Call me crazy, but I think a record of involvement in our schools is a prerequisite for a School Board member. Sitting at the Board table isn’t the place to be learning the names of our schools or our principals.

I’ve become a broken record vis a vis Madison’s disastrous reading results. The District has been largely operating on auto-pilot for decades. It is as if a 1940’s/1950’s model is sufficient. Spending increases annually (at lower rates in recent years – roughly $15k/student), yet Madison’s disastrous reading results continue, apace.

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.
Unfortunately, that is not the achievement gap that the board aimed to close.

The other useful stat buried in the materials is on the second page 3 (= 6th page), showing that the 3rd grade proficiency rate for black students on WKCE, converted to NAEP-scale proficiency, is 6.8%, with the accountability plan targeting this percentage to increase to 23% over one school year. Not sure how this happens when the proficiency rate (by any measure) has been decreasing year over year for quite some time. Because the new DPI school report cards don’t present data on an aggregated basis district-wide nor disaggregated by income and ethnicity by grade level, the stats in the MMSD report are very useful, if one reads the fine print.

How many School Board elections, meetings, votes have taken place since 2005 (a number of candidates were elected unopposed)? How many Superintendents have been hired, retired or moved? Yet, the core structure remains. This, in my view is why we have seen the move to a more diffused governance model in many communities with charters, vouchers and online options.
Change is surely coming. Ideally, Madison should drive this rather than State or Federal requirements. I suspect it will be the latter, in the end, that opens up our monolithic, we know best approach to public education.

There’s also the obvious point: If seniority and degree attainment make for better teachers, why are seniority protections and automatic raises for degree attainment necessary in a collective bargaining agreement or an employee handbook?
One would think good teachers should have secure employment, dibs on choice positions and regular raises by virtue of being, well, good teachers.
I’m not drawing attention to the ridiculousness of seniority and degree-attainment perks because I think Walker’s decision to effectively end public-sector collective bargaining was a good one.
But support for these common contract provisions is one way to measure school board candidates.
There’s a difference, after all, between being pro-union and union-owned.

Focus needed on long-term educational goals by Dave Baskerville:

There is now much excitement around Madison and the state with the selection of a new Madison School District superintendent, the upcoming election of new School Board members, the expected re-election of State Superintendent Tony Evers, the rollout of new Common Core state standards, and now a vigorous debate, thanks to our governor, over the expansion of school vouchers.
The only problem is that for those of us who pay attention to classroom results and want to see our students really move out of second-class global standings, there is no mention of long-term “stretch goals” that could really start getting all of our kids — black and white, poor and middle class — reading like the Canadians, counting like the Singaporeans or Finns, and doing science like the Japanese — in other words, to close the gaps that count long-term.
Let’s focus on two stretch goals: Wisconsin’s per capita income will be 10 percent above Minnesota’s by 2030, and our eighth grade math, science and reading scores will be in the top 10 globally by 2030.
This would take not only vision, but some serious experimentation and radical changes for all of us. Can we do it? Of course, but not with just “feel good” improvement and endless debate over means to that end, and without clear global benchmarks, score cards, and political will.

The New Madison Superintendent Needs to “Make Things Happen”, a Wisconsin State Journal Editorial:

Barely half of the district’s black students are graduating from high school in four years. That’s a startling statistic. Yet it hasn’t produced a dramatic change in strategy.
Ms. Cheatham, it’s your job to make things happen.
Your top priority must be to boost the performance of struggling students, which requires innovation, not just money. At the same time, Madison needs to keep its many higher-achieving students engaged and thriving. The district has lost too many families to the suburbs, despite a talented staff, diverse offerings and significant resources.
Being Madison’s superintendent of schools will require more than smarts. You’ll need backbone to challenge the status quo. You’ll need political savvy to build support for action.
Your experience leading reform efforts in urban school districts is welcome. And as chief of instruction for Chicago Public Schools, you showed a willingness to put the interests of students ahead of the grown-ups, including a powerful teachers union.
We appreciate your support for giving parents more options, including public charter schools and magnets. You seem to understand well the value of strong teacher and student assessments, using data to track progress, as well as staff development.
The traditional classroom model of a teacher lecturing in front of students is changing, and technology can help provide more individualized attention and instruction. The long summer break — and slide in learning — needs to go.

Madison School Board Election Intrigue (Public!)

he top vote-getter in Tuesday’s Madison School Board primary said Friday she ran for the seat knowing she might not be able to serve out her term because her husband was applying for graduate school in other states.
Sarah Manski, who dropped out of the race Thursday, said she mentioned those concerns to School Board member Marj Passman, who Manski said encouraged her to run. Passman told her it wouldn’t be a problem if she had to resign her seat because the board would “appoint somebody good,” Manski said.
Passman vigorously denied encouraging Manski to run or ever knowing about her husband’s graduate school applications. After learning about Manski’s statement from the State Journal, Passman sent an email to other School Board members saying “I had no such conversation with her.”
“It’s sad to believe that this kind of a person came close to being elected to one of the most important offices in our city,” Passman wrote in the email, which she also forwarded to the State Journal.
Manski said in response “it’s possible (Passman) didn’t remember or it’s possible it’s politically inconvenient for her to remember.”

Scott Walker’s budget proposal could increase charter school growth

Just what is a charter school? That’s the question I get most often when I talk to people in the general public. It’s a good question. What’s going on with charter schools around here is both important and tough to grasp.
Gov. Scott Walker unveiled ideas last week for momentous steps related to education around the state as part of his budget proposal for the next two years.
One of them was not allowing public schools to spend more money for operations in the next two years than they’re spending now. I was betting Walker would back a modest increase, at least in line with increased state aid for schools. By not increasing what is called the revenue cap on schools, Walker effectively proposed using increased education aid for property tax relief, not education. That would mean putting public schools statewide in increasingly tight circumstances. Will Republicans in the Legislature accept that or moderate it? A big question for the coming months.
Another Walker proposal would allow launching private school vouchers in as many as nine more cities in the state (Milwaukee and Racine have them now). It’s very controversial and we’ll talk about it in coming weeks.
But Walker’s budget proposal also includes important charter school changes. Those have gotten less attention, so let’s focus on them here, mostly in the form of a primer on charters.




Wisconsin Governor Scott Walker Proposes a 1% K-12 Redistributed State Tax Dollar Spending Increase

Gov. Scott Walker will propose a modest increase in funding for Wisconsin public schools in his budget to the Legislature on Wednesday, two years after his steep cuts and all but elimination of collective bargaining for teachers sparked the unsuccessful movement to recall Walker from office.
Walker is also making incentive money available, which could be used as incentive payments for teachers based on how well schools perform on state report cards, Walker told The Associated Press in an exclusive interview.
Walker provided details of his education funding plan to the AP ahead of its public release Sunday. Not only will he put more money into K-12 schools in his two-year budget, Walker will increase funding for the University of Wisconsin System and technical colleges two years after their funding was also slashed.
The roughly 1 percent increase in aid to schools Walker is proposing comes after he cut aid by more than 8 percent in the first year of the last budget. Schools would get $129 million in aid under Walker’s plan, but total K-12 funding would go up $276 million

Tom Beebe, project director for Opportunity to Learn Wisconsin, a liberal-leaning group and former executive director of the Wisconsin Alliance for Excellent Schools, has been critical of Walker’s cuts to education.
He said the amount of general aid increase proposed for this next biennial budget – $129.2 million over two years – only amounts to about $161 for each of Wisconsin’s 800,000 public-school students.
“If the revenue cap does not go up, then there is no new money going to schools no matter how much aid increases,” Beebe said. “The increase in school funding simply goes to property taxpayers not into the classroom.”
Mary Bell, president of the Wisconsin Education Association, the state’s largest teacher union, said the modest increase was really just keeping overall revenue for schools flat.
“The stagnant revenue on top of the largest cuts to education funding in Wisconsin history in the last budget is another clear indication that this governor has no intention of supporting neighborhood schools,” Bell said in a statement.
“(Walker’s) real focus is privatizing public education with another infusion of resources to the unaccountable taxpayer-funded private school voucher program while leaving our neighborhood public schools on life support,” she added.




Report: Choice schools lack specialty teachers One-third of private schools don’t have specialized art, music, PE teachers

Milwaukee’s private-school voucher program has swelled to nearly 25,000 students in 113 schools that largely mirror local public schools in terms of race and poverty, and rapid enrollment growth is raising new questions about how much taxpayer money the private schools should receive to adequately serve students.
Results from an annual survey of the Milwaukee Parental Choice Program released Wednesday underscore what’s already well-known about the voucher program: Participating private schools spend less to educate each pupil than Milwaukee Public Schools but offer little achievement data about how those pupils are doing.
The survey also offers a new reason that the voucher schools’ per-pupil costs may be lower: About a third of the private schools report they do not have specialty teachers for subjects such as art, music and physical education.
MPS has also struggled to provide adequate numbers of specialty teachers in an era of tight budgets.
The survey results come from the Public Policy Forum, a Milwaukee policy research organization that conducted its 15th annual census of the voucher program in Milwaukee, which is in its 23rd year. The forum also now surveys the 2-year-old voucher program in Racine.
“Overall, we find that students who receive vouchers to attend these private schools look very much like students in MPS, but we are not investing much in them as a public,” said Anneliese Dickman, research director for the forum. “The results raise the question of whether these are the types of low-income students who deserve more funding.”




Madison Event: Learn about attack on public schools

As Madison voters prepare to cast ballots Tuesday in important primary elections for the state Supreme Court and the Madison School Board, it is vital to recognize that the most critical challenge facing school districts across Wisconsin is the assault on public education that has been launched by out-of-state special interest groups and the politicians who do their bidding.
Supreme Court Justice Patience Roggensack is seeking re-election with heavy funding from Michigan, Texas and Arkansas donors with long histories of seeking to elect officials who will undermine public education with voucher schemes that divert taxpayer dollars to private schools. That should disqualify Roggensack in the eyes of any voter who wants to maintain the Wisconsin tradition of providing strong support for great public schools.
In the Madison School Board race, all three candidates express support for public schools, which is an indication that they know the community and surrounding Dane County. But, even in what has historically been a center of support for public education, it is important for voters to be aware of how and when outside groups will seek to influence local elections.
That’s why The Madison Institute’s Progressive Round Table forum on Saturday, Feb. 16, is so necessary.
The “Public Schools Under Attack: Vouchers, Virtual and Charter Schools” discussion will feature Julie Underwood, the UW-Madison dean of education, Madison School Board Vice President Marge Passman and state Rep. Sondy Pope-Roberts, the former chair of the Assembly Education Committee.




Dreaming of ways to bring school options together

I’ve had a hallucination hanging around in my head the last few weeks. I’m hoping it will be therapeutic if I vent it here. Keep in mind that this is just a hallucination.
But what if . . .
. . . what if Mayor Tom Barrett called all the key education players together. In my hallucination, it’s Barrett because, dammit, he’s the mayor. One huge problem we have is that there is no one person who is responsible for the whole enterprise of education in Milwaukee. Instead, we’ve had a generation of schisms and division over MPS, voucher schools and charter schools when unity could help bring quality. So who could be the convener for a summit meeting, the agent to push unity? Scott Walker? No one thinks “convener” when they think of him. Barrett has never had much of an education role or platform, so at least he’s kind of neutral. And, dammit, he’s the mayor. Oh, I said that already.
. . . what if Barrett told everyone: Make yourself comfortable. He has an unlimited budget to order in pizza. (One person I mentioned this to asked for a low-carb option. Granted.) He’ll even bring in pillows and blankets, if needed. But no one is leaving the room until everyone agrees on an outline for a new way to run the school scene in Milwaukee.
. . . what if everyone agreed (maybe with help from the bold, visionary, and even intimidating work of the mayor) on a few basic points: (1) Schools need to be fairly and adequately funded. All schools. (2) The fighting between the streams of schools has to stop because, dammit, it’s been so counterproductive and this is reality – the voucher and charter schools are here to stay, whatever you think of them philosophically. (3) Most important, quality is what it’s all going to focus on as we go forward. We’re going to create systems in which schools that get good results flourish and increase and schools that don’t get good results have to improve their ways or leave the scene.




Questions abound Wisconsin Governor Walker’s education agenda

So let’s ask some detailed questions as a way of getting a glimpse of the education decisions that will be made between now and June. Walker has spoken only in generalities so far, including in his “state of the state” address last week. It’s clear that supporters of charter, voucher and virtual schools are going to be a lot happier than a lot of folks involved in public schools. And Walker has talked a lot about creating ways to include the success (or lack thereof) of a school in decisions about how much money it gets. But talking points aren’t policy.
So here are a dozen policy questions:
1: What will the governor propose for the revenue cap on public school students? Two years ago, the cap was cut by 5.5%, or $550 per student, in the first year of the budget, with most schools getting a $100 increase in the second year. That was dramatic after years in which the cap went up $200-plus each year. Walker appears on track to increase the cap this time. Will he go along with the $200 per year figure some, including some Republicans, are suggesting?
2: How much will state aid to schools go up? The revenue cap covers generally money that comes from the state and local property taxes combined. The more state aid, the less pressure on property taxes. Again, Walker has indicated he will support increasing state education spending. How much? And what portion will be in general aid increases and what portion in special funds such as money to reward high performing schools?
3: Walker said in the “state of the state” address, “We will lay out plans to provide a financial incentive for high-performing and rapidly improving schools.” What does he mean by that? There’s not much evidence nationally on what is really effective on this front. And Walker has been urged by people such as influential Republican Sen. Luther Olsen not to count on the new state report cards on schools as a basis for decisions. Olsen is among those saying it may be several years until the grades will be useful that way. Will Walker use the grades anyway as the basis for rewards and punishments?
4: What will Walker propose for the per-student payment for voucher and charter school students? The voucher payments have been held flat for four years at $6,442, while independent charter schools get $7,775 per student. (Depending on how you figure it, Milwaukee Public School gets something around $13,000 per student overall.) Charter and voucher leaders are pushing hard for sizable increases in the payments, and for high school vouchers to be worth more than grade school vouchers, just because high school is more expensive. Walker is clearly sympathetic.

