Memphis City Schools is one of 10 districts being considered for millions of dollars over five years to improve teacher quality, including exit strategies for those who don’t make the grade.
The Bill & Melinda Gates Foundation has set aside $500 million to study what makes an effective teacher, create ways to develop more and set up meaningful rewards, which could include merit pay.
Four winners will be announced in mid-August.
A delegation from Memphis, including Supt. Kriner Cash, school board president Tomeka Hart and Stephanie Fitzgerald, president of the Memphis Education Association, is in Atlanta discussing options with foundation members through today.
“The focus is very clear. The Gates are looking for how you keep excellent teachers and new ways to begin measuring their effectiveness,” Cash said. “The work will also include an exit strategy for teachers who are not as satisfactory.”
Gates — the biggest private source of money for education reform in the nation — invited 30 districts to submit applications. Memphis made the cut after foundation officials visited several days late this winter and invited district leaders to Atlanta as a semifinalist.
I AM in Newark, New Jersey’s largest town and long a byword for urban decay. I’ve been invited by KIPP (the “Knowledge is Power Programme”), the biggest and best known of America’s charter-school chains, which has three schools in Newark, with a fourth to open this autumn. Founded by two Teach for America alumni (how familiar that story is getting) in 1994, there are now 66 KIPP schools nationwide, mostly middle schools (ie, with students between 10 and 14 years old). Oddly, none of Newark’s KIPP schools are called that: under the state’s charter law “brand” names are banned, which reflects early fears that big chains would come in and take over. Those fears have dissipated, and Cory Booker, Newark’s mayor since 2006, is a good friend of charters, and wants to see more of them.
I’m actually a bit nervous. KIPP has a fearsome and to my mind not entirely attractive reputation in England for a zero-tolerance approach to discipline–insisting that children keep their gaze on teachers who are speaking, and nod and say “yes” in response to teachers’ requests; giving detentions for minor transgressions; and “benching”–that is, seating naughty children separately in class and forbidding other pupils to speak to them during breaks. A certain type of English politician practically drools when talking about KIPP–the ones who, like many of their compatriots, dislike and fear children, and love all talk of treating them harshly. I’m half-expecting to find dead-eyed Marine-sergeant types with crewcuts barking orders at children one-third their size. If it turns out that the only way to maintain order and calm in a tough urban school is to run it like a boot camp, it will make me very sad.
As The Economist’s education correspondent, I’ve been invited by Economist Conferences, one of the businesses in the Economist group, to chair a conference in New York entitled “Global Education 2020“. It’s just one day, but if I’m going to make the trip from London, I may as well stay longer and visit some schools. Those in the city’s poor neighbourhoods have long been known for having serious problems–violence, astronomical drop-out rates and abysmal standards of achievement–but in the last few years exciting things have been happening under Joel Klein, the chancellor of the city ‘s department of education, and I want to see some of the success stories with my own eyes.
Monday morning, and I’m off to Starbucks on 93rd and Broadway to meet Wendy Kopp, the Princeton graduate who in 1990 founded Teach for America (TFA), a non-profit organisation that recruits top-notch graduates from elite institutions and gets them to teach for two years in struggling state schools in poor areas. I know the basics already–TFA been widely copied, including in England. But I quickly realise that I’ve misunderstood TFA’s true purpose.
All three are tired. Their classrooms are not much like the rest of the school where they work, and their heroic efforts are only supported by Chester and each other, not by their co-workers. “The first year was unbelievably bad,” one tells me. “So many years with low expectations meant a lot of resistance from the kids. Eventually they saw the power and the growth they were capable of–but during the first few months we were just butting heads every day.”
At today’s education committee hearing, City Council members took turns questioning Department of Education officials on the rise of charters schools. Their questions were passionate, specific, and universally accusatory. They may have also been scripted.
Just before the hearing began, a representative of the city teachers union, which describes itself as in favor of charter schools, discreetly passed out a set of index cards to Council members, each printed with a pre-written question.
One batch of cards offered questions for the Department of Education, all of them challenging the proliferation of charter schools. “Doesn’t the Department have a clear legal and moral responsibility to provide every family in the city guaranteed seats for their children in a neighborhood elementary school?” one card suggested members ask school officials. “Isn’t the fundamental problem here the Department’s abdication of its most important responsibility to provide quality district public schools in all parts of the city?” another card said. Several council members picked up on the line of thought. “Shouldn’t we aspire to have every school in the city good enough for parents to feel comfortable sending their children?” Melinda Katz, a Council member from Queens, said in questioning school officials. “I remember when Joel Klein became the chancellor,” the committee chair, Robert Jackson, said. “Back then, he used to talk about making every neighborhood school a good school where every parent would want to send their children. I don’t hear him talk about that anymore.”
Asked about the cards, union president Randi Weingarten provided a statement saying that she regretted the tactic. “We are often asked by the council for information and ideas about various issues. Additionally, when I am available, I often respond to what others testify to. In this instance, I was in Washington and couldn’t be at City Hall,” she said in the statement. “I am proud of the testimony we gave today, but I regret the manner in which our other concerns were shared.”
