What Does Your MTI Contract Do for You? Worker’s Compensation

Among the many excellent benefits available to MTI members, guaranteed by MTI’s various Collective Bargaining Agreements, is the additional worker’s compensation benefit, i.e., benefits greater than those provided by Wisconsin Statutes.

Wisconsin Statutes provide a worker’s compensation benefit for absence caused by a work-related injury or illness, but the benefit does not begin until the 4th day of absence, and has a maximum weekly financial benefit.
MTI’s Collective Bargaining Agreements provide that one absent from work because of a work- related injury or illness will receive his/her full wage, and that it begins on day one of the absence. Further, MTI’s negotiated benefits for worker’s compensation are not limited by Wisconsin Statutes, i.e., there is no maximum. MTI’s Contracts also provide that one’s earned sick leave is not consumed by absence caused by a work-related illness or injury.

Although MTI is working to preserve this benefit, it is at risk due to Governor Walker’s Act 10.




What Does Your MTI Contract Do for You? School Calendar

Does it matter to you when school begins in the fall? How about when and how long winter or spring break is? And, how about when the school year ends? Have you thought about how many days you work for your annual salary, or how many hours make up your school day? In members’ responses to many years of MTI bargaining surveys, all of these factors are “very important” to those in MTI’s various bargaining units.

It was MTI’s case in 1966 which gave teacher unions an equal voice in establishing all of the above. Ruling for MTI, the Wisconsin Supreme Court ruled that the school calendar is a mandatory subject of bargaining, meaning that a school district in Wisconsin must negotiate with the union to determine each of the factors described above. However, Governor Walker’s Act 10 reversed the Supreme Court’s ruling, because Act 10 removed workers’ rights to collectively bargain. And now to make it worse, there is a legislative proposal to enable school boards to unilaterally increase the number of hours in a school day.

Walker’s Act 10 enables a school board without a good conscience to abuse staff, especially teachers, because teachers are paid an annual salary not on an hourly basis. MTI’s victory before Judge Colas found Act 10, in great part, to be unconstitutional, which in turn enabled MTI to negotiate Collective Bargaining Agreements for MTI’s five bargaining units for 2014-15. Walker’s appeal of Judge Colas’ decision to the Supreme Court is pending decision. District management meantime, has refused to bargain over the calendar for the 2015-16 school year. This negativity not only impacts teachers’ planning for the 2015-16 school year, but is also causing families not to be able to plan ahead. Many families often plan vacations, weddings and other family and religious events years in advance.




What Does Your MTI Contract Do for You? SENIORITY

Rights granted to an employee by the Union’s Contract are among the most important conditions of one’s employment. Those represented by MTI, in each of MTI’s five bargaining units, have numerous protections based on SENIORITY. Whether it is protection from involuntary transfer, being declared “surplus” or above staff requirements, or layoff, SENIORITY is the factor that limits and controls management’s action. Because of SENIORITY rights guaranteed by the Union’s Contract, the employer cannot pick the junior employee simply because he/she is paid less.
Making such judgments based on one’s SENIORITY may seem like common sense and basic human decency, but it is MTI’s Contract that assures it. Governor Walker’s Act 10 destroys these protections. MTI is working to preserve them.

UST CAUSE does not mean “just because”. It establishes standards and procedures which must be met before an employee can be disciplined or discharged. Fortunately, for members of MTI’s bargaining units, all have protection under the JUST CAUSE STANDARDS. They were negotiated by MTI to protect union members.
There are seven just cause tests, and an employer must meet all seven in order to sustain the discipline or discharge of an employee. They are: notice; reasonableness of the rule; a thorough and fair investigation; proof; equal treatment; and whether the penalty reasonably meets the alleged offense by the employee.
MTI’s various Contracts enable a review and binding decision by a neutral arbitrator, as to whether the District’s action is justified. The burden of proof is on the District in such cases.
These steps are steps every employer should have to follow.
Unfortunately, every employer is not obligated to do so. However, MMSD must follow them, because of the rights provided to MTI members by MTI’s Contracts. Governor Walker’s Act 10 destroys these protections. MTI has preserved them.




Darien Top 10 of 2013: No. 1 — Special education

Darien’s issues have highlighted a special education flaw that exists across the state and nation. The question over what is appropriate has drawn a deep divide among residents. Parents from several states and Connecticut towns have contacted The Times, saying that Darien’s problems happen everywhere, and in most cases, the problems are worse.
Sue Gamm, the Chicago attorney hired by the Board of Education to investigate how deep the special education problems went, told The Darien Times that her work in town was the most difficult job in her 40-plus year career. Gamm formerly was a top administrator for Chicago Public Schools and a division director for the U.S. Office of Civil Rights. She has performed similar duties in more than 50 school districts across the United States.
John Verre, the man charged with overhauling Darien’s special education program, has also noted the difficult challenge Darien presents.
“Darien is a particularly challenging combination of problems,” Verre told The Times shortly after he was hired in October. “It compares to the most challenging situation I’ve ever found.”
A number of people have resigned from their top-earning positions, including the schools’ superintendent, Steve Falcone, along with Matt Byrnes, a former assistant superintendent, Dick Huot, the finance director, and Antoinette Fornshell, the literacy coordinator. Most recently, one of the people who has been consistently named as having contributed to the illegal special education program, Liz Wesolowski, announced to fellow staff members she was leaving Darien for a position with Shelton Public Schools.
Fornshell and Wesolowski played key roles in the implementation of the district’s SRBI program, which Gamm criticized for its lack of data and poor implementation due to staff being poorly trained. There was also no manual for SRBI, which is an intervention program designed to give children extra help if they fall behind in their class work. It’s intended to prevent children from needing more expensive special education services, but critics say it is more often used to delay providing special ed to children with legally-defined disabilities.




Cheating 101 at Middleton High School

Late last semester, as students were packing up their backpacks one final time before winter break, Middleton High School principal Denise Herrmann and assistant principal Lisa Jondle were co-authoring a note home to parents informing them of a widespread cheating scandal involving nearly 250 calculus students at the school. In the letter, they explain the scope of the incidents, including the taking, sharing and selling of cell phone photos of exam questions.
The administrators close their letter by saying, “We feel fortunate to have a wonderful student body (at Middleton High) whose academic record on multiple assessments is top-notch. We are hopeful that through our collaborative efforts we can determine the root cause of talented students choosing to participate in dishonest academic practices. In January, we will host a series of focus groups including staff, students and parents to problem-solve short- and long-term solutions.”
Ms. Herrmann and Ms. Jondle, I think I can save you lots of time on focus groups. I’m the parent of a high school student, albeit in Madison, and I have a pretty good inkling on the “root cause” of why “talented students” would choose to cheat.
It’s because these students are reminded every day that every test matters. These kids all have access to on-line forums like College Confidentialthat tell them, in no uncertain terms, that if they want to get into a top-ranked college or university, they better take the most rigorous high school curriculum available to them, which means calculus, perhaps even AP calc. But to get to calculus at all in high school, a year of math has to be skipped somewhere. The standard high school sequence has pre-calc as the 12th grade norm — so the jockeying for top dog status starts in elementary school.




5 Things Faculty Can Actually Do About the Academy, Part 3: The Humanities Resembles a Pyramid Scheme, and We Should Be Bothered By That

Earlier this fall semester, Dr. Anne-Marie Womack (Tulane), a colleague from my graduate institution, and I had a piece about the academic job market in English published in the Chronicle of Higher Education. In the piece, we make the argument that departments should strive to make the first round of job applications free of cost for candidates. The idea for this piece arose when we were on a flight together to campus visits and we got into a discussion about how much money we had spent on Interfolio during the job search “season”. Both of us had applied to more than 100 jobs, and for myself the Interfolio cost alone was north of $600. For those of you who may be unfamiliar with Interfolio, it is a dossier service that allows a candidate to put his or her materials together, including confidential letters of recommendation, and send them as one package to the hiring committee responsible for the job search. The minimum cost for sending a dossier through Interfolio is $6, and in the case of print materials, the price increases as the page count goes up. For most jobs I applied to, the committee required at minimum a CV, three confidential letters of recommendation, a teaching philosophy, a writing sample, and a job letter in the first round of application.
Due to the volume of this type of application, the cost for a single Interfolio dossier could go as high as $20. Given such a high cost to applicants, most often graduate students, adjuncts, and postdoctoral fellows, and the fact that many jobs in English had as many as 500 applicants in the first round, we argued that departments and schools should work to make the process free to applicants by requiring only an electronic submission of a CV and job letter in the first round.
We further argued that this system would also provide feedback and reassurance to applicants advanced to the next round of the search by contacting them for materials like the writing sample and confidential letters of recommendation. Requesting more materials from a short list, we claimed, “would also alert us of our success and would mark a significant personal accomplishment in what can be a very anonymous process.”




At $10,000 per child yearly, high-quality early education is a bargain.

Most of us watching the looming budget showdown do so with a sense of dread. The last one left congressional approval at 9%, the president’s popularity at a new low, and consumer confidence at levels not seen since the 2008 financial crisis. The trouble, of course, is finding common ground on a 10-year budget framework or even on a six-week punt. Hopefully, they will find common ground.
If we are committed to evidence, though, there’s one area where we ought to be able to agree: early-childhood education. Investments in pre-kindergarten education have among the highest payoffs of any government policy, and whatever budget agreement emerges should restore the country’s long-standing commitment to early education.
The budget-sequester cuts agreed to in 2011, under the guise of saving money, have knocked as many as 70,000 kids out of such programs. How myopic. It doesn’t save money beyond the narrowest definition of the immediate term. Incarceration, special education, teen pregnancy, low earnings–avoiding these outcomes will actually save money, and early education helps achieve that.

Adults in charge of education are acting like children

One of the most important lessons good parents teach toddlers is that not getting one’s way is no excuse for behaving badly.
It appears that much of Indiana’s educational and political leadership never got that valuable piece of developmental training.
On Wednesday, a meeting of the Indiana Board of Education descended into — well, chaos would be too kind a term. Some hybrid of blood feud and epic temper tantrum would be closer to the mark.
Superintendent of Public Instruction Glenda Ritz closed and then walked out of the meeting after a board member made a motion Ritz said was inappropriate and illegal. The board members, all of whom were appointed by Republican governors, accused Ritz of thwarting reform and unfairly using her position as chair to stifle discussion. Ritz accused Gov. Mike Pence, a Republican, of attempting to deny the will of the voters and take over education. Pence responded with a statement and an op-ed piece that made it seem as if Ritz’s conduct were something he needed to scrape off the bottom of his shoe.




10 myths about faith-based schools

We’ve heard the myths before. Parents can’t receive public support for their children to attend a faith-based school because that would violate constitutional restrictions. Faith-based schools are selective and homogenous. Faith-based schools shred the social fabric and civic unity. Despite overwhelming evidence to the contrary, the myths persist. And, in doing so, they continue to hamper efforts to bring faith-based schools fully into the panoply of choices from which all parent should be able to choose – and which compose public education in the 21st Century.
In its first report to the nation, “Religious Schools in America: A Proud History and Perilous Future,” the Commission on Faith-based Schools lists 10 of these myths – along with the facts that dispel them. The commission is a product of the American Center for School Choice, which co-hosts this blog. Its aim: To cast a brighter spotlight on the value and plight of faith-based schools, which are declining in urban areas where they have long been part of the solution in educating low-income children. The commission is holding a leadership summit in New York City on Nov. 19, where the report will be released. We’ll bring you more information in future posts. In the meantime, we thought the 10 myths worth sharing on their own.

A High School Is Actually Not Manhattan’s Saddest Spot, a Researcher Says

A research group that named Hunter College High School the saddest tweeting spot in Manhattan now says it was mistaken in its finding. The group’s acknowledgment of the error came to light after many questions were raised about an initial post on the study.
In August, the group, New England Complex Systems Institute, released a study assessing the moods of New Yorkers based on their Twitter posts. The lead researcher on the study, Prof. Yaneer Bar-Yam, told media outlets that Hunter High School, an elite public school on the Upper East Side, had the highest percentage of “negative sentiment” posts of any place in Manhattan.
This was determined, he said, by a computer program that sorted geo-tagged posts into negative or positive sentiment designations, based upon their language and emoticons.
Hunter High School was the source of an unusually high percentage of negative Twitter messages, even higher than hospital locations and spots with particularly frustrating rush-hour traffic, said Professor Bar-Yam, who offered possible reasons that included the high school’s lack of windows, high workload and the fact that the posts were collected just as the students had returned from spring break and were facing final exams.




MTI Perseveres, Gains Contracts Through June, 2015

n a very strong turnout – the most in many years – members of MTI’s five (5) bargaining units met last Wednesday and ratified Collective Bargaining Agreements covering the 2014-15 school year. While MTI President Peg Coyne chaired the meeting, the Presidents of each MTI bargaining unit made comments from the podium and conducted the vote by their respective bargaining units. They are: Erin Proctor (EA-MTI), Kristopher Schiltz (SEE-MTI), David Mandehr (USO-MTI) and Jeff Kriese (SSA-MTI).
For the current school year, MTI is fortunate to be one of four unions of school district employees which is able to continue to assure members of the rights, wages and benefits which they have available through MTI’s Collective Bargaining Agreements. Prior to Governor Walker’s Act 10, which he verbalized as designed to destroy negotiated contracts for public employees, all 423 school districts had Contracts with their employees’ unions. Those guarantees in MTI members’ employment are now assured through June, 2015.
MTI’s legal challenge of Act 10 continues to provide the right of all public employee unions (except State employees) to bargain. That right is because Judge Juan Colas found that Act 10, in large part, violated the Constitutional rights of employees and their unions. Unfortunately, most Wisconsin school boards refuse to honor Colas’ ruling. While the Governor has appealed Colas’ decision, the Wisconsin Supreme Court has yet to schedule oral arguments in the case. In a related case, the Commissioners of the Wisconsin Employment Relations Commission are charged with contempt of court for not abiding by Colas’ Order.




Documentary “American Promise” to air at MMoCA on 10/10

Filmmakers Joe Brewster and Michèle Stephenson turned the camera on themselves and began documenting their five-year-old son, Idris, and his best friend, Seun, as they started kindergarten at the prestigious Dalton School. Their cameras followed both families for another twelve years as the paths of the two boys diverged–one continued private school while the other pursued a different route through the public education system.
American Promise is an epic and ground-breaking documentary charged with the hope that every child can reach his or her full potential and contribute to a better future for our country. It calls into question commonly held assumptions about educational access and what factors influence academic performance. Stephenson and Brewster deliver a rare, intimate, and emotional portrait of black middle-class family life, humanizing the unique journey of African-American boys as they face the real-life hurdles society poses for young men of color, inside and outside the classroom. Madison teachers union ratify contract for 2014-15

Madison School District teachers and staff will be covered under a collective bargaining agreement through the 2014-15, pending approval by the Madison School Board.
Madison Teachers Inc. members gathered Wednesday evening at Madison Marriott West in Middleton to ratify a one-year contract extension with the district. MTI’s five bargaining units, which include teachers, education assistants, clerical and security staff, and other district employees, all ratified the deal.
The Madison School Board will vote on the agreement Monday.
John Matthews, executive director of the union, said that pending school board approval, MTI would be the only teachers’ union in Wisconsin with a contract through the 2014-15 school year.

