Commentary on Wisconsin Teacher Union Certification Election Data

The MTI case was a narrow one. Like all public unions, thanks to Scott Walker’s infamous Act 10 MTI has to hold an annual certification election supervised by the Wisconsin Employment Relations Commission to continue representing workers. But Act 10 requires approval of not the majority of those voting, but a majority of all members, whether they vote or not.

During a recent multiday election, the union had asked WERC for a list of members who had voted, but WERC turned down the request, claiming that it might open employees who hadn’t voted to intimidation from the union. MTI filed suit for the list under the state’s open records law and won in Dane County Circuit Court.

The state appealed to the high court, which quickly reversed the lower court’s decision. It shouldn’t, given the current control of the court, have come as a surprise.

What was a surprise, though, was the court’s cavalier dismissal of the open records argument, a dismissal that many openness advocates believe could spell huge problems for future records cases. In essence, the court ruled that it is more important to protect union members from the possibility they may be pressured to vote than to uphold the state’s historic openness laws.

We would like to get your input and feedback about two significant steps One City is taking to make high quality preschool available and accessible all children. First, we are planning a major community fundraising event for 2018 that we hope to draw 7,000 to 8,000 people to attend. One City will be the host and organizer, but we plan to dedicate funds generated from the event to support tuition scholarships and teacher training at other high quality preschools so that more children have access, and more children are better prepared for school success.

Second, we will also talk with you about our plans to establish a public charter school that would provide economically disadvantaged families greater access to high quality preschool, and potentially create a pathway to educational success for children beyond kindergarten.

These two initiatives will be central to our efforts to initiate an effective and impactful preschool movement in Dane County. It’s one that we hope will positively impact children all across Wisconsin in the future, as well. We truly hope that you will join us.

Commentary on Diversity and Academic Goalposts



Ed Hughes:

Madison West students did better in every category where there is a basis for comparison. (The number of Madison West students of two or more races who took the test was below the threshold for DPI to calculate an average score.) So why does Middleton have the higher overall average? This outcome is completely determined by the demographics of the schools. There are more West students than Middleton students in the lower-scoring categories, and this effect overwhelmed West’s clear superiority in the category-by-category comparisons.

There is more evidence of diversity’s negative impact on school comparisons all around us. For example, Google “best schools in Dane County.” You’ll get greatschools.org, or perhaps Zillow, which incorporates GreatSchools ratings. GreatSchools assigns a rating on a 1-to-10 scale to every school around. From all that appears, the GreatSchools ratings are the most commonly referred to sources of information about the relative quality of schools available to newcomers to our area or those contemplating relocation.

The GreatSchools rankings of Dane County schools appear to be entirely based on the results of standardized tests, undifferentiated by school demographics, income levels, or anything else. Not surprisingly, there is a substantial diversity deduction in these rankings. To understand why, we need to focus on how the ratings reflect the achievement levels and preponderance of white students at our schools.

Looking at the standardized test scores of white students provides an evenhanded if partial basis for comparison, unaffected by the schools’ differing demographics. In addition, it is the white families in the Madison area who are in the best position to affect the level of diversity in our schools, primarily through their choices of whether to enroll their students in Madison public schools or suburban or private alternatives. In light of this, it makes sense to tailor the analysis to the considerations that would be most relevant for them, in part so that we can have some basis to assess the validity of a “school quality” explanation for choosing a non-MMSD school.

The following tables shows three data points for the high schools in the Madison area: 2015-16 average composite scores for white students taking the ACT Statewide exam administered to all students in grade 11; percentage of the student body comprised of white students; and GreatSchools ranking on its 1-to-10 scale.

He ran for a fourth term earlier this year in a three way primary, but, withdrew prior to the spring general election.

This points up one of the frustrating aspects of trying to follow school issues in Madison: the recurring feeling that a quoted speaker – and it can be someone from the administration, or MTI, or the occasional school board member – believes that the audience for an assertion is composed entirely of idiots.

A few notes on Mr. Hughes’ words:

a. Madison has long tolerated disastrous reading results (Mr. Hughes on the District’s reading results in 2016). I see no benefit to muddying the achievement waters until we see substantial improvements in what should be the District’s core mission: reading, writing, math, history and science.

b. Why did he and a majority of the Madison School Board support the expansion of our least diverse schools, rather than addressing the substantial diversity gap in those buildings?




A different tune: Unschooling families pursue their own educational path

Marie thought the “one-size-fits-all” model of public schools would not work for their kids.

“I wanted them to be able to explore their individuality and find out what they really love to do,” she said. “Schools tend to tell you what you are not good at and then make you work harder at that. I wanted to find out what they were good at first. Then, once you have that confidence, you can try to do the things that you need to work on.”

Michael Apple is a professor of educational policy and curriculum and instruction at the University of Wisconsin-Madison and wrote the book “Educating the Right Way,” which, in part, discusses religious home schooling. From his research, Apple estimates about 50 to 80 percent of students who receive a home-based education learn under a conservative, religious course of study.

“Home schooling is one of the fastest growing movements in education in the United States. There are many, many more children being home-schooled than being unschooled,” Apple said.

Although unschooling falls under the umbrella of home-based private education, its history and foundation differ from traditional home schooling.

“Unschooling, by and large, has its roots in progressive schooling, with student interests guiding what the learning should be,” Apple said. “A good deal of home schooling, for the majority, is much more cautious about that. It is a much more conservative sense about parental authority and the authority of churchly wisdom.

“Both of these groups are widely varied, but certainly, the home-schooling movement tends to be much more conservative in its pedagogy.”

Johnny and Marie Justice are entrepreneurs and own a film company, Justice Media. Their most recent documentary, “Walk a Mile in Their Shoes,” profiled Dane County residents as they navigated issues like rejoining society after incarceration and living with a spouse who is undocumented. Marie said that a part of the reason they decided to unschool their children was to show them an alternative path to success.

“We are modeling our lives as entrepreneurs,” she said. “We wanted our kids to be able to see that and know that there is more than one track. You can make your own way in this world.”

Apple said given the current state of public education — including the challenges of recruiting teachers, lack of funding, demands on teachers to focus on standardized tests and increasing class sizes — it is difficult for schools to meet the needs of parents who want a different experience for their children.

“Many teachers are under immense pressure to teach to the test,” Apple said. “But one of the things unschooling parents are saying is, ‘The tests don’t measure what my kid is interested in. We want to teach values, skills and knowledge that kids can learn by doing a lot of things that are not measurable.’”

“This is a sleazy deal that lets a candidate for public office keep getting paid by taxpayers, with no oversight for how he spends his days,” said Ross. “All the while promoting selling out our public schools to chase campaign cash from the private school voucher industry and the billionaires that support it.”

Humphries said Ross’ comments were “unfortunate.”

“Running for office is quite challenging if you are not independently wealthy and I am making a very serious commitment to this effort while also trying to sustain my family,” he said. “I hope Mr. Ross could recognize this.”

Humphries is one of two candidates backed by conservatives seeking to defeat Evers in his bid for a third term as the head of DPI.

Wisconsin School “Report Cards”

All 16 Dane County school districts earned three or more stars on the state’s 2015-16 report cards, meaning they met or exceeded expectations for educating children.

The top county score went to Waunakee, the only one of the 16 to earn all five stars. That placed it in the top category: “significantly exceeds expectations.” Only 53 other districts in the state out of 424 earned that highest honor.

This is the first year the report cards used a five-star rating system. The stars correspond to one of five categories: “fails to meet expectations,” “meets few expectations,” “meets expectations,” “exceeds expectations” and “significantly exceeds expectations.”

The Madison School District earned three stars. Its score, the lowest of the 16 county districts, placed it in the middle of the “meets expectations” category.

The report cards were released Thursday by the state Department of Public Instruction. In addition to each district getting a score, individual schools were rated.




Harold Rayford hopes to narrow achievement gap by addressing early childhood developme

The achievement gap between students of color and their white counterparts in Dane County has been an area of concern for the past several years. In addition to what the Madison School District is doing to try and eliminate the gap, a local grassroots organization is hoping to reduce the achievement gap before kids start kindergarten.

Harold Rayford, pastor of The Faith Place Church in Sun Prairie and President of the African American Council of Churches, will launch the 1800 Days initiative on Tuesday, March 29, at 6 p.m. at the Central Madison Public Library.

1800 Days is a nonprofit organization focusing on a child’s first five years of life where significant intellectual development takes place, said Rayford. The emphasis will be on early childhood development so children can be academically and intellectually equipped to start kindergarten and stay on track once in school.

Rayford said the idea came about after he volunteered as an assistant librarian in a local middle school for about four years. He said he initially began the role to help teachers interact with minority students, but over time he realized the achievement gap was an issue that needed participation from everyone in the community, including minority groups.




MTI’s Michele Ritt Honored

AFL-CIO Wisconsin President Phil Neuenfeldt presented MTI activist Michele Ritt with the State Union’s Public Sector Organizer of the Year Award, at last Tuesday’s MTI Faculty Representative Council meeting. Neuenfeldt commented that in spite of Governor Walker’s pledge to “divide and conquer” public sector Unions, that he sees the opposite as he travels Wisconsin. He said, “Solidarity among working people is really strong – and that it is because of activists like Michele Ritt, and Unions like MTI.” Neuenfeldt said success is built on one-to-one organizing and that MTI is in the forefront of that.

Michele enthusiastically recruited numerous new MTI members last school year and began recruiting during the summer at the school to which she transferred last school year. Last spring, Michele was elected to the Dane County Board. She also chairs MTI’s Special Education Sub- Committee.




Wisconsin’s K-12 “Report Cards” Released

The average score for all districts statewide was 72.1, up from 71.5 last year. That translates to a rating near the top of the “meets expectations” scale.

Madison also improved its overall score, from 68.5 to to 69.8. Its score remained among the bottom third of districts statewide, but moved up, from 11th to eighth, among 15 school districts located in cities. It also moved up one spot among Dane County districts from lowest score to second-lowest, ahead of Belleville.

Waunakee scored highest in Dane County and had the 12th-highest score in the state.

Milwaukee Public Schools once again was the only district that received a “fails to meet expectations” rating.

No schools in Madison received the lowest rating, but eight received the second-lowest . That’s an improvement from 11 last year. Four Madison schools received the highest rating: Franklin, Shorewood Hills and Van Hise elementary schools and Hamilton Middle School. Van Hise had the highest score in Dane County and 13th-highest in the state.

Madison Superintendent Jennifer Cheatham said she was pleased with the results, including that the district’s growth score was above the state average. Growth scores tend to correlate less with student poverty levels than the overall scores.

Wisconsin Gubernatorial candidate Act 10 Commentary

Mary Burke, who has already been endorsed by more than a dozen of the state’s largest private- and public-sector unions, said she supports making wages, hours, benefits and working conditions mandatory subjects of bargaining for public employees.

She called the annual elections, the prohibition on requiring union dues of all employees, and a ban on automatic dues collections “nothing more than heavy-handed attempts to punish labor unions” and said she would work to repeal those provisions.

She said she would have used the collective bargaining process to achieve the pension and health insurance contributions that helped balance the state budget. But she does not want to reset the law to before Act 10, when state employees could pay no more than 20 percent of health insurance premiums and could bargain with employers to cover their full pension contribution.

Burke also agreed the way contract disputes were settled for decades needed to change, but disagreed with eliminating interest arbitration. She said the factors used in the process should allow for “effective, efficient and accountable government workforce and institutions,” though she didn’t offer a specific plan for reinstating it.

The Walker campaign responded that Burke’s position on Act 10 “mirrors her willingness to concede to unions as a Madison School Board member, and is yet another example of how she would take Wisconsin backward.”
Unions weigh in
Rick Badger, executive director of AFSCME Council 40, which represents many Dane County-area municipal employees, said some of his members are unhappy Burke won’t promise to repeal the law entirely. But they like that she expressed interest in listening to different points of view, whereas Walker never responded to requests to meet after he was elected.

