West HS English 9 and 10: Show us the data!



Here is a synopsis of the English 10 situation at West HS.
Currently — having failed to receive any reply from BOE Performance and Achievement Committee Chair Shwaw Vang to our request that he investigate this matter and provide an opportunity for public discussion — we are trying to get BOE President Carol Carstensen to put a discussion of the English 10 proposal (and the apparent lack of data supporting its implementation) on the agenda for a BOE meeting.  Aside from the fact that there is serious doubt that the course, as proposed, will meet the educational needs of the high and low end students, it is clear we are witnessing yet another example of school officials making radical curricular changes without empirical evidence that they will work and without open, honest and respectful dialogue with the community.
As the bumper sticker says, “If you’re not outraged, you’re not paying attention!”

Letter to Performance and Achievement Committee



The following letter was hand delivered to Shwaw Vang a week ago, and email copies were sent to the Board, Superintendent Rainwater, and Assistant Superintendent Pam Nash. There so far has been no response. A follow up email was sent yesterday to the Performance and Achievement Committee again asking that they look into why the English 9 curriculum has not worked in raising student achievement before allowing West High School to implement changes in the 10th grade English curriculum.

We are writing to you in your capacity as Chair of the BOE Performance and Achievement Committee to ask that you address a critical situation currently unfolding at West High School.

The development and implementation of the common 10th grade English course is a significant initiative for two related reasons. First, the course is central to providing instruction in the core content areas within each of the four small learning communities in grade 10, as outlined in the SLC grant proposal. And second, the course represents a major change from the elective course system for 10th graders that has been in existence at West for many years. Given the importance of this effort, we want to understand what members of the English Department thought of the work to date.

Run for School Board



It’s not too early to think about running, even though school board elections are “spring elections,” because it takes time to learn the issues and organize a campaign.
A lively debate during school board elections will help shape better policies and improve programs for Madison’s children. A lively debate, of course, requires more than one candidate in a race. You can be one of those candidates!
You won’t be alone. A strong network of experienced activists from all across the city will help with research, organizing, fundraising, and all the other necessities of running a campaign.
As a candidate, you would run city-wide for one of two numbered seats currently held by Bill Keys and Juan Lopez, both of whom I have encouraged to run again.

State’s learning gap still vast



Wisconsin students stayed above national averages in test results released Wednesday, but a Journal Sentinel analysis of the data shows that the gap between black and white students was among the largest in the nation. In eighth-grade reading and in fourth-grade math, the gaps were larger than in any other state in the country.

Get Involved at West NOW



I said it in the comments section attached to Marcia’s original post. Now is the time for pre-high school families to get involved at West. Don’t wait.
This will be like turning around the Titanic, however–there is a great deal of momentum to disassemble much of what was strong about West for high achievers. And what the district seems to be ignoring is that many of these families make up the backbone of support for the school, from PTO, to athletic and drama boosters, etc, both in terms of hands-on involvement and financial contributions.
The safety valve of attending UW classes is also being shut off, too. If a course is offered ANYWHERE in the district, MMSD won’t pay for a West student to take it at UW. In addition, there is a “residency” requirement, i.e., to be considered a full-time student, a certain number of credit hours have to be taken at West or be approved to be taken elsewhere. So even if your family can afford to pay for UW courses and can get approval from UW for your student to take more than one class per semester, your student might still run afoul of the residency requirement.
Of course, home schooling is an option. Some families have quilted together classes at West, UW and home or on-line. One of the “West” national merit scholars this year has done just that.




Harlem School Uses Regionally Grown Food

But perhaps no school is taking a more wide-ranging approach in a more hard-pressed area than the Promise Academy, a charter school at 125th Street and Madison Avenue where food is as important as homework. Last year, officials took control of the students’ diets, dictating a regimen of unprocessed, regionally grown food both at school and, as much as possible, at home.
Experts see the program as a Petri dish in which the effects of good food and exercise on students’ health and school performance can be measured and, perhaps, eventually replicated.




Authors Challenge Schools to Challenge Students



Tuesday, September 20, 2005 – Washington Post
Two new books on how to teach students of divergent abilities seem at first to have been written on different planets.
But Deborah L. Ruf’s “Losing Our Minds: Gifted Children Left Behind” and a new edition of Jeannie Oakes’s “Keeping Track: How Schools Structure Inequality” eventually reveal a similar frustration. Both want children to be given more individual attention and more of an academic challenge than they are getting in most schools.

