Parents sue Madison schools over transgender policy

 A group of parents filed a lawsuit Tuesday alleging the Madison school district’s transgender policy is unconstitutional because it prohibits teachers and staff from informing parents that their children want to switch sexes. 

Conservative law firm Wisconsin Institute for Law and Liberty filed the lawsuit on the parents’ behalf in Dane County Circuit Court. 

According to the lawsuit, Madison schools adopted a policy in 2018 that states a person’s gender identity can be male, female, a blend of both or neither and is determined by person’s sense of self. The policy states that the district is committed to affirming each student’s self-designated gender identity and the district will strive to “disrupt the gender binary” with books and lessons stating that everyone has the right to choose their gender.

The district’s policy interferes with parents’ right to direct their own children’s health treatment and religious upbringing, the suit states. Eleven of the parents are Christians and believe the “sex each of us is born with is a gift, not an arbitrary imposition.”

A policy affecting such fundamental rights must protect a compelling government interest in the most narrowly tailored and least restrictive ways. The suit says there is no such interest in “keeping secret from parents that their child is dealing with gender dysphoria.”

Brian Juchems, co-director at GSAFE, a support and advocacy group for LGBTQ students, said Madison’s policies provide “space for students to understand their identity while building confidence to tell their parents.”

He said most state school districts prohibit discrimination against transgender students, but few have adopted formal procedures like Madison to guide staff in providing support.

He also agrees parents should be in the conversation when a student is ready. “Telling your child that you will love and support them no matter who they are is a way for families to make it safer for the child to have that conversation

The Complaint:

This action seeks to vindicate parents’ fundamental and constitutional right to direct the upbringing of their children. The Madison Metropolitan School District has violated this important right by adopting a policy designed to circumvent parental involvement in a pivotal decision affecting their children’s health and future. The policy enables children, of any age, to socially transition to a different gender identity at school without parental notice or consent, requires all teachers to enable this transition, and then prohibits teachers from communicating with parents about this potentially life-altering choice without the child’s consent. Even more, the Madison School District directs its teachers and staff to deceive parents by reverting to the child’s birth name and corresponding pronouns whenever the child’s parents are nearby. These policies violate Plaintiffs’ rights as parents.




3 more Madison private schools to join statewide voucher program

Three more private Madison schools intend to join the statewide voucher program in the fall, bringing the number of Dane County schools that plan to accept vouchers in 2020-21 to seven.

The state Department of Public Instruction released Thursday the lists of schools that have signed up for three programs that provide taxpayer-funded vouchers for income-eligible families to send their children to private schools.

The Madison schools joining the program in 2020-21 are Eastside Evangelical Lutheran Elementary, Holy Cross Lutheran School and Madinah Academy of Madison, which will be the first Islamic school in Dane County to join.

Child opportunity index:

But the data don’t paint an entirely rosy picture for Madison. In a pattern researchers have mapped across the country, local black and Hispanic children are disproportionately concentrated in “very low opportunity” neighborhoods, and white children have significant advantages.

Michael Johnson, president and CEO of the Boys & Girls Club of Dane County, urged area residents to take a hard look at how the city is serving all children, not just those in affluent neighborhoods.

“We should be careful not to over-celebrate when there are too many young people still hurting from the challenges we face in our region,” he said. “On one hand, it’s a great win for the city to get a score like that, but it’s not reflective of how African American families are actually living — especially kids.”

The study adds to a growing body of research demonstrating that the places where children grow up influence their long-term health, education and career outcomes. Most famously, economist Raj Chetty’s Opportunity Insights project has shown how a child’s future is shaped by the ZIP code he or she lives in.

Maia Pearson becomes first newcomer to announce 2020 Madison School Board campaign

The Madison School Board seat left open by incumbent Kate Toews choosing not to run for re-election has a candidate.

Maia Pearson, a Madison native who has three children in Madison schools, will run for Seat 6. She filed her declaration of candidacy and campaign registration statement with the city clerk Monday and announced her campaign with state Rep. Shelia Stubbs, who is also a Dane County Board supervisor.

Pearson said at her announcement that she “really, truly cares about our children,” according to a video shared on Facebook by School Board member Ananda Mirilli.

“Me running is not just a personal endeavor, but moreso because I really want to make sure the children of Madison have everything necessary to succeed,” Pearson said. “I am a firm believer that every child is special, every child can succeed, all they need is everyone to come with them to make sure that they grow.”

Pearson was one of 29 applicants for Seat 2 earlier this year when Mary Burke resigned.

The board appointed Savion Castro to that seat. He is running for re-election to the seat and is currently unopposed. Incumbent Nicki Vander Meulen is also running for re-election to Seat 7, and is also unopposed.

In her application to the board in July, Pearson wrote that the district “faces critical issues in safeguarding our children, especially children of color, the invalidation of parents of color, and the ineffective training of the adults working directly and indirectly with students”

“There must be improved teacher training to ensure that teachers meet the needs of a multicultural student body and work effectively with parents of diverse cultures and races,” she wrote. “These and other proactive approaches are crucial to ensuring that students of color and different backgrounds feel safe and secure at Madison schools and that parents of color are validated and their concerns for their children’s safety heard, respected, and acted upon. It goes without question, after all, that feeling safe at school is a prerequisite to performing well and that we want all of our students to achieve to the full extent of their abilities.”

Stubbs offered her endorsement during Monday’s announcement.

“Maia is a young lady who is going to be a change leader,” Stubbs said.

“This level of increase, though absent in recent years, is not new to Wisconsin. School district levies increased by more than 4.5% in eight out of the 10 years from 2000 to 2009,” the report states.

Dane County districts are a major contributor to the increase in dollars, according to the report, with five of the largest in the state: Madison, DeForest, Verona, Sun Prairie and Middleton-Cross Plains.

WPF cautions that the issue “will bear watching in 2020 as well,” given the coming increase in revenue limits and potential referenda in major districts like Madison and Milwaukee.

Transparency in Madison’s $500M+ Taxpayer Supported K-12 School District: Open Records Suppression edition

An anonymous Madison School District resident is suing the district over its refusal to provide records in response to 26 requests made over a three-and-a-half month period earlier this year.

The John Doe is being represented by attorney Tom Kamenick, the president and founder of the Wisconsin Transparency Project. The lawsuit filed Nov. 14 in Dane County Circuit Court asks the court to mandate the release of the records and award Doe at least $100 for each of the 48 counts it alleges against the district in addition to attorney fees.

According to the lawsuit, between July 10 and Oct. 31 Doe filed requests seeking documents related to administration’s weekly updates with board members, curriculum plans, school improvement plans and the annual seclusion and restraint report, among other topics.

The School District Administration is planning a substantial tax and spending increase referendum for the fall, 2020 election.

The records requested between July and October have included such things as the “weekly update” document provided by the district to School Board members; School Improvement Plans for the 2019-20 school year; the district’s K-12 sequential curriculum plan; the “Inequitable Distribution of Teachers Report,” all reports regarding notification and reporting following use of seclusion or physical restraint; annual licensure certifications; among other documents.

Bill Lueders, president of the Wisconsin Freedom of Information Council, said the state open records law clearly states that no request can be denied because of anonymity, and that the district’s denials “are clearly illegal.”

“It may be that the district is relying on a case decided a few years back in which a court agreed that a custodian could deny a request from a known harasser,” Lueders said. But that does not give MSD the right to reject anonymous requests.”

He said the district should admit it was wrong and settle the lawsuit, “otherwise taxpayers will be on the hook for legal costs that should never have been incurred.”

“The challenges of the district are actually not completely known because of a lack of transparency in how the district is doing with respect to several critical and urgent matters,” Chan Stroman, a West Side resident and education advocate said, adding she wants to see honesty and competence in the next leader of the state’s second-largest school district.

The input session was facilitated by BWP and Associates — an Illinois-based, education-focused search firm contracted by the School Board to help solicit feedback, advertise the position and vet candidates, among other responsibilities.

A second community input session is planned for 7 p.m. Wednesday at La Follette High School, and a survey on the superintendent position is available online until Nov. 5.

While in town Tuesday and Wednesday, representatives of BWP also had a marathon of meetings planned with elected officials, community groups, advocacy organizations, business leaders and others.

Among those scheduled to meet with the BWP consultants are black student unions, social justice advocacy organization Freedom Inc., the heads of American Family Insurance and Exact Sciences Corp., school principals, Disability Rights Wisconsin and Dane County District Attorney Ismael Ozanne.

Debra Hill, a managing director for BWP, said throughout nearly 20 meetings held Tuesday, a theme of trust was already emerging.

If I read this right, Madison police will continue to provide security and positive role models in Madison’s four main public high schools for two more school years.

That is because the Madison Board of Education is not considering evicting the school resource officer at any one of those schools for the 2020-21 school year, as its contract with the city permits. At least, that’s according to the agenda posted for Monday’s (08-26-19) school board meeting. And time is running out.

One supposes it is possible for a special meeting to be called before the September 15 deadline.

A Madison School Board member’s comparison of police to Nazis and of Dane County’s juvenile jail to concentration camps is drawing the ire of local law enforcement.

In a Facebook post Saturday highlighting the plight of youth detained at the Dane County Juvenile Detention Center, Ali Muldrow said: “I think that (it’s) important to talk about what it is like for the students who are arrested at school and end up in the Dane County Jail. We would not talk about the role of the Nazis and act as if the experiences people had in concentration camps is a separate issue.”

Muldrow, who was elected to her first term on the board in April, has long questioned the need to lock up juvenile offenders and criticized racial disparities in the criminal justice system.

But he had “difficulty equating what they go through with Nazi Germany.”

School Board president Gloria Reyes, a former Madison police officer, called the Holocaust comparisons “very far-fetched.”

“We can’t blame officers for the disparities in arrests,” she said. “They (police) get called.”

She said she shared Muldrow’s concerns about disparities in arrests “but we are doing something about it,” mentioning restorative justice, for example.

Kelly Powers, president of the Madison Professional Police Officers Association, called Muldrow’s post “universally insulting” and “ridiculous on so many levels.”

“It is this sort of position that will cause (the Madison School District) to continue seeing departures to open enrollment and families moving to neighboring communities,” he said.

In her own comment on Muldrow’s post, school board member Ananda Mirillli, who was also elected to a first term in April, thanked Muldrow “for directly speaking to the issue of armed police in our schools. Thanks for speaking to the experiences of our students upon incarceration




Commentary on Rhetoric: Departing Madison Superintendent Jennifer Cheatham

The news media loves to imagine itself as the afflicter of the comfortable, David with his slingshot v. Goliath. “J’accuse!” in 96-point bodoni bold type. Edward R. Murrow starring down Tailgunner Joe. Bogart starting the presses in Deadline USA. Woodward and Bernstein.

In Madison, too many news media “gatekeepers” just want to be invited to the cocktail party. The editor of The Capital Times was invited to the cocktail party. Paul Fanlund expresses his gratitude this way:

The setting was the ornate Roosevelt room at the Madison Club, where assorted community leaders were gathered for a reception to thank and send off Jennifer Cheatham six years after she arrived from Chicago to lead Madison’s public schools as its superintendent.

Neil Heinen of Madison Magazine and WISC TV-3 is also a member of the In Crowd. He penned “An appreciation for Jen Cheatham” much in the manner of Ode to a Grecian Urn.

Her Strategic Framework — that’s right “her” Strategic Framework — for the success of every child, was the most comprehensive. It was the most research-grounded blueprint for district-wide excellence I’ve encountered in more than 40 years of writing about Madison schools.

Neil is not alone in his hero worship. He name-drops an A-list of Madison movers and shakers with whom he rubs elbows in the same Group-thinking bubble:

Cheatham enjoyed the support and affection of a remarkable group of civic leaders. Commentary on temporary madison school board memBer appoIntment, replacing Mary Burke

The temporarily six-person School Board is scheduled to decide Monday who will join the body for a nine-month stint. During that time, the board will hire a permanent superintendent and work on a potentially large November 2020 facilities referendum.

Those interested in the appointment have until 4 p.m. Friday to apply for the vacancy, which was created after Mary Burke resigned earlier this month.

As of Tuesday afternoon, those who have applied are David Aguayo, David Blaska, Carol Carstensen, Ricardo Cruz, Alexis Dean, Steve King, Pamela Klein, Dwight A. Perry, Arlene Silveira, Jeff Spitzer-Resnick and Calista Storck.

Carstensen and Silveira are both former School Board members. Elected six times, Carstensen served between 1990 and 2008. Silveira was on the board between 2006 and 2015.

Former School Board member Ed Hughes has also expressed interested in the position but said he had yet to file his application by Tuesday evening.

Aguayo, 26, is an executive assistant at the state Department of Workforce Development. He also managed the unsuccessful campaign this spring for School Board candidate Kaleem Caire and ran as an independent for a state Legislature seat in 2016.

After losing his race for the School Board in April, Blaska, a former Dane County Board supervisor and conservative blogger, has said he is applying to bring political diversity to the board.

Cruz, 52, a School District employee, is an administrative assistant helping with federal Title 1 funding. He ran for the District 9 seat on the Madison City Council in 2013 and also served on the city’s Equal Opportunities Commission from 2009 to 2011.

The large field of applicants includes several former School Board members, public education advocates, parents, recent MMSD graduates, Freedom Inc. staff and others looking to serve on the board as it faces critical decisions over the next few months. The board plans to select a new superintendent and prepare for a facilities referendum in 2020.

For the seasoned former board members, their experience on these two tasks were motivation to return to their old gig.

I’m Carousel Baird and we have a fabulous and exciting show lined up today. Such a fabulous guy sitting right across from me right here in the studio. Is Madison metropolitan school district current superintendent? She still here in charge of all the fabulous thing it is. Dr. Jennifer Cheatham.

Hello, Jen. Hey Carousel. Hey everybody. It’s good to be here. Wonderful to have you and I do want to just take it off. You know, you’re leaving at the end of the summer moving on to other Adventures but to say first of all, thank you to your accessibility. We’ve had a lot of conversations. We have you and many of your leaders. They aren’t always easy going conversation there. I believe yeah. But they’re important conversations and your availability to answer questions and be on the show and come and have these conversations is really important to Madison. So thank you. Well, thank you for asking.

It’s been wonderful every time and I’m sure it’ll be wonderful again another great show. That’s right. We’re gonna make it happen. I don’t know I’ll burn down all the bridges really until nothing to lose. All right. Well, let’s sort of start with a I have very few statistics that I brought. Just a few. Okay. It’s a few there’s approximately 27,000 students career and MSD more than 50% or students of color including 18 percent that have self-identified as African-American 21 percent that have identified as lad necks. 32 elementary schools 12 middle schools six high schools. There you go. Those are the stat.

It’s big for Dane County, but it’s not it’s not huge and compared to other big cities. Does that make it more manageable? I can work with those six years ago when you showed up and not that I want to be the superintendent of Madison. Yeah, it felt like a world that you could play a role in no doubt. No doubt. I think you know this Carousel, but I worked in San Diego before coming to Madison where there are 200 schools. Then Chicago we’re at that time there were about 600 schools. And so coming to Madison. It did seem doable to the challenges seemed hard even from the outside, but they seem doable but I always imagined. Wow, I could have all 50 principles in a room together. Right right, and we can just talk real talk and that’s been true. I mean, it’s been wonderful. That way yeah big challenges but doable because of the size and the community that we had 11, so.

First of all, congratulations on your new position you’re moving off to Harvard University that I mean, I think that bodes well for us for that leader is from Madison move on to Harvard University big. So thanks for representing Madison and at Harvard. That’s that’s excellent. No doubt.

I think sometimes when we’re. In our own communities, we lose perspective on them and as much as we have challenges, we have tremendous strength and school districts outside. Of Madison nationally have looked to us right have come to us for guidance and advice for Lessons Learned some of them learn the hard way, right but important lessons that we’ve gleaned.

So I want people to know that not only have we made progress here within our community, but we’ve been already Madison’s been influencing the field of Education Beyond Madison. Is that right when we’re in it? Are we see are the challenges right? Because like okay, here’s another problem. Let’s work on that. Here’s another and you know, that’s the daily job of solving problems, but understand that it is it because we’re at least a community that is willing. To address the challenges instead of trying to ignore them. I think so. I think that’s a part of it. I had a in still have a long time Mentor named Karl Cohen. He was the superintendent in Long Beach many years ago, and I remember my early days working with Carl he called. This work. He describes it as a hard slog right the hard slog of school Improvement, right? It’s not you don’t get to spike the football much right? There’s always another challenge to address right and it’s ultimately about children, right? So it’s like schools and school districts are at the center have Humanity right in all the challenges that come with. With being alive right exist in a school in a classroom in a school district.

So yeah, it’s challenging work. But I to your point, I think that Madison has as a community right of Educators, but of people have been able I think to talk about hard issues together. I’d love to talk to you about that more actually. Okay, I think it’s a it’s a it’s a major asset that we don’t talk about enough our ability to be in dialogue with one another even if we disagree even if we don’t go the route that you know change makers want to go the fact that we’re willing to have those conversations that I do every show on the table. I do I think that that’s a really valid. Let’s talk about.

So you’ve been here for six plus years was talking about the changes that you’ve seen in that six plus years. I think there have been a lot of changes. Okay, and I I mean, of course everyone’s going to think that. But they’re for the better, but I would say it was for the better. I think most of they have been for the better when I started six plus years ago the general sentiment. It was a difficult time in Madison. By the way, the contacts Act 10 had just happened. So the education Community was feeling incredibly demoralizing of astride devastated. I mean, you don’t get over if those feelings actually, I think they’re hard to get over. Yes. What else was happening at that time the right as I was starting the race to equity report was released. So everyone was kind of grappling what the reality is of the disparities between black and white people in our community putting numbers to the communities of color new these challenges all along and no longer could the white communities of Madison deny them when the numbers were boldly in their face, right?

So think about that though. So here we have teachers staff. Educators feeling demoralized because of actin and simultaneously being faced with the reality of these disparities, right? That’s really challenging. What else was happening at that time? Oh and the Urban League proposal for the charter school, right had just been denied why that was a tough. That was a tough moment in Madison, right? It was a tough moment was a very. Conversation tell me about it. It was intense. And so that was the context that I came into welcome. Yeah, right and I’m a parent Lee a very optimistic person. So I thought yeah we can do this. This is hard but. There’s an inflection point here, right? We can come together and find a better way of doing this and I felt like the all the ingredients existed in Madison to do so, so it’s interesting.

I given all that context what came up in those first.

