Black Students Don’t Even Get an Equal Education in Diverse Schools

“Here’s the high school. It’s so huge, it takes a minute just to drive by,” says John Diamond as we pass a giant brick Victorian building surrounded by a lush green lawn. We’re on a tour of Evanston, Ill., which borders Chicago, runs along Lake Michigan, and is home to Northwestern University. In some ways, Evanston is an American idyll. People move here and stay, because it’s a diverse, relatively affluent, and well-read community. Two-thirds of its residents have library cards. Yet, to the dismay of the progressive citizenry, Evanston educates white students far more successfully than students of color.

Diamond, 47, is the parent of an Evanston seventh-grader, a professor at the University of Wisconsin at Madison, and the co-author of Despite the Best Intentions: How Racial Inequality Thrives in Good Schools. His book is based on a five-year examination of an unidentified Midwestern high school that’s diverse and affluent and still treats black and white students differently. Diamond promised never to reveal the school’s location. Maybe it isn’t in Evanston. But it could be.




Milwaukee’s Carmen High school Tops Wisconsin via the US News ranking

STEP 1 | Students perform better than expected in their state.

We looked at reading and math results for students on each state’s proficiency tests and then factored in the percentage of economically disadvantaged students, who tend to score lower.

STEP 2 | Disadvantaged students perform better than state average.

We compared each school’s math and reading proficiency rates for disadvantaged students – black, Hispanic and low-income – with the statewide results for these student groups and then selected schools that were performing better than their state averages.

STEP 3 | Student graduation rates meet or exceed a national standard

We excluded schools from consideration if their graduation rates were lower than 75 percent – a threshold that is higher than a federal law that requires states to give extra resources to schools below 67 percent.

For Baskerville, economic progress is a real stretch

Most Wisconsinites probably are unaware their state has fallen behind Minnesota in key economic measures, but David Baskerville is trying to change that by promoting a “stretch goals” technique he developed for business clients.

Baskerville, a retired international business consultant now based in Madison, says Wisconsin needs a Kennedyesque “moon shot” to close the gap and overtake its Rose Bowl-starved neighbor to the west. His plan might not be quite that ambitious, but given the barriers he’s already encountered — elected officials don’t talk about it, the public education establishment is skeptical, and the citizenry has yet to be galvanized behind the concept — it’s no sure thing, either.

Baskerville, however, believes stretch targets could be one answer to addressing the gap in personal income between Minnesota and Wisconsin — now about $4,900 per capita — that has developed over the past 30 years. Baskerville notes that Minnesota now is ranked 10th nationally in this metric, while Wisconsin is 28th or 29th, depending on the year. About 35 years ago, the two states were bunched in the middle, with Wisconsin ranking 18th and Minnesota 19th.

After his business travels to Asia and European factories, he senses that American workers, especially young workers, are not as trainable as workers in other nations, and the superior performance of international students in math, science, and reading tests only confirm his reasons for concern.

“I come to it not as an economist or an educator, but as a guy who was born and raised here and worked for 40 years, mainly in international business, and retired back here to our hometown,” he explains. “I’m concerned that Wisconsin is not going in the right direction in terms of both its economy and its education.”

Mineral Point’s Alternative Program

When financial concerns threatened to derail an alternative school that draws students from several school districts in southwest Wisconsin, the Mineral Point School District took the program under its own wing.

It was a leap of faith that some viewed as a risky move, said Joelle Doye, spokeswoman for the district. But the program is now run by the school district, which receives fees from other school districts that send students there. The Mineral Point Alternative Program, formerly called the Renaissance School, was run for 10 years by Cooperative Educational Service Agency District 3, which received the fees. The program was and continues to be housed at the old Mineral Point high school building.




Tony Evers seeks a third term after battles with conservatives, cancer and Common Core

“The ability for school boards to use charters as kind of an incubator — I think that’s great,” Evers said, who lamented that the public often conflates private voucher schools with charter schools.

Evers, who now opposes the expansion of taxpayer-funded school vouchers in Wisconsin, also once voiced support for them in 2000 — when only students in Milwaukee could use them.

“To me, the key is student learning. I don’t care if we find success in voucher schools, charter schools or Milwaukee public schools. The idea is to find what works and replicate it as soon as possible. So from that standpoint, I believe the (voucher) experiment needs to continue,” Evers said in 2000.

By 2001, however, while running against former West High School principal Libby Burmaster, who would go on to beat him, Evers had publicly opposed the expansion of vouchers beyond Milwaukee and said the system’s level of financial and academic accountability must increase.

Evers said he has tried to “thread the needle” on the issue since then.

Van Hise’s “Special Sauce”

Dear Superintendent Cheatham and Members of the Madison School Board:

We are writing as an update to our Public Appearance at the December 12 Board meeting. You may recall that at that meeting, we expressed serious concerns about how the District analyzes and shares student data. For many years, it has seemed to us that the District reports data more with an eye towards making itself look good than to genuinely meeting children’s educational needs. As social scientists with more than two decades of involvement with the Madison schools, we have long been frustrated by those priorities.

Our frustration was stirred up again last week when we read the newly released MMSD 2017 Mid- Year Review, so much so that we felt called upon to examine a specific section of the report more closely. What follows is expressly not a critique of the MMSD elementary school in question, its staff, or its students. What follows is solely a critique of what goes on in the Doyle Building.

MMSD 2017 Mid-Year Review and Van Hise Elementary School’s “Special Sauce”

Near the end of the MMSD 2017 Mid-Year Review, there is an excited update on the “extraordinary [student] growth” happening at Van Hise Elementary School:

School Update: Van Hise students and families build on strengths
In last year’s Annual Report, Principal Peg Keeler and Instructional Resource Teacher Sharel Nelson revealed Van Hise Elementary School’s “special sauce,” which helped students achieve extraordinary growth in the Measures of Academic Progress (MAP) assessments. We reported that seventy percent of the school’s African American third through fifth grade students were proficient or advanced and half of third through fifth grade students receiving Special Education services were proficient.

We recently caught up with Principal Keeler and Ms. Nelson to get an update on their students’ progress.

“In the past, we felt that one of our strengths as a school was to hold kids to very high expectations. That continues to be the case. We promote a growth mindset and kids put their best effort toward their goals,” said Principal Keeler. “Our older students are provided a process for reflecting on how they did last time on the MAP assessment. They reflect on areas they feel they need to continue to work on and the goals they set for themselves. They reflect on what parts were difficult and what they can improve upon.”

Nelson discussed the sense of community among Van Hise students and how the Van Hise equity vision encompasses families as partners. “We have a comprehensive family engagement plan. We are working together with our families – all on the same page. The students feel really supported. We’re communicating more efficiently and heading toward the same goals,” Nelson said.

Principal Keeler added, “It’s been a fantastic year, it continues to get stronger.”

We got curious about the numbers included in this update — in part because they are some of the few numbers to be found in the 2017 Mid-Year Review — and decided to take a closer look. All additional numbers used in the analysis that follows were taken from the MMSD website.
As you know, Van Hise is a K-through-5th grade elementary school on Madison’s near west side. In 2015-16, it enrolled 395 students, 5% (20) of whom were African American and 9% (36) of whom received special education services. (Note: These percentages are some of the lowest in the District.) For purposes of explication, let’s say half of each of those groups were in grades K-2 and half were in grades 3-5. That makes 10 African American and 18 special education students in grades three-through-five.

The Mid-Year Review states that in 2015-16, an extraordinary 70% of Van Hise’s African American third-through-fifth grade students were proficient or advanced (in something — why not say what?). But 70% of 10 students is only 7 students. That’s not very many.

The Mid-Year Review also states that in 2015-16, an equally extraordinary 50% of Van Hise’s third- through-fifth grade special education students scored proficient (in something). But again, 50% of 18 students is only 9 students.

To complete the demographic picture, it is important to note that Van Hise is the MMSD elementary school with the lowest rate of poverty; in 2015-16, only 18% of its students were eligible for Free/Reduced Lunch. (Note: The Districtwide average is 50%).

We would argue that this additional information and analysis puts the Van Hise Elementary School update into its proper context … and makes the numbers reported far less surprising
and “extraordinary.”

The additional information also makes the Van Hise “special sauce” – whatever it is they are doing in the school to achieve their “extraordinary” results with African American and special education students – far less relevant for the District’s other elementary schools, schools with significantly higher percentages of African American, low income, and special education students.

In terms of its demographic profile, Van Hise is arguably the most privileged elementary school in Madison. Perhaps, then, its “special sauce” is nothing more than the time-worn recipe of racial, socioeconomic, and other forms of political advantage.

But be that as it may, it is not our main point. Our main objective here has been to provide a clear- cut example of how the MMSD cherry picks its examples and “manages” its data presentation for public relations purposes.

We believe the overarching drive to make the District look good in its glossy reports is a misguided use of District resources and stands as an ongoing obstacle to genuine academic progress for our most disadvantaged and vulnerable students.

The Appendices attached to this report consist of a table and several graphs that expand upon the foregoing text. We hope you will take the time to study them. (When you look at Appendices E and F, you may find yourselves wondering, as we did, what’s going on at Lindbergh Elementary School, where the African American students are performing much better than one would expect, given their demographics? Similarly, you may wonder what’s going on at Randall Elementary School, where the African American students are performing much worse than one would expect?)

Liberia’s bold experiment in school reform



The Economist:

AT A school in the township of West Point, Monrovia, a teacher should be halfway through her maths lesson. Instead she is eating lunch. A din echoes around the room of the government-run school as 70 pupils chat, fidget or sleep on their desks. Neither these pupils nor the rest of Liberia is learning much. Bad teaching, a lack of accountability and a meagre budget have led to awful schools. Fourteen years of civil war and, more recently, the Ebola virus have stymied reforms. Children’s prospects are shocking. More than one-third of second-grade pupils cannot read a word; since many are held back, teenagers often share classes with six year olds (see chart). In 2014 only 13 candidates out of 15,000 passed an entrance exam to the University of Liberia. In 2013 none did.

Madison, however, continues with its non diverse K-12 governance.




Relaxing Wisconsin’s Weak K-12 Teacher Licensing Requirements; MTEL?

A group of school officials, including state Superintendent Tony Evers, is asking lawmakers to address potential staffing shortages in Wisconsin schools by making the way teachers get licensed less complicated.

The Leadership Group on School Staffing Challenges, created by Evers and Wisconsin Association of School District Administrators executive director Jon Bales, released last week a number of proposals to address shortages, including reducing the number of licenses teachers must obtain to be in a classroom.

Under the group’s proposal, teachers would seek one license to teach prekindergarten through ninth grade and a second license to teach all grades, subjects and special education.

The group also proposes to consolidate related subject area licenses into single subject licenses. For example, teachers would be licensed in broad areas like science, social studies, music and English Language Arts instead of more specific areas of those subjects.

Wisconsin adopted Massachusett’s (MTEL) elementary reading content knowledge requirements (just one, not the others).

Foundations of Reading Results (Wisconsin’s MTEL):

Wisconsin’s DPI provided the results to-date of the Wisconsin Foundations of Reading exam to School Information System, which posted an analysis. Be aware that the passing score from January, 2014 through August, 2014, was lower than the passing score in Massachusetts and Connecticut. Since September of 2014, the Wisconsin passing score has been the same as those states. SIS reports that the overall Wisconsin pass rate under the lower passing score was 92%, while the pass rate since August of 2014 has been 78%. This ranges from around 55% at one campus to 93% at another. The pass rate of 85% that SIS lists in its main document appears to include all the candidates who passed under the lower cut score.

to wit “Of particular concern is the provision of the new rule that would allow teachers who have not otherwise met their licensure requirements to teach under emergency licenses while “attempting to complete” the required licensure tests. For teachers who should have appropriate skills to teach reading, this undercuts the one significant achievement of the Read to Lead workgroup (thanks to Mark Seidenberg)—that is, requiring Wisconsin’s elementary school and all special education teachers to pass the Foundations of Reading test at the MTEL passing cut score level. The proposed DPI rule also appears to conflict with ESSA, which eliminated HQT in general, but updated IDEA to incorporate HQT provisions for special education teachers and does not permit emergency licensure. With reading achievement levels in Wisconsin at some of the lowest levels in the nation for the student subgroups that are most in need of qualified instruction, the dangers to students are self-evident”.

Wisconsin 4th Grade Reading Results on the 2015 National Assessment of Educational Progress (NAEP)

Main takeaways from the 2015 NAEP 4th grade reading exam:

  • Wisconsin scores have been statistically flat since 1992
  • 37% of our 4th graders score proficient or advanced
  • Our 4th graders rank 25th nationally: we have been in the middle of the pack since 2003
  • Our African-American students have the second lowest scores in the country (behind Michigan) and statistically underperform their national African-American peer sub-group
  • We have the second largest white/black score gap in the country (behind Washington, D.C.) Our Asian students statistically underperform their national Asian peer sub-group
  • Only our English Language Learners statistically outperform their national peer sub-group

Statements by our Department of Public Instruction that there was a “positive upward movement” in reading (10/28/15 News Release) and especially that our 4th graders “might be viewed” as ranking 13th in 4th grade reading (11/5/15 DPI-ConnectEd) are inaccurate and misleading.

Proficiency Rates and Performance Gaps
Overall, 8% of Wisconsin 4th graders are advanced, 29% are proficient, 34% are basic, and 29% are below basic. Nationally, 9% of students are advanced, 27% are proficient, 33% are basic, and 31% are below basic.

As is the case around the country, some student groups in Wisconsin perform better than others, though only English Language Learners outperform their national peer group. Several groups are contrasted below.

Subgroups can be broken down by race, gender, economic status, and disability status. 44% of white students are proficient or advanced, versus 35% of Asian students, 23% of American Indian students, 19% of Hispanic students and 11% of African-American students. 40% of girls are proficient or advanced, compared to 34% of boys. Among students who do not qualify for a free or reduced lunch, 50% are proficient or advanced, while the rate is only 19% for those who qualify. Students with disabilities continue to have the worst scores in Wisconsin. Only 13% of them are proficient or advanced, and a full 68% are below basic, indicating that they do not have the skills necessary to navigate print in school or daily life. It is important to remember that this group does not include students with severe cognitive disabilities.

When looking at gaps between sub-groups, keep in mind that a difference of 10 points on The NAEP equals approximately one grade level in performance. Average scores for Wisconsin sub-groups range from 236 (not eligible for free/reduced lunch) to 231 (white), 228 (students without disabilities), 226 (females), 225 (non-English Language Learners), 222 (Asian), 220 (males), 209 (Hispanic), 207 (American Indian or eligible for free/reduced lunch), 198 (English Language Learners), 193 (African-American), and 188 (students with disabilities). There is a gap of almost three grade levels between white and black 4th graders, and four grade levels between 4th graders with and without disabilities.

Scores Viewed Over Time
The graph below shows NAEP raw scores over time. Wisconsin’s 4th grade average score in 2015 is 223, which is statistically unchanged from 2013 and 1992, and is statistically the same as the current national score (221). The national score, as well as scores in Massachusetts, Florida, Washington, D.C., and other jurisdictions, have seen statistically significant increases since 1992.

Robust clinical and brain research in reading has provided a roadmap to more effective teacher preparation and student instruction, but Wisconsin has not embraced this pathway with the same conviction and consistency as many other states. Where change has been most completely implemented, such as Massachusetts and Florida, the lowest students benefitted the most, but the higher students also made substantial gains. It is important that we come to grips with the fact that whatever is holding back reading achievement in Wisconsin is holding it back for everyone, not just poor or minority students. Disadvantaged students suffer more, but everyone is suffering, and the more carefully we look at the data, the more obvious that becomes.

Performance of Wisconsin Sub-Groups Compared to their Peers in Other Jurisdictions
10 points difference on a NAEP score equals approximately one grade level. Comparing Wisconsin sub-groups to their highest performing peers around the country gives us an indication of the potential for better outcomes. White students in Wisconsin (score 231) are approximately three years behind white students in Washington D.C. (score 260), and a year behind white students in Massachusetts (score 242). African-American students in Wisconsin (193) are more than three years behind African-American students in Department of Defense schools (228), and two years behind their peers in Arizona and Massachusetts (217). They are approximately one year behind their peers in Louisiana (204) and Mississippi (202). Hispanic students in Wisconsin (209) are approximately two years behind their peers in Department of Defense schools (228) and 1-1/2 years behind their peers in Florida (224). Wisconsin students who qualify for free or reduced lunch (207) score approximately 1-1/2 years behind similar students in Florida and Massachusetts (220). Wisconsin students who do not qualify for free and reduced lunch (236) are the highest ranking group in our state, but their peers in Washington D.C. (248) and Massachusetts (247) score approximately a grade level higher.

State Ranking Over Time
Wisconsin 4th graders rank 25th out of 52 jurisdictions that took the 2015 NAEP exam. In the past decade, our national ranking has seen some bumps up or down (we were 31st in 2013), but the overall trend since 1998 is a decline in Wisconsin’s national ranking (we were 3rd in 1994). Our change in national ranking is entirely due to statistically significant changes in scores in other jurisdictions. As noted above, Wisconsin’s scores have been flat since 1992.