“She’s made it clear she’ll sit down with us,” Badger said. “After what employees went through over the past three years, it’s great to hear someone say, ‘Your concerns still matter.’ ”

MTI’s Act 10 Case before Supreme Court Today (Recently)

In February 2011, Governor Walker, as he described it, “dropped the bomb” on Wisconsin’s public employees, the birthplace of public employee bargaining, by proposing a law (Act 10) which would eliminate the right of collective bargaining in school districts, cities, counties, and most of the public sector. Collective Bargaining Agreements provide employment security and economic security, as well as wage increases, fringe benefits, and as U.S. Supreme Court Justice Holmes said many years ago, an effective voice for employees in the workplace. Unions had achieved these rights and benefits in a half-century of bargaining. Ostensibly proposed to address an alleged budget shortfall, the Governor’s proposed Act 10 not only called for reductions in economic benefits for public employees (e.g. limits on employer contributions toward pensions and health care), but prohibited public employers from bargaining with nearly all public employees over any issue, other than limited wage increases, under which no employee could recover losses due to the increase in the Consumer Price Index. For example, under Act 10, teacher unions can no longer bargain over issues of school safety, class size, planning and preparation time, and health insurance; educational assistants can no longer bargain over salary progression, insurance coverage or training; clerical/technical workers can no longer bargain over work hours, vacation benefits or time off to care for sick children; and state workers can no longer bargain over whistle-blower protections. The intent of the Governor was to silence public employees on issues of primary importance to them and those they serve, and to eliminate their political activity. His stated extreme, no compromise, “divide and conquer” approach was to gain full power over employees. That resulted in MTI members walking out for four days to engage in political action. Soon thereafter thousands followed MTI members, resulting in the largest protest movement in State history.
MTI legally challenged Walker’s law and in September, 2012, MTI, represented by Lester Pines, and his partners Tamara Packard and Susan Crawford, prevailed in an action before Dane County Circuit Court Judge Juan Colas, wherein Colas found that most of Act 10 is unconstitutional. In ruling on MTI’s petition, Colas agreed that Act 10 is unconstitutional as it violates MTI members’ freedom of association and equal protection, both of which are guaranteed by the Wisconsin Constitution. This enabled MTI to bargain Contracts for its five (5) bargaining units for 2014-15. MTI’s are among the few public sector contracts in Wisconsin for 2014-15.




School improvement plans to identify attendance strategies

Schools across the Madison Metropolitan School District submitted reports this week on how they can do a better job.
Those “school improvement reports” will be made public in the next couple weeks, and what’s inside them may help the United Way of Dane County target an effort started earlier this year.
WISC-TV first told you about the “Here!” campaign by the United Way on the first day of school. The effort is a push to reduce the number of absences, specifically in kindergarten.
“Up to 25 percent of our Latino kids are regularly absent and about 35 percent of our African American kids are regularly absent and that’s unacceptable” said Sal Carranza, co-chair of the Here! Advisory Council for the United Way of Dane County.

Devastating Budget Cuts Still Look Like Increases So Far. The National Center for Education Statistics issued its “First Look” at comprehensive school district revenues and expenditures for the 2009-10 school year. It’s a welcome report, though not exactly a “first look” since it uses U.S. Census Bureau figures available since last fall.
According to the authoritative National Bureau of Economic Research, America’s “Great Recession” began in December 2007 and ended in June 2009. Because of the vast number of agencies involved, it takes years to gather and report definitive public education revenue and spending data. So while we may eventually see figures that corroborate the tales of woe we hear from those quarters, that time has not yet arrived. Quite the contrary, in fact.
Here are a few of the center’s findings:
School districts reported $599.9 billion in total revenues.
That was an increase of 0.8 percent from the previous year, in inflation-adjusted dollars.
Current expenditures per-pupil, however, rose 1.0 percent in inflation-adjusted dollars.

Higher bar for WKCE results paints different picture of student achievement

Wisconsin student test scores released Tuesday look very different than they did a year ago, though not because of any major shift in student performance.
Similar to recent years, the Wisconsin Knowledge and Concepts Exam results show gains in math and reading over the past five years, a persistent and growing performance gap between black and white students, and Milwaukee and Racine public school students outperforming their peers in the private school voucher program.
But the biggest difference is the scores reflect a higher bar for what students in each grade level should know and be able to do.
Only 36.2 percent of students who took the reading test last October met the new proficiency bar. Fewer than half, 48.1 percent, of students were proficient in math. When 2011-12 results were released last spring, those figures were both closer to 80 percent.
The change doesn’t reflect a precipitous drop in student test scores. The average scores in reading and math are about the same as last year for each grade level.
Instead, the change reflects a more rigorous standard for proficiency similar to what is used for the National Assessment of Educational Progress. NAEP is administered to a sample of students in each state every other year and is referred to as “the nation’s report card.”
The state agreed to raise the proficiency benchmark in math and reading last year in order to qualify for a waiver from requirements under the federal No Child Left Behind law. The benchmark did not rise for the language arts, science and social studies tests.
“Adjusting to higher expectations will take time and effort,” State Superintendent of Public Instruction Tony Evers said. “But these are necessary changes that will ultimately help our schools better prepare all students to be college and career ready and link with work being done throughout the state to implement new standards.”
Evers also called on the Legislature to include private voucher schools in the state’s new accountability system.
He highlighted that test scores for all Milwaukee and Racine students need to improve. Among Milwaukee voucher students, 10.8 percent in reading and 11.9 percent in math scored proficient or better. Among Milwaukee public school students, it was 14.2 percent in reading and 19.7 percent in math.
Gov. Scott Walker has proposed expanding the state’s voucher program, including to such districts as Madison.
Changes in Dane County
The state previously announced how the changing bar would affect scores statewide and parents have seen their own students’ results in recent weeks, but the new figures for the first time show the impact on entire schools and districts.
In Dane County school districts, the percentage of students scoring proficient or better on the test dropped on average by 42 percentage points in reading and 25 percentage points in math.
Madison schools had one of the smallest drops compared to its neighboring districts.
Madison superintendent Jennifer Cheatham noted schools with a higher number of students scoring in the “advanced” category experienced less of a drop. Madison’s smaller drop could reflect a higher proportion of students scoring in the top tier.
At the same time, Madison didn’t narrow the gap between minority and white student test results. Only 9 percent of black sixth-graders and only 2 percent of sixth-grade English language learners scored proficient in reading.
“It reinforces the importance of our work in the years ahead,” Cheatham said. “We’re going to work on accelerating student outcomes.”
Middleton-Cross Plains School Board president Ellen Lindgren said she hasn’t heard many complaints from parents whose students suddenly dropped a tier on the test. Like Madison and other districts across the state, Middleton-Cross Plains sent home letters bracing parents for the change.
But Lindgren fears the changing standards come at the worst time for public schools, which have faced tougher scrutiny and reduced state support.
“I’m glad that the standards have been raised by the state, because they were low, but this interim year, hopefully people won’t panic too much,” Lindgren said. “The public has been sold on the idea that we’re failing in our education system, and I just don’t believe that’s true.”
Next fall will be the last year students in grades 3-8 and 10 take the paper-and-pencil WKCE math and reading tests. Wisconsin is part of a coalition of states planning to administer a new computer-based test in the 2014-15 school year.
The proposed state budget also provides for students in grades 9-11 to take the EXPLORE, PLAN and ACT college and career readiness tests in future years.

Superintendent Cheatham is to be commended for her informed, intelligent and honest reaction to the MMSD’s results when compared to those of neighboring districts.

Where have all the Students gone?

We are not interested in the development of new charter schools. Recent presentations of charter school programs indicate that most of them do not perform to the level of Madison public schools. I have come to three conclusions about charter schools. First, the national evidence is clear overall, charter schools do not perform as well as traditional public schools. Second where charter schools have shown improvement, generally they have not reached the level of success of Madison schools. Third, if our objective is to improve overall educational performance, we should try proven methods that elevate the entire district not just the students in charter schools. The performance of non-charter students in cities like Milwaukee and Chicago is dismal.
In addition, it seems inappropriate to use resources to develop charter schools when we have not explored system-wide programming that focuses on improving attendance, the longer school day, greater parental involvement and combating hunger and trauma.
We must get a better understanding of the meaning of ‘achievement gap.’ A school in another system may have made gains in ‘closing’ the achievement gap, but that does not mean its students are performing better than Madison students. In addition, there is mounting evidence that a significant portion of the ‘achievement gap’ is the result of students transferring to Madison from poorly performing districts. If that is the case, we should be developing immersion programs designed for their needs rather than mimicking charter school programs that are more expensive, produce inadequate results, and fail to recognize the needs of all students.
It should be noted that not only do the charter schools have questionable results but they leave the rest of the district in shambles. Chicago and Milwaukee are two systems that invested heavily in charter schools and are systems where overall performance is unacceptable.

Madison Mayor Paul Soglin has some pretty strong ideas about how to improve academic achievement by Madison school children. Charter schools are not among them.
In fact, Madison’s ongoing debate over whether a charter school is the key to boosting academic achievement among students of color in the Madison Metropolitan School District is distracting the community from making progress, Soglin told me.
He attended part of a conference last week sponsored by the Urban League of Greater Madison that he says overstated the successes elsewhere of charter schools, like the Urban League’s controversial proposed Madison Preparatory Academy that was rejected by the Madison School Board a year ago.
“A number of people I talked with about it over the weekend said the same thing: This debate over charter schools is taking us away from any real improvement,” Soglin said.
Can a new committee that Soglin created — bringing together representatives from the school district, city and county — be one way to make real progress?

Jeff Ziegler is a “teacher leader” in the Madison Metropolitan School District who has never made any secret of his disdain for Gov. Scott Walker. Openly critical of the budget-repair bill that virtually eliminated collective bargaining, he didn’t just sign the recall petition against the governor. He circulated it and spoke up publicly at a school board meeting in his hometown of Marshall during the height of the protests in March 2011.
“I’d just like to say I do not support what the governor’s doing, with this motion to eliminate collective bargaining of public employees,” he was quoted as saying. “I am very disappointed in the WASB, the Wisconsin Association of School Boards, for initially coming out and supporting this and characterizing it as, I believe they said, it balanced the negotiations.
“I don’t see how you could characterize giving one side total control and the other side nothing and calling that balanced,” he said.
Both the protests and the recall, of course, fell short. And chances are the effort of the union to which he belongs, Madison Teachers Inc., to nullify the law in the courts will fail, too. But that doesn’t mean Ziegler, who said he was speaking only on behalf of himself that night, has no influence over how his local school board in Dane County — which he suggested has too much power — makes decisions.
Quite the opposite.