A bachelor’s degree could cost $10,000 — total. Here’s how.

A couple years ago, Rutgers historian David Greenberg noticed a defect endemic to books about social, political and economic problems: The last chapter always sucks. “Practically every example of that genre, no matter how shrewd or rich its survey of the question at hand, finishes with an obligatory prescription that is utopian, banal, unhelpful or out of tune with the rest of the book,” Greenberg noted.
And it’s not just books. I’ll be the first to admit that the possible fixes with which I finished off my series on the alarming rise in college tuition were pretty vague and utopian. But helpfully, the good folks at Third Way have noticed that the conversation about how to reign in tuition has gotten a little too small-minded. “For both parties, in particular Democrats, our solution to the problem of rising cost of college has been to subsidize the rising cost,” the think tank’s president, Jonathan Cowan, says. “That’s been our official policy, to subsidize the rising cost, and that has to be seen as a fairly intellectually bankrupt approach. We need a dramatically different approach that is about driving down the rising price.”
To that end, Third Way is publishing a new report by Anya Kamenetz, one of the most interesting writers on higher ed innovation in the game, that lays out a detailed plan for pushing the total cost of a public bachelor’s degree down to $10,000. Not $10,000 a year, mind you: $10,000 total. She’s not the first to have this idea, as Govs. Rick Perry (R-Tex.), Scott Walker (R-Wis.) and Rick Scott (R-Fla.) have all proposed $10,000 degrees.




Wisconsin school spending grew 10.2% during 2008-11, compared to 2.9% nationally, according to newly available Census figures



Wistax:

Despite cuts to state school aid in 2010, and slower growth of school revenue limits in 2010 and 2011, Wisconsin per student spending increased 2.6% in 2010 and 3.6% in 2011. Wisconsin school spending averaged $11,774 per student in 2011, 15th highest nationally and 11.5% above the national average ($10,560).
What is not yet known (since federal data have a two year lag) is how Wisconsin will stack up with other states in light of state budget actions in 2011-13. However, researchers from the Wisconsin Taxpayers Alliance (WISTAX) estimate that the 5.5% cut in 2012 Wisconsin school revenue limits will trim spending to $11,126 per student, potentially shrinking the gap between school spending here and nationally. WISTAX is a nonpartisan, nonprofit research organization dedicated to policy research and citizen education.
The new federal figures for 2011 show that, unlike Wisconsin, many states saw declining combined aid (state and federal) to schools during 2009-11; 11 states in 2009, 17 in 2010, and 22 in 2011. By contrast, state-federal support in Wisconsin rose 3.3% in 2009, 0.4% in 2010, and 2.7% in 2011.
The difference in aid trends between Wisconsin and the nation was reflected in per pupil expenditures. U.S. school spending grew 2.3% in 2009 and 1.1% in 2010, before falling 0.5% in 2011. In Wisconsin, however, per student spending during those years rose 3.7%, 2.6%, and 3.6%, respectively.
Many states trimmed school spending during 2009-11. Two states made cuts in all three years, and another seven cut spending in both 2010 and 2011. As national figures have already suggested, retrenchment did not occur in Wisconsin until 2012.

Continuing the Voucher Debate (This Time 100% Insult-Free!): Remarkable

Rick Esenberg has responded to my last blog post, which was critical of a short article he had written about the difference between supporters and opponents of school vouchers.
I wrote that Esenberg’s analysis was superficial and his characterization of voucher opponents insulting. While decrying the unflattering terms I employed, Esenberg writes that my analysis of his piece is sophomoric, cartoonish and simplistic. Okay, fine. Let’s move on.
Esenberg writes that I overlooked his principal point, which is that people’s views on vouchers are heavily influenced by their predispositions. That seems to me to be obvious. What I found more interesting about his article is that it suggested the challenge of discussing whether vouchers represent sound public policy without resorting to arguments about whether public schools or voucher schools lead to better learning outcomes or which end up costing taxpayers more. It’s not that these aren’t important considerations, but the various rhetorical thrusts and parries along these lines have been repeated almost ad nauseum and neither side is going to convince the other on either basis. Let’s explore some other arguments.

Keep an eye on these top 10 Milwaukee education issues

Six. The new kids on the block. There are quite a few, but three new schools particularly interest me. They are:
Carmen North. Will the people involved in the successful Carmen High charter school on the south side successfully launch a middle school-high school program in a long-troubled MPS building on the northwest side?
Rocketship Southside Community Prep. This high-profile charter elementary, the first expansion for Rocketship Education beyond its base in San Jose, Calif., will be watched by education activists nationwide who heatedly debate the virtues of the program, which includes a strong component of technology-based learning.
Universal Academy for the College Bound This Philadelphia-based charter school operation is opening elementary and middle schools in two MPS buildings on the north side. The questions I had about how this will go were only compounded when the key Milwaukee leader, Ronn Johnson, was charged recently with sexually assaulting children. But Universal appears intent on weathering the damage that caused.
Seven. MPS leadership. There was a period in the spring when the future of Superintendent Gregory Thornton seemed in doubt.
I still don’t get why School Board members considered putting $80,000 in the budget for a superintendent search.
But last week the board voted to extend Thornton’s contract until 2016. I’d suggest the focus now should be on the rungs below Thornton.
There’s been a lot of change in administrative ranks and a continuing wave of changes in principals. It may be difficult for outsiders (including me) to figure out how this is going, but I know it’s really important.

Helen Gym is the founder of Parents United for Public Education, an organization advocating for a strong Philadelphia public school system.
What is Parents United?
Parents United for Public Education came about to engage public school parents and charter parents all across the city to stand up around a strong public school system. With all the events that have transpired in the last year or so there’s nothing more important than the quality of our schools. It’s tied to our population, our future and tied to children –getting people engaged and active and passionate about our public schools.
Tell us a little more about yourself.
I’m a transplant from the Midwest, came here from college. Stayed here more permanently since the 90s. I’m a former public school teacher in the district. I was the first editor of the Philadelphia Public School Notebook. I’m a parent of three children. I helped found a charter school in Chinatown. I’m a daughter of immigrants.
What was life growing up in the Midwest?
My parents did not have that much. Everything I ever got in my life, including sports, art activities and community functions, learning to ride my bike at the park, swimming in public swimming pool came from public spaces. They have had an impact. That belief I carry with me. No matter what background you come from these public goods help all to give each other the quality and access to opportunity that many people would not have otherwise. I appreciate the fact that there was an amazing recreational center where I grew up (in Columbus, Ohio) that was public and free.




You can’t fire your way to Finland. You actually have to build the capacity of teachers.

ES: What are your thoughts about evaluating teachers by their students’ standardized test scores? What’s missing from the public debate?
LD-H: Teacher-bashing infuriates me. The commitment of individuals who go into teaching in this country is extraordinary. And many teachers are highly able. We do have a wide range of access to knowledge for teachers, just like we have a wide range of access to knowledge for students. That means that teachers are left with one hand tied behind their backs if they aren’t given the knowledge and the skills they need.
Evaluation has to begin at the very beginning of the career. Finland’s rise to the top of the international rankings is typically attributed by the Finns to the deep training of teachers in a highly professionalized master’s degree program. [In Finland education] students have strong content background, and they study teaching methods while they spend a year in a model school, pursuing a clinically supported internship. In addition, there is a lot of attention to learning how to teach special education students and to personalize teaching for all students. The idea is if you can teach kids who struggle to learn, then you can teach anyone. It really pays off. Finally, teachers learn how to use and conduct research, and [each writes] a thesis in which he or she researches an educational issue as part of the master’s degree.
In Finland there is very little formal evaluation that happens after teachers get into the profession because the bar is so high at the beginning, and there are so many supports to get better. There are some analysts who have claimed, “Oh, if you fire the bottom 10 percent of teachers every year, you’ll get educational outcomes like those in Finland.” In fact, that is not how Finland gets high educational outcomes. You can’t fire your way to Finland. You actually have to build the capacity of teachers.
We ought to be having a conversation about performance assessments for entering the field. [American Federation of Teachers President] Randi Weingarten has called for a “bar exam” for teachers. I’ve been involved in building teacher performance assessments in which beginning teachers demonstrate that they can plan a curriculum, teach it, produce and evaluate student learning. We find that these assessments improve teaching and improve the quality of teacher education.

Student Loans 101: Why Uncle Sam is your banker

Americans got a shock from the sky in October 1957.
The first artificial satellite was passing overhead. And it wasn’t just man-made, it was Soviet-made.
Beach ball-sized Sputnik touched off a space race and stoked big fears that American students might not be up to the challenges of the Cold War.
Calls to improve science and technical education led President Dwight Eisenhower to establish a low-interest college loan program through the National Defense Education Act of 1958. The loan dollars came directly from the government.

Then came Lyndon Johnson’s “war on poverty.”
Student loans got a major boost in 1965 as part of the president’s Great Society initiatives. The Higher Education Act expanded loans as well as grants to help needy students, contributing to the era’s college boom. It also changed the way the federal loan program was financed. Instead of using government money directly, the loans would be made by bankers. But the government guaranteed that if students defaulted, the U.S. government would cover the tab.




Beware, ‘education’ tax hike might not actually do much for schools



Colorado Springs Gazette:

Politicians, including Colorado Gov. John Hickenlooper, want voters in November to approve a massive, historic and permanent billion-dollar-a-year tax increase that will raise income tax rates of middle-class wage earners from 4.63 percent to as high as 5.9 percent. It could be a hard sell, to say the least, but politicians tell us it’s all for the children. It’s an education tax, they insist.
The progressive tax, which would do away with Colorado’s fair and enviable flat tax, would cost almost $600 each year for a family living on $100,000. For someone earning $45,000, the cost would be $166.50.
Most decent human beings care about children and value education, so perhaps they’ll think a giant wallop to Colorado’s economy, along with a hit to household budgets, makes good sense. Anything for the children.
Just make sure the politicians prove it. Make sure this money will go for education before even considering a vote in favor of something that will tax Colorado incomes at a rate higher than is paid in more progressive states, such as Michigan, Massachusetts and Illinois. Understand that voting to take an additional $1 billion a year out of Colorado payrolls will be a gift to flourishing states, such as Texas and Wyoming, that charge no income tax and try to lure talent and employers away from Colorado on that basis.

Real classrooms: Teacher education must emphasize the practical

An abundance of research shows that teacher quality is the single most important determinant of student learning. It’s also the conclusion of a report by the National Council on Teacher Quality — part of a project funded by major U.S. foundations.
Unfortunately, the same report found that colleges and their schools of education do a poor job of training teachers and preparing them for real-life challenges in the classroom.
“We don’t know how to prepare teachers,” says Arthur Levine, former president of Columbia University Teachers College. “We can’t decide whether it’s a craft or a profession.” Mr. Levine blames low admission standards, less-than-relevant academic work and an out-of-touch faculty in schools of education — some of whom haven’t set foot in a school for years.
Part of the problem is that the teaching profession does not attract, in general, the nation’s most talented students. Less than one in four of U.S. teachers graduated in the top third of their high school class, the report states, compared to 100 percent in Singapore and Finland.

A factory model for schools no longer works

The past several decades have seen technology transform industry after industry. Nearly every sector in America has used new technologies to innovate in ways nearly unimaginable a generation before the change.
One sector, however, has remained nearly the same as it was a century ago.
The education system in place in urban school districts around the country was created in the early 1900s to serve a different time with different needs. In 1900, only 17% of all jobs required so-called knowledge workers, whereas over 60% do today.
Back then, the factory-model system that educators adopted created schools that in essence monolithically processed students in batches. By instituting grades and having a teacher focus on just one set of students of the same academic proficiency, the theory went, teachers could teach the same subjects, in the same way and at the same pace to all children in the classroom.
When most students would grow up to work in a factory or an industrial job of some sort, this standardization worked just fine. But now that we ask increasingly more students to master higher order knowledge and skills, this arrangement falls short.
Milwaukee and Wisconsin as a whole have felt this pressure acutely. Between 2011 and 2012, Wisconsin had the biggest six-month decline in manufacturing jobs in the nation after California. According to a Milwaukee Journal Sentinel special report, the city’s pool of college-educated adults ranks among the lowest of the country’s 50 biggest cities. To become an average city among the top 50, Milwaukee would need another 36,000 adults with college degrees. Since 1990, it has added fewer than 1,000 a year.

End of union contract at the Milwaukee Public Schools ushers in new era

A friend of mine has two signs in her office. One says, “Stay calm and carry on.” The other says, “Freak out and throw things.”
Both offer paths to grasping the realities of Milwaukee Public Schools as the system reaches a milestone. Sunday is the last day of the contract between MPS and its teachers union, the Milwaukee Teachers’ Education Association. It is, at least for the foreseeable future, the end of the teacher contract era in MPS.
The teachers’ contract was a huge shaping force in MPS for roughly the last half century, setting not only pay and benefits, but lots of the operating rules for daily life. Especially in the last 15 years, as the price of health insurance and commitments to current and future retirees escalated, the contract drove the financial realities of MPS — and the direction was rather startling.
Now, the contract is gone. What impact will that have on MPS? A few observations:
Stay calm and carry on: In many ways, not much will be different. As is true in general in Wisconsin school districts, the contract is being succeeded by a “handbook,” a statement by management of what the rules of the school road will be. A lot of the provisions are in line with the past. A lot of school systems around the state have realized it’s good to have some stability and to keep teachers generally feeling they are being treated with some dignity and in ways that have some rationale.

Racial segregation continues to impact quality of education in Mississippi–and nationwide

Debate is raging this year in Mississippi about whether state legislators should agree to start public pre-k programs for the first time. They’re also arguing about school funding and charter schools.
In decades of debate on school reform in Mississippi, though, one issue is ever-present but draws little public discussion: race.
The state’s public schools remain nearly as segregated, in some cases, as they did in the 1960s. In many communities across the state, especially in towns where black children are in the majority, white children almost exclusively attend small private schools founded around the time of court-mandated desegregation in the late 1960s.
Black children, by contrast, usually attend the public schools in these communities. This is also true in Jackson, the state capital. The consequences have been devastating for the state in terms of educational attainment and economic disparities.
White students are a minority in Mississippi’s public schools: Only 44 percent of the students in the state who attended public schools in 2010 were white, compared with 51 percent of whom were black and 3 percent who were Hispanic (a growing population), according to the National Center for Education Statistics’ annual Condition of Education report. This is one of the lowest percentages of white students attending public schools in the nation–and remember that the majority of Mississippi’s population is white.




