The Real Problem At Yale Is Not Free Speech

When I saw him, he was outside Payne Whitney. Nothing about the tall, gray façade suggests it is the university gym, unless there is a new trend of contractors housing athletics departments in Gothic cathedrals. You wouldn’t guess by looking at the frosted glass panes and arches that the third floor hosts the world’s largest suspended indoor swimming pool. It is a work of art, like the rest of Yale’s buildings.

Marcus was smoking by a bench, his face jaundiced from three packs that day. This is atypical for Yale students—most abstain from smoking. There was no reason for him to smoke so much, just as there was no reason for me to ride around campus on a blue Razor scooter. But Yale students tend to have such quirks. His suit-jacket was dusty and smelled of sweat—he didn’t mind lifting weights in a dress shirt and trousers if that meant more time to read Nietzsche alone at the bar.

When I hugged him, he felt skeletal. I asked if he had eaten today. He assured me that his earthly requirements were limited—no need for anything other than alcohol and cigarettes. “I can buy you a sandwich.” He refused. I insisted. A nice one. Bacon and egg. Or steak and cheese. I was testy now. “GHeav is right there. I’ll be back in six minutes.”

He turned his face towards me, warm with friendliness—and with one sentence, he changed our relationship forever.

You know I’m rich, right?”

“What?”

“You know I have a trust fund, right? I can buy my own sandwich if I wanted it.”

This is the moment when after three years of friendship, Marcus sat down and told me his life story. His cottages in Norway. Sneaking into the family study. Learning about the cost of hardwoods and hearing his boorish, critical father sulk in 5-star hotel rooms.

Marcus did not act this way out of anxiety, grief, stress, or because he had nobody to tell him his habits will kill him. He lived as a starving writer not out of necessity, but for the aesthetic. Out of some desire to imitate the Bohemian 19th century writers. Out of artistry. Style. Intentional choice.

In terms of income at Yale, I was in the bottom 2%. And the people to whom I extended my generosity did not need it, whatsoever. This is mildly entertaining, but not the point. This is not a story about me, or about Marcus, or about our amusing adventures at Yale.

This is a story about an institution and an elite that have lost themselves.

Dashan came from a poor family (they were once on food stamps, she said), and was shocked to find so many truly rich kids at Yale pretending to be poor.




The Anti-College Is on the Rise

A small band of students will travel to Sitka, Alaska, this month to help reinvent higher education. They won’t be taking online courses, or abandoning the humanities in favor of classes in business or STEM, or paying high tuition to fund the salaries of more Assistant Vice Provosts for Student Life. They represent a growing movement of students, teachers and reformers who are trying to compensate for mainstream higher education’s failure to help young people find a calling: to figure out what life is really for.

These students will read works by authors ranging from Plato and Herbert Marcuse to Tlingit writers. The point is to “develop and flex a more rigorous political imagination,” according to one course syllabus. They will take on 15 to 20 hours a week of manual labor in Sitka, and set their group’s rules on everything from curfews to cellphones. Last summer’s cohort discouraged the use of phones during class and service hours and ordered everyone to turn off the internet at 10 p.m.

This is Outer Coast, one of an expanding number of educational experiments born out of a deepening sense that mainstream American colleges are too expensive, too bureaucratic, too careerist and too intellectually fragmented to help students figure out their place in the universe and their moral obligations to fellow humans.

There are alternative colleges that replace traditional courses with personalized study; gap-year programs that combine quasi-monastic retreats with world travel; summer seminars devoted to clearing trails and reading philosophy. They aim to prove that it is possible to cultivate moral and existential self-confidence, without the Christian foundation that grounded Western universities until the mid-20th century. They seek to push back against the materialism and individualism that have saturated the secular left and right, all at an affordable price. It’s a tall order.




For Parents of Ill Children, a Growing Recognition of PTSD

Post-traumatic stress disorder in combat soldiers is receiving greater attention and wider societal recognition. Now doctors and researchers are trying to do the same for a group that has similar symptoms: parents of children with life-threatening medical conditions.

Shelly Miller of Bridgetown, Ohio, has a teenage son named Dylan who can’t walk or talk due to a rare genetic disorder. One day more than five years ago, after her husband picked him up at a summer camp, Dylan suddenly began vomiting and seizing. They raced to the emergency room, where doctors told them Dylan had suffered a concussion; the parents didn’t know how it had happened.

Although years have passed, Ms. Miller says she still has flashbacks to that summer afternoon. She replays the memory of her husband running in from the car with their child in his arms, shouting, “something is not right!” She avoids going past the camp.

It is only in recent months that Ms. Miller, after reading online about the high incidence of post-traumatic stress symptoms among parents of medically fragile children, suddenly had a name for her experiences. “I recognized myself,” she says. “It felt like an awakening.”




Machine Learning Confronts the Elephant in the Room

Score one for the human brain. In a new study, computer scientists found that artificial intelligence systems fail a vision test a child could accomplish with ease.

“It’s a clever and important study that reminds us that ‘deep learning’ isn’t really that deep,” said Gary Marcus, a neuroscientist at New York University who was not affiliated with the work.

The result takes place in the field of computer vision, where artificial intelligence systems attempt to detect and categorize objects. They might try to find all the pedestrians in a street scene, or just distinguish a bird from a bicycle (which is a notoriously difficult task). The stakes are high: As computers take over critical tasks like automated surveillance and autonomous driving, we’ll want their visual processing to be at least as good as the human eyes they’re replacing.

It won’t be easy. The new work accentuates the sophistication of human vision — and the challenge of building systems that mimic it. In the study, the researchers presented a computer vision system with a living room scene. The system processed it well. It correctly identified a chair, a person, books on a shelf. Then the researchers introduced an anomalous object into the scene — an image of an elephant. The elephant’s mere presence caused the system to forget itself: Suddenly it started calling a chair a couch and the elephant a chair, while turning completely blind to other objects it had previously seen.

“There are all sorts of weird things happening that show how brittle current object detection systems are,” said Amir Rosenfeld, a researcher at York University in Toronto and co-author of the study along with his York colleague John Tsotsos and Richard Zemel of the University of Toronto.

Researchers are still trying to understand exactly why computer vision systems get tripped up so easily, but they have a good guess. It has to do with an ability humans have that AI lacks: the ability to understand when a scene is confusing and thus go back for a second glance.




Milwaukee’s Public School Barricade

We wrote in 2015 about how MPS blocked charter and private school purchases of empty school buildings, which prevented high-performing schools like St. Marcus Lutheran from expanding. The state legislature then passed a law ordering the city and school district to sell vacant public school buildings.

Well, what do you know, the district still hasn’t sold a single vacant building to other schools despite 13 letters of interest from private and charter operators for 11 vacant buildings, according to the Wisconsin Institute for Law and Liberty. Following protests from the teachers’ union, a local zoning board denied a bid by Right Step, a private school for children expelled from Milwaukee public schools. The city hasn’t even classified many unused buildings as “vacant.”

Milwaukee’s recalcitrance is denying thousands of students a better education—St. Marcus Lutheran alone has 264 students on its wait list—while draining tax dollars. Annual utility bills for vacant buildings cost $1 million, and the Wisconsin Institute for Law and Liberty calculates that the district could recover $5 million from selling its unoccupied real estate.

This fall, women will comprise more than 56 percent of students on campuses nationwide, according to the U.S. Department of Education. Some 2.2 million fewer men than women will be enrolled in college this year. And the trend shows no sign of abating. By 2026, the department estimates, 57 percent of college students will be women.

The new minority on campus? Men.

That’s an irony not lost on Jennifer Carlo, the vice president of student engagement and student affairs at Carlow University, which is trying all kinds of ideas to bolster its supply of men—including showcasing male college-success stories as examples to prospective applicants.

“It didn’t used to be that you were worried about providing role models and mentors for males,” Carlo mused.




The art of the diary

On 28 February 1972 at 5.50am, Frank Aycliffe recorded an important decision. “I think my uncertainty of whether to go to the hairdressers’ has been solved,” he wrote. “I have decided not to, but wait and see what things are like in another month’s time.”

Aycliffe put his deliberations in his diary. It was later transcribed by his daughter and, after his death, donated to the Great Diary Project, set up in 2007 to “provide a permanent home for unwanted diaries of any kind”. He wasn’t a famous or notable person, but this record of his life’s small, seemingly inconsequential details is now preserved at the Bishopsgate Institute in east London, alongside at least 7,500 other diaries and journals. They can be consulted by the public at any time, and a selection has recently been on display at Somerset House as part of an exhibition titled Dear Diary: A Celebration of Diaries and their Digital Descendants.

