student payment information will be available from DPI by January 17, and we will submit that information to the board and administration as soon as it becomes available from the DPI. The per-pupil payment to each district.authorized charter school in Wisconsin, including instrumentality and non-instrumentality charter schools, is determined through negotiations and mutual agreement between the school district, as the charter school authorizer, and the charter school developer/operator.
5. Ed Hughes: Please identify the minimum per-student payment from the school district that would be required for Madison Prep to be financially feasible from your perspective. If you don’t have a specific figure, provide your best estimate of the range in which that figure is likely to fall.
ULGM: The MMSD Superintendent and Assistant Superintendent-Business in agreement with us that more time is needed to present a projected minimum payment from the school district. DPI’s School Finance Data Warehouse indicates that MMSD reported $14,432 in revenue per student and spent $13,881 per student iu 2008-09. We are certain that we will not request more per student than what MMSD spends annually.
6. Lucy Mathiak: Do you know what Madison Prep will cost the district? And do you know where the money will come from?
ULGM: We have an idea ofwhat our school will cost but as stated in the answer to question number 5, we are working through several costs and line items with MMSD’s Superintendent and Assistant Superintendent-Business. In Wisconsin, public charter schools are funded primarily by school districts or the state legislature (non-school district authorized schools). Generally, private funding is limited to 5% of costs during the budgeting process. However we will raise significantly more in private funding during the pre-implementation and implementation years of the school than we will in out years.
7. Lucy Mathiak: How the financial commitment asked of the district compares to the financial commitment to its existing schools?
ULGM: Assuming you mean existing traditional public schools, we will require more information from MMSD’s administration to make this comparison. Given that Madison Prep will be a new school and a non-instrumentality, there will be costs that Madison Prep has that the school system does not, and vice versa. However, we are firmly committed to ensuring our school is operated within the annual per pupil cost MMSD now spends to educate students in middle and high schools.
8. Community Member, via Arlene Silveira: First of all, has the funding that is indicated as part of the proposal actually been acquired or promised? The proposal indicates $100,000/ year from the Madison Community Foundation, but I can’t find any information from MCF itself about funding Madison Prep. All I can see is that they donated to the Urban League’s capital and Workforce campaigns. Will you check into this? Also, the proposal indicates $250,000/ year for 3 years from Partners for Developing Futures. Last year, despite having received 25 applications for funding from “education entrepreneurs,” this organization did not fund any of them due to the quality of the applications. How is the Madison Prep planning team able to claim this as a source of funding? Have promises been made?
ULGM: The Madison Community Foundation and Partners for Developing Futures were listed as potential revenue sources; these dollars were not committed. Our business plan followed the same approach as most business plans for start-up initiatives: listing prospective revenue sources. However, we do intend to pursue funding through these and other sources. Our private fundraising goals and needs in our five-year budget plan are reasonable.
9. Lucy Mathiak: What additional resources are needed to make the Madison Prep model work?
ULGM: Our school is designed as a demonstration school to be replicable, in whole or in part, by MMSD and other school systems. Therefore, we will not request more than the district’s own annual costs per pupil at the middle and high school levels.
10. Lucy Mathiak: What resources are in hand and what resources will you need to raise?
ULGM: We presently have $50,000 to support the planning of the school, with the offer of additional support. However, we will secure additional private and public funding once the Board of Education formally approves the DPI planning grant application/detailed proposal for Madison Prep.
11. Lucy Mathiak: Ifthere is a proposed endowment, what is the amount of the endowment in hand, the estimated annual rate of return, and the estimated income available for use?
ULGM: New charter schools generally do not budget for endowment in their first few years of operation. We intend to build an endowment at some point and have line items for this in Madison Prep’s budget, but these issues will be decided by the Board ofDirectors ofthe school, for which we will not begin recruiting until the Board of Education approves our DPI plauning grant application/detailed proposal.
12. Ed Hughes: Which parts of your proposal do you require non-instrumentality status to implement?
ULGM: Non-instrumentality status will be vital to Madison Prep’s ability to offer an extended school day, extended school year, as well as the expectations we have of teachers to serve as mentors and coaches to students. The collective bargaining contract between the Board of Education and Madison Teachers, Inc. would not allow for this added instructional time. Yet this added instructional time will be necessary in order for students to meet Madison Prep’s ambitious achievement goals. In addition, our professional development program will also require more hours of training. We also intend to implement other special activities for students and faculty that would not be allowed under MMSD and MTI’s collective bargaining agreement.
13. Ed Hughes: What will be the school’s admission policy? Please describe any preferences that the admission policy will include. To what extent will students who live outside ofthe Madison school district be considered for admission?
ULGM: Madison Prep will comply with all federal and state regulations relating to charter school admissions. In its inaugural school year (20 12-20 13), Madison Prep will be open to any 61h and 7’h grade male student residing within the boundaries of MMSD.
All interested families will complete an Enrollment Form at the Urban League’s offices, online, during community meetings and outreach activities, through local partners, or during a visit to the school (after it opens). If Madison Prep receives less than 45 enrollment forms for either grade (6 and 7) in the tirst year, all students’ who applied will be admitted. If the school receives more than 45 enrollment forms for either grade level in the first year, or enrollment forms exceed the seats available in subsequent years, Madison Prep will hold a public random lottery at a location that provides enough space for applicant students and families. The lottery will be held in accordance with DPI guidelines for random lotteries. If Madison Prep does not fill all available seats, it will continue its grassroots recruitment efforts until it reaches its enrollment goal.
14. Community Member, via Arlene Silveira: We know that Madison Prep won’t accept girls. Will it except boys with Autism or Aspergers? If a boy has a learning disability, will he be allowed to attend? What ifthis learning disability makes it not possible for him to perform above grade level on a standardized test? Will he be allowed in? And can they kick him out if his test scores aren’t advanced/proficient?
ULGM: Please see our answer to question #13. To be clear, Madison Prep will accept students with special learning needs, including students who speak English as a second language. As always, IEP teams will determine on a case-by-case basis if Madison Prep is an appropriate placement for special education students. No Madison Prep student will ever be expelled for academic performance.
15. Ed Hughes: An attraction ofthe proposed school is that it could provide the kind ofiutense academic and other sorts of support that could change the trajectories of its students from failure to success. How will you ensure that your school serves primarily students who require the sort of approach the school will offer in order to be successful?
ULGM: Please see our answer to question #13 and question #16 below. We will go to great lengths to inform parents about Madison Prep as an option for their child, and to recruit students and families to our school. We will over-market our efforts in low-income communities and through media, sports clubs, community centers, churches, employers, and other vehicles that reach these students and their parents. We are also exploring the legality of our ability to set an income goal or threshold for student admissions. Nonetheless, we believe that any young man, regardless of their family background, would be well served by Madison Prep.
16. Ed Hughes: To the extent yon know them, describe what the school’s stndent recruitment and marketing strategies will be.
ULGM: Madison Prep’s marketing plan will support three priorities and goals:
1. Enrollment: Recruiting, retaining, and expanding student enrollment annually -share Madison Prep with as many parents and students as possible and establish a wait-list of at least 20 students at each grade level by June I each year (with the exception of year one).
2. Staffing: Recruiting and retaining a talented, effective, and committed faculty and staff -field qualified applicants for each position in a timeframe that enables us to hire by June 30 each year.
3. Public Image and Support: Building, maintaining, and solidifying a base of support among local leaders, financial contributors, key partners, the media, and the general public.
To ensure the public is well acquainted with the school, Madison Prep, with the support of the Urban League of Greater Madison, will make use of a variety of marketing strategies to accomplish its enrollment, staffing, fundraising, and publicity goals. Each strategy will be phased in, from pre.launch of the school through the first three years of operation. These marketing strategies are less expensive and more sustainable with the budget of a new charter school than television, radio, and popular print advertisements. They also deliver a great return on investment if executed effectively. Each strategy will enable Madison Prep, with its limited staff, to promote itself to the general public and hard-to-reach communities, build relationships, sustain communications and achieve its goals.
A. Image Management: Madison Prep’s logo and images of young men projecting the Madison Prep brand will be featured on the school’.s website, in informational and print materials, and on inexpensive paraphernalia (lapel pins, emblems, ink pens, etc). Students will be required to wear uniforms that include a red or black blazer featuring the Madison Prep emblem, a sweater, a red or black tie, white shirt, black or khaki pants, and black or brown dress shoes. They will also have a gym uniform and athletic team wear that features the Madison Prep emblem. Additionally, Madison Prep will ensure that its school grounds, educational facility, and learning spaces are clean, orderly and well-maintained at all times, and that these physical spaces reflect positive images of Madison Prep students, positive adult males, community leaders, families, and supporters. Madison Prep’s Core Values will be visible through the school as well, and its students, faculty, staff, and Board of Directors will reflect an image in school and in public that is consistent with the school’s Core Values and Leadership Dimensions.
