4 initiatives seek to raise student proficiencies

Leaders and backers of the handful of high-energy “no excuses” schools in Milwaukee are launching efforts aimed at tripling the number of children attending such schools in the city.
The goal proclaimed by leaders of four efforts that have sprung up almost simultaneously is to raise the number of students in such demanding schools from about 6,000 now to 20,000 by 2020.
If the efforts succeed, they will dramatically change the education landscape in Milwaukee and, backers hope, make widespread the high achievement levels of the schools that are at the center of the new effort.
But for the effort to succeed, major political, institutional and financial hurdles will need to be jumped. People on both sides of the longstanding, giant chasm between partisans for Milwaukee Public Schools and partisans for charter schools and private voucher schools will need to cooperate and focus on matters of improving the quality of education where they might actually find common ground.




Ongoing evaluation of Milwaukee Choice Program finds students achieving on same level as peers

Students in the Milwaukee Parental Choice Program scored at similar levels as their peers not participating in the school choice program, according to a study released Wednesday.
Researchers from the University of Arkansas and the University of Wisconsin-Madison, who led the study, presented their findings at UW-Madison. The study also found that Milwaukee Public Schools are doing better than expected when compared with other urban school districts.
The reports released Wednesday represent the midway point of a five-year study of the oldest and largest public voucher program in the United States, which provides funding for more than 20,000 students to attend private schools in Milwaukee.
The comparison between students in private voucher schools and those in public schools was made two years after large panels of students in the program and students in the Milwaukee public school system had been carefully matched to each other.

Which brings us to this next item, one with twist and turns not completely understandable at this point, but certainly not held up by people like myself as a model of how to “get the job properly done” — to use Herbert’s words.
Diane Ravitch, an intellectual on education policy, difficult to pigeonhole politically (appointed to public office by both G.H.W. Bush and Clinton), but best described as an independent, co-writes a blog with Deborah Meier that some of our readers may be familiar with called “Bridging Differences.” This past week she highlighted a possibly disturbing development in the Race to the Top competition program of the Department of Education, that dangles $4.3 billion to the states with a possible $1.3 billion to follow. Ravitch’s critique suggests that this competition is not run by pragmatists, but rather by ideologues who are led by the Bill Gates Foundation.

If this election had been held five years ago, the department would be insisting on small schools, but because Gates has already tried and discarded that approach, the department is promoting the new Gates remedies: charter schools, privatization, and evaluating teachers by student test scores.

Two of the top lieutenants of the Gates Foundation were placed in charge of the competition by Secretary Arne Duncan. Both have backgrounds as leaders in organisations dedicated to creating privately managed schools that operate with public money.

None of this is terribly surprising (See the Sunlight Foundation’s excellent work on the Obama Administration’s insider dealings with PhRMA). Jeff Henriques did a lot of work looking at the Madison School District’s foray into Small Learning Communities.
Is it possible to change the current K-12 bureacracy from within? Ripon Superintendent Richard Zimman spoke about the “adult employment” focus of the K-12 world:

“Beware of legacy practices (most of what we do every day is the maintenance of the status quo), @12:40 minutes into the talk – the very public institutions intended for student learning has become focused instead on adult employment. I say that as an employee. Adult practices and attitudes have become embedded in organizational culture governed by strict regulations and union contracts that dictate most of what occurs inside schools today. Any impetus to change direction or structure is met with swift and stiff resistance. It’s as if we are stuck in a time warp keeping a 19th century school model on life support in an attempt to meet 21st century demands.” Zimman went on to discuss the Wisconsin DPI’s vigorous enforcement of teacher licensing practices and provided some unfortunate math & science teacher examples (including the “impossibility” of meeting the demand for such teachers (about 14 minutes)). He further cited exploding teacher salary, benefit and retiree costs eating instructional dollars (“Similar to GM”; “worry” about the children given this situation).

I suspect that Duncan and many others are trying to significantly change the adult to student process, rather than simply pumping more money into the current K-12 monopoly structures.
They are to be commended for this.
Will there be waste, fraud and abuse? Certainly. Will there be waste fraud and abuse if the funds are spent on traditional K-12 District organizations? Of course. John Stossel notes that when one puts together the numbers, Washington, DC’s schools spend $26,000 per student, while they provide $7,500 to the voucher schools…..
We’re better off with diffused governance across the board. Milwaukee despite its many travails, is developing a rich K-12 environment.
The Verona school board narrowly approved a new Mandarin immersion charter school on a 4-3 vote recently These citizen initiatives offer some hope for new opportunities for our children. I hope we see more of this.
Finally, all of this presents an interesting contrast to what appears to be the Madison School District Administration’s ongoing “same service” governance approach.

Rose Fernandez regularly refers to herself as an outsider in the race to become the state’s next schools chief.
The implication is that her April 7 opponent, Deputy Superintendent of Public Instruction Tony Evers, is an insider who is unlikely to change what is happening with education in the state.
The outsider candidate who can change things and shake up the status quo has long been a popular thrust in political campaigns. President Barack Obama, although a U.S. senator at the time, used aspects of the tactic in his campaign last fall.
But some wonder whether it will have the same impact in what is likely to be a low-turnout election April 7.
“The advantage to the insider is being able to draw off of established, organizational support,” said Charles Franklin, a political science professor at the University of Wisconsin-Madison. “The outsider’s goal is to try to become visible enough that people unhappy with the status quo can voice their outsider outrage.”
From her Web site address – www.changedpi.com – to frequently tying her opponent to the state’s largest teachers union, the Wisconsin Education Association Council, Fernandez appears to be trying to capitalize on one of her many differences with her opponent.
“There are perils with entrenchment,” said Fernandez, a former pediatric trauma nurse and past president of the Wisconsin Coalition for Virtual School Families. “With that there comes an inability to see the problems as they really are.”
But being an outsider also has some disadvantages, which Evers is trying to play up as well.
At a recent appearance before the Public Policy Forum, Evers puzzled about Fernandez’s stance against a provision in Gov. Jim Doyle’s bill that he said was supported by voucher school proponents while she expressed support for voucher schools.

Tony Evers questioned opponent Rose Fernandez’s qualifications for the state’s top education spot Friday night, while Fernandez countered by trying to portray him as a crony of Wisconsin’s largest teacher’s union.
The two, vying for the post of superintendent of Public Instruction, laid out competing visions in a We The People debate.
Evers, the deputy superintendent at DPI, touted his 34 years of experience in education while contrasting his resume with the credentials of Fernandez, who is a nurse by trade and has never worked in a public school.
Fernandez, a virtual school advocate, countered by continually trying to lay problems with the state’s educational system at the feet of Evers, who has held the No. 2 post at the agency for eight years.
Given the opportunity to question each other, Evers pointed out Fernandez represented virtual schools and has zero experience in the administration of public schools. He asked how parents with children in public schools can trust her to invest in their education rather than funneling money toward special interests.
“My own special interest is the boys and girls growing up in the state of Wisconsin,” Fernandez shot back.
Fernandez then stressed Evers’ endorsement by the Wisconsin Education Association Council and the “hundreds of thousands of dollars” the union has spent to support his campaign. She asked him to list three reforms he has supported that WEAC opposed.
Evers answered that the union was unhappy with a settlement DPI reached on allowing virtual schools — in which districts allow students to take courses on-line — to continue. He also said he has been a strong advocate of charter schools — which operate without some of the regulations of other public schools — something the union has opposed.
“I started charter schools. I know what charter schools are about,” Evers said. “I don’t need a lecture about charter schools.”
Evers also stressed his support from school boards, child advocates, parents and others.
“That’s why you have to have a broad coalition,” Evers said. “This isn’t about this overwhelming group of people driving policy at the state level. That just isn’t fact.”
Fernandez ripped DPI for not doing enough to help the struggling Milwaukee Public School system address issues like dropout rates and the achievement gap for minority students.
Evers countered that he has worked on the issue with educators in Milwaukee, but there are also socioeconomic factors that are hampering achievement.
“Laying this issue on my lap is irrational,” Evers said.
Fernandez also brought up a piece of Evers’ campaign lit that referred to voucher schools in Milwaukee as “a privatization scheme.”
“Some of the schools have been scheming, and those schools we have drummed out of the program,” Evers replied.
Evers warned that Fernandez would run DPI through the prism of the “special interest” of choice schools.
Both candidates agreed that a merit pay system for educators could have benefit, but they disagreed on the details. Fernandez indicated that she would base her merit pay system more on classroom outcomes, while Evers stressed that rewards for training were equally important.
They differed more prominently on the qualified economic offer, which Gov. Jim Doyle has proposed eliminating in his 2009-11 budget plan. Fernandez wants to retain it, saying that without the control on teacher compensation, property taxes could rise sharply.
“Children may become the enemy of the taxpayer,” she said.
Evers said he has bargained on both sides of the table, and he opposes the QEO because it hurts the state’s ability to stay competitive in teacher pay.
Evers embraced the coming federal stimulus cash, which will pump $800 million into state schools as “a historic event” that acknowledges “educators are the lever that can turn our economy around.” He said he would appoint a trustee to oversee the allocation of the funds in Milwaukee schools to ensure the money is getting to the classrooms.
In contrast, Fernandez said she looked upon the federal stimulus with caution in that it is one-time funding that won’t be there in the future
And while Evers touted the state’s ACT and SAT scores as being among the highest in the nation, Fernandez said those tests are only administered to college-bound students and aren’t indicative of the academic struggles in districts like Milwaukee.

Notes on Madison K-12 Governance and outcomes

Contrast that with a public school system here in Madison in which so-called safety monitors try to prevent police from removing pistol-packing pupils from the hallways of La Follette high school in the name of diversity, equity, and inclusion. (Read & Weep!) 

In the spirit of transparency, our new superintendent of schools gave an interview to our favorite local morning newspaper in which he manages to talk much and say little. Asked about Jennifer Cheatham’s Behavior Education Plan, however, Joe Gothard acknowledges:

“People would like to support a complete upheaval and change… but I haven’t been directed by the board and I certainly haven’t heard it as a priority.”

Blaska’s Bottom Line #1And you won’t hear it as a priority if you’re a new hire who reports to the likes of school board members Ali Muldrow, Savion Castro, and their allies at Progressive Dane and Freedom Inc.! 

Blaska’s Bonus Bottom Line: As we told Dave Zweifel of The Capital Times in the last thrilling episode, not exposing students to Woke ideology is a feature, not a bug.

My old boss at The Capital TimesDave Zweifel kvetches that “the school choice program is no longer limited to that altruistic approach championed by Thompson in 1990,” that being limiting participation to the poorest of the poor. Dave, you were opposed to Tommy’s altruistic approach even in 1990! BTW: The program is still income-limited.

Wisconsin Assembly Speaker Robin Vos questions how K-12 funding was spent given test score decline

Less than half of Wisconsin students again this year are considered to be proficient in reading and math — a trend Assembly Speaker Robin Vos on Thursday called “disturbing.”

The percentage of students in public and private voucher schools scoring well in reading and math on state tests dropped slightly during the 2018-19 school year, from 41% in both areas to 40% in math and 39% in reading.

“These test scores are a cause for concern for parents, educators and taxpayers,” Vos said, in a statement on the annual release of state test scores by the state Department of Public Instruction. “While standardized tests don’t reflect everything that’s happening in the classroom, these scores reveal a disturbing decline.”

Vos also questioned how recent increases in K-12 funding have been spent given students’ scores on state tests, which were crafted by an agency run by Gov. Tony Evers until January when he left his position as state superintendent.

“Wisconsin students deserve an excellent education no matter where they attend school,” he said. “With the repeated increases in funding for K-12 education, taxpayers deserve to know why we’re not seeing better results.”

Vos rejected a state budget proposal this year from Evers that included $1.4 billion in new funding for public and private voucher schools and changed the state funding formula to provide more money to schools with students who live in poverty — a characteristic of students who generally score poorly on state tests.

The Republican-backed budget ultimately included an increase in funding — $500 million in additional funds for schools. Evers then used his broad veto authority to add about $65 million more for schools.

“Strategic Lawfare”, administrative rule making, the administrative state – and reading

WILL’s most likely battle with Evers, Esenberg said, is over administrative rules — a “fight that only a wonk could love.” As Evers seeks to implement policies with a Republican Legislature opposed to most of his goals, he could direct state agencies to implement administrative rules — most of which WILL would be likely to oppose.

“To the extent that there are more regulations enacted by a new administration, they would have more targets to shoot at, although they were not lacking for targets in the ‘old world,’” Tseytlin said.

As Evers seeks to freeze enrollment in the state’s taxpayer-funded voucher schools and halt the creation of new charter schools, WILL will push back.

Sobic contends those programs offer alternatives to improve student achievement, while Evers has said the freezes are needed so officials can reexamine the state’s education system and the way each portion of it is funded. Evers has argued the state currently has two parallel systems.

K-12 Governance Diversity: Madison Commentary

In the Seat 4 race, candidate David Blaska has said there should be a drive-through window at the Doyle Administration Building to approve more charter schools. His opponent, Ali Muldrow — who was endorsed by the influential Madison Teachers Inc. before the Feb. 19 primary — has two children who attend Isthmus Montessori Academy.

Muldrow has said she does not support school vouchers or any form of privatizing public education, while noting that some public charter schools are helpful such as Nuestro Mundo.

Though unsuccessful in his bid to make it through the Seat 5 primary earlier this month, then-Seat 5 candidate Amos Roe built a campaign almost exclusively on promoting voucher schools and charter schools.

Yet, Madison spends far more than most taxpayer funded K-12 schools, now atriums $20,000 per student.

Contemplating changes to Wisconsin’s K-12 taxpayer funds redistribution scheme

Kitchens said the formula could be improved for school districts with declining enrollment, increasing enrollment and small, rural school districts with spending levels capped at below $10,000 per student. Olsen also funding for open enrollment and charter and private voucher schools also could be examined.

“Over the years we’ve continually changed little pieces of the formula and often times it’s just to affect a problem in one or two school districts, but too many times when you fix one problem in one place it causes a problem somewhere else,” he said, adding he wants to start with a blank slate and go “in any direction that the evidence leads us.”

But he also noted Wisconsin’s school funding formula is well-regarded “so it may well be in the end we decide to stick with the basic framework and build around that.”

In Wisconsin, school districts are funded through local property taxes, state aid and federal funding. Schools receive the largest amount of their state funding through a general fund that distributes money through a formula that gives more to districts with more students with challenges, including those who live in poverty. Districts also receive money from several funding streams including through a certain amount per pupil, currently set at $450 per student.

Rather interesting to see the $10,000 per student mentioned in the article.

Madison spends far more, now nearly $20,000 per student.




Weingarten slanders Milwaukee choice program

National teachers’ union president Randi Weingarten has a message for the thousands of students, parents, and teachers enrolled or teaching at private voucher schools: You are the pawns of bigots.

In a recent speech to the American Federation of Teachers annual convention, Weingarten said, “Make no mistake: This use of privatization, coupled with disinvestment are only slightly more polite cousins of segregation.” Weingarten went on to say, “The real pioneers of private school choice were the white politicians who resisted school integration.”

For Milwaukee residents, home to the country’s oldest private voucher program, Weingarten’s comments ought to raise a few eyebrows. Indeed, for those with any real memory of the voucher program’s origins, particularly the black and Hispanic citizens who lobbied for it, the feelings range from indignation to insult.

Weingarten’s attack centers on the rare, but shameful, experience of some counties in the South where vouchers were sometimes used to allow whites to flee desegregated public schools. But that’s not what happened here. Milwaukee’s voucher program may have its roots in segregation, but not in the way Weingarten suggests.

In the late 1960s, before the federal courts “forced” the Milwaukee Public Schools District to end “separate and unequal” public education, it was black community leaders who petitioned the School Board to apply for a federal voucher grant that would have helped them escape a segregated and failing system. Two decades later — amid a desegregated but still unequal district, MPS Superintendent Robert Peterkin proposed the idea of a “school choice” program. While Peterkin’s attempt failed, success came in Madison. State Rep. Annette Polly Williams — an African-American liberal Democrat — helped shepherd a pilot voucher program to the desk of a supportive Republican Gov. Tommy Thompson.

Weingarten would have a hard time accusing the pioneers of Milwaukee’s voucher program of being the tools of racists. Peterkin, his successor Howard Fuller, the late Virginia Stamper, Zikiya Courtney and state Sen. Gary George, are all African-Americans who played critical roles in advancing choice legislation. What is more, thousands of African-American school leaders, teachers, volunteers and parents commit their lives daily to improving education outcomes through Milwaukee’s voucher program.




DPI race between Tony Evers, Lowell Holtz centers on future of education in Wisconsin

“Wisconsin is the worst in the nation for achievement gaps and graduation gaps,” said Holtz, who believes public charter and private voucher schools could do a better job than some public schools. “We’re leaving a generation of students behind.”

Evers says Wisconsin schools have raised standards, increased graduation rates and expanded career and technical education programs during his tenure. He characterized Holtz as a political opportunist who would expand the state’s voucher program at the expense of public schools and shepherd in the massive cuts proposed by President Donald Trump and Education Secretary Betsy DeVos that would eliminate before- and after-school programs, teacher training grants and a host of other programs that benefit Wisconsin students.




Tony Evers seeks a third term after battles with conservatives, cancer and Common Core

“The ability for school boards to use charters as kind of an incubator — I think that’s great,” Evers said, who lamented that the public often conflates private voucher schools with charter schools.

Evers, who now opposes the expansion of taxpayer-funded school vouchers in Wisconsin, also once voiced support for them in 2000 — when only students in Milwaukee could use them.

“To me, the key is student learning. I don’t care if we find success in voucher schools, charter schools or Milwaukee public schools. The idea is to find what works and replicate it as soon as possible. So from that standpoint, I believe the (voucher) experiment needs to continue,” Evers said in 2000.

By 2001, however, while running against former West High School principal Libby Burmaster, who would go on to beat him, Evers had publicly opposed the expansion of vouchers beyond Milwaukee and said the system’s level of financial and academic accountability must increase.

Evers said he has tried to “thread the needle” on the issue since then.

“I think our track record is pretty good,” Evers said, citing decreased suspensions and expulsions, increased number of students taking college-level courses while still in high school and modest increases in reading proficiency.

“Is it where we want? Absolutely not,” he said.

