Closing the Gap Forum

Kambwa, who served as emcee for the Closing the Gap conference, gave the younger students five guidelines for bridging the achievement gap:

  • Ask younger students how they’re doing in school.
  • Recommend a good book to a peer or younger student.
  • Help younger students with their homework. Quiz them on their knowledge of academic subjects. Let them know you are there for questions.
  • Raise your hand in class, or sit in front while you’re in class. Set a positive example for your peers.
  • Adopt a new attitude. Don’t be afraid to say what you’re about: “I think it’s cool to get good grades. I plan to go to college.”

In Wisconsin, the gap is greatest between white and Hispanic students when comparing high school graduation rates. White students graduate at a rate of 90 percent, compared to only 63 percent for Hispanic students. For Asian students it’s 89 percent, Native Americans 73 percent and black students 72 percent.
Charles Peterson, 17, another Free Press editor, called the achievement gap “huge” and said it is only getting wider.
As a young black male, Peterson has done well at La Follette despite expectations to the contrary.
“I get a lot of negative attention from all colors for doing well in school and for not fitting stereotypes,” he said.




Great Opportunity Needs Your Support



We have a great opportunity! On Monday March 6th, the Madison School Board will be considering four proposals for funding that have an opportunity to have a positive impact on the student achievement in our school district. These programs are community based after school and summer programming that can supplement students’ academic achievement in the Madison Metropolitan School District. These programs are not subject to the state imposed revenue limits. They are Kajsiab House and Freedom Inc., Gay, Lesbian, and Straight Education Network-South Central Wisconsin (GLSEN), Wisconsin Center for Academically Talented Youth (WCATY) , and The Charles Hamilton Houston Institute, Inc. (CHHI) . I am asking for your support to help fund these programs.

Stossel: How the Lack of School Choice Cheats Our Kids Out of A Good Education



John Stossel:

And while many people say, “We need to spend more money on our schools,” there actually isn’t a link between spending and student achievement.
Jay Greene, author of “Education Myths,” points out that “If money were the solution, the problem would already be solved … We’ve doubled per pupil spending, adjusting for inflation, over the last 30 years, and yet schools aren’t better.”
He’s absolutely right. National graduation rates and achievement scores are flat, while spending on education has increased more than 100 percent since 1971. More money hasn’t helped American kids.
Ben Chavis is a former public school principal who now runs an alternative charter school in Oakland, Calif., that spends thousands of dollars less per student than the surrounding public schools. He laughs at the public schools’ complaints about money.

Stossel also touches on Kansas City’s effort to turn around (1980’s and 1990’s) by spending more per student than any other district in the country. Illiteracy remains a problem in the U.S.



Larry Winkler called attention to the figures in the recent assessment of literacy among adult Americans, as reported in the New York Times. An article in the Capital Times brings the issue closer to home:

. . .Wisconsin has the second highest high school graduation in the country for whites, it has the worst (50th out of 50 states) for African-Americans, the Center on Wisconsin Strategy reports.
Community-based literacy councils attempt to help those with the lowest literacy skills, said Erickson, whose nonprofit statewide organization provides support, training and advocacy to its 45 member literacy councils.
“They are on the frontlines serving the adults in the very lowest levels of literacy skills without access to most of the federal and state funding,” she said.
Most, in fact, rely on volunteers to tutor adults with limited literacy skills.
In 2004, more than 1,000 adult learners were served by the Madison Area Literacy Council, 264 of whom got the skills needed to get a job, while 280 learners were able to become active in the education of their children, said Executive Director Greg Markle.

New Wisconsin Promise Conference: Closing the Achievement Gap



The 2006 New Wisconsin Promise Conference, Closing the Achievement Gap, will be held at the Monona Terrace Convention Center in Madison on January 11-12, 2006.
The conference will focus on strategies for educators who are looking for help in meeting the progressively higher academic expectations of No Child Left Behind.

I am Greatly Distressed About La Follette High School’s Four Block System



Dear La Follette Parents & Taxpayers,
I am writing because I am greatly distressed about conditions at La Follette High School under the 4-block system. I strongly believe that as parents and taxpayers you have the right to be included in the debate about your child’s education. Because I believe the future of the 4-block will be decided in the near future I am compelled to provide you with some information.

