The Capacity Challenge: What It Takes for State Education Agencies to Support School Improvement

The push to raise standards and increase student outcomes has placed state education agencies (SEAs) at the center of efforts to improve the performance of the nation’s lowest-performing schools, but few are well positioned to deliver on that imperative. Federal and state initiatives like Race to the Top, School Improvement Grants, and Common Core State Standards pose challenges that most agencies are not prepared to meet.
Seeking to understand what SEAs are doing to meet new and existing obligations, researchers conducted interviews with state chiefs and analyzed agency initiatives and budgets in 10 states with varied approaches to school and district improvement. They found no evidence that those with the most money had better data systems or more comprehensive accountability systems. And few SEAs engage in the type of budget analysis that would enable them to assess whether their investments align with their priorities or are paying off.
While the lack of legal authority to intervene in failing schools sometimes limited the ability of states to act on their school improvement strategies, the researchers found that states that had such authority rarely used it.




Building Brain Literacy in Elementary Students

For many students, the brain isn’t a hot topic of conversation. This is especially true for younger students who are still trying to understand the world around them, and are still far from developing physiological self-awareness of the very thing that gives them that self-awareness.
But helping students develop “brain literacy” doesn’t have to be a matter of dry science pumped full of confusing jargon. Understanding the brain can be empowering for students as they recognize their ability to strengthen it each time they use it. As a teacher, you can emphasize how using the executive functions, both in the classroom and outside of school, increases their strength for academic success. Practice makes perfect!
To reduce anxiety about new “stuff” in the classroom — whether related to Common Core State Standards, struggles with reading, or something else entirely — you can find opportunities to emphasize students’ ability to literally build the brains they want. Remind them that, when they turn in a story, demonstrate a science principle in a skit, or even raise their hand to respond to a question, they grow more dendrites and add new layers of myelin to their axons. To them this may sound gross, but it’s actually good news. By activating these brain networks, they continuously use their executive functions as they apply new learning. Like a muscle, the brain responds to interaction and activity.




Parents say they don’t need state test results

Last month, I asked whether parents and grandparents were worried about threats to annual testing caused by the national switch to the Common Core standards.
U.S. Education Secretary Arne Duncan had warned that California would be shortchanging students and their families if it held to its plan not to report school test averages next year. Almost everyone who responded to me said Duncan was wrong.
I proposed in that column a year’s respite from reporting state test results, while teachers adjusted to the new Common Core lessons and tests. “Schools can give the new tests but use the results only for improving teaching methods, not for assessing students and teachers,” I wrote.
Virginia parent Wendy Hoskins was among many who think that was a good idea. In fact, she said she would be happy if her kids didn’t take the tests at all.
“Standardized tests do not give a true sense of a child’s abilities,” she said. “If it’s so great, why don’t private schools jump on the bandwagon?”




Standardized testing reaches crossroads: Test more or test better?

The test results aren’t good. Get different tests.
That may sound like a kill-the-messenger response to why American kids keep getting unsatisfying results on standardized tests. Tests don’t give wrong answers — kids do.
But that’s one way of looking at the huge changes afoot for testing, including in Wisconsin. At the same time, criticism of testing is gaining momentum and may have an effect I would not have expected even recently. There is a chance we could see, in Wisconsin and nationwide, a much better, more insightful world of standardized tests soon. And there is a chance we’re heading toward a colossal testing mess.
“I think the country is at a moment of truth on testing, a really important one,” Marc Tucker, CEO and president of the National Center on Education and the Economy and a major figure in national efforts to raise education standards, said last week. Tucker spoke in response to release of a high-profile round of international tests that showed no progress for American kids in reading and math and a growing number of nations doing better than the United States.
The building heat around testing has several big themes.
For one, it is the partner issue with the controversies over the Common Core standards that are being implemented in 90% of states, including Wisconsin, and which are drawing increasing criticism. Standards are goals for what children should learn. Broad-scale tests are the way to find out how they’re doing and compare kids in, say, your school or state with kids in another school or state. But that is valid only if the tests are worthy of the task — which is where a lot of debate lies.




PISA 2012 Results & Commentary: “US Mediocre, Expensive”

PISA 2012 is the programme’s 5th survey. It assessed the competencies of 15-year-olds in reading, mathematics and science (with a focus on mathematics) in 65 countries and economies.
Around 510 000 students between the ages of 15 years 3 months and 16 years 2 months participated in the assessment, representing about 28 million 15-year-olds globally.
The students took a paper-based test that lasted 2 hours. The tests were a mixture of open-ended and multiple-choice questions that were organised in groups based on a passage setting out a real-life situation. A total of about 390 minutes of test items were covered. Students took different combinations of different tests. They and their school principals also answered questionnaires to provide information about the students’ backgrounds, schools and learning experiences and about the broader school system and learning environment.

Among the 34 OECD countries, the United States performed below average in mathematics in 2012 and is ranked 26th…Performance in reading and science are both close to the OECD average. The United States ranks 17 in reading, (range of ranks: 14 to 20) and 21 in science (range of ranks: 17 to 25). There has been no significant change in these performances over time.
Mathematics scores for the top-performer, Shanghai-China, indicate a performance that is the equivalent of over two years of formal schooling ahead of those observed in Massachusetts, itself a strong-performing U.S. state.
While the U.S. spends more per student than most countries, this does not translate into better performance. For example, the Slovak Republic, which spends around USD 53 000 per student, performs at the same level as the United States, which spends over USD 115 000 per student.
Just over one in four U.S. students do not reach the PISA baseline Level 2 of mathematics proficiency – a higher-than-OECD average proportion and one that hasn’t changed since 2003. At the opposite end of the proficiency scale, the U.S. has a below-average share of top performers.
Students in the United States have particular weaknesses in performing mathematics tasks with higher cognitive demands, such as taking real-world situations, translating them into mathematical terms, and interpreting mathematical aspects in real-world problems. An alignment study between the Common Core State Standards for Mathematics and PISA suggests that a successful implementation of the Common Core Standards would yield significant performance gains also in PISA.

While these results always make news, this year there is an added tempest in the teapot of the education policy world: The OECD and the Obama administration worked in advance with a selected group of advocacy organizations to launch a media campaign called PISA Day. Which organizations? The College Board, ACT, America Achieves, and the Business Roundtable–all key architects of the Common Core, the new national curriculum standards whose increased rigor and standardized tests have led to a much-publicized protest movement among some parents, teachers, and kids. Groups that support the Core have an interest in calling attention to low American test scores, which today they will use to argue that the Core is the solution not only to our academic woes, but also to reviving the American economy. Happy PISA Day!
But the truth is that the lessons of PISA for our school reform movement are not as simple as they are often made out to be. PISA results aren’t just about K-12 test scores and curricula–they are also about academic ability tracking, income inequality, health care, child care, and how schools are organized as workplaces for adults.

Not much has changed since 2000, when the U.S. scored along the OECD average in every subject: This year, the U.S. scores below average in math and ranks 17th among the 34 OECD countries. It scores close to the OECD average in science and reading and ranks 21st in science and 17th in reading.
Here are some other takeaways from the report:
America Is Struggling at Math
The U.S. scored below the PISA math mean and ranks 26th out of the 34 OECD countries. The U.S. math score is not statistically different than the following countries: Norway, Portugal, Italy, Spain, Russian Federation, Slovak Republic, Lithuania, Sweden, and Hungary.
Do American Schools Need to Change? Depends What You Compare Them To
On average, 13 percent of students scored at the highest or second highest level on the PISA test, making them “top performers.” Fifty-five percent of students in Shanghai-China were considered top performers, while only nine percent of American students were.

For the last few years, many U.S. educators and policy makers have looked to Finland, noting its high test scores and laser-like focus on attracting and retaining the best teachers. Although Finland still posts high scores, they have slid in the past few years.
Poland, on the other hand, has seen sharp improvement. The only European country to have avoided the recession, Poland undertook a host of education overhauls in 1999, including delaying by one year the system that places students into academic or vocational tracks, and crafting better systems to identify struggling students and get them help.
“Poland launched a massive set of reforms and, while we cannot say for sure they caused the improvement, they certainly are…a sort of plausible explanation,” said Andreas Schleicher, deputy director for education and skills at the OECD.
In Massachusetts, educators and policy makers credit the good showing, in part, to a 1993 effort that boosted spending and ushered in rigorous standards and achievement tests that students have to pass to graduate.

Report urges Michigan to replace MEAP with Smarter Balanced test

A new report urges state lawmakers to proceed with plans to introduce the Smarter Balanced exam as a replacement for the Michigan Educational Assessment Program, saying it remains the only viable option for the 2014-15 school year.
Michigan education officials released the 23-page report Monday outlining options for a new state assessment tool to be used as early as next year to test K-12 students under Common Core state standards. State schools administered the MEAP for what is supposed to be the last time this fall.
The report, requested by lawmakers in late October after they removed a funding block for implementation of Common Core, examines 12 test options in the marketplace.
The report provides summaries on the cost of each test, scoring and reporting methods, test security transparency and overall design.
Of the 12 options, only Smarter Balanced and two other tests were aligned to Common Core, a more rigorous set of standards adopted by the State Board of Education in 2010 for math and English. The other exams aligned to the standards are Measured Progress and PARCC.




Don’t Give Up on the Lecture

Students in a lecture class can give the impression of lethargy: Maybe a student sleeps in the back of the classroom, maybe others fidget and doodle. The students who are paying attention may be too focused on their notebooks to flash a look of understanding and inspiration.
Perhaps because of this negative initial impression, lectures are under attack these days. The Common Core standards place far greater value on small-group discussion and student-led work than on any teacher-led instruction. The term “lecture” is entirely out of fashion, as is the unqualified word “lesson.” On recent planning templates released by New York’s Department of Education, only the term “mini-lesson” is used. The term gets its diminutive status because of the fact that only 10 to 15 minutes on the hour are allotted for teacher-disseminated information, while the rest of the class period is focused on student-centered practice in groups or project based learning. But the mini lesson is not even accepted as the most progressive way of teaching. Champions of the “flipped classroom” relegate lectures to YouTube channels. In a recent interview here at The Atlantic, futurist David Thornburg declared that lectures created a depressing experience for him in school.
The tendency to see lecture-based instruction as alienating and stifling to student creativity is not altogether new. In Paulo Friere’s 1970 Pedagogy of the Oppressed, the lecturing teacher was cast as an arrogant imperialist. Alison King coined the flip expression “sage on the stage” in a 1997 article and, although more than half of King’s article consists of ideas for working small group approaches into otherwise lecture-centric courses, demonstrating that she was in no way looking to eliminate the lecture entirely, everyone from Common Core advocates to edtech disrupters has co-opted “sage on the stage” as license to heckle the “out-of-touch expert.” Nevertheless, there is immense value in lecture, and it must not be written off as boring and ineffective teaching.




History is AWOL



The Common Core National Education Standards are, they say, very interested in having all our students taught the techniques of deeper reading, deeper writing, deeper listening, deeper analysis, and deeper thinking.
What they seen to have almost no interest in, is knowledge–for example knowledge of history, especially military history. As far as I can tell at the moment, their view of the history our high school students need to know includes: The Letter From Birmingham Jail, The Gettysburg Address, and Abraham Lincoln’s Second Inaugural Address.
While these are all, of course, worthy objects for deeper reading and the like, they do not, to my mind, fully encompass the knowledge of the Magna Carta, the Constitution of the United States, the Battle of the Bulge and of Iwo Jima and of Okinawa, or the Women’s Christian Temperance Movement, or the U.S. transcontinental railroad, or the Panama Canal, or woman suffrage or the Great Depression, or a number of other interesting historical circumstances our students perhaps should know about.
Nor does it seem to call for much knowledge about William Penn, or Increase Mather, or George Washington, or Alexander Hamilton, or Robert E. Lee, or Ulysses S. Grant, or Thomas Edison, or Elizabeth Cady Stanton, or Dwight David Eisenhower, or several hundreds of other historical figures who might be not only interesting, but also important for students to be familiar with.
In short, from what I have seen, the Common Core Vision of necessary historical knowledge includes what any high school Junior ought to be able to read in one afternoon (i.e. three short “historical documents”).
Ignorance of history has, it may be said, been almost an American tradition, and many Americans have discovered in their travels, and to their embarrassment, that people in other countries may know more about our history than they do.
We have, many times in the past, even invaded countries our soldiers knew next to nothing about, and sometimes that has been a disadvantage for us. But if the Common Core doesn’t care if our students know any United States history, they are certainly not going to mind if our students don’t know the history of any other country either.
But even in schools were history is still taught, and where the Common Core has not yet sunk its roots, one area of history is perhaps neglected more than any other. Was it Trotsky who said: “You may not be interested in War, but War is interested in you.”?
And Publius Flavius Vegetius argued that: “If you want peace, prepare for war.” In many of our school history departments, military history is regarded as “militaristic,” and the thought, apparently, is that if we tell our students nothing about war, then war will simply go away.
History doesn’t seem to support that notion, and if war does come to us again, it might be useful for students in places other than our Military Academies to know something about military history. In addition, military history tells absorbing stories of some of the most inspiring efforts ever made in the history of mankind.
We talk a fair amount these days about our Wounded Warriors and about what we owe to our veterans, past and present, but for some odd reason, that seldom translates into the responsibility to teach military history, at least to some minimal extent, to the students in our public high schools.
It is quite clear to me that ignorance of history does not make history go away, and ignorance of the lessons of history does not make us better prepared to understand the issues of our time. And certainly, in spite of whatever dreams and wishes are out there, ignorance of war has not ever made, and quite probably will not make, war go away.
We want to honor our veterans, but we do not do so by erasing knowledge of our wars, past and present, from our high school history curriculum, whatever the pundits who are bringing us the Common Core may think about, and plan for, the teaching of history.

Wisconsin Reading Coalition: 2013 Reading Report Card

he National Center for Education Statistics has released the 2013 scores from the National Assessment of Educational Progress, sometimes called the “Nation’s Report Card.” While the press has rightly focused on Wisconsin’s scores for black students (lowest in the country) and the black-white gap (largest in the country), the data indicates many other areas of concern. Here are some major takeaways from the critical 4th grade reading performance:

  • Wisconsin’s average score (221) in 2013 is identical to 2011, and is statistically unchanged from our first NAEP score (224) in 1992.While we have remained stagnant, many other jurisdictions have seen statistically significant increases.
  • Wisconsin ranked 31st out of 52 jurisdictions that participated in NAEP this year. In 1994, we ranked 3rd.
  • Since 2007, the number of jurisdictions scoring significantly lower than Wisconsin has shrunk from 21 to 11. The number scoring significantly higher has grown from 8 to 15. Wisconsin sits in the lower half of the “middle” group of 26 jurisdictions.
  • Only 8% of Wisconsin students scored at the advanced level, while 32% were below basic, the lowest level.
  • Compared to their peer groups nationwide, Wisconsin’s white, black, Hispanic, Asian, low income, and disabled students all scored below their respective national averages.
  • Wisconsin had the lowest scores for black students in the nation.
  • Wisconsin had the largest gap between white and black students in the nation.

How will Wisconsin respond?
Social and economic disadvantages affect achievement for many students, but other states do better at mitigating those realities. Wisconsin must look within the education system itself for improvement opportunities, starting with teacher preparation. Beginning in 2014, the Foundations of Reading exam will require prospective teachers to understand the science of reading that is woven through the Common Core State Standards and that is necessary for successful intervention with struggling readers. As DPI revises the regulations governing educator licensure and preparation program approval, it will be important to align them with the only comprehensive guidelines available, the Knowledge and Practice Standards for Teachers of Reading (Moats, Carreker, Davis, Meisel, Spear-Swerling, Wilson, 2010), and to encourage independent, objective program reviews for campuses. Equally important, our state and districts need to provide practicing teachers with that same knowledge of language structure and reading acquisition, and to track the impact of professional development on student performance outcomes. Programs like LETRS from Sopris Learning and the online coursework and coaching offerings from the Science of Reading Partnership deserve attention. Only then can we hope to see student outcomes begin to reflect the efforts of our dedicated educators.
The pie charts below show the breakdown of proficiency levels of Wisconsin students as a whole and broken into sub-groups. The line graphs show the trend over time in Wisconsin scores compared to Massachusetts, Florida, and Washington, D.C., where the science of reading has found a greater acceptance in education, as well as the changes in national ranking for Massachusetts, Florida, and Wisconsin.

Teacher Union Survey Shows Mixed Support for iPads

A slight plurality of LA Unified teachers said they would favor continuing the iPad program, according to a new UTLA survey that produced mixed results in a district contemplating the next phase of a billion dollar digital device program.
The union poll was conducted over a week in late October, with 255 teachers from the 47 district schools that received iPads in Phase 1 of the program responding. Not all the teachers responded to all the questions, but taken together, the ambiguous results may undermine the value of the survey as a credible resource for policy.
Even the number who favored continuing the program, 62, was barely more than those who would stop it, 57, with another 54 saying they were unsure what to do. The district is planning to give iPads to all 650,000 students by the end of 2015.
The survey was conducted at the request of Monica Ratliff, the LA Unified board member who serves as chair of the Common Core Technology Project committee. She has been in favor of district students’ receiving digital devices beyond Phase 1 but not necessarily iPads. At the board’s meeting two days ago, she proposed holding off further distribution until officials could evaluate the instructional effectiveness of all digital devices used in the district.