Reading a key issuefor Humphries
The state’s reading proficiency levels have been a key issue for Humphries, who has said the DPI must have new leadership in order to improve those levels and students’ skills in other subjects.

Since the early 2000s, Wisconsin’s ranking for reading skills has dropped, according to the National Assessment of Educational Progress.

He said DPI is not aggressive enough in translating their priorities to school officials in an effort to combat some persistent academic problems.

“Unless DPI is held accountable in making sure schools understand the importance … we’re not likely to have an impact, Humphries said. “We’ve seen that with academic achievement gaps.”

Humphries and Holtz have proposed writing new state academic standards, and Humphries said he would introduce a process that would allow persistently low-performing schools to be converted into new ones under new administration, including private voucher schools and charter schools, as long school boards agree.

K-12 Federalism

An opportunity has arisen — belatedly — that may not come again in this generation. That is an opportunity to greatly expand the kinds of schools that have successfully educated, to a high level, inner-city youngsters whom the great bulk of public schools fail to educate to even minimally adequate levels.

What may seem on the surface to be merely a matter of whether the U.S. Senate confirms or rejects the nomination of Betsy DeVos to be head of the U.S. Department of Education involves far bigger stakes.

The teachers’ unions and the education establishment in general know how big those stakes are, and have mounted an all-out smear campaign to prevent her from being confirmed.

What makes Mrs. DeVos seem so threatening to the teachers’ unions and their political allies?

She has, for more than 20 years, been promoting programs, laws and policies that enable parents to choose which schools their children will attend — whether these are charter schools, voucher schools or parochial schools.

1. Why are you running for State Superintendent of Public Instruction?

I’ve been an educator all my adult life. I grew up in small town Plymouth, WI. Worked at a canning factory in high school, put myself through college, and married my kindergarten sweetheart, Kathy-also a teacher.

I taught and became a principal in Tomah, was an administrator in Oakfield and Verona, led CESA 6, and have twice been elected State Superintendent. I’ve been an educator all across Wisconsin, and no matter where I worked, I put kids first. Always.

But I have to tell you, I worry for the future. Years of relentless attacks on educators and public schools have left a generation of young people disinterested in teaching. The words and actions of leaders matter.

We have to restore respect to the teaching profession.

For teachers in the field, endless requirements and policies from Washington, Madison, and district offices are drowning our best educators in paperwork and well-intended “policy solutions” you never asked for.

I know we need to lighten the load.

As your State Superintendent, I have always tried to find common ground, while holding firm to the values we share.

I worked with Gov. Doyle to increase funding for schools and with Gov. Walker around reading and school report cards. But when Walker wanted to use school report cards to expand vouchers and take over low performing schools, we pushed back together-and we won.
When Walker proposed Act 10, I fought back. From the halls of the Capitol to rallies outside, my union thug wife and I stood with the people of Wisconsin.

I champion mental health in schools, fight for school funding reform, and work to restore
respect to the teaching profession.

But I am not a fool. The world has changed.

In my previous elections, we faced weak opponents we outspent. I won 62% of the vote and all but the three counties voted Evers last time.

But last November, Diane Hendricks and Besty DeVos dropped $5 million into the “Reform America PAC” at the last minute and took out Russ Feingold. Devos is likely to be Education Secretary and Henricks has the ear of the President.

And these people are coming for us.

They’ve recruited a field of conservative candidates vying for their support.

The folks at the conservative Wisconsin Institution for Law & Liberty are doing everything they can to undermine the independent authority of the elected state superintendent. These folks have powerful friends and allies through the state and federal government.

But we ore going to win.

We hired great a campaign team in Wisconsin. We’re raising more money than ever, and we
will need to raise more. We’re mobilizing voters and activating social media.

While Wisconsin went for Mr. Trump, those voters overwhelmingly passed 80% of the referenda questions. They love their public schools. That is what we need to connect with to win.

But I need your help. You’ve stood with me before, and I need your help again. I need you to do more than you’ve ever done before. This is the last office they don’t hold, and it is the first electoral battle in the new world. We cannot afford to lose.

2. Do you believe that public schools are sufficiently funded? If no, describe your plan to provide sufficient funds?

No.

My current state budget request restates our Fair Funding proposal. Under my proposal, all students will receive a minimum amount of aid. To provide an extra lift for some students, the general aid formula will weight students living in poverty.

Additionally, the per-pupil categorical aid will be weighted to account for foster kids, English learners and students that come from impoverished families.

Furthermore, changes to the summer school aid formula will incentivize all schools, but
especially those districts that have students who need extra time to achieve at higher levels to engage in fun, summer learning activities.

The people of Wisconsin are on record that they want to keep their schools strong. An
astounding 88% of the districts (600,000 voters) approved revenue limit exemptions just this last November. Ultimately, I come down on the side of local control and support the eventual elimination of revenue limits. In my budget proposal, I requested a reasonable increase in revenue limits. In the future, these increases should be tied to the cost of living.

3. Madison schools have experienced increasing attrition over the past five years and increasing difficulty in attracting highly qualified candidates in a growing number of certification areas. What factors do you have as the causes of this shortage? What measures will you take to promote the attraction and retention of highly qualified teachers and other school employees?

There are several main factors impacting these issues. The first is the negative rhetoric that occurs all too often around the teaching profession. The second is that Wisconsin educators’ pay has taken a significant hit in recent years -an actual decrease of over 2 percent over the past few years (and changes to benefits and retirement have further eroded take home pay). Our current high school students pick up on this, and increasingly they are not look at teaching as a viable career path, and in Wisconsin, our teacher preparation programs are reporting record lows.

We need to continue to highlight the excellent work our teachers do each and every day and bring back teacher voice in to what goes on in the classroom. I am currently working with a small group of Wisconsin educators, including several from Madison, on a project we are calling “Every Teacher a Leader,” an effort to highlight and promote instances of excellent teacher voice and leadership. Let’s highlight the leadership and critical decision-making our educators use every day in their roles. The cultures of our schools must be strong and support teachers as they work with our students. I continue to advocate for additional resources in our schools to address the most pressing needs of our students and to provide resources for teacher to do their jobs.

4. What strategies will you enact to support and value Wisconsin’s large, urban school districts?

I have championed several initiatives to support large, urban school districts, including
expanding access to:

Small class sizes and classroom support staff to help teachers effectively manage behavioral issues;

Restorative justice and harm reduction strategies that reduce the disproportionate impact of discipline on student of color;

Fun summer learning opportunities for students to accelerate learning or recover credits (increased funding, streamlined report requirements);

Community schools, wrap around services and out-of-school time programs that because schools are the center of our communities;

Culturally-responsive curriculum and profession development that helps educators meet the needs of diverse students;

Mental health services and staff integrated with schools to meet students’ needs.

I also support school finance policies that recognize that many students in poverty, English learners, foster youth, and students with special needs require additional resources to succeed.

Finally, I strongly support a universal accountability system for schools enrolling
publicly-funded students. All schools should have to meet the same high bar.

5. What strategies will you enact to support and value Wisconsin’s rural school districts?

In addition to the proposing the Fair Funding changes, my budget:

Fully-funds the sparsity categorical aid and expands it to more rural schools;

Expands the high cost transportation programs; and

Provides funds for rural educator recruitment and retention.

6. How do you feel about the present Educator Effectiveness (teacher) evaluation system? What changes would you like to see to that system?

I support the Educator Effectiveness (EE) system. It was created with input from teachers, administrators as well as school board members and legislators. I believe we have administered the EE program with great care, listening to stakeholders from across that state.

That said, I believe changes need to be made. Recently, I have recommended that results from the state achievement test (Forward Exam) not be a required element in the evaluation process.

We must also continually message that the EE system was created to support professionals through a learning centered continuous improvement process. Evaluation systems implemented in isolation as an accountability or compliance exercise, will not improve educator practice or student outcomes.

7. What is your plan to work with Milwaukee Public Schools to assure that all students receive a quality public education?

While achievement gaps persist across the state, our city of the first class presents unique challenges and requires a multi-pronged approach. Milwaukee is ground zero for our state’s efforts to accomplish major reductions in achievement gaps.

I have worked closely with Dr. Darienne Driver, MTEA and Milwaukee community leaders to support improvement efforts. We are working hand-in-hand to provide more learning time when needed, expand access to summer school, establish community schools, and create a best-in-state educator workforce.

We must continue to have honest conversations about our challenges and provide the resources and support for improvement. Divisive legislative solutions from Washington and Madison have not worked. We need more support for our students and schools, not less.

8. Do you believe the position of State Superintendent of Public Instruction should continue to be an elected position as currently provided in the State Constitution?

Absolutely yes.

The creators of our constitution got it right. Public education was so important they made the State Superintendent independently elected and answerable directly to the people. However, Governors and special interests always try to usurp this authority. The Supreme Court has consistently held up the independent power of the State Superintendent-mostly recently in the Coyne case advanced by MTI. Undeterred by their loss, the Wisconsin Institute for Law and Liberty is currently working to circumvent the authority of the State Superintendent over the federal ESSA law. Rest assured we are fighting back and must again prevail.

9. Describe your position on the voucher program?

Powerful special interests and the majorities in Washington and Madison have spent years cutting revenue, growing bonding, and expanding entitlement programs like school vouchers. The result: historic cuts to education followed a slow trickle of financial support for public school amidst the statewide expansion of vouchers.

My friend former Sen. Dale Schultz often said, “We can’t afford the school system we have,
how can we afford two-a public and private one?”

It is a good question. A recent Fiscal Bureau reports indicate that over 200 districts (almost half) would have received more state aid without the changes in voucher funding that shifted cost to loca I districts.

When we move past the ideological battles, we’re left with tough choices about priorities and responsibilities. Bottom line: we have a constitutional obligation to provide an education for every kid in this state, from Winter to West Salem.

Our friends and neighbors are stepping up to pass referenda at historic rates to keep the lights on in rural schools. It is an admirable, but unsustainable effort that leaves too many kids behind. Expanding vouchers while underfunding rural schools exacerbates the problem.

That said, we all know the current majorities and proposed U.S Education Secretary support voucher expansion, so here are some key principles for moving forward:

1. The state should adequately fund our public school system before expanding vouchers;

2. The state, rather than local school districts, should pay the full cost of the voucher program;

3. Accountability should apply equally to all publicly-funded schools, including voucher schools;

Finally, we should talk more about the great things Wisconsin schools are doing and less about vouchers. They suck the air out of the room and allowing them to dominate the
conversation is unhelpful.

Around 96 percent of publicly-funded students go to a school governed by a local school board. Regardless of whether legislators support or oppose vouchers, they need to support our public schools. That’s where our focus needs to be and what I will champion.

10. Describe your position on independent charter schools.

In general, charter schools work best when authorized by a locally-elected school board that understands their community’s needs, and is accountable to them.

As both State Superintendent and a member of the Board of Regents, I am concerned the new UW System chartering authority could become controversial and disruptive. New schools are best created locally, not from a distant tower overlooking the city.

11. Wisconsin teacher licensing has the reputation as being one of the most rigorous and respected systems in the country. Recently, proposals were made that would allow any individual with a bachelor’s degree or work experience in trades to obtain a teaching license. Do you support these proposals? Why or why not?

I do not support any proposal that would ignore pedagogical skills as a key component of any preparation program. Content knowledge is not enough. A prospective teacher must know “how” to teach as well as “what’ to teach.

12. Teachers report a significant increase in mandated meetings and “professional development” sessions that are often unrelated or not embedded to the reality of their daily work with children. What will you do as State Superintendent to provide teachers with the time needed to prepare lessons, collaborate with colleagues, evaluate student work, and reflect on their practices?

When I travel the state and talk to educators, I hear this sentiment a lot, but it’s quickly followed by an important caveat: When educators believe that the meeting, the professional development opportunity, the extra responsibility, or the new idea will truly make a difference for kids they serve, they become the first and best champion of it–always.

We absolutely must find ways to lighten the load for our teachers so that the work we do out of the classroom is meaningful, manageable and powerful for kids. My Every Teacher a Leader Initiative focuses on highlighting cultures that support teacher leadership, and this often means that a principal or a superintendent has created systems that value and honor the expertise teachers bring to an initiative. They involve teachers early in decisions rather than convening them after a decision is made to implement it.

I just heard from an educator in a school district that is receiving national attention for its dramatic academic improvement over the past five years. When asked what the recipe for success was, she said the superintendent convened a team of veteran educators on his first day, listened to what they needed, worked long and hard to meet those needs, andkept them involved the whole way. That’s it.

13. Do you support restoring the rights of public sector workers to collectively bargain over wages, hours and conditions of employment?

Yes.

I have been a champion for collective bargain and workers’ rights my entire career. I signed the recall petition over Act 10 – and I haven’t changed my mind about it.

14. Are you interested in receiving MTI Voters endorsement? If so, why?

MTI has been a great partner of mine over the years. I would be honored to continue that collaboration going forward. Additionally, I have five grand-kids Madison Public Schools, and I want to them to continue to be proud of the strong relationship I have with Madison educators.

15. Are you interested in receiving financial support for your campaign from MTl-Voters?

Yes, my opponents will be seeking funding from organizations that have very deep pockets and MTI full financial support is more important than ever.

16. Is there anything else you’d like MTI members to know about your candidacy and why you are seeking election to the State Superintendent of Public Instruction?

I hope our work together, mutual commitment, and shared values continue for another four years.

Curriculum Is the Cure: The next phase of education reform must include restoring knowledge to the classroom.



“The existing K-12 school system (including most charters and private schools) has been transformed into a knowledge-free zone…Surveys conducted by NAEP and other testing agencies reveal an astonishing lack of historical and civic knowledge…Fifty-two percent chose Germany, Japan, or Italy as “U.S. Allies” in World War II.”

Sol Stern, via Will Fitzhugh:

President-elect Donald Trump’s nomination of Betsy DeVos as secretary of education has set off a new round in America’s long-running education wars. Teachers’ unions and progressive activists are warning of impending disaster—that DeVos and other “billionaire privatizers” are out to dismantle America’s public schools, the pillars of our democracy. Pro-choice education reformers, on the other hand, are cheering the DeVos appointment, and see great opportunities ahead for their movement. DeVos is one of the nation’s most tenacious advocates for (and generous funders of) the market approach to education. She likes charter schools, but is a true believer in vouchers—the policy of giving parents of children stuck in failing public schools tax dollars to pay tuition at the private schools of their choice. Even more encouraging, DeVos will presumably have the backing of a president who pledged on the campaign trail to use $20 billion in federal education funds to boost voucher programs in the states.

Unfortunately, hyperbole seems to be trumping reality (pun not intended) in this latest dust-up over the schools. Both sides ought to consider a ceasefire in order to begin focusing on the major cause of bad schooling in America: a half-century of discredited instructional practices in the classroom.

Let’s dispose of a couple of canards. First, the Trump administration isn’t about to privatize the public schools—far from it. During the campaign, the Republican-dominated Congress passed the Every Student Succeeds Act (ESSA) that includes provisions severely limiting the federal role in K-12 education. These restrictions make it exceedingly difficult for the new administration to launch any sort of national school-choice program or to do away with Common Core. For better or worse, the future of all such reforms will remain exactly where they began—in the states.

Second, neither side in the debate has been entirely candid on the issue of charters and vouchers. We’ve already had several decades of robust school-choice experiments in the states and localities, many of which have been thoroughly evaluated. The results provide little confirmation for either side’s argument on how best to improve the schools. Charters seem to have produced significant gains for students in some school districts, including New Orleans, Washington, D.C., and New York. On the other hand, the largest study of charter school effects nationally (conducted by Stanford University’s Center for Research on Education Outcomes) found that only 17 percent of all charters had higher academic gains than similar public schools, while 37 percent had worse performance. Forty-six percent of charters performed no better or worse than public schools in the same district.

The grade for voucher programs is also an Incomplete. The country’s largest voucher experiment was launched in Milwaukee, Wisconsin, 26 years ago. Today, more than 28,000 students are enrolled in the program, one-in-four of all the city’s students. Most minority parents are happy with their voucher schools—not a small point in its favor—but there has been no Milwaukee academic miracle. In fact, the city’s black children have recorded some of the worst test scores of any urban district in the country, as measured by National Association of Educational Progress (NAEP) tests.




Wisconsin Redistributed Tax Dollars will help taxes, not classrooms



Erin Richards:

About 60% of school districts will get a boost in state aid in 2016-’17, but the money will flow through to property tax relief instead of funding for classrooms, according to new state figures.

Meanwhile, costs to taxpayers for the Milwaukee voucher program and costs to nearly all districts for the expense of running independent charter schools have both dropped. Those changes benefit Milwaukee as well as taxpayers in most other districts getting more aid.

“More state aid doesn’t provide us more money, but it is good news for our Pewaukee taxpayers,” said Pewaukee Schools Superintendent JoAnn Sternke, whose district will see a 19% increase in aid.

In total, $4.58 billion was appropriated for general school aid in 2016-’17, according to figures from the Wisconsin Department of Public Instruction. The money to be distributed is an increase of about $122 million from last year, thanks in part to lawmakers changing the way independent charter schools and private voucher schools are funded.




In student testing, much has changed — and much has not

By the way, test scores can be a factor in evaluating teachers, but they have not emerged as a big factor. And the momentum behind connecting scores to ratings of teachers seems to have waned nationwide. (Why? Because it doesn’t really work.)

With the new scores, the “report card” for each school in the state will be relaunched, after a year off. This time, private schools with publicly-funded voucher students are slated to get report cards. Don’t expect the same level of data for voucher schools as public schools. Maybe that will take a few years to build up.

In the end, even as it is the third set of tests used in three years in Wisconsin, the Forward Test is pretty consistent with its predecessors. And, now on computers, the giant enterprise of testing our kids to get some broad handle on how they’re doing is on the move again.




Commentary on Wisconsin K-12 Assessments and Governance Diversity

Point one: If Milwaukee has demonstrated anything to the nation with its long, broad and deep school choice offerings, it is that school quality is generated far more at the level of individual schools than sector by sector.

There are MPS schools where students score much above the Milwaukee averages and, in a few cases, above the state averages. There are voucher schools where that is true. And the same for charter schools. And there are MPS, voucher and charter schools with scores that raise major questions about the school.