B. Grassroots Engagement: Madison Prep’s founders, Board members, volunteers, and its key staff (once hired) will go door-to-door in target neighborhoods, and other areas within MMSD boundaries where prospective candidates can be found, to build relationships with young men, families, and local community resource persons and advocates to recruit young men to attend Madison Prep. Recruiters will be dressed in the Madison Prep uniform (either a polo shirt, sweater or suit jacket/tie, each showing the Madison emblem, and dress slacks or skirt) and will visit homes in two person teams.
Madison Prep will also partner with City Council members, Advisory Neighborhood Commissioners, and local libraries to host community meetings year-round to promote the school in target neighborhoods and military bases. It will also promote the school to citizens in high traffic residential areas of the city, including metro stops, restaurants, community centers, community health agencies, and at public events. Madison Prep will engage the religious community as well, promoting the school to church leaders and requesting to speak before their congregations or have the church publicize the school during their announcements on Sundays and ministry activities during the week. Area businesses, hospitals, government agencies, foster care agencies, and mentorship programs will be asked to make information available to their patrons, clients, and families. Madison Prep will also seek to form partnerships with the Police Department and Court System to ensure judges, attorneys, neighborhood police officers, and family advocates know about the school and can make referrals of young men they believe will benefit from joining Madison Prep’s school community.
C. Online Presence & Partnerships: Madison Prep will launch a website and update its current Facebook and Twitter pages prior ·to the school opening to expand its public presence. The Facebook page for Madison Prep presently has more than 100 members, has been operational for less than 2 months, and has not yet been widely marketed. The page is used to raise awareness, expand support, communicate progress, announce activities and events, and promote small-donor fundraising campaigns. The website will be used to recruit students, staff, and eventually serve as an entry-point to a member only section on the Internet for faculty, students, and parents. Madison Prep will also seek to establish strategic alliance partnerships with service associations (100 Black Men, Sororities and Fraternities, Civic Clubs or Organizations, etc.), enlisting their participation in the school’s annual events. In addition, Madison Prep will establish partnerships with other public and private schools in the Madison area to recruit students, particularly elementary schools.
D. Viral Marketing: Madison Prep will use email announcements and social networking sites to share its mission, activities, employment opportunities, and successes with its base of supporters and will inspire and encourage them to share the information with their friends, colleagues, parents and young men they know who might be interested in the school. Madison Prep will add to its base of supporters through its other marketing strategies, collecting names and contact information when and where appropriate.
E. Buzz Marketing: Madison Prep will use subtle forms of marketing to recruit students and faculty, increase its donor and support base, and develop a positive public image. The school will maintain an influential board of directors and advisors, will engage notable people and organizations in the school, and will publicize these assets to the general public. The school will also prepare key messages and strategically involve its students, staff, and parents in key events and activities to market its brand -high achieving, thoughtful, forward thinking, confident and empowered young men who are being groomed for leadership and success by equally talented, passionate and committed adults. The messages, images, and quality of interactions that the broader community has with members of the greater Madison community will create a positive buzz about the school, its impact, and the success of its students.
F. School Visits & Activity Participation: Each year, from the week after Thanksgiving through the end of the school year, Madison Prep will invite prospective students and parents, funders, and members of the community to visit the school. A visit program and weekly schedule will be established to ensure that the school day and learning is not interrupted by visitors. Madison Prep will also establish an open visit policy for parents, and will create opportunities for them to leverage their ongoing involvement with the school and their young men. Through nurturing positive relationships with parents, and establishing an enviromnent where they are wanted and respected, Madison Prep will create spokespersons in the community who help grow its student body and community support. Finally, Madison Prep will host an annual community event that engages its school community with the greater Madison community in a day of fun, competitive events for families, and will serve as a resource to parents whose children do not attend Madison Prep by inviting them to participate in its Destination Planning workshops.
G. Popular Media: Madison Prep will allocate resources to market itself on Urban and News Radio during the peak student recruitment season in two phases. Phase I will take place in November 2011 and Phase 2 advertising will take place between Jannary and May 2012. To defray costs, Madison Prep will enlist the support of local and national celebrities for feature interviews, spotlights, and PSAs with Madison Prep’s Leadership to promote the school.
17. Community Member, via Arlene Silveira: It looks like the Charter school is aiming for 50% of its population to be low-income. The middle school my children will go to, Sherman, is 71% low income. Blackhawk is at 62%. Wright is 83%. Sennett is 65%. Cherokee is at 63%. Toki is at 51%. Can we, in good conscious, start a new school-designed to help low income students -that has a lower percentage oflow-income students than six of our existing middle schools?
ULGM: The Urban League has set the 50% low-income target as a floor, not as a ceiling. In fact, we expect that more than 50% of Madison Prep students will qualifY for free or reduced lunch.
Furthermore, we have chosen to use the 50% figure to allow us to be conservative in our budgeting process. No matter what the level of low income students at Madison Prep -50% or higher-the student achievement goals and overall program quality will remain unchanged.
18. Ed Hughes: Have you considered limiting admission to students who have scored minimal or basic on their WKCE tests?
ULGM: No. Madison Prep will be open to any male student who wishes to attend, regardless of past academic performance.
19. Ed Hughes: Some have suggested that Madison Prep could skim offthe most academically.motivated African-American students from the District’s middle and high schools, leaving fewer role models and academic peers for the African-American boys who remain in our existing schools. What is your response to that concern?
ULGM: The notion that charter schools skim off the most motivated students is a common misconception. First, this argument is not logical. Parents/caregivers ofchildren who are academically motivated and doing well in traditional public schools have little incentive to change their students’ educational environment. Those kids will likely stay put. When a parent, teacher, social worker, or school counselor recognizes that a child isn’t doing well in the traditional school and seeks an alternative, the charter school that is sought as an alternative does not in this process gain some advantage. In fact, research suggests the opposite. A 2009 study by researchers at Michigan State University, the University of Wisconsin, and Mathematic Policy Research examined charter schools from across the country to test the “skimming” theory. The researchers found no evidence of skimming. In fact, they found students who go to charter schools typically have LOWER test scores than their counterparts in traditional public schools. 20. Ed Hughes: Have you extended preliminary or informal offers of employment at Madison Prep to anyone? If so, identify to whom the preliminary or informal offers were made and for which positions.
ULGM:No.
21. Ed Hughes: What will he your strategy for recruiting teachers? What qualifications will you establish for teachers? Please describe the general range of salary and benefits you expect to offer to teachers.
ULGM: Teacher Recruitment -The overarching goal of teacher recruitment will be to hire a highly qualified, passionate, hard-working, diverse staff. The recruitment effort will include casting a wide net that allows Madison Prep to draw from the pool oflocal teachers as well as teachers statewide and nationwide who will embrace the opportunity to help build a school from the ground up. We will recruit though typical both typical means (postings on our website, WECAN, charter school association job pages) as well as through recruitment fairs outside of the state. Our hiring process will take place in early and mid spring rather than late spring and summer so that we may have a competitive edge in recruiting the teachers that are the best fit for Madison Prep. While the Head of School will be responsible for the hiring of teachers, he/she will engage a committee of teachers, community members, parents, and students in the process ofselecting teachers and other staff. In addition to a thorough interview, teacher candidates will be required to teach a sample lesson to a group of students, as well as other interview committee members. Teacher Qualifications-All teachers at Madison Prep will be licensed by the Department of Public Instruction.
General Salary Range and Benefits*-For the 2012-2013 school year, the salary for Master Teachers (of which there will be two) is currently projected to be $61,406 with a signing bonus of $2,000 and a maximum performance bonus of $2,750. The salary for general education teachers is currently projected to be $50,055 for the 2012-2013 school year, with a signing bonus of$2,000 and a maximum performance bonus of$1,750. Madison Prep intends to provide a full range of benefits to its teachers. *Salary and bonus figures are subject to change
22. Ed Hughes: MMSD already has a charter middle school with a very diverse student population -James C. Wright Middle School. If the school district chose to continue James C. Wright as an instrumentality charter school but modeled on your Madison Prep proposal, which components of your proposal do yon think could be implemented at the school and which components of your proposal could not?
ULGM: The Urban League is not in a position to determine how the fundamental elements ofthe Madison Prep proposal could or could not be implemented at James C. Wright Middle School. That determination would have to be made by the district administration and c01mnunity at Wright.