Soda Marketers To Reduce School Sales



American Beverage Association:

Under the new policy, the beverage industry will provide:

  • Elementary Schools with only water and 100 percent juice.
  • Middle Schools with only nutritious and/or lower calorie beverages, such as water, 100 percent juice, sports drinks, no-calorie soft drinks, and low-calorie juice drinks. No full-calorie soft drinks or full-calorie juice drinks with five percent or less juice until after school; and
  • High Schools with a variety of beverage choices, such as bottled water, 100 percent juice, sports drinks, and juice drinks. No more than 50 percent of the vending selections will be soft drinks.

The American Beverage Association is asking beverage producers and school districts to implement the new policy as soon as possible. Where school beverage contracts already exist, the policy would be implemented when the contract expires or earlier if both parties agree. The success of the policy is dependent on voluntary implementation of it by individual beverage companies and by school officials. The policy will not supercede federal, state and local regulations already in place. ABA’s Board of Directors, which unanimously approved the policy, represents 20 companies that comprise approximately 85 percent of school vending beverage sales by bottlers.

Childhood obesity is a serious problem in the U.S., and the responsibility for finding common-sense solutions is shared by everyone, including our industry. We intend to be part of the solution by increasing the availability of lower-calorie and/or nutritious beverages in schools,” said Susan K. Neely, ABA president and chief executive officer.

PEOPLE Program: The Debate continues



(With apologies to readers – it is not possible to respond using the comments feature on the blog.)
Response to Lucy’s Post on PEOPLE program
JOAN: Tempting though it is to rebut your arguments tit for tat I am not sure it will necessarily be productive.
RESPONSE: I would be interested in a “tit for tat” response to my comments on the reasons why the PEOPLE program is needed.
JOAN: Let’s back up and look at the assumptions underlying this program. The first is that minority students are not getting adequate preparation in their home schools. You assert that this is true in the well-staffed, well-funded Madison school district because of institutional racism. You believe your visual review of a school proves your point. That’s not particularily strong evidence.
RESPONSE: I think you need to go back and read what I wrote. I said,

“All of the above examples are conditions that I have witnessed first hand or, in one or two cases, have heard of from other parents – including parents of white students. When the above conditions disappear and/or white students experience these same conditions, we can talk about equity.”

Nowhere did I say or imply that my comments were “based on a visual review of a school.” It is true that there is no systematic, methodologically defensible, study of how students of color and their parents fare in Madison’s schools. I would welcome a well-crafted study of this nature.

Task Forces Need Community Expertise & Open Debate



I delivered the following statement to the MMSD Long Range Planning Committee on July 11:

Back on October 18, 2004, I spoke to the Long Range Planning Committee at a meeting at Leopold School. I suggested that “the Long Range Planning Committee take the time to think beyond an April referendum on a new school” at Leopold. I see the West side task force as just that, and I compliment the board for forming the group.
I also made the statement that “citizens of the broad Madison school community include people with a tremendous amount of expertise in education, management, finance, urban planning, real life, and more. You should use every possible opportunity to tap their knowledge.”
I’m here again tonight to restate my plea that the Long Range Planning Committee draw on the vast knowledge and experience of people in the community, because as I said in October, “I have this perhaps naive democratic belief that the more ideas you get the better the final outcome.”

K-12 Math Curriculum: A Visit With UW Math Professor Dick Askey



UW Math Professor Dick Askey kindly took the time to visit with a group of schoolinfosystem.org writers and friends recently. Dick discussed a variety of test results, books, articles and links with respect to K-12 math curriculum. Here are a few of them:

  • Test Results:

    Wisconsin is slipping relative to other states in every two year NAP (sp?) Math test (4th and 8th grade). In 1992, Wisconsin 4th graders were 10 points above the national average while in 2003 they were 4 points above. Wisconsin students are slipping between 4th and eighth grades. In fact, white and hispanic children are now performing equivalent to Texas students while Wisconsin black students are performing above Washington, DC and Arkansas (the two lowest performers). He mentioned that there is no serious concern about the slippage.

    30 years ago, the United States had the highest % of people graduating from High School of any OECD country. Today, we’re among the lowest. We also have a higher drop out rate than most OECD countries.

    Said that he has asked Madison Schools Superintendent Art Rainwater twice in the past five years if our District asked for and received corrections for the current connected Math textbooks.

    Mentioned that CorePlus is evidently being used at West High but not Memorial

    Asked why these math performance declines are happening, he mentioned several reasons; “tame mathemeticians”, declining teacher content knowledge (he mentioned the rigor of an 1870’s California Teacher exam) and those who are true believers in the rhetoric.