The case for school choice

This year over 41,000 students took advantage of Wisconsin’s open-enrollment policy to transfer to public schools outside their home district, according to the Department of Public Instruction. An additional 37,000 students attend over 200 charter schools. Over 25,000 students participate in the Milwaukee and Racine voucher programs, while 137,000 students attend over 900 private schools. Clearly demand for choice by parents and students is strong.
Yet choice is not without its critics. Some argue school choice is an effort to “privatize” public education. But Wisconsin is constitutionally required to provide public schools. And certainly families who are happy with traditional public schools (of which there are many) are not going to abandon them.
This fear of “privatization” begs the question: Is the goal of public education to achieve an educated public, or the creation of a certain type of school? Focusing on form over function is a mistake.
Others believe choice starves public schools of critical funding. But as the number of families exercising choice over the past few decades has grown dramatically, so have public school expenditures. According to the Wisconsin Taxpayers Alliance, from 1999 to 2011 real inflation-adjusted per pupil public school expenditures in Wisconsin have increased almost 16 percent, from $10,912 to $12,653.
In addition, a University of Arkansas study on the Milwaukee voucher program estimates it saved Wisconsin taxpayers nearly $52 million in 2011 due to the voucher amount being far less than what Milwaukee public schools typically spend per student. Arguing that choice has hurt public school finances is not supported by the evidence.
Another frequent criticism of school choice is the objection to taxpayer money being spent on private educational institutions. But our government spends taxpayer dollars on products and services from private companies all the time. Why is it OK to pay private contractors to build our schools, private publishing companies to provide the books and private transport companies to bus our children, but when the teacher or administrator is not a government employee we cry foul?
Our focus should be on educating children and preparing them for life, through whatever school form that might take.




Milwaukee school choice beats the alternative

Education expert Diane Ravitch wrote in a Jan. 11 op-ed that Milwaukee should abandon its long-running school choice programs involving private and public charter schools and instead concentrate all education resources on a single, monopolistic public school system.
The actual research on school choice in Milwaukee argues against such a move. At the request of the State of Wisconsin, we led a five-year study of school choice in Milwaukee that ended last February. We found that school choice in Milwaukee has had a modest but clearly positive effect on student outcomes.
First, students participating in the Milwaukee Parental Choice (“voucher”) Program graduated from high school and both enrolled and persisted in four-year colleges at rates that were four to seven percentage points higher than a carefully matched set of students in Milwaukee Public Schools. Using the most conservative 4% voucher advantage from our study, that means that the 801 students in ninth grade in the voucher program in 2006 included 32 extra graduates who wouldn’t have completed high school and gone to college if they had instead been required to attend MPS.
Second, the addition of a high-stakes accountability testing requirement to the voucher program in 2010 resulted in a solid increase in voucher student test scores, leaving the voucher students with significantly higher achievement gains in reading than their matched MPS peers. Ravitch claimed in a Nov. 5 blog post that private schools no longer have to administer the state accountability test to their voucher students and post the results, but that assertion is and always was false.

The Test-Based Evidence On The “Florida Formula”

Luckily, one need not rely on these crude methods. We can instead take a look at some of the rigorous research that has specifically evaluated the core reforms comprising the “Florida formula.” As usual, it is a far more nuanced picture than supporters (and critics) would have you believe.
The easiest way to approach this review is to take the core components of the “Florida formula” one at a time. The plan seems to consist of several catchy-sounding concepts, each of which is embodied in a concrete policy or policies (noted below in parentheses).
Hold schools accountable (“A-F” school grading systems): In the late-1990s, Florida was one of the first states to adopt its own school grading system, now ubiquitous throughout the nation (see this post for a review of how Florida currently calculates these grades and what they mean).
The main purposes of these rating systems are to inform parents and other stakeholders and incentivize improvement and innovation by attaching consequences and rewards to the results. Starting in the late 1990s, the grades in Florida were high-stakes – students who attended schools that received an F for multiple years were made eligible for private school vouchers (the voucher program itself was shut down in 2006, after being ruled unconstitutional by the state’s Supreme Court).
In addition to the voucher threat, low-rated schools received other forms of targeted assistance, such as reading coaches, while high-rated schools were eligible for bonuses (discussed below). In this sense, the grading system plays a large role in Florida’s overall accountability system (called the “A+ Accountability Plan”).




In Support of The Milwaukee Public Schools

In his Jan. 6 column, Alan J. Borsuk says that a new vision for education in Milwaukee is needed to get beyond the stale and failed answers of the past. He is right.
Milwaukee has had voucher schools since 1990, longer than any school district in the nation. Students in the voucher schools perform no better than those in the public schools.
Milwaukee has had charter schools for about 20 years. Students in the charter schools do no better than those in the public schools.
As the other sectors have grown, Milwaukee Public Schools has experienced sharply declining enrollment. At the same time, the number of students with disabilities is far greater in the public schools than in either the voucher or charter schools. The latter are unable or unwilling to take the children who are most challenging and most expensive to educate. Thus, MPS is “competing” with two sectors that skim off the ablest students and reject the ones they don’t want. Most people would say this is not a level playing field.

Why Education Emancipation is the Moral Imperative of our Time

These are–to be sure–radical claims, but they are true, and the abolition of public schools is an idea whose time has come. It is time for Americans to reexamine–radically and comprehensively–the nature and purpose of their disastrously failing public school system, and to launch a new abolitionist movement, a movement to liberate tens of millions of children and their parents from this form of bondage.1
Twenty-first century Abolitionists are confronted, however, by a paradoxical fact: Most Americans recognize that something is deeply wrong with the country’s elementary and secondary schools, yet they support them like no other institution. Mention the possibility of abolishing the public schools, and most people look at you as though you are crazy. And, of course, no politician would ever dare cut spending to our schools and to the “kids.”
For those who take seriously the idea that our public schools are broken and need to be fixed, the most common solutions include spending more money, raising standards, reducing class size, issuing vouchers, and establishing charter schools. And yet, despite decades of such reforms, our schools only get worse.




National Education Reform: School Choice Equals Opportunities For Hispanics

The Latino population is one of many groups affected by a national education reform. One of the most discussed programs is that of school choice, which varies from state to state, and offers families the opportunity to choose a school for their children other than the one assigned by geographic default.
Take for instance in Indiana, where a private-school choice program has more than 9,300 students involved.
“There’s a fairly extensive sort of tiered school choice/voucher program in its second year where based on income, kids could qualify for partial or full dollar amounts of what the state would spend on them in their district,” Indiana Commission on Hispanic and Latino Affairs Executive Director Daniel Lopez tells VOXXI. “It could be applied either partially or fully to a private school of their choice.”
Lopez said the program can be compared to a similar initiative in Florida, the only difference being the Hoosier State impacts more students. He added that enrollment is growing, which is a result of advocates spreading the world out in the Latino




What grade would you give public schools?

Fact: There are some really good Milwaukee Public Schools. Another fact: There are some that even the district’s superintendent says need improvement. To be fair, the same facts also apply to voucher schools.
There are a number of factors that contribute to a school’s success. Successful schools have engaged parents along with an equally motivated student body and teachers. Struggling schools often lack parental support and more often than not have behavioral problems that impede learning.
If I were to ask you to assign a letter grade to public schools in Milwaukee, what grade would you give them?
A survey asked 1,200 city residents that question, and 70% gave the public schools a “C” or worse.
And when asked who is responsible for a child’s failure, 64% of respondents said it was the parents and the students. Only 10% said it was the teachers’ fault and only 5% blame the school as a whole.
I’m not surprised by the study’s findings because the struggling schools in the district usually receive the most press while, unfortunately, the best schools fail to receive the recognition they deserve.

A survey asked 1,200 city residents that question, and 70% gave the public schools a “C” or worse.
And when asked who is responsible for a child’s failure, 64% of respondents said it was the parents and the students. Only 10% said it was the teachers’ fault and only 5% blame the school as a whole.
I’m not surprised by the study’s findings because the struggling schools in the district usually receive the most press while, unfortunately, the best schools fail to receive the recognition they deserve.




Requiring ACT, partner tests would benefit high schools

With many controversies and hard decisions to come in the next few months, this may be an important and fairly easy step:
Making the ACT college entrance exam mandatory for all students across Wisconsin, along with two partner tests from ACT to be given to students earlier in high school.
One result would be to create a new system of accountability for high schools, replacing what can be a badly flawed system used now. (Wisconsin tests high school students only once, near the start of their 10th-grade year. What does that tell you about students’ success and progress in high school? Not much. )
But advocates of the idea say stepping up the use of the ACT and tests known as EXPLORE and PLAN also would be valuable in helping more students, parents and educators see how kids are doing in getting ready for college and careers. The results of all three tests, especially the ones taken in ninth and 10th grade, would provide timely and effective help in guiding kids to work on weak areas and understand where their strengths are.
The state budget process will get under way in earnest in February. There will be a lot of heated advocacy over money, alternatives to conventional public schools and other issues. Republican Gov. Scott Walker has promised to be aggressive in helping charter, voucher and virtual schools, along with public schools, and his party controls the Legislature.




Bobby Jindal’s alternative education universe

Louisiana Gov. Bobby Jindal, architect of a statewide voucher program that sends public money to religious schools which teach that humans and dinosaurs co-existed, ventured to the Brookings Institution in Washington to present his alternative education universe. Jindal, a rising figure in the Republican Party, spoke for more than an hour defending his voucher program — which was declared unconstitutional by a Lousiana state judge who said it improperly diverts public state and local money to private institutions — without actually mentioning the word “vouchers,” instead using euphemisms such as “scholarships.” Quite a feat.

Where have all the Students gone?

We are not interested in the development of new charter schools. Recent presentations of charter school programs indicate that most of them do not perform to the level of Madison public schools. I have come to three conclusions about charter schools. First, the national evidence is clear overall, charter schools do not perform as well as traditional public schools. Second where charter schools have shown improvement, generally they have not reached the level of success of Madison schools. Third, if our objective is to improve overall educational performance, we should try proven methods that elevate the entire district not just the students in charter schools. The performance of non-charter students in cities like Milwaukee and Chicago is dismal.
In addition, it seems inappropriate to use resources to develop charter schools when we have not explored system-wide programming that focuses on improving attendance, the longer school day, greater parental involvement and combating hunger and trauma.
We must get a better understanding of the meaning of ‘achievement gap.’ A school in another system may have made gains in ‘closing’ the achievement gap, but that does not mean its students are performing better than Madison students. In addition, there is mounting evidence that a significant portion of the ‘achievement gap’ is the result of students transferring to Madison from poorly performing districts. If that is the case, we should be developing immersion programs designed for their needs rather than mimicking charter school programs that are more expensive, produce inadequate results, and fail to recognize the needs of all students.
It should be noted that not only do the charter schools have questionable results but they leave the rest of the district in shambles. Chicago and Milwaukee are two systems that invested heavily in charter schools and are systems where overall performance is unacceptable.

Madison Mayor Paul Soglin has some pretty strong ideas about how to improve academic achievement by Madison school children. Charter schools are not among them.
In fact, Madison’s ongoing debate over whether a charter school is the key to boosting academic achievement among students of color in the Madison Metropolitan School District is distracting the community from making progress, Soglin told me.
He attended part of a conference last week sponsored by the Urban League of Greater Madison that he says overstated the successes elsewhere of charter schools, like the Urban League’s controversial proposed Madison Preparatory Academy that was rejected by the Madison School Board a year ago.
“A number of people I talked with about it over the weekend said the same thing: This debate over charter schools is taking us away from any real improvement,” Soglin said.
Can a new committee that Soglin created — bringing together representatives from the school district, city and county — be one way to make real progress?

Wisconsin Governor Walker promises major tax reforms, school funding changes

Walker also said he wants to require the state’s public schools, including the technical colleges and the University of Wisconsin System, to meet performance-based targets to receive increased state funding – similar to programs in Florida and Pennsylvania. The first-term Republican governor said he will push to expand the state’s voucher program for private schools and further streamline the state’s rules and regulations.




Indiana Teachers hope Ritz will help slow school changes

Indiana teachers frustrated by sweeping changes in the state’s education system under schools chief Tony Bennett say they hope his successor will be able to slow the pace of change, but they say they don’t expect it to stop altogether.
Democrat Glenda Ritz, a library media specialist at an Indianapolis school, defeated Bennett in the Nov. 6 election with a grassroots campaign that largely was conducted through social media and backed by teachers across the state.
Teachers have been frustrated with the changes under Bennett, which include the nation’s broadest use of school vouchers, the state’s takeover of six schools and changes that tie teacher pay to student performance. Many have said they feel that they are being blamed for failing schools.




Election Day brings victories and setbacks for teachers unions

Teachers unions scored political victories in several states Tuesday, beating back proposals that ranged from merit pay to school vouchers and unseating a Republican school superintendent with a national reputation for aggressively changing the way teachers are evaluated and compensated.
But the unions also lost several battles, including an attempt to enshrine bargaining rights in the Michigan constitution and to quash proposals to create public charter schools in Washington state and Georgia.
The mixed election results reflect the complexity of a larger national debate about how to improve public education.