All MTI Bargaining Units Ratify Contracts Through June 30, 2014

Act 10, which Governor Walker designed to kill unions of public sector workers, caused massive protests in early 2011 because of it quashing peoples’ rights. And, that is the way Judge Colas saw it in ruling on MTI’s challenge to Act 10. Colas ruled that Act 10 violates the Constitutional rights of freedom of speech, freedom of association and equal protection of public sector union members (ruling did not address state employees). Enabled by Colas’ decision, MTI petitioned the Madison Metropolitan School District to commence negotiations over a Contract to succeed that which ends June 30, 2013.
Following Judge Colas’ order, both the City of Madison and Dane County negotiated new Contracts with their largest union, AFSCME Local 60. MTI, along with hundreds of supporters, pressed the MMSD to follow suit. After 37 hours of bargaining last Monday, Tuesday and Wednesday, negotiators for MTI, SEE- MTI (clerical/technical employees), EA-MTI (educational assistants and nurse assistants), SSA-MTI (security assistants) and USO-MTI (substitute teachers) were successful in reaching terms for a new Contract through June 30, 2014.
The Union achieved the #1 priority expressed by members of MTI’s five bargaining units in the recent survey, protecting their Contract rights and benefits, and keeping their Union Contract. The “just cause” standard for any kind of discipline or dismissal is in tact, as is arbitration by a neutral third party of any such action by the District, and of all claims that District administration violated the terms of an MTI Contract. The Union was also successful in preserving salary and wage schedules (except for substitutes), as well as fringe benefits, another priority of members responding to MTI’s recent survey.
Solidarity was evident from the outset as, for the first time ever, representatives from all five (5) of MTI’s bargaining units worked together to bargain simultaneously. Representatives from the Custodial and Food Service units, represented by AFSCME Local 60, also lent support throughout the negotiations, even as they were rushing to bargain new contracts for their members. And, in a powerful display of solidarity, MTI’s Teacher Bargaining Team repeatedly put forth proposals enabling the District to increase health insurance contributions for teachers, if the District would agree NOT to increase contributions from their lower paid brothers and sisters in MTI’s EA, SEE and SSA bargaining units. Unfortunately, the District rebuffed the offers, insisting that all employees work under the cloud of uncertainty that employee health insurance contributions may be increased up to 10% of the premium after June 30, 2013.
The District entered the negotiations espousing “principles that put student learning in the forefront, with a respect for the fact that our employees are the people who directly or indirectly impact that learning”. MTI heard these concerns and made major accommodations in many contractual areas to address these needs. Areas where MTI accommodated the District’s stated need to attract staff who can close the achievement gap: 1) enable the District to place new hires anywhere on the salary schedule; 2) give new hires a signing bonus of any amount; 3) appoint new hires and non-District employees to any coaching or other extra duty position (annual District discretion of continuing extra duty position); 4) current staff to have no right to apply for vacancies occurring after June 15, to enable District to offer employment to outsiders; 5) enable the District to assign new hires to evening/weekend teaching positions; and 6) enable the District to hold two evening parent-teacher conferences per school year.
Yet, other District proposals appeared to have nothing to do with either student achievement or respecting the employees who make that happen. The District insisted on eliminating sick leave benefits for all substitute teachers hired after July 1, 2013. The District insisted on language which would non-renew the contracts of teachers on medical leave for more than two years. And the District’s numerous other “take backs”, unrelated to either of their stated principles, but just to take advantage of the leverage enabled by the uncertainty of Act 10. These concessions were received bitterly by the thousand who gathered at Wednesday’s MTI meeting, hoping for positive signs that the District’s messages of respect would be reflected in the settlement.
On the downside was the District’s attack on other Contract provisions. In violation of the principles they espoused to Walker’s then-proposed Act 10, in February 2011, Board members enabled District management to demand concessions from AFSCME and MTI in exchange for a new Contract. All seven Board members said of Act 10, “The Governor’s proposals are a damaging blow to all our public services and dedicated public employees. The legislation’s radical and punitive approach to the collective bargaining process seems likely to undermine our productive working relationship with our teachers and damage the work environment, to the ultimate detriment of student achievement.”
Interim Superintendent Jane Belmore espoused similar feelings just last month. In referring to Act 10, she wrote District employees “… we still need to determine together how to go forward in the best interest of our employees and our district.”
The pledges of Board members and Supt. Belmore were not worth the paper they were written on. Demanding significant changes and deletion of terms which they had agreed – some since the 1960’s – the District negotiators were relentless.

The doom-and-gloomers were wrong about our public schools.
Most Dane County districts have figured out ways to avoid teacher layoffs next year despite cuts in state aid and a tight revenue cap.
The State Journal last week surveyed Dane County’s 16 main school districts on preliminary non-renewal notices, which had to be issued by April 30. Monona Grove issued notices to one full-time and seven part-time employees, and Mount Horeb delivered one layoff notice.
That was about it.
Madison, Sun Prairie, Stoughton, McFarland, Verona, Oregon, DeForest, Waunakee and Deerfield reported no layoff notices to teachers this year. Belleville reduced hours for one position, and Cambridge cut a principal position in February.




We Need Transformational Change, and We Can Do it!

Dear Friends & Colleagues.
I read yesterday’s article by Paul Fanlund of the Capital Times titled, “On School Gap Issue, there’s also a Gap between Leaders.” In his article, he addresses the perception of a gap that exist between Madison School’s superintendent, Dr. Daniel Nerad, and myself.
Is there a gap?
Yes. So far as our proposal for Madison Preparatory Academy is concerned, there is a gap. Dr. Nerad did not support the proposal. I do. I still believe, as thousands of others do, that Madison Prep would benefit children and our public schools, and should be supported.
However, beyond Madison Prep, the only gaps that may exist between Dr. Nerad and me are our different personal and professional backgrounds and experiences; his full silver top and my emerging grey hairs; my love for old school hip hop, break dancing and the cupid shuffle, and his love for disco, the mashed potato and the electric slide; and perhaps our respective views about how innovative and aggressive we should be in pursuing change in public education. Although, I did see Dr. Nerad bobbing his head to some Jay-Z, Nas and Kanye West tunes while driving down Park Street last week. We actually might not be that far apart after all (smile).
But these are authentic differences that can be mitigated and parlayed into a powerful and effective partnership, which is something that I am very interested in. More importantly, our mutual concerns outweigh our differences, and that is where we, the media and the public need to focus our attention.
What’s immediately concerning is that this summer, we will learn that another 350 Black, 200 Latino and 50 Southeast Asian teenagers stopped attending school this year. Our children cannot wait any longer. They need transformation change in our schools and community right now. They need Madison to empower them, their families and embrace their cultural differences. They need Madisonians to support and inspire them, not quietly complain about which neighborhood in Chicago they might come from.
Can Dr. Nerad and I work together?
Of course we can; and, we do. This week, we will announce that our organization has secured private funding to partner with MMSD to operate 14 College Readiness Academies between March and December 2012. These academies will provide four-weeks of free ACT prep classes, test preparation and academic skills development to 200 MMSD high school juniors and seniors.
We will also announce the hiring of the Project Director for the South Madison Promise Zone Initiative that we are spearheading. This initiative will address the need for a comprehensive and collaborative approach to addressing the multifaceted needs of children and their families within a specific geographic region of South Madison, with the ultimate goal being the creation of an environment where all children are ready for college. MMSD is a partner in this initiative, too.
Additionally, our agency operates the Schools of Hope Initiative, serving more than 1,300 students in several MMSD middle and high schools in partnership with the United Way of Dane County and other agencies and community partners. We have also worked over the last 2 years to identify federal and national funding to support the work of MMSD and its students, and have helped the District think through some its diversity hiring strategies.
Beyond these things, we are exploring partnerships to expand our children’s involvement in recreational sports and the arts; to give them opportunities to have fun and be kids. We are also planning a new, major annual fall event aimed at building broad community support for our children and schools and restoring fun and inspiration in public education. “School Night” will be an entertaining celebration that recognizes the unsung heroes in our schools, classrooms and community who are going above and beyond the call of duty to provide quality educational experiences for kids.
What About Dr. Nerad’s Plan?
We look forward to sharing our thoughts and suggestions in the coming weeks. However, don’t expect a thoughtless or categorical critique of Dr. Nerad’s plan. Instead of adding more divisive discourse to public education and highlighting where we disagree with Dr. Nerad’s plan, our proposal will flesh out “how” MMSD could, in a cost effective manner, identify and manifest the level of system-wide changes and improvements that we believe are needed in order to eliminate the achievement gap and stop the flow middle class families out of our community and public schools.
Yes, Madison Prep will be included as one valuable strategy, but only because we believe there is much to be gained from what the school can accomplish.
In the end, regardless of our differences, I believe Dr. Nerad and I want the same thing. We want our children and schools to succeed, and we want to keep dancing and having fun for as long as our knees will allow. I remain ready and willing to do whatever it takes to ensure that we achieve these aims.

Stakes high for Nerad on achievement gap proposal, including his contract which currently expires June, 2013

lot is riding on Madison Superintendent Dan Nerad’s upcoming plan for improving low-income, minority student achievement.
The plan is billed as a blueprint for addressing an intractable, divisive issue in Madison, and it could also factor into the upcoming School Board discussion of Nerad’s future in Madison.
The United Way of Dane County has made closing the achievement gap one of its primary issues for more than 15 years through the Schools of Hope tutoring program. But president Leslie Howard said the recent debate over the proposed Madison Prepatory Academy charter school has drawn more public attention to the issue than ever before.
“I don’t want to say something so grandiose that everything’s at stake, but in some ways it feels like that,” Howard said.

Whose school is it anyway? Under proposal, taxpayers could pay for experimental charter schools

Kaleem Caire has spent much of the last year making a passionate, personal and controversial pitch for a publicly funded male-only charter school called Madison Preparatory that would operate independently of the Madison Metropolitan School District. It aims to serve primarily minority boys in grades six through 12 and their families.
Caire, a Madison native and the president and CEO of the Urban League of Greater Madison, has mustered a great deal of community support by highlighting the struggles of and grim statistics surrounding black and Hispanic young boys and men in Dane County, and through telling his own powerful story of underachievement in Madison’s public schools.
“I learned about racism and lower expectations for minority kids when I arrived the first day at Cherokee Middle School, and all the black boys and a few other minorities sat at tables in the back. I was assigned to remedial math, and even when I showed the teacher I already knew how to do those worksheets, that’s where I was stuck,” Caire says.
With its emphasis on discipline, family involvement, preppy-looking uniforms and a non-negotiable stance on being a union-free school, Caire’s proposal for the boys-only middle and high school has won hundreds of enthusiastic supporters, including a number of prominent conservatives who, surprisingly, don’t seem particularly troubled by the school’s price tag.

Some might argue that certain programs within “traditional” public schools are experimental, such as Connected Math and Small Learning Communities among others.




A Simple Approach to Ending the State Budget Standoff

Here’s an idea for resolving the state’s budget repair bill crisis. Governor Walker’s budget repair bill is designed to eviscerate public employee unions. But with a few changes it could actually lead to an innovative and productive way of addressing the legitimate concerns with the collective bargaining process, while preserving the most important rights of teachers and other public employees.
Background: A Tale of Two Unions
First, some background that highlights the two sides of the issue for me as a member of the Madison School Board. Early on Friday morning, February 25, our board approved a contract extension with our AFSCME bargaining units, which include our custodians and food service workers. The agreement equips the school district with the flexibility to require the AFSCME workers to make the contributions toward their retirement accounts and any additional contributions toward their health care costs that are required by the budget repair bill, and also does not provide for any raises. But the agreement does preserve the other collective bargaining terms that we have arrived at over the years and that have generally worked well for us.
AFSCME has stated that its opposition to the Governor’s bill is not about the money, and our AFSCME bargaining units have walked that talk.
Our recent dealings with MTI, the union representing our teachers and some other bargaining units, have been less satisfying. Because of teacher walk outs, we have to make up the equivalent of four days of school. An obvious way to get started on this task would be to declare Friday, February 25, which has been scheduled as a no-instruction day so that teachers can attend the Southern Wisconsin Educational Inservice Organization (SWEIO) convention, as a regular school day.

Through a variety of circumstances, I’ve had an opportunity to recently visit with several Dane County (and Madison) businesses with significant blue collar manufacturing/distribution employment. In all cases, these firms face global price/cost challenges, things that affect their compensation & benefits. Likely reductions in redistributed State of Wisconsin tax dollars could lead to significantly higher property taxes during challenging economic times, if that’s the route our local school boards take.




Virtual makeover: Open enrollment, online schools alter education landscape

Eighth-grader James Roll enjoys learning math, science, English and social studies through an online school that lets him learn at his own pace using a computer at home. But he says he likes the art and music classes at what he calls “real school” — Kromrey Middle School in Middleton — even more.
James is a pioneer of sorts, and so is the Middleton-Cross Plains School District, when it comes to computer-based, or virtual, learning.
This year, Middleton launched its 21st Century eSchool. It’s one of just a dozen virtual schools in Wisconsin, and the second in Dane County; last year the McFarland School District became the sponsoring district for the Wisconsin Virtual Academy (WIVA), which opened for the 2009-2010 school year with about 400 students and this year counts twice that many.
The two schools share several key elements: They offer a broad range of online courses, beginning at the kindergarten level and continuing all the way through high school, employ licensed Wisconsin teachers to oversee online learning, and require that students participate in mandatory testing each year.

Hughes’ obvious irritation was fueled by recent open enrollment figures showing that Madison has lost more than 150 students to McFarland, both to the Wisconsin Virtual Academy and to McFarland bricks-and-mortar schools.
Hughes expanded on his frustration in a recent piece he wrote for his Ed Hughes School Blog: “Since we have to send about $6,800 per student to districts that receive our open enrollers, this means that we’ll be cutting a (perhaps figurative) check in excess of $1,000,000 to the McFarland School District.”
But McFarland Superintendent Scott Brown says his district is only getting $300 to $350 per student per year from the online school and says the Wisconsin Virtual Academy is not necessarily poaching students from the traditional classroom. “Schools like WIVA have brought a lot of students who may not have been under the tent of public education into school districts like ours.