More on the Florence School District



Phil Brinkman takes a look at the Florence School District, which may disband:

“I want them to teach our children within their means,” said Tibbs, probably the chief antagonist in what has become a battle between cash-strapped residents and an equally cash- strapped school district over the future of education here.
Members of the Florence County School Board are finally conceding that battle after voters last month turned down the third spending referendum in the past two years. The measure would have let the district exceed state- imposed revenue caps by $750,000 a year for three years.
“There are other school districts of the same size, wealth and makeup that aren’t dissolving,” said Tony Evers, deputy state superintendent of public instruction. “Clearly, things happened in this school district that didn’t happen in other school districts.”
But Evers said Florence County’s death spiral provides sobering evidence that the state’s school funding formula is overdue for a change. Under that formula, state aid is provided in roughly inverse proportion to a community’s property wealth, and the total revenue a district can raise is capped. If costs exceed that – and officials in districts from Florence to Madison to Milwaukee say they are – districts must ask property taxpayers for more.
“We will need to, absolutely, continue to find better ways to measure wealth than property value,” Evers said.

DPI Letter – Optional Class Hours are NOT Part of the Regular School Day



In his letter to a Sherman parent, Michael George, Director of Content and Learning Team wrote:
“The requirements for regular instruction in 121.02(1)(L) are to be scheduled within the regular school day which is defined as “the period from the start to the close of each pupil’s daily instructional schedule.” Times of the day or week during which student attendance is optional are not considered part of the regular school day.”
In May Sherman principal Ann Yehle sent a letter to Sherman parents telling them band, orchestra and vocal music classes would be offered in an optional 8th hour. Parents wrote to DPI for clarification of the state law regarding regarding regular school day.
There will still be an optional 8th hour class with some form of music, but the newest proposal is to offer orchestra, band and vocal music education courses as pull-out classes, pulling students from other classes who want to study band, orchestra or vocal music. I’m left to wonder why students who want to study band, orchestra or vocal music continously have to “double up” their studies – seems like they are being penalized. Why wouldn’t this put additional and, perhaps, unnecessary, pressure on these students.

Middle School Curriculum



Much afoot at Sherman Middle school. MMSD will look at developing a district-wide middle school curriculum. While that might improve the mess at Sherman, it might also mean watering down the curriculum, eg. math, throughout the district.

“School Board President Carol Carstensen, who made it one of her priorities to examine how the district’s 11 middle schools are structured and to consider proposals for changes, said that questions and concerns about middle- school curriculum existed before the situation at Sherman boiled over.
“It came to a head around Sherman,” Carstensen said.
Among the concerns is whether the kind of preparation students receive for high school varies depending on which middle school they attend, she said.
In one of her first jobs as the new superintendent of secondary schools, Pam Nash will focus on designing a middle school system that is consistent across the district, Rainwater said.
“Each of our middle schools has developed in a very different way,” Rainwater said, adding, “It provides a tremendous amount of flexibility.”
Carstensen said that while a more centralized model would sacrifice some autonomy and creativity in a school’s ability to meet the needs of its specific student population, she believes that all students should have the same opportunities in certain areas, including instrumental music and advanced math classes.”

Ethnomathematics



Diane Ravitch:

In a comparison of a 1973 algebra textbook and a 1998 “contemporary mathematics” textbook, Williamson Evers and Paul Clopton found a dramatic change in topics. In the 1973 book, for example, the index for the letter “F” included factors, factoring, fallacies, finite decimal, finite set, formulas, fractions and functions. In the 1998 book, the index listed families (in poverty data), fast food nutrition data, fat in fast food, feasibility study, feeding tours, ferris wheel, fish, fishing, flags, flight, floor plan, flower beds, food, football, Ford Mustang, franchises and fund-raising carnival.

It seems terribly old-fashioned to point out that the countries that regularly beat our students in international tests of mathematics do not use the subject to steer students into political action. They teach them instead that mathematics is a universal language that is as relevant and meaningful in Tokyo as it is in Paris, Nairobi and Chicago. The students who learn this universal language well will be the builders and shapers of technology in the 21st century. The students in American classes who fall prey to the political designs of their teachers and professors will not.