NAEP Wisconsin Results & Commentary with a Remarkable Reading Recovery Booster

The results of the 2013 National Assessment of Educational Progress (NAEP) were released today. For Wisconsin, the news on reading is much the same as it was two years ago at the last NAEP administration. 33.6% of our 4th graders reached the proficient level. Massachusetts again scored at the top, with 50.4% of its 4th graders proficient.
Wisconsin students who are Asian, black, and white, as well as students who are not eligible for a free and reduced lunch, all posted scores that are significantly lower than the national averages for those groups of students. We had no 4th grade sub-groups that scored significantly above the national average for their group.
Wisconsin’s black 8th graders had the lowest scores in the nation, falling below Mississippi and Alabama. Wisconsin’s black 4th graders had the second lowest scores in the nation, and at both 4th and 8th grade, Wisconsin had the largest gap between white and black students.
As we examine the data more fully, we will have more specifics.

Fourth- and eighth-graders across the country made modest advances in national math and reading exams this year, according to data released Thursday, but proficiency rates remained stubbornly below 50% on every test.
Amid the sluggish progress nationwide, a few areas notched drastic improvements on the 2013 National Assessment of Educational Progress exams, with Tennessee and Washington, D.C., –as well as schools on military bases–the only ones achieving statistically significant gains on all tests.
Washington gained a cumulative 23 points since 2011, while Tennessee posted a 22-point jump–both compared with a 4-point national gain. The exams are scored on a 0-500 scale.
Officials in Tennessee and Washington attributed the gains to tougher classroom math and reading standards, improved teacher development and overhauling teacher evaluations.

State posts widest achievement gap in ‘the nation’s report card’ by Lydia Mulvany:

Steven Dykstra, a founding member of the Wisconsin Reading Coalition, a grassroots group devoted to reforming reading instruction, said the state needs to start imitating reforms in other states by training teachers more effectively. In the past, Wisconsin students ranked as high as third in the nation in reading.
“This isn’t a surprise. The last time we did well in reading was when everyone sucked at reading,” Dykstra said. “When some states started doing better, they very quickly left us behind.”
“Left behind” is precisely what the data shows is happening to Wisconsin’s black students:
Eighth graders, reading: 9% were judged proficient; 55% rated below basic, the most of any state.
Fourth graders, reading: 11% were proficient; 65% scored below basic, again the most of any state.
Eighth graders, math: 8% were proficient; 62% rated below basic, better than only three states.
Fourth graders, math: 25% were proficient; 30% scored below basic, again with only three states performing worse.
Henry Krankendonk, a retired Milwaukee Public Schools math curriculum planner and NAEP board member, said Wisconsin’s failure to narrow the disparity — which has existed for decades — is a challenge for Milwaukee in particular, because it has the highest concentration of minority students. Krankendonk said the problem has long been weak standards for what students should know, and he was hopeful that the recent adoption of new standards more in line with NAEP, called Common Core State Standards, would help.

Standards? Yes! Current Implementation? No!: How we have re-invented Soviet-era wheat quotas

Readers know that I am a strong supporter of Standards generally and the Common Core specifically. To me it is simply a no-brainer: there is no such thing as Georgia Algebra or Montana Writing. In a mobile society, and based on economies of scale, common national standards make a lot of sense.
But no friends of Standards can be happy with how this effort has evolved logistically, on the ground, in terms of guidance to and resources for districts; or satisfied with the incentives – actually, disincentives – provided for undertaking such challenging work. Worse, we are in the unenviable position of fighting over a set of standards that now belongs to no official entity, so there is no way to amend the Standards, properly defend them from critics, or (especially) push back on how they are implemented by states.
And indeed, the chief culprits here are the states, in my view, employing tactics that run counter to everything we know about organizational change.




N.Y. Education Dept.: 91.5% of teachers rated effective

Nearly 92 percent of teachers were rated highly effective or effective in the first year of a new evaluation system, the state Education Department said Tuesday.
The highly controversial testing of teachers produced few poor grades, the state said. Just 1 percent was deemed ineffective, and 4 percent were characterized as developing.
The results are for 126,829 teachers outside New York City; 91.5 percent were deemed effective or highly effective.
The results come after the state released new student assessment scores as part of the Common Core program last summer that showed just 31 percent of New York students in elementary and middle schools were proficient in math and reading.
“The results are striking,” state Education Commissioner John King said in a statement. “The more accurate student proficiency rates on the new Common Core assessments did not negatively affect teacher ratings. It’s clear that teachers are rising to the challenge of teaching the Common Core.”




New Wolfram Problem Generator

This is an exciting new way to help students with their classes: previously, students provided their own practice questions and Wolfram|Alpha helped them find answers with Step-by-step solutions. Students can now ask Wolfram|Alpha for help with practice and homework questions and can do practice problems with Wolfram Problem Generator.
Currently, there are six main topics that Wolfram Problem Generator covers: arithmetic, number theory, algebra, calculus, linear algebra, and statistics. The topics range from early elementary school all the way through college calculus. Moreover, for elementary and secondary education material, we are closely following the Common Core Standards initiative to provide a comprehensive list of topics.




On Madison’s Lack of K-12 Governance Diversity

Similarly, when I asked Madison School Board member T.J. Mertz — a critic of nontraditional public education models — about the bill, he framed it as a question of “local control.”
“The big issue in this bill is the loss of local control,” he said. “It allows for the authorizing of charters without any role for elected boards and mandates the approval of replicant charters, regardless of the needs of the community.”
It’s a funny notion, this “local control.”
Used by tea partiers to object to the new “common core” standards and by liberals to object to charter and voucher schools, the principle of “local control” tends to be so dependent on circumstance as to be not much of a principle at all.
True local control would dictate that if a state university is to refrain from authorizing charter schools, it should refrain from authorizing many of their affiliated centers and institutes because they use public money but lack direct public oversight, too.
True local control would mean electing Madison School Board members by geographic districts, not by randomly assigned at-large “seats.”
The state’s most recent school report cards show the Milwaukee school district scoring 14 points lower than 10 of the 11 charters authorized as of last year by UW-Milwaukee (one wasn’t rated). This despite very similar student poverty levels — 82.3 percent for Milwaukee and 75.96 percent for the charters.

This Year’s SAT Scores Are Out, and They’re Grim

isconsin State Superintendent of Instruction Tony Evers used the platform of his annual State of Education speech Thursday to respond to skeptics of Common Core standards, whose ranks Republican Gov. Scott Walker joined just a few days earlier.
“We cannot go back to a time when our standards were a mile wide and an inch deep, leaving too many kids ill prepared for the demands of college and a career. We cannot pull the rug out from under thousands of kids, parents and educators who have spent the past three years working to reach these new, higher expectations that we have set for them. To do so would have deep and far reaching consequences for our kids, and for our state,” Evers said in remarks at the State Capitol that also touched on accountability for voucher schools. “We must put our kids above our politics. And we owe it to them to stay the course.”
Evers signed on to national Common Core curriculum standards for reading and math in 2010, making Wisconsin one of the first states to adopt them. School districts across the state, including Madison Metropolitan School District, are in the process of implementing them. Madison schools Superintendent Jennifer Cheatham has called Common Core standards “pretty wonderful,” and says they are about critical thinking and applying skills to practical tasks.
Walker had been pretty low-key about Common Core until a few days ago, when he issued a statement calling for separate, more rigorous state standards. Republican leaders of both houses of the state Legislature quickly announced special committees to weigh the Common Core standards, and public hearings on not-yet-adopted science and social studies standards will be held, according to one report.

Why attracting teachers with higher GPAs shouldn’t be N.J.’s top priority

The New Jersey Department of Education has proposed raising the required college GPA for new teachers to 3.0, or a “B” average. The higher cut-off — NJ currently requires a 2.5 -will “ensure [that] all novice teachers meet a minimum bar for knowledge and pedagogical skills before entering the classroom,” explained the DOE in a memo circulated last week.
Simple, right? Raise the bar for selection of teachers and, thus, raise teacher quality.
It should be so easy. The DOE’s proposal is not simple but simplistic, a facile sound-bite, (remember, it’s election silly-season) that does nothing to elevate the teaching profession.
Of course we all want to recruit and retain great teachers. But can we glean the potential of prospective educators from their college transcripts? Is a 3.0 at an undistinguished school that liberally distributes “A’s” equivalent to a 3.0 at, say, Rutgers or College of New Jersey? Are GPAs lenses for discerning teacher potential? And, given all the slings and arrows thrust by the Christie Administration towards public school staff — stiffening of tenure laws, data-driven evaluations, Common Core implementation — is the timing right for a gratuitous barb?




Mismatches in Race to the Top Limit Educational Improvement

This report aims to inform current policies as well as policies under debate at the federal and state levels. We hope that lessons conveyed here will encourage the adoption of the positive steps taken in a few states and districts and help states navigate challenges as they enter their final year of Race to the Top. These lessons pertain as well to the many more states that are beginning to implement requirements to attain waivers from No Child Left Behind. Finally, the lessons can help guide a stronger, more thoughtful rollout of the Common Core State Standards. President Obama would like to leave as part of his legacy substantial improvements in U.S. education. Recognizing the flaws inherent in Race to the Top, reversing the damage it has done, and enacting more comprehensive education policies in the administration’s second term could make that legacy a proud one.




The Crushing Racism of Low Expectations

One of the lesser-broadcast features of the most recent jobs report is that unemployment for African-Americans actually ticked higher, to 13 percent, even as the rest of the country held even at 7.3 percent.
Unemployment for Hispanics was 9.3 percent and for Asians 5.1 percent. Also worrisome, the number of African-American adults who held jobs actually declined last month, and fewer than 61 percent of blacks are working–the lowest participation rate since 1982.
While New York’s Mayor Bloomberg sees racism in the campaign of Bill deBlasio and Jay Z finds racism in the Trayvon Martin decision, I perceive racism in these jobs figures. Blacks are increasingly left behind, at least in part because their leaders do not demand better schools. The greatest source of “disparate impact” in this country, to borrow a phrase currently popular with the Justice Department, is that most black kids can’t read or write. Upward mobility for the African-American community, tenuous at best, is squashed the minute they enter kindergarten.
Too harsh? Not by half. Consider the results from the recent Common Core testing in New York, one of the first to measure how students meet the new nation-wide standards. Statewide, 31 percent of public school students in grades 3 through 8 were considered proficient in English; only 16 percent of blacks met that test, compared to 50 percent of Asians and 40 percent of whites – results which the state’s education department says reveals “the persistence of the achievement gap.”

Madison School District students should expect visible changes this year

When Madison public school students go back to class Tuesday, they’ll find some lessons will be tougher, according to Superintendent Jennifer Cheatham.
The gradual implementation of the Common Core standards, a series of benchmarks for what students should know and be able to do, will begin this year by helping educators, students and staff understand what the standards are and how instruction will change .
Teachers will implement Close Reading, a practice used to study literacy standards , to become more familiar with the increase in rigor and standards while monitoring how the students and the teachers themselves are faring .
“The study will allow teachers to better understand the standards and learn about what it will take to plan instruction using the standards and learn more about instructional practices necessary to teach the standards and learn about” ways to assess what students are learning, Cheatham said.
An example of a Close Reading lesson would be reading a primary source document in a history class and later answering short-answer questions. Teachers would review how students performed, what challenges there were and what the teacher could do to improve.




Too easy or too tough?

Some critics of the new Common Core standards embraced by Wisconsin schools feel they set the bar for students too high too early.
Tina Hollenbeck, a former classroom teacher and homeschooler in Green Bay, believes the standards require abstract thinking that’s too hard for children in kindergarten and first grade. “That would be a huge stress that’s coming for these kids.”
Tuyet Cullen, an eighth grade math teacher in Madison, notes that Common Core has children multiplying fractions in fourth or fifth grade. Before, this skill was not usually taken up until sixth grade.
“Are their brains ready for that concept?” Cullen asked. “If (the standards) aren’t developmentally appropriate, they’re going to be too hard.”
Others argue that the standards are too easy.




45th PDK/Gallup Poll on American Attitudes Toward the Public Schools

As 45 states stand on the brink of one of the most ambitious education initiatives in our lifetime, Americans say they don’t believe standardized tests improve education, and they aren’t convinced rigorous new education standards will help. These are some of the findings in the 45th annual PDK/ Gallup Poll of the Public’s Attitudes Toward the Public Schools.
Results of the poll come in a time of unsettledness in the American education franchise. Recent major reform efforts — No Child Left Behind, Race to the Top, and the Common Core State Standards — face uncertain futures even as the poll lays bare a significant rift between policy makers and ordinary citizens and parents.
For example:
Fewer than 25% of Americans believe increased testing has helped the performance of local public schools.
A majority of Americans reject using student scores from standardized tests to evaluate teachers.
Almost two of three Americans have never heard of the Common Core State Standards, arguably one of the most important education initiatives in decades,
and most of those who say they know about the Common Core neither understand it nor embrace it.




Biggest Changes in a Decade Greet Students

Millions of students heading back to school are finding significant changes in the curriculum and battles over how teachers are evaluated, as the biggest revamps of U.S. public education in a decade work their way into classrooms.
Most states are implementing tougher math and reading standards known as Common Core, while teacher evaluations increasingly are linked to student test scores or other measures of achievement. Meantime, traditional public schools face unprecedented competition from charter and private schools.
Supporters say the overhauls will help make U.S. students more competitive with pupils abroad. But others worry that the sheer volume and far-reaching nature of the new policies is too much, too fast. Already, the changes have sparked pushback.




Test Scores Show Familiar Tale of Two School Systems

A few months ago we did an analysis of the college-readiness numbers of the system’s high-school graduates. That analysis showed that the system’s college-readiness rate – 22.2% — was largely attributable to a small number of high schools. The 35 schools that made up the top 10 percent of high schools contributed nearly half of the graduates ready for college, while hundreds of other high schools had college-ready rates in the single digits.
That same pattern – a “tale of two school systems” – is echoed in the results of the recent state tests on grades 3-8 based on the Common Core standards. In these most recent tests, as in the college-ready statistics, a minority of high-achieving schools helped camouflage much lower results in the majority of schools.
In these new tests based on the much more demanding Common Core standards, only about 26 percent of grade 3-8 students citywide were judged proficient in reading and 30 percent proficient in math, far below the achievement levels on previous state tests. But even this unimpressive level was not reached by the great majority of elementary and middle schools. In these schools student achievement was lower – sometimes much lower — than the citywide average.
One quarter of schools produce half to two-thirds of proficient students.




LA Superintendent Deasy: One of the Biggest Adjustments Ever

In Part One of a two-part interview, LA School Report contributor Vanessa Romo talks with Deasy about his relationship with teachers, the challenges of pioneering the new Common Core curriculum and the possibility that district-wide test scores might fall this year.
Q: Despite the upward trend of metrics that suggest the district is making progress – rising API scores, increasing graduation rates, and a significant reduction in suspension rates – the vast majority of respondents* to a teachers’ union survey found your performance either “below average” or “poor”, especially when it comes to morale and spending money. How do you answer your critics?
A: I can make no sense of it whatsoever. I have a fantastic relationship with the teachers of this district. Our teachers are doing a phenomenal job. I’ve been calling on the Board to give teachers and all employees a raise. I admire them, and I’m not confused about my mission, which is to lift youth out of poverty.
If you want to get technical about it, I don’t spend money. I make recommendations, and the [school] board decides. So since my recommendation is that 96 cents of every dollar go to schools, I don’t even know how to respond to that statement. I’m looking for partners to do this work with the teachers union leadership. I would love to have a partner to advance this work and recognize great teaching.

Forty-eight states took part, drawing on the expertise of content specialists, teachers, school administrators and parents. The process was open for public comment, and more than 10,000 comments were received. The standards were created for voluntary adoption in states through their own unique processes. In Iowa, the standards were discussed and adopted by the State Board of Education at public meetings in 2010.”




NYSED’s released 2013 exam questions

The New York State Education Department clearly tried to play it safe in designing questions for the Grades 3 to 8 exams, with a lot of calculation and solve-the-equation problems, which would have been the same pre- or post-Common Core. Where NYSED gets into trouble is when it tries to be creative, particularly in word problems.
So without further ado, here’s a look at some of the released questions from the 2013 New York State Testing Program’s Common Core Mathematics Test.




Test Scores Sink as New York Adopts Tougher Benchmarks

The number of New York students passing state reading and math exams dropped drastically this year, education officials reported on Wednesday, unsettling parents, principals and teachers and posing new challenges to a national effort to toughen academic standards.
In New York City, 26 percent of students in third through eighth grade passed the tests in English, and 30 percent passed in math, according to the New York State Education Department.
The exams were some of the first in the nation to be aligned with a more rigorous set of standards known as the Common Core, which emphasize deep analysis and creative problem-solving over short answers and memorization. Last year, under an easier test, 47 percent of city students passed in English, and 60 percent in math.
City and state officials spent months trying to steel the public for the grim figures.
But when the results were released, many educators responded with shock that their students measured up so poorly against the new yardsticks of achievement.