The Positive Effect of Demographics
Compared to many other jurisdictions, Wisconsin has proportionately fewer students in the lower performing sub-groups (students of color, low-income students, etc.). This demographic reality allows our state to have a higher average score than another state with a greater proportion of students in the lower performing sub-groups, even if all or most of that state’s subgroups outperform their sub-group peers in Wisconsin. If we readjusted the NAEP scores to balance demographics between jurisdictions, Wisconsin would rank lower than 25th in the nation. When we did this demographic equalization analysis in 2009, Wisconsin dropped from 30th place to 43rd place nationally.

Applying Standard Statistical Analysis to DPI’s Claims
In its official news release on the NAEP scores on October 28, 2015, DPI accurately stated that Wisconsin results were “steady.” After more than a decade of “steady” scores, one could argue that “flat” or “stagnant” would be more descriptive terms. However, we cannot quibble with “steady.” We do take issue with the subtitle “Positive movement in reading,” and the statement that “There was a positive upward movement at both grade levels in reading.” In fact, the DPI release acknowledges in the very next sentence, “Grade level scores for state students in both mathematics and reading were considered statistically the same as state scores on the 2013 NAEP.” The NAEP website points out that Wisconsin’s 4th grade reading score was also statistically the same as the state score on the 2003 NAEP, and this year’s actual score is lower than in 1992. It is misleading to say that there has been positive upward movement in 4th grade reading. (emphasis added).

Regarding our 4th grade ranking of 25th in the nation, DPI’s ConnectEd newsletter makes the optimistic, but unsupportable, claim that “When analyzed for statistical significance, the state’s ranking might be viewed as even higher: “tied” for . . . 13th in fourth grade reading.”

Wisconsin is in a group of 16 jurisdictions whose scores (218-224) are statistically the same as the national average (221). 22 jurisdictions have scores (224-235) statistically above the national average, and 14 have scores (207-218) statistically below the national average. Scoring third place in that middle group of states is how NAEP assigned Wisconsin a 25th ranking.

When we use Wisconsin as the focal jurisdiction, 12 jurisdictions have scores (227-235) statistically higher than ours (223), 23 jurisdictions have scores (220-227) that are statistically the same, and 16 have scores (207-219) that are statistically lower. This is NOT the same as saying we rank 13th.

To assume we are doing as well as the state in 13th place is a combination of the probability that we are better than our score, and they are worse than theirs: that we had very bad luck on the NAEP administration, and that other state had very good luck. If we took the test again, there is a small probability, less than 3%, that our score would rise and theirs would fall, and we would meet in the middle, tied for 19th, not 13th, place. The probability that the other state would continue to perform just as well and we would score enough better to move up into a tie for 13th place is infinitesimal: a tiny fraction of a percentage. Not only is that highly unlikely, it is no more true than saying we could be viewed as tied with the jurisdiction at the bottom of our group, ranking 36th.

Furthermore, this assertion requires us to misuse not only this year’s data, but the data from past years which showed us at more or less the same place in the rankings. When you look at all the NAEP data across time and see how consistent the results are, the likelihood we are actually much better than our current rank shrinks to nearly nothing. It would require that not only were we incredibly unlucky in the 2015 administration, but we have been incredibly unlucky in every administration for the past decade. The likelihood of such an occurrence would be in the neighborhood of one in a billion billion.

Until now, DPI has never stated a reason for our mediocre NAEP performance. They have always declined to speculate. And now, of all the reasons they might consider to explain why our young children read so poorly and are falling further behind students in other states, they suggest it may just be bad luck. Whether they really believe that, or are tossing it out as a distraction from the actual facts is not entirely clear. Either way, it is a disappointing reaction from the agency that jealously guards its authority to guide education in Wisconsin.

Wisconsin superintendent candidate in favor of converting low-performing schools

Humphries said in an interview with the Wisconsin State Journal that if he is elected as the state’s chief of schools, he would implement a process during which consistently low-performing schools could be turned over to a variety of school operators — including those that run charter or private voucher schools — through a Request for Proposal process.

If the low-performing school is public, he said the RFP process would also allow the same public school administrators to apply, but with a different plan to raise academic achievement.

“We can’t let schools go on forever failing to meet the needs of our kids but we have to be collaborative and courageous at the same time,” he said.

He said the process would be for the state’s lowest-performing schools as measured by the state’s report card system — which Humphries also is in favor of revising — and would not be triggered until the school in question underwent at least three years of state-directed improvement.




As charter renewal looms, Badger Rock Middle School pledges to improve its performance

A small, environmental-themed charter school in Madison with a substandard academic record is facing heightened School Board scrutiny as its charter comes up for renewal.

Badger Rock Middle School, 501 E. Badger Road, opened in 2011 amid great enthusiasm for its emphasis on urban agriculture, environmental sustainability and project-based learning. Last month, though, it landed in the “fails to meet expectations” category on the latest round of state-issued report cards.

The school’s overall accountability score, which takes into account such things as test scores, student academic progress and college and career readiness, was the lowest of the 45 district schools that received ratings.

Superintendent Jennifer Cheatham this week called Badger Rock an “under-performing” school but said it “has incredible potential to be an excellent school.” She said she is leaning toward recommending a charter renewal of three years. That’s less than the five-year contract sought by school leaders, but the recommendation still should be seen as a vote of “confidence and hope,” Cheatham said.

The School Board is expected to vote on the issue Monday. Wright Middle School, the district’s oldest charter school, also is to be up for discussion the same night, but for a very different reason. Its leaders say they want to drop the school’s charter status.

The designation no longer makes sense for them, they say, as Wright has operated for many years as a traditional district school. The change in designation would have little effect on day-to-day school operations, district officials said.
Badger Rock

A charter school is a publicly funded school that does not have to adhere to many of the state laws governing traditional public schools. The intent is to foster innovation and experimentation and to give students more choices.

Madison has three charter schools. In addition to Badger Rock and Wright, there’s the dual-language Nuestro Mundo Community School. Each is an “instrumentality” of the district, meaning the district authorizes the school, employs the staff and retains ultimate authority.

Madison’s K-12 world lacks governance diversity. Many cities, including Minneapolis, offer families diverse school options.

Wright developed from the largely aborted “Madison Middle School 2000” project.

A majority of the Madison School Board rejected the proposed Madison Preparatory IB Charter School several years ago.




Wisconsin School “Report Cards”

All 16 Dane County school districts earned three or more stars on the state’s 2015-16 report cards, meaning they met or exceeded expectations for educating children.

The top county score went to Waunakee, the only one of the 16 to earn all five stars. That placed it in the top category: “significantly exceeds expectations.” Only 53 other districts in the state out of 424 earned that highest honor.

This is the first year the report cards used a five-star rating system. The stars correspond to one of five categories: “fails to meet expectations,” “meets few expectations,” “meets expectations,” “exceeds expectations” and “significantly exceeds expectations.”

The Madison School District earned three stars. Its score, the lowest of the 16 county districts, placed it in the middle of the “meets expectations” category.

The report cards were released Thursday by the state Department of Public Instruction. In addition to each district getting a score, individual schools were rated.




K-12 Tax & Spending Climate: Wisconsin’s Utility Costs

Wisconsin’s average electric rates are highest among eight Midwest states for the first time since 2006, according to the SEA, at 10.97 cents per kilowatt-hour. The other states’ average rates range from 8.65 cents in Iowa to 10.87 cents in Michigan. The U.S. average is 11.02 cents per kilowatt-hour, the report says.

For industrial customers, rates are also highest in Wisconsin at 7.81 cents per kilowatt-hour compared with those in other Midwest states, ranging from 6.06 cents to 7.25 cents per kilowatt-hour.




Why do I and other black families support charter schools?

Most Black families support charter schools, not because they are duped or privatizers, but because many see their neighborhood schools, and know their children need better options. I know, because I saw it first hand in West Oakland, struggling to get my brother the education he deserved, in a system that didn’t treat him with concern or respect.

I never intended to be the charter guy, it just happened. It all started when I went to my brother “johnny’s” school in West Oakland.

When schools disrespect you

I would help Johnny with his homework if I was around, but I was in law school and out a lot. If his mom couldn’t help him, I told him to just tell the teacher he couldn’t do the homework and needed help.

“We are in the midst of a broad and devastating crisis of authority.”

It’s natural — and inevitable — that malignant figures will try to exploit this vacuum of authority. All sorts of demagogues and extremists will try to re-direct mass anger for their own ends. Revolts against corrupt elite institutions can usher in reform and progress, but they can also create a space for the ugliest tribal impulses: xenophobia, authoritarianism, racism, fascism. One sees all of that, both good and bad, manifesting in the anti-establishment movements throughout the U.S., Europe, and the U.K. — including Brexit. All of this can be invigorating, or promising, or destabilizing, or dangerous: most likely a combination of all that.

The solution is not to subserviently cling to corrupt elite institutions out of fear of the alternatives. It is, instead, to help bury those institutions and their elite mavens and then fight for superior replacements. As Hayes put it in his book, the challenge is “directing the frustration, anger, and alienation we all feel into building a trans-ideological coalition that can actually dislodge the power of the post-meritocratic elite. One that marshals insurrectionist sentiment without succumbing to nihilism and manic, paranoid distrust.”

Corrupt elites always try to persuade people to continue to submit to their dominance in exchange for protection from forces that are even worse. That’s their game. But at some point, they themselves, and their prevailing order, become so destructive, so deceitful, so toxic, that their victims are willing to gamble that the alternatives will not be worse, or at least, they decide to embrace the satisfaction of spitting in the faces of those who have displayed nothing but contempt and condescension for them.

There are plenty of nearby examples as well. For example the Madison school district budget continues to be an enigma wrapped in a question.

This is no small matter, given Madison’s long-term disastrous reading results. l

Choosing a School for My Daughter in a Segregated City

I grew up in Waterloo, Iowa, on the wrong side of the river that divided white from black, opportunity from struggle, and started my education in a low-income school that my mother says was distressingly chaotic. I don’t recall it being bad, but I do remember just one white child in my first-grade class, though there may have been more. That summer, my mom and dad enrolled my older sister and me in the school district’s voluntary desegregation program, which allowed some black kids to leave their neighborhood schools for whiter, more well off ones on the west side of town. This was 1982, nearly three decades after the Supreme Court ruled in Brown v. Board of Education that separate schools for black and white children were unconstitutional, and near the height of desegregation in this country. My parents chose one of the whitest, richest schools, thinking it would provide the best opportunities for us. Starting in second grade, I rode the bus an hour each morning across town to the “best” public school my town had to offer, Kingsley Elementary, where I was among the tiny number of working-class children and the even tinier number of black children. We did not walk to school or get dropped off by our parents on their way to work. We showed up in a yellow bus, visitors in someone else’s neighborhood, and were whisked back across the bridge each day as soon as the bell rang.

Why big state colleges are increasingly dominated by wealthy students

Public higher education is often thought of as a way to help level the playing field between Americans of all stripes, but there’s evidence that flagship public colleges aren’t the engines of mobility we think.

These schools are often thought a way to provide students from a variety of backgrounds with a high-quality education at an affordable cost. But a new study adds to the growing body of evidence that these schools increasingly serve wealthier students.

Between 1972 and 2007, the share of applicants to the University of Wisconsin-Madison from the bottom fifth of the income distribution stayed roughly the same at less than 5%, according to a study published last week in the Russell Sage Foundation Journal of the Social Sciences. During the same period, the share of applicants from the second-lowest income quintile declined from at least 20% or more to just 11.5% in 2007. But the share of applicants from the top two highest income levels grew from 42.6% to 64.1%.

The university does make efforts to reach more low-income applicants, including through outreach, scholarship programs and transfer agreements with two-year colleges, whose classes typically include a large share of low-income students, according to Meredith McGlone, a University of Wisconsin-Madison spokeswoman. In addition, the school upped its need-based grant aid from $6.6 million during the 2007-2008 academic year to $31.3 million this past academic year, she said.




Texas, Arizona high schools dominate new U.S. News rankings

High schools in the Southwest dominate the 2016 U.S. News and World Report rankings of the country’s best high schools, taking six of the top 10 spots in the rankings released Tuesday.

Texas and Arizona high schools earned the top four rankings, and the Thomas Jefferson High School for Science and Technology a Fairfax County, Va. magnet school, was in the fifth spot nationally.


The news magazine collected data on more than 21,500 schools for the report, which for the first time included graduation rates as a factor in the rankings.

Learning to Read at Age 41

It was June, 2006. The place was the Adult Learning Center at the Aguilar branch of the NYPL on 110th Street near Lexington, where more than a hundred students and twenty-five volunteers met regularly to study together. Around a table, small groups of students met with one or two volunteers for four hours each week, and built their reading and writing skills together in a relaxed, informal setting.

Awa* was 41 years old. She had five children aged 4-13, and she was born in Gambia, in West Africa. She walked into the Aguilar Adult Learning Center and said to the Site Advisor, “Can you help me? I want to learn to read.”

Awa’s spoken English was poor, but her desire to learn was clear. She had had only a few months of education in Gambia before coming to the US to start a new life here. Catholic Charities had helped her with housing, food, and schools for her kids, and then sent her to the library so she could learn how to read. They knew that her low literacy put a ceiling on her prospects to survive in NYC.

Kettle Moraine stands out with high achievement, global push

That said, I’d call the Kettle Moraine School District the real thing, for three reasons.

First, the 4,400-student district in western Waukesha County has a strong commitment to get the broadest perspective on how its students are doing. Talking about student performance, Superintendent Patricia Deklotz said, “Our results are generally high, but compared to whom?”

How about: Compared to the highest-performing education systems on the planet?

Kettle Moraine has been at the forefront of a still-small movement in Wisconsin and nationwide to compare student performance at a school level against the world. The way to do that is through use of the OECD Test for Schools, a version of the international test that underlies almost everything you’ve seen about how American kids are doing compared to kids in Finland, Singapore and so on.

For the past two years — and, very likely, again in the coming school year — a representative sample of students at Kettle Moraine High School took the OECD test. Last year, a sample of students at KM Perform, a charter school within the district, also took the test.

Overall, the results for the main high school were OK in the first year — not great in reading, better in math and science. School leaders thought one reason scores weren’t higher was simply that students didn’t try their hardest. Results aren’t reported for individual students and carry no consequences for them.

In the second year, participating students got a sales job on why they should give the test their best effort — they got T-shirts, water bottles and pep talks about being the team from Kettle Moraine competing with the world. For the main high school, math and science scores stayed about the same and reading scores jumped significantly. For KM Perform, which is smaller and has an arts emphasis, results were even better.

Overall, the Kettle Moraine students did much better than the United States. If Kettle Moraine was a country, it would be among the top performers in the world.

Meanwhile, nothing of the sort has occured in Madison, where disastrous reading results have long been tolerated.




MTI-MMSD Joint Safety Committee Releases Report on Behavior Education Plan (BEP)

The Joint MTI/MMSD Safety Committee is charged with evaluating the “implementation of and compliance with the District’s Behavior Education Plan(s) (BEP)” and periodically reporting to the Superintendent and MTI Board of Directors. Over the course of the 2014-15 school year, the Committee met multiple times and designed, conducted and analyzed a Survey of all school-based District staff. 1,589 employees (42% of District employees) completed the Survey, and over 600 took the time to add personal comments. A summary of the Survey findings, as well as policy recommendations (not comments), are included in the Joint Committee’s Report which can be reviewed on MTI’s website (www.madisonteachers.org).
In summary, the Report highlights significant challenges with the BEP.

While a majority of respondents (78%) understand the approach to behavior set forth in the BEP, only 18% agreed that the practices aligned with it have had a positive impact on student behavior. These results are even more pronounced among teachers at the secondary level where only 10% of middle school teachers and 9% of high school teachers agree that it has had a positive impact on student behavior. Also of major concern is that only 17% of respondents agreed that “when a student is returned to class following a behavior incident, he or she is ready to re-engage in learning”. Only 40% of respondents agreed that their school has a clear behavior support system when a student is struggling. The Survey findings reinforce employee concerns that there is insufficient staffing to support students with significant behavioral needs, and there is insufficient behavioral consequences, and insufficient training to ensure that ALL staff provide a consistent and coherent application of the BEP. Survey results also indicate that District staff believe safety in school and student behavior is at a critical stage.

It’s that time of year when Administrators send emails, memos and letters outlining “required” trainings, professional development, and other meetings during the summer months. Often, staff are encouraged to attend meetings and trainings wherein administrators use language that does not clearly indicate that any attendance during the summer or the voluntary days for returning staff is entirely voluntary.

Addendum G of the Collective Bargaining Agreement is clear and provides that attendance at any District offered staff development opportunities during the summer recess be compensated, either with Professional Advancement Credit (PAC), extended employment salary, or payment for graduate credits (if such is offered). Addendum G also requires that such communications “clearly convey the fact that teachers will not be penalized or suffer harm for choosing not to volunteer .”