In 1993, Microsoft launched an innovative multimedia encyclopedia, Encarta, delivered through CD-ROM. It nearly put the Encyclopaedia Britannica out of business. Last week, Microsoft announced that it will close Encarta down.
Encarta could not compete with Wikipedia, which plays by different rules, using the online medium to beat earlier encyclopedias at their own mission. Created and maintained by anonymous people around the world, Wikipedia is by far the biggest and most popular encyclopedia ever. Despite being created by amateurs, it has the potential to become the most professional.
This may be a startling claim. There are infamous inaccuracies, such as the mischief-maker who edited the profile of a well-known journalist to say he’d been accused of assassinating the Kennedys. There have been drawn-out battles about whether the city is Gdansk or Danzig. (And whoever created the entry about me incorrectly listed my ex-wife as my current wife. My actual wife was not amused.)
But Wikipedia is quietly transforming itself into a hybrid of amateurs and professionals. Anyone can create entries — it has 10 million articles in 253 languages — but the ultimate editing is increasingly done by well-trained researchers. This trend is important because by some measures Wikipedia is in the top five Web sites, it is often the top result on Google searches, and it gets 97% of traffic to online encyclopedias.

All of the speakers were good, but I will admit I really enjoyed listening to Madison Metropolitan School District Superintendent Dan Nerad talk on the issue of poverty in our schools.
“Oftentimes, the statement is used as follows: Our children are our future. In reality, we are theirs.”
Nerad made one more point I found interesting, which was his explanation for why for every one student that comes into the MMSD, two to three students leave it. While MMSD has been well-recognized for having great schools and students, many of the schools have high concentrations of poverty (17 of 32 elementary schools have more than 50 percent of students on free or reduced lunch programs), which Nerad said can lead to perception issues about how MMSD uses its resources.
“From my perspective, it’s a huge issue that we must face as a community — for every one child coming in, two to three come out right now. I worry that a lot of it is based on this increasing poverty density that we have in our school district … Oftentimes that’s based on a perception of quality, and it’s based on a perception based on that oftentimes that we have more kids in need, that we have more kids with more resource needs, and oftentimes people feel that their own children’s needs may not be met in that equation.”

David Chard, dean of the Simmons School of Education and Human Development at Southern Methodist University in Dallas, says there’s little difference between most grading scales.
“It’s like Celsius and Fahrenheit. It’s exactly the same thing,” he said.
Bob Schaeffer, public education director for the advocacy group FairTest, said a debate over grading scales often reveals the “tyranny of false precision.”
“These numbers were not handed down by God on a stone tablet,” he said.
To Robert Marzano, a Denver-based education researcher, the typical grading scale is an incomplete measure of student achievement. He recommends bar graphs measuring student achievement on various course topics.
As officials in the Pittsburgh Public Schools prepare to drop a controversial grading scale for a 5-point scale they’re calling fairer and more accurate, Dr. Chard, Dr. Marzano and Mr. Schaeffer cautioned that no version is perfect.
All require some degree of teacher subjectivity, and all require careful, thoughtful application, Dr. Chard said.
Mr. Schaeffer said grading scale controversies generate “much more heat than light,” yet Dallas and Fairfax, Va., also are in the midst of them now.
Dr. Marzano said as many as 3,000 schools or districts have made some of the improvements he favors, such as expanded report cards with bar graphs breaking down student achievement at the topic level while still giving overall course averages and letter grades. He said the bar graphs can correspond to five-point scales measuring achievement in the topic areas.The Madison School District’s move toward “Standards Based” report cards has not been without some controversy.
In many circles, class size is considered as fundamental to education as the three R’s, with numbers watched so carefully that even a tiny increase can provoke outrage among parents, teachers and political leaders. Alarms went off in New York and California last week, as officials on both coasts warned that yawning budget gaps could soon mean more children in each classroom.
But while state legislatures for decades have passed laws — and provided millions of dollars — to cap the size of classes, some academic researchers and education leaders say that small reductions in the number of students in a room often have little effect on their performance.
At recent legislative hearings on whether to renew mayoral control of the New York City schools, lawmakers and parents alike have asked, again and again, why Mayor Michael R. Bloomberg and Chancellor Joel I. Klein have not done more to reduce class size. On Tuesday, the Education Department issued a report that found the average number of children per class increased in nearly every grade this school year.
“If you’re going to spend an extra dollar, personally, I would always rather spend it on the people that deliver the service,” Mr. Bloomberg said when asked about the report on Thursday, calling class size “an interesting number.”
Education Commissioner Peter McWalters has ordered the city schools to begin filling teacher vacancies based on qualifications rather than seniority, an order that could fly in the face of the teachers’ contract.
McWalters, in a no-nonsense letter yesterday to Supt. Tom Brady, said the district hasn’t been moving fast enough to improve student achievement and that it was time to intervene in a much more aggressive fashion.
The order should come as no surprise to the district. Over the last two years the commissioner has issued a series of “corrective action” orders that spelled out what the district needed to do to improve student performance.
“This is intervention,” McWalters said yesterday. “Every state gets to the point when it’s time to stop suggesting. The district can’t come back and tell me they can’t get it done.”