Does state’s method inflate graduation rate?
Wisconsin says 92% finish high school; report estimates 78% do

A new report lambastes states across the country for using flawed, and even “irrational,” methods of calculating graduation rates that ultimately dupe the public.
The report does not criticize Wisconsin as harshly as a few other states, such as North Carolina, but it does offer an alternative method of estimating graduation rates that would put Wisconsin’s rate at 78% for the 2000-’01 school year, 14 percentage points lower than the 92% rate reported for the 2002-’03 school year.
“Every year (states) report these literally preposterous numbers,” said Kati Haycock, director of the Education Trust, a Washington, D.C.-based organization that advocates for disadvantaged students and released the report.
The report suggests that Wisconsin and many other states measure graduation rates in a manner that gives an overly rosy, distorted picture of the number of students who are actually finishing high school in the United States.

The Good, Bad & Ugly in the Budget

State lawmakers once again faced a tough job with few easy answers when Gov. Jim Doyle handed them his state budget request four months ago.
Credit the Legislature’s Joint Finance Committee for resisting a borrowing binge and for slapping Doyle’s hand when he reached for pots of money he shouldn’t touch.
The committee, led by Rep. Dean Kaufert, R-Neenah, and Sen. Scott Fitzgerald, R- Juneau, reversed about half of Doyle’s raid of highway dollars and stopped him from looting an account that pays for medical malpractice claims. Money for those programs comes from fees and taxes that users pay with the understanding those dollars won’t be diverted.
The committee also stopped Doyle from borrowing money based on the future collection of excise taxes. Instead, the committee paid for medical care for the poor, elderly and disabled with real dollars.
That’s the good part, along with the committee’s empathy for the beleaguered property taxpayer.
But let’s remember how the state’s finances got screwed up to begin with. State leaders patched gaping holes in past budgets using one-time money that’s now gone. They also backloaded past budgets to push higher costs – both for expensive new programs and tax cuts – into the future.

Thank you to Troy Dassler, Marisue Horton, and others who commented on my report on the meeting of the Long Range Planning Committee on Monday, June 6.
Several people objected to my characterization of the some of the presentations as nasty and bitter. I know that it’s hard to perceive Leopold leaders and supporters as anything but polite, but I was shocked when they launched into immediate denunciations of Ruth Robarts and Lawrie Kobza, blaming them for the defeat of the referendum.

Post Leopold / Operating Referenda Long Range Planning Meeting: Arlene Silveira and Beth Zurbuchen Speak

The Madison Board of Education’s Long Range Planning Committee met on the 6th. Arlene Silveira and Beth Zurbuchen lead along with many others spoke about the failed referenda and next steps. Results and background here. Arlene and Beth were prominent members of Madison Cares, a group that spent heavily in favor of the referenda.

Don Severson, President of Active Citizens for Education also spoke at this event and recommended that the District look at the entire west side, not just Leopold. Severson also argued for a very open discussion with the community.




Madison Schools Health Care Cost/Benefit Analysis

Dear School Board,
In light of the referenda failures its time for the district to drive a hard bargain with the union concerning its intransigence with respect to health insurance carriers.
My research indicates there is a win/win solution for teachers, the district and students but WPS has a lot to lose (~8% of its group health business) and won’t give up easily. It is unclear whether, at this point in time, John Matthews is serving the teachers or serving WPS.  In any case,  I am certain WPS will not give up its favored and special access position at the bargaining table without a big fight. However it is time to face that battle head-on on behalf of teachers, students, taxpayers and most of all the children who are adversely affected when staffing is reduced and programs are cut.

DC Voucher Program Summary



Jay Matthews:

After a one-hour bus trip, including one transfer, they reached the private Nannie Helen Burroughs School in Northeast Washington, which the children began attending in the fall under the D.C. school voucher program. Then their mother took a 45-minute bus trip to her job as a store clerk in Pentagon City.
In the evening, she did the same bus commute in reverse, picked up her children from the school’s day-care program at 6 p.m. and escorted them home. The next day, she would rise at 6:15 a.m. to do it all again.
Nine months into the experiment, it is too early to know how the nation’s first federally funded voucher program is affecting the academic achievement of the hundreds of D.C. children who won the private school scholarships. But spending time with the Hammonds provides a glimpse of the benefits and the sacrifices that the program entails for one family.