Nobody has a monopoly on success or failure. It’s really a school-by-school subject — and, often times within schools, a classroom-by-classroom subject, with some teachers leading their students to much better outcomes than others.

Point two: There’s little reason to find joy in the overall scores, no matter the sector. Third- through eighth-graders in independent charter schools did better than voucher and MPS students for language arts (also generally labeled, “reading”). That means about a third of the charter kids were rated proficient or advanced, compared with a quarter, give or take several points, of other kids.

Governor Walker’s proposed Budget and the gamesmanship being played in the legislature has been compared to the game “whack-a-mole”. Representative Melissa Sargent, a champion for public education, teachers and progressive causes, said of the Budget proposals, “Just when you think we’ve averted one crisis, another initiative is introduced to threaten the progressive traditions of our state.” Sargent added, “The Budget process provides a look inside the corporate-driven policy agenda of the Republican party. Their goal is comprehensive privatization.”

That concept came through loud and clear last week, when the Republican majority on the Joint Finance Committee introduced a proposal which would enable even more funds to be diverted from money-starved public schools to private schools, by expanding the number of parents who can use a State-issued voucher to pay the cost of sending their child to a private school. The funds would come from that child’s area public school system. An investigation by One Wisconsin Now illustrates that a pro-voucher front group donated $122,000 to the campaigns of the Republicans on the Joint Finance Committee.

Senate Democratic Leader Jennifer Shilling said education must be the top Budget priority, that “the needs of children and schools must be addressed before tax breaks for the wealthy and giveaways to special interests (voucher supporters).” Shilling continued, “To fully restore the cuts our schools have seen over the past four years, we need to invest an additional $200 per student above what Walker has proposed.” While the Republican majority brags that they are adding $208 million in school aids, it amounts to only 1⁄2 of 1% over the two-year Budget, and more than 50% of that will not go to schools, but to reducing property taxes.

The Walker Budget would also enable State takeover of the Milwaukee Public Schools, and perhaps the Madison Metropolitan School District. The Budget proposal would enable a “commissioner to convert these schools to charter or voucher schools.” The “commissioner” would have the authority to fire all teachers and administrators in a school district taken over, given the provisions of the proposed law.

A recent amendment would enable anyone with any BA degree to teach English, social studies, math or science, and enable anyone – even without a degree – to teach business, art, music, agriculture or special education.

The Budget will be acted upon this month. It is time to let your objections be heard regarding the school funding crisis being created by the proposed Budget. Contact majority party members of the Joint Finance Committee:

Commentary on Proposed Changes to Wisconsin’s K-12 Governance Model

Voucher students in schools statewide will do better than voucher students in Milwaukee. Why do I say that? Not for the reasons you might guess. The statewide program has a requirement that a participating private school had to be in operation on May 1, 2013. That means there will not be a rush of start-up schools. The list of participating schools outstate will look a lot like a roster of Catholic, Lutheran and other well-grounded schools, I bet. The large majority of problems in Milwaukee’s voucher program, including both poor academic results and financial messes, have involved schools that opened after the program was launched.

The standardized testing program statewide is in a mess. We pretty much killed off our old tests. We’re killing off the one we tried this spring. So what’s next? That’s not set yet and, among other things, you have to wonder who’s going to take the results seriously when there are different tests every year.

Accountability overall is in a mess.Beyond the budget process, the Legislature was unable to agree on how to revise the system for rating schools and for doing something about low-rated schools. Which means not much will be done about those schools in the foreseeable future — including, low-performing voucher schools in Milwaukee. Some Republican legislative leaders have said doing something about those schools is a high priority. Nothing in the budget or other legislative action backs that up.

Suddenly, county executives are important. As the budget stands, both the Milwaukee and Waukesha county executives will be given unprecedented and hefty powers to deal with schools. Who knew they were qualified to be school system leaders? Wow.




Proposed Changes To Wisconsin k-12 Governance & Curricular Requirements



Molly Beck:

The added funding comes from a $250 per student special funding stream for school districts in the second year of the budget, according to the legislation package proposed by Republican co-chairs of the Joint Finance Committee.

At the same time, the 1,000-student cap on the statewide voucher program would be lifted and students with disabilities would be eligible to apply for vouchers for the first time under a separate program. No more than 1 percent of a school district’s enrollment could receive vouchers, however.

The plan assures that private schools receiving school vouchers would receive about $7,200 for each K-8 student and about $7,800 for each high school student, the committee leaders said Tuesday. Walker’s proposed expansion would provide schools considerably less per student.

The voucher expansion would be paid for in a manner similar to the state’s open enrollment program for public schools — tax money would follow a student from the public district to the private voucher school. The plan could ultimately cost school districts about $48 million over the biennium, according to a Legislative Fiscal Bureau memo drafted last week for Assembly Speaker Robin Vos, R-Rochester.

The package also proposes to adopt Walker’s budget language that prohibits the state superintendent from promoting the Common Core State Standards, and from adopting new academic standards created by the Common Core State Standards Initiative, though there are none in the works.

Erin Richards & Jason Stein:

Special-needs vouchers would allow parents of children with special needs to use taxpayer money to send their child to a private school. Standalone bills have been defeated twice in recent years, in large part because every established advocacy organization for those with disabilities have opposed the bills in public hearings.

Their chief concern: Private schools are not obligated to follow federal disability laws. They point to examples in other states where, in their view, under-qualified operators have declared themselves experts and started tapping taxpayer money to serve such students.

Critics also say the proposal would erode taxpayer funding for public schools.

Patrick Marley, Jason Stein & Erin Richards:

The GOP proposal would also phase out the Chapter 220 school integration program, put the Milwaukee County executive in charge of some low-performing Milwaukee Public Schools, create an alternative system for licensing teachers and require that high school students take the civics test given to those applying for U.S. citizenship.

Another provision would allow home-school students, virtual school students and private school students to participate in public schools’ athletic and extracurricular programs.

The plan would also reshape how the Racine Unified School Board is constituted, requiring it to have members representing different regions of the school district. Some of the students in that district are represented by Assembly Speaker Robin Vos (R-Rochester) and Sen. Van Wanggaard (R-Racine).

Republicans were able to come up with more money for public schools and voucher schools in part by making a $105.6 million payment to public schools in July 2017 — outside of the two-year spending plan they are developing. That means the payment wouldn’t be counted in the budget lawmakers are writing, even though taxpayers would ultimately bear those costs.

The funds will restore a $127 million cut next year that was proposed in Walker’s budget, and will provide an additional $100 per pupil in state aid the following year.

“It was really a challenge, but it was everybody’s first priority, and we made it,” said Sen. Alberta Darling, R-River Hills.

Darling and Rep. John Nygren, R-Marinette, said Republicans also plan to move forward with a statewide expansion of the voucher program, capped at 1 percent of the students in each district.

The expansion would be modeled after the state’s open enrollment system, and would increase the amount of per-pupil aid for taxpayer-funded voucher schools to $7,200 per K-8 student and $7,800 per high school student.

That expansion will change the amount of funds that public schools receive, but Darling and Nygren declined to say by how much it could be.

“We don’t want the schools to suffer,” Darling said. “What we want to do is have the strongest education system we can for every child.”

“Our model was: Let’s get aggressive. Accountability. Testing. Internal reviews. Let’s improve,” he said.

Rodriguez created a new board to focus specifically on academics and fundraising for St. Anthony. He oversaw the development of an on-campus medical clinic for families and the opening of a day care and 3-year-old kindergarten in 2013, as well as the expansion of the new high school as it added a grade each year.

Like most urban schools serving predominantly low-income students in Milwaukee, overall state test scores for St. Anthony were and still are low. In the fall of 2010, just 7% of children could read proficiently, and about 10% could do math on grade level.

State data shows they jumped considerably by the fall of 2013: 12% of children were proficient in reading; 19% were proficient in math. That beat the average math proficiency score for all voucher schools but was the same for reading.

St. Anthony scores about the same as Milwaukee Public Schools; score comparisons vary, depending on whether all students or just low-income students are compared.

“I feel like I’ve been called to effect change for underserved kids,” Rodriguez said.

He’s been a visible figure for doing that at St. Anthony.

Over the past 10 years, Wisconsin taxpayers have paid about $139 million to private schools that were subsequently barred from the state’s voucher system for failing to meet requirements related to finances, accreditation, student safety and auditing, a State Journal review has found.

More than two-thirds of the 50 schools terminated from the state’s voucher system since 2004 — all in Milwaukee — had stayed open for five years or less, according to the data provided by the state Department of Public Instruction. Eleven schools, paid a total of $4.1 million, were terminated from the voucher program after just one year.

Northside High School, for example, received $1.7 million in state vouchers for low-income students attending the private school before being terminated from the program in its first year in 2006 for failing to provide an adequate curriculum.

The data highlight the challenges the state faces in requiring accountability from private schools in the voucher program, which expanded from just Milwaukee and Racine to a statewide program last school year. The issue has emerged as a key area of disagreement between Republican Gov. Scott Walker and Democratic challenger Mary Burke, a Madison School Board member, in this year’s gubernatorial campaign.

Last school year, there were 108 schools and about 25,000 students participating in the Milwaukee voucher program, and 146 voucher schools total. The state has budgeted about $210 million for all voucher schools for the current school year, compared to around $4.4 billion in general aid for public schools.

Wisconsin spent $11,774 per student in 2011 [ballotpedia] or $10,256,390,270. So, let’s assume that Wisconsin spent on average $9Billion annually since 2004. That’s $90,000,000,000 over the past decade. The state paid $139,000,000 to “failed” voucher schools during that time, or 0.0015% of total K-12 spending…

Perhaps it would be worthwhile to further analyze the effectiveness of said 90,000,000,000… not to mention the present public school “accountability” models. After all, the oft criticized WKCE was used to evaluate schools for some time.d Astonishing.




Madison’s Lengthy K-12 Challenges Become Election Grist; Spends 22% more per student than Milwaukee

When all third graders read at grade level or beyond by the end of the year, the achievement gap will be closed…and not before
On November 7, Superintendent Art Rainwater made his annual report to the Board of Education on progress toward meeting the district’s student achievement goal in reading. As he did last fall, the superintendent made some interesting claims about the district’s success in closing the academic achievement gap “based on race”.

According to Mr. Rainwater, the place to look for evidence of a closing achievement gap is the comparison of the percentage of African American third graders who score at the lowest level of performance on statewide tests and the percentage of other racial groups scoring at that level. He says that, after accounting for income differences, there is no gap associated with race at the lowest level of achievement in reading. He made the same claim last year, telling the Wisconsin State Journal on September 24, 2004, “for those kids for whom an ability to read would prevent them from being successful, we’ve reduced that percentage very substantially, and basically, for all practical purposes, closed the gap”. Last Monday, he stated that the gap between percentages scoring at the lowest level “is the original gap” that the board set out to close.

Unfortunately, that is not the achievement gap that the board aimed to close.

In 1998, the Madison School Board adopted an important academic goal: “that all students complete the 3rd grade able to read at or beyond grade level”. We adopted this goal in response to recommendations from a citizen study group that believed that minority students who are not competent as readers by the end of the third grade fall behind in all academic areas after third grade.

As of 2013, the situation has not changed, unfortunately.

Madison, 2014, the view from Milwaukee:

The largest state teachers union, the Wisconsin Education Association Council, gave $1.3 million last month to the Greater Wisconsin Committee, a liberal group that has been running ads critical of Walker. Two of WEAC’s political action committees have given a total of $83,128 to Burke directly.

On the other side, the American Federation for Children said last year in a brochure that in the 2012 elections in Wisconsin, including the recalls that year, it had spent $2.4 million supporting pro-voucher candidates.

Along with family members, Dick and Betsy DeVos have given about $343,000 to Walker since 2009. The Grand Rapids, Mich., couple made their fortune in the marketing firm Amway and now support the voucher school movement.

The elections are critical because in general, each candidate’s stance on the issue of vouchers is largely dictated by their political party affiliation. If Republican candidates maintain control of both houses and the governor’s seat, voucher-friendly legislation is more likely to pass.

Democrats are trying to take control of the state Senate. Republicans hold the chamber 17-15, with one GOP-leaning seat vacant. Republicans have a stronger majority in the Assembly and the election is unlikely to change that.

Senate Democrats would oppose the expansion of voucher schools until standards and requirements are established that put those private schools on the same footing as public schools, Senate Minority Leader Chris Larson (D-Milwaukee) said.

Walker on Wednesday also challenged Burke’s record on the Madison School Board.

He noted that the graduation rate for black students in Madison is lower than the graduation rate for black students in MPS.

Walker said Burke has had a chance to use his Act 10 law to save the taxpayers millions in Madison, and put those dollars toward alleviating the achievement gap.

“She’s failed to do that,” Walker said.

Burke responded that Madison is a fiscally responsible district that is one of the few in the state operating under its levy cap.

Madison still has a contract because the teachers union there challenged the Act 10 law in court, and a circuit court judge ruling initially swung in its favor. The teachers union subsequently bargained a contract this year and next year with the district.

Then this summer, the Wisconsin Supreme Court upheld Walker’s Act 10 law.

Gov. Scott Walker took the campaign against Democratic opponent Mary Burke to her front door Wednesday, accusing the one-term Madison School Board member of not doing enough to improve black students’ graduation rates in Madison.

Walker argued that the Madison School Board could have put more money toward raising graduation rates and academic achievement if it had taken advantage of his controversial 2011 measure known as Act 10, which effectively ended collective bargaining for most public workers, instead of choosing to negotiate a contract with its teachers union for the 2015-16 school year earlier this summer.

“Voters may be shocked to learn that the African-American graduation rate in Madison (where Mary Burke is on the board) is worse than in MKE,” Walker tweeted Wednesday morning.

Burke shot back that Walker’s comments were “short sighted” and showed “a lack of knowledge” of how to improve student academic achievement.

In 2013, 53.7 percent of black students in Madison graduated in four years. In Milwaukee, the rate was 58.3 percent, according to state Department of Public Instruction data. That gap is smaller than it was in 2012, when the 4-year completion rate among black students was 55 percent in Madison and 62 percent in Milwaukee.

Overall, the 2013 graduation rates for the two largest school districts in Wisconsin was 78.3 percent in Madison and 60.6 percent in Milwaukee.

Under Superintendent Jennifer Cheatham, the district has made progress in the last year toward improving overall student achievement, Burke said in a call with reporters. School Board president Arlene Silveira also said Wednesday the district has started to move the needle under Cheatham.

“Is it enough progress? No. We still have a lot of work to go, and whether you’re talking about African-American (graduation rates) in Madison or talking about (rates) in Milwaukee, they are too low,” Burke said. “But the key to improving student learning, that anyone who really looks at education knows, is the quality of the teacher in the classroom.”

Central to his thinking was a distinction between managers and leaders. Managers are people who like to do things right, he argued. Leaders are people who do the right thing. Managers have their eye on the bottom line. Leaders have their eye on the horizon. Managers help you to get to where you want to go. Leaders tell you what it is you want. He chastised business schools for focusing on the first at the expense of the second. People took MBAs, he said, not because they wanted to be middle managers but because they wanted to be chief executives. He argued that “failing organisations are usually over-managed and under-led”.

Mr Bennis believed leaders are made, not born. He taught that leadership is a skill—or, rather, a set of skills—that can be learned through hard work. He likened it to a performance. Leaders must inhabit their roles, as actors do. This means more than just learning to see yourself as others see you, though that matters, too. It means self-discovery. “The process of becoming a leader is similar, if not identical, to becoming a fully integrated human being,” he said in 2009. To make matters more dire, the long-term legislative proposal specifically exempts school district arbitrations from the requirement that arbitrators consider and give the greatest weight to revenue limits and local economic conditions. While arbitrators would continue to give these two factors paramount consideration when deciding cases for all other local governments, the importance of fiscal limits and local economic conditions would be specifically diminished for school district arbitration.

Candidate Burke’s “operating under its levy cap” soundbyte was a shrewd, easily overlooked comment, yet neglects to point out Madison’s property tax base wealth vs. Milwaukee, the District’s spending levels when state revenue limits were put in place and the local referendums that have approved additional expenditures (despite open questions on where the additional funds were spent).

Madison’s challenges, while spending and staffing more than most, will continue to be under the political microscope.

For years, Wisconsin had the distinction of being a national leader in educational reform. Wisconsin used to rank 3rd in fourth grade reading, now we’re in the middle of the pack at best with some of the worst achievement gaps in the nation.

Henry Tyson charted unlikely path to Milwaukee education debates

“I’m a conformist,” said Henry Tyson, superintendent of St. Marcus Lutheran School. “I like rules and I like order.”

To hear that Tyson considers himself a conformist is a surprise, given his background and his mission.

How this British-born educator came to Milwaukee is the stuff of chance, circumstance and an intense personal faith to live, work and educate children in the inner city.

Tyson’s ability to shake up the education establishment in recent years has made him a target of critics, who see him as an interloper.

Even those who are not intimately involved in the hothouse of education politics in Milwaukee may have heard of Tyson’s so-far unsuccessful quest to buy empty Milwaukee Public Schools buildings and expand the private voucher school he oversees.

On Friday, St. Marcus announced a deal to lease space for an early childhood education center at a non-MPS building, the Aurora Weier Educational Center building at 2669 N. Richards St.

The move marks a truce, of sorts. Yet the fight likely isn’t over. For his part, Tyson has been stung by criticism.

“What absolutely shocked me is that I became the nemesis of public education,” Tyson said. “Like I have always articulated, we will not move this city forward enough, or at least significantly, until the fighting stops.”

Last week, the fall term began at St. Marcus’ main campus at 2215 N. Palmer St. The sparkling facility buzzed with the energy of 730 students in grades K-8 and more than 100 staff. Nearly all of those students — 93% — attend on a taxpayer-paid voucher. The student body is 89% African-American, Tyson said.