McWalters said that seniority can no longer be the way that teachers are assigned and vacancies are filled. Starting this fall, teachers at six Providence schools, including the new career and technical high school and the new East Side middle school, will be assigned based on whether they have the skills needed to serve students at those particular schools.

Mayor Daley also sees an important role for charter schools. “You can’t have a monopoly and think a monopoly works. Slowly it dissolves. And I think that charter schools are good to compete with public schools.” Nobody says there’s something wrong with public universities facing competition from private ones. “I think the more competition we have, the better off we are in Chicago.”
But the mayor won’t support vouchers. “School choice is hard. You’re going back to arguing,” he says, trailing off without making clear whether he means the politics. But he does think it’s notable that, while federal money and Pell grants can be used to finance an education at a private college, federal money can’t be used to help students get a private education at the K-12 level.
Ron Huberman, Mr. Daley’s former chief of staff and head of the Chicago Transit Authority, is anything but an education bureaucrat, and that’s just what the mayor wants in the man he named to replace Mr. Duncan as chief of Chicago schools. Too often in the past, before the mayor took over, the city would bring in schools chiefs who seemed to be riding an education lazy-susan from school to school. “We’d give them big bonuses to come here and then when we’d fire them they’d go to other school systems.”
To understand the problem with the stimulus bill, it helps to focus on specific parts. Take the $142 billion for schools, which is nearly double the total outlays of the Department of Education in 2007. Now consider that much of this cash would go to public-school systems that don’t even need the money for its earmarked purposes.
The Milwaukee Public School system, for example, would receive $88.6 million over two years for new construction projects under the House version of the stimulus — even though the district currently has 15 vacant school buildings and declining enrollment. Between 1990 and 2008, inflation-adjusted MPS spending rose by 35%, per-pupil spending increased by 36% and state aid grew by 58%. Over the same period, enrollment fell by a percentage point and is projected to continue falling, leaving the system with enough excess capacity for some 22,000 students.

“In general, MPS facilities have been described by school officials as being in good to better-than-good condition,” reports the Milwaukee Journal Sentinel. “The kind of situations that create urgent needs for renovation or new construction in some cities have not been on the priority list for MPS officials in recent years.”Much more on the splurge here.
I’m writing about the Democrats’ intra-party squabbles on schools, the kind that exploded during the campaign and grew more vociferous in the election’s aftermath but quieted down somewhat with President Obama’s appointment of (consensus candidate) Arne Duncan as Secretary of Education. Well, they’ve returned. Word is that Senate Democrats have stripped virtually all of the reform-friendly provisions out of the House stimulus bill (a bill that was not terribly reform-friendly to begin with ). The Teacher Incentive Fund (which supports merit pay programs): gone. Charter school facilities dollars: gone. Money for data infrastructure projects: gone. Language ensuring that charter schools have equitable access to the money: gone. The teachers unions firmly in control of the Democratic Party: back with a vengeance.

Indeed, it was Mr. Obey, the third-most-senior member of the House, who, in large measure, shaped the bill, in concert with other House Democratic leaders. And though Mr. Obama has embraced the bill, not a single House Republican has lent it support. The president himself is scheduled to visit Capitol Hill on Tuesday to try to address Republican concerns that Mr. Obey and others are using the legislation to push vast amounts of money into health care and other favored initiatives.
Mr. Obey’s impatience, temper and occasionally cutting tone are well known. Even as he outlined the economic plan before Mr. Obama’s inauguration, he flippantly referred to the new president as “the crown prince.” The remark was evidence that Mr. Obey, like other veteran chairmen involved in writing the stimulus package, might not be entirely deferential to the new president until he proved he could exert his influence.
Speaker Nancy Pelosi of California placed Mr. Obey in charge of producing the economic measure and shares his view that the spending for health, nutrition and unemployment programs is justified and a quicker way than tax breaks to pump money into the economy. Ms. Pelosi is very loyal to the chairman, who was a top ally in her 2001 race for Democratic whip.
Putting the economic bill together turned out to be challenging. Mr. Obey and a contingent of Democratic staff members worked over the holidays, meeting with other lawmakers. They were in talks with Rahm Emanuel, who was soon to be the White House chief of staff, and Rob Nabors, a former staff director of the Appropriations Committee who had left to join the Obama team as a budget official.More here:
For some House Democrats, the problem is less a matter of balancing the short and long term than a shortage of focus and will on the part of the administration. Their disappointment centers on the relatively small amount devoted to long-lasting infrastructure investments in favor of spending on a long list of government programs. While each serves a purpose, the critics say, they add up to less than the sum of their parts, and fall far short of the transformative New Deal-like vision many of them had entertained.

Our country’s system of higher education — long extolled as the best in the world — is showing serious fault lines that threaten capacity to meet future needs for an educated citizenry. There are many causes for concern, but chief among them is a system of finance that will be hard to sustain in the current economic environment.
