A Few Notes on the Superintendent’s Evaluation & Curriculum



Several writers have mentioned the positive news that the Madison Board of Education has reviewed Superintendent Art Rainwater for the first time since 2002. I agree that it is a step in the right direction.
In my view, the first responsibility of the Board and Administration, including the Superintendent is curriculum: Is the Madison School District using the most effective methods to prepare our children for the future?
There seems to be some question about this:

  • Language: The District has strongly embraced whole language (Troy Dassler notes in the comments that he has been trained in balanced literacy). I would certainly be interested in more comments on this (and other) point(s). [Ed Blume mentions that “”Balanced literacy” became the popular new term for whole language when whole language crumbled theoretically and scientifically.”] UW Professor Mark Seidenberg provides background on whole language and raises many useful questions about it. Related: The District has invested heavily in Reading Recovery. Ed Blume summarized 8 years of District reading scores and notes that Madison 3rd graders rank below state wide average for children children in the advanced and proficient categories. (Madison spends about 30% more than the state average per student)
  • Math: The District embraces Connected Math. UW Math Professor Dick Askey has raised a number of questions about this curriculum, not the least of which is whether our textbooks include all of the corrections. A quick look at the size of the Connected Math textbooks demonstrates that reading skills are critical to student achievement.
  • Sherman Middle School’s curriculum changes
  • West High School’s curriculum changes and families leaving
  • Same Service Budget Approach“: I think the District’s annual same service approach reflects a general stagnation.

The Social Logic of Ivy League Admissions



Malcolm Gladwell:

“As a hypothetical example, take the University of Pennsylvania and Penn State, which are two schools a lot of students choose between,” Krueger said. “One is Ivy, one is a state school. Penn is much more highly selective. If you compare the students who go to those two schools, the ones who go to Penn have higher incomes. But let’s look at those who got into both types of schools, some of whom chose Penn and some of whom chose Penn State. Within that set it doesn’t seem to matter whether you go to the more selective school. Now, you would think that the more ambitious student is the one who would choose to go to Penn, and the ones choosing to go to Penn State might be a little less confident in their abilities or have a little lower family income, and both of those factors would point to people doing worse later on. But they don’t.”
Krueger says that there is one exception to this. Students from the very lowest economic strata do seem to benefit from going to an Ivy.

Suburban Dane County School District Growth



Gena Kittner posted a useful article on the growth, both in student population and facilities of suburban Dane County School Districts.

Eleven of 16 school districts in the county have shown increased enrollment between 2001 and 2004, according to the Wisconsin Department of Public Instruction.Madison is grappling with growth in more than half of its district and declines elsewhere.

Madison’s enrollment has been flat for quite some time, though the population is moving around:

Two task forces, including parent representatives from each of the district’s schools [East] [West, are working to find ways to accommodate a projected increase of more than 500 elementary school students over the next five years in the West and Memorial high school attendance areas – where several housing developments are in the works.
The groups are also wrestling with high enrollment at some elementary schools and under-enrollment at others, in the East and La Follette high school attendance areas.
Based on last year’s figures, the district projects that by 2010, it will have 192 more students than it has seats for on the district’s west side, and 989 more seats than students on its east side.

In addition to Ruth’s blog, I would add the question of why this is being addressed in a “special” board meeting and not the regular meeting. (Sorry – it isn’t clear from the message that the district sent on Friday, and the link to the regular board agenda is not working). And, if there are documents available related to the vote, why they are not publicly available in a timely fashion.

UW Joins Regional Tuition Discount Program



GMToday:

Starting next fall, Wisconsin residents can apply for discount tuition at 130 colleges in six Midwestern states under a plan approved by University of Wisconsin System regents.
In exchange, residents from those states could pay reduced rates at several schools in the UW System – but not the flagship UW-Madison campus. The regents voted Friday to join the Midwestern Higher Education Compact, a coalition of regional colleges and universities.




Gorman Drops Ridgewood Plans



By mid-December of 2005, a task force appointed by the Madison School Board will make recommendations about future school construction and possible school boundary changes in the West and Memorial High School areas of the district. In the following article from The Capital Times, August 30, writer Cliff Miller reports that developer Gary Gorman has withdrawn from his role in the redevelopment of a large apartment complex adjacent to Leopold Elementary School. The complex—Ridgewood Country Club Estates—has housed low-income families whose children have attended Leopold and Chavez Elementary Schools. The nature of the new housing and the timing of the redevelopment could have significant implications for west side elementary school enrollments, particularly the future enrollment at Leopold School.

PEOPLE Program: The Debate continues

JOAN: Tempting though it is to rebut your arguments tit for tat I am not sure it will necessarily be productive.
RESPONSE: I would be interested in a “tit for tat” response to my comments on the reasons why the PEOPLE program is needed.
JOAN: Let’s back up and look at the assumptions underlying this program. The first is that minority students are not getting adequate preparation in their home schools. You assert that this is true in the well-staffed, well-funded Madison school district because of institutional racism. You believe your visual review of a school proves your point. That’s not particularily strong evidence.
RESPONSE: I think you need to go back and read what I wrote. I said,

“All of the above examples are conditions that I have witnessed first hand or, in one or two cases, have heard of from other parents – including parents of white students. When the above conditions disappear and/or white students experience these same conditions, we can talk about equity.”

Nowhere did I say or imply that my comments were “based on a visual review of a school.” It is true that there is no systematic, methodologically defensible, study of how students of color and their parents fare in Madison’s schools. I would welcome a well-crafted study of this nature.