DPI’s Burmaster Proposes Teacher Bonuses

State schools Superintendent Elizabeth Burmaster proposed Thursday that Wisconsin provide $5,000 annual bonuses to highly qualified teachers to teach in high-needs schools such as most of those in the Milwaukee Public Schools.
Burmaster also said the next state budget should include $1.6 million for pilot projects in Milwaukee schools that want to extend the school year beyond the conventional 180 days a year; $1 million in grants for arts programs in MPS schools; and significant property tax relief for city of Milwaukee residents through changes in how the voucher school program is funded.
In unveiling her proposals for the two-year state budget that will take effect July 1, Burmaster said Wisconsin should stick to funding two-thirds of the cost of general operation of schools throughout the state, a step that would require an additional $588 million over the two-year period. The state is providing about $5.9 billion in local school aid this year; continuing at the two-thirds level would present a major challenge to an already-stressed budget




Fallacy



Many of you probably read John Stossel’s polemic in the Sunday Wisconsin State Journal (9/3/06). I’d reprint here, but I don’t want to give it a wider readership than it already has. Instead I want to say few words about a central fallacy in the thinking of Stossel (and many others who wish to destroy public education). Contrary to their rhetoric, PUBLIC EDUCATION IS NOT A MONOPOLY.
I’m not talking about the fact that many fine non-public schools thrive (although that’s true), what I want to do is remind people of the important distinctions between the public and private spheres, between government and enterprise (these distinctions aren’t quite the same, but they are close enough for the purposes here). Education is a public matter, a government function because we have for 150 years (more-or-less, depending on the state and locality) we have wanted it that way.
There were and are many good reasons why this is the case. At base, education is – like garbage disposal, safe food and drugs, efficient roads, airline safety, clean water and much else – too important to be left to the vagaries of the market. At one point Stossel quotes an economist praising the “unpredictability” of the market as a source of innovation. That’s fine for producing a better mousetrap, but in schools (as in all the other examples listed) the stakes are too high to let greed be the motive force. I hear “unpredictability” and think of the children in scam voucher schools who lost out so someone could profit. The successes and innovations of capitalism are the successes of greed. The failures of capitalism are the failures of greed. Tainted milk, like bad charter schools in Milwaukee, was profitable; the market did its work by inducing more people to sell tainted milk. It isn’t the all powerful and all wise market that makes sure our children have safe milk — profit is profit, the market doesn’t care — it is the government. Schools were once all private or semi-private, but this – like tainted milk – was not satisfactory and in a democracy things that aren’t satisfactory can be changed.
Democracy is one key to why education is a public matter. If you read the words of those 19th and early 20th century men and women who created and expanded public education, you can sense both their fears and faith. Democratic self-government was a new thing and many scoffed at the idea that “the masses” were capable of the tasks. There was a very real fear of rule by the ignorant mob. But there was also a faith that given the tools their fellow-countrymen (and later women) would be up to the job. The most basic tool was literacy and more broadly education. The state of our political culture may induce many to think that these optimists were wrong about the potential for self-government or perhaps that public education has failed in this mission. I feel that way sometimes, but the republic has survived and the experiment isn’t over. I don’t think we should abandon the basic idea, I think we should work to improve our execution. And since public education is democratically governed (another reason that terming it monopoly is a misnomer), we have the means to make our calls for improvement heard.
Democracy also requires a sense of belonging to the community and the nation. There has long been a tension between the Pluribus and the Unum. America has always been diverse and group identities have threatened to overwhelm a sense of common purpose. When German children went to German schools and Presbyterian children went to Presbyterian schools and rich children went to elite schools and many children went to no school at all (or to charity schools), there was very little to bind them together and much to pull them apart. By making schools public and “common,” the school promoters sought to bolster the Unum. We also struggle with these issues and have arrived in a slightly different place where most of us desire schools to respect group identities, teach respect for group identities (multiculturalism) as well cultivate our commonalities. Finding the balance is not easy and never finished. That cultivating the common is necessary and that the best place to do this is in democratically controlled public schools seems beyond question to me.
Interestingly, capitalism is another reason why public education was considered essential to the health of the nation. There has always been a desire for trained workers and for people to be trained for work, but that isn’t the most interesting or important way that public schools support capitalism. Capitalism is a system of winners and losers. Democracy depends on a rough sense of egalitarianism – “All men are created equal.” So there is another tension here and public education helps resolve it. With free public education, equality becomes “equality of opportunity” and eventually “equality of educational opportunity” (as in the Equal Educational Opportunities Act of 1974). The promise (unfulfilled to a great degree) of equality of opportunity through education further binds the nation together, diffuses the resentments of existing inequalities and provides hope for mobility. Without this, capitalism would be constantly threatened by the “losers.”
Disciples of the market like Stossel rarely address a basic premise of their philosophy and that is that greed and only greed can produce progress and improvement. They see schools that aren’t as good as they should or must be and see “introducing market forces” as the only solution. I don’t hold this dark view of human nature or society. I think that we can be genuinely altruistic; I think that we can work together (cooperation) instead against each other (competition) to produce better schools and a better world. The people who founded public education were far from perfect and filled with self-interested motives, but at the core most shared this belief and I would point to their creation (as imperfect as it is) as evidence that they were right.

In Wisconsin, as elsewhere, teachers and administrators are eager to avoid being branded deficient and suffer potential financial losses. Department of Public Instruction officials in Wisconsin reported recently that the cost of tests taken in late 2005 included a $10 million contract with CTB/McGraw Hill, a well-known testing company that designed new tests exclusively for the state. Almost half a million students took the tests, and the overall results were less than encouraging. This at a time when much money and effort have been employed to hike the quality of instruction and fend off the transfer of students to voucher schools.
Common sense and decades of teaching experience dictate at least two observations: 1) until the home life of many low-income students improves (two parents, a steady income, solid moral teaching, at least some sort of intellectual stimulation higher than MTV, including the reading of books), the young people in question cannot be expected to embrace a life of learning and begin to plan for the future;

Tiny and terrifying: Why some feel threatened by Wisconsin’s parental choice programs

In Madison, where the possibility of school choice arrived 23 years after Milwaukee, there are six private schools in the choice program that Smith calls “vouchers,” and those six schools enrolled 655 choice students in the school year just ended. The Madison Metropolitan School District, in comparison, has about 25,000 students.

Big ask

Perhaps Madison families will see some of the growth common elsewhere. Independent private schools in the city of Milwaukee educated about 29,000 children using choice grants last year, and those in Racine educated about 4,000. Nearly 19,000 kids throughout the rest of Wisconsin used choice grants.

Several more Madison schools have been cleared by state regulators to join the choice program in fall, including a second one to offer high school grades. This likely will be a blessing to Madison families looking for an alternative to a school district where, by the state’s most recent figures, only 41% of the students had been taught to read at grade level or better. By contrast, Madison’s largest private school in the choice program, Abundant Life Christian School, got 73% of its students to grade level or better in reading. 

Why Senator Smith regards this as “failing” is baffling.

When families take their children to Abundant Life or other independent options, $10,237 of state aid will follow each one, or $12,731 if they’re high schoolers — the entirety of taxpayers’ outlay. 

By contrast, in the most recent state figures, Madison Metropolitan School District spent a total of $17,944 per child in taxpayer money.

What’s more, the district may ask voters in November for another $600 million in spending, overriding the taxpayer-protecting limits set in law. The proposal would add $1,378 to the property taxes of a typical Madison home. The district says its budget is in dire straits because it used temporary pandemic aid for permanent expenses. It could have to cut its $589 million budget by about $2 million, or 0.4%.

In my 2011 book, Launching the Innovation Renaissance, I wrote:

At times, teacher pay in the United States seems more like something from Soviet-era Russia than 21st-century America. Wages for teachers are
low, egalitarian and not based on performance. We pay physical education teachers about the same as math teachers despite the fact that math teachers
have greater opportunities elsewhere in the economy. As a result, we have lots of excellent physical education teachers but not nearly enough excellent
math teachers. The teachers unions oppose even the most modest proposals to add measures of teacher quality to selection and pay decisions.

As I wrote, however, Wisconsin passed Act 10, a bill that discontinued collective bargaining over teachers’ salary schedules. Act 10 took power away from the labor unions and gave districts full autonomy to negotiate salaries with individual teachers. In a paper that just won the Best Paper published in AEJ: Policy in the last three years, Barbara Biasi studies the effect of Act 10 on salaries, effort and student achievement.

Compensation of most US public school teachers is rigid and solely based on seniority. This paper studies the effects of a reform that gave school districts in Wisconsin full autonomy to redesign teacher pay schemes. Following the reform some districts switched to flexible compensation. Using the expiration of preexisting collective bargaining agreements as a source of exogenous variation in the timing of changes in pay, I show that the introduction of flexible pay raised salaries of high-quality teachers, increased teacher quality (due to the arrival of high-quality teachers from other districts and increased effort), and improved student achievement.

We still have a long way to go but COVID, homeschooling and open-access voucher programs have put a huge dent in the power of the teacher’s unions. There is now a chance to bring teacher pay into the American model. Moreover, such a model is pro-teacher! Not every district in Wisconsin grasped the opportunity to reform teacher pay but those districts that did raised pay considerably. Appleton district, for example, instituted pay for performance, Oshkosh did not. Prior to the Act salaries were about the same in the two districts:

Fascinating maps of referendum results! Support for the referendum was moderately correlated with race (won in most majorty white wards) but even more strongly correlated with (not) having kids. In wards where 20% or less of residents have children, the referendum overwhelmingly passed with ~2/3 of the vote. Wards where more than 40% have kids? Lost by nearly 5 points.

In other words, the referendum was most popular in the parts of the city with the fewest children, and in the parts of the city with the most white, affluent residents.

I know most here are happy about the referendum-I myself voted “yes.” Regardless, these figures do say a lot – and if you’re not thinking long and hard about the implications and the work/listening we have to do going forward to best serve our Milwaukee community…l’d ask yourself why that is.

Has the right’s vision of “education freedom” really triumphed? And at what cost to students?



Jennifer Berkshire:

We owe the concept of school vouchers to libertarian economist Milton Friedman. In a 1955 essay and manifesto, Friedman argued that it was time for the “denationalization” of schools. The government should get out of the business of running schools, he wrote, and instead give parents vouchers that they could use at the public or private school of their choosing. But Southern conservatives had already seized upon a similar idea as a way of resisting court-ordered integration. In the lead-up to the Supreme Court’s landmark 1954 decision in Brown v. Board of Education, voucher-like programs that paid for white students to attend private schools not subject to the same federal oversight as public schools exploded in popularity. As historian Steve Suitts has documented, by 1965, legislators across the South had passed as many as 450 laws and regulations aimed at blocking, discrediting, or evading school desegregation, many through school vouchers or tax credits. As for Friedman, he addressed the issue of segregation directly in a lengthy footnote to his essay, in which he stated his opposition to both “forced segregation” and “forced nonsegregation.” The solution, he argued, was a private system in which “exclusively white schools, exclusively colored schools, and mixed schools” could develop according to the preferences of parents.

The cause of school choice has long been a right-wing priority, attracting the support and the funds of a familiar cast of deep-pocketed conservatives—the Bradleys, the DeVoses, the Kochs. But the idea of giving money directly to families to pay for schooling also appealed to a surprisingly diverse political coalition. As Fitzgerald traces the history of school vouchers from the libertarian and far-right fringe to the mainstream, she brings to life a lesser-known cast of characters who rallied around versions of school choice. In Wisconsin, for instance, a Jesuit priest named Virgil Blum was urging the government to subsidize the cost of religious education. Blum was ahead of his time. His argument for religious school vouchers, based on the First Amendment guarantee of religious freedom, was the same one the Supreme Court would embrace three decades later. But he died in 1990, just months before the Milwaukee voucher program was enacted, lamenting that his crusade for state-funded religious schools had gone nowhere.

At the same time, the biggest reason funding for MPS has dropped, the report says, is that MPS doesn’t have as many students as it used to. That’s partly because there are fewer children in the city, and partly because of the growth of non-MPS schools, like independent charter schools and private schools that get tax-funded vouchers. When students leave MPS, the funding goes with them.

Add to that the district’s almost total lack of accounting for the $87 million referendum voters approved in 2020, with the final $3 million payout this year. Or the $772 million the district received from three COVID “emergency” bills, $506 million of that from the American Rescue Plan Act, which will allow the district to spend federal dollars through 2026.

“It’s like they looked at it and said ‘Let’s just shoot for the moon’ with this referendum, Andrekopoulos told the Badger Institute. “At some point, don’t you have to say ’No’?”




An update on Wisconsin’s attempts to improve our long term, disastrous reading results

The approach is best known for emphasizing phonics-based instruction, which teaches children the sounds of letters and how to put the sounds together into words. But when done right, it involves more than that — incorporating things such as developing vocabulary, comprehension skills and general knowledge.

The approach differs from the “balanced literacy” approach widely used in recent decades, which generally downplayed sounding out letters. One well-known balanced literacy approach, called “three-cueing,” will be illegal in Wisconsin in all public schools, charter schools and private schools taking part in the state’s voucher program as of this fall.  

What curriculums will be recommended? 

Good question. The law created an Early Literacy Curriculum Council with nine members, generally educators from around the state, to make recommendations. The council had a big job and got behind schedule. But it recently recommended four curriculums, generally ones regarded favorably by prominent “science of reading” advocates.

The state Department of Public Instruction has been critical of aspects of the council’s work, including saying that council members didn’t stick strictly to the requirements of the new law. DPI took the council’s recommendations, deleted one, and added eight to come up with 11 curriculum choices that it said meet the law’s requirements.

Some literacy council members and other advocates have criticized the DPI list for including programs that are not as good as the ones the council recommended.  

Can you give examples?  

Sure. “Into Reading,” by HMH (also known as Houghton Mifflin Harcourt), is a popular program. It is one of three programs now being used by schools in New York City, the largest district in the country. And Milwaukee Public Schools has been using “Into Reading” for a couple years. It is considered to meet “science of reading” standards, but some experts regard other curriculums as better.

The literacy council did not include “Into Reading” on its list. The DPI included it. For one thing, including it could lead to saving districts, including MPS, large sums of money by not putting them under pressure to get new textbooks and other materials.    

And then there is “Bookworms.” This curriculum has some distinctive aspects, and some advocates, such as well-known curriculum analyst Karen Vaites of New York, regard it highly and say schools using it have had good results. The literacy council included “Bookworms” on its list. DPI did not and said the program did not meet all the standards of the new law.

Notes on changes in Wisconsin taxpayer K-12 funding policies



WILL:

The Assembly is currently considering AB900—a bill that would “decouple” public school spending from spending on the voucher and independent charter school programs. While the concept likely sounds quite confusing, it’s actually relatively straightforward, and will benefit public schools, taxpayers, and choice schools as well. We’ll explain how below. 

PUBLIC SCHOOLS 

Currently, when a student leaves for the state’s school choice programs and some independent charters, state aid to school districts is reduced to make up for the cost to the state of that student.  This loss of state aid is allowed to be made up for with a revenue limit adjustment that raises property taxes in the district.  AB900 would change this.  School districts would no longer see their aid reduced for the cost of the voucher or charter students, leading to a property tax cut and access to more state aid. Instead, choice and charter schools would be funded by the state.  In addition, the bill includes a provision for school districts to recoup 25% of the revenue limit authority they used to receive for voucher students—leading to additional revenue per pupil for the vast majority of districts in the state.   

We have included an attachment that shows what the bill would result in for every district. This comes from a memo produced by the Legislative Fiscal Bureau.  To help with understanding, consider the example from Green Bay reproduced below:

Commentary on k-12 choice



Josh Cowen:

First, why are these new voucher schemes such bad public policy? To understand the answer, it’s important to know that the typical voucher-accepting school is a far cry from the kind of elite private academy you might find in a coastal city or wealthy suburban outpost. Instead, they’re usually sub-prime providers, akin to predatory lenders in the mortgage sector. These schools are either pop-ups opening to cash in on the new taxpayer subsidy, or financially distressed existing schools desperate for a bailout to stay open. Both types of financially insecure schools often close anyway, creating turnover for children who were once enrolled.

And the voucher results reflect that educational vulnerability: in terms of academic impacts, vouchers have some of the worst results in the history of education research—on par or worse than what COVID-19 did to test scores. 

Those results are bad enough, but the real issue today is that they come at a cost of funding traditional public schools. As voucher systems expand, they cannibalize states’ ability to pay for their public education commitments. Arizona, which passed universal vouchers in 2022, is nearing a genuine budget crisis as a result of voucher over-spending. Six of the last seven states to pass vouchers have had to slow spending on public schools relative to investments made by non-voucher states.

That’s because most new voucher users were never in the public schools—they are new financial obligations for states. The vast majority of new voucher beneficiaries have been students who were already in private school beforehand. And for many rural students who live far from the nearest private school, vouchers are unrealistic in the first place, meaning that when states cut spending on public education, they weaken the only educational lifeline available to poorer and more remote communities in some places. That’s why even many GOP legislators representing rural districts—conservative in every other way—continue to fight against vouchers.

Wisconsin’s choice program serves over 52,000 students and plays a vital role in Wisconsin’s education system,” Esenberg said in a statement. “Unfortunately, far-left interest groups are uniting behind a Super PAC, to take education options away from low- and middle-income kids and families across the state.”

State Superintendent Jill Underly released a statement, saying she welcomes any opportunity that would strengthen public education.  

“Education represents an incredible opportunity to learn, grow, and strengthen our state, but public education represents even more than that. Public education is a constitutional right,” Underly’s statement said. “Wisconsin needs to fulfill its responsibility to effectively, equitably, and robustly fund our public education system. I welcome any opportunity to move Wisconsin in that direction.” 

The lawsuit is being funded by the Minocqua Brewing Company’s SuperPAC, which Bangstad has used since 2021 to fund liberal political causes.

The group has purchased billboard ads attacking Republican politicians and marketed beers named after Democratic politicians including an Evers Ale for Gov. Tony Evers and Tammy Shandy for U.S. Sen. Tammy Baldwin.   

Bangstad first announced his efforts to end Wisconsin’s private school voucher system in August on social media.

Notes on taxpayer K-12 funding disclosure

Wisconsin’s private schools are receiving more taxpayer funds than ever before, but a coalition of groups is objecting to that public money being included in an online dashboard about school district finances.  

Last week, the Republican-controlled Joint Finance Committee rejected a proposal by the state Department of Public Instruction to include private schools in the dashboard during its 14-day passive review process. 

A GOP bill signed by Gov. Tony Evers in 2021 created an 11-member advisory committee and called for a “financial information portal.” The dashboard is designed to give taxpayers easy access to financial information about individual school and school district spending. It must include the total amount of local, state and federal funding received; cost per pupil; and how funds are distributed.