The impulse to create a personal narrative and record it can be traced back centuries – it is inextricably linked with how we think about life and existence. Marcus Aurelius, the second-century philosopher, is often credited as the author of the first example of what we would now call a diary. This work, today referred to as Meditations, originally had the Greek title Ta eis heauton, which translates roughly as “to himself”. It comprises personal notes on philosophical ideas, particularly in relation to Stoicism (a key tenet of which is self-knowledge). On the page, he plots thoughts about how to live a better life through maxims such as “put an end once and for all to this discussion of what a good man should be, and be one”.

Four floors above a dull cinder-block lobby in a nondescript building at Ohio State University, the doors of a slow-moving elevator open on an unexpectedly futuristic 10,000-square-foot laboratory bristling with technology. It’s a reveal reminiscent of a James Bond movie. In fact, the researchers who run this year-old, $750,000 lab at OSU’s Spine Research Institute resort often to Hollywood comparisons.

Thin beams of blue light shoot from thirty-six of the same kind of infrared motion cameras used to create lifelike characters for films like Avatar. In this case, the researchers are studying the movements of a volunteer fitted with sensors that track his skeleton and muscles as he bends and lifts. Among other things, they say, their work could lead to the kind of robotic exoskeletons imagined in the movie Aliens.

The complex and cutting-edge research here combines the expertise of the university’s medical and engineering faculties to study something decidedly commonplace: back pain, which affects as many as eight out of every ten Americans, accounts for more than 100 million annual lost workdays in the United States alone, and has accelerated the opioid addiction crisis.

“The growth of the technology around us has become so familiar that we don’t question where it comes from,” says Bruce McPheron, an entomologist and the university’s executive vice president and provost, looking on. “And where it happens consistently is at a university.”

The university is adding sports teams to attract more men, including men’s track and field this fall, and men are disproportionately represented in the promotional photos on its website and marketing materials. There are also new degree programs in fields such as business meant in part to appeal to men.




University bureaucracies grew 15 percent during the recession, even as budgets were cut and tuition increased

Post-it notes stick to the few remaining photos hanging on the walls of the University of Maine System offices, in a grand brick, renovated onetime W.T. Grant department store built in 1948.

The notes are instructions for the movers, since the pictures and everything else are in the midst of being packed up and divided among the system’s seven campuses.

Only 20 people work here now, down from a peak of 120, and the rest will soon be gone, too, following their colleagues and fanning out to the campuses. Disassembled cubicles and crates of documents are piled in the corners of the 36,000-square-foot space, and light shines from the doors of the few lonely offices still occupied. All of the agency’s three floors in the building, in a quiet part of town near a statue of Bangor native hero and Abraham Lincoln’s first-term vice president, Hannibal Hamlin, have been put up for sale.




Germany shows tuition-free college may not fix higher education in the US

Claudia Niessler wouldn’t have attended a university that charged tuition, though even without it her living expenses in college require her to work as many as 20 hours a week at a supermarket.

Stefan Steinbock pipes in that having to pay tuition would discourage people with good grades but low incomes from getting university degrees. Eliminating financial stress means he can focus on his academics.

But Peter-André Alt contends that being unable to charge tuition means universities are overcrowded and thinly stretched. Meanwhile, hard-pressed taxpayers are unfairly forced to fill the void, even if they don’t go to college or have kids who do.

Niessler and Steinbock are students at Freie Universität in Berlin; Alt is the university’s president. Together, they embody the surprising ambivalence, unexpected nuances, and general pros and cons of tuition-free university in Germany, a model proposed in the US by Democratic presidential candidate Hillary Clinton.




The Ending of the Liberal Interregnum

There is one section of her talk where Dreger waxes eloquently about the Enlightenment, and freedom of thought, which caught my attention. We have always missed the mark, but at there was a point where in Western intellectual culture the idea that freedom of thought and striving toward truth was at least the paramount method and goal. I am not so sure that is the case today.

When Dreger pointed approvingly on Twitter to University of Chicago’s statement on “safe spaces,” I told her that most of my liberal Twitter follows were enthusiastically sharing this piece, UChicago’s anti-safe spaces letter isn’t about academic freedom. It’s about power. The piece makes some coherent points, but mostly it is self-congratulatory intellectual masturbation. At a certain point the cultural Left no longer made any pretense to being liberal, and transformed themselves into “progressives.” They have taken Marcuse’s thesis in Repressive Tolerance to heart.

Though I hope that Dreger and her fellow travelers succeed in rolling back the clock, I suspect that the battle here is lost. She points out, correctly, that the total politicization of academia will destroy its existence as a producer of truth in any independent and objective manner. More concretely, she suggests it is likely that conservatives will simply start to defund and direct higher education even more stridently than they do now, because they will correctly see higher education as purely a tool toward the politics of their antagonists. I happen to be a conservative, and one who is pessimistic about the persistence of a public liberal space for ideas that offend. If progressives give up on liberalism of ideas, and it seems that many are (the most famous defenders of the old ideals are people from earlier generations, such as Nadine Strossen and Wendy Kaminer, with Dreger being a young example), I can’t see those of us in the broadly libertarian wing of conservatism making the last stand alone.




Many clinical trials’ findings never get published. Here’s why that’s bad

New research suggests that nearly half of all clinical trials involving kids go unfinished or unpublished — either because the researchers lose interest in the work or take up more pressing projects, or, in some cases, because the companies that funded the studies don’t want the results to get out.

That news won’t come as a surprise to anyone who has followed the fate of studies in general. But it should catch the notice of the FDA: The pharma industry currently gets a special bonus, in the form of extended exclusive marketing rights, for testing their drugs in kids — a rule that was implemented to accelerate research into childhood ailments.




Learning to be a cog: Homeschooling, Socialization, and the New Groupthink

I recently talked to a mom who wants to homeschool her daughter. The girl’s dad objects to the idea because, he insists, home education will fail to prepare her for “the real world.” I find it significant that this man is career military. The real world, as he knows it, is regimented, tightly controlled, and bureaucratized into stasis — at least compared with the very different real world of voluntary exchange and spontaneous order.

If your goal for your children is a lifetime of government work, then by all means send them to public school: the bigger, the better. But if, by “socialization,” you mean ensuring that a child becomes sociable, that he or she develops the intelligence and social reflexes that promote peaceful and pleasurable interactions with larger groups of friends and strangers, then the irony of the what-about-socialization question is that it gets the situation precisely backwards. It is schooled kids, segregated by age and habituated to the static and artificial restrictions of the schooling environment, who demonstrate more behavioral problems while in school and greater difficulty adjusting to the post-school world.

Does “Socialization” Mean Peer Pressure?

While homeschooled kids learn to interact daily with people of all ages, schools teach their students to think of adults primarily in terms of avoiding trouble (or sometimes seeking it). That leaves the social lessons to their peers, narrowly defined as schoolmates roughly their own age.




Enrollment in online courses rises, but their importance to academic chiefs wanes

About 63 percent of chief academic officers consider the likes of massive open online courses, or MOOCS, to be critical to their institutions’ long-term strategies, down from 71 percent last year, the survey, by the Babson Survey Research Group, found.

Twenty-nine percent say the outcomes are inferior to those of face-to-face instruction, up from 26 percent the year before.

Nor are faculty growing more persuaded of the worth of online education. Only 29 percent of academic leaders say their faculty accept the “value and legitimacy” of online courses, a figure that has remained generally flat.




How One Family Faced Difficult Decisions About DNA Sequencing

It was a big decision, and Kathy Giusti saved the conversations about it for quiet moments. A phone call catching up with her mother. A car ride with her children. A backyard party celebrating a high-school graduation.

Ms. Giusti wanted to discuss the complex, intimate and sometimes life-changing choice that many families will have to make in the coming years: whether to get your genes sequenced and then share the data.

Ms. Giusti, 56 years old, is a well-known cancer advocate and proponent of data sharing. She and her identical twin sister, Karen Andrews, founded the Multiple Myeloma Research Foundation in 1998, two years after Ms. Giusti was diagnosed with the disease, a rare and incurable cancer of the plasma cells.




‘Outsiders’ Crack a 50-Year-Old Math Problem

Mathematicians in these disciplines greeted the news with a combination of delight and hand-wringing. The solution, which Casazza and Tremain called “a major achievement of our time,” defied expectations about how the problem would be solved and seemed bafflingly foreign. Over the past two years, the experts in the Kadison-Singer problem have had to work hard to assimilate the ideas of the proof. Spielman, Marcus and Srivastava “brought a bunch of tools into this problem that none of us had ever heard of,” Casazza said. “A lot of us loved this problem and were dying to see it solved, and we had a lot of trouble understanding how they solved it.”