MTI’s Election Committee has tallied the ballots cast in last week’s MTI teacher bargaining unit general election and has certified the election of MTI officers: Andrew Waity (Crestwood) as President Elect; and the re-election of incumbents Art Camosy (Memorial) as Vice-President; Greg Vallee (Thoreau) as Treasurer; and Elizabeth Donnelly (Elvehjem) as Secretary. Officers will be installed at the May 19 meeting of the MTI Faculty Representative Council. The Most Diverse Cities Are Often The Most Segregated

When I was a freshman at the University of Chicago in 1996, I heard the same thing again and again: Do not leave the boundaries of Hyde Park. Do not go north of 47th Street. Do not go south of 61st Street. Do not go west of Cottage Grove Avenue. 1

These boundaries were fairly explicit, almost to the point of being an official university policy. The campus police department was not committed to protecting students beyond the area,2 and the campus safety brochure advised students not to use the “El” train stops just a couple of blocks beyond them unless “traveling in groups and during the daytime.”

What usually wasn’t said — on a campus that brags about the diversity of its urban setting but where only about 5 percent of students are black — was that the neighborhoods beyond these boundaries were overwhelmingly black and poor. The U. of C. has, for many decades, treated Hyde Park as its “fortress on the South Side,” and its legacy of trying to keep its students within the neighborhood — and the black residents of surrounding communities out — has left its mark on Chicago.

The 1 percent’s white privilege con: Elites hold “conversations” about race, while resegregating our schools

Facebook can be a weird place on Martin Luther King Day. Some of my friends post famous passages from MLK’s speeches. Others post statistics on racial inequality. Still others, mostly white parents, post photographs of their children assembled in auditoriums and schoolyards. These are always hopeful images, the next generation stirring toward interracial harmony. Except for one thing: nearly everyone in the photos is … white.

In her public school this year, my first-grade daughter learned that Daisy Bates helped integrate the Little Rock schools. She knows that Ella Baker, someone I’d never heard of till I went to college, was part of the civil rights movement. Meanwhile, her school has a combined black and Latino population of 15 percent, down from nearly 30 percent just seven years ago.

In school, white children are taught to be conscious of race and racism in a way I never was when I was as a kid in the 1970s. Yet they go to schools that are in some respects more segregated now than they were in the 1970s. In 1972, under Richard Nixon, 36 percent of black students in the South attended white-majority schools. By 2011, under Barack Obama, that number had plummeted to 23 percent. In every region of the country, a higher percentage of black students go to nearly all-minority schools than was the case in 1988. The same is true of Latino students in the South, the West and the Midwest.

The Reading Level of the State of Union Address is in Decline

“The act of the last session of Congress concerning the commercial intercourse between the United States and Great Britain and France and their dependencies having invited in a new form a termination of their edicts against our neutral commerce, copies of the act were immediately forwarded to our ministers at London and Paris, with a view that its object might be within the early attention of the French and British Governments.”

This whopper of a sentence — 71 words, 9 of which are 10 characters or longer — is indicative of Madison’s speeches in general: complex, wordy, and Thesaurus-worthy.

By all historic accounts, Madison was lauded both for his writing skills, and eloquence. Despite being “painfully shy [and] physically frail,” his words commanded the attention of Congress and major political influencers. “If the art of persuasion includes persuasion by convincing,” once wrote Chief Justice John Marshall, “Mr. Madison was the most eloquent man I ever heard.” Before crafting his own speeches, Madison advised and heavily edited the speeches of George Washington, Thomas Jefferson, and John Adams — all three of whom are ranked in the top 10 here.

President Obama’s speeches, which rank lowest on the list at a grade level of 9.8, are of an entirely different nature. Take, for example, this excerpt from his recent 2015 Address:

“But tonight, we turn the page. Tonight, after a breakthrough year for America, our economy is growing and creating jobs at the fastest pace since 1999. Our unemployment rate is now lower than it was before the financial crisis. More of our kids are graduating than ever before. More of our people are insured than ever before. And we are as free from the grip of foreign oil as we’ve been in almost thirty years.”




Commentary on Wisconsin’s K-12 Tax, Spending & Governance Climate

It has been a long, well-planned attack. In 1993, in an action against their own philosophy; i.e. decisions by government should be made at the lowest possible level, the Republican Governor and Legislature began actions to control local school boards. They passed Revenue Controls on school boards to limit how much they can increase taxes. This in itself caused harm by instructional materials and textbooks becoming out-dated. School Boards had to make choices between providing “current” materials and texts, or small class sizes to enable optimum learning. Eventually, the legislated revenue controls caused a double-whammy – out-dated texts & materials and an increase in class size, because of layoffs caused by the legislated revenue controls.

Next, the Governor & Legislature enabled vouchers so those who choose to send their children to private or religious schools can use “vouchers” which cause the public school, where the child could attend, to forfeit public/tax funds to pay for the child to attend the private or parochial school.

With revenue controls crippling the means to provide the best quality education and adequate financial reward for school district employees; and vouchers taking another big chunk, Wisconsin’s Governor and Legislature say of the schools that they have been starving to cause their failure, now, because of your failure, we will close your schools and convert them to for-profit private charter schools. This plan is to appease the Koch Brothers and others, who provide large sums to buy the elections of those promoting these privatization schemes.

Assembly Bill 1, in the 2015 Wisconsin legislative session, is designed just to do what is described above, and it is on the fast-track for approval, just as Act 10 was a few years ago. If it is not stopped, it will rip the heart out of every community – the pubic school will be gone, as will quality public education for all of Wisconsin’s children. The smaller the community, the bigger the harmful impact on Wisconsin’s towns and villages because of AB 1.

The main reason for the closures is financial. Catholic schools used to be financed by tuition payments, with help from the parish and archdiocese to fill the gaps. But demography has undermined this model. In 1950 76% of all Catholics lived in the north-east and the Midwest, which is where most of the schools are. Today, just under half do. In the south-west Catholics are more plentiful, but they are not sending their children to Catholic schools as European immigrants once did, because those schools do not yet exist.

Schools in the north-east and Midwest have been hit by both declining revenue and rising costs. Many parishes operate at a loss. Paedophilia scandals have added to the financial stress. Twelve dioceses and archdioceses have filed for bankruptcy since 2004. Legal fees and settlements have cost the American Catholic church billions. School buildings are ageing and expensive to maintain. Labour is dear too: half a century ago, 97% of teachers were in holy orders. Today almost all are laymen, who cost more (nuns were not so concerned about pension plans). Catholic schools also face competition from charter schools, some of which even rent space in their empty buildings. Almost all the closed Catholic schools in Detroit are now occupied by charters.

Long Term Disastrous Reading Results in Milwaukee….

So we did our own look at reading scores at all Milwaukee schools fitting the 80/80 description, including high schools and separate elementary and middle schools that include smaller groupings of grades. Our main data source: the Wisconsin Department of Public Instruction.

Why are officials focusing on these schools at all?

High-poverty schools tend to have lower achievement than low-poverty schools. Milwaukee’s highest-poverty schools serve racial minorities. Milwaukee’s black students post some of the lowest achievement scores nationally among black students nationwide in certain grades and subjects.

To the numbers

Under Tyson’s approach, the K-8 schools, we found 57 that met the criteria.

Their average schoolwide reading proficiency score: 7.9 percent.

In the broader pool of schools, which tallied 95 schools, the average was 7.3 percent.

So the 8 percent claim is on target.

Of course, this is the reading average based on the collective reading proficiency at each school. It doesn’t mean every school came in at the overall school average of 7.3 percent.

Five schools, for example, had not a single pupil score proficient in reading on the state tests, which are administered to students in third through eighth grades, and once in high school, in 10th grade. The state assigned those schools a 0 percent score.

On the other end of the scale, the best reading proficiency score at an 80/80 school was 21 percent at Hartford Avenue University School in MPS. Second (20 percent) was Franklin School, also in MPS. St. Marcus Lutheran was third (19 percent).

Madison, too, has long tolerated disastrous reading results.




Wisconsin 6th Best State for Teachers

A data analysis has put Wisconsin as the sixth-best state for teachers.

The analysis by personal finance website WalletHub scored states and the District of Columbia based on 18 factors, including salary, job openings and school safety.

Wisconsin ranked no higher than seventh in any category, but it scored among the top 15 in five areas: average number of hours worked, best school system, wage disparity, commute time and median annual salary.

States that had higher rankings than Wisconsin in some individual categories were brought down in the weighted overall score for low performance in other areas, said WalletHub spokesperson Jill Gonzalez.

She stressed it was an objective look at the landscape for educators.

“It’s not like we took a survey and asked teachers what they think,” Gonzalez said. “This is just the raw data.”

Wyoming ranked as the best state for teachers, followed by Pennsylvania, Minnesota, Massachusetts and Virginia.

North Carolina was at the bottom of the list, trailing Mississippi and West Virginia.




Adult Employment and Empty Milwaukee Public Schools’ Buildings

Spurred by a deal gone sour between Milwaukee Public Schools and the developer commissioned to renovate one of its empty buildings — a deal that kept a private school from buying the facility — Common Council President Michael Murphy has introduced an ordinance that would position the city to take charge and sell unused MPS property.

“The state granted us the authority to sell these properties, and I’m going to recommend a process for that to occur,” Murphy said.

The proposed ordinance comes on the heels of the latest twist in the Malcolm X Academy development deal: A School Board decision to cut ties with the developer and renovate part of the building for a new school on its own, but not before paying for work performed so far that the districts pegs at a little under $500,000 — though the developer says it’s owed closer to $1 million for its time and products.

Milwaukee Mayor Tom Barrett said he’s not pleased with the way the Malcolm X development deal has gone, especially since the city played a significant role in improving the initial proposal from MPS.

“I’m not happy at all that taxpayers are on the hook for these development costs,” Barrett said. “The city has the responsibility to put these buildings to their highest and best use.”

And state lawmakers Sen. Alberta Darling (R-River Hills) and Rep. Joe Sanfelippo (R-West Allis) — perennial advocates of selling MPS property to non-district school operators — also weighed in, saying that the Legislature should try again in the next session to pass a law that would more forcefully compel the City of Milwaukee to sell MPS property.

They reiterated their view that the Malcolm X deal was phony from the start, designed by MPS to simply block St. Marcus Lutheran School from buying the building and expanding to serve more students.

Stop running the system for the sake of the system.

As recruiting intensifies, UW-Platteville grows enrollment

The fastest-growing campus in the University of Wisconsin System has set another record for fall enrollment, thanks in large part to an initiative that capitalizes on its proximity to Iowa and Illinois.

UW-Platteville is effectively drawing students from three states with strategic pricing and a smaller campus that appeals to those who don’t want to study engineering or another high-demand field at a big school.

Nestled in southwestern Wisconsin about 20 miles from the Iowa and Illinois borders, the school known for engineering has figured out how to increase both enrollment and revenue while state support for higher education is waning and declining birthrates that began 20 years ago are making the competition for high school graduates stiffer.

Meanwhile, UW-Madison this week reported flat preliminary fall enrollment numbers. Several other UW System campuses saw fall enrollments creep up, and UW-Milwaukee reported it has reversed a seven-year decline in freshmen enrollment with stepped-up recruiting efforts.




Wisconsin’s K-12 “Report Cards” Released

The average score for all districts statewide was 72.1, up from 71.5 last year. That translates to a rating near the top of the “meets expectations” scale.

Madison also improved its overall score, from 68.5 to to 69.8. Its score remained among the bottom third of districts statewide, but moved up, from 11th to eighth, among 15 school districts located in cities. It also moved up one spot among Dane County districts from lowest score to second-lowest, ahead of Belleville.

Waunakee scored highest in Dane County and had the 12th-highest score in the state.

Milwaukee Public Schools once again was the only district that received a “fails to meet expectations” rating.

No schools in Madison received the lowest rating, but eight received the second-lowest . That’s an improvement from 11 last year. Four Madison schools received the highest rating: Franklin, Shorewood Hills and Van Hise elementary schools and Hamilton Middle School. Van Hise had the highest score in Dane County and 13th-highest in the state.

Madison Superintendent Jennifer Cheatham said she was pleased with the results, including that the district’s growth score was above the state average. Growth scores tend to correlate less with student poverty levels than the overall scores.

Online education company edX offering free high school courses

The online-learning collaborative edX, a partnership between Harvard University and MIT, is expanding its reach beyond higher education and will begin offering courses geared toward high school students.

Edx plans to unveil its first free classes for younger students Wednesday, when most of the new courses will open for enrollment. The 26 high school courses were created by 14 institutions — including MIT, Georgetown and Rice universities, the University of California Berkeley, Boston University, Wellesley College, and Weston Public High School.

The online classes, available to anyone in the world, will cover such subjects as computer science, calculus, geometry, algebra, English, physics, biology, chemistry, Spanish, French, history, statistics, and psychology.

To date, edX has offered only college-level courses. And, while a smattering of high school-level massive open online courses exist, company officials said edX is the first provider of so-called MOOCs to offer an organized set of free high school curriculums.

To the Editor:

Kudos to Alexander Nazaryan for his eloquent defense of “conventionally rigorous” teaching techniques.

The decision by the New York City schools chancellor, Carmen Fariña, to reinstate balanced literacy despite the unfavorable results of studies done during the Bloomberg administration reflects, in my opinion, a general aversion to empirical evidence within the educational establishment in favor of ideology and faddish group think.

I very much appreciate the excellent K-12 teaching I received in Brooklyn public schools during the 1940s and ’50s, when a “conventionally rigorous” approach was the norm.

My more recent experience as a volunteer tutor in Wisconsin elementary schools during the past 12 years mirrors that of Mr. Nazaryan in Brooklyn in 2005-06. Again, an approach appropriate for the Midwestern equivalent of “brownstone Brooklyn” kids was employed in classrooms where half the kids were poor or minorities or both. The results of this approach are what the local press has described as a notoriously high racial achievement gap.

School Board answers to MTI, not to students, taxpayers —

Nothing has changed in the past 30 years. The love affair between the Madison School Board and Madison Teachers Inc. Executive director John Matthews is still in full bloom.

The latest pending agreement to extend the existing union contract is proof. The ensuing litigation could cost Madison taxpayers a great deal. The Wisconsin Institute for Law and Liberty has already promised to challenge this if the School Board caves to MTI.

MTI is not about our kids. It never has been (other than indoctrinating liberalism). The union’s opposition to the Madison preparatory charter school is further proof.

The School Board is supposed to be looking out for the kids and the taxpayers, but their first priority continues to be MTI and the demands from Matthews.

Segregation Now: In Tuscaloosa today, nearly one in three black students attends a school that looks as if Brown v. Board of Education never happened.

Though James Dent could watch Central High School’s homecoming parade from the porch of his faded white bungalow, it had been years since he’d bothered. But last fall, Dent’s oldest granddaughter, D’Leisha, was vying for homecoming queen, and he knew she’d be poking up through the sunroof of her mother’s car, hand cupped in a beauty-pageant wave, looking for him.

So, at about 4:30 in the afternoon on October 18, Dent, age 64, made his way off the porch and to the curb along Martin Luther King Jr. Boulevard in the West End of Tuscaloosa, Alabama. Soon he could hear the first rumblings of the band.

There was a time, little more than a decade ago, when the Central High School homecoming parade brought out the city. The parade started in the former state capital’s lively downtown and seemed to go on for miles. The horns of one of the state’s largest marching bands, some 150 members strong, would bounce off the antebellum mansions along the streets. Revelers—young and old, black and white, old money and no money—crowded the sidewalks to watch the elaborate floats and cheer a football team feared across the region.

Central was not just a renowned local high school. It was one of the South’s signature integration success stories. In 1979, a federal judge had ordered the merger of the city’s two largely segregated high schools into one. The move was clumsy and unpopular, but its consequences were profound. Within a few years, Central emerged as a powerhouse that snatched up National Merit Scholarships and math-competition victories just as readily as it won trophies in football, track, golf. James Dent’s daughter Melissa graduated from Central in 1988, during its heyday, and went on to become the first in her family to graduate from college.

But on that sunlit day last October, as Dent searched for Melissa’s daughter in the procession coming into view, he saw little to remind him of that era. More caravan than parade, Central’s homecoming pageant consisted of a wobbly group of about 30 band members, some marching children from the nearby black elementary schools, and a dozen or so cars with handwritten signs attached to their sides. The route began in the predominantly black West End and ended a few blocks later, just short of the railroad tracks that divide that community from the rest of the city.

At the March 18 meeting of the MTI Faculty Representative Council, nominations were finalized for MTI Officers, as well as for the MTI Bargaining Committee relative to vacancies caused by terms ending in May, 2014. Nominated for President-Elect was current President Peg Coyne (Black Hawk). She will again serve as MTI President for the 2015-16 school year. Peg previously served as President during the 2011-12 school year. She is also a member of the Bargaining Committee. In addition, others nominated were Art Camosy (incumbent -Memorial) for Vice-President; Liz Donnelly Wingert (incumbent -Elvehjem) for Secretary; and Greg Vallee (incumbent – Thoreau) for Treasurer. Mike Lipp (West), who was elected last spring, will serve as President for the 2014-15 school year.