Few months when I was on the job was a desire for just Direction and coherence right? There. Was this feeling that the district at that point in time, which is a point of I think some chaos, right? There’s another chaotic period of. Not knowing what direction to go in knowing that we were facing challenges but not knowing how to move forward everyone just needed and wanted desperately some direction, right and some coherence around the strategies that were being put into play. So I took that and ran with it and I think over these last five or six years we’ve accomplished that meaning we have real Direction. I still get regularly criticized for doing too much. Lunch, right that’s different from not having Direction. It’s hard to do when there’s so many things to do to have I’m sure I desire to fix not everything at once and yet you have to move all the balls forward a little bit at a time. I think that’s true. So my challenge has always been well. Okay, we are going to have to do a lot because there’s urgency right and there are children who need us to make progress now. So I can’t narrow the focus too much. But at least I can make sure that what we’re doing is coherent right that it all holds together and is leading us in a Direction that’s addressing the real problems that we face not the fake problems.

But the real ones and again, I think we’ve accomplished that I really wanted for us to adopt some more discipline ways of working. I wanted us out of the gate to invest in school leadership. Team School Improvement planning data use I just wanted us to be a more discipline organization sense of structure. God have structured of systems and structures and shared leadership structures. That would help the people who work most closely with children. To be empowered to make the best possible decisions. I remember I remember that. Yeah, I remember when you moved here. Yeah. I have a 7th grader so high had just gotten to know. Ms. And Madison Public Schools, right? I was an observer on some level before before you became our superintendent and I and I remember having a conversation with Marj Passman is a mentor and good friend of mine who was a mentor member of the Madison School Board.

Yeah, but I’m talking about how my daughter’s first grade class wasn’t learning the same thing. Add another first grade class across town in still in Madison because that wasn’t the structure that we had and that on some level. There was a lot of teacher freedom, but on another level kids you you couldn’t switch schools and expect to be able to have the same curriculum and you would either be Advanced or behind depending on where you go. Just because you move departments across the city.

Well, that’s an excellent point. It’s not like that anymore. No, and so in addition to creating more discipline in the ways we make decisions and how we measure success and learn from. Our failures and make improvement over time. We insisted on more instructional coherence. So let’s get clear on what we think great teaching looks like in the classroom. Let’s get clear on.

The standards right that we have to teach especially in literacy and Mathematics that has been the major Focus for these past five six years and and we insisted on on teachers not working in isolation, but working in teams, right? So there was a big investment and not just. As a learning community understand how we teach. But knowing a little bit more about what we all need to teach and how we how we need to work together as teams to continually reflect on the effectiveness of our practice. So teachers coming together on a regular basis to talk about what we taught last week. What do we learn from it? Which kids are getting it who isn’t what does that mean for what we’re going to do next week, right? And that sounds simple but it is just essential. I mean that is the core of what. All districts do and I could see if I feel like every time you start a new initiative or change things up. Not you specifically but everyone in general. Yeah, you almost have to go all in okay. This is what we’re doing. And then once you master it, you can pull back out so I could see a lot of challenges and difficulties of teachers that were fabulous teachers. Oh, yeah that. More of course. They taught our kids, of course, they were fabulous qualified teachers, but they weren’t as interested in making sure that their first grader was doing the same as another first grader was doing they had love and nurturing and. They wanted to inspire this these students to love education and not that they have to be I can’t think of the right word come combative with each other but there were definitely teachers that thrived because of the free form that we allowed and here you are now adding adding a structure to it.

Where do you think we are in the process? Do you think there’s a point where we can say? Okay, you’ve mastered the structured and now we can pull back out.

Yeah. Oh my God, that’s such a good question. I think that both the discipline ways of working that I described first. And this work that we’ve done around instructional coherence was. For a while and for some felt really constraining write your point and it would for great principals who felt like they had a leadership structure that was working or you know, like they were principals who were feeling those constraints to and certainly teachers and I’ve talked with enough teachers to know for a fact that that is absolutely true, but I think. Foot I buy what I’ve always believed was that it was a step in the process, right? Which is I think is your point but that’s not the end goal. The end goal is something more important the end goal for those discipline ways of working at the school and District level, especially at the school level related to sit planning. We’re so that at this stage we could even further Empower schools right to make their own decisions because now sit planning, I don’t know.

I’m so. Sorry something and I will Improvement planning which is kind of disciplined way of working. We’ve adopted at the school level for decision making okay and school-level focus areas. We want now that those disciplined ways of working are pretty embedded. Like they’re part of our culture and our way of working. We can actually further Empower schools to do what they think is right for their school Community right and in collaboration with. Our students their staff their their families. We the new strategic framework kind of lays out a strategy for further empowerment of schools. Same thing for the classroom experience. Now that we have more coherence right instructionally as a system. I do think that now we’re at the stage where what we can and should be thinking about is how to ensure that those the teachers have the freedom they need. To ensure that those are not just nurturing environments that build community which is essential but that there’s deep and Rich learning happening in the classroom. Right? It’s not standards alignment isn’t enough. It’s got to be instruction that’s meaningful to the children who are in the classroom, right? It’s got to be content where students can see. Themselves represented in the curriculum I so that they can understand the world around them and interrogate it. Like I just think that we’re at poised to bring instruction to another level and Madison without losing the coherence that we’ve created right we can Empower schools to make decisions for their communities without losing those discipline ways of working that we think are essential this essay about Madison when you inherited it that it really. Didn’t have this structure.

It really was a city that you know again, I’ve only been here for I’ve been here for how long have I been here at around 20 years now. I don’t know some so I certainly don’t know the history of this of the city, but I know the gentleman before you were white men that perhaps didn’t mind that. School a was completely different than school be they didn’t think about the academics because that wasn’t they weren’t I don’t I don’t want to slam these gentlemen at all, but for some reason that wasn’t Madison’s priority, I was sort of surprising. There’s a whole lot to unpack there as their Carousel. But so I don’t know. I know all I know is what I’ve experienced and. Not just me, but the people who have led in Madison the teacher leaders who are on their school based leadership teams, the principles the senior team of Madison. We are hardcore Educators right who have put the educational experience at the center right that the theory that we have adopted for change has been. Guest on improving the experience that students have. With their teachers around content that’s worth learning, right that is that is the hard slog of school Improvement, right?

So Jen. Let’s talk about race. Okay, and it seems the intersect with everything that we do big picture is I sir our president is racist. I think our I think our country is racist. It is Madison racist. Yeah. Yeah, I think every individual. I think I’m reason I live in Wisconsin. I live in Wisconsin. I live in the United States.

I’m racist I am to I’m married to a black man and I’m a bi-racial son and I’m racist it is I’ve gotten myself into so much trouble for saying those words Carousel. Really? Yeah, I think you know, it’s funny. I’ve I love saying those words, but that’s a conversation. We were talking about at the beginning. Can we at least. Are there less admit it right? I think I out of all of the challenges that I’ve experienced in Madison being able to lead. For racial Equity to try to be an increasingly anti-racist leader, which means doing my own work, right? It means doing my own inside-out work simultaneously alongside everyone else who’s an educator Madison has that has been the most challenging aspect of this work and the most fulfilling in some ways right the most important the most powerful and the most. Anjing. Yeah. That’s sort of break break it down in so many pieces. Does this fit in with the conversation about the behavior education plan. It does because of The Bravery you say suspend and expel students of color at a tremendously High rate. I didn’t I didn’t pull up the numbers from six years ago. I’m happy I didn’t because I don’t we don’t need the numbers in front of us for you and I. To admit the things that we’ve already admitted and then Along Came the behavior education plan. That was really a challenging new way to look at things. Yeah. Yeah, I think let me let me I want to zoom out before we Zoom back into this because I do think it’s a great example of this work in action. I think in my first five years. We certainly were leading for racial equity and the main approach we were taking was to let me think a couple things. We were we were certainly talking a lot about. What it means for all of us to be culturally responsive Educators, right? How do we build relationships with students of color especially in a district where most of us most educators are white and white females like me and at the central office of the district level. We were very interested in both investing resources and tackling the. Institutional barriers that stood in the way of success for students of color and their families, right? So we’ve been all along, you know working on addressing those systems and structures, you know, we rewrote our strategic framework.

A couple years ago now launched it a year ago and the fall and tried. We thought we were ready and I think we were to take it a whole to a whole nother level and be even more explicit in that commitment. Right? We use the word anti-racism right that we are as Educators obligated to be actively anti-racist. You intentionally had a piece that talked about black Excellence. Yeah. We are focusing on our black. It’s to rise them up. And even though I think there has been criticism from the community of black Excellence. Let’s see it. But that’s the whole point. You’re at least you’re putting it out there. If you never put it out there. I can’t hold herself becoming an old accountable. That’s hey and he can’t measure. Your failure is it’s so the community that wants to tell us were failing. At least we’re saying you’re eight.

We said black excellence and we’re not meeting it at all.

No doubt and both of these simple things are different but half have to happen simultaneously, right? You have to lead for black Excellence, which is I mean, what what what is implied? I hope in those words is that. That black students are already excellent, right and that it is our job to yeah to cultivate that excellence and that we have an obligation simultaneously while we’re cultivating black Excellence to recognize and dismantle. Racism in all of its forms and we’re Educators who were held to a higher standard. This is a really big deal. I think for me the that work that we launched last year. What I wish I would have done better was to kind of preview for everybody what it might feel like. Right that we would feel excited and motivated by the commitment. And then when we started actually doing more of the work and holding ourselves accountable for it every time not just sometimes. That it would create a feeling of like not knowing of disequilibrium. I’m not sure being sure about your next step what I think it’s produced a lot in Madison right now is this feeling of. Of who’s the guy on the good side and who’s on the bad side? Right like yeah, which is really lines are very drawn the very drawn it’s fine because it is a step in the process. We just can’t stay there. Right? Like what we need to do as a community is a okay. Hi, this is this is natural feeling right when you’re faced with our own right racism the racism of the institution that we work for right? Like I have this ambivalent relationship with any school district.

I love it because I’m rooting for it and I hate it because it was. Kind of born out of out of racist ideal too many it right and that’s the rest the whole concept of institutional process what it is, you’re fulfilling your actual intentional institutional design, right which leads to racism. So it is natural to go through this feeling of disequilibrium to worry that you’re not on the good side, right and. And if we stay there things we may actually we will suffer as a result. We have to pull together and how that dialogue that we were talking about earlier in the show. Like we have to not let people leave the table but bring them back in and loving and compassionate ways. I actually think that Madison and the school district. Which is a kind of at the center of Madison will be stronger as a result of this dialogue, right? We’re going to get through it and we are going to be better the hope of the future. Yeah. I have no question about it because there is a movement underway in Madison not just in the school district. I mean our educators are phenomenal people who get it in our working heart to do this Inside Out work. And make our institution a better Institution for every child. I have no doubt but we have to stop pitting ourselves against one another right we have to stop looking for someone to blame and just accept that this is our reality right? It’s not just ours is that affects it? Yeah, and and where the people who are in these seats now right where the. Were the people do or learn leaders leaders do it?

Yeah, we have a question that came in Jen had a question on Facebook. Thank you Jenn for contributing to the conversation and using Facebook. Excellent. It does get related over to me. Ye success technology. She wanted to ask you dr. Cheatham to talk about what carrot parents can do. I almost had carrots. I guess I don’t know why maybe I’m hungry. Okay start over Jen wants to know what parents can do to. Push the school’s forward and to work on race and Equity issues. Oh, excellent. And I also I’m going to put my own little spin on me before of I think they’re different conversations versus white parents parents of color. I know that there’s so much intentional effort and we can talk about the successes there of getting families and communities involved. But we also live in a time where when people say where are the parents which I hear all the time. My answer is I don’t know working three jobs trying to knock it evicted. Taking the bus that doesn’t actually get them to where they’re going. They are just hoping that their kid is safe at school. They don’t have time to meet with the teacher because they don’t have enough time and money. To fight being evicted which is what they’re working on and then those are not I don’t think that’s anecdotal as a tenant rights attorney. I think those are very real lives of many many people. Absolutely. Sorry Jen. I co-opted your question there, but can you help us understand the complexity of wanting parents involved needing parents involved and also acknowledging that parents have. Overwhelming things of basic needs on their plate. Yeah, I parent partnership has been a steady Focus for us as well. I mean it was one of the major priorities in our initial strategic framework.

Shout out to Nichelle Nichols who’s been rocking it in that role. Yeah, one of the greatest thing Madison she is amazing and in our whole Focus there has been on. Parents as partners right as full Partners in the educational process. We have always felt that parents don’t need to be present in the traditional ways, which is what you are kind of getting at a minute ago Carousel to be our partners, but they need great communication. They need to know what’s happening with their child at school so that they can play a part in the ways that they that are possible for them. Meaning sometimes the most important thing a parent can do is just to check in with their kid right to talk about it to encourage them, right? You don’t have to come to the PTO or PTA meeting it on their math tests to say. Hey, how’s school going? Did you do feel safe and I’ll be there? How you challenged? I love you. I know you’re smart. Right? It’s right. Yeah, no question. Every parent of course does every that’s what every loving parent loving parent does absolutely they have a free five minutes at the end of the day, sometimes they don’t all kinds of ways to be partners with teachers and all the I’ve talked to a lot of parents over the years and I’ll tell you that relationship between the parent and the teacher is the one that’s most important to most parents, right? That’s a relationship. They want to have be really strong. I think to the Facebook question. Yes, what I’m reading into that is how beyond the typical parent partnership can parents be involved especially around this work on race and equity and I am and I would encourage. Especially the white parents and Madison to think very carefully about and deeply about this question. How do. White parents, especially parents of privilege unintentionally kind of hold up the systems and structures that need to be disassembled of every child is going to be successful the the wrong idea as a white parent and I live I’m a white parent in a predominantly white neighborhood in a predominantly white school that. We don’t have to talk about racism right don’t talk about it. We’re not racist. So we don’t talk about race, which is actually the wrong response when we live in a racist world, right? Yeah, I mean students need to talk about it, right they need to make sense out of this world around them, especially if they’re going to make it a better place. I think that’s essential but I think I’ve seen some leaders especially PTO and PTA leaders really lead this conversation while over.

Last couple of years I’ve seen PTO and PTA leaders introducing book clubs to read. I like books like Robyn D’Angelo is white fragility right among parents to better understand why they’re having some of the responses that they’re having to our efforts to address racial Equity had on. I mean, I would encourage. Parents be thinking about that. What inside out work do they need to do right? It’s not about what we do in the big ways necessarily the big initiatives. It’s what we do in the small ways our one-on-one conversations with our fellow parents, right how we challenge one another. I think that’s really important. And do you see those changes?

There’s so much to talk about we only had I known manage which is crazy. But do you see these changes? I do happening in Madison by the conversations of of and I think that’s the natural Progressive is to start with anger what we’re not racist. What are you talking about? My kid got a great education. I love Madison schools. Are you attacking Madison School? Yeah, we need to protect our schools, too. Sort of okay. Well, actually here’s a conversation. I just gave a here’s my tangent on this. I just gave a presentation on Criminal Justice Reform to Jewish Social Services and part of a tiny piece of my talk was about police in schools, uh-huh a tiny piece and it was just acknowledging. The school-to-prison pipeline and hey, here’s the percentage of African-American students that get tickets when their police are in our schools and all of a sudden people go. Oh, that’s why you’re mad about police and schools and that people in that room actually said that to me they were ready to say we don’t need police in schools, you know, but at least there was a moment of understanding that hadn’t trickled down to them of why would people only criminals are afraid of the police kind of thing. And I think that’s what you’re getting at. Is that do you see those conversations happening? I do I mean I again, I think there is a powerful.

An exciting movement underway in Madison that more and more people not just our Educators, but madisonians are are getting into this dialogue with one another right in the small moments and in the big ones and I think that bodes well for the future of Madison, we justwe you can’t step out of it. We can’t pity each other or people against one another even the police in schools issue. I mean, it’s such a good example care. Well, I think that bye. Criticizing and raising serious questions about the issue shouldn’t be misread as as being anti-police, but it always ends up sounding that way right and there might be people on that position that are anti-police but that’s not the core of what they’re saying and you and you use the excuse of anti-police to stop listening you what they’re saying. You got it. It’s a really. Easy way to shut down the conversation and what I want us all is to stay in it together, right? Let’s not shut down the conversation. Let’s figure out what is the real problem that we are trying to solve and if we can do that we’re going to be okay and you feel like we’re moving so back to Madison schools were what talk to us about some of the programs and the initiatives that you feel are moving us.

Especially there was a collar and then he got disconnected sorry about that Dan. He had a question about the achievement Gap and I don’t know the details of what his question was but moving forward with how do we raise, you know? Address the racial Equity that exists. Yeah. Well, I think that’s what this new strategic framework is all about. I’m very hopeful board I think is very supportive of continuing to move in this direction and I would hope would find a future leader who’s capable of leading this work. But but yeah, I think we’re poised for really really powerful things what needs to happen to end racial disparities in Madison schools. Oh gosh, I mean this not any one thing right? I mean I think the center of it if I had to pick one thing Carousel it would be to for everything that we do to be ultimately aimed at. Seeing each other’s Humanity it does that sound too fluffy. That’s what we need to do. Right everything. We do the way we. Organized schools right through the school Improvement planning process and our decisions about instructional design if we made all those decisions to make sure that you experience a school day and I deeply humane way right where your sauce seen as a human being that’s seeing the teacher as a full, you know, human beings seeing every student in their full Humanity every parent. I mean, it’s interesting right like what if that were the design principle for every. Fission we made moving forward. What does that look like? They’re I know that there’s conversations about schools have become too academic Focus sometimes.

Yeah, and I don’t know how you deal with this you get it from both directions. We’re not meeting. Our academic needs were not academic focused at all. And we’re to academic Focus can my kid please take a dance class and a Ceramics class and something that makes them feel like a beautiful person. I think that the. Energies, I’m going to make some assumptions about what the caller called about the strategies that have been put into play over the last 20 years to quote unquote close the achievement Gap that term drives me absolutely crazy, by the way.

Why because what we’re talking about is racism. We’re not talking about achievement Gap. Yeah. I don’t think it’s actually describing the actual problem that we’re trying to solve. But I think that the strategies that have been put into play which have been largely about. I being more prescriptive on academics how we teach literacy? How do we teach math about intervention? So giving double and triple doses of literacy and math if it’s a student is struggling. I think that those strategies I mean we need to teach literacy and math. Well, I mean don’t get me wrong. That’s what I wanted to see. I don’t want anyone to misinterpret me here, but the the intense focus on only that has actually I think set us backwards and not. Pushed us forward. I think that if we had and this is where the district is going now building on the coherence that we’ve created if districts were more focused on deep and Rich learning experiences for students if imagine young black students saw themselves in their curriculum right from day one if they were getting access to. Historically accurate depiction right of the world in which they live if they were. How do I say this if they were consistently seen as fully human? Riot too many black students in this country are not are dehumanized on a regular basis. I think we would see those results change much much faster.

