Louisiana students who used vouchers to switch from public to private schools did worse in the first year, then improved, concludes a University of Arkansas study. After three years, voucher students were doing as well as similar students who hadn’t switched; low performers did significantly better in English.

The Indiana study looked at students in grades 3-8 who switched from public to private schools. In the first year, they lost ground in math, but they bounced back in the next few years and moved ahead in language arts in the fourth year.

“Overall, voucher students are lower-achieving students from the public sector and enter private schools substantially behind their private school peers, researchers wrote. “During the [Indiana voucher program’s] first few years of implementation, many private schools lacked the capacity or experience in educating new students who are academically behind.”

The Voucher Fight Isn’t Clear-Cut

When my son attended our neighborhood public elementary school, he hid under a desk every day. His teacher regularly yelled at the mostly low-income students and typically ignored him – under that desk, he was out of sight, out of mind.

He tested as profoundly gifted, but a constellation of emotional and social issues caused him to shut down in the classroom. Some public schools are successful in educating children like ours, but this one wasn’t. Our son was helped by a full-time aide and a certified assistant teacher, both kind but badly educated about how to work with him. He was lagging academically and faced being funneled into a dead-end, segregated classroom. We were desperate.

We considered private school, but the only ones that welcomed students with special needs – not to mention one who hid under his desk all day – were much more expensive than typical private schools.

I’m an education researcher and policy analyst, and before that point I’d been firmly opposed to school vouchers, for all the typical reasons: their track record, concern about government money going to religious schools, equity issues and a sense that private schools weren’t accountable to parents in the same way public schools are. The voucher debate has long been cast as one between opponents and supporters of public schools, and I was – and still am – in the latter camp: someone who has always believed that public schools matter, should be funded better and have the potential (and duty) to serve all students well.

F COLLEGES PROVIDE VALUE, then let’s make them warranty their offerings. Make the colleges be the lenders—responsible for the loans they approve. Goodbye to Uncle Sam, his tuition-inflation program, and his support for colleges that don’t offer value.

In order to be able to lend, colleges would need to capitalize their assets, such as their endowments and all of the human capital represented by their graduates’ future earning power. This would be a useful exercise for those institutions that haven’t been paying attention to the value of their products. The quality of classes they offer could improve and become more relevant as a result.

Some colleges might reduce the variety of degrees they offer, while other colleges might specialize in fields of study that attract cash-based or independently financed students.

Lending colleges ought to improve their career counseling to manage their new risky assets—the students. Students might also receive other benefits, such as more and better placement services through alumni or local businesses, since the colleges would have vested interests in their success.

An additional feature on the proposition for colleges as lenders could be to offer adjustable-rate debt agreements based on students’ final grade-point averages. Rates could be discounted for grades at or above B average and raised for lower grade averages. Students should find a direct incentive to invest in academic success.

An equity-conversion option could also offer students protection for times when quality employment opportunities aren’t plentiful for their degrees. College lenders could grant an option to graduates for an equity conversion within the first three years after graduation.

Exercising the option would convert a student’s fixed debt payment into a fixed equity interest for a lender, such as a claim on 10% of the student’s income for the next 20 years. Over a couple of decades, payments from highly successful students who converted should offset low payments from those less successful. These equity conversions could provide colleges with a form of automated endowment growth.

Congressman Mark Pocan (D-Wis.) tried to grill Education Secretary Betsy DeVos Wednesday about the performance of the Milwaukee voucher program, at one point asking her if she’d send her own children to one of the city’s lowest-performing voucher schools.

DeVos demurred on that question during a House subcommittee hearing. Later, she suggested that it would be up to states to figure out how to hold private schools accountable for the millions of public dollars they would receive under the Trump administration’s proposed budget.

In their sprightly exchange, Pocan, who supports public schools, and DeVos, a longtime advocate of private schools, managed to do something remarkable: Explain the entire history and controversy over school vouchers in Wisconsin in under six minutes.

Private schools are doing worse in Washington, DC Should you spend your voucher on one?



The Economist:

IMAGINE you are a poor parent in Washington, DC. You assumed you would send your child to a public school. But you have been offered a voucher worth up to $12,000 towards tuition at a private one. Should you use it?

Until recently the evidence suggested that you should. In 2004 Congress created the DC Opportunity Scholarship Programme, the first school-voucher scheme directly subsidised by the federal government (states and charities subsidise many others). Since then up to 2,000 families a year have been handed vouchers to attend private school after winning lotteries. In 2010 a study found that 82% of pupils offered a voucher went on to graduate from high school, compared with 70% of similar peers who attended public schools.

Buoyed by Donald Trump’s championing of a voucher system—and cheered on by his education secretary Betsy DeVos—Arizona just passed one of the country’s most thoroughgoing policies in favor of so-called “school of choice.” The legislation signed by Governor Doug Ducey allows students who withdraw from the public system to use their share of state funding for private school, homeschooling, or online education.

Making educational funding “portable” is part of a much wider political movement that began in the 1970s—known to scholars as neoliberalism—which views the creation of markets as necessary for the existence of individual liberty. In the neoliberal view, if your public institutions and spaces don’t resemble markets, with a range of consumer options, then you aren’t really free. The goal of neoliberalism is thereby to rollback the state, privatize public services, or (as in the case of vouchers) engineer forms of consumer choice and market discipline in the public sector.




Power, Policy and Prayer: My Eye-Opening Phone Call With Betsy DeVos

A few weeks ago I wrote a blog expressing my exasperation with my children’s public school education and my attraction to school vouchers. To my surprise, United States Education Secretary Betsy DeVos spoke about that blog in a speech, and her staff later invited me to the Department of Education (DOE) to meet and talk about schools. It was an on-the-record discussion, and I wrote about it too.

Then last Wednesday, I had an exclusive, eye-opening conversation with the secretary.

DeVos called me on my cell phone from a restricted line at precisely 10:00 a.m. To help me relax and talk to her straight, I decided to stay in bed and take the call wearing my fuzzy pajamas with my night scarf still on. (Whatever works, right?)

The call was arranged just 24 hours earlier, so overnight I had reached out to a core group of family and friends to ask them to pray for me to have wisdom and to also send me questions for her. It was my duty, I felt, to voice the needs of my community—low- and middle-income African-American families—to the most powerful person in public education.

What surprised me was that DeVos seemed to have called not to talk, but to listen. Our 30-minute call turned into an hour, and she didn’t seem to mind. She was gracious, granting me on-the-record permission to blog about our conversation even though I admitted that I hadn’t taken many notes or recorded the phone call.

DeVos: Do you think empowering parents to choose what schools to send their children to would change the dynamics of schooling?

Me: Yes. Schools need to work for students, not the other way around. That said, there must be some safeguards in place to ensure that the school choices are high quality, otherwise we’ll have a situation like in Detroit where most of the school choices are bad.




School Choice Deniers



Wall Street Journal:

President Trump has made a cause of public and private school choice, and liberals who oppose evaluating teachers based on student achievement are now hyping a few studies that have found vouchers hurt student performance. A closer look still supports the case for giving parents choice.

More than 400,000 students in 30 states and Washington, D.C., participate in private-school choice programs whose designs and funding sources vary. Over the last two decades dozens of studies have sought to measure these programs’ impact on student growth. Those with the most rigorous methodologies have produced positive findings.

A meta-analysis last year by the Friedman Foundation found that 14 of 18 empirical studies analyzing programs in which students were chosen at random by lottery found positive academic outcomes. Two demonstrated no visible effect, while two recent studies of Louisiana’s voucher program found negative effects. The Louisiana studies are disconcerting since voucher proponents have hailed the program, and the negative effects were large. Math scores declined in one study by 0.4 standard deviations after one year in private schools, representing a 50% increase in likelihood of failing the state test.




School choice programs aren’t in conflict with public education

There have been a number of conflict-based education stories on the Wisconsin Parental Choice Program (WPCP) recently. In that mold, a story in the Milwaukee Journal Sentinel looked at expansion of the WPCP in a piece titled “Tensions rise as vouchers pick up traction across Wisconsin.

Pitting one school type against another creates the structure for this narrative. Unfortunately, to maximize impact, a great deal of context was omitted from the story and positive collaboration was overlooked.

The story begins by painting a wonderful picture of the Chilton school district. However, an ominous, dark cloud is approaching — the WPCP. Cue the dramatic music.

The column insinuates that athletics and theater at Chilton are at risk now that a local Catholic school has joined the WPCP. Allegedly, pending enrollment declines will impose great harm or inflict higher property taxes.




Commentary On Wisconsin K-12 Governance Options



Erin Richards:

To qualify for a voucher in the statewide program, students have to come from families earning no more than 185% of the federal poverty level, or about $45,000 for a family of four or about $52,000 if the parents are married. The income limit for the Racine and Milwaukee programs is 300% of the federal poverty level.

Vouchers are different than charter schools, which are fully public schools that are privately operated, often by nonprofits. Charter schools receive freedom from some state rules and school district oversight in exchange for demonstrating higher-than-average student achievement, the terms of which are outlined in their charters, or contracts.

“School choice” refers to vouchers and charters and other options parents can choose outside their assigned neighborhood school. But vouchers are the most controversial because they usually support religious schools that don’t have to follow all the same rules as public schools. Private schools that accept vouchers are not legally obligated to serve all children with special needs, and they do not have to disclose all the same data as public schools.

Madison’s non diverse government K-12 system has long tolerated disastrous reading results.

This, despite spending more than most, now around $18,000 per student. .

Muldrow’s campaign issued the statement after her answer to a question — about what candidates would say to families who had children in an underperforming school and viewed vouchers as a way out — sparked criticism on social media from some in the community.

A Wisconsin State Journal article published Friday morning paraphrased Muldrow’s answer, alluding to the idea that she supported private school vouchers for students who don’t feel successful in a public school environment.

The article stated: “If the opportunity for students’ success doesn’t exist at a school, Muldrow said, private school vouchers should be offered to students who would learn better at a private school. But Muldrow said she opposes public money going to religious schools.”

Madison has long tolerated disastrous reading results, despite spending more than most – now about $18k per student annually.




Tony Evers seeks a third term after battles with conservatives, cancer and Common Core

“The ability for school boards to use charters as kind of an incubator — I think that’s great,” Evers said, who lamented that the public often conflates private voucher schools with charter schools.

Evers, who now opposes the expansion of taxpayer-funded school vouchers in Wisconsin, also once voiced support for them in 2000 — when only students in Milwaukee could use them.

“To me, the key is student learning. I don’t care if we find success in voucher schools, charter schools or Milwaukee public schools. The idea is to find what works and replicate it as soon as possible. So from that standpoint, I believe the (voucher) experiment needs to continue,” Evers said in 2000.

By 2001, however, while running against former West High School principal Libby Burmaster, who would go on to beat him, Evers had publicly opposed the expansion of vouchers beyond Milwaukee and said the system’s level of financial and academic accountability must increase.

Evers said he has tried to “thread the needle” on the issue since then.

Dismal Voucher Results Surprise Researchers as DeVos Era Begins

But even as school choice is poised to go national, a wave of new research has emerged suggesting that private school vouchers may harm students who receive them. The results are startling — the worst in the history of the field, researchers say.

While many policy ideas have murky origins, vouchers emerged fully formed from a single, brilliant essay published in 1955 by Milton Friedman, the free-market godfather later to be awarded a Nobel Prize in Economics. Because “a stable and democratic society is impossible without widespread acceptance of some common set of values and without a minimum degree of literacy and knowledge on the part of most citizens,” Mr. Friedman wrote, the government should pay for all children to go to school.

But, he argued, that doesn’t mean the government should run all the schools. Instead, it could give parents vouchers to pay for “approved educational services” provided by private schools, with the government’s role limited to “ensuring that the schools met certain minimum standards.”




Notes on the Wisconsin Department of Public Instruction Superintendent Election



Annysa Johnson:

Evers, 65, said his large margin Tuesday reflected Wisconsin voters’ commitment to public education. But he could face a tough fight ahead, he said, if Holtz attracts funding from school reform proponents across the country.

“They both vowed to go after national voucher money, and I assume that will be Mr. Holtz’s M.O.,” Evers said of his challengers. “If that happens…we will work as hard as we can to raise money and get people out to vote the next time around.”

Holtz, 59, was not available for comment, according to his spokesman, because he was celebrating with friends and family. The candidate issued a statement saying he would present “an alternative vision for the future of Wisconsin’s students to that of Dr. Tony Evers.”

Humphries congratulated both candidates in a statement and urged voters to learn more about Holtz’s proposals and to ask Evers what he plans to do differently.

“I remain convinced that Wisconsin students can achieve so much more with the right leadership at DPI.”

So far, Evers has a significant edge financially. As of Feb. 14, he had raised more than $245,000 over the past 13 months, compared to Holtz’s $54,280. But Holtz is expected to pick up many of Humphries’ conservative supporters and could attract outside funding from education reform advocates who see a chance to bring Wisconsin in line with the views of new U.S. Department of Education Secretary Betsy DeVos, who has been critical of Common Core and supports the expansion of taxpayer funded vouchers.

Higher-than-expected turnouts in Madison and Dane County at large — as much as 18% to 22%, according to early estimates — likely helped Evers. Madison and Dane County clerks could not say whether the DPI race brought voters to the polls.

The state superintendent race pits two former school district superintendents and longtime educators against each other — a proponent of expanding school choices and an opponent of the state expansion of taxpayer-funded school vouchers.

On the April 4 ballot will be two-term incumbent Tony Evers, a public school advocate backed mostly by liberals and teachers unions who has been at odds with Republicans for years over his adoption of the Common Core State Standards and his opposition to the expansion of private school vouchers in the state.

He took about seven of every 10 votes in the primary.

His challenger, Lowell Holtz, is backed mostly by conservatives and school voucher supporters. He is making his second run for the position and opposes the Common Core State Standards and favors expansion of educational options — including taxpayer-funded vouchers — other than public schools.

Holtz got 23 percent of the vote Tuesday, and was dogged by allegations that he sought to get out of the race in exchange for a guaranteed, taxpayer-funded $150,000 job that would let him oversee the state’s largest school districts, including Madison.

Evers is seeking a third term in the wake of massive membership losses for the state’s largest teachers union, a strong campaign contributor for Evers in the past, setting the stage for the potential of third-party groups spending on behalf of Holtz to ensure the election of a voucher supporter.

Commentary On The Legacy Government K-12 School Climate

With a contested race for state superintendent of public instruction and a legislative session that is swinging into gear, much is at stake for public education in Wisconsin.

One of the fundamental issues at the center of the debate is the potential expansion of “school choice,” which is the term used to describe using public school funds to expand independent charter schools, school vouchers, and a more recent phenomenon called “education savings accounts.”

The way “choice” works is that state lawmakers force public school districts to pay for vouchers for private schools or the creation of charter schools that have no accountability or connection to our local districts.

In other words, even if the state provides us with more aid, which some have promised, it is then drained from our public schools and given to independent charters and private schools on the back end.

This is the thing. Over 50 million students are served in K-12 public schools in the United States. In comparison, 5 million are served in private or independent charter schools. Public education is paramount to the success of our students, our communities and our country.

As a public school superintendent and longtime educator, I am exhausted by the oversimplification of the problem and the potential solutions. That’s because the persistent correlation between socioeconomic status and educational achievement in our country is real. And race, structural racism in particular, is the driving force behind it.