Response to Lucy’s Post on PEOPLE program



Lucy,
I feared this would become personal. Tempting though it is to rebut your arguments tit for tat I am not sure it will necessarily be productive. If necessary I will, though I prefer to look past your anger which now seems aimed directly at me.
Let’s back up and look at the assumptions underlying this program. The first is that minority students are not getting adequate preparation in their home schools. You assert that this is true in the well-staffed, well-funded Madison school district because of institutional racism. You believe your visual review of a school proves your point. That’s not particularily strong evidence. This isn’t about ability but preparation and motivation. West is tough on all kids, just for the record. (And for the commenter below who mentioned that a kid with a 3.6 from West might not be in the top 10%, you’re exactly right–one B in four years and you’re out of the top 5%, two B’s and you’re out of the top 10%, historically anyway. But then what does that say for the student with a 2.75 at West who can get into UW through the PEOPLE program?)
Here is why I commented. What troubles me is whether this will be a fruitful program or just a bandaid, which is why I expressed the hope that this was designed in a way to measure genuine success as defined by actually graduating from college.This is assumption number one, that this program is not just about getting minority students on campus but actually successfully graduating. And I don’t think it out of line to then ask whether it is a cost-effective program.
But more important, at least what could be gleaned from the story, it sounds to me like UW alters its admission requirements for those who attend faithfully the PEOPLE program. I have a big problem with a different set of rules for those participating in a program not open to all students.
As I said in my first post, I had first-hand experience tutoring minority students from Milwaukee. They clearly needed the kind of advance preparation this program offers. Thus, I am not opposed to a summer program, but I have serious questions about bending the admission rules. Moreover, it is beyond me how someone could successfully attend and graduate from UW with such low admission scores. I say that as someone from a blue-collar family who was a Wisconsin honor scholar, Phi Beta Kappa/honors undergrad, UW MS (teaching assistant) and UW law degree, (to succumb for a moment to a tit for tat.)
I am also here to tell you that my children did not for the most part feel supported in MMSD. Welcome to the club, in other words. However, they did have the advantage of an intact, financially secure family, college-educated parents and alot of opportunities low-income kids miss out on. So let me repeat that I’m not opposed to offering college prep classes to kids who need it. But I still think they need to meet the same standards at the end of the day. Otherwise, we may as well gift them with a college diploma, skip the four/five year investment of time and energy, and just strip away the facade that this is supposed to be about advanced education.




K-12 Schools & Technology

Mary Kay Battaglia recently wrote about the virtual non-existence of electronic communication with parents in the Madison School District. I agree with Mary Kay’s comments.
Having said that, I believe that any District technology investment should be made in the context of these three priorities:

  • Curriculum: we should strive to teach our children to be creators rather than consumers (writing and thinking rather than powerpoint).
  • High Expectations: Our children must have the skills (arts, languages, math, science, history) to compete in tomorrow’s world. Retiring Milwaukee High School Principal Will Jude refers to the Tyranny of Low Expectations:

    Graduation comes, “but it’s at the expense of content.” The student goes to college and finds other kids are way ahead. Jude’s response: “You were doing the A section of the book while they were doing the B and C sections. You covered a lot of material but it was very shallow. They covered a lot of material but it was in depth.” . Kurt Vonnegut’s Harrison Bergeron (1961) provides further useful reading.

  • Inquisitiveness: Our students interest in and ability to ask questions, in other words, their willingness to question things that they read, observe and hear (Jay Rosen shows how important this is to our democracy).

Today’s communication tools provide our students and community with an unprecedented ability to converse, debate and learn. Our K-12 students, like their parents and those who teach them should be comfortable conversing in written form, email, cellphones, voicemail, weblogs and html.

The Madison School District, as Troy Dasler pointed out, will soon start to implement a new internet based Student Information System.

Task Forces Need Community Expertise & Open Debate



I delivered the following statement to the MMSD Long Range Planning Committee on July 11:

Back on October 18, 2004, I spoke to the Long Range Planning Committee at a meeting at Leopold School. I suggested that “the Long Range Planning Committee take the time to think beyond an April referendum on a new school” at Leopold. I see the West side task force as just that, and I compliment the board for forming the group.
I also made the statement that “citizens of the broad Madison school community include people with a tremendous amount of expertise in education, management, finance, urban planning, real life, and more. You should use every possible opportunity to tap their knowledge.”
I’m here again tonight to restate my plea that the Long Range Planning Committee draw on the vast knowledge and experience of people in the community, because as I said in October, “I have this perhaps naive democratic belief that the more ideas you get the better the final outcome.”

K-12 Math Curriculum: A Visit With UW Math Professor Dick Askey



UW Math Professor Dick Askey kindly took the time to visit with a group of schoolinfosystem.org writers and friends recently. Dick discussed a variety of test results, books, articles and links with respect to K-12 math curriculum. Here are a few of them:

  • Test Results:

    Wisconsin is slipping relative to other states in every two year NAP (sp?) Math test (4th and 8th grade). In 1992, Wisconsin 4th graders were 10 points above the national average while in 2003 they were 4 points above. Wisconsin students are slipping between 4th and eighth grades. In fact, white and hispanic children are now performing equivalent to Texas students while Wisconsin black students are performing above Washington, DC and Arkansas (the two lowest performers). He mentioned that there is no serious concern about the slippage.

    30 years ago, the United States had the highest % of people graduating from High School of any OECD country. Today, we’re among the lowest. We also have a higher drop out rate than most OECD countries.

    Said that he has asked Madison Schools Superintendent Art Rainwater twice in the past five years if our District asked for and received corrections for the current connected Math textbooks.

    Mentioned that CorePlus is evidently being used at West High but not Memorial

    Asked why these math performance declines are happening, he mentioned several reasons; “tame mathemeticians”, declining teacher content knowledge (he mentioned the rigor of an 1870’s California Teacher exam) and those who are true believers in the rhetoric.

It’s About the Kids



Ed,
My vote re the proposal to fund two West High JV soccer teams was about the kids and was for the kids. MMSD’s athletic budget for next year will fund 8 teams in each high school for soccer, but at West the demand from kids is for 10 teams, so the parent proposal was to fundraise for the two teams that school would be short under next year’s team allocation matrix.
I appreciated the parents’ efforts to be proactive on behalf of 50 high school kids who want to play soccer. I appreciated that the parents from West High expanded the name of their group to Madison, recognizing the possible future need to help kids across the city who want to play soccer. I hope we can harness these parents’ positive efforts for future discussions about what we need to do to keep athletics and other educational opportunities strong for our kids.
Further, in my opinion the long-term issue regarding extra-curricular sports is not about the number of teams (by the way, it’s up to 66 teams for all grades per high school in several sports, not just soccer), but a) what high school athletic program do we want for Madison’s children, b) how much does that athletic program cost, c) how much can the District afford to pay, and d) how will we pay for the amount not covered in the budget. The School Board has not had this discussion and needs to have this discussion ASAP.
In the meantime, as a community member on the Partnership Committee I supported this proposal and will continue to be open to new ideas from the community in all educational areas for different ways to build community linkages that will support a strong, complete educational environment for all our kids.




