Commentary on Madison’s long term Reading “Tax” & Monolithic K-12 System



Possible de-regulation of Wisconsin charter school authorizations has lead to a bit of rhetoric on the state of Madison’s schools, their ability to compete and whether the District’s long term, disastrous reading results are being addressed. We begin with Chris Rickert:

Madison school officials not eager to cede control of ‘progress’:

Still, Department of Public Instruction student achievement data suggest independent charter schools overseen by UW-Milwaukee since 1999 provide better educations than Milwaukee public schools.

And if the UW System gets the authority to create a new office for approving charter schools in Madison, it wouldn’t be the first time a local or state government function was usurped by unelected and allegedly unaccountable people at higher levels of government who are aiming to eliminate injustice. U.S. presidents sent federal authorities to the South during the civil rights era. Appointed state and federal judges have been asked to overturn local and state abortion-related ordinances and laws. Last year, a federal judge struck down Wisconsin’s voter-approved gay marriage ban.

The injustice in the Madison School District is, of course, its decades-long failure to close achievement gaps between white students and students of color and between middle class and poor students.

Cheatham told this newspaper that “we are making progress on behalf of all children.”

Apparently, the district feels it should be the only educational organization in Madison with the opportunity to make such progress.

That’s because control over education might be as high a priority for the district as improving education.

David Blaska:

It is a worthy debate, for there is little doubt that the full school board, its superintendent, its teachers union, the Democratic Party, Mayor Soglin, and probably the majority of Madisonians share Ed’s sentiments. For the festive rest of us, the white lab coats at the Blaska Policy Research Werkes have developed an alternative Top Ten, dedicated to the late Larry “Bud” Melman.

1) Attack the motives of your adversaries. “What’s tougher is buying into [the] interpretation that the Joint Finance Committee Republicans are the good guys here, struggling mightily to do what’s right for our kids,” Ed Hughes says. “My much different interpretation is that the Joint Finance proposal is simply another cynical attack on our neighborhood public schools and is motivated both by animus for Madison and by an unseemly obsession with privatizing public education, particularly in the urban areas of our state.”

Unseemly! Particularly in urban Milwaukee, where the public school district as a whole has received a failing grade from the Department of Public Instruction, and in Madison, with a yawning chasm between black and white student achievement.

2) Nobody asked our permission. Ed complains that nobody consulted MMSD about its “strategies for enhancing student achievement, promising practices, charter school philosophy, or anything else.” Um, sometimes results speak louder than pretty words on paper, Ed.

So we have two contrasting interpretations of the proposal. As it happens, I am right and Rickert is wrong. To help Rickert see the error of his ways, here’s a Letterman-like list of the top ten reasons why the Joint Finance proposal to establish a so-called “Office of Educational Opportunity” within the office of the UW System President is a cynical ploy to stuff Madison with charter schools for the sake of having more charter schools rather than a noble effort to combat injustice:

Mr. Hughes, in 2005:

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

Finally, then Ripon Superintendent Richard Zimman, in 2009:

Zimman’s talk ranged far and wide. He discussed Wisconsin’s K-12 funding formula (it is important to remember that school spending increases annually (from 1987 to 2005, spending grew by 5.10% annually in Wisconsin and 5.25% in the Madison School District), though perhaps not in areas some would prefer.

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Madison has long tolerated disastrous reading results.




Madison Schools’ Discipline Policies

“Usually the first quarter is a honeymoon period when students are excited to be in school and behaviors are good. So when things were already deteriorating rapidly, it was a sign to me that this was not going in a good direction,” said Bush, 50, who has taught at Jefferson Middle School on Madison’s west side her whole career.

It wasn’t a specific incident, but the piling on of several serious incidents so early in the school year that troubled her.

“I’m seeing behaviors on a regular basis that I haven’t seen in 20 years of teaching,” Bush said. Some of this alarming conduct included students swearing at teachers, kicking trash cans, walking out of class, and kids wandering the hallways and in and out of classrooms, she said.

The behavior policy, implemented at the start of this school year, requires teachers to ask for outside help if they can’t control a misbehaving student. But Bush says such calls for help often go unanswered by overwhelmed support staff, who are supposed to walk an out-of-control student out of the classroom and “intervene” to get a sense of the causes of the misbehavior.

Commentary on Madison Schools’ Governance, Priorities & Spending

Voters just approved a $41 million spending referendum. Now the Madison Metro School District says it needs to cut $10.8 million to cover a deficit. This is after rewarding its unionized teachers and support staff with a 2.5% pay increase in the budget approved late last year.

Who is running this store? Hint: It ain’t the Koch Brothers.

The cuts will require eliminating 110 positions, mostly teachers. How does this help minority achievement?

The school board rushed to ratify union contracts four years ago while protesters were still camping overnight in the State Capitol. The district scheduled a special meeting on a Saturday morning with only the minimally required public notice. I attended that meeting, but the public — the three of us who found the meeting — were not allowed to speak. The contract required no teacher contribution to their generous health insurance coverage.

School districts that took advantage of Act 10 are not laying off teachers.

Madison is paying for this folly by collecting teachers union boss John Matthews’ dues for him. Some of that money finds its way back to finance the school board members’ election campaigns. Sweet deal for the union, wormy apples for the students and their families, self-tapping screws for the taxpayers.

I continue to find it fascinating that Madison plans to expand two of its least diverse schools: Hamilton and Van Hise, despite capacity elsewhere and the District’s long term disastrous reading results.




Madison Schools Should Apply Act 10

This is Madison. I learned that phrase when I moved here from Green Bay in 1992.
It means that the elites who drive the politics and the predominate culture are more liberal or “progressive” than backward places out state.

I knew I was in Madison as a reporter when parents and activists were fighting over whether to have “Sarah Has Two Mommies” posters in a grade school library. Concerned parents weakly stated at a public hearing that first-graders were too young to understand sexuality of any kind.

Activists at the public meeting said the children needed to understand tolerance. One conservative parent said: “Why don’t we vote by secret ballot?” An activist said, “No, we want a consensus.”

The Madison School District official who was presiding agreed, and the controversial posters stayed on the library walls. This is Madison.

Now we have the Madison School Board. It has been historically run by the teacher’s union. The same was true after Gov. Scott Walker’s Act 10 was passed, strictly limiting collective bargaining for public employees.

Three weeks before the state Supreme Court would rule on the constitutionality of the law, the union-owned School Board rushed through a teacher’s contract that largely ignored Act 10. Unlike any other school district in the state, the contract made sure Madison teachers were not required to share the cost of their health insurance premiums. Unlike any other school district, Madison collects union dues from teacher paychecks for its leader, John Matthews.

