Volunteer mentoring program teaches robotics

In an abandoned insurance office, a handful of Madison engineers and scientists logged hundreds of volunteer hours to create a workshop so high school students could put their math and science lessons into practice.
It’s a drill two GE Healthcare engineers – Rob Washenko and Bob Schulz – have performed 20 hours a week for six weeks each of the last four years to assist Memorial High School science and aerospace engineering teacher Ben Senson in the development of a high school robotics program.
“We teach students how to think to solve problems,” said Washenko, 50, an engineering manager and inventor at GE Healthcare in Madison.




Sparks Fly as the Madison Studio Charter School is Voted Down



The Madison School Board voted down the proposed Studio Charter School Monday night in a 4-2 vote (Against: Carstensen, Kobza, Silveira and Winston; For Mathiak and Robarts with Vang away).

There is disagreement among Madison School Board members over what put the nails in the coffin of a proposal to create a new fine arts and technology-focused charter school.
The Studio School suffered from being the wrong proposal at the wrong time, said board President Johnny Winston Jr., who joined board members Carol Carstensen, Arlene Silveira and Lawrie Kobza in voting against the plan at Monday night’s School Board meeting.
But board member Lucy Mathiak says that the vote was wrapped up in School Board and labor politics, and that the Studio School suffered from disapproval from Madison Teachers Inc., the district’s union.
But Mathiak, who along with board member Ruth Robarts voted in favor of what would have been Madison’s third charter school, said she felt the proposal was primarily doomed by disapproval from MTI.
She noted that the MTI’s School Board candidate questionnaire asks whether candidates support charter schools, and added that there was a MTI representative at Monday night’s meeting.
“There is definitely the feeling that the union does not look favorably on charter schools, although they are public schools, staffed by district teachers,” Mathiak said.
“I find it ironic that the same people who voted for a voluntary impasse resolution agreement regarding teachers’ contract negotiations are now saying that developing a charter school is something we can’t afford. We should keep all of our options open in the bargaining process … the potential for cost savings are very significant,” she said.
Mathiak is referring to a vote taken by School Board members in preparation for negotiations with the teachers’ union next month that included concessions from the district on bargaining over health care insurance.

Notes and Links on the Madison K-12 Climate and Superintendent Hires Since 1992



Madison Superintendent Art Rainwater’s recent public announcement that he plans to retire in 2008 presents an opportunity to look back at previous searches as well as the K-12 climate during those events. Fortunately, thanks to Tim Berners-Lee’s World Wide Web, we can quickly lookup information from the recent past.
The Madison School District’s two most recent Superintendent hires were Cheryl Wilhoyte [Clusty] and Art Rainwater [Clusty]. Art came to Madison from Kansas City, a district which, under court order, dramatically increased spending by “throwing money at their schools”, according to Paul Ciotti:

In 1985 a federal district judge took partial control over the troubled Kansas City, Missouri, School District (KCMSD) on the grounds that it was an unconstitutionally segregated district with dilapidated facilities and students who performed poorly. In an effort to bring the district into compliance with his liberal interpretation of federal law, the judge ordered the state and district to spend nearly $2 billion over the next 12 years to build new schools, integrate classrooms, and bring student test scores up to national norms.
It didn’t work. When the judge, in March 1997, finally agreed to let the state stop making desegregation payments to the district after 1999, there was little to show for all the money spent. Although the students enjoyed perhaps the best school facilities in the country, the percentage of black students in the largely black district had continued to increase, black students’ achievement hadn’t improved at all, and the black-white achievement gap was unchanged.(1)
The situation in Kansas City was both a major embarrassment and an ideological setback for supporters of increased funding for public schools. From the beginning, the designers of the district’s desegregation and education plan openly touted it as a controlled experiment that, once and for all, would test two radically different philosophies of education. For decades critics of public schools had been saying, “You can’t solve educational problems by throwing money at them.” Educators and advocates of public schools, on the other hand, had always responded by saying, “No one’s ever tried.”

Cheryl Wilhoyte was hired, with the support of the two local dailies (Wisconsin State Journal, 9/30/1992: Search No Further & Cap Times Editorial, 9/21/1992: Wilhoyte Fits Madison) by a school board 4-3 vote. The District’s budget in 1992-1993 was $180,400,000 with local property taxes generating $151,200,00 of that amount. 14 years later, despite the 1993 imposition of state imposed annual school spending increase limits (“Revenue Caps“), the 2006 budget is $331,000,000. Dehli’s article mentions that the 1992-1993 School Board approved a 12.9% school property tax increase for that budget. An August, 1996 Capital Times editorial expressed puzzlement over terms of Cheryl Wilhoyte’s contract extension.
Art, the only applicant, was promoted from Acting Superintendent to Superintendent in January, 1999. Chris Murphy’s January, 1999 article includes this:

Since Wilhoyte’s departure, Rainwater has emerged as a popular interim successor. Late last year, School Board members received a set of surveys revealing broad support for a local superintendent as opposed to one hired from outside the district. More than 100 of the 661 respondents recommended hiring Rainwater.