More options for our children is great for them, parents, business, our communities and taxpayers.
With respect to Ed’s post, providing alternative models at what appears to be substantially lower cost than Madison’s annual $15K per student expenditures is good for all of us, particularly the students.
The financial aspects of the open enrollment and alternative education models gets to the heart of whether traditional districts exist to promote adult employment or student education.
The Khan Academy is worth a visit.. Standing in front of new education models and more choices for our children is a losing proposition. Just yesterday, Apple, Inc. announced the end of hard drives for volume computers with the introduction of a flash memory based notebook. Certainly, hard drive manufacturers will be fighting over a smaller market, but, new opportunities are emerging. Some will take advantage of them, others won’t. Education is no different.




Wisconsin School Finance Reform Climate: 16% Health Care Spending Growth & Local Lobbying

The state health department is requesting $675 million more from state taxpayers in the next two-year budget to maintain services such as Wisconsin’s health care programs for the poor, elderly and disabled, according to budget estimates released Thursday.
That figure, included in a budget request by the state Department of Health Services, shows how difficult it will be for the next governor to balance a budget that already faces a $2.7 billion projected shortfall over two years.
One of the chief reasons the state faces the steep increase in costs is because federal economic stimulus money for health care programs will dry up before the 2011-’13 budget starts July 1.
That scheduled decrease in funding would come even as high unemployment lingers, driving many families into poverty and keeping enrollment in the programs relatively high. State Health Services Secretary Karen Timberlake said the state needs to find a way to keep health care for those who need it.
“People need this program in a way many of them never expected to,” she said.
But maintaining health programs at existing levels could cost even more than the $675 million increase over two years – a 16% jump – now projected in the budget request, which will be handled by the next governor and Legislature.

This evening the Dane County Board of Supervisors enthusiastically approved a resolution urging the Wisconsin Legislature to make comprehensive changes in the way schools are funded. The Board encouraged the Legislature to consider revenue sources other than the local property tax to support the diverse needs of students and school districts.

“I hear over and over again from Dane County residents that investing in education is a priority, said County Board Supervisor Melissa Sargent, District 18, the primary sponsor of the resolution. “However, people tell me they do not like the overreliance on property taxes to fund education – pitting homeowners against children,” she added.

For the last 17 years, the state funding formula has produced annual shortfalls resulting in program cuts to schools. In 2009-2010, cuts in state aid resulted in a net loss of over $14 million in state support for students in Dane County, shifting the cost of education increasingly to property taxpayers. More and more districts are forced to rely on either program cuts or sometimes divisive referenda. In fact, voters rejected school referendums in five districts Tuesday, while just two were approved.

“The future of our children and our community is dependent on the development of an equitable system for funding public education; a system the recognizes the diverse needs of our children and does not put the funding burden on the backs of our taxpayers, said Madison Metropolitan School
Board member Arlene Silvera. “I appreciate the leadership of the County Board in raising awareness of this critical need and in lobbying our state legislators to make this happen,” she said.

Jeffery Ziegler a Member of the Marshall Public School District Board of Education and Jim Cavanaugh, President of the South Central Federation of Labor, both emphasized the need to get the attention of state officials in statements supporting the resolution. Ziegler described how state inaction has forced Board Members to make decisions that harm education.

State legislators can apparently decide to just not make the tough decisions that need to be made. School boards have a responsibility to keep our schools functioning and delivering the best education they can under the circumstances, knowing full well that those decisions will have a negative effect on the education of the children in their community.

Cavanaugh observed that the consensus that reform is needed has not led to action and pointed to the important role local governmental bodies can play in changing this by following the lead of the Dane County Board

“Legislators of all political stripes acknowledge that Wisconsin’s system for funding public schools is broken. Yet, there doesn’t appear to be the political will to address this very complicated issue. Perhaps they need a nudge from the various local units of government.”

In passing this resolution, Dane County is taking the lead on a critical statewide issue. Wisconsin Alliance for Excellent Schools (WAES) board member Thomas J. Mertz said that WAES thanked the Dane County Board and said that WAES will seek similar resolutions from communities around the state in the coming months.

“All around Wisconsin districts are hurting and we’ve been working hard to bring the need for reform to the attention of state officials,” said WAES board member Thomas J. Mertz. “Hearing from local officials might do the trick,” he concluded.

Tracking Federal Tax “Stimulus” K-12 Spending

Where is stimulus money for education going, and how much has been spent? Here’s a new website that provides tracking for these significant, multi-billion dollar questions.
Kudos to the Education Writers Association for taking on this huge data gathering project, and to Bill and Melinda Gates who are funding it for the next two years.
When it comes to following the money, the flow of dollars is impressive: For example, Milwaukee has been allocated $202.6 million so far in stimulus money for its approximately 90,000 public school children; 58 percent, or $117.7 million, has been spent. Meanwhile, Madison has gotten $21.8 million in stimulus funds, and has spent around $12 million, or 55 percent for almost 25,000 students. I was also curious about smaller Dane County districts and their information is available too from Edmoney.org. For example: Sun Prairie, celebrating the grand public opening of its gorgeous new high school August 28 (go here for information about the festivities and school tours), has been awarded $6.6 million in stimulus funds and has spent $5.6 million of that. Middleton? $3.5 million awarded; $2.8 million spent. Verona? $4.9 million awarded; $4.3 spent.




Verona charter school considers going green

Facing possible closure because of flagging enrollment , Verona’s New Century charter school is proposing to become Dane County’s first “green,” or environmentally-focused, charter school.
The move, which must be approved by the district’s board, illustrates the challenges facing charter schools across the state: to find an academic niche that will continually attract students.
“Having a (charter school) choice means a lot to parents,” said Kristina Navarro-Haffner, who has a first-grader at New Century. “We really want to be that option for parents and help the Verona School District bring in more people.”
In the last two years, a few charter schools — public schools given autonomy from their district in exchange for strict accountability — have changed their focus to attract students, said John Gee, executive director of the Wisconsin Charter Schools Association. A lack of performance or non-compliance with state requirements to be a charter school led to the dissolution of 15 charter schools prior to this year, he said, leaving a total of 206 in the state and 10 in Dane County.

Verona’s Core Knowledge Charter School continues to have a waiting list.




School spotlight: Program provides taste of medical research

West High School student Tulika Singh spent part of her summer studying epilepsy in rodents — an experience that made her feel like a contributor to research being conducted at the UW School of Medicine and Public Health.
Singh, who will be a senior this year, was one of 15 students in a Research Apprentice Program based at the school.
“Tulika (was) basically doing the work that college undergrads do for research experience and credits during the year,” said Dr. Thomas Sutula, neurology department chairman. He said apprentices are part of the team for the summer.
Singh, who wrote a research paper and presented it, was involved in a study of how genes influence epilepsy. Her mentor was Craig Levenick, senior research specialist.
“It’s just absolutely cool,” Singh said of the experience.
In its 29th year, the seven-week Research Apprentice Program is designed to help increase diversity in science and health professions. The program is geared toward incoming juniors and seniors from Dane County high schools. It’s based on academic performance and an interest in medicine.




Low Income Student Advance Placement (AP) Wisconsin Incentive Grant



Wisconsin Department of Public Instruction:

Wisconsin has won a $2.2 million grant to expand Advanced Placement to low-income students.
Wisconsin’s $2.2 million federal Advanced Placement Incentive Program grant will target 46 eligible middle and high schools, benefitting about 26,600 students.
The Wisconsin Department of Public Instruction’s “Blended Learning Innovations: Building a Pipeline for Equity and Access” grant from the U.S. Department of Education will support a multipronged approach for students from eligible middle and high schools throughout the state. Poverty rates in participating districts range from 40 percent to 83 percent. Statewide, 35 percent of students are economically disadvantaged based on family income levels that qualify them for free or reduced-price school meals.
In the recent Advanced Placement Report to the Nation, Wisconsin had the Midwest’s highest participation rate (24.2 percent) for 2008 graduates taking one or more Advanced Placement exams while in high school. Of the 15,677 graduates who took Advanced Placement exams, 973 students, or just 6.3 percent, received a fee waiver because they were from economically disadvantaged families.
State Superintendent Elizabeth Burmaster noted that the grant employs strategies that engage students at various times in their educational planning and preparation. “We want to increase our support for students so they are ready for the academic challenges of Advanced Placement coursework,” she said. “Staff development and business, community, and family partnerships are major components of our effort.”
The three-year grant targets 19 high schools and 27 middle schools located in three cooperative educational service agencies (CESAs) and the Madison Metropolitan School District. CESA 7 is headquartered in Green Bay, CESA 9 is headquartered in Tomahawk, and CESA 11 is headquartered in Turtle Lake. The CESAs will coordinate activities associated with the grant.

Notes on the Evers / Fernandez Wisconsin DPI Superintendent Race



John Nichols:

Fernandez cleaned up in traditionally Republican (but trending Democratic) Waukesha County, where she won 52 percent of the vote, to just 23 percent for Evers. It was roughly the same split in Washington County. Fernandez even beat Mobley in the other conservative’s home county of Ozaukee. Even in more Democratic Racine County, Fernandez won 40 percent to just 26 percent for Evers.
Where did Evers do well? Dane County, where the deputy superintendent won more than 50 percent to a mere 20 percent for Fernandez. Of Evers’ 9,905 vote lead statewide, 7,351 votes came from Madison and surrounding communities. Evers won very big in the city of Madison, where Progressive Dane-backed candidate Price actually beat Fernandez (and came close to the frontrunner) in some isthmus wards.
What’s the bottom line: Fernandez has proven herself. She is going to be a serious contender, and if she gets some national conservative money — perhaps shifting from the Supreme Court race — she could beat Evers.
Of course, in a higher-turnout, bigger-spending race, a lot can change. And Evers will have plenty of union backing. But this is going to be a hot contest right up until April 7. And that could have consequences for the court race; if Fernandez turns out conservatives in big numbers, that could help Koschnick.

Three California schools recognized for role in boosting Latino performance on AP tests by Carla Rivera:

Three public schools in California led the nation in helping Latino students outperform their counterparts in other states on Advanced Placement exams in Spanish language, Spanish literature and world history, according to a report released Wednesday by the College Board.
Woodrow Wilson High School in Long Beach was cited as the public school with the largest number of Latino students from the class of 2008 earning a 3 or better in AP world history. Exams are scored on a scale of 1 to 5, and many colleges and universities give students course credit for scores of 3 or higher. Advanced Placement courses offer college-level material in a variety of subjects.
Latino students at Fontana High School outpaced their peers on the AP Spanish-language exam, and San Ysidro High School in San Diego had the most Latino students who succeeded on the AP Spanish literature exam.