Please note the test achievement goals and scores on page 4 and compare them with the extremely overconfident goals of the Madison Prep proposal. IfMadison Prep is serious about attaining the goal of 75% oftheir students scoring 22 or higher on the ACT or 1100 or higher on the SAT, how do they plan to achieve this and what will happen with those students who fail to meet this standard? What will happen to the teachers who don’t meet their quota ofstudent test scores above this level? Please investigate these questions in detail and within the framework of Madison Prep processes from admissions through expulsion.
ULGM: The reference to the New Leadership Charter School in Springfield, Massachusetts in the Madison Prep initial proposal was meant to show the precedent for the establishment of charter schools by Urban League affiliates; the New Leadership Charter School is NOT a model for Madison Prep, nor was this ever stated in the initial proposal. That said, Madison Prep IS serious about our student achievement goals related to the ACT and SAT. We plan to meet these goals through-as the proposal states-an all-male student body, the International Baccalaureate Curriculum, college preparatory educational program, Harkness Teaching, an extended school day and year,mentoring and coll1111unity support, and a prep year. Students will be carefully assessed for years leading up to these tests to ensure their preparedness. When formative assessments indicate re-teaching is needed in order to meet the goal, students will receive further individualized instruction. Madison Prep teachers will not have student test score “quotas.”
24. Lucy Mathiak: What would a timeline for the counterpart girls’ school look like?
ULGM: We would like to initiate the process for the girls’ school in the fall of 2012, with an opening aimed at 2014-2015.