By the way, I would not want him in a dark alley with me.

The problem is the Madison School District has a projected budget shortfall for 2015-2016 of $12 million to $20 million, according to last week’s State Journal. About $6 million could be saved by making aggressive health care costs, including requiring staff to contribute toward insurance premiums, renegotiating contracts with health care providers, and making plan changes. That’s according to Michael Barry, assistant superintendent of business services.

In fact, the district spends about $62 million on employee health care costs, which are expected to grow by 8.5 percent next school year. Shockingly, Madison School Board member Ed Hughes said: “If we’re talking about taking not a scalpel, but a machete to our programs given the cuts we’ll make because we’re the only school district in the state that’s unwilling to ask employees to contribute to their health insurance, I think that would be an impression that we would deservedly receive ridicule for.”

Even board member Mary Burke said: “We would be irresponsible to the community where basically 99 percent of the people pay contributions to health care” if the board made up the savings with cuts to staff and heath care.

So now what? The contract expires in June 2016. Conservative blogger David Blaska sued to force Madison to live under Act 10. A local judge ruled last week Blaska did have standing as a taxpayer to carry out his lawsuit as he is joined by The Wisconsin Institute of Law and Liberty.

Madison teacher’s union leader John Matthews said by making employees contribute to health care premiums, the district is effectively asking them to pay for iPads and administrators. Huh?

Todd Berry of the Wisconsin Taxpayers Alliance told me 90 percent of state cuts to education were covered by savings offered to school districts under Act 10 by changing work rules, by employee contributions to retirement and health insurance premiums, and by altering health plans.

That might fly for the rest of the state, but then again, this is Madison.

Commentary on Madison Schools Teacher Benefit Practices

Like the Sun Prairie groundhog, the Madison school district’s teachers contract has come back to bite the taxpayer. The Madison Metropolitan School District is looking at a $20.8 million budget deficit next school year.

Good Madison liberals worried about the state balancing its budget can now look closer to home.

To balance the budget, the district will most certainly have to raise taxes again; last year’s increase was a hefty 5.4%. It will probably cut programs. It may even lay off teachers. To ease the blow, will it ask those teachers to contribute to their excellent health coverage like 99% of the rest of the world?

This is the school district that thumbed its nose at Wisconsin law, the school district that eschewed using the flexibility given it by Wisconsin Act 10, the 2011 collective bargaining reform. Madison is the only district that collects union boss John Matthews’ dues for him, the only district that requires fair share payments, the only district that does not require its employees to contribute toward their very excellent health care insurance. A district that gave teachers longevity raises of 2% and 3% on top of free health insurance.

Madison school officials, MTI say claims regarding union dues, teachers’ rights don’t belong in Act 10 lawsuit

The conservative legal group Wisconsin Institute for Law and Liberty has brought suit against Madison’s public schools through a plaintiff who does not have standing to bring the “scandalous” allegations of violations of teachers’ rights included in its complaint, school district officials claim in a court filing.

Plaintiff David Blaska, a conservative blogger, “is not a teacher in the district nor an employee of the District and he therefore lacks both standing and a factual basis on which to assert those allegations,” school officials say in their answer to a lawsuit brought last month against the Madison Metropolitan School District, the Madison School Board and labor union Madison Teachers, Inc.

In pleadings filed in Dane County Circuit Court last week, school officials and the union asked the court to strike portions of the complaint referring to union dues, fair share payments and other issues regarding employees, calling them “immaterial, impertinent and scandalous.”

WILL, not Blaska, is actually the “party in interest,” or entity that would benefit from the suit, Madison public school officials assert.

The lawsuit filed last month challenges the legality of labor contracts for Madison teachers and other school district employees that were negotiated and entered into after the 2011 enactment of Act 10, Gov. Scott Walker’s signature legislation curtailing the collective bargaining power of public employees.




Election Grist: Madison Teachers Inc. has been a bad corporate citizen for too long

Teachers are some of our most dedicated public servants. Many inspiring educators have changed lives for the better in Madison’s public schools. But their union is a horror.

Madison Teachers Inc. has been a bad corporate citizen for decades. Selfish, arrogant, and bullying, it has fostered an angry, us-versus-them hostility toward parents, taxpayers, and their elected school board.

Instead of a collaborative group of college-educated professionals eager to embrace change and challenge, Madison’s unionized public school teachers comport themselves as exploited Appalachian mine workers stuck in a 1930s time warp. For four decades, their union has been led by well-compensated executive director John A. Matthews, whom Fighting Ed Garvey once described (approvingly!) as a “throwback” to a different time.

From a June 2011 Wisconsin State Journal story:

[Then] School Board member Maya Cole criticized Matthews for harboring an “us against them” mentality at a time when the district needs more cooperation than ever to successfully educate students. “His behavior has become problematic,” Cole said.

For years, Madison’s school board has kowtowed to Matthews and MTI, which — with its dues collected by the taxpayer-financed school district — is the most powerful political force in Dane County. (The county board majority even rehearses at the union’s Willy Street offices.)

Joe Zepecki, Burke’s campaign spokesman, said in an email Wednesday that he couldn’t respond officially because Burke has made clear that her campaign and her duties as a School Board member are to be kept “strictly separate.” However, on the campaign trail, Burke says she opposes Act 10’s limits on collective bargaining but supports requiring public workers to pay more for their benefits, a key aspect of the law.

John Matthews, executive director of Madison Teachers Inc., said the contracts were negotiated legally and called the legal challenge “a waste of money and unnecessary stress on district employees and the community.”

The lawsuit came a day after the national leader of the country’s largest union for public workers labeled Walker its top target this fall.

“We have a score to settle with Scott Walker,” Lee Saunders, the union official, told The Washington Post on Tuesday. Saunders is the president of the American Federation of State, County and Municipal Employees. A spokeswoman for Saunders did not immediately return a call Wednesday.

AFSCME has seen its ranks in Wisconsin whither since Walker approved Act 10. AFSCME and other unions were instrumental in scheduling a 2012 recall election to try to oust Walker, but Walker won that election by a bigger margin than the 2010 race.

“When the union bosses say they ‘have a score to settle with Scott Walker,’ they really mean Wisconsin taxpayers because that’s who Governor Walker is protecting with his reforms,” Walker spokeswoman Alleigh Marré said in a statement.

Kenosha School District over teacher contracts after the board approved a contract with its employees.