To be sure, higher education has gone through hard times before. But looking at the economic and political horizon in January of 2009, only the rosiest of optimists can believe that what lies ahead is going to be similar to what we have seen before. The shock waves from the international upheaval in credit markets are just now beginning to be felt — in greater demand for student aid, tightening loan availability, dips in endowment assets and earnings, rising costs of debt payments, and deep state budget cuts. Families are going to find it harder to find the resources to pay for the almost-automatic increases in student tuitions that have been the fuel for higher education in the past decade. Even with increases in tuition, most institutions will still face deficits that require deep spending cuts.Individual state data (Wisconsin).
Jack Stripling:Most college students are carrying a greater share of the cost of their education, even as institutions spend less on teaching them, according to a report released today.
The report, published by the Delta Project on Postsecondary Education Costs, Productivity, and Accountability, gives a potentially troubling picture of spending and revenue trends in higher education. Spanning from 2002 to 2006, the report indicates that tuition hikes have resulted in little if any new spending on classroom instruction at public research universities.
“The public’s got it exactly right,” said Jane Wellman, head of the Delta Project. “They are jacking up tuition, and they’re not re-investing it in quality.”
There’s plenty of blame to go around, however, for this predicament. With state support waning for public colleges, rising tuition dollars are merely being used to make up for lost revenue — not for hiring more faculty or taking other steps that would arguably improve classroom instruction, the report asserts. On the other hand, the Delta Project suggests that colleges haven’t made the hard choices required for adapting to lower subsidies, as evidenced by relatively small changes in spending levels.
The A-through-F grading system for New York City schools is billed as a public information tool, helping people sort out which schools are teaching children and which schools are just moving them along. Instead of inscrutable education jargon and endless score charts, the letter grades act like billboards broadcasting achievements and failures.
But for parents shopping for the best schools, the letter grades can obscure some of the most salient information, because they are determined largely by how much progress students make year to year rather than how well their skills stand up against objective standards.
While the question of how effective teachers are at moving students forward is a critical one for their bosses, many parents are equally interested in which schools are most likely to, say, have students reading at grade level or ensure that sophomores are mastering algebra. The heavy emphasis on peer comparisons to schools serving similar populations is clearly a fairer yardstick for educators, but it can hide schools burdened by particularly challenging demographics.
The school district has made a number of efforts to handle Leopold’s enrollment over the years, with mixed results. Eight classrooms were added in 2003, but a $14.5 million referendum to make upgrades to the existing school and build a second school on the site failed in 2005. In 2006, the cafeteria and several areas of the campus were remodeled. In addition, attendance boundaries were adjusted on two occasions, and third-graders were transported to other schools for two years.
To handle overcrowding this year, the district approved transfers of 31 students both within and outside the district. An additional classroom was also added by moving the computer lab to the library.
Meanwhile, Nerad urged the community to be patient as the planning process continues to unfold. The district’s ultimate goals are to cap enrollment at 650 students and to implement a better balance of students according to family income. Sixty-eight percent of students at Leopold come from low-income families.
“We really want to make sure that we have dotted all of our I’s and crossed our T’s and looked at a variety of options,” Nerad said. “And I can assure you relative to the long-term solution that we have not taken anything off the table. It’s just a matter in these tough (economic) times of assuring our community that we have done that due diligence.Much more on Leopold here.
Cieslewicz today will propose a $237.9 million “share the pain” operating budget that raises city taxes $53 on the average $247,974 home.
The proposed budget, a 6 percent spending increase — the largest Cieslewicz has ever offered — delivers new money for police, fire, the library and Metro Transit, but freezes or cuts spending in many areas.
“You’ll find no extreme cuts to any one agency, but many small cuts,” Cieslewicz said. “We did manage to keep long-term commitments.”
The 2.9 percent increase in taxes on the average home is among the fifth-lowest in 30 years, but overall tax collections are up 8 percent, the biggest increase since 1993.
“I was focused primarily on taxes on the average home,” Cieslewicz said. “That is what people experience.”Much more on the 2008 Madison School District referendum here.
More than 50,000 teachers returning to school next month will get a tough lesson about parking in congested urban areas when the Bloomberg administration yanks their long-cherished parking permits, officials announced yesterday.
Deputy Mayor Ed Skyler, assigned by the mayor to whittle down the school system’s permits by at least 20 percent as part of a citywide crackdown, discovered there were 63,390 school permits in circulation but only 10,007 reserved spaces around the schools.
As a result, Skyler reduced the number of parking permits by an astonishing 82 percent, to 11,150, which includes those for teachers and other school personnel.
Some 10,000 of them are good only in spots specifically reserved for school personnel; the others are universal, meaning they can be used wherever a vehicle on “official business” can park. That includes at expired meters and in no-parking zones.
“We found the amount of parking placards outweighed the number of parking spots for the agency as a whole by about 6, or so, to 1,” Skyler said.
I’ve been so tied up with life and the referendum stuff that I haven’t been much paying attention to the city budget process. A story in today’s Wisconsin State Journal got my attention, this graphic in particular. Two items on the possible cut list will directly impact the school district budget and at least three more will make things harder for our schools to do their job.