State School Test Scores Released



Alan Borsuk:

The brightest spot in the tests statewide appeared to be reading for eighth- and 10th-graders. The results show that 85% of eighth-graders were proficient or better in reading, up six percentage points from a year ago, while 74% of 10th-graders cleared the proficiency bar, up five percentagepoints from a year ago.
But for fourth-graders, the percentage proficient or better went down in math and science, stayed the same in reading and language arts and went up one point in social studies.
And an eight-point jump in the percentage of eighth-graders who were at least proficient in math only reversed an eight-point drop among the eighth-graders in the prior year – a sign both of the way scores can change from year to year and of how little things have changed in recent years.
The gaps that leave low-income and minority students scoring far below other students remain large and in some instances were worse in this school year’s testing. There have been some instances of the gaps shrinking, but it remains as much as 50 percentage points in some cases (78% of white 10th-graders and 28% of black 10th-graders were demonstrated proficient in math.




Neenah schools add staff to special ed, gifted-talented program



The following story from the April 13, Appleton Post-Crescent reports on a school district in Wisconsin that is actually adding staff to both gifted and special education.

NEENAH � The equivalent of four teachers will be added to the Neenah Joint School District next year to enhance its special education, and gifted and talented programs.
Last week, the Board of Education set the staffing level at 480.5 teaching positions for 2005-06, compared with 476.5 this year.
The changes will cost taxpayers an additional $244,000 next year.

What is Wrong with this Picture?



The Madison School Board of Education and the District administration are proposing nearly $50 million worth of referenda and are begging for the support of the taxpaying public to significantly raise taxes. At the same time, Superintendent Rainwater bashes the business community for not contributing more tax dollars to fund public education. By accusing businesses of “eating their own young” and “contributing to their own demise” he is creating a very divisive atmosphere that makes it very difficult for taxpayers to see the value in more and more spending for mediocre results.

Axing the Arts: District (again) proposes cutting popular strings program



Jason Shephard, writing in the 3.11.2005 Isthmus:
Music teachers, parents and community activists are already agitating against Madison schools Superintendent Art Rainwater�s call to eliminate the elementary strings program, as part of a proposed slate of budget cuts.
�This creates a very disturbing environment in the community,� says Marie Breed, executive director of the Wisconsin Youth Symphony Orchestra. �It�s particularly shocking for a strong arts community like Madison to dismiss elementary string education so easily, saying essentially, �We�re not going to support these children.��
By eliminating the fourth- and fifth-grade strings program, Rainwater says the district can cut nearly ten full-time equivalent positions, saving about $500,000 in salaries and another $100,000 in equipment, repairs and books. In all, the district needs to trim $8.6 million to comply with state-imposed revenue caps — or else secure referendum approval to exceed them.

3/7/2005 Madison School Board Meeting Budget Comments



Board Members and citizens discussed the Madison School District Administration’s proposed budget changes (reductions in the increase, cuts and program eliminations – see this post for details. The overall budget will go up, from 317M to 327.7M as it does annually.) this past Monday evening:




Budget Time: Madison School District’s Credibility



The credibility of the Madison Metropolitan School District comes into serious question with the public when Board of Education members and district staff present erroneous information through the media to the public.
Recent examples include:

  • May, 2005 Special Election Costs:
    1. Bill Keys, President of the Board of Education, on the TV Channel 27 early morning news show, February 3, 2005, in referring to proposed referenda for a May 2005 vote stated that “it’s only $15,000 more ($90,000) to wait until May rather than go for the April election, which will only cost $75,000.” A vote on school referenda at the time of a regular countywide election incurs only a minor cost (less that $2000) to the District for graphics and ball space. Special balloting, such as that proposed for school referenda in May will incur more that $87,000 in expenses billed to the District by Dane County, the City of Madison and eight other involved municipalities with voters in the school district. A detailed report of these costs billed to the District for the June 2003 referendum ballot will be presented to the Board at its regular March 7, 2005 meeting.
  • Community Input:
    2. Carol Carstensen, Board of Education member, complains that critics of the Board aren’t really interested in seeking solutions to complex questions and is quoted in the “Talking Out of School” column in Isthmus, February 11, page 8, “I get a little concerned when people say, ‘You should be doing this,’ but then are unable to give me a better plan for how to achieve what they want.” As a representative of Active Citizens for Education we have presented the Board of Education and administration with more than 29 documents including recommendations, plans, proposals, reports and analyses on a variety of issues with which the Board is faced. A list of the documents, along with duplicate copies, will be presented to the Board at its next meeting to refresh memories.

Joe Quick, MMSD administration staff member, in discussing the proposed $26.2 million referendum for maintenance projects aired on the 10:00 p.m. TV Channel 27 newscast, February 28, stated that the request for revenue to support this referendum “would have no impact on taxes.” The fact of the matter is that if there is no referendum or if the referendum fails, property taxes will decrease due to the retirement of revenue bonds for previous capital indebtedness.