In Madison, the School District and School Board “are forcing their teachers to abide by — and taxpayers to pay for — an illegal labor contract with terms violating Act 10 based upon unlawful collective bargaining with Madison Teachers, Inc.,” a statement from WILL said.

Blaska, a former member of the Dane County Board who blogs for InBusiness, said in addition to believing the contracts are illegal, he wanted to sue MTI because of its behavior, which he called coercive and bullyish.

“I truly believe that there’s a better model out there if the school board would grab for it,” Blaska said.

MTI executive director John Matthews said it’s not surprising the suit was filed on behalf of Blaska “given his hostile attacks on MTI over the past several years.”

“WILL certainly has the right to challenge the contracts, but I see (it as) such as a waste of money and unnecessary stress on district employees and the community,” said Matthews, adding that negotiating the contracts “was legal.”

In August, the Wisconsin Supreme Court ruled Act 10 constitutional after MTI and others had challenged its legality. At the time, union and district officials said the contracts that were negotiated before the ruling was issued were solid going forward.

Under Act 10, unions are not allowed to bargain over anything but base wage raises, which are limited to the rate of inflation. Act 10 also prohibits union dues from being automatically deducted from members’ paychecks as well as “fair share” payments from employees who do not want to be union members.

Superintendent Jennifer Cheatham said Wednesday the district has not yet received notification of the suit being filed.

“If and when we do, we’ll review with our team and the Board of Education,” she said.

School Board vice president James Howard said the board “felt we were basically in accordance with the law” when the contracts were negotiated and approved.

A lawsuit targeting the Madison School District and its teachers union is baseless, Madison School Board member and Democratic gubernatorial candidate Mary Burke said Thursday.

The lawsuit filed Wednesday by the conservative nonprofit Wisconsin Institute for Law & Liberty on behalf of well-known blogger David Blaska alleges the school district, School Board and Madison Teachers Inc. are violating Act 10, Republican Gov. Scott Walker’s signature law that limits collective bargaining.

The union has two contracts in effect through June 2016. Burke voted for both of them.

“I don’t think there is a lot of substance to it,” Burke said of the lawsuit. “Certainly the board, when it negotiated and approved (the contracts), it was legal then and our legal counsel says nothing has changed.”

At any rate, Esenberg said, he doesn’t consult with Grebe, Walker or anyone else in deciding what cases to take on.

“The notion that we think Act 10 is a good idea because it frees the schools from the restraints of union contracts and gives individual employees the right to decide whether they want to support the activities of the union — that shouldn’t surprise anyone,” Esenberg said.

WILL is not likely to prevail in court, Marquette University Law School professor Paul Secunda told the Wisconsin State Journal. “They negotiated their current contract when the fate of Act 10 was still up in the air,” said Secunda, who also accused Esenberg of “trying to make political points.”

Esenberg contends the contract always was illegal.

The school board, district and union knew they could not negotiate anything more than wage increases based on inflation under the law, the lawsuit alleges. Despite the institute’s warnings, they began negotiations for a new 2014-15 contract in September 2013 and ratified it in October. What’s more, they began negotiating a deal for the 2015-16 school year this past May and ratified it in June, according to the lawsuit.

Both deals go beyond base wage changes to include working conditions, teacher assignments, fringe benefits, tenure and union dues deductions, the lawsuit said.

Taxpayers will be irreparably harmed if the contracts are allowed to stand because they’ll have to pay extra, the lawsuit went on to say. It demands that a Dane County judge invalidate the contracts and issue an injunction blocking them from being enforced.

“The Board and the School District unlawfully spent taxpayer funds in collectively bargaining the (contracts) and will spend substantial addition(al) taxpayer funds in implementing the (contracts),” the lawsuit said. “The (contracts) violate the public policy of Wisconsin.”

Understanding the current union battles requires a visit to the time machine and the 2002 and the Milwaukee County Pension Scandal. Recall elections, big money, self interest and the Scott Walker’s election in what had long been a Democratic party position.

The 2000-2001 deal granted a 25% pension “bonus” for hundreds of veteran county workers. Another benefit that will be discussed at trial is the controversial “backdrop,” an option to take part of a pension payment as a lump-sum upon retirement.

Testimony should reveal more clues to the mysteries of who pushed both behind the scenes.

So what does it mean to take a “backdrop?”

“Drop” refers to Deferred Retirement Option Program. Employees who stay on after they are eligible to retire can receive both a lump-sum payout and a (somewhat reduced) monthly retirement benefit. Employees, upon leaving, reach “back” to a prior date when they could have retired. They get a lump sum equal to the total of the monthly pension benefits from that date up until their actual quitting date. The concept was not new in 2001, but Milwaukee County’s plan was distinguished because it did not limit the number of years a worker could “drop back.” In fact, retirees are routinely dropping back five years or more, with some reaching back 10 or more years.

That has allowed many workers to get lump-sum payments well into six figures.

Former deputy district attorney Jon Reddin, at age 63, collected the largest to date: $976,000, on top of monthly pension checks of $6,070 each.

And, Jason Stein:

The Newsline article by longtime legal writer Stuart Taylor Jr. alleges that Chisholm may have investigated Walker and his associates because Chisholm was upset at the way in which the governor had repealed most collective bargaining for public employees such as his wife, a union steward.

The prosecutor is quoted as saying that he heard Chisholm say that “he felt that it was his personal duty to stop Walker from treating people like this.”

The Milwaukee Journal Sentinel has requested to speak with the former prosecutor through Taylor and has not yet received an answer.

In a brief interview, Chisholm denied making those comments. In a longer statement, an attorney representing Chisholm lashed out at the article.

“The suggestion that all of those measures were taken in furtherance of John Chisholm’s (or his wife’s) personal agenda is scurrilous, desperate and just plain cheap,” attorney Samuel Leib said.




Commentary on the Wisconsin Supreme Court’s Recent Act 10 Decision

Is it good policy? Perhaps Act 10 was an overreach with its union-busting provisions, but it addressed a fiscal need in Wisconsin and the school districts and municipalities that receive state aid.

Public employee benefits had become overly generous and burdensome on employers, and Act 10 addressed that by requiring employees to contribute their fair shares. The result has saved the state and local governments millions of dollars. Those savings have helped those local governments address state aid cuts and ongoing budget challenges.

Now that the legal questions surrounding Act 10 are resolved, let’s move forward with a clear understanding that the law is here to stay and that public employers and employees still must work together to ensure that quality workers continue to provide quality services.