These possible cuts have been identified early in the budget process. Mayor Cieslewicz asked all departments to list what they would propose in the way of a 5% budget cut. If things go as the Mayor envisions, about 37% of these cuts will need to be enacted. Nothing is set in stone at this point. The Mayor will propose his budget in October and the Common Council will act in November.
In the latest study of student-incentive programs, researchers examining a 12-year-old program in Texas found that rewarding pupils for achieving high scores on tough tests can work. A handful of earlier studies of programs in Ohio, Israel and Canada have had mixed conclusions; results of a New York City initiative are expected in October. Comparing results is further complicated by the fact that districts across the country have implemented the programs differently.
Still, school administrators and philanthropists have pushed to launch pay-for-performance programs at hundreds of schools in the past two years. Advocates say incentives are an effective way to motivate learning — especially among poor and minority students — and reward teaching skills. Critics argue that the programs don’t fix underlying problems, such as crowded classrooms or subpar schools.
In Texas, high-school students enrolled in Advanced Placement classes who got top scores on math, science and English tests were paid up to $500. (AP classes are considered more difficult than traditional high school curricula, and some colleges award credit for AP coursework.) The research, by C. Kirabo Jackson, an economics professor at Cornell University, found that over time, more students took Advanced Placement courses and tests, and that more graduating seniors attended college. Most of the gains came from minority students in the 40 high schools studied, accounting for about 70,000 students in all. The study, set for release on Thursday, will appear in the fall issue of Education Next, a journal published by Stanford University’s Hoover Institution.
First it was the Sats fiasco. Then results for 14-year-olds revealed that more than 30 per cent of boys were three years behind in reading. Finally, last week’s A-level data exposed a north/south divide in achievement that shattered Labour’s claims that huge investment was changing the fortunes of children in the poorest communities.
And with GCSE results out this week, which are expected to show a similar disparity, the exam season is making life distinctly uncomfortable for the Department for Children, Schools and Families.
But while Ed Balls, the Education Secretary, and Jim Knight, the schools minister, scramble round trying to distance themselves from the mess, one minister has gone about his business seemingly untouched by the fallout.
Lord Adonis, the architect behind city academies, has – at least for the moment – the plum education job. Late last month, at the height of the general condemnation over the Sats debacle, he emerged heckle-free from a speech he gave at a teachers’ conference. While national newspapers slam the mind-boggling inefficiency of Sats administration, the culpability of the department, and A-level grade inflation, local papers carry positive pieces about schools bidding to become academies.
Thirty years ago, the mayor of Chicago was unseated by a snowstorm. A blizzard in January of 1979 dumped some 20 inches on the ground, causing, among other problems, a curtailment of transit service. The few available trains coming downtown from the northwest side filled up with middle-class white riders near the far end of the line, leaving no room for poorer people trying to board on inner-city platforms. African Americans and Hispanics blamed this on Mayor Michael Bilandic, and he lost the Democratic primary to Jane Byrne a few weeks later.
Today, this could never happen. Not because of climate change, or because the Chicago Transit Authority now runs flawlessly. It couldn’t happen because the trains would fill up with minorities and immigrants on the outskirts of the city, and the passengers left stranded at the inner-city stations would be members of the affluent professional class.
In the past three decades, Chicago has undergone changes that are routinely described as gentrification, but are in fact more complicated and more profound than the process that term suggests. A better description would be “demographic inversion.” Chicago is gradually coming to resemble a traditional European city–Vienna or Paris in the nineteenth century, or, for that matter, Paris today. The poor and the newcomers are living on the outskirts. The people who live near the center–some of them black or Hispanic but most of them white–are those who can afford to do so.
A charter school whose widely anticipated opening in Hartford was threatened by a lack of cash will open this school year, city officials said Tuesday.
City hall spokeswoman Sarah Barr said in a press release that the Achievement First charter school, run by the same group that operates the acclaimed Amistad Academy in New Haven, will open to 252 students “thanks to public and private support.”
Barr, along with officials at the public school system and Achievement First, declined to say where the money for the school was coming from. A press conference is scheduled for this morning to announce the opening and the funding source.
“The plan is to announce that at tomorrow’s press conference,” Patricia Sweet, an Achievement First official, said Tuesday.

This is the most challenging budget year I have seen in six years and it appears to be among the most challenging in two decades or more. High fuel prices combined with lagging revenues associated with the economic downturn and increases in debt service and other costs will force us to work hard just to maintain current services. Other typical cost increases in areas such as health insurance and wages will create additional pressure on our budget situation.
Based on current estimates, our “cost to continue” budget would result in an unacceptably high increase of about 10% for taxes on the average home and a levy increase of around 15%.Via Isthmus.

One would hope that a referendum initiative would address a number of simmering issues, including math, curriculum reduction, expanded charter options, a look at the cost and effectiveness of reading recovery, perhaps a reduction in the local curriculum creation department and the elimination of the controversial report card initiative. Or, will we see the now decades old “same service approach” to MMSD spending growth?
BAD schools, the left insists, are bad because they do not have enough money. The nation’s capital somewhat undermines this theory. Spending per pupil in Washington, DC, is a whopping 50% higher than the national average, yet the city’s public schools are atrocious. If it were a state, its pupils’ test scores would rank dead last.