“The people who have the deep intuition about why these methods work are not the people who have been working on these problems for a long time,” said Terence Tao, of the University of California, Los Angeles, who has been following these developments. Mathematicians have held several workshops to unite these disparate camps, but the proof may take several more years to digest, Tao said. “We don’t have the manual for this magic tool yet.”




How Do Top High School Basketball Recruits Pan Out?

When looking at the data, it’s clear that about 6-7 of the top 10 prospects carve out legitimate NBA careers every year. Some don’t always live up to expectations, but they find a spot in the league and make plenty of money. There are only a few prospects billed as “can’t miss” who actually didn’t “miss” and went on to become all stars. Those are your John Walls and Kevin Durants — others include, if you’re interested: Kevin Love, Derrick Rose, DeMarcus Cousins, Kyrie Irving, Anthony Davis and Andrew Wiggins.

Plenty “can’t miss” guys ended up having fine careers, but didn’t ascend to the level scouts anticipated: Gerald Green, Greg Oden, Michael Beasley, BJ Mullens, Josh Selby and Shabazz Muhammad.

But there are factors that vary for all these players. Some were billed can’t miss only because they were the best players in a relatively weak high school class (Green and Muhammad). Others were just overrated (Selby and Mullins). Then Oden and Beasley, both seen to be generational talents, floundered due to circumstances beyond their skill sets.




High Expectations: Sports & Benton Harbor

Elliot Uzelac took over this moribund football program at a struggling school in a worse-off town with clear goals. The boys would pass their classes. They would commit their weekday afternoons to practice. And they would make the playoffs. He even wrote that word—playoffs—on a chalkboard during his first team meeting, underlining it three times for emphasis. Never mind the fact this team had won four games in eight years.
Incredulous, a few players pulled out their smartphones and Googled this crazy man with white hair and a gruff voice. Before them stood a football lifer who had once coached under Bo Schembechler and Bill Belichick, a 74-year-old who had once been the head coach of Division I college programs.

High expectations should drive everything in the K-12 world, rather than spending more and delivering disastrous reading results.




So people hate maths? Here’s my plan to make it work for them

The Labour party has made a commitment to ensure that every young person studies mathematics up to the age of 18. Of course, the people it will affect don’t have the vote – although if it was up to Labour they would: to give 16- and 17-year-olds the right to vote is one of their other promises. But what about all those people who do have the vote? Would they have appreciated the chance to carry on their mathematical education, or were they only too happy to give it up as soon as they could?

The majority reaction is probably “let me give it up” – but changing that attitude is partly what this initiative is all about. Certainly not everyone is maths averse. Many employers are crying out for a more mathematically and scientifically literate workforce: 60% of UK companies are not confident they will have employees with the mathematical skills to meet the needs of an increasingly scientific future. As a country we are so short of engineers that we are barely able to fill half the engineering jobs that our technical age demands.




College Faculties Have a Serious Diversity Problem

To be a professor is to belong to a select few—an insider’s club of vanishing tenured faculty positions. It’s no secret that a fancy diploma can help grads vying for those coveted spots. But while working on his PhD and contemplating his career prospects, computer scientist Aaron Clauset wanted to know just how much weight a prestigious alma mater—an MIT, a Stanford, a Harvard—carried. So he decided to dive into the data himself.

Clauset and a couple of grad school friends started gathering information about who’s hiring whom. After a break in the project, during which he graduated and landed a faculty position at the University of Colorado at Boulder (yup, he joined the club), Clauset started up again—recruiting his new students for help. They spent three years grabbing and analyzing hiring data from computer science, business, and history departments, collecting info on 19,000 faculty positions across North America.




Are we living in the age of the brain?

We’re surely now in the Age of the Brain. In the United States, the BRAIN Initiative, announced in 2013 and with a projected cost of $3bn, aims to map the activity of every neuron in the brain—first, those of mice and other animals, then of humans. The European Union has assigned €1bn to the ten-year Human Brain Project, which intends to deduce the brain’s wiring circuit in order to build a complete computer simulation of it. And now Japan has launched its own ten-year initiative, called Brain/MINDS, with a focus on understanding brain diseases and malfunctions such as Parkinson’s, schizophrenia and autism.

Of all these projects, the Japanese effort is the most modest, and likely to be the most useful. It will use a combination of brain imaging and genetics to try to figure out what goes wrong and why, in particular using marmosets as a model for humans. The European project, meanwhile, has already run into serious problems. Many neuroscientists are concerned that its ambitions are premature, and last July 130 researchers from labs around the world signed an open letter complaining of the “overly narrow approach, leading to a significant risk that it would fail to meet its goals.” The signatories say that the project could prove to be a huge waste of money, and criticize what they see as the opaque and unaccountable way the project is being run.

Some of those complaints are about infrastructure and management. But some go to the heart of what modern brain science is attempting to do, and what its realistic limits are. Those issues are searchingly explored in a new book, The Future of the Brain, edited by cognitive scientist Gary Marcus and neuroscientist Jeremy Freeman, which I have recently reviewed for Prospect.




Google Opens Its Cloud to Crack the Genetic Code of Autism

Google has spent the past decade-and-a-half perfecting the science of recognizing patterns in the chaos of information on the web. Now it’s applying that expertise to searching for clues to the genetic causes of autism in the vast sea of data contained in the human genome.

On Tuesday, autism advocacy group Autism Speaks said it was partnering with Google to sequence the genomes of 10,000 people on the autism spectrum along with their family members. Google will host and index the data for qualified researchers to sift as they hunt for variations in DNA that could hint at autism’s genetic origins.

“We believe that the clues to understanding autism lie in that genome,” Rob Ring, Autism Speaks’ chief science officer, told WIRED. “We’d like to leverage the same kind of technology and approach to searching the internet every day to search into the genome for these missing answers.”




Colleges that pledged to help poor families have been doing the opposite, new figures show

Decked out in black tie and formal dresses, guests at Mr. Jefferson’s Capital Ball finished their salmon with horseradish sauce just as the band lured them onto the dance floor with classics including “Shout” and “My Girl.” Some of the people who paid up to $400 a couple to attend the event in the Grand Ballroom of the historic Mayflower Hotel joined in the Electric Slide.

The ball was more than just another Friday night party to ease Washington into the weekend. It had the commendable purpose of raising money for scholarships to the University of Virginia.

But not the kind of scholarships that go to low-income students based solely on their financial need. The proceeds from Mr. Jefferson’s Capital Ball are destined for merit aid for applicants who have the high grade-point averages and top scores on entrance tests that help institutions do well on college rankings. Merit aid can also attract middle- and upper-income students whose families can pay the rest of the tuition bill and therefore furnish badly needed revenue to colleges and universities.

As institutions vie for income and prestige in this way, the net prices they’re charging the lowest-income students, after discounts and financial aid, continue to rise faster on average than the net prices they’re charging higher-income ones, according to an analysis of newly released data the universities and colleges are required to report to the U.S. Department of Education.




Colleges and universities charge more, keep less, new report finds

Forced to keep discounting their prices as enrollment stagnates, U.S. universities and colleges expect their slowest growth in revenue in 10 years, the bond-rating company Moody’s reports.

The squeeze could threaten further cuts in services even as tuition continues to increase.

A quarter of colleges and universities are projecting declines in revenue, according to a closely watched annual Moody’s survey. Half of public and 40 percent of private institutions say they will take in only 2 percent more than the inflation rate, or worse.

“Smaller entering classes in much of the country over the next few years foreshadows continued revenue pressure.” Eva Bogaty, vice president and senior analyst, Moody’s

Moody’s analysts say regional public universities and small private colleges, particularly in the Northeast and Midwest where birth rates are flat and enrollment growth has stalled, are at the greatest risk. But the problems are dogging campuses everywhere.




Charter Schools Get Better over Time

Studies of the charter school sector typically focus on head-to-head comparisons of charter and traditional schools at a point in time, but the expansion of parental choice and relaxation of constraints on school operations is unlikely to raise school quality overnight. Rather, the success of the reform depends in large part on whether parental choices induce improvements in the charter sector. We study quality changes among Texas charter schools between 2001 and 2011. Our results suggest that the charter sector was initially characterized by schools whose quality was highly variable and, on average, less effective than traditional public schools. However, exits from the sector, improvement of existing charter schools, and positive selection of charter management organizations that open additional schools raised average charter school effectiveness over time relative to traditional public schools. Moreover, the evidence is consistent with the belief that a reduction in student turnover as the sector matures, expansion of the share of charters that adhere to a No Excuses philosophy, and increasingly positive student selection at the times of both entry and reenrollment all contribute to the improvement of the charter sector.