The Bargaining Committee, from which the Bargaining Team is selected and which is the body responsible for MTI’s Teacher Contract negotiations, consists of 15 members, of which five are elected each year. MTI’s general election will be held April 28-30.




The Myth of “Public” Schools

This disturbing article about a rich neighborhood of Baton Rouge, La., that wants to secede so it won’t have to share school funding with poorer neighborhoods reminds me of one of my great frustrations with the K-12 education policy debate–the terminology of “public schools.”
The way the word is used a school is “public” if it is owned by a government entity and thus part of the public sector. But a public school is by no means a school that’s open to the public in the sense that anyone can go there. Here in the District of Columbia anyone who wants to wander into a public park is free to do so (that’s what makes it public) but to send your kid to a good “public” elementary school in Ward 3 you have to live there. And thanks to exclusionary zoning, in practice if you want to live in Ward 3 you have to be rich. It wouldn’t be legal to respond to the very high price of land in the area by building homes on small lots, or building tall buildings full of small affordable apartments.
Since D.C. doesn’t have Louisiana’s political culture, Ward 3 generally doesn’t have a problem with its tax dollars subsidizing the schools in Wards 5, 7, and 8, but if you proposed randomly assigning students to schools to produce integrated instructional environments, you’d have an epic battle on your hands.

Major changes to school report card proposed, including closing poorly performing schools; Teachers union official calls bill ‘armageddon’

Starting in 2015’16, every school that receives taxpayer money would receive an A-F rating based on their performance in the following areas:
Achievement on state tests.
Achievement growth on state tests, based on a statistical analysis called value-added that estimates the impact schools and teachers have on student progress.
The progress in closing achievement gaps between white students and subgroups of students who are poor, of minority races or who have disabilities.
Graduation and attendance rate status and improvement.
The current school report card system went into effect two years ago and took the place of the widely disliked sanctions under the federal No Child Left Behind law.
Gov. Scott Walker once pushed for using A through F grades, but a task force on school accountability had opted for a five-tiered system placing schools in categories from “significantly exceeds expectations” to “fails to meet expectations.”
The 2012-’13 report cards placed 58 schools statewide into the “fails” category. That included 49 in MPS — one is closed, so now there’s 48 — two independent charter schools authorized by the City of Milwaukee, four public schools in Racine and three public schools in Green Bay.

Wisconsin’s lowest-performing public schools would be forced to close or reopen as charter schools and the state’s 2-year-old accountability report card would be revamped under a bill unveiled Monday.
The proposal also would require testing for taxpayer-subsidized students at private voucher schools while barring the lowest-performing schools from enrolling new voucher students. Participating private schools also could test all students for accountability purposes.
“We’re going to start holding anybody who gets public money accountable for getting results. That is the bottom line,” said Sen. Luther Olsen, R-Ripon, chairman of the Senate Education Committee, which plans to vote on the amended bill Thursday.
The bill makes several changes to the state’s K-12 school accountability system — including assigning schools letter grades — which itself recently replaced a decade-old system under the federal No Child Left Behind law.




Union? Yes!

School district employees received some encouraging news prior to winter break. Wisconsin school employees chose “UNION” by large margins. Between November 29 and December 19, 2013 the Wisconsin Employment Relations Commission (WERC) conducted recertification elections for over 500 local unions representing over 56,000 classroom teachers, clerical/technical workers, educational assistants, bus drivers, custodial workers and other school district employees. Over 98% of those voting, voted Union YES!
Of the 39,872 total votes cast, 39,107 voted to recertify their union, with only 765 (less than 2%) voting against recertification. Annual union recertification elections are mandated by Governor Walker’s Act 10. In his ruling in MTI’s lawsuit, Judge Colas found requiring such elections to be unconstitutional. That decision was reversed by the Supreme Court, with Chief Justice Abrahamson and Justice Walsh Bradley expressing strong dissent, in a 26 page opinion. Not surprisingly, Dane County school districts had a particularly strong showing; Monona Grove teachers had nearly 90% of all eligible voters cast ballots and, of those, nearly 96% voted Union YES. But it wasn’t only the Dane County districts that voted Union. Even those school districts in largely conservative counties voted affirmatively. Waukesha teachers voted 648-14 to maintain their Union as their certified bargaining agent; Wauwatosa teachers 367-7; and West Allis Educational Assistants voted 47-1. The largest school districts in the state also enthusiastically voted Union YES. Appleton Substitute teachers voted 159-2; La Crosse Secretaries voted 40-0; Milwaukee teachers voted 3,728-35 and Milwaukee Ed Assistants voted 875-10.




The Open Office (Classroom) Trap

In 1973, my high school, Acton-Boxborough Regional, in Acton, Massachusetts, moved to a sprawling brick building at the foot of a hill. Inspired by architectural trends of the preceding decade, the classrooms in one of its wings didn’t have doors. The rooms opened up directly onto the hallway, and tidbits about the French Revolution, say, or Benjamin Franklin’s breakfast, would drift from one classroom to another. Distracting at best and frustrating at worst, wide-open classrooms went, for the most part, the way of other ill-considered architectural fads of the time, like concrete domes. (Following an eighty-million-dollar renovation and expansion, in 2005, none of the new wings at A.B.R.H.S. have open classrooms.) Yet the workplace counterpart of the open classroom, the open office, flourishes: some seventy per cent of all offices now have an open floor plan.
The open office was originally conceived by a team from Hamburg, Germany, in the nineteen-fifties, to facilitate communication and idea flow. But a growing body of evidence suggests that the open office undermines the very things that it was designed to achieve. In June, 1997, a large oil and gas company in western Canada asked a group of psychologists at the University of Calgary to monitor workers as they transitioned from a traditional office arrangement to an open one. The psychologists assessed the employees’ satisfaction with their surroundings, as well as their stress level, job performance, and interpersonal relationships before the transition, four weeks after the transition, and, finally, six months afterward. The employees suffered according to every measure: the new space was disruptive, stressful, and cumbersome, and, instead of feeling closer, coworkers felt distant, dissatisfied, and resentful. Productivity fell.

Milwaukee Public Schools shows slight gain in reading, math scores on national exam

Milwaukee Public Schools students’ average reading and math scores on a national exam ticked up slightly in fourth and eighth grade between 2009 and 2013, according to a new report released Wednesday.
But — and there always seems to be a “but” — only the score change in eighth-grade math was statistically significant over those years.
And compared with the performance of 20 other urban districts in 2013, MPS ranked in the bottom four for math and the bottom six for reading.
Still, MPS officials were optimistic about the latest results of the Trial Urban District Assessment, praising the district’s average scale-score increases in reading and math in fourth and eighth grades over the past two years — even though federal statisticians said those changes did not fall outside the margin of testing error.
“Would we like to see statistically significant change? Sure,” said Melanie Stewart, MPS director of assessment. “But in all four areas, we are trending in the positive direction.”
Results from the urban district assessment come from the National Assessment of Educational Progress, a government-sponsored exam administered about every two years that’s considered the best gauge of how students are doing in reading and math.
National and state results on the 2013 assessment were released last month.

Fuller said MPS and community leaders need to think about reaching out to other urban districts showing improvement.
“We can’t keep acting like there’s nobody out there teaching poor, young black and brown students how to read,” Fuller said.

Wisconsin Reading Coalition: 2013 Reading Report Card

he National Center for Education Statistics has released the 2013 scores from the National Assessment of Educational Progress, sometimes called the “Nation’s Report Card.” While the press has rightly focused on Wisconsin’s scores for black students (lowest in the country) and the black-white gap (largest in the country), the data indicates many other areas of concern. Here are some major takeaways from the critical 4th grade reading performance:

  • Wisconsin’s average score (221) in 2013 is identical to 2011, and is statistically unchanged from our first NAEP score (224) in 1992.While we have remained stagnant, many other jurisdictions have seen statistically significant increases.
  • Wisconsin ranked 31st out of 52 jurisdictions that participated in NAEP this year. In 1994, we ranked 3rd.
  • Since 2007, the number of jurisdictions scoring significantly lower than Wisconsin has shrunk from 21 to 11. The number scoring significantly higher has grown from 8 to 15. Wisconsin sits in the lower half of the “middle” group of 26 jurisdictions.
  • Only 8% of Wisconsin students scored at the advanced level, while 32% were below basic, the lowest level.
  • Compared to their peer groups nationwide, Wisconsin’s white, black, Hispanic, Asian, low income, and disabled students all scored below their respective national averages.
  • Wisconsin had the lowest scores for black students in the nation.
  • Wisconsin had the largest gap between white and black students in the nation.

How will Wisconsin respond?
Social and economic disadvantages affect achievement for many students, but other states do better at mitigating those realities. Wisconsin must look within the education system itself for improvement opportunities, starting with teacher preparation. Beginning in 2014, the Foundations of Reading exam will require prospective teachers to understand the science of reading that is woven through the Common Core State Standards and that is necessary for successful intervention with struggling readers. As DPI revises the regulations governing educator licensure and preparation program approval, it will be important to align them with the only comprehensive guidelines available, the Knowledge and Practice Standards for Teachers of Reading (Moats, Carreker, Davis, Meisel, Spear-Swerling, Wilson, 2010), and to encourage independent, objective program reviews for campuses. Equally important, our state and districts need to provide practicing teachers with that same knowledge of language structure and reading acquisition, and to track the impact of professional development on student performance outcomes. Programs like LETRS from Sopris Learning and the online coursework and coaching offerings from the Science of Reading Partnership deserve attention. Only then can we hope to see student outcomes begin to reflect the efforts of our dedicated educators.

Bill would add more math, science credits

Although Wisconsin currently requires the fewest number of math and science credits in the Midwest for high school students to graduate, recently proposed legislation would increase the number of necessary credits in those subjects.
The bill, which received a public hearing Thursday, would require students to take three credits of math and science, as opposed to the current state-required two credits of each.
“As we work to raise the bar this year, we are challenging students to think critically and solve complex problems. We believe that’s what it takes to ensure students are college, career and community ready,” Madison Metropolitan School District Superintendent Jennifer Cheatham said in an email to The Badger Herald. “Additional math and science classes align with that vision. Many of our students already take additional math and science in high school, and we’re supportive of making that a requirement.”
The bill would require more credits at the state level, but many districts in Wisconsin already have higher numbers of mandatory credits, Peter Goff, UW professor in the department of educational leadership and policy analysis, said.




NAEP Wisconsin Results & Commentary with a Remarkable Reading Recovery Booster

The results of the 2013 National Assessment of Educational Progress (NAEP) were released today. For Wisconsin, the news on reading is much the same as it was two years ago at the last NAEP administration. 33.6% of our 4th graders reached the proficient level. Massachusetts again scored at the top, with 50.4% of its 4th graders proficient.
Wisconsin students who are Asian, black, and white, as well as students who are not eligible for a free and reduced lunch, all posted scores that are significantly lower than the national averages for those groups of students. We had no 4th grade sub-groups that scored significantly above the national average for their group.
Wisconsin’s black 8th graders had the lowest scores in the nation, falling below Mississippi and Alabama. Wisconsin’s black 4th graders had the second lowest scores in the nation, and at both 4th and 8th grade, Wisconsin had the largest gap between white and black students.
As we examine the data more fully, we will have more specifics.

Fourth- and eighth-graders across the country made modest advances in national math and reading exams this year, according to data released Thursday, but proficiency rates remained stubbornly below 50% on every test.
Amid the sluggish progress nationwide, a few areas notched drastic improvements on the 2013 National Assessment of Educational Progress exams, with Tennessee and Washington, D.C., –as well as schools on military bases–the only ones achieving statistically significant gains on all tests.
Washington gained a cumulative 23 points since 2011, while Tennessee posted a 22-point jump–both compared with a 4-point national gain. The exams are scored on a 0-500 scale.
Officials in Tennessee and Washington attributed the gains to tougher classroom math and reading standards, improved teacher development and overhauling teacher evaluations.

State posts widest achievement gap in ‘the nation’s report card’ by Lydia Mulvany:

Steven Dykstra, a founding member of the Wisconsin Reading Coalition, a grassroots group devoted to reforming reading instruction, said the state needs to start imitating reforms in other states by training teachers more effectively. In the past, Wisconsin students ranked as high as third in the nation in reading.
“This isn’t a surprise. The last time we did well in reading was when everyone sucked at reading,” Dykstra said. “When some states started doing better, they very quickly left us behind.”
“Left behind” is precisely what the data shows is happening to Wisconsin’s black students:
Eighth graders, reading: 9% were judged proficient; 55% rated below basic, the most of any state.
Fourth graders, reading: 11% were proficient; 65% scored below basic, again the most of any state.
Eighth graders, math: 8% were proficient; 62% rated below basic, better than only three states.
Fourth graders, math: 25% were proficient; 30% scored below basic, again with only three states performing worse.
Henry Krankendonk, a retired Milwaukee Public Schools math curriculum planner and NAEP board member, said Wisconsin’s failure to narrow the disparity — which has existed for decades — is a challenge for Milwaukee in particular, because it has the highest concentration of minority students. Krankendonk said the problem has long been weak standards for what students should know, and he was hopeful that the recent adoption of new standards more in line with NAEP, called Common Core State Standards, would help.

Joint MTI/MMSD District Committees; MTI Survey

Several joint committees were created in the recent negotiations over MTI’s 2014-15 Teacher Collective Bargaining Agreement. The joint committees will study and potentially recommend modification of Contract terms. Each committee will report its recommendations, if any, to Superintendent Cheatham and to the MTI Board of Directors.
The Committee on Teacher Assignments will discuss potential modification of Contract Section IV-F, Teacher Assignments, Surplus, Vacancies and Transfers. MTI’s appointees are: Andy Mayhall (Thoreau), Nancy Roth (West), Karlton Porter (Cherokee) and Doug Keillor.
The Committee on Teacher Evaluation will study and make recommendations pertaining to the District’s implementation of the State-mandated teacher evaluation system, “Educator Effectiveness”. Any revisions will be incorporated into Section IV-H of the Teacher Collective Bargaining Agreement and will become effective July 1, 2014. MTI’s appointees are: MTI President Peggy Coyne (Black Hawk), Andrew McCuaig (La Follette), Kerry Motoviloff (Doyle) and Sara Bringman.
The Committee on Professional Collaboration Time will discuss implementation of the MTI/MMSD Memorandum of Understanding on High School & Middle School Professional Collaboration Time. Power of words pivotal in Toki teacher’s classroom

At a far west Madison school, the News 3 Topnotch Teacher for October 2013 is imparting on students the power that words can have on others.
In early October, Dana Munoz’ sixth-grade class at Toki Middle School was working on its class contract, an agreement about how the students are going to interact with each other for the school year.
“Those usually include things they believe about themselves or they believe about the world and that they really want to happen,” Munoz said. “It sets the tone or the foundation for the rest of the year. I refer to it all the time.”
Munoz, who’s been working at Toki for five years, teaches language arts and likes to emphasize to her students that words, whether written or spoken, can be quite powerful in good or bad ways.
“The words we say, the impact we have on others can make or break someone’s day,” Munoz says. “Not only is it important to read and write, how we relate to one another can change the world.”
Munoz chose to use her words to change the world through teaching. The University of Wisconsin-Madison graduate admits it’s not always easy.

Discipline to follow post-game fights, school official says

A Madison School District official said discipline would be handed down “as quickly as possible” for athletes and students who were involved in fights at the conclusion of a football game Thursday between West and Memorial high schools at Mansfield Stadium.
Alex Fralin, the new assistant superintendent for secondary schools, said his office was “extremely disappointed” by the show of violence, but added that he was hopeful the fights were an “isolated incident.”
At least 27 officers responded after a scuffle in the postgame handshake line following Memorial’s 28-20 victory escalated into a fight between the two teams at about 10:15 p.m. on the field at Memorial High School, 201 S. Gammon Road.
Madison police spokesman Joel DeSpain said referees, coaches and school staff quickly broke up the fighting, which an officer described as “the result of an intense game where emotions were high.”

You would think that white progressives would be the biggest champion of empowering poor families, especially those from historically marginalized communities, with the same opportunities they enjoy. But it isn’t so.

In one exchange with a particularly pharisaical special education teacher in Chicago I asked if she could tell me her story of choosing a school for her black children.
Sadly, that ended our conversation. I’ve asked the question of others too. Still, no response.
It isn’t meant to be a rude question. I’m willing to answer it because it forms the bases for why I care about education policy.
Two factors combined inspire all of my educational activism. The first is my own unremarkable k-12 career, and the second is the fear, worry, and great aspirations I had as a young father.
During my own time in K-12 I witnessed the real disparities in schools. I gained insight, as a kid, into the obvious differences between public and private, rich and poor, safe and dangerous, and so on. This included time in a west coast hippy school, a few poor southern schools, a working class Catholic school, a middle-class Midwestern school, and an ultra-wealthy school for children of privilege.
If we all carry our own experiences (and sometimes baggage) into family decisions about education, that’s mine.
When my first son was born I had all of the normal insecurities a young first-time father might have. But the normal anxieties were accelerated by love, fear, and low income. Suddenly I cared for someone so much more than myself, and I didn’t want my own experience to be his. Specifically, I didn’t want him to work in the service industry as I had up to that point.
There was only one real way to launch him toward his God-given potential, beyond the limitations of income, neighborhood, and demography. Education. It was my one shot at getting him on more equal footing with the children of millionaires I was working for at the time.
Now, many years later, many lessons later, and many confounding choices later, I’ve transformed from unremarkable student, to desperate father, to damn near full-time education activist. Not because my story is special. It’s not. Indeed, my story is too common.
Having seen the immense power of school choice, and the real need for parents to have options when they encounter an educational crossroads for their child, how could I be anything other than a school choice advocate?