Some schools struggle with the basics, such as discipline. Until last year, for example, the Johnson Middle School “had a nightclub on every floor”, says Clarence Burrell, a youth adviser at the school. There would be dozens of kids hanging out on each corridor during classes, schoolboys “with their shirts off getting massages” from female classmates and fights “all the time”, he says.
Mr Burrell, a tough-looking reformed convict, was hired by LifeSTARTS, a local charity, to help restore order. With his four colleagues, he pays attention to the most disruptive kids. He listens to them. He nudges them to pipe down and study. He offers his own “hectic” life as a cautionary tale. “Jail is ten times worse than school,” he warns young troublemakers. “It’s a long time, just you in that cell with a bunch of dudes.”

Her learning marked her as different in her neighborhood and her home. And that was the conundrum she presented to the benefactor driving her home for summer break from the last day of school on Thursday.
Her family lives in one of the roughest housing projects in Washington, D.C. But for the past three years, the 15-year-old ninth-grader has been attending the SEED School in that city, which meant she lived at the school five days a week, except in the summer. It is a boarding school of the type that a core group of influential Milwaukeeans wants to establish here — providing remedial and college-prep, wraparound services that cocoon students from tough family and neighborhood circumstances so that they may better acquire the academic and life skills to succeed.
This girl represents one of the reasons Milwaukee and state leaders should get behind this proposal, contributing to a capital campaign that must raise $30 million to $60 million in private money and injecting a commitment in the governor’s upcoming budget for direct state funding in 2011.
“Ms. Poole, I’m concerned,” the girl said, as Lesley Poole, the schools director of student life, tells it on the day it happened. “I think I’m getting smarter and know more than anyone in my house, and that’s unfair to my mom. I know more words than she does. . . . I can out talk her.”
One day in August 2005, Dan Swinney went to the Chicago public schools for help in his crusade to revive manufacturing here. Instead, Mr. Swinney left his meeting with some homework: design a new high school to train the workers needed to make that revival happen.
This past fall, the school, Austin Polytechnical Academy, opened inside a building that had once housed a mammoth, violence-prone high school on the city’s struggling West Side. Now, Mr. Swinney, chairman of the Chicago Manufacturing Renaissance Council, has plans to open two more high schools and an elementary school in other areas of the city.
Mr. Swinney says American manufacturing is adapting to globalization by shifting to higher-value products. But with the baby boomers’ looming retirement, the education system isn’t producing the workers and managers needed to take over the highly skilled jobs that are most in demand.
“There’s a window that’s open that will allow us to sustain and expand our competitive advantage, but it’s only open for a few years,” Mr. Swinney says. Training poor students to fill these positions can “address deep social problems,” while giving industry the work force it needs.
The lucky ones heard their numbers called early.
Not only could those first-announced winners beam with pride about being one of the first 80 students who will attend the SEED School of Maryland, but they also did not have to agonize in their chairs any longer, watching the white lottery balls tumble in gilded cages – the numbered balls representing dreams for all and disappointment for many.
Yesterday morning, the founders of the nation’s first public boarding school, which opened 10 years ago in Washington, D.C., held the inaugural lottery to fill the slots for the Baltimore-based second location, which will open its doors in August to disadvantaged youths from all over the state.
More than 300 students applied from the city, the suburbs of Baltimore and Washington, the Eastern Shore, and Western and Southern Maryland. Families traveled to the College of Notre Dame of Maryland to see if their child’s number would be called.

Reinventing our schools with a greater emphasis on student needs and community engagement is, I believe, one of the most broadly beneficial ways to apply the “think globally, act locally” philosophy. Indeed, many students, parents, teachers, administrators and education experts would probably agree that our education system must be radically retooled to increase its relevance and effectiveness in ways that enable all individuals to prosper in what’s already shaping up to be an extremely challenging century.
That was what I and some of my fellow high school students were thinking in 2002, even if we didn’t express it in quite those words. Nonetheless, by 2003 we’d helped develop an Oakland high school called YES (Youth Empowerment School), part of the city’s Small Schools Initiative. Last year, I graduated from UC Berkeley. I’m now working as a substitute teacher and language tutor, and I’ve recently interviewed for a fall 2008 faculty position at YES.
In 2002, and today, Oakland’s students and its schools were coping with problems endemic to education in big cities across the United States.
There was an interesting discussion that unfortunately received no publicity during the March 24, 2008 school board meeting regarding proposed Sprecher Road [map] seven figure infrastructure costs (this spending would, perhaps have begun the process of constructing a new east side school). The Board voted 3-3 (Yes: Carstensen, Moss and Silveira; No: Cole, Kobza and Mathiak with Winston absent), which resulted in a no on these costs. Watch the video here. It would seem ill advised to begin borrowing money for a new school given the ongoing budget challenges. Last spring’s downtown school closing unpleasantness is another factor to consider with respect to potential new edge schools.
The D.C. schools’ proposed $773 million fiscal 2009 budget is garnering attention not only for the millions added for art and music classes, but for what it doesn’t have — money for special education tuition, transportation and attorney’s fees, which annually created huge shortfalls.