So the next level of work in Madison is all about that empowering everyone in a school Community to create a holistic instructional experience investing in teachers as culturally responsive teachers who are actively anti-racist ensuring that The Learning Experience offers one that is deep and Rich right and relevant to the students who attend our schools. I mean that work is already underway in Madison and I feel like that is the key to transformation. So all of these things sound wonderful. I know they cost money.

Yeah, let’s talk about money. Let’s talk about that, Wisconsin the United States but Wisconsin award-winning, Wisconsin, we do not fund our Public Schools know and one of the. From my perspective from what I’ve seen as a parent and someone that cares about these issues from the behavioral education plan for example was that there weren’t enough support for teachers and in our schools because we don’t have enough money to hire. A dozen social workers in every school. I mean people always talk about let’s get it our knees. I want to have social workers sitting around doing nothing because we have we’ve hired so many of them. I mean I dream of that of a school just overflowing with abundance of people ready at any moment, but that is a complete fantasy that is not based in any reality of how we fund schools in Wisconsin.

Yeah. I agree entirely. I mean the scarcity model of it. I don’t know. I’ve been an educator for over 20 years and sometimes you’ve been living in scarcity and for me working and scarcity for so long. You forget what? What’s possible Right like you you might accept it as the me accepted as the norm. I know it’s terrible and we shouldn’t accept it as the norm. I I was thrilled when Tony Evers got elected. I will not I’m not shy about saying that. And I cares about public education. He sure does he gets it. I think the proposal that he put forward was really inspired and inspiring and not and not Fantasyland. I mean he was trying to lay out for all of us. A picture of what it actually looks like to fund education public education appropriately. I was happy to see that we got a little bit of bump in per-pupil aid for next year, which is great. It’s still not enough. No, the problem is is that right if my daughter’s don’t get things in their school. My daughters have piano lesson. My daughter has, you know dance classes among our neighbors daughter has.

My math tutor all of these things that if you can’t get it at school people with money can help supplement our are excellent schools that are starved to death. We can I can supplement it but if that cost thousands of dollars a year that which what I do, so ultimately the disparities get bigger that we get it right they get worse. I think that’s exactly right Carousel. I. I mean, I’m not giving up on what governor eavers is trying to accomplish and I don’t think anyone should we should be funding full day for K in the state of Wisconsin? I mean that is an absolute must we should be funding reimbursement for special ed services. That is an absolute must. Yeah, and we we should be fully funding services for English language Learners, which is not happening. Now. I mean the list goes on and on and on I’ll tell you we make we we do a lot with very little but yeah our kids and our teachers and our parents deserve much more. There’s no doubt about that. What do you what do you hope to see in the next superintendent? What is what is your you know, the team comes together. You don’t really give a saying I don’t the TV were part of got something in it.

You know, what do you think are? The school board should be looking at when they choose. Hopefully they have many qualified applicants to choose from but everyone brings their own unique strengths and weaknesses to the table. One of the strengths you think they should be looking for. Well, I mean this superintendent. We’ll be starting from a fairly strong Foundation. Right? I mean, they’re not going on say so yourself. Yeah, I mean, they’re not going to have to redo their HR systems the budget despite the challenges we just described is. This salad we have got is a lot to work from there. So I’m part of what I just I hope is that they’re looking for someone who can lead this kind of next level of work, right? And that’s got to be someone who has a. Fairly robust vision and deep understanding of the kind of transformational change that we’re trying to make now and we’re trying to make changes in instructional design that are.

That are truly transformed of the Community Schools model, right that is a different way of doing school Pathways at the high school level that’s a different way of doing school. There’s pushback and all of them. Yeah. I’m scared of Pathways and it’s gonna be amazing. Good good. I’m scared of what West High School looks like when my kids get their will because it is a different instructor design, right? I mean, it’s weird. This is a longer conversation, but when you’re trying to change. The way schooling looks and feels for students so that they so that they’re actually thriving in school and truly prepared for post-secondary and I would hope that we would get a leader who can lead that transformational effort. I do think the district and the school board should be looking for someone who can continue to keep racial Equity at the center. I think there are many enough education leaders and superintendents who cannot just talk that talk but but walk it so I’m hopeful that they’ll look for for somebody who can continue that work as well.

Yeah, and I think the last thing I would say is there are a lot of leaders out there who. Don’t understand teaching. This is maybe what you were getting to and you talked about my predecessors a little bit but there but I would hope that they’re looking for someone who has really strong instructional leadership skills. Right who really has a mission to feels like to be in the last past. I think it’s really important. I had always wished that I could have taken a week every year and gotten back into a classroom and co-taught with a teacher. I was never able to quite pull it off. I hope that the next superintendent right to say really grounded for my work that teachers do what is happening. That’s right. That’s right.

And do you think. I know the school board has talked about for referendum, ‘s do you think those are things that we should be moving forward both. I know there’s conversation about building referendums and operational referendum. They’ve been supported in Madison. I’m hopeful I would hope that our school district if they think that’s the right thing to do would go for it. I would hope so. I mean, I we’ve been working on that long range facilities plan for years and we didn’t even talk about some of the other things that we’ve done is we’ve made some facilities improvements already. But but the plan that is shaping up on facilities, which would lead with the for comprehensive high schools the Alternative High School Capital High and address. South Madison some major gaps in learning at the elementary level. I think the package up will Shape Up is going to be powerful. Yeah, and I both the school board and the new superintendent I think needs to leave that work forward, you know, the buildings that we have our old 50 years on average. We need to take good care of them and our students deserve to learn in you know, in spaces that reflect our r value of them that are inspiring. Yeah, that’s about deep learning to. Wonderful to have you want to wish you great success as you move on to your next Adventures, but you’re you’re still here for a couple more weeks.

Oh, yeah Bennett you have I’m thrilled them transition to transition to Jane Bell more as the interim as you know, and will she serve. The goal of the setup is she’ll serve for the duration of the next school year. Yeah. Yeah, uh-huh. That’s right. And she starts August first. She was the interim when I started. So transition with her in those first months with this job she sure is and it’s been a pleasure to transition with her. I think the district will be good and very good hands with Jay next year. Thanks Carousel. Well, that’s that’s good. Maybe well, I’ll put a bug in Jane’s ear and get her on the show to talk about. I’ve been the challenges of being a leader that isn’t a permanent leader. That’s a whole new world of it, but. When do you you head off to Boston? You still have a bit a couple more weeks other anything left that you’re really focusing on that you that you hope to work on in the next few weeks. Well the next couple of weeks. I’m getting the senior team with Jane set for next year. We want to make sure that the group is ready to rock and roll. The big kickoff of the Year happens in the second week of August meaning there are big Leadership Institute, which is really the signal but the school year is starting welcoming back teachers and starting with the administrators and the leadership teams which includes teachers and then a couple weeks later all the teachers. So we’re working on making sure that that welcome back plan is strong that the team is ready to rock and roll. And they will be it said there’s a strong team here in Madison.

I’m leaving but the team that is here both the principles of leadership teams at the school level and at the district level is a very I don’t know. I mean, they’re an impressive group to say the least. So Madison’s in good hands wonderful. Well again, thank you so much. Dr. Jennifer Cheatham Jen Cheatham Madison superintendent for. 2013: What will be different, this time? The Jennifer Cheatham Madison experience – 2019.

Madison has long spent far more than most taxpayer supported K-12 school districts ($18.5 to 20K/student, depending on the District documents). Yet, we have long tolerated disastrous reading results.




Governance: Priorities and OUtcomes in Madison



Logan Wroge:

Zirbel-Donisch said the plan is to have the condoms paid for by outside-partner organizations.

While most four-year University of Wisconsin System colleges offer free condoms, doing so in Wisconsin high schools remains relatively rare.

The state Department of Public Instruction estimated in 2016 that 6.9% of high schools in the state provided free condoms, based on a weighted survey of high school principals.

The decision for the pilot comes after an increase in sexually transmitted infections among youths nationwide, statewide and at West High School.

Rates of sexually transmitted infections in Wisconsin for people between ages 15 and 19 peaked in 2011 and then tapered off before rising each year between 2014 and 2017, according to data from the state Department of Health Services. Nationwide, rates of chlamydia, gonorrhea and syphilis infections among that age group also climbed during the same time frame.

According to information Public Health Madison & Dane County provided the school district, the number of instances of sexually transmitted infections at West High School increased from about 40 in 2015 to more than 90 in 2017.

The district said 60% of West High respondents to the 2018 Dane County Youth Assessment survey — which tracks middle school and high school student behaviors and risks every few years — reported having voluntary sexual intercourse at least once compared with 35% of students from all Dane County high schools.

Out of 305 sexually active West High students who responded to the survey, 21% reported never using a condom as a way to prevent a sexually transmitted infection and 28% said they sometimes use one.

Countywide, 15% of high school students who are sexually active said they never use a condom to prevent a sexually transmitted infection and 29% sometimes use one.

Student by student, not school by school but also school by school and provide support for the school the teachers and the students that need it.

I was (a) TAG coordinator (talent and gifted coordinator) for 4 years at Hamilton and I have extensive background with the talent and gifted and differentiation training.

Here’s my data from this year and this is why I’m here:

Of the 65 students plus or minus it kind of changes this year 24 of them are regular ed students.

Another way to say they don’t have an IEP so there is no excuse for that reading intervention in (that group).

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

Commentary on The taxpayer supported Madison School Board’s GoVernance Plans: Replacement member and SuperintendenT search

“Given that Mary will not be attending any future meetings, I do feel a sense of urgency in getting this filled,” Reyes said. “I don’t want to move forward through some of the important discussions and decisions we’ll have to make … so i think it is going to be imperative that we move through the process pretty rapidly. We can still do a really transparent process and move quickly through it.”

Under board policy, a vacant seat must be filled by appointment within 60 days of a resignation.

Public notice will be posted in the Wisconsin State Journal from July 12 to July 19. Applicants’ submissions will be publicly available on July 19 before the board votes to appoint a new member on July 22.

“I feel like this timeline is really tight,” board member Cris Carusi said, noting the quick turnaround between applications being due and a vote on the candidate three days later. “This feels way too compressed to make a good decision and I would argue for stretching it out even another week.”

Though there was no vote on the timeline, Reyes said that if the board feels it needs more time to review applications it could explore that option later in the month.

Anyone 18 years or older who resides in the Madison School District can apply to be considered by submitting a letter of interest to the district detailing what qualities they can bring to the School Board, a statement on three issues the district faces and how the prospective board member would address them.

Several elections are on the horizon for the seat over the next two years. Though Burke’s term would have lasted until 2021, whoever is appointed would have to decide by late December if they will run in the April 2020 election to finish out the last year of Burke’s term. Terms on the Madison School Board are three years, but whoever is appointed to Seat 2 must run to complete the one-year term before being able to run for a full three years.

Board member Kate Toews said it “would be very beneficial” having an applicant with experience in referendums or hiring a superintendent.

The last time the School Board appointed someone to fill a vacancy was in 1997 when Nancy Mistele resigned because she was moving out of the School District. Sixteen people applied to replace her.

David Blaska, a former Dane County Board member who lost his School Board race this year to Ali Muldrow, said Monday that he will apply to fill the empty seat after saying Friday he would not.

The conservative blogger said he has “no hope of being named.”

“Still, one must fight the good fight,” he said.

Of the other two candidates who ran in the April election and lost, TJ Mertz said he is not interested in applying and Kaleem Caire said Friday he had not had enough time to make a decision. An attempt to reach Caire Monday night was not successful.

The University of Wisconsin Madison Loses an Open Records Lawsuit

A Dane County circuit judge recently ruled that UW-Madison broke the state’s public records and open meetings laws — violations that may cost the university more than $40,000.

UW-Madison’s School of Medicine and Public Health failed to turn over records relating to how a committee awarded millions of dollars from an endowment for public health projects, according to the ruling. The committee also failed to properly inform the public why it went behind closed doors in a 2016 meeting.

The judge also noted that “in this grant cycle alone” the committee funded two projects that were not as highly rated as others, and those two projects were associated with committee members.

The June 13 court order requires UW-Madison to pay back the plaintiff’s legal fees or to appeal. University officials said they had not received information on the fees and are still considering whether to appeal.

An attorney for the plaintiff, Christa Westerberg, said legal fees in the more than two years spent litigating the suit will be “north of $40,000.”

Westerberg, of the Madison law firm Pines Bach and co-vice president of the state’s Freedom of Information Council, said UW-Madison “aggressively litigated” the lawsuit in a way she had not seen before.

For UW-Madison, the stakes in the suit are high.

“This is a case about whether or not the university can protect the integrity of research and programs at UW-Madison by maintaining the confidentiality of reviewer comments,” UW-Madison spokesman John Lucas said.

Pines Bach attorneys say the university has until July 29 to file a notice to appeal.

In 1999, Blue Cross Blue Shield United of Wisconsin, Inc. (BCBS) petitioned the Office of Commissioner of Insurance (OCI) to permit it to convert from a non-profit corporation to a for-profit corporation. In order to convert to a for-profit corporation, BCBS had to compensate the state for the decades of tax-exempt status it enjoyed, and proposed to do so by giving stock to a foundation, which in tum would sell it and distribute the proceeds to the state’s two medical schools: the University of Wisconsin Medical School and the Medical College of Wisconsin. The funds would be used to promote public health initiatives. The OCI required modifications to establish accountability mechanisms for, and public participation in the governance of, the conversion funds. Among the accountability requirements was that each medical school must create a public and community health oversight and advisory committee to oversee the distribution of the public health-allocated percentage of conversion funds. The OCI required the committees to conduct themselves in accordance with standards consistent with the Wisconsin public meeting and public record laws.

The Oversight and Advisory Committee (OAC) is the University of Wisconsin School of Medicine and Public Health’s designated committee to distribute the 35% public health funds associated with the BCBS conversion. The OAC is one of two governance committees that administer the Wisconsin Partnership Program’s (WPP) five grant programs that seek to improve the health and well-being of Wisconsin residents. A different committee, the Partnership Education Research Committee (PERC), administers and oversees the research grants. Andrea Dearlove is the Senior Program Officer for WPP. With her staff and the OAC’s director Eileen Smith, she designed an awards program, known as the Community Impact Grant, to incorporate experience from previous WPP community academic grant programs as well as nationwide best practices to address complex public health issues.

Ethics violation alleged in Madison School Board president’s vote to keep police in schools

Three former elected officials are alleging Madison School Board President Gloria Reyes violated the body’s ethics policy when she voted in favor of a contract that would keep Madison police officers in the district’s high schools.

On Tuesday, former City Council members Andy Heidt, Brenda Konkel and Andy Olsen, who also served on the Dane County Board, sent a letter to the district calling on the School Board to vote again on the school resource officer, or SRO, contract. They claim that Reyes, a former Madison police officer and deputy city mayor, should not have been allowed to vote on it last week.

The letter, which was sent to the seven board members, Superintendent Jennifer Cheatham and the district’s legal counsel, claims that Reyes now works in the city’s Community Development Division.




Teacher who built Dane County’s jail high school to retire

“My first order of business when I would get kids would be to help them understand that they have value, because they would come in thinking that they were worthless.” That, she says, is why there has never been a fight in her classroom. “As soon as they learned that they have value and that they can learn, it made all of us safer and it made them future-oriented.”

‘I’ve given all that I can’

Deciding to retire wasn’t easy, Anderson said, adding that she wasn’t sure until she submitted her retirement paperwork. But she said she’s been suffering from “compassion fatigue,” a phenomenon common among those who spend their careers in emotionally taxing careers. Anderson likened her situation to the book, “The Giving Tree,” in which a tree gives shade, support and ultimately its own life to a child.

“I told kids earlier this year. I said, ‘I’m a stump. I’m a polished stump.’ People can sit on me, they can rest, but sometimes I just feel like I’ve given all that I can, and I have to be able to give at home,” Anderson said, adding that she wants to make way for someone else to step into the role.

The Madison Metropolitan School District will be responsible for filling Anderson’s position.

UW-Madison researchers’ study highlights voices of immigrant parents, students in public schools

The project, “Building Equitable Inclusion of Immigrant Parents in Public Schools” conducted focus groups and one-on-one interviews with a total of 80 Latinx and Hmong parents and youth from a variety of areas in Dane County, including Madison, Sun Prairie, Fitchburg and McFarland.

The project was partly funded by the School of Education’s Grand Challenges Engage initiative in 2017, which awarded a total of $200,000 to eight finalists that year.

Outreach was done through local community organizations, and data collection began in 2018 and stretched into 2019. While the researchers are still analyzing their data, they’ve already presented at the American Educational Research Association conference and hope to be able to submit a paper for publication in early 2020.




Commentary on Avid/Tops in the Madison Schools

The board also approved a three-year partnership renewal with the Boys & Girls Club of Dane County for the college preparation program AVID/TOPS.

The program is meant to prepare students for post-secondary education, particularly low-income and minority students or students who would be the first in their family to go to college. AVID/TOPS is available to students at the four comprehensive high schools and 11 middle schools.

The Boys & Girls Club provides mentoring, summer internship opportunities and college coaching to students at the high schools and two middle schools, Cherokee and Wright, and partners with the district on tutoring, college field trips and career planning.

According to an evaluation of AVID/TOPS, conducted by a unit within UW-Madison’s Wisconsin Center for Education Research, students who were in the AVID/TOPS program through 12th grade had a grade-point-average of 2.76 compared with 2.67 in the district overall.

About 75% of AVID/TOPS students initially enrolled at a post-secondary institution compared with 60.4% of all students. Although, the evaluation found that while there is some evidence to suggest AVID/TOPS students are more likely to stay in college, it is not statistically significant.