Adult Employment and Empty Milwaukee Public Schools’ Buildings

Spurred by a deal gone sour between Milwaukee Public Schools and the developer commissioned to renovate one of its empty buildings — a deal that kept a private school from buying the facility — Common Council President Michael Murphy has introduced an ordinance that would position the city to take charge and sell unused MPS property.

“The state granted us the authority to sell these properties, and I’m going to recommend a process for that to occur,” Murphy said.

The proposed ordinance comes on the heels of the latest twist in the Malcolm X Academy development deal: A School Board decision to cut ties with the developer and renovate part of the building for a new school on its own, but not before paying for work performed so far that the districts pegs at a little under $500,000 — though the developer says it’s owed closer to $1 million for its time and products.

Milwaukee Mayor Tom Barrett said he’s not pleased with the way the Malcolm X development deal has gone, especially since the city played a significant role in improving the initial proposal from MPS.

“I’m not happy at all that taxpayers are on the hook for these development costs,” Barrett said. “The city has the responsibility to put these buildings to their highest and best use.”

And state lawmakers Sen. Alberta Darling (R-River Hills) and Rep. Joe Sanfelippo (R-West Allis) — perennial advocates of selling MPS property to non-district school operators — also weighed in, saying that the Legislature should try again in the next session to pass a law that would more forcefully compel the City of Milwaukee to sell MPS property.

They reiterated their view that the Malcolm X deal was phony from the start, designed by MPS to simply block St. Marcus Lutheran School from buying the building and expanding to serve more students.

Stop running the system for the sake of the system.

College-rating proposal shines spotlight on powerful lobby

The annual meeting of the National Association of Independent Colleges and Universities this year had the tone of a revival meeting.

“We have been under steady, unrelenting pressure,” declared the organization’s president, David Warren, who spoke of “an overreaching executive branch” he said sought to use unreliable statistics to measure the effectiveness of higher-education institutions that are vastly different from each other.

Warren was talking about proposed ratings of colleges and universities the White House says would help consumers see what they’re getting for their tuition dollars. He said these would fail to capture “the specific mission of an institution at whose core is where value can be found.”




Henry Tyson charted unlikely path to Milwaukee education debates

“I’m a conformist,” said Henry Tyson, superintendent of St. Marcus Lutheran School. “I like rules and I like order.”

To hear that Tyson considers himself a conformist is a surprise, given his background and his mission.

How this British-born educator came to Milwaukee is the stuff of chance, circumstance and an intense personal faith to live, work and educate children in the inner city.

Tyson’s ability to shake up the education establishment in recent years has made him a target of critics, who see him as an interloper.

Even those who are not intimately involved in the hothouse of education politics in Milwaukee may have heard of Tyson’s so-far unsuccessful quest to buy empty Milwaukee Public Schools buildings and expand the private voucher school he oversees.

On Friday, St. Marcus announced a deal to lease space for an early childhood education center at a non-MPS building, the Aurora Weier Educational Center building at 2669 N. Richards St.

The move marks a truce, of sorts. Yet the fight likely isn’t over. For his part, Tyson has been stung by criticism.

“What absolutely shocked me is that I became the nemesis of public education,” Tyson said. “Like I have always articulated, we will not move this city forward enough, or at least significantly, until the fighting stops.”

Last week, the fall term began at St. Marcus’ main campus at 2215 N. Palmer St. The sparkling facility buzzed with the energy of 730 students in grades K-8 and more than 100 staff. Nearly all of those students — 93% — attend on a taxpayer-paid voucher. The student body is 89% African-American, Tyson said.

But after Tyson made his offer, an MPS teacher who also is a teachers’ union employee submitted a plan to reopen Lee as a district-run charter school.

The School Board was said to be considering both options. It was scheduled to discuss the potential sale or lease of several empty buildings, including the Lee building, in closed session Tuesday night.

Despite enrollment declines of 1,000 or more students each year for nine years — before an increase in 2013-’14 — the School Board and district administration have been averse to selling their public property to nondistrict school operators. Voucher and nondistrict charter school operators compete with the district for students, and more students attending those schools means potentially fewer students — and less state aid money — coming to MPS.

Supporters of successful private voucher and independent charter schools believe there shouldn’t be so many roadblocks to those schools obtaining building space to expand. St. Marcus’ state achievement test scores are some of the highest in the city for schools with predominantly low-income, minority students.

St. Marcus will be paying around $80,000 a year to lease the Aurora Weier site, which will be called the St. Marcus Early Childhood Center, North Campus. Tyson said they may eventually buy the building.

Up to 250 young children could be served at the new site by next year, Tyson said.

This year, even with the new early childhood site opening, Tyson said about 200 children remain on the waiting list to get into St. Marcus.

 After decades of research, diseases like schizophrenia and Alzheimer’s still resist treatment. Despite countless investigations into serotonin and other neurotransmitters, there is still no method to cure clinical depression. And for all the excitement about brain-imaging techniques, the limitations of fMRI studies are, as evidenced by popular books like “Brainwashed” and “Neuromania,” by now well known. In spite of the many remarkable advances in neuroscience, you might get the sinking feeling that we are not always going about brain science in the best possible way.




The Future of Brain Implants

What would you give for a retinal chip that let you see in the dark or for a next-generation cochlear implant that let you hear any conversation in a noisy restaurant, no matter how loud? Or for a memory chip, wired directly into your brain’s hippocampus, that gave you perfect recall of everything you read? Or for an implanted interface with the Internet that automatically translated a clearly articulated silent thought (“the French sun king”) into an online search that digested the relevant Wikipedia page and projected a summary directly into your brain?
 
 Science fiction? Perhaps not for very much longer. Brain implants today are where laser eye surgery was several decades ago. They are not risk-free and make sense only for a narrowly defined set of patients—but they are a sign of things to come.
 
 Unlike pacemakers, dental crowns or implantable insulin pumps, neuroprosthetics—devices that restore or supplement the mind’s capacities with electronics inserted directly into the nervous system—change how we perceive the world and move through it. For better or worse, these devices become part of who we are.
 
 Neuroprosthetics aren’t new. They have been around commercially for three decades, in the form of the cochlear implants used in the ears (the outer reaches of the nervous system) of more than 300,000 hearing-impaired people around the world. Last year, the Food and Drug Administration approved the first retinal implant, made by the company Second Sight.




Poorer families are bearing the brunt of college price hikes, data show

America’s colleges and universities are quietly shifting the burden of their big tuition increases onto low-income students, while many higher-income families are seeing their college costs rise more slowly, or even fall, an analysis of federal data shows.
 
 It’s a trend financial-aid experts and some university administrators worry will further widen the gap between the nation’s rich and poor as college degrees—especially four-year ones—drift beyond the economic reach of growing numbers of students.
 
 “We’re just exacerbating the income inequalities and educational achievement gaps,” said Deborah Santiago, co-founder and vice president of Excelencia in Education, a nonprofit group that advocates for Latino and other students.




New short film exposes Milwaukee schools’ efforts to block high-performing competitors

Hundreds of Milwaukee families have discovered in recent years that having a school voucher doesn’t mean much if your private school of choice doesn’t have the classroom space to accommodate additional children.