Education should be a top priority for president

There was a lot of consistency in federal education policy when we went from President George W. Bush to President Barack Obama four years ago. Some changes in strategy, of course, but quite similar philosophies on using federal clout to put the heat on for change all across the country.
That’s one reason I doubt that there will be an abrupt shift in the overall thrust of what the feds are doing when it comes to schools, even if Mitt Romney wins Tuesday. A second reason: Romney has not espoused the blow-up-the-ed-department line of several other Republican candidates. A third: The Washington gridlock reality makes it hard to actually change the direction of things (for example, using federal policy to push school vouchers, as Romney favors).
As for Obama, he has a track record by now and, I assume, would proceed along that line.
So let’s skip over the outcome of Tuesday’s presidential vote and jump into the postelection period with a few questions for the president for the next four years:




The changing face of US education: introducing a three-part series

Education is crucial to the future of the US, both as a gateway to the middle class and to secure a competitive edge in the global talent pool. Both Democrats and Republicans are concerned that rising tuition is putting college out of reach for too many people – potentially blighting the country’s future prosperity as higher education expands rapidly around the world. Both parties are concerned by international comparisons that show the academic performance of US high school students is relatively mediocre. But when it comes to solving these problems, there are marked differences between Barack Obama and Mitt Romney.
In schools, the president has pushed for increased accountability for teachers, by tying teacher evaluations to students’ results in standardized tests. He has promoted charter schools, which are state-funded but independently run, giving parents an alternative to traditional public schools.
Romney supports both these goals, but is also keen to provide federal cash for school vouchers that would educate children in private or religious schools at public expense.




Commentary on Wisconsin K-12 Tax & Spending Policies

According to the Department of Public Instruction, 272 of the state’s 424 public school districts will receive less aid for the 2012-2013 school year than they did last year. Although there was a slight increase in general school aid overall, public schools are receiving less because Gov. Scott Walker and the GOP Legislature not only trimmed a good billion dollars from public school spending, but expanded school choice vouchers and other goodies for private institutions at the expense of public schools.
All told, the state has taken away $900 from each of its public school students in the past five years, the bulk of which has come during Walker’s two years as governor. Much of that $900 decrease has been on the backs of public school teachers, who were stripped of their union representation and forced to pay more for their health insurance and pensions. In addition, some 2,300 teacher positions were eliminated in the 2011-2012 school year.

White denies requests for La. Education Department records

After saying last August that a public records request would be fulfilled, Louisiana’s education department is again refusing to provide The Associated Press with records on how schools were chosen to participate in Gov. Bobby Jindal’s new statewide voucher program.
The Associated Press requested the records on June 12. The department initially rejected the request on Aug. 3. However, a spokesman for Education Superintendent John White later told an AP capital bureau reporter that the records request would be fulfilled in September — after the final voucher enrollment numbers were tallied.




The Plight of Young, Black Men Is Worse Than You Think

The U.S. has the highest incarceration rate of any wealthy nation, with about 2.3 million people behind bars at any given moment. (That’s 730 out of 100,000, vs. just 154 for England and Wales.) There are more people in U.S. prisons than are in the country’s active-duty military. That much is well known. What’s less known is that people who are incarcerated are excluded from most surveys by U.S. statistical agencies. Since young, black men are disproportionately likely to be in jail or prison, the exclusion of penal institutions from the statistics makes the jobs situation of young, black men look better than it really is.
That’s the point of a new book, Invisible Men: Mass Incarceration and the Myth of Black Progress, by Becky Pettit, a professor of sociology at the University of Washington. Pettit spoke on Thursday in a telephone press conference.

Until recently, these people would have been discarded in overcrowded prisons. After all they were caught in Texas – the toughest state of a nation that locks up more offenders than any other in the world, with more than one in every 100 adults behind bars. Instead they receive counselling and assistance with housing and employment, although they can be sent back to jail if they fail drug tests, abscond or reoffend. One woman, a crystal meth addict, tells me the sessions in court are like walking on eggshells. But there are small incentives for those doing well, such as $10 gift vouchers or – on the day I visited – barbecue lunch out with Francis. “These people have to believe we care and want them to succeed,” he tells me later. “Once they believe in me they can start to change.”
They are beneficiaries of a revolution in justice sweeping the United States, one with illuminating lessons for Britain. It is a revolt led by hardline conservatives who have declared prison a sign of state failure. They say it is an inefficient use of taxpayers’ money when the same people, often damaged by drink, drugs, mental health problems or chaotic backgrounds, return there again and again.
Remarkably, this revolution was unleashed in “hang ’em high” Texas, which prides itself on its toughness and still holds more executions than other states. But instead of building more prisons and jailing ever more people, Texas is now diverting funds to sophisticated rehabilitation programmes to reduce recidivism. Money has been poured into probation, parole and specialist services for addicts, the mentally ill, women and veterans. And it has worked: figures show even violent crime dropping at more than twice the national average, while cutting costs and reducing prison populations.

St. Marcus model offers hope for Milwaukee schools

He thinks Milwaukee has advantages in shooting for success, including its size, the overall value system of the city, strong business and philanthropic support of education, and three streams of schools – public, charter and private (including many religious schools) – that each want to improve. He says he is more convinced than ever that the model being pursued by St. Marcus works and can be replicated.
These are controversial beliefs – for one thing, anything involving voucher schools remains highly charged. Tyson says politicians should focus less on such disputes and more on how to offer quality through whatever schools offer it.

Louisiana’s top education official sketches plans for closer scrutiny of private schools

The state’s top education official, Superintendent John White, laid out a broad framework Tuesday for revising the way Louisiana vets state-sanctioned private schools, a process under greater scrutiny now that those schools can apply to receive tax dollars through the state’s new voucher program. Without going into detail — the superintendent plans to bring a fleshed-out plan before the state board of education next month — White told members of the board’s nonpublic school council that his approach will vary from school to school based on the number of children affected and the amount of tax dollars at stake.




Indiana has seen a quiet whirlwind of education reform



The Economist:

IN THE summer of 2011 a 16-year-old girl called Dayana Vazquez-Buquer arrived at the reception desk of Roncalli High School, a nice private school in the south side of Indianapolis. Her parents were Mexican immigrants who could not afford the $8,030 tuition fees. Yet Miss Vazquez-Buquer felt Roncalli would be better for her than her current public school and said she had heard about a new school voucher scheme that would pay most of the fees. She was correct. Today she is a student at Roncalli and on track to attend university.
The voucher scheme, potentially the biggest in America, was set up a year ago as part of a big package of educational reforms led by Indiana’s governor, Mitch Daniels, and his superintendent of schools. These include teacher evaluations that take student performance into account, giving school heads more autonomy and encouraging the growth of charter schools. Jeanne Allen, president of the Centre for Education Reform, a Washington-based advocacy group, says the reforms are unique because Indiana has looked at education reform in its “totality”, rather than taking a piecemeal approach as many other states have done.

Roncalli’s tuition is currently $8,030 for the first student in a family. The Indianapolis Public Schools 2013 budget will spend $540,000,000 for 32,000 students, or $16,875/student. Madison will spend $15,128/student during the 2012-2013 school year.




Special Needs Kids Staying in Traditional Schools

The high cost of educating students with special needs is disproportionately falling on traditional public schools as other students increasingly opt for alternatives that aren’t always readily open to those requiring special education.
The issue is particularly acute in districts where enrollment has declined due to demographic changes such as low birth rates and population shifts combined with an influx of charter schools and voucher programs that have siphoned off students.
School district officials say all schools that receive public funds should share the cost of special education.
“It raises an ethical responsibility question,” said Eric Gordon, chief executive officer of Cleveland Metropolitan School District. “We welcome our students with special needs, but the most expensive programming is on public districts.”




Hardball School Choice Politics in Milwaukee

The defeat AFC took was so sweeping that the group had to issue a statement Wednesday in which it “reaffirmed its support for legislators and candidates across Wisconsin who favor expanded educational options for families, following disappointing primary results last night.”
Yikes.
AFC, a group funded by billionaire right-wingers from Michigan (former Michigan Republican Party chairwoman Betsy DeVos and her husband, Amway heir Dick DeVos) and their wealthy allies across the country, poured more than $100,000 (perhaps a lot more) into “independent” campaigns on behalf of supporters of school “choice” and “voucher” schemes, which weaken public schools in Milwaukee and pave the way for privatization.
But the AFC candidates lost. Badly.
State Rep. Jason Fields, the Milwaukee Democrat whose re-election was the chief priority of AFC and its Wisconsin operative, former Assembly Speaker Scott Jensen, was defeated by community activist Mandela Barnes.

Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Words: Madison’s Plan to Close the Achievement Gap: The Good, Bad, and Unknown

Admittedly I did not expect much. Upon review some parts pleasantly surprised me, but I am not holding my breath that it is the answer to MMSD’s achievement gaps. It is a classic example of what I call a butterflies and rainbows education plan. It includes a variety of non-controversial, ambitious, and often positive goals and strategies, but no compelling reason to expect it to close the achievement gap. Good things people will like, unlikely to address MMSD’s serious problems: butterflies and rainbows.
What follows is a review of the specific recommendations in the MSSD plan. And yes, there are good things in here that the district should pursue. However, any serious education plan must include timelines not just for implementation, but also for results. This plan does not do that. Nor does it say what happens if outcomes for struggling subgroups of students do not improve.
Recommendation #1: Ensure that All K-12 Students are Reading at Grade Level

The rejected Madison Preparatory IB charter school was proposed to address, in part Madison’s long standing achievement gap.

On Louisiana School Reform



The Advocate:

A deserved amount of controversy is generated by the state’s new vouchers for private school tuition, but it is not the only element of state law that changed this year. Significant changes are in store and new demands placed on traditional school systems by education bills championed by Gov. Bobby Jindal in this year’s Legislature.
Parts of the wide-ranging new laws — crammed together as Act 1 and Act 2 of the 2012 Legislature — affect the relationships between school boards and superintendents, giving the latter more untrammeled authority in hiring and firing. Other parts of the package include new alternative course work that might be available online for some students.
And amid all this is the looming implementation of a teacher evaluation system that could provide a significant amount of new work for principals and other supervisors of teachers, as well as paperwork demands. The state, for example, is working to assess whether computer capabilities in local systems are up to the task — for otherwise, the new demands could overwhelm the information technology that cash-strapped public schools can today afford.




Wisconsin and National School Spending Growth Perspectives

Andrew J. Coulson, director of the Cato Institute’s Center for Educational Freedom, has an editorial in the Wall St. Journal this week assailing the “explosive growth” in America’s public school work force. Since 1970, he charges, student enrollment has “flat-lined,” yet the number of teachers and instructional aides has doubled, from 3.3 million to 6.4 million, with concurrent increases in costs.
Coulson writes, “America’s public schools have warehoused three million people in jobs that do little to improve student achievement–people who would be working productively in the private sector if that extra $210 billion were not taxed out of the economy each year.”
But there’s a panacea readily available: create state voucher systems to send all our kids to private schools. (Also, elect Mitt Romney because President Obama’s education agenda is an “expensive and tragic failure.”)
Whoa, Nellie!
While it’s no doubt a challenge to squish a radical paradigm shift within the confines of the WSJ’s 600-word limit, that’s no excuse for specious logic or casual disregard for facts. Worse, this sort of inflammatory rhetoric gives education reform a bad name.
For example, let’s look at Mr. Coulson’s claim that American public schools hire too many teachers and aides (i.e., have too low a teacher/student ratio), and that private schools are cheaper and produce higher-achieving students.
He writes, “If we returned to the student-staff ratio of 1970, American tax payers would save about $210 billion in personnel costs.”







Madison School Board member Ed Hughes:

There is no mystery about the size of the overall pie. The last budget under Governor Doyle appropriated $5,025,190,300 for elementary and secondary school aids for 2009-10 and $5,271,555,900 for 2010-11. Under Governor Walker’s budget, this total was cut to $4,845,083,000 for 2011-12 and $4,913,986,100 for 2012-13. So Governor Walker slashed general state aid to schools by about $538 million over the biennium. This is hardly cause for celebration.
How next year’s $4.9 billion in general state aid is split up among the state’s 424 school districts is determined by the school funding formula. I describe how the formula works here. This year, to just about everyone’s surprise, the formula has turned out to be Madison’s friend.
Last year, application of the school funding formula resulted in MMSD qualifying for about $15 million in general state aid. This amount was increased to about $43 million by virtue of the hold-harmless provision of the law that capped each school district’s reduction in state aid at 10% of the previous year’s total.
How could it be that the same formula that calculated that MMSD was entitled to $15 million in state aid in 2011-12 would determine that the district was in line for $53 million for 2012-13?

Interview: Henry Tyson, Superintendent of Milwaukee’s St. Marcus Elementary School



Henry Tyson, Superintendent of Milwaukee’s St. Marcus school recently talked with me [Transcript | mp3 audio] about his fascinating personal and professional education experience. St. Marcus is one of, if not the most successful scholarship schools in Milwaukee.
Henry discussed student, parent and teacher expectations, including an interesting program to educate and involve parents known as “Thankful Thursdays”. He further described their growth plans, specifically, the methods they are following to replicate the organization. In addition, I learned that St. Marcus tracks their students for 8 years after 8th grade graduation.
Finally, Henry discussed special education and their financial model, roughly $7,800/student annually of which $6,400 arrives from State of Wisconsin taxpayers in the form of a voucher. The remainder via local fundraising and church support.
He is quite bullish on the future of education in Milwaukee. I agree that in 15 to 20 years, Milwaukee’s education environment will be much, much improved. High expectations are of course critical to these improvements.

Open enrollment is a game changer, but not for everyone

Republican presidential candidate Mitt Romney said in his education plan, unveiled recently, that if he is elected, he will push for policies that will allow low-income and special-needs students “to attend public schools outside of their school district that have the capacity to serve them.”
This is part of a broader Romney plan to expand school choice, including promoting charter schools, voucher programs for private schools and virtual schools.
The idea caught my eye because we already have open enrollment, as we call it around here, on a large scale. And not much attention has been paid to its impact.
Milwaukee has gotten a lot of attention since the early 1990s for its private school voucher program, arguably the most important and far-reaching such effort in the country, at least until now. But the Milwaukee area can also been seen as an important laboratory for open enrollment.

Milwaukee per-pupil spending fourth highest among 50 largest districts in nation, Madison spent 8% more; “Not geared toward driving those dollars back to the classroom” Well worth reading.