The Madison Metropolitan School District (MMSD) and the Boys & Girls Club of Dane County (BGCDC) have partnered with the Wisconsin Evaluation Collaborative to conduct an assessment of the Advancement Via Individual Determination (AVID) program and Teens of Promise (TOPS) program in high school and postsecondary education. AVID/TOPS is a collaborative partnership between MMSD and the BGCDC designed to increase academic achievement, college preparation, postsecondary educational access, and degree attainment for students in the middle academically (i.e. grade point averages between 2.0 and 3.5) who are traditionally underrepresented in higher education. The program operates in all four MMSD high schools. This 2017-2018 AVID/TOPS report presents results from analyses of measurable student outcomes that reflect the program’s stated goals. These analyses focus on AVID/TOPS program impacts in three areas—2017-2018 academic and engagement outcomes, longitudinal end-of- high school outcomes, and longitudinal postsecondary outcomes. Research questions guiding these analyses are as follows:

1. How does the academic achievement of students who participated in the AVID/TOPS program in high school compare to that of academically and demographically similar peers during the 2017-18 academic year?
2. How does the end-of-high school academic achievement of students who participated in the AVID/TOPS program in high school compare to academically and demographically similar non- AVID/TOPS peers? How do impacts vary by the number of years students participated in AVID?

3. How do college enrollment, persistence, and graduation outcomes of AVID/TOPS high school participants compare to the outcomes of academically and demographically similar peers?

4. Are students, MMSD AVID staff, and BGCDC TOPS staff satisfied with the program?

Methodology
Estimates of program effects were computed using propensity score matching. This statistical method matches AVID/TOPS and non- AVID/TOPS students based on their individual probabilities of high school AVID/TOPS participation. Groups of students were matched within cohort and high school, and balanced within eighth
participation academic, socioeconomic categoriescomparing selected AVID/TOPS students to all of their grade-level peers, this propensity score matching methodology compared AVID/TOPS students to other students who had similar academic and demographic profiles but chose not to participate.

Commentary on a proposed 2020 Madison K-12 Tax & Spending Increase Referendum

If voters were to approve a $150 million referendum, the owner of a $300,000 house — near the median-value home in the district of $294,833 — could have their property taxes increase by $93 annually, according to district estimates.

A larger referendum of $280 million is estimated to raise property taxes on a $300,000 house by $159 annually.

If a $280 million referendum were approved, the Madison School District’s debt, excluding interest payments, would be $357 million, according to the district.

The district projects its debt as a percentage of the total tax base value under a successful $280 million at 1.3% — estimated to be the third lowest out of 15 Dane County school districts.

Currently, the Madison School District has $77 million in debt, which ranks last out of the 15 districts for debt as a percentage of total tax base value, according to the district.

Madison has long spent far more than most taxpayer supported K-12 school districts.

Yet, we have long tolerated disastrous reading results.

Warrant provides details of Madison East High sexual assault; principal apologizes for security chief’s comments

Hernandez said schools should be sensitive to the traumas of students and staff and provide services for not only physical, but also emotional health.

The boys, both 15, have been arrested and charged in juvenile court with felony second-degree sexual assault and fourth-degree sexual assault, which is a misdemeanor. One boy is also charged with kidnapping, and the other is charged with being party to a crime of kidnapping.

According to a search warrant filed Monday in Dane County Circuit Court:

The girl told police she and another boy were in school on April 10 after classes ended, and she perceived a statement from the boy as asking if she wanted to have sex with him. The girl said she was waiting for her father to pick her up, and he grabbed her backpack and ran into a bathroom.

She followed him into the bathroom, telling police they were friends and she thought the boy was “playing.”

A second boy entered the bathroom, the girl told police, and they both blocked her from leaving before raping her as she attempted to push them away.

“The data clearly indicate that being able to read is not a requirement for graduation at (Madison) East, especially if you are black or Hispanic”




2019 Madison School Board election Commentary



Seat 3: Caire vs. Carusi
Logan Wroge:

“There’s no one in the history of Madison schools that has my professional record,” he said.

Carusi has reviewed budgets and policies during 12 years of attending School Board meetings and has actively served in parent leadership roles, which puts her in a “unique position of someone who’s not been on the board but really has been watching the board and knows what’s going on.”

The district needs to explore new teaching methods and school models, such as a school dedicated to performing arts, Caire said, along with increasing access to early childhood education and making the district attractive to retain families and draw in new ones.

“I also want (students) to have the type of education that’s going to prepare them to be problem-solvers in the future,” he said. “I don’t think any of our kids are getting that by a large measure, white kids, black kids. It’s the same old 13 years of liberal arts education that’s boring.”

Seat 4: Blaska vs. Muldrow:

In the most ideologically divided Madison School Board race this year, David Blaska and Ali Muldrow offer stark contrasts for voters when they decide April 2 who takes over Seat 4.

Muldrow said the achievement gap is “what defines our community.” She wants to include information on “medically accurate, inclusive human growth and development” throughout the K-12 curriculum to teach children about anatomy, stages of development and how to better understand their emotions. She said a priority is having arts every day.

“More dance, more music, more theater, more planning time and smaller classrooms are things I care about,” said Muldrow, co-executive director of GSAFE, the Gay Straight Alliance for Safe Schools. “My opponent and I are really different people who have really different values and bring different priorities to the table.”

Blaska, a former Dane County supervisor and conservative blogger, argues the district is obsessed with “identity politics” and said correcting bad behaviors has become administratively burdensome. He wants teachers to be in charge of classrooms and principals in charge of schools. His priorities would be “discipline, discipline, discipline.”

“I’m very much a political realist. I’m doing this because it needs to be said, and because I know it will get a receptive audience,” Blaska said. Muldrow, he said, “is wedded to identity politics, and for her, everything is race and not behavior.”

In February, Muldrow won 56 percent of the vote in a four-way primary followed by Blaska with 23 percent.

Muldrow lost the 2017 race for Seat 6, and Blaska has not run for School Board previously.

Seat 5: Mertz vs Mirilli

Six years ago TJ Mertz and Ananda Mirilli appeared on a primary ballot that resulted in Mirilli placing third behind another candidate (Sarah Manski) who dropped out after the primary, all-but ensuring Mertz’s victory. Now the two are finally going head-to-head April 2 for Seat 5.

Ali Muldrow took in $14,144 this reporting cycle — with more than $5,500 coming from other fundraising committees — versus the $6,605 raised by David Blaska, a former Dane County Board supervisor and conservative blogger. Muldrow received $4,500 from MTI.

Muldrow, co-executive director of GSAFE, ended the reporting period with $14,241 in cash available. Blaska had a cash balance of $2,635.

Vaccination data review in Dane County Schools

The Madison public schools with the highest percentages of students on personal conviction waivers four years ago have seen those percentages fall. Marquette Elementary School on the Near East Side had 13.8 percent of students, or 30, on the waivers. As of last school year, that percentage was 8.0 percent.

O’Keeffe Middle School, which shares a building with Marquette, also had 8 percent of its students on personal conviction waivers last year. The only other Madison public schools with a rate higher than 5 percent were one of the district’s alternative high schools, Shabazz, at 7 percent, and Lowell, Lapham, Franklin and Randall elementary schools, all at 6 percent.




UW-Madison prof: Anti-bias programs mean well, but there’s no proof they work

UW-Madison researcher Markus Brauer has what he admits is a provocative message at a time when companies, governments and other organizations are heeding calls from social justice activists for training to counter discrimination and build a more equitable society:

It’s far from clear that such training works, and some of it might actually have the opposite of its intended effect.

Brauer, a psychology professor, will speak Tuesday, the day after Martin Luther King Jr. Day, on “Approaching MLK’s dream: Scientifically tested methods to reduce racism and promote inclusivity” as part of UW-Madison’s Crossroads of Ideas public lecture series.

His critique resonates with at least one organization that has provided training on multiple occasions to Dane County government employees.

Rachel Godsil, co-founder of the New York City-based Perception Institute and a law professor at Rutgers University, said she shares “some of the same skepticism” Brauer has in particular about implicit bias training. Implicit bias is the notion that we all have subconscious biases about people based on race and other characteristics, and that these biases affect our understanding of the world and the way we treat people.

But she said her organization takes a more comprehensive approach to disrupting bias and is careful to keep up with the latest research and evaluate training effects, and Dane County officials “recognize that none of this is one and done,” she said.




K-12 Tax & Spending Climate: Another Madison Referendum in the works

In 2015, Madison voters authorized a $41 million school facility improvement plan that addressed needs in 16 schools across the district.

“I think our schools need (upgrades), but at the same point, I don’t want to force someone out of their home, which I’ve seen happen to some friends in Middleton because they can’t afford the referendum,” School Board member Nicki Vander Meulen said.

Voters in the Middleton-Cross Plains School District approved a referendum last November authorizing $138.9 million for an expansion to its high school and a new intermediate school. Since 2013, eight referendums have been voted on and approved in school districts around Dane County, not including Madison.

“We haven’t made a major capital investment in 50 years,” said School Board member Kate Toews. “Our kids deserve fantastic educational spaces and certainly our families see new buildings going up around them.

Madison has supported a number of maintenance referendums over the years….

The lack of results lead to calls for an audit in 2010 for a 2005 referendum (I’ve not seen a Capital Times followup….)

We have long spent far more than most (now around $20k per student) despite tolerating long term, disastrous reading results.




Madison School Board needs Blaska’s voice (2019 election)

It appears we are headed toward a School Board election that promises something new: a candidate whose voice will do more than add sound and fury to the liberal echo chamber that is Madison politics.

David Blaska has the background, experience and most importantly the courage to expose the abuses and neglect of those in charge of our schools.

Having been shouted down and bullied at several meetings of the Madison School Board over the past several months, Blaska is uniquely qualified to expose the pusillanimous hand-wringing that passes for decision-making by those who shape educational policy in this city. He has seen firsthand how a small cadre of vocal extremists, called Freedom Inc., have cowed the current School Board with their unique brand of cop-hating venom.

When ordinary citizens are afraid to attend meetings for fear of being harassed by a mob of fanatical ideologues, we are witnessing a system that has shamelessly abandoned its mandate.

If elected, Blaska may be a lone voice crying in the wilderness, but at least it will be a voice unafraid of speaking truth to power.

It starts with safety and discipline,” said Blaska, who on his blog has been sharply critical of the district’s deliberations over whether to continue stationing Madison police officers in the high schools.

Despite raucous protests by the activist group Freedom Inc., a committee of the board recommended on Sept. 26 that the police officers, called educational resource officers, or EROs, remain in the schools. Protests against EROs by the same group shut down a School Board meeting on Oct. 29 to approve the budget. It was approved two days later in a special meeting.

Blaska also criticized the district’s Behavior Education Plan as “too bureaucratic” and the “product of too many administrators and too many meetings.” The plan — which was rolled out in 2014 and runs to 77 pages for elementary schools and 82 pages for middle and high schools — is largely an attempt to move away from “zero tolerance” policies and reduce the disproportionately high number of students of color who are expelled or suspended. It is undergoing revisions this year.

He said he would try to get the BEP down to about eight pages while giving teachers and administrators more discretion over how they handle student behavior in their schools.

Incumbent Dean Loumos, who chaired the ERO committee, said he was “not at all” vulnerable to criticism about the way he has handled security issues.

Blaska has frequently criticized members of Freedom Inc., the local social justice advocacy group that has spoken out at recent School Board meetings against the use of educational resource officers in the city’s four comprehensive high schools.

Protests that broke out during the public comment period at the School Board’s October meeting led to a vote to adjourn the meeting early. Blaska has lamented that some do not feel safe attending School Board meetings because of the “far-left mob.”

Blaska in recent blog posts has called on Dane County District Attorney Ismael Ozanne to prosecute the the protesters who shut down the October meeting.

2005: When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before:

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. It starts with safety and discipline,” said Blaska, who on his blog has been sharply critical of the district’s deliberations over whether to continue stationing Madison police officers in the high schools.

Despite raucous protests by the activist group Freedom Inc., a committee of the board recommended on Sept. 26 that the police officers, called educational resource officers, or EROs, remain in the schools. Protests against EROs by the same group shut down a School Board meeting on Oct. 29 to approve the budget. It was approved two days later in a special meeting.

Blaska also criticized the district’s Behavior Education Plan as “too bureaucratic” and the “product of too many administrators and too many meetings.” The plan — which was rolled out in 2014 and runs to 77 pages for elementary schools and 82 pages for middle and high schools — is largely an attempt to move away from “zero tolerance” policies and reduce the disproportionately high number of students of color who are expelled or suspended. It is undergoing revisions this year.

He said he would try to get the BEP down to about eight pages while giving teachers and administrators more discretion over how they handle student behavior in their schools.

Incumbent Dean Loumos, who chaired the ERO committee, said he was “not at all” vulnerable to criticism about the way he has handled security issues.

Negassi Tesfamichael:

Blaska has frequently criticized members of Freedom Inc., the local social justice advocacy group that has spoken out at recent School Board meetings against the use of educational resource officers in the city’s four comprehensive high schools.

Protests that broke out during the public comment period at the School Board’s October meeting led to a vote to adjourn the meeting early. Blaska has lamented that some do not feel safe attending School Board meetings because of the “far-left mob.”

Blaska in recent blog posts has called on Dane County District Attorney Ismael Ozanne to prosecute the the protesters who shut down the October meeting.

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. Mental health programs help Madison-area schools address behavior causes

While Building Bridges doesn’t provide therapy in schools, the 90-day program helps families secure proper food and housing, navigate insurance plans, get transportation to therapy appointments and advocate for themselves during and after appointments, among other support services, said Jerilyn Robinson, director of family programs at Catholic Charities.

“We break down all of those barriers,” Robinson said.

Through Building Bridges, four two-person therapist teams work in the Madison School District, with each team serving one of the district’s four high school attendance areas. Dane County is spending nearly $1 million this year on the program, with matching funds contributed by the school districts. </blockquote>

Madison School District Responds to Civil Rights Investigation

Jim Bradshaw of the Office for Civil Rights’ Washington D.C. office confirmed in an email that “the process is ongoing.”

Greg Jones, president of the NAACP says it is important to know “what the district has done to comply with their agreement with Office for Civil Rights.”

“Given the urgency of education outcomes in Dane County, the local NAACP branch will monitor the agreement as it relates to our mission. The NAACP thinks it is very important to keep the public informed,” Jones said.

Chris Gomez Schmidt a local education advocate with the Madison Partnership for Advanced Learning, agrees with Jones.

“The Office for Civil Rights resolution and the work being done to meet these requirements should be part of the community conversation and our work on closing achievement gaps. More can be done to make this a transparent process.”

“The importance of this Civil Rights resolution process cannot be emphasized enough,” Gomez-Schmidt says. “This work cannot continue to fly under the radar if Madison is truly interested in closing achievement gaps,”

An Advanced Learning Advisory Committee required to comply with the Resolution Agreement has met several times but questions remain about what is being accomplished. Only five parents attended the committee’s most recent meeting on May 23, 2018.




2018 Madison School Board Election: 1 contested seat, 1 unopposed

In December 2017, Madison deputy mayor Gloria Reyes announced her candidacy for Madison School Board seat one. Incumbent Anna Moffit was elected to the seat in 2015 after running unopposed in her first election.

In February, Moffit and Reyes participated in their first candidate forum. The candidates discussed the state of arts education in Madison and fielded questions from music, visual, and multidisciplinary arts teachers across Dane County. Oscar Morales, director of Omega School and Madison’s poet laurate moderated the fourm, hosted by the Arts and Literature Lab.

A comparison of Teacher Tenure in the Madison School District

To determine where the most experienced teachers work in the Madison School District, the Cap Times analyzed staff data from the 2016-2017 school year collected by the Wisconsin Department of Public Instruction. DPI’s all-staff report catalogs salary, position, experience level and demographic data of all faculty and staff in the state’s public schools.

The analysis found Madison’s most experienced teachers work at Metro High, the school housed inside the Dane County Jail. The five teachers at Metro High School have an average of 19.4 years of teaching experience. Badger Rock Middle School on Madison’s south side had the least experienced teachers with an average of 6.5 years in the classroom. Across the district, the average teacher has 12.18 years of experience. Statewide, the average is 14 years. The Cap Times excluded teachers who were not assigned to one school from our analysis.




100 Black Men of Madison organizes toy drive for high school students who take care of their siblings

As some of Madison’s high school students balance classes, jobs and home responsibilities, two local organizations are lending a hand to ease their burden this holiday season.

The Madison chapter of 100 Black Men, in partnership with the United Way of Dane County, organized “Christmas for Children With Responsibilities.” The toy drive is for Madison high school students who are the primary caregivers for their younger siblings.

Now in its second year, the drive collects gift cards, new toys, books and games for kids ages 0-12. Care packages are assembled and discreetly distributed to the high school students to give to their younger siblings.

Rating Madison area taxpayer funded school districts

Mirroring results from a year ago, all 16 Dane County school districts earned three or more stars on the state’s 2016-17 report cards, meaning they met or exceeded expectations for educating children.

The top county score went to Waunakee, which was the only one of the 16 to earn all five stars, placing it in the category of “significantly exceeding expectations.” Only 43 other districts in the state out of 424 did the same.

This is the second year the report cards used a five-star rating system. The stars correspond to one of five categories: “fails to meet expectations,” “meets few expectations,” “meets expectations,” “exceeds expectations” and “significantly exceeds expectations.”

Madison Schools 2016 Property Tax Increase Referendum – Let’s Compare: Madison and Middleton Property Taxes



The Madison School District is considering another property tax increase referendum for the upcoming November election.

We’ve long spent more than most districts (“plenty of resources”), despite challenging academic outcomes. I thought it might be useful to revisit the choices homeowners and parents make. I’ve compared two properties, one in Middleton (2015 assessment: $257,500.00) and the other in Madison (2015 assessment slightly less: $249,300.00).

A Middleton parent/homeowner pays less over the years, with the difference growing significantly in recent times (note that my example Madison property features a 3.2% lower assessed value).

Where have all the students gone?

In closing, I’ve found that full budget information is much easier to find and review from Boston (spends more, but has lots of student choice) and Long Beach (spends quite a bit less per student, but offers more student choice).

Superintendent Jennifer Cheatham mentioned Boston and Long Beach as urban districts that have narrowed the achievement gap. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.

AnjiPlay is a comprehensive educational approach grounded in a philosophy of love,risk,joy,reflectionandengagement.AnjiPlayiscurrentlythefull­timecurriculumof 130 schools serving 14,000 children ages 3­6 in Anji County, China. The AnjiPlay approach was developed over a period of 15 years by Ms. Cheng, Director of Pre­primary Education for Anji County. It was recognized by the President of China in 2014 with the National Award for Achievement in Early Childhood Education and will be adapted as a national curricular standard in China this year. Over the past two years, the world has begun to learn about AnjiPlay through conferences and talks at Mills College, Stanford University, Columbia University and MIT.