New Fed Figures for 2011 Show Wisconsin Taxes 10th Highest Nationally Taxes as Percent of Income Rise to 11.8%, Rank Falls from Ninth

Wisconsin’s state-local tax burden rose from 11.7% to 11.8% of income but its rank fell from 9th to 10th, according to U.S. Census Bureau fi gures. Fiscal year 2011 fi gures were released today and analyzed by the Wisconsin Taxpayers Alliance (WISTAX), a nonpartisan, nonprofi t policy research organization dedicated to citizen education.
In addition to Wisconsin, state-local taxes relative to income rose in 36 other states. Nationally, that percentage rose from 10.7% to 10.9%. Neighboring Illinois saw its tax burden jump from 10.3% (27th) to 11.0% (16th) of income. Minnesota’s taxes climbed from 11.3% (14th) to 11.9% (8th) of income. Minnesota’s jump in rank explains Wisconsin’s drop from 9th to 10th.
“One interesting phenomenon is the increasing similarity of states in the upper midwest,” said WISTAX President Todd A. Berry. “In 2011, ranks for Wisconsin, Minnesota, Illinois, and Iowa were bunched between 8th and 17th.”

Voucher schools don’t always take special needs students

Kim Fitzer’s daughter, Trinity, was attending kindergarten at Northwest Catholic School in Milwaukee with a voucher from the state for the 2011-12 school year. But Trinity, then 6, had gastrointestinal problems and anxiety — conditions that Fitzer said the private school was ill-equipped to address.
Fitzer said the school repeatedly called her to pick up Trinity, saying she was “out of control.” After Trinity knocked papers to the floor and kicked a teacher who tried to restrain her, Fitzer was told the girl was no longer welcome at the school.
Northwest Catholic Principal Michelle Paris said in an email statement that “every decision was made in the very best interest of the child with mutual agreement of our school leadership and the parent.”
But Fitzer said it was not her decision, and she “didn’t have an option.”
Trinity transferred to a Milwaukee public school, where she has received special education services that address her anxiety as a disability.
Under the state’s parental choice program, Northwest Catholic received a $6,442 voucher for Trinity’s enrollment in the private school, but the public school got no extra money for taking her through the end of the school year. Critics of school choice, and a pending federal lawsuit, charge that students with disabilities, such as Trinity, are being underserved by publicly funded vouchers meant to give low-income students in Milwaukee and Racine the chance of a private education.

Seattle Schools’ Administrative Governance: “Culture of Bureaucracy”

There are sometimes days doing this watchdog work that are defeating, sad and frustrating. Today is one those. I’ll get to the issue at hand but a few thoughts first.
I’ve said this before – I do truly believe we have some good and decent people working in SPS. There are several up the food chain who are almost great but, like many a bureaucracy, have those whose work either drags them down or mires them in place.
I’ve also said this before – anyone who works in leadership at SPS who does not read and heed the words in the Moss-Adams report of 2002 is doomed to failure. Or, at least doomed to frustration.
The echo in my head from that brilliant report (and I paraphrase here) –
It does not matter what structural or systemic change you bring to an institution, if the culture of bureaucracy at an institution does not change, nothing changes.

A wallflower becomes a confident leader

Myles Strong didn’t want to be noticed in middle school.
He kept to himself and never spoke in class. He wore bland polo shirts to avoid drawing anyone’s eyes.
“The Myles in middle school would not recognize this person. He’d think this was an alternate version of himself,” Strong, 19, said of himself Thursday at Madison East High School, where he is one of 360 seniors graduating Friday. La Follette High School also holds commencement exercises Friday, and ceremonies for Memorial and West are scheduled for Saturday.
High school is meant to stretch and push students. Strong’s transformation was particularly pronounced, faculty members say, turning a wallflower into a confident leader.
“This is one top-notch young man here,” East Principal Mary Kelley said Thursday when she ran into him in a school hallway.
Kelley was Strong’s principal at Black Hawk Middle School. By coincidence, they transitioned together to East four years ago.
Strong was so shy at Black Hawk he wouldn’t give his opinions in public, Kelley said. Strong puts it more pointedly: “I was living inside myself.”




One year in, Oconomowoc High School staff, students adjusting to change

Time, time, time, see what’s become of Oconomowoc High School.
The nearly 1,500-student high school 30 miles west of Milwaukee attracted a lot of attention a year ago with a transformation plan: Reduce the staff, give most teachers increased workloads and pay, and implement learning approaches that call for more initiative by students and a lot of technology.
As Superintendent Patricia Neudecker (now retired) and high school Principal Joseph Moylan saw it, it was a way to tighten spending while personalizing and improving learning. As critics, including many teachers and students, saw it, it was a way to make things worse.
One year into the new reality, Oconomowoc High still stands. The critics haven’t been proved wrong, but it appears it was a pretty decent year by many measures. Change did not derail the basic flow of a healthy, energetic school and in some ways it helped. But there are signs of the stress the approach is putting on all involved, and change does not come easily.
With a bow to Simon and Garfunkel (“Hazy Shade of Winter,” of course), consider this an update focused on time, time, time.
Teachers’ time: For about a decade, the high school has used a block schedule, which means the school day is built around four longer periods rather than six or seven periods. The conventional teaching load in such a situation is three blocks a day. Many Oconomowoc teachers now teach all four blocks, which means they are in front of students just about all day.
Neudecker said the change was made to reduce staff and save money without reducing offerings to students. “We haven’t cut one program,” she said. “We have not increased our class size.”
In exchange for the heavier workload, teachers receive an additional $14,000 a year. For those affected, that has raised salaries to $50,000 at the starting level and $70,000 or more for experienced teachers.

The family of Mann Scholars continues to grow, achieve

The Mann Scholars Ceremony was celebrated at the Wisconsin Institute of Discovery Town Center on the University of Wisconsin-Madison campus June 7.
“It’s a thrill to welcome you all here today to celebrate our new Mann Scholars and our graduating seniors,” said Madison Metropolitan School District Partnerships Coordinator Kathy Price. “The Madison Board of Education and our new [MMSD] Superintendent Jennifer Cheatham are extending their warmest wishes to you tonight and their sincere congratulations. For the Madison District, the Mann Scholars program represents one of our premiere collaboration of family, school, and community partners. This is one that has served as a model for additional scholarship programs that have been launched including the Sanchez Scholars and our the newest scholarship that we have launched — the Reading Recovery Scholarship Program.”
The Mann Educational Opportunity Fund is a scholarship that honors the late Bernard and Kathlyn Mann, long-time African American residents of Madison whose strong belief in education helped ensure the graduation of their five children from Madison Memorial High School and later from universities. The Mann Program’s goal is to provide mentoring and educational tools to students from the Madison Metropolitan School District who show potential for academic achievement but face significant challenges to reaching their full potential.
Mann Scholars are picked every year based on their academic promise, their motivation, their financial need, and the willingness of their families to encourage participation in enrichment activities. They are primarily, but not exclusively, students of color.




Why aren’t voucher schools subject to open records law?

Last week, Sarah Karon of the American Civil Liberties Union argued in a Cap Times column that voucher schools should be held to the same standard of public scrutiny to which public schools are currently subjected.
She noted that many private schools that participate in the Milwaukee School Choice Program receive the great majority of their money from taxpayer-financed vouchers.
Open records advocates, such as the Wisconsin Newspaper Association and the Wisconsin Freedom of Information Council, agree. If voucher schools are receiving taxpayer dollars, then shouldn’t the fourth estate be allowed to shine a light on them?
“We feel that because there’s a significant amount of money from taxpayers and because there is intense public interest in the metrics (for evaluating schools), they should provide a comparable level of transparency that public schools provide,” says Bill Lueders, president of the WFIC.
Among Republicans, there appears to be a divide over just how much accountability taxpayers can demand from vouchers. Whereas the GOP leadership and Gov. Scott Walker are pushing measures that will subject vouchers to the Common Core academic standards and include voucher student test scores in the statewide Student Information System, conservative stalwart Sen. Glenn Grothman, R-West Bend, one of the loudest advocates of voucher schools, believes those measures pervert the entire idea behind school choice.




Vouchers: First He Came for the Teachers; then He Came for the Kids; School Calendar 2013-14; Ready, Set, Goal Conferences; Parent-Teacher Conferences

As he described it in February, 2011, Governor Scott Walker “dropped a bomb” on Wisconsin’s public employees, attempting to strip them of their rights to collectively bargain. Now he’s aiming at our kids. Walker’s 2013 biennial budget goes a long way in his plan to crush public education in Wisconsin; a move to privatize via VOUCHERS (i.e. providing funding from the area public school to enable parents to pay tuition to send their children to private or religious schools).
In its press conference on May 17, the Forward Institute released their study of the impact of school funding on educational opportunity. The study found that schools with higher poverty levels have experienced greater loss in funding when compared to more affluent schools across the state. The number of students in Wisconsin living in poverty has doubled since 2007, and since 2007 state funding of public education has fallen to its lowest level in 17 years. Walker’s biennial budget proposes to further exacerbate the situation by expanding voucher schools into nine additional areas, including Madison.
Expanding voucher schools will take away funding from our public schools. Not only are school districts required to pay 38.4% of the cost of each voucher; they lose the ability to count the student attending private/parochial schools in the state aid formula on which the amount of revenue is based. In Madison, a person would receive $6,442 from the MMSD to send their child to a private or parochial school. Yet Madison would receive no additional state aid to offset that cost, so payments come directly from money that would have supported education in Madison public schools. It is projected that in the first five years of vouchers, Madison schools could lose nearly $27 million to vouchers.

MTI has received several concerns regarding the calendar, as recently released by the District, for the 2013-14 school year. Among the demands by the District, enabled by Governor Walker’s Act 10, in last year’s negotiations, was that one of the Voluntary Days, August 28, be converted to a mandatory attendance “development day”. It is specifically designated as “development”, not “staff development”. The latter is designated for August 29. Since the 1970’s the Contract provided returning teachers three Voluntary Days, days for which they are paid, but did not have to be at their assigned work site. The new Contract, effective July 1, 2013, reduces that to two days. “All Staff Day” is August 30.
Secondly, an agreement provides that the District has full
discretion as to whether to enable Ready, Set, Goal Conferences. The agreement provides teachers compensation or flex time for engaging parents in such conferences. Because of the proposed cut in State aid under Governor Walker’s Budget, MMSD may not authorize RSG Conferences this fall. They ask that teachers prepare letters inviting parents for such conferences, should funding enable them.
Third, is the issue of Parent-Teacher conferences. The Contract provides that there will be two evenings for conferences and that the day following conferences will also be for conferences with no students present to enable conferences which were not held on the prior evening. The District has failed to list November 13 as being with no students, while they scheduled evening conferences on November 12. The District has proposed to MTI changing the day following each conference to be with students, and having the only “no student” day be November 27, the day before Thanksgiving.

Vouchers are not an existential threat to our local public school structure. Long-term disastrous reading scores are, and merit everyone’s full attention.




Fascinating: UW education dean warns school boards that ALEC seeks to wipe them out

ALEC is still at it, Julie Underwood, dean of the School of Education at the University of Wisconsin-Madison, cautions in “School Boards Beware,” (PDF) a commentary in the May issue of Wisconsin School News.
The model legislation disseminated by the pro-free market American Legislative Exchange Council’s national network of corporate members and conservative legislators seeks to privatize education and erode the local control, Underwood says.
“The ALEC goal to eliminate school districts and school boards is a bit shocking — but the idea is to make every school, public and private, independent through vouchers for all students. By providing all funding to parents rather than school districts, there is no need for local coordination, control or oversight,” she writes in the magazine of the Wisconsin Association of School Boards.
Underwood, who says that Wisconsin public schools already face unprecedented change, last year co-authored a piece about ALEC’s grander plans, a “legislative contagion (that) seemed to sweep across the Midwest during the early months of 2011.”
In her recent piece, Underwood argues that a push to privatize education for the “free market” threatens the purpose of public education: to educate every child to “become an active citizen, capable of participating in our democratic process.”

  • The state this year will start rating each school on a scale of 0 to 100 based on student test scores and other measurables. The idea, in part, is to give parents a way to evaluate how a school is performing while motivating those within it to improve.
  • Several schools across the state — including Madison’s Shorewood Elementary, Black Hawk Middle and Memorial High schools — are part of Wisconsin’s new teacher and principal evaluation system, which for the first time will grade a teacher’s success, in part, on student test scores. This system is to be implemented across Wisconsin in 2014-15.li>And instead of Wisconsin setting its own student benchmarks, the state is moving toward using Common Core State Standards, which have been adopted in 45 other states. State schools are starting new curricula this year in language arts and math so students will be prepared by the 2014-15 school year to take a new state exam tied to this common core and replacing the Wisconsin Knowledge and Concepts Examination.

Although Underwood says she generally backs most of these changes, she’s no fan of the decision announced last month that makes it easier for a person to become a public school teacher — even as those who are studying to become teachers must now meet stiffer credentialing requirements. Instead of having to complete education training at a place like UW-Madison en route to being licensed, those with experience in private schools or with other teaching backgrounds now can take steps to become eligible for a public teaching license.

“I think that’s really unfortunate,” says Underwood, who first worked at UW-Madison from 1986-95 before coming back to town as education dean in 2005.

Tiny private school stands out for taking anyone, charging nothing

As the Rev. Richard Sunderlage entered the elementary classroom at Resurrection Lutheran School one recent morning, all five students shot up out of their desks.
Students at the school are required to stand whenever an adult enters the room. They also must address their elders as “ma’am” or “sir.”
Such rules set the school apart, but so do many other things. It is tiny — just 12 students in first grade through high school — and it is not affiliated with a church. Even rarer, it charges no tuition or fees.
“We don’t want there to be any barriers,” said Sunderlage, the school’s driving force.
Now in its third year, the school appears to be the only no-tuition, no-fees, first-through-12th-grade private school in the state. Matt Kussow, executive director of the Wisconsin Council of Religious & Independent Schools, said he is not aware of any others.
Good Shepherd Lutheran School in Wisconsin Rapids also is tuition-free, but it stops at eighth grade, charges a book fee and caps enrollment at 15. Resurrection Lutheran turns no one away. It has had as many as 33 students and could hold up to 100.




University of Wisconsin tuition and reserves are soaring, but the same is true elsewhere

If Gov. Scott Walker and the Legislature move forward with a vow to freeze tuition at the University of Wisconsin for the next two years, they have some numbers to stand on.
Wisconsin has seen the largest percentage tuition increase of Midwestern state universities over the past five years, according to The College Board, with tuition and fees up 23 percent for in-state undergraduate students. UW tuition has risen 5.5 percent each year since 2007 but had jumped even more in previous years — including an 18.7 percent hike in 2003 at some campuses.
But Wisconsin certainly isn’t the only state where the cost of college continues to rise at public colleges. The College Board data show increases of 21 percent in Minnesota and Illinois and 20 percent in Michigan over the past five years, just under Wisconsin’s 23 percent. Nationally, increases since 2007 have ranged from 78 percent in Arizona and 72 percent in California to 2 percent in Maryland and 3 percent in Ohio.
Despite the increases, tuition at the UW remains largely in the middle of the pack compared to other states, as reported by The College Board.