Of the 50 largest school districts by enrollment in the United States, Milwaukee Public Schools spent more per pupil than all but three East Coast districts in the 2009-’10 school year, according to public-school finance figures released by the Census Bureau on Thursday.
MPS ranked near the top among large districts by spending $14,038 per pupil in the 2010 fiscal year. It was outspent by the New York City School District, with the highest per-pupil spending among large districts – $19,597 – followed by Montgomery County Public Schools near Washington, D.C., and Baltimore City Public Schools in Maryland, which spent $15,582 and $14,711, respectively, per pupil that year.
MPS officials on Thursday acknowledged Milwaukee’s high per-pupil costs in comparison with other large districts, but they also pointed to unique local factors that drive up the cost, particularly the city’s high rate of poverty, the district’s high rate of students with special needs and other long-term costs, such as aging buildings and historically high benefit rates for MPS employees that the district is working to lower.
“The cost of doing business for Milwaukee Public Schools and Wisconsin is relatively high,” Superintendent Gregory Thornton said. “But because of legacy and structural costs, we were not geared toward driving those dollars back into the classroom.”
“What we have to be is more effective and efficient,” he said.

Madison’s 2009-2010 budget was $370,287,471, according to the now defunct Citizen’s Budget, $15,241 per student (24,295 students).
Why Milwaukee Public Schools’ per student spending is high by Mike Ford:

To the point, why is MPS per-pupil spending so high? There are two simple explanations.
First, as articulated by Dale Knapp of the Wisconsin Taxpayer’s Alliance in today’s story, MPS per-pupil spending is high because it has always been high. Since Wisconsin instituted revenue limits in the early 90s the amount of state aid and local tax revenue a district can raise (and correspondingly spend) per-pupil has been indexed to what a district raised in the prior year. In every state budget legislators specify the statewide allowable per-pupil revenue limit increase amount. Because MPS had a high base to begin with, the amount of revenue the district raises and spends per-pupil is always on the high side. Further, because annual increases are indexed off of what a district raised in the prior year, there is a built-in incentive for districts to raise and spend as much as allowed under revenue limits.
Second, categorical funding to MPS has increased dramatically since 2001. Categorical funds are program specific funds that exist outside of the state aid formula and hence are not capped by revenue limits. In 2001 MPS received $1,468 in categorical funding per-pupil, in 2012 it received $2,318 per-pupil (A 58% increase).
State and local categorical funding to MPS has gone up since 2001, but the bulk of the increase in per-pupil categorical funding is federal. Federal categorical funds per-pupil increased 73% since 2001. Included in this pot of federal money is title funding for low-income pupils, and funding for special needs pupils. The focal year of the study that spurred the Journal Sentinel article, 2010, also is important because of the impact of federal stimulus funding.

Comparing Milwaukee Public and Voucher Schools’ Per Student Spending

Note I am not trying to calculate per-pupil education funding or suggest that this is the amount of money that actually reaches a school or classroom; it is a simple global picture of how much public revenue exists per-pupil in MPS. Below are the relevant numbers for 2012, from MPS documents:

Though not perfect, I think $13,063 (MPS) and $7,126 (MPCP) are reasonably comparative per-pupil public support numbers for MPS and the MPCP.

Spending more is easy if you can simply vote for tax increases, or spread spending growth across a large rate base, as a utility or healthcare provider might do. Over time, however, tax & spending growth becomes a substantial burden, one that changes economic decision making. I often point out per student spending differences in an effort to consider what drives these decisions. Austin, TX, a city often mentioned by Madison residents in a positive way spends 45% less per student.
Ripon Superintendent Richard Zimman’s 2009 speech to the Madison Rotary Club:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

Finally, there’s this: Paul Geitner:

The Court of Justice had previously ruled that a person who gets sick before going on vacation is entitled to reschedule the vacation, and on Thursday it said that right extended into the vacation itself.




Why privatize education?

Something is wrong with conservatives’ free market argument for privatization of Utah’s public schools as promoted by several Republican legislators and their ally, the corporate lobbyist American Legislative Exchange Council, or ALEC.
If a free market were truly free, by definition our society would need to completely remove education from federal and state control, including eliminating funding by taxes.
Vouchers could not be used. This, too, pools society’s money for redistribution. No, for pure competition, a family would need to use its own direct tax savings to pay for the education of each child. Conservatives may respond, “Federal and state governments still need to collect taxes, but then distribute the money for private schools of choice.”




Madison School District Strategic Plan Update

I recently attended the third annual update to the 2009 Madison School District Strategic Plan. You can follow the process via these notes and links.
I thought it might be useful to share a few observations on our local public schools during this process:

  • General public interest in the schools continues to be the exception, rather than the norm.
  • I sense that the District is more open to discussing substantive issues such as reading, math and overall achievement during the past few years. However, it does not appear to have translated into the required tough decision making regarding non-performing programs and curriculum.
  • MTI President Kerry Motoviloff recent statement that the District administration has “introduced more than 18 programs and initiatives for elementary teachers since 2009”.
  • Full teacher Infinite Campus use remains a goal, despite spending millions of dollars, money which could have gone elsewhere given the limited implementation. Unfortunately, this is a huge missed opportunity. Complete course syllabus, assignment and gradebook information would be a powerful tool when evaluating achievement issues.
  • The implementation of “standards based report cards” further derailed the Infinite Campus spending/implementation. This is an example of spending money (and time – consider the opportunity cost) on programs that are actually in conflict.
  • The District continues to use the oft criticized and very low benchmark WKCE as their measure. This, despite starting to use the MAP exam this year. Nearby Monona Grove has been using MAP for some time.
  • Three Madison School Board members attended: Mary Burke, James Howard and Ed Hughes.
  • UW-Madison school of Education dean Julie Underwood attended and asked, to my astonishment, (paraphrased) how the District’s various diversity programs were benefiting kids (and achievement)?

The only effective way forward, in my view, is to simplify the District’s core mission to reading, english and math. This means eliminating programs and focusing on the essentials. That will be a difficult change for the organization, but I don’t see how adding programs to the current pile benefits anyone. It will cost more and do less.
Less than 24 hours after I attended the MMSD’s Strategic Plan update, I, through a variety of circumstances, visited one of Milwaukee’s highest performing private/voucher schools, a school with more than 90% low income students. The petri dish that is Milwaukee will produce a far more robust and effective set of schools over the next few decades than the present monolithic approach favored here. More about that visit, soon.




Where the school choice movement should go from here

My friends Howard Fuller and Andrew Coulson started a needed discussion regarding the direction of the parental choice movement. Dr. Fuller has been quite outspoken in his opposition to universal choice programs in recent years, and Coulson raised a number of interesting and valid points in his redefinED piece. The parental choice movement has suffered from a nagging need to address third-party payer issues squarely. It’s a discussion that we should no longer put off. The example of American colleges and universities continues to scream a warning into our deaf ear regarding the danger of run-away cost inflation associated with education and third-party payers.
Howard Fuller and Andrew Coulson also indirectly raise a more fundamental question: where are we ultimately going with this whole private school choice movement? Dr. Fuller supports private choice for the poor and opposes it for others. He has concerns that the interests of the poor will be lost in a universal system. I’m sympathetic to Howard’s point of view. I view the public school system as profoundly tilted towards the interests of the wealthy and extraordinarily indifferent to those of the poor. We should have no desire to recreate such inequities in a choice system.




Governor Jindal extends his reach: Reforms that have transformed New Orleans are applied to the state

JUST three months after he unveiled it, Bobby Jindal, the governor of Louisiana, has signed into law an unprecedented overhaul of the state’s awful school system. His bold plan weakens teacher tenure, and therefore the teachers’ unions, while greatly expanding the use of school vouchers and the reach of charter schools. These reforms are modelled on, but go well beyond, the ones already employed to great effect in New Orleans, traditionally home to the state’s worst schools.
Until now, teachers in Louisiana earned tenure after three years in the classroom. They also had the right to a hearing before the local school board before they could be fired. Now they will get tenure only after being judged “highly effective” in five out of six years. The designation will be based on pupils’ test scores, and probably on classroom observation by a supervisor. Teachers who have tenure now will keep it, unless they become “ineffective”.




Florida school board election may be barometer for school choice

Florida has long given folks nationwide good reason to pay attention to school choice happenings at the state level. Now comes a compelling story at the local level.
Glen Gilzean, 31, is seeking a school board seat to help lead the 101,000-student Pinellas County school district. He’s a former staffer with the state education department; an education entrepreneur whose business helps low income kids; an energetic guy with a solid grasp of education issues. He also happens to openly support school choice options like vouchers and tax credit scholarships.
That support prompted headlines after Florida Gov. Rick Scott appointed Gilzean to the District 7 seat in January. And it was mentioned again when Gilzean announced last week that he’s running to hold on to the seat. It should be kept in perspective.




Dutch boy’s doodle steals prize limelight

An eleven-year-old Dutch boy has stolen the limelight in a UK-organised prize competition on breaking up the eurozone with a scribbled cartoon scheme for ejecting Greece that seemed at least as plausible as some proposals by his grown-up rivals.
Jurre Hermans was awarded a special €100 gift voucher for his pictorial plans in the Wolfson Economics Prize, which invited economists to propose the best ways of dismantling Europe’s 13-year old monetary union.




Education reformer Michelle Rhee tells her side

Michelle Rhee, the former Washington, D.C., schools chancellor, might very well be the most controversial figure in public education these days.
She runs the national nonprofit she started in 2010 called Students First, which advocates for increased parent choice, fiscal accountability at all levels of public education and weeding out ineffective teachers and, last year, Time magazine named her among the world’s 100 most influential people.
But she is vilified by the teachers unions for her support of charter schools and vouchers and her efforts to rid schools of ineffective teachers regardless of their seniority. Her organization has gained national recognition among education-minded reformers and even Oprah.




California’s Endangered Charter Schools



Larry Sand:

Try as the California Teachers Association might, the powerful union cannot realistically organize all of California’s 900-plus charter schools, only about 15 percent of which are currently unionized. Instead, the union is taking an indirect approach, sponsoring legislation that, if enacted, could over time greatly diminish the number of charters in the state–and thus reduce what little school choice Californians have. While other states have readily embraced school choice, including vouchers, Californian’s only real alternative to traditional public schools is charter schools. Charters are, in fact, public schools, but they aren’t bound by the intrusive union contracts that stifle so many traditional public schools. The flexibility that non-unionization offers is a key attraction for teachers and parents. And so the CTA’s long war against the charter option continues.
In 1992, California became the second state in the U.S. to pass a charter school law. Today, about 400,000 students in California are enrolled in charter schools. That might sound like a lot, but charters represent only around 10 percent of the state’s 9,000 public schools. Their record is impressive: the California Charter School Association’s second annual “Report on Charter School Performance and Accountability,” published late last month, shows that charters are more likely than non-charters to have both above-average academic performance and above-average growth on standardized test scores. The CCSA report reinforces the findings of previous studies, including a 2010 Duke University investigation of Boston’s charter schools and a 2009 study of New York City charter schools by Caroline Hoxby that showed how, on the whole, students enrolled in charter schools show large and significant test-score gains, especially in middle school and high school. Of course, not all charter schools perform adequately. But if a school isn’t academically successful, the charter authorizer–usually the local school district–can close it after the initial five-year authorization period is up.




More Election Tea Leaves: UW-Madison Ed School Dean on K-12 Tax & Spending: Defunding and privatization threaten public schools

Public education currently stands under twin towers of threat — de-funding and privatization. This is consistent with a conservative agenda to eliminate many public programs — including public education.
In Wisconsin, school districts have been under strict limits on their revenues and spending since 1993. These limits have not kept pace with the natural increases in the costs of everyday things like supplies, energy and fuel. So every year, local school board members and administrators have had to cut their budgets to comply with spending limits. Throughout these years, school boards and administrators have done an admirable job of managing these annual cuts, but taken together, reductions in programs and staff have had a significant and very negative impact on our schools and the education they can provide to children.
Unfortunately this year, these same districts have received the largest single budget cut in Wisconsin history. For example, high poverty aid was cut by 10 percent during a time when poverty in children has increased in Wisconsin. As a result, schools are cutting programs and staff. According to the Wisconsin Department of Public Instruction data, the cuts in 2012 are greater than the two previous years combined. These cuts will be compounded when next year’s cuts come due.

What Research Says About School Choice



National Center for Policy Analysis:

Last year there was an unprecedented wave of new school choice programs launched across the country. Following 20 years of heated debate, new programs reflect a growing sophistication regarding the design and implementation of school choice policies. In a report for Education Week, scholars and analysts who support school choice examine the track record so far of these programs. They find it is promising and provides support for continuing expansion of school choice policies.

  • Among voucher programs, random-assignment studies generally find modest improvements in reading or math scores, or both.
  • Achievement gains are typically small in each year, but cumulative over time.
  • Graduation rates have been studied less often, but the available evidence indicates a substantial positive impact.
  • Some high-quality studies show that charters have positive effects on academic outcomes; in other contexts, the findings are more mixed.
  • In general, charters seem most likely to have positive effects on student achievement at the elementary level, in math, if the school is part of a well-established charter network, if the student has been enrolled for a while, if the student is disadvantaged, and if the school is in an urban area.




Bills expanding school choice program to special education students raises questions in Tuesday hearing

Bills currently winding through the state Legislature would allow special education students to join Racine and Milwaukee students in receiving vouchers worth up to $13,593 to attend private schools.
Republicans on the Assembly’s education committee already passed one version, AB 110, on a 7-4 party line vote, and the bill could hit the floor as soon as next week.
Meanwhile, the most recent version of the bill, SB 486, was the subject of a public hearing Tuesday where advocacy groups, special education teachers, and the Department of Public Instruction itself raised concerns that the bill would starve already-lean school budgets, and provide no guarantees to special education students in return. The bill does not cap how many students may receive vouchers through the program in an individual district, but the Assembly version limits the number to five percent of special education students in the state.