One City is a new preschool utilizing a two­-generation model to prepare children, ages 1 to 5 years old, for school and life success, while working in partnership with parents and the broader community to move its children’s families forward. Training of One City teachers in the AnjiPlay approach began in June and will continue through the summer of 2017. Dr. Bailey with work closely with Mr. Bryce Pickett, One City Director of AnjiPlay, and the One City teaching staff on site and virtually throughout the year, including site visits to the kindergartens of Anji, China. The first shipment of AnjiPlay materials will arrive in Madison from Anji during the second week of July. These sophisticated, minimally structured, nature­based materials were designed and developed by Ms. Cheng over 15 years of testing and observation in the kindergartens of China. These materials have been further standardized by RISD professor and noted toy designer Cas Holman.

Ms. Cheng will visit Madison from July 19 to 23 to take part in training of One City’s staff. Ms. Cheng, Dr. Bailey and Mr. Caire will be available to members of the press for interviews and comment. Ms. Cheng will participate in a series of events and activities during her visit to Madison, including a public presentation “The Benefits of Risky Play” hosted by the Madison Public Library (Saturday, July 23 from 2:30pm – 4:00pm, Central Library).

Autism Treatment Offerings Expand In Madison

Nationally, 1 in 68 school-age children are identified as having autism spectrum disorder, the CDC reported in March. That is unchanged from 2014 but up from 1 in 88 two years earlier and 1 in 110 two years before that.

The national rate is based on surveys in parts of 11 states — including Wisconsin, where Dane County and nine other southern counties take part.


In the most recent report, Wisconsin’s rate is 1 in 92, which is lower than the national rate. But the state’s rate is up from two years ago, when it was 1 in 102.

The Badger Exam
For 2014-15, the Badger Exam was Wisconsin’s annual statewide test in English Language Arts, taking the place of the WKCE. Badger was the name used in Wisconsin for the assessment developed by the Smarter Balanced Assessment Consortium (SBAC), one of two Common Core-aligned assessments utilized by multiple states.

As was the case in other states that used this SBAC assessment, a much higher percentage of fourth grade students reached the proficient level than on the National Assessment of Educational Progress (NAEP). See https://edreformnow.org/how-do-new-naep-scores-compare-with-smarter-balanced-and-parcc/ In Wisconsin, 50.4% of fourth graders were proficient on the Badger, while only 37% were proficient on the NAEP. This discrepancy could be attributed to differing exam content as well as different standards for setting proficiency cut scores. (Wisconsin was not included in the above-linked article because DPI delayed release of Badger results from the spring, 2015 exam until January 13, 2016.)

As is true in the NAEP data, the Badger scores reflect deep and persistent gaps between different groups of students. Proficiency percentages were only 20.2 for African-American fourth graders, 24.3 for students with disabilities, and 37.1 for low income students. DPI’s press release contains details.

At this point, Wisconsin’s DPI has not posted district and school Badger results on its website, which limits public access to this important information. An article in the Wisconsin State Journal provides information on districts in Dane County. In the Milwaukee Journal Sentinel, Alan Borsuk reports that Milwaukee proficiency percentages were so low that former U.S. Secretary of Education Arne Duncan called it a “national disgrace.”

The Badger exam is now history in Wisconsin. Legislation required development of the new Forward exam for this year. Since we will not longer be able to compare scores with other states who are taking the SBAC exam, it is critical that Wisconsin be honest about setting its proficiency cut scores at a level that corresponds to the NAEP standards.

Boys And Girls Club Of Being County Received Multi-Million $ Grant

“It’s a seven-figure gift so we’re talking millions. What’s really exciting about the announcement is the performance of our kids,” Johnson said. “We have almost 300 kids that are African-American in the program and they are showing an increase in performance and the Latino kids are showing an increase. We want to let the community know to continue to support the program and the kids.”

In its partnership with the Madison School District, the AVID/TOPS program works to narrow achievement gaps, helps students stay on track for graduation and prepares them for college. The program offers mentoring, tutoring, internships and college scholarships.




Compare Property Taxes Around Madison



Dean Mosiman:

In Madison, the tax bill for a fair market home valued at $200,000 was $4,690. Outside Madison, the tax bill for a fair market home with the same value ranged from $2,815 in the town of Christiana in the Stoughton School District to $4,736 in the village of Brooklyn in the Oregon School District.

The tiny town of Blooming Grove saw average drops in average bills for homes that didn’t change in value between 7.43 percent and 11.47 percent depending on which of four school districts property is located.

The decreases came from savings in an intergovernmental agreement under which the city of Madison is now providing fire and emergency medical service to the town, town administrator-clerk-treasurer Mike Wolf said.

The town had employed three full-time firefighters supplemented by volunteers and interns, but contracting with the city saves $100,000 and makes sense because the town is set to dissolve in 2027, he said.

A similar Middleton home pays 13 to 16% less than a Madison property.

Despite spending more than most school districts (currently $17k/student), Madison has long tolerated disastrous reading results.




K-12 Tax & Spending Climate: Milwaukee: Still riding along in Madison’s wake



Tom Hefty:

The Twin Cities of Wisconsin are Madison, metro population 633,000, and Milwaukee, metro population 1.57 million. Both cities are dominated by Democratic politics, yet the economies of the two cities have taken decidedly different paths.

Madison is prospering; Milwaukee is not.

Madison has a median family income of $77,700; Milwaukee’s is $40,800. Fifty-three percent of Madison’s population has a bachelor’s degree or higher; it’s 22% in Milwaukee.

In the past 30 years, metro Madison grew 45%; metro Milwaukee grew just 11%.

What caused the difference in outcomes for two cities separated by only 75 miles? The answer lies in Wisconsin politics, particularly the politics of the Democratic Party. The post-World War II Democratic Party revival in Wisconsin was led by Democrats in Madison, not Milwaukee.

Madison was the seat of government; Milwaukee was the commercial capital of Wisconsin. Government won.

Three factors have driven overall growth: the impact of higher education and new technology; entrepreneurship and new businesses; and the expansion of government services since the Great Society and the Obama administration’s stimulus spending. For each factor, Madison won and Milwaukee lost.

More than 40 years ago, “The History of Wisconsin” noted that Milwaukee Democrats provided the votes to elect Madison Democrats to statewide office. Since World War II, five Democrats have been elected governor. None was from Milwaukee. (Lt. Gov. Martin Schreiber, a Milwaukee Democrat, became governor in 1977 after Patrick Lucey resigned.)

The numbers tell the story: 2014 was a watershed year for Wisconsin’s Twin Cities. For the first time in history, the average wages in Madison’s Dane County exceeded the average wages in Milwaukee County.

Let’s look at the three factors that drove the two cities apart.




Madison Schools’ Tax & Spending Priorities



Chris Rickert:

District officials were able to close about a third of the budget deficit by negotiating rate freezes with the three insurers it contracts with for employee health coverage — which is great, but isn’t going to put any more of those 79 positions back in the classroom.

The district, like local taxing bodies throughout Dane County, is wont to blame all its money woes on four years of tight-fisted and damaging Republican control of state spending.

It’s a fair point, although my experience over 15 years of covering local government is that cities, counties and school districts are quite capable of experiencing budget woes no matter who happens to be in charge at the Capital.

And who’s responsible for budget woes probably matters less than who suffers their effects.

Commentary on Madison’s April 7, 2015 Maintenance Referendum; District spending data remains MIA

If approved, the referendum would raise property taxes about $62 on the average $237,678 Madison home for 10 years. The district is still paying off $30 million in referendum debt for the construction of Olson and Chavez elementary schools in the late 2000s, according to the district. The final payment, for the Olson project, is due in 2026.

The aggressive school district campaign to get the word out to voters about the proposal and a community group that has been knocking on doors advocating for its passage have largely been met with very little opposition.

“It’s really quiet,” said board vice president James Howard. “I guess we’ll just have to wait until April 7 to find out” whether it has community support.

Board member T.J. Mertz, who has worked closely with the pro-referendum nonprofit Community And Schools Together, said the board has received about a half-dozen emails questioning the increase in property taxes.

“But there is no organized opposition,” Mertz said. “Whether that’s a function of apathy, the political culture of Madison or the lack of a strong Republican Party (in the city), or whether this is a popular measure, it’s impossible to read in the absence of no organized opposition,” adding that there also has not been a conservative school board candidate in about six years.

The proposal comes at a time when the school district faces at least a $12 million gap in its $435 million operating budget for the 2015-16 school year. The maintenance work and $2 million in technology costs also included in the proposal would ease pressure on the district’s budget, Mertz said.

I emailed Michael Barry to confirm Ms. Beck’s $435,000,000 Madison Schools’ budget number, which is 8% or $32,000,000 higher than the previously discussed $402,000,000 2014-2015 budget. I’ve not heard from Mr. Barry.

That said, pity the poor citizen who wishes to determine total spending or changes over time using the District’s published information.

At a forum this week on the referendum projects, many in the crowd on the city’s near west side focused on property taxes and “what we’re doing to save money,” Silveira said Tuesday in a meeting with the Capital Times editorial board.

“People get confused. They think if we pass the referendum, we won’t have the gap on the operating side,” said Silveira, the current president of the school board who is retiring at the end of her term next month.

In fact, cuts in state funding will contribute to a shortfall that, if voters approve the referendum bond sale, would demand a property tax increase next year of up to nearly 5.2 percent to balance the budget, about 1 percent of which would be due to spending approved by the referendum.

Madison’s per-pupil spending on schools is more than $1,000 above the state average of about $12,000. That’s mostly due to operational costs, including higher pay and benefits for employees.

Madison property taxes are high, too. That’s partly because the state sends less aid to Madison, based on a formula that penalizes communities with higher property value.

But when it comes to construction, the Madison School District has been conservative. The district with nearly 50 schools and 28,000 students has built only three new schools in the last 45 years.

Moreover, Madison’s debt per student is the lowest among all of the school districts in Dane County, and half the state average, according to district figures. At the same time, interest rates are incredibly low.

The proposed maintenance tax & spending referendum includes plans to expand two of the District’s least diverse schools: Van Hise & Hamilton.

Thank you for your efforts to work on school accountability. We all agree that real accountability, focused on getting the best outcomes for all children, is important. From our first review of the bill introduced today, it is clear there is a lot of work to be done before a school accountability bill can be passed.

There are several parts of this bill that need more thoughtful consideration to be the type of real accountability that our students and families deserve:

– using multiple tests that would not fairly compare public and private schools

– requiring charter conversion rather than creating a true path to improvement

– assigning letter grades that do not accurately communicate how a school is performing

– removing control from locally elected school boards.

We need an accountability bill that supports our efforts to produce the best results for all children rather than a flawed one that is rushed to pass in order to make a political point.

I would urge you to work with districts to develop a true accountability system that holds all schools to the same standards and supports them in getting the best results for children. We have not yet been given the opportunity to work with you but we would welcome it. I would be happy to answer any questions, give input or discuss with you more.

Note the use of “General Fund”. The document neglects to mention total spending, or recent increases in redistributed state tax dollars to the Madison Schools.

Ongoing Increases in Madison Property Taxes: “Delinquencies 30% More Than We Expect” (!); Schools up 4.2% this year

Madison property owners will soon be able to pay their taxes in four installments, beginning with the 2014 tax bill coming in December.

The Mayor’s Office said on Tuesday the four-payment plan could help taxpayers avoid penalties by spreading out the taxes owed over a seven-month period.

“At the height of the recession, the city’s delinquency rate was over twice the historical average,” said Mayor Paul Soglin in a news release.

“Even today, delinquencies are 30 percent more than what we would expect,” Soglin said. “We hope offering the four installment option will help some of our property owners avoid the considerable penalties incurred when you go delinquent on their taxes.”

Taxpayers up to now had two options in Madison: Pay the full amount by Jan. 31, or in two installments, due Jan. 31 and July 31 (the two installment plan will no longer be used.)

Comments on the school district’s website range from support for the project to concern about the cost and how it was decided which schools would get improvements.

One poster complained about being asked to pay more property taxes when income is not rising. A parent suggested that more space should be added now — rather than later — at west side Hamilton Middle/Van Hise Elementary School, where $2.53 million in improvements would add classrooms and a shared library, allowing current library space to be used for classrooms. Better yet, build a whole new middle school, the parent suggested.

A parent whose children attend Schenk Elementary/Whitehorse Middle school on the east side was disgusted at what were described as inconvenient, even dangerous student drop-off conditions. Another parent at Schenk said overcrowding means kids don’t eat lunch until after 1 p.m.

“It’s hard to concentrate when you’re hungry — why didn’t these schools make the list?” he asked.

Another poster took the Madison school district to task for not routinely maintaining and modernizing buildings to avoid high-ticket renovations like that planned at Mendota.

From the campaign trail:

“I had been in the private sector and I felt like half my paycheck was going to insurance.”

Middleton’s property taxes for a comparable home are 16% less than Madison’s.

Madison school officials, MTI say claims regarding union dues, teachers’ rights don’t belong in Act 10 lawsuit

The conservative legal group Wisconsin Institute for Law and Liberty has brought suit against Madison’s public schools through a plaintiff who does not have standing to bring the “scandalous” allegations of violations of teachers’ rights included in its complaint, school district officials claim in a court filing.

Plaintiff David Blaska, a conservative blogger, “is not a teacher in the district nor an employee of the District and he therefore lacks both standing and a factual basis on which to assert those allegations,” school officials say in their answer to a lawsuit brought last month against the Madison Metropolitan School District, the Madison School Board and labor union Madison Teachers, Inc.

In pleadings filed in Dane County Circuit Court last week, school officials and the union asked the court to strike portions of the complaint referring to union dues, fair share payments and other issues regarding employees, calling them “immaterial, impertinent and scandalous.”

WILL, not Blaska, is actually the “party in interest,” or entity that would benefit from the suit, Madison public school officials assert.

The lawsuit filed last month challenges the legality of labor contracts for Madison teachers and other school district employees that were negotiated and entered into after the 2011 enactment of Act 10, Gov. Scott Walker’s signature legislation curtailing the collective bargaining power of public employees.




Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

2009 Ripon Superintendent Richard Zimman speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

And, Jason Stein:

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.

In the fall of the 2013-14 school year, public school children across Wisconsin completed the state’s Knowledge and Concepts Exam, an annual test that measures their knowledge, ability and skills in reading and mathematics in grades 3 through 8 and 10, and in language arts, science, social studies and writing in grades 4, 8 and 10. Just 13% of Black and 15% of Latino children who completed these assessments were reading at grade level (proficient or advanced) in elementary schools across Dane County. The numbers are even more striking than the percentages: just 207 of the 1,497 Black children and 266 of 1,688 Latino children enrolled in grades 3, 4 and 5 were reading at grade level. Despite better outcomes among White and Asian students, their rates of 51% and 48% reading at grade level are disturbing as well.

MTI (Madison Teachers, Inc) Red Fills Doyle Auditorium; Bargaining to Begin

Board of Education meetings on May 12 and 15 were a sea of red, as MTI members produced an overflow crowd, calling for Contract negotiations for the 2015-16 school year. Numerous MTI members, supported by four past-presidents on the Board of Education, State Representatives Melissa Sargent, Dianne Hesselbein and Chris Taylor, spoke to the Board. Congressman Pocan sent a strong statement of support for MTI which was read into the record by Rep. Sargent.

Rep. Sargent also read into the record a petition calling for negotiations. It was signed by Senators Jon Erpenbach, Mark Miller, Fred Risser and Representatives Sargent, Hesselbein, Taylor, Pope, Berceau and Kahl. The petition stated, in part:

“We all share a common interest in making sure every child has access to a quality public education and in supporting our teachers’ efforts to create the best public schools in the state and nation. When teachers are prohibited from coming to the bargaining table, our public school children and schools suffer. Our teachers’ firsthand experience in the classroom gives them a unique perspective in developing best practices and firsthand knowledge of the needs of our public school children.

In Dane County, we have seen 50 years of positive and productive labor relations. This benefits our children and helps create strong schools and communities. Positive employee relations are developed, in part, through the collective bargaining process where employers and employees create the best possible working environment together. Unfortunately, Act 10 eroded the ability to negotiate in good faith.

Guaranteeing that teachers have a voice in what goes on in their classrooms is critically important in ensuring every child is learning in the best possible environment.”
Congressman Pocan’s statement, in part, follows: “Employees are the most important component to the success of any employer, and working with these unions makes good sense, as the employees have the institutional knowledge of the operation. Collective bargaining is an opportunity to address important issues together.”

Also stepping up to the plate in calling for negotiations was the District’s Student Senate. Led by Student BOE representative Luke Gangler (Memorial), they submitted a petition to the Board which stated, in part, “… Whereas, international courts and human rights organizations have since identified collective bargaining as a fundamental right of workers; and Whereas, the right of school staff to collectively bargain has a direct impact on the learning environment of students … Resolved, that the MMSD Student Senate recommend that the MMSD Board of Education approve extensions of employee contracts with MTI, AFSCME, and the Building Trades Council through 2015-16.”

Bargaining will begin today. Those represented by MTI, in all five bargaining units, are reminded to watch the MTI website and MTI Facebook for an urgent call to a Contract ratification meeting. Notice will be sent to all members for whom MTI has a personal email address. Notice will also be sent to the members of all MTI Boards of Directors & Bargaining Committees, MTI Faculty Representatives and EA-MTI Building Representatives.

“Dear White People” The majority population needs a sense of urgency in addressing Madison’s racial disparities

We need to talk about the Race to Equity report, the project launched to reduce racial disparities in Dane County. No, I’m not talking about talking about the data. Or whether we’re surprised by the data. We need to talk about our role in this. Forty years of crappy outcomes for Black people didn’t happen overnight. If you’re north of thirty years old and have lived in Madison as an adult, it’s happened on our watch. We share responsibility.

I have wrestled with this thought since I read the report last fall: I am complicit in these results. And it’s time for us, the majority culture, to face this head-on. We can’t sit idly while Reverend Alex Gee’s Black caucus designs a way forward. And Madison schools superintendent Jennifer Cheatham isn’t going to solve this for us, either.

We, the majority population, need our own focused response to improve outcomes for Black citizens. Black Madisonians have a sense of urgency; they’ve been living in the narrows of opportunity for two generations. White people don’t have the same now-or-never attitude. Over forty years, we’ve allowed and enabled these issues to grow silently, like an undetected cancer, through our community.

There are so many things we whites must do to move in a better direction for all Madisonians. Here are some that I’ve been thinking about.