I continue to believe that the fate of this initiative will be a defining moment for the Madison School District. If approved and implemented, it will, over time, affect other traditional schools within the District. If it is rejected, a neighboring District will likely step in.
Finally, I found the Urban League’s response to Ed Hughes’ question #5 interesting:

DPI’s School Finance Data Warehouse indicates that MMSD reported $14,432 in revenue per student and spent $13,881 per student iu 2008-09. We are certain that we will not request more per student than what MMSD spends annually.




Virtual makeover: Open enrollment, online schools alter education landscape

Eighth-grader James Roll enjoys learning math, science, English and social studies through an online school that lets him learn at his own pace using a computer at home. But he says he likes the art and music classes at what he calls “real school” — Kromrey Middle School in Middleton — even more.
James is a pioneer of sorts, and so is the Middleton-Cross Plains School District, when it comes to computer-based, or virtual, learning.
This year, Middleton launched its 21st Century eSchool. It’s one of just a dozen virtual schools in Wisconsin, and the second in Dane County; last year the McFarland School District became the sponsoring district for the Wisconsin Virtual Academy (WIVA), which opened for the 2009-2010 school year with about 400 students and this year counts twice that many.
The two schools share several key elements: They offer a broad range of online courses, beginning at the kindergarten level and continuing all the way through high school, employ licensed Wisconsin teachers to oversee online learning, and require that students participate in mandatory testing each year.

Hughes’ obvious irritation was fueled by recent open enrollment figures showing that Madison has lost more than 150 students to McFarland, both to the Wisconsin Virtual Academy and to McFarland bricks-and-mortar schools.
Hughes expanded on his frustration in a recent piece he wrote for his Ed Hughes School Blog: “Since we have to send about $6,800 per student to districts that receive our open enrollers, this means that we’ll be cutting a (perhaps figurative) check in excess of $1,000,000 to the McFarland School District.”
But McFarland Superintendent Scott Brown says his district is only getting $300 to $350 per student per year from the online school and says the Wisconsin Virtual Academy is not necessarily poaching students from the traditional classroom. “Schools like WIVA have brought a lot of students who may not have been under the tent of public education into school districts like ours.

More options for our children is great for them, parents, business, our communities and taxpayers.
With respect to Ed’s post, providing alternative models at what appears to be substantially lower cost than Madison’s annual $15K per student expenditures is good for all of us, particularly the students.
The financial aspects of the open enrollment and alternative education models gets to the heart of whether traditional districts exist to promote adult employment or student education.
The Khan Academy is worth a visit.. Standing in front of new education models and more choices for our children is a losing proposition. Just yesterday, Apple, Inc. announced the end of hard drives for volume computers with the introduction of a flash memory based notebook. Certainly, hard drive manufacturers will be fighting over a smaller market, but, new opportunities are emerging. Some will take advantage of them, others won’t. Education is no different.




How billionaire donors harm public education

Today the foundation set up by billionaires Eli and Edythe Broad is giving away $2 million to urban school districts that have pursued education reform that they like. On Friday a Florida teacher is running 50 miles to raise money so that he and his fellow teachers don’t have to spend their own money to buy paper and pencils, binders (1- and 2-inch), spiral notebooks, composition books and printer ink.
Together the two events show the perverted way schools are funded in 2010.
Very wealthy people are donating big private money to their own pet projects: charter schools, charter school management companies, teacher assessment systems. (The latest example is Facebook founder Mark Zuckerberg’s $100 million donation to the Newark public schools, given with the provision that Zuckerberg, apparently an education reform expert, play a big role in determining success.)
What this means is that these philanthropists — and not local communities — are determining the course of the country’s school reform efforts and which education research projects get funded. As Buffalo Public Schools Superintendent James A. Williams said in an interview: “They should come out and tell the truth. If they want to privatize public education, they should say so.”

Many aspects of education are driven by the pursuit of money, not just billionaire’s sprinkling it around.




No magic bullet for education America keeps looking for one simple solution for its education shortcomings. There isn’t one.

The “unschooling” movement of the 1970s featured open classrooms, in which children studied what they were most interested in, when they felt ready. That was followed by today’s back-to-basics, early-start model, in which students complete math worksheets in kindergarten and are supposed to take algebra by eighth grade at the latest. Under the “whole language” philosophy of the 1980s, children were expected to learn to read by having books read to them. By the late 1990s, reading lessons were dominated by phonics, with little time spent on the joys of what reading is all about — unlocking the world of stories and information.
A little more than a decade ago, educators bore no responsibility for their students’ failure; it was considered the fault of the students, their parents and unequal social circumstances. Now schools are held liable for whether students learn, regardless of the students’ lack of effort or previous preparation, and are held solely accountable for reaching unrealistic goals of achievement.
No wonder schools have a chronic case of educational whiplash. If there’s a single aspect of schooling that ought to end, it’s the decades of abrupt and destructive swings from one extreme to another. There is no magic in the magic-bullet approach to learning. Charters are neither evil nor saviors; they can be a useful complement to public schools, but they have not blazed a sure-fire path to student achievement. Decreeing that all students will be proficient in math and reading by 2014 hasn’t moved us dramatically closer to the mark.

Diffused governance, is, in my view, the best way forward. This means that communities should offer a combination of public, private, virtual, charter and voucher options. A diversity of K-12 approaches insures that a one size fits all race to the bottom does not prevail. I was very disappointed to recently learn that Wisconsin’s Democrat Senator Russ Feingold voted to kill the Washington, DC voucher program. No K-12 approach is perfect, but eliminating that option for the poorest members of our society is simply unpalatable.
Somewhat related Lee Bergquist and Erin Richards: Wisconsin Governor Candidate Mark Neumann taps public funds for private schools

Republican businessman Mark Neumann started his first taxpayer-funded school with 49 students, and in eight years enrollment has mushroomed to nearly 1,000 students in four schools.
Neumann, a candidate for governor who preaches smaller government and fiscal conservatism, has used his entrepreneurial skills to tap private and public funds – including federal stimulus dollars – to start schools in poor neighborhoods.
The former member of the U.S. House operates three religious-based schools in Milwaukee, a fourth nonreligious school in Phoenix and has plans to build clusters of schools across the country.
The Nashotah businessman is part of a growing national movement from the private sector that is providing poor neighborhoods an alternative to traditional public schools.
There are signs the schools are achieving one of their primary goals of getting students into post-secondary schools.