With freedom comes responsibility.

This is one of the important lessons most parents hope their children learn, especially teenagers. OK, you got a driver’s license. You’re hot about all the things you can do. But there are an awful lot of things you shouldn’t do, and won’t do if you’re smart.

So what will teens learn from school leaders all across Wisconsin in the next few years? I’m hoping they’ll learn that with freedom comes responsibility, and I’m even somewhat optimistic that, overall, they will. That won’t be universally true. There are always the kids who just can’t resist flooring it when the light turns green.

But in most school districts, the freedom school boards and administrators were given in 2011, when Gov. Scott Walker and Republicans in the legislative majorities won the battle of Act 10, has been used with restraint and good judgment. A lot of superintendents and principals, and even teachers, are seeing pluses to life without the many provisions of union contracts.

I don’t want to overstate that — there are also a large number of teachers still feeling wounded from the hostility toward educators that was amped up by the polarizing events of 2011. Many teachers are anxious about how the greater freedoms their bosses now have to judge, punish and reward will be used. There also remain serious reasons to worry about who is leaving teaching and whether the best possible newcomers are being attracted to classrooms.

More mystifying is why The Capital Times would do a story focusing solely and entirely on that minority dissent. (“Act 10 is ‘textbook’ example of unconstitutionality.”) Can’t expose its tender readers to the majority opinion, apparently.

Local government here in the Emerald City has done its best to evade the law, extending union contracts into 2016. County Exec Joe Parisi likes to say the union has saved the county money. At the very least, AFSME costs its members dues. There is nothing to prevent county managers from working cooperatively with employees to determine best practices. That is Management 101.

Ditto the teachers union, plaintiff in the just-decided Supreme Court case. The teachers union — as we argued in “Hold your meetings where there is beer” — runs the County Board. Now Mary Burke’s complicity with succoring MTI — she’s got their endorsement — becomes the lead issue in the governor’s race.

Commentary on the taxpayer funded Madison school district’s non open records practices

Although you might never know it by last week’s meeting of the Madison School Board, school districts are very much included in the law that requires government — which belongs to and is paid for by the public after all — needs to be transparent in all that it does. There is no room for secrets unless specifically exempted under the law.

To me, the meeting to discuss the embarrassing failure of the Madison Metropolitan School District’s response to open records requests was an embarrassment itself. Administrators tried to explain why the district has become a laggard in fulfilling openness requests, often simply denying access or stonewalling for months to release records that “shall be honored as soon as practicable and without delay.”

They revealed that the job that long ago was designated as the records custodian, the person responsible for releasing requested public records, no longer exists. Instead, the district’s legal department has been taxed with the job and apparently is overwhelmed by other tasks.

That’s patently unacceptable, and I’m surprised School Board members didn’t demand an accounting. No governmental body can just ignore the law because it refuses to assign adequate staff to comply with it.

A candidate for the Madison School Board on Tuesday said schools are the product of “white supremacy” and accused her opponent of favoring competition in the classroom — a characterization her opponent embraced.

“Our schools are products of white supremacy,” said Blair Mosner Feltham, an equitable multi-level system of supports site coordinator at Sun Prairie East High School and former Madison teacher.

“They reinforce white supremacy and if we want to talk about how we make sure all students are thriving in our schools, we need to fundamentally change both the structure of our schools and the purposes of them,” she said.

Badri Lankella, though, said “we need to have competitive students.”

“Yes, I am for competitive schools, because that’s where everything is moving towards,” he said.

The young woman is currently employed as — take this pill with a glass of water: an “equitable multi-level system of supports site coordinator” at Sun Prairie East high school. What, might you wonder, is that? (!!!) We looked it up and we’re still at a loss.

Ah, memories. Years ago (15?) I participated in a few school district strategy sessions. I sensed that the teachers in that forum were divided between: 1. Hold hands for 12 years and give the students a piece of paper, and 2. Learn, rigor and high expectations. My sense was that the former were winning the battle.

This alternative method of discipline, called “restorative practices,” is spreading across the country – and being put to the test. Many schools are enduring sharp increases in violence following the return of students from COVID lockdowns, making this softer approach a higher-stakes experiment in student safety.

“Kids are getting into more fights and disturbances because they are struggling,” says Yoli Anyon, a professor of social work at San Jose State University. “So schools are relying on restorative practices as a way to help young people transition back to the classroom.”

Long pushed by racial justice groups, the method aims to curb suspensions and arrests that disproportionately affect students of color. It replaces punishment with discussions about the causes and harmful impact of misbehavior, from sassing teachers and smoking pot to fighting (serious offenses like gun possession are still referred to the police). The hope is that students, through apologizing and making amends, will learn from their misdeeds and form healthier relationships with peers and teachers, making school violence less likely as they continue their education.

A month later (11-19-21), he’s walking the hallways of Verona high school with a concealed loaded gun. A school security officer nabbed him. (Attention: Madison public schools!) He was charged with one count of possessing a firearm on school grounds, carrying a concealed weapon and felony bail jumping.

So, how is it he is still recklessly driving the streets of Madison?

Two days later, a Dane County judge lets Tavion J. Flowers loose on a signature bond and prohibits him from possessing any weapons. Except … except … except … “At the time of his arrest, Flowers was already on a signature bond for a felony theft charge issued in October, which also barred him from possessing any weapons.”

Michael Johnson, president and CEO of the Boys & Girls Clubs of Dane County, said the conflicts are likely driven by a combination of factors, including the city and school district’s move to pull police officers, known as school resource officers, or SROs, out of the high schools without a solid plan for what to do without them; students being away from school so long due to the COVID-19 pandemic; youths dealing with a host of problems, including trauma, made worse by the pandemic; issues from the community spilling over into the schools; and some youths losing hope.

One third of Boys & Girls Clubs of Dane County staff are working in Madison’s schools, Johnson said, giving the organization firsthand awareness of the issues that are playing out.

One-third of students stay home following Monday fights at Madison East High School

More than 600 students did not show up for classes on Tuesday, the district said, more than one-third of the total 1,717 students enrolled at East. As of noon, 277 were excused and 325 had not shown up and were not excused, though secretaries were still updating records at that time.

During Monday’s lunch hour, more than 15 police responded to break up a set of fights that broke out near school grounds. Eight students were pepper-sprayed as police tried to break up the fights.

District spokesperson Tim LeMonds told News 3 Now that an estimated 90% of behavioral issues at the high school have happened during the school’s open lunch period when students can leave campus. Just over two weeks ago, fights involving more than 100 students and parents broke out in a crowd around lunchtime.