Under Mayor Adrian M. Fenty’s takeover of the 49,600-student school system, city officials have shifted to the Office of the State Superintendent of Education a total of $231.5 million in costs associated with educating about 2,000 disabled students in private schools. For years, severe overspending on tuition, transportation and attorney’s fees has contributed to budget gaps, forcing the system to lay off teachers and shift as much as $54 million from classroom instruction.
Previously, the system assumed the duties of a state and a local district, essentially overseeing itself. That structure led to the mismanagement of millions of dollars in federal funds, according to the Department of Education, which designated the system a “high risk” grantee.
In the new structure, all oversight responsibilities and other duties associated with a state were transferred to the state superintendent. Another problem area — school construction and maintenance — was shifted to the new Office of Public Education Facilities Modernization.
Business leaders are increasingly aware that the health of their enterprise is intimately connected with the health of the communities where they operate. As employers, they sometimes find themselves drawn in to help solve local problems. But they are also often frustrated by those efforts, and no wonder. When a community sets out to address complex problems, such as economic stagnation, sprawl, and failing schools, the effort usually ends up going nowhere. Competing agendas surface, members delegate responsibilities to staff, difficult decisions get postponed. Hopes fade and interest flags as the hidden challenges and underlying conflicts become apparent.
The quiet failure of such initiatives is often attributed to human nature, or to some flaw in the process that shaped the effort. But in fact, the problem usually starts when the project organizers compose their first list of proposed participants. The organizers ask themselves: Who are the power brokers around town? Who are the key players? Who from business, government, education, and nonprofits should be involved?
Once the list is compiled, the usual suspects are convened. They assemble with enthusiasm, write a vision statement, sign up for committees, and pledge support. A press release goes out: “Local Leadership Team Sets to Work!”
With a stormy financial front headed toward San Francisco schools, Mayor Gavin Newsom offered to help the district Friday with $30.6 million from the city’s rainy day fund.
Facing a $40 million shortfall, district officials were preparing for massive layoffs and program cuts – including cutting more than 500 teachers and staff.
“This is perilous,” the mayor said of the potential impact. “This is ominous. This is simply not acceptable.”
Newsom’s proposal must be approved by the Board of Supervisors.
In 2003, city voters passed Proposition G, which required the city save excess revenue during good economic times.
The account now holds about $122 million, with the school district eligible for up to 25 percent of the total if two conditions are met: The school district must be getting less money per pupil from the state when adjusted for inflation, and must be facing significant teacher layoffs.

A citywide Scrabble tournament, organized by Madison Family Literacy, aims to help raise funds for reading and education programs for adults and children in the city. The tournament runs from February 23-24 at the Hilldale Shopping Center, and kicks off with a challenge game between Mayor Dave and whoever makes the highest bid for the honor of schooling him at wordplay.
Started in 1999 as part of the federal Even Start program, Madison Family Literacy (MFL) grew out of a need to restructure and move ahead when federal funds began to dry up for the various original branches of the organization. The programs provide adult education courses in English literacy, high school equivalency, employment readiness, childhood development and other essential skills to various at-risk and lower income families throughout Madison. They also provide daily early childhood classes for up to 50 children. And though many local and national groups, including Attic Angels, Returned Peace Corps Volunteers and the Barbara Bush Foundation have chipped in to help keep the program afloat, finances remain tight.
Patti La Cross, the current coordinator, explains: “In the past four years, several things have happened: The federal budget for Even Start was reduced by about 70% and in succession the two other Madison Even Start grants were reaching the end of their four-year cycles. So, we voluntarily merged, eventually becoming One Grant — Madison Family Literacy — and serve the city’s least educated, lowest income families on just over 1/3 of the original funds. And our success at meeting or exceeding all our performance indicators still went up!”
In addition to those families it was already serving, the program took on over 30 Hmong refugee families who began moving into subsidized housing in Madison back in July of 2004. Despite less money coming in and being told to cut back, MFL actually added services for these and other ethnic groups in the area.

On November 19th at 2:44 p.m. Madison police responded to 1300 Seminole Highway after a Metro bus driver noticed someone pointing a gun out of a window on the back of his bus. This was a bus with about 50 Cherokee Middle School students on board. They were going home from school. The driver also indicated he had been shot in the back of the head with a BB. This caused no injury. Officers were able to find a Smith & Wesson black plastic BB/pellet gun & a container of BBs in a backpack. The 13 year old listed above admitted the backpack was his and he had fired the weapon. A friend of his was arrested for disorderly conduct after he threatened to harm other students. He believed one of those students had “snitched.”

Now that the Madison School Board election is over, the board should take a serious look at reforming how elections are organized. The system of electing members on a districtwide basis from numbered seats worked reasonably well until this year. But the challenges that arose in the District 5 race after one of two primary winners quit the contest identified vulnerabilities in the process.
T.J. Mertz and Sarah Manski won a primary that also included Ananda Mirilli. Manski then quit, leaving Mertz in a noncompetitive “contest.” We urged Mirilli to mount a write-in campaign and she seriously considered doing so. But she and her supporters determined that mounting a citywide run would be expensive and difficult. That was a credible conclusion. And it raises a question: Might there be a way to avoid such circumstances?