(Madison) District in distress: School Board races buffeted by achievement gap tensions

Since 2007, there have been nine elections for seats on the Madison School Board. Only two have been contested. Thus, in seven instances, a candidate was elected or re-elected without having to persuade the community on the merits of his or her platform, without ever facing an opponent in a debate.
This year, two seats on the School Board are hotly contested, a political dynamic that engages the community and that most members of the board welcome.
“What an active campaign does is get the candidate out and engaged with the community, specifically on larger issues affecting the school district,” says Lucy Mathiak, a School Board member who is vacating one of the seats that is on the April 3 ballot.
Competition may be healthy, but it can also be ugly. While the rhetoric in this year’s School Board races seems harmless compared to the toxic dialogue we’ve grown accustomed to in national and state politics, there is a palpable tension that underpins the contests.
Teachers and their union worry that Gov. Scott Walker’s attacks on collective bargaining rights and support for school vouchers could gain more traction if candidates who favor “flexibilities” and “tools” get elected to the board. Meanwhile, many in the black community feel their children are being neglected because policy-makers are not willing to challenge the unions or the status quo. District officials must contend with a rising poverty level among enrolled students and concerns about “white flight.”
In addition to massive cuts to education funding from the state, the current anxiety about the future of Madison’s schools was fueled by last year’s debate over the proposed Madison Preparatory Academy, a charter school plan devised by Kaleem Caire, the head of the Urban League of Greater Madison, to help minority students who are falling behind their white peers in academic achievement. Minority students in the Madison district have only a 48 percent four-year graduation rate and score much lower on standardized tests than do white students.
Objections to Madison Prep varied. Some thought creating a school focused on certain racial groups would be a step backward toward segregation. Others disliked the plan for its same-sex classrooms.
However, what ultimately killed the plan was the Urban League’s decision to have the school operate as a “non-instrumentality” of the Madison Metropolitan School District, meaning it would not have to hire union-represented district teachers and staff. In particular, Caire wanted to be able to hire non-white social workers and psychologists, few of whom are on the district’s current staff.

Getting It Wrong On School Choice



George Mitchell:

During the last year, three different reports have claimed to compare the academic achievement of students in the Milwaukee Public Schools with students in the Milwaukee Parental Choice Program.
Two conclude, erroneously, that MPS students outperform students in the choice program.
The third reaches far different conclusions.
The difference?
Two of the three, from Wisconsin’s Department of Public Instruction (DPI) and the Milwaukee-based Public Policy Forum (PPF), used deeply flawed methods to conclude that MPS students outperform those in the choice program. Page one stories in the Journal Sentinel validated these erroneous reports. The paper compounded the errors by wrongly suggesting that the DPI and PPF data allow individual schools to be evaluated.
The third report comes from the School Choice Demonstration Project (SCDP) at the University of Arkansas and is based on rigorous methods. Its reports, including several issued today, draw starkly different conclusions from those advanced by DPI, PPF, and Journal Sentinel news stories.
Responding to widespread attention generated by the DPI and PPF reports, the experts at the University of Arkansas refute the validity of those reports and demonstrate why they provide neither a basis for comparing MPS and Milwaukee’s school choice programs nor for evaluating individual schools.




Comments on the Growth in Milwaukee’s School Choice Program



Milwaukee Journal-Sentinel:

More than 2,000 new students entered the school voucher program this year after the Legislature relaxed requirements. That’s the good news. The bad news? Much of that growth came from kids whose parents already were paying out-of-pocket for their children to attend private or religious schools, according to a new study by the Public Policy Forum. The trend is the result of a misguided shift in philosophy that we warned against when lawmakers were considering these changes last year.
The 12% growth in students using taxpayer-funded vouchers is due in part to the elimination of the voucher enrollment cap and the relaxation of income eligibility limits. These changes have muddied the playing field for families who would not be able to send their children to private or religious schools if not for the choice program.

George Mitchell:

Milwaukee has no viable future without a base of middle-class families. The alternative? Detroit, where municipal bankruptcy looms and large, once-thriving swaths of the community are deserted. If that becomes Milwaukee’s fate, the biggest losers clearly would be low-income families struggling to get ahead.
The unsuccessful effort to lure Kohl’s Corp. to the Park East corridor vividly illustrates this issue. Local officials were prepared to commit more than $100 million in taxpayer funds to bring jobs, families and the resulting economic boost to Milwaukee. Had Kohl’s said yes, the Journal Sentinel would have generated stories and editorials explaining the potent ripple effect on Milwaukee’s tax base, its housing market and the retail community at large.
Contrast that reaction with the Journal Sentinel Editorial Board’s concern, spurred by a flawed Public Policy Forum analysis, that some Milwaukee families who previously paid private school tuition are now eligible for the Milwaukee Parental Choice Program. The board wants to roll back an expansion of the program so only low-income families can benefit, a retreat that ultimately would hurt those families the most.




Budget & Wisconsin School Accountability

The perils of another strategy, finding lower-cost ways to deliver state services, shows up in another Journal Sentinel story this morning on the notable absence of a common school accountability system for all schools receiving public revenue in a new piece of education legislation. Erin Richards writes of the bill:

What is not mentioned in the story is that an identical public, private, and charter school accountability system is functionally impossible, and undesirable. The presence of religion in private choice schools for example requires that the schools spend (and document the purpose of) every dollar they receive annually through the choice program so as not to have a surplus that could be seen as aiding religion. In comparison, having and carrying over a surplus in a public school district may actually be a sign of responsible budgeting. And the heart of the charter school concept is a third party authorizer that serves as the accountability agent. A common accountability system undermines the very idea of a charter school.
More important, if choice and charter face identical public school rules and regulations, there is every reason to expect them to be nothing more than poorly funded public schools that may save the state money, but not increase educational quality. What is needed is a way to ensure all of our schools are accountable and transparent, not identical regulation.

Related: notes and links on Madison’s multi-million dollar Infinite Campus expedition… I’m not sure that a state-wide system makes sense. Rather, the state might create a set of data reporting “standards” that allows local Districts to collect and manage information in the way that they prefer.

Wisconsin Schools’ Evers criticizes education reform bill

An education reform bill circulating this week would require kindergarten screening exams and teacher evaluations based partly on test scores, but doesn’t update the state’s system for holding schools accountable for student performance.
The omission concerned State Superintendent of Public Instruction Tony Evers, who for the past year has worked with Gov. Scott Walker on three bipartisan task forces addressing literacy, teacher effectiveness and school accountability. The bill includes recommendations from the first two groups, but not the third.
Specifically, the bill doesn’t propose changes that would bring charter schools and private voucher schools under the new accountability system, or update language in state law related to No Child Left Behind.
Evers said the bill misses an opportunity to deliver action on promises made by Walker, legislators and education leaders, including advocates for charter and private voucher schools.

The DPI has much to answer for after the millions spent (and years wasted) on the oft-criticized WKCE.




Jindal’s Education Moon Shot

Newt Gingrich wants the U.S. to return to the moon, but as challenges go he has nothing on Louisiana Governor Bobby Jindal’s school reform plans.
Mr. Jindal wants to create America’s largest school voucher program, broadest parental choice system, and toughest teacher accountability regime–all in one legislative session. Any one of those would be a big win, but all three could make the state the first to effectively dismantle a public education monopoly.
Louisiana is already one of 12 states (including Washington, D.C.) that offer school vouchers, but its program benefits fewer than 2,000 students in New Orleans. Governor Jindal would extend eligibility to any low-income student whose school gets a C, D or F grade from state administrators. That’s almost 400,000 students–a bit more than half the statewide population–who could escape failing schools for private or virtual schools, career-based programs or institutions of higher education.




Raising Wisconsin’s Student Achievement Bar?

What if you suddenly found out that half of the eighth-graders in Wisconsin, all kids you thought were highly rated readers, really didn’t merit being called proficient? That instead of four out of five being pretty decent in math, it was really two out of five?
You better start thinking how you’d react because it’s likely that is what’s coming right at us. That’s how dramatic a proposal last week by the state Department of Public Instruction is.
As parents, teachers, school leaders, politicians, community leaders and taxpayers, will we be motivated to do better? Will we see the need for change? Will we rise to the occasion? Or will we settle for being discouraged and basically locked into what we’ve come to expect?
Here’s what’s going on: With Congress failing to pass a revision, originally due in 2007, of the education law known as No Child Left Behind, the U.S. Department of Education has begun issuing waivers from the enforcement program of the increasingly dysfunctional law. Wisconsin wants a waiver – it’s one of the things people such as Republican Gov. Scott Walker and Democratic-oriented Superintendent of Public Instruction Tony Evers agree on. So a task force developed a proposal. People have until Feb. 3 to react to the proposal and the application is to be submitted Feb. 21.
The plan will change a lot of important dynamics of what students and schools in Wisconsin are expected to accomplish. It calls for publicly rating all schools on a 1 to 100 point scale, with student outcomes as a key factor. Schools that score low will face orders to improve and, possibly, closing. And that goes for every school with students whose education is paid for with public dollars – in other words, private schools in the voucher programs for Milwaukee and Racine kids are included.
Overall, the waiver plan means we are at the point where Wisconsin gets serious about raising expectations for student achievement. Wisconsin is regarded as having one of the lowest bars in the U.S. for rating a student as proficient. No more, the proposal says.

Eighth-grade reading: Using the WKCE measuring stick, 86% of students were rated as “advanced” or “proficient.” Using the NAEP measuring stick, it was 35% – a 51-point difference. At least as vivid: Using the WKCE measure, 47% of eighth-graders were “advanced,” the top bracket. Using the NAEP measure, it was 3%. Three percent! In other words, only a handful of kids statewide would be labeled advanced under the new system, not the nearly half we’re used to.
Fourth-grade reading: On the WKCE scale, 82% were proficient or advanced. On the NAEP scale, it was 33%.
Eighth-grade math: WKCE, 78% proficient. NAEP: 41%.
Fourth-grade math: WKCE: 79% proficient. NAEP: 47%.

A substantial improvement in academic standards is warranted and possibly wonderful, assuming it happens and avoids being watered down. The rightly criticized WKCE was an expensive missed opportunity.

School reform proposals are in limbo in Missouri General Assembly

Missouri lawmakers are facing increasing pressure to deal with a potential flood of student transfers stemming from the loss of accreditation in urban school districts like Kansas City’s.
But looming over this year’s legislative session is a pledge by House Speaker Steve Tilley, a Perryville Republican, that any plan to deal with school transfers to suburban districts, or adjustments to the state’s school funding formula, be coupled with ideas that have doomed previous reform efforts.
Those include controversial measures such as expanding charter schools, eliminating teacher tenure, basing teacher pay on student achievement and offering tax credit vouchers to parents who want to send children to private schools.




Governor’s education policies fail Wisconsin

Over the course of the past year, Gov. Walker and the Republican-controlled Legislature conducted an all-out assault on Wisconsin’s cherished public schools.
Last summer, the governor signed a state budget that reduced funding for public education by $1.6 billion. While our public schools were forced to manage these devastating cuts, the governor increased funding to unaccountable and unproven voucher schools by $40 million and approved $2.3 billion in giveaways to large corporations and special interests.
Districts all over the state have already begun to feel the pain of these cuts through larger class sizes, staff reductions and a loss of experienced educators due to massive retirements. Nearly 97 percent of districts are seeing reductions in state aid this year. And a recent nonpartisan national report shows Wisconsin is second in the country in education cuts. However, the worst may be yet to come.




One Education Spending & Reform



New Jersey Governor Chris Christie

Renewing his call for passage of a vouchers pilot program, the Opportunity Scholarship Act, the governor drilled into his education reform proposals for government cost-savings.
“Let’s face it: more money does not necessarily lead to a better education,” Christie said. “Today, in Newark, we spend $23,000 per student for instruction and services. But only 23% of ninth graders who enter high school this year will receive high school diplomas in four years. Asbury Park is similar: per pupil costs, at almost $30,000 a year, are nearly 75% above the state average. But the dropout rate is almost 10 times the state average. And math S.A.T. scores lag the state average by 180 points.
“It is time to admit that the Supreme Court’s grand experiment with New Jersey children is a failure,” the Governor added. “63% of state aid over the years has gone to the Abbott Districts and the schools are still predominantly failing. What we’ve been doing isn’t working for children in failing districts, it is unfair to the other 557 school districts and to our state’s taxpayers, who spend more per pupil than almost any state in America.”




Choice program attributed to increase in Catholic school enrollment

Pierre “Nic” Antoine, principal of two Catholic schools in Racine formed by school mergers, understands the pain families feel when their schools are closed.
But with the expansion of private-school vouchers to Racine, Antoine believes Catholic education has been reinvigorated this year. Enrollment is stable at Our Lady of Grace Academy, which added 30 voucher students this year, and up by about 20% at John Paul II Academy, which added 40 voucher students.
“We went from being 70% full in 2010-’11 to being 95% full this year,” Antoine said of John Paul II Academy.
The boost in student enrollment is part of a larger trend in the Milwaukee Archdiocese this year – enrollment is up for the first time in 13 years, driven by voucher student enrollment that increased from 7,502 students last year to 8,831 students this year.
Nationwide and in Milwaukee, Catholic school enrollment has decreased over the years. After the recession caused families to tighten their budgets, some private schools’ enrollment figures dropped even further, prompting mergers and closures.




Hong Kong Rally urges 15 years of free schooling

Around 2,000 teachers, parents and children rallied outside the Legislative Council building in Tamar yesterday, urging the government to implement 15 years of free education starting from kindergarten.
The coalition of 17 groups – including the Hong Kong Professional Teachers’ Union and the Hong Kong Federation of Education Workers – also demanded a pay scale for kindergarten teachers that guarantees an annual salary rise, a better teacher- to-pupil ratio, and an improved Pre-primary Education Voucher Scheme.
Union chairman Fung Wai-wah said the public has already agreed on the 15 years of free education and it should be implemented immediately.