State Test Scores Confirm Urban League’s Concerns and Call to Action
Madison, WI – Today, the Wisconsin Department of Public Instruction released students’ results on the annual statewide achievement test, Wisconsin Knowledge and Concepts Exam (WKCE). The results confirm concerns raised by the Urban League of Greater Madison, that disadvantaged students and students of color are severely underperforming in many of Wisconsin’s public schools, particularly in the Madison Metropolitan School District.
All Wisconsin public school students completed the test in November 2012. This revised test raised the standards of performance for all students, thereby providing a more accurate picture of students who are on track to graduate from high school academically ready to succeed in college or a career. Test results show that all students, regardless of their race, socioeconomic status or disability, are struggling to achieve to high standards in Madison-area public schools.
This afternoon, the Urban League of Greater Madison joined Madison Metropolitan School District Superintendent Jennifer Cheatham, and leaders of other community organizations, at a press conference where Cheatham shared MMSD’s results. Cheatham presented data showing that an astounding 92% of African American and 85% of Latino students are reading below their grade level, and 90% of African American and 77% of Latino children are failing in mathematics. The data further showed that a large percentage of white students have fallen behind as well, with 42% are reading below grade level and 33% failing in math.
In reflecting on the scores, Darrell Bazzell, the Chair of Urban League’s Board of Directors said, “These numbers are a stark message that Madison’s public schools are at a tipping point and that our community must embrace change. The implications for our region are profound. For the sake of our community and our children, Madison can, and must, do better for all students and families.”
Bazzell further stated that, “Every citizen in our community must say that ‘we will no longer harbor these gaps; that we accept responsibility for addressing these challenges; and that we will commit to doing all that we can to ensure all of our children succeed. We must also acknowledge where we are not succeeding and commit to change in smart, innovative and effective ways that lead to real progress for our kids’.”
In response to these troubling statistics, Urban League President and CEO, Kaleem Caire, shared that, “When 90% of Black children cannot read at their grade level, we are significantly reducing the possibility of success for an entire generation. This issue negatively affects not only this generation of children, but also the vitality of our entire region. If not addressed quickly, it will affect the quality of the lives of all citizens who call Madison home.” To address these challenges, Caire said “The Urban League is working to build a pipeline of high quality cradle to career educational and employment services that positively impact the entire family, move all children towards high performance, and prepare youth and adults for career success.” He further highlighted, “We have already begun working with the Madison Schools, other area school districts, employers and community partners to ensure that we attack the persistence of underachievement and other contributing factors, such as poverty, at its core. ”

New Front in Charter Schools In Massachusetts, a Pair of Democrats Push to Lift Restrictions in Some Districts

Massachusetts lawmakers are considering eliminating a cap on the number of charter schools that can operate in the lowest-performing school districts, including here in the capital city.
While other states also have weighed lifting caps, charter advocates point to left-leaning Massachusetts as a somewhat unlikely model for the movement. “This demonstrates that charter schools are a viable reform,” said Nina Rees, president of the National Alliance for Public Charter Schools, a nonprofit aimed at advancing the movement. “If it can happen in Massachusetts, it can happen anywhere.”
Charter schools receive public funding but, unlike public schools, employ mostly nonunion teachers and have autonomy in school districts, which allows them to set their own conditions, such as longer school days. They have long been embraced by Republicans for introducing choice in education, but have been assailed by some teacher unions and others as hurting traditional public schools.

Madison appears to be going in the opposite direction.

History comes alive at students’ wax museum

Third- and fourth-graders at Our Redeemer Lutheran School created the look of a wax museum by dressing up and remaining still in poses for about six minutes at a time.
Visitors to the exhibit Feb. 21 at the West Side school could push a button pinned to the students’ costumes to have them recite one of three facts they memorized about their characters. Tri-fold boards set on tables behind the students offered full biographies of the people they chose to portray from Henry Ford to Harry Houdini to Pocahontas.
“Some poses are harder than others,” said fourth-grader Anika Stone, 9, who wore a gold coat and a diamond tiara to portray Queen Elizabeth.
“When you’re standing, it’s a little harder,” said fourth-grader Erin Zenk, 10, who also portrayed royalty by wearing a white strapless gown as Princess Diana.
Anika as Queen Elizabeth interacted with another student, third-grader Will Popp, 8, who was dressed as Gen. Norman Schwarzkopf, to depict when she made him an honorary knight.




Does the School Board Matter? Ed Hughes argues that experience does, but what about “Governance” and “Student Achievement”?

I’ve become a broken record vis a vis Madison’s disastrous reading results. The District has been largely operating on auto-pilot for decades. It is as if a 1940’s/1950’s model is sufficient. Spending increases annually (at lower rates in recent years – roughly $15k/student), yet Madison’s disastrous reading results continue, apace.

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.

The other useful stat buried in the materials is on the second page 3 (= 6th page), showing that the 3rd grade proficiency rate for black students on WKCE, converted to NAEP-scale proficiency, is 6.8%, with the accountability plan targeting this percentage to increase to 23% over one school year. Not sure how this happens when the proficiency rate (by any measure) has been decreasing year over year for quite some time. Because the new DPI school report cards don’t present data on an aggregated basis district-wide nor disaggregated by income and ethnicity by grade level, the stats in the MMSD report are very useful, if one reads the fine print.

How many School Board elections, meetings, votes have taken place since 2005 (a number of candidates were elected unopposed)? How many Superintendents have been hired, retired or moved? Yet, the core structure remains. This, in my view is why we have seen the move to a more diffused governance model in many communities with charters, vouchers and online options.
Change is surely coming. Ideally, Madison should drive this rather than State or Federal requirements. I suspect it will be the latter, in the end, that opens up our monolithic, we know best approach to public education.




Students find voices through poetry

Students say Spoken Word is a nonjudgmental club where they can write poetry, some of which they later recite at poetry slams.
“I feel like I found my people,” said Selin Gok, 16, a sophomore at West High School who wrote a poem about body image and named it “Thick Chick.”
Selin competed Friday in a regional slam at West for the chance to take part in the state competition March 2 in Milwaukee, and her poem was chosen. Poems are limited to three minutes.
Other slams were held at Goodman Community Center. East High School will hold its slam Thursday.
Those who advance at state will have the opportunity to attend the national event, Brave New Voices, Aug. 7-11 at the University of Chicago.
The slams are open to those ages 13 to 19, and Madison School & Community Recreation supports Spoken Word clubs at East and West.




Wisconsin Governor: Scott Walker proposes expanding voucher school program, raising taxpayer support

Gov. Scott Walker is proposing increasing by at least 9% the taxpayer funding provided to private and religious voucher schools – an increase many times larger in percentage terms than the increase in state tax money he’s seeking for public schools.
The increase in funding for existing voucher schools in Milwaukee and Racine, the first since 2009, comes as the Republican governor seeks to expand the program to nine new districts, including Waukesha, West Allis-West Milwaukee and Madison. Walker is also proposing allowing special-needs students from around the state to attend private schools at taxpayer expense.
Even after the proposed increase to voucher funding and the substantial cuts Walker and lawmakers approved for public schools in 2011, the aid provided to voucher schools would still be substantially less on a per-pupil basis than the overall state and local taxes provided to public schools.
But to provide that bigger increase to voucher schools, the Republican governor will need to persuade lawmakers to break a link in state law that currently binds the percentage increase in aid to voucher schools to the percentage increase in state general aid given to public schools.

Measures of Academic Progress Conflict in Seattle May Affect Wisconsin

MAP is very different from the WKCE. It is given by computer, it is given three times a year (in most schools), and results are known immediately. I’ve sat in on teacher meetings where MAP results were being used well to diagnose students’ progress and prod good discussion of what teachers could do to seek better results.
Some school districts (West Allis-West Milwaukee is one) are using MAP results as part of evaluating teachers. Milwaukee Public Schools, which began using MAP several years ago, isn’t doing that, but it is using overall MAP results as an important component of judging whether a school is meeting its goals.
MAP is an “adaptive” test – that is, the computer program modifies each test based on how a child answers each question. Get a question right and the next question is harder. Get a question wrong and the next one is easier. This allows the results to pinpoint more exactly how a child is doing and aims to have every student challenged – the best don’t breeze through, the worst don’t give up when they’re entirely lost.
MAP tests are generally given three times a year, which is one of the things supporters like and critics hate. On the one hand, you get data frequently and can make mid-course corrections. On the other hand, it means more times in the year when school life is disrupted.
A MAP spokeswoman said in December there were 287 “partners” in Wisconsin, ranging from MPS down to individual private schools. Many suburban districts use MAP, as do many Catholic and other private schools and charter schools.
At a lot of schools in southeastern Wisconsin, there is enthusiasm for using MAP and it is seen as a good way to judge how kids are doing and to determine what to focus on in helping them.

Madison recently began using “Measures of Academic Progress”.




Why are people leaving Wisconsin? State ranked in top 10 for out-migration

Wisconsin is among the top 10 states for people moving out, according to the annual survey from United Van Lines. Forbes reported the story recently and it has been widely circulated — although probably not by many chambers of commerce.
The moving company United Van Lines has been doing the survey for 36 years and analyzed some 125,000 residential moves in the continental U.S. last year. While not scientific, it does provide a nice snapshot of migration patterns, along with fodder for social media chatter.
“I think people see Wisconsin as a dead end,” says George Dreckmann, longtime city of Madison recycling coordinator. “The paper industry is near death, the auto industry is gone. Our flagship university is closed to most of the state’s kids. The government under both Walker and (former Gov. Jim) Doyle showed no initiative or imagination. If I wasn’t 62, I’d be leaving, too.”
At No. 10 with 55 percent of 2,405 United Van Lines moves considered “outbound,” Wisconsin isn’t alone as a Great Lakes state seeing residents flee. Illinois is No. 2 and Michigan is No. 6. New Jersey was No. 1 with 62 percent of moves outbound. The top 10 also includes West Virginia (No. 3), New York (No. 4); New Mexico (No. 5); Connecticut (No. 7); Maine (No. 8) and Kentucky (No. 9).




Wisconsin School District Budget Outlook

Educators across Wisconsin blame 20 years of state-imposed limits on how much revenue they can generate from state aid and property taxes for perennial program cuts and increasing class sizes. When former Gov. Tommy Thompson introduced the limits in 1993 to help keep a lid on property taxes, he also committed the state to covering two-thirds of the cost of K-12 education, but the state share has declined to about 62 percent.
“The revenue limit is the villain,” said Jamie Benson, superintendent of the River Valley School District just west of Dane County, which recently approved $630,000 in cuts, including 13 layoffs that affect art, English, business, technical education and computer classes.
The layoffs were based on the state increasing funding $50 per student. An increase of $200 per student might spare three of those layoffs, Benson said. Portage’s layoffs are based on no increase.
“You can’t have a revenue cap increase per year that goes up at 2 percent or less when your expenses, whether it’s lighting, gas, books, technology or staff, go up at a higher rate,” Benson said.

Suburban Milwaukee schools take on minority students’ achievement gap

Means, the superintendent of Mequon-Thiensville schools and the most prominent African-American involved in education in Milwaukee suburban schools, is pushing to have constructive conversations about a subject few have wanted to discuss publicly: the lower achievement overall of minority children in suburban schools, at a time when the number of minority children in those schools is rising.
Means’ presentation came on a recent evening before 35 people at Wauwatosa West High School, a session hosted by Wauwatosa and West Allis-West Milwaukee school officials.
A few weeks earlier, Means made a similar presentation at Whitefish Bay High School. He has made the same pitch in the district where he works and just about anywhere else people will listen to him.
He is spearheading the launch of a collaborative effort involving at least a half-dozen suburban districts aimed at taking new runs at improving the picture.
The gaps are widespread and persistent. Black kids and Hispanic kids do not do as well in school as their white peers, even in the schools with the highest incomes, best facilities, most stable teaching staffs and highest test scores.
But Means told the Wauwatosa audience that schools shouldn’t focus on societal factors they can’t control. There are things schools can do, he said, such as making more meaningful commitments to high expectations for all students, insisting on rigor in classrooms, and ensuring that culturally responsive teaching styles and relationship-building are prevalent.
Means advocated three broad routes for schools:

Mequon-Thiensville’s 2012-2013 budget is $51,286,130 or $14,024 for 3,657 students. Madison will spend $15,132 per student during the 2012-2013 school year.




Parents, teachers fear growing pains at Badger Rock charter school

Madison’s newest charter school opened in a state-of-the-art green building this fall, but parents and teachers are already worried there isn’t enough room for additional students next year.
It’s not that the classrooms at Badger Rock Middle School are cramped — they’re more spacious than most others in the district. But parents and teachers say there just aren’t enough rooms to serve the needs of the school.
The principal had to negotiate with the building owner to carve out an area for private meetings between teachers, parents and students. The nurse’s clinic doubles as a teacher break room. And when the number of students increases from 100 to 150 next year, a grade level will move into what is now the art and science room.
“When they planned out the building they said, ‘We have this great idea and it looks like this,'” said Tom Purnell, the parent of twin seventh-graders at Badger Rock. “Do I want to send my kids where the vision is or where the reality is?”




Wisconsin DPI Superintendent Tony Evers (running for re-election in 2013) Proposes New State Tax $ Redistribution Scheme

State Superintendent Tony Evers on Monday reintroduced a proposal from two years ago to increase state funding for public education and change the way the state finances its public schools as part of his 2013-’15 budget request.
The proposal calls for a 2.4% increase in state aid in the first year of the budget and a 5.5% increase in 2014-’15, which Evers said would put the state back on track to return to two-thirds’ state support for public school costs by 2017.
The Department of Public Instruction’s 2013-’15 budget proposal guarantees state funding of $3,000 per pupil and would result in every school district either getting more state money or the same money as before, but Republican legislators on Monday did not express confidence in the total package.
Luther Olsen, chair of the Senate Education Committee and a Republican from Ripon, said Evers’ “Fair Funding for our Future” plan just shifts money around between districts and doesn’t really award more money to schools.
Olsen did say he would like to increase districts’ revenue limit authority per student – or the combined amount they can raise in state general aid and local property taxes – by at least $200 per pupil starting in the first year of the next biennial budget.
Evers announced his 2013-’15 state public education budget request Monday at Irving Elementary School in West Allis.

WisPolitics:

Walker spokesman Cullen Werwie said the proposal will be reviewed in the context of the overall budget, but said education is one of Walker’s top budget priorities.
“The governor will work to build off of the work done with Superintendent Evers on school district accountability and Read to Lead as he creates the first version of the state budget, which will be introduced early next year,” Werwie said.
Evers also said he’ll run for re-election next year, adding that despite the funding cuts, he’s excited to continue pushing reform and accountability.
“In order for us to create a new middle class and to move our state forward in a positive way, our public schools need to be strong, and the reforms we’re implementing now are going a long way toward accomplishing that,” Evers said. “We’re in a great place as a state and we’ll keep plugging away.”
Various conservative education sources said no candidate has come forward to challenge Evers yet, but talks were ongoing with potential challengers. Nomination papers can be circulated Dec. 1 and are due back to the GAB Jan. 2.

Act 10 & WEAC Reorganization
Governor Walker’s Act 10 was intended to kill public sector unions and it has caused a significant negative impact on them. Other than the urban unions, WEAC’s membership is about one-half of that prior to the enactment of Act 10. This has caused WEAC and the Wisconsin American Federation of Teachers to discuss merger. And, that is the subject of a Special WEAC Representative Assembly to be held December 1.

At its October 16 meeting, the MTI Faculty Representative Council re-elected Greg Vallee (Thoreau) to one of the at-large positions on the MTI Board of Directors. For the other position, the vote was tied between Pete Smith (Lowell) and Lauren Mikol (Lincoln). They will meet at MTI Headquarters today to participate in a drawing to determine the winner. The Board consists of the MTI President, President-Elect, Vice-President, Past-President, Secretary, Treasurer and four at-large positions. Officers are elected by the general membership each April, and two at-large positions by the MTI Faculty Representative Council each October.
In other elections, the Council re-elected Nancy Roth (West) and elected Susie Hobart (Lake View) to the MTI Cabinet on Personnel. The Cabinet, which oversees MTI’s employment relationship with its staff, consists of four at-large positions elected by the Council, the MTI President and Treasurer, and the Presidents (or his/her designee) from MTI’s educational assistant, school security assistant, substitute teacher, and clerical/technical bargaining units.
For the MTI Finance Committee, the Council re-elected Bruce Bobb (Shabazz/Cluster) and Andrew Waity (Crestwood) and elected Karen Lee-Wahl (Huegel). The Finance Committee oversees the development of the Union’s budget for presentation to and action by the MTI Joint Fiscal Group. The Committee consists of the MTI President and Treasurer, three at-large positions elected annually by the Council, and the Presidents (or his/her designee) from MTI’s educational assistant, school security assistant, substitute teacher, and clerical/technical bargaining units.
The Council also re-elected to MTI’s Political Action Committee (MTI-VOTERS) Andy Mayhall (Thoreau), Karen Vieth (Sennett), Kathryn Burns (Shorewood), and Liz Wingert (Elvehjem). The Committee consists of the MTI President, Treasurer, the Presidents (or his/her designee) from MTI’s educational assistant, school security assistant, substitute teacher, and clerical/technical bargaining units, and nine members elected by the MTI Faculty Representative Council, one of whom is a member of MTI’s retired teacher organization.
Due to a retirement, a vacancy existed as MTI Delegate to the South Central Federation of Labor. The Council elected David Fawcett (Allis) to fill the remainder of the term.
In addition, due to retirements and a person taking a position out of the bargaining unit, four vacancies existed on the MTI Bargaining Committee. The Council elected Laurie Solchenberger (Lincoln) for Elementary School Representative; Gabe Chavez (Jefferson) for Middle School Representative; Peggy Ellerkamp (La Follette) for High School Representative; and Matt Gray (Jefferson) for At-Large Representative.