During the 2022-23 school year, private school choice programs received $444 million in taxpayer money according to state data.    

But the Wisconsin Coalition for Education Freedom sent a letter to Joint Finance Committee members on Aug. 21 objecting to the private school spending being included. The letter stated the DPI process for creating the dashboard has been “shrouded in secrecy, delayed, and expanded into areas not included in the legislation.” 

The group said DPI is attempting to “make law,” violating democratic principles.




Commentary on taxpayer funded K-12 Choice

First, rigorous, knowledge-building contentworks. Across the K–12 continuum, mastery of rigorous content exercises an independent, positive impact on young people’s opportunities. When American schools fail to provide this, they are leaving one of the most powerful levers off the table.

In practice, this means that while a wide variety of public and private schools should be eligible for public funding and free to operate as they see fit, all should be held accountable for covering a basic corpus of knowledge. Mastery of this content should be assessed in all schools through rigorous exams, the results of which provide clear signals to parents and teachers about each student’s strengths and weaknesses, and to the public about each school’s.

Second, parents need help. A hands-off approach leaves too many parents behind. Many well-resourced families can navigate the choices and identify high-powered options. But almost 40% of parents in urban contexts are functionally illiterate, with limited social networks. Surveys of parents in high-choice systems, and research on individual voucher programs like Washington, D.C.’s, show that parents newly empowered to exert agency on behalf of their children’s education face a steep learning curve. As one of the country’s foremost scholars of educational opportunity Patrick Wolf put it, parents don’t need information—“they need a person.” Nonprofits are springing up in the United States to fill this person-to-person need, but some pluralistic countries build “parent navigators” in from the beginning.

Furthermore, as conservatives increasingly acknowledge, the market logic that works so well for commodities can falter when applied to more complex contexts. We humans can get attached to people, places, and things that do not serve us well—including schools. Conversely, markets eagerly dispose of things to which we might rightly be attached. Closing a school may be the right thing for any number of reasons, but it inevitably leads to collective grief, anxiety, and sometimes outright resistance from community leaders or lobbyists. Kevin Huffman, commissioner of education for Tennessee from 2011–2015, tells a harrowing story of what he called his “abject failure” to shut down “the worst performing [charter] school in Tennessee,” in the face of such pressures.




Data Point Commentary on Growth in Wisconsin Taxpayer K-12 Spending

To address some of the gaps in funding between districts, lawmakers previously set a minimum allowance for each school district, allowing them to collect at least $10,000 per student since 2020. As part of the voucher bill, lawmakers hiked the minimum to $11,000.

About 221 of Wisconsin’s 421 public school districts would be eligible to increase base funding to $11,000 per student under the bill, according to preliminary calculations shared by the state Department of Public Instruction, while almost all other school districts were already getting more than that. DPI noted its calculations factored in provisions of the state budget yet to be approved by Evers, and didn’t factor in other special adjustments districts may be eligible for.

Looking at the largest school districts, Milwaukee, Madison and Racine were already above an $11,000 per-student revenue limit, while Kenosha, Green Bay, Appleton, Waukesha and Eau Claire will be bumped up.

Madison has long spent far more than most K-12 school districts, now > $25K per student.

Madison’s 2023 – 2024 budget is at least $581,000,000 for 25,000 students.




Shapiro cancels teachers union appearance in Philly, as Pa. budget talks continue

Gov. Josh Shapiro canceled his Saturday appearance before a state teachers union conference in Philadelphia, as he continues to negotiate a budget deal that missed its deadline on Friday.

However, it also comes as Shapiro continues to receive intense backlash from teachers unions and organized labor for his support of a private school voucher program for Pennsylvania students who attend the state’s lowest-performing public schools.

House Democrats, who control the state House with a one-seat majority, said any budget deal including private school vouchers is a nonstarter in their caucus.

Shapiro was scheduled as a keynote speaker at the biennial convention for the Pennsylvania chapter of the American Federation of Teachers, according to the convention agenda. He was set to appear alongside AFT national president Randi Weingarten, in Philly to provide a luncheon speech.

Shapiro pulled out of the AFT’s convention on Friday morning due to ongoing budget negotiations, AFT Pennsylvania president Arthur Steinberg said in a statement.

“It was our understanding that Gov. Shapiro had every intent to deliver a keynote address at our Biennial Convention luncheon,” Steinberg added. “While we’re disappointed that he couldn’t address our convention, we’re heartened that it’s because he’s pushing to fully and fairly fund public education.”

In the 2021-22 school year, Wisconsin’s public schools received a total of $16,859 per student, which came from a combination of local property taxes, federal sources and the state. Of that, about $7,728 came from the state, according to the Department of Public Instruction.

“In fact, some of the federal funding factored into that district per pupil calculation is required to be used for services for private school students, meaning it does not support the kids attending public schools in that district,” said Abigail Swetz, DPI spokeswoman. “It is not legitimate for the Republican legislators to take credit for funds that come from local and federal sources, and if the Republican legislators and voucher advocates are claiming that the state provides $14,000 per student, that is patently untrue.”

Democratic Gov. Tony Evers has said he will sign the bill.  

The Wisconsin Coalition for Education Freedom praised Republicans and Evers for including funding for school choice in the proposal.  

The coalition represents several groups including School Choice Wisconsin, the Badger Institute, Wisconsin Institute for Law & Liberty and Wisconsin Manufacturers & Commerce.  

Will Flanders, research director with WILL and a coalition member, said the additional funds will allow private choice schools to be more competitive with teacher retention and hiring. And he said the increased funding may open more slots for students at choice schools.

The Legislature’s GOP-controlled finance committee on Tuesday approved increasing K-12 education spending by $1 billion, $1.6 billion less than what Democratic Gov. Tony Evers requested in his budget.

The increase will go toward funding both public schools, which Evers prioritized, and the state’s voucher programs, which Evers had originally sought to limit in his budget despite Republican calls to dramatically expand it.

Many of the education provisions the budget committee approved Tuesday along party lines were first announced last week as part of a deal between Republican legislative leaders and Evers on a separate bill to increase local aid to communities across Wisconsin. Republicans have for months said they would increase spending on public schools if Evers agreed to spend more on the state’s voucher programs.

Oakland Teachers Strike for Climate Justice



Wall Street Journal:

The union also wants reparations for black students to remedy alleged historic injustices. How about instead remedying the enormous learning deficits the union has caused by protecting bad teachers and closing schools during the pandemic? Perhaps the district could extend the school year, or, better yet, provide families with private school vouchers?

Instead, the union wants the first week of school each year to focus on creating a “positive school culture,” whatever that means, rather than instruction. It is also demanding a “Climate Justice Day for standards-based teach-ins, workshops, action, and field trips.” Maybe kids can’t read, but they can be unemployed climate warriors. 

The Oakland union is taking cues from the National Education Association. “When we expand the continuum of bargaining, we build power, and go on the offense in order to fight for social and racial justice, for our kids, for our schools, for our communities, and for the future,” the NEA states on its website. 

Tired of being criticized for prioritizing their own interests over those of children, unions are now pretending to promote what they call the “common good.” Yet in doing so they are substantiating the Supreme Court’s landmark Janus decision (2018), which held that government collective-bargaining implicates workers’ First Amendment rights.

Educational choice is popular right now, but it’s important to use that momentum prudently.

The reason for this success isn’t hard to fathom. During the pandemic, mediocre remote learning, bureaucratic inertia, and school closures taught many parents that they couldn’t count on school districts when families needed them most. 

Parents were left hungry for alternatives, especially amidst bitter disagreements over masking and woke ideology. This was all immensely practical. It wasn’t about moral imperatives or market abstractions. It was about empowering families to put their kids in schools that address their needs, reflect their values, and do their job. And it came even as families continued to voice support for their local public schools. 

There are important lessons here, several of which I discuss at more length in The Great School Rethink. The biggest may be the simplest: Families can want more options and still like their local schools

Polling consistently shows that the lion’s share of parents say they’d grade their kids’ schools an A or a B. At the same time, last year, more than seven in ten endorsed education savings accounts, school vouchers, and charter schools.In short, parents tend to like both their child’s public school and school choice policies. They don’t see a tension between the two.




Budget Season: Notes on Wisconsin’s Substantial Tax & Spending growth



WILL budget primer:

  • Massive Spending Growth: Governor Evers proposed budget increases spending by 18.5% compared to the previous budget. GPR spending would rise by 22.85% compared to the previous budget.
  • Agency GPR Growth: Some agencies would see massive growth in GPR spending. For example, the Wisconsin Economic Development Corporation’s GPR allocation would grow by 3351%. The Department of Tourism would have a 1027% increase in GPR spending.
  • Voucher Freeze: The governor proposes freezing enrollment in Wisconsin’s school choice programs at 2024 enrollment levels. This would shut the school house door on thousands of families in Wisconsin desperate for options stuck in schools that aren’t working for them.
  • DEI Positions: Governor Evers wants to spend more than $2.9 million of taxpayer dollars on 15 new executive-tier positions whose mandate is to use government activity to increase “equity.”
  • Work Requirements: Able-bodied adults are required to participate in the Food Share Employment and Training program to continue receiving Food Share benefits after the first three months. Governor Evers would repeal this requirement despite the economic and personal benefits they bring to the state and its participants.

Yet:

Note that spending increases annually, with Madison taxpayers supporting at least $23,000 per student.

Captives or Consumers? Public Education Could Be Facing a Major Change

Below is my column in the Hill on moves by some states to create greater choice and control for parents over the education of their children. The move to use funding to change the status quo could soon be used in higher education. Not only are alumni beginning to withhold contributions to schools with little or no diversity or tolerance on their faculties, but states could reduce their levels of support.

Here is the column:

What if they offered public education and no one came? That question, similar to the anti-war slogan popularized by Charlotte E. Keyes, is becoming more poignant by the day.

This month, Florida is moving to allow all residents the choice to go to private or public schools. Other states like Utah are moving toward a similar alternative with school vouchers. I oppose such moves away from public schools, but I have lost faith in the willingness of most schools to restore educational priorities and standards.

Faced with school boards and teacher unions resisting parental objections to school policies over curriculum and social issues, states are on the brink of a transformative change. For years, boards and teacher unions have treated parents as unwelcome interlopers in their children’s education.




“But I also think that if we just do more of the same, we’re going to get more of the same, which is mediocre test results and kids who can’t read. That’s dumb. So I want reform.”

The results, as Vos mentioned, have been poor. Reading and math scores on what’s known as the Nation’s Report Card dropped across the country last year, including in Wisconsin, where the gap in scores between Wisconsin’s Black and white students is the highest of any state, with only Washington, D.C. having a wider “opportunity gap.”

“When you look at the scores in Wisconsin, especially the gap between the races, it’s just unacceptable,” said Rep. Joel Kitchens, R-Sturgeon Bay, who will lead the Assembly education committee during this legislative session. “We have to do better, and we started to try to address it (in the last session). The governor vetoed that bill.

“But we really, really need to be able to work together, because I don’t see how we can address it if we don’t know that the governor is going to agree to what we do. So, I’m really hopeful we can for once work together on that.”

Kitchens was referring to a bill that would have significantly increased the number of literacy tests students must take and required the development of personalized reading plans for students deemed an “at-risk” reader. In his veto message, Evers said the bill didn’t provide adequate funding for its mandates.

“I want to go back and rehash that and say, ‘Why’d you veto this? What was the tweak that you need, right, or how can we make it better?’” Vos said of the proposal.

Republicans and those pushing for “reform” often focus on school choice, whether that’s voucher funding, charter schools or open enrollment opportunities. Public school advocates contend those options siphon money out of the public schools that need it.

To those advocates, the focus should be on making up for the past 14 years in which school spending increases were not tied to inflation — like they had been previously. If they had been, districts around Wisconsin would have been able to spend an additional $3,000 per student this school year.

K-12 Tax and $pending Growth: Arizona Edition

Charter schools would be exempt from the cuts. They didn’t exist in 1980 and so they aren’t subject to the spending cap. Ditto for the state’s universal voucher program. The kids who are getting public money to attend private schools would see no decline in state support.

Only the children who attend traditional public schools would be penalized.

Horne told legislators that would be a “travesty,” but some of the Legislature’s most conservative members aren’t likely to see it that way.

“Eliminating and/or lifting the Aggregate Expenditure Limit (AEL) is a betrayal of our duty to every taxpayer in the state,” Rep. Jacque Parker, R-Mesa, tweeted last month. “Lifting taxpayer protections so government schools can spend endlessly without transparency is unacceptable.”

Sure, penalize the children.

Some Republican leaders say not to worry. (It’s worth noting that Senate President Warren Petersen, R-Gilbert, was among the 20 Republicans who opposed waiving the spending cap last year.)

“Hear us now: Schools will not lose out on the money we have allocated for them,” House Majority Leader Leo Biasiucci, R-Lake Havasu City, said on Jan. 11. “We will address this. But we will not rush the process.”




Notes on Wisconsin’s 2023 K-12 Tax & Spending Climate

Here are thumbnail sketches of issues that will be fueling action in the hives:  

Revenue caps. Since the mid-1990s, the state has imposed caps on the general spending by school districts. Increases in the caps have been minimal in the last dozen years. Two years ago, Republican majorities in the legislature did not increase the caps at all, saying federal pandemic aid made that unnecessary. The end of the pandemic money is in sight and pressures on schools statewide have grown. So what will become of the revenue cap for the next two years?  

Private and charter schools. Under Wisconsin’s several programs for charter schools and private schools that enroll students using vouchers, per-student annual payments run from about $8,400 to $9,100. Public schools get a lot more per student. Expect a strong push from voucher and charter advocates to narrow the gaps. And Republicans remain committed to making private school vouchers more widely available across the state, which Democrats oppose.   

Special education. The state pays local schools about 30% of the costs involved with students with special needs. It’s one of the lowest rates in the nation. There has been advocacy – even bipartisan sometimes – to raise that. The issue will come up again, although the prospects for major change don’t appear to be good.  




How “Education Freedom” Played in the Midterms

The 2022 midterm elections offered many snapshots of the contemporary school wars, but one might start with the race for Superintendent of Education in South Carolina, a state that languishes near the bottom of national education rankings and that’s suffering from a major teacher shortage. Lisa Ellis, the Democratic candidate, has twenty-two years of teaching experience and is the founder of a nonprofit organization that focusses on raising teacher pay, lowering classroom sizes, and increasing mental-health resources in schools. Her Republican opponent, Ellen Weaver, who has no teaching experience, is the leader of a conservative think tank that advocates for “education freedom” in the form of more public funding for charter schools, private-school vouchers, homeschooling, and micro-schools. “Choice is truly, as Condi Rice says, the great civil-rights issue of our time,” Weaver stated in a debate with Ellis last week. In the same debate, Ellis argued that South Carolina does not have a teacher shortage, per se; rather, it has an understandable lack of qualified teachers who are willing to work for low pay in overcrowded classrooms, in an increasingly divisive political environment—a dilemma that is depressingly familiar across the country. Ellis also stressed that South Carolina has fallen short of its own public-school-funding formula since 2008, leaving schools billions of dollars in the hole. Weaver countered that the state could easily persuade non-teachers to teach, so long as they had some relevant “subject-matter expertise,” and warned against “throwing money at problems.” The salary floor for a public-school teacher in South Carolina is forty thousand dollars.

In short, the two people vying to run South Carolina’s public schools were an advocate for public schools, and—in her policy positions, if not in her overt messaging—an opponent of public schools. The latter won, and it wasn’t even close: as of this writing, Weaver has fifty-five per cent of the vote to Ellis’s forty-three. Weaver didn’t win on her own, of course—her supporters included Cleta Mitchell, the conservative activist and attorney who aided Donald Trump in his attempt to overthrow the 2020 election results; the founding chairman of Palmetto Promise, Jim DeMint, a former South Carolina senator who once opined that gay people and single mothers should not be permitted to teach in public schools; and Jeff Yass, a powerful donator to education PACs—at least one of which has funnelled money to Weaver’s campaign—and the richest man in Pennsylvania. (Yass, as ProPublica has reported, is also “a longtime financial patron” of a Pennsylvania state senator, Anthony Williams, who helped create “a pair of tax credits that allow companies to slash their state tax bills if they give money to private and charter schools.”)

Weaver borrowed the sloganeering and buzzwords of right-wing activist groups, such as the 1776 Project and Moms for Liberty—which, as my colleague Paige Williams recently reported, have turned public schools into the national stage of a manufactured culture war over critical race theory (C.R.T.), L.G.B.T.Q. classroom materials, the sexual “grooming” of children, and other vehicles of “woke leftist” indoctrination, as well as lingering resentment over COVID-19 lockdowns. During the debate, Weaver railed against C.R.T. and the “pornography” supposedly proliferating in schools, and associated Ellis with a “far-left, union-driven agenda.” (Incidentally, South Carolina’s public employees are prohibited from engaging in collective bargaining.) “They believe in pronoun politics. They believe parents are domestic terrorists, much like Merrick Garland,” Weaver said. (Weaver may have been referring to an incident in May, 2021, when Ellis’s nonprofit cancelled a protest after it “received harassing and threatening messages from groups with extreme views about masking,” including death threats.) “These are people,” Weaver went on, “who are out of touch with the mainstream of South Carolina values, and these are the people who my opponent calls friends.” Ellis maintained that those who profess to be hunting down proponents of C.R.T. in schools are “chasing ghosts.”




Notes on Taxpayer Supported K-12 Wisconsin and Madison Enrollment Declines

The picture isn’t complete, as the count excludes homeschooling and students who pay tuition in private schools. And the numbers released by the Department of Public Instruction on Friday are unaudited. 

According to the preliminary numbers, the decline for public school districts is less dramatic than earlier years of the pandemic but continues a downward trend that creates more budget holes for public schools.

Wisconsin public school districts saw a drop of 25,742 students from fall 2019 to fall 2020 amid the onset of the pandemic. The situation slightly stabilized the following year, when the decrease was 3,866, similar to the 3,788 student decrease from fall 2018 to fall 2019.

This year, though, there are 6,889 fewer public school students than last fall.

Enrollment in the four private school parental choice programs, meanwhile, increased 6.7% from last fall to 52,189 students this year.

The state uses enrollment to help determine a school district’s revenue cap, which limits the amount of revenue it can take in through a combination of state aid and local property taxes.