The “tension” between increased academic opportunities for all students as exemplified in this report versus curriculum reduction for all, in an effort by some to address the achievement gap was much discussed during last week’s Madison School District Strategic Planning Process meetings. Wisconsin State & School Finance Climate Update



I recently had an opportunity to visit with Todd Barry, President of the Wisconsin Taxpayers Alliance [29 minute mp3]. A summary of this timely conversation follows:
[2:25] Post Retirement Liabilities: Milwaukee Public Schools Post Retirement Health Care Liabilities: $2.2 to $2.5 billion
[3:01] Wisconsin’s $2.44 Billion structural deficit. The State debt load ($4billion to $9billion from 2000 to 2007) is now among the top 10.
[7:48] On property values and assessment changes. Two years ago, property values grew 9%, last year 6%, 3% this year with most of the recent growth coming from commercial properties.
[8:57] Wisconsin Income Growth: Per Capita personal income “The canary in the mineshaft” and how we lag the national average by 6% or more.
Why?
The population is aging. Senior population will double by 2030. School age population is stagnant.
Employment growth peaked before the nation (04/05)
Wisconsin wages per worker is about 10% less than the national average. 1969; 4% below national average, 1980’s; 10 or 11% below national average. Wisconsin wagers per worker are now 14% below national average. We’ve been on a 40 year slide.
We’ve hid this because the labor force participation of women has increased dramatically.
Wisconsin is losing corporate headquarters.
[18:18] What does this all mean for K-12 spending?
“If there is going to be growth in any state appropriation,it is going to be schools and Medicaid“. The way the Legislature and Governor have set up these two programs, they are more or less on auto-pilot. They will grab whatever money is available and crowd out most everything else. So you get this strange situation where state aid to schools has tripled in the last 25 years while funding for the UW has barely doubled. That sounds like a lot, but when you look at it on a year by year basis, that means state funding for the University of Wisconsin System has grown less than the rate of inflation on an annual average basis while school aids has outpaced it (inflation) as has Medicaid.”
Is there anything on the horizon in terms of changes in school finance sources? A discussion of shifting state school finance to the sales tax. “It’s clear that in states where state government became even more dominant (in K-12 finance) than in Wisconsin, the net result, in the long run, was a slowing of state support for schools. The legislature behaves like a school board, micromanaging and mandating. California is the poster child.
[20:52] On why the Madison School District, despite flat enrollment and revenue caps, has been able to grow revenues at an average of 5.25% over the past 20 years. Barry discussed: suburban growth around Madison, academic competition amongst Dane County high schools. He discussed Madison’s top end students (college bound kids, kids of professionals and faculty) versus the “other half that doesn’t take those (college entrance) tests” and that the “other half” is in the bottom 10 to 20% while the others are sitting up at the top on college entrance exams.
[23:17]: This is a long way of saying that Madison has made its problem worse and has put itself on a course toward flat enrollment because of social service policies, school boundary policies and so forth that have pushed people out of the city.
[23:42] “If there is a way within state law to get around revenue caps, Madison has been the poster child”. Mentions Fund 80 and frequent and successfully passing referendums along with Madison’s high spending per pupil.
People think of the Milwaukee Public Schools as a high spending District. When you really look start to dig into it, it is above average, but Madison is way out there compared to even MPS. People argue that argue that MPS is top heavy in terms of administrative costs per student, Madison actually spends more in some of those categories than Milwaukee. (See SchoolFacts, more)
[26:45] On K-12 School finance outlook: The last time we blew up the school finance system in Wisconsin was in 1994. And, it happened very quickly within a span of 2 to 3 months and it had everything to do with partisan political gotcha and it had nothing to do with education.
[28:26] “Where are the two bastians of Democratic seats in the legislature? Madison and Milwaukee. Madison is property rich and Milwaukee is relatively property poor. Somehow you have to reconcile those two within a Democratic environment and on the Republican side you have property rich suburbs and some very property poor rural districts.

The current financial system “crisis” presents parents with an excellent opportunity to chat with our children about money, banks, politics and taxes (When you deposit the baby sitting money, where does it go? Dan Nerad opened his remarks by stating his commitment to efforts for always continuing change and improvement with the engagement of the community. He outlined four areas of focus on where we are going from here.

  1. Funding: must balance district needs and taxpayer needs. He mentioned the referendum to help keep current programs in place and it will not include “new” things.
  2. Strategic Plan: this initiative will formally begin in January 2009 and will involve a large community group process to develop as an ongoing activity.
  3. Meet people: going throughout the community to meet people on their own terms. He will carefully listen. He also has ideas.
  4. Teaching and learning mission: there are notable achievement gaps we need to face head-on. The “achievement gap” is serious. The broader mission not only includes workforce development but also helping students learn to be better people. We have a “tale of two school districts” – numbers of high achievers (including National Merit Scholars), but not doing well with a lot of other students. Low income and minority students are furtherest away from standards that must be met. Need to be more transparent with the journey to fix this problem and where we are not good. Must have the help of the community. The focus must be to improve learning for ALL kids, it is a “both/and” proposition with a need to reframe the issue to help all kids move forward from where they are. Must use best practices in contemporary assessment, curriculum, pedagogy and instructional methods.

Dr. Nerad discussed five areas about which he sees a need for community-wide conversations for how to meet needs in the district.

  1. Early learning opportunities: for pre-kindergarten children. A total community commitment is needed to prevent the ‘achievement gap’ from widening.
  2. High schools: How do we want high schools to be? Need to be more responsive. The curriculum needs to be more career oriented. Need to break down the ‘silos’ between high school, tech schools and colleges. Need to help students move through the opportunities differently. The Small Learning Communities Grant recently awarded to the district for high schools and with the help of the community will aid the processes for changes in the high schools.
  3. School safety: there must be an on-going commitment for changes. Nerad cited three areas for change:

    a. A stronger curriculum helping people relate with other people, their differences and conflicts.

    b. A response system to safety. Schools must be the safest of sanctuaries for living, learning and development.

    c.Must make better use of research-based technology that makes sense.

  4. Math curriculum and instruction: Cited the recent Math Task Force Report

    a. Good news: several recommendations for curriculum, instruction and policies for change.

    b. Bad news: our students take less math than other urban schools in the state; there are notable differences in the achievement gap.

  5. Fine Arts: Cited recent Fine Arts Task Force Report. Fine arts curriculum and activities in the schools, once a strength, has been whittled away due to budget constraints. We must deal with the ‘hands of the clock’ going forward and develop a closer integration of the schools and community in this area.

Wisconsin State Tax Based K-12 Spending Growth Far Exceeds University Funding

However, the state pledge to provide two-thirds of schools revenues in 1996-97 changed the budget landscape. By 2006-07, state-tax support for the UW System had almost doubled during Ihe 25 years prior. However, inflation (CPI, up 115%). school aids/credits (320%). and overall slate GPR expenditures (222%) rose more.

As Program Moves Poor to Suburbs, Tensions Follow

rom the tough streets of Oakland, where so many of Alice Payne’s relatives and friends had been shot to death, the newspaper advertisement for a federally assisted rental property in this Northern California suburb was like a bridge across the River Jordan.
Ms. Payne, a 42-year-old African-American mother of five, moved to Antioch in 2006. With the local real estate market slowing and a housing voucher covering two-thirds of the rent, she found she could afford a large, new home, with a pool, for $2,200 a month.
But old problems persisted. When her estranged husband was arrested, the local housing authority tried to cut off her subsidy, citing disturbances at her house. Then the police threatened to prosecute her landlord for any criminal activity or public nuisances caused by the family. The landlord forced the Paynes to leave when their lease was up.
Under the Section 8 federal housing voucher program, thousands of poor, urban and often African-American residents have left hardscrabble neighborhoods in the nation’s largest cities and resettled in the suburbs.
Law enforcement experts and housing researchers argue that rising crime rates follow Section 8 recipients to their new homes, while other experts discount any direct link. But there is little doubt that cultural shock waves have followed the migration. Social and racial tensions between newcomers and their neighbors have increased, forcing suburban communities like Antioch to re-evaluate their civic identities along with their methods of dealing with the new residents.

Why is crime rising in so many American cities? The answer implicates one of the most celebrated antipoverty programs of recent decades by Hanna Rosin @ the Atlantic Monthly:

Lately, though, a new and unexpected pattern has emerged, taking criminologists by surprise. While crime rates in large cities stayed flat, homicide rates in many midsize cities (with populations of between 500,000 and 1 million) began increasing, sometimes by as much as 20percent a year. In 2006, the Police Executive Research Forum, a national police group surveying cities from coast to coast, concluded in a report called “A Gathering Storm” that this might represent “the front end … of an epidemic of violence not seen for years.” The leaders of the group, which is made up of police chiefs and sheriffs, theorized about what might be spurring the latest crime wave: the spread of gangs, the masses of offenders coming out of prison, methamphetamines. But mostly they puzzled over the bleak new landscape. According to FBI data, America’s most dangerous spots are now places where Martin Scorsese would never think of staging a shoot-out–Florence, South Carolina; Charlotte-Mecklenburg, North Carolina; Kansas City, Missouri; Reading, Pennsylvania; Orlando, Florida; Memphis, Tennessee.
Memphis has always been associated with some amount of violence. But why has Elvis’s hometown turned into America’s new South Bronx? Barnes thinks he knows one big part of the answer, as does the city’s chief of police. A handful of local criminologists and social scientists think they can explain it, too. But it’s a dismal answer, one that city leaders have made clear they don’t want to hear. It’s an answer that offers up racial stereotypes to fearful whites in a city trying to move beyond racial tensions. Ultimately, it reaches beyond crime and implicates one of the most ambitious antipoverty programs of recent decades.

Milwaukee-area high schools strive for Newsweek ranking

Few could call Milwaukee’s Rufus King High School shy about divulging how it stacks up on Newsweek magazine’s annual report on the nation’s best public high schools.
“Newsweek: Top-Ranked School in Wisconsin” blares the headline on the school’s Web site, with a link to the magazine’s site and a rundown on how Rufus King has topped other Wisconsin schools in previous years of comparisons.
This honor distinguishes the school, Rufus King Principal Marie Newby-Randle says in a written statement on the Web site, and it proves its students “are truly among the brightest and the best.”
Colleges have their U.S. News & World Report rankings.
American high schools have the Challenge Index.

The only Madison area high school to make the list was Verona at #808.

Policing kids with autism is a new challenge on the beat

A barefoot girl in her nightgown is picked up wandering along a dark Dane County highway. Sheriff deputies have no idea how the little girl got there, who she is, what happened to her, or where to take her.
A young man walks out of a camp for adults with cognitive disabilities and into the woods. It takes thousands of searchers a week to find Keith Kennedy — naked, weak, covered with scratches and ticks, but alive.
A 7-year-old with blue eyes slips out of the basement of his house in Saratoga. On the fifth day of a massive search, rescue dogs find Benjamin Heil in a nearby pond, drowned.
These recent Wisconsin cases all involved individuals with autism, a devastating brain disorder that impairs judgment and communication. Over the past decade, the number of children diagnosed with this disorder has multiplied tenfold, and the national Centers for Disease Control now considers autism to be a public health crisis. Autism frequently wreaks havoc not just on a child’s entire family, but on law and safety enforcement in the streets. The problem is expected to get worse as this population grows up.




High School Challenge Index, 2008



Newsweek & Washington Post:

The Newsweek and Washington Post Challenge Index measures a public high school’s effort to challenge its students. The formula is simple: Divide the number of Advanced Placement, International Baccalaureate or Cambridge tests a school gave by the number of seniors who graduated in May or June. Tests taken by all students, not just seniors, are counted. Magnet or charter schools with SAT combined verbal and math averages higher than 1300, or ACT average scores above 29, are not included, since they do not have enough average students who need a challenge.
The rating is not a measurement of the overall quality of the school but illuminates one factor that many educators consider important.
The list below includes all public schools with a rating of 1.000. There are nearly 1,400 — the top 5 percent of all 27,000 U.S. high schools in encouraging students to take AP, IB or Cambridge tests. Also listed are the name of the city or school district and the percentage of a school’s students whose family incomes are low enough to qualify for federally subsidized lunches and who also apply for that program. The portion of subsidized-lunch applicants is a rough indicator of a school’s poverty level. High-poverty schools are at a disadvantage in persuading students to take college-level courses, but some on this list have succeeded in doing so anyway.
The Equity and Excellence rate is the percentage of all seniors who have had at least one score on an AP, IB or Cambridge test that would qualify them for college credit. The average AP Equity and Excellence rate for all U.S. schools is about 15 percent.

Milwaukee Rufus King ranked highest among the 21 Wisconsin High Schools at #209. The only Madison area high school to make the list is Verona at #808.

This week, Newsweek magazine and its Web site Newsweek.com unveil this year’s Top High Schools list, based on a rating system I invented a decade ago called the Challenge Index. The index ranks schools based on college-level course participation, adding up the number of Advanced Placement, International Baccalaureate and other college-level tests in a given year for a given school, and dividing that total by its number of graduating seniors.
Several weeks ago I asked students, teachers and parents to tell me how this annual ranking affected their schools. Here is a sampling of several points of view, both critical and complimentary.

So, with regard to your Challenge Index — it really is a quick and dirty way of assessing schools. Very ambitious and probably very imperfect. However, there isn’t anything else out there like it. I think the reason our school systems are not very good compared to other countries is that we underestimate the abilities of our children. I think too the education field is fuzzy — not very good data or evidence to support the programs that are out there. . . . More and better research is needed. And of course there are the socioeconomic/family issues of some schools/districts that cannot/will not be fixed with just higher expectations.

Black Kids on Milwaukee Buses May Slip into School Lore

It could be the end of an era.
Black children and yellow school buses long have been inextricably linked in the history of education in America. It started with the historic 1954 Brown v. Board of Education decision that allowed for school desegregation in cities like Milwaukee. That led to widespread busing movements that allowed black students to attend classes outside their neighborhoods at predominantly white schools.
A decision by the Milwaukee School Board last week to drastically reduce the amount of busing in the district will alter a fundamental relationship that has existed in this city for generations of students.
But what the Milwaukee School Board did was not a statement about the racial makeup of the city’s public schools, many of which are predominantly African-American. School Board member Michael Bonds, the architect of the plan, says busing isn’t about desegregation anymore.
“When the district is 88% minority, it’s not about race,” Bonds told me. “It’s about the fact we’ve spent $57 million on a failed policy.”