  1. Students in the traditional MMSD high schools are required to spend 50% of the credits required for graduation in academic areas. La Follette students are required to spend only 42% of their time in academic areas. Why does the district believe that La Follette students need less time in academic areas? Do the taxpayers support this decision? I understand that this is a debatable question. What I do not understand is why there is a different answer for La Follette students.

East High United – June 2 meeting outcomes



Madison East High School parents, staff, and community members have been working since the beginning of 2005 to create an advocacy and support organization for this key East side school. The group was named at the June 2 meeting:
EAST HIGH UNITED
A parent-teacher-staff-student-community organization
The organization meets as a whole in the East High School cafeteria on the second Thursday of each month. (There is no July meeting, the next meeting is August 11).
In addition, working groups focussed on specific initiatives meet at a time agreed upon by members of those groups. A list of existing and emerging working groups is contained in this report from the June 2 meeting.

MMSD Teacher Layoffs Target Elementary String Teachers



On Thursday, based upon Superintendent Rainwater’s recommendation, the Madison School Board approved 20 FTEs for layoff. These layoffs included 60% of the elementary string staff – the largest percentage of one academic personnel group ever laid off in the history of the Madison Metropolitan School District. How come a program that cost less than 1/10 of one percent of the $318 million budget resulted in nearly 50% of the teacher layoffs? Elementary string teacher are less than 3/10 of 1% of the total teacher population. What happeded? No evaluation of the music education curriculum, no planning (not exploring the allowed use of federal dollars for fine arts education for low income children) and some might say vindictiveness from top administrators and some Board members toward string teachers because of the community outcry in support of elementary strings – our community cannot tolerate the latter. Money is not the issue – data do not support money being the issue.

New Partnership Between School District and UW



It is amazing what can be accomplished without a school board meeting! As chair of the partnership committee, I know the importance of developing partnerships with our community. This is the challenge of being elected to represent a school district that is getting increasingly diverse with more students of color and more students with fewer socio-economic resources. In addition, the entire school district has fewer financial resources due to state imposed revenue caps. For these reasons, different approaches need to be utilized to further resources and strengthen partnerships with organizations that have similar goals.
I am pleased to announce that the Madison Metropolitan School District and the University of Wisconsin-Madison have entered into a partnership that will strengthen recruitment efforts and solidify one years worth of funding for the Minority Services Coordinator (MSC) position. This position has been very vital to the School Board’s goal of closing the achievement gap by working with racial and ethnic minority students since 1973. The position was created and developed by the late Joe Thomas of West High School. Without this partnership, the MSC position would have fallen victim to budget cuts.
Superintendent Rainwater shared these remarks with the entire school board:
“We have entered into a partnership with the University of Wisconsin-Madison to share the services and funding of the Minority Services Coordinators in each of our high schools. This partnership will enable us to keep the Minority Services Coordinators in the schools and further enhance their ability to assist both us and the University with our minority students as they prepare to enter college.”
This partnership is made possible because of the University of Wisconsin-Madison’s efforts to encourage post-secondary education for Wisconsin disadvantaged and minority students. The funding will come from the PEOPLE (Pre-college Enrichment Opportunity Program for Learning Excellence) Program currently serving approximately 800 high school and middle school students from public schools in Madison, Milwaukee, Racine, Waukesha, the Ho-Chunk Nation and the Menominee Nation.
The program emphasizes enrichment in math, science and writing, and incorporates technology as an integral part of the curriculum. Students build study skills and receive information on college preparation and testing, academic and career options, and other subjects to foster graduation from high school and success in college.
Those who complete the pre-college portion of the program and are accepted for admission to UW-Madison receive a tuition scholarship for up to five years. This program is designed for African-American, American Indian, Southeast Asian-American, Hispanic/Latino and disadvantaged students. The program was launched in 1999 as part of the UW-Madison’s Plan 2008 to enhance campus diversity.
This partnership between the district and University would not have happened without the leadership and foresight of Assistant Dean in the School of Education, Walter Lane; Special Assistant to the Chancellor, LaMarr Billups; Vice Chancellor for Administration, Darrell Bazzell; Chancellor John Wiley, Superintendent Rainwater and the Madison School Board.
While I’m very happy to announce this partnership, I am saddened about the $8.6 million dollars worth of budget cuts. Although I know there will be no partnerships to solve $8.6 million dollars worth of services, perhaps this is the beginning to having serious discussions to create more partnerships that will be mutually beneficial to the school district and other organizations dedicated to the same goal of educating our students.