It is absurd to me that some policymakers believe that the solution is simply to give parents “choice” — or in other words, drain more and more resources from public schools.

My key question to our legislators is this: What is your agenda for helping our public schools better serve the vast majority of students in the United States and in Wisconsin? How can you help us do more of what we know works in education?

What can you do to help us address gaps in students’ health and well-being, making it possible for every child to attend school daily and be fully attentive and ready to learn? Even if our academic strategies are perfect, if a child is not ready to learn, we won’t see better results. We have to find ways for our system to ensure those needs are met so that children are ready to excel.

Here in Madison, we are embracing the community school model. Community schools take our support of students and families to the next level through power sharing and integration of coordinated services into schools, where our students and families are every day.

What can you do to help us personalize the educational experience for students? Our students deserve unique educational opportunities that build on their strengths and interests and help them meaningfully explore future college and career options so that they can be successful at each stage of their education and graduate ready for today’s world and today’s economy.

We are doing that locally — through the implementation of our technology integration plan and through the establishment of personalized pathways to graduation at the high school level.

Unfortunately, Madison has long tolerated disastrous reading results. This, despite “plenty of resources“.

Wisconsin DPI Superintendent Tony Evers Responds to Madison Teachers’ Questions

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

Are Charter Schools Good or Bad for Black Students

Black History Month began Wednesday, and this year’s theme is “The Crisis in Black Education.” According to the Association for the Study of African American Life and History, the group that founded BHM—this crisis “has grown significantly in urban neighborhoods where public schools lack resources, endure overcrowding, exhibit a racial achievement gap, and confront policies that fail to deliver substantive opportunities.”

President Barack Obama championed these publicly funded but independently run schools, whose promise is that freedom from traditional bureaucratic regulation will allow educators to innovate, thus improving student outcomes. Unlike vouchers—essentially publicly funded passes for select students to attend private school, which Democrats typically oppose—charters are a public form of “school choice” that enjoys bipartisan support. In particular, supporters see them as a lifeline to poor and minority families; most are located in urban and other low-income areas across the country.

But the charter movement was dealt a devastating blow last year when both the NAACP and the Black Lives Matter–aligned Movement for Black Lives called for a moratorium on these schools. With its resolution, the NAACP listed four conditions under which the nation’s oldest civil rights group would support further charter proliferation:

Curriculum Is the Cure: The next phase of education reform must include restoring knowledge to the classroom.

President-elect Donald Trump’s nomination of Betsy DeVos as secretary of education has set off a new round in America’s long-running education wars. Teachers’ unions and progressive activists are warning of impending disaster—that DeVos and other “billionaire privatizers” are out to dismantle America’s public schools, the pillars of our democracy. Pro-choice education reformers, on the other hand, are cheering the DeVos appointment, and see great opportunities ahead for their movement. DeVos is one of the nation’s most tenacious advocates for (and generous funders of) the market approach to education. She likes charter schools, but is a true believer in vouchers—the policy of giving parents of children stuck in failing public schools tax dollars to pay tuition at the private schools of their choice. Even more encouraging, DeVos will presumably have the backing of a president who pledged on the campaign trail to use $20 billion in federal education funds to boost voucher programs in the states.

Unfortunately, hyperbole seems to be trumping reality (pun not intended) in this latest dust-up over the schools. Both sides ought to consider a ceasefire in order to begin focusing on the major cause of bad schooling in America: a half-century of discredited instructional practices in the classroom.

Let’s dispose of a couple of canards. First, the Trump administration isn’t about to privatize the public schools—far from it. During the campaign, the Republican-dominated Congress passed the Every Student Succeeds Act (ESSA) that includes provisions severely limiting the federal role in K-12 education. These restrictions make it exceedingly difficult for the new administration to launch any sort of national school-choice program or to do away with Common Core. For better or worse, the future of all such reforms will remain exactly where they began—in the states.

Second, neither side in the debate has been entirely candid on the issue of charters and vouchers. We’ve already had several decades of robust school-choice experiments in the states and localities, many of which have been thoroughly evaluated. The results provide little confirmation for either side’s argument on how best to improve the schools. Charters seem to have produced significant gains for students in some school districts, including New Orleans, Washington, D.C., and New York. On the other hand, the largest study of charter school effects nationally (conducted by Stanford University’s Center for Research on Education Outcomes) found that only 17 percent of all charters had higher academic gains than similar public schools, while 37 percent had worse performance. Forty-six percent of charters performed no better or worse than public schools in the same district.

The grade for voucher programs is also an Incomplete. The country’s largest voucher experiment was launched in Milwaukee, Wisconsin, 26 years ago. Today, more than 28,000 students are enrolled in the program, one-in-four of all the city’s students. Most minority parents are happy with their voucher schools—not a small point in its favor—but there has been no Milwaukee academic miracle. In fact, the city’s black children have recorded some of the worst test scores of any urban district in the country, as measured by National Association of Educational Progress (NAEP) tests.

Meet the New Kochs: The DeVos Clan’s Plan to Defund the Left

Dutch immigrants from a conservative Protestant sect chose this “little Holland” in western Michigan more than 150 years ago in part for its isolation. They wanted to keep “American” influences away from their people and their orthodox ways of running their community. Many of their traditions have lasted generations. Until recently, Holland restaurants couldn’t sell alcohol on Sundays. Residents are not allowed to yell or whistle between 11 p.m. and 7 a.m. If city officials decide that a fence or a shed signals decay, they might tear it down, and mail the owner a bill. Grass clippings longer than eight inches have to be removed and composted, and snow must be shoveled as soon as it lands on the streets. Most people say rules like these help keep Holland prosperous, with low unemployment, low crime rates, good city services, excellent schools, and Republicans at almost every government post. It’s also where President-elect Donald Trump’s nominee for education secretary, billionaire philanthropist Betsy DeVos, grew up.

Sitting in his spacious downtown office suite, Arlyn Lanting is eager to talk about his longtime friend, who will begin confirmation hearings Tuesday to become the nation’s top-ranking education official. DeVos is married to Amway scion Dick DeVos (whose father, Richard DeVos, is worth more than $5 billion, according to Forbes) and is seen as a controversial choice because of her track record of supporting vouchers for private, religious schools; right-wing Christian groups like the Foundation for Traditional Values, which has pushed to soften the separation of church and state; and organizations like Michigan’s Mackinac Center for Public Policy, which has championed the privatization of the education system.

Of class and classes



Glenn Reynolds:

The long knives have come out for Education secretary nominee Betsy DeVos. But her critics aren’t attacking her because they think she’ll do a bad job. They’re attacking her because they’re afraid she’ll do a good job. But I think that her success will be important, if you care about addressing inequality in America.

What DeVos’s critics hate most is that she’s an advocate of school choice. DeVos supports charter schools, education vouchers, and other ways of letting parents control where their kids go to school. The people who hate this idea are mostly, in one way or another, people who instead want a captive market of taxpayer-funded pupils. But what’s good for politicians, administrators, and teachers’ unions isn’t necessarily good for kids.

The other day I noticed a series of tweets from photographer Chris Arnade, who specializes in portraits of the parts of America that aren’t doing well. Arnade stressed that the big source of inequality in America is cultural, rather than economic. The values that are extolled by what he calls the “front row kids” who run things (Joel Kotkin calls them the “gentry liberals”) are those associated with fancy education, and it’s hard to get ahead without knowing them.

Even as we’ve had more talk about economic inequality, the lines of social inequality have hardened: You are made invalid, and so are your views, if you cannot speak as we speak. Eat as we eat. Dress as we dress. Properly pronounce. The tools to remind you of your place — that you are uneducated — are satire. Mocking. Condescending. Smug. Disdain. Or just dismissal.




How teachers’ unions are fighting his education secretary pick, Betsy DeVos.

On the day President-elect Donald Trump announced Michigan billionaire philanthropist Betsy DeVos as his pick for education secretary, the heads of the country’s two largest teachers unions jumped to condemn the choice. American Federation of Teachers (AFT) president Randi Weingarten called DeVos “the most ideological, anti-public education nominee put forward since President Carter created a Cabinet-level Department of Education.” National Education Association (NEA) president Lily Eskelsen García noted the administration’s choice “demonstrated just how out of touch it is with what works best for students, parents, educators, and communities.”

Educators have worried that DeVos, a prominent Republican fundraiser, and her support for “school choice” and the use of vouchers would endanger public education. With the billionaire’s confirmation hearing slated for Wednesday, the nation’s two biggest teachers’ unions have gone on the offensive with grassroots campaigns to challenge DeVos’ nomination.




Commentary On Wisconsin’s K-12 School Climate

The Underestimated Development of 2016 Award: The launch of special education vouchers statewide. Only 206 students statewide qualified in September for these $12,000 vouchers (which was about 10 times what I expected given the narrow eligibility rules). It was a foot in the door, and I’ll be surprised if the rules aren’t changed so that more students can take part in coming years.

The Stuck Needle Award: The state’s new accountability systems. The first results of the Forward test were released in 2016, along with the first round of revised school report cards. The results were not much different from those using the old tests and report cards. Overall, fewer than half of the state’s third- through eighth-graders were rated proficient in reading and language arts. Is this satisfactory? Tell me again, how are we going to move forward in 2017 and beyond?




Problem of ‘whiteness’ pales in comparison to problem of free speech



Chris Rickert:

If I were Santa Claus, my Christmas gifts to Republican state Rep. Dave Murphy and Republican state Sen. Steve Nass would be vouchers to enroll in the UW-Madison class “The Problem of Whiteness.”

According to a course description, it offers the chance to wonder “what it really means to be white” and asks: “Since white supremacy was created by white people, is it not white folks who have the greatest responsibility to eradicate it?”

For the professor teaching the class and other identity politics-obsessed UW faculty, I’d provide bus tickets to some struggling rural hamlets in Murphy’s and Nass’ districts, where if whiteness is a problem, pretty much everybody is problematic — even if the real problems have less to do with race than with garden-variety social dysfunction and lack of income.

Maybe then conservative legislators would stop measuring academia according to their politics, and ivory tower academics would stop conflating teaching with pontification.




Commentary on Education Federalism



Kim Schroeder (President of the Milwaukee Teacher Union:

Critics may say that not all charter schools are bad, which may be true. But only a small percentage of private charters outperform traditional public schools. And private schools serve fewer English-language learners and children with special needs; expel a disproportionate number of minority students; and, even though they are funded with public dollars, are not held to the same legal standards as public schools. We should not consider funding these schools with public dollars unless they are held to the same standards as public schools.

The Milwaukee Teachers’ Education Association represents the educators who work with the children and families of Milwaukee Public Schools. We cannot stand by as the private school profiteers cheer, waiting for DeVos to funnel every last dollar from our public schools into their bank accounts — without any strings attached. This single cabinet appointment could undo decades of advances in public education set up to protect the educational rights of every child in this nation.

With Donald Trump’s recent nomination of Betsy DeVos for secretary of education, people in the education world have picked sides faster than in a Super Bowl office pool. A common subject of debate, raised by Doug Harris in a New York Times op-ed, is the education track record in Ms. DeVos’s home state of Michigan. Ms. DeVos is an unabashed supporter of school choice, including the expansion of for-profit charter schools and vouchers. In Michigan, an aggressive choice policy has resulted in schools of wildly varying quality. Harris asserts that Michigan represents choice run amok, “a triumph of ideology over evidence.” Choice advocates in the state have come rushing to their schools’ defense, often sounding like union representatives protecting their weakest members.

At CRPE, we’ve spent time studying Detroit’s and Michigan’s choice systems. We’ve looked at student outcomes, visited schools, and spoken to choice advocates and district officials. Most importantly, we’ve interviewed and surveyed parents. We have been clear that families are, for the most part, experiencing a chaotic, low-quality, and largely unregulated charter school environment. But we’ve also been clear that the facts don’t support neat and tidy conclusions. In Michigan, the problem hasn’t been choice itself: the failure is in the way choice has been executed.




Charter Schools and Milwaukee K-12 Governance

Just when it seemed like the annual trends involving the education landscape of Milwaukee had become predictable and boring, a couple of unpredicted things happened.

Around this time every year since 2008, I’ve put together a chart showing where Milwaukee children are getting a publicly funded education, sector by sector. I try not to get too hung up on “sector wars,” but the trends for school enrollment are crucial to understanding our complicated education scene.

In summary, the percentage of students enrolled in the conventional Milwaukee Public Schools system was falling by 1 to 2 percentage points almost every year. Use of publicly funded vouchers to attend private schools, almost all of them religious, was rising each year (this year, just under a quarter of the city’s students are in the voucher program). Enrollment in non-MPS charter schools was rising each year. And the number of Milwaukee children going to public schools in the suburbs rather than in MPS, using the state’s open enrollment law, was rising substantially.

Jensen and Underwood squared off as part of a discussion on the lessons learned from a quarter century of school vouchers in Wisconsin, moderated by Alan Borsuk, a longtime education journalist and fellow at the law school.

Wisconsin’s is the largest voucher program in the country with 261 schools and more than 33,700 students taking part. As part of the program, students receive state-funded vouchers of $7,232 or $7,969, depending on the grade, to attend private schools, most of them religious.

Table set for major school choice push

We already have hefty private school voucher programs in Milwaukee and Racine and a growing voucher scene in the rest of the state, plus a new special-education voucher program, and a convoluted but fairly lively charter school scene, particularly in Milwaukee. What more could be done?

It’s a time when school choice insiders are pulling out their wish lists and brain storming. The special ed vouchers and the statewide voucher program could be given bigger pushes. Maybe something could happen to increase the number of charter schools statewide, but charters always seem to play back-up to private schools in state politics.

Ideas such as “education savings accounts,” discussed in this column recently, are increasingly likely to emerge. Such accounts could offer parents more flexible ways to select education programs for their children, potentially including several providers. No one so far has gotten specific about what this could mean, but there’s serious interest.




On Federal Education Governance

It is hard to find anyone more passionate about the idea of steering public dollars away from traditional public schools than Betsy DeVos, Donald J. Trump’s pick as the cabinet secretary overseeing the nation’s education system.

For nearly 30 years, as a philanthropist, activist and Republican fund-raiser, she has pushed to give families taxpayer money in the form of vouchers to attend private and parochial schools, pressed to expand publicly funded but privately run charter schools, and tried to strip teacher unions of their influence.

A daughter of privilege, she also married into it; her husband, Dick, who ran unsuccessfully for governor of Michigan a decade ago, is heir to the Amway fortune. Like many education philanthropists, she argues that children’s ZIP codes should not confine them to failing schools.

But Ms. DeVos’s efforts to expand educational opportunity in her home state of Michigan and across the country have focused little on existing public schools, and almost entirely on establishing newer, more entrepreneurial models to compete with traditional schools for students and money. Her donations and advocacy go almost entirely toward groups seeking to move students and money away from what Mr. Trump calls “failing government schools.”




Less than half of Wisconsin public school students proficient or advanced in math and language arts

On the latest round of statewide tests, fewer than half of Wisconsin public school students in grades three through eight scored proficient or better in English language arts or math.

The results, released Tuesday by the state Department of Public Instruction, showed 42.5 percent of students scored in those top two categories in English language arts, while slightly fewer, 42.3 percent, scored proficient or advanced in math.

The state simultaneously released scores from the ACT college readiness assessment, now required of all high school juniors in Wisconsin. In this second year of the requirement, the composite ACT score for public school students was 20.1 out of a possible 36, up one-tenth of a point from the prior year.