Madison Superintendent on Proposed Teacher Union Contract Extension

Madison teachers are eager to nail down another labor contract — through June 2015 at least — while the door to legally do so is open.
But it’s going to be a while before Superintendent Jennifer Cheatham is ready to consider sitting down with them.
Madison Teachers Inc. hopes to negotiate a contract beyond the one-year pact quickly approved by School Board members last fall after a local judge ruled parts of Act 10 unconstitutional, delaying implementation of the state law curbing collective bargaining rights.
“I’m just starting” on the job, Cheatham told a crowd of 150 gathered at West High School last week to talk with the superintendent, who took the helm of the Madison School District on April 1. “I need to finish this entry plan before I would be willing to consider, with (MTI Executive Director John Matthews) and our colleagues at MTI, entering into negotiations.”




So why haven’t we ensured that all children get a rigorous, supportive education? Fear Factor: Teaching Without Training

So why haven’t we ensured that all children get a rigorous, supportive education?
This is a question I ask myself and others all the time. I think it’s more productive than merely asking “How can we?” Those who ask how without also asking why haven’t tend to waste significant amounts of time and resources “discovering” things that some already knew.
Okay, so I’ve partly answer the why question right there. Much better answers can be found in Diane Ravitch’s Left Back: A Century of Failed School Reforms, E. D. Hirsch’s The Schools We Need and Why We Don’t Have Them, and Richard Hofstadter’s Anti-Intellectualism in American Life.
But still, those answers are not complete.
Right now, Kate Walsh and her team with the National Council on Teacher Quality (NCTQ) are adding to our collective wisdom–and potentially to our collective ability to act.
NCTQ is just a couple months away from releasing its review of teacher preparation programs. The results may not be shocking, but they are terrifying. Walsh provides a preview in the current issue of Education Next. In that preview, she reminds us of a study from several years ago that offers an insiders’ look at teacher preparation:

The most revealing insight into what teacher educators believe to be wrong or right about the field is a lengthy 2006 volume published by the American Educational Research Association (AERA), Studying Teacher Education. It contains contributions from 15 prominent deans and education professors and was intended to provide “balanced, thorough, and unapologetically honest descriptions of the state of research on particular topics in teacher education.” It lives up to that billing. First, the volume demonstrates the paucity of credible research that would support the current practices of traditional teacher education, across all of its many functions, including foundations courses, arts and sciences courses, field experiences, and pedagogical approaches, as well as how current practice prepares candidates to teach diverse populations and special education students. More intriguing, however, is the contributors’ examination of the dramatic evolution of the mission of teacher education over the last 50 years, in ways that have certainly been poorly understood by anyone outside the profession.
Studying Teacher Education explains the disconnect between what teacher educators believe is the right way to prepare a new teacher and the unhappy K-12 schools on the receiving end of that effort. It happens that the job of teacher educators is not to train the next generation of teachers but to prepare them.

Huh? Really? How exactly does one prepare without training? Walsh goes on to explain that. But the only way to prepare yourself to comprehend the teacher educators’ reasoning is to pretend like “prepare them” actually means “brainwash them into believing that in order to be a good teacher, you have to make everything up yourself.” Back to Walsh:

Harking back perhaps to teacher education’s 19th-century ecclesiastical origins, its mission has shifted away from the medical model of training doctors to professional formation. The function of teacher education is to launch the candidate on a lifelong path of learning, distinct from knowing, as actual knowledge is perceived as too fluid to be achievable. In the course of a teacher’s preparation, prejudices and errant assumptions must be confronted and expunged, with particular emphasis on those related to race, class, language, and culture. This improbable feat, not unlike the transformation of Pinocchio from puppet to real boy, is accomplished as candidates reveal their feelings and attitudes through abundant in-class dialogue and by keeping a journal. From these activities is born each teacher’s unique philosophy of teaching and learning.
There is also a strong social-justice component to teacher education, with teachers cast as “activists committed to diminishing the inequities of American society.” That vision of a teacher is seen by a considerable fraction of teacher educators (although not all) as more important than preparing a teacher to be an effective instructor.

Kate Walsh:

Nowhere is the chasm between the two visions of teacher education–training versus formation–clearer than in the demise of the traditional methods course. The public, and policymakers who require such courses in regulations governing teacher education, may assume that when a teacher takes a methods course, it is to learn the best methods for teaching certain subject matter. That view, we are told in the AERA volume, is for the most part an anachronism. The current view, state professors Renee T. Clift and Patricia Brady, is that “A methods course is seldom defined as a class that transmits information about methods of instruction and ends with a final exam. [They] are seen as complex sites in which instructors work simultaneously with prospective teachers on beliefs, teaching practices and creation of identities–their students’ and their own.”
The statement reveals just how far afield teacher education has traveled from its training purposes. It is hard not to suspect that the ambiguity in such language as the “creation of identities” is purposeful, because if a class fails to meet such objectives, no one would be the wiser.
The shift away from training to formation has had one immediate and indisputable outcome: the onus of a teacher’s training has shifted from the teacher educators to the teacher candidates. What remains of the teacher educator’s purpose is only to build the “capacity” of the candidate to be able to make seasoned professional judgments. Figuring out what actually to do falls entirely on the candidate.
Here is the guidance provided to student teachers at a large public university in New York:
In addition to establishing the norm for your level, you must, after determining your year-end goals, break down all that you will teach into manageable lessons. While so much of this is something you learn on the job, a great measure of it must be inside you, or you must be able to find it in a resource. This means that if you do not know the content of a grade level, or if you do not know how to prepare a lesson plan, or if you do not know how to do whatever is expected of you, it is your responsibility to find out how to do these things. Your university preparation is not intended to address every conceivable aspect of teaching.
Do not be surprised if your Cooperating Teacher is helpful but suggests you find out the “how to” on your own. Your Cooperating Teacher knows the value of owning your way into your teaching style.

Seven Not-So-Fun Facts About the Costs of Public Education

I was in the midst of writing this for posting on Income Tax Day when last Monday’s tragedy occurred.
For many years we have expressed education expenditures as “per-pupil spending.” This is a reasonably good way to frame the numbers, though controversy sometimes arises over what is included and what isn’t. The following is a list of different angles on the same spending. All the figures cited are for 2010, courtesy of the National Center of Education Statistics, the Bureau of Labor Statistics, and the U.S. Census Bureau.
1) Revenues collected by governments for public education in the United States totaled $593.7 billion. About $261.4 billion came from local sources, $258.2 billion from state sources, and $74 billion from federal sources.




What Does Your MTI Contract Do for You? Worker’s Compensation

Among the excellent benefits available to MTI members is the additional worker’s compensation benefit provided by MTI’s various Collective Bargaining Agreements.
Wisconsin Statutes provide a worker’s compensation benefit for absence caused by a work-related injury or illness, but such commences on the 4th day of absence and has a maximum weekly financial benefit.
MTI’s Contracts provide one’s full wage, beginning on day one of an absence caused by a work- related injury or illness, with no financial maximum. Also, MTI’s Contract provides that one’s earned sick leave is not consumed by absence caused by a work-related illness or injury.
Although MTI is working to preserve this benefit, it is at risk due to Governor Walker’s Act 10.




The Impact of Disruptive Students in Wisconsin School Districts

In 2010-2011, more than 48,000 Wisconsin students were suspended. The disruptive behavior leading to these suspensions is detrimental to teachers, school cultures, and ultimately, student learning. Reducing suspension rates in Wisconsin school districts with high numbers of disruptive pupils can substantially increase achievement levels in those districts. An analysis of suspension rates in Wisconsin shows that decreasing those rates by five percentage points would yield an almost five percentage point increase in math proficiency, and a three and one-half percentage point increase in reading proficiency on the Wisconsin Knowledge and Concepts Exam.
In other words, reducing disruptive behavior can yield substantial achievement gains for Wisconsin pupils.
This report reviews existing research on the link between student disruption and academic achievement, reviews current Wisconsin statues and practices regarding student behavior, includes comments from a discussion with teachers from the state’s largest school district, and uses data from both the Department of Public Instruction and from the National Center for Education Statistics to test several hypotheses. The finding that student behavior affects student achievement at the school district level is both intuitive and well-supported by evidence.
The findings are particularly interesting because the other factors that significantly affect achievement in Wisconsin districts, such as the socioeconomic makeup of the student population, cannot be readily addressed in the ways that student behavior can.
Ultimately, this report concludes that Wisconsin must honor its commitment to make a public education available to all of its students, but must not do so at the expense of the vast majority of pupils who do not engage in disruptive behaviors. Similarly, teachers must be supported and allowed to teach in an environment where their focus can be on student learning, not discipline.




What Does Your MTI Contract Do for You? Health Insurance

Since the late 1960’s, MTI members have had the benefit of the best health insurance available. Stressing the importance of having quality health insurance in providing economic security, members have made known that health insurance is their #1 priority via their responses to the Union’s Bargaining Survey. And, the Union not only was able to bargain specific benefits, such as acupuncture and extended mental health coverage, as demanded by MTI members, but due to a 1983 MTI victory in the Wisconsin Supreme Court, MTI was able to have an equal voice in which insurance company would provide the plan. This is important because varied insurance companies have different interpretations of the same insurance provisions.
Unfortunately, the District Administration took advantage of the increased leverage in negotiations enabled by Governor Walker’s Act 10, and forced concessions in health insurance and other Contract provisions, in exchange for agreeing to Collective Bargaining Agreements for MTI’s five bargaining units through June 2014.
Members who elected Physicians Plus health insurance under the revisions made by the District, will now lose that coverage June 30, 2013. For coverage effective July 1, options available are via Dean Health Plan, Group Health Cooperative and Unity. Each offers an HMO and a Point of Service Plan. The Point of Service enables greater coverage options, but at a higher premium.
Note: The three current carriers enabling a special open enrollment/annual choice to add or change coverage to members of ALL five MTI bargaining units until April 26, 2013. Changes in coverage will be effective July 1, 2013. The deadline for application to change coverage must be received in Human Resources by 5:00 p.m., April 26, 2013. The District has scheduled two health insurance information sessions for those with questions to seek answers from the above-referenced plans.

Not so fast on new Milwaukee Teacher contracts



Rick Esenberg:

The MPS teachers’ union wants to negotiate a new contract. They think that contract need not be compliant with Act 10 because of a Dane County circuit court decision holding that the law is unconstitutional. As I have written before, that decision does not create a window of opportunity to violate Act 10. Whether or not the union will ultimately be able to avoid Act 10 will depend on the decision of a higher court – almost certainly the Wisconsin Supreme Court.
If that court concludes that the Dane County circuit court was wrong – a conclusion that is highly likely – then any new contract that violates Act 10 will be unlawful and presumably void.
Moreover, the fact that a single circuit court judge in Madison thinks the Act is unconstitutional will have exactly no impact on the deliberation of higher courts. Lower court decisions are entitled to deference when they involve factual findings or the exercise of discretion. The decision holding Act 10 to be unconstitutional involved neither and is subjected, as lawyers like to say, to de novo
Negotiating a new contract would be even more problematic than that. The attorney for the plaintiffs in the Dane County case seems to think that a municipality that does not agree to negotiate terms that are forbidden by Act 10 would be engaged in an unfair labor practice. In his view, the Wisconsin Employment Relations Commission – to whom such charges are initially directed – would be bound by the circuit court decision because its members were defendants in the case.
But there are at least two problems with his argument. First, it us unclear that WERC, in its capacity as a tribunal, can be bound by a declaratory judgment in adjudicating the rights of a party who is not itself bound by that judgment. For example, if the Mequon-Thiensville School District is charged with an unfair labor practice for complying with Act 10, it was not a party to the case finding it to be unconstitutional. The question is one that only a civil procedure professor (and I’ve been one of those) could love.




Milwaukee teachers’ union asking School Board to negotiate new contracts

Citing the decision of a Dane County judge who struck down portions of a state law prohibiting most collective bargaining for public employees, the Milwaukee Teachers’ Education Association is asking the School Board to negotiate new contracts with its members.
To press for action, the MTEA rallied supporters to wear red, make signs and attend the School Board’s meeting en masse Thursday night.
The MTEA says a one-year contract with teachers, education assistants, substitutes and accountants could help keep qualified teachers in the classroom and help solve the district’s impending teacher shortage. It would also maintain the salary structure of pay based on earned degrees and years of teaching experience for teachers.
Milwaukee’s teachers have been shielded from the effects of Act 10, a state law enacted in 2011 that dramatically limits collective bargaining for most public workers and dictates higher employee contributions to benefits, because of a four-year bargaining agreement that does not end until June 30.
Teachers agreed to benefit concessions in that contract.




5 (Milwaukee) Nicolet students achieve perfect ACT scores

ACT Inc. has a standard characterization for how many students across the country earn a perfect 36 composite score on its flagship college admissions exam: less than 0.1% of more than 1 million test takers annually.
This year, Nicolet High School is hosting an unusually large number of them.
Superintendent Rick Monroe reported Monday that two juniors, twin sisters Alexandra and Rachel Heuer, earned scores of 36 on the exam.
Junior Ben Lawton learned earlier this year that he earned a perfect ACT score.
So did seniors Nancy Gao and Annie Jen, who is 15.
Jen’s twin brother, William Jen, who has similarly fast-tracked high school to become a senior before he can drive, just missed membership in the elite club. He scored a 35 on the ACT, according to Monroe.

10 Things Your Students Should Know About Their Digital Footprints

Building a digital legacy is an issue I believe doesn’t garner enough attention in our personal and professional lives. In fact, some of the heaviest users of online tools and social media are our young students, who are growing up as a generation of visual learners and visual attention seekers. This is in fact the Facebook and YouTube generation, and the reality is that many teens are unconcerned about the dangers of sharing personal information online.
A highly respected education advocate, Kevin Honeycutt, once asked me if any of us from our generation (GenX and before), had ever made a mistake in puberty. He then asked if our mistakes are “Googleable.”
The reality is that our mistakes from puberty are not “Googleable”. But our students’ mistakes are. “They’re on the record you see, ” Kevin continued, “so if they’re gonna do it (live online) anyway, I think it behooves us a educators to help our students shape and build a positive legacy.”
With that in mind, I have developed some important facts and opinions that our students should be completely aware of as they live in their digital world, creating digital footprints along the way.