Education programs take on Madison’s achievement gap

Rose Yang, a senior at UW-Madison, is starting to consider plans for graduate school. After she earns her bachelor’s in social welfare, she wants to complete a master’s and become a social worker.
“I want to help students very similar to myself, who didn’t have opportunities–or didn’t feel like they had the chance to go to college,” Yang said, reflecting on her experience growing up in a low-income household in Madison. “I want to be that person who helps advocate for students like me at one point to get to college.”
While the Madison Metropolitan School District’s 2011-12 graduation rate was 74.6 percent overall, the figure hides disparites. For white students the graduation rate was 86.7 percent, but it was lower for all other races: 80.8 percent among Asians, 63.2 among Hispanics, and 53.1 among blacks. The rate for economically disadvantaged students was 55.4 percent.
Disparity in Madison received fresh attention in October when the Wisconsin Council on Children and Families released the “Race to Equity” report. The document outlined disparity between blacks and whites in Dane County, focusing on differing outcomes in education, employment and arrest rates as well as other areas.
“I think that was a real litmus test that people in our communities were surprised by those numbers,” said Madeline Hafner, executive of the Minority Student Achievement Network, a Madison-based national coalition of school districts aiming to reduce their levels educational disparity.

Today, Caire’s tone has moderated. Somewhat.
“Teachers are not to blame for the problems kids bring into the classroom,” he says. “But teachers have to teach the kids in front of them. And Madison teachers are not prepared to do that. Now we have two choices: Make excuses why these kids can’t make it and just know that they won’t. Or move beyond and see a brighter future for kids.”
Many parents back him up. And many parents of students of color say that their experience with Madison’s public schools–both as students here, themselves, and now as parents–is simply much different and much worse than what they see white students and parents experiencing.
“I just always felt like I was on as a parent, like every time I walked through the door of that school I would have to go to bat for my son,” says Sabrina Madison, mother of a West High graduate who is now a freshman at UW-Milwaukee. “Do you know how many times I was asked if I wanted to apply for this [assistance] program or that program? I would always say, ‘No, we’re good.’ And at the same time, there is not the same ACT prep or things like that for my child. I was never asked ‘Is your son prepared for college?’ I never had that conversation with his guidance counselor.”
Hedi Rudd, whose two daughters graduated from East and son from West, says it has been her experience that the schools are informally segregated by assistance programs and that students of color are more likely to be treated with disrespect by school personnel. “Walk into the cafeteria and you’ll see the kids [of color] getting free food and the white students eating in the hall. I walked into the school office one day,” she recalls. “I look young and the secretary thought I was a student. She yelled, ‘What are you doing here?’ I just looked at her and said, ‘Do you talk to your students like that?'”
Dawn Crim, the mother of a daughter in elementary school and a son in middle school, says lowered expectations for students of color regardless of family income is an ongoing problem. “When we moved to Madison in 1996, we heard that MMSD was a great school district … and for the most part it has been good for our kids and family: strong teachers, good administrators, a supportive learning environment, and we’ve been able to be very involved.”
But?
“Regarding lower expectations for kids of color, not just disadvantaged kids, we, too, have experienced the lower expectations for our kids; overall there is a feeling and a sense of lower expectations,” Crim says. “And that should not come into play. All of our kids should be respected, pushed, have high expectations and should get the best education this district says it gives.”
In the meantime, the school district has been running programs in partnership with the Urban League of Greater Madison, UW-Madison, United Way of Dane County, the Boys and Girls Club of Dane County, and other organizations–all designed to lift scholastic achievement, close the gap, and get more kids graduated and on to college.
The Advancement Via Individual Determination program known as AVID (or AVID/TOPS, when coordinated with the Teens Of Promise program) is run by the district and the Boys and Girls Club here, and is a standout in a slew of public/private efforts to change the fate of students of color in Madison.

At the end of the last school year, a total of four hundred forty-two students did not graduate on time from high school in Madison. One hundred nine were white, eighty-six were Hispanic, thirty-three were Asian and one hundred ninety-one were African American. If the graduation rate for African American students had been comparable to the eighty-eight percent graduation rate of white students, one hundred forty more African American students would have graduated from Madison high schools.
But they did not. While it’s true that the district actively searches out students who did not graduate on time, and works with them so that as many as possible do ultimately graduate, the black-and-white dividing line of fifty-five/eighty-eight remains for now the achievement gap’s stark, frightening, final face. What can be said is that many more Madisonians are paying attention to it, and many people in a position to make a difference are doing their level best to do something about it.

“One of the reasons we haven’t been as successful as we could be is because we’ve lacked focus and jumped from initiative to initiative,” she (Cheatham) says of the Madison schools.

Madison School Board candidate on Theft Arrest

About 14 years ago, school board candidate Michael Flores climbed into a green Plymouth Neon that was left idling outside a Middleton hotel with the keys still in the ignition.
The car’s owner — whom Flores didn’t know — was inside the hotel delivering pizza when Flores drove away. Flores, who said that he was intoxicated at the time, was arrested after police found him and the car about 20 miles away in east Madison, according to court records.
Flores, who was 22 at the time, pleaded guilty in 2000 to taking and driving a vehicle without the driver’s consent and was accepted to the Dane County District Attorney’s deferred prosecution program for first-time offenders. After about nine months of counseling and paying back the pizza deliveryman’s lost wages as part of the program, the felony charge against Flores was dismissed in 2001.
“It was a blessing in disguise,” said Flores. “It really showed me how fragile freedom can be. You make a mistake and it can be the end of your life as you know it. It was very scary. I have to kind of breathe sometimes … I still feel that. It’s good to remember because it keeps you from making the same mistake.”




Madison: The most racist city in the U.S.?

MADISON, WIS., has a reputation as one of the most liberal cities in the country. It is also possibly the most racially unequal.
In early October, Race to Equity–a Madison-based initiative started by the Wisconsin Council on Children and Families–released a report detailing racial disparities in Madison, and more broadly in Dane County, Wis. The findings are staggering.
The Race to Equity researchers expected the numbers compiled for racial disparities in Dane County to be similar or slightly better than the national averages. After all, Madison has long prided itself on having quality public education, good jobs, access to health care and human services programs, a relatively high standard of living and, in general, a progressive outlook on social, economic and political questions.
But while living standards for the white population in Dane County are higher than the national average, for the Black population, the opposite is true. On every indicator, with only two exceptions out of 40 measures, statistics collected in Dane County demonstrated equal or higher racial disparities between whites and Blacks than the national averages.

Number of homeless children in Madison schools continues steep climb

That’s the number of students in the Madison Metropolitan School District identified as homeless seven weeks into the 2013-14 school year. The count is on a pace to continue record-setting numbers of homeless children over the past decade, say school officials.
The number of homeless children and youth in the school district has climbed more than 2-1/2 times since the 2004-2005 school year, from 485 to 1,263 in the 2012-2013 school year, according to district statistics.
“We’re learning more and more that the trauma created by having to go through homelessness stays with them the rest of their lives,” Amy Noble, a social worker with the school district, told participants at Homelessness in Dane County, a summit hosted Tuesday by Leadership Greater Madison.
The number of students in families who are homeless rises over the course of the school year as families lose housing and students’ circumstances are recognized by school personnel. The count, under federal law, includes children whose families are doubled up for economic reasons, a common circumstance for low-income families not included in most other calculations of the homeless population.




Comments & Links on Madison’s Latest Teacher Union Agreement

Under the new contracts clerical and technical employees will be able to work 40-hour work weeks compared to the current 38.75, and based on the recommendation of principals, employees who serve on school-based leadership teams will be paid $20 per hour.
Additionally, six joint committees will be created to give employees a say in workplace issues and address topics such as planning time, professional collaboration and the design of parent-teacher conferences.
Kerry Motoviloff, a district instructional resource teacher and MTI member, spoke at the beginning of the meeting thanking School Board members for their collective bargaining and work in creating the committees that are “getting the right people at the right table to do the right work.”
Cheatham described the negotiations with the union as “both respectful and enormously productive,” adding that based on conversations with district employees the contract negotiations “accomplished the goal they set out to accomplish.”

Pat Schneider:

“Madison is in the minority. Very few teachers are still under contract,” said Christina Brey, spokeswoman for the Wisconsin Education Association Council. Fewer than 10 of 424 school districts in the state have labor contracts with teachers for the current school year, she said Wednesday.
And while Brey said WEAC’s significance is not undermined by the slashed number of teacher contracts, at least one state legislator believes the state teacher’s union is much less effective as a resource than it once was.
Many school districts in the state extended teacher contracts through the 2011-2012 school year after Act 10, Gov. Scott Walker’s law gutting collective bargaining powers of most public employees, was implemented in 2011. The Madison Metropolitan School District extended its teacher contract for two years — through the 2013-2014 school year — after Dane County Judge Juan Colas struck down key provisions of Act 10 in September 2012.
The contract ratified by the members Monday will be in effect until June 30, 2015.

Andrea Anderson:

On Thursday, the Wisconsin Institute for Law and Liberty emailed a letter to Cheatham and the School Board warning that a contract extension could be in violation of Act 10.
Richard Esenberg, WILL president, said he sent the letter because “we think there are people who believe, in Wisconsin, that there is somehow a window of opportunity to pass collective bargaining agreements in violation of Act 10, and we don’t think that.”
If the Supreme Court rules Act 10 is constitutional all contracts signed will be in violation of the law, according to Esenberg.
Esenberg said he has not read the contract and does not know if the district and union contracts have violated collective bargaining agreements. But, he said, “I suspect this agreement does.”

Pat Schneider:

The contract does not “take back” any benefits, Matthews says. However, it calls for a comprehensive analysis of benefits that could include a provision to require employees to pay some or more toward health insurance premiums if they do not get health care check-ups or participate in a wellness program.
Ed Hughes, president of the Madison School Board, said that entering into labor contracts while the legal issues surrounding Act 10 play out in the courts was “the responsible thing to do. It provides some stability to do the important work we need to do in terms of getting better results for our students.”
Hughes pointed out that the contract establishes a half-dozen joint committees of union and school district representatives that will take up issues including teacher evaluations, planning time and assignments. The contract calls for mediation on several of the issues if the joint committees cannot reach agreement.
“Hopefully this will be a precursor of the way we will work together in years to come, whatever the legal framework is,” Hughes said.
Matthews, too, was positive about the potential of the joint committees.

Wisconsin Institute for Law & Liberty:

WILL President and General Counsel Rick Esenberg warns, “The Madison School Board is entering a legally-gray area. Judge Colas’ decision has no effect on anyone outside of the parties involved. The Madison School Board and Superintendent Cheatham – in addition to the many teachers in the district – were not parties to the lawsuit. As we have continued to say, circuit court cases have no precedential value, and Judge Colas never ordered anyone to do anything.”
He continued, “If the Madison School District were to collectively bargain in a way that violates Act 10, it could be exposed to litigation by taxpayers or teachers who do not wish to be bound to an illegal contract or to be forced to contribute to an organization that they do not support.” The risk is not theoretical. Last spring, WILL filed a lawsuit against the Milwaukee Area Technical College alleging such a violation.

The essential question, how does Madison’s non-diverse K-12 governance model perform academically? Presumably, student achievement is job one for our $15k/student district.
Worth a re-read: Then Ripon Superintendent Richard Zimman’s 2009 speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).




The Project to Reduce Racial Disparities in Dane County

Profound and persistent racial disparities in health, education, child welfare, criminal justice, employment, and income are common across the United States and in Wisconsin. These racial disparities compromise the life chances of many children and families and thwart our common interest that every child grows up healthy, safe and successful.
The Wisconsin Council on Children and Families (WCCF) aspires to make a greater contribution to narrowing and ultimately eliminating racial disparities in Wisconsin. We are beginning with a multi-year “Project to Reduce Racial Disparities in Dane County” and hope subsequently to move into a broader effort to reduce racial disparities across Wisconsin.

K-12 Governance Post Act 10: Kenosha teachers union is decertified; Madison Appears to Continue the Status Quo

The union representing Kenosha teachers has been decertified and may not bargain base wages with the district.
Because unions are limited in what they can do even if they are certified, the new status of Kenosha’s teachers union — just like the decertification of many other teachers unions in the state that did not or could not pursue the steps necessary to maintain certification in the new era of Act 10 — may be a moral blow more than anything else.
Teachers in Milwaukee and Janesville met the state’s Aug. 30 deadline to apply for recertification, a state agency representative says. Peter Davis, general counsel for the Wisconsin Employment Relations Commission, said the Milwaukee and Janesville districts will hold recertification votes in November.
To continue as the recognized bargaining unit in the district, 51% of the union’s eligible membership must vote in favor of recertification, according to the controversial Act 10 legislation passed in 2011.
With contracts that were in place through the end of June, teachers in the three large southeastern Wisconsin districts were protected the longest from the new legislation, which limits collective bargaining, requires unions to hold annual votes to be recognized as official entities, and mandates that teachers and other public employees pay more out-of-pocket for their health care and retirement costs.

“It seems like the majority of our affiliates in the state aren’t seeking recertification, so I don’t think the KEA is an outlier or unique in this,” Brey said.
She added that certification gives the union scant power over a limited number of issues they’d like a voice in.
Sheronda Glass, the director of business services in Kenosha, said it’s a new experience for the district to be under Act 10.

Contrary to some published media reports, however, the union did not vote to decertify.
In fact, no such election was ever held, according to KEA Executive Director Joe Kiriaki, who responded to a report from the Conservative Badger blog, which published an article by Milwaukee radio talk show host Mark Belling, who said he had learned that just 37 percent of the teachers had voted to reauthorize the union.
In a prepared statement, Kiriaki criticized the district for “promoting untrue information” to Belling.
Union chose to focus on other issues
Kiriaki said the union opted not to “jump through the hoops,” such as the recertification requirement, created by Act 10, the state’s relatively new law on collective bargaining.
The law, among other things required the annual re-certification of unions if they want to serve as bargaining representatives for teachers and other public workers. It also prohibits most public employees from negotiating all but base wages, limiting them to the rate of inflation.
Kiriaki cited a ruling by a Dane County Circuit Court judge on the constitutionality of Act 10, saying he believed it would be upheld.

Interestingly, Madison School District & Madison Teachers to Commence Bargaining. Far more important is addressing Madison’s long standing, disastrous reading results.
In my view, the unions that wish to serve their membership effectively going forward would be much better off addressing new opportunities, including charters, virtual, and dual enrollment services. The Minneapolis Teachers Union can authorize charters, for example.

The Frederick Taylor inspired, agrarian K-12 model is changing, albeit at a glacial pace. Madison lags in many areas, from advanced opportunities to governance diversity, dual enrollment and online opportunities. Yet we spend double the national average per student, funded by ongoing property tax increases.
An elected official recently remarked to me that “it’s as if Madison schools have been stuck in a bubble for the past 40 years”.




Dane County districts pour nearly $3 million into school security upgrades over summer

Public schools in Dane County poured nearly $3 million into security upgrades over the summer, continuing a trend that began nearly 15 years ago with a school shooting in Columbine, Colo.
Almost all school buildings in the county will have secure entrances when classes begin this week, even in the small, rural districts of Belleville and Wisconsin Heights. All outside doors in both districts will be locked after the start of the school day, a first for both districts but a standard precaution now across much of the county.
Several districts, including Sun Prairie, added a layer of security beyond an intercom system, spending hundreds of thousands of dollars to reconfigure entrances so that visitors walk directly into an office or a locked vestibule before being let into any other part of the school. Madison Area high schools ACT results; here are the scores

Four Dane County high schools ranked among the top nine in the state for average ACT score by 2013 graduates, according to recent figures from the Wisconsin Department of Public Instruction.
Madison West (fourth), Middleton (sixth), Madison Memorial (eighth) and Waunakee (ninth) all had average scores above 25 on the college admissions exam, which measures students in English, math, reading and science and has a maximum score of 36.
West had the highest state ranking among local schools in English (third) and reading (fourth). Memorial was second in Wisconsin in math, while Waunakee was fifth in science.
All of the 21 Dane County high schools scored above the national composite score of 20.9, while 16 fared better than the state composite of 22.1.

About a third of kindergartners in Madison schools miss 10 or more days of classes. And a fifth are “chronically absent,” meaning they miss 18 or more days, which is at least 10 percent of the school year.
Attendance improves by fifth grade and into middle school, then falls when students reach high school.
That’s why the United Way of Dane County this fall plans to emphasize in new ways the need for young parents to establish strong habits for children going to school every day (barring illness).
The effort — dubbed “Here!” — will stress the correlation between good attendance and academic success. It will include promotional materials at schools, follow-up calls to parents and encouragement from community leaders such as church pastors who will include the message in their sermons.
“We shouldn’t be surprised that the (high school) graduation rate is about the same as the attendance rate,” said Deedra Atkinson, the United Way’s senior vice president of community impact and marketing.
The nonprofit, as it launches its annual fundraiser today, also is committing more attention and resources to helping high school dropouts earn diplomas and find work.
The United Way does so much good work for our community that it deserves your financial support and time. The public is welcome at today’s lunch and launch of the United Way’s annual Days of Caring. So far, the number of volunteers is up about 400 people from last year, to 3,500.
The group’s annual fundraising goal is $18.1 million, up 3 percent from last year’s total collected, said campaign chairman Doug Nelson, regional president of BMO Harris Bank.

MMSD School Board President Ed Hughes said that public education these days is under a lot of pointed criticism if not under an outright attack. “Initiatives like the voucher expansion program are premised on the notion that urban traditional public schools are not up to the task of effectively educating a diverse body of students,” Hughes says. “We’re out to prove that they are wrong. We agree with Superintendent Cheatham that in Madison all of the pieces are in place for us to be successful. Following the framework that she will describe to you, we set the goal for ourselves to be the model of a thriving urban school district that is built on strong community partnerships as well as genuine collaboration of teachers and staff. As we do that, we will be the school district of choice in Dane County.”
Cheatham said that Madison has a lot of great things going for it, but also had its share of challenges.
“A continually changing set of priorities has made it difficult for our educators to remain focused on the day-to-day work of teaching and learning, a culture of autonomy that has made it difficult to guaranteed access to a challenging curriculum for all students,” Cheatham said. “The system is hard for many of our students to navigate which results in too many of our students falling through the cracks.”
It starts with a simple but bold vision that every school is a thriving school that prepares every student for college, career, and community. “From now on, we will be incredibly focused on making that day-to-day vision become a reality,” she said.
“Many districts create plans at central office and implement them from the top down. Instead, schools will become the driving force of change in Madison,” Cheatham said. “Rather than present our educators with an ever-changing array of strategies, we will focus on what we know works — high quality teaching, coherent instruction, and strong leadership — and implement these strategies extremely well.”