In order for the general public to understand the implications and consequences of financial decisions for which the public is requested to support, the Board of Education members and the administration must present accurate and complete information within the context of the total framework of the district’s budgeting, taxing authority and actions.

Expert in multicultural and gifted education to visit Madison



A support group for parents of talented and gifted (TAG) students, the Madison TAG Parents Group, is pleased to announce that Donna Ford, Ph.D., will be visiting Madison on February 8 and 9 to discuss the issues surrounding the identification and retention of gifted and talented low income and minority students. Dropout data from the school district classify more than 25% of all dropouts as well behaved high achievers. More than 50% of these students are low income and more than 40% of them are minority students.
Dr. Ford is the Betts Chair of Education and Human Development at Vanderbilt University. She conducts research primarily in gifted education and multicultural/urban education. Specifically, her work focuses on: (1) recruiting and retaining culturally diverse students in gifted education; (2) multicultural and urban education; and (3) minority student achievement and underachievement.
Dr. Ford’s work has been recognized by many different professional organizations. She received a Research Award from the Shannon Center for Advanced Studies; an Early Career Award from The American Educational Research Association; an Early Scholar Award from The National Association for Gifted Children; and the Esteemed Scholarship Award from The National Association of Black Psychologists. She has published more than 90 articles and is the author of Reversing underachievement among gifted black students (1996) and a co-author of Multicultural gifted education (1999) and In search of the dream: Designing schools and classrooms that work for high potential students from diverse cultural backgrounds (2004).
Dr. Ford will be meeting with TAG staff and administrators during her visit, and will be speaking about multicultural education at West High School as part of a staff in-service. She is also scheduled to give a colloquium on Wednesday, February 9, in the UW Department of Counseling Psychology. On Tuesday evening at 7:30 p.m., Dr. Ford will be giving a community presentation at Wright Middle School, 1717 Fish Hatchery Rd. She will be talking about increasing the participation of at risk students in gifted and talented education. This presentation is open to all interested parents and community members. Are MMSD Programs Effective? Who Knows?



This is my first post to this blog, so I�ll start by introducing myself. My name is Bill Herman. I have two kids at Crestwood ES, and a third will start in the fall. Also, I work in K-12 education; I�m the technology director for Monona Grove Schools.
I read �Paper #1,� criticizing MMSD for declining $2 million of federal money for reading, with interest and some dismay. With interest because it does seem odd that the district would reject such a sum even if some strings are attached. With dismay because neither side in the debate had a good way to weigh the district�s key claim�that the existing program has improved student reading.
Both sides used WKCE scores to support their claims. Unfortunately, the WKCE is not a useful tool to assess the effectiveness of programs at MMSD or anywhere else, because it isn�t designed to measure student progress over time, or to compare scores from one year with scores from another year. This means that we have a bigger problem than not knowing if elementary reading instruction is effective in MMSD. We are not able to decisively assess the effectiveness of any instructional program in the Madison schools.

The Madison Metropolitan School District has one of the highest costs per pupil of any school district in the state ($12,500, 2004-05). Madison District officials state that the high cost per student is needed in order to achieve success in many of the important academic areas. This paper compares retention rates of the Madison School District, (the number of pupils who were not passed to the next grade level) with fourother districts: Appleton, Green Bay, Kenosha and Racine. Retention occurs when a student has not made progress in a prescribed course of study. A pupil is consideredretained if:

  • a pupil needs an additional year to complete a prescribed program
  • a pupil in grades kindergarten through eight must repeat a grade
  • a pupil in high school (freshman, sophomore, junior, or senior years) does nothave enough credits equal to or more than one-seventh of the district�s high school requirement

ACE Fund 80 White Paper

The Community Service Fund is used as an administrative and accountingmechanism for activities such as adult education; community recreation programs, such as evening swimming pool operation and softball leagues; elderly food service programs,non-special education preschool; day care services; and other programs which are not elementary or secondary educational programs but have the primary function of servingthe community. Expenditures for these activities, including cost allocations for salaries, benefits, travel, purchased services, etc. are to be paid from this Fund to the extentfeasible. The district may adopt a separate tax levy for the Fund. Building use fees charged for utilities and other operational costs must be charged in the General Fund if nocost allocation was made for these to the Community Service Fund.