Are Students More Equal than Others?



Susan Lampert Smith: “West High kids may have more opportunities because their parents are able to pay so they can play”. Evidently, the issue is $6,000 in the Madison School District’s $320M+ budget.
Meanwhile, Sandy Cullen discusses an attempt to move extramural sports to MSCR (part of Fund 80) as a response to the elimination earlier this year of freshman no cut sports. Madison Superintendent Art Rainwater mentioned:

“Our problem is facilities,” Rainwater said, adding that after-school activities, practices and games, as well as community programs, are already using the space needed for an extramural program. “If we don’t have facilities, we can’t do it.”

I hope and assume that programs for our school age children always come first in these discussions.




Education in Wisconsin: K through UW



Ostensibly about how short-sighted the legislative cuts are to the UW system, this guest MJS business op-ed addresses a few big issues affecting how we finance public education in general.

Of particular interest was this: “Working with a team of business leaders to explore strategies that would free resources to enhance educational outcomes. Do we need 16 school districts in Dane County? Could distance education better leverage UW’s teaching stars?
Finding a lower cost health care benefits solution that mirrors private sector changes to build more consumerism into health care decisions.
Working with Doyle to find a better K-12 school financing system that also recognizes the need for some degree of spending limits in our schools.
We do not want to wake up and wonder what happened to the educational system that once made Wisconsin and its businesses so great. Businesses, not to mention our children, will pay the price.”

States Report Reading First Yielding Gains, Some Schools Getting Ousted for Quitting



Little solid evidence is available to gauge whether the federal government’s multibillion-dollar Reading First initiative is having an effect on student achievement, but many states are reporting anecdotally that they are seeing benefits for their schools.
Among those benefits are extensive professional development in practices deemed to be research-based, extra instructional resources, and ongoing support services, according to an Education Week analysis of state performance reports published June 8, 2005.

JFC budget for public schools even worse than expected
Just when public school advocates thought funding problems couldn’t get any worse, the Wisconsin Legislature’s Joint Finance Committee (JFC) proved them wrong.
Early Friday, the panel adopted motions that not only reduced the Governor’s public school budget by over $300 million, but also slashed the public school revenues local school boards anticipated in their budgets for the 2005-06 school year. In addition, the committee drastically reduced Governor Jim Doyle’s categorical aid package.

Post Leopold / Operating Referenda Long Range Planning Meeting: Arlene Silveira and Beth Zurbuchen Speak

The Madison Board of Education’s Long Range Planning Committee met on the 6th. Arlene Silveira and Beth Zurbuchen lead along with many others spoke about the failed referenda and next steps. Results and background here. Arlene and Beth were prominent members of Madison Cares, a group that spent heavily in favor of the referenda.

Don Severson, President of Active Citizens for Education also spoke at this event and recommended that the District look at the entire west side, not just Leopold. Severson also argued for a very open discussion with the community.




Needed: New Opportunities and Directions for the School District



On May 24th, the Madison School Board participated in the democratic process by involving local citizens in its budgetary process by putting forth a referendum. Regardless of how you voted, I thank you for taking the time to listen to the issues, weigh in on the debate and cast your ballot the way you saw fit.
I am not surprised at the outcome of the referenda votes. While I voted, Yes, Yes, Yes, and encouraged others to do the same, I can understand why someone voted No, No, No or any other combination. I am sympathetic to community concerns regarding higher property taxes and the uneasiness that leaves in the community’s sense of economic security. While I am disappointed in the outcome of the referenda for the district’s operating budget and building a new school at Leopold elementary, I do believe that these defeats allow for exploring creative opportunities to capitalize on in the future.

I Care, but I think too.



If I have to hear or read another article about how I don’t CARE about Madison Schools or the kids because I think and analyze before I vote, I will scream. I voted today, thanks for the applause, and I voted No, Yes, Yes. So I guess I CARE 2/3 of the time right?
I CARE about the whole district and after careful analysis of the situation I am convinced the district needs another school, just not on the Leopold site. I feel a school located in a more general location that could accommodate students from the (higher income) west growth, (higher income)Leopold growth and perhaps be a home school for Allied Drive would be a more logical location for the whole district. Also I am concerned about the Ridgewood Apartments and the size of the proposed school if the numbers change due to that large complex.

The Leopold Referendum: No Due Diligence



I oppose the Leopold School referendum.
I oppose it not because I’m a Republican (I’m not), not because I’m a Democrat (I’m not, though the Mayor would have you believe that that would constitute an oxymoron — a sad commentary on what it means to be a Democrat, seems to me), but because opposing the Leopold referendum is the responsible decision.
(My political leaning, if you must know: A left wing conservative! “Always do the right thing, leaving as much money as you can to do more right things.”).
The Leopold referendum wastes $10M over 15 years.
The only real motivation for this blindness was “we promised the Leopold parents back in 2002”, and great lobbying by the Leopold crowd — to the potential detriment of other schools and kids in the district. Placing this promise in perspective, in 2002, when the promise was first made, the estimate for a new school at Leopold was $7M. In 2004, the initial estimate became $11M; the referendum now calls for $14.5M — a 200% increase from 2002. Quite a jump!
The most responsible decision the Board could have made was to construct another addition to the Leopold school, borrowing up to $10M from the State Trust Fund (no referendum is required), as we did for the 2003 addition to Leopold. And we wouldn’t have to pay for a new principal at this new school, at $100,000+ per year, because their wouldn’t be a new school! Another savings. (Or maybe build the $7M school, originally promised?).
Our savings of $10M over the referendum is the difference between the 15-year cost of the referendum and the anticipated principle and interest payments back to the State on the $10M loan. Our 15-year cost is $23M, not the $14.5M, which is the money we get to keep. The $23M is this $14.5M plus the 60% increase Madison taxpayers are required to pay under the State’s Equalization Forumla — we’re paying welfare to other school districts!
What could we do with the $10M not spent on the Leopold site? Make additions to southwest schools to accommodate expected growth (also limits growth at Leopold), and additions to schools on the east side: both will be needed anyway.
And this would have been the prudent thing to do, given the flux in the Ridgewood apartments area, which calls into question the growth estimates for Leopold.
The School Board failed to follow their own policy and consider an addition to Leopold as an alternative, instead jumping full speed ahead, without deliberation, to building a new school. In fact, the Long Range Planning citizen committee, that was charged with the initial deliberations, spent the majority of their time at meetings, practising their Leopold referendum campaign speeches, instead of deliberating over the substance. Their lack of even reasonable due diligence in the execution of their responsibilties leaves the voters to make emotional instead of logical and factual decisions.
Send the referendum back to them. Demand that do their job. When they’ve done their due diligence, then we can talk.