North Carolina Gov. Pat McCrory, a Republican, signed a budget bill Friday that eliminates teacher tenure and–in a rare move–gets rid of the automatic pay increase teachers receive for earning a master’s degree.
The legislation targets a compensation mechanism that is common in the U.S., where teachers receive automatic pay increases for years of service and advanced degrees. Some research has suggested those advanced degrees don’t lead to improved teaching.
Although a few other states have talked about doing away with the automatic pay increase for advanced degrees, experts say North Carolina is believed to be the first state to do so.
The budget bill–which drew hundreds of teachers to the Capitol in protest earlier this week–also eliminates tenure for elementary and high-school teachers and freezes teacher salaries for the fifth time in six years.
It comes as states and districts across the country are revamping teacher evaluations, salaries and job security, and linking them more closely to student performance. These changes have been propelled, in part, by the Obama administration and GOP governors.

The challenge for Madison is moving away from long time governance structures and practices, including a heavy (157 page pdf & revised summary of changes) teacher union contract. Chris Rickert’s recent column on Madison’s healthcare practices provides a glimpse at the teacher – student expenditure tension as well.
Then Ripon Superintendent Richard Zimman’s 2009 Madison Rotary speech offers important background on Madison’s dichotomy:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Madison’s Proposed Property Tax Increase: Additional links, notes and emails



I received a kind email from Madison School Board President Ed Hughes earlier today regarding the proposed property tax increase associated with the 2013-2014 District budget.

Your comparison to the tax rates in Middleton is a bit misleading. The Middleton-Cross Plains school district that has a mill rate that is among the lowest in Dane County. I am attaching a table (.xls file) that shows the mill rates for the Dane County school districts. As you will see, Madison’s mill rate is lower than the county average, though higher than Middleton’s. (Middleton has property value/student that is about 10% higher than Madison, which helps explain the difference.)
The table also includes the expenses/student figures relied upon by DPI for purposes of calculating general state aid for the 2012-13 school year. You may be surprised to see that Madison’s per-student expenditures as measured for these purposes is among the lowest in Dane County. Thanks so much for taking the time to write and sending this along – including your helpful post.
I appreciate and will post this information.
That said, and as you surely know, “mill rate” is just one part of the tax & spending equation:
1. District spending growth driven by new programs, compensation & step increases, infinite campus, student population changes, open enrollment out/in,
2. ongoing “same service” governance, including Fund 80,
3. property tax base changes (see the great recession),
4. exempt properties (an issue in Madison) and
5. growth in other property taxes such as city, county and tech schools.
Homeowners see their “total” property taxes increasing annually, despite declining to flat income. Middleton’s 16% positive delta is material and not simply related to the “mill rate”.
Further, I continue to be surprised that the budget documents fail to include total spending. How are you evaluating this on a piecemeal basis without the topline number? – a number that seems to change every time a new document is discussed.
Finally, I would not be quite as concerned with the ongoing budget spaghetti if Madison’s spending were more typical for many districts along with improved reading results. We seem to be continuing the “same service” approach of spending more than most and delivering sub-par academic results for many students. That is the issue for our community.

Madison lawyer battling voter ID, Act 10 says ‘facts still matter’

ines helped spearhead the legal challenge against Act 10, which curtailed collective bargaining for most public sector workers. In a case involving Madison Teachers Inc. and Public Employees Local 61 in Milwaukee, a Dane County circuit judge struck down portions of the law.The case now goes to the state Supreme Court.
In another case involving Pines and Madison Teachers Inc., a Dane County judge struck down a portion of a law that gave Walker the power to veto rules written by the state schools superintendent. The case is now before the 4th District Court of Appeals in Madison.
Pines, representing the League of Women Voters, successfully argued in front of a Dane County judge that the state’s voter ID law violated the Wisconsin Constitution. The decision was overturned by the 4th District Court of Appeals, and the league has petitioned the Supreme Court to review the ruling. The voter ID measure remains on hold because of a ruling in a separate case.
“I believe that my law firm — because of the position we’re in and because of the work we’ve done — has disrupted the (Walker) agenda by using appropriate means and calling on the third equal branch of government (the court) to stop the majoritarian and authoritarian impulses of this Legislature,” he says.
The outcome of the cases is far from certain. But one thing is clear: Pines will keep up the fight.

Madison Schools’ Budget Updates: Board Questions, Spending Through 3.31.2013, Staffing Plan Changes

Attached is a spreadsheet listing questions received from BOE members to date and some of our responses. Over the course of the next two months, we will continue to collect your questions and respond at both Operational Support and Regular Board meetings.

The draft budget included several new positions for the Board’s consideration. After refining and prioritizing with staff and vetting with principals, we are only asking for approval of two essential positions at this point. The position changes represent a savings of just over $2 million from the draft budget.
As we prepare for next year, we must keep our efforts and resources focused on providing supports to schools to improve instruction. We must also be responsible stewards of taxpayer dollars by reducing the impact of our budget.
To get to these recommendations, we conducted a rigorous examination of positions funded in the draft budget to decide what we believe is absolutely necessary right now. Much of the work we need to do next year is about improving the systems and structures for how we serve students, not adding additional resources. It will be critical going forward that we narrow our focus to the strategies that we know work, implement them well and sustain the focus over time.
So far, we have only considered the position decisions that we need the Board to approve. Over the next two months, we will continue to work through the draft budget in order to reduce the tax impact and align with our efforts for next year. Also, we have only reviewed positions based on the draft budget. Next year, we plan to engage in a more thorough, zero-based budgeting process.
Position Additions from Draft Budget that are No Longer Recommended
There are several positions included in the draft budget that we are no longer recommending at this point. In looking at specific positions, we considered our ability to carry out necessary work through more efficient systems and in some cases, the need to pause and re-consider our approach.
With that in mind, we are no longer recommending going forward with the following position additions that were included in the draft budget. Because these were new positions in the draft budget, they do not have staff in them currently and do not require any layoffs.
Mental Health Coordinator: Through redistribution of work in student services, we will be able to provide support to implementation of the Mental Health Task Force’s work.
Safety Coordinator: We will continue to coordinate efforts across the organization to ensure safety.

Perhaps a positive sign “we must keep our efforts and resources focused on providing supports to schools to improve instruction”. Reading is surely job one, as the District’s long term disastrous reading scores illustrate.

Madison Teachers Files Notice to Bargain with the School District

MTI has filed notice with the Board of Education and the Wisconsin Employment Relations Commission (WERC) to open bargaining for 2014-15 Collective Bargaining Agreements for all five (5) MTI bargaining units. Bargaining is enabled by Judge Colas’ decision that Act 10, which sought to bar public sector bargaining, is unconstitutional. The City of Madison and the County of Dane have contracts with all City and County unions through 2015.
Last week MTI filed an additional petition with Judge Colas because of the failure of the Governor and the WERC Commissioners to implement those parts of Act 10 which Colas found to violate the Wisconsin Constitution. The WERC Commissioners contend that, because Judge Colas did not issue an injunction, they may ignore his declaratory judgment when considering cases filed at the WERC. The WERC Commissioners and the Governor apparently believe that without a specific injunction directing them to abide by the Court’s declaration of unconstitutionality, they are free to apply the law as they, not the Court, interprets it.
MTI Executive Director John Matthews said, “The above-described actions of the WERC Commissioners and the Governor, who are parties to the case, are unprecedented. They argued that the law was constitutional and they lost. They asked for a stay from the Circuit Court and the Court of Appeals and they lost. By implementing and enforcing a law determined to be unconstitutional, they are saying ‘We are above the law.’ That is intolerable. Consequently, MTI has returned to court to seek an injunction to force the WERC Commissioners, and the Governor who controls them, to respect the Courts and follow the law.”
MTI expects to exchange bargaining proposals with the District within the next few weeks. MTI represents approximately 5,000 District employees in five different bargaining units. They are teachers (MTI), educational assistants (EA-MTI), clerical/technical employees (SEE-MTI), substitute teachers (USO-MTI) and school security assistants (SSA-MTI).
In addition to the usual topics, MTI bargaining will include District proposals to amend Contract terms about parent-teacher conferences and possible extension, in some schools, of the school day and school year.

Fascinating. It appears likely that Madison’s “status quo” governance model will continue.

“Our teachers haven’t had a raise for the last three years.” — Ed Hughes, clerk and candidate for president of the Madison School Board
There are a lot of employees who haven’t seen their pay go up in three years, but the vast majority of Madison public school teachers aren’t among them.
And yet, that doesn’t necessarily mean they’re taking home more money.
Confused? Welcome to the world of public school teacher compensation, post-Act 10.
Hughes isn’t the first public school representative whose definition of “raise” doesn’t jibe with the way the rest of the world defines “raise” — i.e., an increase in salary for a job well done.
During teachers union contract negotiations, public school and union officials routinely refer to a “raise” as something that is distinct from and in addition to the automatic bumps in salary teachers are already getting for remaining on the job and accruing more college credit. Essentially, such raises are across-the-board increases in a district’s salary range, known as a salary schedule.
But if a district refuses to increase that range, teachers continue to get longevity and degree-attainment pay raises under the old salary schedule.
It’s such parsing that allows Hughes to say teachers haven’t gotten raises — and to be right, at least in one context.

The WSJ article also states that “This year’s salary and benefits increase, including raises for seniority or advanced degrees, was projected at 4.9 percent, or $8.48 million.” So the school board, with all the budgetary problems it confronts, is apparently willing to pay for salaries and benefits an increase that is about twice as much as state law will permit the overall budget to rise next year, and $1.9 million more than the amount necessary to avoid arbitration. (Using the same numbers, a 3.8% increase would be $6.57 million.)
What could be the justification for this? I understand that, as a practical matter, the increase has to be more than 3.8% in order for the district to obtain any sort of concessions. (Across the state for 2004-2005, the average total package increase per teacher was 4.28%.) Does anyone know if there are concessions on the table that might explain what seems to be an excessive increase in these difficult times? Or what other justification for this level of increase there might be?

Commentary on Madison and Surrounding School Districts; Middleton’s lower Property Taxes

Here in Madison, our attention is primarily focused on our troubling achievement gaps, and those gaps are achingly apparent in the new WKCE scores. Under new superintendent Jen Cheatham’s leadership, we’ll continue to pursue the most promising steps to accelerate the learning of our African-American, Latino and Hmong students who have fallen behind.
At the same time, we also need to continue to meet the needs of our students who are doing well. I am going to focus on the latter groups of students in this post.
In particular, I want to take a look at how our Madison students stack up against those attending schools in other Dane County school districts under the new WKCE scoring scale. The demographics of our Madison schools are quite a bit different from those of our surrounding school districts. This can skew comparisons. To control for this a bit, I am going to compare the performance of Dane County students who do not fall into the “economically disadvantaged” category. I’ll refer to these students as “non-low income.”

I took a quick look at property taxes in Middleton and Madison on a $230,000 home. A Middleton home paid $4,648.16 in 2012 while a Madison home paid 16% more, or $5,408.38. Local efforts to significantly increase property taxes may grow the gap with Middleton.




Madison School Board members split on proposed 7.4% property tax hike

The Madison School Board’s two newest members are voicing the strongest support for a potential 7.4 percent property tax increase, but others worry the amount may be too high.
The property tax increase was included in a preliminary $393 million budget proposal put together by school district administrators.
The amount reflects the maximum amount the district could raise property taxes under Gov. Scott Walker’s state budget proposal.
T.J. Mertz and Dean Loumos, who were sworn in Monday, said they don’t oppose taxing the maximum amount allowed under state revenue limits, which as proposed would add about $182 to the average $230,831 Madison home’s property tax bill.
Mertz plans to advocate for taxing the maximum amount, though he questioned some of the proposed new spending, such as whether a community partnership coordinator needed to be an administrative position costing $128,000.

Commentary on the Madison School District’s Floated 7.36% Property Tax Increase

Madison School District property taxes for 2013 could increase 7.4 percent under budget recommendations being presented Monday to the Madison School Board.
That would be the biggest percent increase in the district’s property tax levy in a decade. Taxes on an average Madison home valued at $230,831 would total $2,855, a $182 increase from last year.
However, district officials cautioned the numbers likely will change once the state budget is finalized and new superintendent Jennifer Cheatham conducts a review of the district.
“Before I can feel comfortable recommending a tax increase I would want to make sure that every dollar is spent effectively and I can feel confident that the funds that we’re investing are going to pay off for students,” Cheatham said.

Did you get a 7.4% pay raise this year? State employees have forgone a pay raise the last couple years. They had to reach in their pockets to pay new health insurance and pension co-pays. Annuitants covered by the Wisconsin Retirement System have been treading water since 2009. Those who retired nine or more years ago are facing a 9.6% reduction in their pensions. Many of those, ironically, are retired teachers.
Yet the Madison School Board proposes a 1.5% across-the-board pay increase. Actually, reporter DeFour underreported the proposed pay increase. Add another 1% for the “step” increases to account for longevity to equal a 2.5% increase. Almost uniquely among taxpayer-supported employees these days, the district’s teachers still would pay nothing toward their generous health insurance benefits. Job security is nearly guaranteed. Meanwhile, the district acts as bagman for union boss John Matthews, deducting dues from teacher paychecks.
Can we expect the district to end that statutorily forbidden practice when the current contract expires after this June? Let’s hope so, unless the district hides behind Dane County Judge Juan Colas’ Act 10 ruling.
What would get the axe? Parent-teacher conferences. So much for addressing the achievement gap.

Madison’s Sherman Middle School to drop French 1 class

The way Principal Michael Hernandez tells it, something had to go.
Hernandez decided that at Sherman Middle School, it will be French class.
With a renewed emphasis on curriculum basics in the Madison School District, the need at Sherman to double-down on math skills, and a scheduled expansion there of the AVID program that prepares low-income minority kids for college, Hernandez figures the north-side middle school will need to drop its second “world language” offering next year.
French 2 will continue for seventh-graders who took French 1 this year. The school’s Spanish-language program — including three sections of dual-language instruction — also will continue.
“Unfortunately, there are tough decisions we have to make,” Hernandez told me. “With budget cuts, I can’t have a class with only approximately seven students, when I could use that (staff) allocation for a math intervention class.”
Principals will be developing these kinds of adjustments around the margins to prepare for the 2013-2014 school year as district officials begin work on the budget and schools get projections on how many staff members they will have.
School Board members on Monday will receive a “budget briefing” instead of fleshed-out budget proposal. Penciled in is $392,807,993 in district-wide spending next school year, down a fraction from this year.
The scaled-down budget proposal is due to the uncertain prospects of a controversial proposal in Gov. Scott Walker’s budget to shift aid and expand vouchers to Madison and eight other school districts — at a projected cost of more than $800,000 to the Madison public schools. In addition, new Superintendent Jennifer Cheatham just came on the job three weeks ago and is not prepared yet to present a detailed budget.

Madison’s thriving private schools buck national trend

Private school enrollment has steadily declined across Wisconsin over the past 15 years, but that’s not the case in Madison and Dane County.
St. Ambrose Academy, a West Side Catholic middle and high school, has been rapidly expanding and is discussing the addition of an elementary school. EAGLE School is planning a $3 million expansion at its Fitchburg campus with the goal of increasing its student body by a third. And High Point Christian School on Madison’s Far West Side is full, so some students board a bus there and travel across town to its sister campus on the Far East Side.
“The Madison metropolitan area is definitely bucking the national trend,” said Michael Lancaster, superintendent of Madison Catholic Schools. “I wouldn’t say we’re growing at any kind of geometric or exponential rate. But we’re very solid in the Madison area.”
The vitality of local private schools could help explain the muted level of interest in Madison for the publicly funded voucher expansion proposed in Gov. Scott Walker’s biennial budget. Vouchers also face intense opposition from Dane County political and public school leaders.
Voucher expansion
Walker has proposed expanding the state’s voucher program from Milwaukee and Racine to school districts with more than 4,000 students and at least two schools with low ratings on the state’s new school report card. Based on the first report cards released last fall, students in Madison and eight other districts would qualify for vouchers.
On March 4, the Wisconsin Council of Religious and Independent Schools held the first public voucher meeting in Madison at St. James Catholic School on the Near West Side. Fewer than 10 parents and private school administrators attended.
A similar meeting last week in Beloit, a smaller city with far fewer private schools, drew about 40 people, WCRIS executive director Matt Kussow said.

The largest challenge to Madison’s $392,000,000 public schools is not the threat of vouchers. Rather, it is the District’s long time disastrous reading results that undermine its prospects and reputation.
Suburban district growth and open enrollment leavers are also worth contemplation and action.




Madison’s New Superintendent on Madison, Politics & Distractions

You’ll find Jennifer Cheatham, new superintendent of the Madison School District, at the Capitol Wednesday when local education officials talk about how Gov. Scott Walker’s proposed budget would hurt Dane County schools.
But don’t expect her to be spending much time making political statements, Cheatham told me and other staff members of the Cap Times Tuesday. Too much focus on politics would distract her from her work in the Madison schools, she said.
“I think my major role is to work on improving schools in Madison. That’s why I was hired and I need to remain focused on that,” Cheatham said. “But I do think there are times it is important for me to voice my opinion on behalf of the school district on state issues.”
That includes the Walker education budget.
Cheatham is scheduled to be on hand at noon Wednesday when School Board members, superintendents, parents and other advocates from around Dane County talk about the impact of Walker’s education proposals in Room 411, the large Senate meeting room.
The Madison School Board has already actively lobbied against the Walker budget, urging local legislators not to support a plan that is “bad for our students, our taxpayers and the future of public education.”
Board members say expanding vouchers into Madison, as Walker has proposed, is a particularly bad idea. They note there’s no consistent evidence that kids using publicly funded vouchers to attend private schools do better academically, and they say that funding vouchers is likely to raise local property taxes.
It’s not just school officials who are weighing in on the highly politicized issue of school vouchers. The Madison City Council passed a resolution last month, sponsored by all 20 members, opposing expansion of vouchers to Madison. The Dane County Board is considering a similar resolution.