The results are the latest picture of how publicly-funded students are performing in core subjects statewide.

A 2-year-old statewide ACT exam administered to all juniors offered a look at performance at high schools funded by taxpayers. Juniors in public schools posted an average composite score of 20.1, close to the same as last year. Juniors using taxpayer-funded vouchers to attend private high schools posted a lower overall ACT score — 18.2 — than public schools but made comparatively more improvement from last year.

The Wisconsin Department of Public Instruction made test-score results for all public schools and districts available on the department’s searchable data portal Tuesday. The private-school results can be found in separate spreadsheets on the department’s website.

“The federally required tests give us a look at how kids are doing when compared to a rigorous standard,” DPI Spokesman Tom McCarthy said. “They are not trying to assess whether a student is passing or failing a given grade.”




Reforms That Stick: How Schools Change

There is a strongly-held myth many academics, policymakers, and reformers repeat weekly: schools hardly ever change. Those who believe in this myth often cite the large literature demonstrating failed innova­tions in schools or point at calcified bureaucracies and stubborn teachers and principals who block reform after reform (see here and here). Like all myths, this one has a factual basis. There have been many failures to transform schooling in the U.S. From open-space schools to vouchers, there have indeed been vain attempts to alter the course of schooling.

Such a myth is useful for those who beat the drums that U.S. schools are broken. After all, they seek changes that meet their view of what constitutes a “good” education. “Troubled” schools is the basis for the profound pessimism that presently exists over the capacity of public schools to improve. So it is a politically useful myth, but it is inherently mistaken nonetheless.




Diversity: Louisiana may have solution for wait-listed voucher students



Danielle Dreilinger:

Louisiana Education Superintendent John White has a radical solution to get 362 voucher students off waitlists: Enroll now, the state will pay later.

These students have all been granted taxpayer-funded vouchers to attend private school. But the budget ran short by about $2 million, generating anguish and attention for families that had already made their plans and, in some cases, purchased uniforms.

If private schools agree to enroll these students anyway, without a guarantee of payment, White will go to the Legislature in the spring and ask lawmakers for more money, he said. But if lawmakers’ answer is no, the schools would get less than $100 per child.

Locally, a majority of the Madison School Board rejected the proposed Madison Preparatory IB Charter school.




The New Ruling Class



Helen Andrews:

Last fall, Toby Young did something ironic. Toby is the son of Michael Young, the British sociologist and Labour life peer whose 1958 satire The Rise of the Meritocracy has been credited with coining the term. Toby has become an education reformer in his own right, as founder of the West London Free School, after a celebrated career as a journalist and memoirist (How to Lose Friends and Alienate People). In September, he published an 8,000-word reconsideration of his father’s signature concept in an Australian monthly. The old man was right that meritocracy would gradually create a stratified and immobile society, he wrote, but wrong that abolishing selective education was the cure. “Unlike my father, I’m not an egalitarian,” Young wrote. If meritocracy creates a new caste system, “the answer is more meritocracy.” To restore equality of opportunity, he suggested subsidies for intelligence-maximizing embryo selection for poor parents “with below-average IQs.”1 The irony lay in the implication that Young, because of who his father was, has special insight into the ideology that holds that it shouldn’t matter who your father is.

His outlandish resort to eugenics suggests that Toby Young found himself at a loss for solutions, as all modern critics of meritocracy seem to do. The problems they describe are fundamental, but none of their remedies are more than tweaks to make the system more efficient or less prejudicial to the poor. For instance, in Excellent Sheep, William Deresiewicz accuses the Ivy League of imposing a malignant ruling class on the country, then meekly suggests that elite universities might solve the problem by giving greater weight in admissions to socioeconomic disadvantage and less to “résumé-stuffing.”2 In The Tyranny of the Meritocracy, Lani Guinier belies the harsh terms of her title by advising that we simply learn to reward “democratic rather than testocratic merit.”3 Christopher Hayes subtitled his debut book Twilight of the Elites “America after Meritocracy,” but the remedies he prescribes are all meant to preserve meritocracy by making it more effective.4 In his latest book, Our Kids, Robert Putnam proves that American social mobility is in crisis, then reposes his hopes in such predictable nostrums as housing vouchers and universal pre-kindergarten.5




Milwaukee Schools’ Governance Battles



Alan Borsuk:

Another possibility: I have floated in the past a fantasy of creating a school oversight board that would control the faucet for public money for schools in Milwaukee. Leave the structure of MPS, vouchers and charters in place, but put a board above them that would require individual schools to show good cause why they are worthy of public support. Sort of like a super chartering authority.


Of course, there is the option of not doing much to change things. Every year, the percentage of Milwaukee children enrolled in the conventional MPS system goes down by one to two points. Most likely, within three to four years, less than half will be in MPS, with the rest generally in charter schools, private schools, or suburban public schools available through the open enrollment option. In other words, MPS is in deep long-term trouble already. Maybe those who don’t like MPS can just let existing trends keep working.

Public schools oppose loss of funding for students they don’t educate

It’s as if taxpayers face paying for a voucher student twice — once through state taxes for vouchers, and again through district property tax levies for, well, I’m not sure what, given that the voucher students are no longer in the districts.

Dan Rossmiller, government relations director at the Wisconsin Association of School Boards, noted “it’s not always the case where the students are moving from a public school to a voucher school.” That’s because some students who have never attended public school are eligible for vouchers, too.

Of course, like other voucher students, their families still have to fall below certain income limits. And in the absence of vouchers, taxpayers would probably still be paying for a lot of low-income students’ education, anyway (just in the public schools, where public schools’ leaders like to keep them).

Rossmiller’s also right that a district can’t simply close a school or lay off a teacher because it loses two or five or 10 students — and the taxpayer funding that comes with them — to voucher schools. There would have to be bigger losses before districts could find offsetting efficiencies, like closing schools.

Still, changes in district enrollments happen all the time for many reasons. Birth rates go up and down, local economies boom or bust, districts provide better or worse education. Students leaving for other public school districts or for voucher-supported private schools are only two of many possibilities.




Drip by drip, enrollment share at MPS-staffed schools drifts toward half

The mountain keeps eroding and the foothills keep growing. Where does this lead?

It’s time for my annual look at Milwaukee’s changing and amazing educational landscape, as shown by enrollment numbers for the several streams of publicly funded education that flow strongly in the city.

It’s been a quarter-century since the launch of private school vouchers and charter schools ended the days when saying you got a publicly funded education meant you went to schools in a centralized system.

Now, publicly funded education comes in a lot of flavors. Enrollment trends offer an important view of what is happening.

I’m going to break this into pieces. This week, the mountain, namely, the Milwaukee Public Schools system.

Next week, the molehills, namely, the development in recent years of more than half a dozen of what I would call mini-school districts in Milwaukee.

Life on the mountain offers a lot of what we could diplomatically call challenges.

A big one is that the enrollment picture for the conventional MPS system gets worse, notch by notch, year by year.

Focus on this number: 56%. That’s the percentage of Milwaukee children who get publicly funded education who were enrolled this fall in MPS (defined basically as the schools where staff members are employees of MPS).

The MPS share has gone down by a percentage point or two in pretty much every recent year. I thought it was a big deal when it fell to 67% in the mid-2000s. By two years ago, it was 59%, and last year 57%. How far away is the day when it’s half?




As Wisconsin voucher program grows, remember these questions

In this space two weeks ago, I offered some thoughts on what has been learned in the quarter-century since Milwaukee became the first American city where publicly funded vouchers paid for educating children in private schools.

But there’s so much more to say, especially in the light of the prospect — I’d even say likelihood — of large growth in coming years in the still-young statewide voucher program.

So let’s pose a few questions that you might want to remember in 2017, 2019, or 2021, when new state budgets take shape.

Who’s going to use vouchers statewide, part one.Will it be predominantly kids who would otherwise be going to private schools? Or will there be a lot of students who otherwise would be going to public schools?

Either answer carries major implications. Making a complex picture probably a bit oversimplified, think of it this way:

It’s a vastly different picture now. Many of the limitations are gone; an estimated 26,900 students who live in the city of Milwaukee are using vouchers to attend 117 private schools, the vast majority of them religious. Public spending for the current school year will exceed $190 million.

And that’s just Milwaukee. Vouchers became available in Racine four years ago, with a capped enrollment under 250. The cap is gone now and voucher enrollment is about 2,200, according to state estimates. That’s about 10% of the Racine public school enrollment.

Then there’s the statewide program. Now in its third year, the caps initially placed on it have been weakened and will fade in coming years. This fall, outside of Milwaukee and Racine, about 3,000 students are using vouchers to attend 79 private schools (out of a total of more than 650 private schools).

In total, that’s about 32,000 vouchers students, between 3% and 4% of Wisconsin public school enrollment. This year, kindergarten through eighth grade students generally bring $7,214 each to their private schools; high school students bring $7,860.

Bender said he sees a lot of parallels between the statewide program now and the Milwaukee program in its early years. And the long-term Milwaukee story has been one of changing rules to expand the program and who can take part.

Madison spends more than $15,000 per student, annually, yet has long produced disastrous reading results.




Commentary On Wisconsin’s State School Superintendent

Being superintendent was a pretty low profile matter for much of the last 166 years, but no more.

Here are three reasons why:

Vouchers: DPI oversees administration of the private school voucher program. Evers and his two predecessors were big advocates of the conventional public school system.

Voucher advocates generally regard all of them and the DPI as a whole as foes.

Common Core: In 2010, Evers signed up Wisconsin to be part of the Common Core effort to create consistent standards across the nation for what children should learn.

Didn’t seem like such a big deal then. Now, of course, it’s highly unpopular, especially among Republicans.

State tests: Evers signed Wisconsin up to be part of a multistate consortium developing tests aligned to the Common Core.

The resulting test had its first full run last spring. There were big problems with the launch and the Legislature killed that test. New tests are coming, but controversies over testing remain.




Commentary on 1.8% of Wisconsin’s $14,000,000,000 in K-12 Spending

The number of students using vouchers to attend private schools grew from 22,439 during the 2011-12 school year to 29,609 last school year, according to the DPI. At the same time, 870,650 students attended public schools last year — which is about the same number that did in the 2011-12 school year. Enrollment grew to 873,531 in the 2013-14 school year before decreasing last school year.

Gov. Scott Walker and Republican lawmakers have created new voucher programs in Racine and statewide to join the program in Milwaukee, created in 1990 as the country’s first.

Milwaukee and Racine school districts are allowed to raise property taxes to offset their reductions in state aid.

A scholarship program for poor kids survives a union legal assault.



School vouchers may be the most effective anti-poverty program around, yet they’re fought tooth and hammer by the teachers unions. Late last week the North Carolina Supreme Court awarded a victory to poor kids by protecting vouchers from another union attack.

Two years ago Tar Heel Republicans passed a modest reform offering low-income students $4,200 scholarships to attend qualifying private schools. The law requires, among other things, that private schools report graduation rates and test scores. It also mandates an annual report comparing the learning gains of voucher recipients and public school students.

Taxpayer plaintiffs backed by the union argued in a lawsuit that vouchers accomplish no “public purpose” because private schools don’t have to adhere to such state educational standards as teacher licensing requirements. You have to admire the gall of a union to argue that private schools are “unaccountable” when only one in five black fourth-graders at North Carolina public schools scored proficient in reading on the National Assessment of Educational Progress in 2013. According to the Institute for Justice, which represented voucher parents in the case, five of six low-income students fail the state’s end-of-grade math or reading tests.




You believe the entire structure of American college financial aid should be changed. Why?



Bob Sullivan:

Higher education doesn’t work like a normal business. It’s much harder to get the results you want out of the investments you make. In my book with Andrew Kelly, Reinventing Financial Aid, I have a chapter where I go back to the inception of the financial aid system and I work through the set of decisions that were made and put in place at the beginning. (There was the question) “Should you send aid directly to students or to schools?” The thinking at the time was – led by economists, including Milton Friedman — we should not send the money to schools, but to students. They argued that doing this would exert control over schools the way we think vouchers do today.

But the thing is (it doesn’t) end up working in the way vouchers were intended. The customers (college students) have a very hard time extracting accountability. Institutions don’t seem constrained at all. I argued in that chapter that we made a critical mistake. By not sending money to the schools we (state and government agencies) gave up the ability to hold schools accountable. But I don’t think we can back our way into that now by attaching a bunch of new rules to existing programs. I think we have to create financial aid version 2.0.




Proposed South Side Milwaukee Voucher High School



Matt Kullig:

Ramirez has not said whether his proposed St. Augustine Preparatory Academy would participate in the Milwaukee Parental Choice Program, but opponents have predicted the school would elect to educate students using taxpayer-funded vouchers and compete directly with the public schools for state education dollars.

Ramirez said the goal of the school is to change the outlying community.

“Our main goal is to change Milwaukee,” Ramirez said. “We want to make (the south side) a better place to live.”

Ramirez, executive chairman of Waukesha-based Husco International, said the legacy of the school, if built, will be graduates who can positively impact the community for years to come. He said he is “very confident” the area will be rezoned when a city committee meets Thursday.

Ramirez, who has financially supported private voucher schools and charter schools, noted an extensive waitlist at two other south side schools, Ronald Reagan High School and Carmen High School of Science and Technology. Reagan is a high-performing Milwaukee public school. Carmen is an independent charter authorized by MPS.

Union critical of plan

The Milwaukee Teachers’ Education Association, the teacher’s union, criticized Ramirez’s efforts by saying the school would be a drain on public schools. MTEA president Kim Schroeder said the school wouldn’t be beneficial to the community.

“No taxpayer dollars should be used to build another private voucher or charter school in our city,” Schroeder said in a statement. “Taxpayer-funded private schools drain opportunities and resources from the public schools that students and families depend upon.”




Commentary On School Voucher Effectiveness & Economics

But there’s still little doubt vouchers mean taxpayers are going to be on the hook for educating some indeterminate number of additional kids than they would be in the absence of vouchers.

That isn’t necessarily a bad thing, according to Jim Bender, president of the pro-voucher School Choice Wisconsin. He notes that government doesn’t force citizens to prove they’ve been unable to pay for other basics in order to be eligible for taxpayer help. People applying for food stamps, for example, don’t have to prove starvation or that they haven’t visited a grocery store in the prior year.

Are vouchers a good deal financially?

The answer to that is about as muddled as the answer to whether voucher schools provide an educational product that is any better, on the whole, than the one provided by public schools.

Ultimately, it probably comes down to whether you think parents should be able to choose their kids’ schools when taxpayers are flipping the educational bill.

Madison spends more than $15,000 per student.

Voucher schools operate on substantially smaller budgets.

Mr Rickert neglects to mention and compare total Wisconsin K-12 spending.




Comments On proposed Voucher Funding changes… ($37M in a 4.5B Budget)

Overall, roughly $4.5 billion annually is devoted to general school funding in the proposed state budget. The cost for new students in the program over the next two years is projected to be about $37 million. In the last state budget, about $384 million was appropriated for the state’s three voucher systems.

Rep. Sondy Pope, D-Cross Plains, said the proposed state budget further harms already financially struggling public school districts. Barca characterized the estimated cost as funds “stolen” from public schools and diverted to the “private voucher school experiment.”

“We simply cannot afford to build two parallel school systems in this state,” said Barca.

Jim Bender, president of voucher lobbying group School Choice Wisconsin, said he could not respond to the memo because it was speculative. He added the memo was created to grab headlines. “Without seeing how they came up with the calculation, it’s very difficult to respond to,” he said.