Benefits of Strings More Than Music

Having already received my termination notice, I write this not as a teacher trying to save his job, but rather as an experienced educator who knows the value of a good educational system and who has seen firsthand how cutting a program like elementary strings can hurt a sound school district.

Drastic Changes at Ridgewood Apartments Don’t Factor into School Board Plans for Leopold School



On Monday, April 25, the Madison School Board will hold a special session to vote on a plan that affects hundreds of west side families and six to eight elementary schools in the event that the May 24 referendum to build a second school on the Leopold site fails.
Options before the Board do not mention the drastic changes taking place in the Ridgewood apartment complex that is near Leopold Elementary School and home to many current Leopold students and their families. National Survey on K-12 Salaries Released



A national survey of K-12 salaries appears in a recent issue of Education Week.. Among other things, the Educational Research Service that conducted the survey found that the gap between salaries of teachers and those of education professionals in higher paid positions–principals and superintendents–has steadily widened over the past decade.
Local point of interest—the salary paid to Madison Superintendent Art Rainwater in 2003-04( $153,150) exceeded the average for superintendents in the Great lakes states ($114, 026) and the average for superintendents nationally with the same years in office ($109,254) for 2004-05.

Additional School on the Leopold School Site Facts



This information was provided to school board members via public information department
· Leopold Elementary School is overcrowded, and will become more and more overcrowded. The school’s capacity is 655 students; 668 students currently attend the school. In five years the school is projected to have a minimum of 750 students and as many as 830 students, that is 95 to 175 over capacity.
· In addition, because of overcrowding there, 111 students who live close to Leopold are assigned to elementary schools outside their neighborhood. One of these schools is Chavez Elementary which currently needs and will continue to need seats for students moving into new developments close to this school on the southwest side.
· This question asks for authorization for up to $14.5 million to build and equip a new elementary school adjacent to the existing school on the Leopold site, and to renovate, remodel, equip and add to the existing Leopold building, and to make related site improvements.
· Building on the existing site precludes having to purchase at least 15 acres of additional land for an elementary school.
· Included in the $14.5 million is up to $1.6 million for the existing Leopold building to convert and remodel the former library and current cafeteria into small and large classrooms.
· If this referendum is approved, the new school will open for the 2007-08 school year, and plans call for the two schools to be paired. Just as it’s done in other school district paired schools, one building would have kindergarten – 2nd grade students, and the other building would have 3rd – 5th grade students.
· Construction of this new elementary school will be consistent with the school district practice of having schools close to where students live, and of all students in a given neighborhood attending the same school.
· Without the new school on the Leopold site, and in the optimal boundary changes scenario presented to the Board of Education, at least an additional 64 current Leopold students will be assigned to schools outside their neighborhood. Under this scenario, over 300 students will be moved to different West side elementary schools – Thoreau, Van Hise, Stephens and Crestwood.
· Other boundary redistricting scenarios under consideration would move 828, 1063 or 1137 students to different elementary schools due to overcrowding. *(soon there will be an option to move around 300 students but the school board has yet to receive the information)
· The new school will cost the average homeowner an average of $25 per year for 15 years, and will generally maintain present school boundaries. (The median value of Madison homes is $205,400.)

In Response to Richard Chandler



I have the highest respect for Rick Chandler. He earned it as head of the state’s “budget shop” in the Department of Administration a few years ago.
I must, however, take issue with his defense of business taxes in Wisconsin.
The argumet over whether Wisconsin businesses carry their fair share of the tax burden gets admitedly muddied by the imprecise language of speakers like MMSD Superintendent Art Rainwater (Wisconsin State Journal) when he talked about “taxes” without specifying which taxes.
Confusion on the part of business tax critics is no reason for Rick to mistate the argument as one about whether businesses pay their fair share of property taxes.
That’s not the argument. The true issue is whether businesses pay their fair share of the state taxes necessary to provide an adequate level of state aid for school districts.
They don’t. The record is clear, according to the business community’s own Forward Wisconsin. If you visit the Web site of this shameless corporate cheerleader, you’ll read more than one item that contradicts Chandler. For example:

Wisconsin business taxes are lower than those in 35 other states. That’s the conclusion of a new study by the Federal Reserve Bank of Boston that measures more than 15 taxes that can affect corporate profits.
Wisconsin ranks fourth lowest in the nation in business taxes as a percent of all state and local taxes. The state’s business-friendly attitude is reflected in positive business tax changes that have been made in every biennial legislative session since the early 1970s.

If the current “business-friendly attitude” continues in the state legisalture, we’ll soon see the decline — not only of school spending — but in student achievement.