Bad schools still manage to navigate the system

Nobody is forced to go to Dr. Brenda Noach Choice School. The 87 students enrolled this September were there because their parents chose the school.
So why should we be concerned about how the students are doing? None of our business, right?
I would disagree for two reasons: One, those 87 students mean the school is in line to receive more than $500,000 this year in public support. And, two, results for the school’s students a year ago on the state’s standardized tests were bad.
How bad?
A few slices of an answer: Only 18% of the school’s students were rated proficient in reading. None – that is, zero – were proficient in math. There were only a handful of 10th-graders last year, and among them, none scored as proficient in reading, language arts, math, science, or social studies. Zero.
The Brenda Noach school, 3965 N. 15th St., is among a handful of schools at the bottom of the spectrum (judging by test scores and other indicators) of the 106 schools in Milwaukee’s nationally important private school voucher program.




Middleton school board president speaks out against budget cuts

Ellen Lindgren, 62, has served on the Middleton Cross Plains Area Board of Education for 17 years. She is currently the board president. Lindgren became involved with issues affecting children and schools when her oldest child — now in his early 30s and a high school social studies teacher in California — was in pre-school. All three of her children attended public elementary, middle and high schools in the Middleton area district.
A registered nurse who has experience on both sides of the bargaining table, she is now mostly retired. Even before Gov. Scott Walker announced unprecedented cuts in state funding for Wisconsin public schools last spring, Lindgren had been raising her voice to protest nearly two decades of state-imposed revenue caps that made it difficult, even in affluent communities like hers, to balance school budgets and keep up with inflationary costs.
Now she is speaking out even more forcefully on a number of topics, including the governor’s budget, which she says is balanced on the backs of teachers, his near elimination of collective bargaining and his support for voucher schools over funding for conventional public schools.
Last week, Lindgren took questions from members of the press during a telephone conference call with Mike Tate, chair of Wisconsin’s Democratic Party. Lindgren was objecting to a recent TV ad that touts the governor’s record of helping school boards balance their budgets and features Karin Rajcinek, a recently elected Waukesha School Board member who praises Walker for his efforts.

A new ‘report card’ would help parents



Milwaukee Journal-Sentinel:

Of Milwaukee’s 187 elementary schools, only a dozen exceeded the statewide average in reading on Wisconsin’s standardized test last year, according to statistics compiled on the whole range of schools in the city by the Metropolitan Milwaukee Association of Commerce. When it comes to math, only 22 of those schools made that grade.
Shouldn’t parents have easy access to this information? Shouldn’t they know which schools didn’t make the grade?
We think so, and so does the MMAC.
MMAC and an array of education experts, including Howard Fuller of Marquette’s Institute for the Transformation of Learning, and UW-Madison’s Value-Added Research Center, are developing a community “report card” for all city schools. The “report card” would include schools in the Milwaukee Public Schools system but also voucher and charter schools outside of the traditional district. While a wealth of data is available for all public schools on the state Department of Public Instruction website, creating an easily accessible, easily digestible common report makes sense to us. Look for that new “report card” sometime after the first of the year.




A Flawed Logic on Milwaukee School Finance

Milwaukee school board member Terrence Falk this week points out a looming budget disaster for the Milwaukee Public Schools (MPS): underfunded legacy costs. It is an issue we have followed here at the Wisconsin Policy Research Institute. Unfortunately Falk sees fit to blame the Milwaukee school choice program for an issue rooted in collective bargaining agreements struck over fifteen years before the choice program began. Falk writes:

“Much of the problem directly relates to the impact of the choice or voucher program. The funding voucher flaw was partly fixed under the previous Democratic state administration, and it helped place our books more in balance. In addition, if all the students who left MPS for suburbs and private schools were still in MPS, the school system would have far fewer problems in supporting these retirees. But the new expansion of the voucher program and the state funding cuts make the long term viability of this school district perilous.”

Blaming the choice program makes little sense. What Falk calls the funding voucher flaw does not cost MPS revenue.




On Wisconsin’s K-12 Tax & Spending Climate



Mike Ford:

Both the Associated Press (AP) and the Department of Public Instruction (DPI) today highlight the relationship between reductions in school aids across the state and the way school choice and charter programs are funded. The AP story notes “$110 million [was] taken from public schools to pay for an expansion of voucher and charter schools in Milwaukee and Racine.” Unfortunately the story fails to mention that the statewide aid reductions to pay for the charter program and the aid reductions in Milwaukee and Racine to pay for choice do not translate into less funding for school districts.
Why? Neither the charter nor choice aid reductions impact revenue limits. Districts can and do make up for the reduction with property taxes. In English, this means the Milwaukee Public Schools, Racine Unified, and the majority of school districts in the state that set their education levy at the highest permitted amount do not lose actual dollars because of these programs, they simply receive them from a different source.

School spending in Wisconsin, traditionally among the nation’s highest, was falling even before changes in the current state budget and may already be no more than the U.S. average.
The conservative-leaning Wisconsin Taxpayers Alliance reported last week that, while operational spending per pupil remained 5.5 percent above the national average in 2009, when debt and maintenance are figured in, overall spending was 1.6 percent below the U.S. average.
WISTAX estimated that, had the new state revenue limits been in place for 2009, instructional spending also would have been reduced to near the national average.
WISTAX researchers compared 2009 U.S. census data on school spending and revenues by state and also looked ahead to how recent state law and budget changes might affect Wisconsin’s ranking. (A PDF of the analysis accompanies this story.)

Here’s What’s So Bad About School Choice

This week’s Isthmus includes an opinion column by Larry Kaufmann entitled “What’s So Bad About School Choice?” Mr. Kauffmann is identified as “an economic consultant based in Madison.” I bet Mr. Kaufmann is really smart in a lot of ways. But this column of his seems strikingly misguided.
In a nutshell, Kaufmann argues that our public schools have failed. Public education “is one of the most unproductive and underperforming sectors in America.” Spending on schools has gone up but “students’ combined math and reading scores have been flat.” Hence, our educational productivity “has fallen by 50% since 1970.”
If all you have is a hammer, every problem looks like a nail. Kaufmann apparently is an economist and his preferred solution to what he sees as the underperformance of the educational-output industry is to unleash the magic of the market.
Specifically, his answer is unfettered school choice. Instead of shoveling money down educational sinkholes, parents should be given vouchers to purchase educational services from whomever they choose. Kaufmann assumes that parents as consumers will choose wisely; innovative and efficient schools will flourish; less effective schools will exit the market; and math and reading scores will soar.

DM: But you do need a person.
SJ: You need a person. Especially with computers the way they are now. Computers are very reactive but they’re not proactive; they are not agents, if you will. They are very reactive. What children need is something more proactive. They need a guide. They don’t need an assistant. I think we have all the material in the world to solve this problem; it’s just being deployed in other places. I’ve been a very strong believer in that what we need to do in education is to go to the full voucher system. I know this isn’t what the interview was supposed to be about but it is what I care about a great deal.
DM: This question was meant to be at the end and we’re just getting to it now.
SJ: One of the things I feel is that, right now, if you ask who are the customers of education, the customers of education are the society at large, the employers who hire people, things like that. But ultimately I think the customers are the parents. Not even the students but the parents. The problem that we have in this country is that the customers went away. The customers stopped paying attention to their schools, for the most part. What happened was that mothers started working and they didn’t have time to spend at PTA meetings and watching their kids’ school. Schools became much more institutionalized and parents spent less and less and less time involved in their kids’ education. What happens when a customer goes away and a monopoly gets control, which is what happened in our country, is that the service level almost always goes down. I remember seeing a bumper sticker when the telephone company was all one. I remember seeing a bumper sticker with the Bell Logo on it and it said “We don’t care. We don’t have to.” And that’s what a monopoly is. That’s what IBM was in their day. And that’s certainly what the public school system is. They don’t have to care.
Let’s go through some economics. The most expensive thing people buy in their lives is a house. The second most expensive thing is a car, usually, and an average car costs approximately twenty thousand dollars. And an average car lasts about eight years. Then you buy another one. Approximately two thousand dollars a year over an eight year period. Well, your child goes to school approximately eight years in K through 8. What does the State of California spent per pupil per year in a public school? About forty-four hundred dollars. Over twice as much as a car. It turns out that when you go to buy a car you have a lot of information available to you to make a choice and you have a lot of choices. General Motors, Ford, Chrysler, Toyota and Nissan. They are advertising to you like crazy. I can’t get through a day without seeing five car ads. And they seem to be able to make these cars efficiently enough that they can afford to take some of my money and advertise to other people. So that everybody knows about all these cars and they keep getting better and better because there’s a lot of competition.




Costs of school choice should be transparent

Dear Common Council Members, Mayor Barrett, Treasurer Whittow, and Comptroller Morics:
As members of the Milwaukee Legislative Caucus, we are writing to request that you adopt and implement the Milwaukee Public School Board’s proposal to break out the tax levy associated with the Milwaukee Parental Choice Program (MPCP) from the tax levy for Milwaukee Public Schools (MPS) on all annual tax documents sent to taxpayers.
Inclusion of this information would amount to a simple act of truth in advertising and transparency in government. Milwaukee’s taxpayers deserve to know exactly how much of their money is going to fund private and religious schools through the MPCP.
As you know, in 2010, state law compelled MPS to levy over $50 million in taxes to subsidize the private and religious schools that make up the voucher program, over which MPS has no authority or control. This amounts to 17 percent of the total MPS tax levy going to non-MPS schools.




Reforming NCLB: How the GOP and Democrats Compare

Everybody hates the No Child Left Behind Act. In the last few weeks, both conservative Republicans and President Obama have announced plans to overhaul George W. Bush’s signature education law by sending power over K-12 schooling back to the states. On the surface, this might seem like a rare moment of bipartisan consensus. Don’t believe it. The two plans actually represent radically different views of the federal government’s responsibility for helping children learn.
To see why, it helps to understand some common misconceptions about NCLB. The law requires schools to administer annual reading and math tests in grades 3-8 and once in high school, and it holds schools accountable for the percentage of students who pass the tests. That target percentage increases steadily over time, to 100 percent in 2014. Since universal proficiency is obviously impossible, the law has been cast as a malevolent force designed to tar public schools with “failing” labels as a prelude to corporate takeover and/or conversion to the free-market voucher nirvana of Milton Friedman’s dreams.
There are, however, three aspects of NCLB that render this scenario very unlikely. First, states were given total discretion to set their own academic standards, pick their own tests, and decide what scores on the tests count as passing. Last year, for example, Alabama reported that 87 percent of its fourth graders had passed the state’s reading test. Yet Alabama is, by all available measures, one of the most academically low-performing states in the nation. According to the federal National Assessment of Education Progress, only 34 percent of Alabama fourth graders are proficient in reading. The lesson: Give state education officials the ability to decide how their performance will be judged, and they’ll respond in predictable fashion.




Rick Hess’s Critique of Achievement-Gap Mania

I’ve been eagerly awaiting the release of the latest issue of National Affairs, which includes Rick Hess’s fascinating and at times provocative discussion, or perhaps I say “devastating takedown,” of “achievement-gap mania.” The following paragraph gives you a hint as to Hess’s conclusion:

In essence, NCLB was an effort to link “conservative” nostrums of accountability to Great Society notions of “social justice.” The result was a noble exercise hailed for its compassion. The sad truth, however, is that the whole achievement-gap enterprise has been bad for schooling, bad for most children, and bad for the nation.


I found his discussion of the neglect of advanced and gifted education particularly convincing, as well as his recounting of how the “delusion of rigor” has undermined quality control across many domains. Hess ends his essay with an accounting of where “achievement-gap mania” has left the politics of K-12.
(1) Reforming education has become someone else’s problem:

First, achievement-gap mania has signaled to the vast majority of American parents that school reform isn’t about their kids. They are now expected to support efforts to close the achievement gap simply because it’s “the right thing to do,” regardless of the implications for their own children’s education. In fact, given that only about one household in five even contains school-age children — and given that two-thirds of families with children do not live in underserved urban neighborhoods, or do not send their kids to public schools, or otherwise do not stand to benefit from the gap-closing agenda — the result is a tiny potential constituency for achievement-gap reform, made up of perhaps 6% or 7% of American households.
Because middle-class parents and suburbanites have no personal stake in the gap-closing enterprise, reforms are tolerated rather than embraced. The most recent annual Gallup poll on attitudes toward schooling reported that just 20% of respondents said “improving the nation’s lowest-performing schools” was the most important of the nation’s education challenges. Indeed, while just 18% of the public gave American schools overall an A or a B, a sizable majority thought their own elementary and middle schools deserved those high grades. The implication is that most Americans, even those with school-age children, currently see education reform as time and money spent on other people’s children.


(2) Reforming education for the majority of students who come non-poor families is seen as somehow unnecessary:

Second, achievement-gap mania has created a dangerous complacency, giving suburban and middle-class Americans the false sense that things are just fine in their own schools. Thus it’s no surprise that professionals and suburbanites tend to regard “reforms” — from merit pay to charter schooling — as measures that they’ll tolerate as long as they’re reserved for urban schools, but that they won’t stand for in their own communities. …
Gap-closing strategies can be downright unhelpful or counterproductive when it comes to serving most students and families, and so can turn them off to education reform altogether. Longer school years and longer school days can be terrific for disadvantaged students or low achievers, but may be a recipe for backlash if imposed on families who already offer their kids many summer opportunities and extracurricular activities. Policies that seek to shift the “best” teachers to schools and classrooms serving low-achieving children represent a frontal assault on middle-class and affluent families. And responding to such concerns by belittling them is a sure-fire strategy for ensuring that school reform never amounts to more than a self-righteous crusade at odds with the interests of most middle-class families.


This is one reason why Hess rightly bristled at the crusader mentality that informs films like the recent Waiting for ‘Superman.’