The Madison School Board’s decision to remove school resource officers, or SROs, from the high schools came amid the racial reckoning following the murder by Minneapolis police of George Floyd, sometimes-destructive social justice protests in Downtown Madison, and a years-long campaign to get rid of SROs that included shouting down School Board meetings and demonstrating outside the School Board president’s home by the local group Freedom Inc. and its allies.

Public Health Madison and Dane County reports that as of Thursday, it knows of no COVID-19-related deaths or hospitalizations linked to in-person learning in the county.

The smaller number of F’s stands in contrast to the experience of almost all of the 15 other school districts completely or predominantly within Dane County. Fourteen districts saw more failing grades once instruction went online; only the McFarland district saw fewer failing grades in fall 2020 than in fall 2019.

Meanwhile, the percentage of students considered “chronically absent” — meaning they missed 16% or more of school days — in the Madison district increased from 21% to 27% of high schoolers from fall 2019 to fall 2020, and from 11% to 22% at the middle school level.

The increase came despite looser online school attendance standards under which students could be marked presentsimply by exchanging messages with “the homeroom teacher and any specials teacher they are scheduled to receive instruction from that day.” Madison is one of eight school districts in Wisconsin with state waivers from enforcing state attendance laws this school year. Three others are also in Dane County: Sun Prairie, Mount Horeb and Middleton-Cross Plains.

Failing a class in high school also will not result in an F on a student’s report card this school year. Instead it’s an “NP,” for “no pass,” and while the student doesn’t receive credit for an NP course, the NP is not factored into the student’s GPA.

In August, the district also implementeda permanent grading change at the high schools that dictates no assignment gets a score of less than 50%, even ones that aren’t turned in. The idea is to avoid overly penalizing students who missed some assignments but proved through others that they understood the material.

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state.

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

Culture, Status, and Hypocrisy: High-Status People Who Don’t Practice What They Preach Are Viewed as Worse in the United States Than China

Status holders across societies often take moral initiatives to navigate group practices toward collective goods; however, little is known about how different societies (e.g., the United States vs. China) evaluate high- (vs. low-) status holders’ transgressions of preached morals. Two preregistered studies (total N = 1,374) examined how status information (occupational rank in Study 1 and social prestige in Study 2) influences moral judgments of norm violations, as a function of word-deed contradiction and cultural independence/interdependence. Both studies revealed that high- (vs. low-) status targets’ word-deed contradictions (vs. noncontradictions) were condemned more harshly in the United States but not China. Mediation analyses suggested that Americans attributed more, but Chinese attributed less, selfish motives to higher status targets’ word-deed contradictions. Cultural in(ter)dependence influences not only whom to confer status as norm enforcers but also whom to (not) blame as norm violators.

Despite spending far more than most taxpayer supported K-12 school districts and tolerating long term, disastrous reading results, a majority of the Madison School board aborted the planned independent Madison Preparatory Academy IB Charter School, in 2011.

Yet, Kaleem Caire persevered, supported by many seeking a diverse K-12 governance environment, now moving much of One City schools to a large Monona facility.

Madison West High School student found with loaded handgun in school, police say

West High School student was arrested Tuesday after he brought a loaded handgun to the Near West Side school, Madison police said.

Tyrese T. Williams, 18, was arrested on a tentative felony charge of possession of a firearm in a school zone, Madison police spokesman Joel DeSpain said.

West High’s school resource officer received information Tuesday morning about a student possibly having a gun in the building, DeSpain said. The handgun was found in Williams’ backpack when it was searched, DeSpain said.

Principal Karen Boran said in an email to parents that “response protocols” were put in place when school staff learned about the potential of a firearm.

Police department spokesman Joel DeSpain said a school resource officer was notified Tuesday morning that a student may have a gun in the building.

DeSpain said the gun was found in Tyrese T. Williams’ backpack. The 18-year-old was arrested for possessing a firearm in a school zone.

According to Tim Lemonds, the school district spokesperson, in an interview with NBC15 News: “The way the principal and her team and especially our educational resource officer – the way they were able to respond quickly and isolate this student and make that area safe for other students, to address the issue, was exactly the way we train.”

A letter was sent to parents by Madison West High School principal Karen Boran.




Schools without discipline will fail



Peter Anderson:

Jennifer Cheatham’s tenure, to a not-insignificant extent, became increasingly defined by her efforts to deflect vocal pressure from Freedom Inc., by how those efforts affected her determination to convince opinion leaders of her commitment to racial justice, and by her inability to actually reduce the black achievement gap.

To reinvigorate her bona fides, she caved in to unsubstantiated claims of racism and sacrificed teachers with no record of bias. 

But that undermined teachers’ ability to discipline disruptive students who are African-American, and, in consequence, significantly contributed to schools becoming increasingly dysfunctional, which leads to middle class flight. Then, because her efforts also proved misdirected to reduce the black achievement gap, Dr. Cheatham misrepresented performance data by lowering expectations in order to artificially inflate the reputation she cultivated.

Behavior Education Plan

The debilitating problems began with the roll out or Dr. Cheatham’s Behavior Education Plan in 2014. The plan itself was a well-intentioned replacement of the earlier zero tolerance policy, which had a disparate impact on black students from troubled homes. The Plan provided for a progressive approach to discipline, and restorative justice in lieu of punishment, that was intended to keep misbehaving students in classrooms.

Problems arose in the Plan’s implementation that led students to conclude that there no longer any consequences for bad behavior.

No consequences for misbehavior

For the Plan’s positive approach to work, it was critical that students continued to believe that there were real consequences for bad behaviors, which meant they had to see positive reinforcements and restorative practices as something serious, and not as a free pass to continue misbehaving. Otherwise, discipline will break down and the other students will increasingly be unable to learn, and will convey that fact to their parents.

Expanding Taxpayer Supported Programs amidst long term, disastrous reading results

The Madison Metropolitan School District could continue its expansion of the Community Schools program as soon as the 2021-22 school year.

School Board members will receive an update on the program, which offers expanded services at four schools to help serve as a “hub” to their surrounding community, at a Monday Instruction Work Group meeting beginning at 5 p.m. at the Doyle Administration Building.

MMSD began its Community Schools program in 2016-17 at Leopold and Mendota elementary schools, expanding it to Lake View and Hawthorne in the 2018-19 school year. The schools ask parents, students and neighborhood residents to help identify school issues and find solutions to address them. The district website defines them as “a welcoming and inclusive place that builds on the assets of the community to help serve the identified needs of the students, families and community through well integrated and coordinated, strategic partnerships.