Real Community Leadership



I’ve noticed in several postings that people have criticized the Madison School Board for lack of leadership. I believe that true leadership happens in the community and then comes to the board level for action. This has been the case in many actions that have been taken place in the past, present and will undoubtedly be the case in the future. All of these actions have had or will have a profound impact on the Madison Metropolitan School District.
Fifty-one years ago, the U.S. Supreme Court eliminated formal school segregation in Brown v. Board of Education. Twenty-five years later, this ruling forced the Madison School District to dramatically change how it educated elementary students. In 1979, South Madison residents lead by Dr. Richard Harris filed a lawsuit with the federal Office of Civil Rights concluding that the Madison School Board had knowingly created and perpetrated racial isolation by closing schools and changing boundaries on the city’s heavily populated minority South Madison. This lead to the creation of a task force that created the current school pairings we know today.
This community leadership has also lead to new initiatives such as Nuestro Mundo Community School, the district’s dual-language charter school. This school is responding to Latino community leaders’ concerns regarding the changing demographics in the city and school district. English speaking families wanting to expose their children to Spanish and Latino culture are also enrolling their children in the school.
In addition to Nuestro Mundo, the Madison School Board is supporting the building of Wexford Ridge Community Center on the grounds of Jefferson Middle and Memorial High Schools. Wexford Ridge Neighborhood Center currently runs adult and youth programming out of a two-bedroom apartment. Again, community leaders and residents supported the proposal that initially didn’t have the support of the Superintendent or a majority of the board. I am proud to state that voting for this proposal was one of my first acts as a member of the school board.
In the near future, on April 11th the School Board’s Partnership Committee will convene a meeting to discuss a proposal from a group of parents to form a girls hockey program. This program will be a cooperative effort with girls from Memorial, West, East and LaFollette as well as schools outside of Madison being able to participate on one team. I am in favor of this program because it allows girls to participate positively in athletics and uses parent’s creativity and community resources to fund the proposal.
In conclusion, the school board is elected to lead the school district, however, it is the community that truly leads schools. It is the above stated community initiatives that lead me to believe that the real leadership comes from the community, not solely from school board members. I look forward to seeing what future initiatives come from the community, so we can work together to make them happen for the betterment of the Madison Metropolitan School District.

I started attending meetings several years ago and, initially, was naive enough to take Carol Carstensen at her word when she said “if you don’t like our cuts, you need to tell us where to cut.” Board members then claim that they “have no choice” and that critics “only criticize but don’t offer solutions.” This is one disingenuous ploy, since it invites people to participate but leaves the door open for the board’s typical response: we know more than you do and we don’t like your ideas. This is not listening.

Carstensen Responds to Robarts 3/15/2005 WSJ



In response to Ruth Robarts’ recent letter, stripped of its satire, she is suggesting that paying Madison’s school staff less would eliminate the budget gap. Her proposal is that school staff should receive a package of 2.35 percent for salary and benefits combined. There are three major problems with her proposal:

  • This would impose a pay cut on almost all employees, with the deepest cuts affecting the lowest paid staff (educational assistants and food service workers)
  • A 2.35 percent package would save the district about $4.6 millionthere would still be a budget gap of at least $4 million.
  • State law makes such an approach impossible. The qualified economic offer law essentially requires that districts offer at least a 3.8 percent annual increase for salary and benefits combined.

Be wary of last minute proposals that sound good and promise to solve the problem without painful cuts. As a community we need to face the fact that the budget gap we face is real; it is a direct consequence of the state laws and funding decisions that affect all Wisconsin school districts.

New Building On Leopold School Site Referendum



Overseeing the building of a new school on the Leopold site is one of the responsibilities of the Long Range Planning committee, of which I am a member. On this committee, board and citizen members have voted to ask the public via referendum to build a school on the Leopold grounds. This has been part of a long-range plan for quite some time. In 1988, I worked at Leopold Elementary School as a Parent-Community Liaison. My supervisor was the late Don Stern who was Principal at the time. Mr. Stern always told me that Leopold was the biggest elementary school in the district and the Leopold community was going to get bigger. Despite Leopold being the biggest elementary school, he had no Assistant Principal. This was never a burden for him. He loved Leopold School. But he knew that eventually another school would be built on the property. He told me this, and this was in the late 80’s!
I’m not supporting this building referendum only because of Mr. Stern. I’m supporting this because it is the right thing to do. The Leopold neighborhood has grown by leaps and bounds as will the whole Westside of Madison. The increased enrollment dictates that something must be done to alleviate the overcrowding in the school. Building on the current grounds is a fiscally efficient thing to do. Building else where in the community would add hundreds of thousands of dollars to the project. Building a smaller facility with a reduced capacity puts the community back in the same place it is now and will cause additional overcrowding at other west side schools. Not building a school on the Leopold site will increase the timetable for which another new school will have to be built on the far west side of Madison. One thing that is for certain, as these new developments are built and enrollments increase on the far west and far east sides of Madison, new schools will need to be built. The effect of this action will cause closing schools to be strongly considered on the north side and Isthmus. Future school boards will make these difficult decisions in five to ten years as growth dictates or perhaps even sooner as the financial challenges warrant.
The current school board receives many opinions regarding its lack of long range planning. In the case of Leopold, a great deal of planning has been done for the new school. The PTO, community leaders, parents, teachers and students have been heard loud and clear. This is what they want. If there are additional questions and concerns, they need to be addressed in the Long Range Planning committee. We have yet to have such concerns placed on the agenda. Anyone who has a dissenting opinion should use the Long Range Planning committee meetings as a forum to vent their concerns. Although, I am supportive of building a new building on the Leopold grounds, I want to hear from those who might question this logic or have concerns. Once these concerns are addressed, school board members can make an informed decision and be able to live with their decision and the decision of the voters on May 24th.