Proposed Changes To Wisconsin k-12 Governance & Curricular Requirements

The added funding comes from a $250 per student special funding stream for school districts in the second year of the budget, according to the legislation package proposed by Republican co-chairs of the Joint Finance Committee.

At the same time, the 1,000-student cap on the statewide voucher program would be lifted and students with disabilities would be eligible to apply for vouchers for the first time under a separate program. No more than 1 percent of a school district’s enrollment could receive vouchers, however.

The plan assures that private schools receiving school vouchers would receive about $7,200 for each K-8 student and about $7,800 for each high school student, the committee leaders said Tuesday. Walker’s proposed expansion would provide schools considerably less per student.

The voucher expansion would be paid for in a manner similar to the state’s open enrollment program for public schools — tax money would follow a student from the public district to the private voucher school. The plan could ultimately cost school districts about $48 million over the biennium, according to a Legislative Fiscal Bureau memo drafted last week for Assembly Speaker Robin Vos, R-Rochester.

The package also proposes to adopt Walker’s budget language that prohibits the state superintendent from promoting the Common Core State Standards, and from adopting new academic standards created by the Common Core State Standards Initiative, though there are none in the works.

Erin Richards & Jason Stein:

Special-needs vouchers would allow parents of children with special needs to use taxpayer money to send their child to a private school. Standalone bills have been defeated twice in recent years, in large part because every established advocacy organization for those with disabilities have opposed the bills in public hearings.

Their chief concern: Private schools are not obligated to follow federal disability laws. They point to examples in other states where, in their view, under-qualified operators have declared themselves experts and started tapping taxpayer money to serve such students.

Critics also say the proposal would erode taxpayer funding for public schools.

Patrick Marley, Jason Stein & Erin Richards:

The GOP proposal would also phase out the Chapter 220 school integration program, put the Milwaukee County executive in charge of some low-performing Milwaukee Public Schools, create an alternative system for licensing teachers and require that high school students take the civics test given to those applying for U.S. citizenship.

Another provision would allow home-school students, virtual school students and private school students to participate in public schools’ athletic and extracurricular programs.

The plan would also reshape how the Racine Unified School Board is constituted, requiring it to have members representing different regions of the school district. Some of the students in that district are represented by Assembly Speaker Robin Vos (R-Rochester) and Sen. Van Wanggaard (R-Racine).

Republicans were able to come up with more money for public schools and voucher schools in part by making a $105.6 million payment to public schools in July 2017 — outside of the two-year spending plan they are developing. That means the payment wouldn’t be counted in the budget lawmakers are writing, even though taxpayers would ultimately bear those costs.

The funds will restore a $127 million cut next year that was proposed in Walker’s budget, and will provide an additional $100 per pupil in state aid the following year.

“It was really a challenge, but it was everybody’s first priority, and we made it,” said Sen. Alberta Darling, R-River Hills.

Darling and Rep. John Nygren, R-Marinette, said Republicans also plan to move forward with a statewide expansion of the voucher program, capped at 1 percent of the students in each district.

The expansion would be modeled after the state’s open enrollment system, and would increase the amount of per-pupil aid for taxpayer-funded voucher schools to $7,200 per K-8 student and $7,800 per high school student.

That expansion will change the amount of funds that public schools receive, but Darling and Nygren declined to say by how much it could be.

“We don’t want the schools to suffer,” Darling said. “What we want to do is have the strongest education system we can for every child.”




An Atlas of Upward Mobility Shows Paths Out of Poverty

In the wake of the Los Angeles riots more than 20 years ago, Congress created an anti-poverty experiment called Moving to Opportunity. It gave vouchers to help poor families move to better neighborhoods and awarded them on a random basis, so researchers could study the effects.

The results were deeply disappointing. Parents who received the vouchers did not seem to earn more in later years than otherwise similar adults, and children did not seem to do better in school. The program’s apparent failure has haunted social scientists and policy makers, making poverty seem all the more intractable.




Is Milwaukee’s education marketplace killing school pride?



Jay Bullock:

I know that this problem is not unique to Milwaukee, and it’s probably not exclusively the fault of our marketplace, as much as I like to blame it. Comparable urban districts have high mobility rates even without a lot of school vouchers – a quick googling turns up annual figures like 30 percent for Minneapolis, 26 percent in Cincinnati, and a staggering 119 percent in St. Louis one recent year. This compares to the GAO’s finding that, nationally, the number is well under 10 percent.

So I guess that’s my challenge to Erin Richards while on her fellowship. What effect, exactly, does a voucher program and marketplace like here in Milwaukee have on mobility? And more than that, on school spirit and loyalty?

Because if MPS is banking on a strong alumni program to help its high schools, something needs to change in schools now to create those loyal graduates. As long as this city remains a marketplace, I fear that kind of school pride is never coming back.

School pride is irrelevant if students cannot read.




Hard Lessons on Ed Reform: Why Walton Has Given Up on Milwaukee

More than a decade ago, Milwaukee was ground zero of the education reform movement. Starting with a controversial private school voucher program launched in 1990, Wisconsin’s largest city went on to embrace not only vouchers, but charter schools and a series of reform initiatives in the Milwaukee Public Schools, one of the lowest-performing in the nation.

The Walton Family Foundation has been at the center of much of that work. Over the last decade, the funder has lavished more than $30 million in grants on school reform efforts in Milwaukee, supporting such organizations as Teach For America and Schools That Can Milwaukee, a nonprofit that promotes innovation and reform in private, charter, and traditional public schools.

But after years of such commitment, Walton is stepping back from Milwaukee. The funder announced it was redirecting its education grant-making activities to “places that we believe are most ripe for improving our education system.”




What choice schools don’t like about Scott Walker’s voucher plan



Alan Borsuk:

An important thing to understand about Gov. Scott Walker’s proposal for making an unlimited number of private school tuition vouchers available across Wisconsin is how unattractive, as a practical matter, his plan is to the schools that it could serve.

An upcoming gusher of private school vouchers? More likely, as it stands, it would mean a modest increase at most, and it might even be a setback.

Statewide uncapped vouchers would be something Walker could promote as an accomplishment —perhaps in Iowa or New Hampshire or to potential donors to a presidential campaign.

But as a practical matter? Look at the specifics.

Consider the predicament of HOPE Via, a Christian school that has been on track to open in Racine this fall. Part of the HOPE network that has five schools in Milwaukee, HOPE Via has obtained a building on Racine’s north side and hired a principal and managing director. School leaders were working on hiring teachers, enrolling students and launching a remodeling of the building.

Then came Walker’s budget message on Feb. 3.

This gets technical quickly, but, in short, the proposal envisions a new way of paying for vouchers, other than in Milwaukee, where things would stay basically as is.

Until now, voucher money has come from a separate state appropriation. Walker proposed taking it from the state aid that would have been sent to each school district if the child involved were attending a public school there.




It’s Etch A Sketch time in Wisconsin for education policy

Every two years for the last couple decades or so, the governor and Legislature pick up the state education policy Etch A Sketch, turn it over, shake it and draw a new picture. The game also goes by the name of the biennial budget process.

In days gone by, the new picture often wasn’t all that different from the old one. Some new money here, some new rules on how to spend it, some new patterns for what was expected from kids. There were sometimes bigger deals, like in the mid-90s when it was decided to hold down how much school districts could spend and how much teacher compensation could go up in exchange for the state paying more of the total bill.

With the rise of private school vouchers starting in Milwaukee, state budget season became prime time for controversy over changing the rules on money, accountability and who could participate.

Then came 2011. Whoa, what an Etch A Sketch event that was. Take the whole system of teacher unions and contracts, turn it over, shake — presto, the screen was blank. Amazing. In the new etching, school spending was cut and teachers bore the brunt by paying more for health and retirement benefits.




States weigh turning education funds over to parents



Stephanie Simon:

A radical new concept in school choice will come up for vote in at least a half-dozen states from Virginia to Oklahoma in the coming months, as lawmakers consider giving hundreds of thousands of parents the freedom to design a custom education for their children — at taxpayer expense.

Twenty-one states already subsidize tuition at private schools through vouchers or tax credits. The new programs promise far more flexibility, but critics fear they could also lead to waste or abuse as taxpayers underwrite do-it-yourself educations with few quality controls.

Called Education Savings Accounts, the programs work like this: The state deposits the funds it would have spent educating a given child in public schools into a bank account controlled by his parents. The parents can use those funds — the amount ranges from $5,000 to more than $30,000 a year — to pay for personal tutors, homeschooling workbooks, online classes, sports team fees and many types of therapy, including horseback riding lessons for children with disabilities. They can also spend the money on private school tuition or save some of it for college.




School Voucher Climate Commentary

“My main concern is that right now we are at a 20-year low in funding for public education so our public schools are already in a state of crisis,” Moffit said.

Sierra disagrees and said vouchers are really about choice.

“We pay taxes also,” Sierra said. “Nothing against public schools, but we decided we wanted our children to come here. So why not use the vouchers and receive the help from the state like every other parent is receiving help?”

The plan faces an unclear future in the Legislature, with both Republicans and Democrats concerned about the funding structure in the plan.

The governor defended the plan in interviews Wednesday, calling it “a workable” plan.

Madison’s Superintendent Jennifer Cheatham blasted the school choice proposal in a statement Tuesday night.

Wednesday she said changes proposed would make it difficult, if not impossible, to do what is right for the district.

“When the announcement like the one that that we heard last night occurs, there’s no doubt that it feels like a punch to the stomach,” Cheatham said.

Cheatham called the political environment at the Capitol unsettling and distracting, and said the expansion of vouchers is very concerning to the future of the school district’s budget.

Madison spends around $15,000 per student, annually, roughly double the national average. Yet, it has long supported disastrous reading results.

Commentary on Wisconsin’s K-12 Tax, Spending & Governance Climate

It has been a long, well-planned attack. In 1993, in an action against their own philosophy; i.e. decisions by government should be made at the lowest possible level, the Republican Governor and Legislature began actions to control local school boards. They passed Revenue Controls on school boards to limit how much they can increase taxes. This in itself caused harm by instructional materials and textbooks becoming out-dated. School Boards had to make choices between providing “current” materials and texts, or small class sizes to enable optimum learning. Eventually, the legislated revenue controls caused a double-whammy – out-dated texts & materials and an increase in class size, because of layoffs caused by the legislated revenue controls.

Next, the Governor & Legislature enabled vouchers so those who choose to send their children to private or religious schools can use “vouchers” which cause the public school, where the child could attend, to forfeit public/tax funds to pay for the child to attend the private or parochial school.

With revenue controls crippling the means to provide the best quality education and adequate financial reward for school district employees; and vouchers taking another big chunk, Wisconsin’s Governor and Legislature say of the schools that they have been starving to cause their failure, now, because of your failure, we will close your schools and convert them to for-profit private charter schools. This plan is to appease the Koch Brothers and others, who provide large sums to buy the elections of those promoting these privatization schemes.

Assembly Bill 1, in the 2015 Wisconsin legislative session, is designed just to do what is described above, and it is on the fast-track for approval, just as Act 10 was a few years ago. If it is not stopped, it will rip the heart out of every community – the pubic school will be gone, as will quality public education for all of Wisconsin’s children. The smaller the community, the bigger the harmful impact on Wisconsin’s towns and villages because of AB 1.

Testing Time: Jeb Bush’s educational experiment

That year, Bush found a compatible source for ideas on education when he joined the board of the Heritage Foundation, which was generating papers and proposals to break up what it viewed as the government-run monopoly of the public-school system through free-market competition, with charters and private-school vouchers. Bush found school choice philosophically appealing. “Competition means everybody gets better,” he said.

He enlisted Fair to help promote a state law authorizing charter schools, which, unlike vouchers, were gaining some Democratic supporters, including President Bill Clinton, who saw them as a way to allow educators to innovate within the public-school system. The law passed in 1996, with bipartisan support, and that year Bush and Fair founded the first charter school in the state—an elementary school in an impoverished, largely African-American section of Miami, called the Liberty City Charter School. Bush brought his mother in for classroom visits and dropped by unannounced to make sure that things were running smoothly. If he found wastepaper lying around, he’d leave it on the desk of the principal, Katrina Wilson-Davis. The message was clear, she recalls: “Just because kids are poor and at risk doesn’t mean that their environment shouldn’t be clean and orderly.”




NJ Gov Christie gives the bird to a school choice program almost everyone loves



Laura Waters:

“It’s a great program,” says New Jersey Senate President Steve Sweeney. It “meets an important need, and it does so utilizing New Jersey’s excellent public schools,” says New Jersey Education Association. “We knew there would be interest in this program because of enrollment trends” and we’re “very supportive,” says N.J. School Boards Association.

This object of this rare consensus among lobbyists and legislators — not to mention parents and students — is N.J.’s Interdistrict Public School Choice Program (IPSCP), which allows students to attend public schools in other districts even if their parents can’t afford to live there. But there appears to be one dissenter from this happy unanimity: the Christie Administration. While the Governor continues, as recently as this month’s State of the State address, to hawk a pipedream of parochial school vouchers, he has steadily diminished budgetary support for a program that offers a non-polarizing and popular form of school choice.




The plot to overhaul No Child Left Behind

The president may be hard-pressed to veto even a very conservative bill, though the administration has signaled in the past it will take a hard line when it comes to preserving annual tests and other provisions that focus on equal access to education in NCLB. The Obama administration ushered in what has been labeled a dismantling of the law by giving states huge leeway on some of its key provisions, but the so-called waiver policy is unpopular in the states in no small part because it helped encourage the proliferation of the Common Core standards.

Lobbyists swarmed Capitol Hill in December to sway lawmakers’ positions in chaotic education debates over how often to test students and what role — if any — school vouchers should have in the law. These debates are set to erupt in January, though some groups have put themselves ahead of the curve: The National Education Association, the country’s largest teacher’s union, has been pushing to roll back testing requirements for years and is seizing on recent anti-testing sentiment in the states to make a fresh case for getting rid of annual tests on Capitol Hill.

Part of the difficulty in rewriting the law is that the most hated parts of the bill are deeply intertwined with its heralded civil rights provisions: The testing requirements, for example, allowed the government for the first time to spotlight the achievement gaps between white students with higher-income families and their peers when those test results were broken down by race and socioeconomic status. NCLB put a public spotlight on schools and districts that were falling flat when it comes to helping disadvantaged students — and pressed them to improve when no one else was.




Commentary on a Milwaukee voucher school; contemplating accountability & spending differences

The operator of one of Milwaukee’s longest-running private voucher schools says her organization strives to give disadvantaged children the best shot they can get in life, even when they’ve been left behind by other schools.

But new documents and former employees have raised concerns about the internal workings at Ceria M. Travis Academy, a private school that’s received more than $35 million in state voucher payments through the Milwaukee Parental Choice Program since 1996.

Complaints filed with the state in 2014 and obtained by the Milwaukee Journal Sentinel through an open records request allege that the school has violated state law by employing people without bachelor’s degrees to teach students.

Ideally, the writer might compare outcomes and spending between voucher and traditional public schools. Voucher spending in Wisconsin is minuscule compared to the present K-12 system. Further, one would hope that all publicly funded schools face the same accountability requirements.

An update on Wisconsin Voucher Schools

How many schools are involved?