The high-performing private school has a long waiting list for any available seats that open up, and it’s not difficult to understand why. By virtually all measures, St. Marcus Lutheran is outperforming Milwaukee Public Schools (MPS) – its government-run counterpart – by a wide margin. The most telling statistic is probably the schools’ graduation rates: St. Marcus succeeds in getting a diploma into the hands of 96 percent of its students, compared to MPS’ dismal 65 percent graduation rate.
If families who qualify for the Milwaukee Parental Choice Program could flee their neighborhood government school, many of them obviously would. More than 25,000 students already have fled the district, which has caused MPS’ enrollment to crater. The attendance drop, in turn, has led to a surplus of school buildings the downsized district no longer needs.
But MPS leaders don’t want alternative schools using the empty buildings.
MPS officials believe that St. Marcus Lutheran and other high-quality voucher and charter schools pose an existential threat to the district, which is why they’ve devised a very clever plan to block the schools’ size and future growth by denying them access to the city’s vacant and unused school buildings




How to fix peer review



The Economist:

PEER review, many boffins argue, channelling Churchill, is the worst way to ensure quality of research, except all the others. The system, which relies on papers being vetted by anonymous experts prior to publication, has underpinned scientific literature for decades. It is far from perfect: studies have shown that referees, who are not paid for their services, often make a poor fist of spotting serious mistakes. It is also open to abuse, with reviewers susceptible to derailing rivals or pinching their ideas. But it is as good as it gets.
Or is it? Marcus Munafò, of Bristol University, believes it could be improved–by injecting a dose of subjectivity. The claim, which he and his colleagues present in a (peer-reviewed) paper just published in Nature, is odd. Science, after all, purports to be about seeking objective truth (or at least avoiding objective falsity). But it is done by scientists, who are human beings. And like other human endeavours, Dr Munafò says, it is prone to bubbles. When the academic herd stampedes to the right answer, that is fine and dandy. Less so if it rushes towards the wrong one.
To arrive at their counterintuitive conclusion the researchers compared computer models of reviewer behaviour. Each began with a scientist who had reached an initial opinion as to which of two opposing hypotheses is more likely to be true. The more controversial the issue, the lower the confidence. He then sends the manuscript supporting one of the hypotheses to a reviewer, who also has a prior opinion about its veracity, and who recommends either rejecting or accepting the submission. (In this simple model journal editors are assumed to follow reviewers’ advice unquestioningly, which is not always the case in practice.) Subsequently, the reviewer himself writes and submits his own paper advocating one of the hypotheses to the journal, and the process repeats itself.




Moody’s: college money woes are getting worse

Facing stagnant enrollment and increasingly price-conscious consumers, already cash-strapped universities will continue to see their revenues fail to keep up with inflation, the bond-rating agency Moody’s Investment Service says.
The proportion of public universities with expected revenue declines has doubled over last year.
Nearly 30 percent of public and one out of five private universities will suffer declines in revenue–more than the proportion that experienced this last year, and a sign that the problem is getting worse and not better, according to Moody’s, which annually reviews the financial condition of higher-education institutions whose bonds it rates.
Nearly half of universities expect to see declines in their enrollments.
Second-tier public universities and small private universities that are having trouble persuading families and students that they’re worth the price of their tuition are in the most danger, Moody’s says–and will have to take dramatic steps to win back business.
“At this pace, tuition-dependent colleges and universities will be challenged to make necessary investments in personnel, programs, and facilities to remain competitive over the longer term,” says Karen Kedem, a Moody’s senior analyst, who authored the report.




Why the Gap? Special Education and New York City Charter Schools

This study uses NYC data to analyze the factors driving the gap in special education enrollment between charter and traditional public schools. Among the findings:
Students with disabilities are less likely to apply to charter schools in kindergarten than are regular enrollment students. This is the primary driver of the gap in special education enrollments.
The gap grows as students progress through elementary grades, largely because charter schools are less likely than district schools to place students in special education–and less likely to keep them there.
The gap also grows as students transfer between charter and district schools. Between kindergarten and third grade, greater proportions of regular education students enter charter schools, compared to students with special needs.
There is great mobility among special education students, whether they attend a charter or traditional public school. Close to a third of students in special education leave their school by the fourth year of attendance, whether they are enrolled in charters or traditional public schools.




Commentary on Using Empty Milwaukee Public Schools’ Buildings

As I regularly pass by the former Malcolm X Academy that has been vacant for years, the words of a legendary African-American educator comes to mind:
“No schoolhouse has been opened for us that has not been filled.”
Booker T. Washington said that in 1896 during an address to urge white Americans to respect the desire by most African-American parents to seek the best possible education for their children.
Fast-forward to 2013 in Milwaukee, and the issue of vacant school buildings gives a pecular spin to Washington’s words. Back then, he could never have imagined the combination of bureaucracy and politics that has some educators scrambling to find spaces to fill with African-American students.
The campaign by a local private school funded by taxpayers to buy the former Malcolm X Academy at 2760 N. 1st St. has caused some in town to question why Milwaukee Public Schools hasn’t done more to turn closed school buildings into functioning houses of learning.
In particular, some conservatives question why MPS hasn’t been willing to sell valuable resources to school choice entities that are essentially their main competition for low-income minority students.
Actually, that stance seems valid from a business standpoint; why help out the folks trying to put you out of business?

The K3-8th grade school has demonstrated a successful model for education that helps children and families from urban neighborhoods break the cycle of poverty and move on to achieve academic success at the post-secondary level and beyond.
By expanding to a second campus at Malcolm X, St. Marcus can serve 900 more students.

WILL Responds to MPS on Unused Schools Issues

On Tuesday, Milwaukee Public Schools responded to WILL’s report, “MPS and the City Ignore State Law on Unused Property.” Here is WILL’s reply:
1. MPS’ response is significant for what it does not say. WILL’s report states that, right now, there are at least 20 unused school buildings that are not on the market – and practically all of these buildings have attracted interest from charter and choice schools. As far as its records reveal, MPS refuses to adopt basic business practices, such as keeping an updated portfolio of what is happening with its facilities. How is the public to know where things stand when it is not clear that MPS keeps tabs on them?
2. MPS thinks everything is okay because it has sold four buildings since 2011 and leases to MPS schools. MPS’ response is similar to a football team (we trust it would be the Bears) celebrating that they scored two touchdowns in a game – only to end up losing 55-14. Our report acknowledged that MPS had disposed of a few buildings, but when there are at least 20 empty buildings – and substantial demand for them – claiming credit for selling a few is a bit like a chronic absentee celebrating the fact that he usually comes in on Tuesdays. Children and taxpayers deserve better.

Conservative group says MPS, city not selling enough empty buildings

A conservative legal group says that Milwaukee Public Schools is stalling on selling its empty school buildings to competing school operators that seek school facility space, and that the City of Milwaukee isn’t acting on a new law that gives it more authority to sell the district’s buildings.
The Wisconsin Institute for Law & Liberty, which supports many Republican causes, says its new report shows that MPS is preventing charter schools and private schools in the voucher program from purchasing empty and unused school buildings.
But MPS fired back yesterday, saying the legal group’s information omits facts and containts false claims.
For example, MPS Spokesman Tony Tagliavia said that this year, five previously unused MPS buildings are back in service as schools.
He said MPS has also sold buildings to high-performing charter schools. Charter operators it has sold to such as Milwaukee College Prep and the Hmong American Peace Academy are operating schools that are under the MPS umbrella, however, so the district gets to count those students as part of its enrollment.

My entire career of close to 50 years has been focused on growing a business in and close to the city of Milwaukee. This is where I have my roots. I have followed education closely over these years.
The Aug. 17 Journal Sentinel had an interesting article about conflicting opinions on what the most viable use is for the former Malcolm X School, which closed over six years ago.
The Milwaukee School Board has proposed to have the city convert the site into a community center for the arts, recreation, low-income housing and retail stores. The cost to city taxpaying residences and businesses has not been calculated. Rising tax burdens have been a major factor in the flight to the suburbs and decline of major cities across our country.
St. Marcus Lutheran School is prepared to purchase Malcolm X for an appraised fair market value. St. Marcus is part of Schools That Can Milwaukee, which also includes Milwaukee College Prep and Bruce-Guadalupe Community School. Other participating high performing schools are Atonement Lutheran School, Notre Dame Middle School and Carmen High School of Science and Technology. Support comes from private donations after state allowances for voucher/choice students.
Their students go on to graduate from high school at a rate of over 90%, compared to approximately 60% at Milwaukee Public Schools. The acquisition of Malcolm X would give an additional 800 students the opportunity to attend a high performing school and reduce waiting lists at St. Marcus.




Fancy college dorms, gyms don’t help draw applicants, research says

Universities and colleges may be competing to build such perks as climbing walls and fancy dormitories, but the “arms race” over residence halls, food services, and fitness centers is having little effect on college applicants’ choices, new research shows.
Conducted before and after the economic downturn by economists Kevin Rask of Colorado College and Amanda Griffith of Wake Forest University, the research saysstudents are more interested in price and prestige than in amenities.
Families that do and do not qualify for financial aid are equally concerned about cost and reputation, particularly as measured by the U.S. News and World Report rankings, Rask and Griffith found after surveying high-achieving students in various income categories who started college between 2005 and the academic year just ended.