New Partnership Between School District and UW



It is amazing what can be accomplished without a school board meeting! As chair of the partnership committee, I know the importance of developing partnerships with our community. This is the challenge of being elected to represent a school district that is getting increasingly diverse with more students of color and more students with fewer socio-economic resources. In addition, the entire school district has fewer financial resources due to state imposed revenue caps. For these reasons, different approaches need to be utilized to further resources and strengthen partnerships with organizations that have similar goals.
I am pleased to announce that the Madison Metropolitan School District and the University of Wisconsin-Madison have entered into a partnership that will strengthen recruitment efforts and solidify one years worth of funding for the Minority Services Coordinator (MSC) position. This position has been very vital to the School Board’s goal of closing the achievement gap by working with racial and ethnic minority students since 1973. The position was created and developed by the late Joe Thomas of West High School. Without this partnership, the MSC position would have fallen victim to budget cuts.
Superintendent Rainwater shared these remarks with the entire school board:
“We have entered into a partnership with the University of Wisconsin-Madison to share the services and funding of the Minority Services Coordinators in each of our high schools. This partnership will enable us to keep the Minority Services Coordinators in the schools and further enhance their ability to assist both us and the University with our minority students as they prepare to enter college.”
This partnership is made possible because of the University of Wisconsin-Madison’s efforts to encourage post-secondary education for Wisconsin disadvantaged and minority students. The funding will come from the PEOPLE (Pre-college Enrichment Opportunity Program for Learning Excellence) Program currently serving approximately 800 high school and middle school students from public schools in Madison, Milwaukee, Racine, Waukesha, the Ho-Chunk Nation and the Menominee Nation.
The program emphasizes enrichment in math, science and writing, and incorporates technology as an integral part of the curriculum. Students build study skills and receive information on college preparation and testing, academic and career options, and other subjects to foster graduation from high school and success in college.
Those who complete the pre-college portion of the program and are accepted for admission to UW-Madison receive a tuition scholarship for up to five years. This program is designed for African-American, American Indian, Southeast Asian-American, Hispanic/Latino and disadvantaged students. The program was launched in 1999 as part of the UW-Madison’s Plan 2008 to enhance campus diversity.
This partnership between the district and University would not have happened without the leadership and foresight of Assistant Dean in the School of Education, Walter Lane; Special Assistant to the Chancellor, LaMarr Billups; Vice Chancellor for Administration, Darrell Bazzell; Chancellor John Wiley, Superintendent Rainwater and the Madison School Board.
While I’m very happy to announce this partnership, I am saddened about the $8.6 million dollars worth of budget cuts. Although I know there will be no partnerships to solve $8.6 million dollars worth of services, perhaps this is the beginning to having serious discussions to create more partnerships that will be mutually beneficial to the school district and other organizations dedicated to the same goal of educating our students.

My Views of the Proposed Leopold Expansion



On March 28, the Madison School Board will cast the final vote on the proposed referendum for $14.5M to build a second school on the Leopold Elementary School site. The proposed “paired” school will open its doors to students in September of 2007 and will house up to 550 Kindergarten through second grade students and another 550 third through fifth grade students. If the Leopold community’s current population mix holds, a school of 1100 or more will include 275 (25%) students for whom English is a second language and 121 (11%) who have Special Educational needs. Over half of the students will come from low income homes. Unlike other Madison paired schools that are on different sites, Leopold’s buildings will be on the same grounds and will be physically linked in an L-shape. Students from both schools will share lunch rooms and playground facilities. Students will have separate entrances, but will share buses to and from school.
My duty as a board member is to weigh the pros and cons of this recommendation from the administration. Although I see why current Leopold parents expect great positives from the new building, I believe that these are short-term gains for the school and community and that the negatives of creating an extremely large elementary school may outweigh the short-term advantages. I am particularly concerned that the short-term relief for overcrowding will be undermined when the building reaches full capacity and houses two schools, each of which is far bigger than any K-2 or 3-5 school today. It is my responsibility to ask whether we have the experience to make such a joint school work and what additional resources will be required to assure student success under such conditions.

Truth-in-Advertising: The Proposed Paired Leopold School is a HUGE Elementary School



On February 21, the district administration presented its recommendations for resolving overcrowding problems at Leopold Elementary School and accommodating children from new and future housing developments on the west side of Madison to the Long Range Planning Committee.
During the discussion, I questioned the educational merit of creating a paired K-5 elementary school on the Leopold grounds that will house 1100 students. If the voters approve the proposed May referendum to spend $14.5M to construct a new school at the Leopold site, the school will hold 1100 students in two buildings joined in an L-shape.
Superintendent Art Rainwater dismissed my concern. According to the superintendent, the enrollment number for the proposed pair is a non-issue. The superintendent assured us that �you can find research that supports any size of elementary school from 250 to 650 students�. In other words, there is no optimal size for an elementary school. He pointed to current Madison K-5 schools as a standard.

MMSD’s Kurt Keifer on the Administration’s Boundary Plans

I’m writing in response to your questions from last week re: boundary change options. Tim Potter, research analyst on my staff who is handling all of the GIS work on the project, provided the details.
a) Leopold at 1040 students. I seem to recall the original plan was 800? (it’s now much less than that) Is this correct?
We are not sure how the 1040 figure is derived. Leopold with current boundaries is projected to have 750 students by 2010. Since the new developments are all within the Leopold attendance boundary they are incorporated in that projection. The McGaw Park development, for which there is no plat yet created, would not be included in the projection. Capacity at the Leopold site WITH a new school would be 1120. Students in Leopold in the various modules ranges from 582 to 875.
b) What are the implications of that growth on cherokee and west?
Depending on which plan you are referring to, yes, there could be an impact on Cherokee and West. Cherokee is currently projected to reach 100% capacity in 2010. The two new, platted developments (i.e., Swan Creek and Oak Meadow) are already in the Leopold attendance area so they are already in the projections. Thoreau already feeds into Cherokee and West so the return of those areas to Leopold would not have an impact at middle/high. The return of the area from Chavez could have an impact. On 3rd Friday, there were 31 and 33 middle high students in this area. On 3rd Friday, 21 of the middle school students were enrolled at Toki and 5 at Cherokee. Of the 33 high school students in this area, 11 attend West and 18 attend Memorial. Capacities at Cherokee and West are 648 and 2173 students, respectively.
c) What about Wright Middle School?
Wright is listed with a capacity of 324 and currently they have 207 students. Wright could alleviate any problems at Cherokee that might be caused by new developments.
d) Some wondered why Velma Hamilton was not affected by any of the
scenarios.

Any changes being made to the elementary schools which feed Hamilton would affect the latter. None of the plans affect Franklin, Randall, Shorewood Hills or Van Hise Elementary Schools. These schools are not experiencing significant changes in enrollments due to changing housing patterns or developments.