A total of 159 as of this fall: 113 in Milwaukee serving 26,930 students, 15 in Racine serving 1,740 students, and 31 statewide serving 1,013 students. Almost all of them are religious. The majority are Catholic, Lutheran and Christian schools.

How much do the programs cost taxpayers?

About $211 million, according to state estimates for 2014-’15. The programs in Racine and statewide are fully funded by state funds. But Milwaukee is a different animal. The state only pays for about two-thirds of the cost of that program. The other third is paid, essentially, by local taxpayers.

What’s a voucher worth?

Participating private schools can receive a voucher worth up to $7,210 annually for each qualifying K-8 student. The voucher for qualifying high school students maxes out at $7,856 annually. Those amounts are an increase over the previous $6,442 maximum voucher payment per pupil.

What private schools have the most voucher students?

St. Anthony School in Milwaukee is No. 1, with 1,960 voucher students in K-12. An additional 15 students are not using vouchers, for a total enrollment of 1,975 this fall. That makes St. Anthony the largest K-12 Catholic school in the nation.

What about Burke wanting to kibosh that small statewide program, while leaving the Milwaukee and Racine program alone (except, she says, she’ll take steps to deal with low-quality voucher schools)? If you oppose one voucher program, shouldn’t you oppose them all?

My reading of it is as simple as saying the statewide program is small and not yet deeply rooted. It’s vulnerable.

Undoing Milwaukee and Racine vouchers — especially Milwaukee – would most likely be a nightmare, as a practical matter. MPS is not ready to take on a flood of new kids and the impact on the state budget would be substantial. The Milwaukee and Racine programs are now deeply rooted. Parents like their schools. The fight over cutting off vouchers would be epic.

The political realities on vouchers for either Burke or Walker are almost sure to be difficult next year. Burke most likely would face an all-Republican or split legislature where she’ll have a ton of problems. Killing the statewide voucher program may be undoable.

For Walker, even with a Republican-controlled legislature, the same may be true when it comes to expanding vouchers. Too much opposition and too much cost would spell, at most, a small expansion for the statewide program, I bet.

As much as advocates on both sides of the voucher debate dream of big victories – unlimited vouchers or the death of vouchers – my guess is we’re in the zone where we’re going to stay. These programs will continue to be hot potatoes, but changing the potato recipe is not going to be easy.

Walker and Burke both know that, best as I can see.

Commentary on 0.0015% of Wisconsin K-12 spending over the past 10 years

Over the past 10 years, Wisconsin taxpayers have paid about $139 million to private schools that were subsequently barred from the state’s voucher system for failing to meet requirements related to finances, accreditation, student safety and auditing, a State Journal review has found.

More than two-thirds of the 50 schools terminated from the state’s voucher system since 2004 — all in Milwaukee — had stayed open for five years or less, according to the data provided by the state Department of Public Instruction. Eleven schools, paid a total of $4.1 million, were terminated from the voucher program after just one year.

Northside High School, for example, received $1.7 million in state vouchers for low-income students attending the private school before being terminated from the program in its first year in 2006 for failing to provide an adequate curriculum.

The data highlight the challenges the state faces in requiring accountability from private schools in the voucher program, which expanded from just Milwaukee and Racine to a statewide program last school year. The issue has emerged as a key area of disagreement between Republican Gov. Scott Walker and Democratic challenger Mary Burke, a Madison School Board member, in this year’s gubernatorial campaign.

Last school year, there were 108 schools and about 25,000 students participating in the Milwaukee voucher program, and 146 voucher schools total. The state has budgeted about $210 million for all voucher schools for the current school year, compared to around $4.4 billion in general aid for public schools.

Wisconsin spent $11,774 per student in 2011 [ballotpedia] or $10,256,390,270. So, let’s assume that Wisconsin spent on average $9Billion annually since 2004. That’s $90,000,000,000 over the past decade. The state paid $139,000,000 to “failed” voucher schools during that time, or 0.0015% of total K-12 spending…

Perhaps it would be worthwhile to further analyze the effectiveness of said 90,000,000,000… not to mention the present public school “accountability” models. After all, the oft criticized WKCE was used to evaluate schools for some time.d Astonishing.




Study contends voucher programs save money, benefit public schools

Milwaukee’s long-running school voucher program that allows certain children to attend private and religious schools at taxpayer expense has saved Wisconsin more than $238 million since its inception in 1990, according to a new study by a national voucher advocacy group.

The study released Tuesday by the Friedman Foundation for Educational Choice said that across the country, publicly funded vouchers to offset tuition for about 70,000 children attending private schools in 10 cities has saved a total of $1.7 billion.

That’s not a surprisingfinding — vouchers are generally lower in cost than public school education.

But the study’s more provocative point is that the savings from those voucher programs in Milwaukee and other cities are passively plowed back into public schools or other public programs.

Author Jeff Spalding, the director of fiscal policy and analysis at the foundation, said he lacks the data to track exactly where those savings went in each state, but said it’s just common sense that government savings from vouchers would naturally flow into other public purposes, such as schools, roads, law enforcement or health care.

Critics pounced on that reasoning, noting that taxpayer dollars to private schools in the form of vouchers siphon resources away from the public schools.

Also, the study predates new rules in Wisconsin that allowed more students to use vouchers, both by expanding the Milwaukee program and establishing the Racine and statewide private-school voucher programs.

The statewide program is now funding vouchers predominantly for students who were already attending those private schools.

Opponents to N.J.’s Urban Hope Act keep changing their arguments

Charter school opponents were in mourning this week after they failed to derail a set of amendments to a 2012 bill called the Urban Hope Act that permits the opening of hybrid district/charter schools in Camden, Trenton, and Newark.

Save Our Schools-N.J., Education Law Center, and New Jersey Education Association had mounted a vigorous lobbying campaign against the amendments, citing the “undemocratic transfer of Camden public education to private control.”

But the campaign was fruitless; on Monday the N.J. Senate, by a vote of 32-1, approved several tweaks to Senate Bill 2264. These modest amendments extend the deadline for charter school applications by one year — from January 2015 to January 2016 — and give permission for new charter schools to use abandoned public school space that has “undergone substantial reconstruction,” in lieu of the newly-constructed facilities mandated by the 2012 law. The bill now goes before the N.J. Assembly.

It’s worth noting how the rhetoric of these school choice opponents has changed over the past two years.

Democrat Mary Burke told education officials Friday she would fight as governor to stop the expansion of voucher schools but would leave alone the long-standing program in Milwaukee.

“This is something that may sound like a good political sound bite, but it is bad public policy,” she said of expanding the voucher program.

“I think it is the thing that most threatens a vision of a public school system and an education for students in Wisconsin to be the leaders in our country.”

Her comments drew applause from her audience at a Wisconsin Association of School District Administrators conference at the Concourse Hotel in Madison.

For more than 20 years, the state has run a program in Milwaukee that allows certain students to attend religious schools and other private institutions at taxpayer expense.

In recent years, a similar program was created for eastern Racine County and a more limited one for the rest of the state. Republican Gov. Scott Walker has championed those programs and said he wants to expand the statewide one.

Burke said she would leave alone the Milwaukee program, but indicated she wanted to halt the statewide voucher program.

“For the rest of the state, vouchers have no place and they are a drain on our public school system at a point at which we have very, very limited resources,” she said. “So I do not see the research after 20 years in Milwaukee that says this is a way of improving student learning throughout the state.

Madison’s Lengthy K-12 Challenges Become Election Grist; Spends 22% more per student than Milwaukee

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before
On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.

As of 2013, the situation has not changed, unfortunately.

Madison, 2014, the view from Milwaukee:

The largest state teachers union, the Wisconsin Education Association Council, gave $1.3 million last month to the Greater Wisconsin Committee, a liberal group that has been running ads critical of Walker. Two of WEAC’s political action committees have given a total of $83,128 to Burke directly.

On the other side, the American Federation for Children said last year in a brochure that in the 2012 elections in Wisconsin, including the recalls that year, it had spent $2.4 million supporting pro-voucher candidates.

Along with family members, Dick and Betsy DeVos have given about $343,000 to Walker since 2009. The Grand Rapids, Mich., couple made their fortune in the marketing firm Amway and now support the voucher school movement.

The elections are critical because in general, each candidate’s stance on the issue of vouchers is largely dictated by their political party affiliation. If Republican candidates maintain control of both houses and the governor’s seat, voucher-friendly legislation is more likely to pass.

Democrats are trying to take control of the state Senate. Republicans hold the chamber 17-15, with one GOP-leaning seat vacant. Republicans have a stronger majority in the Assembly and the election is unlikely to change that.

Senate Democrats would oppose the expansion of voucher schools until standards and requirements are established that put those private schools on the same footing as public schools, Senate Minority Leader Chris Larson (D-Milwaukee) said.

Walker on Wednesday also challenged Burke’s record on the Madison School Board.

He noted that the graduation rate for black students in Madison is lower than the graduation rate for black students in MPS.

Walker said Burke has had a chance to use his Act 10 law to save the taxpayers millions in Madison, and put those dollars toward alleviating the achievement gap.

“She’s failed to do that,” Walker said.

Burke responded that Madison is a fiscally responsible district that is one of the few in the state operating under its levy cap.

Madison still has a contract because the teachers union there challenged the Act 10 law in court, and a circuit court judge ruling initially swung in its favor. The teachers union subsequently bargained a contract this year and next year with the district.

Then this summer, the Wisconsin Supreme Court upheld Walker’s Act 10 law.

Madison 2014, gazing into the mirror:

Gov. Scott Walker took the campaign against Democratic opponent Mary Burke to her front door Wednesday, accusing the one-term Madison School Board member of not doing enough to improve black students’ graduation rates in Madison.

Walker argued that the Madison School Board could have put more money toward raising graduation rates and academic achievement if it had taken advantage of his controversial 2011 measure known as Act 10, which effectively ended collective bargaining for most public workers, instead of choosing to negotiate a contract with its teachers union for the 2015-16 school year earlier this summer.

“Voters may be shocked to learn that the African-American graduation rate in Madison (where Mary Burke is on the board) is worse than in MKE,” Walker tweeted Wednesday morning.

Burke shot back that Walker’s comments were “short sighted” and showed “a lack of knowledge” of how to improve student academic achievement.

In 2013, 53.7 percent of black students in Madison graduated in four years. In Milwaukee, the rate was 58.3 percent, according to state Department of Public Instruction data. That gap is smaller than it was in 2012, when the 4-year completion rate among black students was 55 percent in Madison and 62 percent in Milwaukee.

Overall, the 2013 graduation rates for the two largest school districts in Wisconsin was 78.3 percent in Madison and 60.6 percent in Milwaukee.

Under Superintendent Jennifer Cheatham, the district has made progress in the last year toward improving overall student achievement, Burke said in a call with reporters. School Board president Arlene Silveira also said Wednesday the district has started to move the needle under Cheatham.

“Is it enough progress? No. We still have a lot of work to go, and whether you’re talking about African-American (graduation rates) in Madison or talking about (rates) in Milwaukee, they are too low,” Burke said. “But the key to improving student learning, that anyone who really looks at education knows, is the quality of the teacher in the classroom.”

Decades go by, yet the status quo reigns locally.

Central to his thinking was a distinction between managers and leaders. Managers are people who like to do things right, he argued. Leaders are people who do the right thing. 2009: The elimination of “revenue limits and economic conditions” from collective bargaining arbitration by Wisconsin’s Democratically controlled Assembly and Senate along with Democratic Governer Jim Doyle:

To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

A political soundbyte example:

Candidate Burke’s “operating under its levy cap” soundbyte was a shrewd, easily overlooked comment, yet neglects to point out Madison’s property tax base wealth vs. Milwaukee, the District’s spending levels when state revenue limits were put in place and the local referendums that have approved additional expenditures (despite open questions on where the additional funds were spent).

I hope that she will be more detailed in future comments. We’ve had decades of soundbytes and routing around tough choices.

Madison’s challenges, while spending and staffing more than most, will continue to be under the political microscope.

I hope that we see a substantive discussion of K-12 spending, curriculum and our agrarian era structures.

For years, Wisconsin had the distinction of being a national leader in educational reform. From the groundbreaking Milwaukee Parental Choice Program to policies aimed at expanding the role of charter schools in communities across the state, Wisconsin was viewed as a pioneer in educational innovation and creativity.

Wisconsin used to rank 3rd in fourth grade reading, now we’re in the middle of the pack at best with some of the worst achievement gaps in the nation.

Fortunately, Wisconsin has turned a corner and is once again becoming a leader in educational excellence by refocusing on success in the classroom. This has been done by pinpointing the following simple but effective reforms:

Americans think we have the world’s best colleges. We Don’t

Americans have a split vision of education. Conventional wisdom has long held that our K-12 schools are mediocre or worse, while our colleges and universities are world class. While policy wonks hotly debate K-12 reform ideas like vouchers and the Common Core state standards, higher education is largely left to its own devices. Many families are worried about how to get into and pay for increasingly expensive colleges. But the stellar quality of those institutions is assumed.

Yet a recent multinational study of adult literacy and numeracy skills suggests that this view is wrong. America’s schools and colleges are actually far more alike than people believe — and not in a good way. The nation’s deep education problems, the data suggest, don’t magically disappear once students disappear behind ivy-covered walls.

The standard negative view of American K-12 schools has been highly influenced by international comparisons. The Organization for Economic Cooperation and Development, for example, periodically administers an exam called PISA to 15-year-olds in 69 countries. While results vary somewhat depending on the subject and grade level, America never looks very good. The same is true of other international tests. In PISA’s math test, the United States battles it out for last place among developed countries, along with Hungary and Lithuania.




Why can’t we solve poverty, or solve it through schools?

I’m not that old, and I’ve already seen a lot of proposals for solving “poverty” come and go. Many—think Head Start—are tied up in education. The current debate around education tends to run in two directions: one group wants to improve parenting, or ameliorate poverty, or something along those lines, having seen innumerable correlative studies demonstrating that rich kids on average do better than poor kids at school. The other group—the one I belong to—tends to think that we could do a lot for schools, and especially big urban schools, through some combination of charters, vouchers, and/or weakening the power of teachers’s unions. For more on why the latter group thinks as we do, see the many links in this post.

This has a lot to do with education because, as I noted in the first paragraph, people who are relatively okay with the educational status quo tend to want to address things outside of school first. Diane Ravitch is a great leader for this group. I’ve read two of Ravitch’s books on education—Left Back: A Century of Battles over School Reform and The Death and Life of the Great American School System: How Testing and Choice Are Undermining Education—and to read her work is to respect her knowledge and erudition. She moved from a strong educational reformer who favored charter schools to someone who… I don’t know how to characterize her current position other than to say she doesn’t favor charters or vouchers. She does observe the many ways particular charter schools haven’t done very well, but in my view they haven’t been worse than the urban schools they competed with, and some have done much better.

Overall, Ravitch wants to reduce poverty, but as noted above I’m skeptical of social or government forces to do so. In Reign of Error, her most recent book—I’m not all the way through it—she says that public schools are better than they’re commonly depicted. She’s somewhat right: relatively wealthy suburban schools are okay. But that pretty much leaves urban schools (L.A., Chicago, New York, Newark) to languish, and those are the areas and schools that are most promising for vouchers.

The final thing I’ll note is that a lot of people favor “more” money for schools. Overall, inflation-adjusted funding has roughly doubled on a per-pupil basis, per the New Yorker article, and overall funding is quite high—including in screwed up districts like Washington D.C.’s. The Great Stagnation also discusses this dynamic. So while “more” money for school districts may or may not be a good thing, it’s apparent that more money does not automatically lead to better results.