Selling out public schools: Millions of dollars are changing face of education

“School choice” is a broad term that refers to a wide range of alternatives, including themed charter schools that are entirely under the control of their home school districts. Forty states and the District of Columbia have those in place, according to the American Federation for Children, a national school choice advocacy group.
But it is the voucher programs, in which public funds are used to send children to private schools, that are the focus of much of the energy around the choice movement. Seven states and the District of Columbia have those, and Milwaukee’s voucher program is the first and largest of its kind in the country. That makes Wisconsin a key national battleground.
“Wisconsin has a high level of value to the movement as a whole,” says Robert Enlow, president of the Indianapolis-based Friedman Foundation for Educational Choice, a nonprofit group that advocates for school choice. The state, he says, is notable for “the high level of scholarship amounts that families can get.”
Milwaukee’s voucher program had 20,300 full-time equivalent voucher students at 102 private schools in 2010-11, compared to about 80,000 students at Milwaukee’s public K-12 schools. The total cost, at $6,442 per voucher student, was $130.8 million, of which about $90 million came from the state and the rest from the Milwaukee Public Schools.
Critics see the school choice program as part of a larger strategy — driven into high gear in Wisconsin by the fall election of Gov. Scott Walker and other Republicans — to eviscerate, for ideological and religious reasons, public schools and the unions that represent teachers.

    That’s how much the Wisconsin Education Association Council said last week it will spend trying to make sure four Democratic state senators are re-elected – enough, WEAC hopes, to keep a Democratic majority in the 33-member state body.
    Although there are 15 Democratic candidates running for the state Senate, and 80 Democrats running for the state Assembly, the latest WEAC report shows that the teachers union is placing what amounts to an “all in” bet on saving just four Democratic senators who are finishing their first terms.
    In an Oct. 25 report to the Government Accountability Board, the 98,000-member union reported that it will independently:

    The statewide teachers union led in spending on lobbying state lawmakers even before this year’s fight over collective bargaining rights.
    The Wisconsin Education Association Council spent $2.5 million on lobbying in 2009 and 2010, years when Democrats were in control of all of state government, a report released Thursday by the Government Accountability Board showed.
    WEAC is always one of the top spending lobbyists in the Capitol and they took a central role this year fighting Gov. Scott Walker’s plan curbing public employee union rights, including teachers.
    Back in 2009, when Democrat Jim Doyle was governor and Democrats controlled the Senate and Assembly, WEAC wasn’t helping to organize massive protests but it was a regular presence in the Capitol.

  • Spending in summer recall elections reaches nearly $44 million

    Spending in the summer’s recall elections by special interest groups, candidates and political action committees shattered spending records set in previous elections, with $43.9 million doled out on nine elections, according to a study released Tuesday by the Wisconsin Democracy Campaign.
    Spending by six political action committees or special interest groups topped the $1 million mark. We Are Wisconsin was the top spender.
    The union-backed group spent roughly $10.75 million, followed by the conservative-leaning Club for Growth at $9 million and $4 million in spending from the Greater Wisconsin Committee.

Networked schools outperform independent schools in world’s largest school choice market

Milwaukee’s private school voucher program, now in its twelfth year, is dwarfed by the 30-year-old voucher program in Chile, where almost half of all students attend private voucher schools. The Chilean program is therefore of significant interest to school reformers and researchers looking to make voucher and charter schools a success in the US.

The most recent research, published by the Cato Institute, finds that when the Chilean public school test scores are compared with those of independent private schools and with those of private schools that are part of multi-school networks or franchises, the students in the franchised private schools perform best. (The independent, mom-and-pop private schools do about the same as the public schools.) In addition, the Chilean research indicates the more schools there are in the franchised networks, the better they outperform the others.

The researchers note that in Chile, “The private voucher school sector is essentially a cottage industry. More than 70 percent of private voucher schools are independent schools that do not belong to a franchise.” The franchised schools are either owned by for-profit school management companies; affiliated with non-profit, secular organizations; or part of the Catholic or Protestant school systems.

Do these findings reflect what we know about Milwaukee’s program? Its hard to say, since only one year of comparative data on student performance in voucher schools is available and it does not differentiate between the various types of private schools. However, those data do indicate considerable variability in performance across Milwaukee’s voucher schools–some are producing high scoring students and some are no better than the worst public schools. It would be nice to know if all the high performing private schools had something in common besides the fact they participate in the voucher program.




School choice is the ‘civil rights’ issue of the 21st century

It is often difficult to feel optimistic about the future of liberty. Those of us who value individual liberty and free markets look only at the encroachment of government in our lives. We often overlook the victories that should give us hope for the future of liberty. The school choice movement is one of the most important fights in the future of liberty, and one that we are starting to win.
It is fitting to talk about this now, because July 31 would have been Nobel Prize winning economist Milton Friedman’s 99th birthday. Over fifty years ago, Friedman jump-started the school choice movement with an article called “The Role of Government in Education.” In it, he laid out a plan for school vouchers that would allow parents to have a choice in where they send their children. In a 2005 interview with Reason Magazine, Friedman said, “I want vouchers to be universal, to be available to everyone. They should contain few or no restrictions on how they can be used.”




Julie Underwood: Starving Public Schools; a look at School Spending

Public schools,” ALEC wrote in its 1985 Education Source Book, “meet all of the needs of all of the people without pleasing anyone.” A better system, the organization argued, would “foster educational freedom and quality” through various forms of privatization: vouchers, tax incentives for sending children to private schools and unregulated private charter schools. Today ALEC calls this “choice”– and vouchers “scholarships”–but it amounts to an ideological mission to defund and redesign public schools.
The first large-scale voucher program, the Milwaukee Parental Choice Program, was enacted in 1990 following the rubric ALEC provided in 1985. It was championed by then-Governor Tommy Thompson, an early ALEC member, who once said he “loved” ALEC meetings, “because I always found new ideas, and then I’d take them back to Wisconsin, disguise them a little bit, and declare [they were] mine.”
ALEC’s most ambitious and strategic push toward privatizing education came in 2007, through a publication called School Choice and State Constitutions, which proposed a list of programs tailored to each state.

Wisconsin Gov. Scott Walker has been at odds with state schools chief Tony Evers over budget cuts, vouchers and teachers’ collective-bargaining rights. But they have found common ground in their aggravation with No Child Left Behind.
Messrs. Walker and Evers formed a joint committee this month that will write a new state policy to replace the federal law requiring schools to ensure all students are passing state math and reading exams by 2014. No Child Left Behind is “broken,” they have said.
“We are not trying to get around accountability,” Mr. Walker, a Republican, said in a phone interview. “But instead of using the blanket approach that defines a lot of schools as failures, we will use a more strategic approach so we can replicate success and address failure.”
Wisconsin and other states say No Child Left Behind unfairly penalizes schools that don’t meet rigid requirements. Tired of waiting for Congress to overhaul the law, some states have taken matters into their own hands.




Advocates of privatized education want to end public schools

Do supporters of privatized schooling — including Gov. Chris Christie — really want to destroy public schools? Is even asking the question an exercise in political hyperventilating?
It’s a charge frequently made by NJEA President Barbara Keshishian who said, “Chris Christie has one objective: to destroy New Jersey’s public schools in order to pave the way for their privatization.’’ He declined to comment for this article, but Christie — through spokesman Michael Drewniak — has insisted he likes public schools, just not their unions.

“The Governor’s issue is with a union that opposes reform,’” Drewniak said.

There was a time when advocating the elimination of public schools was so politically toxic that even those who harbored the desire stayed in the closet. That may be changing.

Creating a new system of accountability for schools in Wisconsin could be a great help to parents and school districts and, thus, an important educational reform for the state. If the new system is fair and done right, it would provide plenty of clear information on which schools are achieving the right outcomes.
Ideally, it would measure schools not only on whether they have met certain standards but how much students and schools have improved over a certain time period. It also would measure all schools that receive public funding equally – public, charter and voucher – so that families would have the information they need to make good choices. That’s all important.
Gov. Scott Walker, state schools superintendent Tony Evers and others have signed on to create a new school accountability system and to seek approval from the U.S. Department of Education to allow the system to replace the decade-old, federally imposed one they say is broken. The feds should give that approval, and the state should move forward with this reform and others.

A system for providing clear, plentiful and sophisticated information for judging the quality of almost every school in Wisconsin, replacing a system that leaves a lot desired on all of those fronts – that is the goal of an eye-catching collaboration that includes Gov. Scott Walker, state Superintendent of Public Instruction Tony Evers, and leaders of eight statewide education organizations.
Walker and Evers said Friday that they will seek approval from the U.S. Department of Education to allow the new school accountability system to replace the decade-old, federally imposed one they labeled as broken.
They want at least a first version of the new system to be ready by spring, and to apply it to outcomes for schools in the 2011-’12 school year.
The new accountability program would include every school that accepts publicly funded students, which means that private schools taking part in the state-funded voucher program would, for the first time, be subject to the same rules as public schools for making a wealth of data available to the public. Charter schools and virtual schools would also participate.




Wisconsin DPI Superintendent Evers emerges as fierce advocate of schools in face of massive cuts, privatization efforts

About a dozen members of a bipartisan, mostly volunteer organization called Common Ground file into Superintendent Tony Evers’ utilitarian conference room in downtown Milwaukee. The group is exploring how to help Milwaukee’s beleaguered schools, and it has scheduled a meeting with the head of the Wisconsin Department of Public Instruction as part of its research.
Tall, thin and gray haired, Evers has a boyish smile and a welcoming manner. He’s now in a white shirt and tie, sans the suit coat he wore to an earlier meeting with suburban school officials in Pewaukee.
Common Ground, a nonpartisan coalition that includes churches, nonprofits and labor unions, has come to Evers’ office today looking for advice on how best to direct its considerable resources toward helping Milwaukee students, whose performance in both traditional public schools and in taxpayer-funded voucher schools ranks at the bottom of major American cities.
After initial pleasantries and introductions are exchanged, Keisha Krumm, lead organizer for Common Ground, asks Evers a question. “At this stage we’re still researching what issue we will be focusing on. But we do want to know what you can do. What’s your power and influence?”

The Year of School Choice No fewer than 13 states have passed major education reforms

School may be out for the summer, but school choice is in, as states across the nation have moved to expand education opportunities for disadvantaged kids. This year is shaping up as the best for reformers in a very long time.
No fewer than 13 states have enacted school choice legislation in 2011, and 28 states have legislation pending. Last month alone, Louisiana enhanced its state income tax break for private school tuition; Ohio tripled the number of students eligible for school vouchers; and North Carolina passed a law letting parents of students with special needs claim a tax credit for expenses related to private school tuition and other educational services.
Wisconsin Governor Scott Walker made headlines this year for taking on government unions. Less well known is that last month he signed a bill that removes the cap of 22,500 on the number of kids who can participate in Milwaukee’s Parental Choice Program, the nation’s oldest voucher program, and creates a new school choice initiative for families in Racine County. “We now have 13 programs new or expanded this year alone” in the state, says Susan Meyers of the Wisconsin-based Foundation for Educational Choice.




Milwaukee Public Schools, city grapple with deciding school facilities

So we’ve got all these empty school buildings in Milwaukee at the same time we’ve got schools or potential schools that need decent buildings. Resolving this doesn’t sound like the most complicated issue facing the human race.
Almost needless to say, it’s complicated.
For quite a while, there was not much action on the empty-school front. Now, there’s a lot, including plans being developed on two different (and potentially competing) tracks.
Making maximum use of these assets will take cooperation between leaders of Milwaukee Public Schools and non-MPS schools, who are not known for cooperating across turf lines. But there is some chance that at least hunks of the empty-school issue will be worked out cooperatively and to the actual benefit of school kids. In fact, a major example of that is unfolding without public controversy right now.
School Board members last week were given a list of 29 properties owned by MPS that were considered “surplus.” Several of them are not schools. Several currently are being leased or used in some way. When you boil it all down, there are maybe a dozen that seem to be good candidates to be used as schools.
With green lights being given by the state Legislature to open more charter schools (independent or semi-independent, nonreligious, publicly funded schools) and private schools in the publicly funded voucher program, more people are eyeing empty MPS buildings. Getting use of them could save millions of dollars, compared with the alternatives.




Judge Milwaukee educational outcomes on the facts

School voucher advocates have had two recent op-eds in the Milwaukee Journal Sentinel: “The story behind school choice study” by John Witte and Patrick Wolf on May 28 and “Special needs students benefit from many choices” by Susan Mitchell on June 19. Both are at best misinformed and at worst deceptive. The facts should matter.
State law says voucher schools must accept special education students. Then why are so few special education students (the number hovers near 1%) attending voucher schools? I put this question to a voucher school principal, who said her school has no special education services or students.
I asked her how that was possible. She stated that she simply tells parents of special education students that she cannot provide the services that their children need. Parents then choose another school, she said – most likely in Milwaukee Public Schools.
MPS does receive more money per student than voucher schools receive. But Mitchell claims MPS receives $15,000 per student while voucher students receive $6,442. She somehow arrived at these numbers without doing her homework. One needs to subtract from the total the amount transferred to voucher schools for a variety of programs.




Colorado Board Of Education Being Sued By Three Civil Liberties Unions

Three civil liberties unions plus some Douglas County parents filed a lawsuit this morning against the authorization of funds by the state treasurer to a lottery program created to subsidize scholarships to private schools–many of which are religious schools.
The national Americans Civil Liberties Union (ACLU) and ACLU of Colorado, Americans United for the Separation of Church and State filed the lawsuit in Denver District Court on behalf of plaintiffs who allege that the Douglas County Pilot Voucher Program disrupts the separation between church and state.
The Douglas County school board-approved Pilot Voucher Program is a scholarship lottery for 500 students to attend one of 19 private schools, but 14 of those schools are religious. In charge of implementing the state’s first ever voucher program is Dr. Christian Cutter, assistant superintendent for the Douglas County School District.




Quick fixes don’t work; Phileadelphia schools need new leaders

A decade ago, Philadelphia families were told that a state takeover was necessary to fix a failing, bankrupt school system. As we face the third school financial crisis since then, we have to ask whether this experiment has finally run its course.
Back then, privatization and education-management organizations were promoted as the saviors of failing schools, even though they had limited success elsewhere. After investing hundreds of millions of dollars, there has been little measurable benefit.
Today we chase after other quick fixes – Renaissance Schools and Promise Academies. There is also a strong push in Harrisburg for vouchers.
Yet, what good are these “fixes” when high school science programs face the layoffs of 42 chemistry, biology, and physics teachers? The Philadelphia Federation of Teachers reports pink slips going to 115 English teachers, 121 math teachers, 66 social studies teachers, and 323 special education teachers. We should think about the effect of losing 50 art teachers across the district.