Groups of Dane County Board members have since 2014 been meeting privately and without any public notice to discuss government business — a practice that echoes private caucus meetings the liberal-dominated board has conducted in years past.

Meetings between the board’s leadership and leaders of some of its key committees, first reported by a local blogger, raise questions about whether the board is violating the spirit, if not the letter, of the state open meetings law, as well as why county leaders feel the meetings need to be secret at a time when the board has been making a concerted effort to interest the public in its work.

Madison School Board races starting to emerge as filing deadline approaches

For the past seven months, Strong has been a program associate with the National Council on Crime and Delinquency. Strong said in an interview Thursday he considers school safety and racial disparities in discipline and achievement to be the top issues facing MMSD.

“We have to make sure that our schools are safe and that they’re safe learning environments for our kids to learn and for our teachers to teach in,” Strong said. He stressed the importance of “tackling the achievement gap and just making sure that all of our students are given the best possible opportunity to get the quality education they deserve.”

He said he dislikes having to choose a seat to run for in Madison’s at-large system, but determined Seat 7 was the “most comfortable” for him at this time. As someone who had children go through Madison schools and will have grandchildren in them in the future, Strong said he thinks he can provide leadership on the board and that he has a “passion for education.”

Vander Meulen said Thursday she was “glad to have a challenger” so that voters can make a choice based on what they value. She said the board’s three jobs are to make a budget, listen to constituents and write policies — and that they need to do more on the last of those.

Logan Wroge:

“We really at a basic level need to figure how to make sure students are gaining the literacy skills that they need to be successful students,” she said.

Pearson wants to make sure students are able to gain academic and social-emotional skills, support teachers in anti-racist work, and increase school and community collaboration. She said school safety is the biggest challenge the district is facing.

Maia Pearson becomes first newcomer to announce 2020 Madison School Board campaign

The Madison School Board seat left open by incumbent Kate Toews choosing not to run for re-election has a candidate.

Maia Pearson, a Madison native who has three children in Madison schools, will run for Seat 6. She filed her declaration of candidacy and campaign registration statement with the city clerk Monday and announced her campaign with state Rep. Shelia Stubbs, who is also a Dane County Board supervisor.

Pearson said at her announcement that she “really, truly cares about our children,” according to a video shared on Facebook by School Board member Ananda Mirilli.

“Me running is not just a personal endeavor, but moreso because I really want to make sure the children of Madison have everything necessary to succeed,” Pearson said. “I am a firm believer that every child is special, every child can succeed, all they need is everyone to come with them to make sure that they grow.”

Pearson was one of 29 applicants for Seat 2 earlier this year when Mary Burke resigned.

The board appointed Savion Castro to that seat. He is running for re-election to the seat and is currently unopposed. Incumbent Nicki Vander Meulen is also running for re-election to Seat 7, and is also unopposed.

In her application to the board in July, Pearson wrote that the district “faces critical issues in safeguarding our children, especially children of color, the invalidation of parents of color, and the ineffective training of the adults working directly and indirectly with students”

“There must be improved teacher training to ensure that teachers meet the needs of a multicultural student body and work effectively with parents of diverse cultures and races,” she wrote. “These and other proactive approaches are crucial to ensuring that students of color and different backgrounds feel safe and secure at Madison schools and that parents of color are validated and their concerns for their children’s safety heard, respected, and acted upon. It goes without question, after all, that feeling safe at school is a prerequisite to performing well and that we want all of our students to achieve to the full extent of their abilities.”

Stubbs offered her endorsement during Monday’s announcement.

“Maia is a young lady who is going to be a change leader,” Stubbs said.

Commentary on the Madison School Board’s Superintendent Search Finalists

The finalists are:

Matthew Gutierrez, the superintendent of the Seguin Independent School District in Seguin, Texas. He is a former interim and deputy superintendent in the Little Elm Independent School District and received his Ph.D. in educational leadership from Texas Tech, according to the district’s announcement.

Marguerite Vanden Wyngaard, an assistant professor of educational leadership at the College of St. Rose in Albany, New York. She previously was the superintendent in the City School District of Albany and earned a Ph.D. in curriculum and instruction from Kent State University.

George Eric Thomas, deputy superintendent and chief turnaround officer for the Georgia State Board of Education. He previously was an administrator with the University of Virginia and in Cincinnati Public Schools, earning his Ph.D. in educational leadership from Concordia University.

“During this process, the Board was very fortunate to have an incredibly diverse and impressive pool of candidates participate, making this a very difficult decision,” School Board president Gloria Reyes said in a news release. “With a focus on how candidates aligned with the Leadership Profile, the Board was able to select three phenomenal finalists, all with deep roots in education and instruction, and today we are excited to introduce them to our community.”

The candidates will each visit Madison next month for a tour of the district and finish their day here with a public meeting from 6-7:30 p.m. The board is expected to make a hire in February, with the new leader starting on or before July 1.

A survey designed by consultant BWP and Associates this fall helped develop a “leadership profile” desired in the next superintendent based on community responses.

Top qualities reflected in the survey included someone who has experience with diverse populations, understands MMSD’s commitment to high levels of academic achievement for all students and is a visionary team builder. Respondents also indicated personal qualities like confidence, dedication, sincerity, honesty, organization and a background as an educator were important.

The district had hoped to announce the finalists on Monday of this week, but delayed the announcement at the last minute. MMSD spokesman Tim LeMonds wrote in an email Monday it was to give more time for reviewing candidates, though he clarified there would not be a board meeting.

“Due to MMSD being fortunate enough to have an extremely strong pool of highly qualified candidates, the MMSD board faces a very difficult decision on what candidates to move forward to the next stage in the process,” LeMonds wrote. “As a result, the board decided it was in their best interest to add additional time for candidate review, and has set a new decision deadline for this Thursday, after the holiday break.”

To help in the search process, the School Board hired an Illinois-based consultant. BWP and Associates conducted a community engagement and feedback process this fall, advertised the position, screened candidates and recommended semifinalists for the job.

The semifinalists were interviewed by the School Board last week during closed session meetings.

In the fall, BWP held 35 meetings with different groups and organizations, politicians, and community leaders to solicit feedback on the search. An online survey also received more than 1,400 responses.

Among the attributes sought in the next superintendent were being an excellent communicator, having a strong commitment to racial equity, and having experience as a classroom teacher, according to a report from BWP based on the feedback.