The DOJ and Wisconsin’s private-school choice program: a storm is brewing

Last week, the Wisconsin Reporter reported that the United States Department of Justice is still conducting an “ongoing investigation” into whether Wisconsin’s private-school choice program discriminates against children with disabilities and, as a result, violates federal disability law.

In 2011, the American Civil Liberties Union (ACLU) filed a complaint with the Justice Department accusing the Wisconsin school-choice program—as well as two private schools in the program—of discriminating against children with disabilities. In April 2013, the Civil Rights Division of the Justice Department sent a letter and legal memo to the state of Wisconsin accusing the school-choice program of violating the Americans with Disabilities Act (ADA). They concluded that unless Wisconsin drastically changes its choice program, the United States will take legal action.

Among its numerous demands, the Justice Department wants private choice schools to be forced to adjust their programming to accommodate all children with disabilities, so long as the accommodation does not “fundamentally alter” the school (an extremely onerous legal standard). Federal disability law, as traditionally interpreted by the U.S. Department of Education, applies a different, less exacting standard to private schools in the choice program. Private schools must only make “minor adjustments” to accommodate students with disabilities. Given that private schools do not receive the same government funding for special education as public schools and may wish to take distinctive approaches to students with behavioral problems, this is perfectly appropriate.

Matthew DeFour on Madison School Board Member and Gubernatorial Candidate Mary Burke:

Democratic gubernatorial candidate Mary Burke said Tuesday that if elected, she would eliminate the new statewide voucher program and private school tax deduction in the next budget.

Burke, a Madison School Board member, previously said she didn’t support the statewide voucher program.

In response to a question at a Wispolitics.com luncheon at the Madison Club about what she would cut in the next state budget, Burke went further, calling statewide vouchers “a new entitlement program we frankly don’t need.” She also identified the private school tax deduction as something she would cut.

“I respect people’s choice in making that, but I don’t think we should be subsidizing that choice,” Burke said, referring to sending children to private schools.

Gov. Scott Walker’s campaign issued a statement in response to Burke’s comment.

“Gov. Walker believes every child, regardless of ZIP code, deserves access to a great education, and parents should have the right to choose the best educational environment for their children, whether it’s a public, private, charter or home school,” spokeswoman Alleigh Marre wrote in an email.

Both the tax deduction and the statewide voucher program were introduced in the 2013-15 budget signed by Walker.

This is a campaign to privatize education in the belief competition will produce improvement in public education. Many fall victim to this notion and forget competition is the process by which both winners and losers are created.

Educators remind us we are not in the business of creating losers. We want all students to grow in an environment that challenges them.

If we create a system that results in closing or chastising schools because of student test scores, or firing or chastising teachers for the numerical averages of their students, you can see the “thin ice” on which this thesis rests.

Elizabeth Warren’s Quiet Support for Public School Vouchers by Carrie Lucas:

If all goes right for Massachusetts Democrats in November, they will fill the seat once held by liberal lion Sen. Ted Kennedy with a school voucher supporter who has proposed radically reforming public education in America.

You won’t find a call for school vouchers on Elizabeth Warren’s campaign website. Education is listed first among the candidate’s top priorities, but the website sticks to safe, poll tested platitudes calling for “good public schools, good public universities, and good technical training” as the key to a having a competitive workforce.

Yet in her 2003 book, The Two Income Trap, Warren and co-author Amelia Warren Tyagi cite the traditional public schools system, in which children are assigned to a school based on their residence, as a key source of economic pressure for families with children. Warren and Tyagi call for system-wide reforms to break the link between where a child lives and where they go to school, and specifically make the case for a fully-funded voucher program that would enable children to attend any public school.

Voucher students post gain in math, reading; still lag public schools

Reading and math proficiency for students attending private, mostly religious schools in Milwaukee with the help of taxpayer-funded vouchers ticked up in 2013 from 2012, according to the latest state standardized test score results.

On average, students in Milwaukee’s private-school voucher program still performed lower than students in the city’s traditional public school system.

The Wisconsin Department of Public Instruction released fall test score data for the taxpayer-funded private voucher schools on Tuesday, one day after allowing media to review the fall 2013 state test score results for public schools.

In all, reading and math achievement on the Wisconsin Knowledge and Concepts Examination for both the public and private voucher schools, especially in Milwaukee, continued to be low. That’s due in part to the state raising the bar for what’s considered a proficient score on the state test.

The WKCE will be replaced next year by a new, computer-based assessment in reading and math that is aligned to national standards and will allow for better comparisons of achievement between states.

Another issue that has cropped up is an increasing number of voucher-school families opting their children out of taking the state exams altogether — a legal option, but one seemingly at odds with the statewide push toward more transparency for schools.

Gov. Scott Walker signed two bills into law Tuesday that will bring more accountability to the private schools receiving taxpayer money.

Meanwhile, the latest state test results showed:

About 16% of Milwaukee voucher students who took the state test met or exceeded the bar for proficiency in math, and about 12% did the same in reading.

Commentary on the Growth in Federal K-12 Redistributed Tax Dollar Spending

Rather than shift the tax burden from households with children to relatively high-earning households without children, Felix Salmon of Reuters proposes increasing federal education funding. This strikes me as ill-conceived for a number of reasons. If anything, I would suggest that we move in the opposite direction. Though federal spending represents a relatively small share of K-12 spending at present (13 percent of the total as of 2010), this understates the extent of federal influence, as federal mandates shape how much of the remaining spending is disbursed. And so the U.S. has a far more centralized, far more tightly-regulated K-12 system than is commonly understood. The chief virtues of a decentralized system — the potential for innovation as different jurisdictions and educational providers embrace new approaches to instruction, management, compensation, recruitment, and scaling successful approaches, among other things — are greatly undermined by the prescriptiveness of federal education policy, which has grown worse under the Obama administration thanks to its use of policy waivers to impose its vision of education reform on local districts. We thus have the worst of both worlds: we have a theoretically decentralized system plagued by a lack of creativity and experimentation outside of charter schools, which serve fewer than 4 percent of K-12 public school students; and we have a federal government that imposes enormous compliance costs on K-12 schools without actually providing much in the way of resources. Salmon’s strategy is to double down on centralization; let’s keep imposing compliance costs, yet let’s at least do more to finance schools as well. Another approach would be to foster creativity and experimentation by having the federal government take on the tasks to which it is best suited.

As Rick Hess and Andrew Kelly of the American Enterprise Institute have argued, the federal government could play to its strengths by abandoning its efforts to tightly regulate local schools and instead (a) promote basic research in cognitive science and human learning; (b) serve as a “scorekeeper” that measures educational outcomes and, just as importantly, spending levels across districts and student populations so that the public will have more reliable data on the return on investment; (c) encourage competition and innovation not by prescribing that local communities embrace charter schools or vouchers (though both ideas could do a great deal of good, and state and local electorates ought to embrace these ideas of their own volition) but by addressing the compliance costs created by federal mandates, encouraging alternative paths to teacher certification to expand the teacher talent pool and get around onerous licensing requirement; and (d) develop a bankruptcy-like mechanism that would allow dysfunctional school districts to restructure their obligations without first having to appeal to state education authorities. One of the more attractive aspects of this agenda, incidentally, is that it largely allows contentious questions about the best approach to educating children to state and local officials while providing parents and policymakers with meaningful yardsticks to evaluate the success or failure of different approaches.




Public school advocates dismiss voucher popularity at their own risk

Usually, the popularity of something is an indication that people value it. Public school proponents and anti-voucher Democrats might want to keep that in mind, as their tendency to downplay support for vouchers can sound like an excuse for avoiding improvements to public schools that keep public school enrollments strong.

Pope did not respond to my messages, but her concern about shifting tax dollars from public schools to voucher schools seems misplaced, given that, on average, taxpayers spend about $5,000 more per public school student than they spend on a voucher.

Income limits keep the wealthy from entering the voucher program. But even if the limits didn’t exist and despite the alleged cost-shifting identified by DPI, this country has long committed to providing all children with taxpayer-funded educations. A taxpayer-funded education at a private school is still a taxpayer-funded education. What’s more, in Wisconsin, it’s a cheaper one.

It’s easy to talk about Madison’s awful record of graduating barely half of its black high school students in four years, among other glaring racial disparities.

Kaleem Caire actually did something about it. And that’s what matters most. Caire’s impact on Madison during his four years as leader of the Urban League of Greater Madison has been profound.

Unfortunately, unanswered questions about his surprising departure and “less than ideal” use of the nonprofit’s credit cards won’t help the cause. It will give supporters of the status quo more leverage to argue against bold change.

The Madison School Board in late 2011 rejected the Urban League’s promising charter school proposal, siding with the teachers union over the Urban League and its many supporters. The proposal for a Madison Preparatory Academy was aimed at low-achieving minority students. It would have offered higher expectations for students, a longer school day and year, more pressure on parents to get involved, more minority teachers, uniforms, same-sex classes and internships with local employers

New Baltimore schools chief navigated complex terrain in Milwaukee

— Newly named to head Baltimore’s public schools, Gregory E. Thornton has unfinished business in the district he is leaving behind after 31/2 tumultuous years.
Wearing a red T-shirt, he arrived Friday at a school where, to peals of laughter, the 59-year-old would join kids in a “jump rope-a-thon.” But, as so frequently happened during his tenure, there were political hoops to jump through first.
“How are we doing?” Thornton asked a state senator he spied in the welcoming crowd.
It was not so much a pleasantry as a pulse check: How are we doing, he meant, in thwarting two bills that would close public schools and sell empty facilities to private schools that accept vouchers?
In a brief exchange, the senator mentioned a potentially worrisome legislator, and Thornton said he’d already talked to her the previous night. And then, it was time to “make some noise” as he exhorted the school crowd who had gathered to jump rope in honor of a phys ed teacher who started the tradition 35 years ago.
It was just another day navigating the complicated terrain of Milwaukee Public Schools.




What’s Holding Back American Teenagers? Our high schools are a disaster

High school, where kids socialize, show off their clothes, use their phones–and, oh yeah, go to class.
Every once in a while, education policy squeezes its way onto President Obama’s public agenda, as it did in during last month’s State of the Union address. Lately, two issues have grabbed his (and just about everyone else’s) attention: early-childhood education and access to college. But while these scholastic bookends are important, there is an awful lot of room for improvement between them. American high schools, in particular, are a disaster.
In international assessments, our elementary school students generally score toward the top of the distribution, and our middle school students usually place somewhat above the average. But our high school students score well below the international average, and they fare especially badly in math and science compared with our country’s chief economic rivals.
What’s holding back our teenagers?
One clue comes from a little-known 2003 study based on OECD data that compares the world’s 15-year-olds on two measures of student engagement: participation and “belongingness.” The measure of participation was based on how often students attended school, arrived on time, and showed up for class. The measure of belongingness was based on how much students felt they fit in to the student body, were liked by their schoolmates, and felt that they had friends in school. We might think of the first measure as an index of academic engagement and the second as a measure of social engagement.
On the measure of academic engagement, the U.S. scored only at the international average, and far lower than our chief economic rivals: China, Korea, Japan, and Germany. In these countries, students show up for school and attend their classes more reliably than almost anywhere else in the world. But on the measure of social engagement, the United States topped China, Korea, and Japan.
In America, high school is for socializing. It’s a convenient gathering place, where the really important activities are interrupted by all those annoying classes. For all but the very best American students–the ones in AP classes bound for the nation’s most selective colleges and universities–high school is tedious and unchallenging. Studies that have tracked American adolescents’ moods over the course of the day find that levels of boredom are highest during their time in school.
It’s not just No Child Left Behind or Race to the Top that has failed our adolescents–it’s every single thing we have tried.
One might be tempted to write these findings off as mere confirmation of the well-known fact that adolescents find everything boring. In fact, a huge proportion of the world’s high school students say that school is boring. But American high schools are even more boring than schools in nearly every other country, according to OECD surveys. And surveys of exchange students who have studied in America, as well as surveys of American adolescents who have studied abroad, confirm this. More than half of American high school students who have studied in another country agree that our schools are easier. Objectively, they are probably correct: American high school students spend far less time on schoolwork than their counterparts in the rest of the world.
Trends in achievement within the U.S. reveal just how bad our high schools are relative to our schools for younger students. The National Assessment of Educational Progress, administered by the U.S. Department of Education, routinely tests three age groups: 9-year-olds, 13-year-olds, and 17-year-olds. Over the past 40 years, reading scores rose by 6 percent among 9-year-olds and 3 percent among 13-year-olds. Math scores rose by 11 percent among 9-year-olds and 7 percent among 13-year-olds.
By contrast, high school students haven’t made any progress at all. Reading and math scores have remained flat among 17-year-olds, as have their scores on subject area tests in science, writing, geography, and history. And by absolute, rather than relative, standards, American high school students’ achievement is scandalous.
In other words, over the past 40 years, despite endless debates about curricula, testing, teacher training, teachers’ salaries, and performance standards, and despite billions of dollars invested in school reform, there has been no improvement–none–in the academic proficiency of American high school students.
It’s not just No Child Left Behind or Race to the Top that has failed our adolescents–it’s every single thing we have tried. The list of unsuccessful experiments is long and dispiriting. Charter high schools don’t perform any better than standard public high schools, at least with respect to student achievement. Students whose teachers “teach for America” don’t achieve any more than those whose teachers came out of conventional teacher certification programs. Once one accounts for differences in the family backgrounds of students who attend public and private high schools, there is no advantage to going to private school, either. Vouchers make no difference in student outcomes. No wonder school administrators and teachers from Atlanta to Chicago to my hometown of Philadelphia have been caught fudging data on student performance. It’s the only education strategy that consistently gets results.
The especially poor showing of high schools in America is perplexing. It has nothing to do with high schools having a more ethnically diverse population than elementary schools. In fact, elementary schools are more ethnically diverse than high schools, according to data from the National Center for Education Statistics. Nor do high schools have more poor students. Elementary schools in America are more than twice as likely to be classified as “high-poverty” than secondary schools. Salaries are about the same for secondary and elementary school teachers. They have comparable years of education and similar years of experience. Student-teacher ratios are the same in our elementary and high schools. So are the amounts of time that students spend in the classroom. We don’t shortchange high schools financially either; American school districts actually spend a little more per capita on high school students than elementary school students.
Our high school classrooms are not understaffed, underfunded, or underutilized, by international standards. According to a 2013 OECD report, only Luxembourg, Norway, and Switzerland spend more per student. Contrary to widespread belief, American high school teachers’ salaries are comparable to those in most European and Asian countries, as are American class sizes and student-teacher ratios. And American high school students actually spend as many or more hours in the classroom each year than their counterparts in other developed countries.
This underachievement is costly: One-fifth of four-year college entrants and one-half of those entering community college need remedial education, at a cost of $3 billion each year.
The president’s call for expanding access to higher education by making college more affordable, while laudable on the face of it, is not going to solve our problem. The president and his education advisers have misdiagnosed things. The U.S. has one of the highest rates of college entry in the industrialized world. Yet it is tied for last in the rate of college completion. More than one-third of U.S. students who enter a full-time, two-year college program drop out just after one year, as do about one fifth of students who enter a four-year college. In other words, getting our adolescents to go to college isn’t the issue. It’s getting them to graduate.
If this is what we hope to accomplish, we need to rethink high school in America. It is true that providing high-quality preschool to all children is an important component of comprehensive education reform. But we can’t just do this, cross our fingers, and hope for the best. Early intervention is an investment, not an inoculation.
In recent years experts in early-child development have called for programs designed to strengthen children’s “non-cognitive” skills, pointing to research that demonstrates that later scholastic success hinges not only on conventional academic abilities but on capacities like self-control. Research on the determinants of success in adolescence and beyond has come to a similar conclusion: If we want our teenagers to thrive, we need to help them develop the non-cognitive traits it takes to complete a college degree–traits like determination, self-control, and grit. This means classes that really challenge students to work hard–something that fewer than one in six high school students report experiencing, according to Diploma to Nowhere, a 2008 report published by Strong American Schools. Unfortunately, our high schools demand so little of students that these essential capacities aren’t nurtured. As a consequence, many high school graduates, even those who have acquired the necessary academic skills to pursue college coursework, lack the wherewithal to persevere in college. Making college more affordable will not fix this problem, though we should do that too.
The good news is that advances in neuroscience are revealing adolescence to be a second period of heightened brain plasticity, not unlike the first few years of life. Even better, brain regions that are important for the development of essential non-cognitive skills are among the most malleable. And one of the most important contributors to their maturation is pushing individuals beyond their intellectual comfort zones.
It’s time for us to stop squandering this opportunity. Our kids will never rise to the challenge if the challenge doesn’t come.