Gateses Give $290 Million for Teacher Evaluation, Effectivness and Tenure

The Bill & Melinda Gates Foundation on Thursday announced its biggest education donation in a decade, $290 million, in support of three school districts and five charter groups working to transform how teachers are evaluated and how they get tenure.
A separate $45 million research initiative will study 3,700 classroom teachers in six cities, including New York, seeking to answer the question that has puzzled investigators for decades: What, exactly, makes a good teacher effective?
The twin projects represent a rethinking of the foundation’s education strategy, previously focused largely on smaller grants intended to remake troubled American high schools. With these new, larger grants, the foundation is seeking to transform teacher management policies in four cities in hopes that the innovations can spread.
The foundation committed $100 million to the Hillsborough County, Fla., schools; $90 million to the Memphis schools; $40 million to the Pittsburgh public schools. Some $60 million will go to five charter management organizations based in Los Angeles: Alliance for College-Ready Public Schools, Aspire Public Schools, Green Dot Public Schools, Inner City Education Foundation and Partnerships to Uplift Communities Schools.

Now that the Gates foundation is “rethinking” its previous “small learning community” grants, will local thinking change on the same?
In my view, we as a community should do everything we can to hire (and pay) the best teachers. That does, as the Gates Foundation recognizes via this grant, require changes to the current UAW teacher union model…..




An Interesting Presentation (Race, Income) on Madison’s Public Schools to the City’s Housing Diversity Committee



Former Madison Alder Brenda Konkel summarized the meeting:

The Madison School District shared their data with the group and they decided when their next two meetings would be. Compton made some interesting/borderline comments and they have an interesting discussion about race and how housing patterns affect the schools. There was a powerpoint presentation with lots of information, without a handout, so I tried to capture it the best I could.
GETTING STARTED
The meeting was moved from the Mayor’s office to Room 260 across the street. The meeting started 5 minutes late with Brian Munson, Marj Passman, Mark Clear, Judy Compton, Dave Porterfield, Brian Solomon and Marsha Rummel were the quorum. Judy Olson absent, but joined them later. City staff of Bill Clingan, Mark Olinger, Ray Harmon and Helen Dietzler. Kurt Keifer from the School District was here to present. (Bill Clingan is a former Madison School Board member. He was defeated a few years ago by Lawrie Kobza.

A few interesting notes:

Clear asks if this reflects white flight, or if this just reflects the communities changing demographics. He wants to know how much is in and out migration. Kiefer says they look more at private and parochial school attendance as portion of Dane County and MMSD. Our enrollment hasn’t changed as a percentage. There has been an increased activity in open enrollment – and those numbers have gone up from 200 to 400 kids in the last 8 – 10 years. He says the bigger factor is that they manage their enrollment to their capacities in the private and parochial schools. Even with virtual schools, not much changes. The bigger factor is the housing transition in Metropolitan area. Prime development is happening in other districts

Kiefer says smaller learning communities is what they are striving for in high schools. Kiefer says the smaller learning initiative – there is a correlation in decrease in drop out rate with the program. Compton asks about minority and Caucasian level in free lunch. She would like to see that.

Kiefer says that Midvale population is not going up despite the fact that they have the highest proportion of single detached units in Midvale – they are small houses and affordable, but also highest proportion of kids going to private and parochial schools. He says it was because of access because to parochial schools are located there. Kiefer says they think the area is changing, that the Hilldale area has been an attractor for families as well as Sequoya Commons. Family and school friendly areas and he tells the city to “Keep doing that”. He is hopeful that Hill Farms changes will be good as well.

Fascinating. I wonder how all of this, particularly the high school “small learning community initiatives” fit with the District’s strategic plan and recently passed Talented and Gifted initiative?




New Era at Hawaiian School of Hard Knocks

Hawaii conjures up images of palm-fringed beaches and tropical tranquility, but when Gail Awakuni joined James Campbell High School as principal in 2000, it was a place of gang fights, hoodlums and educational failure. The 2,000-pupil comprehensive school was bottom in the state.
“We had violence, the highest non-graduation rate of the state, the highest pregnancy rate, the highest number of dropouts,” she says. “In our freshman class, 350 were being detained: they weren’t being promoted from ninth to 10th grade. It was out of control.”
Yet by 2007, Ms Awakuni and her staff had pushed graduation rates up from 86.4 per cent in 1999 to 98.9 per cent and the numbers going on to post-high school education from 57 per cent to 74 per cent. The amount earned by students in scholarships at colleges and universities soared from US$600,000 to US$7.3 million in the same period.
“This year has been record-breaking,” says Ms Awakuni. “One pupil gained a perfect 800 out of 800 in the United States-wide colleges admissions test in maths, another got 760 and a third pupil got 750 in the verbal test.”
Campbell High, which has pupils aged 15 to 18, earned Breakthrough School status in 2004 and Ms Awakuni, who reorganised the school into smaller learning communities, was awarded National Principal of the Year in 2004-5.




US Department of Education Response to Madison’s SLC Grant Application

The Department received a total of 236 eligible applications in this competition. Of these, 38 were selected for funding. Unfortunately, your application was not selected for funding this year.
Each application received a comprehensive review b y external reviewers who had experience implementing, documenting, or evaluating policies, programs, or practices at the national, state, or district level to improve the academic achievement of public high school students. Panel members included teachers, school, district, and state administrators, technical assistance providers, education researchers and program evaluators. Using the criteria published in the Federal Register notice, three reviewers independently rated each application and documented strengths and weaknesses.
The Department does not return copies of unfunded application to the applicant but we will retain a copy of your application until the end of this calendar year in the event that you wish to discuss it with us. We are enclosing a copy of the reviewers’ evaluations and comments, which you may use to strengthen your proposal for future competitions. Update on funding for task forces



From Art Rainwater:

The Math Task Force was not funded by NSF. We have received funding from the University to conduct the Mathematics Evaluation part of the proposal that went to NSF. The rest of the proposal funded a case study of the actual process used by the Task Force we will not conduct that part.
We were notified last week that the Smaller Learning Communities Grant was not funded. We are reviewing the critique from the reviewers with plans to reapply in November.