In its June preliminary budget, MMSD officials had projected an enrollment of 25,238 students.

A new coalition of conservatives, policy groups and advocacy organizations has begun developing a package of education goals for the coming legislative session — with expanded school choice as a top priority — that could play a considerable role in the upcoming race for governor this November.

Officials with the Wisconsin Coalition for Education Freedom say the goal is to give parents and students more options. But the proposals also stand in stark contrast to priorities laid out by Democratic Gov. Tony Evers — setting up an education policy battle in the Nov. 8 election, in which Evers, a former educator and state superintendent who has opposed expanded private school vouchers, faces businessman Tim Michels, a Republican who has pledged to expand school choice offerings across Wisconsin.

“The election is critically important,” said Susan Mitchell, a longtime advocate for school vouchers and founder of School Choice Wisconsin. “Gov. Evers, both as (Department of Public Instruction) superintendent and as governor, has repeatedly opposed the expansion of these programs. Evers vetoed a GOP-authored bill last session that would have extended those powers to parents, stating in an April 15 veto message he opposed it “because I object to sowing division in our schools, which only hurts our kids and learning in our classrooms.”

He also vetoed a measure that would have vastly expanded private school vouchers by eliminating the income limits in the statewide, Milwaukee County and Racine County private school voucher programs, as well as create a temporary education expense reimbursement program for public school students. A fiscal report estimated the bill could raise property taxes as much as $577 million.

Wisconsin Lutheran Sues City of Milwaukee For Unlawful Property Tax Assessment

The News: Attorneys with the Wisconsin Institute for Law & Liberty (WILL) filed a lawsuit against the City of Milwaukee on behalf of Wisconsin Lutheran High School after the City unlawfully assessed the school for $105,000 in property taxes. The City is trying to tax Wisconsin Lutheran for a campus building that is owned by the school and used for student housing and other educational purposes. The lawsuit was filed in Milwaukee County Circuit Court.

The Quotes: WILL Deputy Counsel Lucas Vebber, said, “State law provides a property tax exemption for educational and religious institutions like Wisconsin Lutheran. The City of Milwaukee’s attempt to assess the school for more than $100,000 for this property is clearly unlawful.”

Wisconsin Lutheran President, the Rev. Dr. Kenneth Fisher, said, “This is an important issue for our school. We have a huge gap between what we receive in vouchers and our actual costs to educate our teens. We would much rather spend the $105,000 educating our students than paying for an improper tax. We are praying that our money can be restored to us so we can use it to further the ministry of our school.”

The goal of Act 10 was to remove unfair powers wielded by government union executives over state budgets, education policy, and politics.

A recent study from the Commonwealth Foundation found that Act 10 saved Wisconsin taxpayers nearly $7 billion in 2018. Other analyses from a free-market think tank in Wisconsin suggested it helped resolve a $3.6 billion deficit without raising taxes, while the savings produced by Act 10 enabled future tax cuts that helped create 42,000 new jobs — including 20,000 jobs in manufacturing. Thanks to the reduced influence of government unions over state education policies, the number of low-income children benefiting from Wisconsin’s school choice program has increased nearly thirtyfold, to almost 15,000 students.

Pennsylvania and other similarly situated states could benefit from following Wisconsin’s example. The Keystone State has more government union workers than any other state except California, New York, and Illinois. Most of these workers lose a chunk of their paychecks each month to pay union executives who often prioritize a political agenda ahead of the workers they claim to represent. And look at what those government unions are achieving: Pennsylvania has the country’s fourth-highest unemployment rate and the second-highest business tax rate, while ranking 45th in economic performance.

As was the case in Wisconsin before Act 10, government unions are the largest campaign contributors in Pennsylvania. Since 2007, these groups have spent more than $150 million on politics, with 90% of campaign contributions going toward Pennsylvania Democrats. These government unions lobby for more government spending, against reforming the state’s pension system, for a government-run liquor monopoly, and against educational options for children and families.

Pennsylvania is not alone. A recent analysis showed that during the last academic year, the nation’s largest teachers’ union spent more on politics than on representing its own members.

Wisconsin Governor Evers Friday Afternoon K-12 Vetoes: parents vs the taxpayer supported system

Democratic Gov. Tony Evers on Friday vetoed legislation that would have dramatically overhauled education in Wisconsin by making all children eligible to receive a taxpayer-funded private school voucher, regardless of their household income.  

Parents would have been able to sue school districts for violations of a new “parental bill of rights” under another bill Evers vetoed on Friday. 

Evers, a former public school educator and state superintendent of the Department of Public Instruction, rejected the legislation as Republicans hoping to unseat him in seven months make the policy idea central to their campaign against him.

Republican lawmakers passed a number of bills this session that would overhaul K-12 education knowing Evers would veto them. Evers has long opposed expanding the state voucher programs without overhauling how schools are funded in Wisconsin. 

GOP lawmakers said Friday Evers was siding with school officials rather than parents in issuing his vetoes.

The Truth About Wisconsin’s Education Reform Bills

The Department of Public Instruction has estimated that expanding school choice will cost taxpayers over $500 million. This DPI estimate rests on faulty assumptions that would not occur in the real world.  If a student whose family is currently paying for private school moved on to the voucher, there are, indeed, some tax implications for both the state and local taxpayers. (For a more in depth explanation, we have previously covered this objection here, and the Badger Institute later voiced similar points here.)

However, the way the voucher programs is currently funded means that if a student moves from a public school to a private school on a voucher, there is actually a resulting savings to local taxpayers. The extent of this savings varies by school district. School Choice Wisconsin has a helpful map using 2016-17 data to show the extent of the savings in every district.

The DPI “cost” is based on the assumption that every student currently enrolled in a private school who qualifies for a voucher, would begin using a voucher. This is not a guarantee.

Here’s why: private schools must identify the number of seats available for students in the voucher program. Some private schools limit choice enrollment due to the low level at which the voucher is funded. This was recently covered when HOPE Christian High Schoolannounced they were closing their doors and focusing on K-8 schools due in large part to the funding gap in the voucher program. Other private schools don’t participate at all for a myriad of reasons, including the extent to which they would be required to comply with state requirements for testing and auditing.

The bottom line is that the scenario DPI lays out—where 100% of current private school kids participate and no current public-school kids do—will not occur in reality, and therefore is a strawman defense of the status quo.

More want a voice – and a choice.

“I want to see parents more involved with the board of education,” said Scarlett Johnson who leads the Mequon-Thiensville parents group and is seeking election to the school board. “And I want to see less ideology in the classroom.”

National School Choice Week is a celebration of parents using publicly funded vouchers to send their children to private schools. However, the COVID-19 pandemic brought about a movement of parents who want more say in directing their child’s public-school education.

When schools went virtual in March 2020, parents became very involved in their children’s education overnight and needed the schools to open up as soon as possible. When Mequon decided to go virtual in the fall of 2020, a group of concerned parents began meeting and held some of the town’s first protests.

Once schools opened in later September 2020, this parent group shifted their attention to curriculum concerns exposed through virtual learning. For instance, in spring 2020, Mequon Thiensville paid $42,000 for Blaquesmith Consulting to bring “The Talk” and “Realizing Our Vision” to the district.




Commentary on K-12 student choice

I work at a high school where the majority of the students are from inner-city Milwaukee. They are confronted almost daily with some form of dysfunction, depravity, or violence.

One day, some of my students challenged me as to why they should put a lot of effort into their studies when, from their perspective, the outlook for their futures looked bleak. I reminded them that God doesn’t want them to live in poverty or hopelessness. Rather, as stated in Proverbs 13, He wants them to live lives of prosperity, generosity and leave a legacy, which is possible if we follow His plan. I was able to share aspects of my faith with my students because the Milwaukee Parental Choice Program (MPCP) has enabled their parents to send them to Milwaukee Lutheran High School on a voucher.

Commentary on K-12 Choice Economics



Will Flanders:

It’s seemingly become a bi-annual tradition this time of year for school choice opponents to decry the “growing cost of vouchers” around budget time in Wisconsin. Among the latest attempts is a piece by Ruth Coniff for the Wisconsin Examiner. While this piece gets some facts right about how the program is funded, the overall narrative on the cost to property taxpayers misses some key facts, seemingly in an effort to paint the programs in a negative light. Here, I highlight some of the important issues with the piece.

Funding Students Who Leave the System. Among most voucher opponents, the notion that we should no longer fund schools for students who leave the system seems entirely lost. If a student moves out of one school district to another, we don’t hear complaints from unions about a loss of revenue resulting from the move of that student. Yet, for some reason, private school choice is regularly discussed in that manner, describing choice students as a “revenue loss” to the school district. This is no more logical than arguing that Pick ‘n Save should continue to collect money from me if I decide I’d rather shop at Meijer this week.

Placing the Blame for Tax Increases in the Wrong Place. Coniff seems to see raising property taxes for lost revenue to the voucher program as a necessity. She claims that districts face a Hobson’s choice between cutting programs or raising taxes. In reality, districts regularly have to make adjustments for changing enrollments, particularly in Wisconsin where most districts see continuing declines. If districts choose to raise taxes when a student leaves for choice, they actually end up with more money for each student remaining in public schools. This is because the same amount of revenue is now divided between fewer students.




Commentary on the 2021 Wisconsin DPI Superintendent Election

For many years, Wisconsin has reserved the position of state superintendent of schools for someone steeped in union politics and promising the status quo. But over the past year, COVID-19 has turned many such situations on their heads and polarized politics in a way never seen before. The superintendent election that took place across Wisconsin last week was not excused from the COVID-effect. For once in a long while, the status quo candidate—Jill Underly—faced a very serious challenge from Debb Kerr who, for focusing on getting students back in the classroom and promising to treat all school sectors equally, became the reform candidate overnight.  Unfortunately for Wisconsin students, Underly prevailed. But the race exposed a growing schism on the left around the issue of education reform.

In the primary, Underly garnered support from the teachers unions by expressing her skepticism on school choice, and proposing a freeze on the programs that would effectively eliminate the option for countless kids around the state. Kerr supported working with the voucher and charter sectors, and viewing all sectors as part of a broader team working to improve educational outcomes for Wisconsin students.

In the past it was possible on the national level and in Wisconsin to receive support from the teachers unions while also allowing school choice. For instance, Arne Duncan, President Obama’s secretary of education, a supporter of education reform in its most tepid forms,  endorsed Kerr in the last week before the election. However, these Democrats are finding themselves increasingly ostracized from the party’s mainstream when forced to address educational issues. For instance, Duncan’s endorsement of Kerr quickly led to a tweet from Wisconsin Congressman Mark Pocan claiming that Duncan was a “bad” Secretary of Education for supporting options like charter schools. Pocan also called voucher supporters a “cult.”

which pushed Dane County this week not to calculate its percentage of positive tests — a data point the public uses to determine how intense infection is in an area.   

While positive test results are being processed and their number reported quickly, negative test results are taking days in some cases to be analyzed before they are reported to the state. 

Channel3000:

The department said it was between eight and 10 days behind in updating that metric on the dashboard, and as a result it appeared to show a higher positive percentage of tests and a lower number of total tests per day.

The department said this delay is due to the fact data analysts must input each of the hundreds of tests per day manually, and in order to continue accurate and timely contact tracing efforts, they prioritized inputting positive tests.

“Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results,” the department said in a news release. “The only effect this backlog has had is on our percent positivity rate and daily test counts.”

Staff have not verified the approximately 17,000 tests, which includes steps such as matching test results to patients to avoid duplicating numbers and verifying the person who was tested resides in Dane County.

All 77 false-positive COVID-19 tests come back negative upon reruns.

13-1 Special interest $pending for Wisconsin DPI Superintendent Candidate Jill Underly



Wisconsin Democracy:

Liberal groups are winning the money race in the so-called “nonpartisan” state school superintendent race, where Pecatonica Area School Superintendent Jill Underly faces Deborah Kerr, a retired Brown Deer schools superintendent.

Three groups that generally back Democratic candidates in partisan elections – A Better Wisconsin Together, Wisconsin Education Association Council (WEAC), and Planned Parenthood Advocates of Wisconsin – have doled out $766,425 to support Underly or oppose Kerr.

American Federation for Children, a pro-voucher outfit founded by Betsy DeVos that generally backs Republicans, has spent $56,500 to oppose Underly.

That’s a 13 to 1 advantage for the liberal groups backing Underly.

Two weeks out from the April 6 spring elections, eight special interest groups have topped $1 million combined in outside election spending on the state school superintendent race and two special legislative elections.




‘This Building Has Caused More Problems Than It Solved’

Betsy DeVos became President Donald Trump’s education secretary on February 7, 2017, following Vice President Mike Pence’s vote to break a Senate deadlock—an inauspicious first for a Cabinet-level confirmation. Furious opposition to her nomination came from the nation’s teachers unions: American Federation of Teachers President Randi Weingarten called DeVos an “ideological” opponent of public education.

But DeVos’ tenure has shown that she’s an ideological opponent, not of public education, but of public education managed by federal bureaucrats. And she includes herself in that.

“I would not be at all unhappy to work myself out of a job,” she says.

A former chair of the Michigan Republican Party, DeVos was known as an advocate for vouchers, charter schools, and more educational options for parents well before President Trump offered her the nation’s top ed job. These issues became even more relevant in 2020, after the coronavirus pandemic forced schools to close or go virtual, leaving millions of families in the lurch. With teachers unions all over the country fighting on behalf of their members to stop schools from reopening, many parents might be feeling ideologically opposed to the K–12 status quo as well.




Judge finds Wisconsin DPI improperly released test scores to media



Todd Richmond:

The Wisconsin Department of Public Instruction violated state law when it withheld voucher students’ standardized test scores for a day last fall, a judge ruled Friday.

School Choice Wisconsin and the Wisconsin Institute for Law and Liberty, a conservative law firm, sued the department in Jefferson County court in November. The lawsuit revolved around the 2018-19 standardized test scores that the department released that September.

The scores showed only 39% of all students were proficient or advanced in English and that 40% were proficient or advanced in math. Only 20.7% of voucher students were proficient or advanced in English and just 17.8% were proficient or advanced in math.

Students in voucher programs can use state dollars to subsidize tuition at private schools. Republicans have touted the programs as an alternative for students stuck in failing public schools. Democrats argue the programs are a drain on state revenues that could go to help public schools.

Wisconsin has generally lacked a rigorous approach to statewide assessments: see the oft criticized WKCE.

Howard Fuller: On education, race and racism, and how we move forward as a country



Annysa Johnson:

Howard Fuller announced this month that he is retiring from Marquette University, where he is a distinguished professor of education and founder and director of its Institute for the Transformation of Learning.

At 79, Fuller has served in many roles in his lifetime: civil rights activist, educator and civil servant. He is a former superintendent of Milwaukee Public Schools and best known in recent decades as a national advocate for school choice, which provides taxpayer-funded vouchers, typically to low-income families.

He is founder of Dr. Howard Fuller Collegiate Academy, a local charter high school, which beganinitially as a private religious school in the Milwaukee Parental Choice Program.He is a controversial figure for many public school advocates who believe school choice bleeds needed dollars from those schools.

In addition to retiring from Marquette, Fuller has resigned all of his board appointments, except for that of the school.

Fuller sat down with Milwaukee Journal Sentinel education reporter Annysa Johnson for a lengthy and wide-ranging discussion. These are excerpts:

Question: When you first announced your retirement, I could sense a weariness in your voice. It was clear you were struggling with where we are in this country right now. What can you say about education in the context of this moment?

Fuller: One of the things that became absolutely clear when the pandemic hit was what we already knew, and that was the inequities in education in this country. What the pandemic did was show which schools were already into the 21st century and which were holding on tightly to the 20th century, still functioning with an industrial-age paradigm. When the pandemic broke, the people who were tied lock, stock and barrel to the industrial-age paradigm, were lost. They had no idea what to do. Because everything was centered onyou gottacome to a building, the teacher is the center of learning, etc.

Civics: Iowa Caucuses, the Blob, and the Democratic Party Cartel



Matt Stoller:

It’s always been a bit of a puzzle for me to define just what the Democratic Party is. There are no formal membership dues, and registration varies by state. Candidates can sometimes run for the party nomination without being a member. And that leaves out the actual mechanisms of governance, the think tanks, banks, corporations, and law firms in which the various policy experts work as a sort of shadow government.

One of the better books on the Democratic Party comes from a former Joe Biden staffer, Jeff Connaughton, who coined the term “the blob” to denote the network of lawyers, lobbyists, Congressional staffers, foreign policy experts, podcasters, media figures and pollsters who comprise the groupthink of the Democrats. These people know each other, marry each other, take vacations together, book each other on shows, hire each other, and work together on policies and campaigns. It’s not a conspiracy, it’s a community.

But that community, if it becomes immune from external pressure, can become dangerous. And that’s what happened in Iowa. 

There were two parts to the fiasco. The first was the narrow community in Iowa.

The Iowa caucuses are for most of us an experiment in democracy, but for key actors in Iowa the caucuses are a business. Take former Iowa Governor and Obama Ag Secretary Tom Vilsack, whose endorsement was highly sought after. Vilsack is now a highly paid dairy lobbyist. Vilsack is well known, but then there are behind the scenes men like Jerry Crawford. 

A lawyer with white hair mowed like a golf-course fairway, Crawford is something of a kingmaker back home in Des Moines. He has shepherded every Democratic presidential nominee in the most important caucus state going back to 1980 — every nominee except for one, that is. Crawford, 65, still blames himself for Clinton’s 2008 third-place finish in the Hawkeye State, from which her campaign never really recovered. He vows that 2016 will be his year to make it right for her. “I’m trying to make amends,” he said.

Crawford was a lobbyist for Monsanto and Exxon. The Democratic Party is riddled with minor ward bosses like Crawford, especially in early states like Iowa, New Hampshire, and South Carolina. It’s not a criticism to observe that these communities have leaders. But of the insularity of the political class has enabled institutional actors within the Democratic Party in Iowa to become fused with corporate power through informal and formal financial and social relationships.

As corporations get more and more concentrated, these relationships eventually wear down the competence of a political apparatus. The night before the caucus, the Iowa Democratic Party head said, “These are probably the most prepared we’ve ever been as a party for these caucuses. We’ve run through a few different scenarios, but I can tell you, we’re ready.”