For instance, what if School Board members were elected from districts? With a smaller pool of voters in relatively tight-knit neighborhoods, it would be easier for all candidates, not just write-in contenders, to mount grass-roots campaigns. That could reduce the cost of campaigns and get candidates back on the doorsteps.
Another fix might be to have all candidates run in one citywide race, rather than for numbered seats. If six candidates were contending for three seats, one candidate could exit the contest and the competition would remain.
Some communities have employed instant runoff voting, in which voters rank candidates in order of preference rather than simply selecting a single candidate. Votes cast for the weakest candidates are transferred to stronger contenders, creating the purest reflection of voter preferences.Much more on the 2013 Madison School Board elections, here.
Sarah Carr, a former Milwaukee education reporter who moved to New Orleans in 2009 to cover schools in the aftermath of Hurricane Katrina, sees some similarities in both troubled public education systems.
“I think they both have their strengths and their weaknesses,” Carr said in a recent interview.
“I think both places have great and awful schools.”
In her new book , titled “Hope Against Hope: Three Schools, One City and the Struggle to Educate America’s Children,” Carr writes about the New Orleans school system by focusing on the personal lives of various figures struggling to educate students in a city still suffering from the aftermath of Katrina.
Her book reports the progress of three different New Orleans schools in a city where charter reform movement has brought about drastic change for poor minority students , administrators and teachers. Carr took a personal approach to interviewing her subjects in order to tell the greater story of the challenges involved in a community where social conditions have a large impact on the education of students.
ALL month schools in China have been on what the state-controlled press calls a “red alert” for possible attacks on pupils by intruders. In one city police have orders to shoot perpetrators on sight. Yet a spate of mass killings and injuries by knife or hammer-wielding assailants has continued. To the government’s consternation, some Chinese have been wondering aloud whether the country’s repressive politics might be at least partly to blame.
In the latest reported incident, on May 12th, seven children and two adults were hacked to death at a rural kindergarten in the northern province of Shaanxi. Eleven other children were injured. It was one of half a dozen such cases at schools across China in less than two months. Three attacks occurred on successive days in late April, when more than 50 children were injured. The previous deadliest attack killed eight children in the southern province of Fujian on March 23rd. The killer was executed on April 28th.
This has been embarrassing for a leadership fond of trumpeting its goal of a “harmonious society”. In 2004, two years after Hu Jintao became China’s top leader, he and his colleagues called for better security at schools. But occasional attacks continued. Assailants were often said to be lone, deranged, men venting their frustrations on the weak. A report last year in the Lancet, a British medical journal, said that of 173m Chinese it estimated were suffering from mental illness, fewer than 10% had seen a mental-health professional (see article). Knives are the weapons of choice in China, where firearms are hard to obtain.
Just in from the department of not-so-surprising news: a study has found that young teenagers tend to be fatter when there are fast-food restaurants within one block of their schools.
The report found an increased obesity rate of at least 5.2 percent among teenagers at schools where fast-food outlets were a tenth of a mile — roughly one city block — or less away.
To remedy that, Eric N. Gioia, a city councilman from Queens, wants to stop fast-food restaurants from opening so close to the city’s schools.
“With the proliferation of fast-food restaurants directly around schools, it’s a clear and present danger to our children’s health,” said Mr. Gioia, who proposed the ban at a news conference at a school opposite a McDonald’s in TriBeCa on Sunday.
“A fast-food restaurant on the corner can have a terrible impact on a child’s life,” he said. “Obesity, diabetes, hypertension — it’s a step toward a less healthy life.”
In the national charter school debate, Boston has special significance. The city has unleashed imaginative teachers to run both independent charter schools and semi-independent “pilot” schools, with much of the rest of the country waiting to see which does best.
Teachers unions and charter opponents have put unusual emphasis on this contest. Boston pilot schools were designed to show that schools with collectively bargained pay scales and seniority protections could do just as well as charters, whose teachers are usually non-union.
Charters, independently operated schools with public funding, were not designed to be anti-union. American Federation of Teachers founding president Al Shanker originated the charter idea. But many conservatives who think unions stand in the way of raising student achievement have embraced the charter school cause, thus politicizing the debate. Their side just won the first round in Boston, and they are not likely to let charter opponents forget it.
A study by scholars from Harvard, MIT, Michigan and Duke, sponsored by the Boston Foundation, shows the Boston charters are doing significantly better than pilots in raising student achievement. This includes results from randomized studies designed to reduce the possibility that charters might benefit from having more motivated students and parents. The study is called “Informing the Debate: Comparing Boston’s Charter, Pilot and Traditional Schools.”
People who see charters as a ruinous drain on regular public schools, and a threat to job security and salary protections for teachers, are not going to accept this verdict. The data come from just one city, with many qualifications. For instance, the randomized results apply only to charters so popular they have more applicants than they can accept. Less popular charters were not included in that part of the study; they could have reduced the charters’ measured gains if their data had counted.