District SLC Grant – Examining the Data From Earlier Grants, pt. 2



An earlier posting examined the results of the small school initiative at Memorial high school. This post aims to examine West’s SLC grant. Similar to the Memorial grant, the goal of West’s SLC grant was to reduce the achievement gap and to increase students’ sense of community.
The final report is a major source of frustration for anyone who values data analysis and statistics. Essentially, there are no statistics reported. The data is presented in figures that are cluttered and too small, which makes them difficult to interpret. Changes over time are discussed as trends without any sort of statistical tests being reported. Most of the data presented are no more detailed than what anyone can pull off the DPI web site.
Before examining the impact of West’s restructuring on student achievement and on students’ connection to the school, it is necessary to identify just a few of the components of the West proposal that were never enacted:

  • “C.2.c Advocate Mentor. Each student will have an adult advocate from their learning community (LC) who stays with them through their years at West. Students will meet weekly with their advocate to review academic progress and attendance, preview the upcoming week, discuss school or personal issues, etc.” A rather ambitious aspect of the proposal, and considering District finances a totally unrealistic proposal. It was not implemented.
  • “C.2.d. Academic/Career Pathways. Beginning early in freshman year, each student will work with their LC guidance counselor and parent(s) to develop an Individualized Graduation Plan (IGP) that includes (1) personal, academic, and career/avocation exploration goals, and (2) academic coursework and learning experiences beyond the classroom that help students achieve these goals. Updated periodically, the IGP will be based on the student’s academic record and a current assessment of their skills and competencies, intellectual interests, and personality.” As far as I know, this never happened, at the very least parents were never involved.
  • “C.5.e. Strategies for securing/maintaining staff, community, and parent buy-in. … We will provide frequent formal (e.g., surveys, focus groups) and informal chances for staff and other stakeholders to raise concerns with the project leadership (Principal and hired project staff).” Parents were never surveyed and the only focus groups that I am aware of were two meetings conducted following parents’ uproar over English 10
    “The SLC Coordinator will also provide frequent progress reports through a variety of school and community-based media (e.g., special staff newsletter and memos from the principal; school newsletter sent home; media coverage of positive developments, etc.). Also our community partners will serve as ambassadors for the project via communications to their respective constituencies.” There were two presentations to the PTSO summarizing the results of the grant. I am not aware of anything in the school newsletter or in the “media” that reported on the results of the restructuring.
  • “E.1 Overall Evaluation Strategy
    Third-Party Evaluator. … He will develop survey instruments and analyze the formative and summative data described below, and prepare annual reports of his findings for all stakeholder groups. Parents (one of the stakeholders) never received annual reports from the evaluator, and I have no idea about what surveys were or were not developed
    Also the outcome data for West will be compared to the same data elements for a school with similar demographic characteristics that is not restructuring into learning communities.” Rather than comparing West’s outcome data to a comparable school, the final report compares West’s data to the District’s data.
  • Finally, one of the goals of the grant (2.f. Parent Participation) was to increase the % of parents of color who attend school functions. This data was to come from attendance logs collected by the LC Assistant Principals. This objective is not even listed as one of the goals on the Final Report, and if attendance at PTSO meetings is any indicator, the SLC grant had no impact on the participation of parents of color. It is interesting to note that the recently submitted high school redesign grant does not include any efforts at increasing parental participation. Given the extensive literature on the importance of parental involvement, especially for low income students (see the recent meta analysis by Jeynes (2007) in Urban Education, Vol. 42, pp. 82-110), it is disappointing to see that the District has given up on this goal.

Community invited to give input on grant opportunity



(It seems that the public information session on the work of the High School Redesign Committee — including how it relates to the SLC grant described below — has been turned into something else quite entirely.)

On Thursday, June 7, 2007, Superintendent Art Rainwater will be leading a discussion to solicit the Board of Education’s and community’s input on a $5.5 million dollar grant application to the U.S. Department of Education.
The grant recipients would be the four comprehensive MMSD high schools. The focus of the grant will be the expansion or creation of personalized learning environments so that all students in these high schools will be able to access programs and classes that will make the most of each student’s intellectual potential and provide a clear pathway to post secondary education or careers.
The grant is titled “Smaller Learning Communities” and focuses on the well-researched idea that schools with populations approaching two thousand need a variety of ways for students to meaningfully connect with adults, to form strong, productive peer relationships, and to be successfully challenged by a rigorous academic program.
This discussion will take place at a Special Board of Education meeting that will be held at Wright Middle School, 1717 Fish Hatchery Road [map], starting at 6:30 PM.

Lapham Marquette Statement



There has been bitterness, surprise and resentment over my vote with respect to the Lapham/Marquette consolidation. I would like to let people know why I voted to move the alternative programs to Marquette. I have a mix of emotions several days after the storm and hope you find it helpful to understand the process from my perspective.
I made this decision in the most thoughtful and respectful manner possible. Unfortunately, the process of getting to this vote is more complicated than the moment in time when the board makes a single vote. I hope those of you most affected by this can see how this transpired.
In the past three weeks, Beth Moss and I, as newly elected members of the Board of Education, have met with the staff of MMSD to get up to speed with our current programs. This process takes many, many hours. We have also spoken with teachers, visited schools, gone to public forums, taken calls, studied data, looked at programs with a critical eye and visited with many constituents.

Conference on High School Task Force recommendations



The State Superintendent will host a conference on October 20 on the recommendations of the High School Task Force, which she appointed:

A: Encourage educators and policymakers to move outside of existing structures and pursue innovation.
B: Give students the opportunity to engage in rigorous, authentic learning experiences that are relevant to their learning needs and future ambitions.
C: Create smaller, personalized learning environments and require learning and lifelong education plans for individual students.
D: Promote and enhance partnerships among schools, parents, businesses, and communities, linking community resources with school programs and curriculum

I had the honor and pleasure of chairing the Yearlykos Education Panel discussion on Saturday Morning, June 10. After soliciting ideas from a number of people, I had finally wound up with a principal speaker, Jamie Vollmer, a responder, Gov. Tom Vilsack of Iowa, and a moderator / commenter – me. I will in this diary attempt to cover as much as I can from my notes of what occurred. I did not take detailed notes during the 15-20 minutes of questions, although I may be able to reconstruct at least some of it.
I hope after you read it you will realize why many who attended considered this one of the best panels of the get-together. Perhaps now you will be sorry you slept in after the wonderful parties sponsored by Mark Warner and Maryscott. But if you got up for Howard Dean, you really should have walked over to Room 1 for our session. See you below the fold.