Madison’s education academics get involved in the argument over education reform; What is the Track Record of ties between the Ed School and the MMSD?

“I’m an academic,” says Slekar, a Pittsburgh-area native whose mother and grandmother were elementary school teachers and who was a classroom teacher himself before earning a Ph.D. in curriculum from University of Maryland.
“I understand scholarship, I understand evidence, I understand the role of higher education in society,” he says. “When initiatives come through, if we have solid evidence that something is not a good idea, it’s really my job to come out and say that.”
Michael Apple, an internationally recognized education theorist and professor at University of Wisconsin-Madison agrees. In the face of conservative state legislators’ push to privatize public education, “it is part of my civic responsibility to say what is happening,” says Apple.
“In a society that sees corporations as having all the rights of people, by and large education is a private good, not a public good,” he says. “I need to defend the very idea of public schools.”
Both Apple and Julie Underwood, dean of the School of Education at UW-Madison, share Slekar’s concern over the systematic privatization of education and recognize a role for scholars in the public debate about it.

A wide-ranging, animated, sometimes loud conversation with Slekar includes familiar controversies hotly debated around the country and in the Wisconsin Capitol, like high-stakes testing, vouchers and Common Core standards. The evidence, Slekar says flatly, shows that none of it will work to improve student learning.
The reform initiatives are instead part of a corporate takeover of public education masquerading as reform that will harm low-income and minority students before spreading to the suburbs, says Slekar, in what he calls the civil rights issue of our time.
A 30-year attack has worked to erode the legitimacy of the public education system. And teachers are taking much of the blame for the stark findings of the data now pulled from classrooms, he says.
“We’re absolutely horrible at educating poor minority kids,” says Slekar. “We absolutely know that.”
But neither the so-called reformers, nor many more casual observers, want to talk about the real reason for the disparities in achievement, Slekar says, which is poverty.
“That’s not an excuse, it’s a diagnosis,” he says, quoting John Kuhn, a firebrand Texas superintendent and activist who, at a 2011 rally, suggested that instead of performance-based salaries for teachers, the nation institute merit pay for members of Congress.

Republicans tout school choice to woo minority vote

Republicans eager to attract black and Latino voters believe they have hit on an ideal magnet: school choice.
Led by Republican National Committee Chairman Reince Priebus, with high-profile contributions from House Majority Leader Eric Cantor (R-Va.) and Kentucky Sen. Rand Paul (R-Ky.), the GOP is pushing an election-year initiative to talk up school choice at every turn.
Calling for more charter schools, vouchers and tax credits to help parents pay private school tuition fits with the party’s mantra that the government works best when it gets out of the way and lets the free market flourish. But top strategists say it’s more than that: Talking about helping poor minority children softens the GOP’s image and lets candidates offer a positive vision instead of forever going on the attack. And unlike immigration reform, school choice is politically safe; there’s no chance of blowback from the tea party.
Plus, the photo ops are great. As the conservative advocacy group FreedomWorks put it in a strategic planning document: “Focus on kids and the future = excellent media opportunity.”




New voucher plan for Wisconsin special-needs students revives dispute

A proposal to allow special-needs students to attend private schools at taxpayer expense is being revived, the latest effort by Republicans in the Legislature to give parents more options outside traditional public schools.
The proposal is a revamped version of a measure that failed in Gov. Scott Walker’s 2013-’15 budget.
That measure would have allowed 5% of students with disabilities to attend schools outside their home districts with the help of a taxpayer-funded voucher. As part of a broader compromise, the portion on students with disabilities was dropped in favor of a limited expansion of private school vouchers statewide.
The revived Wisconsin Special Needs Scholarship bill is scheduled to be introduced Tuesday by State Sens. Leah Vukmir (R-Wauwatosa) and Alberta Darling (R-River Hills), and Reps. John Jagler (R-Watertown) and Dean Knudson (R-Hudson).
The primary concern of those who oppose special-needs vouchers is that private schools are not obligated to follow federal disability laws. They point to examples in other states where — in their eyes — underqualified operators have declared themselves experts, opened schools and started tapping taxpayer money.




For better or worse, Walton Family Foundation plays role in Milwaukee

What do you say to someone who has given more than $30 million to helps schools and educators in Milwaukee?
My parents taught me to say thank you. Seems like a good practice.
But it’s not that simple when that someone is the Walton Family Foundation, the philanthropic arm of the mega-billions heirs of Sam Walton, the founder of Wal-Mart. Their generous, but ideological-oriented support leaves many people saying thank you and many others wishing the Waltons would go away.
The role of a dozen or so foundations with the assets to have nationwide impact in promoting change in education frequently brings out strong opinions.
The dividing line, not surprisingly, is often over ideas such as school choice, private school vouchers, independent charter schools, and the roles of entrepreneurs and teachers unions. Several of the big foundations, including Walton, strongly support what many call “reform” ideas.
You would think Milwaukee would be a primary venue for the philanthropic titans. We have the oldest and one of the largest urban voucher programs and an energetic charter school sector. But for whatever reasons, we haven’t seen that much of the “billionaire boys club,” as Diane Ravitch, an adamant and leading critic, has called it.
The Bill & Melinda Gates Foundation, the giant among giants, put quite a bit of money into launching small high schools in Milwaukee a dozen years ago or so, leaving behind a few good schools but not too much overall. Otherwise, we’ve been kind of low on the Gates priority list, at least compared to some other places.




Eric Cantor vows fierce protection of school choice

House Majority Leader Eric Cantor vowed Wednesday to protect and promote school choice programs and attacked Democratic politicians, including New York Mayor Bill de Blasio, for seeking to block the growth of charter schools and voucher programs.
Long an advocate of school choice, Cantor used a speech at the Brookings Institution to vow that Republicans would defend what he called an “education revolution” that has shifted power away from traditional public schools and put it in the hands of parents. Many states now allow parents to get tax-funded vouchers to send their children to private or parochial schools or chose from an array of charter schools, which are publicly funded but privately run.




The year in education: Wins, losses and unsung heroes

Did not much happen? Consider the waves of flat data on how kids are doing.
It may take a while to sort out this year. But that won’t stop me from offering a few awards for, um, distinguished something or other.
Most jaw-dropping moment of the year: Adding into the state budget a statewide private school voucher program. Literally in the middle of the night, with no public hearings or advance word, this emerged from a backroom deal by key Republicans and voucher lobbyists. It is limited to a small number of students now. But if Gov. Scott Walker wins re-election in November and Republicans keep control of the Assembly and Senate, there is a strong possibility vouchers will become available widely in Wisconsin.
Education person of the year: Milwaukee Public Schools Superintendent Gregory Thornton. In his fourth year, Thornton and his powerful behind-the-scenes chief of staff, Naomi Gubernick, are at the center of so much. Thornton is both tough and a nice guy, each an asset in his work. He is good at spreading optimism. He’s got plans and goals that sound good and, in many ways, are. And he’s politically adept. But he is a perplexing figure who seems eager not to be challenged by subordinates or pesky people like reporters. A “gotcha” style of management by bosses seems to be pretty common in MPS, undermining morale.
The Same Old Same Old Award: Waves of test data and a second round of the new statewide school report cards told us that the Have kids are doing OK in Wisconsin and the Have Not kids are not. As for the Haves, they’re not doing so well that we shouldn’t be talking about how to give their schools a fresh burst of energy, and that seems to be happening in some places. As for the Have Nots, so little has changed, despite so much effort. There are a few bright spots on the scene, and we need to do more to grow them. Overall, we’ve got to find paths that are better than the ones we’ve been on.
The Gone-At-Last Award (Hopefully To Stay): Dr. Brenda Noach Choice School. This was one of a handful of voucher schools that was a model of what’s wrong with oversight of Milwaukee’s nationally important program to pay for children in private schools. The school was “an abomination,” as one strongly pro-voucher leader told me recently. But for years, it fended off attempts to cut off its funding. Finally, this year, after receiving $7,299,749 in public money over a dozen years, the Brenda Noach school ran out of options — it couldn’t find anyone to accredit it. But that doesn’t mean the school leaders aren’t shopping for accreditation to re-open for next year.

On its face, sending money to religious schools ought to be unconstitutional under the First Amendment’s prohibition against promoting religion. The designers of vouchers cleverly got around that by sending “vouchers” to families who meet certain financial guidelines and who, in turn, pay for tuition at a private school.
So now Jewish taxpayers are helping fund Christian schools, nonbelievers are contributing to devout fundamentalists, and scientists are helping pay for evolution deniers.
Worse, though, is that the proliferation of vouchers is eating at the very fabric of the American public education system — a system in which children of all beliefs, creeds and colors learn about each other, share experiences and explore conflicting ideas so that they can intelligently engage in the complexities of American democracy.
That’s what is so dangerous about vouchers. Using taxpayer dollars, they promote putting people who look alike and think alike with each other. That may be your view of the world, but don’t ask others to pay for it.

Mary Burke shares views on voucher schools

Q. “What do you really think you can you do to move past this sort of toxic and divisive rhetoric without seeming like you’re not willing to take a stand on the issues that really matter the most to preserving Wisconsin values and to standing up for Wisconsin workers and students and educators?”
“I talk about jobs a lot because I do believe that there are a lot of people who are unemployed and really struggling to get by and we do have to emphasize what’s going to get jobs growing here in Wisconsin. But also I think that the direction that we’re headed in terms of education is really frightening to me. The statewide voucher expansion we’re talking about, I actively fought against and I think that I am very worried about what will happen in the next four years with regards to taking the caps off and funding them through a continued siphoning of funds that should be going to public education.”
Q.”If you don’t support a full repeal of the voucher system, how exactly do you plan to improve their performance and accountability without draining more taxpayer funds from the public school budget?”
“Sure. Well, first, in the interview I gave regarding the voucher, statewide voucher expansion, the emphasis I definitely placed is in not taking off the caps or letting the voucher expand. Then in terms of rolling back that statewide voucher expansion, you know, as governor I would have to work with the Legislature and certainly would do that, but it would be obviously only in conjunction with the Legislature that could happen.




School choice plays growing role in Charlotte’s education scene, panel says

School choice plays a growing role in the quest to educate all students in the Charlotte region, speakers told more than 100 people gathered Saturday for a forum on the future of public education.
In the past, public education was synonymous with Charlotte-Mecklenburg Schools. Superintendent Heath Morrison was one of the speakers at the session organized by Staying Ahead Carolina, a social networking group. But he was joined by Eddie Goodall of the N.C. Public Charter Schools Association and state Rep. Rob Bryan, R-Mecklenburg, co-sponsor of the state’s Opportunity Scholarship Act, which will provide income-based vouchers to pay private school tuition starting in 2014.
All of them, along with Bill Anderson of the nonprofit advocacy group MeckEd, agreed that families want high-quality choices for their children. But they voiced different views on the benefits and drawbacks of North Carolina’s options.
“Parents like choice. That shows up on every survey, across the state and across the country,” Morrison said. “We have to make sure that there’s quality as well as quantity.”

Commentary on Wisconsin’s Voucher Program

The funny thing about the whole loud, bitter debate over school vouchers in Wisconsin is that it’s hard to argue with the goals of the most honorable advocates from both sides.
Honorable pro-voucher folks see the issue as one of choice: What does it matter if voucher schools don’t do any better than public schools? Everyone knows that different children need different educational experiences, and if choice is intimately connected with freedom, and public education is a right, then parents should be able to choose which schools their children go to — on the government’s dime.
Honorable anti-voucher folks, on the other hand, see a strong and enduring network of public schools as kind of a great democratic leveler of playing fields: Here are institutions where children — regardless of means and family background — can go to get a good education, experience cultures and histories different from their own, and be molded into capable participants in a democratic society and lovers of the commonweal.
All of these values — choice and freedom, democracy and community — are distinctly American.




Wisconsin DPI: 73 percent of statewide voucher students already enrolled in private schools

The statewide voucher program, in its first year, is at capacity, with about 500 students receiving vouchers statewide, according to the department. Of those, 79 percent did not attend a Wisconsin public school last year.
The program’s enrollment limit will rise to 1,000 next year. The statewide program exists in districts outside of Milwaukee and Racine, which have had programs for years.
Seventy-three percent of students now attending private schools using a voucher were already enrolled in a private school last year, according to the department. Twenty-one percent of students were from public schools. About 3 percent did not attend any school and 2 percent were home schooled.
Sen. Luther Olsen, R-Ripon, chairman of the Senate Education Committee, said he would probably support adding a preference given to applicants from public schools given those numbers.




Leftist Educator Diane Ravitch Meets Her Match: An Important Critique by Sol Stern

Do you know who Diane Ravitch is? If not, you should. No other educator has been acclaimed in so many places as the woman who can lead American education into the future. Her new book, Reign of Error: The Hoax of the Privatization Movement and the Danger to America’s Public Schools, had a first printing of 75,000 copies and quickly made the New York Times non-fiction best seller list.
Recently, the leading magazine for left-liberal intellectuals, The New York Review of Books, featured a cover story about Ravitch by Andrew Delbanco. He compares the approaches of the educator most despised by the Left, Michelle Rhee, with Ravitch. He calls Ravitch “our leading historian of primary and secondary education.” Having established that, he goes on to note Ravitch’s condemnation of Rhee, which he says “borders on contempt.” Delbanco also dislikes Rhee. He does not agree with what he calls her “determination to remake public institutions on the model of private corporations.” Rhee is pro-corporate, a woman who wants “to introduce private competition (in police, military, and postal services, for example) where government was once the only provider.” In other words, Rhee stands with the enemies of the Left who want school choice for poor children, vouchers, charter schools, and competition, rather than more pay for teachers, smaller classes, and working with and through the teachers’ unions.