In all, 31 people applied for the superintendent position. During the last hiring process, 65 candidates were screened before the board chose Cheatham in 2013.

Madison increases property taxes by 7.2%, despite tolerating long term, disastrous reading results

The Policy Forum report found just eight of the state’s 421 school districts account for more than a third of the $224 million increase in levies this year. Five of those districts with the largest dollar increases in taxes are the Madison, Sun Prairie, Middleton-Cross Plains, DeForest and Verona school districts.

Wisconsin policy Forum:

In raw dollars, Madison ($22.1 million) and Milwaukee ($11.6 million) had the biggest increases of any district, which translated into increases of 7.2% and 4.6% respectively. The Legislative Fiscal Bureau reports general state aid to Milwaukee Public Schools is going down by 1.9% and the district’s budget shows a little less than half of the overall property tax increase is going to recreation and community programs and facilities and not to core district operations. In Madison, general school aids are falling by 15% and voters cast ballots to exceed revenue limits in 2016.

Since 1993-94, the state has limited the per pupil revenue that school districts can receive from property taxes and state general aid. Districts cannot exceed the caps without a successful referendum, but if a district’s general aid falls, the school board can increase property taxes to offset the loss.

Politifact joins the Wisconsin Reading mulligan party



Wisconsin’s new Governor, Democrat Tony Evers, recently acknowledged his support for thousands of elementary reading teacher content knowledge exam mulligans.

Now comes Politifact:

As proof, Thiesfeldt’s staff pointed to the most recent Wisconsin Student Assessment System results. The annual tests include the Forward Exam for grades three to eight and ACT-related tests for grades nine to 11.

In the 2018-19 tests, 39.3% of students were rated as proficient or advanced in English Language Arts, and 40.1% reached those levels for math, according to the Wisconsin Department of Public Instruction.

For starters, calling 60% the “vast majority” is overstating things quite a bit.

But let’s focus on the “grade level” part of Thiesfeldt’s claim. Is it reasonable to say anyone below proficient is also below grade level?

Wisconsin Reading Coalition:

Politifact is correct to say that proficiency on state txams don not necessarily align with grade level performance, a nebulous term which means different things at different times in different contexts. This means Representative Jeremy Thiesfeldt was technically incorrect when he equated the two during a radio interview.

Technically.

But Thiesfeldt was not being technical. He was not having a conversation about psychometrics and cut-scores, how to set them and how to anchor them from one year to the next so scores can be compared over time. He was making the point that we’re not doing very well. He was pointing to the bar and making sure we know how few students get over it. We can forgive him If that complex story is hard to tell in the kind of one sentence sound bites the media both requires and then dissects.

It might help to know that before 2013, before we were required to set our categorical cut-scores for proficient. advanced, etc., at new, more rigorous levels aligned with national standards.

Wisconsin set them at laughably low levels. The Milwaukee Journal Sentinel missed this part of the story when it reviewed

Black Madison school staffer appeals firing for repeating student’s racial slur

On Oct. 9, Anderson, who had worked at West for three years and at East High School for eight years before that, said he responded to a call about a disruptive student who was being escorted out of the school by an assistant principal.

When the situation with the male student escalated, Anderson said the student, who is also black, started calling him the N-word along with other obscene words.

In response, Anderson said he repeatedly told the student to stop saying the word with phrases like, “do not call me that,” “do not call me that word,” and “do not call me a N-word,” although he used the actual word at the time.

Throughout the exchange with the student, Anderson said the assistant principal, Jennifer Talarczyk, did not try to get the student to stop saying the slur, which Anderson said administrators have done when he has been called the N-word by students before.

He also said Talarczyk turned on the microphone on her radio and moved it close to him, causing his comments to be broadcast to other staff with radios, which he said made him feel “targeted.”

Attempts to reach Talarczyk Thursday were unsuccessful.

Board president Gloria Reyes said in a statement via MMSD spokeswoman Rachel Strauch-Nelson that the board would “allow for that (grievance) process to play out so we can ensure the outcome is right for all involved.” Reyes has requested a review of the approach to racial slurs be placed on a board agenda as soon as possible.

“We’ve taken a tough stance on racial slurs, and we believe that language has no place in schools,” Reyes said. “We have also heard from the community about the complexity involved – and our duty to examine it. As a board, we plan to review our approach, the underlying policies, and examine them with a racial equity lens understanding that universal policies can often deepen inequities. We will ask the community for help in that process.”

My Question to Wisconsin Governor Tony Evers on Teacher Mulligans and our Disastrous Reading Results

Thank you for your service Governor Evers.

Under your leadership, the Wisconsin d.p.i. granted Mulligan’s to thousands of elementary teachers who couldn’t pass a reading exam (that’s the “Foundations of Reading” elementary teacher reading content knowledge exam), yet our students lag Alabama, a state that spends less and has fewer teachers per students.

What message are we sending to parents, citizens, taxpayers and those students (who lack proficiency).

Governor Evers: I’m not sure how many mulligans we issued but they are all mulligans that the local school districts are asking for because there are people that generally speaking were people that worked in those schools while they are trying to pass that test they are very close to getting there hitting the mark there.

So I believe that the mulligans that we did issue were were the right thing to do.

The other thing that concerned me and I supported putting that piece in place around passing that test and I still do but the data that concerned me was that the test may have been biased and that it was probably.

Yes disproportionate number of people of color were not passing that test and this I know the state of Massachusetts had that problem and the state of Wisconsin had that problem. so given that there were we were and I can honestly say I don’t know what came out of the study but we are working with Massachusetts to take a look at that issue and see how how we can correct it.

We Think We Know How to Teach Reading, But We Don’t. What Else Don’t We Know, and What Does This Mean for Teacher Training?

But in this country, there are at least a few thousand preparation programs attempting to teach future teachers to teach reading. And yet, we have no evidence that any of those programs produce reading instructors who are better (or worse) than any others.

This is a scary realization, but it has implications for how much stock we should put in teacher preparation reform. When researchers Paul von Hippel and Laura Bellows went looking for meaningful differences in teacher preparation programs across six states, they found essentially none. The graph below shows what they found for large teacher preparation programs (TPPs) in Texas. Even looking at just the biggest programs with the largest sample sizes, they found that no program produced teachers who were statistically better or worse at teaching reading than any others.

For example, white students in fifth grade dropped 4.6 percentage points in English/language arts proficiency compared to a 1.6 percentage-point decrease for black students in fifth grade.