Mice, Men & Fate

Almost fifteen years ago, in a book called “Chance, Development, and Aging,” the gerontologists Caleb Finch and Thomas Kirkwood described a truly elegant study of biology: a batch of roundworms, all genetically identical, raised on identical diets of agar. Despite having identical genetics and near-identical environments, some worms lived far longer than others. The lesson? The classical equation of “life = nature + nurture” had left out chance.
Of course, that was just worms. This week, a team of German researchers, led by Gerd Kempermann, built on a similar logic and announced in Science that they had raised forty inbred mice that were essentially genetically identical in a single complex environment, and used radio-frequency identification (RFID) implants to track every moment of their lives. Nobody could ever ethically run that sort of controlled experiment with humans, but Kempermann’s study provides convincing evidence that–in a fellow mammal with which we share a basic brain organization–neither genetic identity nor a shared environment is enough to guarantee a common fate. Different creatures, even from the same species, can grow up differently, and develop significantly different brains–even if their genomes are identical, and even if their environments are, too.
Because of the care with which Kempermann and his colleagues tracked the individual mice, the study provides considerable new insight into how we become who we are. It speaks to what the psychologist Sandra Scarr once called “niche-picking”: the idea that each individual develops a different set of talents, in order to carve out his or her own identity. Two people with initially slight differences might develop radically different skills, because they follow different paths. One child likes basketball, another painting; at first hardly anything distinguishes the two: both struggle to make baskets, and neither one can yet draw a credible house. But, from the outset, the first is slightly better at basketball, the second at art. Over time, the first child devotes herself to basketball, spends thousands of hours playing the game, and eventually becomes a professional athlete; the other applies herself equally to her chosen pursuit, and becomes a great artist. Tiny initial differences in talent, or simply in desire, become magnified over time. By tracking in detail the learning curves for forty individual mice, genetically identical and with essentially equal environmental opportunity, Kempermann and his colleagues show how the same kind of magnification can happen under carefully observed laboratory circumstances.




Madison’s public schools go to lockdown mode; no new ideas wanted

Graphical user interface? I think not, Mr. Jobs. Mainframe is where it’s at. Big and honking, run by guys in white lab coats. Smart phones? iPads? You’re dreaming. Take your new ideas somewhere else.
That is the Madison School Board. It has decided to batten the hatches against change. It is securing the perimeter against new thinking. It is the North Korea of education: insular, blighted, and paranoid.
Just try to start a charter school in Madison. I dare you. The Madison School Board on Monday took three measures to strangle new ideas in their crib:
1) Preserving the status quo: Any proposed charter school would have to have “a history of successful practice.” That leaves out several existing Madison public schools – never mind new approaches.
2) Starvation: Cap per-pupil reimbursement at around $6,500 – less than half what Madison public schools consume.
3) Encrustation: Unionized teachers only need apply.

It is the policy of the School Board to consider the establishment of charter schools that support the DISTRICT Mission and Belief Statements and as provided by law. The BOARD believes that the creation of charter schools can enhance the educational opportunities for Madison Metropolitan School District students by providing innovative and distinctive educational programs and by giving parents/students more educational options within the DISTRICT. Only charter schools that are an instrumentality of the DISTRICT will be considered by the BOARD.
The BOARD further believes that certain values and principles must be integrated into all work involving the conceptualization, development and implementation of a new charter school. These guiding principles are as follows:
1. All charter schools must meet high standards of student achievement while providing increased educational opportunities, including broadening existing opportunities for struggling populations of students;
2. All charter schools must have an underlying, research-based theory and history of successful practice that is likely to achieve academic success;
3. All charter schools will provide information to parents and students as to the quality of education provided by the charter school and the ongoing academic progress of the individual student;
4. All charter schools will ensure equitable access to all students regardless of gender, race and/or disability;
5. All charter schools must be financially accountable to the DISTRICT and rely on +’ sustainable funding models;
6. All charter schools must ensure the health and safety of all staff and students;
7. All externally-developed charter schools must be governed by a governance board that is registered as a 501(c)(3), tax-exempt charitable organization;
8. All charter schools must have a plan to hire, retain and recruit a highly-qualified, diverse staff;
9. All charter schools must have a clear code of student conduct that includes procedures for positive interventions and social emotional supports

Not that Marcus du Sautoy – who, as well as being a professor of mathematics at Oxford university, has succeeded Richard Dawkins as Simonyi professor for the public understanding of science – can adequately be summed up by the word “mathematician”. For a start there’s the hurricane force of his personality (journalists have a lot of fun talking about his bright clothes), and the range of his ambition (theatre is a passion, as is the desire to be a chef). We meet at his home in Stamford Hill in north London and, as he waves his arms around talking about everything from turn-of-the-century polymath Poincaré to palindromes, his enthusiasm for music makes him resemble a follically challenged Simon Rattle.
I talk to du Sautoy about the riots that greeted Schoenberg’s work. Why did atonal music disturb people so much? “I think musicians wanted to upset audiences,” he replies. “They were breaking the complacency of previous music – people were expecting to reach one destination through harmony or rhythm, and suddenly they were pulled away to somewhere completely different. What’s so exciting for me is how different that soundscape was – it was a time of complete change. In some ways one does have to go through the whole gamut of history to understand 20th-century music.”




Words: Madison’s Plan to Close the Achievement Gap: The Good, Bad, and Unknown

Admittedly I did not expect much. Upon review some parts pleasantly surprised me, but I am not holding my breath that it is the answer to MMSD’s achievement gaps. It is a classic example of what I call a butterflies and rainbows education plan. It includes a variety of non-controversial, ambitious, and often positive goals and strategies, but no compelling reason to expect it to close the achievement gap. Good things people will like, unlikely to address MMSD’s serious problems: butterflies and rainbows.
What follows is a review of the specific recommendations in the MSSD plan. And yes, there are good things in here that the district should pursue. However, any serious education plan must include timelines not just for implementation, but also for results. This plan does not do that. Nor does it say what happens if outcomes for struggling subgroups of students do not improve.
Recommendation #1: Ensure that All K-12 Students are Reading at Grade Level

The Perils of ‘Bite Size’ Science

IN recent years, a trend has emerged in the behavioral sciences toward shorter and more rapidly published journal articles. These articles are often only a third the length of a standard paper, often describe only a single study and tend to include smaller data sets. Shorter formats are promoted by many journals, and limits on article length are stringent — in many cases as low as 2,000 words.
This shift is partly a result of the pressure that academics now feel to generate measurable output. According to the cold calculus of “publish or perish,” in which success is often gauged by counting citations, three short articles can be preferable to a single longer one.
But some researchers contend that the trend toward short articles is also better for science. Such “bite size” science, they argue, encourages results to be communicated faster, written more concisely and read by editors and researchers more easily, leading to a more lively exchange of ideas.




He shattered mathematics with a single number

TWO plus two equals four: nobody would argue with that. Mathematicians can rigorously prove sums like this, and many other things besides. The language of maths allows them to provide neatly ordered ways to describe everything that happens in the world around us.
Or so they once thought. Gregory Chaitin, a mathematics researcher at IBM’s T. J. Watson Research Center in Yorktown Heights, New York, has shown that mathematicians can’t actually prove very much at all. Doing maths, he says, is just a process of discovery like every other branch of science: it’s an experimental field where mathematicians stumble upon facts in the same way that zoologists might come across a new species of primate.
Mathematics has always been considered free of uncertainty and able to provide a pure foundation for other, messier fields of science. But maths is just as messy, Chaitin says: mathematicians are simply acting on intuition and experimenting with ideas, just like everyone else. Zoologists think there might be something new swinging from branch to branch in the unexplored forests of Madagascar, and mathematicians have hunches about which part of the mathematical landscape to explore. The subject is no more profound than that.




Career advice worth spreading

In part, that was down to a wonderfully diverse range of ideas and participants. Vidal Sassoon’s touching monologue about his journery from orphan to perhaps the most famous hairdresser in the world sat seamlessly beside Marcus du Sautoy discussing multi-dimensional symmetry. Alan McGee’s tales of launching Oasis into super-stardom and his battles with drug abuse somehow beautifully complemented Aubrey de Grey’s explanations of the complexities of regenerative therapies for ageing. Even cybernetic professor, Kevin Warwick’s description of a future where our bodies are augmented and invaded by technology managed not to feel at odds with Charles Roberts’ inspirational not-for-profit project Greeenstar, which aims to help consumers make green choices by including environmental weightings in internet searches.
Such cohesion is no mean feat, and successfully achieving it made for a relentless yet inspiring day – a sentiment echoed by the attendees I spoke to. “I just love the fact that there are talks on such a wide range of topics,” one of them told me. “I’m learning about areas I would never sit down and read about. It makes you value the overlap between topics in a whole new way.”
Blurring of boundaries was celebrated by du Sautoy, too, who took time to probe the fallacies of the science-humanities divide. “When I was at school I was frustrated by the idea of being put in an arts or science box,” said du Sautoy. “But mathematicians often talk of beauty and aesthetics. The mathematics I do, I do because it tells an interesting story.” A refreshing alternative to conventional career advice, and an important point to remember: a career in science needn’t mean you can’t dabble in the arts, and vice versa.