Why I Oppose the Administration’s Recommendation for School Boundary Changes if the Leopold School Referendum Fails



On Monday, February 21, the Long Range Planning Committee of the Madison School Board will hear the administration�s explanation of five options for reducing overcrowding at Leopold School and providing seats for students from new housing developments on the west and southwest side of the district. Last Monday, after I asked the administration to withdraw options that it will not recommend, a set of nine options dropped to five. Of the remaining five options, the administration recommends only two choices. Option A (3A2 PDF) depends on passage of a referendum to build a second school building on the Leopold grounds. Option B (3D1 PDF) assumes that the referendum fails. Madison Schools Boundary Change web page.
I cannot support Option B, the fallback option in the event that the proposed Leopold referendum fails. There are important but unanswered questions about how the proposed school boundary changes would affect the middle and high schools on the west side. However, more compelling to me is that this option moves 1137 students to new elementary schools, including 516 low income students, and moves them in a way that will excessively disrupt many of the eleven affected schools.

Cherokee Middle School PTO Priorities



The Cherokee PTO recently forwarded their top 5 Madison School District Priorities:

  • Long range planning, especially to include a plan for the increased numbers of students who will be attending Cherokee and West.
  • Maintaining a challenging level of curriculum while providing services to an increased number of students with diverse needs (TAG, music, reading specialists, ESL, special needs and children living in poverty were especially mentioned as being areas in need of services).
  • Insuring a safe and nurturing environment (to include physical safety, cultural understanding and a positive climate).
  • Purchasing and maintaining needed equipment and materials (there was a discussion about teacher’s requests to include basic classroom materials and the difficulty in funding new equipment such as the FOSS science kits required by the district).
  • Preserving facility maintenance/repair while maintaining the small class sizes as we deal with issues of growth.



Panel Discussion on Meeting the Social and Emotional Needs of Gifted and Talented Students



Come listen to a panel of experts discuss the social and emotional needs of gifted and talented students. Diagnostic, assessment, treatment/intervention, educational, parenting and theoretical issues will be addressed. Resources will be shared. This program is intended for parents of children within the full range of high ability (i.e., not only the profoundly gifted).
This event will be held on Thursday, January 13 in McDaniels Auditorium of the Doyle Administration Building at 7:00 p.m. Please note that this is a location change from Room 209.

Life Way After Head Start – Innovative PreSchool Programs Have Decades Long Effects for Low Income and Minority Children



Madison’s preschool leaders are advocating for an innovative K-4 program that involves a public/private partnership with the Madison Metropolitan School District, City of Madison and Madison preschools. There are proposed options that will build upon current preschool programs and entry into public school.
As the article below states, innovative pre-school programs can have decades long positive effects on children who participate in them as they grow into adults.
David L. Kirp, writing in the Sunday New York Times Magazine (November 21, 2004:

Noted Researcher to Talk on “Best Practices in Gifted and Talented Education”



Community members are invited to join the Madison TAG Parents Group to hear Pam Clinkenbeard, Ph.D. talk on the topic of “Best Practices in Gifted and Talented Education” this Thursday, November 11, 2004 at 7:00 p.m. in Room 209 of the Doyle Administration Building.
Dr. Clinkendbeard is Professor of Educational Foundations at the University of Wisconsin-Whitewater. She teaches courses in educational psychology, student motivation, child and adolescent development, and testing and measurement. She is a past president of the Wisconsin Association for Talented and Gifted and is currently on its board. She was a member of the Board of Directors of the National Association for Gifted Children (NAGC) from 1990-1996, and also served as Recording Secretary. She is also on the advisory boards of the Midwest Talent Search (MTS) and the Wisconsin Center for Academically Talented Youth (WCATY). Pam received her doctorate in educational psychology and gifted education from Purdue University, studying with John Feldhusen. She then ran educational programs for the Duke University Talent Search, followed by several years teaching at the University of Georgia and coordinating the graduate program in gifted education. She was on the faculty of Yale University and the National Research Center for the Gifted and Talented, and worked with Robert J. Sternberg conducting research on his triarchic theory of intelligence and on motivation and gifted students. She has written several book chapters and has published articles in Gifted Child Quarterly, Journal for Education of the Gifted, and Roeper Review. She received the NAGC Early Researcher award, and is working on a project investigating the motivational patterns of gifted students. Pam grew up in Indiana, where her parents were teachers, and she graduated from DePauw University. She currently lives in Madison, and we are delighted that she is willing to share her expertise with us.

After a year of budget cutting and no referendums, Madison property taxpayers will see a modest increase in what they’ll pay for public schools next year.
For the owner of the house that perfectly follows the city’s statistical averages, rising in value this year from $189,500 to $205,400, the bill from the Madison Metropolitan School District will climb by $54. The total bill will be about $2,362, according to administrators’ figures.
For the few whose assessments did not increase, the school property tax will decline; the budget that the Madison School Board passed Monday cuts the tax rate from $12.18 to $11.50 per $1,000 of assessed property value, a 5.6 percent dip.
Overall, the portion of the $317 million budget supported by local property taxpayers rose by 3.16 percent this year, from about $196 million to $202 million. The year before, when voters approved a referendum, the same levy rose by almost 10 percent and school taxes for the average homeowner went up by $216.
Each fall, after counting official enrollment and making other adjustments, the Madison School Board formalizes the budget it set the previous spring. In this cycle, the board cut nearly $10 million worth of services that were squeezed out as cost increases pressed against the state’s cap on school spending.
Board member Ruth Robarts was the only dissenter in the votes to authorize the budget. She has criticized the administration for bringing up only parts of the budget for debate and scrutiny and she feels greater efficiencies could be found through fresh analysis and a more open process.
Other board members Monday praised the administration for a thorough and exhausting effort to come up with the best possible budget, given that nearly $10 million worth of services would be taken from schools.
“This is the budget of clarity,” board President Bill Keys said, adding that it underwent more scrutiny and was presented in more detail than ever before.