We started a few minutes late. I began the panel by explaining that we would not be discussing NCLB but talking about education far more broadly. I introduced our two panelists and explained the format — that since people already knew much of what I thought about education I would not talk much until questions. Jamie Vollmer a former business executive who had come to realize that education is not like business would address us for about 20 minutes, then Tom Vilsack who as governor of Iowa had a real commitment to public education would respond for 10-12 minutes, and then we would take questions. I then mentioned that I had a diary with a list of online resources on education (which you can still see here). I then called Jamie up.
Jamie began by making a small correction. I had described him as CEO of the Great American Ice Cream Company and as he said it was not that broad – it was the Great Midwest Ice Cream Company, based in Iowa. He explained that in 1984 Dr. William Lepley, then head of the Iowa schools, invited him to sit on a business and education roundtable, which is what began his involvement with public education. As he got more an more involved he came to three basic assumptions which he said were reinforced by the other businessmen on the roundtable:
1) Public education was badly flawed and in need of change
2) the people in the system were the problem
3) the solution was to run education more like a business.
For several years he continued along this path until he received his comeuppance while presenting at an inservice. He recounted a brief version of the Blueberry story, which can be read here from Jamie’s website and which I used as the basis of my diary BLUEBERRIES – our wrong national education policy, which got over 170 comments, a similar number of recommendations and stayed visible for quite some time.
Back to the panel – as a result of the experience he described Jamie began to examine education more closely. He came to realize that there were four main building blocks of preK-12 public education:
1) curriculum
2) attempting to get around our national obsession with testing
3) going after instruction
4) the school calendar.
Jamie went through each of three key assumptions with which he had started, and explained how his misbelief in each was stripped away. He also bluntly said the No Child Left Behind might be filled with good intentions but it was taking our educational system straight to Hell. He pointed out that we needed authentic assessment of real world tasks and not tests in isolation.
Jamie came to realize that our schools cannot be all things to all people. He quickly came to realize that the people in the system were not the problem. He asked us who actually held the status quo of American schools in place, and his answer was they we did, our neighbors did, because we are the ones who elect the school board members and the legislators and council members who make the policies that maintain the status quo.
He said that we were afflicted with the TTSP hormone — “this too shall pass” – and that people resisted change. He reminded us of Pogo overlooking the swamp — that when it comes to public schools “we have met the enemy and he is us.” He pointed people at the work of organizational thinker Peter Senge (here’s a google search which will give you some access to his ideas).
Jamie emphasized that we needed to change our mental model of the educational system. As it currently exists, everyone inside the system is there to sort people into two groups. He offered us some statistics to explain.
For those alive in 1967 who had graduated high school, 77% of the workforce worked in unskilled or low skilled labor, and the school system was designed to sort people between that group and the far smaller group who went on for further education and more skilled employment. And yet today on 13% of the workforce is the unskilled or low skilled labor, and by 2010 it will be down to 5%. Yet our model of schooling has not changed, for all our rhetoric about how important schooling is. Vollmer said of such people
If they believed it was a high priority they would put their money where their mouth is and fully fund education.
He went on to outline what he saw as the prerequisites for educational success:
– build understanding We need to help each other understand . he does not see why it needs to be difficult. Most of educational decision making should, he believes, be left at the local district level, with state and national guidelines, not mandates. He said that every mile the decision making is removed from the school increases the stupidity of the decision.
– rebuild trust he talked about how we have spent over 20 years since A Nation at Risk tearing support away from public schools. Given that less than 1/3 of taxpayers have children in public schools this is a problem. it has lead to a decline social capital, the elements we have seen in schools and elsewhere towards privatization.
– get permission to do things differently We need to allow experimentation of doing things differently than we currently do. In order to achieve this, we need to encourage involvement of people in the community including the business community, but first they need to be informed. We need the informed support of the entire community.
– stop badmouthing one another in public and emphasize the positive if all people here about schools is what is wrong, with constant attempts to affix blame to one another, there will be no opportunity to fix what needs to be fixed. There are good things happening in most of our schools, and we have to stop being reluctant to talk about them. This will help rebuild the trust that we will need to make the changes that will make a difference.
Jamie forcefully reminded the audience that while this might be a national problem, the solution would have to be from the bottom up. We need to reclaim and renew our schools, one community at a time. This was a message that clearly connected with an audience of netroots activists.
Jamie could have gone on for much longer, but I gently urged him to bring things to an end, and then Governor Vilsack took over. He said that there are two man challenges facing this nation, and that are the economic challenge and the issues of safety and security. To address these require smart, innovative and creative people. He said we don’t need to create a nation of successful test takers, which is all the NCLB is giving us, which is one reason we need to replace it. He slightly disagreed with Vollmer when he said that he felt the principal responsibility for our current situation in public education belongs with those political leaders who have chosen to manipulate our feelings about schools for political advantage without providing the resources necessary to make our schools successful.
He told an anecdote of when he visited China and met with the principal of a school. He learned that Chinese children were learning their second foreign language in elementary school. That didn’t scare him. They were beginning physics in 7th grade. That didn’t upset him. But then the principal told him they were trying to teach the children how to be creative. Vilsack’s first reaction was that you couldn’t teach someone to be creative, and his second was that if the Chinese have figured out how to do that we are in real trouble.
My notes end at this point. I have memories of Tom talking about the resources they have put into public education in Iowa, that 97% of their communities have access to high speed internet connections. He remarked about his wife being a long-time classroom teacher and the respect that causes him to have for teachers. He knew that there was some concern that he had sign off on a bill that included tuition tax credits for elementary and secondary education, and explained that he was dealing with a Republican controlled legislature and that was part of the deal necessary to get increases in teacher pay and other important needs in education to be met.
I made few remarks during the main part of the session, but we all shared equally during the Q&A. There was a question on charters, here were questions about the loss of instructional time for subjects not tested under NCLB, it was moving fast, and there was little time for me to take notes.
Were I to summarize the session, I would say it met the goals i set for it, with guidance from Gina. We wanted the session to give the people something concrete they could take back with them. I feel that jamie Vollmer’s truly inspirational presentation helped with that. I have had several people communicate in different ways that they plan to explore running for school board in order to make a difference, others who said they would be come active in PTAs or other home-school or community-school associations. The other goal Gina had was to highlight the abilities and skills of our blogging community, and raise their visibility with policy makers and politicians. I think the relationships I have developed over the months with Tom Vilsack, and the obvious mutual respect we share on the key issue of education fulfilled that part of the mandate.
Of greater importance, almost all of the feedback on the session has been positive. Here I will exclude the snarky and inaccurate article in The New Republic by Ryan Lizza – that has been discussed in great detail in the dailykos community in a variety of diaries, both by Tom Vilsack and by me. I have noted remarks in diaries posted here by others, in postings at other websites, in offline electronic messages I have received, and in the words i heard while I was still at the Riviera, and from those with whom I traveled to McCarran Airport.
I believe that American public education is at serious risk. So do Jamie and Tom. I believe that we cannot make the kinds of changes we have to make until we can develop a broad commitment to the idea of public education. Jamie talked about that, and Tom addressed some of the things he has done, and why. I believe that unless and until we organize and build connections at the grass-roots level, we will not be able to have the influence on the policy makers that is necessary if we are going to preserve and improve public education as a public good, as something that is a right for all residents of this great nation. It is my belief that the panel session on education helped move us in that direction, something that is appropriate for the netroots, because we must do it one community at a time.
I look forward to the comments of others. I know there are many attendees of that panel whom will able to contribute more than my memory and my notes can sustain — I was at times distracted by my responsibilities as moderator and timekeeper, and at others by thoughts of what I wanted to say in response to questions or to the remarks of my co-panelists.
I look forward to any additions or corrections that others may offer. I also encourage further dialog on this topic. I will, to the best of my ability, try to monitor the diary for any comments posted, especially should the community deem this diary worthy of elevation to a higher visibility in the recommended box. When the Cincinnati Public Schools devised a reform strategy for improving student performance, it became clear that the district’s traditional budgeting system was inadequate. The authors trace the district’s process of moving to a system of student-based budgeting: funding children rather than staff members and weighting the funding according to schools’ and students’ needs.