Family Pioneers in Exploration of the Genome

A group of researchers said that by examining the whole genome of a family of four, they were able to make unusually specific findings, including the daughter’s risk of blood clots, and suggestions for preventive care.
The study, published Thursday in the journal PLoS Genetics, was led by researchers at Stanford University School of Medicine in Palo Alto, Calif., but also listed as co-authors John and Anne West, a father and daughter who were researching their own genetic make-up at home in Silicon Valley and met the Stanford team in the process. The research is part of scientists’ continuing quest to extract truly useful information from the genome, a person’s complete genetic code.
This is the second time a paper has been published about a family’s whole genome. In the earlier paper, published last year in Science Express by a different group of researchers, the two children in the family had rare genetic conditions, and researchers were searching for the genes that caused them. The goal in the current study was to better predict the disease risk of a family and how family members might respond to medications.




Grading Teachers in Los Angeles Value-added measurement shows that many of the city’s teachers don’t belong in the classroom.

It’s the start of another school year, and parents everywhere are asking themselves: Is my child’s teacher any good? The Los Angeles Times recently attempted to answer that question for parents. Using a statistical technique known as “value added”–which estimates the contribution that a teacher made to a student’s test-score gains from the beginning to the end of the school year–the paper analyzed the influence of third-, fourth-, and fifth-grade teachers on the math and reading scores of students in the Los Angeles Unified School District. The results suggest a wide variation in the quality of L.A.’s teachers. The paper promises a series of stories on this issue over the next several months.
The Times has admirably highlighted the importance of using data to evaluate teacher performance, confirming the findings of a wide and growing body of research. Studies show that the difference between a student’s being assigned to a good or bad teacher can mean as much as a grade level’s worth of learning over the course of a school year. While parents probably don’t need studies to tell them who the best teachers are–such information is an open secret in most public schools–academic research helps underscore the inadequacy of the methods currently used to evaluate teacher performance. Even the nation’s lowest-performing school districts routinely rate more than 95 percent of their teachers as satisfactory or higher.

Teachers’ Union Divided Over Colorado Effectiveness Legislation

A rift has developed between teachers’ unions over a controversial bill that aims to improve teacher effectiveness.
The American Federation of Teachers Colorado signed onto Sen. Michael Johnston’s, D-Denver, Senate Bill 191 yesterday, arguing that amendments expected to be introduced today in the House Education Committee send the bill in a “new direction.”
The amendments include providing for a due process system in which teachers would be able to appeal evaluations that result in an educator being returned to probationary status; providing laid off teachers with preference in rehiring; and providing for a system in which two teachers would provide input on so-called “mutual consent” hiring decisions when a teacher applies to transfer between schools.
But the state’s largest teachers’ union, the Colorado Education Association, which represents about 40,000 teachers, does not put much stock in the approval given by the AFT of Colorado. They argue that the AFT Colorado is a much smaller union that represents mostly Douglas County teachers, and therefore does not have the interest of teachers across the state in mind.




Trading portfolios for lesson plans

On the third floor of Harlem’s Frederick Douglass Academy, 21 senior students are discussing the moral implications of organ transplant markets. A student raises her hand and wonders if doctors would be motivated to harvest a criminal’s organs before he was actually dead. The unfolding ethical debate isn’t typical for a microeconomics course, but in Jane Viau’s classroom engaged, inquisitive students are the norm.
Viau, 45, is a former investment banker turned math teacher, who has a knack for explaining bone-dry concepts like price ceilings by turning them into something worthy of the Facebook generation’s attention.
For the last eight years Viau has been making math easy for her students to understand, and the proof is in the percentages. Last year her advanced placement statistics class had a 91 percent passing rate, compared with the national rate of 59 percent. But the disparity in numbers is consistent with the school’s reputation.

The school, located at 148th Street and Seventh Avenue, is a bright spot for the New York City public school system; a predominantly African-American student population, that boasts a 90 percent 4-year graduation rate. Compared with the 60.8 percent citywide graduation rate, Frederick Douglass seems to be doing something different with its emphasis on structure and discipline, mandated uniforms, and intense focus on college preparation.




No Child Left Behind: New evidence that charter schools help even kids in other schools.

Opponents of school choice are running out of excuses as evidence continues to roll in about the positive impact of charter schools.
Stanford economist Caroline Hoxby recently found that poor urban children who attend a charter school from kindergarten through 8th grade can close the learning gap with affluent suburban kids by 86% in reading and 66% in math. And now Marcus Winters, who follows education for the Manhattan Institute, has released a paper showing that even students who don’t attend a charter school benefit academically when their public school is exposed to charter competition.
Mr. Winters focuses on New York City public school students in grades 3 through 8. “For every one percent of a public school’s students who leave for a charter,” concludes Mr. Winters, “reading proficiency among those who remain increases by about 0.02 standard deviations, a small but not insignificant number, in view of the widely held suspicion that the impact on local public schools . . . would be negative.” It tuns out that traditional public schools respond to competition in a way that benefits their students.




9th Graders in a Separate School

In 1997, the Lewisville school district moved its ninth-graders into a separate school as a short-term solution to overcrowding at Lewisville High School.
But the temporary move turned permanent when officials discovered some unexpected benefits from giving freshmen a school of their own: test scores and attendance improved while disciplinary problems and even teen pregnancy rates dropped – from 40 in 1996 to zero the next year.
Today, Killough Lewisville High School North – the district’s ninth-grade center that opened in 2005 – is one of LISD’s crowning jewels. It achieved an exemplary rating from the Texas Education Agency and was named the No. 1 public high school in the state three years ago by Texas Monthly magazine.
It’s been so successful, in fact, that Lewisville school officials are now making plans to create ninth-grade centers for Hebron, Flower Mound and Marcus high schools.
But at the same time they’re replicating the ninth-grade model throughout the district, school officials plan to add sophomores to the mix at Killough – a move that has upset parents who feel that the school should remain a freshman haven.
“The ninth-grade center has been great for Lewisville. It’s been such a success,” said Susan Arthur, whose daughter will attend Killough this year. “We don’t understand why they’ve taken it away.”




Offer vouchers for special education: It would save money and improve quality



Marcus Winters:

About 13% of public school students in New York State are enrolled in special education. Educating each of them costs taxpayers many thousands of dollars more than it does to educate a regular student. With the financial crisis compelling Gov. Paterson, Mayor Bloomberg and other officials around the state to make cuts that have the least impact on services to which we have become accustomed, now is the time for them to give a special-education voucher program a second look. Aside from offering better educational outcomes, such a program would significantly reduce expenditures.
Contrary to popular belief, tuition charged by private schools, where vouchers can be used, is actually lower than public school per-pupil expenditures. Take Florida, which is home to the nation’s first voucher program for disabled students. Under the program, all disabled students are eligible for a voucher that is worth the lesser of the amount the public school would have spent on them or the tuition at a chosen private school. The value of the average voucher for disabled students there is $7,295. Not only is this far less than what the state spends to educate a disabled student in a public school, it is even below the state’s much lower average per-pupil cost of educating all students, both disabled and regular enrollment.
In other words, the public system actually saves money when it pays for students to attend private school, and even more money when those students are disabled.




Education Plays a Crucial Role in Economic Curriculum

Bob Marcusse calls the link between education and economic development a virtuous circle — good educational programs attract new business, which leads to more financing for schools, which attract more people to an area to work at those companies.
“We and (educators) clearly understand the symbiotic relationship between education and economic development,” said Marcusse, CEO of the Kansas City Area Development Council.
Educational resources act as an economic driver in numerous ways. Schools are obviously responsible for producing the work force in any given area, but they also help recruit businesses and residents, foster research that can generate money and spawn new business, and directly funnel money back into the economy through building projects and tourism dollars.

Tax base expansion (as opposed to tax rate increases) is a good idea.

Back in 1996, Money credited Madison schools for high test scores and parent satisfaction. But this week, Money cited Madison for below average test scores in math. Reading scores also fell behind cities on the list.
Madison ‘s property taxes weren ‘t mentioned as a problem back in 1996. But this week, Money listed them as $600 higher than the average city on its list.