Leopold Elementary: On a unanimous vote, the School Board also moved closer Monday to building a new school on the city’s south side.
Their vote gives the administration permission to get architects’ designs for the school and to propose wording for the referendum that would fund its construction.
So far, the plan is to build a school on the campus that connects to Leopold Elementary. The old building would serve kindergarten through second grade and the new school would serve third through fifth grade, creating a campus with some 800 or more elementary school students.
The initial estimates put the cost for the project at roughly $11 million.
Leopold Elementary has been crowded for several years and many students who would be within its enrollment boundary are bused to schools on the west and far southwest side. Administrators say new subdivisions in the area are expected to further speed the influx of new students around Leopold.
“Not trying to build a school on that site would represent a break in faith with the Leopold parents,” board member Bill Clingan said. “This really is the only practical thing to do.”
Juan Jose Lopez, a board member who also spoke in favor of the school, brought up the two perennial concerns of trying to build a new elementary school. He said the district must find a way to convince those without children and those who live away from the south side to vote for it.
For the second group, there is, among other things, talk of districtwide boundary changes for elementary school enrollment.

Interesting timing, given Jeff’s post below about West’s intention to drop advanced biology.
Doug Erickson on Madison Country Day School’s expansion announcement:

Madison Country Day School broke ground Thursday on a $4.8 million expansion that will add a gymnasium, a performing arts stage and 13 classrooms.
The addition, which will house the private school’s middle and high school, is expected to be done in August.
Opened in 1997 with 22 students in five lower grades, the school has grown to 252 students in grades pre- kindergarten through 10th. It reached capacity two years ago and is now using two portable buildings, said Adam de Pencier, head of school. “We’re absolutely jammed.”
The school at 5606 River Road is in the town of Westport near Waunakee. It is a non- religious, independent school that was designed to incorporate the best curriculum from around the world. The school wants to be seen as a research facility whose teaching practices can be used as a model for other public and private schools, de Pencier said.
The school was founded by Christopher Frautschi, nephew of philanthropist Jerry Frautschi, whose $205 million donation is paying for construction of the Overture Center for the Arts in Madison.

As always, there are options for people willing to spend the money. A challenging and proven curriculum is vital to our community.

Reactions to statement on new school on Leopold site



Here’s a copy of the statement I used to address the Long Range Planning Committee on October 18.
After my statement, discussions with and among the Committee clarified that the annual additional cost of operating a new school falls in the range of $300,000 to $400,000 annually, not $2.4 million as I had calculated. The cost isn’t so high, according to the discussion, because the district already spends money on teachers and supplies that would simply move into a new building. Even with an annual operating cost increase of $300,000, no one pointed to a specific plan to cover the expense and no backup should a referendum fail to allow spending above the state-imposed revenue cap.
The student representative on the Board acknowleged at West might be crowded but it wasn’t a major concern. [I’m sorry that I don’t remember his exactly words, but I think I have the meaning of what he said.] District officials said that more detailed five-year enrollment projections would be available on the MMSD Web site in November.
Carol Carstensen agreed with the suggestion for more hearings across the city.
From Board members’ comments at the meeting and in news reports, the Board appears ready to approve a referendum.

Diary of an Advisory Committee: Long Range Planning Committee Awaits Recommendation for Referendum for New School



On October 11, the administration will recommend to the Long Range Planning Committee of the Madison School Board that the district go to referendum on April 5, 2005 seeking funds for construction of a second elementary school building on the grounds of Leopold Elementary School. The new school would house kindergarten through second grade and the current school would convert to third through fifth grade, if this plan succeeds.
The LRP will hold a public hearing on this recommendation on Monday, October 18, at 7 p.m. at Leopold School at 2602 Post Road in Madison.

Principal Removed at East



“Madison East High School Principal Catherine Tillman has been relieved of her duties and reassigned to a central office position for the remainder of the school year.”
Like Tillman the newly named interim principal at East was transferred to an administrative position after serving a couple of reportedly unsuccessful years at West.

3rd Grade Reading Scores Released



Wisconsin DPI just released statewide third grade reading test results:

  • Sarah Carr: Still, at the state level, educators need to work on closing a persistent achievement gap between students of different races and socioeconomic classes, said Joe Donovan, state Department of Public Instruction spokesman. This year, 64% of African-American and 65% of Hispanic students scored in the top two categories, compared with 90% of white students.
    Lindsey added that too many MPS schools – 18 to be exact – have fewer than half of the students reading at proficient or advanced levels.

  • Lee Sensenbrenner: Marquette, a school for third- through fifth-grade students, partners with Lapham Elementary, which teaches phonics-based reading to its kindergarten through second-grade students.

    Notable within the district were the two elementary schools that led the county for the percentage of students reading at the advanced level:
    Shorewood Hills, drawing from affluent homes and graduate student housing on the near west side, topped the list with 70.1 percent of its students at the top level.
    Second was Marquette Elementary, a near east side school where more than 28 percent of the students come from low-income homes. There, 65.7 tested at the advanced level, while another 28.6 read at the proficient level.
    This approach, coupled with an individual remedial reading program called Direct Instruction, is somewhat different from the curriculum in other Madison elementary schools.

Ray Smith’s article on the growing property tax backlash is one of many excellent examples of why Ruth Robart’s ongoing efforts to create a more strategic & transparent Madison Schools budget process is vital. The district’s plans for 2005 referendums simply increases the urgency for a well thought out process – rather than throwing hot button fee issues against the wall and determing what sticks. B Sharp Not Flat



In an effort to find funding for custodians and maintenance work, a Madison Board member proposed an unprecedented $460 fee for elementary strings, which is an academic curriculum subject in the Madison School District. No other fee, not even for extracurricular sports is as high.
He noted as part of his explanation for the fee that he starts high in a negotiation so as not to bargain away his position. Other Board member recommendations for changes to the MMSD 04-05 budget tried to minimize the impact on children’s instruction and opportunity to participate in activities beneficial to their education.
If the MMSD School Board wants the City of Madison’s support, I hope they take better care than to make extreme recommendations on a targeted group of students. The following Letter to the Editor, which has been sent in to the papers but not yet published asks for fairness and responsible decisionmaking when it comes to all academic curriculum.