What Does Your MTI Contract Do for You? School Calendar

Does it matter to you when school begins in the fall? How about when and how long winter or spring break is? And, how about when the school year ends? Have you thought about how many days you work for your annual salary, or how many hours make up your school day? In members’ responses to many years of MTI bargaining surveys, all of these factors are “very important” to those in MTI’s various bargaining units.
It was MTI’s case in 1966 which gave teacher unions an equal voice on all of the above topics. Ruling for MTI, the Wisconsin Supreme Court ruled that the school calendar is a mandatory subject of bargaining, meaning that a school district in Wisconsin must negotiate with the Union to determine each of the factors described above. Unfortunately, Governor Walker’s Act 10 in effect overturned the Supreme Court’s ruling because Act 10 removed workers’ rights to collectively bargain.
Impact? Act 10 enables a school board without a good conscience to engage in mischief or abuse of all MTI-represented staff, especially teachers, because teachers are paid an annual salary not on an hourly basis.
So far, the Board of Education has continued to negotiate the school calendar with MTI. In 2012’s negotiations, the calendar was agreed upon through the 2013-14 school year. MTI is fighting to overturn Act 10 and to restore the Union’s right to negotiate over the school calendar.




There’s no shortage of ideas for reforming higher education–the National Association of Scholars has 100.

It is getting harder to ignore the fact that American higher education is in great need of reform. Academia is lurching along unsteadily down an unsustainable and uncertain future–with rising student debt, suffocating political correctness, falling standards, and unrestrained debauchery. Change is inevitable; whether it will come from deliberate policy changes or as an inevitable collapse remains to be seen.
The problems do not come from a shortage of viable ideas to set academia on the right path, but, rather, from Ivory Tower intransigence and denial. Ideas for reform are everywhere; some are proven, some are untried, some are still up for judgment, but many can certainly improve the status quo.
In celebration of the 100th issue of Academic Questions, a publication of the National Association of Scholars (NAS), 100 academics, higher education critics, and independent scholars were asked for their suggestions on how to improve this obstinate and arrogant institution, the Ivory Tower. The results appear in the 100th issue, entitled “One Hundred Great Ideas for Higher Education.” The publication of these ideas coincides with the NAS’s 25th anniversary celebration. How robots are eating the last of America’s–and the world’s–traditional manufacturing jobs

Baxter, the affordable, humanoid industrial robot recently unveiled by Rethink Robotics, is so easy to program that I once did it one-handed and drunk. We were at a party at the Massachusetts Institute of Technology (MIT), and he was standing in the corner, looking lonely. No, really–Baxter has expressive eyes projected on a touchscreen where you’d expect it to have a face, virtually guaranteeing that you’ll anthropomorphize it.
Drink in hand, I walked over and, with only the vaguest sense of how to get it to respond to my touch, grabbed it by the wrist. I guided its “hand” over to a box full of small objects. Its caliper-like fingers closed on a widget. Then I moved its hand, which offered almost no resistance at all, to another position on the table. It dropped the object.
After that, it dutifully repeated the procedure I had taught it, again and again, emptying the box. In a display of the sort of capabilities that used to be almost impossible in robotics but are now routine, its machine vision allowed it to cope with the differences in position and shape of each of the widgets. Baxter was untroubled by the poor lighting, loud music or my clumsiness. In less time than it takes to update my calendar, I had, in essence, trained Baxter to pack a box for shipping, or to transfer goods from one conveyor belt to another–two tasks that are common in manufacturing and distribution centers.




What Does Your MTI Contract Do for You? Rights to & following Contract Reduction

Reducing one’s teaching contract by any percentage used to be a major risk. In doing so, one not only was at peril to remain part-time for the rest of their career, but their contract percentage could be varied year-to-year by the District, and worse yet, the District could unilaterally decide not to continue the contract. This is because part-time contracts are not covered by the “continuing contract law” by which teachers’ contracts are renewed annually.
Because of the demands by MTI members, the Union negotiated the right of one to temporarily reduce their contract and return to full-time the following year. This enables one to spend time with a child, an aging parent, or for any reason the teacher desires. Additionally, MTI negotiated that those employed under part-time contracts in Madison are issued individual contracts annually.
Requests to reduce one’s contract for a one-year period, with the right to return to full-time the following year, must be made in writing to the District’s office of Human Resources on or before March 1 for the 2013-14 school year.
Reducing one’s contract without using Section IV-W of MTI’s Contract has major negative implications. Members considering this are urged to contact MTI Headquarters (257-0491).
These steps seem like steps every employer should have to follow. They are not, but MMSD must follow them because of MTI’s Contracts. Governor Walker’s Act 10 destroys these protections. MTI is working to preserve them.




Madison School District’s Hanover Research Council Contract

Project Description: Hanover offers school districts a service to aggregate, compile, and analyze data, gather intelligence, and identify best practices suited to specific needs of their district. They will do market research, surveys, benchmarking, and evaluating efficiencies.
Analysis: MMSD guides the analysis topics assigned to Hanover. With a single track of service, Hanover works on one topic at a time from start to finish before moving on to another topic. MMSD was a member for the first time in early 2010. Examples of reports prepared or being prepared specifically for MMSD since that time include:
Compilation and coding of public input for the Building Our Future Plan to address achievement gaps
Review of the effectiveness of the four block schedule at La Follette High School;
Determining the impact and satisfaction level of summer school offerings;
Survey of various stakeholders to determine what makes the “ideal
graduate”;
Review of staff recognition programs of other districts;
Identification of a methodology to approve new handheld and wireless
technology in classrooms; and
Various information papers.

RESPONSIBILITIES
The Administrator agrees to perform his/her assigned services, duties, and responsibilities at a professional level of competence, and in compliance with the laws and regulations of the State of Wisconsin and the rules, regulations and policies of the District which are now existing or which may be hereinafter enacted by the District.
At all times, the Administrator shall maintain such licensure (i.e., active and in good standing) with the State of Wisconsin (1) as is required by the State for an individual performing the administrative duties assigned to the Administrator by the District, and (2) as may be separately and additionally required by the District as a discretionary qualification for the assigned position/duties. Failure to maintain such licensure is sufficient grounds for termination of this Contract and the Administrator’s employment with the District.
The Admin’1strator agrees to devote full time to the duties and responsibilities normally expected of the Administrator’s position during the term of this contract, and shall not engage in any pursuit which interferes with the proper discharge of such duties and responsibilities.
The Superintendent of Schools shall have the right to make such assignments or transfers of the Administrator’s services as the interests of the District may demand.
The Administrator shall have the responsibility to become familiar with the contents of the District’s Affirmative Action Plan and shall take an active role in implementing its policies and practices.
SALARY AND LENGTH OF CONTRACT
For the 2013-14 school year the Administrator will be placed on the Administrator’s salary schedule at Salary Grade in consideration for services rendered, the District will pay the Administrator a salary of ___________ for a minimum of _______ days worked (July 1, 2012 through June 30, 2013), as such days are defined by the District’s Human Resources Department for payroll purposes. Additional work at times such as weekends, after typical business hours, etc. may sometimes be necessary or required, but does not entitle the Administrator to additional compensation (except as provided herein in regard to additional assigned summer work).
The function of specifying a number of working days within this contract is to define the extent to which the Administrator’s annual salary is pro-rated off the annual amount that would be applicable to a “225 day” (i.e., 100% of specified salary) contract at the same salary Grade and Step. Administrative personnel employed on a Jess than 225 day basis shall be available for additional employment during the summer months when requested/required by the Superintendent of Schools. When such additional summer work is expressly requested or required by written direction from the Superintendent, the Administrator shall receive additional compensation at a daily salary rate of _________ for the number of full additional days requested or required.

The timing and content of Administrator contracts has been somewhat controversial over the years (more). It appears that contracts continue to be in place (based on the dates contained in this document) prior to the District’s annual budget cycle.




What Does Your MTI Contract Do for You? SENIORITY

Rights granted to an employee by the Union Contract are among the most important conditions of one’s employment. Those represented by MTI, in each of MTI’s five bargaining units, have numerous protections based on SENIORITY. Whether it is protection from involuntary transfer, being declared “surplus” or above staff requirements, or layoff, SENIORITY is the factor that limits and controls management’s action. Because of SENIORITY rights guaranteed by the Union’s Contract, the employer cannot pick the junior employee simply because he/she is paid less.
Making such judgments based on one’s SENIORITY may seem like common sense and basic human decency, but it is MTI’s Contract that assures it. Governor Walker’s Act 10 destroys these protections. MTI is working to preserve them.

While we spend billions on standards for skill-building and the assessment of skills, we don’t seem to notice that our students, in general, are not doing any academic work. This assumes that there is a connection between the academic work of students and their academic achievement, but for most of those who study and comment on education that link seems not to be apparent.
The Kaiser Foundation reported in January 2010, that:
Over the past five years, there has been a huge increase in media use among young people. Five years ago, we reported that young people spent an average of nearly 61/2 hours (6:21) a day with media–and managed to pack more than 81/2 hours (8:33) worth of media content into that time by multitasking. At that point it seemed that young people’s lives were filled to the bursting point with media. Today, however, those levels of use have been shattered. Over the past five years, young people have increased the amount of time they spend consuming media by an hour and seventeen minutes daily, from 6:21 to 7:38–almost the amount of time most adults spend at work each day, except that young people use media seven days a week instead of five. [53 hours a week]
If our students spend that much time, in addition to sports, being with friends, and other activities, like sleep, when do they do their academic work?
Indiana University’ High School Survey of Student Engagement found most recently that:
Among (U.S.) Public High School students:
82.7% spend 2-5 hours a week on homework.
42.5% spend an hour or less each week on their homework.
This may help to explain how they manage to free up 53 hours a week to play with electronic entertainment media, but is there any effect of such low academic expectations on our students’ engagement with the educational enterprise we provide for them?
Brandon Busteed, Executive Director of Gallup Education reported on January 7th of this year that:
Gallup research strongly suggests that the longer students stay in school, the less engaged they become. The Gallup Student Poll surveyed nearly 500,000 students in grades five through 12 from more than 1,700 public schools in 37 states in 2012. We found that nearly eight in 10 elementary students who participated in the poll are engaged with school. By middle school that falls to about six in 10 students. And by high school, only four in 10 students qualify as engaged. Our educational system sends students and our country’s future over the school cliff every year.
The statement of the obvious which applies here would seem to be that we have driven our high school students to distraction, by asking them to do little or no homework and by spending billions of dollars to lead them to prefer electronic entertainment media to the academic work on which their futures depend.
On June 3, 1990, Albert Shanker, president of the American Federation of Teachers, wrote in his regular New York Times column that:
As we’ve known for a long time, factory workers who never saw the completed product and worked on only a small part of it soon became bored and demoralized. But when they were allowed to see the whole process–or better yet become involved with it–productivity and morale improved. Students are no different. When we chop up the work they do into little bits–history facts and vocabulary and grammar rules to be learned–it’s no wonder they are bored and disengaged. The achievement of The Concord Review’s authors offers a different model of learning. Maybe it’s time to take it seriously.
Despite my own bias for having students read history books and write history research papers, I think it may be argued that if we give students nothing to do academically, we clearly contribute to the disengagement which we now find.
If we don’t take their academic work seriously, neither will they. What we take seriously we have a chance of doing well, and when we don’t take something seriously, we have little chance of achievement there. Verbum Sap.

What Does Your MTI Contract Do for You? Just Cause

JUST CAUSE does not mean “just because”. It sets standards and procedures which must be met before an employee can be disciplined or discharged. Fortunately, for those in MTI’s bargaining units, all have protection under the JUST CAUSE STANDARDS. They were negotiated by MTI to protect union members.
There are seven just cause tests, and an employer must meet all seven in order to sustain the discipline or discharge of an employee. They are: notice; reasonableness of the rule; a thorough and fair investigation; proof; equal treatment; and whether the penalty reasonably meets the alleged offense by the employee.
MTI’s various Contracts enable a review and binding decision by a neutral arbitrator as to whether the District’s action is justified and the burden of proof is on the District.

“When controlling for demographic characteristics, the effects of additional years in MMSD on WKCE scores are largely ambiguous”: An Update on Madison’s Transfer Students & The Achievement Gap

MAJOR FINDINGS
1. Students who have spent more time in MMSD perform better on the WKCE than their peers who have spent less time in MMSD.
2. Students who have spent more time in MMSD are demographically different from recent arrivals, who are less likely to be white and more likely to be low-income.
3. When controlling for demographic characteristics, the effects of additional years in MMSD on WKCE scores are largely ambiguous.
Based on these findings, MMSD may be better served by refining its core curriculum to meet students’ needs based on demographic characteristics rather than the recency of their arrival in MMSD. The recent arrivals report is attached. Our official statement about our findings follows.
The most notable anomaly is among 10th grade students. In both Reading and Math, 10th grade students who had spent one year in MMSD performed as well as students who had spent their entire careers in MMSD and substantially better than new students as well as students who had spent between 2 and 9 years in MMSD. This suggests that students who enter MMSD in 9th grade are altogether different from students who enter in other grades. The high performance level for students spending one year in MMSD prior to 10th grade may reflect students entering MMSD in 9th grade after attending private schools through 8th grade.

It is the district’s responsibility to meet students where they are in their learning and identify needed interventions, enrichment or other programs to advance that learning. That means we need to have curriculum and programs that work for all of the students we serve, regardless of demographic background or how long they have been in the district.
Unfortunately, we know that achievement gaps exist in schools across the country, and no single district has entirely eliminated them. Focusing only on how long a student has been in our district does not underscore the complexity of the issue and is not the most effective predictor of achievement.
Instead, strengthening classroom instruction and ensuring interventions and enrichment that advance learning for every student regardless of demographic characteristics will yield the best results.
However, we do know that mobility, including moving from another district or moves within MMSD, does have some impact on achievement. Exploring community solutions to enhance stability throughout a student’s education could both increase achievement and help close gaps.

“When the data were first presented, the argument put forth was that the performance of newly arrived students explained much of the performance gap that we see in our schools. However, when the District examined the effects of race and socioeconomic status in the analysis, they found that the performance of low income and minority students who had been in the MMSD for many years was not significantly different from the performance of low income and minority students who were new to the District.
It is disappointing that the District and the Mayor’s office ran so far and so fast with their initial, incomplete analysis.”