New School Test Scores to Be Released This Week Are Expected to Drop

New York City and state schools officials have been warning publicly for more than a year that, thanks to harder state tests, scores for elementary- and middle-school students released this week will plummet.
Now the Bloomberg administration, which has long used test scores as evidence of its success, has said the results due this week for third- through eighth-graders can’t be used to gauge overall trends in the city schools.
“You can’t really compare these directly, because they’re not just slightly different tests, they’re dramatically different tests,” said Shael Polakow-Suransky, the city’s chief academic officer. “It’s going to be difficult to make close comparisons with old state exams.”
The tests administered in the spring were the state’s first attempt at measuring higher-level skills that are emphasized by new education standards known in New York as the Common Core Learning Standards. The tests, for example, ask students to do multiple calculations within one math question, while requiring students to think more deeply to answer questions about written texts.




Wisconsin stays the course so far amid shifting winds on standards

Item 1: Georgia dropped out last week from a national consortium developing a new generation of standardized tests for kindergarten through 12th graders because the projected cost ($29.50 per student per year) was too high.
Item 2: A few days ago, the House of Representatives passed a bill that would sharply reduce the federal role in education. The vote was almost strictly along party lines. But the bill won’t go anywhere in gridlocked Washington.
Item 3: The American Federation of Teachers released a study last week concluding that excessive standardized testing is taking up large amounts of time and money that could be used for actually educating students.
It seems it was so recently — 18 months ago, maybe? — when there was a high degree of consensus on where things should head in setting expectations for students and keeping an eye on their success. All but five states had signed on to the Common Core initiative outlining things students learn in reading, language arts and math and had joined in one of two big efforts to create tests pegged to the standards. Best as I could see, Wisconsin was one of the states that had the most to gain from these initiatives.
But the national consensus is getting frayed. Opposition to the Common Core, from the left and, more so, from the right, has gained energy. And Georgia is the fifth state to drop out or cut back its involvement in the now-quite-troubled testing consortium it joined.
Where does all this leave Wisconsin?




A Game-Changing Education Book from England



Our educators now stand ready to commit the same mistakes with the Common Core State Standards. Distressed teachers are saying that they are being compelled to engage in the same superficial, content-indifferent activities, given new labels like “text complexity” and “reading strategies.” In short, educators are preparing to apply the same skills-based notions about reading that have failed for several decades.

A British schoolteacher, Daisy Christodoulou, has just published a short, pungent e-book called Seven Myths about Education. It’s a must-read for anyone in a position to influence our low-performing public school system. The book’s focus is on British education, but it deserves to be nominated as a “best book of 2013″ on American education, because there’s not a farthing’s worth of difference in how the British and American educational systems are being hindered by a slogan-monopoly of high-sounding ideas–brilliantly deconstructed in this book.
Ms. Christodoulou has unusual credentials. She’s an experienced classroom teacher. She currently directs a non-profit educational foundation in London, and she is a scholar of impressive powers who has mastered the relevant research literature in educational history and cognitive psychology. Her writing is clear and effective. Speaking as a teacher to teachers, she may be able to change their minds. As an expert scholar and writer, she also has a good chance of enlightening administrators, legislators, and concerned citizens.
Ms. Christodoulou believes that such enlightenment is the great practical need these days, because the chief barriers to effective school reform are not the usual accused: bad teacher unions, low teacher quality, burdensome government dictates. Many a charter school in the U.S. has been able to bypass those barriers without being able to produce better results than the regular public schools they were meant to replace. No wonder. Many of these failed charter schools were conceived under the very myths that Ms. Christodoulou exposes. It wasn’t the teacher unions after all! Ms. Christodoulou argues convincingly that what has chiefly held back school achievement and equity in the English-speaking world for the past half century is a set of seductive but mistaken ideas.
She’s right straight down the line. Take the issue of teacher quality. The author gives evidence from her own experience of the ways in which potentially effective teachers have been made ineffective because they are dutifully following the ideas instilled in them by their training institutes. These colleges of education have not only perpetuated wrong ideas about skills and knowledge, but in their scorn for “mere facts” have also deprived these potentially good teachers of the knowledge they need to be effective teachers of subject matter. Teachers who are only moderately talented teacher can be highly effective if they follow sound teaching principles and a sound curriculum within a school environment where knowledge builds cumulatively from year to year.
Here are Ms Christodoulou’s seven myths:
1 – Facts prevent understanding
2 – Teacher-led instruction is passive
3 – The 21st century fundamentally changes everything
4 – You can always just look it up
5 – We should teach transferable skills
6 – Projects and activities are the best way to learn
7 – Teaching knowledge is indoctrination
Each chapter follows the following straightforward and highly effective pattern. The “myth” is set forth through full, direct quotations from recognized authorities. There’s no slanting of the evidence or the rhetoric. Then, the author describes concretely from direct experience how the idea has actually worked out in practice. And finally, she presents a clear account of the relevant research in cognitive psychology which overwhelmingly debunks the myth. Ms. Christodoulou writes: “For every myth I have identified, I have found concrete and robust examples of how this myth has influenced classroom practice across England. Only then do I go on to show why it is a myth and why it is so damaging.”

This straightforward organization turns out to be highly absorbing and engaging. Ms. Christodoulou is a strong writer, and for all her scientific punctilio, a passionate one. She is learned in educational history, showing how “21st-century” ideas that invoke Google and the internet are actually re-bottled versions of the late 19th-century ideas which came to dominate British and American schools by the mid-20th century. What educators purvey as brave such as “critical-thinking skills” and “you can always look it up” are actually shopworn and discredited by cognitive science. That’s the characteristic turn of her chapters, done especially effectively in her conclusion when she discusses the high-sounding education-school theme of hegemony:

I discussed the way that many educational theorists used the concept of hegemony to explain the way that certain ideas and practices become accepted by people within an institution. Hegemony is a useful concept. I would argue that the myths I have discussed here are hegemonic within the education system. It is hard to have a discussion about education without sooner or later hitting one of these myths. As theorists of hegemony realise, the most powerful thing about hegemonic ideas is that they seem to be natural common sense. They are just a normal part of everyday life. This makes them exceptionally difficult to challenge, because it does not seem as if there is anything there to challenge. However, as the theorists of hegemony also realised, hegemonic ideas depend on certain unseen processes. One tactic is the suppression of all evidence that contradicts them. I trained as a teacher, taught for three years, attended numerous in-service training days, wrote several essays about education and followed educational policy closely without ever even encountering any of the evidence about knowledge I speak of here, let alone actually hearing anyone advocate it….For three years I struggled to improve my pupils’ education without ever knowing that I could be using hugely more effective methods. I would spend entire lessons quietly observing my pupils chatting away in groups about complete misconceptions and I would think that the problem in the lesson was that I had been too prescriptive. We need to reform the main teacher training and inspection agencies so that they stop promoting completely discredited ideas and give more space to theories with much greater scientific backing.


The book has great relevance to our current moment, when a majority of states have signed up to follow new “Common Core Standards,” comparable in scope to the recent experiment named “No Child Left Behind,” which is widely deemed a failure. If we wish to avoid another one, we will need to heed this book’s message. The failure of NCLB wasn’t in the law’s key provisions that adequate yearly progress in math and reading should occur among all groups, including low-performing ones. The result has been some improvement in math, especially in the early grades, but stasis in most reading scores. In addition, the emphasis on reading tests has caused a neglect of history, civics, science, and the arts.
Ms. Christodoulou’s book indirectly explains these tragic, unintended consequences of NCLB, especially the poor results in reading. It was primarily the way that educators responded to the accountability provisions of NCLB that induced the failure. American educators, dutifully following the seven myths, regard reading as a skill that could be employed without relevant knowledge; in preparation for the tests, they spent many wasted school days on ad hoc content and instruction in “strategies.” If educators had been less captivated by anti-knowledge myths, they could have met the requirements of NCLB, and made adequate yearly progress for all groups. The failure was not in the law but in the myths.

Our educators now stand ready to commit the same mistakes with the Common Core State Standards. If our hardworking teachers and principals had known what to do for NCLB– if they had been uninfected by the seven myths–they would have long ago done what is necessary to raise the competencies of all students, and there would not have been a need for NCLB. If the Common Core standards fail as NCLB did, it will not be because the standards themselves are defective. It will be because our schools are completely dominated by the seven myths analyzed by Daisy Christodoulou. What Some Call Delay Is At Times Just Good Policy Making

U.S. Secretary of Education Arne Duncan recently announced that states will be given the option to postpone using the results of their new teacher evaluations for high-stakes decisions during the phase-in of the new Common Core-aligned assessments. The reaction from some advocates was swift condemnation – calling the decision little more than a “delay” and a “victory for the status quo.”
We hear these kinds of arguments frequently in education. The idea is that change must be as rapid as possible, because “kids can’t wait.” I can understand and appreciate the urgency underlying these sentiments. Policy change in education (as in other arenas) can sometimes be painfully slow, and what seem likes small roadblocks can turn out to be massive, permanent obstacles.
I will not repeat my views regarding the substance of Secretary Duncan’s decision – see this op-ed by Morgan Polikoff and myself. I would, however, like to make one very quick point about these “we need change right now because students can’t wait” arguments: Sometimes, what is called “delay” is actually better described as good policy making, and kids can wait for good policy making.




Seattle Superintendent Evaluation

Each year, the Board of Directors performs a formal evaluation of the Superintendent’s performance. The evaluation is based upon goals adopted by the School Board in November 2012.
These evaluation criteria focus on five areas:
Hire, Develop and Strengthen Leaders: Teacher/Principal and Central Staff evaluations; Hire quality leadership to fill vacant positions; professional development
Raising expectations and improving academic performance and opportunities of all students: narrow achievement gaps, growth for English Language Learners; implementation of Common Core State Standards;
Building relationships with selected stakeholders to connect them to our schools: Family engagement, Labor Partners and community based organizations.
Governance Team Priorities and Areas of Continuing Emphasis: Develop a plan for BEX IV and EP&O levies; a framework and process for collective bargaining; bring professional growth and Evaluation system to scale; develop community outreach for the strategic plan; develop the Equitable Access Framework; develop student support strategies; expand the transparency of district decision-making
Core Competencies: Collaboration; Getting Results, Decision Quality and Problem Solving, Integrity, Accountability, and Fiscal Responsibility
The Superintendent was evaluated based upon the agreed on evaluation criteria. The Superintendent issued a report to the Board, which is attached, detailing performance during the last year.
The District retained Robin Boehler, of Mercer Island Group, to facilitate the evaluation process. Ms. Boehler interviewed each Director, as well as the key senior staff.
The evaluation ratings of Mr. Banda were evaluated using a numeric rating system. These are the same ratings used for classified employees in the District. The ratings were made using a five point rating system with a numeric rating of five as “Outstanding”; four is described as “Exceeds Expectations”, three is described as “Meets Expectations”, two is “Below Expectations” and one is “Unsatisfactory”.

iPads in Los Angeles & TCO

One of the downsides of raising questions about the classroom effectiveness of new technologies is when a school district buys tablets and laptops, journalists call to ask for my view of the purchases.
That happened yesterday when the Board of Education for the Los Angeles Unified School District (LAUSD)-the second largest school system in the nation-approved a $30 million contract with Apple Inc. to buy iPads for every student in 47 schools in the first phase of a district-wide plan to have 655,000 students equipped with tablets. Funds for these iPads come from two bond referenda aimed at construction and maintenance of facilities in LAUSD.
Called The Common Core Technology Project, each iPad costs the district $678, higher than the price of an iPad bought in an Apple store, but it comes with a case (no keyboard, however) and an array of pre-loaded software aimed at preparing students for the impending Common Core standards and the state online testing system. The Board of Education and Superintendent John Deasy want each student to have access to an iPad. With mostly Latino and poor students in LAUSD, the eventual cost of this contract with Apple Inc. could run over $400 million.

It’s starting to look like Tommy James and the Shondells might be the new theme music over at the Department of Education. Federal elementary and secondary education policy, already a barely cohesive mess because of the Administration’s waiver program, just got even more complicated. Yesterday Secretary of Education Arne Duncan announced that – if they apply for a waiver from their existing waiver – states can delay consequences for their new teacher evaluation systems until the 2016-2017 school year. He also announced a sensible step to avoid double-testing of students during the transition from existing assessments to new ones as part of Common Core implementation. Although critics are understandably jumping all over them for the waiver waivers, the Administration’s plan is not entirely indefensible because it’s aimed at a real issue. But it is quite problematic. Here are a few things to keep in mind.
– This is a big political win for AFT President Randi Weingarten. It’s not her moratorium per se but it’s awfully close and does hit the pause button on the issue that matters most to her members. And while state chiefs like Tony Bennett in Florida are already saying they won’t apply for a waiver waiver, many chiefs are going to face a lot of political pressure to do so. As you might expect there was a lot of behind the scenes back and forth on this and some state leaders worried this step would pull the rug out from under them. The Department is hoping that the September 30 deadline for applying for a waiver wavier will help stem the tide but the pressure will be intense.




The Glaring Hypocrisy of the NCTQ Teacher Prep Institution Ratings

But, given that NCTQ has just come out with their really, really big new ratings of teacher preparation institutions… with their primary objective of declaring teacher prep by traditional colleges and universities in the U.S. a massive failure, I figured I should once again revisit why the NCTQ ratings are, in general, methodologically inept & vacuous and more specifically wholly inconsistent with NCTQ’s own primary emphasis that teacher quality and qualifications matter perhaps more than anything else in schools and classrooms.
The debate among scholars and practitioners in education as to whether a good teacher is more important than a good curriculum, or vice versa, is never-ending. Most of us who are engaged in this debate lean one way or the other. Disclosure – I lean in favor of the “good teacher” perspective. Those with labor economics background or interests tend to lean toward the good teacher importance, and perhaps those with more traditional “education” training lean toward the importance of curriculum. I’m grossly oversimplifying here (perhaps opening a can of worms that need not be opened). Clearly, both matter.
I would argue that NCTQ has historically leaned toward the idea that the “good teacher” trumps all – but for their apparent newly acquired love of the Common Core Standards.
Now here’s the thing – if the content area expertise of elementary and secondary classroom teachers and the selectivity and rigor of their preparation matters most of all – how is it that at the college and university level, faculty substantive expertise (including involvement in rigorous research pertaining to the learning sciences, and specifically pertaining to content areas) is completely irrelevant to the quality of institutions that prepare teachers? That just doesn’t make sense.

Who’s Minding the Schools?

IN April, some 1.2 million New York students took their first Common Core State Standards tests, which are supposed to assess their knowledge and thinking on topics such as “The Adventures of Tom Sawyer” and a single matrix equation in a vector variable.
Students were charged with analyzing both fiction and nonfiction, not only through multiple-choice answers but also short essays. The mathematics portion of the test included complex equations and word problems not always included in students’ classroom curriculums. Indeed, the first wave of exams was so overwhelming for these young New Yorkers that some parents refused to let their children take the test.
These students, in grades 3 through 8, are taking part in what may be the most far-reaching experiment in American educational history. By the 2014-15 academic year, public schools in 45 states and the District of Columbia will administer Common Core tests to students of all ages. (Alaska, Nebraska, Texas and Virginia have so far held out; Minnesota will use only the Common Core English test.) Many Catholic schools have also decided to implement the Common Core standards; most private, nonreligious schools have concluded that the program isn’t for them.
Many of these “assessments,” as they are called, will be more rigorous than any in the past. Whether the Common Core is called a curriculum or not, there’s little doubt that teachers will feel pressured to gear much of their instruction to this annual regimen. In the coming years, test results are likely to affect decisions about grade promotion for students, teachers’ job status and school viability.




Why aren’t voucher schools subject to open records law?

Last week, Sarah Karon of the American Civil Liberties Union argued in a Cap Times column that voucher schools should be held to the same standard of public scrutiny to which public schools are currently subjected.
She noted that many private schools that participate in the Milwaukee School Choice Program receive the great majority of their money from taxpayer-financed vouchers.
Open records advocates, such as the Wisconsin Newspaper Association and the Wisconsin Freedom of Information Council, agree. If voucher schools are receiving taxpayer dollars, then shouldn’t the fourth estate be allowed to shine a light on them?
“We feel that because there’s a significant amount of money from taxpayers and because there is intense public interest in the metrics (for evaluating schools), they should provide a comparable level of transparency that public schools provide,” says Bill Lueders, president of the WFIC.
Among Republicans, there appears to be a divide over just how much accountability taxpayers can demand from vouchers. Whereas the GOP leadership and Gov. Scott Walker are pushing measures that will subject vouchers to the Common Core academic standards and include voucher student test scores in the statewide Student Information System, conservative stalwart Sen. Glenn Grothman, R-West Bend, one of the loudest advocates of voucher schools, believes those measures pervert the entire idea behind school choice.