In the eighth grade, the percentage of African American students scoring proficient or advanced in English/language arts rose 2 percentage points to 12.1%, while the percentage of white students in that group dropped 1.1 percentage points. But the proficiency difference is still separated by a 30-point gap.

Tomev said DPI is still going over the numbers to better understand the decline in proficiency from the previous year.

“Of course, we believe our students desire nothing less than our full support,” she said. “They’re entering the classroom with more challenges than ever before. For the system to work, we need to keep funding it, and we have to make adjustments so we’re not losing students along the way.”

As in previous years, Madison students trailed the average statewide testing proficiency. In grades 3 to 8, 34.8% of Madison students tested proficient or advanced in English on the Forward Exam and 38.2% in math.

Since the Forward Exam was first used in 2015-16, math proficiency has increased about 3 percentage points for Madison students, but English results have remained relatively stagnant.

The district prefers to track growth and progress through another exam — the Measures of Academic Progress, or MAP — which it administers several times a year, said Andrew Statz, the district’s chief accountability officer, since results come in quicker than for the Forward Exam and can be better used by teachers to make adjustments and plan for upcoming school years.

The MAP results show a higher percentage of elementary and middle school students are proficient in reading and math and show larger long-term gains.

Statz said that’s likely because the Forward Exam uses a higher threshold in determining proficiency as opposed to the MAP standards. But the district has kept the same MAP standards since 2013 in order to be able to accurately measure change over time, he said.

The district continues to hit higher composite ACT scores than the state as a whole with the average score for Madison juniors being 20.5 out of 36.

The performance on the ACT, though, varies among students at the district’s four comprehensive high schools, with West High leading the group with an average score of 23, followed by Memorial at 21.9, East at 18.9, and La Follette at 18.4.

Civics: soccer verbot en on a soccer field

Last spring, the city’s zoning department issued Edgewood notices of two ordinance violations for hosting games, including a girl’s soccer game. The notices came after zoning administrator Matt Tucker said the school’s master plan prohibits the school from hosting competitions on the field.

Elliott said the school has been continually holding football, soccer, ultimate Frisbee and other competitions on the field since 1927. But during Thursday’s five-hour board meeting, which drew some 170 people, neighbors complained that the number of games played on the field has increased tenfold since the field was upgraded in 2015.

The games have also drawn increased scrutiny after the school in 2017 proposed further upgrades to the facility — including increased seating, lights, a sound system and permanent bathrooms — that would have allowed the school’s varsity football team to play there.

Residents of the surrounding Dudgeon-Monroe neighborhood organized against the changes, arguing they would create traffic, noise and environmental problems. School officials subsequently scaled back plans and haven’t made any further improvements.

Thursday’s decision hinged on wording in the school’s 2014 master plan that describes the intended use of the field as being for athletic practices and gym classes — without mentioning competitions.

Madison School Board eyes renewal of several partnerships despite worries of not enough success

“It’s really difficult after all of these years to look and see no academic improvement in outcomes, and it’s not because people aren’t working hard or don’t have the right intentions or all of these things,” said board member Mary Burke. “But I’d like to hear we’re looking at how we reimagine the middle school (program). But the status quo for none of us is acceptable when we come to reading proficiencies or math proficiencies for students of color, and we need to look at our partnerships and also say the status quo is not enough.”

Burke, who does not plan to run for re-election when her term ends in 2021, said the board and district shouldn’t wait until the next renewal to find ways to improve and better track outcomes for students in Schools of Hope.

Superintendent Jen Cheatham and MMSD staff emphasized that programs like Schools of Hope give students a chance to build their social-emotional learning and non-cognitive skills through their interactions with tutors.

Commentary on a recent Madison Whitehorse Middle School Incident

According to the reports:

Teacher Barbara Pietz said the girl earlier that day had stuck her hand in her classroom and sprayed Febreze air freshener. Pietz, who told police she has a fragrance sensitivity, said she closed the door to keep the odor out, but the girl came by and sprayed the room again.

In the next period, the girl arrived late for her class and refused instructions to go to her seat, instead sitting with friends, listening to music and disrupting the class.

The teacher called special education assistant Tammy Gue to the classroom for help. Gue, in turn, called in Mueller-Owens, who tried to guide the girl out into the hallway.

She eventually agreed to leave and told police that Mueller-Owens pushed her out the door of the classroom and started punching her. Mueller-Owens told police that as she was leaving the room, she tried to slam the door but he stopped it with his foot, and when he followed her out of the classroom, she started punching him.

A police officer who first reviewed video from a camera stationed in the classroom hallway said it was difficult to see what happened from the camera’s angle, but that it didn’t appear either the girl or Mueller-Owens started punching the other.

Throughout the public comment period, several people said the presence of police officers inside school can negatively affect students of color and feeds into the “school-to-prison pipeline.”

“Ain’t no amount of training, ain’t no amount of special certificates is going to matter when it comes to black and brown kids, because (police officers) see us as thugs and criminals,” said Bianca Gomez, a member of Freedom Inc., an activist organization focused on issues that affect minority populations.

As Blaska attempted to capture the public comment on his cellphone, others took issue with juvenile speakers being recorded and attempted to block his view by either standing in front of him or putting objects in front of his phone, alleging he runs a racist blog where the youths’ photos would be posted.

Blaska moved about the meeting room, which was held in the McDaniels Auditorium in the district’s Doyle Administration Building, and others continued to follow along and block his phone.

The emotions culminated in a heated face-to-face argument between a woman who had earlier spoke in support of EROs and some people wishing to remove EROs.

A public hearing on a proposal to redefine the Madison School District’s relationship with police descended into chaos Wednesday when factions confronted each other with invective, insults and physical altercations.

The proposal would remove armed educational resource officers from the district’s four main high schools and replace them with at least 20 specially trained school liaison officers that would develop relationships with all district schools and respond to incidents when needed.

The proposal drew no support from 20 people who registered to speak, many of them members of Freedom Inc., a grassroots social justice group that sees the move as an increase in policing efforts. But a small minority of speakers blasted the committee in charge of drafting the new policy for proposing to remove armed officers at East, West, La Follette and Memorial high schools.

“Think of that potential school shooter out there,” said Patrick O’Loughlin, an accountant who teaches business math at a local private high school. “Experience tells us that they think about it for quite some time before acting. What is he going to think when you kick the armed officers off campus?”

O’Loughlin suggested that the draft proposal was intentionally light on statistics supporting the elimination of EROs. He went on to list the kinds of statistics the proposal should have included.

“You can take your statistics and shove them,” said Mahnker Dahnweih of Freedom Inc.