  4. How are we addressing the issue of ensuring equity in education in a diverse urban population?

First, I would like to let you know that I have new podcasts and blog posts up on my website! You can get information on how our superintendent search evolved and learn how school districts lobby the legislature at a state level through the Wisconsin Association of School Boards.
I am also happy to report that several of us on the Board have begun to meet (after a long hiatus) as members of the Dane County School Board Consortium. The Madison School Board will be hosting other districts next month at LaFollette High School. We will be discussing how we can engage and listen to the public on boundary changes. We hope to come together in the future and combine our lobbying efforts as representatives of Dane County schools. AP Trends: Tests Soar, Scores Slip

While more American public school students are taking Advanced Placement tests, the proportion of tests receiving what is deemed a passing score has dipped, and the mean score is down for the fourth year in a row, an Education Week analysis of newly released data from the College Board shows.
Data released here this week by the New York City-based nonprofit organization that owns the AP brand shows that a greater-than-ever proportion of students overall—more than 15 percent of the public high school class of 2007—scored at least one 3 on an AP test. The tests are graded on a scale of 1 to 5, the highest score.
Yet, as the number of AP exams taken in U.S. public schools has ballooned by almost 25 percent over the four years that the College Board has released its “AP Report to the Nation,” the percentage of exams that received at least a 3—the minimum score that the College Board considers predictive of success in college—has slipped from about 60 percent to 57 percent.
The mean score on the nearly 2 million AP exams taken by students in last year’s U.S. public graduating class was 2.83, down from 2.9 in 2004.
“That happens,” said Jennifer Topiel, a spokeswoman for the College Board. “Any psychometrician can tell you that as participation grows, scores go down.”
Still, Ms. Topiel said the score declines are a major concern for the organization, as are widening score gaps between some racial and ethnic groups, “particularly those among underrepresented students who are not being prepared and not having the same resources.”

More than 15 percent of the public high school class of 2007 achieved at least one AP® Exam grade of 3 or higher1—the score that is predictive of college success. This achievement represents a significant and consistent improvement since the class of 2002 when less than 12 percent of public school graduates attained this goal.
Out of all 50 U.S. states and the District of Columbia, Vermont captured the largest increase in the percentage of high school graduates who scored a 3 or higher on an AP Exam.
In its fourth annual “AP Report to the Nation,” the College Board (the not-for-profit membership association that owns and administers the AP Program), focuses on educators’ quantifiable successes in helping a wider segment of the nation’s students gain access to and achieve success in college-level work. Of the estimated 2.8 million students who graduated from U.S. public schools in 2007, almost 426,000 (15.2 percent) earned an AP Exam grade of at least a 3 on one or more AP Exams during their high school tenure, the report documents. This is up from 14.7 percent in 2006 and 11.7 percent in 2002.
Earning a 3 or higher on an AP Exam is one of “the very best predictors of college performance,”2 with AP students earning higher college grades and graduating from college at higher rates than otherwise similar peers in control groups, according to recent reports from researchers at the University of California at Berkeley,3 the National Center for Educational Accountability,4 and the University of Texas at Austin.5,6
New York, Maryland, Virginia, Florida, Massachusetts and Connecticut all saw more than 20 percent of their students graduate from high school having earned an AP Exam grade of 3 or higher. AP achievements for each state’s class of 2002, class of 2006 and class of 2007 are detailed in the report. (See “The 4th Annual AP Report to the Nation,” Table 1, page 5.)
“Educators and policymakers across the nation should be commended for their sustained commitment to helping students achieve access to and success in AP courses and exams” said College Board President Gaston Caperton. “More students from varied backgrounds are accomplishing their AP goals, but we can’t afford to believe equity has been achieved until the demographics of successful AP participation and performance are identical to the demographics of the overall student population.”
Though 75 percent of U.S. high school graduates enter college,7 dropout rates and the fact that about half of all college freshmen are taking at least one remedial course indicate that secondary schools must dedicate themselves to more than college admission,8 the report asserts.
“Remedial course work in college costs taxpayers an estimated $1 billion a year,”9 Caperton said. “To shrink the gap between those who enter college and those who complete a degree, we must target the divide between high school graduation standards and the skills that all students need to be prepared for the rigors of college. The critical reasoning, subject-matter expertise and study skills students must develop to succeed on the three-hour college-level AP Exams fortify high school graduates for a successful transition into their freshman year at college. This makes providing better readiness for—and access to—AP courses absolutely essential.”

Volunteers Sought for Area Schools

Verona elementary school students who participated in the United Way of Dane County-led Schools of Hope tutoring program showed better-than-expected improvement in reading and class-participation last year, according to program organizers who are kicking off a major volunteer recruitment effort this week.
The Schools of Hope program began in 1995 in Madison as a journalism project by the Wisconsin State Journal and WISC-TV (Ch. 3) examining Madison ‘s public schools, and it grew into a countywide effort to reduce racial disparities in achievement patterns. Schools of Hope provides reading and math tutoring for children from preschool through fifth grade.
In 2005, the program expanded to Sun Prairie, and in 2006, it expanded to four Verona-area schools. There, organizers said two-thirds of the 30 third-grade students who received tutoring for the full year showed significantly greater progress on their Measure of Academic Progress reading tests than anticipated. The MAP is a national nonstandardized test that measures individual academic improvement in students.
Also in 2006, the United Way reported that the percentage of third-grade minority students in participating Madison-area schools who had below-average reading ability had declined from 28.5 percent to 5.5 percent from 1995 to 2005.
According to evaluations from participating Verona schools, 95 percent of school staff felt the program contributed to student success, and all staff expressed a wish to continue to work with volunteer tutors this year.
Such results, coupled with the enthusiasm of teachers, parents and volunteers for the program, has fueled the expansion of the program to almost 30 schools in Madison, Sun Prairie and Verona.




MMSD and MTI reach tentative contract agreement



Madison Metropolitan School District:

The Madison Metropolitan School District and Madison Teachers Incorporated reached a tentative agreement yesterday on the terms and conditions of a new two-year collective bargaining agreement for MTI’s 2,400 member teacher bargaining unit.
The contract, for the period from July 1, 2007 to June 30, 2009, needs ratification from both the Board of Education and MTI. MTI will hold a ratification meeting on Thursday, June 14 at 7:00 p.m. at the Alliant Energy Center, Dane County Forum. The Board of Education will take up the proposal in a special meeting on Monday, June 18 at 5:00 p.m. The MTI meeting is closed to the public, while the Board’s meeting is open.
Terms of the contract include:

Total Raise incl. Benefits: 4.00%
2008-09
Base Salary Raise: 1.00%

    Taxpayers will continue to pay 100% of the health care premiums for half of the teachers who choose Group Health, and 90% of the premiums for the other half of teachers who join WPS. WPS teachers pay $190 a month for a family and $72 a month for an individual.
    The union says those costs are too high.
    The district said it tried to introduce two new HMO plans to lower costs, but the union rejected them.

Economic Snapshot: The $363,000 High School Diploma



June is when many Wisconsin families celebrate high school graduations. As usual, Wisconsin ranks near the top nationally, with nearly a 90 percent high school graduation rate. Data from the Wisconsin Department of Public Instruction indicates that in the 2005-2006 school year, many schools in the Capital Region graduated over 95 percent of their students. However, 260 students (14.4%) in the Madison School District dropped out of high school in that school year.
What is the cost of high school dropouts? The U.S. Census estimates that in 2005, high school graduates in Dane County earned $9,083 more than high school dropouts. The 263 Madison students who did not complete high school in 2006 will earn $94.5 million less ($363,320 less each) over a 40-year career. At the state level, estimated lost earnings over a lifetime are nearly $1.4 billion.
According to the U.S. Census, 31.6 percent of families in Wisconsin headed by a person without a high school diploma live in poverty. According to reports filed with the Department of Health and Human Services for the 2004-2005 fiscal year, 48 percent of the adults requiring Temporary Assistance for Needy Families (TANF) in Wisconsin did not have a high school degree.
In addition to the $94.5 million in lost earnings, studies show that adults who lack high school degrees are at an elevated risk of incarceration and needing publicly financed medical care.

Wisconsin State Student Test Scores Released

Wisconsin students’ performances improved in math and held steady in reading, language arts, science and social studies, according to annual test data released today.
Dane County students generally matched or exceeded state averages and paralleled the state’s rising math scores, although test results in Madison slipped slightly on some measures of reading, language arts and science.
Madison educators touted the overall performance of their students, noting that the portion of students scoring proficient or advanced — the two highest of four grading levels — has grown or held steady over the past seven years on reading and math exams even as the district’s populations of students with limited English skills and low-income backgrounds have increased.
Limited English proficiency and poverty are two of the strongest predictors of poor academic performance in Madison and schools across the nation.

Improved scores in math led state and local school officials to put generally positive faces on the picture painted by student test results being made public today by the Wisconsin Department of Public Instruction.
Higher percentages of students in every grade from third through eighth were rated as “proficient” or “advanced” in math in this year’s round of statewide testing than in the previous year. The 10th-grade figure remained the same.
In reading, the statewide percentage of proficient or better students was steady or slightly improved at every grade level.
“We are on the right track,” Elizabeth Burmaster, state superintendent of public instruction, said in a statement. “Despite increased poverty in Wisconsin, we saw gains at nearly every grade level in mathematics and rising or stable scores for reading.”
Overall, better than 4 out of 5 fourth-graders in Wisconsin were proficient or advanced in reading, and about 3 out of 4 met those standards in math. For 10th-graders, 3 out of 4 were proficient in reading, and 7 out of 10 in math.

Susan Troller:

Madison schools’ improved math scores might seem to defy some of the laws of logic or probability.
The Madison district, like its counterparts across the state, saw a generally positive trend on math scores, according to data released today regarding scores from the Wisconsin Knowledge and Concepts Examinations that students took last November.
“Our students continue to perform well despite a number of challenges that would normally predict falling scores. We’re pleased, of course, but not surprised that has not been the case here,” Superintendent Art Rainwater noted in an interview this morning.
Rainwater said that changing demographics that include increasing numbers of children from low-income families and those who have limited proficiency in English generally go hand-in-hand with falling scores, but that has not been true in Madison, where test results in reading generally have been holding steady, or in mathematics, where almost all grade levels have improved.

Fair support or unfair subsidy: Private school busing faces legislative review

Public schools in Madison and Dane County could save thousands of dollars a year on the costs of transporting private school students under a draft bill in the Legislature.
The Assembly legislation would end the requirement that school districts pay certain parents multiple times for the costs of taking students to the same private school and would save school districts statewide more than $1 million a year, according to estimates.
The proposal’s author, Rep. Sheldon Wasserman, D-Milwaukee, said he got interested in the issue after receiving three reimbursement checks from Milwaukee public schools in the past for driving his three children to the same Jewish private school there.

Ruth Robarts steps down April 23 after 10 years on the Madison School Board, and, no, she’s not expecting a cake from her colleagues.
Although Robarts first ran as a facilitator – “That didn’t work out so well,” she says now with a guffaw – she became known more as a budget hawk and contrarian.
Along the way, she’s been praised as a straight-shooting maverick and criticized as an obstructionist who just likes to carp.
She chose not to seek re- election. Her replacement – Maya Cole or Marjorie Passman – will be elected Tuesday.
Robarts’ legacy differs markedly, depending on who’s talking, but most agree she traveled an interesting route from a team player to an outsider to a can’t-be-ignored-because-the- voters-like-her force.
She finishes her board service less lonely due to the elections in recent years of like- minded colleagues Lawrie Kobza and Lucy Mathiak. But Robarts cautions that in the last decade, it has become more difficult for candidates not endorsed by the teachers union or tied to the board majority to get elected.