Global Burden of Disease Study 2010

The Global Burden of Disease Study 2010 (GBD 2010) is the largest ever systematic effort to describe the global distribution and causes of a wide array of major diseases, injuries, and health risk factors. The results show that infectious diseases, maternal and child illness, and malnutrition now cause fewer deaths and less illness than they did twenty years ago. As a result, fewer children are dying every year, but more young and middle-aged adults are dying and suffering from disease and injury, as non-communicable diseases, such as cancer and heart disease, become the dominant causes of death and disability worldwide.
Since 1970, men and women worldwide have gained slightly more than ten years of life expectancy overall, but they spend more years living with injury and illness.
GBD 2010 consists of seven Articles, each containing a wealth of data on different aspects of the study (including data for different countries and world regions, men and women, and different age groups), while accompanying Comments include reactions to the study’s publication from WHO Director-General Margaret Chan and World Bank President Jim Yong Kim. The study is described by Lancet Editor-in-Chief Dr Richard Horton as “a critical contribution to our understanding of present and future health priorities for countries and the global community.”




Requiring ACT, partner tests would benefit high schools

With many controversies and hard decisions to come in the next few months, this may be an important and fairly easy step:
Making the ACT college entrance exam mandatory for all students across Wisconsin, along with two partner tests from ACT to be given to students earlier in high school.
One result would be to create a new system of accountability for high schools, replacing what can be a badly flawed system used now. (Wisconsin tests high school students only once, near the start of their 10th-grade year. What does that tell you about students’ success and progress in high school? Not much. )
But advocates of the idea say stepping up the use of the ACT and tests known as EXPLORE and PLAN also would be valuable in helping more students, parents and educators see how kids are doing in getting ready for college and careers. The results of all three tests, especially the ones taken in ninth and 10th grade, would provide timely and effective help in guiding kids to work on weak areas and understand where their strengths are.
The state budget process will get under way in earnest in February. There will be a lot of heated advocacy over money, alternatives to conventional public schools and other issues. Republican Gov. Scott Walker has promised to be aggressive in helping charter, voucher and virtual schools, along with public schools, and his party controls the Legislature.




“The younger generation of workers these days, they don’t want to continue to do boring, mundane, repetitive work, especially in the manufacturing sector,” Woo said.

Widespread adoption of robotics has certainly lowered production costs around the globe, though it remains unclear whether a similar surge would help spur American tech manufacturing. Some say automation will be at the core of Apple’s plan to bring some Mac production back to the US, noting that the $100 million initiative could prove the feasibility of a robotics-based manufacturing model.
But labor costs are just one part of the equation. Companies like Apple currently depend on a complex, and well-ingrained supply chain, anchored largely in Asia. With some exceptions, most of Apple’s parts are sourced from within the same geographic area, making it relatively easy to orchestrate and implement rapid changes in a product’s design. Large scale Chinese manufacturing therefore allows Apple to execute orders with greater speed and flexibility, as the New York Times reported earlier this year.
Woo struck a similar chord last week, when Foxconn announced plans to expand operations to North America. In an interview with Bloomberg, Woo said the move came in response to demands for “Made in USA” products, though he acknowledged that the “supply chain is one of the biggest challenges for US expansion.” Overcoming this obstacle, Woo said, would require Foxconn to harvest American engineering — hinting, perhaps, at a more robotics-driven future. “Any manufacturing we take back to the U.S. needs to leverage high-value engineering talent there in comparison to the low-cost labor of China,” the spokesman said.

What Does Your MTI (Madison Teachers, Inc.) Contract Do for You? The Right to File a Grievance

When a union member files a grievance it means that the member and his or her union believe the employer has failed to live up to its end of the Collective Bargaining Agreement. They are called “agreements” for a reason: the union and the employer have agreed that what has been agreed upon in negotiations is what both parties will live by, that it is best for the employee and the employer. A Collective Bargaining Agreement is a legally binding Contract.
Filing a grievance sets in motion a process for resolving the employee’s complaint. Once a grievance is filed, the union and the employer meet in a process set forth in the Collective Bargaining Agreement to discuss the reasons it was filed. When the issue cannot be resolved through discussions, the union may take the complaint to a neutral third party (an arbitrator) who will decide whether the Contract has been violated. Wisconsin law assures that union- represented employees cannot be retaliated against because of filing a grievance.
The Collective Bargaining Agreement is the Constitution of the workplace, and only unionized employees, like members of MTI, are protected by a Collective Bargaining Agreement.

Stay away from “How to Write Well” books
Serious writing is no longer the specialty of a scholar. Ever since writing essays have become an important part of the college admission process, high schools have become in the grip of “writing fever.” Also known as the “Olympiad of History,” TCR is the first organization to put the publication of high school students’ essays into practice. Since 1987, TCR has published history papers by 1044 students in 39 countries around the world. Of all the participants, 36% (371) of them have been admitted to an Ivy League university. The rest have been admitted to Stanford, MIT, Oxford and Cambridge. Delicious Study held an interview on November 12th with Mr. Will Fitzhugh, the founder of TCR, and two students, Han Jae Hyuk (Seoul International School, Senior) and Lee Seon Woo (Asia Pacific International School, Sophomore), who are preparing for applying to colleges in the States. With the invitation from the Asian representative of TCR, Caroline Lee, Mr. Fitzhugh visited Korea for the first time. The following article describes what Mr. Fitzhugh had told the students about “Writing for College.”
The Quality of Writing comes from the Strong Facts
For each issue of The Concord Review, Mr. Fitzhugh reads at least 140 essays every 3 months. His “criteria for a good paper” were rather simple. “An interesting history paper is a good paper. However, for a paper to be enjoyable to read, the writer must have a genuine interest in the topic. In essays, for example, an interesting work has both a unique stance on a topic and a solid support of evidence. No matter how original one’s perspective is, without evidence, the essay is empty. It’s rare to find sources of evidence that fit perfectly with your interpretations. In fact, some students who have published essays in TCR have spent 18 months writing the essay. Had these students not been interested in what they were writing, they could not have put in such an effort.”
Then, Lee Sun Woo pointed out a difficulty many students faced: “Even with interest in a topic, it can be difficult to connect that to a topic one can write about.” Mr. Fitzhugh responded with an anecdote. “A student in an international school in Hong Kong sent an essay about the Needham Question (1900~1995). Cambridge Professor Joseph Needham studied why Chinese science had stopped advancing ahead of Western Science in 1500 as it had been until the 16th century. To satisfy his curiosity about Needham, Jonathan Lu organized an answer in essay form. He was able to connect the familiar topic of China with an unfamiliar one, science, through history. It’s a good example.”
Read First…Write Later
Throughout the interview, Mr. Fitzhugh continued to emphasize the importance of reading. From finding an interesting subject to research, reading has to be continually done. However, it is not necessary to read books that surpass one’s reading level. “How to Write Well” tutorials will jeopardize the genuineness of your writing and only the fancy phrases and diction will stand out.” Pertaining to writing, Han Jae Hyuk raised a concern whether “Other forms of communication (debating for example) can be as helpful as writing.” “Well,” Mr. Fitzhugh simply answered, “the main way to improve one’s writing skills is to write more.” “Writing a 1,000-word paper is much harder than speaking for the same amount. Of course, during the process of preparing for a speech, you encounter knowledge that you can use for a paper. However, without writing a single word, there will be no improvement in one’s writing aptitude.” He added, “What is needed for high school students today is practice in non-fiction writing.” “Today’s American high school students are given fiction-writing assignments to test and expand their creativity. However, even those who receive such assignments will one day attend college and encounter a variety of non-fiction writing. Because there is such a big gap between reality and today’s high school education, some companies spend $3 billion dollars each year in remedial writing courses for their employees. I’m assuming that the situation in Korea is not so different.”

Yet it so permeates popular culture that, among psychologists and neuroscientists, it is known as the “10% myth.” Contrary to popular belief, the entire brain is put to use–unused neurons die and unused circuits atrophy. Reports of neuroimaging research might perpetuate the myth by showing only a small number of areas “lighting up” in a brain scan, but those are just areas that have more than a base line level of activity; the dark regions aren’t dormant or unused.

This isn’t from the debates. If you use those rhetorical devices — insult, ire, overloaded erudition — your application will be consigned to the wastebasket.
I am referring to the candidates’ speeches at the Alfred E. Smith Memorial Foundation Dinner — all those jokes you saw on TV. Some of their wit didn’t work, but both men revealed a keen grasp of a device that is not only funny but sends the powerful message that you would be great to have on campus.

Really? You really think that under the new climate in Wisconsin that your existing contract should be allowed to stand? What the teachers union needs to come to grips with is that its getting harder and harder for the public to support their petulant positioning.
Can you name one…just one…occupation that gets an automatic 3% pay raise every year just for being a year older? And then…on TOP of that, you expect a big raise from the school board as well? About 4-6 weeks ago, you fine folks made a plea for a 3.1% increase. Those on “the grid” would then receive a 6.1% increase. What other occupation still gets an annual “step increase for basically continuing to work and having a birthday.

The District’s Contract proposal, via sp-eye:

SPEA, and across the state other teachers’ unions, have long spoken out about the low wage paid to entry level teachers. In the past, the “grid” has impeded the district’s ability to single out one group of SPEA members for above average pay increases. In addition, SPEA, like many teachers unions, establishes a “negotiations committee” which is heavily (if not totally) comprised of teachers earning wages either at the far end of the salary grid, or even “off” the grid. It can be argued that these “negotiators” are looking out more for their own interests than those of their lesser paid brethren.
Act 10, however, changed all that. And SPASD administration and members of the school board worked diligently to develop an offer that would earmark roughly one-third of the budgeted $552,392 towards raising the base wage for all entry level teachers. The new starting salary would be raised from $32,505 to $35,000 for a Bachelor’s Degree and $38,000 for a Master’s Degree. 96 SPEA members (roughly 17% of all SPEA members) would see their base wages increased to $35,000.
How could SPEA’s negotiation team argue against such a plan? It’s a no-brainer, right? Raising the floor would allow SPASD to be more competitive and attract the best and brightest teachers to work in the district. And that’s consistent with SPEA’s desires…right?

In defense of the number line: Reform methods of teaching negatives fail on decimals, fractions … and negatives

It’s simple to teach mathematical positives and negatives to a child. It’s been done successfully with the number line around the world, in private schools, homes, tutoring businesses and online. Unfortunately, many schools in America no longer teach the number line, don’t teach it to mastery, or they cloud any fledgling understanding of it by emphasizing other, less-effective methods.
First, I’ll explain the number line. Then I’ll show you what’s being emphasized in its place.

Typically, “zero” is a point in the middle, negative numbers are listed to the left of zero, and positive numbers are listed to the right of zero. Jareau Hall breezed through high school in Syracuse, N.Y. Graduating in the top 20% of his class, he had been class president and a successful athlete, and he sang in gospel choir. He was actively recruited by Colgate University in rural New York, one of the nation’s top liberal-arts colleges.
None of Colgate’s recruiters mentioned to Mr. Hall that his combined math and verbal SAT scores were some 250 points below the class median–let alone that this would put him at great risk of academic difficulty.
Arriving at Colgate in 2002, he quickly found himself struggling in class, with far more rigorous coursework than he had ever faced. “Nobody told me what would be expected of me beforehand,” recalls Mr. Hall, now 28. “I really didn’t know what I was getting into. And it all made me feel as if I wasn’t smart enough.”




Camden Parents File Class Action Against Camden Public Schools

According to a media advisory released yesterday, three Camden parents whose children attend Camden City Public Schools will file a class action petition on Monday demanding “immediate access to a constitutionally adequate education for their children.”
It’s sort of an inversion of the Abbott litigation, which resulted many years ago in a State Supreme Court ruling that children trapped in poor urban districts were denied access to the same educational opportunities as New Jersey children in wealthier districts. Therefore, ruled the Court, the State must fund our 31 poorest districts (called “Abbotts”) at the same level as our wealthiest. Education Law Center has a terrific history of the litigation and all the decisions on its website.




All MTI Bargaining Units Ratify Contracts Through June 30, 2014

Act 10, which Governor Walker designed to kill unions of public sector workers, caused massive protests in early 2011 because of it quashing peoples’ rights. And, that is the way Judge Colas saw it in ruling on MTI’s challenge to Act 10. Colas ruled that Act 10 violates the Constitutional rights of freedom of speech, freedom of association and equal protection of public sector union members (ruling did not address state employees). Enabled by Colas’ decision, MTI petitioned the Madison Metropolitan School District to commence negotiations over a Contract to succeed that which ends June 30, 2013.
Following Judge Colas’ order, both the City of Madison and Dane County negotiated new Contracts with their largest union, AFSCME Local 60. MTI, along with hundreds of supporters, pressed the MMSD to follow suit. After 37 hours of bargaining last Monday, Tuesday and Wednesday, negotiators for MTI, SEE- MTI (clerical/technical employees), EA-MTI (educational assistants and nurse assistants), SSA-MTI (security assistants) and USO-MTI (substitute teachers) were successful in reaching terms for a new Contract through June 30, 2014.
The Union achieved the #1 priority expressed by members of MTI’s five bargaining units in the recent survey, protecting their Contract rights and benefits, and keeping their Union Contract. The “just cause” standard for any kind of discipline or dismissal is in tact, as is arbitration by a neutral third party of any such action by the District, and of all claims that District administration violated the terms of an MTI Contract. The Union was also successful in preserving salary and wage schedules (except for substitutes), as well as fringe benefits, another priority of members responding to MTI’s recent survey.
Solidarity was evident from the outset as, for the first time ever, representatives from all five (5) of MTI’s bargaining units worked together to bargain simultaneously. Representatives from the Custodial and Food Service units, represented by AFSCME Local 60, also lent support throughout the negotiations, even as they were rushing to bargain new contracts for their members. And, in a powerful display of solidarity, MTI’s Teacher Bargaining Team repeatedly put forth proposals enabling the District to increase health insurance contributions for teachers, if the District would agree NOT to increase contributions from their lower paid brothers and sisters in MTI’s EA, SEE and SSA bargaining units. Unfortunately, the District rebuffed the offers, insisting that all employees work under the cloud of uncertainty that employee health insurance contributions may be increased up to 10% of the premium after June 30, 2013.
The District entered the negotiations espousing “principles that put student learning in the forefront, with a respect for the fact that our employees are the people who directly or indirectly impact that learning”. MTI heard these concerns and made major accommodations in many contractual areas to address these needs. Areas where MTI accommodated the District’s stated need to attract staff who can close the achievement gap: 1) enable the District to place new hires anywhere on the salary schedule; 2) give new hires a signing bonus of any amount; 3) appoint new hires and non-District employees to any coaching or other extra duty position (annual District discretion of continuing extra duty position); 4) current staff to have no right to apply for vacancies occurring after June 15, to enable District to offer employment to outsiders; 5) enable the District to assign new hires to evening/weekend teaching positions; and 6) enable the District to hold two evening parent-teacher conferences per school year.
Yet, other District proposals appeared to have nothing to do with either student achievement or respecting the employees who make that happen. The District insisted on eliminating sick leave benefits for all substitute teachers hired after July 1, 2013. The District insisted on language which would non-renew the contracts of teachers on medical leave for more than two years. And the District’s numerous other “take backs”, unrelated to either of their stated principles, but just to take advantage of the leverage enabled by the uncertainty of Act 10. These concessions were received bitterly by the thousand who gathered at Wednesday’s MTI meeting, hoping for positive signs that the District’s messages of respect would be reflected in the settlement.
On the downside was the District’s attack on other Contract provisions. In violation of the principles they espoused to Walker’s then-proposed Act 10, in February 2011, Board members enabled District management to demand concessions from AFSCME and MTI in exchange for a new Contract. All seven Board members said of Act 10, “The Governor’s proposals are a damaging blow to all our public services and dedicated public employees. The legislation’s radical and punitive approach to the collective bargaining process seems likely to undermine our productive working relationship with our teachers and damage the work environment, to the ultimate detriment of student achievement.”
Interim Superintendent Jane Belmore espoused similar feelings just last month. In referring to Act 10, she wrote District employees “… we still need to determine together how to go forward in the best interest of our employees and our district.”
The pledges of Board members and Supt. Belmore were not worth the paper they were written on. Demanding significant changes and deletion of terms which they had agreed – some since the 1960’s – the District negotiators were relentless.