Taxpayer advocates will hold a news conference Friday, August 27th at 1:00 p.m. at the Sequoia Library, 513 South Midvale Boulevard (Midvale Plaza) to call for an audit of �Community Services Fund 80� of the Madison School District. Don Severson, president of the Active Citizens for Education (ACE), will ask for an independent audit of �Fund 80� which is used by school district officials to fund �community service programs�. The fund has come under recent scrutiny because of its growth � over 200% in four years � and its use in pushingYMCA after-school programs out of certain Madison schools. Parents of children in the after school program held a news conference this past Monday to highlight the issue. Severson will also preview a radio ad, which begins airing Friday, August 27 and is sponsored byACE, appealing to taxpayers to contact Madison school board members and district officials. The Madison School Board is holding a special meeting Monday night at 7:00 p.m. at the DoyleAdministration Building to hear concerns of parents of children in the after-school program.

The Board will start discussing amendments to the 04-05 budget proposed by Supt. Rainwater sometime by 6:00. The Board will ostensibly make decisions on $9.9 million worth cuts and changes to the budget. The rules of the Board discussion on the budget preclude public input at this meeting.
It is critical, however, that we have a strong show of community interest in
their deliberations.

Circulation of West High School Calculus Exams in 2001

As a sophomore at Madison West High School, Danny Cullenward tookCalculus 1, a yearlong advanced math class that put the only B on theotherwise straight-A student’s transcript.
The same happened with Sam Friedman, the former captain of West’s mathteam. Friedman, who is now at the University of Chicago, got two B’s incalculus at West but went on, as a high school student, to get an A inadvanced calculus at the University of Wisconsin.Chris Moore, who is a junior at West and is already ranked among the top 30high school math students in the United States, also had trouble in his highschool course. He got a B when he took calculus as a freshman.
UW Professor Janet Mertz knows of all these cases, and cited them in aletter to administrators. She argued, as other parents have for more than ayear, that something is not right with the way calculus students at West aretested.
It’s unfair, she wrote, and it’s hurting students’ chances to get intoelite colleges such as the Massachusetts Institute of Technology, for whichMertz interviews student applicants.

Fuzzy Math at West High: A Capital Times Editorial:

For more than a year, a group of West High parents have beencomplaining about the way calculus students at West are tested. This week theywent public — voicing their concerns before the Madison School Board.The first complaint came from Joan Knoebel and Michael Cullenward, M.D., onbehalf of their son, now a senior at West. They decried the fact that KeithKnowles, West’s calculus teacher, reuses old tests or parts of old tests thatare available to some — but not all — students.
According to the formal complaint, “students have obtained copies fromolder siblings, prior students, through study groups, private tutors, or by awell-defined grapevine.” The school itself does not keep the tests on file.
School district administrators contend that Knowles did nothing wrong andthat there’s no evidence to conclude that having access to old tests washelpful to students.

Doug Erickson:

George Kelly, English chairman at East High School, said teachers share thesame interests as committee members — to ensure that students have access tothe tests they’ve taken and to make the playing field level for all students.But he said a districtwide policy would be cumbersome.
“There’s a larger issue here,” Kelly said. “How much micromanaging does theboard want to do in instruction and evaluation?”
West parent Joan Knoebel said Tuesday that the district continues to avoidthe real issue that her family raised, which is that a particular teacher atWest is not following the test return policy already in place at that school.Although she would like to see districtwide guidelines, she has neversuggested that the problem is widespread.
“(The district) is attacking this globally, when what you really have isone teacher who, in my opinion, is acting unethically,” she said. “They’reusing an elephant gun to shoot a starling.”

Joan Knoebel:

Common sense tells us that students with an advance copy of a test have asignificant advantage over their classmates. Assessment is meaningless underthese circumstances.This is the basis of our complaint. And this isn’t just about one teacherat West. The decisions in this case emanate throughout the Madison SchoolDistrict.
What’s the teacher’s job? To teach the principles of calculus and to fairlyevaluate whether his students learned the math. He undoubtedly knows the math,as some former students enthusiastically attest. However, because old examswere not available to all, the only thing his tests reliably measured is whoma student knows, not what a student knows.
And — this point is critical — he also couldn’t tell whether the tests heconstructed, or copied, were “good” tests. A good test is one a well-preparedstudent can complete successfully during class time. Think of it this way.Assume there were no old tests to study — all students were on a levelplaying field. The teacher gives a test. No one finishes or gets a high score.Did no one understand the material? Possibly, but many of these hardworkingstudents come to class prepared. The better explanation is that there was aproblem with the test itself; for example, it was too long or too complex tofinish within the time limit.
This mirrors the experience of students who didn’t study the old tests.Unfortunately, they were sitting alongside classmates who’d seen an advancecopy and could thus easily finish within the class period.
Ten years ago, West High enacted a test return policy. Why? Because thiscalculus teacher, among others, wouldn’t give the tests back. The policy was acompromise to give families a chance to review tests, but only underconditions that gave teachers control against copies being handed down.
This calculus teacher had a choice: offer in-school review, as is done atMemorial High, or let the tests go home under tight restrictions, including awritten promise not to copy or use them for cheating. After this policy washammered out, he elected to return his tests unconditionally yet continued tore-use his tests. The district says that was his prerogative.
What was the administration’s job here? To conduct a fair formal complaintprocess and to ensure that assessment is non-discriminatory. The “outsideinvestigator” the district appointed is a lawyer who together with her firmroutinely does other legal work for the district. Had we known of thisconflict, we wouldn’t have wasted our time. In reality, the administration andits investigator endeavored mostly to find support for the foregone conclusionthat a teacher can run his class as he wishes.
We greatly appreciate our children’s teachers, but with all due respect,autonomy does not trump the duty of this teacher, the administration and theboard to provide all students with a fair and reliable testing scheme.
The only remedy the district offers is to let students repeat the course,either at West or at UW-Madison at their own expense — $1,000 — andsubstitute the new grade. This isn’t a genuine remedy. It punishes studentsfor a problem they didn’t create. Furthermore, it is only truly available tothose who can afford UW-Madison tuition and the time.
What was the School Board’s job? To tackle public policy — in this case,non-discriminatory assessment. With one brave exception, the board ducked, andchose to protect the teacher, the administration and the union — everyoneexcept the students.
The solution is easy. If teachers are going to re-use tests or questions,safeguard them using the test return policy or make an exam file available toall. Otherwise, write genuinely fresh tests each time.
After 14 months of investigation and a 100-plus page record, it’s worsethan when we started. Now the district says that this teacher, any teacher,can re-use tests and give them back without restriction, and that it isperfectly acceptable for some but not all students to have copies to preparefrom.
For six months, we sought to resolve this matter privately and informally,without public fanfare. Confronting the dirty little secret of the calculusclass didn’t sully West’s remarkable national reputation, but openly paperingit over surely does. Simply put, this teacher didn’t do his job. Lee Sensenbrenner: Former Students Defend Teacher:

After hearing West High graduates who had returned home for winterbreak defend their former calculus teacher, the Madison School Board decidedit would seek the advice of department heads before potentially changing anypolicies on math tests.
Noah Kaufman, a freshman at Dartmouth College, told the board Monday nightthat complaints against calculus teacher Keith Knowles — who parents sayrepeated exam material without providing universal access to the old tests –were “entirely unreasonable.””Had I memorized numbers and calculations from old exams, and passed themoff as my answers, I would have failed my class, without question,” Kaufmansaid.
“Mr. Knowles did not use the same questions on different tests. What he diddo was ask questions that involved similar applications of the concepts. Allof these concepts were explained thoroughly in the textbook, as well as by Mr.Knowles himself.
“A student could have access to the concepts and examples of applicationsby simply doing the homework and paying attention in class.”

arents of a Madison West High School senior urged the School BoardMonday to make sure that teachers who recycle exams from year to year also tryto keep copies of the old tests from circulating among students.
Either that, or a sample test should be made available to all studentsequally, said Joan Knoebel.She said her son, Danny Cullenward, and other students were at adisadvantage during several semesters of advanced math, because the teacherrecycled tests even though he knew that some but not all students had accessto old copies. Danny said that when he privately asked for help, the teachertold him to find old tests but refused to supply them.
Said his mother: “Exams should be about what you know, not who you know.”
She said her son, a National Merit Scholarship semifinalist, becamesuspicious when some students breezed through the exams while he struggled tofinish on time.




Strings Community Action



A. Introduction:
There’s no need for community action if the MMSD Administration and BOE state support for the current elementary strings academic curriculum. They don’t. When the Board members don’t say yes, it means no, given their recent history with this curriculum.
The MMSD Board of Education adopted and approved the elementary strings program as a necessary component of its Music Education Curriculum in the late 1980s. Standards and benchmarks were added in the late 1990s. The BOE has neither discussed nor changed its decisions on this curriculum.
The recent treatment of the elementary strings curriculum is another example of what happens when our BOE is lacking Long Range Plans for curriculum, for funding and for letting the Administration call the shots for kids rather than the BOE.