Yes to strategic planning, no to last minute referendums and school closings



On March 26, I voted no on Carol Carstensen’s proposed three-year referendum for several reasons.
First, a referendum requires careful planning. Two weeks notice did not allow the Madison School Board to do the necessary analysis or planning. Ms. Carstensen—not the administration—provided the only budget analysis for her proposal. The board has not set priorities because the board it is just beginning the budget process.
Second, the referendum is not part of a strategic long-range plan. The district needs a ten-year strategic plan, and such a plan must address the structural deficit created by state revenue limits. It must also bring businesses, community organizations and the City of Madison into the solution. While referendums for operating dollars will be necessary, without planning they are of limited use.
Third, relief from the state revenue limits is not on the horizon. Governor Doyle has no proposal for eliminating the revenue limits. Madison’s state representatives recommend that we focus our lobbying efforts on small scale, stop-gap funding issues. Only Ms. Carstensen and the teachers union seem to think that change is coming soon.
There are some steps that the school board can take to increase public confidence and pass operating budget referendums in the future.
1. Direct the administration to find the best ways to use the Doyle Building to generate revenue for the district. In 2006, the board defeated this proposal (Kobza and Robarts voting yes, Carstensen, Keys, Lopez, Vang and Winston voting no). Using the building as a revenue-generating asset could also move administrators to school buildings and help keep the schools open.
2. Negotiate changes in health insurance coverage for teachers to minimize future costs. Administrators and other unions have recently made such changes without losing quality of health care. Dane County has a competitive health insurance market that can help use save dollars and protect quality of care.
3. Take the closing/consolidation options presented by the Long Range Planning Committee off the table. Look for more focused approaches to saving money, such as moving the Park Street Work and Learn Center into an under-enrolled elementary school as we did in the past when we housed WLC at Allis School.
4. Invite the community to join in a strategic planning process as soon as possible. As long as the state and federal governments shirk their responsibilities and the state over-relies on residential property taxes to pay for essential local services, there will be a gap between the tax funds available and the cost of the high quality, comprehensive k-12 school system that we want. We need a plan as badly as we need the elimination of the revenue limits and a progressive tax to adequately fund our schools.
I am ready to support operating budget referendums based on a strategic plan and best use of the revenues that we have.




How can we help poor students achieve more?

As a teacher-centered lesson ended the other morning at Midvale Elementary School, about 15 first-graders jumped up from their places on the carpeted rug and dashed to their personal bins of books.
Most students quickly settled into two assigned groups. One read a story about a fox in a henhouse with the classroom teacher, and another group, headed by a UW-Madison student teacher, read a more challenging nonfiction book about a grandmother who, as one child excitedly noted, lived to be 101.
In addition to this guided reading lesson, one boy sat at a computer wearing headphones, clicking on the screen that displayed the words as a story was read aloud to him, to build word recognition and reading stamina. Two other boys read silently from more advanced books. Another boy received one-on-one help from a literacy coach conducting a Reading Recovery lesson with him.
“I think what’s so important is that this program truly meets the needs of a variety of students, from those who are struggling to those who are accelerated,” says Principal John Burkholder.

Cole wins Cap Times endorsement



The Capital Times said:

The Madison School Board’s makeup will change with the April 3 election. Its chief dissident, Ruth Robarts, is stepping down. So, too, is a quietly thoughtful member, Shwaw Vang, who has more generally sided with the board majority and the district’s administrators.
There are those who suggest that the entire direction of the board and the school district is at stake. That’s a stretch. Chances are that the next board will have a majority that is generally deferent to the administration and a potent minority that tends to challenge the administration to do better.That’s about as it should be.
Madison schools are essentially sound. But they are not improving at the rate that they should. And they are facing increasingly challenging budget shortfalls. Thus, a board that mixes those who want to maintain what is good about the schools and those who will be pushing for more accountability and progressive innovation holds the most promise.
Our endorsements in this year’s three contests for school board seats will look to achieve that mix.
We begin today with a strong endorsement of Maya Cole, who is seeking the District 5 seat being vacated by Robarts. Backed by Robarts, Cole is a solid progressive who has shown a willingness to spar with the district establishment. That upsets some defenders of the status quo, but our sense is that she strikes a mature balance between supporting sound schools and understanding the need to try new approaches in order to meet funding, staffing and curriculum challenges.

An Alt View on Concessions Before Negotiations



Carol Carstensen:

I thought it might be helpful to provide some facts and explanations about the topic of health insurance – hopefully this will clear up some of the misinformation and misconceptions present in the public discussions. It is important to remember that the focus must be on the total package settlement – because that is what has an impact on the budget. For example, Sun Prairie’s agreement to make changes in its health insurance (by using a joint committee to find a way to reduce health insurance costs) has been praised, as it should be. It should be noted, however, that Sun Prairie’s total package settlement was 4.75% – while Madison’s package, without switching health insurance carriers, was 3.98%. (A rough estimate is that a 4.75% settlement would have cost Madison about $1.5 Million more.)

School spending has always been a puzzle, both from a state and federal government perspective as well as local property taxpayers. In an effort to shed some light on the vagaries of K-12 finance, I’ve summarized below a number of local, state and federal articles and links.

Local School Tax & Spending Climate Update

The Politics of K-12 Math and Academic Rigor



The Economist:

Look around the business world and two things stand out: the modern economy places an enormous premium on brainpower; and there is not enough to go round.
But education inevitably matters most. How can India talk about its IT economy lifting the country out of poverty when 40% of its population cannot read? [MMSD’s 10th Grade Reading Data] As for the richer world, it is hard to say which throw more talent away—America’s dire public schools or Europe’s dire universities. Both suffer from too little competition and what George Bush has called “the soft bigotry of low expectations”.

Thursday’s meeting between Madison School Superintendent Art Rainwater, the MMSD’s Brian Sniff and the UW Math department included two interesting guests: UW-Madison Chancellor John Wiley [useful math links via the Chancellor’s website] and the Dean of the UW-Madison Education School. Wiley and the Ed School Dean’s attendance reflects the political nature of K-12 curriculum, particularly math. I’m glad Chancellor Wiley took time from his busy schedule to attend and look forward to his support for substantial improvements in our local math program.

November 7, 2006 Referendum & Election Page Update



I’ve updated the election page with information and links regarding the November 7, 2006 selection.
Links include the Madison School District’s information page, boundary changes and the open government complaint documents (and District Attorney Brian Blanchard’s recent response) related to the School Board’s closed meetings over the Linden Park land purchase. A motion to make the deal public (before the final Board vote) failed on a 3-3 vote – Shwaw Vang was absent (Shwaw’s seat is up for election in April, 2007). Supporting open government were Carol Carstensen, Lawrie Kobza and Ruth Robarts (Ruth’s seat is up for election in April, 2007. She is not seeking re-election).
Supporting a closed approach (and prevailing) were Bill Keys (did not seek re-election, replaced by Arlene Silveira who defeated Maya Cole by 70 out of 33,000+ votes in one of the closest local elections in years – having said that, Arlene, in the words of a friend “has been a good addition to the board”), Juan Jose Lopez (defeated by Lucy Mathiak) and Johnny Winston, Jr. (Johnny’s seat is up in April, 2007. I assume he’s running, but if Mayor Dave seeks the County Executive seat, perhaps Johnny will give that position a run and face former School Board member Ray Allen?). Art Rainwater is correct when he said that education is inherently political.




Fall Referendum Climate: Local Property Taxes & Income Growth



Voters evaluating the Madison School District’s November referendum (construct a new far west side elementary school, expand Leopold Elementary and refinance District debt) have much to consider. Phil Brinkman added to the mix Sunday noting that “total property taxes paid have grown at a faster pace than income”.
A few days later, the US Census Bureau notes that Wisconsin’s median household income declined by $2,226 to $45,956 in 2004/2005. [Dane County data can be viewed here: 2005 | 2004 ] Bill Glauber, Katherine Skiba and Mike Johnson:

Some said it was a statistical blip in the way the census came up with the new figures of income averaged over two years.
“These numbers are always noisy, and you can get big changes from year to year,” said Laura Dresser of the Center on Wisconsin Strategy.
David Newby, head of the state’s AFL-CIO, didn’t make much of the new numbers, either.
“My hunch is (wages) have been pretty stagnant,” he said. “We have not seen major swings.”
Others, though, seized on the data as significant. This is, after all, a big election year, with big stakes, including control of Congress and control of the governor’s mansion in Madison.
U.S. Rep. Mark Green of Green Bay, the Republican candidate for governor, said in a statement that the data showed that “Wisconsin’s families saw just about the biggest drop in their income in the entire country.”
However, Matt Canter, a spokesman for Democratic Gov. Jim Doyle, said the census information “is totally inconsistent with other current indicators,” adding that the Bureau of Labor Statistics shows an increase in average wages.

This report presents data on income, poverty, and health insurance coverage in the United States based on information collected in the 2006 and earlier Annual Social and Economic Supplements (ASEC) to the Current Population Survey (CPS) conducted by the U.S. Census Bureau.
Real median household income increased between 2004 and 2005.2 Both the number of people in poverty and the poverty rate were not statistically different between 2004 and 2005. The number of people with health insurance coverage increased, while the percentage of people with health insurance coverage decreased between 2004 and 2005. Both the number and the percentage of people without health insurance coverage increased between 2004 and 2005. These results were not uniform across demographic groups. For example, the poverty rate for non-Hispanic Whites decreased, while the overall rate was statistically unchanged.
This report has three main sections – income, poverty, and health insurance coverage. Each one presents estimates by characteristics such as race, Hispanic origin, nativity, and region. Other topics include earnings of year round, full-time workers; poverty among families; and health insurance coverage of children. This report also contains data by metropolitan area status, which were not included last year due to the transition from a 1990-based sample design to a 2000-based sample design.

I’m certain there will be plenty of discussion on the state household income decline.

Fall Referendum – 3 months to Time Zero



The Madison School District’s Fall $23.5M Referendum Question will be in front of voters 3 months from today. The question asks voters to fund 3 iniatives with a single yes or no vote:

What K-12 issues might be on voter’s minds November 7?

The community has long supported Madison’s public schools via above average taxes and spending (while enrollment has largely remained flat) and initiatives such as the Schools of Hope and the Foundation for Madison Public schools, among many others. The November 7, 2006 question will simply be one of public confidence in the governance and education strategy of the MMSD and the willingness to spend more on the part of local property taxpayers.

Local Population Growth, Student Numbers and Budget Implications



Wisconsin State Journal Editorial:

Imagine what would have happened if a city the size of Beloit had sprung up in Dane County over the past five years.
That’s almost what happened. Dane County’s population grew by 31,580 from 2000 to 2005, according to U.S. Census Bureau estimates released last week.
No other Wisconsin county gained as many people.
The population increase extended a trend. Over the past 15 years Dane County has gained 91,000 people, almost equal to the population of Kenosha, Wisconsin’s fourth largest city. Projections call for the growth to continue.

MMSD Lost 174 Students While the Surrounding School Districts Increased by 1,462 Students Over Four School Years. Revenue Value of 1,462 Students – $13.16 Million Per Year*
MMSD reports that student population is declining. From the 2000-2001 school year through the 2003-2004 school year, MMSD lost 174 students. Did this happen in the areas surrounding MMSD? No. From the 2000-2001 through the 2003-2004 school year, the increase in non-MMSD public school student enrollment was 1,462 outside MMSD.
The property tax and state general fund revenue value of 174 students is $1.57 million per year in the 2003-2004 MMSD school year dollars (about $9,000 per student). For 1,462 students, the revenue value is $13.16 million per year. Put another way, the value of losing 174 students equals a loss of 26-30 teachers. A net increase of 1,462 students equals nearly 219 teachers. There are more subtleties to these calculations due to the convoluted nature of the revenue cap calculation, federal and state funds for ELL and special education, but the impact of losing students and not gaining any of the increase of students in the area is enormous.