Madison Urban League’s 2013-2014 Strategic Plan

Between January 1, 2011 and December 31, 2012, the Urban League of Greater Madison stood on the firm shoulders of its founders – Leslie Fishel, Jr., Sydney Forbes, Isobel Clark and Frank Morrison – and demonstrated exceptional courage and foresight by launching a well-orchestrated campaign to raise the community’s consciousness about an embarrassing and unconscionable racial achievement gap that is leaving hundreds of Black, Latino and Asian children behind each year. We also informed the community about the acceleration of middle class families moving their children out of Madison’s public schools, either through relocation or utilizing the state’s inter-district public school choice program. Between 1989 and 2012, the student population in Madison schools grew from 24% non-white to 55% non-white. We also began an aggressive campaign to enlist the support of businesses, education institutions, community partners and resource providers to expand workforce development and career training opportunities for unemployed and underemployed adults in Dane County, and address diversity and inclusion opportunities among them.
The public should consider our 2013-14 Strategic Plan to be Phase II of the League’s efforts to provide courageous and transformational leadership to ensure thousands more children, adults and families succeed in our schools, colleges, workplaces, neighborhoods and communities. In 2020, the Urban League of Greater Madison would like local citizens and the national media to report that Madison, Wisconsin has indeed become “Best [place] in the Midwest for Everyone to Live, Learn and Work”. Early returns on the investment made thus far indicate that our vision can become a reality.
This Strategic Plan covers a 24-month period, from January 1, 2013 through December 31, 2014. We believe shorter time-windows enable us to keep the organization focused on achieving a reasonable number of high impact goals, and with the appropriate sense of urgency necessary to produce the results it seeks and the community needs. As our nation has demonstrated extraordinary courage and overcome extraordinary challenges in years past, we will do so again.

The Urban League’s Board of Directors is interesting in its breadth. Mo Andrews, architect of WEAC’s rise is an interesting member.




Was race a big issue in too-close-to-call Madison School Board election?

The election night parties ran late Tuesday night at The Fountain bar downtown and Badger Bowl on the south side as supporters of Madison School Board candidates Dean Loumos and Wayne Strong waited for the results in what turned out to be a very tight race.
There was a good-sized, lively crowd at each of the parties making plenty of noise, but one thing I couldn’t help but notice is that the Fountain crowd was predominately white, like Loumos, and the Badger Bowl crowd was predominately African-American, like Strong.
The significance of that is up for debate, but this much is clear: Race was very much an issue in this School Board election. And candidates of every stripe identified the embarrassing race-based achievement gap as the most pressing issue facing the district.
The results of the Seat 3 match-up between Loumos and Strong won’t be known until next week. 2013 Madison School Board Election Updates

The results of the Seat 3 match-up between Loumos and Strong won’t be known until next week. Loumos held a 279-vote margin with all wards reporting early Wednesday, but Dane County Clerk Scott McDonell told the Wisconsin State Journal that there were potentially hundreds of absentee ballots yet to be counted.
The shocking withdrawal just after the Seat 5 primary of Sarah Manski, the candidate of the local progressive establishment, pushed third place finisher, Latina Ananda Mirilli, off the ballot and set up a disturbing tension between the local progressive community and communities of color. Kaleem Caire, CEO of the Urban League of Greater Madison and architect of the controversial Madison Preparatory Academy, used the occasion to resurrect some of the divisive stands around the proposed charter school for African-American students that was rejected in 2011 by the School Board.
Loumos, in addition to backing from unions like Madison Teachers Inc, AFSCME and South Federation of Labor AFL-CIO, also boasted an array of the progressive endorsements that usually win races in Madison: Progressive Dane, Four Lakes Green Party, Fair Wisconsin PAC.
But he insisted Tuesday that that tension between progressives and communities of color wasn’t a factor in his race, in part because he doesn’t have the profile for it.
Loumos has worked for decades with people struggling at the edges of society, many of them black and Latino. Currently executive director of a nonprofit agency that provides housing for homeless people, he used to teach in Madison School District programs for kids who were faltering.

But the race between Dean Loumos, executive director of Housing Initiatives Inc., and retired Madison Police lieutenant Wayne Strong remained too close to call.
Loumos held a 279-vote margin with all wards reporting, but Dane County Clerk Scott McDonell said there were potentially hundreds of absentee ballots yet to be counted. Those won’t all be counted by the canvassing board until next Tuesday, due to a recent change in state law, McDonell said.
Strong said he would wait to make a decision about whether to seek a recount. Loumos said he respected Strong’s position and he didn’t declare victory.

Race a Factor in the 2013 Madison School Board Election? I believe it is more of a “class” and/or “we know best” issue

That led minority leaders to complain about the perceived control white Madison liberals — including teachers union leaders — exert on elections and on efforts meant to raise minority student achievement. Some local leaders have undertaken soul-searching while others say more minorities need to seek elective office.
“You could not have constructed a scenario to cause more alienation and more mistrust than what Sarah Manski did,” longtime local political observer Stuart Levitan said, referring to the primary winner for seat 5. “It exposed an underlying lack of connection between some of the progressive white community and the progressive African-American community that is very worrisome in the long run.”
In the last few weeks:

  • Urban League of Greater Madison president Kaleem Caire in a lengthy email described the failed negotiations involving him, district officials and Madison Teachers Inc. executive director John Matthews over Caire’s proposed Madison Preparatory Academy geared toward low-income minority students.
  • Ananda Mirilli, who placed third behind Manski for seat 5, released emails in which Sarah Manski’s husband, Ben Manski, accused Caire of recruiting Mirilli to run for School Board and linking Caire to a conservative foundation. Caire confirmed the email exchange, but said he didn’t recruit Mirilli. The Manskis did not respond to requests for comment.
  • Two School Board members, Mary Burke and Ed Hughes, vigorously backed former police lieutenant Wayne Strong, who is black, to counter the influence of political groups supporting his opponent. In the seat 3 race, Strong faces Dean Loumos, a low-income housing provider supported by MTI, the Dane County Democratic Party, Progressive Dane and the local Green Party.

Boys & Girls Club, Madison schools team up more to boost achievement

During her sophomore year at Madison East High School, Awa Fofana was facing a personal health crisis and her parents’ divorce when a teacher recommended she join the AVID/TOPS program.
Now a senior and headed to UW-Madison next fall to study nursing, Fofana credits the program, a partnership between the Madison School District and Boys & Girls Club of Dane County, with helping her succeed where other students facing similar challenges at home often do not.
“It’s hard to find someone who would support you through times like that,” Fofana said. “(AVID/TOPS) has been that push to do the things I need to do.”
AVID/TOPS — a college preparatory program for students in the academic middle — is one of the central pieces of an ambitious $15 million expansion the local Boys & Girls Club is planning over the next six years.
The expansion represents a shift for the organization from recreational after-school programming to academic support services. It comes as the School District renews its focus on raising low-income and minority student achievement, and reflects increasing ties between the club and the district.




Madison Prep tension carries over into School Board races

Tension over Madison Prep, a controversial charter school proposal that the Madison School Board rejected in December 2011, appears to linger in this year’s races for School Board. Some wonder if the racial tensions that the school, which was geared toward minority students, have now provoked a backlash against African-American candidates running for office.
In one of the contests, School Board President James Howard, who was one of two board members to vote in favor of establishing Madison Prep as a “non-instrumentality” school, meaning it would operate separately from the school district and employ non-district and non-unionized staff, is facing an opponent who entered the race in large part to oppose such projects.
“We should be looking for solutions within our public schools, not giving away taxpayer dollars to unaccountable, non-instrumental charter schools,” says Greg Packnett, who works as a legislative aide to state Reps. Christine Sinicki, D-Milwaukee, and Penny Bernard-Schaber, D-Appleton, and is active in local Democratic politics.
Howard, in a recent interview with the Cap Times editorial board, suggested that Packnett was recruited to run by the Dane County Democrats (Packnett sits on the executive board and has received the group’s endorsement) and others unhappy with Howard’s vote on Madison Prep and threatened by his strong advocacy for hiring more minority teachers and staff.
“In the debates, those are the two things that always come up — Madison Prep and diversity hiring. I’m being challenged on my views on diversity hiring and I’m not retreating on that,” he said.
Howard pins much of the blame on the Democratic Party of Dane County. He says he is puzzled by the involvement by a partisan group in what is officially a nonpartisan race, as well as the involvement of a county organization, whose membership includes people from outside of Madison, in a city race.

Madison Event: Learn about attack on public schools

As Madison voters prepare to cast ballots Tuesday in important primary elections for the state Supreme Court and the Madison School Board, it is vital to recognize that the most critical challenge facing school districts across Wisconsin is the assault on public education that has been launched by out-of-state special interest groups and the politicians who do their bidding.
Supreme Court Justice Patience Roggensack is seeking re-election with heavy funding from Michigan, Texas and Arkansas donors with long histories of seeking to elect officials who will undermine public education with voucher schemes that divert taxpayer dollars to private schools. That should disqualify Roggensack in the eyes of any voter who wants to maintain the Wisconsin tradition of providing strong support for great public schools.
In the Madison School Board race, all three candidates express support for public schools, which is an indication that they know the community and surrounding Dane County. But, even in what has historically been a center of support for public education, it is important for voters to be aware of how and when outside groups will seek to influence local elections.
That’s why The Madison Institute’s Progressive Round Table forum on Saturday, Feb. 16, is so necessary.
The “Public Schools Under Attack: Vouchers, Virtual and Charter Schools” discussion will feature Julie Underwood, the UW-Madison dean of education, Madison School Board Vice President Marge Passman and state Rep. Sondy Pope-Roberts, the former chair of the Assembly Education Committee.

The Urban League also launched the Urban League Scholars Academy in January 2013 at Sennett and Toki Middle Schools, a program that extends the instructional day for 6th graders by 80 minutes in reading/language arts and mathematics. The League also operates the Schools of Hope tutoring program at 17 middle and high schools in Madison, Middleton, Oregon and Sun Prairie in partnership with these school districts, the United Way of Dane County and Madison School Community Recreation.




Education reform talks on tap in Madison

It’s a big week ahead, and the start of a big month, for potentially reshaping the future of our public schools.
Two public events this week have been organized by the Urban League of Greater Madison, the Madison School District, the United Way of Dane County and a community education reform effort called Planning for Greatness. First is an education forum and small group discussion Thursday afternoon, followed by a broader innovation summit on Friday.
Meanwhile, December starts the application period for families at Sennett and Toki middle schools in Madison who wish to participate in the Scholars Academy program being advanced by the Urban League and the Madison district.

To complete the hat trick, late last month Pines, representing Madison Teachers Inc. and the Wisconsin Education Association Council, stuck it to Republicans again when Dane County Judge Amy Smith struck down part of a law that consolidated rule-making authority in the governor’s office. That law gave Gov. Scott Walker control over rules that govern agencies like the Attorney General’s Office, the Government Accountability Board, the Employment Relations Commission, the Public Service Commission and the Department of Public Instruction, all of which were previously independent. Pines argued, and Smith agreed, that State Superintendent Tony Evers had constitutional powers beyond the governor’s reach.
“They extended (the law) to the Department of Public Instruction despite the fact that they were told in the brief legislative hearings they held on that bill that it was likely unconstitutional,” says Pines. “But they didn’t care. They just did it.”
While Pines’ recent wins are likely to be appealed, one thing is clear: He’s on a roll. How did he get to be such a pain in the collective GOP butt?

Madison School Board approves new agreements with some union employees

The Madison School Board unanimously approved one-year collective bargaining agreements with some of its employees at noon Thursday, taking advantage of a legal window to change longstanding policies favored by the teachers union.
Additional agreements with the rest of its represented employees are expected to be approved at 6 p.m.
Whether the new agreements will stand depends on what happens to the state’s new collective bargaining law, known as Act 10. Dane County Circuit Court Judge Juan Colas ruled key portions of the law unconstitutional, but the state plans to appeal the decision.
School, city and county officials in Madison have quickly hammered out new agreements since Colas’ Sept. 14 ruling. The School District and Madison Teachers Inc. exchanged initial proposals Sunday and completed in three days a closed-door process that historically plays out over months.

Matthews said a few proposals gave him “heartburn,” such as one that would allow the district to dismiss someone who had been on medical leave for two years. A proposal converting workloads from four class periods and one study hall to 25 hours per week could also give the district latitude to shorten class periods and increase each teacher’s number of classes, he said.
One change that Matthews said could be easily resolved is a proposal from both sides to make Unity health insurance available to employees. The district wants to be able to choose Physicians Plus, which it currently offers, or Unity, while MTI wants the district to offer both.
The union’s proposal seeks to reverse some of the changes that were negotiated before Act 10 took effect in 2011. They include giving teachers control over their time during Monday early release and deleting a clause that allows the district to require up to 10 percent health insurance premium contributions.

Last Monday’s Board of Education meeting brought a pleasant surprise. With nearly every chair and all standing room taken in the McDaniels’ Auditorium by MTI members in red solidarity shirts or AFSCME members sporting their traditional green, those present erupted in applause when Board of Education member Ed Hughes announced that Board members (who arrived 40 minutes late because of the length of their prior meeting) had agreed to bargain with MTI and AFSCME over Contract terms for 2013-14.
Governor Walker’s Act 10, which forbid public sector bargaining (except over limited wage increases) has been set aside by Circuit Court Judge Juan Colas who ruled that Act 10 violated the constitutional guarantee of freedom of speech, freedom of association, and equal protection, in response to MTI’s lawsuit.
Honoring a vote majority of 76% in Madison and 68% in Dane County, Mayor Soglin and County Executive Parisi have negotiated contracts through June 2015 with City and County employees.
Now the Madison Board of Education has seen the light. Negotiations in the District are to commence today. MTI members should stay in contact with their elected leaders and via MTI’s webpage (www.madisonteachers.org) as regards the Contract ratification process.

Seventy-eight students in the Dane County area and 330 students statewide are among about 16,000 high school seniors named 2013 National Merit Semifinalists, the National Merit Scholarship Corporation announced Wednesday.
Semifinalists represent the top 1 percent of the approximately 1.5 million students who took the Preliminary SAT/National Merit Scholarship Qualifying Test last year. About 90 percent of semifinalists become finalists who are eligible to receive one of 8,300 college scholarships totaling more than $32 million next spring.

K-12 Tax & Spending Climate: Dane County property taxes highest in state, taxpayer group reports

Seventeen of Wisconsin’s 72 counties reduced property tax levies. Dane County was one of five that increased them by more than 3 percent.
Median property taxes in Dane County have increased 32.8 percent in the last 10 years. Home values have grown at a similar rate — the median Dane County home is worth $230,800, an increase of 38.6 percent in the last decade.

On the Madison School District’s “Achievement Gap” Plan and Looming Superintendent Departure

Madison Superintendent Dan Nerad’s impending departure raises questions about the future of this year’s biggest budget initiative: the School District’s $49 million achievement gap plan.
“It’s a big question mark” whether a new superintendent will want to adopt the plan or make changes, said Michael Johnson, CEO of the Boys & Girls Club of Dane County.
“I don’t think (the School Board) should adopt the whole plan and hand it over to the new superintendent,” Johnson said. “I wouldn’t take a job if a board of directors said, ‘Here’s the plan we came up with and want you to execute.'”
Nerad said Friday he plans to accept a superintendent job offer in Birmingham, Mich., and leave Madison by September.




State accountability system flags 10 Madison schools for poor minority-student achievement

Ten Madison schools and five others in Dane County have been identified among the lowest performers in the state in terms of low-income and minority student achievement under a new statewide school accountability system.
The Department of Public Instruction developed the system — which identifies schools as “focus” and “priority” — to obtain a waiver from requirements under the federal No Child Left Behind law, which for the past decade has resulted in sanctions for certain schools.
The Madison schools identified as “focus” schools are Allis, Falk, Lakeview, Leopold, Midvale/Lincoln, Lowell, Orchard Ridge, Sandburg, Schenk and Thoreau elementaries. Other local “focus” schools include West Middleton Elementary in Middleton-Cross Plains, Bird Elementary in Sun Prairie, and Badger Ridge Middle, and Glacier Edge and Sugar Creek elementaries in Verona.
Madison Superintendent Dan Nerad, in a letter Tuesday to parents at the affected schools, said “the district is still learning the full details and impact on schools.”

About 100 parents of Madison schoolchildren looked toward a longtime superintendent on Saturday for answers on how to fix the achievement gap plaguing the district.
Paul Vallas, the superintendent of the Bridgeport, Conn., school district, previously led New Orleans schools during the recovery after Hurricane Katrina. The Boys and Girls Club of Dane County brought him to La Follette High School to help answer questions about the shortcomings of Madison schools.
Parents asked questions on several topics, but mostly focused on the minority achievement gap.
“They want perfection, and the achievement gap is that one big hurdle that they’re struggling to get over,” Vallas said in an interview after the two-and-a-half hour town hall. “This is a community that cares and sometimes when people care strong enough and have different viewpoints they have a tendency to shout at each other.”

Paul Vallas will be featured at a “school reform town hall meeting” this Saturday, May 26, 1:00 PM at LaFollette High School. The announcements feature “Madison Metropolitan School District, Verona Area School District, United Way of Dane County, Urban League of Greater Madison & Boys & Girls Clubs of Dane County” as “collaborating” hosts, but as reported by Matt DeFour the United Way “has requested that our name be removed from all upcoming communications related to the event, but will attend to hear the conversation from all those involved.”
Attempts to clarify MMSD’s role have not yielded a response. You can try yourself: Board of Education: board@madison.k12.wi.us, Supt. Dan Nerad: dnerad@madison.k12.wi.us. I’ve been told unofficially that MMSD is donating the space, which would mean that your tax dollars and mine are being used (see the district facilities rental policy here). It would really be a shame if our district collaborated in bringing Vallas here, there is very little in his version of school reform that our community, or any community will benefit from.

Most Dane County school districts avoid teacher layoffs

Most Dane County school districts expect to balance their 2012-13 budgets without teacher layoffs, superintendents said Tuesday.
Instead, to offset stricter-than-usual funding limits set by the state, districts are cutting positions through attrition, reducing benefits and tapping reserves.
Some are also working with employees to identify savings through new work rules being developed to replace collective bargaining agreements, most of which expire June 30.
The layoff issue is being closely watched statewide as state budget cuts to education play a role in Gov. Scott Walker’s upcoming recall election.
In a State Journal survey of Dane County’s 16 main school districts, Monona Grove reported issuing notices to one full-time and seven part-time employees, and Mount Horeb said it issued one layoff notice.

Act 10 was designed to provide school district and municipalities with “tools”….tools which could be used to lower property taxes and get a handle on exploding costs.
How did it work?
Well…we look at DPT salary and fringe benefit data available from DPI and compared apples to apples. We looked at actual employees in both administration and teaching (support staff salary data is not available). We looked at employees that were on staff both in 2010-11 and this year (2011-12).
We broke teachers down in to 3 classes: the top shelf (most highly paid), those with salaries right in the middle, and those on the bottom rung. Further, we initially obtained data on 32 individuals in each class, to make for a representative statistical sampling.