1 in 8 Wisconsin public schools not meeting expectations, DPI says

Update: One in eight public schools in Wisconsin aren’t meeting expectations set out by the state’s new accountability system, the Department of Public Instruction announced Monday.
Three in four schools are either meeting expectations or exceeding expectations, while about 10 percent of the state’s 2,118 public schools did not receive a rating.
No Madison schools failed to meet expectations, though 10 Madison schools received ratings in the second-lowest “meets few expectations” category. The Madison school with the lowest rating was East High School with a score of 55.6 on a scale of 0 to 100.
Seven Madison schools “significantly exceed expectations,” a designation assigned to only 3 percent of schools in the state. They were Van Hise, Randall, Shorewood Hills, Marquette, Franklin and Lapham elementaries and Hamilton Middle School.
The Department of Public Instruction on Monday released report cards for more than 2,000 public schools in Wisconsin. They can be accessed here.




Is Teacher Union “Collective Bargaining” Good for Students?



The Madison School Board has scheduled [PDF] a 2:00p.m. meeting tomorrow, Sunday 30 September for an “Initial exchange of proposals and supporting rationale for such proposals in regard to collective bargaining negotiations regarding the Collective Bargaining Agreements (CBA) for MMSD Madison Teachers, Inc. (MTI) Teachers, Substitute Teachers, Educational Assistants, Supportive Educational Employees (SEE), and School Security Assistants (SSA), held as a public meeting pursuant to Wis. Stat. §111.70(4)(cm)”.
The School Board along with other Madison area governments have moved quickly to negotiate or extend agreements with several public sector unions after a judicial decision overturning parts of Wisconsin’s Act 10. The controversial passage of Act 10 changed the dynamic between public sector organizations and organized labor.
I’ve contemplated these events and thought back to a couple of first hand experiences:
In the first example, two Madison School District teacher positions were being reduced to one. Evidently, under the CBA, both had identical tenure so the choice was a coin toss. The far less qualified teacher “won”, while the other was laid off.
In the second example, a Madison School District teacher and parent lamented to me the poor teacher one of their children experienced (in the same District) and that “there is nothing that can be done about it”.
In the third example, a parent, after several years of their child’s “mediocre” reading and writing experiences asked that they be given the “best teacher”. The response was that they are “all good”. Maybe so.
Conversely, I’ve seen a number of teachers go far out of their way to help students learn, including extra time after school and rogue curricula such as phonics and Singapore Math.
I am unaware of the School Board meeting on a Sunday, on short notice, to address the District’s long time reading problems.

Ripon Superintendent Richard Zimman’s 2009 Madison speech to the Madison Rotary Club is worth reading:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

This being said, I do find it informative to observe the Board’s priorities in light of the District’s very serious reading problems.
This article is worth reading in light of local property taxes and spending priorities: The American Dream of upward mobility has been losing ground as the economy shifts. Without a college diploma, working hard is no longer enough.

Unlike his parents, John Sherry enrolled in college after graduating from high school in Grand Junction, a boom-bust, agriculture-and-energy outpost of 100,000 inhabitants on Colorado’s western edge. John lasted two years at Metropolitan State University in Denver before he dropped out, first to bag groceries at Safeway, later to teach preschool children, a job he still holds. He knew it was time to quit college when he failed statistics two semesters in a row. Years passed before John realized just how much the economic statistics were stacked against him, in a way they never were against his father.
Greg Sherry, who works for a railroad, is 58 and is chugging toward retirement with an $80,000-a-year salary, a full pension, and a promise of health coverage for life. John scrapes by on $11 an hour, with few health benefits. “I feel like I’m working really hard,” he says, “but I’m not getting ahead.”
This isn’t the lifestyle that John’s parents wished upon their younger child. But it reflects the state of upward–or downward–mobility in the American economy today.

Adjusting for inflaton, the cost of attending a public, in-state college rose 268% from 1981 to 2011

Late summer is when parents bring their children to college. As they drive to campus they’re worried about tuition increases, the burden of student debt and whether their children will find jobs when they graduate.
Some parents and high-school students are beginning to question the value of a four-year college degree in this post-Great Recession world. And you can certainly understand why they have these concerns:
College costs keep rising. The College Board reports that from 1981 to 2011, after adjusting for inflation, the average published cost of going to college is up 180% for private, nonprofit four-year colleges and 268% for in-state, public four-year colleges.

Wow. I remember my first semester at the UW- Madison 31 years ago. In state tuition was $399/semester. That is $944 in 2010, according to this calculator. Current in state UW-Madison tuition is about 5,000/semester. Crazy.




Do We Still Segregate Students? Schools around the nation are ‘detracking’ classes, putting kids of all achievement levels in the same room. Does that sabotage higher achievers?

WHEN ERIC WITHERSPOON became superintendent of Evanston Township High School (www site) near Chicago in 2006, he walked into a math class where all the students were black. “A young man leaned over to me and said, ‘This is the dummy class.'”
The kids at Evanston who took honors classes were primarily white; those in the less demanding classes were minority–a pattern repeated, still, almost 60 years after integration, across the nation. All of the Evanston kids had been tracked into their classes based on how they’d performed on a test they took in eighth grade.
Last September, for the first time, most incoming freshmen, ranging from those reading at grade level to those reading far above it, were sitting together in rigorous humanities classes. When I visited, students of all abilities and backgrounds met in small groups to discuss one of the required readings, which include A Raisin in the Sun and The Odyssey. This September, most freshmen will sit side-by-side in biology classes.
Mindy Wallis, the mother of a sophomore at Evanston Township High, agrees. She opposed the decision to detrack, and spearheaded a petition that advocated waiting for the results of a three-year evaluation before making changes that so substantively affected the freshman class. Angela Allyn, whose 14-year-old son just took a freshman humanities class, says her son was hungry to read more than two-thirds of The Odyssey, which was all the class required. He was encouraged by his teachers to read the entire book, but Allyn says the teachers didn’t help him navigate difficult portions during class, so she had to work with him into the late hours of the night. Her son was teased by classmates, she says, for “showing off and using big words,” something she believes wouldn’t have occurred if he’d been grouped with a similar cohort. Detracking, she contends, focuses “on bringing the bottom up–and there’s an assumption that our bright children will take care of themselves.” She acknowledges that because she’s seen as having “white privilege,” despite the fact that she put herself through school and even occasionally had to use soup kitchens to get by, she’s perceived as racist by merely making such a comment.

Adam Gamoran
, director of the Wisconsin Center for Education Research, also believes that race is part of the debate: “People who support tracking are more interested in productivity and less concerned about inequality, and people who are critics tend to focus on inequality and don’t spend too much time thinking about productivity.” Gamoran argues that schools that want to keep ability-grouping need to do a better job with the students in the lowest tracks, but he also believes that the most capable students may not always be sufficiently challenged in mixed-ability classes. “There’s no single solution,” he says. “The point is to try to address the limitations of whatever approach is selected.”

“The United States’ failure to educate its students leaves them unprepared to compete and threatens the country’s ability to thrive in a global economy.” Such was the dire warning recently issued by a task force sponsored by the Council on Foreign Relations.
Chaired by former New York City schools chancellor Joel I. Klein and former U.S. secretary of state Condoleezza Rice, the task force said that the country “will not be able to keep pace–much less lead–globally unless it moves to fix the problems it has allowed to fester for too long.”
The report’s views are well supported by the available evidence. In a 2010 report, only 6 percent of U.S. students were found to be performing at the advanced level in mathematics, a percentage lower than those attained by 30 other countries.ii Nor is the problem limited to top-performing students.
Only 32 percent of 8th- graders in the United States are proficient in mathematics, placing the United States 32nd when ranked among the participating international jurisdictions. Although these facts are discouraging, the United States has made substantial additional financial commitments to K-12 education and introduced a variety of school reforms.
Have these policies begun to help the United States close the international gap?
Progress was far from uniform across the United States, however. Indeed, the variation across states was about as large as the variation among the countries of the world. Maryland won the gold medal by having the steepest overall growth trend. Coming close behind, Florida won the silver medal and Delaware the bronze. The other seven states that rank among the top-10 improvers, all of which outpaced the United States as a whole, are Massachusetts, Louisiana, South Carolina, New Jersey, Kentucky, Arkansas, and Virginia.
Iowa shows the slowest rate of improvement. The other four states whose gains were clearly less than those of the United States as a whole, ranked from the bottom, are Maine, Oklahoma, Wisconsin, and Nebraska. Note, however, that because of nonparticipation in the early NAEP assessments, we cannot estimate an improvement trend for the 1992-2011 time period for nine states–Alaska, Illinois, Kansas, Montana, Nevada, Oregon, South Dakota, Vermont, and Washington.

Wisconsin’s ACT scores tell story of student benchmarks

The first question when ACT releases its annual wave of data on college entrance test results is: What’s our score?
The statewide answer in the results released last week was pretty good, which is to say, almost exactly the same as every year for more than a decade. Wisconsin (22.1 overall average score) did better than the nation as a whole (21.1). Some schools and districts were up, some down, most almost exactly the same.
But if you really want to know how we did, there are insights in the results that go deeper than one number. They deserve attention not only in schools but in every home where children are at the start of a new school year. Let’s look at four:
Early grades: In addition to college entrance tests, ACT offers tests such as EXPLORE, which assesses whether eighth-graders are on track to succeed. In fact, as part of the new “waiver” plan to improve student success, Wisconsin officials are going to push to have that test used more widely.
An eye-catching result, based on national data: ACT determines what percentage of eighth graders meets some or all of four benchmark goals. The percentages of kids who meet zero, one, two, three or all four goals in eighth grade are almost exactly the same as the percentages who meet comparable benchmarks in 12th grade.

Tennessee Directs Nashville to Back Charter School; Per Student Spending Comparison

The Tennessee State Board of Education has cleared the way for a charter school backed by neighborhood parents to open in middle-class West Nashville.
The board voted Friday to direct the Metro Nashville Public Schools to approve an application by Great Hearts Academies, a nonprofit that operates prep-school-like charter schools in the Phoenix area, to open a school in 2014. The group hopes to open four more schools across Nashville after that.
The Nashville school board, whose members are elected on a nonpartisan basis, approved two other charter schools last month. But it twice rejected Great Hearts’ application, claiming the school would recruit only affluent students and harm diversity efforts in the district, where 45% of elementary students passed state reading exams last year, and 33% passed math. The local teachers union didn’t take a public stand on the application.

Nashville schools spent $674,034,800 [PDF] to educate 79,117 students [District Fact Sheet PDF, 71% “economically disadvantaged”] during the 2011-2012 school year ($8519.47/student), 42% less than Madison’s $14,858.




Wisconsin’s Achievement Stagnation: 1992 – 2011

“Yet when compared to gains made by students in other countries, progress within the United States is middling, not stellar (see Figure 1). While 24 countries trail the U.S. rate of improvement, another 24 countries appear to be improving at a faster rate. Nor is U.S. progress sufficiently rapid to allow it to catch up with the leaders of the industrialized world.”
“Meanwhile, students in Wisconsin, Michigan, Minnesota, and Indiana were among those making the fewest average gains between 1992 and 2011. Once again, the larger political climate may have affected the progress on the ground. Unlike in the South, the reform movement has made little headway within midwestern states, at least until very recently. Many of the midwestern states had proud education histories symbolized by internationally acclaimed land-grant universities, which have become the pride of East Lansing, Michigan; Madison, Wisconsin; St. Paul, Minnesota; and Lafayette, Indiana. Satisfaction with past accomplishments may have dampened interest in the school reform agenda sweeping through southern, border, and some western states.”

    The results: Only 35.8% of Wisconsin’s WKCE test-takers in third through eighth and 10th grade in fall 2011 scored proficient or better in reading, and just 48.1% scored proficient or better in math.
    Compare that with March, when the state released 2011 WKCE results that showed 78% and 82% of students scored proficient or better in math and reading.
    Under the new benchmarks, just 41.9% of white students scored proficient or advanced in reading, and 55.2% met that mark in math on the latest state test. Previously, more than 87% of white students were considered proficient or better in reading, and 84.3% were considered to have scored proficient or better in math in 2011.
    As for the state’s black students – many of whom attend Milwaukee Public Schools – 13.4% are considered proficient or advanced in reading, down from 58.7% using the old grading scale.
    Rep. Steve Kestell, a Republican from Elkhart Lake who chairs the Assembly’s Education Committee, called the revised picture of student performance a “necessary and long-delayed wake-up call for Wisconsin.”
    “We’ve been trying to tell folks for some time that we’ve been looking at things through rose-colored glasses in Wisconsin,” he added. “It was a hard thing to communicate, and it was largely ignored. This is a new awakening.”
    State Sen. Luther Olsen (R-Ripon), who chairs the Senate Education Committee, said: “We’ve known for years that our proficiency-cut scores are way below where they should be, and really, this shows that we have got to do a better job.”
    Under the past decade of No Child Left Behind, Wisconsin had been criticized for having a more lenient bar for proficiency than other states.

    Still, the new results should be a “smack in the face” for Wisconsin, said Adam Gamoran, director of the Wisconsin Center for Education Research at UW-Madison.
    “It’s going to be a wake-up call,” Gamoran said. “It’s a more honest reckoning of where Wisconsin students stand relative to other students across the nation and relative to the goals we want for all of our students.”
    The old results were based on whether students were meeting Wisconsin’s definition of being at grade-level, whereas the new results reflect more rigorous standards of what it means to be prepared for college or a career used for the National Assessment of Educational Progress, also known as the nation’s report card.
    About 3,000 4th and 8th graders in Wisconsin take the NAEP every other year. In 2011, 32 percent of Wisconsin 4th graders scored proficient on NAEP’s reading test and 39 percent scored proficient on the math test.
    The data released Tuesday marks the first time DPI has converted results of the state test, which more than 430,000 students in grades 3-8 and 10 take in the fall, to the NAEP benchmarks.
    DPI won’t release recalculated results for individual schools and districts until the fall, when it also plans to release individual school report cards with ratings on a scale of 0 to 100.
    Kim Henderson, president of the Wisconsin Parent Teacher Association, said parents pay closer attention to state test scores than NAEP scores, so the results could “bring up a lot of good questioning.”

  • State sets new, tougher standards for student tests by the Associated Press:

    To get the waiver, Wisconsin had to develop its own accountability system in addition to teacher and principal evaluations, among other things.
    The scores will be included on new school report cards to be released in the fall. How well individual students in grades 3-8 and 10 do on reading and math tests they take in November will be released next spring.
    The new school report cards were developed in conjunction with Gov. Scott Walker, legislative leaders and others over the past year. They will include a numerical rating for individual schools from 0-100 based on student achievement, growth, graduation rates and closing of achievement gaps between different groups of students. The scores will generate an overall total that will place each school into one of five categories ranging from “Fails to Meet Expectations” to “Significantly Exceeds Expectations.”
    “This new system will empower parents, allowing them to make education related decisions based on reliable and uniform data,” Walker said in a statement.
    Sample report cards, without actual school data, are posted online to solicit feedback through Aug. 12.

Recently he was invited by the Government of Chile to assume responsibility of turning around and improving test scores in 1,100 of Chile’s lowest performing schools. He was invited by the Government of Haiti to advise their Prime Minister and education team. He also served as an education adviser to London- Prime Minister Tony Blair.

Parents understand an ‘A,’ but what about a ‘yellow’ on a school report card?

Parents might know what an A means when they see it on a report card, but what if their school was graded “blue?”
The state Education Department is backing away from its plan to grade schools using three colors — red, yellow and green — to one that would use five colors, saying it would be more helpful to parents.
But several education advocacy groups say the new plan is better than the “traffic light,” but still falls short of a report card system they said works well in other states and gives parents a clear indication of a school’s progress.
“We’re glad to hear about the five categories — a big improvement for the new public reporting system,” said Amber Arellano, executive director of the Education Trust -Midwest. “We still think parents intuitively understand an A to F system better than a color system. For example, what does “yellow” mean to a parent in terms of school quality?”

Madison adopted a “standards-based” report card for middle schools several years ago. Unfortunately, it was not, at the time, compatible with the then new “infinite campus” system. Has this changed?




Housing Costs, Zoning, and Access to High-Scoring Schools

As the nation grapples with the growing gap between rich and poor and an economy increasingly reliant on formal education, public policies should address housing market regulations that prohibit all but the very affluent from enrolling their children in high-scoring public schools in order to promote individual social mobility and broader economic security.

An analysis of national and metropolitan data on public school populations and state standardized test scores for 84,077 schools in 2010 and 2011 reveals that:
Nationwide, the average low-income student attends a school that scores at the 42nd percentile on state exams, while the average middle/high-income student attends a school that scores at the 61st percentile on state exams. This school test-score gap is even wider between black and Latino students and white students. There is increasingly strong evidence–from this report and other studies–that low-income students benefit from attending higher-scoring schools.
Northeastern metro areas with relatively high levels of economic segregation exhibit the highest school test-score gaps between low-income students and other students. Controlling for regional factors such as size, income inequality, and racial/ethnic diversity associated with school test-score gaps, Southern metro areas such as Washington and Raleigh, and Western metros like Portland and Seattle, stand out for having smaller-than-expected test score gaps between schools attended by low-income and middle/high-income students.
Across the 100 largest metropolitan areas, housing costs an average of 2.4 times as much, or nearly $11,000 more per year, near a high-scoring public school than near a low-scoring public school. This housing cost gap reflects that home values are $205,000 higher on average in the neighborhoods of high-scoring versus low-scoring schools. Near high-scoring schools, typical homes have 1.5 additional rooms and the share of housing units that are rented is roughly 30 percentage points lower than in neighborhoods near low-scoring schools.