The rhetoric around a recent Wisconsin education event is informative.




Minnesota teachers union opposes constitutional amendment to address achievement gap



Mary Lynn Smith:

The largest organization representing Minnesota educators announced Wednesday that it opposes a plan to change the state Constitution in an effort to narrow the state’s persistent academic achievement gap.

Education Minnesota, the union representing 80,000 members who work in pre-K and K-12 schools and higher-education institutions, announced its opposition as the authors of the proposal launched a public effort to woo support for their “out-of-the-box” idea.

Alan Page, a former Minnesota Supreme Court justice, and Neel Kashkari, president of the Federal Reserve Bank of Minneapolis, want to make quality public education a civil right for all children. To do that, they propose amending the Constitution’s current language on education, which has remained largely the same since it was written in 1857.

But the teachers union argues that the change would pave the way for taxpayer-funded vouchers for private schools, which they’ve long opposed.

“The public schools paid for by the taxpayers should be available to every Minnesota family no matter where they are from, how they pray, whether their children have special needs, or who they love,” Education Minnesota President Denise Specht said in a written statement.

The proposal would remove the mandate for a uniform system of public education, creating even wider inequities between wealthy and poor districts, Specht wrote in a series of tweets.

Taking Stock and Moving Forward: Lessons From Two Plus Decades of Research on the Milwaukee Parental Choice Program

In this article we review the substantial literature on the Milwaukee Parental Choice Program (MPCP), the U.S.’s oldest and largest urban school voucher program, and use the review to propose an agenda for second generation school voucher research. We review research on student-level impacts, public school response, parental decision-making, fiscal impacts, organizational churn, and the larger public policy issues resulting from Milwaukee’s voucher policy. We conclude that the balance of literature on the MPCP shows limited positive effects for voucher users, positive fiscal impacts for taxpayers, substantial numbers of school closures, and various externalities that need to be better understood given the program’s size and prominence. Given this, we suggest a future research agenda focused on the question of how to make voucher policies as successful as possible.




Who is really fighting for the forgotten child?



CJ Safir and Libby Sobic:

Across the country, parents, many of them low-income, are using school choice to educate their children at schools outside their public neighborhood options. Twenty-nine states, and the District of Columbia and Puerto Rico provide some school choice program for students to attend private schools, including tax-credit scholarships, school vouchers, tax deduction and education savings accounts. Many more states (44 and D.C. and Puerto Rico) allow for high-performing charter schools, which are public schools with less red tape than traditional public schools.

Trump’s roundtable highlighted these successes as well as those of particular states. For example, Trump heaped praise on Florida’s Gov. Ron DeSantis who, less than a year into his tenure, secured legislation to move 14,000 students off wait lists for the Florida Tax Credit Scholarship Program.

However, despite successful state programs, far too many students are without access to quality schools, which is why President Trump says the Education Freedom Scholarships proposal is necessary. The bill, authored by Sens. Ted Cruz (R-Texas) and Mike Lee (R-Utah) and Rep. Bradley Byrne (R-Ala.), would strengthen school choice from a federal level while allowing states to have the flexibility to manage how the scholarships are structured, determine which students are eligible and how the funds could be used.

The demand for school choice is largely a reflection of frustration with the current system. K-12 education in the U.S. ranks 13 in science and 31 in math compared to other Organization for Economic-Cooperation and Development countries. Yet, the U.S. is the second-biggest spender on K-12 schools (after Norway). The recent National Assessment of Educational Progress (NAEP) results found that student reading proficiency declined in 17 states and mathematical proficiency is stagnant. This is why, according to a RealClear Opinion Research poll this month, 70 percent of registered voters favor a federal tax credit scholarship and 68 percent support some form of school choice.  




Two Madisons: The Education and Opportunity Gap in Wisconsin’s Fastest Growing City

At Madison Metropolitan School District (MMSD), there exist two distinct school systems.

Despite its economic growth, low-income families in Madison are more likely to stay poor for their entire lives.

While 60% of white students at MMSD are proficient or higher on the Forward exam, only 9.8% of African Americans are proficient. This achievement gap is worse than Milwaukee Public Schools.

While Hispanic proficiency is higher than that for African Americans, large gaps remain.

21% of African Americans and 18% of Hispanic students in MMSD do not graduate from high school within five years compared to just 6% of white students.

African American and low-income students are more likely to be in schools with significantly higher numbers of police calls.

Due to caps and restrictions, school choice is very limited in Madison. Unless your family has money. More than 4,300 children attend 31 private schools in Madison, primarily outside of the voucher program.

Madison taxpayers recently funded expansion of our least diverse schools.

I am currently the reading interventionist teacher at West High School.

I’ve been there for 4 years. Previous to that I’ve been in the school district as a regular ed teacher for about 20 years. I started in the early 90s.

I have (a) question I want to ask you guys. What district-wide systems are in place as we use our map data to monitor the reading student achievement?

Student by student, not school by school but also school by school and provide support for the school the teachers and the students that need it.

And especially to help students who score in the bottom percentiles who will need an intervention which is significantly different than differentiation.

I was (a) TAG coordinator (talent and gifted coordinator) for 4 years at Hamilton and I have extensive background with the talent and gifted and differentiation training.

( and teaching of teachers). Now I’m in interventionist and they are significantly different we need interventions to serve the lowest scoring kids that we have.

Here’s my data from this year and this is why I’m here:

Of the 65 students plus or minus it kind of changes this year 24 of them are regular ed students.

Another way to say they don’t have an IEP so there is no excuse for that reading intervention in (that group).

12 of those 24 have been enrolled in Madison School since Pre-K kindergarten or kindergarden. 12 students have been in Madison Schools.

They have High attendance. They have been in the same (you know) feeder school they have not had high mobility. There is no excuse for 12 of my students to be reading at the first second or third grade level and that’s where they’re at and I’m angry and I’m not the only one that’s angry.

The teachers are angry because we are being held accountable for things that we didn’t do at the high school level. Of those 24 students, 21 of them have been enrolled in Madison for four or more years.

Of those 24 students one is Caucasian the rest of them identify as some other ethnic group.

I am tired of the district playing what I called whack-a-mole, (in) another words a problem happens at Cherokee boom we bop it down and we we fix it temporarily and then something at Sherman or something at Toki or something at Faulk and we bop it down and its quiet for awhile but it has not been fixed on a system-wide level and that’s what has to change.

Madison taxpayers have long spent far more than most K-12 school districts, now between 18 and 20k per student, depending on the district documents one reviews.




Parents Know Better Than Standardized Tests

Thanks to private-school choice—vouchers, tax-credit scholarships and education savings accounts—this year nearly half a million children in 29 U.S. states and the District of Columbia will attend schools their parents selected.

Critics of school choice often argue that low-income families lack the knowledge or ability to choose meaningfully between schools. Worrying that parents will be taken advantage of or make poor decisions, they oppose choice programs or favor onerous testing requirements to prove they are effective.

New studies on school choice in Colombia and Barbados, however, suggest families know something that tests can’t detect. These two countries, with per capita incomes a quarter and a third of America’s, respectively, can teach us a lot about how the most economically disadvantaged families choose schools.




Let’s Privatize State Colleges

Op-Ed. An estimated 14.67 million college students attend what we call “state universities.” Some of them are renowned highly selective research institutions like the University of California at Berkeley or the University of Michigan, while others are relatively obscure schools with an open admissions policy. But all receive some degree of subsidization from the state government where they are physically located.

Yet there are good arguments to make state universities independent private institutions, albeit ones that still indirectly receive some governmental support. Our so-called “private” schools already mostly are indirectly heavily dependent on the federal government for support via its financing student tuition and room and board charges, not to mention research support and favorable tax treatments. With a few exceptions like Hillsdale College, purely totally independent private institutions are extremely rare.

Let’s give money to needy and accomplished students, not to schools. Data collected by Harvard’s Raj Chetty and associates show that the family income of kids attending schools like the University of Virginia or the University of Michigan averages around $200,000 a year, with the median income also in the six digits. These schools are not places where poor but bright and ambitious kids heavily populate. People worried about income distribution and access to economic opportunity should be concerned that state government aid to colleges is, in fact, largely a middle and upper-class entitlement.

Why don’t we provide vouchers for college attendance like some states do for students going to K-12 schools? The aid could be more explicitly targeted to kids who are either relatively poor or who excel academically. For example, suppose Michigan gave vouchers for attendance by residents that vary in magnitude from $1,000 to $15,000, with extremely high-income applicants made ineligible for any assistance, while very low-income students could receive enough to cover most basic living costs (more than they get today)? Why don’t we further restrict assistance after the first year to students showing at least minimally acceptable academic performance, perhaps something like a “C” average (2.0 grade point average)? Why don’t we put a five-year limit on vouchers, reducing the phenomenon of students taking six years to get a degree?




Commentary on Wisconsin Governor Tony Evers’ proposed budget

For each proposal, we explain how it impacts schools and students across Wisconsin.

We dive deep into nearly every provision in his budget, from his infamous voucher freeze – which would cost Wisconsin $110 million in lost economic benefits – to the ending of the Special Needs Scholarship Program – that has a 56% higher parental satisfaction score than public schools for educating students with disabilities. The report looks at lesser known provisions, such as new private school accreditation requirements, new teacher licensing requirements, changes to the early college credit program, the elimination of the private school tuition tax deduction, and more mandates from Madison on local school districts.

Evers’ budget should concern parents and lawmakers alike. It would end school choice as we know it – freezing the expansion of vouchers and charters but also implementing stifling regulations that would halt the growth of private schools in the choice program. It also goes after Wisconsin’s incredibly popular Open Enrollment Program, limiting funding increases for the program and making it less desirable for public schools to participate. Evers’ budget would exacerbate Wisconsin’s teacher shortage problem, making it harder for teachers to work at private and public schools. All in all, Evers’ budget:




Study: Journalists need help covering misinformation: Madison’s K-12 taxpayer spending rhetoric vs reality

A study published in Science Advances in January found that older people are more likely to share fake news stories. A Gallup and Knight Foundation survey from last year suggested that most Americans want technology companies to do more to fight misinformation. Other researchers have found that fake news is making college students trust all news less.

But how has online fakery affected journalists?

In a new study conducted by the Institute for the Future, a California-based nonprofit think tank, researchers found more than 80% of journalists admitted to falling for false information online. The data was based on a survey of 1,018 journalists at regional and national publications in the United States.

Perhaps more concerning: Only 14.9% of journalists surveyed said they had been trained on how to best report on misinformation.

A good place to start: financial misinformation. Reporters should always tell the whole story $518m in Madison school district 2018-2019 spending), not just taxpayer funded public rhetoric.

Materiality is also important (missing the big story, in this example).




K-12 Tax & Spending Climate: Wisconsin Poll on Tax, Spending, Choice and Accountability

While 59 percent of respondents supported Evers’ plan to increase public school funding by $1.4 billion, support fell to 39 percent when respondents learned the increase in spending comes with no academic accountability, the polls found.

In response to Evers’ budget proposal, Madison–Co-chairs of the Joint Committee on Finance, Rep. John Nygren, R-Marinette, and Sen. Alberta Darling, R-River Hills, said in a statement, “Wisconsin can’t afford Tony Evers’ budget. He’s spending our record surplus and billions more. His budget increases spending by $1,000 for every resident in the state, raises taxes, and eliminates the reforms that worked over the last eight years. Governor Evers is digging another hole that Republicans will again have to fill.”

The majority polled support public charter schools: 68 percent of Hispanics, 66 percent of Republicans, 62 percent of blacks, and 61 percent of residents from Metro Milwaukee counties.

More respondents support school voucher programs than those who oppose them. Supporters include 66 percent of blacks, 60 percent of Hispanics, 59 percent from Metro Milwaukee counties, and 53 percent of Millennial/Generation Z respondents.

Commentary on Wisconsin Governor Ever’s Proposed Budget, including K-12 Changes

The Democratic governor included the funding formula revision in his executive budget released Thursday. As state superintendent during four previous budgets, Evers sought to shake up the formula to deliver more funding to high poverty and rural school districts, but former Gov. Scott Walker did not advance the proposal. After narrowly beating Walker in the November election, Evers was able to ensure its inclusion.

Other major proposals in the two-year education spending package largely reflect what Evers requested last fall as head of the state Department of Public Instruction.

He is seeking to reinstate a defunct commitment for the state to fund two-thirds of public school costs, add $606 million for special education, direct $64 million more toward mental health services and programs, and create $20 million in grants for after-school programs.

Additionally, Evers is looking to suspend the expansion of independent charter schools, freeze enrollment in the Milwaukee, Racine and statewide voucher programs, and phase out the voucher program for students with disabilities.

Prior to the governor’s Thursday evening budget address, Democratic lawmakers and state education advocates lauded the proposals.

Madison spends around $20,000 per student, far more than most. This, despite long term, disastrous reading results.

Will Flanders:

Perhaps the most egregious omissions are in the discussion of school funding and its effect on student outcomes. While the author cites one study – not yet peer-reviewed — the preponderance of evidence for decades has suggested little to no impact of per-student funding on educational achievement. This study, and others like it based on court-mandated increases in spending, hinge on the assumption that court-mandated increases in spending are random events when of course they are not. Courts are most likely to act to increase spending in places where there is a public push to improve educational outcomes, or where disparities are so great that legal action is required. None of these situations apply to Wisconsin.

A meta-analysis of about 400 studies by Eric Hanushek of Stanford University finds no relationship between spending and student outcomes. Our research on Wisconsin school districts has found no relationship between student outcomes and spending once important control variables are taken into account. Data points like this ought not to be ignored in the funding discussion.

On the subject of early childhood education, the author says that students enter pre-K more prepared than they otherwise would. However, there is an extremely important caveat here that is not included. While the best research suggests that students do enter kindergarten better prepared, the same research also shows that these effects dissipate rapidly, and even become negative by third grade — meaning students who didn’t have early childhood education were actually performing better by that age. The bottom line is that the preponderance of the evidence is negative on the impacts of pre-K, and to claim that the evidence shows otherwise is a disservice to readers.

When it comes to the achievement gap, the assessment that Wisconsin has some of the largest gaps in the nation is absolutely correct. But Evers’ well-documented anti-school-choice agenda is often at odds with what the evidence suggests can improve outcomes for these students. Particularly for students living in Milwaukee, research shows that private schools in the voucher program and charter schools offer students a better opportunity to succeed academically, graduate, and attend college.

Evers has suggested ending or reducing enrollment in these programs, which would eliminate access to alternatives for many low-income, minority families. Ending programs used by more than 30,000 students is likely to have a far more deleterious effect on minority students than the implementation of softer suspension policies that is suggested in the article, which our research has actually found can have a negative impact on student outcomes.

Wisconsin has a serious case of the blahs when it comes to education

To set the context briefly: Comparing three years ago to last year, the percentage of students statewide who are rated as proficient or advanced in language arts, math and science has gone down. Just above 40% of Wisconsin kids are proficient or better in each subject, which means close to 60% are not. This includes students using vouchers to attend private schools.

There are nine large Milwaukee high schools where more than 75% of ninth- and 10th-grade students either did not take the ACT Aspire test that is part of the state assessment system or scored in the lowest category of performance (“in need of support”). WILL Messaging Experiment & Public Opinion Poll on K-12 Tax & Spending

In almost every context, words matter. Public opinion on particular issues can shift greatly depending on the language used, and K-12 education reform is no exception. To help further understand this, the Wisconsin Institute for Law & Liberty commissioned Research Now Survey Sampling International to conduct a statewide survey experiment of 1,500 adults in Wisconsin. We tested a number of messages related to education reform, ranging from vouchers to Education Savings Accounts (ESA). We also surveyed public opinion on spending on K-12 schools and the impact of Act 10, the 2011 collective bargaining reform law, on teachers and students.
To conduct the school choice messaging study for vouchers, charter schools, and ESAs, respondents were randomized into one of several messaging conditions, exposing them to certain types of information. Following this randomization, respondents are asked about their level of support for school choice on a five point scale ranging from “strongly oppose” to “strongly support.” We learn which messages increase support by comparing the average responses of those in the control group to the average response of those in each treatment group.

We found that school choice is in fact popular, but the words that are used to describe it are of critical importance. For example, Republicans increase their support of vouchers when discussed in terms of civics and patriotism. Democrats and African Americans increase their support when discussed in terms of diversity. Surprisingly Education Savings Accounts have majority or plurality of support amongst all demographics, including Democrats, and suggest strong appetite for more school choice




20 years ago…. Mutually Destructive Tendencies in K-12 and College Education

What’s going on in the college curriculum cannot be laid entirely at the doorstep of the K-12 system. Indeed, as Allan Bloom figured out a decade or more ago, it has as much to do with our educational culture, indeed with our culture per se, as with our schools. Cultural meltdown afflicts both sets of institutions. But each also inflames the other.

What is the crisis in K-12 education? There is, of course, a faction within the profession that insists there is no crisis, that the schools are getting a bum rap, that they’re doing a good enough job, or as good a job as they ever did, or as good a job as our nasty, Philistine society deserves, or as good a job as they can, given the decay of parents and families, or as good a job as the money we are giving them will buy, and so on. There is a popular book in educator-land called The Manufactured Crisis which trots out all these arguments and adds that the unwarranted criticism of U.S. schools is the result of a Machiavellian rightwing plot to discredit public education in order to replace it with vouchers, for-profit schools, home schooling, and other variations.

Most Americans, though, agree that we have a crisis in K-12 education. Employers say so. College admissions officers and professors say so. Elected officials at every level say so. A number of honest educators say so. And lots and lots of surveys make plain that most of the public believes this to be the case and, incidentally, is out there busily seeking alternatives to mediocre schools for their own kids.

People highlight various aspects of the crisis. For some, discipline, violence, and drug issues are paramount. For some, it is the collapse of big city school systems. This critique is usually brought by people who (wrongly, in my view) suppose that rural and suburban schools are doing a good enough job. For some, it is character issues like cheating. For some it is dropouts and other forms of non-completion. All of these are genuine problems and they all affect the colleges. But the core of the K-12 crisis is the weak academic skills and knowledge of a huge fraction of high school graduates, the tiny fraction who are truly well educated, and the sizable fraction who are more or less illiterate at the end of twelve or thirteen years of schooling.