Art was hired on a 7-0 vote but his contract was not as popular – approved on a 5-2 vote (Carol Carstensen, Calvin Williams, Deb Lawson, Joanne Elder and Juan Jose Lopez voted for it while Ray Allen and Ruth Robarts voted no). The contract was and is controversial, as Ruth Robarts wrote in September, 2004.

Going Green Saves Schools $100,000 a Year

A new national report finds that building “green” would save an average school $100,000 each year – enough to hire two new additional full-time teachers.
The report breaks new ground by demonstrating that green schools – schools designed to be energy efficient, healthy and environmentally friendly — are extremely cost-effective. Total financial benefits from green schools outweigh the costs 20 to 1. With over $35 billion dollars projected to be spent in 2007 on K-12 construction, the conclusions of this report have far-reaching implications for future school design.

There is a lot I don’t know about my parents. But I do know this: They would never have voted no on a school referendum.
They grew up in the Depression, then worked and fought their ways through World War II.
They saw how the GI Bill revolutionized American society and ushered in the postwar economic boom. They knew the value of education.
If the schools said they needed something – more staff, another building, more books – then they got it.
I am absolutely sure my parents and their generation thought there was no better way to spend money than on schools. Schools meant jobs, of course – better jobs and better-paying jobs. But schools also meant better-educated children, smart children. And schools were the great equalizer that meant upward social mobility and held a community together. Schools guaranteed a future: Good schools, good future. Bad schools, bad future.
Schools were the linchpin, the axis of American society. That’s the same reason why they would never have questioned a teacher’s judgment over one of their own children’s complaints. Teachers were always right because they were the teachers.
And the reason I can still remember the name of the local superintendent of schools – Dr. Bruce Hulbert – was because my parents spoke of him with awe and respect as a man who was not looking to steal from their checking account but instead to help their children.
It’s probably the same reason I can recall so many of my teachers’ names – Mrs. Cuneo, in whose second-grade class I took part in the Salk polio vaccine trials, and Mr. Firestone, my sixth-grade teacher who made me memorize the multiplication tables and then sing in Gilbert and Sullivan’s “The Pirates of Penzance.” And so on right though high school and undergraduate school and graduate school.
I find myself thinking of my parents now, wondering what they would do in the current atmosphere of criticism and even hostility directed at the schools.
They were middle-class, not wealthy, so when they paid taxes, it was not always happily but it was always with gratitude. They believed that paying taxes was a patriotic duty, the price you paid for living in a privileged, free and – in those days – increasingly egalitarian society.
Taxes were the cement that held us together, the concrete expression of the social contract. Taxes, they felt, were a form of insurance that guaranteed life would get better for everyone, especially for their own children.
But they knew value, and they knew that no dollar buys more value than a dollar you spend on educating a child.
Of course, times have changed.
Things are more expensive. And we have forgotten what life was really like – for the poor, for the elderly, for ethnic minorities, for the disabled – when we had the small government and low taxes that today’s Republicans have bamboozled people into thinking were the good old days. My parents, and their parents, knew better.
But whatever fixes we need now, we should not deprive the children.
Yes, I see room for changes.
•We need to shift the burden of funding from the property tax. I think the income tax is more appropriate, along with a sales tax. And what would be wrong with just a plain old education tax?
•We need to correct the feeling that the public has been lied to. School spending keeps going up and up, but we keep seeing reports that American students have become less competitive internationally. Is someone crying wolf?
Let me suggest that a lot of the confusion has to do with bookkeeping. I would like to see the health costs for special education come from the state Department of Health and Family Services budget. I would like to see how much money goes for actual curriculum and instruction. Call it truth in spending.
Mind you, I am not suggesting that special education is wrong or too expensive. It is important for us to provide it. ^^^^^^^^^^^^^^^^^^^^^^^^^But we should have a better idea of just how much everything costs and whether some areas benefit because others are shortchanged.
•We need to stop lobbying groups like the Wisconsin Millionaires Club – I’m sorry, I mean Wisconsin Manufacturers & Commerce – from luring money away from other social programs for socialized business disguised as free market capitalism.
•We need to become prouder of paying taxes because they are, despite some instances of waste or mismanagement, generally very good deals. If you want Mississippi taxes, are you really ready for Mississippi schools and Mississippi health care and Mississippi arts?
•We need to make Washington pay its fair share of education costs. If we can fight wars as a nation, we can educate children as a nation.
So for the sake of myself, my parents and the children, I will vote yes on the Nov. 7 referendum for Madison’s schools. I urge you to do the same.