Poor and Rich Kids: Here’s How They Can Get the Same Education

When parents imagine the ideal school for their kids, many probably envision a place where children can not only master basic skills and content, but also be valued as individuals, encouraged to delve into interesting topics, and safe to take healthy risks. Many schools offer this kind of rich education. Unfortunately, they disproportionately serve children who come from privileged backgrounds.
Right now, many students receive an imbalanced education. Kids need to develop defined sets of skills like reading and writing words and solving equations; they also need to know how to apply these skills and solve problems in open-ended contexts. Curriculum reform has found a relative balance, recognizing that students need to learn defined sets of skills as well as explore open-ended contexts to succeed in the 21st century. But students living in poverty disproportionately miss out on opportunities for balanced education.
Over 30 years ago, Jean Anyon wrote Social Class and the Hidden Curriculum of Work, observing that in sample working-class schools, “work is following the steps of a procedure,” usually “involving rote behavior and very little decision making or choice,” while in affluent and elite schools, “work is creative activity carried out independently” and “developing one’s analytical intellectual powers.”
Based on my experience working with educators and students around the country, this pattern persists.
Counterexamples such as Big Picture Learning schools, public Montessori and Expeditionary Learning schools, and schools using the Schoolwide Enrichment Model exist, but are the exception for students living in poverty, rather than the rule.
Having taught in both high- and low-poverty schools, I understand why open-ended thinking is easier to emphasize in privileged communities. Varying education and economic status of families creates a serious gap in vocabulary, reasoning, background knowledge, and social-emotional skills. Teachers in my pre-K through eighth-grade high-poverty school spend countless hours teaching students skills that affluent students already know. This leaves less school time for play, projects, and exploration.
In Teaching Other People’s Children, Lisa Delpit writes that, “skills are a necessary but insufficient aspect of black and minority students’ education. Students need technical skills to open doors, but they need to be able to think critically and creatively to participate in meaningful and potentially liberating work inside those doors.”
Skating over open-ended competencies is impractical for any school as the Common Core State Standards shift learners towards deeper, more nuanced thinking. With or without Common Core, we cannot accept our current state of curriculum segregation.
So how can we fix curriculum segregation? We can do a lot, but none of it will be easy. Here are a few ideas to get started:

  1. Urgently identify, study, and share learning about the existing pockets of educators who excel in balanced education for children living in poverty.
  2. Provide more intensive school services for children who come to school with less formal knowledge, including longer school days and years, and deeper and wider school staffing. Students with more to learn need more support.
  3. Share concrete tools. Open-ended education is harder to scale than defined education, and we need to share as much as we can.
  4. Ensure teacher evaluations, especially those including unannounced observations, reward rather than punish healthy risk-taking.
  5. Measure schools’ success with metrics that include students’ ability to think in robust, open-ended contexts.

Children in my school and around the country need all hands on deck to ensure their education is rigorous, rich, and respectful of their potential.




Sizing Up Education Action in Madison

Seems yesterday was a busy day at the State Capitol. Legislators tackled school choice, ACT testing, common core standards, and the use of data systems in school districts.
I’ll withhold any judgment about the supposed school choice deal because there appears to be a heck of a lot about it I don’t know. The biggest thing I’ve learned about school choice programs is that design matters. A lot. The boring specifics of funding and school and student eligibility are the difference between a program with a chance to succeed and one that is doomed to fail. This morning’s Journal Sentinel article is too vague to make a judgment on those specifics. But don’t worry, when it comes to school choice I am like Bob Seger and songs about the nostalgia of youth, I’ll eventually write about the issue whether it’s needed or not.
Joint Finance’s approval of universal ACT testing is great news. I ‘ve been arguing since 2011 that the ACT suite of tests is a simple way to give students and teachers comparable student performance data that can be used to aid instruction and measure Wisconsin student performance against other states. It’s a no-brainer.
I find the vote to delay the implementation of thecommon core standards a bit more perplexing. I support local control but wonder if having national standards regarding what students ought to know is an infringement on local control. Districts would still have the freedom to teach how and what they want, just with the expectation that students will be proficient in certain subject manner at certain times. I guess I am ambivalent about the common core, I don’t think it will dramatically improve our nation’s education system, but nor do I find it a significant threat.




Fascinating: UW education dean warns school boards that ALEC seeks to wipe them out

ALEC is still at it, Julie Underwood, dean of the School of Education at the University of Wisconsin-Madison, cautions in “School Boards Beware,” (PDF) a commentary in the May issue of Wisconsin School News.
The model legislation disseminated by the pro-free market American Legislative Exchange Council’s national network of corporate members and conservative legislators seeks to privatize education and erode the local control, Underwood says.
“The ALEC goal to eliminate school districts and school boards is a bit shocking — but the idea is to make every school, public and private, independent through vouchers for all students. By providing all funding to parents rather than school districts, there is no need for local coordination, control or oversight,” she writes in the magazine of the Wisconsin Association of School Boards.
Underwood, who says that Wisconsin public schools already face unprecedented change, last year co-authored a piece about ALEC’s grander plans, a “legislative contagion (that) seemed to sweep across the Midwest during the early months of 2011.”
In her recent piece, Underwood argues that a push to privatize education for the “free market” threatens the purpose of public education: to educate every child to “become an active citizen, capable of participating in our democratic process.”

  • The state this year will start rating each school on a scale of 0 to 100 based on student test scores and other measurables. The idea, in part, is to give parents a way to evaluate how a school is performing while motivating those within it to improve.
  • Several schools across the state — including Madison’s Shorewood Elementary, Black Hawk Middle and Memorial High schools — are part of Wisconsin’s new teacher and principal evaluation system, which for the first time will grade a teacher’s success, in part, on student test scores. This system is to be implemented across Wisconsin in 2014-15.li>And instead of Wisconsin setting its own student benchmarks, the state is moving toward using Common Core State Standards, which have been adopted in 45 other states. State schools are starting new curricula this year in language arts and math so students will be prepared by the 2014-15 school year to take a new state exam tied to this common core and replacing the Wisconsin Knowledge and Concepts Examination.

Although Underwood says she generally backs most of these changes, she’s no fan of the decision announced last month that makes it easier for a person to become a public school teacher — even as those who are studying to become teachers must now meet stiffer credentialing requirements. Instead of having to complete education training at a place like UW-Madison en route to being licensed, those with experience in private schools or with other teaching backgrounds now can take steps to become eligible for a public teaching license.

“I think that’s really unfortunate,” says Underwood, who first worked at UW-Madison from 1986-95 before coming back to town as education dean in 2005.

Data show why New Mexico needs education reform

Nationally, the education establishment has loved to hate the federal No Child Left Behind act since it was adopted in 2001. More than a decade later, the same attitude unfortunately applies to New Mexico implementing the necessary reforms to make NCLB’s rigid standards go away in favor of new ways to boost and measure student achievement.
Despite federal waiver requirements to adopt a new school rating system, teacher evaluations linked to student achievement and Common Core standards, unions, many New Mexico legislators, and some educators and their administrators have fought the reforms tooth and nail. Even though the reforms are teacher-designed, student-focused and data-driven.
And even though New Mexico:

  • Has fourth-graders ranked 49th in reading and 48th in mathematics, according to the Nation’s Report Card from the U.S. Department of Education;
  • Ranks 47th in K-12 achievement according to the Quality Counts survey;
  • Gets barely half of its students able to read at grade level and just 43 percent proficient in math, according to the most recent Standards-Based Assessment; and

Among the most common rationales offered for the Common Core State Standards project is to eliminate differences in the definition of student proficiency in core academic subjects across states. As is well known, the federal No Child Left Behind Act of 2002 (NCLB) required states to test students annually in grades 3-8 (and once in high school), to report the share of students in each school performing at a proficient level in math and reading, and to intervene in schools not on track to achieve universal student proficiency by 2014. Yet it permitted states to define proficiency as they saw fit, producing wide variation in the expectations for student performance from one state to the next. While a few states, including several that had set performance standards prior to NCLB’s enactment, have maintained relatively demanding definitions of proficiency, most have been more lenient.
The differences in expectations for students across states are striking. In 2011, for example, Alabama reported that 77 percent of its 8th grade students were proficient in math, while the National Assessment of Educational Progress (NAEP) tests administered that same year indicated that just 20 percent of Alabama’s 8th graders were proficient against NAEP standards. In Massachusetts, on the other hand, roughly the same share of 8th graders achieved proficiency on the state test (52 percent) as did so on the NAEP (51 percent). In other words, Alabama deemed 25 percent more of its students proficient than did Massachusetts despite the fact that its students performed at markedly lower levels when evaluated against a common standard. U.S. Secretary of Education Arne Duncan has gone so far as to accuse states like Alabama of “lying to children and parents” by setting low expectations for student performance.

Wisconsin’s oft-criticized WKCE is similar to Alabama’s proficiency approach, rather than Massachusetts. Yet, Alabama has seen fit to compare their students to the world, something Wisconsin has resisted.

Madison PTO presidents consider education challenges

Although the school board elections are over, education-related issues still weigh on parents’ minds.
For Suzanne Swift, the president of Franklin-Randall Elementary School’s parent-teacher organization, the issues are the same as they have always been, despite certain ones being used by candidates to “hang their hats on.”
Several PTO leaders from around the Madison Metropolitan School District hit on four common topics that concern them: the achievement gap, the Common Core State Standards, the state budget, and the allocation of resources across MMSD’s schools.
According to Swift, the issues have shifted since her oldest child started at Franklin Elementary six years ago. At that time, the increasingly large classroom sizes dominated the discussion. Now, that issue comes up less often than the achievement gap and changing curriculum.
The achievement gap
The academic achievement disparity between white and minority students remains one of the top concerns in education.
Jill Jokela is a past PTO president who remains actively involved in the East Attendance Area PTO Coalition. The group aims to include voices from all schools that feed into East High School.
The achievement gap has been an issue for a long time, she said, but became more pronounced as Madison’s demographics have changed. She spent about eight years as a PTO leader on Madison’s east side until 2010.
Shelby Connell, PTO president at Van Hise Elementary School, and Ann Lacy, co-coordinator of the parent-staff group at East High School, said that although they haven’t personally seen much of the achievement gap in their schools, it’s still a big issue for MMSD.

Bill Gates Should Not Micro-Manage Our Schools

The multinational software giant, Microsoft, once bundled its Explorer search engine with Windows, and refused, for a time, to have Windows run WordPerfect, a competitor to Microsoft Word. As head of Microsoft, Bill Gates wanted everyone to use the same program. As funder of the Common Core, I believe he wants to do the same with our children.
The Common Core is one of the most effective educational reform movements in United States history. Gates is a financial backer of this movement. Looking at this connection enables us to see why the United States should be wary of letting any one person or group acquire too much control over education policy.
Launched in 2009 and now adopted by 45 states, the Common Core articulates a single set of educational standards in language arts and mathematics. Although the Common Core claims not to tell teachers what or how to teach, school districts must prove to state legislatures or the federal government (via the Race to the Top program) that they are complying with the Common Core. The simplest and most cost-effective way for a school district to do that is to purchase an approved reading or math program.




Deja vu: Madison West High electives vs one size fits all?

The rumor that a national school reform effort moving through Madison would wipe out treasured class electives at West High School has been buzzing in that community for years.
Parents and students got a chance to bring their concerns about the implementation of Common Core standards to the top Thursday evening, during a conversation with new Madison School District Superintendent Jennifer Cheatham, held in the school library after her day-long visit to West High.
It was the second in a series of four public meetings being held at the city’s public high schools this spring to allow Cheatham, who started work in the district on April 1, to hear community concerns.
Cheatham told the crowd of 150 or more that she had heard a lot that day from students and staff about the “amazing potpourri” of elective courses at West.
“They think they are a major asset of the school. I think so too,” she said.
West High School’s elective courses are so popular among students that speculation the Common Core standards would be their death knell fueled a sit-in of some 500 students in fall 2010, the year the state adopted the standards. Today, many of Madison’s public schools are still figuring out a way to incorporate the standards, about which confusion reigns among students, parents and teachers.
Lynn Glueck, a school improvement coordinator at Memorial High School, said this week that Common Core focuses on developing key skills needed for college and career readiness. The standards related to English language arts, for example, are about “close reading, critical thinking and argumentative writing where students pull evidence out of the text,” Glueck said.
In the instances where Common Core has been used at Memorial, which some say is leading the district in implementing the standards, “students are really engaging in it,” she said.

Legislature and lawsuit help public education go in exactly the wrong direction. Again.

I was asked recently to articulate to a legislator my thoughts and concerns about public education funding and accountability. Ah, so much to say … about funding; accountability, the Common Core initiatives, and the McCleary Decision on education funding.
Legislators love to give more of our tax dollars to K-12 education, but they aren’t good at pursuing accountability or transparency from administrators and school boards. That’s partly because they listen too much to the Edu Mob, and not enough to We, the People.
What legislators hear from the Edu Mob is usually contrary to what actually needs to be done for the children, so we advocates have little hope of ever nailing down solutions. After six+ years of advocacy, I’m profoundly tired of hearing legislators state, year after year, “Education needs more money!”
FUNDING:
Question #1: What basis do legislators have for saying that K-12 education is underfunded, or that funding has been cut, or that more money will produce a better education system?

Coming Attractions: Who Owns Teachers’ Work?

Last year at TIME I took a look at the new websites where teachers can share their work – in some cases for personal profit and in some cases under circumstances where vendors can profit. The idea has great potential – especially with Common Core – for teachers to share work in an anytime/anywhere manner. But as the column noted – greatly upsetting some readers who thought there should simply be no question – there are also a complicated set of legal questions swirling around these sites about who owns content teachers produce in the course of their work. [You can read some terms of use language from key sites here] Not a lot of case law yet but a New York court ruled that school districts own the rights to lesson plans teachers create as part of their employment and with employer provided tools. That’s a generally accepted, if infrequently enforced, standard.
Now the National Education Association has released its new statement on digital learning and it includes a statement about the ownership issue seeking to create a new standard – and include this issue in collective bargaining:

…education employees should own the copyright to materials that they create in the course of their employment. There should be an appropriate “teacher’s exception” to the “works made for hire” doctrine, pursuant to which works created by education employees in the course of their employment are owned by the employee. This exception should reflect the unique practices and traditions of academia.




Learning Goals Spur Backlash New Standards Adopted by Nearly All States Are Finding a Growing Group of Foes

Classrooms across the country roll out universal math and reading standards, a growing group of critics are pressing officials to slow their implementation or dump the learning goals entirely.
This is the first school year that most states are using voluntary academic standards known as Common Core, which lay out what students should know from kindergarten through 12th grade. Written by a group of governors, state school officials and other experts with the goal of better preparing students for college and careers, the standards have been adopted entirely by 45 states and the District of Columbia since 2010. A 46th state, Minnesota, has adopted only the language-arts portion.
Now, the Common Core effort is under attack from an unlikely coalition: conservatives who decry the implementation costs and call the standards an intrusion into local education decisions; union leaders who worry that states have tied, or plan to tie, teacher evaluations to new Common Core exams; and some parents who contend their children are ill-prepared for the Common Core tests.




The Coming Revolution in Public Education: Critics say the standardized test-driven reforms pushed by those like Michelle Rhee may actually be harming students.

It’s always hard to tell for sure exactly when a revolution starts. Is it when a few discontented people gather in a room to discuss how the ruling regime might be opposed? Is it when first shots are fired? When a critical mass forms and the opposition acquires sufficient weight to have a chance of prevailing? I’m not an expert on revolutions, but even I can see that a new one is taking shape in American K-12 public education.
The dominant regime for the past decade or more has been what is sometimes called accountability-based reform or, by many of its critics, “corporate education reform.” The reforms consist of various initiatives aimed at (among other things): improving schools and educational outcomes by using standardized tests to measure what students are learning; holding schools and teachers accountable (through school closures and teacher pay cuts) when their students are “lagging” on those standardized assessments; controlling classroom instruction and increasing the rigor of school curricula by pushing all states to adopt the same challenging standards via a “Common Core;” and using market-like competitive pressures (through the spread of charter schools and educational voucher programs) to provide public schools with incentives to improve.
Critics of the contemporary reform regime argue that these initiatives, though seemingly sensible in their original framing, are motivated by interests other than educational improvement and are causing genuine harm to American students and public schools. Here are some of the criticisms: the reforms have self-interest and profit motives, not educational improvement, as their basis; corporate interests are reaping huge benefits from these reform initiatives and spending millions of dollars lobbying to keep those benefits flowing; three big foundations (Gates, Broad, and Walton Family) are funding much of the backing for the corporate reforms and are spending billions to market and sell reforms that don’t work; ancillary goals of these reforms are to bust teacher unions, disempower educators, and reduce spending on public schools; standardized testing is enormously expensive in terms both of public expenditures and the diversion of instruction time to test prep; over a third of charter schools deliver “significantly worse” results for students than the traditional public schools from which they were diverted; and, finally, that these reforms have produced few benefits and have actually caused harm, especially to kids in disadvantaged areas and communities of color. Students in grades 4, 8, and 10 also take Science, Social Studies, and Language Arts tests, but these tests are not used for school accountability in the same manner as Reading and Math tests and are not aligned to the new rigorous standards, so they are not directly comparable.
This year, WKCE results reflect the state’s transition to the Common Core State Standards in that DPI has adjusted the cut scores for each performance level to reflect higher expectations for student proficiency. As a result, MMSD’s scores (and scores for every district in the state) look very different from prior years.
1. The new cut scores can be applied to last year’s scores to provide a more meaningful year-to-year comparison. Scores have remained roughly unchanged from last year when the same scale is used.
2. Achievement gaps between subgroups of students exist across grades and locations and show few signs of either increasing or decreasing.
3. Scores showed some changes from last year at the building level, but these changes were mostly small.
4. Schools with more students scoring “Advanced” in Fall 2011 faced smaller negative impacts from the new performance cut scores.
In addition, overall proficiency rates in MMSD are close to state averages. Asian and White students in MMSD significantly outperform the state averages for their racial groups in both Reading and Math. In addition, large achievement gaps exist statewide as well as within MMSD.