The World’s 10 most influential Languages

One hardly risks controversy with the statement that today English was a more influential language world-wide than Yanomami. To a child’s question why that should be so, the well-informed parental brush-off would be that English had hundreds of millions of speakers while Yanomami could with difficulty scratch together 16,000. Really difficult and well-informed off-spring could then point out that in this case, Chinese would be the most important language of the world. At this point, the experienced parent would send the brat off to annoy someone else.
Every language, including Yanomami, is the most important language of the world – to its speakers. Rather than “important” we shall here, therefore, use the world “influential” in its stead. Chinese is a very influential language, no doubt about it, but is it more so than English? Clearly not. The number of speakers is relevant but quite insufficient for a meaningful ranking of languages in order of current world-wide influence, the stress being on the word “world-wide”. There are many other factors to be taken into account and this is what we shall attempt to do in the following.
Ranking the world’s current top languages is not just an idle past-time. The world is growing closer and this historical development is matched by large-scale linguistic adjustments, the most dramatic of which being the explosive growth of the English language. It does matter how major languages stand and evolve in relation to each other. Like the weather, many developments make sense only if one looks at the world-wide picture, not just parochial bits of it.




Concordia to cut tuition, fees by $10K

Concordia University is pairing two words that don’t often come in contact — “tuition” and “cut.”
The St. Paul school will announce Wednesday that it is lowering its undergraduate tuition and fees by $10,000, or 33.7 percent, to $19,700 for the next school year. It will become the first college in Minnesota to slash its sticker price. But it joins a few others across the country who have responded to growing concern about the rising price of college with a similar dramatic move.
Just a handful of Concordia undergrads now pay the full $29,700 in tuition and fees. But Concordia hopes to attract families who are being scared off by the published price.




All Wisconsin high school juniors would take ACT in 2014-15 under Evers proposal

“There’s a general recognition that our current testing regime is not getting the job done and that we always knew we were going to have to do something different,” he said. “When people understand the importance of measuring growth over time instead of raw test scores and getting testing information back to teachers in a more timely manner, I think they will look more favorably on spending money on new tests.”
Still, Kestell said $7 million was a lot, and probably would not have been considered at all two years ago when the state made significant cuts to education spending.
For the next budget cycle, he said: “It could very well happen, but it’s way too early to predict anything positive.”
The DPI’s Johnson pointed to Milwaukee Public Schools as a model district that has begun ACT testing for all juniors, setting aside time for them to take the four-hour exam in school. Though testing all juniors has lowered the district’s average ACT composite score, the move has received praise for opening opportunities to more students who may not have known they were ready for college, and for providing a broader measure of student performance.

Wisconsin would pay for all public high school juniors to take the ACT college admissions test starting in two years as part of a $7 million budget initiative State Superintendent Tony Evers announced Wednesday.
The proposal also includes administering three other tests offered by ACT to measure college and career readiness in high school. The tests would replace the Wisconsin Knowledge and Concepts Examination, which is currently administered to 10th-graders to comply with federal testing requirements.
“We need to give our students and their families better resources to plan for study and work after high school,” Evers said. “It makes sense to use the ACT to fulfill state and federal testing requirements at the high school level with an exam package that provides so much more than the WKCE: college and career readiness assessments and a college admissions test score.”
Under the proposal, all public school ninth-graders would take the ACT EXPLORE assessment in spring of the 2014-15 school year. All 10th-graders would take the ACT PLAN test, and all 11th-graders would take the ACT and the WorkKeys tests.
The state would pay for students to take each test once. Those who want to take an ACT a second time to improve their score would have to pay for it themselves.
Also, by training all schools to administer the ACT, the proposal would help students in rural districts who lack access to certified ACT testing sites, Evers said.

Advocating Public Teacher Contract Negotiations

Spoiler alert: when Maggie Gyllenhaal’s new feature film, Won’t Back Down, hits theaters later this month, its plot hinges on the forcing of school officials to make big decisions in front of parents rather than behind closed doors. The film is fictional, but raging against backroom power politics is not. Teachers’ unions and district officials almost always negotiate privately, so when those negotiations reach a deal or an impasse — or lead to a strike, as they did in Chicago yesterday — the public gets to hear only part of the story as families scramble to figure out what to do with their kids. Chicago, whose 400,000 students make it the U.S.’s third largest school district, today offered safe havens for kids in dozens of public libraries and churches and, for a four-hour stretch this morning, in nearly 150 public schools staffed with nonunion workers.




Loss of master’s degree pay bump has impact on teachers, grad schools

Wauwatosa East High School government teacher Ann Herrera Ward is one educator puzzled by the turning tide on advanced degrees.
Ward earned her bachelor’s degree in political science at the University of Wisconsin-Madison before working in the U.S. House of Representatives for seven years, then got on the road to a teaching license through Marquette University, where she got a master’s in instructional leadership.
Entering her 20th year as a teacher, she’s finishing her dissertation for her doctorate degree: a study of how kids learn about elections and politics by discussing the matters in school and at home.

Chicago teachers union gives 10-day strike notice

The Chicago Teachers Union issued a 10-day strike notice Wednesday, saying teachers in the nation’s third-largest school district are ready to walk off the job for the first time in 25 years.
Union President Karen Lewis said contract talks with the Chicago Board of Education, which have been under way since November, have not yet touched on some issues that teachers are most concerned about, including wages. She said job security and teacher evaluations also are issues.
The notice means the soonest teachers could strike is Sept. 10, but it doesn’t mean a strike will definitely happen.

Madison Teachers, Inc. has been supportive of the Chicago Teachers Union’s position. School Board members Marj Passman and Arlene Silveira provided food to traveling MTI members.




Mythbusting 101: Uncomfortable Truths Your College Won’t Tell You

If you or anyone close to you is grappling with the decision of whether to commence or continue college or graduate studies, there are several important facts of life you should know about–facts that colleges themselves aren’t likely to mention. These are a few of the uncomfortable truths they won’t tell you:
1) “Far more people earn degrees in many liberal arts majors than can be employed in those fields.”
Consider the following statistics: More than half of Americans under the age of 25 who have a bachelor’s degree are either unemployed or underemployed. According to The Christian Science Monitor, nearly 1 percent of bartenders and 14 percent of parking lot attendants have a bachelor’s degree.
Adding additional degrees is no guarantee of employment either. According to a recent Urban Institute report, nearly 300,000 Americans with master’s degrees and over 30,000 with doctorates are on public relief.




New Book: Shadowbosses Sheds Light on Public Sector Union Spending & Tactics

Written by Mallory and Elizabeth Factor, this compelling and insightful book exposes how unions have organized federal, state, and local government employees without their consent, and how government employee unions force members into paying for partisan political causes and elections.
This is a great read for teachers interested in the history and path of modern-day teacher unions. Remember, forced unionism and forced dues are serious business for the unions. In 2010, teachers unions collected $2 billion in union dues. $1.3 billion of those dues came from states with compulsory unionism. This book sheds light on the lengths the unions take to bring members into the fold and illustrates their true priorities.




Recent State Action on Teacher Effectiveness

During the 2010, 2011, and 2012 legislative sessions, a combination of federal policy incentives and newly elected governors and legislative majorities in many states following the 2010 elections sparked a wave of legislation addressing teacher effectiveness. More than 20 states passed legislation designed to address educator effectiveness by mandating annual evaluations based in part on student learning and linking evaluation results to key personnel decisions, including tenure, reductions in force, dismissal of underperforming teachers, and retention. In many cases states passed multiple laws, with later laws building on previous legislation, and also promulgated regulations to implement legislation. A few states acted through regulation only.

Highland Park, MI School board activist seeks removal of districts’ emergency financial managers

Highland Park school board member Robert Davis is asking the state attorney general to remove the emergency financial managers running the Highland Park and Detroit public school districts.
Davis, who has successfully sued public bodies for violating legal procedures of the Open Meetings Act, claims that Gov. Rick Snyder skipped several steps when he appointed the managers Wednesday.
Davis expects Attorney General Bill Schuette to deny his argument. Schuette’s office provides legal representation for emergency financial managers.




Brazil approves affirmative action law for universities

The Brazilian Senate has approved a bill that reserves half the places in the country’s prestigious federal universities to state school students.
African-Brazilian Senator Paulo Paim said most Brazilians would benefit as only 10% of students graduated from private schools.
President Dilma Rousseff is now expected to sign the bill into law.
But the measure has attracted criticism, as it also sets up quotas based on racial background.




Open Access facts from Peter Suber



David Weinberger:

I’m enjoying my friend Peter Suber’s small book Open Access. He’s a very clear and concise writer, and of course he knows this topic better than anyone.
Here are some facts Peter mentions:
In 2008, Harvard subscribed to 98,900 serials. Yale subscribed to 73,900. “The best-funded research library in India…subscribed to 10,600.” And, Peter points out, some Sub-Saharan universities cannot afford to subscribe to any. (pp. 30-32) Way to make yourself smart, humanity!
“In 2010, Elsevier’s journal division had a profit margin of 35.7 percent while ExxonMobil had only 28.1 percent.” (p. 32)
The cost of journals has caused a dramatic decrease in the percentage of their budgets research libraries spend on books, from 44% in 1986 to 28% now. “Because academic libraries now buy fewer books, academic book publishers now accept fewer mauscripts…” (p. 33)




Teacher contract negotiations moving quickly

In the summer of 2002, more than half of Wisconsin’s school districts had been without teacher contracts for over a year. This summer, contract negotiations are being settled in as little as 15 minutes.
“I mean really, what’s there to talk about?” said Christina Brey, spokeswoman for the Wisconsin Education Association Council, the state’s largest teachers union.
Brey said it is still a bit too early to establish an average. But negotiations are going quickly for the most part, according to Barry Forbes, associate executive director of the Wisconsin Association of School Boards.
Under Act 10, only changes to base wages – defined as salary paid based on seniority, not educational attainment – are subject to collective bargaining, and those conversations are limited to a cost-of-living increase set by the Department of Revenue.
For the 2011-’12 school year, the maximum cost-of-living increase was 1.64%. Because the rules defining base wages were set in late March, many districts are now negotiating contracts for the 2011-’12 year. Once districts finish those negotiations, they can move on to the 2012-’13 year. For contracts beginning July 1, 2012, the maximum increase will be 3.16%.




Why Charter Schools Work: Accountability for results and freedom from union rules attract the best teachers into the profession

Twenty years ago, the country’s first charter school opened in Minnesota. This is a momentous anniversary not just for the two million families who now send their children to public charter schools, but for all Americans. The charter movement is not only about opening charter schools–its goal has always been to fundamentally transform public education in this country.
Critics claim that charter schools are successful only because they cherry-pick students, because they have smaller class sizes, or because motivated parents apply for charter lotteries and non-motivated parents do not. And even if charters are successful, they argue, there is no way to scale that success to reform a large district.
None of that is true. Charters succeed because of their two defining characteristics–accountability and freedom. In exchange for being held accountable for student achievement results, charter schools are generally free from bureaucratic and union rules that prevent principals from hiring, firing or evaluating their own teams.




Kauffman School: a year of theory put to practice

When the school year started, 103 children were enrolled in the Ewing Marion Kauffman Foundation’s attempt to run its own charter school — an endeavor being watched nationally as the well-known research foundation becomes the practitioner.
More than nine months later, as the inaugural class’s fifth-grade year finally ends this week, 91 are still on board.
Between the longer year and the longer days, they’ve spent 35 percent more time in school than students on a regular school calendar.They’ve endured daily double doses of math and reading and extra tutoring.
In return, Principal Hannah Lofthus said, the students on average have gained 2.4 grade levels in math, 2.1 grade levels in reading and 2.3 grade levels in science.




State accountability system flags 10 Madison schools for poor minority-student achievement

Ten Madison schools and five others in Dane County have been identified among the lowest performers in the state in terms of low-income and minority student achievement under a new statewide school accountability system.
The Department of Public Instruction developed the system — which identifies schools as “focus” and “priority” — to obtain a waiver from requirements under the federal No Child Left Behind law, which for the past decade has resulted in sanctions for certain schools.
The Madison schools identified as “focus” schools are Allis, Falk, Lakeview, Leopold, Midvale/Lincoln, Lowell, Orchard Ridge, Sandburg, Schenk and Thoreau elementaries. Other local “focus” schools include West Middleton Elementary in Middleton-Cross Plains, Bird Elementary in Sun Prairie, and Badger Ridge Middle, and Glacier Edge and Sugar Creek elementaries in Verona.
Madison Superintendent Dan Nerad, in a letter Tuesday to parents at the affected schools, said “the district is still learning the full details and impact on schools.”

The Expense of Teacher Union Contracts

The School District of Philadelphia is facing a $218 million budget deficit in fiscal 2013, with forecasts for a $1.1 billion shortfall by 2017.
The district’s School Reform Commission has responded with a controversial plan to close as many as 60 schools over the next five years and divert about 40 percent of the district’s students into public charter schools, according to media reports.
The plan has been met with a great deal of resistance from the Philadelphia Federation of Teachers. Nobody knows at this point if the money-saving plan will be implemented, or how the district will find its way out of its deficit situation.
In the meantime, it’s clear that the school district is in the midst of a severe financial emergency, and must find a way to cut costs without negatively impacting students.
A good place to start would be the PFT’s collective bargaining agreement.
We recently inspected a copy of the agreement, then used a freedom of information request to measure the costs of various provisions in the contract for the 2010-11 school year.
We found numerous examples of huge costs that could have been postponed, trimmed or cancelled to save the district millions of dollars without affecting anyone’s base salary.
The list included $14.4 million to cover a three percent salary increase for teachers, a $66 million contribution to the union’s “Health and Welfare Fund” and $165 million for free- or low- cost employee health insurance.