“My Vocation Ed Problem”

What’s the point of high school for the majority of our kids? Even at a school as successful on paper as Cajon, most of the kids I see every day are literally having their time wasted by a curriculum that is at least 80 percent college preparatory. I know that in the last decade the concept of “school-to-work” connections, “career academies” and “smaller learning communities” has been all the rage. But the reality that I’ve seen is that most of these have been pretty ineffectual due to the counter-trend of steadily beefing up college prep curriculum requirements – to the point that virtually all high school students are required to follow a course of study that will qualify them for a four-year college, even though less than half have any mathematical hope of doing so.




West HS students speek/speak out on English 10



Here are two stories from the December 23, 2005, issue of the West HS student newspaper, The Regent Review. I reprint them here just as they appear in print (that is, with all misspellings, grammatical errors, etc.). (Note: the faculty advisor for The Regent Review is West HS English teacher Mark Nepper. Mr. Nepper has been involved in the development of English 10. Some of you may recall that Mr. Nepper joined English Department chair Keesia Hyzer in presenting the plans for English 10 at the November 7 West PTSO meeting.)
From the front page: “A new English 10 expected for next year,” by CI, a senior at West HS and co-editor of the student newspaper:

In an attempt to bridge the minority gap and continue with the smaller learning communities, Madison West High will tentativly be changing to a core English for all sophomores.
Ed Holmes, current West High principal, says he is doing his best to continue our tradition as a “School of Excellence.” To achieve this ideal excellence, Holmes recognizes that he not only has to raise the standards of the struggling students but also continue to push accelerated students to be better each day.
The goal is to have this new English ciriculum continue to push West’s excellence. The cirriculum will incorporate the current classes of FWW, IWW, With Justice for All, Writers in their Time, and Modern Literture. Now students will read and learn writing habits at the same time so that they can incorporate the new techniques that they are learning into the papers that they write.

West HS English 9 and 10: Show us the data!



Here is a synopsis of the English 10 situation at West HS.
Currently — having failed to receive any reply from BOE Performance and Achievement Committee Chair Shwaw Vang to our request that he investigate this matter and provide an opportunity for public discussion — we are trying to get BOE President Carol Carstensen to put a discussion of the English 10 proposal (and the apparent lack of data supporting its implementation) on the agenda for a BOE meeting.  Aside from the fact that there is serious doubt that the course, as proposed, will meet the educational needs of the high and low end students, it is clear we are witnessing yet another example of school officials making radical curricular changes without empirical evidence that they will work and without open, honest and respectful dialogue with the community.
As the bumper sticker says, “If you’re not outraged, you’re not paying attention!”

My Views of the Proposed Leopold Expansion



On March 28, the Madison School Board will cast the final vote on the proposed referendum for $14.5M to build a second school on the Leopold Elementary School site. The proposed “paired” school will open its doors to students in September of 2007 and will house up to 550 Kindergarten through second grade students and another 550 third through fifth grade students. If the Leopold community’s current population mix holds, a school of 1100 or more will include 275 (25%) students for whom English is a second language and 121 (11%) who have Special Educational needs. Over half of the students will come from low income homes. Unlike other Madison paired schools that are on different sites, Leopold’s buildings will be on the same grounds and will be physically linked in an L-shape. Students from both schools will share lunch rooms and playground facilities. Students will have separate entrances, but will share buses to and from school.
My duty as a board member is to weigh the pros and cons of this recommendation from the administration. Although I see why current Leopold parents expect great positives from the new building, I believe that these are short-term gains for the school and community and that the negatives of creating an extremely large elementary school may outweigh the short-term advantages. I am particularly concerned that the short-term relief for overcrowding will be undermined when the building reaches full capacity and houses two schools, each of which is far bigger than any K-2 or 3-5 school today. It is my responsibility to ask whether we have the experience to make such a joint school work and what additional resources will be required to assure student success under such conditions.