The advent of the Common Core State Standards has prompted a new discussion
about how to produce students who are “college- and career-ready.” But this question differs from the one that governed education throughout most of our history. We used to ask, what should a student know to become an educated citizen? Education would prepare one for college or career, certainly, but, more broadly, for life. What vision of education are we now advancing? As with parents and state legislators, academia has been largely excluded from this discussion…
…Should students read entire books? This is generally unnecessary, apparently, to get the flavor of the work and to have something to think critically about. Will Fitzhugh of The Concord Review notes this truncating feature of Common Core:

“Let us consider saving students more time from their fictional non-informational text readings (previously known as literature) by cutting back on the complete novels, plays and poems formerly offered in our high schools. For instance, instead of Pride and Prejudice (the whole novel), students could be asked to read Chapter Three. Instead of the complete Romeo and Juliet, they could read Act Two, Scene Two, and in poetry, instead of a whole sonnet, perhaps just alternate stanzas could be assigned. In this way, they could get the ‘gist’ of great works of literature, enough to be, as it were, ‘grist’ for their deeper analytic cognitive thinking skill mills.”39

A member of the “Implementing Common Core Standards” team at the Center for Teaching Quality argues that excerpts can be as educational as complete works:
“Not every student needs to read every word of every work. We can pull essential excerpts and examine them in small chunks–words, phrases, sentences–asking students to wrestle meaning from the text.”40
It is unclear how students can “wrestle meaning” from “words” or “phrases” wrenched cleanly from their context.

Teacher’s resignation letter: ‘My profession … no longer exists’

It is with the deepest regret that I must retire at the close of this school year, ending my more than twenty-seven years of service at Westhill on June 30, under the provisions of the 2012-15 contract. I assume that I will be eligible for any local or state incentives that may be offered prior to my date of actual retirement and I trust that I may return to the high school at some point as a substitute teacher.
As with Lincoln and Springfield, I have grown from a young to an old man here; my brother died while we were both employed here; my daughter was educated here, and I have been touched by and hope that I have touched hundreds of lives in my time here. I know that I have been fortunate to work with a small core of some of the finest students and educators on the planet.
I came to teaching forty years ago this month and have been lucky enough to work at a small liberal arts college, a major university and this superior secondary school. To me, history has been so very much more than a mere job, it has truly been my life, always driving my travel, guiding all of my reading and even dictating my television and movie viewing. Rarely have I engaged in any of these activities without an eye to my classroom and what I might employ in a lesson, a lecture or a presentation. With regard to my profession, I have truly attempted to live John Dewey’s famous quotation (now likely cliché with me, I’ve used it so very often) that “Education is not preparation for life, education is life itself.” This type of total immersion is what I have always referred to as teaching “heavy,” working hard, spending time, researching, attending to details and never feeling satisfied that I knew enough on any topic. I now find that this approach to my profession is not only devalued, but denigrated and perhaps, in some quarters despised. STEM rules the day and “data driven” education seeks only conformity, standardization, testing and a zombie-like adherence to the shallow and generic Common Core, along with a lockstep of oversimplified so-called Essential Learnings. Creativity, academic freedom, teacher autonomy, experimentation and innovation are being stifled in a misguided effort to fix what is not broken in our system of public education and particularly not at Westhill.

Remodeling America’s Schools, with Some Interesting Charts. Madison Continues to be a “status quo bubble”

“THIS BUSINESS”, SAYS John Demby, the principal (headmaster) of Sussex Tech, a high school in Delaware, “has changed dramatically in a very short period.” This year, like all principals in the state, he is evaluating teachers under a new system for the first time. The state is also adopting a new curriculum for English and maths, the “common core”. That will require changes to the state’s regular computerised tests for students, themselves only three years old. On top of all that, Sussex Tech is launching a scheme to allow students to start accumulating college credits while still in high school. And it is overhauling the vocational training it offers in order to serve local businesses better and to provide students with more useful qualifications.
It is not just Sussex Tech; all Delaware’s schools are undergoing a similar upheaval, thanks to a series of reforms championed by Jack Markell, Delaware’s governor. He has made education reform a centrepiece of his tenure because he sees it as critical to the state’s competitiveness. (It is the states that regulate education in America, although the federal government often tries to bribe them to adopt its pet policies.)




Madison’s “Professional Development” Plans

The professional learning priorities for 2013-14 are improving practices on both academic and behavior sides of the Multi-tiered System of Support (MTSS) Triangle. More specifically, these priorities are in (a) literacy/English Language Arts and Common Core State Standards and (b) Positive Behavior Supports/Social Emotional Learning. An essential part of this professional learning involves their integration with a MTSS, the Danielson Framework for Teaching, and culturally & linguistically responsive practices. Math will also remain a focus at the secondary level and a summer focus for elementary. Our student data demonstrate the need to focus professional learning on Tier I “core” practices within a MTSS, where the needs of 80-90% of students should be met.




On Tom Vander Ark & The Gates Foundation



Jay P. Greene:

Under Tom Vander Ark’s leadership the Gates Foundation pursued an education reform strategy focused on creating smaller high schools. The theory was that smaller high schools would create tighter social bonds between schools and students, preventing students from slipping through the cracks and increasing the likelihood that they would graduate and go on to college. Smaller high schools could also be more varied in their approaches and offerings, allowing students to choose schools that best fit their needs.
But around the same time Vander Ark left the Gates Foundation at the end of 2006, the reform strategy shifted. Rather than fostering small, diverse schools of choice, the Gates Foundation now wanted to build centralized systems of what everyone should be taught (Common Core) and centralized systems of evaluating, training, and promoting teachers (Measuring Effective Teachers). As I’ve written before, the shift in Gates strategy was not prompted by research. In fact, the high quality random-assignment study that Gates had commissioned to evaluate the small high school strategy showed strong, positive results. But the post-Vander Ark leadership at Gates couldn’t wait for the evidence. The knew the truth without any pesky research and had abandoned the small high schools strategy in favor of their new centralization approach years before those results were released.




Doing More With Less

“What should be the top priority for Ripon’s next superintendent?” was this newspaper’s readers’ poll question in late-February.
Teaching is a people business, and the most significant school-based influence on the quality of a child’s education is the classroom teacher. With so many retirements occurring these days as boomers are leaving their teaching jobs, did the readers choose hiring quality staff as the top priority?
Or were readers concerned about the numerous curriculum changes being required by the state as Wisconsin schools convert to the concepts of the Common Core and 21st century learning skills in order to prepare college and career ready graduates?
With our middle school facility approaching its 75th birthday and the building showing obvious strains as we try to prepare today’s students with a building designed for a 1930’s world, did readers rank updating our facilities the highest priority?
Sadly, those three priorities collected only twenty-five percent of the votes while another priority garnered three-quarters of the votes. What, you may ask, was so important that it won in a landslide against the aforementioned three priorities which are staring us in the face like a tidal wave on the horizon?

Three weeks from today, Wisconsin voters will decide who will oversee K-12 public education for the next four years. Incumbent state Superintendent Tony Evers faces a challenge from Republican state Rep. Don Pridemore.
Evers says he’s proud of his accomplishments over the past four years. He highlights the implementation of Common Core Standards. The national initiative sets benchmarks for students to meet in English, Language Arts and Math, to make sure they’re prepared for the workforce.
“We’re developing new assessment systems and accountability systems. We have a new reading screener we’ve implemented at kindergarten that’s been very good as far as providing information for classroom teachers to intervene early,” Evers says.
Evers says his biggest challenge has been competing with choice or voucher schools for state funding. Students in Milwaukee and Racine can attend private schools – taking with them, the tax money that would have gone to the public system. Evers opposes Gov. Walker’s plan to expand the voucher program to nine more school districts and increase funding for participating students.
“There’s a zero dollar increase for our public schools per pupil and then on the voucher side there’s a $1,400 per student increase for $73 million. To me that’s a concept that isn’t connected in any good way for our public schools,” Evers says.
Evers opponent, Republican Rep. Don Pridemore of Hartford supports the expansion of choice. He says there would not to be need for it, if public schools better prepared students. Pridemore says if he’s elected, he’ll work to expand the program statewide.




Citizens Against Corporate Collusion in Education (CACCE)



As American parents, students, educators, and concerned citizens, we are united in opposition to the agenda of those corporate, foundation, and government interests that seek to influence local district boards of education, state boards of education, state governments, governors, and the Office of the Secretary of Education. This agenda calls for standardization of national curricula in the form of the Common Core Standards mandated in the Federal initiative “Race to the Top,” data-driven assessments of students and teachers, and the creation and implementation of standardized discrete item testing to measure compliance to the Common Core Standards. The president of the College Board’s recent announcement that a new SAT will be created to measure Common Core Standards skills proficiency also alarms us. In addition, the Secretary of Education’s former press secretary has recently used the “revolving door” of public office to acquire a job with a company that is related to Pearson LLC.
We demand transparency and public accountability for decisions that are being made on the above issues without open hearings or public debate on the influence of corporate lobbying and marketing at local, state, and federal levels. We strongly suspect the existence of quid pro quo understandings between the current Secretary of Education and Bill Gates, The Bill and Melina Gates Foundation, The College Board and David Coleman, The Educational Testing Service (ETS), and Pearson Education LLC that amount to collusion between a Federal Public servant(s) and corporate interests that appear to be working together to limit competition in an open marketplace.
We therefore resolve:
1) That State Attorneys General investigate possible quid pro quo agreements between the above parties and members of state boards of education and commissioners,
2) That State Attorneys General investigate lobbying of the above parties to determine whether bribery laws have been violated,
3) That all state governments conduct investigations of the contributions of Pearson LLC, The Bill and Melinda Gates Foundation, Bill Gates, the Walton Family Foundation, and the Students First Foundation to local school board elections and the elections or appointments of state education commissioners and state boards of education,
4) And that each state file a complaint with the Anti-Trust Division of the Department of Justice in Washington preliminary to discovery of evidence of possible collusion of the above parties.
5) We call for a Joint House-Senate Committee to be formed to investigate possible collusion and influence peddling between the above parties.
6) We call for the Attorney General of the United States to select an independent prosecutor to investigate the possibility of quid pro quo dealings and collusion between the parties above.
7) We understand that the Tunney Act does not apply to this case and we argue that is precisely why collusion is involved, to avoid merger or the appearance of merger that would trigger a court hearing.
8) We strongly recommend that the Special Prosecutor (6) investigate all contracts let by the Department of Education to Pearson Education LLC.
9) We strongly recommend that all State Attorneys General investigate all state contracts let by Pearson LLC.

How to Use Gapminder to Teach Statistics (S.ID) in Algebra 1

If you have not seen GapMinder yet, it is a must from every math and history teacher!
I was introduced to this amazing graphing software about a year ago at a conference, and I was so excited to play with it and use it in my classroom. But the how was a bit vague… Unfortunately the craziness of getting back to my classroom after three days out distracted me from the goal of figuring it out.
Well, the Common Core placing statistics back into Algebra 1 pushed me forward. I am so grateful. I want my students to understand numbers in the context of the larger world around them. And this is the perfect tool!




Teachers model off their real-world approaches to teaching math

How much voting power does a New Yorker really wield? How can statistics presented by the media manipulate readers? How do you raise sweatshop wages without sacrificing profit?
These are a few of the questions that math teachers in New York City are asking their students as they try to bring complex and abstract concepts to life. To answer them, students must supplement the equations and formulas found in textbooks by grappling with real-world applications.
The lessons cover a mathematical practice known as modeling that has been around for decades but is now getting a closer look in schools around the city as teachers try to align their math lessons to Common Core standards that require real-world applicability.
Using modeling to present lessons is one of two instructional focuses that the Department of Education has laid out this year for math teachers.
“It’s the practice of solving real-world problems,” said Brooklyn Technical High School’s Patrick Honner, a teacher at Brooklyn Technical High School who in December won a $10,000 award for an innovative math lesson he developed.




Wisconsin ranks 38th out of 41 states in progress in reading and math between 1992 and 2011

The bad news: A Harvard Study using data from the National Assessment of Educational Progress (NAEP) finds that Wisconsin ranks 38th out of 41 states in progress in reading and math between 1992 and 2011. Both low and high performing states from 1992 have outperformed us, and they tend to be states where serious reforms were made in instructional content and pedagogy. The top 10 show up on many lists of states with improved reading instruction: Maryland, Florida, Delaware, Massachusetts, Louisiana, South Carolina, New Jersey, Kentucky, Arkansas, and Virginia. Some of these states served as models for our recent Wisconsin legislation on early reading screening and a new reading exam for teacher licensure. A logical next step is to look at what they are doing for professional development for their in-service teachers of reading. Which leads to . . .
The good news: A committed group of 38 teachers and tutors will spend 12 Saturdays in 2013 being trained in LETRS (Language Essentials for Teachers of Reading and Spelling). LETRS is a comprehensive professional development program created by Louisa Moats, the primary author of the foundational reading standards of the Common Core State Standards. LETRS is quite common elsewhere in the country: in some states it is the official state-funded development tool for teachers of reading, and in some cases it is required for certain teaching licenses. Despite its popularity and proven value, it has not been available in Wisconsin. The current opportunity is being sponsored by the Milwaukee Summer Reading Project, an initiative of Howard Fuller’s Institute for the Transformation of Learning at Marquette University. UW-Milwaukee School of Continuing Education is hosting at their conference facilities in downtown Milwaukee. The training is being presented by Alicia Sparks through the Rowland Reading Foundation, which is a LETRS affiliate site. Participants include teachers from public and charter schools in Milwaukee and Wausau, as well as tutors from a variety of literacy programs for children and adults in Milwaukee and Madison. This training is at capacity, but other communities interested in sponsoring LETRS training can contact the Rowland Reading Foundation in Middleton.

There’s also the obvious point: If seniority and degree attainment make for better teachers, why are seniority protections and automatic raises for degree attainment necessary in a collective bargaining agreement or an employee handbook?
One would think good teachers should have secure employment, dibs on choice positions and regular raises by virtue of being, well, good teachers.
I’m not drawing attention to the ridiculousness of seniority and degree-attainment perks because I think Walker’s decision to effectively end public-sector collective bargaining was a good one.
But support for these common contract provisions is one way to measure school board candidates.
There’s a difference, after all, between being pro-union and union-owned.

Focus needed on long-term educational goals by Dave Baskerville:

There is now much excitement around Madison and the state with the selection of a new Madison School District superintendent, the upcoming election of new School Board members, the expected re-election of State Superintendent Tony Evers, the rollout of new Common Core state standards, and now a vigorous debate, thanks to our governor, over the expansion of school vouchers.
The only problem is that for those of us who pay attention to classroom results and want to see our students really move out of second-class global standings, there is no mention of long-term “stretch goals” that could really start getting all of our kids — black and white, poor and middle class — reading like the Canadians, counting like the Singaporeans or Finns, and doing science like the Japanese — in other words, to close the gaps that count long-term.
Let’s focus on two stretch goals: Wisconsin’s per capita income will be 10 percent above Minnesota’s by 2030, and our eighth grade math, science and reading scores will be in the top 10 globally by 2030.
This would take not only vision, but some serious experimentation and radical changes for all of us. Can we do it? Of course, but not with just “feel good” improvement and endless debate over means to that end, and without clear global benchmarks, score cards, and political will.

The New Madison Superintendent Needs to “Make Things Happen”, a Wisconsin State Journal Editorial:

Barely half of the district’s black students are graduating from high school in four years. That’s a startling statistic. Yet it hasn’t produced a dramatic change in strategy.
Ms. Cheatham, it’s your job to make things happen.
Your top priority must be to boost the performance of struggling students, which requires innovation, not just money. At the same time, Madison needs to keep its many higher-achieving students engaged and thriving. The district has lost too many families to the suburbs, despite a talented staff, diverse offerings and significant resources.
Being Madison’s superintendent of schools will require more than smarts. You’ll need backbone to challenge the status quo. You’ll need political savvy to build support for action.
Your experience leading reform efforts in urban school districts is welcome. And as chief of instruction for Chicago Public Schools, you showed a willingness to put the interests of students ahead of the grown-ups, including a powerful teachers union.
We appreciate your support for giving parents more options, including public charter schools and magnets. You seem to understand well the value of strong teacher and student assessments, using data to track progress, as well as staff development.
The traditional classroom model of a teacher lecturing in front of students is changing, and technology can help provide more individualized attention and instruction. The long summer break — and slide in learning — needs to go.