Speak Up For Strings – Thanks for Emailing the School Board: Keep The Emails Coming



MMSD’s School Board meets tonight to discuss the 2006-2007 school budget. There are no public appearances on tonight’s agenda, but the Madison community can continue to email the School Board in support of elementary strings at: comments@madison.k12.wi.us. Thank you to the parents and community who have attended the public hearing and who have sent emails to the School Board in support of elementary strings for Madison’s 9- and 10-year old students.
Cutting elementary strings will hurt low-income children! Keep the emails coming in support of about 550 low-income children who signed up for elementary strings – no other organization in Madison or Dane County offers an academic year long class that teaches this many children how to play an instrument. Madison School Board: Let’s work together to enhance this learning experience for our children; not tear it down and not tear it down before hearing from and working with the community.
I support restoring elementary strings to 2x per week, and I support forming a community task force on elementary strings and fine arts education to build fine arts education in Madison, not continue to tear it down. I reject late spring reports from the District administration that are clearly biased against this course and have not engaged teachers, music professionals, the community in the preceding 4 years! It’s not a administrative staffing issue, but it is poor, poor planning. We’ve had revenue caps since the early 1990s, and the Superintendent has been cutting fine arts since 1999 with no long-term plan in place, no community task force formed.
Call for an end to unfair cuts to elementary strings – cut 50% last year. No other high demand, highly valued course has been targeted in any year let alone year in and year out for cuts for 5 springs!
The state needs to take action on school financing; Madison needs the MMSD School Board to take action on elementary strings and fine arts educationl. Work with the community – please start now!




Affordable Health Care: Four Wisconsin Proposals

Access to health insurance has become a national crisis, but there are bold, creative proposals to fix it. Please join us to hear four great proposals to make affordable health care widely available locally and statewide. Representatives from each plan will briefly describe their proposal, followed by ample time for audience questions and open discussion.

REFLECTIONS ON ISTHMUS ARTICLE, “THE FATE OF THE SCHOOLS” BY 22 PARENTS AND COMMUNITY MEMBERS



Last Thursday, the Isthmus newspaper published an extensive article by Jason Shepard entitled “The Fate of the Schools.” While the article covered many areas of interest regarding the school district and the upcoming school board elections, we have significant concerns about the way in which the article was written. These concerns include:
CONTEXT:
• The data in the article were used inappropriately. This story compares Madison’s schools with the small, suburban, middle-class districts surrounding it. A more comparable study would have looked at other districts with similar proportions of low-income students, such as Green Bay, LaCrosse, Racine and Milwaukee. The data also was not dis-aggregated. If it had been, it would have revealed that Madison’s white, non-poor children do as well as and even surpass both Dane County and larger districts in Wisconsin. Of that group, 96% of the “non-low-income” students scored proficient or advanced.
• Additionally, MMSD has 35% of the county’s 3rd graders – and 70% of the county’s low-income 3rd graders. On the math scores quoted in the article, it wasn’t pointed out that while Madison “only matches” the state average, Madison’s overall poverty rate is 30 percent higher. Madison continues to score above state and national averages on the ACT exam each year, despite the fact that more low-income and non-white students are taking the exam each year. MMSD had 69% of all the National Merit Semifinalists in the county this year (with only about 40% of the students).
SOURCES:
• The top sources of information listed in the article when talking about diminishing public support for MMSD and data on the schools come from two sources: talk radio and the SIS blog, neither of which are primary sources. Also, no grassroots parent groups or civic groups were interviewed other than SIS. And, no educational experts from curriculum and instruction at UW-Madison were interviewed, yet it is listed as the number one Graduate School of Curriculum and Instruction in the United States (U.S. News and World Report, 2006).
• We acknowledge that many families have opted-out of the district, for a variety of reasons. However, the overall trends for enrollment in and outside of Madison also reflect the growth and availability of new housing. It is very difficult to pull out whether the bulk of the enrollment choices were based on perceived educational quality of MMSD or for a larger house with more young families in the neighborhood. Just as anecdotal evidence from SIS and other sources indicate disengagement from MMSD, we could assert, with just as much authority that, based on our own experiences with people we know, families continue to move into MMSD for its breadth of instruction, diversity, and high quality teachers and staff.
ACCURACY:
• On the issue of equity, MMSD should not be blamed for segregated housing in Madison. And in fact, many of the board members have supported increased resources to schools with high poverty rates, not just Ruth Robarts and Lawrie Kobza. The formation of a new equity task force came from Carol Carstensen. Lawrie Kobza voted against its formation.
We raise these concerns in the interest of fairness, to give our fellow SIS readers a broader understanding of the issues covered in the article.

Will the Madison district sink or swim?
April 4th elections could prove pivotal

At the end of an especially divisive Madison school board meeting, Annette Montegomery took to the microphone and laid bare her frustrations with the seven elected citizens who govern Madison schools.
“I don’t understand why it takes so long to get anything accomplished with this board!” yelled Montgomery, a Fitchburg parent with two children in Madison’s Leopold Elementary School. She pegged board members as clueless about how they’ve compromised the trust of the district’s residents.
“You don’t think we’re already angry? What do we have to do to show you, to convince you, how angry we are? If I could, I’d impeach every single one of you and start over!”
Impeachment isn’t being seriously considered as solution to the Madison Metropolitan School District’s problems. But infighting and seemingly insurmountable budget problems have increasingly undercut the board’s ability to chart a positive course for Madison schools.

And that’s not good, given the challenges on the horizon for a district of 24,490 kids with a $319 million budget. These include declining enrollment of upper- and middle-class families; continuing increases in low-income families and racial minorities; an overall stagnant enrollment which limits state funding increases; and prolonged battles with parent groups over everything from boundary changes to curriculum choices.

New Glarus Parent Files Gifted Ed Lawsuit Against DPI, DPI Superintendent Burmaster



New Glarus parent and Madison attorney Todd Palmer has filed a lawsuit against the Wisconsin Department of Public Instruction and DPI Superintendent Elizabeth Burmaster for their failure to promulgate rules for the identification and appropriate education of Wisconsin’s 51,000 academically gifted students, as is required by Wisconsin state law. Todd will be joining us for the beginning portion of our Madison United for Academic Excellence meeting on Thursday, March 23, at 7:00 p.m. in Room 209 of the Doyle Administration Building. We will also be discussing the INSTEP process and the District’s new TAG education plan, currently under development. Come share your experiences and offer your input. All who care about rigorous curriculum and high educational standards are welcome.

Gangs, Schools & City Government

When I posted Teachers Strike in Madison: Thirty Years Later January 27, 2006, Mary commented:

While failing public schools are linked to the high number of low income students attending them, you may be interested in some MMSD data. If you go to the MMSD web site and look under their data you will find that in 1991 Madison’s elementary schools had a total %low income of 24.6%. In 2005 that number almost doubled to 42.4%. Our schools are in a crisis of becoming just another urban school in trouble. That’s almost double in 14 years.
Why is it that Madison city government is so UNinvolved with the schools? It seems to me for growth and economic stability the two should have a better working relationship. The district is clueless to the growth and the city does not seemed concerned with informing the district or working to help crisis areas of the city to help both the school and neighborhood. MMSD opposes charter school



An article by Joe Quick on MMSD’s Web site lists the MMSD as one of the organizations opposed to legislation that would allow the UW-Madison to support a charter school in Dane County. Quick wrote:

Two Milwaukee-area legislators have proposed allowing the UW System to operate or contract for the operation of a charter school with the approval of the Board of Regents. According to the Legislative Reference Bureau analysis, “the school must be located in Dane County and may accept any pupil who resides in Dane County. The school may accommodate up to 700 pupils in its first school year (which may be no sooner than 2007-08), and up to 1,400 pupils thereafter.”
. . . The bills are opposed by the: School Administrators Alliance, Wisconsin Association of School Boards, Wisconsin Education Association Council, Milwaukee Public Schools, Janesville and Madison Schools. As of December 15, no lobbying group or individual registered with the State Ethics Board has indicated support for the measure.


An individual does not have to register with the State Ethics Board unless they are a paid lobbyist working for a group like those listed above.




Should MMSD Board Follow Open Meetings Laws or Change Them?



In her posting, “Westside Land Purchase – was public if you were interested, Marisue Horton suggests that I, as chair of the Madison School Board’s Legislative Committee “start making recommendations for change. Start changing the process instead of sitting around and bitching about it.”
I am not suggesting that we need new processes. Like Lawrie Kobza, I am advocating that the Madison School Board follow the spirit and letter of existing Wisconsin law. I agree with the principles of the Open Meeting law.
As the law states,

” [a] representative government of the American type is dependent upon an informed electorate, [therefore]it is declared to be the policy of this state that the public is entitled to the fullest and most complete information regarding the affairs of government as is compatible with the conduct of governmental business.” Only in specified exceptional cases may the school board go into closed sessions.

I also agree with Lawrie that the narrow exception allowing ongoing negotiations to be discussed behind closed doors did not apply to the October 10 meeting on the purchase of 8.3 acres of land near your home for a future elementary school. The Board’s attorneys disagree. The legal issue will not be resolved until, as Bill Keys recommended, an official complaint has been filed with the Dane County District Attorney and we have his opinion. Isthmus newspaper has filed that complaint and in due time we will have a ruling by a neutral legal authority.
In this case, the Open Meetings law protects the public’s interest in knowing how much the district planned to pay for this particular parcel and the conditions of the sale before the sale was complete. That interest was not respected. Maybe other sellers would have come forward with better offers, if they had known that we were poised to complete this purchase and were willing to sell the land back to them at less-than-appreciated value in the future. Maybe not. We will never know. Seven weeks passed between the signing of the deal by administration and the closed session meeting at which the board accepted the terms. The closing is not until November 15. What was the rush on November 7?




Charter School Proposal Being Met With Resistance

A tug of war over students and state aid could be shaping up in Dane County. News 3’s Toni Morrissey has been looking into plans for a charter school that’s making waves in the public school community. . .
“We agree with the concept of charter schools,” said Joe Quick, legislative liaison for Madison School District. “We embrace it. But we’ve got grave reservations about setting up a charter school that there’s no oversight and accountability from locally elected officials.

Newsweek Updates Top 1000 US High Schools List



Jay Matthew has updated his list of the top 1000 US High Schools. The list, known as The Challenge Index, uses a ratio: the number of Advanced Placement or International Baccalaureate tests taken by all students at public high schools in 2004, divided by the number of graduating seniors at the schools in 2004. Newsweek says that although the list “doesn’t tell the whole story about a school, it’s one of the best measures available to compare a wide range of students’ readiness for higher-level work, which is more crucial than ever in the postindustrial age.”
Here’s a list of Wisconsin High Schools included on the Challenge Index. Verona (710) and Madison Memorial (598) were the only Dane County schools included. Milwaukee Rufus King was the top ranked Wisconsin school on the list at 215.

Ostensibly about how short-sighted the legislative cuts are to the UW system, this guest MJS business op-ed addresses a few big issues affecting how we finance public education in general.

Panel Discussion on Meeting the Social and Emotional Needs of Gifted and Talented Students



Come listen to a panel of experts discuss the social and emotional needs of gifted and talented students. Diagnostic, assessment, treatment/intervention, educational, parenting and theoretical issues will be addressed. Resources will be shared. This program is intended for parents of children within the full range of high ability (i.e., not only the profoundly gifted).
This event will be held on Thursday, January 13 in McDaniels Auditorium of the Doyle Administration Building at 7:00 p.m. Please note that this is a location change from Room 209.

A Mother’s View on MMSD Expansion’s of Safe Haven



On October 8, 2004, Isthmus newspaper ran a story about how the Madison Schools replaced two not-for-profit after school day care programs with its own “Safe Haven” programs run by the Madison School-Community Recreation department.

Courage to Teach Fall Dinner/Fund Raiser

Courage to Teach, an important local effort to renew and support educators in Madison and Dane County, is holding a fall dinner fund-raiser Wednesday, October 27 at CUNA Mutual.
Courage to Teach (CTT) is an innovative program that has brought remarkable renewal to public educators in nearly 50 communities across the United States and Canada. Over the past two years, Bonnie Trudell and I have had the privilege of facilitating a local CTT group for 20 educators, thanks to the generous support of CUNA Mutual Group Foundation, the Foundation for Madison Public Schools, and many other businesses and individuals. The teachers who participate make a commitment of $500 themselves, in addition to giving 5 week-ends of their time over the year and a half program.
The impact of CTT on local educators was significant, as documented in the attached excerpt from the final report to CUNA Mutual Group Foundation. Participants reported steady and impressive improvements in all of the following areas:

  • Amount of time spent in focused reflection of their teaching practice;
  • Quality of connections with students and classroom practices;
  • Strength of collegial relationships at their school sites; and
  • Commitment to their educational practice.

Needless to say, we’re excited about the promise this holds for sustaining teachers in the essential task of preparing our children to become vibrant, informed future citizens and leaders of our community.