Hardship puts formidable hurdles on the path to scholastic achievement

“It’s one thing to talk about these issues on high,” says Howard Fuller, who has done that often as one of the nation’s most eloquent and best known education activists.
“But when you get over here on 33rd and Brown . . . ” His sentence trails off. That’s where CEO Leadership Academy is located, and that’s where Fuller has come face to face with how tough it is to achieve high results among exactly the students he most wants to help.

State budget will force most Wisconsin school districts to cut property taxes

The state budget bill now in Gov. Scott Walker’s hands would leave schools with roughly $900 million less in state aid and property tax authority over the next two years, state figures show.
Going beyond simple cuts in state aid to schools, the budget bill would also end up requiring many districts – perhaps two-thirds of them statewide – to cut their property tax levies, according to one analysis by a University of Wisconsin-Madison professor.
Now that the 2011-’13 budget bill stands on the verge of becoming law and the protests have died down, schools – and taxpayers – can start to digest the changes in store for them. Those range from new savings on teachers’ benefits to expansions of private school voucher programs in Milwaukee and Racine.
“We’re really entering a new phase in school funding,” said Dan Rossmiller, lobbyist for the Wisconsin Association of School Boards. “It suggests huge challenges.”
The cuts to schools are the single biggest item in the Republican budget toward closing a two-year, $3 billion budget deficit without relying on tax increases. The controversy about the cuts is likely to continue, with at least one district saying it’s considering a lawsuit.

What’s wrong with this picture?
Last week Democratic heavyweight George Norcross got up on a stage with Gov. Chris Christie to announce that not only does he support the Opportunity Scholarship Act (the voucher bill) but also he’s opening charter schools Camden.
To add to the cognitive dissonance, the New Jersey Education Association (NJEA) joined forces with the nepotistic Elizabeth school board to campaign against Sen. Ray Lesniak (D-Union), the former chair of the NJ Democratic party — and the chief sponsor of the school voucher bill.
To muddy matters further, Assembly Speaker Sheila Oliver (D-Essex), a steadfast ally of the teachers union, looks likely to overcome her initial opposition to a health and pension benefits reform bill — despite protestations from NJEA leaders. The legislation would require public employees, including teachers, to contribute substantially more than the current 1.5 percent of base pay toward pension and healthcare premiums. (The Assembly Budget Committee just announced it will hear the bill on Monday.)




Legislative Update: Our Spending Authority Goes Up; Rewritten Charter School Bill Tiptoes Toward Plausibility

There’s been a considerable legislative activity affecting our schools lately, with the Joint Finance Committee completing its work on the Governor’s proposed budget and other legislative committees active as well.
Here’s an update on two developments of particular interest to those of us in Madison – the retention of school districts’ ability to use property tax carryover authority to increase spending above otherwise applicable revenue limits and the most recent iteration of the Republican charter school expansion legislation working its way through committee.
Other legislative developments will have significant impact elsewhere in the state in the short run and could well affect Madison significantly in the longer run – I’m thinking of the expansion of voucher schools into all of Milwaukee County and Racine and perhaps Green Bay – but the two developments that will likely have a more immediate impact are my focus for today.




The Cheap Schools Plan

e are rapidly on course to create a dual-level school system for Wisconsin students. In smaller cities and rural and suburban areas, school systems will continue to spend about $10,000 per pupil. That is a bit less than the national average of $10,499, as a recent Census Bureau report found.
But in big cities such as Milwaukee and Racine, and perhaps in Green Bay and Beloit, more and more students will be educated at choice schools that spend about $6,400 per pupil. These school systems tend to have students who are poorer, more likely to have learning disabilities, and they are typically the most challenging to teach. Yet Gov. Scott Walker and Republican legislators propose to spend less than two-thirds of the average per-pupil spending in other schools in the state and nation.
This situation, I might add, is not simply the fault of Republicans. Many Democrats, in hopes of killing school choice, have adamantly opposed spending more on vouchers in the past, so the per-pupil rate has always been absurdly low. On the other side are Republicans who can’t lose with school choice: It undercuts public schools and lowers the number of teachers union members in cities such as Milwaukee. And it allows them to portray themselves as reformers trying to do something about failing schools.




The story behind the Milwaukee school choice study: The results are more complicated than they are sometimes portrayed.

The past few weeks have seen a lively debate surrounding the Milwaukee Parental Choice Program and Gov. Scott Walker’s various proposals to expand it. It is time for researchers to weigh in.
For the past five years, as mandated by state law, we have led a national team in a comprehensive evaluation of the choice program. Our study has applied social science research methods to carefully matched sets of students in the choice program and in Milwaukee Public Schools. Whenever possible, we have used measures that are applied consistently in the public- and private-school sectors, generating true apples-to-apples comparisons.
This is what we have learned:
Competitive pressure from the voucher program has produced modest achievement gains in MPS.
The three-year achievement gains of choice students have been comparable to those of our matched sample of MPS students. The choice students are not showing achievement benefits beyond those of the students left behind in MPS.
High school students in the choice program both graduate and enroll in four-year colleges at a higher rate than do similar students in MPS. Being in the choice program in ninth grade increases by four to seven percentage points a student’s prospects of both graduating from high school and enrolling in college. Students who remain in the choice program for their entire four years of high school graduate at a rate of 94%, compared with 75% for similar MPS students.




Stand up for children, education

The Milwaukee School Board and I recently had an unusual conversation. It came at the end of a meeting on our proposed budget. Struck by the sadness of the parents and teachers who had testified on the devastating impacts, and in dismay over the massive cuts to state funding offered by our governor, we came down to a question that summed up the past weeks: What do you do when the facts are not enough?
We have made considerable progress academically and financially. The 2009 McKinsey & Co. report listed potential cost savings for Milwaukee Public Schools in six areas. Efforts to trim costs for textbook purchases, food service, transportation, employee benefits and facilities were already underway when this report was released. Since 2009, the district has addressed each area and, as a result, at least $50 million has been or is scheduled to be saved.
Academic achievement is a priority. Fifty-seven percent of our schools increased their reading scores. Forty-three percent improved in math. Data released by the state Department of Public Instruction this spring shows MPS outperformed Milwaukee voucher schools on the state’s test, even though the district serves a much higher proportion of students with disabilities.




How to destroy a school system

There is something horribly fascinating about watching Wisconsin Republicans discuss their plans for our state’s school system.
First, they swing the bloody ax:

  • The biggest budget cuts to our public schools in state history, nearly $900 million. Kerchunk.
  • A bill to create a statewide system of charter schools whose authorizing board is appointed by Scott Walker and the Fitzgeralds, and which will funnel resources out of local schools and into cheapo online academies. Kerchunk.
  • Lifting income caps on private-school vouchers so taxpayers foot the bill to send middle- and upper-income families’ kids to private school. Kerchunk.
  • Then comes the really sick part. They candy-coat all this with banal statements about “reforms” that will “empower” parents and students and improve education.

Last week, Walker went to Washington, D.C., to give a speech to school-choice advocates at the American Federation for Children. He started off by reading a Dr. Seuss book, and talking about how “every kid deserves to have a great education.”

School choice advocates spend freely on politics, WEAC Spending

A rural legislator who received tens of thousands of dollars in campaign contributions from out-of-state school choice advocates took flak back home for supporting expansion of a Milwaukee voucher program when his own school district is struggling financially.
According to a story in the Sauk Prairie Eagle last week, an aide to Rep. Howard Marklein, R-Spring Green, had to use a gavel to bring order back to a budget listening session at Sauk Prairie Memorial Hospital on May 6.
Marklein, a freshman Republican legislator, was asked if campaign contributions were influencing his support for two pieces of recent school choice legislation which provide public tax dollars for families to spend in private schools in Milwaukee. This, at the same time that the River Valley School District, which Marklein represents, has been forced to cut programs and staff and is facing more cuts in Gov. Scott Walker’s budget.

How much do election-year firewalls cost to build? For the state’s largest teachers union, $1.57 million.
That’s how much the Wisconsin Education Association Council said last week it will spend trying to make sure four Democratic state senators are re-elected – enough, WEAC hopes, to keep a Democratic majority in the 33-member state body.
Although there are 15 Democratic candidates running for the state Senate, and 80 Democrats running for the state Assembly, the latest WEAC report shows that the teachers union is placing what amounts to an “all in” bet on saving just four Democratic senators who are finishing their first terms.

Jeb Bush’s education ideas draw national attention

Jeb Bush left the Florida governor’s office in 2007, but his influence still holds sway in Tallahassee, and now is felt in state capitals from New Jersey to Oregon, where lawmakers are eager to adopt his ideas on how to improve education.
Since leaving Tallahassee, the popular former Florida governor has developed a national reputation as an education powerhouse and champion of vouchers and charter schools. His latest recognition: the Bradley Foundation, a conservative group that says it shies away from lauding politicians. Last week, it gave the Republican its Bradley Prize, a distinction that carries a $250,000 stipend.
“The reforms that he put in place during his two terms as Florida governor in many ways lead the country in elementary and secondary education,” said Michael W. Grebe, the president and chief executive officer of the Bradley Foundation, which has spent more than $40 million over the last 20 years in support of charter schools and voucher programs, including as a donor to Bush’s education foundation. “He put in place programs that have clearly raised academic standards. It’s measurable, demonstrable. We’re also really impressed by what he continues to do as a private citizen. When he left office, he didn’t leave behind his work.”




Wisconsin Governor Walker: Budget could expand school choice to other cities

Gov. Scott Walker wants to bring voucher schools to urban areas beyond Milwaukee, and predicts lawmakers will approve that expansion by the end of June.
“I think one of the things between now and the time we finish this (state) budget off at the end of June, we’re going to be able to add and go beyond the boundaries of the city of Milwaukee and Milwaukee County. We’re actually going to be able to add communities like Racine and Beloit and even Green Bay . . . because every one of those communities deserves a choice as well, and with this budget that’s exactly what they’re going to get,” Walker said in a Monday speech to school choice advocates in Washington, D.C.
The proposal comes at a time when Walker is proposing cutting public schools by $841 million over two years and injects a new campaign issue into attempts to recall nine state senators.
A day after Walker made his comments, the Assembly planned to eliminate the cap on the number of children who can participate in the Milwaukee Parental Choice Program. The 20-year-old system allows low-income children to use taxpayer-funded vouchers worth $6,442 each to attend private schools in Milwaukee, including religious schools.




Wisconsin Governor Scott Walker’s school choice bills face some hurdles

Republican Gov. Scott Walker will be on a national education stage tonight to tout his efforts to expand charter school and voucher programs, but he is running into obstacles back home, and not just from those you might expect.
At an Assembly Education Committee hearing last week, for example, a bill Walker backs that would allow parents of special education students to use state tax dollars to pay for private school tuition hit significant roadblocks. In fact, the Republican chair of the committee, Rep. Steve Kestell of Elkhart Lake, called the funding mechanism for the legislation in its current form a “fatal flaw” in a telephone interview Friday.
“The bill is an intriguing proposal,” Kestell says. “Where we have a big challenge is how to pay for it.”
Kestell and other representatives grilled the authors of the bill during committee testimony. The language of the proposal appears to be taken fairly literally from generic legislation used in other states that have passed special education voucher programs. Kestell says the legislation would have to be “Wisconsinized” to be acceptable.
The bill was also sharply criticized by disability rights groups, who say it would strip hard-won legal rights from families with special-needs children, and by the state Department of Public Instruction, which faults the bill for demanding no accountability from private schools for actually providing the special education services that would be the basis for the vouchers.




Choice plan isn’t about the wealthy

Millionaires do screw up everything, don’t they? They’re hovering even now, ghostlike, haunting the working class amid the talk of expanding Milwaukee’s school choice program.
Right now, if you’re poor in Milwaukee – earning $39,000 or less for a family of four – you can take your state aid to any of a selection of superb private schools. Earn any more, as your typical machinist or firefighter would, and it’s either endure the Milwaukee Public Schools, see if you can get into a charter school or pay thousands in tuition.
Gov. Scott Walker proposes lifting the income limit, and letting machinists and firefighters in on the deal. Critics are aghast with the thought that millionaires might benefit, too. Your tax dollars, they gasp, could pick up the $6,442 tab for some millionaire’s son at some private school.
The horror. Not that a $6,442 voucher will take even a millionaire’s kid very far at, say, the University School of Milwaukee, where tuition is $20K a year, should University School decide to take part. Nor will it suddenly relieve any millionaire of the tuition he’s now paying at the more humble St. Parsimonious. Walker’s reform phases in, and parents currently paying tuition can’t get the state aid.




Allocating funding per student entails thoughtful discussion

How much would we spend per student if we wanted to give every child in Milwaukee a real opportunity to get a good education?
I’m sure $6,442 is too low. That’s the amount paid in public money for each student in the private school voucher program. Ask anyone involved in operating such a school, especially when it comes to providing a quality program for older students. Show me a good voucher school, and I’ll show you a good private fundraising operation.
I’m almost as sure it’s not $7,775, the amount provided for students in the charter schools that operate independent of Milwaukee Public Schools. Same reason.
In some cases, it might be in the neighborhood of $9,091, the amount expected to be provided by MPS next year for students in “partnership” schools, generally alternative schools for kids who haven’t thrived in conventional settings. But that’s too low in many cases, also.
How about $13,200? That’s one estimate of what spending per student in MPS is going to work out to be next year. That’s down from around $15,000 this year, by some calculations, largely because of the end of the federal economic stimulus program that brought a short-term surge of money to MPS. Ask most parents in MPS, and they’ll tell you that’s not enough because they are looking toward service cuts and larger classes next year.