2006 / 2007 Madison School Board & Committee Goals



The Madison School Board meets June 19, 2006 @ 5:00p.m. to discuss their 2006 / 2007 goals for our $332M+ schools. A friend wondered what goals readers have in mind.
I thought it might be useful to consider the Board’s goals in light of the District’s strategic plan [450K pdf]:

  1. Instructional Excellence
    Improving student achievement
    Offering challenging, diverse and contemporary curriculum and instruction.
  2. Student Support
    Assuring a safe, respectful and welcoming learning environment.
  3. Staff Effectiveness
    Recruiting, developing and retaining a highly competent workforce that reflects the diversity of our students.
  4. Home and Community Partnerships
    Strengthening community and family partnerships, and communication.
  5. Fiscal Responsibility
    Using resources efficiently and strategically.

“Conflict of Interest”?



Christina Daglas article in the Cap Times on 6/8/05 refers to John Matthews, head of MTI, and his position on the board of WPS the insurance company that provides policies to the Madison school teachers as not having a conflict of interest. I have no information that Mr. Matthews has done anything wrong however, I strongly dispute the fact that this is not a conflict of interest. This is the first I have heard of his position on the board of WPS. I have asked the board many times why teachers are under such an expensive health care contract when many families in the community of Madison are well served by U.W. providers under a less expensive program, mine included. I was told many times the cost savings would be small to switch to a different carrier but this newly revealed information makes me question whether that is true or not. Per the Capital Times, Mr. Matthews fails to see a conflict of interest…..he fails to see a conflict of interest. I guess I keep repeating this statement and wondering how he can not see a conflict of interest. Anyone else see a conflict of interest?




Referendum means it’s time for finger pointing

Referendum means it’s time for finger pointing

Hey Racine! It’s that time again. Time to complain about money spent on schools! Who’s to blame? Let the finger pointing begin! Hey, there’s a group of teachers. Let’s blame them. They are just over paid baby sitters! I wish. I figure if I got paid $5.00 for each kid (25 per class), for 6 hours a day, for 180 days. I would make $135,000 a year! Let’s give those with a master’s $7.00 and hour per kid. That’s $189,000. Reality $39,000. Between my wife and I, last year we paid close to $7,000 just to keep our jobs (property taxes, classes to renew licenses, fee for licenses, and out of pocket expenses to supplement our classroom’s). I love paying close to $1000 of my own salary in property taxes. Healthcare. The district offered us the plan. Would you have turned it down? Should we pay more? Remember that teachers did trade salary for benefits.
Let’s point fingers at the school district. All they have done is cut spending year after year. Costs go up, spending goes down. You do the math!
Attention Racine: we have schools that were built during the Abraham Lincoln administration! Can you accurately guess from year to year how much it costs to keep these buildings running, when the ghosts of the 1800s still run through the halls! More cuts need to be made even if this does not pass. This district does not have the money to give you what this city deserves. Kids learning in run down, overcrowded buildings is a very real thing.
Next, let’s point fingers at the taxpayers. Those same people who spend $1 to $2 for a bottle of water. Those people who spend a dollar a day at the soda machine at work! Those people who don’t think twice at paying $4-$5 for one beer at Harbor Fest, Summerfest, Lambeau Field and the rest. Those people who are still driving their SUVs, pick-up trucks, Cadillac’s, and other gas guzzling cars. Those same people who pay $40-$50 a month so they can make sure their 12-year-old has a cell phone, $50 cable bills, $200 utility bills, $40 video games to baby-sit your kids, 20 cent increase for a gallon of gas this past week, the list goes on! Complain about those. Oh yeah, those things don’t go to a referendum, Why is it that when schools need more money, everyone complains? One person wants a user fee. The more kids you have, the more you pay. So I should pay more for the fire department if they put out my fire and I have 10 kids? Same concept! I’ve never used the fire department yet, can I get a refund? One lady offered the keys to her house. You got it! That will save three teachers jobs. Thanks! For those who think you don’t benefit from Unified because you have no more kids there, well then I think we need to make Unified and Non-Unified lines at every place of business. So when you go to the store, doctor, or gas station you can only go to the line where your tax money is spent.
Now the Racine Taxpayers Association gives the referendum a thumbs down. They say not enough cuts have been made. Have you been to our schools? Have you seen the plaster falling on kid’s heads? Have you seen the paint chipped so bad the wood is rotting underneath? Have you felt the below zero wind blow through the cracks in the 100 year old windows? Have you tried to teach in a classroom where the temperature varies from near 90 degrees to 60 degrees all in one day? Oh, that’s right, you think teachers should pay more for their insurance. Well if we do, then I want a raise back on my salary that I gave up for the past 10 years. The bottom line is that we have a serious problem.
So either fight for a better educational system and support it, or get out of our way. The future is now!
Without support, you can’t imagine how bad things are going to get.