Badger Rock charter school plan hits hurdle

Madison School District officials are warning that the group financing a building for the city’s newest charter school is short of its fundraising goal, and families are wondering if their children will be in another temporary location in the fall.
The organization building an environmental campus that will include Badger Rock Middle School is “100 percent confident” it will be able to secure $1.1 million in loans and raise about $340,000 over the next two months.
Also, the construction manager for the project said Tuesday the building will be completed by July 31, in time for the school’s second year of operation.
“Although administration doesn’t share their confidence, we fully agree that there is sufficient time to finish this project if there is an increased sense of urgency on the job site in the very near future,” Superintendent Dan Nerad wrote in a memo to the Madison School Board last week.
Nerad briefed the board on the matter Monday night.




School referendums greeted favorably by Wisconsin voters

Beloit has the state’s highest unemployment rate at 12.5 percent, and property values in the Beloit School District averge $198,000 per student — one of the lowest ratios in the state.
But on Tuesday, voters in the southern Rock County school district approved one of the costliest referendums in state history.
The $70 million plan to renovate most schools in the district, build a middle school and a pool, is being called historic for the city. It will not only benefit education but, according to supporters, serve as a catalyst for economic development.
“From a marketing aspect, I shuddered every time I saw the figures. It’s a heck of a lot of money,” said Randy Upton, president of the Greater Beloit Chamber of Commerce, which publicly supported the plan. “By providing the facilities, it’s going to make people proud and make people look at Beloit as a place to live and invest.”
Beloit wasn’t alone Tuesday in its referendum success.




What Does Your MTI Contract Do for You? Health Insurance

Since the late 1960’s, MTI members have had the benefit of the best health insurance available. Stressing the importance of quality health insurance in providing economic security, members have made health insurance their #1 priority via their responses to the Union’s Bargaining Survey. And, the Union not only was able to bargain specific benefits, such as acupuncture and extended mental health coverage, as demanded by MTI members, but due to a 1983 MTI victory in the Wisconsin Supreme Court, MTI was able to have an equal voice in which insurance company would provide the plan. This is important because different insurance companies have different interpretations of the same insurance provisions.
Unfortunately, the District Administration took advantage of the increased leverage in negotiations enabled by Governor Walker’s Act 10 forcing concessions in health insurance and other Contract provisions in exchange for them agreeing to extend MTI’s five Collective Bargaining Agreements through June 2013.
Members of MTI’s teacher bargaining unit, who elected WPS health insurance under old Contract terms, will now lose that coverage June 30, 2012. The District is in the process of distributing materials by which members of the teacher bargaining unit can become familiar with the options available for coverage commencing July 1. They are Dean Health Plan, Physicians Plus and Group Health Cooperative. Each offers an HMO and a Point of Service Plan. The latter carries a higher premium, but enables broader choices for services.
The District has scheduled five sessions for those with questions to seek answers from the above-referenced plans.

April 11- La Follette C17 – 4:00-6:00 p.m.
April 17 – Memorial Wisconsin Center – 4:00-6:00 p.m.

Student’s lofty fundraising goal is $30,000 in 30 days

Madison has had valuable sister city relationships with cities such as Camaguey, Cuba; Freiburg, Germany; and Arcatao, El Salvador — some stretching back almost 30 years.
Now, a 29-year-old Madison native is forging a sister community center for the Meadowood Neighborhood Center with a planned neighborhood center in Camarones, Ecuador, about three hours northwest of Quito, the country’s capital.
To that end, Emily Kalnicky, who spent three months volunteering in Camarones last year, co-founded the nonprofit Camarones Community Coalition, and recently kicked off a unique fundraising push.
Her goal is to raise $30,000 in the 30 days leading up to her 30th birthday, March 19. So far she has raised about $2,000.




MTI Solidarity: Leadership In Demand

Given MTI’s leadership during last year’s protests over Governor Walker stealing public employees’ rights and negating 46 years of MTI’s gains through collective bargaining, and because of MTI members’ leadership in the recall campaigns of anti-public employee Senators and the Governor, the Union has received and continues to receive requests for guidance.
Currently MTI President Peggy Coyne (Black Hawk) and MTI Faculty Representative & Recall Committee member Kathryn Burns (Shorewood) are in Osaka, Japan, where they will be presenters at a meeting of 200 to prepare for the Osaka Social Forum to be held in September. The public employees in Osaka City advise that they are facing the same kind of attacks by the new Mayor of Osaka City, who was formerly the Governor of Osaka Prefecture. The theme of this fall’s conference is how to organize resistence to the harsh attacks on union rights and public education.
In April, MTI Board of Directors’ Secretary Liz Wingert (Elvehjem) will travel to Edmonton, Alberta, where she will engage in a very similar meeting to that described above in Osaka, Japan. Similar to Wisconsin, Koch Industries registered last spring as lobbyists in Alberta. Their subsidiary, Flint Hills Resources, is among Canada’s largest crude oil purchasers, shippers and exporters. Koch Industries‘ [open secrets 2008 Senate Democrat contributions, including Obama, 2008 Republicans] Flint Hills Resources operates a crude oil terminal in Hardisty, and has offices in Calgary. Charles and David Koch are reportedly the 24th richest people in the world, with holdings worth $17.5 billion. It was David Koch who Governor Walker thought he was talking with last spring, only to have the caller being an impersonator. The New York Times reported that the Koch brothers were among Walker’s largest contributors. The Capital Times reported last Monday that David Koch said, “What Scott Walker is doing with public employee unions in Wisconsin is critically important.” The Koch brothers “Americans for Prosperity” has bought about $700,000 in TV ads in support of Governor Walker.
In Alberta, like Wisconsin, conservative legislators argue that public sector collective bargaining should be curtailed and that alternate means of delivering public services should be enabled. Alberta conservatives call it “privatization” and “managed competition”, where the lowest price gets the contract.

We Need Transformational Change, and We Can Do it!

Dear Friends & Colleagues.
I read yesterday’s article by Paul Fanlund of the Capital Times titled, “On School Gap Issue, there’s also a Gap between Leaders.” In his article, he addresses the perception of a gap that exist between Madison School’s superintendent, Dr. Daniel Nerad, and myself.
Is there a gap?
Yes. So far as our proposal for Madison Preparatory Academy is concerned, there is a gap. Dr. Nerad did not support the proposal. I do. I still believe, as thousands of others do, that Madison Prep would benefit children and our public schools, and should be supported.
However, beyond Madison Prep, the only gaps that may exist between Dr. Nerad and me are our different personal and professional backgrounds and experiences; his full silver top and my emerging grey hairs; my love for old school hip hop, break dancing and the cupid shuffle, and his love for disco, the mashed potato and the electric slide; and perhaps our respective views about how innovative and aggressive we should be in pursuing change in public education. Although, I did see Dr. Nerad bobbing his head to some Jay-Z, Nas and Kanye West tunes while driving down Park Street last week. We actually might not be that far apart after all (smile).
But these are authentic differences that can be mitigated and parlayed into a powerful and effective partnership, which is something that I am very interested in. More importantly, our mutual concerns outweigh our differences, and that is where we, the media and the public need to focus our attention.
What’s immediately concerning is that this summer, we will learn that another 350 Black, 200 Latino and 50 Southeast Asian teenagers stopped attending school this year. Our children cannot wait any longer. They need transformation change in our schools and community right now. They need Madison to empower them, their families and embrace their cultural differences. They need Madisonians to support and inspire them, not quietly complain about which neighborhood in Chicago they might come from.
Can Dr. Nerad and I work together?
Of course we can; and, we do. This week, we will announce that our organization has secured private funding to partner with MMSD to operate 14 College Readiness Academies between March and December 2012. These academies will provide four-weeks of free ACT prep classes, test preparation and academic skills development to 200 MMSD high school juniors and seniors.
We will also announce the hiring of the Project Director for the South Madison Promise Zone Initiative that we are spearheading. This initiative will address the need for a comprehensive and collaborative approach to addressing the multifaceted needs of children and their families within a specific geographic region of South Madison, with the ultimate goal being the creation of an environment where all children are ready for college. MMSD is a partner in this initiative, too.
Additionally, our agency operates the Schools of Hope Initiative, serving more than 1,300 students in several MMSD middle and high schools in partnership with the United Way of Dane County and other agencies and community partners. We have also worked over the last 2 years to identify federal and national funding to support the work of MMSD and its students, and have helped the District think through some its diversity hiring strategies.
Beyond these things, we are exploring partnerships to expand our children’s involvement in recreational sports and the arts; to give them opportunities to have fun and be kids. We are also planning a new, major annual fall event aimed at building broad community support for our children and schools and restoring fun and inspiration in public education. “School Night” will be an entertaining celebration that recognizes the unsung heroes in our schools, classrooms and community who are going above and beyond the call of duty to provide quality educational experiences for kids.
What About Dr. Nerad’s Plan?
We look forward to sharing our thoughts and suggestions in the coming weeks. However, don’t expect a thoughtless or categorical critique of Dr. Nerad’s plan. Instead of adding more divisive discourse to public education and highlighting where we disagree with Dr. Nerad’s plan, our proposal will flesh out “how” MMSD could, in a cost effective manner, identify and manifest the level of system-wide changes and improvements that we believe are needed in order to eliminate the achievement gap and stop the flow middle class families out of our community and public schools.
Yes, Madison Prep will be included as one valuable strategy, but only because we believe there is much to be gained from what the school can accomplish.
In the end, regardless of our differences, I believe Dr. Nerad and I want the same thing. We want our children and schools to succeed, and we want to keep dancing and having fun for as long as our knees will allow. I remain ready and willing to do whatever it takes to ensure that we achieve these aims.

How Wide Are the Racial Opportunity Gaps in Your Metro?

In December, MetroTrends graded America’s 100 biggest metros on measures of economic security. Today we offer a new report card, with grades reflecting the opportunity gaps facing African Americans and Latinos.
We’re all well aware of the national story. Despite the huge achievements of the civil rights era, neither African Americans nor Latinos (on average) enjoy the same school quality, job opportunities, or homeownership access as whites. But the picture isn’t the same in every metro area. So our report card scores metros on five factors: residential segregation, neighborhood affluence (for the average black, Latino, and non-Hispanic white), public school quality (for the average black, Latino, and non-Hispanic white student), employment (among working-age adults), and homeownership.
Let’s start by looking at the grades for black-white equity.
Surprised? The top scorers are mostly small- to medium-sized metros in the south and west (Charleston, SC, and Riverside, CA, for example), while the worst performers are big metros in the midwest and northeast (including New York, Boston, and Chicago).
When I first saw these results, I thought perhaps that so few African Americans live in the high-scoring metros that their high performance is irrelevant. For some top scorers (like Albuquerque and San Jose), that’s definitely the case. But lots of other metros scoring As and Bs on this report card have substantial African American populations.

Madison was given a C on Racial Equity. Milwaukee is the worst while Albuquerque is the best.

Oakland’s McClymonds High is a full-service school

After school each day, dozens of students at Oakland’s McClymonds High School crowd through a generic-looking door and into a space that offers them amenities that are few and far between in their West Oakland neighborhood.
Just off the reception area of the school’s new Youth and Family Center is a dance studio with wooden floors, a large mirror and a sound system. A few more steps in is the learning center with brand new computers. Toward the back is a living-room-like area with a small stage, a big-screen television and comfortable sofas for meetings or informal gatherings.
A door at the end of a hallway opens to a Children’s Hospital Oakland clinic waiting room. In the clinic, free medical care is available to all students and their siblings, no appointment necessary.
The center is part of a growing national trend to create full-service schools for children who come from difficult family situations.

The End of Parental Choice?

Since the 1990s Wisconsin, and Milwaukee in particular, has been a national leader in the belief that parents should be the ones making education decisions for their children. The granting of the No Child Left Behind waiver currently being debated in Madison may be the act that finally puts that notion to rest.
Wisconsin is, like other states, pursuing a waiver to the flawed No Child Left Behind law. Without a waiver most Wisconsin schools and districts will eventually be designated as failing. The waiver has many positive aspects; most importantly it puts substantial focus on using student growth scores to evaluate school performance. The day may actually be coming when Wisconsin’s assessment system can inform the public of the impact a specific school is having on student achievement.
Included in the waiver, however, are provisions that give the Department of Public Instruction (DPI) substantial authority to intervene in private schools participating in the Milwaukee Parental Choice Program (MPCP). As written, DPI will first identify MPCP participants that are “among the persistently lowest performing schools in the state.” Schools that are identified will then have the option of:




First details of proposed Wisconsin school accountability system revealed

The state could more aggressively intervene in the lowest-performing publicly funded schools under a proposed accountability system unveiled Monday.
The system would rate schools on a scale of 0 to 100 based on student performance and growth on state tests, closing achievement gaps and preparing students for college and careers. Ratings also would be tied to dropout rates and third-grade literacy levels.

Raising Expectations, Increasing Rigor
As noted in Principle 1, DPI has significantly raised expectations for schools and the proportion of students who graduate ready for college and career, as indicated by the adoption of rigorous academic standards, higher cut scores based on NAEP as the state transitions to SBAC, increasingly rigorous and adaptive assessment systems, and increased graduation requirements. The new accountability report card and the new system of support, rewards, and recognition will reflect these new expectations. While the state has previously emphasized graduation rates (and boasted one of the highest in the nation), DPI also recognizes the state has significant achievement and graduation gaps. The accountability index prioritizes achievement and attainment using measures which emphasize not only graduation, but also the proportion of students graduating college and career ready. Additionally, the system examines achievement gaps within and across schools as a means to address the state’s existing gaps. Using a multifaceted index will help pinpoint areas of need within a school, as well as areas of strength, and help schools track their progress at meeting the needs of all student subgroups. Within the system of support, identified schools will participate in diagnostic reviews and needs assessments (Priority and Focus Schools, respectively) to identify their instructional policies, practices, and programming that have impacted student outcomes and to differentiate, and individualize reforms and interventions. While planning and implementing reforms, schools and districts will have access to increasingly expansive and timely data systems to monitor progress. Additionally, the state will require Priority and Focus Schools to implement RtI (with the support of the Wisconsin RtI Center and its resources) to ensure that all students are receiving customized, differentiated services within a least restrictive environment, including additional supports and interventions for SwDs and ELLs as needed, or extension activities and additional challenge for students exceeding benchmarks.




EdWeek Ranks Wisconsin’s education system 18th in U.S.

Wisconsin’s education system ranks 18th in the nation, according to an annual analysis published by Education Week.
The analysis draws on a variety of data, some of which are a couple of years old, so it doesn’t reflect changes in the past year under Gov. Scott Walker.
The report rated Wisconsin in six categories: chance for success; K-12 achievement; standards, assessments and accountability; teachers; school finance; and transitions and alignment.
The state scored highest in school finance, ranking ninth nationally. The lowest marks came in standards, assessment and accountability, where Wisconsin ranked 46th.

ACE Media Conference 12/15/2011 12:30p.m. Financial and Accountability Issues Facing MMSD Board of Education

(Madison, WI) The Madison Metropolitan School District Board of Education will make a decision at its regular meeting December 19th regarding the Urban League of Greater Madison (ULGM) proposal for a non-instrumentality charter school. Active Citizens for Education (ACE) has discussed several issues related to the proposal with the Board of Education, administration and with ULGM.
The Board of Education, in its deliberations, must weigh several implications and consequences for the schools, students, parents and the taxpaying public.
In its public statement, ACE will announce its position on the
financial implications of the proposal for future MMSD budgets and the taxpayers; how the issues of “control” and “accountability” relate to the authority of the Board of Education regarding approval or non-approval of the charter school proposal; and Madison Preparatory Academy over-all proposal.

Popcorn, pro-charter school movie served at private Wisconsin Capitol screening

The movie event, including the popcorn, was sponsored by Vos, who co-chairs the Legislature’s Joint Finance Committee — and owns a popcorn company.
Co-sponsors were Education Committee Chairs Sen. Luther Olsen, R-Ripon, and Rep. Steve Kestell, R-Elkhart Lake. Olsen is one of the lead sponsors of the charter authorizing bill, introduced in the Legislature last spring and currently before the Joint Finance Committee.
Panelists for the discussion included Gov. Scott Walker’s policy director, Kimber Liedl; the president of Milwaukee-based St. Anthony School, Zeus Rodriguez; the Urban League of Greater Madison’s charter school development consultant, Laura DeRoche-Perez; and a former president of Madison Teachers Inc., Mike Lipp, who is currently the athletic director at West High School.
There were also a number of panelists who were invited but did not attend, including state Superintendent Tony Evers, Madison Superintendent Daniel Nerad, state Rep. Sondy Pope-Roberts and a representative from WEAC, the state’s largest teachers union.