Madison School Board Election Intrigue (Public!)

he top vote-getter in Tuesday’s Madison School Board primary said Friday she ran for the seat knowing she might not be able to serve out her term because her husband was applying for graduate school in other states.
Sarah Manski, who dropped out of the race Thursday, said she mentioned those concerns to School Board member Marj Passman, who Manski said encouraged her to run. Passman told her it wouldn’t be a problem if she had to resign her seat because the board would “appoint somebody good,” Manski said.
Passman vigorously denied encouraging Manski to run or ever knowing about her husband’s graduate school applications. After learning about Manski’s statement from the State Journal, Passman sent an email to other School Board members saying “I had no such conversation with her.”
“It’s sad to believe that this kind of a person came close to being elected to one of the most important offices in our city,” Passman wrote in the email, which she also forwarded to the State Journal.
Manski said in response “it’s possible (Passman) didn’t remember or it’s possible it’s politically inconvenient for her to remember.”

Reforms Targeting Teachers, Schools, Districts, and the Nation (Part 1)

History doesn’t teach lessons, historians do.” Because historians interpret the past they often disagree, even revise, the meaning of events from the French Revolution to the American Civil War to school reform.
What historians can do is show that in the flow of time constant change occurs. As a wise ancient Greek said: you cannot step into the same river twice. Thus, the past differs from the present even when they seem so similar. Consider, for example, U.S. involvement in Vietnam a half-century ago and Afghanistan since 2001. Or “scientific management” dominating school reformers’ vocabulary and action in the early 1900s and the audit culture of test-driven accountability pervasive a century later. Historians can show the complexity of human action in the past and offer alternative perspectives that can inform current policy making but they cannot give policymakers specific guidelines. Although some try.
With that in mind, I turn to the current conventional wisdom among school reformers that focusing on the state and district are the best units for engineering change in schools and classrooms. In examining past generations of school reformers, however, it becomes clear that where change must occur has shifted time and again from the smallest unit-the teacher in the classroom-to the school, the district, the state, and nation. As political, economic, and social changes occurred in the U.S., previous generations of reformers skipped back and forth among these units of change as to which would best produce the changes they sought.
For example, in the early 1900s, few, if any, school reformers thought of the state or nation as the unit of reform. They saw the district and individual school as appropriate levers for change. A century later, however, with No Child Left Behind, test-driven accountability rules, Race to The Top incentive funds, and Common Core standards in math and reading adopted by nearly all the states- many policymakers see both the state and nation as the dominant units for reforming schools.




Extremism in Defense of Mediocrity is Quite a Vice

Substitute the word “conservative” for “liberal” and the paragraph reads like Diane Ravitch. Ms. Malkin proceeds to repeat various anti-Common Core assertions as facts-but are they facts? Having read that last bit about “standards that do anything but set the achievement bar high” I decided to put it to a straightforward empirical test.
Kentucky was the earliest adopter of Common Core in 2012, and folks from the Department of Education sent some before and after statistics regarding 4th grade reading and math proficiency. I decided to compare them to NAEP, first 2011 KY state test and 2011 NAEP for 4th Grade Reading and Math. NAEP has four achievement levels: Below Basic, Basic, Proficient and Advanced. Kentucky also has four achievement levels: Novice, Apprentice, Proficient and Distinguished. The first figure compares “Proficient or Better” on both NAEP and the state test in 2011:




What Uncle Sam can (and cannot) do to improve K-12 schooling: Lessons for the next four years

he Obama administration’s first term was marked by a blast furnace of efforts to reform K-12 schooling. Fueled by billions in borrowed stimulus dollars, and building on the expansive precedents set forth by the George W. Bush administration with No Child Left Behind (NCLB), Obama’s Department of Education launched several novel, high-profile efforts. These included the $4.35 billion Race to the Top competition, the $650 million Investing in Innovation Fund, and the $3.5 billion School Improvement Grant program. The administration also made headlines with its waiver process, which permitted states to opt out of NCLB if they embraced administration priorities, and its controversial efforts to promote the Common Core State Standards in reading and math.
Despite the current partisan political climate, President Obama and Secretary of Education Arne Duncan have received kudos from across the political spectrum. Even conservative voices like New York Times columnist David Brooks and the editorial board of the Wall Street Journal have heaped praise on Race to the Top, the administration’s signature initiative, with Brooks calling the program a “quiet revolution.”[1] More recently, journalist Thomas Friedman, after taking stock of Arne Duncan’s ability to diplomatically navigate the school reform and teacher union communities, gushed that Duncan should become the next secretary of state.[2]
As the administration embarks on a second term, Duncan has made clear that he hopes to be equally aggressive in the next four years. It is an open question whether that will even be possible. Absent the one-time splurge of stimulus dollars, and with the heavy lift of encouraging responsible implementation of first-term initiatives, Duncan may not have the funds or political resources to mount anything like the first-term effort. Political controversy around the Common Core and NCLB waivers will make a repeat performance even less likely.




A Simple Choice Of Words Can Help Avoid Confusion About New Test Results

In 1998, the National Institutes of Health (NIH) lowered the threshold at which people are classified as “overweight.” Literally overnight, about 25 million Americans previously considered as having a healthy weight were now overweight. If, the next day, you saw a newspaper headline that said “number of overweight Americans increases,” you would probably find that a little misleading. America’s “overweight” population didn’t really increase; the definition changed.
Fast forward to November 2012, during which Kentucky became the first state to release results from new assessments that were aligned with the Common Core Standards (CCS). This led to headlines such as, “Scores Drop on Kentucky’s Common Core-Aligned Tests” and “Challenges Seen as Kentucky’s Test Scores Drop As Expected.” Yet, these descriptions unintentionally misrepresent what happened. It’s not quite accurate – or at least highly imprecise – to say that test scores “dropped,” just as it would have been wrong to say that the number of overweight Americans increased overnight in 1998 (actually, they’re not even scores, they’re proficiency rates). Rather, the state adopted different tests, with different content, a different design, and different standards by which students are deemed “proficient.”
Over the next 2-3 years, a large group of states will also release results from their new CCS-aligned tests. It is important for parents, teachers, administrators, and other stakeholders to understand what the results mean. Most of them will rely on newspapers and blogs, and so one exceedingly simple step that might help out is some polite, constructive language-policing.




2013 Madison Schools Wishlist

11. I wish for a successful introduction of the Mondo reading program in all our elementary schools. Superintendent Jane Belmore has particular interest and expertise in literacy and she has spearheaded the school district’s decision to adopt the Mondo Bookshop Program at the K-5 level across all elementary schools, with the purchase of new curriculum materials funded through some of the unexpected state aid that came our way this fall. The Mondo program, which is said to have clearly-focused lesson guides that are aligned to the Common Core state standards, should be a significant step forward in terms of a district-wide, aligned, early literacy scope and sequence. I also wish that now that we have made a commitment to the Mondo program, we stick with it and don’t lurch towards some other approach if the improved outcomes we’re seeking take a while to arrive.
12. I realize there is initiative fatigue among our teachers and staff, but I wish for a continued push for new student-based ideas and initiatives developed at the school level, like the drive toward converting Toki Middle School to an Expeditionary Learning school. This fall, there was discussion of Toki possibly switching to a charter school structure as a way of accessing state funds that could help accelerate the conversion. I am sorry that this charter proposal has run into complications and has been withdrawn before the Board really had a chance to consider it, but I hope that principals, teachers and staff at all our schools continue to search for innovative approaches toward enhancing the engagement and learning of our students.




What Should Children Read?

Malcolm Gladwell, author of “The Tipping Point” and a New Yorker staff writer, told me how he prepared, years ago, to write his first “Talk of the Town” story. “Talk” articles have a distinct style, and he wanted to make sure he got the voice straight in his head before he began writing. His approach was simple. He sat down and read 100 “Talk” pieces, one after the other.
The story nicely illustrates how careful reading can advance great writing. As a schoolteacher, I offer Mr. Gladwell’s story to students struggling with expository writing as evidence that they need not labor alone. There are models out there — if only they’ll read them!
Mr. Gladwell’s tale provides a good lesson for English teachers across the country as they begin to implement the Common Core State Standards, a set of national benchmarks, adopted by nearly every state, for the skills public school students should master in language arts and mathematics in grades K-12.




The most important element of student success?

Not long ago I wrote a post condemning rigor in education and hailing vigor as the most important element of student success. Unfortunately, I used dictionary definitions and metaphors and gave only sketchy examples of vigorous learning activities to make my case. This time I want to be more factual and descriptive to let readers know what reformers mean when they call for more rigor and what good teachers mean by vigor.
Looking at the recommendations of policy makers, the widely adopted Common Core Standards and the practices in “reformed” schools, it’s easy to see what they mean by rigor: a demanding academic program for all, beginning earlier than at present and advancing more rapidly through the grades, with little tolerance for variations in student progress or behavior. Specifically, grade level performance is expected of all students in all subjects. There is greater complexity in reading materials and much more non-fiction at all levels. Algebra belongs in middle school, and there should two years of math and science in high school for everyone. Formal testing starts in kindergarten and test frequency increases in subsequent grades.

In this month’s Education Insider, insiders weigh in on the progress of the Common Core assesment consortia, the use of student surveys in teacher evaulations, and the state of education advocacy organizations. Highlights from the survey include:
Insiders continue to be skeptical of the Common Core assessment consortia–especially the Smarter Balanced Assessment Consortium. In addition, 67% of Insiders think that the PARCC consortium will not succeed in establishing a common cut score across states on its assessments and 76% of Insiders believe the same thing about SBAC.
Insiders are not very familiar with the research about using student surveys as a component of teacher evaluation but see promise in the idea.




A Modest Proposal on State Standards

A few years ago while serving as a VP at the Goldwater Institute I received a request to come out hard against the adoption of Common Core standards in Arizona. I didn’t know whether it would have mattered or not but the request originated from people who I continue now to hold in a great deal of respect. I considered the matter very carefully. I had deep misgivings regarding Common Core at the time, the most serious of which was the governance of the standards over time. At the time I was of the opinion that unless Ben Bernanke took up the task of governing the standards that it would inevitably follow that Common Core would eventually result in the Great American Dummy Down.
Nevertheless in the end I decided not to oppose Arizona’s adoption of Common Core standards. Regardless of how bad Common Core started out or later became, Arizona simply had nothing to lose. Arizona had just about every testing problem you could imagine- dummied down cut scores, massive teaching to test items, and something at least in the direct vicinity of outright fraud by state officials regarding the state’s testing system. Our state scores had “improved” substantially through a combination of lowered cut scores and teaching to the test items, but NAEP showed Arizona scoring below the national average on every single test and precious little progress. The status quo was worse than a waste of time.




Shift to more nonfiction in schools becoming reality

A broad shift is under way from fiction to nonfiction, propelled by the Common Core English and language arts standards that are being implemented in 46 states and the District of Columbia. It almost certainly will mean fewer classics, more historical documents, fewer personal essays, more analytical writing.
The nonfiction shift is the current center of attention in the changing world of reading instruction.
But it comes in the context of other big shifts: Reading lists that increasingly reflect a diverse population, changes in classroom techniques that promote more student participation, intense focus on how to get more children up to par in reading by third grade and more pressure for schools and teachers to meet accountability standards built largely around reading.
The Common Core standards are intended to provide consistency and quality across the country in what children learn. When it comes to reading, the standards call for fourth-graders to read 50% nonfiction and 50% fiction – and, for 12th-graders, 70% nonfiction and 30% fiction. It’s not possible to compare that to the past, but it clearly moves the needle toward nonfiction.
Why? In general, advocates say, nonfiction gives students better preparation for college and careers by developing such things as analytical skills. And too much of what kids read and write has been too easy and too self-indulgent.

For the past four years, MMSD has been aware that the current implementation of balanced literacy, our core instructional program for literacy at the elementary level, has not resulted in all students making the progress necessary to meet grade level standards. The research shows that three key things are necessary for students to gain proficiency in the common core standards:

  • a highly qualified teacher in the classroom

  • a strong instructional leader in the school and
  • access to an aligned, guaranteed and viable curriculum (Marzano, 2003).

It is clear that MMSD has two out of these three in place: highly qualified teachers and strong instructional leaders. To maintain and develop strong teachers and leaders need well planned, embedded, ongoing professional development. The
School Support Team and Instructional Research Teachers provide us the mechanism for delivering this necessary professional development.
What is needed is a decision about a guaranteed, viable core instructional curriculum that is cohesive across all 32 elementary schools. All student will benefit from consistency across grades levels and schools. Our students from mobile families must have the security and consistency that this core will provide.

Unmentionable



Since the disaster of the Marxist/Victims-history standards produced by UCLA in 1996, which were censured by a vote of 99-1 in the United States Senate, (the one negative voter thought the “standards” were even worse), History has become, in the comment this year of David Steiner, former Commissioner of Education in New York State, “so politically toxic that no one wants to touch it.”
This situation has developed in part because every tiny little multicultural group in the country is outraged if their history does not receive equal (or better) treatment in any history textbook, and in part because the late Howard Zinn’s proudly Marxist textbook of United States History has sold more than 2 million copies (not bad for an anti-capitalist who believed “private property is theft”).
Most of those who write about the dashing new nonfiction reading suggestions of the Common Core lament the altered and unreasonable burdens on English teachers, and they all seem to have forgotten that most of our high schools have both History departments and History teachers as well. But it seems to be inconceivable and unmentionable that our History teachers might dare to assign history books (nonfiction) and history research papers (nonfiction writing).
The story of how all reading and writing became the complete monopoly of the English Departments is surely a long and complicated one, but however it developed, it seems clear that our History departments have given away any responsibility for assigning books and research papers they may once have owned to the English teachers.
In an October 24, 2012 article in the Wall Street Journal, Michael S. Malone argues that even tech company CEOs are now looking for people who can tell stories (about their enterprise, their product, etc.), and so Mr. Malone of course looks to the English departments to offer the needed expertise in storytelling:
“Could the humanities rebuild the shattered bridge between C.P. Snow’s “two cultures” and find a place at the heart of the modern world’s virtual institutions? We assume that this will be a century of technology. But if the competition in tech moves to this new battlefield, the edge will go to those institutions that can effectively employ imagination, metaphor, and most of all, storytelling. And not just creative writing, but every discipline in the humanities, from the classics to rhetoric to philosophy. Twenty-first-century storytelling: multimedia, mass customizable, portable and scalable, drawing upon the myths and archetypes of the ancient world, on ethics, and upon a deep understanding of human nature and even religious faith.
The demand is there, but the question is whether the traditional humanities can furnish the supply. If they can’t or won’t, they will continue to wither away. But surely there are risk-takers out there in those English and classics departments, ready to leap on this opportunity. They’d better hurry, because the other culture won’t wait.”
Where did we lose the understanding that History is all storytelling, with the additional benefit that it is based on evidence, which is not always so important with fiction? Mr. Malone mentions English and classics departments (“classics to rhetoric to philosophy”), but perhaps for him History has lost its membership in the Humanities? He wants “imagination, metaphor and most of all, storytelling…and myths and archetypes of the ancient world,” but he leaves unmentioned the sources of the greatest true stories (nonfiction) ever told in the world–our Historians.
Nevertheless, he is in the mainstream of those who, when asked to think, talk and write about reading and writing in the schools, faithfully and regularly default to the work of the English department and its wonderful world of fiction as the only place to introduce nonfiction!
When did the ideas of having our high school students read an actual complete history book or two and write an actual history research paper or two disappear into the woodwork? The result is that our students arrive in college poorly prepared to read nonfiction books and to write the required term papers, not to mention their inability to do any research.
Neil Postman tells us that “Cicero remarked that the purpose of education is to free the student from the tyranny of the present.” That freedom seems more and more out of reach among those who cannot even think about History, which has made History the most unmentionable among all the necessary academic subjects in our schools.




An Update on Madison’s Use of the MAP (Measures of Academic Progress) Assessment

Unlike other assessments, MAP measures both student performance and growth through administering the test in both fall and spring. No matter where a student starts, MAP allows us to measure how effective that student’s school environment was in moving that student forward academically.
This fall’s administration serves as a baseline for that fall to spring growth measure. It also serves as an indicator for teachers. As we continue professional development around MAP, we will work to equip schools to use this data at the classroom and individual student level. In other words, at its fullest use, a teacher could look at MAP data and make adjustments for the classroom or individual students based on where that year’s class is in the fall, according to these results.
Meeting growth targets on the fall administration indicates that a student met or exceeded typical growth from Fall 2011 to Fall 2012. Typical growth is based on a student’s grade and prior score; students whose scores are lower relative to their grade level are expected to grow more than students whose scores are higher relative to their grade level.
In Reading, more than 50% of students in every grade met their growth targets from Fall 2011 to Fall 2012. In Mathematics, between 41% and 63% of students at each grade level met their growth targets. The highest growth in Mathematics occurred from fourth to fifth grade (63%) and the lowest growth occurred from fifth to sixth grade (41%).
It is important to note that across student groups, the percent of students making expected growth is relatively consistent. Each student’s growth target is based on his or her performance on previous administrations of MAP. The fact that percent of students making expected growth is consistent across student subgroups indicates that if that trend continues, gaps would close over time. In some cases, a higher percentage of minority students reached their growth targets relative to white students. For example, at the middle school level, 49% of white students met growth targets, but 50% of African American students and 53% of Hispanic students met their growth targets. In addition, English Language Learners, special education students, and students receiving free and reduced lunch grew at similar rates to their peers.
MAP also provides status benchmarks that reflect the new, more rigorous NAEP standards. Meeting status benchmarks indicates that a student would be expected to score “Proficient” or “Advanced” on the next administration of the Wisconsin Knowledge and Concepts Examination (WKCE).
That means that even though overall scores haven’t changed dramatically from last year, the percent of students identified as proficient or advanced will look different with these benchmarks. That is not unique for MMSD – schools around the state and nation are seeing this as they also work toward the common core.
While these scores are different than what we have been used to, it is important to remember that higher standards are a good thing for our students, our districts and our community. It means holding ourselves to the standards of an increasingly challenging, fast-paced world and economy. States all around the country, including Wisconsin, are adopting these standards and aligning their work to them.
As we align our work to the common core standards, student achievement will be measured using new, national standards. These are very high standards that will truly prepare our students to be competitive in a fast-paced global economy.
At each grade level, between 32% and 37% of students met status benchmarks in Reading and between 36% and 44% met status benchmarks in Mathematics. Scores were highest for white students, followed by Asian students, students identified as two or more races, Hispanic students, and African-American students. These patterns are consistent across grades and subjects.
Attachment #1 shows the percentage of students meeting status benchmarks and growth targets by grade, subgroup, and grade and subgroup. School- and student-level reports are produced by NWEA and used for internal planning purposes.