Dan Nerad a Semi-Finalist for the Birmingham, MI Schools Superintendent; District spends about 10% less per student than Madison

Madison School District Superintendent Dan Nerad made the cut Saturday to become one of two finalists for the top job at a school district in suburban Detroit, according to an online report.
Nerad was selected as a finalist for superintendent of the Birmingham Public Schools at a special Saturday session of the School Board, the Birmingham Patch reports.
He apparently made a big impression on school board members in Michigan, particularly with his handling of controversy over the race-based achievement gap in Madison schools.

Birmingham’s 2011-2012 budget is $107,251,333 for “more than 8000 students”, or roughly $13,406/student. That is about 10% less than Madison’s $14,858.40/student.
Birmingham’s per capita income is $69,151, more than double Madison’s $29,782. Birmingham’s median household income is $101,529 while Madison’s is nearly half: $52,550.
Birmingham had 6 national merit semi-finalists this past year while Madison featured 41. Michigan’s 209 cut score was identical to Wisconsin’s this past year.
Madison continues to spend more per student than most American school districts.




Students scrambling to enter the world’s elite universities are turning to coaching centres for extra help, but some educators question the tactic

Many parents hope to give their children Ivy League or Oxbridge educations. For some, such as Karen Leung, nothing else would do. A chartered accountant, Leung was far more upset than her son was when his teachers at Island School said that his academic record didn’t look strong enough to get him admitted into the law faculty at Oxford. Her son’s grades were just above average, and they had to be top-notch to get him in.
“I lost 5kg,” she says.
However, Leung refused to give up and enrolled her son in Arch Academy, a coaching centre that helps students get into top colleges in the US and Britain. She paid HK$15,000 to enrol him in a 10-session programme covering topics such as how to write a personal statement to go with his university application. It was money well spent: last year her son won a full scholarship to study law at Oxford.




Madison (MI) School District teachers call 10% pay cut illegal, threaten lawsuit

Teachers in the Madison School District said the Board of Education there violated the law by imposing a 10% pay cut last week that is retroactive to the beginning of the current school year.
Bobby Robinson, president of the Madison Education Association, which represents 77 teachers and other professional employees, said the union plans to file a lawsuit Monday.
He cited a May ruling in a case that said employers can’t apply a pay cut retroactively.
Robinson said he raised those issues with the district administration after the board took action Monday, but paychecks teachers received Friday reflected the deduction. District and board leaders could not be reached Friday.
“They ignored it,” Robinson said.




Robots Are Grading Your Papers! The fact is: Machines can reproduce human essay-grading so well

A just-released report confirms earlier studies showing that machines score many short essays about the same as human graders. Once again, panic ensues: We can’t let robots grade our students’ writing! That would be so, uh, mechanical. Admittedly, this panic isn’t about Scantron grading of multiple-choice tests, but an ideological, market- and foundation-driven effort to automate assessment of that exquisite brew of rhetoric, logic, and creativity called student writing. Without question, this study is performed by folks with huge financial stakes in the results, and they are driven by non-education motives. But isn’t the real question not whether the machines deliver similar scores, but why?
It seems possible that what really troubles us about the success of machine assessment of simple writing forms isn’t the scoring, but the writing itself – forms of writing that don’t exist anywhere in the world except school. It’s reasonable to say that the forms of writing successfully scored by machines are already – mechanized forms – writing designed to be mechanically produced by students, mechanically reviewed by parents and teachers, and then, once transmuted into grades and sorting of the workforce, quickly recycled. As Evan Watkins has long pointed out, the grades generated in relation to this writing stick around, but the writing itself is made to disappear. Like magic? Or like concealing the evidence of a crime?
The Pen is Advanced Technology
Of course all machines, from guitars to atom bombs, have no capacity to achieve any goals on their own. Nonetheless detractors of machine grading point out the obvious, that machines don’t possess human judgement, as if they possessed some other, alien form of reasoning. Computers can’t actually read the papers, they insist. Computers aren’t driven by selfless emotions, such as caring about students. Faced with proof that human test graders don’t always meaningfully read the papers or care about students, machine-grading detractors pull the blankets over their heads and howl: But they’re not human, damn it!
But the evidence keeps piling up. Machines successfully replicate human mass-scoring practices of simple essay forms, including the “source-based” genre. After reading reports released on the topic for nearly twenty years now, most working teachers of student writing grumble for a while, then return to the stack of papers at their elbow-and grade them mechanically.
The fact is: Machines can reproduce human essay-grading so well because human essay-grading practices are already mechanical.
To be sure, these results are usually derived from extremely limited kinds of writing in mass-scoring situations. They are easily defeated by carefully constructed “bad faith” responses. Since machines don’t read, they don’t comprehend the content, and cannot give feedback on rhetorical choices and many aspects of style. They can-and do-give feedback on surface features and what is sometimes called, more appropriately than ever, mechanical correctness. They cannot assess holistically, but can provide a probabilistic portrait by assembling numerous proxies, usually the same as those that human teachers use to substantiate holistic judgments, such as complexity of word choice and variety of sentence construction. Automated scoring can detect rhetorical dimensions of an essay, including the presence of evidence and the syntax used in simple argument.
Humans Acting Badly
Developers of these programs generally admit these limitations, primarily offering automation as an alternative to human graders in mass-assessment circumstances. When performed by humans, large-scale scoring of simple writing is commonly outsourced to poorly paid, under-qualified, overworked temps managed by incompetent greed-merchants in the scandal-ridden standardized testing industry.
Like the machines that replicate their efforts so well, the humans working in mass writing assessment are working to cookie-cutter specifications. They are not providing meaningful feedback on content. Spending a minute or two on a few hundred words, they are generally not “reading,” but scanning for many of the same characteristics that machine scorers are programmed to do. Like factory workers, they are providing results as quickly and cheaply as possible in order to line their employers’ pockets. Routinized, working to narrow formula, scanning superficially for prescribed characteristics at high speed, often incompetently managed and administered, most mass graders perform robotically.
Reading like a confessional “I was an economic hit man” for managed instruction, Making the Grades by Todd Farley chronicles one temp essay-scorer’s rise to high living at the pinnacle of mass testing’s profit-accumulation scheme. Riding in hired cars through burned-out public school districts to eat exotic meals prepared by celebrity chefs, Farley details how the for-profit scheme of high-stakes testing forces public-school teachers, students and parents on a faux-learning assembly line featuring teaching as test-prep drill instruction with 60 students in a class.
But Are Robots Also Teaching?
Teaching and test-scoring are very different circumstances. The fact that test scorers act mechanically doesn’t mean that teachers do. Except that most teachers are under very similar pressures-too many students, too little time, intense bureaucratic control, insufficient training, insufficient rewards to recruit and retain talent, and pedagogically unsound working conditions.
Just like teachers of other subjects, high school writing teachers are expected to “teach to the test,” usually following a rigid curriculum tailored to produce essays that do well in the universe of mechanical scoring, whether that mechanical scoring is provided by machines or degraded humans. Because of the high stakes involved, including teacher pay and continuing employment, the assessment drives the rest of the process. There are plenty of teachers who have the ability to teach non-mechanical forms of writing, but few are allowed to do so.
This managed–often legislated–pedagogy generally fails. Mechanical writing instruction in mechanical writing forms produces mechanical writers who experience two kinds of dead end: the dead end of not passing the mechanical assessment of their junk-instructed writing, and the dead end of passing the mechanical assessment, but not being able to overcome the junk instruction and actually learn to write.
As bad as this pedagogy’s failure is its successes. Familiar to most college faculty is the first-year writing student who is absolutely certain of their writing performance. She believes good writing is encompassed by surface correctness, a thesis statement, and assiduous quote-farming that represents “support” for an argument ramified into “three main points.”
In reality, these five-paragraph essays are near-useless hothouse productions. They bear the same relationship to future academic or professional writing as picking out “Chopsticks” bears to actually playing music at any level. Which is to say, close to none.
But students, particularly “good” students, nonetheless have terrific confidence in these efforts because they’ve been mechanically assessed by caring human beings who are, reasonably enough, helping them through the gates represented by test after test that looks for these things.
Not everything that teachers do is mechanical, but the forces of standardization, bureaucratic control, and high-stakes assessment are steadily shrinking the zone in which free teaching and learning can take place. Increasingly, time spent actually teaching is stolen from the arid waste of compulsory test preparation-in writing instruction as much as in every other subject. In this, teachers resemble police officers, nurses, and other over-managed workers, who have to steal time from their personal lives and from management in order to actually do law enforcement or patient care, as The Wire points out.
What Would Be Better?
Rebecca Moore Howard is a researcher in one of the nation’s flagship doctoral institutions in writing studies, the program in Composition and Cultural Rhetorics at Syracuse University. Howard’s Citation Project explores the relationship of college writers to source material. The first major findings of the 20-researcher project, conducted at 16 campuses? Even academically successful students generally don’t understand the source material on which they draw in their school writing.
Howard employs the term “patchwriting” to describe one common result of what I have long called the”smash and grab” approach that students employ to produce what we encourage them to pass off as “researched writing:” Scan a list of abstracts like a jewelry store window. Punch through the plate glass to grab two or three arguments or items of evidence. Run off. Re-arrange at leisure. With patchwriting, students take borrowed language and make modest alterations, usually a failed attempt at paraphrase. Together with successful paraphrase and verbatim copying, patchwriting characterizes 90 percent of the research citations in the nearly 2,000 instances Howard’s team studied at a diverse sampling of institutions. Less than 10 percent represented summary of the sense of three or more sentences taken together.
My own take on this research is that it strongly suggests the need for a different writing pedagogy. These students aren’t plagiarists. Nor are most of them intrinsically bad writers, whatever that might mean. Instead, I believe they’ve been poorly served by ill-conceived mass instruction, itself a dog wagged by the tail of mass assessment.
Like most of the students I’ve seen in two decades of teaching at every level including doctoral study, they have no flipping idea of the purpose of academic and professional writing, which is generally to make a modest original contribution to a long-running, complicated conversation.
To that end, the indispensable core attribute of academic writing is the review of relevant scholarly literature embedded within it. An actual academic writer’s original contribution might be analytical (an original reading of a tapestry or poem). Or it might be the acquisition or sorting of data (interviews, coding text generated in social media, counting mutations in an insect population). It might be a combination of both. In all of these cases, however, an actual academic writer includes at least a representative survey of the existing literature on the question.
That literature review in many circumstances will be comprehensive rather than merely representative. It functions as a warrant of originality in both professional and funding decisions (“We spent $5-million to study changes in two proteins that no other cancer researcher has studied,” or “No one else has satisfactorily explained Melville’s obsession with whale genitalia”). It offers a kind of professional bona fides (“I know what I’m talking about”). It maps the contribution in relation to other scholars. It describes the kind of contribution being made by the author.
Typically actual academic writers attempt to partly resolve an active debate between others, or answer a question that hasn’t been asked yet, what I describe to my students as “addressing either a bright spot of conflict in the map of the discourse, or a blank spot that’s been underexplored.”
In many professional writing contexts, such as legal briefing, literature review is both high-stakes and the major substance of the writing.
So why don’t we teach that relationship to scholarly discourse, the kind represented by the skill of summary in Howard’s research? Why don’t we teach students to compose a representative review of scholarship on a question? On the sound basis of a lit review, we could then facilitate an attempt at a modest original contribution to a question, whether it was gathering data or offering new insight.
The fact is, I rarely run into students at the B.A. or M.A. level who have been taught the relationship to source material represented by compiling a representative literature review. Few even recognize the term. When I do run into one, they have most commonly not been taught this relationship in a writing class, but in a small class in an academic discipline led by a practicing researcher who took the trouble to teach field conventions to her students.
Quote-Farming: So Easy a Journalist Can Do It
I personally have a lot of respect for journalists, and sympathize with their current economic plight, which is so similar to that of teachers and college faculty. They too do intellectual work under intense bureaucratic management and increasingly naked capitalist imperatives. So there are reasons why their intellectual product is often so stunted and deformed that the country turns to Jon Stewart’s parody of their work for information as well as critical perspective.
Albeit not always due to the flaws of journalists themselves: If there are real-world models for the poor ways we teach students to write, they’re drawn from newspaper editorials and television issue reporting. In editorials, “sources” are commonly authorities quoted in support of one’s views or antagonists to be debunked. In much television issue reporting, frequently composed in minutes on a deadline, quick quotes are cobbled together, usually in a false binary map of she’s-for-it and he’s-against-it. (NPR made headlines this year when it formally abandoned the fraudulent practice of representing or simulating balance by the common journalistic method of “he said, she said,” or reporting differing views, usually two, as if they held equal merit or validity, when in reality there can as easily be 13 sides, or just one, all with very different validity.)
Of course journalism can do better and often does, but it is some of journalism’s most hackneyed practices that have shaped traditional pedagogy for academic writing: quote-farming, argument from authority, false binarism, fake objectivity.
Those practices are intrinsically unappealing, but the real problem is the mismatch.
Academic writing bears a very different relationship to academic “sources” than journalism. For journalists in many kinds of reporting, academic sources are experts, hauled onto stage to speak their piece and shoved off again, perhaps never to be met with again.
It’s this sort of smash-and-grab, whether from the journalist’s Rolodex/smart phone, from a scholarly database, or the unfairly-blamed Google (as if this practice were invented by internet search!) that we teach to our students by requiring them to make thesis statements and arguments “supported by sources.”
For practicing academic and professional writers, other professional sources are rarely cited as authorities, except as representative of general agreement on a question. Most other citations are to the work of peer writers, flawed, earnest, well-meaning persons who have nonetheless overlooked an interesting point or two.
Surveying what these peers tried to do fully and fairly, and then offering some data or some insight to resolve an argument that some of them are having, or point to an area they haven’t thought about—is what we do. The substance of the originality in most academic and professional writing is a very modestly-framed contribution carefully interjected into a lacuna or debate between persons you will continue to interact with professionally for decades. In almost every respect it little resembles the outsized ambitions (let’s resolve reproductive rights in 600 words!) and modest discursive context (a news “peg”) of mass-mediated opinion.
Sure, no question, “everything’s an argument,” but argument or generic notions of persuasion used in the mass media aren’t always the best model for academic and professional discourse. (And I say this as someone who’s not afraid to argue.)
A big reason for the success of They Say/I Say, a popular composition handbook by Cathy Birkenstein and Jerry Graff, is its effort to provide an introduction to the actual “moves that matter in academic writing,” moves which generally involve relating one’s position to a complicated existing conversation.
Teaching & Grading Academic Writing By Persons Who Don’t Do It
What Becky Howard has in common with Birkenstein & Graff is valuing the ability to represent that complicated existing conversation. What is particularly useful to all of us is that they grasp that this is a problem that can’t be harrumphed out of existence-“Well, if those kids would actually read!” Let’s leave out the fact that most of the persons enrolled in higher ed aren’t kids, and that they do read, and write-a lot. Let’s leave out the whole package of dysfunctional pedagogies we impose on students and the contradictory narratives we tell about them: Large lecture classes are fine, but video capture of large lectures is bad! (Right, grandpa: it’s much better to deny me access to discussing the material with experienced faculty actively researching in their field because you’ve scaled her up with an auditorium sound system and not a video camera–that makes total sense. Defend the lecture hall!) As David Noble and I and others have pointed out many times: the reason current technologies don’t, won’t, and can’t eliminate the labor of actual teaching is the reason that earlier technologies, like the book, post office, television and radio did not: Actual teaching is dialogic and occurs in the exchange between faculty and students. The more exchange, the more learning. (Of course much of what is certified as learning isn’t anything of the kind.)
Our writing pedagogy is the main problem here what we ask faculty and teachers to do, who we ask to do it, and the ways we enable & disable them by bureaucracy and greed, whether the greed is for-profit accumulation or harvesting tuition dollars for in-house spending on a biochemist’s lab. (As I’ve previously insisted, the for-profits can accumulate capital with sleazy cheap teaching because the nonprofits do the same thing, except accumulating their capital as buildings & grounds, etc.)
One of the reasons students don’t learn to read academic articles and compose literature reviews in writing classes is that they are taught by persons who don’t do it themselves–nontenurable faculty, many without the Ph.D., or graduate students newly studying for it, many of whom don’t get an education in the practice themselves until they begin their own comprehensive lit review in preparation for a thesis. Often they are highly managed faculty, working like high-school teachers (except with much less training) to a scripted curriculum with mass syllabi, identical assignments that are easy to produce mechanically and grade mechanically-in a routinized “teaching” factory that is easy to assess mechanically, train mechanically, and supervise mechanically.
Unsurprisingly: No reliable computerized assessment can tell whether a review of scholarly literature is an accurate representation of the state of knowledge in a field. Nor can it adjudge whether a proposed intervention into a conflict or neglected area in that field is worthy of the effort, or help a student to refine that proposed experiment or line of analysis. Of course, many of the persons we presently entrust with writing instruction lack the ability, training, or academic freedom to do so as well.
If we are to do more with writing classes and writing assignments, we need to put aside the hysteria about machine grading and devote our attention to the mechanical teaching and learning environment in which we daily, all but universally, immerse our writing faculty. We need to change the kind of writing we ask them to teach. We need to enable writing faculty to actually do the kind of academic writing they should be teaching–which means changing our assumptions about how they’re appointed, supported, evaluated and rewarded. You want to be a machine-breaker and fix writing pedagogy? Great. Start with with your professional responsibility to address the working circumstances of your colleagues serving on teaching-only and teaching-intensive appointment.