On Voucher Schools & Students

Ever since the administration filed suit to freeze Louisiana’s school voucher program, high-ranking Republicans have pummeled President Barack Obama for trapping poor kids in failing public schools.
The entire House leadership sent a letter of protest. Majority Leader Eric Cantor blistered the president for denying poor kids “a way into a brighter future.” And Louisiana Gov. Bobby Jindal accused him of “ripping low-income minority students out of good schools” that could “help them achieve their dreams.”
But behind the outrage is an inconvenient truth: Taxpayers across the U.S. will soon be spending $1 billion a year to help families pay private school tuition — and there’s little evidence that the investment yields academic gains.
In Milwaukee, just 13 percent of voucher students scored proficient in math and 11 percent made the bar in reading this spring. That’s worse on both counts than students in the city’s public schools. In Cleveland, voucher students in most grades performed worse than their peers in public schools in math, though they did better in reading.
In New Orleans, voucher students who struggle academically haven’t advanced to grade-level work any faster over the past two years than students in public schools, many of which are rated D or F, state data show.

Continuing the Voucher Debate (This Time 100% Insult-Free!): Remarkable

Rick Esenberg has responded to my last blog post, which was critical of a short article he had written about the difference between supporters and opponents of school vouchers.
I wrote that Esenberg’s analysis was superficial and his characterization of voucher opponents insulting. While decrying the unflattering terms I employed, Esenberg writes that my analysis of his piece is sophomoric, cartoonish and simplistic. Okay, fine. Let’s move on.
Esenberg writes that I overlooked his principal point, which is that people’s views on vouchers are heavily influenced by their predispositions. That seems to me to be obvious. What I found more interesting about his article is that it suggested the challenge of discussing whether vouchers represent sound public policy without resorting to arguments about whether public schools or voucher schools lead to better learning outcomes or which end up costing taxpayers more. It’s not that these aren’t important considerations, but the various rhetorical thrusts and parries along these lines have been repeated almost ad nauseum and neither side is going to convince the other on either basis. Let’s explore some other arguments.

The ongoing Madison School Board voucher rhetoric is ironic, given the disastrous reading scores.




The Wrong Kind of Education Reform

The case for market-driven reforms in education rests on two key premises: The public school system is in crisis, and the solution is to let the market pick winners and losers. Market strategies–high-stakes teacher accountability, merit pay, shuttering “failing” schools–are believed to be essential if public schools are ever going to get better. And these maxims underlie the commitment to charter schools and vouchers. Freed from the dead hand of bureaucracy and the debilitating effects of school board politics, the argument runs, schools are free to innovate.
If you follow education debates, you’ve heard that again and again. Here’s what’s new: A spate of new books undercuts both propositions, simply decimating the argument for privatizing education.
Since The Death and Life of the Great American School System, her 2010 best-seller, Diane Ravitch has been the most prominent critic of the market-minded reformers. Americans love apostates, and the fact that, as assistant secretary of education in the first Bush administration, Ravitch acknowledged that she had “fallen for the latest panaceas and miracle cures and drunk deeply of the elixir that promised a quick fix,” has given her considerable credibility. Now she pops up everywhere, keynoting national conventions, urging on teachers at an Occupy the Department of Education rally, being profiled flatteringly in The New Yorker, deluging her supporters with emails, and sparring with ex-D.C. Schools Chancellor Michelle Rhee, the darling of the privatizers, about how to “fix” education.




Justice Department bids to trap poor, black children in ineffective schools

NINE OF 10 Louisiana children who receive vouchers to attend private schools are black. All are poor and, if not for the state assistance, would be consigned to low-performing or failing schools with little chance of learning the skills they will need to succeed as adults. So it’s bewildering, if not downright perverse, for the Obama administration to use the banner of civil rights to bring a misguided suit that would block these disadvantaged students from getting the better educational opportunities they are due.
The Justice Department has petitioned a U.S. District Court to bar Louisiana from awarding vouchers for the 2014-15 school year to students in public school systems that are under federal desegregation orders, unless the vouchers are first approved by a federal judge. The government argues that allowing students to leave their public schools for vouchered private schools threatens to disrupt the desegregation of school systems. A hearing is tentatively set for Sept. 19.




Bill would place new standards and ratings on public and voucher schools

All schools funded by state taxpayers — including private voucher schools — would be held to new standards and Milwaukee’s public schools would still face state intervention, under long-expected legislation offered Wednesday by two key GOP lawmakers.
Work has been under way for two years on the measure, which would establish the first-ever rating for private voucher schools based on their student performance data. It comes a month and a half after lawmakers and Gov. Scott Walker expanded Wisconsin’s voucher program for private schools statewide.
The measure would not change the status of Milwaukee Public Schools, which under the state’s current accountability system is the only district in Wisconsin so far to face corrective action.
The new standards were proposed Wednesday by the chairmen of the Senate and Assembly education committees, Sen. Luther Olsen (R-Ripon) and Rep. Steve Kestell (R-Elkhart Lake).
“We want parents to have the best information possible while at the same time making sure all of their choices are quality options,” Kestell said in a statement.
The bill would cover all schools receiving tax dollars, from traditional public schools to public charter schools and voucher schools. Work on it began two years ago with a task force chaired by Walker and state schools Superintendent Tony Evers, an ally to Democrats, along with Olsen and Kestell.
But passage of the complex measure through the Republican-held Legislature is by no means guaranteed. Both Olsen and Kestell have sometimes taken more aggressive postures on overseeing vouchers than some other Republican colleagues, particularly those in the Assembly.




Tony Bennett, Former Indiana School Superintendent, Changed Top GOP Donor’s School’s Grade

INDIANAPOLIS — Former Indiana and current Florida schools chief Tony Bennett built his national star by promising to hold “failing” schools accountable. But when it appeared an Indianapolis charter school run by a prominent Republican donor might receive a poor grade, Bennett’s education team frantically overhauled his signature “A-F” school grading system to improve the school’s marks.
Emails obtained by The Associated Press show Bennett and his staff scrambled last fall to ensure influential donor Christel DeHaan’s school received an “A,” despite poor test scores in algebra that initially earned it a “C.””They need to understand that anything less than an A for Christel House compromises all of our accountability work,” Bennett wrote in a Sept. 12 email to then-chief of staff Heather Neal, who is now Gov. Mike Pence’s chief lobbyist.
The emails, which also show Bennett discussed with staff the legality of changing just DeHaan’s grade, raise unsettling questions about the validity of a grading system that has broad implications. Indiana uses the A-F grades to determine which schools get taken over by the state and whether students seeking state-funded vouchers to attend private school need to first spend a year in public school. They also help determine how much state funding schools receive.

Where have all the students gone?
Madison School Board President Ed Hughes:

Esenberg sets out to identify the fundamental differences between voucher advocates and opponents. His thesis is that views on vouchers derive from deeper beliefs than objective assessments of how well voucher schools perform or concerns about vouchers draining funds from public schools. To him, your take on vouchers depends on how you view the world.
Esenberg asserts that voucher advocates are united by their embrace of three fundamental principles: that a centralized authority is unlikely to be able to decide what is best for all; that families should be trusted to select their children’s schools since ordinary people are capable of making choices for themselves without paternalistic direction; and that “government does not do diversity, experimentation and choice very well.”
By implication, he asserts that voucher opponents think that a centralized authority will be able to decide what’s best for all, that families shouldn’t be trusted to make choices for their children, and that government control is the best way to foster innovation.
And there you have it. Your views on school voucher expansion are entirely explained by whether you prefer individual freedom, like the voucher advocates, or stultifying government control, like the voucher opponents. In cinematic terms, voucher opponents are the legions of lifeless, gray drones in Apple’s famous 1984 commercial and voucher supporters are the colorful rebel, bravely challenging the control of Big Brother and hurling her sledgehammer to smash mindless conformity. You couldn’t ask for a more sophisticated analysis than that, could you?
While his thesis invites mockery, Esenberg’s short article does present a bit of a challenge to voucher opponents like myself. Can we set out a coherent justification for our opposition that doesn’t depend on the facts that voucher schools drain needed resources from public schools and don’t perform any better? Sweeping those fairly compelling points aside, Esenberg asks, in effect, what else you got?

Mr Hughes anti-voucher rhetoric is fascinating on several levels:
1. The Madison School District’s long term, disastrous reading results. How much time and money has been wasted on anti-voucher rhetoric? Reading has long been job one.
2. Local private schools do not have much, if any availability.
3. Madison spends double the national average per student (some of which has been spent on program explosion). Compare Milwaukee Public and Voucher Schools’ Per Student Spending.
4. Madison’s inability to address its long-term disastrous reading results will bring changes from State or Federal legislation or via litigation.
5. Superintendent Cheatham cited Long Beach and Boston as urban districts that have “narrowed the achievement gap”. Both districts offer a variety of school governance models, which is quite different than Madison’s long-time “one size fits all approach”.
I recall being astonished that previous Madison School District administrators planned to spend time lobbying at the State level for this or that change – while “Rome is burning“. Ironically, Superintendent Cheatham recently said:

“Rather than do a lot of work on opposing the voucher movement, we are going to focus on making sure our schools are the best schools possible and the schools of choice in Madison,” Cheatham said.

Mr. Hughes in 2005:

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A great, salient quote. I would hope that the District would focus completely on the matter at hand, disastrous reading scores. Taking care of that problem – and we have the resources to do so – will solve lots of other atmospheric and perception issues.
In closing, I sense politics in the voucher (and anti-open enrollment) rhetoric. Two Madison School Board seats will be on the Spring, 2014 ballot. One is currently occupied by Mr. Hughes, the other by Marj Passman. In addition, local politics play a role in becoming school board President.




American Federation of Teachers Poll: Parents don’t support many education policy changes

Most parents with children in public schools do not support recent changes in education policy, from closing low-performing schools to shifting public dollars to charter schools to private school vouchers, according to a new poll to be released Monday by the American Federation of Teachers.
The poll, conducted by Democratic polling firm Hart Research Associates, surveyed 1,000 parents this month and found that most would rather see their neighborhood schools strengthened and given more resources than have options to enroll their children elsewhere.
AFT President Randi Weingarten is expected to highlight the poll’s findings during a speech Monday at the union’s annual meeting in Washington. The AFT is the nation’s second-largest teachers union and represents school employees in most of the major urban school districts.
In the speech, Weingarten will call for a reinvestment in public schools and say that education reform hasn’t worked and isn’t what parents want. “Decades of top-down edicts, mass school closures, privatization and test fixation with sanctions, instead of support, haven’t moved the needle — not in the right direction, at least,” Weingarten says in remarks from the speech provided to The Washington Post. “You’ve heard their refrain: competition, closings, choice. Underlying that is a belief that disruption is good and stability is bad.”




Why New Jersey’s teachers’ union is on the sidelines in this Senate race

With less than four weeks until New Jersey’s primary election for U.S. Senate, the latest Monmouth University poll shows that 49 percent of likely voters support Cory Booker, a lead that Monmouth pollster Patrick Murray calls “impregnable.” Fellow Democrats Frank Pallone, Rush Holt, and Sheila Oliver garner anywhere from an anemic 12 percent to a moribund 3 percent. Rush Holt comes in at 8 percent.
U.S. Congressman Holt’s middle-of-the-losers status is rankling his new consultant Bob Braun, who this week unleashed a tirade at N.J.’s primary teachers’ union, NJEA. Braun, a 50-year veteran of the Star-Ledger and faithful labor union lackey, is appalled that traditional public school lobbyists have failed to endorse any candidate, let alone Holt. NJEA typically issues endorsements for U.S. Senate candidates – in 2008 it endorsed the late Frank Lautenberg (whose open seat is in contention) and in 2012 it endorsed Bob Menendez.
For Braun, NJEA’s uncharacteristic passivity this election cycle is indefensible because Booker is a proponent of school vouchers, a controversial plan that would allow parents to use state money for private and parochial school tuition. NJEA hates vouchers and Braun bridles at the union’s failure to interfere with Booker’s coronation. He attributes NJEA’s silence to cowardice:

In the gubernatorial race, Christie is running about 40 points ahead of N.J. Sen. Barbara Buono.
Lock or not, N.J.’s public education system is a big talking point for all candidates. In fact, the current electoral discussions get to the heart of a puzzle for this blue state’s Democratic leadership: in the realm of education reform, what does it mean to be a New Jersey Democrat?
If you ask Cory Booker, a “Democratic” agenda includes charter school expansion, data-driven teaching evaluations, top-down accountability, focus on poor urban school districts, and vouchers. But if you ask Barbara Buono for her prescription for improving public education, a “Democratic” agenda, antithetical to Booker’s, includes restrictions on charter school growth, protection for teachers from the vagaries of data, and local control.
This stark contradiction in agenda between two of the state’s most prominent Democrats says less about national trends and more about the paralysis of N.J. party leaders. While the national Democratic Party has integrated education reform tenets into its platform on public school improvement – indeed, except for the vouchers Booker’s agenda mirrors President Obama’s — N.J.’s elected Democrats are stuck in a time warp.
One way to think about this is in the context of the GOP’s national problem, post the 2012 presidential election. Republicans, it’s often noted, are trapped in a shrinking tent that not only appears too small for the 47 percent (remember Mitt Romney’s infamous comments about Americans who rely on some sort of governmental support?) but is too diminished for immigrants and the LGBTQ community.

Voucher schools don’t always take special needs students



Rory Linnane:

Kim Fitzer’s daughter, Trinity, was attending kindergarten at Northwest Catholic School in Milwaukee with a voucher from the state for the 2011-12 school year. But Trinity, then 6, had gastrointestinal problems and anxiety — conditions that Fitzer said the private school was ill-equipped to address.
Fitzer said the school repeatedly called her to pick up Trinity, saying she was “out of control.” After Trinity knocked papers to the floor and kicked a teacher who tried to restrain her, Fitzer was told the girl was no longer welcome at the school.
Northwest Catholic Principal Michelle Paris said in an email statement that “every decision was made in the very best interest of the child with mutual agreement of our school leadership and the parent.”
But Fitzer said it was not her decision, and she “didn’t have an option.”
Trinity transferred to a Milwaukee public school, where she has received special education services that address her anxiety as a disability.
Under the state’s parental choice program, Northwest Catholic received a $6,442 voucher for Trinity’s enrollment in the private school, but the public school got no extra money for taking her through the end of the school year. Critics of school choice, and a pending federal lawsuit, charge that students with disabilities, such as Trinity, are being underserved by publicly funded vouchers meant to give low-income students in Milwaukee and Racine the chance of a private education.

Wisconsin Governor Scott Walker: Future voucher expansion should be based on student performance

Luther Olsen, R-Ripon, chairman of the Senate Education Committee, said work on an accountability bill is wrapping up and he hopes it will begin circulating for sponsors by the end of this month. He hopes hearings will be held in late summer and early fall with a bill sent to the governor by the end of the year.
“I hope that everyone comes away happy that this is the right thing to do,” Olsen said. “The voucher people want a bill like this because they’re only as good as their weakest school.”
Olsen said the bill will not only apply the report card system to schools participating in the voucher program, it will also make changes to the report card for public schools.
The report card released last fall didn’t measure high school student growth, because it was based on one test taken in 10th grade. The state budget the governor signed Sunday expands high school testing to grades nine and 11. The accountability bill will ensure future report cards include those tests, Olsen said.
Democrats have been skeptical that Republicans will follow through on holding private voucher schools accountable. Earlier this year Senate Minority Leader Chris Larson, D-Milwaukee, compared talk of a bill to Lucy pulling the football away from Charlie Brown.
In February, Walker told the State Journal editorial board that he hoped to sign a voucher school accountability bill before the budget was approved. That didn’t happen, but Walker said there was push back from the Legislature.