High Standards Help Struggling Students: New Evidence

The Common Core State Standards, adopted by 46 states and the District of Columbia, promise to raise achievement in English and mathematics through rigorous standards that promote deeper learning. But while most policymakers, researchers, and educators have embraced these higher standards, some question the fairness of raising the academic bar on students who are already struggling.
Do higher standards hurt struggling students? High Standards Help Struggling Students: New Evidence, argues that the answer to that question is “no.” In the analysis, Education Sector analysts Constance Clark and Peter Cookson Jr. use state-by-state NAEP data to examine the effect of high standards on student achievement. They find there is no evidence that high standards have hurt low-achieving students. In fact, they found that higher standards have probably helped.
Clark and Cookson compare struggling students ─ those who score at “below basic” levels on the NAEP in reading and math ─ across states with low and high standards in 2003 and 2011. To define the rigor of the standards, they use a measure proposed by researchers Paul E. Peterson and Frederick M. Hess that evaluates standards based on the cut scores states use to set proficiency categories. The higher the cut score, the higher the state’s standards are judged to be. Here is what Clark and Cookson found on the extremes of the Peterson-Hess rating:




UFT: Where’s the curriculum?

A high-level gubernatorial commission on education reform on Oct. 16 got a rapid-fire earful from UFT President Michael Mulgrew, who warned that most teachers still do not have the curricula to prepare students for new state assessments this year that will incorporate challenging Common Core Learning Standards.
“Millions of students will be tested on a curriculum that was never supplied to their teachers,” Mulgrew warned the commissioners, to a round of audience applause, in his allotted three minutes of testimony.
Standards are not curricula, he wrote in lengthier submitted testimony. If the state and the city impose a new set of standards without the supports in place to teach to them, students and teachers will flounder. Some schools encourage common curriculum planning, he said, but many others leave teachers to come up with it on their own.




What will the 2012 election mean for education?



American enterprise Institute:

Although education was not the most salient issue of the 2012 US election season, a panel of education experts unveiled the issue’s growing significance at an AEI event on Thursday. AEI’s own Andrew Kelly began by asking what America’s largely status-quo election results mean for education.
Panelists agreed that Indiana State Superintendent Tony Bennett’s defeat was the most surprising outcome for education. AEI’s Rick Hess noted that the incumbent Republican’s loss is a foreboding trend on the national education horizon, one that indicates both union strength and a frustration with the highly partisan nature of the Common Core State Standards.
Panelists expressed a less-unified response to the next four years of education policy. Kristen Soltis of the Winston Group emphasized that the Obama administration must shift public opinion about education policies such as teacher pay, teacher evaluation, the Common Core, and class sizes to make progress in education reform and improve student outcomes.

Background on Goals: During the Student Achievement Committee meeting of October 1, several Board members discussed the issue of setting reasonable goals and the time needed to accomplish them. Most of the goals presented today are based on a five-year convergence model. Under this approach, achievement gaps are closed for every student subgroup in five years.
Forr example the baseline four-year graduation rate among white students is 85%. It is 61% among Hispanic students, and 54% among African American students.. With a five-year convergence model, the goal is for all student subgroups to reach a 90% on-time graduation rate. It is a statement that all student subgroups should improve and all gaps should close.
The reason for this approach is twofold. First, as adopted by the Board, the Achievement Gap Plan is a five-year plan. It is important that the student achievement goals reflect the timeline in the plan itself. The timeline for goals could be pushed out to ten years or more, but it would require formal directive from the Board to adopt ten years as the district’s new timeline for the Achievement Gap Plan.
Second, other models can be seen as conveying different expectations for students based on race/ethnicity or other characteristics like poverty, and that is not our intent. Taking ten years or longer to achieve stated goals may be viewed as a more reasonable time frame, but a five-year plan comes with a natural snapshot half way through that will illustrate persistent gaps and potentially convey varying expectations. Again, that is not our intent or our goal.
A note on Chapter 1, Literacy: The Accountability Plans for literacy are an example of two important concepts:
1. The district wide, instructional core in literacy must be strengthened in every school and every grade. Chapter 1, #1 speaks to a part of strengthening that core.
2. Once the core is strong fewer interventions are needed. However, some students will continue to need additional support. Chapter 1, #2 speaks to one example of an intervention that will help to prevent summer reading loss and close gaps.
The Board approval of $1.9 million for the purchase of elementary literacy materials provides a powerful framework for bringing cohesion to the elementary literacy program. The purchase will provide a well-coordinated core literacy program that is aligned with the common core standards and meets the needs of all learners.
The first steps will bring together an Elementary Literacy Leadership team to clarify the purpose and framework for our program. The overall framework for our entire elementary literacy program is Balanced Literacy. Building upon the current MMSD core practices in 4K-12 Literacy and Focus documents, the work being done to align our instruction and assessment with common core standards will increase rigor and take our current Elementary Balanced Literacy Program to what could be seen as an Elementary Balanced Literacy Program version 2.0. The Elementary Literacy Leadership team will bring clarity to the components of the program and what is expected and what is optional.
Chapter 1, #1 and #2 are important supports for our Balanced Literacy Program

On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.
According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.
In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.
“All students” meant all students. We promised to stop thinking in terms of average student achievement in reading. Instead, we would separately analyze the reading ability of students by subgroups. The subgroups included white, African American, Hispanic, Southeast Asian, and other Asian students.




Timeline for implementing New Jersey’s teacher tenure reform law

Late October in Atlantic City? It must be time for N.J. School Boards Association’s Annual Workshop and Exhibition. Picture it: school board members and administrators in grey blazers and sensible shoes roaming Atlantic City’s cavernous Convention Center, attending sessions like “Energy Improvement Program (ESIP): How to Implement Energy Facilities Projects Without Spending More Money” and “Voluntary Model Curricula and Assessments Aligned with the Common Core Standards,” indulging in that perennially favorite activity of snatching up free candy and pens from vendors in the Exhibition Hall. Can anyone say “PAR-TAY!”
(Actually, yes. Your staid school board members might surprise you.)
So, what’s the vibe here? I hear none of last year’s inflamed political rhetoric about tenure and teacher evaluation reform and nary a debate about the wisdom or idiocy of N.J.’s pending shift from binary (satisfactory/unsatisfactory) and superficial teacher and principal annual reviews to granular evaluations infused with meaningful direction and longitudinal data. I see no rending of garments over the unreliability of measuring student growth through standardized tests or the subjectivity of classroom observations.




“Farewell to algebra” . . . for minority kids?

I seem to have touched a raw nerve with my posts about (government-approved) lower educational standards for minority kids. Is it possible that the common core standards will similarly lower the bar, this time for math performance?
Common core critics have noted that California’s new law on math standards will roll back California’s decade long effort to move as many eighth graders as possible into Algebra. As Bill Evers and Ze’ev Wurman (both former Department of Education officials) note, the algebra reform dramatically increased the number of minority kids who took Algebra 1 and beyond . . . and raised their test scores.

The results are a rarely-told story of stunning success in public education. In 1998, only 17 percent, just 70,000 of our students, took Algebra by grade eight. But this year, 68 percent, or more than 324,000 did.This translates to almost quarter of a million more students taking Algebra by grade eight. Not only had we successfully quadrupled the fraction of Algebra-taking by grade eight — which is a major accomplishment for those students and their teachers — but an ever larger percentage of students have over time scored “proficient” and above.
The success of minorities and students in poverty increasing their Algebra 1 proficiency was the most significant achievement. In 2003, fewer than 1,700 African-Americans successfully took Algebra by grade 8. By 2012, more than 6,900 did; that was more than a four-fold increase.




How to Use Gapminder to Teach Statistics in Algebra 1

If you have not seen GapMinder yet, it is a must from every math and history teacher!
I was introduced to this amazing graphing software about a year ago at a conference, and I was so excited to play with it and use it in my classroom. But the how was a bit vague… Unfortunately the craziness of getting back to my classroom after three days out distracted me from the goal of figuring it out.
Well, the Common Core placing statistics back into Algebra 1 pushed me forward. I am so grateful. I want my students to understand numbers in the context of the larger world around them. And this is the perfect tool!




Why Are We Afraid to Show Off Our Brightest Students’ Work?



[Atlantic Editor: High school athletes are the pride of their communities. But if we want to inspire kids to write well, we should be putting the exemplary work of our best young high school scholars on display.]
As the editor of The Concord Review, I have been glad to publish more than 1,000 exemplary high school history research papers by students from 46 states and 38 other countries since 1987. Yet I have long been aware that little “personal” essays have killed off academic expository writing in most of our schools.
For generations, American children in our schools have had their writing limited to short pieces about themselves, from primary school up through their “college essays” (those little 500-word “personal” narratives). As long as English teachers have borne all the responsibility for reading and writing in the schools, the reading has been fiction, the writing personal and “creative.” Lately a genre has emerged called “creative nonfiction,” but that turns out to be just more solipsistic autobiography.
Most of our students never read a single history book and they very rarely write a serious term paper before graduating from high school. They learn to write without learning anything beyond their own feelings and the events of their present lives, and their teachers are able to grade that work without knowing much either.
Marc Tucker, president of the National Center on Education and the Economy, put it very well in August this year: “The single biggest complaint from college teachers and employers is that high school graduates cannot write as well as they need to.” As a result, the member companies of the Business Roundtable have been saddled with a $3 billion bill for remedial writing courses every year, not only for their hourly hires but for their current and new salaried employees.
There are a few exceptions, of course. For decades, the International Baccalaureate has required a 4,000 (16-page) Extended Essay for the Diploma, and thousands of American students have done that. Even the College Board has begun to think of a small pilot program on term papers as well.

By publishing Peg Tyre’s story “The Writing Revolution,” The Atlantic is doing a great service for our students who need to learn to do some serious academic expository writing while they are still in high school. However, I would add that students also benefit from seeing exemplary expository essays written by their peers.
At The Concord Review, I’ve seen many examples of first-rate academic writing on historical topics. Students are startled, challenged, and inspired when they see this kind of work by people their own age. “When I first came across The Concord Review, I was extremely impressed by the quality of writing and the breadth of historical topics covered by the essays in it,” one New Jersey public school girl wrote to me. “The chance to delve further into a historical topic was an incredible experience for me, and the honor of being published is by far the greatest I have ever received. This coming autumn, I will be starting at Oxford University, where I will be concentrating in Modern History.”
It may be objected that this is a letter from a good student. Where are the letters from struggling students? I would respond that in sports, we are quite happy to present other students with the very best public performances of their most athletic peers. But when it comes to academics, we seem afraid to show students the exemplary work of their peers, for fear of driving them away. This dichotomy has always seemed strange to me.
Of course we must pay attention to our least able students, just as we must pay attention to the those who have the most difficulty in our gym classes. But it would’t hurt, in my view, to dare to recognize and distribute some of our students’ best academic work, in the hopes that it may challenge many others of them to put in a little more effort. Surely that is worth a try.

New principal discusses future, focus, traditions of La Escuela Fratney

Bias alert: I love my kids’ Milwaukee Public School, La Escuela Fratney.
It’s a smaller school, K4 to grade 5, which means we’ll be playing the “where’re-the-kids-going-for-middle-school game” sooner than I’d like. But I’m a monolingual mom whose heart races every time I hear my 6- and 8-year-old speak beautifully accented Spanish. I appreciate their help when I fail to bridge the language gap at our neighborhood taqueria, and they can multiply in two languages. Neat.
Anyway, 2012 has been a big year for Fratney. Our longtime principal, Ms. Rita Tenorio, retired and Fratney was just named a GE Foundation Demonstration School. Alongside their peers across Wisconsin and in 45 other states, Fratney students, teachers and parents are adjusting to the Common Core State Standards for career and college preparation. In all this flurry of activity, some folks don’t even know about our new principal. Can Academic Standards Boost Literacy and Close the Achievement Gap?

Abstract: Good jobs in the nation’s twenty-first-century economy require advanced literacy skills such as categorizing, evaluating, and drawing conclusions from written texts. The adoption of the Common Core State Standards by nearly all the states, combined with tough literacy assessments that are now in the offing, will soon reveal that literacy skills of average students fall below international standards and that the gap in literacy skills between students from advantaged and disadvantaged families is huge. The authors offer a plan to help states develop and test programs that improve the quality of teaching, especially in high-poverty schools, and thereby both improve the literacy skills of average students and narrow the literacy gap.
U.S. schools are struggling to enable students, espe­cially those from poor families, to attain the advanced literacy skills required by the twenty-first-century American economy. One approach to enhancing schools’ efficacy in this area is improved educational standards. Standards are routine in American life. Sports have them; businesses have them; profes­sions have them. Standards are useful in clarifying the knowledge, skills, and competencies that society expects from individuals and organizations. Society also needs a way to determine whether the standards have been met, usually through testing, certification, licensing, or inspection systems. And a respected body of experts must be responsible for maintaining the integrity of the standards.




Why Are We Afraid to Show Off Our Brightest Students?

As the editor of The Concord Review, I have been glad to publish more than 1,000 exemplary high school history research papers by students from 46 states and 38 other countries since 1987. Yet I have long been aware that little “personal” essays have killed off academic expository writing in most of our schools.
For generations, American children in our schools have had their writing limited to short pieces about themselves, from primary school up through their “college essays” (those little 500-word “personal” narratives). As long as English teachers have borne all the responsibility for reading and writing in the schools, the reading has been fiction, the writing personal and “creative.” Lately a genre has emerged called “creative nonfiction,” but that turns out to be just more solipsistic autobiography.
Most of our students never read a single history book and they very rarely write a serious term paper before graduating from high school. They learn to write without learning anything beyond their own feelings and the events of their present lives, and their teachers are able to grade that work without knowing much either.
Marc Tucker, president of the National Center on Education and the Economy, put it very well in August this year: “The single biggest complaint from college teachers and employers is that high school graduates cannot write as well as they need to.” As a result, the member companies of the Business Roundtable have been saddled with a $3 billion bill for remedial writing courses every year, not only for their hourly hires but for their current and new salaried employees.
There are a few exceptions, of course. For decades, the International Baccalaureate has required a 4,000 (16-page) Extended Essay for the Diploma, and thousands of American students have done that. Even the College Board has begun to think of a small pilot program on term papers as well.

Rising to the Challenge of College and Career Readiness



ACT:

Nearly every state has adopted the goal of college and career readiness for all students. At the end of 2011, 45 states had adopted the Common Core State Standards (CCSS) in English language arts (ELA) and mathematics,1 with the stated goal to prepare students to “graduate high school able to succeed in entry-level, credit- bearing academic college courses and in workforce training programs” (Common Core State Standards Initiative, 2010a).2 Other states, such as Texas and Virginia, have also focused on aligning their content and performance standards with college and career readiness requirements (Virginia Department of Education, 2010; Texas Education Agency & Texas Higher Education Coordinating Board, 2009).
Not surprisingly, current research shows that many students are not on target to meet college and career readiness requirements. For example, if performance standards for the Common Core State Standards are set at a level comparable to ACT’s College Readiness Benchmarks–consistent with the goal of preparing students for college and careers–the majority of today’s students are not well prepared to meet those standards (ACT, 2010).




Outlook not set in stone for Wisconsin school of education enrollment

For all the changes implemented in 2011, one thing hurt enrollment at schools of education more than others, said John Gaffney, recruitment and retention coordinator at the University of Wisconsin-Stevens Point’s School of Education.
“The message of teachers being the problem hurt us the most,” Gaffney said.
The Act 10 legislation affected teachers’ pocketbooks – with union bargaining largely eliminated, higher deductions for benefits were imposed – and the political firestorm that resulted put teachers at the center of attention.
Maggie Beeber, undergraduate advising coordinator at the UW-Stevens Point education school, recounted a story where she was meeting with incoming freshmen. She asked the students if anyone had tried to discourage them from becoming teachers. Nearly every hand went up. Then she asked if more than five people had discouraged them. Most of the hands stayed up.
“It’s easy to follow the public discourse about teaching right now and conclude that everything is doomed,” said Desiree Pointer Mace, associate dean for graduate education at Alverno College.