That is the first of ten elements of the K-12 crisis with special salience for the college curriculum. What does it mean to enroll a freshman who does not know when or why the [U.S.] Civil War was fought, who has never written a paper longer than a couple of pages, whose math goes only to algebra, whose acquaintance with literature is more apt to involve Maya Angelou and maybe Hemingway than Dickens, Faulkner, or Milton, who cannot distinguish Dred Scott from F. Scott Fitzgerald, and who could not accurately locate more than six countries if handed a blank map of the world?

What does it mean for the college curriculum? Not to put too fine a point on it, I think it means that the college curriculum is forced—like it or not—to become more like what the high school curriculum ought to be. College becomes the place to get a secondary education just as, for many young people, high school is the place for a primary education. Is it any surprise that many employers, wanting to hire people with a bona fide tertiary education, are insisting on postgraduate degrees?

Second, young people entering our colleges are unaccustomed, by virtue of their K-12 education, to serious intellectual standards. They are well accustomed to praise, deserved or not. Middle school classrooms dripping with self-esteem, something called “emotional intelligence,” and other forms of affective learning turn into grade inflation in college. Try giving these students a C or D—or even a B—and see what reaction you get. Not only have they been allowed to get by with slovenly academic work, they have also been told they’re fantastic. Which is, of course, why, in all those international comparisons our kids do so much better on the self-regard measures than on actual performance.

Third, they are not used to working hard. They got through school without rewriting papers, without doing long division by hand (they had calculators), without wrestling with difficult texts, or without burning the midnight oil at the library. Lots of them had jobs, they had boyfriends, they were on athletic teams, they partied a lot. They may have been busy as can be, but many of them minored in academics while in high school. They are used to coasting—and getting by.

Fourth, school has not nurtured their character, their virtues, their values, or their moral fiber. Lots of schooling is still self-consciously value-neutral and lots of teachers are still self-conscious about “imposing values” on their students. The curriculum encourages relativism, too. So concepts of right and wrong, beautiful and ugly, good and bad, noble and villainous—these distinctions may be a little murky to arriving college students, unless they picked them up in church or at home.

Fifth, they do not have good study habits. They did not need them to make a go of high school. Often they could avoid homework, cram at the last minute for tests, avoid participating in class discussions, borrow term papers from the Internet, and use plot summaries and other short cuts rather than wrestling with the textbook, much less an original text. If, like many schools, theirs emphasized group work and cooperative learning, and minimized competition and individual attainment, then they are accustomed to sharing the work, not doing it themselves and being held accountable.

Sixth, they have received an ample dose, if not an overdose, of political correctness, multiculturalism, and other ideologies before they’ve even reached the ivy-covered walls. They learned to be nice, to be sensitive, to be inclusive, and not to say anything offensive or provocative. They did not learn it only from high school, of course. As Mark Edmundson of the University of Virginia made painfully clear in a brilliant Harper’s essay, much of this worldview comes from television. But today’s schooling contributes its fair share and more.

Seventh, if they went to a typical U.S. high school, they are used to a curricular smorgasbord and are probably unacquainted, or minimally acquainted, with some core subjects. They may have taken bachelor living instead of civics, consumer math instead of geometry, black history instead of ancient history, and psychology instead of physics. They very likely took some technical or vocational or “school to work” classes instead of a comprehensive program in the liberal arts. Yes, they had to satisfy certain graduation requirements, but if psychology counts as science and journalism counts as English, why take the real stuff?

Eighth, they’re accustomed to mediocre teaching. They may have had a favorite teacher, perhaps a great, inspiring, deeply knowledgeable teacher. Jaime Escalante is not the only such, after all, among 2.7 million teachers in U.S. schools. But the odds are that a number of their teachers were time-servers, not terribly sophisticated about their own fields, and perhaps more interested in whether kids are properly entertained, enjoyed the class, and were feeling good about themselves, than in how much they learned from it.

Ninth, college-bound students are not accustomed to many consequences. They are not used to feeling that it really matters in their lives whether they study hard, learn a lot, and get top marks in hard subjects, or coast along with so-so grades in fluffy courses. They know that results count in some domains—like sports—but not in class.

I have turned into something of a behaviorist. I do not believe that anything has really been taught unless it was learned, nor do I think that educational reform is real until and unless it actually boosts student achievement. And I do not expect that to happen until young people actually alter their behavior: take different courses, study harder, and rise to higher standards. But what is going to alter their behavior if their real world continues to signal that it does not make any difference, that there are few tangible rewards for learning more, and practically no unpleasant consequences for learning very little? What does that say to a sixteen-year-old faced with a choice between rewriting his lab report and studying for his history test, or going out with his friends. Sixteen-year-olds, in their own peculiar way, are rational beings. They are forever going through a crude calculus that boils down to “does it really matter?” The answer we keep giving them is no, it doesn’t, not unless they’re part of that small sub-set of the sixteen-year-old population that is gunning for admission to our handful of truly competitive colleges and universities.

This may not be well understood by intellectuals, so many of whom have kids in that little pool of aspirants to Princeton and Stanford and Amherst. For those young people, yes, it makes a difference how they spend their Tuesday evenings, and most of them know it. But what about everyone else?

Third grade teachers can fake it with eight-year-olds by handing out gold stars and threatening them with summer school. To some extent, school systems can even fake it with teenagers by telling them that they are not going to graduate unless they pass certain tests or take certain courses. More and more of that is happening around the K-12 system. But it is all a bit unreal—a bit fake—because the sprawling U.S. higher education complex keeps whispering in kids’ ears, “Never mind, we’ll be glad to have you anyway.”

Tenth, finally, our young people are thoroughly accustomed, long before they reach the university classroom, to the educational regimen that E.D. Hirsch calls romantic naturalism—a product of Rousseau and Dewey and the rest of the Teachers College faculty of eighty years ago, but still the regnant intellectual theology of the education profession. Let us abjure a long excursion into this “thoughtworld,” as Hirsch terms it, and not rehash its lack of any serious scientific moorings. Its immediate relevance is that kids are coming out of school having been told that all they need to learn is what they feel like learning, that their teachers are escorts or facilitators, not instructors, that knowledge is pretty much whatever they’d like it to be, and that their feelings and sentiments are as valid as anything that might be termed successive approximations of objective truth, if indeed there is any such thing as truth.

What are the implications of all this for the college curriculum? To reduce it to a sentence, our universities are having to build a house atop a cracked and incomplete foundation.

How much repouring of the foundation does the university undertake? At whose expense? Instead of what? Does the remedial work count for credit? If so, does it subtract from the amount of so-called college level work that is expected, or does it add to the total, thus taking more time and demanding additional resources? Or does the college give up? Or try to do something altogether different, not repairing the foundation but, let’s say, pouring a slab and proceeding to build?

I have my own view of all this, but I know it is naive, my own form of romantic utopianism. My view is that the colleges should leverage the K-12 system to make the kinds of changes that both systems (not to mention the larger society) urgently need.

Shoulder-to-shoulder the nation’s universities should stand, proclaiming as with a single voice that, starting some reasonable number of years in the future, none will admit any student (under the age of, say, thirty) who cannot demonstrate mastery of certain specified skills and knowledge. If that demand were honestly enforced, it would have a dramatic, catalytic effect on the nation’s high schools, one that would reverberate back through the elementary schools. And if major employers were to make common cause with the institutions of higher education, the effect would be more dramatic still. The second-order effects on our colleges and universities would be striking as well.

But it is not going to happen. Employers would cite legal reasons, civil rights reasons, business reasons. Interest groups and editorialists will talk about equal opportunity. As for the colleges—well, their need for students is greater than their need for standards. So the higher education system is apt instead to persist in its peculiar love-hate relationship with the K-12 system, complaining about the system’s products while contributing to and exacerbating in myriad ways the bad habits and fallacies that produced them.

The worst of higher education’s crimes against the K-12 system is the abandonment of entry standards, which of course is a corollary of the universalization of access to higher education within the United States.

Let me be clear. I am not opposed to everyone’s having a shot at a college education. I do not begrudge financial aid measures that make it possible for many people to enroll. What I oppose is the devastation that is wrought on high school standards—and thereby, on primary school standards—by the widespread understanding that all can go to college even if they do not learn a doggone thing in school. The greatest tragedy of open admissions is not what it does to the colleges but what it does to the schools and to efforts to reform them. By holding the schools harmless from their own shortcomings, and signaling that young people are welcome in our colleges—well, some colleges—regardless of what they took or how much they learned or how hard they worked in high school, the endless expansion of higher education fatally undermines the prospects of doing anything about our schools. Moreover, it contributes to what we might term the “highschoolization” of colleges themselves. (Of course, it we come to count on our colleges to provide secondary education, then it is not unreasonable to expect access to them to be universal. I think President Clinton, among others, has figured that out, though of course he never says it that way.)

Admissions standards, or their absence, have a profound effect on the schools, and are the first of five ways in which the crisis of the college curriculum adversely affects the K-12 system.

Second, the university’s intellectual and curricular fashions have a trickle down effect. Every idea that seeps down through the academic limestone eventually creates stalactites within the K-12 curriculum. The whole postmodern intellectual enterprise has infected what is taught in grade schools. Deconstructionism in the university become constructivism in fourth grade—both progeny of the same ancestors. Where do “fuzzy” math, cooperative learning, whole language reading, and “history from the victim’s standpoint” come from? Where did those wretched national history standards come from? Whence cometh the emphasis on so-called higher order thinking skills and the scorn for specific knowledge and facts? They are all gifts that higher education has bestowed on the schools.

Third, there is the disaster area of teacher training. Upwards of a hundred thousand education degrees are awarded by U.S. colleges and universities. People in the arts and sciences sometimes delude themselves into believing that the dreadful, wrong-headed content and low standards built into most of these degrees are the problem of some other wing of the university. Perhaps so. But I do not see how any serious discussion of the college curriculum can proceed to cloture without at least pondering the intellectual carnage of our education schools. Somebody in higher education has got to be responsible for that!

Consider that a new first grade teacher with twenty-five kids in her class, if she remains in the profession for thirty years, will profoundly affect the lives and educational futures of 750 youngsters. If she is a high school teacher with, say, 100 students a year, the number whose lives she will touch over the course of a classroom career rises to 3,000. Where did she get her own education? Who decided what she needs to know before being turned loose on children? Who decided when she had learned enough of it? Who trained the principals and department heads who will supervise her? Who supplies the “in service” training and “professional development” that will salt her career? Who writes the textbooks that she will use and the professional journals that she will read? These are all the responsibility of the university and its faculty. The K-12 virus that has sickened and will infect generations of future students in the university can be traced right back to the university campus itself.

Fourth, permissiveness with respect to behavior and morality also trickles down. If it is taken for granted on the college campus that it is fine for eighteen-year-olds to indulge in drugs, sex, binge drinking, class-cutting, over-sleeping, and all the rest, it is naive to think that seventeen-year-olds on the high school campus will not adopt the same practices. Which means that fifteen-year-olds, and thirteen-year-olds, and eleven-year-olds, and so on down through the grades, will do their version of the same things. If the college winks at state drinking laws, why shouldn’t the high school? If the college sophomore in the family boasts about his exploits, what do you suppose will be the effect on the high school sophomore who is his younger sister or brother? What are the effects on parents trying to bring their kids up properly?

Fifth, and finally, the university is the wellspring of such social and political values of the K-12 curriculum as multiculturalism, feminism, environmentalism, scorn for patriotism, affection for governmental solutions to all problems, and so forth. These creep into fourth-grade textbooks, into the videos and television programs that teachers show, into the magazines and newspapers and workbooks that they assign, and into the belief structure of the teachers themselves. Indeed, the activist groups that seek to propagate those values throughout the society are especially eager to target the young and vulnerable. Thus “peace education” has evolved into conflict-resolution courses and science and geography classes are awash in radical environmentalism. I do not say that this is entirely the fault of our colleges and universities, but if these beliefs were not firmly grounded there, their position in our schools would be a lot shakier.

Entropy describes a closed system in which everything deteriorates. Webster’s refers to “the degradation of the matter and energy in the universe to an ultimate state of inert uniformity.” That is how I have come to see the all-but-sealed world in which the schools and the colleges deteriorate together, each worsening the condition of the other.

Is anything to be done? I see small signs of hope on the K-12 front: the movement toward standards, tests, and accountability; the spread of “charter” schools and other new institutional forms; the growth of school choice and the concomitant transfer of some authority from producers to consumers. But it is a slow process and so far not one that has yielded palpable results in terms of student achievement.

One can also point to new islands of excellence in the postsecondary seas and to other modest indicators of progress.

Perhaps it will all come together. Certainly there is evidence of mounting discontent on the part of governors and legislators and of greater willingness to take such obvious policy steps as yoking college admission standards to high school exit requirements.

But what we need most is a renaissance of the will and the spirit, a rebirth of the concept of educational quality. As Roger Shattuck put it in a grand essay in the Chronicle of Higher Education, “[W]e need to reexamine our fundamental beliefs about educational excellence. If we do not confront these assumptions, we shall never be able to change the ways in which our two levels conspire to lower standards.”




Politics, and the Puerto Rico Teachers Union

Teachers’ union president Randi Weingarten is plotting a teachers’ strike to shut down schools in Puerto Rico, according to a conversation overheard Friday in the first-class car of an Acela train heading to New York.

Puerto Rico is in the midst of implementing school-choice reforms, opposed by Weingarten’s American Federation of Teachers. Last month Gov. Ricardo Rosselló signed legislation to increase the number of charter schools and voucher programs.

Weingarten said she does not want to use the word “strike,” but wants to use the strategy of recent teacher walkouts in Oklahoma and West Virginia as a model to fight against school-choice reforms.

“We never use the word strike,” Weingarten was overheard saying on the phone in a first-class car. “We are a human shield for the kids … teachers are doing this in the stead of parents and kids.”

Weingarten said the union’s goal should be “cloaking this in Oklahoma and West Virginia” and asked the unknown person on the other end of the line, “Does that concept work?” Weingarten also mentioned working with the “lobbyists we have” on the plan.




How Has Betsy DeVos Reshaped the Department of Education?

Betsy DeVos was thrust into the spotlight this weekend on an episode 60 Minutes, as she struggled to give satisfying answers to interviewer Lesley Stahl. DeVos has been appearing on several news programs recently, as the federal government assigned the secretary of education to head up a federal commission on school safety.

Long a champion of private education, DeVos has been vocal in her desire to see taxpayer funds spent at religious and charter schools through a system of school vouchers. In fact, DeVos claimed America’s public school system was a “dead end” at a speech in 2015.




How thousands of Florida parents are customizing education for children with special needs

Florida’s newest private school choice program is no ordinary voucher, a new report finds.

The analysis, released this week by EdChoice, found that in the first two years of the Gardiner Scholarship program, roughly four out of ten parents used the scholarships to pay for multiple educational services — not just private school tuition.

The scholarship program is available to children with specific special needs. It has grown to become the nation’s largest education savings account. The accounts allow parents to control the funding the state would spend to educate their child. They can spend the money on a range of education-related expenses, from textbooks and school tuition to tutoring and therapy.




Lawmakers propose program to give money to ‘gifted’ children in low-income households

Children living in low-income households who are considered to be advanced learners will be eligible to receive a taxpayer-funded scholarship to use to pay for education expenses under a new program proposed by three lawmakers this week.

The scholarship program would provide $1,000 to families with “gifted and talented” students who are already eligible to receive free or reduced-price school lunches, which means the household’s annual income is at or below $45,510 annually for a family of four.

The program is proposed by Sen. Alberta Darling, R-River Hills, Rep. Mary Felzkowski, R-Irma, and Rep. Jason Fields, D-Milwaukee — lawmakers who have historically been strong supporters of private school voucher and charter schools — and will be open to 2,000 families beginning in the 2018-19 school year, if the bill passes and is signed by Gov. Scott Walker.

“These scholarships will provide students in families with low incomes the ability to access a wide range of educational opportunities that they may currently not have the resources to participate in,” the lawmakers wrote in a memo seeking support from other lawmakers.

“Who knows how many scientists, engineers, musicians, artists, and community leaders we are missing out on because their family can’t afford additional educational opportunities,” Darling said in a statement.




How a bizarrely complex structure blocks change for Milwaukee students

What if we’ve created an education landscape in Milwaukee where it is impossible to bring serious improvement?

There are many powerful and painful reasons why so many kids in the city aren’t doing well in school and aren’t on track for good futures. Start with the daily circumstances of their lives.

But with another school year underway with no big sign of improvement, and with a fresh round of test results from last spring that show the needle has (once again!) not really moved, I find myself looking at the bizarrely complex structure of Milwaukee schooling and wondering what it would take to change things.

I have company. Michael R. Ford, an assistant professor of public administration at the University of Wisconsin-Oshkosh, worked previously for organizations that support the Milwaukee private school voucher program, School Choice Wisconsin and the Wisconsin Policy Research Institute (which changed its name recently to the Badger Institute). Ford got a Ph.D from the University of Wisconsin-Milwaukee along the way.

He’s not an ideologue and he’s interested in the realities of how students, in all streams of schools in Milwaukee, are doing.




Fewer than half of all Wisconsin students scored proficient or above on state Forward Exam

On the ACT exam, for example, he noted that students on vouchers scored an average 17.2 compared with 16.3 by MPS students overall and 15.6 for MPS students considered economically disadvantaged. Similarly, he said, students in the statewide voucher program, which accepts students from outside of Milwaukee and Racine, scored an average 21.3 on the ACT, compared with a 20 for all statewide students and 17.1 for those considered economically disadvantaged.

In all, more than 453,000 students took the exams in the spring. The Forward and DLM are given to students in grades three through eight; the ACT to high school juniors. The Forward tests English language arts, math and science.

According to DPI:

40.5% of students overall were proficient or above in math, 42.7% in English and 42.3% in science.
Scores for public school students were comparable: 41.4% were proficient or above in math, 43.5% in English and 43.1% in science.

Voucher students scored far below those, with 15.2% proficient or above in math, 20.1% in English and 19.2% in science. Bender said those numbers are skewed by the large numbers of students in the Milwaukee and Racine voucher programs.

There were wide gaps in achievement for several student subgroups. For example, black, Hispanic and poor students scored well-below their peers on the overall ACT composite and across the board in math, English and science.