On April 14, the Madison Metropolitan School District’s Board of Education honored eight students with the Joe Thomas Community Service Award. The award was initiated in 1995 to honor the memory of a highly respected minority services coordinator at West High School.
The award recognizes high school seniors who have made a measurable impact through community service, demonstrate commitment to high academic standards and go above and beyond expectations.

High rate of violence seen in teens’ lives

More than 40 percent of male high school students in Boston say they have carried a knife and more than 40 percent of all students believe it would be easy to get a gun, according to a new public health survey.
One in five students has witnessed a shooting and does not feel safe in his or her neighborhood, the survey found.
The report, which surveyed more than 1,200 students in 18 Boston public high schools in the spring of 2006, found that two-thirds of students said they had witnessed violence in the year before the survey, and one-third had been involved in a fight themselves. Nearly 40 percent of male students had been assaulted, and 28 percent said they did not feel safe on the bus or train.
The report, which city officials are releasing today to launch a series of community meetings on teenage health, highlights the pervasive exposure to violence among city teenagers and the fear it can generate.
The survey’s finding of widespread fistfights – more than one-third of male and female students reported having hit, punched, kicked, or choked someone in the past month – was also disturbing, Ferrer said. Such violence can easily intensify to weapon use, she said.
“We’re missing the precursor to more serious violence, which is a lot of aggressive behavior,” she said. “We need to give our students some skills on how to resolve conflict before it escalates.”
Marcus Peterson, a member of a youth antiviolence group called Operation Greensboro said public apathy contributes to the persistent violence.
“It’s not really an issue anymore,” he said. “It’s just accepted.”




How Much Are Public School Teachers Paid?

Education policy discussions often assume that public school teachers are poorly paid. Typically absent in these discussions about teacher pay, however, is any reference to systematic data on how much public school teachers are actually paid, especially relative to other occupations. Because discussions about teacher pay rarely reference these data, the policy debate on education reform has proceeded without a clear understanding of these issues.
This report compiles information on the hourly pay of public school teachers nationally and in 66 metropolitan areas, as collected by the U.S. Bureau of Labor Statistics (BLS) in its annual National Compensation Survey. We also compare the reported hourly income of public school teachers with that of workers in similar professions, as defined by the BLS. This report goes on to use the BLS data to analyze whether there is a relationship between higher relative pay for public school teachers and higher student achievement as measured by high school graduation rates.




“Promoting the End of Social Promotion”

Should the grade-level a student is in be based entirely on how old he is or at least partially on how skilled he is? This is the fundamental question underlying the debate over social promotion — the practice of moving students to the next grade regardless of whether they have acquired the minimal skills covered in the previous grade. Advocates of social promotion suggest that it is best to group students by age rather than by skill. Students who are held back a grade are separated from their age-peers and, the argument goes, this social disruption harms them academically. Opponents of social promotion favor requiring students to demonstrate minimal skills on a standardized test before they receive automatic promotion to the next grade.
Until now the bulk of the research favored social promotion. Most studies found that students who were retained tended to fare less well academically than demographically similar students who were promoted. The problem with this previous research is that it was never entirely clear whether retained students did worse because they were retained or because whatever caused them to be retained led to worse outcomes. This is especially a problem because these previous studies examined retention based on educator discretion. If teachers decide that one student should be retained while another demographically similar student should be promoted, they probably know something about those students that suggests that the promoted student has better prospects than the retained student. When researchers match students on recorded demographic factors they cannot observe or control statistically for what a teacher saw that led that teacher to promote one student while retaining the other.

Schools go “Back to Basics”

As the start of the school year approaches, schools are going back to the basics with a vengeance. Many Milwaukee students, and some suburban ones, will arguably spend more time on reading and math than during any time in recent memory, although some educators argue that the trend is to the detriment of other subject areas, such as science and social studies.
In a set of lower-performing Milwaukee elementary schools, students will have at least two hours a day of reading instruction and an hour a day of math this fall by decree of the central administration. The time will be much more focused and prescriptive than it has been in the past in terms of what is being taught, and how. These schools will join the ranks of several others that already have beefed up the amount of time spent on the so-called three R’s – reading, writing and arithmetic.
At St. Marcus Lutheran, a private school in Milwaukee, middle-school students get 90 minutes of math each day – as opposed to the 45- to 50-minute block of five years ago.




Leaving Boys Behind: Public High School Graduation Rates

This study uses a widely respected method to calculate public high school graduation rates for the nation, for each state, and for the 100 largest school districts in the United States. We calculate graduation rates overall, by race, and by gender, using the most recent available data (the class of 2003).

Among our key findings:

  • The overall national public high school graduation rate for the class of 2003 was 70 percent.
  • There is a wide disparity in the public high school graduation rates of white and minority students.
  • Nationally, the graduation rate for white students was 78 percent, compared with 72 percent for Asian students, 55 percent for African-American students, and 53 percent for Hispanic students.
  • Female students graduate high school at a higher rate than male students. Nationally, 72 percent of female students graduated, compared with 65 percent of male students.
  • The gender gap in graduation rates is particularly large for minority students. Nationally, about 5 percentage points fewer white male students and 3 percentage points fewer Asian male students graduate than their respective female students. While 59 percent of African-American females graduated, only 48 percent of African-American males earned a diploma (a difference of 11 percentage points). Further, the graduation rate was 58 percent for Hispanic females, compared with 49 percent for Hispanic males (a difference of 9 percentage points).
  • The state with the highest overall graduation rate was New Jersey (88 percent), followed by Iowa, Wisconsin, and North Dakota, each with 85 percent. The state with the lowest overall graduation rate was
    South Carolina (54 percent), followed by Georgia (56 percent) and New York (58 percent).

Sarah Carr notes that some question the methods used in this analysis:

Milwaukee public high schools have one of the worst graduation rates [chart] in the country among large school districts, according to a new report that takes the unusual step of trying to make comparisons across large school districts as well as states.

Tamar Lewin also takes a look at this report:

The report, “Leaving Boys Behind: Public High School Graduation Rates,” found that 59 percent of African-American girls, but only 48 percent of African-American boys, earned their diplomas that year. Among Hispanics, the graduation rate was 58 percent for girls, but only 49 percent for boys.
“It’s a fairly large difference, particularly when you consider that unlike differences across racial and ethnic groups, boys and girls are raised in the same households, so it’s not so easy to explain the differences by their community, or their income level,” said Jay P. Greene, an author of the report.
Mr. Greene helped set off widespread national alarm with findings several years ago that almost one in three high school students, and almost half the African-American and Hispanic students, did not complete high school. His research has been widely embraced by policy makers, though some researchers argue that his method overstates the dropout problem over all and among minorities in particular.




High Quality Teaching make the difference



Young, Gifted and Black, by Perry, Steele and Hilliard is a little gem of a book. (Hereafter, YGB). The subtitle is “Promoting High Achievement Among African-American Students”. Though specifically addressing African-American kids, the descriptions and proscriptions proposed can be applied to all – important, given the continual poor showing of U.S. students generally on international tests (OECD PISA, TIMSS).
It is the section written by Asa Hilliard, Professor of Urban Education at Georgia State University, that addresses the real “gap” and real “reform”. The following attempts to summarize his positions and arguments:
The real gap for all students, not just Black, is the gap between student performance and excellence. Where does one start to close the gap? – by relying on the experiences of teachers who do not fail to achieve excellence in all their students, regardless of background – these experiences have always been around, but few educators want to acknowledge. It is in this protected environment of excellence in education that the theories of curriculum, and excuses of deprivation, of language, of failure can be unmasked.

PowerPoint: Killer App?

The most disturbing development in the world of PowerPoint is its migration to the schools — like sex and drugs, at earlier and earlier ages. Now we have second-graders being tutored in PowerPoint. No matter that students who compose at the keyboard already spend more energy perfecting their fonts than polishing their sentences — PowerPoint dispenses with the need to write any sentences at all. Perhaps the politicians who are so worked up about the ill effects of violent video games should turn their attention to PowerPoint instead.
In the meantime, Tufte, who’s now doing consulting work for NASA, has a modest proposal for its new administrator: Ban the use of PowerPoint. Sounds good to me. After all, you don’t have to be a rocket scientist to see the perils of PowerPoint.

Madison CARES (Citizens Acting Responsibly for Every Student) is an organization of citizens who are concerned about the future of the public schools and have come together in support on the 3 referenda that will be on the ballot in the Madison Metropolitan School District on 5/24. At the meeting, we will provide you with information on the 3 referenda questions and how they may affect your school. We will also introduce you to our organization. There will be time for questions and answers.