An Interview with UW-Madison School of Education Dean Julie Underwood

It’s an unprecedented amount of change, honestly,” says Julie Underwood, the dean of UW-Madison’s highly ranked School of Education.
Consider:

  • The state this year will start rating each school on a scale of 0 to 100 based on student test scores and other measurables. The idea, in part, is to give parents a way to evaluate how a school is performing while motivating those within it to improve.
  • Several schools across the state — including Madison’s Shorewood Elementary, Black Hawk Middle and Memorial High schools — are part of Wisconsin’s new teacher and principal evaluation system, which for the first time will grade a teacher’s success, in part, on student test scores. This system is to be implemented across Wisconsin in 2014-15.li>And instead of Wisconsin setting its own student benchmarks, the state is moving toward using Common Core State Standards, which have been adopted in 45 other states. State schools are starting new curricula this year in language arts and math so students will be prepared by the 2014-15 school year to take a new state exam tied to this common core and replacing the Wisconsin Knowledge and Concepts Examination.

Although Underwood says she generally backs most of these changes, she’s no fan of the decision announced last month that makes it easier for a person to become a public school teacher — even as those who are studying to become teachers must now meet stiffer credentialing requirements. Instead of having to complete education training at a place like UW-Madison en route to being licensed, those with experience in private schools or with other teaching backgrounds now can take steps to become eligible for a public teaching license.
“I think that’s really unfortunate,” says Underwood, who first worked at UW-Madison from 1986-95 before coming back to town as education dean in 2005.

Loss of master’s degree pay bump has impact on teachers, grad schools

The dropping of the master’s bump in many districts is also raising new questions about what kind of outside training is relevant to help teachers improve outcomes with their students, and what those teachers – who are already taking home less pay by contributing more to their benefits – will consider to be worth the investment.
Wauwatosa East High School government teacher Ann Herrera Ward is one educator puzzled by the turning tide on advanced degrees.
Ward earned her bachelor’s degree in political science at the University of Wisconsin-Madison before working in the U.S. House of Representatives for seven years, then got on the road to a teaching license through Marquette University, where she got a master’s in instructional leadership.
Entering her 20th year as a teacher, she’s finishing her dissertation for her doctorate degree: a study of how kids learn about elections and politics by discussing the matters in school and at home.

Turnabout



The New Common Core Standards call for a 50% reduction in “literary” [aka fictional noninformational texts] readings for students, and an increase in nonfiction informational texts, so that students may be better prepared for the nonfiction they will encounter in college and at work.
In addition to memos, technical manuals, and menus (and bus schedules?), the nonfiction informational texts suggested include The Gettysburg Address, Letter from Birmingham Jail, Abraham Lincoln’s Second Inaugural Address, and perhaps one of the Federalist Papers.
History books, such as those by David Hackett Fischer, James McPherson, David McCullough, Ron Chernow, Paul Johnson, Martin Gilbert, etc. are not among the nonfiction informational texts recommended, perhaps to keep students from having to read any complete books while they are still in high school.
In the spirit of Turnabout, let us consider saving students more time from their fictional noninformational text readings (previously known as literature) by cutting back on the complete novels, plays and poems formerly offered in our high schools. For instance, instead of Pride and Prejudice (the whole novel), students could be asked to read Chapter Three. Instead of the complete Romeo and Juliet, they could read Act Two, Scene Two, and in poetry, instead of a whole sonnet, perhaps just alternate stanzas could be assigned. In this way, they could get the “gist” of great works of literature, enough to be, as it were, “grist” for their deeper analytic cognitive thinking skill mills.
As the goal is to develop deeply critical analytic cognitive thinking skills, surely there is no need to read a whole book either in English or in History classes. This will not be a loss in Social Studies classes, since they don’t assign complete books anyway, but it may be a wrench for English teachers who probably still think that there is some value in reading a whole novel, or a whole play, or even a complete poem.
But change is change is change, as Gertrude Stein might have written, and if our teachers are to develop themselves professionally to offer the new deeper cognitive analytic thinking skills required by the Common Core Standards, they will just have to learn to wean themselves from the old notions of knowledge and understanding they have tried to develop from readings for students in the past.
As Caleb Nelson wrote in 1990 in The Atlantic Monthly, speaking about an older Common Core at Harvard College:
The philosophy behind the [Harvard College] Core is that educated people are not those who have read many books and have learned many facts but rather those who could analyze facts if they should ever happen to encounter any, and who could ‘approach’ books if it were ever necessary to do so….
The New Common Core Standards are meant to prepare our students to think deeply on subjects they know practically nothing about, because instead of reading a lot about anything, they will have been exercising their critical cognitive analytical faculties on little excerpts amputated from their context. So they can think “deeply,” for example, about Abraham Lincoln’s Second Inaugural Address, while knowing nothing about the nation’s Founding, or Slavery, or the new Republican Party, or, of course, the American Civil War.
Students’ new Common academic work with texts about which they will be asked to Think & Learn Deeply, may encourage them to believe that ignorance is no barrier to useful thinking, in the same way that those who have written the Common Core Standards believe that they can think deeply about and make policy for our many state education systems, without having spent much, if any time, as teachers themselves, or even in meeting with teachers who have the experience they lack.
It may very well turn out that ignorance and incompetence transfer from one domain to another much better than deeper thinking skills do, and that the current mad flight from knowledge and understanding, while clearly very well funded, has lead to Standards which will mean that our high school students [those that do not drop out] will need even more massive amounts of remediation when they go on to college and the workplace than are presently on offer.

44th Annual PDK/Gallup Poll Shows a Nation Divided Over Public Education Issues

Though Americans clearly have opposing stances on many education issues, when the poll — conducted annually by Phi Delta Kappa International (PDK) in conjunction with Gallup — asked Americans whether they believe common core state standards would provide more consistency in the quality of education between school districts and states, 75 percent said yes. In fact, more than half of Americans (53 percent) believe common core state standards would make U.S. education more competitive globally.
Ninety-seven percent of the public also agrees that it is very or somewhat important to improve the nation’s urban schools, and almost two of three Americans (62 percent) said they would pay more taxes to provide funds to improve the quality of urban schools. Eighty-nine percent of Americans agree that it is very or somewhat important to close the achievement gap between white students and black and Hispanic students.
And though Americans are almost evenly split in their support for requiring that teacher evaluations include how well students perform on standardized tests, with 52 percent in favor, they are in agreement about increasing the selectivity of teacher preparation programs. In fact, at least three of four Americans believe that entrance requirements into teacher preparation programs need to be at least as selective as those for engineering, business, pre-law, and pre-medicine.

Skip the Knowledge!



Poor James Madison, back in the day, spending endless hours reading scores upon scores of books on the history of governments, as he prepared to become the resident historian and intellectual “father” of the United States Constitution in the summer of 1787 in Philadelphia! If he had only known what we know now thanks to the new Common Core, he could have saved the great bulk of that time and effort if he had only acquired some Thinking Skills instead!
Our schools of education have long understood that if a student teacher [sideguider] can acquire enough pedagogicalistical sophistication and the right Thinking Skills, she will be able to teach [sideguide] anything, from Mandarin to European History to Calculus to Home Economics, to classes with any number of students.
The Harvard College faculty wasted many hours in the 1980s trying to derive a Common Core of knowledge which every undergraduate ought to acquire. No one on the faculty wanted to allow any other member of the faculty to tell her/him what knowledge students needed to learn at Harvard, and none wished to give up teaching what he/she was currently studying to devote any time to a survey course in the general knowledge of their field or any other field. So they agreed, thirty-odd years ago, on a Common Core of Thinking Skills instead.(1)
It is not clear whether the knowledge-free curricula of the graduate schools of education, or the Core experiences at Harvard College, in any way guided the authors of our new Common Core in their achievement of the understanding that it is not knowledge of anything that our students require, but Thinking Skills. They took advantage of the perspective and arguments of a famous cognitive psychologist at Stanford in designing the history portion of the Core. Just think how much time they saved by not involving one of those actual historians, who might have bogged down the whole enterprise in claiming that students should have some knowledge of history itself, and that such knowledge might actually be required before any useful Thinking Skills could be either acquired or employed. If we had followed that path, we might actually be asking high school students to read real history books–shades of the James Madison era!!
Just think of all the time and effort that was expended by Professor Hirsch and all those who worked to develop, and are now working to offer, a Core Knowledge curriculum to thousands of our students. If they had only had the benefit of the cognitive psychology undergirding at least the history portion of the new Common Core, they could have skipped all that and gone straight to the Core Thinking Skills now being promoted across the country.
The whole idea that knowledge is so important, or should precede thinking about anything, is so antedeluvian (which means–oh, never mind–just more of that knowledge stuff!). What is the value of being 21st Centurians and right up-to-date, if we can’t ignore the past and skip over its history?
Our advance into the brave new world of thinking skills was anticipated by the Harvard Graduate School of Education, which, as far as I can tell by looking over the research interests of the faculty, long ago left behind such mundane matters as the chemistry, foreign languages, history, literature and mathematics that students used to (and some still do, I suppose) study in our high schools. The Education faculty has moved boldly on beyond all that academic knowledge to, in addition to lots of psychology/diversity/poverty/sociology/disability studies, the new bare essentials of Thinking Skills.
During the discussions over Harvard’s Common Core decades ago, one physics professor pointed out that in order to think like a physicist it is important to know quite a bit of physics, but then, he would say that, wouldn’t he? He had spent his whole career in the pursuit of a knowledge of physics, so naturally he would think that knowledge is more important than Thinking Skills, or, at least, should come first in the study of physics or anything else.
We have finally come to realize that, after all, Google has all the knowledge we will ever need, and so, with keyboarding skills, and some time in Common courses on Thinking Skills, our students will be well prepared to launch their careers as ignoramuses, and make their own unique contributions to the disappearance of knowledge, understanding and wisdom in the United States, and to the decline of our civilization (which means–oh, never mind–just look it up!).
Let those history-minded Asian countries continue to ask their students to acquire lots of knowledge. Our students will have their new Common Core Thinking Skills, and all the pride and self-esteem that the ignorance we have given them can support.

Madison Schools’ Measures of Academic Progress (MAP) Assessment Results Released

The Measures of Academic Progress (MAP) is a computer adaptive series of assessments from the North West Evaluation Association (NWEA). There are tests in reading, language usage and math.
When taking a MAP test, the difficulty of each question is based on how well a student answers all the previous questions. As the student answers correctly, questions become more difficult. If the student answers incorrectly, the questions become easier. In an optimal test, a student answers approximately half the items correctly and half incorrectly. The final score is an estimate of the student’s achievement level. Each test takes approximately 50 minutes to complete.
MMSD has chosen to administer MAP for the following reasons:

  • It helps ensure technical infrastructure to support implementation of Smarter Balanced Assessment.
  • Rapid turn-around of classroom, school and district level data.
  • Nationally normed results give a more accurate picture of MMSD’s standing.
  • MAP measures student achievement growth in content area and within strands in a content area.
  • Beginning 2012-13, MAP will be aligned with the Common Core State Standards
  • MAP is not high stakes. It is not reported to the state for accountability purposes, but rather for district and school improvement.

In 2011-12, MAP was administered for Grades 3 through 7. In 2012-13, it will be expanded to include Grade 8. The default is to provide the test to all students, but MMSD has the ability to use judgment for students with disabilities. So, not all special education students will take MAP. Also, MAP is not for ELL levels 1 or 2.

I’m glad the Madison Schools published this information, and that they are implementing a much more rigorous assessment than the oft-criticized WKCE. I look forward to seeing the District’s report on the EXPLORE assessment, as well.
Nearby Monona Grove has used the MAP assessment for a number of years. It would be interesting to see how the Districts compare.

School leaders refuse to say why district is adopting unproven products

Several top leaders of Spokane Public Schools appear to believe they don’t have to publicly justify their decision-making, or even respond to questions about it.
On June 11, I asked 11 Spokane school district leaders (six administrators and five board directors) for their rationale for adopting unproven Common Core curricula on top of the failed curricular materials the district already has. The administrators, from the Department of Teaching and Learning, collectively get more than half a million taxpayer dollars per year in base salary. Five didn’t respond, one didn’t answer the questions, and four of the board directors said the board president would answer for them.
Therefore, from 11 district leaders, I received one answer (and in my opinion, it isn’t a very good one).
My questions aren’t difficult. I didn’t ask how the universe began, why God allows evil to exist, or how to build a rocket. I didn’t ask how to climb mountains, survive a nuclear attack, or create world peace. Here’s the gist of what I asked:




In Defense of Cursive

As of Independence Day, 2012, forty-five of the fifty United States have adopted the Common Core curriculum in their public elementary schools. Those states are now in the process of phasing out the teaching of cursive writing, which, apparently, does not accord with the mission statement of the curriculum’s framers: to impart skills that are “robust and relevant” to the modern world.
I grew up in the nineteen-fifties, when the art of penmanship was taught to every schoolchild in America, and prized as a sign of cultivation. I loved ruling the blank pages of my copybook, then filling the spaces between the lines with shapely letters–“M” and “W” were my favorite capitals; “j” and “y” my favorite minuscules. If I had not learned to write cursive, I probably never would have learned to read it, and my archival work as a biographer–deciphering the handwritten letters of men and women born in the nineteenth century, or the early decades of the twentieth–would have been extremely arduous, if not impossible. A knowledge of cursive may not be “relevant” to the modern world, but it is essential to a visceral sense of the past, and an ability to examine the literature, correspondence, and history contained in original documents.

Grades K-2 Literacy Walkthroughs
Background: Observations of literacy classes, or, walkthroughs, were scheduled for seventeen of MMSD’ s highest poverty elementary schools during the months of April and May. Three administrators visited each school for a half-day for a minimum of 12 hours of observation per school. All K-2 classrooms are observed for at least an hour by one of the three administrators. Second/third grade classrooms were observed in schools with multi-aged instructional designs. When substitute teachers are present, follow-up observations were attempted.
The purpose of the walk throughs was to provide schools with a baseline of literacy practices and to communicate a district snapshot of K-2 observable literacy practices when student routines and independence are well established. Although not a complete picture, the walkthroughs provided evidence of teaching emphasis, expectations, school/district implementation efforts and additional anecdotal information that might suggest potential areas for consideration.

Observation Tool: Please see the attached document. This is an observation protocol merging documents developed by Fountas and Pinnell and Dom. This observation tool was selected because it captured the general categories of literacy instruction that would be included in a 90-120 minute literacy lesson. Observers could capture any of the elements observed during the 60 observations. An additional section, classroom environment provides a way to document materials and classroom structures.
Preliminary Findings:
1. The majority of primary literacy environments were organized around a Balanced Literacy Model. However, within that model, there was significant variation in what the model looked like. This lack of consistency was seen both within and across all 17 schools.
2. Most classrooms were organized in a planned and thoughtful manner. Attention was given to the development and use of a classroom library, individual book boxes and areas where students could work in pairs or small groups.
3. Although classrooms in most schools were thoughtfully organized, some classrooms were cluttered and there were not optimal environments for learning. It is recommended that IRTs work with teachers to create good physical environments in all classrooms.
4. Although the majority of classrooms had at least a 90 minute literacy block, some did not. Attention to direct instruction for at least 90 minutes is crucial for the success of all learners. Principals must make this a clear expectation. The literacy block must also be implemented with fidelity.
5. There was a lack of consistency both within and across grade levels based on common core standards and best teaching practices. This should be an area of emphasis for all schools. IRTs and principals will need to develop a tight structure of accountability that supports the Common Core State Standards and the Curriculum Companion tool.
6. In most cases, instruction in phonics and phonemic awareness was clearly evident. This instruction reflected the professional development both at the district and school level around phonics instruction, phonemic awareness and word work. Instruction appeared to be more systematic, targeted and focused than in previous years.
7. Guided Reading Instruction was observed in the many of the classrooms. It should be noted that in several schools guided reading did not occur five days a week. A wide range of practices were observed during guided reading. Teaching points were often unclear. Observers noted few teachers administering running records or maintaining other types of formative assessments.
8. Targeted, focused instruction around a precise teaching point is a critical component of quality literacy instruction. Focused feedback emphasizing areas of student mastery was also inconsistent. Again, consistency related to core practices as well as ongoing specific assessment practices should be apparent within and across elementary grades.
9. Professional development work should continue around the use of assessment tools. Principals must require the practice of ongoing assessment in all classrooms.
10. The development and use of anchor charts and mini lessons are critical pieces of strong core instruction. Anchor charts and mini lessons were seen in some classrooms and not in others. Professional development should address these ideas so that there is consistency across the district.
11. In many classrooms, the quality of independent student work was of concern. Teachers in all classrooms must pay careful attention to independent student work. This work must support the structure of the literacy block, be consistent with the focus of guided reading and be at each student’s independent level. Emphasis must consistently be on authentic reading and writing tasks. Work should be differentiated. Coloring, cutting/pasting and copying of other printed work would not be considered quality independent literacy work and this was seen in many classrooms (bold added).
12. Teachers were inconsistent in giving feedback to students related to specific learning. Clear, corrective feedback and/or affirmation of solid understandings will accelerate individual student learning and help learners tie the known to the new.
13. All students should also be receiving ongoing, focused feedback related to independent work and independent reading. Regular conferencing and assessment of independent reading and writing is a crucial component of a rigorous literacy curriculum.