Struggle Over Longer School Day Poised To Continue As Study Finds 10-Hour Teacher Workdays

Chicago Public School teachers work almost double their required daily instruction hours, according to a new study released Monday, and the findings worry some teacher advocates as the district gets ready to extend the school day.
On average, public school teachers work 58 hours per week, according to the report, “Beyond the Classroom: An analysis of a Chicago Public School Teacher’s Actual Workday.”
The study– put together by the University of Illinois at Urbana-Champaign’s Labor Education Program — analyzed surveys from nearly 1,000 CPS teaches and found on a typical school day teachers work more than 10 hours.
Teachers can also rack up more than five additional hours during weekday evenings and on the weekend, according to the report.




Advocates of the Plain Writing Act prod federal agencies to keep it simple

Federal agencies must report their progress this week in complying with the Plain Writing Act, a new decree that government officials communicate more conversationally with the public.
Speaking plainly, they ain’t there yet.
Which leaves, in the eyes of some, a basic and critical flaw in how the country runs. “Government is all about telling people what to do,” said Annetta Cheek, a retired federal worker from Falls Church and longtime evangelist for plain writing. “If you don’t write clearly, they’re not going to do it.”
But advocates such as Cheek estimate that federal officials have translated just 10 percent of their forms, letters, directives and other documents into “clear Government communication that the public can understand and use,” as the law requires.
Official communications must now employ the active voice, avoid double negatives and use personal pronouns. “Addressees” must now become, simply, “you.” Clunky coinages like “incentivizing” (first known usage 1970) are a no-no. The Code of Federal Regulations no longer goes by the abbreviation CFR.




What Apple’s Supply Chain Says about US Manufacturing & Middle-Skill Training

In January, The New York Times released a front-page report on the iEconomy, Apple’s vast and rapidly growing empire built on the production of tech devices almost exclusively overseas. The fascinating story created a wave of attention when it was published, and it’s back in the news after NPR’s “This American Life” retracted its story about working conditions at Foxconn, one of Apple’s key suppliers of iPhones and iPads.
The end of the “This American Life” episode includes a discussion (audio | transcript) between host Ira Glass and Charles Duhigg, the NYT reporter who wrote the iEconomy piece, on Apple’s supply chain and the reason the tech giant doesn’t produce its insanely popular devices in the U.S. Perhaps you thought the main reason was labor costs; Apple would have to pay American workers much more than the estimated $17 a day (or less) many Chinese workers at Foxconn make. That’s part of it, but “an enormously small part,” Duhigg told Glass.
Duhigg explained that, in terms of labor costs, producing the iPhone domestically would cost Apple an additional $10 (on the low end) to $65 (on the high end) more per phone. “Since Apple’s profits are often hundreds of dollars per phone, building domestically, in theory, would still give the company a healthy reward,” he wrote in the NYT piece.




Madison Superintendent Dan Nerad to Leave when Contract Expires in 2013

Madison Metropolitan School District Superintendent Dan Nerad announced on Monday that he will retire and not seek a contract extension.
Nerad made the announcement at a press conference on Monday afternoon. Nerad’s contract runs through June 2013 and he said he will remain through then.
He said calling this announcement a “resignation” would be accurate.
Nerad said that decision came to a culmination in the last 10 days and that he has been in the process of deciding on retirement for several months.
He cited his reason for retiring for a variety of factors.He said that controversy over achievement gap was “a factor.”
“I wish I could’ve done more to develop a consensus on how to move forward on issues, including (the) achievement gap,” he said.
Nerad said that a new leader could provide a spark on the achievement gap that he could no longer provide.

Nerad, 60, made the announcement Monday hours before the Madison School Board was scheduled to vote on whether to extend the contract.

A community leader who has had a ringside seat to the struggles to forge a plan to end the academic achievement gap in the Madison schools thinks Superintendent Dan Nerad’s announcement Monday of his planned departure next year just might be the break needed to make real progress.
This view isn’t universally shared, but Steve Goldberg, executive director of the CUNA Mutual Foundation who has worked closely with the Madison Metropolitan School District, its teachers union and community leaders, says Nerad’s announcement could put him in a position to have a greater influence over acceptance of a plan he recently put forward to close the race-based achievement gap.
With any inkling that Nerad is working to preserve his job removed from the equation, the likely efficacy of his proposals might become a tighter focus of discussion, Goldberg said.
“This might change the way he is perceived,” Goldberg told me. “Since he no longer has ‘an axe to grind,’ he may be viewed as more objective.”

Matthew DeFour:

Nerad, 60, said he had been thinking about leaving the job for several months, and made a decision within the last 10 days.
He said there were multiple factors that contributed to his decision. When pressed to identify examples, he said division on the board over his performance and division in the community about how to address the district’s persistent achievement gap between minority and white students were factors, though not primary ones.
“I wish I could have done more to try to develop a broader base of consensus around how we best serve children,” Nerad said.
Nerad, a former social worker, came to Madison after six years as superintendent in Green Bay, where he had been credited for his work on addressing the community’s achievement gap.
Soon after taking the reins in Madison, Nerad oversaw the passage of a $13 million operating referendum. He launched 4-year-old kindergarten, developed a five-year strategic plan, expanded the dual-language immersion and summer school programs, reorganized central office staff, introduced curricular alignment among all schools and restored the district’s AAA bond rating.
Don Severson, president of a conservative watchdog group, said he wasn’t surprised by the announcement given the lack of overwhelming support for Nerad’s leadership.
“You can’t behave as a social worker and run a massive complex organization,” Severson said. “He had to be much more proactive and take some risks, make some decisions, go in some direction where he knows he won’t have unanimity.”

I’m glad Matt DeFour and the Wisconsin State Journal obtained the most recent Superintendent Review via open records. We, as a community have come a long way in just a few short years. The lack of Board oversight was a big issue in mid-2000’s competitive school board races. Former Superintendent Art Rainwater had not been reviewed for some time. These links are well worth reading and considering in light of the recent Superintendent review articles, including Chris Rickert’s latest. Rickert mentions a number of local statistics. However, he fails to mention:




What Does Your MTI Contract Do for You? Health Insurance

Since the late 1960’s, MTI members have had the benefit of the best health insurance available. Stressing the importance of quality health insurance in providing economic security, members have made health insurance their #1 priority via their responses to the Union’s Bargaining Survey. And, the Union not only was able to bargain specific benefits, such as acupuncture and extended mental health coverage, as demanded by MTI members, but due to a 1983 MTI victory in the Wisconsin Supreme Court, MTI was able to have an equal voice in which insurance company would provide the plan. This is important because different insurance companies have different interpretations of the same insurance provisions.
Unfortunately, the District Administration took advantage of the increased leverage in negotiations enabled by Governor Walker’s Act 10 forcing concessions in health insurance and other Contract provisions in exchange for them agreeing to extend MTI’s five Collective Bargaining Agreements through June 2013.
Members of MTI’s teacher bargaining unit, who elected WPS health insurance under old Contract terms, will now lose that coverage June 30, 2012. The District is in the process of distributing materials by which members of the teacher bargaining unit can become familiar with the options available for coverage commencing July 1. They are Dean Health Plan, Physicians Plus and Group Health Cooperative. Each offers an HMO and a Point of Service Plan. The latter carries a higher premium, but enables broader choices for services.
The District has scheduled five sessions for those with questions to seek answers from the above-referenced plans.

Wisconsin Education K-12 Jobs Fund Spending Increased 10.6% from 2006-2011; Higher Ed: 14.1%

Despite the revenue drops these state reported, their MOE submissions show that they increased education spending significantly from 2006 to 2011, particularly for K-12 education. For example, Utah’s submission shows a 28.4 percent increase in funding for K-12 education from $1.8 billion to $2.3 billion. Oregon shows an increase of 19.2 percent and Illinois shows an increase of 19.8 percent. Increases in Indiana and Nevada are both over 65 percent. Only three states – Arizona, Minnesota, and Mississippi – showed increases below 3.0 percent.
Of course, it wouldn’t be unusual for states to increase K-12 education spending over a 5-year period under more normal budget circumstances due to increasing enrollment and costs. What the MOE data could be telling us is that many states protected K-12 spending during the economic downturn that began in 2007.
But these numbers are also curious, if not dubious. Large contractions in state tax revenues and repeated media reports of states cutting education spending make some of these data difficult to believe.
The MOE data for the 31 states also show growth in higher education spending, though not at as high of rates as K-12 spending. New York State showed an increase of 22.3 percent from $3.3 billion to $4.0 billion from 2006 to 2011 and Connecticut showed an increase of 17.6 percent. But many states showed increases below 3.0 percent – 13, including Arizona, Colorado, Illinois, Pennsylvania, and Virginia. Low growth for higher education in many states is not surprising. States often make cuts (or delay increases) to higher education before K-12 education because it has a smaller constituency and they can rely on tuition increases to make up the difference. However, many public higher education systems have faced dramatic increases in enrollment as a result of the economic downturn, placing greater pressure on their strapped systems.

Fascinating rhetoric: the numbers tell us spending is up, but the writer mentions “data difficult to believe”. In my brief 8+ years observing the K-12 world, spending always goes up. Some want it to increase more than others, which is where the “schwerpunkt” can be found.

College Presidents Say $10,000 Degrees Available Now

Speaking today on a SXSWEdu panel in Austin, officials from a few Texas community colleges and universities said that $10,000 bachelor’s degrees are available now — and more will be within the year.
Gov. Rick Perry famously called on the development of a $10,000 degree in his State of the State address in 2011. The proposal met with criticism at the time, but Texas Higher Education Coordinating Board Chairman Fred Heldenfels said it was misunderstood. “It’s not intended to be a bargain degree,” he said, offering the metaphor of a no-frills, rapid-rail route rather than an ocean-going cruise.
Called “The Evolving Role of University Systems in Higher Education,” today’s panel mostly focused on efforts to lower the cost of college. It was moderated by Texas A&M System Chancellor John Sharp and featured Heldenfels, Texas Higher Education Commissioner Raymund Paredes, and two pairs of university and community college leaders actively collaborating: Texas A&M-San Antonio President Maria Ferrier and Alamo Colleges Chancellor Bruce Leslie, and Texas A&M-Commerce President Dan Jones and South Texas College’s Chief Academic Officer Juan Mejia.




Madison Teachers’ Solidarity: What Does Your MTI Contract Do For You? School Calendar

Does it matter to you when school begins in the fall? How about when and how long winter or spring break is? When school ends for the year? Or, does it matter to you how many days you work for your annual salary, or how many hours make up the school day? In members’ responses to MTI’s Bargaining Survey, all of these factors are “very important” to those in MTI’s teacher bargaining unit.
It was MTI’s case in 1966 which gave teacher unions an equal voice on all of the above topics. Ruling for MTI, the Wisconsin Supreme Court ruled that the school calendar is a mandatory subject of bargaining, meaning that a school district in Wisconsin must negotiate with the Union to determine each of the factors described above. Governor Walker’s Act 10 in effect overturned the Supreme Court’s ruling because Act 10 removed workers’ rights to collectively bargain.
Impact? Act 10 enables a school board without a good conscience, to engage in mischief or abuse of all MTI represented staff especially teachers because they are paid an annual salary not on an hourly basis.
MTI is fighting to overturn Act 10 and to restore the Union’s right to negotiate over the school calendar.
